Man found dead at North West Point A CUBAN man was discovered lifeless with a gash to his head in the Millennium Heights area of North West Point in Providenciales on Friday (September 27).

Police officials responded quickly to reports at about 4.29pm of a body found in the bushes.

Augustin Perez, 54, from Guanajay, Cuba, was found lying on his back with what police called a “laceration” to his forehead.

According to a friend of the deceased, the man and another friend were in the bushes burning trash when he left Perez alone and went to get something for both of them to eat.

He told police that upon his return, he found Perez lying

lifelessly in the bushes.

When the Weekly News arrived on the scene, the wife of the decreased, Xiomara Perez was in a corner on a rock, grieving.

She appeared to be still in shock and in disbelief as to what had happened.

Friends and family consoled the distressed widow and offered her words of comfort.

Perez was pronounced dead at 5pm by Dr Bernardo.

A friend of the family told the Weekly News that following an autopsy Perez will be cremated.

That is according to Opposition leader Sharlene Cartwright Robinson who alerted press to the decrepit state of the Government building on Monday (September 30).

Termites can be found marching up and down the external walls of the single story building and wasp nests are a common sight in the roof crevices.

Meanwhile damp and weather damage has ravaged the majority of the wooden structure leaving splintered wood protruding and paint work peeling away.

In addition a break in and robbery attempt just weeks ago has left locks damaged beyond quick repair.

Cartwright Robinson was joined

by Shadow Minister for Government Support Services Baden Delroy Williams at the building on Airport Road.

He told media that the condition of the building and the safety of the workers within was a big concern.

“The conditions here are inhumane – there’s an odour in the place, it’s termite infested, it looks like it’s about to collapse.

“I wouldn’t work here so I

wouldn’t want my people to work here.”

He said the staff need a new place to work but are afraid to come forward to complain about conditions for fear of losing their jobs.

“We expect to get the best performance out of them and in order to do that we need to give them suitable conditions to work in.

“We hope the Minister in charge of these facilities will find it in his budget or find some suitable way to give them better working conditions.”

He stressed: “It needs attention and it needs attention now – I believe that Government should make this one of their priorities. We have to protect our people.”

Cartwright Robinson said that it is important that the Government identifies its infrastructural needs, including maintenance of its buildings.

“I think TCI probably falls foul to the same disease of many Caribbean countries – we build buildings and we don’t maintain them.”

She stressed that a lack of maintenance eventually lead to costly repair bills.

“I’m pretty sure, without being a contractor, that this building

is completely compromised and will have to be more than likely demolished.

“What could have been a small maintenance budget is now a major infrastructural project.”

She called on the Government to prioritise its repairs to decrease the likelihood of further money needing to be sought to correct problems in the future.

And she stressed that this is not the end of party’s involvement in the issue of civil servants’ working conditions.

“Where civil servants can’t speak up for themselves we are going to come and make representations for them,” the Opposition leader said.

The Weekly News spoke to Minister of Government Support Services, George Alexander Lightbourne, who said the matter is currently being addressed.

He said that Cartwright Robinson was “quite right” to be concerned and it is a pertinent issue.

Lightbourne added that prior to the break in, meetings had taken place with the director of the Post Office and the Permanent Secretary with regard to relocating staff.

“As soon as an appropriate location is found the staff will be moved,” he said.

House abruptly adjourns – Gov’t wants answers from AG PREMIER Rufus Ewing continued to show his dissatisfaction with the Attorney General (AG) on Thursday (October 3) when he called for an abrupt adjournment of what was slated to be an agenda packed day at the House of Assembly.

In what was said to be a tense atmosphere, Ewing and his Ministers attended the 21st sitting of the Executive Cabinet on the day prior, however they were not prepared to sit through another House session in which the presence of AG, Huw Shepheard was required.

Following the customary benediction by Pastor Oscar Talbot at the commencement of the House, in an unusual move, Premier Ewing rose to offer his own prayers which included the words of the 23rd Psalm before asking that the sitting be adjourned until Monday (October 7).

Before deferring, Speaker of the House, Robert Hall also quoted biblical verses, this time from the book of Joshua 1:9.

No explanation was offered, but in a subsequent press statement, the Premier said he remained dissatisfied with answers provided by the AG during the Cabinet meeting the previous day.

The questions related to concerns raised with former Governor Ric Todd about his extension of Shepheard’s contract for an additional three years.

The extension was met with disapproval from the PNP Government and the Opposition, with the Premier later announcing a possible boycott of forums where the AG’s presence was necessary.

The question session at Cabinet, which occurred towards the latter part of Wednesday, ended with the Government’s dissatisfaction and frustration with the inadequacies of the Attorney General’s answers and the Premier and Ministers reaffirming that they had lost all confidence in the Attorney General, the statement read.

It added that the questions are matters of national concern that transcend political parties and affect every citizen, visitor and investor to the Islands.

It said because of the wide ranging implications, the Government intends to get the AG to answer their questions.

“My Government is committed to the principles of good governance and one of the fundamental principles is accountability and we would not be serving in the best interest of the people of these islands if we do not hold all persons accountable,” the Premier said.

Following the adjournment, members of the House retired to

chambers to discuss the concerns the Government has with the AG. According to the statement, they also took the opportunity to discuss other matters of national concern with a view to working together for the betterment of the people of the TCI. “The Government wants to reassure the people, investors, and the country that the Government is still functioning and continues to work in the best interest of the people of these Islands,” it concluded.

However, in another statement, this time from the Governor’s office, Acting Governor, Anya Williams stated that Shepheard’s participation at the Cabinet meeting was normal.

“In line with the Governor's previous correspondence to the Premier and also at the Premier's request, the Premier engaged the AG on queries he had pertaining to his role in relation to SIPT, Civil Recovery and Crown Land. The AG answered each of these questions satisfactorily in turn.

“The Premier was asked in Cabinet on September 4 and 18, 2013, and in writing by Governor Todd on September 11 to provide a written account of why he thinks that the AG's appointment should be rescinded, in order that the AG is properly given a right to reply.

“Cabinet could then properly discuss the matter. However, despite three requests, the correspondence from the Premier has not been forthcoming,” she is quoted as saying.

Williams pointed out that the Attorney General was appointed legally in line with Section 91 of the Constitution and cannot have his contract terminated without cause by the Secretary of State unless there is strong evidence of misconduct or incompetence.

She added that thus far this has not been provided and the AG has been largely challenged only on the criminal and civil investigations.

“This is a very serious matter which must be proceeded upon with caution, as I have advised the Premier without proof and proper justification this could result in serious legal and financial implications against the Government for wrongful or constructive dismissal,” Williams said.

Meanwhile, shortly after the correspondence was released, it was announced by the Governor’s office that Shepheard will be sworn in as Acting Governor on Friday, October 4 until the new Governor takes the Oath of Allegiance on October 9.

“As Attorney General, I have always worked tirelessly in the public interest of the people of the Turks and Caicos Islands.

“My appointment was legal, in line with the constitution, as part of UK Ministers’ commitment to deliver good governance and the rule of law for everyone in the Islands.”

He said he had tremendous respect for the wide range of responsibilities attached to his office, adding: “And [I] look forward to continuing to work with the Hon Premier, his Ministers, Cabinet and the other key constitutional institutions and bodies in support of democracy here.”

He also made it clear that he was aware of the criticisms that poured

forth from the Government and Opposition while he was away.

“This has been a difficult experience, but it is also potentially enriching for anyone in public office to be given a clear picture of what is thought of them every now and again.

“Despite the headlines, I hold no grudges,” he emphasised.

He stated that the position of AG is not a popularity contest; it is designed to support the rule of law and the good governance of the territory, regardless of political office or wealth.

“In light of this, it seems only reasonable to ask that the Premier and his Ministers continue to work with me for the greater good of the people of this country, even if they

do not much like me personally.

“What they think of me as a person is not at issue,” he added.

However, subsequent to Shepheard’s statements, Premier Ewing reiterated that his position has not changed.

“As I have stated repeatedly, I have nothing against Huw Shepherd as a person. However, I have questioned the actions taken by him during the period of the interim administration and during the period of the elected government.”

Ewing added that his Government intends to continue to press the AG for answers to their questions.

“And we will continue to apply pressure for his recall by the Governor and the FCO.” (DI)

Teen stabbed at Clement Howell High School A SIXTEEN-year-old student was admitted to hospital on Tuesday (October 1) after being stabbed at Clement Howell High School.

The teenage boy was involved in a heated exchange with three other students before the incident happened, according to a press release from the Ministry of Education.

He was taken to Blue Hills Clinic for medical attention before being later transferred to the Cheshire Hall Medical Centre where up to press time he remained under observation.

The incident happened at the end of the school day while the fifth form pupil was waiting by the school’s auditorium for the bus to arrive.

“The Ministry has been notified that four students from the school were involved in an altercation which resulted in the stabbing of one student,” Tuesday’s press release read.

School staff members who saw the exchange took the injured

student to the local clinic where he was treated before being transferred to hospital.

“The Ministry has been advised that the stab wound is not life threatening and the student is responding well to the treatment and care he is receiving.”

As a result of the incident, the school's critical incident management plan has been activated and measures are being taken to contain the situation.

The police are also investigating the incident and are looking for witnesses to come forward with information.

According to the press release the Ministry of Education takes these incidences “very seriously” and “will not tolerate” behaviour that puts students, academic and ancillary staff at risk.

“All efforts will be made to cooperate with the police to ensure that law and order is maintained,” it read, “and that those students, whose aim is to disrupt the sense

of security on and around the school campus will be held fully accountable.”

In February this year a 16-yearold student was beaten by four boys from Clement Howell High School.

He was taken to hospital and treated for a torn kidney and a blood clot in his liver.

Then in April a third form student was attacked by an individual armed with a cutlass and received minor injuries about the head.

Meanwhile problems with overcrowding in the Blue Hills Government school continue.

NEW Governor Peter Beckingham arrives in the Turks and Caicos Islands next Tuesday and will be sworn into office the following day.

He will replace Ric Todd, who during his two year tenure made many controversial choices for the country.

Governors do not have any axe to grind as they are always gone in two or three years

Follow governing policies

First of all the new Governor, His Excellency, Peter Beckingham, should not attempt to govern.

However, if he attempts to govern in the right way he ought to follow the governing

policies of the elected Government with the much needed inputs from the official Opposition.

This is the only path back to genuinely observing democracy, normalcy, the so-called statement of governance principles, the will of the people and regard for the voice of the people.

Prioritise the environment

The new Governor needs to make the Turks and Caicos environment a TOP priority - not a second thought or simple lip service.

The reefs, our parks, the litter (plastics/ waste) and over fishing all need urgent attention.

While the economy needs movement it cannot be at the expense of the nation’s number one resources.

If TCI does not wake up we will suffer greatly for years to come. It’s a local and global issue.

they must insist on it.

Otherwise there would be no reason for the election of a Government if the ‘duly elected’ allow themselves to be treated as puppets, boys, kids and not relevant to the real decision making.

Governor Peter Beckingham has a chance to restore trust and relations for these Islands and the UK. He must desist from trying to tell elected Ministers what to do.

Right or wrong, Ministers must be allowed to decide on the day to day running of the Government.

Governor Beckingham should prioritise falling in line with ministerial policy, helping our people get rid of the hospital contract, ending the silly conch lawsuit and enabling a reduction in our overall tax base so we could live and move ahead.

Continue the reforms started by Ric Todd.

Washington Misick surrenders part of his portfolio – Move comes to avoid any conflict of interest

CABINET Minister Washington Misick now has a diminished portfolio after surrendering lottery and gaming to Premier Rufus Ewing.

The Minister of Finance gave up the responsibility on Tuesday (October 1) to avoid a perceived conflict of interest, according to a press release from the Premier’s office.

“I take the job that the people have given me very seriously. It is not a game, it is serious business,” he said.

In April Misick declared that he was a shareholder with Casablanca Casino in Grace Bay, Providenciales.

In the same month Cabinet imposed a one-year freeze on the issuance of new gaming licences – leaving Casablanca as the island’s only casino.

This perceived conflict of interest was brought up by Opposition members who said Misick should drop that section of his portfolio.

Six months later, following

discussions with the Premier, Misick announced his decision to transfer responsibility.

“While I have done my part in declaring my interests in this matter and have refrained from inclusion in decisions made with regards to lottery and gaming, I think that it is in the best interests of everyone for the responsibility to be transferred in order to avoid misconception and my integrity coming into question and that of our Government.”

According to the press release, Cabinet imposed a one-year moratorium on issuing new gaming licences in an effort to address the concerns raised by the Ministry of Finance and the 2008 Caribbean Financial Task Action Force report.

The report suggested that the gaming industry in the Turks and Caicos Islands was non-compliant with international standards.

obtain a consultant to advise on developing legislation and policies to regularise the industry.

“We as a Government have a job to do,” Misick said. “We are taking a number of measures to show the world that we are not a rogue Government.

“We are making every effort in our financial sector to ensure that we are compliant to international standards and can be respected as a fair and transparent financial services centre.

should not be an exception.”

On Wednesday (October 2) deputy leader of the Opposition Sean R Astwood said he was happy to learn that the Premier and Minister of Finance had finally addressed his concerns on the potential conflict of interest.

“However, I am sceptical as to why this change in portfolio is now being made.

“Why has it taken the Government some six months to arrive at a conclusion that I raised back in April?”

He said he had been waiting anxiously for the report from the consultant whom the Government was to bring in to perform a review of the industry.

“Up until this point the consultant's arrival is still pending.

Therefore, I agree with the Minister of Finance when he stated that ‘It's not a game. It is serious business.’

“I can only hope that the actions of the newly appointed Minister for the Lottery and Gaming, the Hon

Premier, echo this statement.”

Misick told the Weekly News that the consultant is likely to arrive before the end of the month.

He added that now was the right time to surrender the responsibility for lottery and gaming as the consultant carries out their work.

“Having brought it to this point I think it’s best to step aside so I can’t be accused of having any influence on the work of the consultant.

“I want to make sure it’s transparent.”

Misick went on to say that if properly managed the lottery and gaming industry could be a big revenue earner for the Government.

The responsibility for lottery and gaming was transferred to Rufus Ewing, Premier and Minister of Tourism, on Tuesday (October 1).

Despite the transfer Misick will continue his position of exclusion on decisions made relating to the gaming industry.

Quinn murder case defence attorney wants higher fees THE TRIAL for the 2012 murder of British quantity surveyor Anthony Quinn has been set for October 16, but defence attorney for one of the co-accused is not satisfied with the legal aid fees for his services.

Over the past week, attorneyat-law Ashwood Forbes took to the airwaves to voice his grievances.

It was a move that was not looked on favourably by the registrar David Chetwynd - whose responsibility it is to assign those rates - nor the president of the TCI Bar Council, George Missick.

According to the news report the lawyer wants the legal fees to be doubled due to the unusual volume of evidence and exhibits, and the complexity of the case.

Forbes, who is representing 16-year-old Standford Forbes Jnr, was awarded an increase of $600 to the brief fee of $1,200.

This fee is paid on the first day of the trial. The refresher rate – paid on a daily basis - will remain at its original sum of $600.

When contacted, Chetwynd refused to engage in any discussion as to the procedure for airing any grievance an attorney may have with the legal aid fees. He, however, pointed out that the fees are fixed ones.

“As a judicial officer you don’t see judges going around and explaining things, I am afraid I can’t do that.

“Unfortunately Mr Forbes knows that and he can say exactly what he wants in public and I can’t reply,” the registrar said.

However, when contacted, the Bar Council president was not so reticent. He pointed out that the television is not the place to air those grievances.

“Generally speaking the Bar has a legal aid committee that we established. The mandate has been to make representation about increasing some of the rates that are a bit on the low side for persons doing legal aid and addressing some issues such as the timeliness of payment being made and basically structuring the legal aid process itself.

“Some people feel that certain persons abuse the system… you get a lawyer paid for by the state, you don’t really get a lawyer of your choice and so the next lawyer on the list is assigned to you… but some inmates try to dictate who their lawyers are, they want a lawyer from overseas,” Missick said.

He noted that there have been some promises in regard to some of the concerns the committee has raised.

“We all try to share the same common goal and one of the things the registrar would face is that he doesn’t control the public purse.

“So you can ask for whatever it is but the budget isn’t there for it, he has a limited amount of resources that he has to allocate for legal aid.

“And cases like this, it is not

always going to be the registrar’s call, he will have to go to executive for money. He asks for the money to be able to do it.”

He added that the Chief Justice, under the ordinance, grants legal aid, while it is the registrar’s job to determine those rates.

“There is a flat rate generally for all matters, $1,200 brief fee and $600 on the first day and $600 per day.

“Now, the Chief Justice indicated that in special cases – those would be like the SIPT investigations - they can look at it and give it an uplift, provided that the uplift can be agreed beforehand.”

However, according to the media report, Forbes is of the opinion that

the case qualifies for such a raise.

He pointed out that the case is not an open and shut one nor is it a “slam dunk” for either side.

He also questioned why is it the Crown is using two attorneys for this particular case.

“An increase of $600 for a case of this magnitude, it is tantamount to no increase at all.

“I had prefer he leave it as is and say ‘I am not in the position’ or ‘I don’t have the authority to raise the brief fee… but for him to say I will give you $600, but I’ll leave the rest as is, you’re saying that this whole case only deserves an increase of $600, which doesn’t make any sense to me whatsoever.”

Standford Forbes Jnr – murder accused

He said that no lawyer doing legal aid work expects to get the same amount of money they would if they were doing a case privately.

“We understand that these are public funds and it is only so much the public purse can bear, but we see exactly what is happening here in the Turks and Caicos Islands.

“I am saying that if ever a case deserved an uplift in the brief fee or in the refresher fee, it is this particular case here that me and my other friend are doing,” the lawyer stated.

Arthur Hamilton is representing the second defendant, 16-year-old Dominican national, Misael Castillo.

The trial is slated to run for twelve

days in Providenciales Supreme Court, ending on November 2.

Quinn’s body was discovered close to the beach in the vicinity of Technology Drive near Heaving Down Rock about 10am on Mother’s Day. He was last seen leaving Jimmy’s Dive Bar in Ports of Call, Grace Bay, at 4.30am on Sunday, May 13, 2012.

An investigation was launched after police received a missing person report at 8.20am the same day.

Increased tax on vehicle rental stamp duty and gasoline No telecommunications tax increase INCREASES in two of the four current tax measures proposed by Government during the August 21 meeting of Cabinet came into effect on Monday (October 1).

The two increases affect the stamp duty on vehicle rental, which has been raised from 10 per cent to 12 per cent and fuel duty, which was increased by 10 cents per gallon, taking it up to 85 cents.

However, the proposed introduction of a 10 cents per minute levy on incoming international calls has not been instituted, Minister of Finance, Washington Misick said when contacted by the Weekly News.

“There is none and there will be none. There is no increase on incoming calls and there will be none.

“So the report that went out saying that October 1 there will be a charge

on incoming calls is absolutely wrong.”

Misick stated that because it was discussed does not mean Government will take this route.

“In the end we decided that it was not a good thing because of some negative impacts it would have on the industry and even Government revenue… so the bottom line is that it’s not on.”

He added that there is also a proposal to broaden the tax base for a 10 per cent increase in telecommunication tax to be made on internet and cable, but this paper has not been presented to the House of Assembly yet.

This may take place later, he said.

He further explained that the increase in the fuel duty would not affect the electricity costs, as it is being levied on gasoline.

“It has no impact on the cost of electricity; this is a 10 cents increase on fuel at the pump.”

The increases were proposed following recommendations by the Blue Ribbon Commission regarding an earlier proposal by Government for the introduction of a General Services Tax (GST) on professional services and a temporary driver permit fee.

Those two measures were set to come on stream on October 1, but were later scrapped on advice from the commission.

At the time of the announcement of the increase on current taxes, Premier Rufus Ewing pointed out that his Government will continue to look at a broad based taxation method they can use, like the GST, but that its implementation on such short notice was not possible.

More structure and a good

collecting mechanism need to be implemented before serious consideration is given to its implementation.

“The Blue Ribbon Commission is still studying these areas. Most of the areas where we increased are where the collection mechanism is easy; you don’t have to retrain persons, you don’t have to go out there and look at books to collect those funds, and they are already being collected,” the Premier said.

At the Wednesday meeting of Cabinet, the commission, which was established on July 18, presented its preliminary report.

A further meeting will be held to discuss its recommendations in more detail.

The commission is tasked with examining the strengths and weakness in the existing taxation and other revenue generation measures in the Turks and Caicos Islands. (DI)

Bar president speaks out on arrested attorneys TWO attorneys charged with corruption offences cannot be suspended unless proven guilty, according to TCI Bar Council president George Missick.

He made the statement to the Weekly News following the arrests of Timothy Patrick O’Sullivan and Gordon William Kerr last week.

The men appeared at Providenciales Magistrates Court to hear charges brought by the Special Investigation and Prosecution Team (SIPT) relating to the sale of Emerald Cay in Providenciales.

Magistrate Jolyon Hatmin told the defendants that they each faced three charges of conspiracy to cheat the public revenue, cheating the public revenue and conspiracy to false account.

Missick, who is responsible for promoting standards of practise within the legal profession, said the time had come to let the public know the Bar’s view.

“Our position is essentially that we can’t comment on any specific case obviously because they are before the court.

“Persons are charged with serious

offences and so we have to be very measured in our comment and what we say, so as not to interfere with a fair trial and their due process.

“Everyone is entitled to their day in court,” he stressed.

Missick said that despite their positions they have the same rights as everyone else such as the presumption of innocence unless proven guilty.

“So although the Bar is concerned and is watching what is going on with these trials, we can’t interfere with them.

“We think that they are important, we think that it’s a reflection that no one is above the law, and also that when persons are charged they are entitled to have their matters heard.”

He told the Weekly News that this is something that often happens in other jurisdictions.

“We are a civilised country with laws and so persons are entitled to make complaints where they feel that people have done wrong and those persons are entitled to go to court and to argue and to have their day.

“So in relation to them we can’t say much but we’ll wait to see what

happens with those particular cases.”

Missick added that members of the public had questioned why the lawyers are allowed to carry on practising.

“Well it’s really for the reasons I just mentioned before, which is that right now we have allegations that have not been determined.

“So ours is really to sit and wait and hopefully the process will go through very quickly.

He said that if anyone is found guilty of any wrongdoing, then the bar will take necessary action with regard to disciplinary proceedings.

“But at the moment that would be premature to really do anything.”

He added that there is no mechanism within the Bar’s present framework to take any action just because someone is charged before the courts.

“So it may seem that the Bar is doing nothing. We’re not doing nothing, we’re being vigilant but we can’t do anything proactive at this stage because each persons is still innocent until proven guilty.

‘Bank’ tax increase revoked by Cabinet THE PROPOSED two per cent increase on the Domestic Financial Services Sales Tax (DFSST) was cancelled during the Wednesday (October 2) meeting of Cabinet.

Instead, agreement was reached for a review of the DFSST legislation to be made in light of concerns expressed by the Bankers Association.

“There was a notice that went out some time ago to increase the DFSST from 10 to 12 per cent… but given the climate Government decided it would not make the increase,” Minister of Finance, Washington Misick said when contacted.

He said this decision was taken after discussions with the private sector and other stakeholders.

The Domestic Financial Services

Sales Tax Ordinance 2011 requires banks, company managers, investment dealers, money transmitters, mutual funds and trustees to pay a 10 per cent tax on services to their customers.

“At the end of the day we have to find a way to pay our way… but ultimately our goal is to grow this economy and achieve our revenue that way, but obviously that can’t happen overnight,” the Minister noted.

Government has been hard pressed over the past few months to find ways and means of increasing its revenue base.

For the 2013/2014 financial year, Government has estimated revenues of $214 million.

As a result of this a number of

new taxes have been proposed to the displeasure of those concerned, and subsequently scrapped, leading to a decision to increase some established taxation methods.

The Premier and his Ministers have also taken to the international community to spark investment within the territory.

“There is a minimum period of time when you provide incentives or when capital investment starts to take place there is a period before you start getting revenue from it, until then we have commitments and we have to service them, at the same time we try to increase our level of government service to the community and grow the economy” the Finance Minister pointed out.

Irish born Timothy Patrick O’Sullivan, is managing partner at Miller Simons O’Sullivan and has been living in the TCI since 1986.

While British born Gordon William Kerr, is a senior partner at Misick and Stanbrook, and has been living in the TCI since 1987.

It is alleged that between 2005 and 2006 O’Sullivan and Kerr

cheated the Controller of Stamp Duty by falsely asserting that the value of a transaction for the sale of land and property at Emerald Cay in Providenciales was $11m.

In fact the true valuation of the nine-bedroom, private island property was about $28m thereby they allegedly caused a loss to the public revenue of close to $1.5m in stamp duty.

On Wednesday, September 25, O’Sullivan was represented by Lara Maroof of F Chambers and Kerr was represented by Conrad Griffiths of Griffiths and Partners.

Magistrate Hatmin remanded both men on bail to reappear at Grand Turk Supreme Court for a sufficiency hearing on November 8.

They were given a $400,000 bail with sureties and a condition to maintain residency in the Turks and Caicos Islands.

Local Red Cross Youth organisation launched INSTILLING a sense of volunteerism in the youths of the Turks and Caicos Islands is the motivating factor behind the recent establishment of the Red Cross Youth programme.

The first meeting of the youths was held on Thursday, September 3, at the Edward Gartland Youth Centre in Providenciales.

“They will be doing all the things that the Red Cross does, like disaster management, first aid, first response, fire drill, leadership development,” Red Cross Youths Director, Lomeka Williams remarked.

“And we are calling on the public to support the children as they go forward in this venture as they try to do good in the community.”

She added that the organisers intend to take the initiative to

the Raymond Gardiner High School in Bottle Creek and the HJ Robinson High Schools on Grand Turk to get them involved as well.

Discussions are to be conducted with the principals and teachers at both schools during upcoming site visits.

Weekly meetings are being held from 3.30pm to 4.30pm.

Students from forms one to five in all high schools in Providenciales are encouraged to sign up to learn how they can make a difference in their communities.

The theme is ‘Increasing volunteerism in the young people within the TCI community’; the local youth arm of the international humanitarian organisation endeavours to encourage more voluntary actions within communities in the TCI and the country as a whole. (DI)

Crown land rent arrears recovery strategy being developed ATTORNEY General, Huw Shepheard in his first Cabinet meeting since his return to the Turks and Caicos Islands amid calls for his resignation, made a presentation to Cabinet for a strategy to be developed for the recovery of arrears in Crown land rent.

This is according to a press statement from Neil Smith, spokesman in the Governor’s office, following Wednesday’s (October 2) sitting of Cabinet.

It stated that Shepheard was invited to further develop the proposal and present recommendations which will include flexible payment plans to Cabinet at a later date.

Earlier this year, the AG chambers resumed the allocation of Crown land for residential purposes.

Some 104 parcels, priced between $13,050 and $18,000, were available for purchase on Providenciales.

Crown land allocation was quashed in 2008, just months before the suspension of the

constitution in August 2009, due to wide-spread fraud.

Since that time a number of people like former Minister of Natural Resources, McAllister Hanchell, former Director of Planning, Clyde Robinson among several others in the former PNP administration were fingered in the land fraud and were subsequently charged.

With the exception of Hanchell, who won his case against the Civil Recovery Team in August, most are before the courts to answer to land flipping and other charges.

However, a notice of appeal in the former Government Minister’s case has been filed by the AG Chambers.

In May this year, deputy managing partner in Edwards Wildman, Laurence Harris, in an update on the civil recovery programme noted that as of that date $19.5 million had been recovered or was agreed to be paid to Government, while land recovery stood at 2,508 acres at the time. (DI)

Opposition leader voices concerns on fractional ownership A NEW law which allows anyone to become a part owner in high end real estate could have attracted a lower standard of investor if recent amendments had not been made.

That is according to Opposition leader Sharlene Cartwright Robinson who listed her concerns on the Fractional Ownership Bill in a recent press release.

The bill was passed by a majority vote in the House of Assembly on Thursday, September 19, following extensive debate on the legislation’s details.

Fractional ownership is a method in which several unrelated parties can share in the risk of ownership of a high-value piece of resort real estate.

Premier Rufus Ewing said that the bill was a vision of his Government and a means of empowering the people, driving development and stimulating the economy.

However, Cartwright Robinson said that while she supported the passage of the bill there were a number of concerns that urgently needed to be addressed.

“The main concern was the number of parts (12 fractions) and the strong possibility that the market may see an influx of investors who are not of

the quality and standard that the TCI has set for itself over the years and who may not be able to offer more of the benefits that can result from a fractional transaction,” she said.

“We accept that our Turks and Caicos Islanders may rightfully want to participate in this new market and suggested a similar preference system as established through the Encouragement of Development Ordinance but this was not supported by the Government.”

One of the main motivators for a fractional purchase is the ability to share the costs of maintaining an asset.

Each owner is guaranteed a prescribed amount of access to the asset which typically can be used or offered to the public as rental.

The income is usually split between the management company and the fractional owner unless the owner finds the renter himself.

Additionally each owner pays a portion of the annual management fees and maintenance relative to the percentage of ownership.

The Opposition leader said that it was finally agreed in the House that there should be a minimum fractional value to protect the country’s standards and the product.

“The Premier in a post Cabinet statement appears to not share the concern that our product can be cheapened but we are satisfied that the amendment has been made.”

A number of other amendments were agreed upon following contributions from both sides and Cartwright Robinson said that she is happy with the result of discussions.

“We are satisfied that the bill as passed can benefit these Islands and as such the Opposition supported the new product after its concerns were addressed.

“The Minister has assured the Opposition that there will be further consultation on the drafting of the regulations so that the fractional value particularly can be settled.”

She said the debate over the bill was another good example of the importance of working together for the good of the country.

Fractional Ownership Schemes, once reserved for luxury jet liners and boats, have over the years been extended to include high-end real estate.

They are currently operating in countries within Europe, the United States and Canada as well as Barbados, Antigua, Mexico and the Dominican Republic.

Tourist Board stresses importance of water LAST Friday (September 27) was World Tourism Day and this year it was all about the importance of water.

According to the Tourist Board’s Director of Tourism Ralph Higgs it is particularly relevant in the TCI as the country’s largest industry is built on the beauty of the surrounding sea.

The day was hosted by the United Nations World Tourism Organisation (UNWTO), an international agency responsible for the promotion of responsible, sustainable and universally accessible tourism.

This year’s theme ‘Tourism and Water: Protecting Our Common Future’ highlighted tourism’s role in water access.

It also shone a spotlight on the actions currently being taken by the sector in order to contribute to a more sustainable water future, as well as the challenges ahead.

While there were no events organised in the TCI this year, to mark the day both Higgs and Premier Rufus Ewing gave their comments on the importance of looking after the Islands water.

“The theme is very fitting and truly speaks to the Turks and Caicos Islands as our main industry, and greatest revenue generator, is tourism,” Higgs said.

“Our ocean, reefs and marine life are our largest natural attributes, and perhaps are the main attractions for persons visiting the Turks and Caicos.”

The Turks and Caicos Islands are also susceptible to the negative effects of the destruction of rainforests in Indonesia, Brazil or Guyana and the pollution of the world’s lakes and oceans.

In a press release issued last week Higgs echoed the sentiments of the chairman of the Caribbean Tourism Organisation (CTO) Beverly Nicholson-Doty.

He said: “Water is the most important contributor to human survival.

“Sometimes residents of the country take our water resource for granted as it seems so abundant, but this resource is not never ending or indestructible.”

The director urged citizens, tour operators, and visitors to be responsible and practice sustainable programmes.

Minister of Tourism and Premier Rufus Ewing thanked UNWTO for highlighting the importance of water to the global economy.

He said: “The Turks and Caicos Islands is home to the world’s third largest barrier reef system and an abundance of marine life; the fabric of our entire industry is largely centred around water.

“Water is life, we must preserve it.”

Next year the Tourist Board hopes to join other nations in conducting various World Tourism Day competitions such as essay writing and poster design.

The promotion featured a number of prizes, but many had their eyes on the grand prize which consisted of a seven day all expenses paid vacation to any of the Sandals resorts in the world.

Erica Thomas, employee of Royal Bank of Canada (RBC), was announced as the grand prize winner and will be treated to the seven day vacation, along with any three others that she would be interested in taking along.

Thomas who won by signing up for the fourth generation package (4G) told media officials that she was more than grateful.

“I’m very excited about it, I just switched over from my previous

telecommunication company three months ago and I am excited because I’ve never won anything.”

Thomas noted that she just recently tied the knot so this will be like a second honeymoon to her.

She is still indecisive as to which Sandals resort she will enjoy her prize at, but she told the media that Jamaica was a high consideration.

TCI annual Youth Week activities

YOUTH Week is an annual event geared at celebrating the youths throughout the Turks and Caicos Islands.

Every year schools around the Islands prepare a list of activities for students, teachers and family members to partake in.

On the island of North Caicos, National Youth Week activities began with their annual inter-school general devotions which were held at the Church of God of Prophecy in Kew. The service was indeed a success as members from the community came to show their support.

Assistant Pastor Andre Gibson from the host church gave a very inspiring message to the youths.

He said: “The command has been made to invest in us as the key to the future.

“I understand why we as adults, parents, teachers and society at large must invest in our children in order to prepare them to become that key to our country’s future.

“My friends if these children are the key to the future of our beloved TCI, it means that they should have the power to open and unlock the doors of opportunities that awaits them.”

On Tuesday (September 24) the students of North and Middle Caicos participated in an inter-primary speech competition.

The competition was held at the Doris Robinson primary in Conch Bar Middle Caicos.

Hundreds given training on selling the TCI A THREE month training and sales blitz across the United States has just been completed in a bid to increase knowledge and exposure of the Islands.

During the initiative Tourist Board and resort representatives trained 250 reservations agents on how to sell the destination.

They included agents from Delta, and United Continental through MLT Vacations, as well as from Travel Impressions and CheapCaribbean The board also conducted a series of product launches and sales calls with more than 400 travel agents in Dallas, Chicago, Atlanta, Charlotte and in the north east US. The sales blitz was organised by Pamela Ewing, regional marketing manager for the Tourist Board.

She directed the team to meetings with the resort property representatives which allowed

them to discuss any concerns or suggestions for the betterment of the tourism industry.

“The events have been very successful,” she said, “we have received excellent reviews from our industry partners who have participated with or attended the various activities.

“We believe that these promotions are vital to ensure that our brand is in front of the public, so that we will garner much needed business throughout the year.”

The Tourist Board plans to carry out similar exercises throughout the year involving its regional offices.

These activities will culminate in a series of familiarisation trips to the Turks and Caicos Islands.

This October the board will host three groups consisting of media publications, tour operators and travel agents from the United Kingdom, United States and Italy.

Schools on Providenciales ended the week of festivities with a march from the Leeward Highway down

to the Down Town Ball Park on Friday (September 27) with their school banners and then continued the celebration there with games a number of activities.

THE TCI Salvation Army is having a sale of miscellaneous items and furniture and is welcoming the general public to come and check out their items at their headquarters on Leeward Highway.

The furniture sale is scheduled every Saturday of every month at the William’s Storage unit 218 between 10am and 12pm.

Meanwhile the Providenciales store opens on Mondays, Wednesdays from the hours of 10am to 2pm, Fridays from 10am

to 5pm and the first Saturday of every month from 9am to 12pm at the Graceway shopping centre.

Residents are welcome to visit the store’s location for a number of items such as women’s clothing and accessories, men’s clothing, books and games, kids’ and teens’ fashions and household items.

Oseta Jolly students receive breakfast from community members

Students smile while receiving their breakfast

ABOUT 50 students from the Oseta Jolly were treated to a healthy breakfast by two individuals from the community who were more than eager to play a role in the Turks and Caicos community.

Weekly News reporter Daisy Handfield and Charina Arredondo, employee at the Turks and Caicos Gansevoort, said that they had planned this initiative for months and were just waiting on a few finalisations to make it happen.

The two contacted the school and got them to provide a list of students who were in need of assistance and the guidance counsellor tallied up 45 students.

The students were given small boxes of cereal along with milk, a

fruit and a juice before they made their way to their classrooms.

Handfield noted that she tries to help out whenever possible and she understands that many students go to school hungry for many reasons.

“Some parents may not be able to afford to provide their child or children with money or even food to sustain their bodies throughout the day or may not have the time to prepare breakfast for the students so my friend and I (Arredondo) wanted to try and do something about it.”

She added that she is always looking for ways to get involved in the community.

“I feel blessed as a person so to me it is a small initiative to help out whenever possible and I always

believe in the philosophy, ‘Do good and good will follow you.’”

When asked if this would be a long term programme she noted that further assistance was in the works.

“We are trying to do this on a monthly basis, but not just at the Oseta Jolly, at all the Government primary schools in Providenciales.”

Handfield added that she is working on a few other ideas to not only assist the children, but also some of the older folks in the community who were really in need of it.

The girls are happy to welcome any business or individuals that would be interested in getting involved.

Alamo car rental comes to TCI A RENOWNED American car rental brand is expanding to Providenciales with plans to open a franchise soon at the international airport.

TCI’s Paradise Auto Rental and Sales has signed a franchise agreement with Enterprise Holdings for the prominent Alamo Rent-A-Car brand.

Philip Hawkins, co-owner and general manager of Paradise Auto Rental and Sales, explained that an Alamo office with services based at the Providenciales International

Airport will open “later this year or in early 2014”.

He added: “The Alamo brand is renowned for its excellent record in customer satisfaction and value for money offerings.

“We intend to continue in this upward trend and are in the process of furnishing ourselves with a superb facility, latest technology, an attractive fleet of vehicles, and superb staff training.”

Investment in education Dear Editor, The overcrowding at the schools in the Turks and Caicos Islands is a national disgrace.

The fact that children are being squeezed into Clement Howell High School and others are unable to register for primary schools is unacceptable for a nation that is relying on its young people to propel it forward to greatness.

The lack of investment in our primary and secondary infrastructure for the last 15 years has now started to have a serious effect on our children.

The previous PNP administration had plenty of money for airplanes, but no money to build schools.

The interim administration was so busy cutting costs it failed to notice the deteriorating environment our children were expected to learn in.

And our new Government seems simply overwhelmed by the task.

Where are the manifesto promises, the new ideas, and the plan for education?

I do not remember putting children in containers ever being mentioned!

The shortage of teachers could be addressed by bringing some of those local teachers who were retired early.

There is a vast amount of experience and knowledge that could be used by this country.

We need to ensure that the bathroom facilities are sufficient for our children.

We need to complete the consultation that was promised within the first 100 days.

In my budget address in the House of Assembly on August 20, I stated that: “We cannot allow this budget to stand Mr Speaker.

“We cannot lose a generation of children while we struggle to meet this impossible debt repayment schedule and put tens of millions of dollars into a sinking fund as a security blanket for the Department for International Development (DFID).

“We need a middle school in Provo and we need it now.”

Although criticised at the time by the Finance Minister for my speech it was interesting to note that the Premier on September 5 in his

speech to the House of Assembly blamed the British government and its focus on repaying loans for a lack of investment in education.

So perhaps it would be timely to remind the Government of what else I said in my budget address: “The Minister of Finance should NOT have accepted this debt reduction schedule and I ask him at this late stage to withdraw this budget and return to the UK as part of an all-party delegation and turn this around.

“We did it with VAT and we can do it with this ruinous debt repayment schedule.

“It is time Mr Speaker, for all elected members to stand together and say no to the pillaging of this country's treasury.”

We need investment in education and we need it now. If this Government cannot find a way to make the investment it needs to stand down and make room for those who can.

What if?

COMMENTARY

HINDSIGHT is always better than foresight they say, however in the TCI what we are experiencing today was forecast by certain folks.

Floyd Seymour was one of them. I remember clearly his congratulatory comment given to Mike Misick in parliament right after Mike married Lisa Raye.

Floyd said: “I hope we are able to celebrate your anniversaries.”

The comment sounded like a prediction. Lisa was thrown out of the mansion within months.

Now Lisa is history, the woman scorned.

Let us wander down a different road and wonder what if events had played out differently?

What if Mike had not sold her on the idea he was ultimately rich and owned the TCI? Would she have refused to marry him? Would he then have sought a Brazilian gal?

What if the North-Middle Causeway was actually built for $10.8m with the grant that Derek and Sam received in May 2003?

If Derek would have promoted the grant he had in the August 2003 election he might have won a third term.

The causeway would have been built in 2004, not 2007, and from concrete not dirt and cloth.

Sam's Half Creek development could have gotten off the ground and Middle Caicos would be moving forward instead of backwards.

We recall all too well Jeffrey trying to sell that development instead of approving it.

Dear Editor, Our ex-Governor in an interview printed in the Weekly News a week or so ago, said that those of us who are opposed to placing these intelligent, thinking mammals in captivity should respect the opinion of others.

He said: “…there are people who do not agree with you – and they are not evil.”

And he is absolutely correct.

Those who disagree are not evil. They are uneducated and uninformed.

Our fight to save dolphins should

be based on education and reason, not emotion and the rhetoric of those who know nothing of which they speak.

What I find disturbing and yes perhaps even evil, is that those in favour of placing dolphins in captivity (for crimes they have not committed) have closed their eyes and ears and souls to the countless arguments against these dolphin penitentiaries.

So if any person is in possession of information of a criminal nature which will affect the good name of the country, he or she should report it to the proper authorities.

Firstly, there is an enormous amount of counterfeit currency being distributed in business places and other establishments by undocumented persons who have been residing in the USA for a long period of time.

But they have suddenly decided to visit the Turks and Caicos to become a part of the illegal jitney community so that they could exchange the counterfeit currency in the Turks and Caicos medium of exchange rate.

They have been linked with Haitian employees within these establishments for the purpose of exchanging the illegal currency in the till of the establishment.

Many persons of this community have already been monitored by law enforcement agencies of the USA in connection with this illegal activity.

They are posing as pastors desirous of buying land to build a church, and there are thousands of dollars in illegal currency floating around in the Turks and Caicos.

Secondly, undocumented persons in the community are disgruntled about certain immigration laws and are seeking support for an immediate amendment to include a more favourable version.

Although the supporters and sympathisers are few, any information with regard to their progress should be reported to the authorities.

And whenever the undocumented persons from the Haitian community could be identified with regards to the demonstration against the Government

of this country they should be dealt with by immigration authorities.

To take part in subversive activities against the Government has serious implications.

Thirdly, some of the people to whom documents have been given are not loyal to the country and are taking part in many of the illegal activities such as, trading in illegal goods, housing illegal immigrants and there is a gross disrespect for law and order in this country.

It is obvious that some law enforcement officers are not affective.

The Turks and Caicos people must understand that unity is strength and it takes strength to build a nation.

So the religious leaders should be required to form a Christian Council under the request and supervision of a Minister of Government in order that the Government could be informed of all matters of a spiritual nature which benefit the restructuring of this society.

They should meet as often as possible to brief the Minister on matters of vital importance and the following should be taken into consideration: A community centre for the youth and all meetings organised by the council.

The organisation of a National Youth Choir. It is important to ensure that the choir is established on nondenominational principles for the purpose of bringing people together on a spiritual basis.

This opportunity should be made available to build the country on Christian principles which is the ultimate pattern of spirituality.

A back to school programme should be encouraged by the system of education for persons who may be selected for the work-force and those who are desirous of improving their educational skills in the attempt to upgrade the system.

dolphinarium persons refuse to investigate: 1) The real possibilities for those promised jobs to appear, and; 2) The overwhelming harm those jobs will cause intelligent animals.

If they actually took a look at what Dolphin Cove offers elsewhere, perhaps they would not be so sure that it is a gold mine for Grand Turk or Provo.

Wanted: Lead pirate at $8/hour.

I would like to hear from one dolphinarium advocate who has read any of the thousands of pages of research about dolphins, and in particular the horrendous effect of captivity on dolphins, and who then still favours a dophinarium in the TCI (or anywhere in the world for that matter).

I also find very disturbing that

someone like our ex-Governor, a supposedly educated, sophisticated fellow, would actually repeat, in an interview: “But they (anti-captive dolphins folk) should respect the views of people who feel that having a dolphinarium is no worse than riding a horse or eating a steak.”

Where is the logical, intelligent reasoning in such a bizarre statement?

Having read this with incredulity, I wondered why he didn’t repeat another ridiculous argument I heard the other day: “You expats keep goldfish. What’s wrong with us keeping dolphins?”

Those two statements perfectly illustrate the depth of ignorance about dolphins in general, and in particular, dolphins in captivity.

I’ve done a lot of research on dolphins and I’d like to share just

one research paper with you (one of thousands of articles about the proven intelligence of dolphins).

It can be found at www. orcanetwork.org/nathist/rational.pdf It’s about 30 pages long. Even if you only read the first ten, it might surprise you.

I had to look up a lot of words, but that is something I enjoy - learning.

I have also spent many hours trying to find research that supports the theory that dolphins are happy in captivity, or that dolphin facilities add to the pool of knowledge about these incredible creatures, but you know I cannot find a single page.

There’s talk, by the owners of these prisons, but there is no supporting evidence.

You are entitled to your opinion.

And so am I. However, my opinion is based on facts, on research and knowledge proven in the real world.

Where are our rights and justice?

Dear Editor, It seems today that there are rights and justice for all people in the Turks and Caicos, except for Turks and Caicos Islanders.

Under God’s law this cannot prevail and is not right by any standard.

As I observe the injustice I cry to myself and often out loud: “Where is our saviour? Where is our representation? How can this be?”

When I think of the fact that there are thousands of illegal structures built throughout the Turks and Caicos, some by persons residing illegally, when I think about the fact that there are hundreds or potentially thousands of business being operated illegally out of houses, on street corners and out of vehicles and the fact that there are thousands of persons illegally residing and working here that nothing is being done about, I wonder how can this be?

How can this be? When Turks and Caicos Islanders who were given land by Tauwhere in Chalk Sound who paid their leases or freehold titles went through planning and took out mortgages for their homes were forced to move and were threatened with all their work being crumbled beneath a bulldozer.

How can this be? When to try and keep your head above water by building an extra room for rent on your home, a storage room or a wall that’s one inch over the required footage, planning would threaten to tear it down when a Turks and Caicos Islander is responsible?

How the British took away a party’s headquarters when thousands of persons who are not indigenous

or even Belongers are allowed to get away with illegal cities for years under the same watch dogs?

Somebody please tell me how human rights are a factor for them and not us? Are we not human?

When I think of how we run to pay our business licences to ensure we can keep our doors open, and still we sit back and observe thousands of persons operating illegally in our country.

Tell me how are we supposed to react to ever increasing taxing of business persons who operate legally while millions of dollars in potential revenue goes untapped in the illegal markets?

Imagine that there are thousands of illegal persons here using our resources, taking up employment and establishing illegal businesses

The real cost - Part three

Dear Editor, As for police component of the SIPT, there has been no effort to sugar coat their long term intentions.

In October 2012, just before local elections, the Governor integrated them into the local police force and announced that, during the prosecution they will stick around to give investigative support.

After the SIPT has closed shop they intend to stay on to leave the Islands, he says, with “an indelible legacy of corruption fighting”.

Needless to say, this is all at our expense.

The Governor is quoted in this regard here (http://suntci.com/ sipt-to-merge-with-local-policeforce-p416-106.htm), but the organisational chart on the local police website shows them as a separate and self-contained unit.

Every other employer in the TCI with foreign managerial level staff must ensure that those skills are transferred to Belongers, and that foreign staff are eventually replaced.

The SIPT, however, likes the good

life here that the poor TCI taxpayer is affording them, and they have no intention of going back home.

The long term plans of the others are not too hard to figure out either.

AG Huw Shepheard has dispensed with the long standing Government policy that required foreign employees to leave the country after they completed their employment contract.

He has simply removed the restriction from Government contracts with foreign employees, with no instructions from Cabinet that Government has abandoned the policy.

What is interesting is that that policy was partly in place to discourage corruption in public office, by discouraging foreign Government employees from using their offices to develop private sector relationships.

This shows how high on their priority list corruption is.

On top of the obvious problem of an unelected AG changing Government policy without instructions, there is the more serious issue of conflict of interest, with the AG setting a precedent that allows him and his friends to stay on in the

Islands after they have completed their contracts with Government, and in the interim to implement a policy and prosecutions to eradicate successful attorneys, clearing his way to go into private practice when he is done raping the country.

Those are the facts; here are the questions.

Does anyone doubt that these leeches have their teeth firmly imbedded in our backs, that they are currently enjoying a feeding frenzy at our expense, or that it will have to be us who will have to forcefully remove them, before they suck the little blood that is left from our economy?

There is an obvious disconnect between the FCO and the TCI, and the goodwill that it originally enjoyed in these Islands has been squandered by Governor Ric Todd, AG Huw Shepheard, and the SIPT. It is now long past the time for us to remove these leaches off our backs.

TCI suffers from two governments – Part two Dear Editor, What could be the reasons for this two government system and why it must endure?

Do we need a Commission of Inquiry into the actions of the former Governor and the AG on this issue?

After over 29 years in the Islands, paying taxes, National Insurance payments, NHIP payments, hiring people, investing many millions, there being no criminal or other allegation, no alleged breaches of the development orders or agreements, the former Governor and AG “just did not want that project?”

This cannot make sense! It behoves the Government, public, Opposition, people etc. to come out and oppose the clear wrong this former Governor and British are doing here.

If you speak to the average person they would tell you that they cannot understand why the former Governor opposed.

The former Governor himself, up to the time of his much needed departure, has yet to say why he opposed the project, except to say

that his reading the development agreement denied fish farming.

All other persons locally and otherwise having read the development agreement all see that provision is made for fish farming.

So the former Governor had no real legal or policy reasons to oppose the project.

So one can only say that the former Governor simply carried out the mandate of the other Government of the Turks and Caicos Islands: Ric Todd, the AG, Foreign and Commonwealth Office (FCO) and those financial interests that control the FCO. A Commission of Inquiry is critically needed.

The clear and present danger in the culture of the two TCI government system is exposed in the questions being asked about the destruction of the TCI environment.

Why has Attorney General Huw Shepheard refused to file criminal charges or civil action against those persons responsible for the act of illegally dredging at Leeward and thereafter illegally dumping dredging spoils on top of Mangrove

Cay Shoal in 2008 in a misguided and environmentally damaging attempt to create Star Island?

Dredging in a National Park in the Turks and Caicos Islands is illegal.

Dumping dredged spoils in a nature preserve is also illegal.

However, in 2007 and 2008, Leeward Waterfront Ltd dredged Leeward from the Leeward Going Through Channel to the North shore barrier-reef to create a canal for mega yachts to access the proposed Leeward Yacht Club and Marina and, in doing so, dumped much of the dredging spoils on top of Mangrove Cay Shoal, which is located within the Princess Alexandra Nature Preserve, where dumping dredged spoils is a criminal act.

National Park and Physical Planning Ordinances were intentionally contravened for the illegal benefit of the Leeward Marina operators.

Why have there been no charges or prosecutions by the Integrity Commission or Attorney General Huw Shepheard?

Tax cuts should expand economy – Part two Dear Editor, It should serve as a reminder to all governments that ‘Willy nilly’ increases in taxes do not actually help economies. No! They hurt!

Tax increases should be fought

by Government, Opposition and the public.

Government, the Opposition and the Blue Ribbon Commission should also gauge and monitor this current reduction in taxes to see where Government revenues and receipts will go after this reduction goes into effect.

Accordingly, Government should start with an across the board reduction in taxes.

Roll back all existing taxes which taken as a bundle and added up would be at least 40 per cent of our income per person.

So let us remove the 12 per cent accommodation tax, remove the six per cent customs processing fee, remove the duties, remove stamp duty on land, remove telecommunications taxes and replace all of these high taxes and all taxes with a four per cent VAT, or a four per cent consumption tax, or a four per cent tax of any nature.

Instead of there being a shortfall I promise the following can only happen: 1) TCI gets to market itself and the islands as a low tax and fairer taxed jurisdiction.

2) There would be more inward and locally existing investment.

3) There will be new money, new capital and new finance.

4) More developers, more investors and more banks would come here.

5) The TCI would begin to expand as an economy.

6) There would be more growth,

more jobs.

7) Government with lower taxes would cause more spending, more manufacturing, more building, more investment, more consumption, more capital development and more resorts.

8) Government would more than likely spend $215m and collect at least $350m, a major budget surplus.

9) All graduates would be able to get a scholarship, which at the end of the day, is what this thing of running a country is all about. Nothing else.

Please embrace this opportunity.

The poor could live, we all can live, prices and the cost of living go down.

The Islands can then retire debt, remove the $260m guarantee for loans, remove the grip we are under, reform the constitution and remove the Chief Financial Officer (CFO) and deal with real issues.

The Government will find that more is less.

The newly and financially empowered TCI Government could then go to court, because the Government would have money to expose scams which are causing higher prices and remove them.

Let us also implement price controls and monitoring to make sure that we see real price reductions and not scams.

Again, TCI could take control of its ship and sue to remove the hospital scam.

With more monies coming in, the removal the British grip on the constitution, removal of debt, removal of the CFO, Ministers could be Ministers again and we get our country back.

Tax reform is the only way to go.

TALENTED local artists are auctioning off some of their best creations as part of a fundraiser for the Edward C Gartland Youth Centre.

The non-profit facility is a safe haven for young people, and the money raised will allow it to continue its valuable work.

It is all part of the Providenciales centre’s five year anniversary which takes place this November.

Director Roxann Wake-Forbes said: “With funding strictly limited to donations received from our generous supporters and those invested in our community, our ability to provide such a gemstone for our youth for five years is a significant accomplishment for the centre.”

You are so excited because not only is this going to keep the kids entertained and off your back for a few hours but you can download some pretty sweet distraction for yourself as well!

No doubt, the convenience of the modern wunderkind, the tablet (and his little brother the mini) has us all staring down at our hands and laps during social settings around the world.

Nobody talks anymore we just message the person sitting next to us!

Board games, why? I have my phone/pod/mini/tablet!

Yeah, that is all great. But before you click ‘download’ on that next version of Angry Birds WWII, let’s stop to think about what we are trying to accomplish.

When choosing apps for our kids, we should do a little more research.

There are tons of review sites and blogs out there if you are looking to get feedback on which apps are the best for the objective you are trying to achieve.

Wait a minute did I just say “objective”? Yes, I did!

Apps can be used for 1) pure entertainment, 2) supplemental learning support or 3) sensory input. And some apps can combine two or all of those functions.

We choose to only download activities for our kids that combine 1 and 2, 3 and 2 or simply 3. That is strategic.

So any activity they may choose can be done so independently and we don’t have to monitor what they are playing…wait, did I just say “monitor”?

Yes, that means playing the game in an adult’s presence to ensure that they are actually progressing properly and not just randomly watching characters jump about.

Some apps are free, but not all free apps are worth having.

PLEASE remember that!

Just because it’s a free game doesn’t mean that your child will gain anything from playing it.

It is wiser to fill your device with selections that you have specifically chosen as for their function.

For example: at school, Josiah completed his written mathematics exercise.

So as a ‘reward’ he then moves to the supplemental app on his mini where I have chosen which level he will play.

That level is more exercises in the same math concepts he was just practicing on paper.

He doesn’t care, because IT’S A GAME!!

Then as further reinforcement, he is allowed free play on the mini.

Which is fine as the mini only has more games that combine the above mentioned objectives in their predetermined manner.

If I have Angry Birds on that device, what do you think he is going to want to play every time he sees the mini?

Exactly. And clearly, there are other games that are just as entertaining to him that also provide learning support.

So, don’t fall in the app trap!

Choose intelligently what activities you want to see your children engage on these devices. It takes time, but it is well worth it.

Just Google app reviews (learning or special needs) and begin searching before you click another download.

Osteoporosis and exercise IT IS not surprising to learn that the strength of the bones is related to how much we exercise.

When doing exercise and sports this puts a normal stress on the bones and keeps them healthy.

When bones become weak though disease, aging and lack of use this is called osteoporosis.

Our bone mass, the measure of strength of bones, develops in our younger years.

We stop increasing bone by our thirties, but the vast majority is formed by the end of our teen years.

In fact about one quarter of all our bone strength is developed in a two-

year period starting at about 12 in girls and 14 in boys.

One of the biggest factors improving bone strength is fitness and exercise.

Study after study shows that children that regularly exercise, especially with weight bearing and impact exercises have much stronger bone density.

Children should be active in weight bearing a minimum of 60 minutes per day and participate in impact activity, such as running, gymnastics, running sports or jumping sports for at least three 15 minute sessions per week.

The importance of exercise in the younger and peri-menopausal years has been clearly demonstrated by scientific studies.

Unfortunately there are few studies about exercise and people with osteoporosis.

In these cases consultation with a physician regarding treatments and exercise guidelines are necessary on an individual basis.

Cordyline THE TI plant, also known as TI and Hawaiian good-luck-plant, is technically classified as cordyline terminalis.

There are approximately 20 species of cordyline, which is in the asparagaceae family, but other experts have placed the genus in the agavaceae family.

Cordyline is a native of east Asia and it is one of the most popular indoor potted plants.

Some selections of cordyline plant are also used extensively as cut florist greens because they are among the most colourful foliage plants.

Many of the small plants used in small combination planters are started from seed and are highly variable in colour, from green to deep maroon, to pink and variegated.

US shutdown: Barack Obama warns of default danger US President Barack Obama has warned that Wall Street should be concerned that a conservative faction of Republicans is willing to allow the country to default on its debt.

The US government has partially closed after Congress failed to agree a budget and will run out of cash on 17 October unless its debt ceiling is raised.

In a TV interview on Wednesday, Mr Obama said he was “exasperated”.

He later held talks with Congressional leaders that ended without agreement.

The US government closed nonessential operations on Tuesday after Congress failed to strike a deal on a new budget.

Republicans and Democrats are blaming each other for the impasse.

The shutdown has left more than 700,000 employees on unpaid leave and closed national parks, tourist sites, government websites, office buildings, and more.

In a TV interview on Wednesday, Mr Obama said he was “exasperated”.

However, as one budget crisis raged in Washington DC, another one - potentially more dangerous loomed in the coming weeks.

On 17 October, the US government will run out of cash to pay its bills unless the debt ceiling is raised.

On both issues, the Republicans who control the House of Representatives have demanded concessions from Mr Obama and his fellow Democrats in return for funding the government’s continued operation and for raising the debt ceiling.

Chiefly, the Republicans demand the repeal, delay or defunding of a healthcare reform law - dubbed Obamacare - passed by the Democrats in 2010.

Major portions of that law, which was subsequently validated by the US Supreme Court and was a major issue in the 2012 presidential election, took effect on Tuesday.

Controversy erupts over bus billboards promoting marijuana as safer than alcohol THE fight to legalise marijuana is now being waged on the buses of Portland, Maine.

An advertising blitz promoting pot as “less harmful” than alcohol went up on buses and bus shelters in Maine’s largest city Wednesday, angering anti-drug crusaders.

“It’s highly inappropriate to be promoting Pro Marijuana message in a place that has a large audience of people under the age of 21”, Kate Perkins, a spokesperson for 21 Reasons, a drug prevention group, told WCSH News.

Voters will decide the fate of Question 1, an initiative that would legalize recreational pot use for adults in Portland, on Nov. 5, and the Marijuana Policy Project purchased $2,500 worth of ads to try and help pass the measure.

Despite complaints to METRO, Portland’s public bus service, the ads will remain up until Election Day. The agency said the ads amounted to political advertising, and therefore were in line with its guidelines.

“If we’re going to allow one type of political advertising, we have to allow it all,” METRO General Manager Gregory Jordan told the

Portland Press Herald.

USA: Boss made her stand beside him while he urinated: harassment suit A BROOKLYN mom says she was forced to walk off a job she desperately needed because of her boss’ lecherous come-ons and demands — including that she accompany him to the bathroom.

In papers filed in Manhattan Supreme Court, Sherina Thomas said David Shavolian “would make her stand right next to him while he urinated,” leaving her flush with embarrassment.

Her sexual harassment suit, which seeks unspecified damages, said there were warning signs from the start.

Thomas, 28, said she first went to the executive suite firm Executive Offices New York City’s midtown office last year after seeing an ad saying the realty company was looking for child models.

Thomas thought her kids would be perfect for the gig, but said when she got there, it was

clear Shavolian was far more interested in her.

He told her, “I could help you to model,” and then forced her “to show her bare breasts,” the suit said. He fondled and jiggled them, then told her they were “not firm enough,” the suit said.

He later called her about a receptionist job. It was hardly a typical job interview: The suit claims he asked her, “Do you shave or wax?”

“Out of work and needing a job,” Thomas said she ignored the comments and started work for him May 21, 2012.

She was quickly promoted to manager, but said her job duties required her to constantly be by Shavolian’s side — even when he went to the bathroom.

He also repeatedly propositioned her — at one point offering to pay her $1,200 for oral sex, the suit said.

In central China, 37 patients remain in critical or serious condition after hornet attacks.

Deadly hornets kill 42 people in China, injure over 1,500 SWARMS of aggressive hornets, in their fall mating season, are inflicting a deadly toll in a central Chinese province.

Hornets have killed 42 people and injured 1,675 people in three cities in Shaanxi province since July, according to the local government.

Thirty-seven patients remain in critical or serious condition.

Over the summer and early fall, hornets have invaded schools full of children and descended upon unsuspecting farm workers in China.

One of them is Mu Conghui, a woman who was attacked in Ankang City while looking after her millet crop.

“The hornets were horrifying,” she told Xinhua, the Chinese staterun news agency. “They hit right at my head and covered my legs. All of

a sudden I was stung and I couldn’t move.

“Even now, my legs are covered with sting holes.”

Two months, 13 dialysis treatments and 200 stitches later, Mu still remains hospitalized and unable to move her legs.

The influx of venom to the human body can cause allergic reactions and multiple organ failure leading to death. Patients like Mu have been receiving dialysis to remove the toxins from her body. In photos, patients bore deep dark craters scattered across their limbs, the size of bullet wounds.

Government authorities say these attacks are from a particularly venomous species, the world’s largest hornet, known as the Asian giant hornet or vespa mandarinia.

Exercise ‘can be as good as pills’

The new findings potentially suggesting that even more worlds could be inhabited around the universe than previously thought.

Earth had oxygen much earlier than thought OXYGEN may have filled Earth’s atmosphere hundreds of millions of years earlier than previously thought, suggesting that sunlight-dependent life akin to modern plants evolved very early in Earth’s history, a new study finds.

The findings, detailed in the Sept.

26 issue of the journal Nature,have implications for extraterrestrial life as well, hinting that oxygengenerating life could arise very early in a planet’s history and potentially suggesting even more worlds could be inhabited around the universe than previously thought, the study’s authors said.

It was once widely assumed that oxygen levels remained low in the atmosphere for about the first 2 billion years of Earth’s 4.5-billionyear history. Scientists thought the first time oxygen suffused the atmosphere for any major length of time was about 2.3 billion years ago in what is called the Great Oxidation Event. This jump in oxygen levels was almost certainly due to cyanobacteria — microbes that, like plants, photosynthesize and exhale oxygen.

However, recent research examining ancient rock deposits had suggested that oxygen may have transiently existed in the atmosphere 2.6 billion to 2.7 billion years ago.

The new study pushes this boundary back even further, suggesting Earth’s atmosphere became oxygenated about 3 billion years ago, more than 600 million years before the Great Oxidation Event. In turn, this suggests that something was around on the planet to put that oxygen in the atmosphere at this time.

“The fact oxygen is there requires oxygenic photosynthesis, a very complex metabolic pathway, very early in Earth’s history,” said researcher Sean Crowe, a biogeochemist at the University of British Columbia in Vancouver.

“That tells us it doesn’t take long for biology to evolve very complex metabolic capabilities.”

Crowe and his colleagues analyzed levels of chromium and other metals in samples from South Africa that could serve as markers of reactions between atmospheric oxygen and minerals in Earth’s rocks. They looked at both samples of ancient soil and marine sediments from about the same time period — 3 billion years ago.

The researchers focused on the different levels of chromium isotopeswithin their samples. Isotopes are variants of elements; all isotopes of an element have the same number of protons in their atoms, but each has a different number of neutrons — for instance, each atom of chromium-52 has 28 neutrons, while atoms of chromium-53 have 29.

When atmospheric oxygen reacts with rock — a process known as weathering —heavier chromium isotopes, such as chromium-53, often get washed out to sea by rivers. This means heavier chromium isotopes are often depleted from soils on land and enriched in sediments in the ocean when oxygen is around. These proportions of heavier chromium were just what were seen in the South African samples. Similar results were seen with other metals, such as uranium and iron, that hint at the presence of oxygen in the atmosphere.

EXERCISE can be as good a medicine as pills for people with conditions such as heart disease, a study has found.

The work in the British Medical Journal (BMJ) looked at hundreds of trials involving nearly 340,000 patients to assess the merits of exercise and drugs in preventing death.

Physical activity rivalled some heart drugs and outperformed stroke medicine.

The findings suggest exercise should be added to prescriptions, say the researchers.

Experts stressed that patients should not ditch their drugs for exercise - rather, they should use both in tandem.

Prescriptions rise Too few adults currently get enough exercise. Only a third of people in England do the recommended 2.5 hours or more of moderate-intensity activity, such as cycling or fast walking, every week.

In contrast, prescription drug rates continue to rise.

There were an average of 17.7 prescriptions for every person in England in 2010, compared with 11.2 in 2000.

For the study, scientists based at the London School of Economics, Harvard Pilgrim Health Care Institute at Harvard Medical School and Stanford University School of

They identified 305 trials to include in their analysis. These trials looked at managing conditions such as existing heart disease, stroke rehabilitation, heart failure and prediabetes.

But there were two exceptions.

“Medicines are an extremely important part of the treatment of many heart conditions and people on prescribed drugs should keep taking their vital meds. If you have a heart condition or have been told you’re at high risk of heart disease, talk to your doctor about the role that exercise can play in your treatment.”

Dr Peter Coleman of the Stroke Association said exercise alongside drugs had a vital role that merited more research.

Sweden ranked first for treatment of elderly in UN report SWEDEN is the best place in the world to be old and Afghanistan the worst, according to a UN-backed global study.

The Global AgeWatch Index examined the quality of life of the elderly in 91 nations. Norway and Germany made up the top spots, with the UK in 13th place.

The index warns that many countries do not have adequate support in place for their ageing populations.

By 2050, older people will outnumber under-15s for the first time, with most of the elderly in developing countries.

The Global AgeWatch Index was compiled by the UN Population Fund and advocacy group HelpAge International, and released to mark the UN’s Day of Older Persons.

Researchers used 13 different indicators - including income and employment, health provision, education, and environment - in what they said was the first study of kind to be conducted on a global scale.

Italy boat sinking: Hundreds feared dead off Lampedusa More than 150 of the migrants have been rescued.

AT LEAST 130 African migrants have died and many more are missing after a boat carrying them to Europe sank off the southern Italian island of Lampedusa.

Ninety-four bodies have been recovered and a further 40 have been discovered inside the wreck, coast guards said.

Passengers reportedly threw

themselves into the sea after a fire broke out on board. More than 150 of the migrants have been rescued.

Most of those on board were from Eritrea and Somalia, said the UNHCR. The boat was believed to have sailed from Libya, the Italian coast guard said.

Simona Moscarelli, a spokeswoman from the International Organization for Migration in Rome, told the BBC that “at one point there was a fire on the boat and so the migrants moved, all of them, to one side of the boat which capsized”.

She estimated that only three of about 100 women on board survived, adding that most of the migrants were unable to swim.

“Only the strongest survived,” she told the Associated Press news agency.

It is one of the worst such disasters to occur off the Italian coast in recent years; Prime Minister Enrico Letta tweeted that it was “an immense tragedy”.

The boat was believed to have been carrying about 500 people at the time.

“There is no miraculous solution to the migrant exodus issue,” said

Italian Foreign Minister Emma Bonino. “If there were we would have found it and put it into action.”

Also on Thursday, local media reported that around 200 migrants were escorted to the port of Syracuse on the island of Sicily, when the vessel encountered difficulties five miles off the coast.

Earlier this week, 13 migrants drowned while trying to reach Sicily.

‘CONTINUOUS HORROR’ Footage from the scene showed bodies being laid out on Lampedusa’s dockside.

The mayor of Lampedusa, Giusi Nicolini, described the scene as a “continuous horror”.

“It’s like a cemetery, they are still bringing them out,” she said.

Local media reports say that at least one child and a pregnant woman are among the dead and that a suspected people smuggler has been arrested.

Pope Francis sent a Twitter message calling for prayers for the “victims of the tragic shipwreck off Lampedusa”. In July he visited the island and condemned the “global indifference” to the plight of migrants trying to arrive there. (BBC)

Jackson family lose case against AEG Live THE family of Michael Jackson has lost a negligence case against concert promoters AEG Live over the death of the 50-year-old pop star.

A jury concluded the doctor looking after Jackson ahead of his concert tour was not unfit for his job - and so AEG had not been negligent in hiring him.

Jackson died in 2009 after taking an overdose of a surgical anaesthetic.

Dr Conrad Murray was jailed for four years for involuntary manslaughter for administering the drug.

O’Connor warns Miley Cyrus against exploitation SINGER Sinead O’Connor has written an open letter to fellow singer and actress Miley Cyrus warning her not to be exploited by the music business.

The 46-year-old wrote to Cyrus, 20, after she cited O’Connor’s video Nothing Compares 2 U as an inspiration for her explicit Wrecking Ball video.

Spy novelist Tom Clancy dies aged 66 Best-selling US author Tom Clancy has died at the age of 66, his publisher Penguin has confirmed.

Clancy wrote a string of bestselling spy and military thrillers. His 17th novel, Command Authority, is due out in December.

Several of his books featuring CIA analyst Jack Ryan have been adapted into successful Hollywood films.

The former insurance broker died in a Baltimore hospital near his Maryland home, according to reports.

Barbados confirms four cases including one death from H1N1 influenza BARBADOS has confirmed four cases of influenza A H1N1 including one death.

A statement from the Ministry of Health said that results from the 10 samples sent to the Trinidad-based Caribbean Public Health Agency (CARPHA) last week had confirmed the cases. It said the other six samples were negative for the H1N1 virus.

“We implore them to step up the policing of their own borders against arms traffickers,” he said.

THE United Nations human rights office has urged the Dominican Republic to take all necessary measures to ensure that citizens of Haitian origin are not deprived of their right to nationality in light of a recent court ruling.

Last week the country’s Constitutional Court ruled that the children of undocumented migrants who have been in the Dominican Republic and registered as Dominicans as far back as 1929, cannot have Dominican nationality as their parents are considered to be “in transit”.

“We are extremely concerned that a ruling of the Dominican Republic Constitutional Court may deprive tens of thousands of people of nationality, virtually all of them of Haitian descent, and have a very negative impact on their other rights,” said Ravina Shamdasani, the spokesperson for the United Nations Office of the High Commissioner for Human

IMF head warns US debt crisis threatens world economy IMF managing director Christine Lagarde says failure to raise the debt ceiling is a far worse threat to global economy than the current government shutdown.

The shutdown follows a budget standoff between President Obama and Congress.

But a worse problem looms.

The US is up to its borrowing limit and will run out of money without agreement to lift it.

Ms Lagarde’s comments were echoed by the US

Treasury, which says a debt default could lead to a financial crisis as bad as 2008 or worse.

‘MISSION CRITICAL’ In a speech looking ahead to a decade of challenges for the world economy, Ms Lagarde said that the US government needed to fix its finances for the long term.

She said it was “mission critical” that the US agrees a new debt ceiling.

But as she has often said before, there should not be too

much change in the short term because that could undermine the economic recovery.

US President Obama and Congressional leaders have been in political deadlock for days, which has had the effect of freezing nonessential US government functions.

The US government closed non-essential operations on Tuesday after Congress failed to strike a deal on a new budget.

The shutdown has left

more than 700,000 employees on unpaid leave and closed national parks, tourist sites, government websites, office buildings, and more.

However, as one budget crisis raged in Washington DC, another one - potentially more dangerous - looms in the coming weeks.

On 17 October, the US government will run out of cash to pay its bills unless the debt ceiling is raised.

UK regrets The Gambia’s withdrawal from Commonwealth The Vatican’s commission of cardinals and bishops had credited the late Pope John Paul II with him second miracle in 2011, which led him to the road of sainthood.

The announcement came after Pope Francis met with cardinals to discuss the planned canonisations of two of his predecessors. The ceremony will take place on April 27.

It will be the first time two popes will be canonised at the same time.

To be named a saint involves a series of steps, but the qualifications are straightforward, according to the veteran Vatican analyst John Allen.

“You put a holy life and two miracles together, according to the Catholic system, you’ve got a saint,” he said.

The calls to canonise John Paul II began even before he had been buried. People attending his funeral in 2005 held banners saying “Santo Subito,” short for “make him a saint now.”

Their call was heard.

Bypassing the normal fiveyear waiting period, Pope Benedict XVI set in motion

the process to canonize his predecessor.

John Paul is said to have miraculously cured Sister Marie Simon-Pierre, a French nun stricken by Parkinson’s disease, several months after his death.

The church says the second miracle occurred when a Costa Rican woman with a brain aneurism recovered after praying to John Paul.

John XXIII, revered for his role in the Second Vatican Council, is only recorded as having performed one miracle after his death in 1963.

“Pope Francis has decided that there already was a decree of heroic virtue saying that the man had lived a holy life,” Allen says. “There already was one miracle certified for his beatification in 2000, so Pope Francis has decided he doesn’t have to pass go, doesn’t have to collect $200, he can go directly to sainthood.”

In fact, canonisation by the Catholic Church simply formalises on earth what is already in place in heaven, Allen points out.

THE Gambia’s decision to withdraw from the Commonwealth 48 years after joining is something to “very much regret”, the UK Foreign Office has said.

The West African nation branded the 54-member grouping, which includes the UK and most of its former colonies, a “neo-colonial institution”.

The withdrawal was announced on state TV but no other reasons were given.

Two years ago President Yahya Jammeh accused the UK of backing his political opposition ahead of elections.

Commonwealth officials said they only heard about the move through the media and had not yet been contacted by The Gambia.

A spokesman said SecretaryGeneral Kamalesh Sharma had seen the reports with “dismay and disappointment” and had asked for “clarification” from the country.

There is a history of tension between President Jammeh, who came to power in a 1994 coup, and the UK. Earlier this year, a Foreign Office report singled out The Gambia for its human rights record, citing cases of unlawful detentions, illegal closures of newspapers and discrimination against minority groups.

On Thursday a Foreign Office spokesman said: “Decisions on Commonwealth membership are a matter for each member government.

We would very much regret Gambia, or any other country, deciding to leave the Commonwealth.”

In August last year The Gambia was criticised by Amnesty International and others for executing nine prisoners by firing squad.

The Commonwealth was founded in 1931 but acquired its modern shape after 1949 as former British colonies and protectorates, including The Gambia, started to achieve self-government and varying degrees of independence.

According to the Commonwealth’s charter, member states should communicate and co-operate “in the common interests of our peoples and in the promotion of international understanding and world peace”.

In its statement, The Gambian government said it had “withdrawn its membership of the British Commonwealth”.

It said it had “decided that The Gambia will never be a member of any neo-colonial institution and will never be a party to any institution that represents an extension of colonialism”.

But Bakary Dabo, former vice president of The Gambia and chairman of the country’s campaign for democratic change, said people there are generally “very happy” to be part of the Commonwealth.

He said the government had recently begun “picking up war against poorly specified enemies called ‘western powers’”.

BBC Africa analyst Farouk Chothia said despite its image as an idyllic holiday destination, The Gambia, and its population of less than two million, were kept under tight control by its eccentric leader.

The latest decision was bound to come from him, our analyst added.

The Royal Commonwealth Society, an education charity which works in Commonwealth countries, said The Gambia’s announcement was unexpected and appeared to be undemocratic.

Society director Michael Lake said President Jammeh had made the decision “without consulting The Gambia’s people” and the country’s withdrawal would be “a loss felt by both its people and the wider Commonwealth network”.

He added: “Far from being a ‘neo-colonial institution’, the modern Commonwealth operates on a consensus model and its voluntary membership is predicated primarily on a country’s commitment to upholding shared values and principles.”

PUBLIC NOTICE The National Health Insurance Board wishes to advise the public that every employer is required to submit a monthly contribution calculator on or before the 7th day of each month via the NHIB Employer E-Services website. Employers who do not have access to the Employer E-services website may visit the office of the National Health Insurance Board, at Salt Mills Plaza in Providenciales and at Hospital Road in Grand Turk, where our Employer E-Services Representatives will provide training and assistance in the use of the system.

Alternatively, employers are advised that they may contact the National Health Insurance Board via email at support@tcinhip.tc for clarification or instructions regarding activating an account in order to be able to submit the Monthly Contribution Calculator using the Employer E-Services website.

All change requests due to additions and/or terminations shall also be submitted through the Employer E-Services website. Termination requests shall automatically be reflected in the Calculator if requested prior to submission of Calculator, while request for additions shall be processed by our Registration Department. Butler calls it a day as TCIRFU’s PRO AFTER seven years of disseminating information to the rugby fraternity and the media, Gareth Butler has decided to step down as the PRO of the Turks and Caicos Islands Rugby Football Union.

The sports enthusiast, who has

made his name as an official and national player over the years, has cited personal reasons for his decision.

Butler, who is also a national cricketer, said he will still continue playing rugby, but with the extra time he will now be able to focus

more on his family life and his work.

A new PRO was expected to be elected last Thursday evening at the TCIRFU’s AGM. The Weekly News joins the rugby fraternity in thanking Butler for his service over the years.

VERONICA Campbell-Brown was cleared to return to competition by officials in her native Jamaica after the three-time Olympic sprint gold medalist tested positive for a banned substance earlier this year.

Now, though, one of Jamaica’s most decorated athletes must wait to see if the IAAF, track and field’s world governing body, agrees with the recommendation made by the Jamaica Athletics Administrative Association (JAAA).

If it does, it would provide welcome relief for Jamaica’s sprinting community -- Asafa Powell and Sherone Simpson admitted to testing positive for banned substances in July.

Garth Gayle, general secretary of the JAAA, confirmed to CNN that

it recommended Campbell-Brown receive a warning following her positive test for a banned diuretic in May. She was provisionally suspended.

Gayle didn’t reveal further details but the Jamaican Gleaner newspaper reported that the JAAA’s disciplinary panel ruled the 31-year-old didn’t use the substance to enhance performance.

The IAAF’s doping review board is expected to make a decision in the case in two or three weeks, an IAAF spokesman told CNN. Campbell-Brown, Powell -- the former world-record holder in the 100 meters -- and Simpson all missed August’s world championships in Moscow, where fellow Jamaican Usain Bolt once again dominated the men’s sprint events.

Becoming a distance runner

WHEN dealing with distances of 400M-10,000M the training varies.

Actually the 400M is a dash.

Athletes run this at about 90% full speed. There are diverse tactics that are employed when running this speed. The 400M is considered a long sprint; and runners must train multiple repetitions of 100M, 200M, 250M, 300M and 600M as well as to step down once per week (descending from 700M-600M-500M-350M-250M

walk. (See table) Suffice it to say that a 400M runner must have the speed of a sprinter while at the same time he/ she must have the endurance of an 800M runner.

BASIC RACE STRATEGY A runner in the 400M should burst out of the blocks as if he is running the 100M. He should build up his top speed at around the first turn in the same way he would run the 200M. Going down the back stretch he should not slow down, but he should now run upright and the momentum that he has acquired should now

sustain him down the back stretch.

This momentum takes him into the last turn and through it.

Coming off the turn it’s important that the runner continues to run relaxed, all the time his knees must continue to come up as they are in a slight forward lean. The arms must now be used to facilitate this final drive as it pumps back and forth.

A final burst of speed is now affected in the last 60M as the runner drives through the tape (not to the tape). The runner then slows down gradually.

The typical scenario is that a wellconditioned 400M runner, who has a top

speed of 10.2s in the 100, should be able to run the 400M in about 44-45s.

This average out to four back-to-back 11.25s 100M runs.

800 METRES The 800M runner doesn’t need that explosive speed, but must be able to sprint. The faster she is, the faster she can run a longer distance more relaxed. Yet she needs that finishing kick.

The 800M is a very tactical race; a lot of psychology is involved. (See table) In the final analysis all athletes need a competent coach and at least one training partner.

FIFA 2014 World Cup trophy heading to TCI TCI football enthusiasts will soon get an experience that many in Brazil at the 2014 FIFA World Cup will only dream about.

The solid-gold trophy, which the winning team will hoist after the championship game, is heading here and our people will get a first-hand look.

TCI is one of 50 new nations that was selected for the prestigious tour which is organised by beverage giant Coca-Cola. The trophy which is expected to reach over one million people in 89 countries is making a nine-month trip around the world.

The trophy arrives in TCI next Sunday, October 13 (at 10:00h), and local fans will get a chance to visit Club Med Turkoise, the destination of the trophy while on island, to take

out photographs and to experience this piece of football treasure.

The tour then will continue through Central America and the Caribbean until November 7 and from there will travel to Africa, Middle East, Asia, South and North America and Europe, to return to Brazil in late April 2014, in time for the start of the World Cup Finals.

The Coca-Cola Company has had a long-standing relationship with FIFA since 1974 and has been an official sponsor of the FIFA World Cup since 1978. Coca-Cola is a long-time supporter of football at all levels.

This is the third time that Coca-Cola and FIFA have come together to bring the Trophy Tour to the world, starting in 2006 and then again in 2010.

Heroes: Farah and Bolt imitate one another at London 2012

Farah and Usain Bolt on World Athlete of the Year 2013 shortlist – Fraser-Pryce top women’s list MO Farah and Usain Bolt head the shortlist for the 2013 World Athlete of the Year award announced by the International Association of Athletics Federations on Tuesday.

Farah did the 5,000 metres and 10,000m double at the World Championships in Moscow in August, and also set a new British and European 1500m record in Monaco.

Bolt won three gold medals in Moscow, winning the 100m, 200m and 4x100m titles to become the most successful athlete in World Championships history with a career total of eight gold medals.

The 10-strong men’s list drawn up by an IAAF panel of experts also includes American LaShawn Merritt, who won 400m and 4x400m gold medals in Moscow two years after

returning from a 21-month doping suspension.

Jamaican sprinter Shelly-Ann Fraser-Pryce tops the women’s list after winning three gold medals in Moscow in the 100m, 200m and 4x100m disciplines.

The list also includes Ethiopia’s Meseret Defar, who added world 5000m gold to her Olympic title, and Valerie Adams of New Zealand who claimed her fourth world title in the women’s shot put.

Three male and three female finalists will be announced by the IAAF following an e-mail poll among members of the World Athletics Family, with the winners revealed at the 2013 World Athletics Gala on November 16. (Mirror. co.uk)

Fenelus named LA Soccer News Men’s College Player of the Week FORMER TCI national junior player Marco Fenelus has been named LA Soccer News Men’s College Player of the Week.

The California State University, Fullerton junior forward scored his first goal as a Titan and recorded his second assist of the season in his team’s latest win.

The junior extended Fullerton’s advantage to 2-0 in the 33rd minute against Grand Canyon, after he put on a series of moves in the box, eventually booting the ball into the back of the net.

He struck again in the 68th minute, this time with a timely assist, threading a ball beautifully through two defenders in the box to provide freshman Steven Ortiz with an easy finish, giving the Titans what would be the game winner (3-2).

A few months ago while in the TCI Fenelus had stated his excitement to the Weekly News about playing NCAA Division One Soccer at his university.

“At Fullerton I’m looking forward to bettering what I did in college both academically and on the field. I want to score more goals, but I know it will be hard work because everybody will bring their ‘A’ game.”

The humble forward dominated at the college level. Twice he was selected on the All American team while at the Western Texas College. Last Saturday Marco Fenelus scored his first goal as a Titan.

In total the 21-year-old had scored 39 goals and led his school to the Additionally with Fenelus at the team participated in their first ever regional title two years in a row. fore Western Texas College football national championship.
