The Arkansas Agriculture Department will administer $45,000 in one-time funding made available to the Arkansas Livestock and Poultry Commission for Arkansas festivals featuring an agricultural or forestry product, commerce, or theme and held or proposed to be held on an annual basis. The Arkansas Agriculture Department will accept applications for the Arkansas Festival Grant program from November 1, 2013 to January 24, 2014.

Butch Calhoun, Secretary of Agriculture for Arkansas, stated “Arkansas festivals are important to the quality of life and the economy in cities and towns across the state. The Arkansas Agriculture Department is pleased to make these funds available to festivals that help promote Arkansas’s agriculture industry, the state’s largest industry which provides more than $17 billion to the state’s economy”. Applicants may apply for a minimum of $1,000 and up to a maximum of $5,000. Grant funds may be used for operating and program expenses and must be spent within one year. The application must be submitted by a city or county. For an application and more information about program requirements, go to www.aad.arkansas.gov/Pages/programs.aspx.

USDA Natural Resources Conservation Service Accepting 2014 General EQIP Applications Farmers and landowners in Arkansas have until Jan. 17, 2014, to submit applications to receive financial assistance to implement conservation activities through the Environmental Quality Incentives Program (EQIP) for the 2014 program year. Applicants can sign up at their local USDA Natural Resources Conservation Service field service center.

Individuals and other entities actively engaged in agricultural production are eligible to participate in EQIP. The EQIP deadline is for consideration in the local and state funding categories.

LOCAL & STATEWIDE FUNDING The local categories are intended to focus on the primary resource issues in a localized area, as identified by the locally-led conservation workgroup representatives for each county. The statewide categories are designed to address the resource concerns of water quality issues related to animal manure management and sedimentation, improved management of irrigation water and reduction in ground water use, forestland enhancement, livestock production, reduction of erosion, and improvement of wildlife habitat.

All applications will be evaluated for funding based on a state and national developed procedure to optimize environmental benefits. Applications ranking highest in a funding category will be funded subject to availability of program funds.

City’s Budget for 2014 Still on Hold Obituary

By Terrye Seamon Benjamin Franklin is noted for saying, “When in doubt, don’t.” And that is exactly the action the DeWitt City Council took concerning the 2014 proposed budget Monday, December 17. At least for the time being anyway.

Southern Arkansas County District Court Judge Park Eldridge and his District Court Clerk Lynn Archambeau were present to discuss and answer questions concerning their recent raises mandated by the state legislature in the recent legislative session. Eldridge also asked the Council to pass the city’s budget with their half of the deputy court clerk’s salary even though the county has voted to eliminate the position.

“I’m only asking the city to approve their half of the budget as submitted,” Eldridge said.

House Bill 1713 mandated that the minimum salary for the district court judge for the Southern district of Arkansas County, who made approximately $23,000 in a part-time capacity in 2013, be raised to $40,000. The state also raised the district court clerk’s salary to $30,000 for 2014; whereas, she approximately made $23,000 as a full-time employee in 2013. Eldridge and Archambeau’s raises for 2014 approximately total the salary for the Deputy Court Clerk, Ashley Traylor, which was raised by the state legislature to $23,000 in 2014.

Eldridge presented to Council members a budget imbalance between the Southern and Northern district courts of Arkansas County comparing 2013 and 2014. The numbers he presented showed that the case loads in DeWitt outnumbered the caseloads in Stuttgart two out of the last three years and that there was an increase in revenue for the

city. He also pointed out that DeWitt has two fulltime employees while Stuttgart has three.

Eldridge told the Council, “If you cut the one out, the work load per clerk is just going to be astronomical.

The work just cannot get done.”

Mayor Ralph Relyea, Alderman Heath Holbert, and City Attorney T. Buie pointed out that now that the county is paying less, the city would end up having to pay more.

“With them [the county] cutting ½, then the city is going to have to pay the whole position if they want the position,” Buie said.

Holbert asked Eldridge how he was going to make the county pay their half of the district court clerk’s salary since they chose not to fund her position.

“Basically, the county will have to be sued to bring them up to their part on this,” Eldridge said. “The only other way we can do it is to take it to court. It’s one of those things you hate to do, but it can be done.”

When asked if the city would be sued as well as the county if the Council did not pass the budget with half of the deputy clerk’s salary budgeted in, Eldridge replied, “I’m just saying all options are on the table for the court to try to function because basically what I feel like what’s happened with this is the legislature has passed this.”

Buie pointed out that the reason the county eliminated the district court clerk’s position and the city has to consider doing the same is the mandated salary increases for Judge Eldridge and Archambeau.

“The issue is that salaries were increased. The municipalities, the city and the county, have no choice but to pay those minimum salaries, so then it

puts the county and the city in a position to figure out how to make up for that,” Buie said.

He also pointed out that neither county nor city officials were made aware of the possible salary increase ahead of time so they could take it into consideration before they wrote the budget.

“Why we were never informed of any of this, I don’t know. Nobody knows. Nobody seems to know anything about it.

There it was when it was time to write the budget,” Relyea said.

When he was asked if he knew why no one was notified of the possibility of his pay increase, Eldridge replied, “I have no idea of the relationships of the county judge and the mayor with the legislature. That is completely beyond my pay grade what goes on there.”

Council members decided to table passing the 2014 budget until a later date so they could think through the specific details.

In other business the Council accepted the recommendation of the Planning Commission to grant Ashley Rhodes a zoning variance to open up a daycare on Sparks Avenue, which is a residential area.

Concerning residential occupancy of buildings on the Court Square, the Council decided to possibly adopt basic general, as opposed to specific, guidelines for residential occupancy in order to give the Planning Commission some guidance. The Planning Commission and the Council will then decide on the specific details of each individual request of occupancy as it arises.

The mayor updated the Council on the progress of the May Street paving project, which is currently behind schedule due to weather delays. The original completion date

was set for December 9, but the engineer had this year’s date mixed up with last year’s completion date of December 22. The city has given the contractors until December 20 to complete the project.

“Engineers got with the pavers and they said they would definitely have it done by the end of this week. And the weather is cooperating perfectly for it,” Relyea said. If the project is not completed by then, the city will pursue collection of fees because the project wasn’t completed by the original completion date outlined in the contract.

The Council also decided to table amending the city employee manual to include a drug policy until the March meeting.

Mayor Relyea told Council members that he is still in negotiations with Waste Management concerning commercial garbage collection due to a recent change in personnel at Waste Management. Mayor Relyea said that despite the personnel change, he and Waste Management are still working on expanding the current contract the city has with them to include commercial pickup with the same rates and the same time frame for implementation that was outlined before.

The city will also be changing insurance carriers for the city’s property and vehicle insurance starting January 1 from Bassett Gallagher to the Arkansas Municipal League. When it was pointed out that the change in insurance companies would result in a $13,000 savings for the city, Holbert said, “If you save $13, 000 on insurance, I don’t think we can fairly say let’s give it all to the district court. If we save $13,000, it needs to be split among all city departments.”

Clara Christine Clara Lee “Muff ” Butcher Christine, 92, of Gillett, died December 19, 2013. She was born June 15, 1921, to Charlie Clinton Butcher and Carrie Bitely Butcher. Muff was a homemaker and a member of Gillett United Methodist Church.

Muff was preceded in death by her parents; husband, Joe Tom Christine; two sons-in-law, Norman Neely and Dr. Layne Collums, Jr. Survivors include her daughters, Betty Neely of DeWitt and Jackie Collums of Vernon, TX; four grandchildren, Christy Wells of Maumelle, Jodi Owen of Vernon, TX, and her children Molli, Ben, and Jaci, LeAnn (Chris) Thomsen of Tempe, AZ, and Ken (Robin) Collums of Abilene, TX, and their children Anna and Layne.

Hill Engaged to Smith

Randi Hill and Alex Smith, both of Bryant, will wed Saturday, March 29, 2014 at Magnolia Hill in Little Rock.

Randi is the daughter of Renee and James Hill of Sheridan. Her maternal grandparents are Billy Ray McKeehan of Hot Springs and RoseMarie Ann McKeehan of Hacienda Heights, California. Her paternal grandparents are Lester and Shirley Hill of Alexander, and Sondra Tyler of Benton.

Randi graduated from Sheridan High in 2007 and graduated from Henderson State University with a Bachelor of Science in Nursing. She is currently a nurse at Arkansas Children’s Hospital

in Little Rock.

Alex is the son of Phil and Debby Smith of Stuttgart. His maternal grandparents are Betty Buerkle and the late Herman Buerkle, Jr. of Stuttgart. His paternal grandparents are the late Mr. and Mrs. Keneth Smith of Tichnor.

Alex is a 2006 graduate of Stuttgart High School. He first attended Ouachita Baptist University and finished his education at the University of Arkansas in Little Rock where he was a Finance Major. He is an insurance agent for Farmers Insurance Agency in Little Rock.

The Grand Prairie Center in Stuttgart hosts the 2013 Arkansas Rice Expo.

August 15 Phillips Community College Foundation hosts a meet and greet for DeWitt School District’s new superintendent, Dr. Lynne Dardenne.

The Commissioner of State Lands office conducts their annual action of tax-delinquent properties in Arkansas County and collects $8,0533.76 in revenue for the county and state.

The Greater Delta Alliance for Health, a nonprofit hospital organization, receives a $1.38 million federal grant to provide health education for health care providers in the Delta.

Eight nonprofit organizations receive $12,000 through First electric Cooperative Operation Round-Up program.

September 12 The Arkansas County Fair comes to town, and the festivities start with the Arkansas County Queen pageant.

DeWitt Elementary School students receive an extra recess when Arkansas Highway Department workers cut a gas line at the corner of Highway 165 and Liberty Drive while installing a drainage culvert.

September 19 DeWitt native Dwayne Hornbeck releases Hossfly, That’s Me!, a novel about rural life in Southern Arkansas during the 1940s.

Brad Chambless, senior vice president and manager of Farmers and Merchants Bank DeWitt branch is elected to the board of directors.

Kevin Brown is hired as DeWitt Era-Enterprise’s new sports writer.

September 26 DeWitt High School’s Advanced Placement Physics and physics students present their robotic projects at the DeWitt School board monthly board meeting.

DeWitt will soon be the home to a new mini-biodiesel refinery on October 29. The refinery will convert Camelina seed and waste vegetable oil to biodiesel fuel.

OCTOBER October 3 The Southern Baptist Churches in Arkansas County participate in Celebrate Christ Mission Day.

Over 400 volunteers came out to help repair homes, do yard work, clean up lots, hold various block parties and share the Gospel of Christ in DeWitt, St. Charles, Gillett, and Reydell.

The new biodiesel refinery set to open in DeWitt on October 29 will make use of recyclable waste vegetable oil as one of its feedstocks in addition to Camelina seed. Plans are to develop a 10-county wide waste vegetable oil collection district, of which DeWitt will serve as the hub.

October 24 2013 Miss Arkansas County Christen Earhart is voted the Crowd Favorite at the Arkansas State Fair Queen pageant.

October 31 The CASA 5K Walk/Run is a huge success bringing in a total of $12,700.

NOVEMBER November 7 A press conference, demonstration, facility tours and ribbon cutting ceremony is held at the old Arkansas Petroleum gas station, which is the site of DeWitt’s newest industry, a mini-biodiesel refinery.

The event and the project is a joint endeavor sponsored by the Arkansas Advanced Energy Foun-

dation and alt.Consulting, whose purpose is to provide jobs and energy autonomy for the Delta region.

November 28 Arkansas Post National Park holds its 19th annual Ghosts of the Past event. Visitors travel back in time to experience what life was like in the early years of Arkansas history.

DECEMBER December 5 DeWitt Hospital celebrates its 50th year anniversary.

DeWitt Hospital purchases two new ambulances for Emergency Medical Services. The new ambulances will replace two trucks that have been in service for over 10 years.

December 12 Filmmaker Melanie Masino presents her documentary On Solid Ground: The River Rats of Arkansas at the Arkansas County 200th Bicentennial celebration.

DeWitt City Council and Arkansas County Quorum Court hold special finance and budget proposal meetings for 2014.

The State Review Board of the Arkansas Historic Preservation program nominates DeWitt’s North Washington Street bridge as one of the seven properties to be added to the National Register of Historic Places.

December 19 Arkansas County celebrates its 200th year anniversary with various festivities on the Court Square and in the courthouse. The event is held in conjunction with DeWitt’s annual Christmas on the Square.

COMMUNITY NEWS Avoid Scale Shock at the Soybean Producers Invited to Tri-State Forum End of the Day

By Ana Hollis, County Extension Agent â&#x20AC;&#x201C; Family & Consumer Sciences It is finally here - Christmas. This is the day children have anxiously waited for all year long. Today your family may be heading to grandmaâ&#x20AC;&#x2122;s after presents are opened, or the kitchen may be bustling with cooking and other preparations going on right now. In many cases there is yet another large meal to be eaten where afterwards you sit wondering why you thought you could eat all that you put on your plate. But hey, you gave it your best shot, right? You may have had to move the notch in your belt, but you werenâ&#x20AC;&#x2122;t going to let anything go to waste. Avoid â&#x20AC;&#x153;scale shockâ&#x20AC;? by thinking through what you will put on your plate.

Problem is, when we fill our plate to the rim and think we have to clean it, because so many of us were from the â&#x20AC;&#x153;clean your plateâ&#x20AC;? club, we over indulge and end up paying the price with extra pounds and extra weight that we may not be able to lose after the holidays. Then the extra weight builds up over the years and can contribute to obesity or health problems later in life.

Start todayâ&#x20AC;&#x2122;s meal off by watching the amount of calories you drink. Beverages are loaded with calories so be sure to watch soda, punch, lemonade, alcoholic beverages and fruit juices. Itâ&#x20AC;&#x2122;s best to go with calorie free drinks. A 12-ounce soda can have more than 150 calories, and a 16-ounce glass of punch or lemonade can have over 200 calories. For those calories, you could have had 4 mugs of fat-free hot cocoa with marshmallows.

Start with a smaller plate. We tend to use what I call mega plates. You know those plates that are the size of decorative charger plates that we hang on a wall or put

under the plates we eat on. Or if we use disposable plates, we have moved on up to the paper tray. Because, hey, who wants to have to get up and go back for seconds when we can just load our plate ahead of time and save the steps.

When filling your plate, choose foods that have few calories for their size, such as vegetables, soup or salad. Youâ&#x20AC;&#x2122;ll fill full sooner and be less likely to take seconds. My philosophy is to only eat those foods that arenâ&#x20AC;&#x2122;t routinely served year round, and then eat them in moderation.

Why eat mashed potatoes with gravy, when you can have that next week with the roast? Go for the cranberry salad, or grandmaâ&#x20AC;&#x2122;s fruit ambrosia. You have avoided unwanted calories and added fruit to your meal.

The dessert bar is where a lot of people get into trouble. Instead of loading your plate with pie, cake, brownies and cookies, fill it up with fruit, and then leave room for a piece of your favorite treat. Think about this: a slice of pecan pie is roughly 500 calories, 1 butter cookie is 200 calories and 1 peppermint brownie is 200 calories. That is 900 calories, just on your desert plate.

One simple thing to do to avoid scale shock it to exercise. I donâ&#x20AC;&#x2122;t mean you have to head to the gym, but have some fun with the family. Take a walk around the neighborhood and look at the lights, play a game of football in the yard, play Frisbee or try out the kidsâ&#x20AC;&#x2122; new bike. Just get moving.

PBJCEOC LIHEAP to Help Families with Energy Costs Cold weather across the region have left many struggling to heat their homes. For those needing help paying their heating bills, Low-Income Home Energy Assistance Program (LIHEAP) may be the answer.

“This winter has already begun be a difficult one for a lot of people,” said David Knight, Executive Director of Pine Bluff Jefferson County EOC. “Harsh November weather mixed with an economy that continues to be uncertain makes LIHEAP a real lifesaver for low-income individuals trying to stay warm.”

PBJCEOC will administer LIHEAP in its five counties, which include Jefferson, Grant, Cleveland, Arkansas and Lincoln. LIHEAP assists households with home energy and heating bills. All applications will be accepted on a first come, first served walk in basis.

Applications will be taken beginning each day at 8am and until either 3pm or until full capacity of applications able to process that day. Offices will close for lunch between the hours of noon and one o’clock pm.

Applicants for LIHEAP assistance must meet income guidelines. For a household of 1, monthly countable
