ItisthepolicyofProsperISDtomaintainanenvironmentthatpromotesethicalandresponsibleconduct withallelectronicresourcesandactivities.Thisprivilegeandextraordinaryopportunitytousedistrict resourcescomeswitharesponsibilityfortheuser.
WhensigningtheProsperISDResponsibleUsePolicy,you,asaProsperISDemployee,partner,orother permitteduserofProsperISDelectronicresourcesandequipment(“User”),areacknowledgingthatyou understand,accept,andagreetoabidebytheinformationandrequirementsoutlinedinthisdocument:
Usersunderstandandagreethat:
1 ProsperISDreservestherighttorestrictaccesstotechnologyatanytime
2 TheuseofProsperISDequipment(“PISDequipment”)andassociatedtechnologyisa privilege,notaright
3 ThereisnoexpectationofprivacyforUserswhenusingProsperISDtechnologyresources All filesstoredonPISDEquipment,theDistrict’snetwork,and/orthecloudaresubjecttoreviewand monitoring.
4. Theterms“equipment”and“device”refertoanydeviceorassociatedaccessoriessuchas computers,printers,tablets,batteries,powercords/chargers,cases,keyboards,mice,scanners, documentcameras,dockingstations,chargingcartsetc.Allequipmentanddigitalresourcesare thepropertyofProsperISD.
5. ProsperISDretainsownershipandcontrolofanyandallofitshardware,software,equipment, data,documents,orsuppliesplacedinanAlternativeWorkSiteinconnectionwithanauthorized teleworkarrangementunderthispolicy OnlyportablePISDequipment,suchaslaptops,and similarequipmentandrelatedaccessories,maybetransferredtoanAlternativeWorkSite,andall suchitemsmustbepromptlyreturnedtoProsperISD’spossession,custody,andcontrolupon terminationofanauthorizedteleworkarrangement,oruponrequestbyProsperISDatanytime
6 IfanyotherPISDequipmentisneededatanAlternativeWorkSite,Usersmustsendarequestto theTechnologyDepartmentadministrators
7 Usersarenotpermittedtotakedesignatedworkorplacementlocationdevicesotherthantheir assignedlaptop(suchasadocumentcamera,monitors,printers,etc usedintheperformanceof joborplacementresponsibilities)homewithoutpriorwrittenauthorizationfromtheTechnology Department.IfaUserisgivenpermissiontotakeaDistrictdevicehome,Usersareheldtothe sameDistrictResponsibleUsePolicy.
8. Theterms“software”or“services”refertoanyapplicationsortools,internaloronline,provided byProsperISD.SoftwareorserviceslicensedbytheDistrictarethepropertyofProsperISD.
9. AnydigitalproductcreatedbyUsersinperformanceoftheirdutiesusingPISDequipment, devices,software,and/orservices,orwhileemployeesareatwork,isthepropertyofProsper ISD,unlessotherwisestatedinwritingmutuallyagreeduponbyUserandtheDistrict.
10. Ifatool,webapp,app,orothersoftwareprogramisnotontheapprovedsoftwarelist,staff membersmustsubmitarequest,“TechSoftwareRequest”,throughLaserfichetobeconsidered forapproval
11. UsersmustcomplyatalltimeswiththeProsperISDResponsibleUsePolicywhenusingdevices ordigitalresourcesprovidedbyProsperISD,orwhenusingtheirowndevicesonschoolproperty, oratschool-relatedevents.
12. UsersmustfollowProsperISDsecurityprecautions,suchaskeepingtheirusername,password, andpictographsconfidentialatalltimes.
13. UsersshouldnotusetheirPISDusernameoremailaddresswhensigningupforservices unrelatedtoofficialPISDbusiness.
14 Byemployingbestcybersecuritypractices,UsersshouldnotusetheirPISDpasswordorany iterationsoftheirpasswordwhensigningupforanyservices Thisincludesservicesthatmaybe usedforofficialPISDbusinessandthoseapprovedbyCurriculumandInstruction

IfaUserbelievesthathis/herusername,password,orpictographhavebeencompromisedinany way,theUsermustcontacttheTechnologyDepartmentimmediatelytoassessthesituation
16 UsersremotelyaccessingPISDnetworkresourcesorPISDinternetservicessuchasGmailfroma publicnetworkmustuseaPISDdevicewithstandardsecurityconfigurationsandutilizethe District’sofficialVirtualPrivateNetwork(VPN)clienttoensurepropersecurity
17 UsersagreetoadheretothestandardssetforthintheConfidentialityAgreementbytreatingany ProsperISDbusiness-relatedinformationincluding,butnotlimitedto,studenteducationrecords, staffpersonnelrecords,studentorstaffmedicalrecords,networkorcomputersecurity information,studentorstaffnetworkorcomputeractivityinformationasconfidential.
18. Usersmustnottransmitorpublishpersonallyidentifiableinformation(PII)suchassocialsecurity numbersorpasswordsviaunsecuredmethodssuchasemailortexting. Encryptedemailorother securedmeansofdocumenttransfershouldbeusedinstead.
19. Usersshouldneverstoresensitivedatainunapprovedareas. Allsensitivedatamustremain accessibleonlyonofficiallydesignatedsystemsorin-networkstoragelocationsspecifically createdbydistrictleadershipforsuchpurposes
23 Usersareexpectedtoreportanyaccidentalornon-accidentaldamagetotheirdeviceorassociated accessoriestoasupervisororcampustechnicianimmediately.
24. UserswhoidentifyorknowofasecurityproblemrelatedtoDistricttechnologyareexpectedto conveythedetailstotheirsupervisorsorTechnologyDepartmentimmediatelywithoutdiscussing theproblemwithotheremployees.
25. IfUsersdiscoverinformation,images,messages,orbehaviorsthatareinappropriate,dangerous, threatening,ormakesthemfeeluncomfortable,theyshouldimmediatelyreportwhatthey observedtoasupervisor.
26. UsersareprohibitedfromusingProsperISDresourcesatschool,home,oranylocationtoharass otherUsersoranyoneelse
27. UsersmaynotuseanyProsperISDorpersonalresources,atworkorathome,tomaliciously hack,tointroducevirusesorothermalware,ortomanipulateormodifythefilesofotherUsers withoutpermission.
28. AllUsersareexpectedtofollowexistingcopyrightlaw (Title 17,USC) andeducationalfairuse policies.
29. UsersmayonlyloginusingtheirDistrict-assignedusername.Usersmustnotsharetheir passwords,pictographs,oremployeeIDnumbers(whenapplicable)withotherUsers.
30 ProsperISDmayremoveaUser’saccesstothenetwork/cloudstorage,email,oranyotherservice withoutnoticeatanytimeiftheuserisengagedinanyunauthorizedactivity
BringYourOwnDevice(BYOD)
BYODtechnologyisdefinedastechnologyusedatschool,butnotownedbyProsperISD AllUsers, whetherusingDistricttechnologyortheirowntechnology,areexpectedtofollowtheDistrict’s ResponsibleUsePolicy
WhileatworkorplacementinProsperISD,Usersmaybringandusetheirpersonalcellphones,laptops, ortabletsonly(noprinters,scanners,televisions,orotherelectronicdevices) BYODisaprivilege,nota right,andinappropriateusemayresultincancellationofthatprivilege Thefollowingguidelinesmustbe followedbyUsersusingapersonally-ownedelectronicdeviceatworkorplacementinProsperISD
1 AdministratorsandtheTechnologyDepartmenthavetherighttoprohibitUsersfromusingvideo, photographic,oraudiorecordingontheirpersonaldevices,includingphonesandsmartwatches, ortorestricttheuseofanyapporfeatureasdeemednecessaryforthepurposesofprivacy,safety, andinstruction
2 UsersmaynotinterferewithorcircumventtheProsperISD-Wirelessnetworkbyusingpersonal networkingdevices,orsoftwaresuchaswifihotspots,accesspoints,routers,etc,whichcould disruptPISDequipmentand/orservicesduetotheintroductionofmalwareortheuseof maliciouswebsites.
3. UseofProsperISD-Wirelessthroughpersonally-owneddevicesisprimarilyintendedfor instructionaluse.ProsperISD-Wirelessmaybeshutdownentirelytosafeguardtheintegrityof thenetwork,protectUsersfrommalwareormaliciousactors,orensurethefunctioningofProsper ISDowneddevicesandservices.
4. Usersareresponsiblefortheirowndevices.ProsperISDwillnotberesponsibleforthe replacementorrepairofanypersonaldevicewhichisdamagedorstolenwhileonDistrict property Anydataand/orSMS/MMS(texting)chargeswillnotbereimbursedbyProsperISD
5 Usersareresponsiblefortheirdevicesetup,maintenance,andcharging Userswillnotstorea student’sdevice,unlessthedevicewastakenupasadisciplinaryactionorfortesting
6 Usersarenotpermittedtodiagnose,repair,orworkonastudent’spersonaldevice
7 Usersareprohibitedfromengagingine-commerceusingtheirowndevice(s)whileinProsper ISDfacilities
SenateBill944amendstheTexasPublicInformationActtoaddresshowpublicinformationonprivately owneddevicesispreservedanddisclosedsubjecttoapplicablepublicinformationrequests Thenewlaw
becameeffectiveonSeptember1,2019.Anypublicinformationcontainedonanemployee’spersonal device,including,butnotlimitedto,anypublicrecordstoredintext,pictures,orvoicerecordings,is subjecttothePublicInformationAct.
ContentFiltering
WhiletheDistrictusesfilteringtechnologiesandprotectionmeasurestomakeaconcertedeffortto restrictaccesstoinappropriatematerial,itisnotpossibletoabsolutelypreventsuchaccess.User compliancewiththerulesforresponsibleuseasoutlinedinthisagreementincreasestheeffectivenessof theDistrict’sprotectionmeasures.AsaccesstotheProsperISDnetworkisaprivilege,administrators mayreviewfilesandmessagestomaintainsystemintegrityandensurethatUsersareactingresponsibly. WhenProsperISDdevicesareusedatotherlocations,Usersmustmonitorthecontentaccessedonthe device
StolenEquipment
IfDistrict-ownedequipmentisstolen,aUsermustcontactasupervisorwhowillinitiateaProsperISD policereport Failuretoreportathefttotheadministrationmayresultinthelossoftheuseofa District-provideddevice
ExamplesofMisconductunderthisResponsibleUsePolicy
Irresponsible conduct includes, but is not limited to, the following, which may result in disciplinary actions:
● Anyuseoftechnologyresourcesthatisdeemeddisruptive
● Revealingthepersonallyidentifiableinformation ofstafforstudents 1
● Falsifyingidentificationdocuments
● Takingpicturesorvideosofastudent,employee,User,orcommunitymemberwithouthisorher permission,regardlessofwhethertheseimagesareintendedtobepostedonline,inasocialmedia app,orotherwisedistributed
● ImpersonatinganotherUserorstudentbyusingtheiraccount,password,pictographs,or providingastudentoranotherUseraccesstoyouraccount,password,orpictograph
● UsingtheDistrict’snetworkforillegalactivities,includingcopyrightviolation,softwarelicense orservicecontractviolations,orillegallydownloadingmusic,games,images,videos,orother media
● Vandalizingand/ortamperingwithequipment,programs,files,software,networkperformance,or othercomponentsoftheDistrict’snetwork
● Unauthorizedalteration,tampering,copying,takingapictureorscreenshot,orothermodification ofanotherindividual’sorteam’sinformationorworkproductregardlessofthemediatype
● UnauthorizedmodificationsordeletionofdatastoredwithinDistrict-ownedsystems
● GainingunauthorizedaccessanywhereontheDistrict’snetwork

● ParticipatinginmaliciousactivityontheDistrict’snetwork,orhelpingotherstoparticipatein unauthorizedactivityontheDistrict’snetwork
● PostinganonymousmessagesorunlawfulinformationontheDistrict’snetwork
● ObtainingdataorpasswordsbelongingtoothersontheDistrict’snetwork

● Attemptingtoaccessblockedsites,bypassingtheinternetfilter,orconcealinginternetactivity

● UsingDistrictdevicesandservicesforfinancialorcommercialgain,advertising,orpolitical action,activities,orlobbying
● Off-taskaccessingorexploringonlinelocationsormaterialsthatdonotsupportwork responsibilities
● Participatinginanycyberbullyingand/orharassment
● Usinginappropriatelanguage,sexting,sendingoraccessingpornographiccontent,sendingor accessingsexuallyinappropriateimages,content,ormaterials,orreceivingsuchmaterials
● Havingfoodordrinksinopencontainersaroundtechnologydevices
ConsequencesofMisuse
UsersarerequiredtoabidebytheprovisionsoftheDistrict’sResponsibleUsePolicyandadministrative procedures.Failuretodosocanresultinsuspensionofaccessorterminationofprivilegesandmaylead todisciplinaryprocedures,legalactions,orterminationofemployment(whereapplicable).Userswith questionsaboutcomputeruseanddatamanagementcancontacttheChiefTechnologyOfficer.
