POLICE REPORT

Officer Billy Truax and Officer Johnathan Powell responded to a call from 110 E. Holt Ave, in reference to the Complainant’s ex-husband being at her residence refusing to leave. Upon arrival, the Complainant stated that he was outside somewhere. Complainant stated that the Suspect had been there cursing her, threatening her and the neighbors, and she wanted him to leave, and not bother her anymore. As the Complainant was telling Truax and Powell what was going on, the Suspect walked around from behind the house. As the Suspect approached where the officers were, Truax could smell a strong odor of intoxicants about him. When the Suspect approached, Truax advised him to go on to his house, and not to return.

By Dawn Teer This reporter sat down with Judge Eddie Best and 911 Coordinator Nan Davenport to talk about 911 and where it’s at almost six months after the Courthouse Annex fire. According to Davenport, “One thing that we were able to save was our generator. That’s an expensive piece of equipment to replace, so we are thankful we were able to save it. When the fire occurred we had just upgraded all our equipment. What some people don’t understand is that we not only did we lose our new upgraded equipment, but also our old equipment.” One thing that helped them extremely was firefighter Billy Burns who went through a window to rescue the server, as well as two fire proof boxes, out of the offices. Southern Arkansas Business was able to retrieve much information off the server to help them reset up the system. Davenport went on to say that technology is getting smaller. “Since the fire we have not only gotten a new system completely, but an updated one that has done away when some of the old equipment. Something new that they have gotten was an ability to put floor plans in the system so a dispatcher can look at floor plans and that can be helpful for a call where maybe someone is trapped in a house. We have gotten a Rolodex system for numbers such as utilities, hospitals, etc. so that we no longer have lists on the wall, these numbers are right there at the click of the mouse.” Now there have been important locations put in the system, such as hospitals, ambulance services, etc. This is helpful when someone calls in and for example, says they are at Boyd’s Corner, maybe they have lived in the area their whole

911 System life, but don’t know the highway number. The dispatchers have at their fingertips these kinds of locations to make it easier to target where the caller is calling from. “One thing I want people to know is that even though our equipment is at the Central Office of Centurylink, it is fully capable and fully functioning. There is nothing at this point that our 911 system cannot do that it did not do before. This has been since October 29. However, that being said, we live in an increasingly mobile environment. Last month 86% of our 911 calls were wireless. It is not unusual for some calls to go outside the county. But every county that surrounds Arkansas County has a one touch button that can transfer that call back to the county it should be in. When our dispatchers answer the phone they always answer the phone Arkansas County 911. If you ever hear another phrase such as communications or dispatch, that is a clue you have not reached Arkansas County 911. If the surrounding counties don’t follow the protocol of verifying where the call is coming from it can have a situation where dispatchers could dispatch to the wrong county, same address but wrong county. That’s where problems arise. If they practice their due diligence this can be avoided. Whenever there is a problem it is my job to follow up on what happened. Never trust what people tell you, follow up and have them make test calls to make sure it goes to the right place. I want people to understand that we live in a mobile environment. Be prepared, know that you need to reach Arkansas County. But you can be standing at the DeWitt Courthouse and reach Lonoke County or Jefferson

County. When problems arise, we have things in place to find out what happened, whenever a call comes in, I investigate.” Landline numbers also can have problems. Sometimes the phone carrier has programmed the number incorrectly in their system. That doesn’t happen very often, but when it does happen, Davenport is called by a dispatcher and she then contacts Centurylink to have the number rerouted correctly. Davenport said we have to handle these kinds of problems, because people’s safety is at stake. Even though the equipment is at Centurylink’s Central Office, the dispatchers are still at the Stuttgart Police Department in a brand new facility and work area. The future has Davenport working with Centurylink, Airbus and Rave technologies to figure out the safest way to implement Smart 911 into the current 911 system. It is a state funded program where people can create a user profile complete with contact information. They can also program medical conditions, floor plans, etc. These type of things will help first responders in an emergency situation. Another thing that Davenport has been working on with the state GIS office is address points, this is a layer that will be created and installed on our mapping system. One of the things that will help with this is that will help our dispatchers open up arial photography, and the address point layer will lay over the assessor’s parcel layer so the dispatchers will get a better picture of people’s addresses. This will take it a step farther in locating someone.

911 System By Dawn Teer

Continued from Page A4

Judge Best brought up a point he wanted people to know is that you will never get a busy signal when calling 911, if the dispatchers are busy, the phone will ring and keep ringing until the dispatcher is free to answer the call. There was a situation recently someone called in and when the phone rolled over the gentleman thought he had been disconnected and hung up. When the dispatcher was free she called him back. He stressed that when people call, stay on the line they will answer your call as soon as they can. Davenport said, “One thing about this county is that all our first responders work together for the safety of our community. If anyone in this county has a problem with 911, call me, I even have my personal cell number on my card. If they don’t call, we don’t know there’s a problem. If something breaks, we may not know it until someone calls.” A reminder to the citizens of Arkansas County that will help responders find them is to put their address in at least 4 inch letters if the house can be seen from the road. If it can’t, then put them at the end of driveway so an ambulance or fire truck can see them

and find them. Another thing to remember when people are building a new house in a flood zone they must obtain a floodplain development permit. Davenport, Shanda Harris, Ruby Allen and Judge Best are all able to help with filling out paperwork and will do so free of charge. If you don’t know if you are building in a flood zone call her office and she can go on the FEMA website and tell you. Davenports number is 870-673-6648. The Arkansas County 911 is fortunate to have dispatchers who have been doing their jobs between 8-18 years. This is not common to most 911 departments. The longer you do a job, the better you get at it. The dispatchers here just held training to learn the features of the new system, at the Centurylink office. The 911 dispatchers are Mary McCarty, Monica Johnson, Beverly Dunn, Megan Whitcomb, Edith Long, and Maxie Cage. “They are here when we need them, whether it’s 2 am or 5 pm.” said Davenport. During the recent icestorm, Mary McCarty actually ended up staying at the police station because another dispatcher couldn’t make it in to work. The dedication from

Arkansas County 911 dispatchers shows their concern for the safety and wellbeing of the citizens and community. Davenport said, “Centurylink has been so gracious to us since the fire, allowing us to store our system there.” Centurylink employees Albert Johnson, who attended a one week class to learn our system, and Kim Ceville have assisted Davenport along the way and she appreciates their efforts on behalf of the citizens of Arkansas County. Robbie Theodore, Centurylink’s Area Plant Supervisor was instrumental in facilitating making the space in the Central Office for our equipment. It is amazing what 911 Coordinator, Nan Davenport, knows about 911, and she is dedicated to the citizens of Arkansas County and their safety. Judge Best said he has been so fortunate to have not only Davenport, but Ruby Allen, Administrative Assistant and Shanda Harris, OEM Coordinator to help him learn what he needs to know about 911, and Emergency Management. If you would like further information on 911 contact Davenport at 870-673-6648.

FAITH & RELIGION

Seek the Welfare of the City By Pastor Steve Ellison

Perhaps you know it already; maybe you have never heard; or maybe you simply need to be reminded. As a Christian, you are just a pilgrim passing through. Your heart must not be focused on the temporary world in which you live. Rather, you should be focused on the next world. Like Abraham, you should be seeking the city which is built by God. However, as others have rightly said, we ought not to be so heavenly minded that we are no earthly good. God has left us here on earth so that we can point others to Him. Jeremiah, the prophet, lived Jerusalem when many of his people had been carried away into exile by the Babylonians. Jeremiah wrote a letter to the elders of the people who were in exile. The letter began, “Thus says the Lord of hosts, the God of Israel, to all the exiles whom

I have sent into exile from Jerusalem to Babylon, ‘Build houses and live in them; and plant gardens and eat their produce. ‘Take wives and become the fathers of sons and daughters, and take wives for your sons and give your daughters to husbands, that they may bear sons and daughters; and multiply there and do not decrease. ‘Seek the welfare of the city where I have sent you into exile, and pray to the Lord on its behalf; for in its welfare you will have welfare.’ (Jeremiah 29:4-7 NASU) As a Christian, you are much like the exiled people of Israel. Jeremiah’s letter can serve as a sort of communication directly from heaven for us. The exiles all wanted to get back home where Jeremiah was. As Christians, you and I look forward to heaven but live in what amounts to a foreign land. We are surrounded by people with

different lifestyles than us. We are surrounded by people with different values than us. We are surrounded by people who have different plans for their lives. We are exiles in a foreign land. It will be that way until Christ returns. As Christians, we live in what amounts to a foreign land. We would be wise to follow the Lord’s advice given from the pen of Jeremiah, Seek the welfare of the city where I have sent you into exile, and pray to the Lord on its behalf; for in its welfare you will have welfare. God causes rain to fall on the just and the unjust. Proverbs and other wisdom literature in the Bible tell of God rewarding the righteous and punishing the unjust. We often fall into thinking that this means here and now, in this life. While it might happen in this life, most of the time it happens in eternity. So God con-

tinues to be merciful on all mankind. We would be wise to pray for and seek the welfare of the city where we live because that will be beneficial to us. I also maintain that there is another less selfish reason to seek the welfare of the city in which God has placed us. Unbelievers will notice that we seek their welfare; that will arouse their curiosity. They will seek to understand why we would do such a thing. This will give us a platform for proclaiming Christ and His goodness. Also know that God is not caught by surprise about where you are located. Jeremiah 29:7 clearly states that God sent you to the city where you are. Seek that city’s welfare because it will glorify Him and benefit you.…... pastorsteve8800@gmail.com

WEEKLY SERMON

May We Never Forget By Tom Smith Woe to us if we do. This past week marked a highlight in my life as I pinned on the rank of full-bird colonel (0-6) as an Air Force chaplain. Little did I realize almost 35 years ago when I joined the military as a 1st Lieutenant that this day would come. But, the Lord opened the door for this promotion and it’s definitely one I’ll not take for granted. As I stood there during the ceremony looking out on fellowship airmen and soldiers—both active and retired—and a host of family and friends, my heart overflowed with joy and gratitude. And, it reminded me again of the charge in God’s Word: “To whom much is given, much is required” (Luke 12:48). Therefore, I can only pray that I’ll be found faithful in my responsibilities both militarily and spiritually. Ever since I joined the Kentucky Air National Guard in July, 1980, the cross on my chest has meant more than the rank on my collar or shoulder. I figured that “calling” under God was more important than the “commission” from the Air Force. And, if I was faithful to Him and these United States, the rank would take care of itself. After the ceremony, our family and friends from out-of-town went out for lunch and one of them, whom I’d not seen for 25 years, sat with us as we ate. He’s a Vietnam vet and as he shared of his experiences overseas tears filled his eyes. Not because of what happened there; but what happened just a few years ago in a store here in the U.S. As he checked out, he talked with one of the 17-yearold employees there who’d noticed the P.H. on his license plate. The young man asked him what that meant and he said “Purple heart.” Then, the kid said “What’s that??” And, if that wasn’t bad enough, he called a fellow employee over and said “Hey, dude, this man’s a Vietnam vet and received the Purple Heart”—to which the teenager replied, “What’s that??” No wonder my long-time friend and fellow soldier had tears in his eyes. I did, too.

Partly because of his visible pain and partly because of the two teenagers’ unfamiliarity with the meaning of a Purple Heart. Made me wonder how many more there are out there who are just like them. It would seem that somewhere along the line we’ve lost the importance of remembering our roots. We’ve forgotten the blood, sweat and tears our men and women in uniform have paid that we might be free in this country. And, God help us if that trend continues in the coming generations—for soon our emphases on individualism and relativism will be the cause of our demise and inward destruction. I’ve never forgotten the sacrifices my adopted father made when he fought in World War II, landing at Normandy on D-Day. I’ve never forgotten the price my uncle, cousin and others paid in the dark, humid jungles of Vietnam where they came home to no heroes’ welcome. Truly, as the renown philosopher, poet and essayist, George Santayana, put it “Those who cannot remember the past are doomed to repeat it.” So true, so true. Therefore, it’s my prayer that our schools will put extra emphases upon history, whether it be state, national or world. Required reading of the biographies of some of our nation’s heroes and other world leaders should be a priority. That way we can learn from their successes and defeats (provided the books were not written by revisionist of history). And, hopefully, in the future there’ll not be another teenager in a store somewhere who asks “What’s that??” when he/she talks with a vet about this-or-that. Otherwise, like my friend at lunch, their inward pain of being forgotten will be much greater than the wounds they received in actual combat. May God help us all. (NOTE: If you’d like to contact Bro. Tom or receive his daily e-mail devotional, entitled “Morning Manna,” you can write him at P.O. Box 10614, Fort Smith, AR 72917 or e-mail him at pressingon@hotmail. com).

The world is upset over a teaching of science that declares the earth is headed toward self-destruction by an ever increasing warming of its surface! President Obama has stated that this is the great danger that the future holds for us, unless we act to stop it. Even if this was true, can man stand up in God’s Face and think to change nature! The U.N. (United Nations) is planning a world meeting to discuss this so called problem. They thank to pool their knowledge and be able to control what they believe to be an act of nature. All the while their fear is unfounded, and contrary to the teaching of Scripture. And understand this Christian friend, the men who are so fooled by their research are not illiterate, but are men of worldly education. But no amount of culture or college training can impart religious truth to the intellect. A man must be Divinely taught by God before he can clearly see truths. The truth is that the most illiterate babe in Christ has the ability to understand spiritual things, that an unregenerate university graduate does not have. The plainest and simplest Word from God is far above the reach of the natural mind. Hundreds of years ago science declared that is an object ever reached the terrific speed of 30 miles per hour it would lose its hold on gravity and float away. Was that true? Also at one time, science drew blood from the human body in order to heal it. Was that true? Today they know to put it back in. Scientific knowledge changes, but God’s Word is Eternal! How dares any devil, or any man to dispute with the Creator! What does God say about global warming? Gen. 8:22 “While on the earth remaineth, seedtime and harvest, and cold and heat, and summer and winter, and day and night shall not cease.” The global warming teachers are afraid and the melting of the North Pole ice cap will cause world flooding, but God said in Gen. 9:11 “Neither shall all of flesh be cut off again by the flood of waters and neither shall the earth be destroyed again by water.” The Pope of Rome is teaching that global warming is coming, and he is writing a paper that will be considered as infallible by his followers. He is teaching that global warming is a fact. The Bible does teach that the earth, with its sin, shall be burned, but fire will fall from Heaven and destroy it, as with Sodom and Gomorrah! And all the man-made knowledge in the world is not going to stop it. Amen

WHAT TO BRING:

Johnny Lockley of CenterPoint Energy watches as Judge Eddie Best signs Proclamation

TO THE PEOPLE OF ARKANSAS COUNTY AND TO ALL WHOM THESE PRESENTS SHALL COME-GREETINGS WHEREAS, each year, the Arkansas County Underground Utility infrastructure is jeopardized by unintentional damage due to failure to call 811, the national call number to have underground lines located prior to digging; and, WHEREAS, undesired consequences such as service interruption, damage to the environment, personal injury and even death as the potential results; and, WHEREAS, calling 811 provides professional excavators and homeowners a simple way to reach the

Arkansas One Call System to request utility line locations at the intended dig site; and, WHEREAS, CenterPoint Energy serves the citizens of Arkansas County at no cost to taxpayers, spreading the message that safe digging is a shared responsibility and encourages Arkansas County Residents to always call 811 before digging; and, WHEREAS, making a simple call to 811 in advance of any digging project, waiting the required amount of time, respecting the marked lines by maintaining visual definition throughout the course of the excavation and digging with care around the marks

will save time and money. THEREFORE, I, Eddie Best, Arkansas County Judge, do hereby proclaim the month of April, as: SAFE DIGGING MONTH And encourage excavators throughout Arkansas County to always call 811 before digging. Safe excavation is no accident! IN WITNESS WHEREOF, I have hereunto set my hand and have caused the official Seal of Arkansas County to be affixed on this 9th day of March in the year of the Lord, Two Thousand Fifteen. Thomas E. Best Eddie Best Arkansas County Judge

CenterPoint Energy Promotes 8th Annual National Safe Digging Month Arkansas residents are reminded to call 811 before all digging projects This April will mark the eighth annual National Safe Digging Month, reminding Arkansas residents to always call 811 at least 48 hours before starting any outdoor digging projects to prevent injuries, property damage and inconvenient outages. National Safe Digging Month is formally recognized by the U.S. House of Representatives and Senate, and has traditionally earned the support of nearly every state governor across the country. When calling 811, homeowners and contractors are connected to

Arkansas One Call, the local one call center, which notifies the appropriate utility companies of their intent to dig. Professional locators are then sent to the requested digging site to mark the approximate locations of underground lines with flags, paint or both. “As April marks the traditional start of digging season, we are using this month to strongly encourage individuals and companies to call 811 before they begin digging,” said Johnny Lockley, Area Manager for CenterPoint Energy. “By calling 811 to have the underground utility lines in their area marked, homeowners and professionals are making an important

decision that can help keep them and their communities safe and connected.” Contacting 811 at least two working days before digging prevents 99 percent of damages to vital underground utilities. Every digging project, no matter how large or small, necessitates a call to 811. Installing a mailbox, putting in a fence, building a deck and laying a patio are all examples of digging projects that need a call to 811 before beginning. Visit www.call811.com for more information about 811 and the call-before-you-dig process.

4-H Day at the State Capitol Rescheduled to March 18 The 2015 4-H Day at the State Capitol has been rescheduled for Wednesday, March 18. All county clubs that were previously registered and confirmed to attend should start making arrangements to attend the event. More than 330 4-H participants were registered to attend the second annual event, which had previously been scheduled for Feb. 24,

but was postponed due to inclement weather and icy road conditions. The day will give attendees the opportunity to meet their state legislators, tour the capitol building and attend a special event with Governor Asa Hutchinson at 10:30 a.m. “This event is an extension of the 4-H Citizenship-Leadership ini-

tiative begun in 2014 to help our 4-H youth see how government works, and to inspire them to step into leadership roles when they reach adulthood,” said Anne Sortor, who heads the Arkansas 4-H program for the Cooperative Extension Service. “We’re looking forward to painting the Capitol green for a day.”

Pippinger Celebrates Birthday

I look forward to reading the news regarding your family and friends! Contact Darla Grantham, P.O. Box 324, Gillett, AR 72055, call (870) 548-2850, or email dgrantham@pccua.edu. PIPPINGER CELEBRATES BIRTHDAY! Kaden Pippinger turned 6 years old on February 28, 2015. He partied all weekend beginning with a party on Friday, February 27, in his Kindergarten class. This was followed by a sleepover at his home in Gillett with Kade Kellabrew, Trey LaCotts, Noah Fish-

er, and of course little brother Hudson. They were surprised by Spiderman after supper, and took pictures with the one and only, and were all super excited. The sleepover ended about noon on Saturday, and then the family partying started. Kaden wanted to have his family eat with him at Ameca in De Witt. We reserved the back table in Ameca and invited 20 people, and 20 people showed to share in this special day with him. He was surprised by the hat and scoop of ice cream to the nose, while they sang

Happy Birthday to him.
