On behalf of Arkansas Tech University, our Board of Trustees, our faculty, and staff, our almost 10,000 students and our more than 50,000 living alumni, I am excited to welcome you to the Arkansas River Valley and the 2023 Arkansas Tech University Southern Regional Concert Band Festival - an affiliate Music for Allfestival presented by Yamaha.
Arkansas Tech has a long and proud heritage of musical excellence. It is our hope that this event continues a great tradition and the strong bond between our university and K12 music education in our state.
I also extend a special thank you to our partners with the Russellville School District for their assistance in bringing this event to our community.

On behalf of the students, faculty and staff of the Arkansas Tech University Department of Music I want to welcome you to the fifth annual Southern Regional Concert Band Festival. We are privileged to host this event which showcases talented instrumental musicians and directors from across the region. This educational event also includes nationally acclaimed clinicians who will evaluate each band and providefeedback for their continued artistic growth and development.We hope this collaborative event will be one of the highlights of your year.
No event of this magnitude can be undertaken without the help of a number of people. I would like to thank Yamaha for their continued sponsorship of this event and ATU Director of Bands, Dr. Dan Belongia, for his vision and leadership in bringing this event to our community. I would also like to thank our superb administrative assistants Bonnie Heathcock and Belinda Hilliard who have spent countless hours organizing this event. A special word of thanks to David Gaston and the Russellville Public School system for providing the facilities for this festival. The Arkansas Tech University Symphonic Wind Ensemble
The Arkansas Tech University Symphonic Wind Ensemble looks forward to the annual exhibition performance at the Southern Regional Concert Band Festival. This year however, in order to better serve the scheduling needs of our participating ensembles, we have determined that the most efficient way to share some recent performances is through the recordings available on our new YouTube channel.
The new channel will be the home to future Tech Bands performance videos, including our wonderful marching band – The Band of Distinction. We hope you will subscribe to the channel and visit it often!
Instrumental Music Studies at ATU:
The ATU Department of Music serves approximately 175 undergraduate music majors seeking either the Bachelor of Arts in Music or the Bachelor of Music Education degrees. The Tech Band program was created by Marvin Williamson in 1913, and developed into a nationally recognized tradition of excellence by Emeritus Directors of Bands Gene Witherspoon and Hal D. Cooper. Dr. Christopher Anderson created the Symphonic Wind Ensemble in 2011, and the program currently consists of six ensembles serving hundreds of students per semester. Active in the area of commissioning new music and working closely with world renowned composers since 1950, Tech Bands have enjoyed relationships with Karel Husa, Vincent Persichetti, Francis McBeth, and continue to engage the finest composers to perform established and world premiere manuscripts. The Arkansas Tech University Symphonic Wind Ensemble has toured the country and appeared at state, regional, and national conferences of the CDBNA, ABA, ASBOA, and many others. Alumni of Tech Bands are now teachers, performers, and professionals in and out of the field of music around the globe.

CLINICIANS
The Arkansas Tech University Southern Regional Concert Band Festival was created and designed to provide an opportunity for dedicated music teachers and students to perform in a great hall and receive feedback from "the best of the best" in music education. We are incredibly fortunate to be in this wonderful Russellville Center for the Performing Arts, and to have 4 clinicians this week that are just that - the best of the best!
As you will see from their abbreviated biographies in the next pages, their experience spans elementary through doctoral level teaching in environments from quite literallyaround the globe. As one would imagine, they are in high demand and their time is limited. We are fortunate that they are sharing their great knowledge and experience with all of us, and grateful that they are giving so generously to the Arkansas Tech University Southern Regional Concert Band Festival.
Dr. RICKY BROOKS I CLINICIAN
Dr. Ricky Brooks retired as Director of Bands at the University of Central Arkansas in 2021. While Director of Bands, Dr. Brooks administered the UCA Band Program, conducted the Wind Ensemble, and taught graduate and undergraduate classes in conducting, music education, and wind literature. The UCA Wind Ensemble performed twice, by invitation, in Carnegie Hall, New York City. Under Dr. Brooks, the Wind Ensemble also performed at the International Wind Band Festival in Salzburg and Vienna, Austria, the Capitol in Washington D.C, the CBDNA Southwest Convention, Meyerson Symphony Hall in Dallas, TX, twice at the Southwest Region Tuba/Euphonium Convention, the Arkansas Music Educators Convention, and the Arkansas All-State Band/Choir/Orchestra Convention.
Dr. Brooks, and wife, Sheila, were recently inducted into the Phi Beta Mu Arkansas Bandmasters Hall of Fame. He is President Elect of Dixie/UCA Summer Band Camps, and past Conductor/Music Director of the Conway Community Band. Dr. Brooks holds the BME and MME from Delta State University, and the Ph.D. in Music Education/Conducting from Louisiana State University. Conducting teachers include Wendy Evanson, Francis McBeth, Bob Foster, and Frank Wickes. Prior to UCA, Dr. Brooks taught at Murray State University (Kentucky), and team taught with his wife, Sheila, in the public schools of Mississippi and Arkansas.
Dr. Brooks is also a member of the American Bandmasters Association. He is a recipient of the Arkansas Bandmaster of the Year, past president of the Arkansas Bandmasters Association, and past president of the Arkansas chapter of the College Band Directors National Association. He has articles on music education and conducting published in professional music journals and magazines.
Dr. Brooks continues to serve as Worship Leader at Friendship Baptist Church in Conway. In retirement he enjoys working at church, golf, hiking, time with family, and traveling with Sheila. He and Sheila have three children – Aaron (daughterin-law Mallory H. Brooks), Scott, Mallory Vinzant (son-in-law John Vinzant), plus three grandchildren.
DARRIN DAVIS I CLINICIAN
Darrin Davis, a graduate of Broken Arrow High School, currently serves as the Director of Bands for the Broken Arrow school district and has enjoyed teaching band in the Broken Arrow Public Schools since 1993. Davis is responsible for guiding the 1500+ band students and 12 band instructors within the school district. Mr. Davis is the conductor of the nationally acclaimed Broken Arrow HS Wind Ensemble and director of the Pride of Broken Arrow Marching Band.
Davis’ bands have performed at the Midwest Clinic in Chicago, Carnegie Hall, the Music for All National Concert Band Festival, and on numerous occasions at the Oklahoma Music Educators Convention.
In 2020, Mr. Davis will be inducted into the Bands of America Hall of Fame, recognizing individuals who have greatly impacted the nation’s band activity and music education.
Davis is an elected member of the prestigious American Bandmasters Association and the Oklahoma Bandmasters Association honored Davis as their “Band Director of the Year.” The National Band Association has awarded Davis with “Citations of Excellence” for outstanding contributions to band and band music. Davis was recognized as the Broken Arrow “Citizen of the Year” and the Tulsa Signature Symphony “Signature Champion of Education”.
Davis’ marching bands have marched in the Tournament of Roses Parade and received the John Philip Sousa Foundation’s Sudler Shield. Broken Arrow is a 27time Oklahoma Marching Band Champion, a 15-time BOA Grand National Finalist, a 19-time BOA Regional Champion, and the 2006, 2011 & 2015 Bands of America Grand National Champion.
GARY HILL I CLINICIAN
Gary W. Hill Professor of Music and Director of Bands, Emeritus, at Arizona State University, where he taught from 1999-2019 is one of the most soughtafter guest conductors and clinicians in the wind band field. As a conductor, appearances in more than a dozen countries and throughout the United States have included performances with many professional ensembles, numerous college and university wind bands and orchestras, myriad high school honor bands (including dozens of All-State bands), at the Midwest International Band and Orchestra Clinic, and at World Association of Symphonic Bands and Ensembles' conferences As a clinician, Hill has presented hundreds of workshops on conducting and rehearsal technique for music teachers of all levels and has worked with thousands of bands and orchestras and their teachers. Professor Hill is currently a Conn-Selmer Educational Clinician.
Prior to Hill's appointment at ASU, he was Director of Bands at the University of Missouri-Kansas City Conservatory of Music (1986-99), at Texas A&M UniversityCommerce, (1982-86), and Associate Director of Bands at the University of Colorado, Boulder (1980-82). He also served as Founding Music Director for the Kansas City Youth Wind Ensemble and the conductor of newEar, a professional chamber ensemble devoted to contemporary music. Hill began his teaching career in Michigan, where he was Director of Bands for the Traverse City (197780) and West Bloomfield (1974-77) public schools.
High school, university, and professional ensembles under Hill's direction have given performances for the National Band Association, the Music Educators National Conference (NAfME), the College Band Directors National Association, the American Bandmasters Association, the International Horn Symposium, the National Flute Association, at many state conventions, and throughout North America, Europe, and Asia. Performances conducted by him have consistently drawn praise from composers, performing musicians, and critics alike for their insightful, inspired, and cohesive realizations, and for their imaginative programming.
Hill remains passionately involved with research concerning the exploration of biochemical reactions spawned by musical processes, the neurobiology of musical actions, the art and craft of conducting, and the past, present, and future of instrumental music in schools. He is the author or co-author of numerous articles published in music journals (CBDNA Journal, WASBE Journal, Bands of America, National Association of Schools of Music, AMEA Journal, etc.) and in other journals, proceedings, and books, including: the Acoustical Society of America; The Oxford Handbook of Making Music and Leisure; and in the Journal Hormones and Behavior. Hill has discussed his research as a speaker at numerous regional, national, and international meetings.
W. DALE WARREN I CLINICIAN
W. Dale Warren is Senior Wind Band Conductor and Professor of Music in the University of Arkansas’ Department of Music. During his three-plus decades of service at the university, Professor Warren has conducted the Wind Ensemble, Wind Symphony, Chamber Winds, Symphonic Band, Concert Band, Varsity Band, and Campus Band. He also teaches music education courses, supervises music education interns (student teachers), and is actively engaged in the graduate instrumental conducting program. From 1991-2000, Professor Warren was the Director of the UA Razorback Marching Band. He is also the director of the highly successful UA Summer Music Camps.
Professor Warren taught at Kentucky high schools Bremen and North Hardin from 1980-1986. His bands received numerous awards and Division I ratings. He has guest conducted all-district, all-region, and all-state honor bands as well as university bands in 39 states. Professor Warren has completed a faculty residency with the Kasetsart University Wind Symphony in Bangkok, Thailand. For 20 years he served as an adjudicator/clinician for Musicfest Orlando. During Professor Warren’s affiliation with Music for All/Bands of America, he served as a member of the Educational Advisory Board and for the past 36 years as an adjudicator and chief judge. In addition to serving as chairman of the John Philip Sousa Foundation’s Sudler Shield Award Committee, Professor Warren is a John Philip Sousa Foundation Board Member, a Past President of the Southeastern Conference Band Directors Association, and for the past 21 years has been a member of the Institutional Review Board at Washington Regional Medical Center.
Since Professor Warren arrived at the University of Arkansas, the UA Wind Symphony has made six guest appearances at College Band Directors National Association Conventions. The UA Wind Symphony performed at Carnegie Hall in New York City and at the Arkansas Music Educators Convention/All-State Conference on two occasions under Professor Warren’s baton. During his tenure as Director, the Razorback Marching Band performed numerous times for former President William Jefferson Clinton, including the 1992 Presidential Inaugural Parade in Washington, D.C. Under Professor Warren’s leadership, the Razorback Band performed at the SEC Championship, the Cotton Bowl, the Citrus Bowl, the Carquest Bowl, and the Independence Bowl. The Razorback Marching Band also appeared as the Grand Finale Band at the St. Patrick’s Day Parade in Dublin, Ireland.
Professor Warren is a former marching member of the Guardsmen Drum and Bugle Corps of Schaumburg, Illinois, and a former brass and visual staff member for the Guardsmen and the Imperial Guard Drum and Bugle Corps of Evansville, Indiana. He has also served as a Drum Corps International (DCI) Adjudicator. He received his Bachelor of Music Education degree from Austin Peay State University and a Master of Music Education degree from the University of Kentucky. He also served on the music department faculty as Associate Director of Bands/Director of Athletic Bands at the University of Kentucky from 1986-1991.
