Tax on building materials reduced

BY VANESSA NARINE GOVERNMENT, at Cabinet on Wednesday (August 7), moved to allay concerns over the application of the 15 per cent tax on freight and insurance of building materials, which was introduced in July.

Certain building materials, including cement, sand, steel rods and blocks, will now attract a reduced tax on freight and insurance of five per cent.

Premier, Dr. Rufus Ewing, explained that this is an effort not stifle the construction sector, but to encourage growth.

At the post-Cabinet press conference on Thursday (August 8), he said: “In the House of Assembly representation was made concerning the cost involved with the tax on freight and insurance on aggregate materials, seeing that these materials sometimes require an entire barge for importation.

“Our proposal was to reduce the tax to five per cent….this way we encourage growth in the sector and still have some revenue coming to

Government.

“The decision was made in Cabinet and the amendment will be made accordingly.”

The Premier added that the amendments will not have to go to Parliament to be put into effect, as considerations were made for possible changes by the Minister of Finance.

“We made provisions in the bill when we took it to the House for the Minister to make changes to regulations at the Cabinet level,” he said.

Finance Minister, Charles Washington Misick, commenting on the reduction, explained that Permanent Secretary on his ministry, Athenee Harvey, is currently working with the Attorney General’s Chambers to ensure that the business community is given adequate notice of the change.

“We are working to make sure that the necessary notice for the implementation of this decision is done as early as possible, potentially as early as Monday,” Misick said.

He added that some importers have already imported items under

the original 15 per cent tax and in order to avoid further complications, the notice will be sent out on an “urgent” basis.

Asked if people who already imported items will be reimbursed, the Finance Minister said no.

The other new tax measures in effect include a one per cent increase in accommodation tax; changes in the stamp duty; the introduction of

a temporary driver’s licence fee, which will largely target visitors to the Islands; a general service tax for the service industry, including attorneys and accountants; and a communications tax – the latter two expected to become effective in October.

“Our TCHTAcareers.com special committee spearheaded by human resources guru Bridgette Thomas of BNC Consulting Group, identified the need to develop another vehicle by which job seekers could apply for advertised positions and a channel by which recruiters could manage their recruitment campaigns effectively and successfully.

“TCHTAcareers.com is not a recruitment agency but a careers site. This means that we will advertise vacancies on behalf of employers and recruitment

Audit oversight committee to be established CABINET reviewed a paper on Wednesday (August 7) for the establishment of an Audit Committee.

And Premier, Dr. Rufus Ewing, explained that this is required under the Public Financial Management Ordinance.

He said: “The Committee will consist of six non-executive members who will give oversight to the processes of the National Audit Office.”

According to him, the Committee Members will be appointed at the next Cabinet meeting on August 21.

bandwagon with the rich merchant class to defeat VAT, only for PNP to turn around and introduce taxes similar to VAT, but without the government peeking at the books of the merchants who will simply pass all their tax burden onto the poor people of this country.

Multimillions owed by defaulting developers – Progress being made with new developments

BY VANESSA NARINE OLD development agreements are currently under scrutiny, with the view of collecting money owed by defaulting developers.

This was according to Finance Minister, Charles Washington Misick, at a press conference last Friday (August 2).

“The debt is substantial,” he said, and added that once an audit is done the exact amount owed will be known.

The Minister said: “I cannot say how many [developers]. We are reviewing that presently.

“Some of the developments went under and some never got started…the companies that have been identified so far have been approached.

“The idea is not to make it more difficult for them, but they do have obligations to the Government and the focus will be on working with them.”

Misick noted that the focus will be on working with the defaulting developers to work out a payment schedule, possibly over a few months or a year.

“We do need these funds to support our social throughout the islands,” he said.

Legislative agenda presented to Cabinet THE PREMIER has presented to Cabinet a paper setting out the Government’s legislative programme for the next 18 months.

According to Premier, Dr. Rufus Ewing, at the last post Cabinet press conference, the paper includes 66 pieces of legislation requiring amendments and new legislations.

He noted that it also seeks to prioritise the agenda in terms of legislation that will be brought forward this year that are critical to the government functioning.

He said: “These in particular focus on areas such as legislation that will bring in

revenue, legislation dealing with employment issues, legislation to which we have international obligations to put in place, most of them in the financial services sector and also legislation that deals with development.”

Ewing added that the agenda is very thorough.

However, it does not mean that new legislation would not be developed if the need arises, especially after multiple consultations in terms of the various planning strategies that have been outlined, the Premier said.

“We will also make provisions to have this legislative agenda published shortly,” he said.

the collection of these debts are not factored into the revenues for the 2013/2014 Budget, but once collected will provide much needed resources, particularly in the area of social programmes and capital projects.

Asked about current capital investment projects, Misick said these are progressing well.

TIMELINE When asked about the average timeline for these development projects, he pointed out that since each is different, estimating a timeline is difficult.

The Minister said: “The important thing is that the project gets expedited and that is what we are trying to do and that is why it is so critical to have a dedicated agency to provide both facilitation and after care, to make sure people understand the process and are delivering on the timelines agreed on and that they are getting the service they require from the Government.”

He added that he expects construction on at least one project to get underway this year.

“We announced a number of private sector projects, but the planning cycle for these are quite long,” Misick said.

“We are hoping the West Caicos project gets started next summer… they are fully committed to this.

“A lot of the projects, if all goes well, should be starting around the same time, next summer and fall.”

He maintained that in addition to ensuring that the projects are expedited, emphasis is being placed on ensuring that the procedures to get

them underway are followed properly.

Misick said: “When you are talking about projects that are hundreds of millions of dollars, these are long planning cycles and we are asking the public for a little more patience.”

Current projects either at the Development Agreement (DA) or Memorandum of Understanding (MOU) stage or in early implementation phase, include: • Grand Turk: North Creek Marina and hotel development; White Sands expansion; and Dolphin Cove; • South Caicos: East Bay Resort development – Expansion of their Development Agreement/Order; Sail Rock - South Caicos; and Sun Crystal Health Salt processing business; • In North Caicos: St. Charles Resort is under Sale and Purchase Agreement by a group with plans to redevelop and build out the project.

In Providenciales, Misick noted that there are several projects with major financial impacts that are being looked at.

They include the proposal by Desarollos Hotel Group for the establishment of three five star branched European plan hotels located along the famous Grace Bay beach; the Shore Club development; the Hyatt Andaz Turks and Caicos project; and the Third Turtle development, which will see the development of a $70 million hotel, casino and marina complex.

INVESTMENT POLICY Premier, Dr. Rufus Ewing, commenting on the progress of new

developments, explained that his Government’s investment policy will address some of the nuances that existed in the past.

He said: “The timeframe [for developments] is longer than we would like it to be due to lots of other issues….if all the documents are in line, the timeframe can last anywhere up to six months.

“Our focus is to get this down… in order for you to do this, all the documentation needs to be ready, due diligence needs to be done, etc….a new investment policy will guide and there is no reason why the process will be long.”

Ewing noted that the Government is working on packaging specific offers for developers as part of the process, which will include the use of standard Memorandums of Understanding (MOUs) to be signed with developers.

He added that there are particular developments that the Government wants to have done and committed to working with developers willing to invest in these.

The new investment policy is currently under review by Government with specific objectives.

These include attracting longterm growth oriented investment that is aimed at creating local jobs; pro-actively encourage appropriate investment into the lesser-developed family islands; pro-actively attract investment into new industries to broaden the economic base; operating a regulated system of investment incentives that is clear, transparent and relatively easy to monitor for compliance and aftercare; reducing the cost of doing business; and lowering the barriers to entry into business except for high risk activities.

TWI offers to settle $100m lawsuit with TCIG AN OFFER by Trade Wind Industry owners of the Conch Farm, to terminate its lawsuit against the Government of the Turks and Caicos Islands, but not its claims against the Governor, has met with resistance from the Attorney General.

The lawsuit, which has been brewing in court for several months, was in May sent to arbitration by the Appeal Court after a decision

by Supreme Court Judge, Margaret Ramsay-Hale to have the case heard in open court was appealed by the AG. TWI instituted action against the TCIG and Governor Ric Todd for breaches of leases, breach of the development agreement (dated May 28, 2010), malicious falsehoods, defamation and interference by unlawful means.

Some weeks ago the company sent an official offer to the Government, however, to date there has been no response on whether they will accept or decline the TWI’s settlement terms.

This is according to chairman of

the company, John Hartley.

The offer to settle extends only to the Government, and does not include the claims against Governor Ric Todd.

The company proposed to terminate all legal costs and exposure to the TCIG if it would agree to honour the terms and conditions of the existing development agreement and amendments that the Conch Farm operators signed with the TCIG, former Governor Gordon Wetherell and the Crown in 2010 and 2011.

Hartley told Weekly News that the company will be filing an amended claim in the Supreme Court to be served on the Crown for loss of opportunity and defamation.

When the Weekly News contacted Minister of Finance, Washington Misick, on the Government’s decision in the matter, he said it is still at Cabinet and that there has been no consensus.

“I’m afraid that situation does not appear anywhere near coming to a settlement… unfortunately we have

to let things play out.”

The Minister made it clear that he would like to a see a settlement in the case.

“It is fair to say that as far as I am concerned I would like to see a settlement because I would like for TWI to be able to demonstrate that they have the resources to move forward with their project in the interest of the people of these islands, creating jobs etc.”

He added that it is “a bit of a messy situation” because the interpretation is that there is really no separation between the TCI Government and the Crown.

“The angle from which Trade Wind is coming from is that they are prepared to settle with the Turks and Caicos Government but they are not prepared to give up their claim against the Governor.

“Clearly their view of the situation is different from the view of those persons representing the Crown and the Government.”

Capital developments being fast tracked

PREMIER, Dr. Rufus Ewing, addressed the efforts being made in the area of capital development works, now that the 2013/2014 Budget has been passed.

At a press conference last Friday (August 2), he reported that the projects are being fast tracked.

Ewing said: “In recognising the short window between now and April 2014 [the end of the current financial year] the Government is fast tracking a number of capital development projects that were cited

“We have already embarked on a capital development project programme…includes the Salt Cay clinic redevelopment, which is already out to tender.”

He added: “A number of other tenders, including for the South Caicos dock, will be put out in August, among other projects to ensure we have them implemented in a timely manner.”

In the area of education, he said the works include furnishing schools with equipment, construction of bathroom facilities and additional blocks and refurbishment, among other works.

Within the health sector, these efforts, according to him, include redevelopment of the Salt Cay Clinic, provision of furniture for the Middle Caicos Clinic, outfitting of the National Public Health lab, outfitting of the Wellness Centre in Grand Turk and new ambulances for North Caicos.

The Premier added that works on the detention centre, vehicles for police and general increasing capacity are the focus areas in immigration and border control.

Turning to infrastructure works, he explained that these include both new and ongoing projects, which include the community centre in

South Caicos, the North and Middle Caicos Causeway, the reverse osmosis plants for Salt Cay, South Caicos and Grand Turk.

“The works programme, which is also budgeted, focuses on creating jobs in the family islands and allows for work that needs to be done, to be done,” Ewing said, referring to smaller scale projects.

In his budget presentation, Finance Minister, Charles Washington Misick, noted that the efforts being undertaken are being done at a time when expenditure is constraint.

According to him, the scope for significant increases in capital expenditure will be limited until the TCI has repaid and refinanced the $170 million bond in 2016.

Total capital expenditure from all sources is forecasted at $19.1 million, compared to actual expenditure of $15.3 million for last year, an increase of 25 per cent.

The major projects to be undertaken this year include a new block at the Ona Glinton Primary School at $2.1 million; continued work on the causeway bridge at $1.5 million; complete and furnish the new block the HJR High School at a cost of $1.2 million; new vehicles for the police at $815,000 and completion of the new RO plant at Grand Turk priced at $668,000.

Misick stated that this is open for interpretation.

He observed however, that the prevailing attitude is one of “go along to get along” until the country gets to a position where it has restored the economy back to where it needs to be.

Following this, the Minister added, the Government can then focus on some of the ideological and constitutional anomalies.

“The existing constitution gives the Governor and the British Government, through the Governor and through other agencies, in my view, far too much authority while we are left with the responsibility.”

He stated that this needs to be addressed, but that his focus right now is to get the economy strong.

The 2011 Constitution which came into effect in October 2012 stipulates that oversight of land rests with the Crown, through the Attorney General Chambers.

Asked if the Governor and the Attorney General are exerting pressure on the Government not to settle with TWI, Misick said he would not necessarily say this is the case.

He explained: “Their view is different from the views of Trade Wind obviously.

“The view of the people representing the Government – this includes the Attorney General – is that this whole thing was initiated

by Trade Wind, and all they need to do is cease the action and come to the table and we can negotiate and focus on the application for the development of finfish farming.

“The interim administration did not initiate the action so the action has to be ceased by Trade Wind.

“To do otherwise – if the Government voluntarily withdraws, to some extent they would be admitting guilt and that is not something the Government is prepared to do.”

He said that on the basis of the offer that was made by Trade Wind, it limits the liability of the Turks and Caicos Government, not the Crown.

“The advice that I am getting is that there is no difference, so that is where we are stuck.”

This advice, Misick clarified when asked, was given by the AG. “The Attorney General is the Government’s lawyer that is under the complicated system of Government that we have… he represents the Crown and he represents Turks and Caicos Government.”

Meanwhile, three arbitrators are needed to resolve the issue, when the matter goes to arbitration, as it appears to be headed.

According to a letter from TWI, posted on TCI Journal news site, the expected cost of arbitration is about three million dollars. The company, in its letter, also raised the question of a conflict of interest.

“It would appear that Attorney General Huw Shepheard is sacrificing the finances of the TCI Government and taxpayers to financially protect the Crown.

“Is this not a glaring demonstration of conflict of interest? Where is the independent and non-conflicted legal advice and representation for the democratically elected TCI Government and taxpayer?” the company questioned.

Efforts to reach the Attorney General for comment on the issue were unsuccessful. (DI)

Marine management meeting Three men fined in magistrate’s court highlights major challenges

BY VANESSA NARINE THE TURKS and Caicos Island’s first national marine management meeting was held in Grand Turk last month (July 12) and the report recently made public.

Three major themes highlighted were lack of a strategic vision for the marine environment (or related tourism and fishing industries); chronic underfunding of Government departments and organisations working on environmental issues, and lack of effective enforcement of existing legislation.

Organised by the Future of Reefs project, the session, held at Dillon Hall, saw the participation of over 15 people, including representatives from the Department of Environment and Maritime Affairs, Marine Enforcement, dive operators, hotel representatives, charter boat owners, the Centre for Field Studies, fishermen representatives and other independent citizens.

The purpose of the session was to identify past and future events related to the sea as a way to understand how the Turks and Caicos Islands dependence on coral reefs and associated activities like tourism and fishing can be locally managed so both the marine environment and people benefit.

The meeting was chaired by Professor Selina Stead from Newcastle University, UK. Stead was accompanied by Blue Water Divers’ Mitch Rolling, who explained how many people living in TCI are unaware of the importance of reefs because most people on the islands never see them, many do not know that they are alive and some people think that they are no more than rocks.

He said: “The truth is that without coral reefs there would be no beautiful white sand beaches.

“No near-shore fishery, no conch or lobster, no protection from

storms and hurricanes. There would be no tourists who go diving and snorkelling, not even beachcombers.

“Reefs also play a big role in preventing beach and land erosion.

Each year, our coral reefs contribute millions of dollars in terms of tourism, fisheries, and the provision of coastal defence against events like hurricanes.

“For many people who live and work in the TCI our reefs represent a substantial source of revenue/income or a vital foods supply.

“Reefs are valuable and like anything of value that value can increase if the product is well maintained and protected, or it can decrease, if it is neglected or exploited.

“Turks Islanders have a love for the sea which is tied to the history and culture of boat building, boat racing, and fishing.

“But like many cultures these days, all over the world, young people have new access to information and communication via the internet.

“We have all seen young people here in the TCI… it seems no one can function at all without their Blackberry, and texting people all the time.

“Are we losing our basic skills of simply talking and honestly communicating with each other?

“Possibly we are…. We need to involve and educate the younger next generation, to appreciate a love of the sea and coral reefs, so that the vast amount of new information that is available can be utilised in a positive manner for the benefit of all.

“In the past most research on reefs has looked at the biology of reefs and not the management that is needed to ensure that sufficient resources are in places to maintain healthy reefs.

“Hence the focus of this research project is on people. We have already learned a lot about corals, habitats, and how they live and die.

“We must now focus on what needed to be done to properly

manage and protect them.”

During the meeting attendees participated in two exercises - a historical time scan to show how past major events may shape future development of coastal activities in TCI; and a policy cycle analysis to identify who is involved in management and policy development.

The results of the meeting are expected to facilitate advice on priority actions to promote sustainable management and decision-making on TCI’s marine resources including its important coral reefs.

Over the last four years, the Future of Reefs in a Changing Environment (FORCE) project, a large European Union funded research project, has made substantial efforts to understand the relationship between people and reefs.

Extensive interviews, dive surveys and community meetings have already been conducted in Caribbean countries, Barbados, Honduras, St Kitts and Nevis, and Belize to determine what is needed to support sustainable marine resource development.

In 2013, Future of Reefs project researchers are collecting information from three more Caribbean countries, namely Anguilla, the Turks and Caicos Islands and the Cayman Islands.

The research in the TCI focused on three communities in each country - a fishing based economy (Five Cays), a tourism based economy (Turtle Cove and the Bight) and a mixed tourism and fishing economy (West Road, Grand Turk).

The team will be analysing the social and marine biological data in much greater detail over the next year, and comparing the results to the other five Caribbean countries who took part in the research.

A follow up national meeting is expected to be held in 2014.

Invest TCI to come on stream FINANCE Minister, Charles Washington Misick, on Wednesday (August 7), brought two papers to Cabinet which will see the establishment of Invest TCI - a revamped version of the disbanded TC Invest - as well as a new investment policy.

The new policy is expected to be a revised version of the 2012 policy.

According to Misick, the new investment policy is being reviewed with the specific objectives of attracting long-term growth oriented investment that is aimed at creating local jobs; pro-actively encourage appropriate investment into the lesser-developed family islands; proactively attract investment into new industries to broaden the economic

base; operating a regulated system of investment incentives that is clear, transparent and relatively easy to monitor for compliance and aftercare; reducing the cost of doing business; and lowering the barriers to entry into business except for high risk activities.

Cabinet is expected to review a draft ordinance for the establishment of Invest TCI, after changes that were recommended by Cabinet on Wednesday are made.

Both documents are expected to go to Parliament in September or October.

The Finance Minister, in his budget presentation on July 22, noted that his Government remains committed to prudent fiscal management that “helps to create an environment in

which people and businesses can trust Government, and plan for the future” with confidence.

Misick said: “This PNP Government has made the choice, a clear choice, to keep our economy strong and invest in our future.

“We are determined to give every child a world class education, and to make sure no Turks and Caicos Islander is left behind.

“We are determined to provide first class healthcare for our people.”

GRAND Turk resident, Ricardo Taylor, pleaded guilty to theft last Tuesday (July 30) in Providenciales Magistrate’s court.

He was ordered to pay $700 within three weeks of face six weeks imprisonment.

On the same day, 26-year-old Starvado Talbot was ordered to pay a fine of $700 after he was found

guilty of possession of controlled drugs and assault on a police officer.

The fine is to be paid within 28 days or eight weeks imprisonment.

Howard Freites Jr., 31, was also in court last Tuesday and was found guilty of possession of controlled drugs and obstruction of justice.

The ruling on his case was the same as Talbot’s.

Man found guilty of common assault LAST Wednesday (July 31), 39-year-old Desmond Arthur of South Backsalina, Grand Turk, was ordered to pay a fine of $1,000 and compensation of $500

after he was found guilty in the Magistrate’s Court of common assault.

The money is to be paid within 28 days or three months imprisonment.

Man charged on three counts of buggery A 32-year-old man from Grand Turk was formally charged and cautioned on three counts of buggery, in connection to a report that was made to the Salt Cay Police Station on Saturday, July 27.

The man was taken to the Magistrate’s Court on Grand Turk where he was not allowed to enter a plea.

He was remanded into custody until September 6 for a sufficiency hearing in the Supreme Court.

Man charged for indecent assault of teen THE ROYAL Turks and Caicos Islands Police, after thorough investigations, have arrested and charged a 39-year-old man from Providenciales for indecent assault with a boy between the ages of thirteen and eighteen.

He was taken to the Magistrate’s Court last Friday (August 2) where he was not allowed to enter a plea.

He was granted bail of $20,000 until October 14, when he is expected to return to the Supreme Court on Grand Turk for a sufficiency hearing.

Theft and malicious damage incident under investigation POLICE are investigating an incident of theft and a malicious

damage to property, which occurred at a residence in the Bight area of Providenciales.

The complainant made the report on Wednesday (August 7) and told officers that he secured his Suzuki jeep around 1am the same date.

Shortly after 2am the same morning he was awakened by his dogs barking in the yard and upon making checks of his vehicle he discovered the back right window smashed.

Missing were a 32inch computer monitor, two radios, a Blackberry Curve cell phone and a complete music set.

Investigations into this matter are ongoing.

Man attacked on basketball court THE Royal Turks and Caicos Islands Police Force are also investigating a wounding, which on occurred at the basketball Court in Palm Grove, Grand Turk on Wednesday (August 7).

The complainant reported to the Police that at 5:13pm he was on

the basketball court when he was approached by two males.

They got into an altercation which resulted in a fight and one of the males struck him on the head with a rock.

Investigations are ongoing into these matters.

Independent think tank being forged STRESSING the importance the current administration places on consultation and feedback from the public, Finance Minister, Charles Washington Misick, announced the establishment of an independent think tank during his budget presentation on July 22.

Asked for an update on efforts in this regard, last Friday (August 2) at a press conference, he explained that a proactive role is being taken to set up the Institute for Democracy and Economic Affairs (IDEA) TCI. He said: “It has to be an independent institution, but the Government is exercising the initiative to getting it launched.

“We have asked a number of people to be a part of the group and these people will be both residents of the TCI and nonresidents, people who have a proven track record in specialty areas, such as in the capital markets or in economics or in other areas of democracy.

“We are in the process of putting this together.”

body is launched it will run its own affairs, including as it relates to funding.

He dismissed concerns that the body may be unable to access funding.

The Minister said: “It will take off and funding may not be as difficult as you think, which is why it is called IDEA….the structure will be very important.

“It can be registered internationally because there are similar organisations that support each other...having people involved who have access to various funding agencies will also help.

“If the right people with the right contacts are involved, finding the money will not be difficult.

“It may take some time, but may not be difficult.”

He added: “We are interested in getting positive recommendation, as well as critique from the public.”

IDEA TCI is expected to be up and running by the end of September.

Woman dead, child hospitalised after accident THIS year’s first fatal accident claimed the life of 25-year-old mother Cynthia Roberts Hinsey, whose nine-year-old daughter is currently fighting for her life at a medical facility in the Bahamas.

Last Thursday (August 1), the two were, according to the police, returning from the Islands’ popular Fish Fry, when a white Ford E-350 taxi bus collided with Hinsey’s blue Sirion Daihatsu car in the vicinity of Suzie Turn on the Leeward Highway around 10pm.

The 25-year-old, who was a teacher at the Clement Howell High School (CHHS), was pronounced dead on arrival at the Cheshire Hall Medical Centre.

Her daughter was transferred from the Cheshire Hall medical centre to a facility in the Bahamas on the morning of last Friday (August 2).

The driver of the taxi which is said to have been a 24-year-old male received no injuries.

Police officials have since indicated that no arrests have been made relating to the incident.

COMPLAINTS In a prior interview with the Weekly

News, Director of Road Traffic in the Royal Turks and Caicos Islands Police Force (RTCIPF), Sgt. Winston Diamond, noted that a number of local residents have complained about the driving ethics of taxi drivers in the TCI. According to Diamond, a number of meetings were held with Vice President of the Taxi Driving Association, Director of Road Safety at the time, officials from the Force and the Taxi drivers to educate the taxi drivers on the dangers of speeding and the importance of driving cautiously on the road.

He stressed that as much as traffic officials try to educate these drivers on the dangers of speeding, there is only so much that can be done.

Diamond said: “As usual, I’m always asking the Taxi drivers to slow down; we understand that they need to make their money but it seems to me that Taxi drivers in this country need some more training and are simply lacking the proper education that is required to be certified drivers. You can’t substitute speed for accuracy, it is always better to reach a few

minutes late, knowing that you will get there, as opposed to speeding and getting in an accident and not being able to get there at all.

“What we will try to do is liaise with the President of the Taxi Drivers Association and punish them by their own laws. Some of these laws may include something heavier than a speeding ticket, which could include suspension and revoking licenses.

We are doing the best that we can to get this issue resolved.”

The charges for speeding on the road include: ticket for $350 for speeds over 40mph and up to 50mph; $700 for anything 51mph up to 60mp; $1,050 for between 61mph and 70mph and drivers making anything over that speed limit will be fined $1,500.”

According to statistics from the police, there have been some 502 tickets issued as at July 31, 2013.

Up to that period there have been: 281 minor accidents; 813 reported traffic offences; 130 drivers were warned; 15 cases of dangerous driving; and 384 incidents of driving without due care and caution.

Work on new budget started WITH the passage of the 2013-2014 Budget only weeks old, preparations for the 2014-2015 Budget have already started, with work being done on the new Fiscal and Strategic Policy Statement (FSPS).

Finance Minister, Charles Washington Misick, at a press conference last Friday (August 2), explained that preparations are in line with the normal budget cycle.

The current financial year was slightly different because of the November elections followed by the March by-elections.

He said: “The Constitution requires the Minister of Finance to bring a report every six months to the Legislature.

“That report speaks to the state of the economy of the Islands, but more specifically to the operation of

Government finances.

“This pieces together with the new FSPS and that report is due in October.

“This is already August, so we do not have a lot of time. We have less than 90 days to get all of that done.”

Premier, Dr. Rufus Ewing, said: “This year, this is the right cycle to start. We are in the second quarter of the financial year and this is the right time.”

He pointed out that there is still much work to be done to ensure true economic growth going forward The current financial year end in April 2014 and the new FSPS has to be approved by the Foreign and Commonwealth Office (FCO) before the new budget can be finalised, debated and passed in the House of Assembly. Second medical university gets go-ahead from Gov’t CABINET on Wednesday (August 7) advised the Governor to sign a Memorandum of Understanding (MOU) with developers for a second medical university in the Turks and Caicos Islands.

According to Premier, Dr. Rufus Ewing, there are a number of activities outlined in the MOU that have to be completed before the project moves to the stage of a settlement on a development agreement.

Ewing added that the second university, Global University Schools of Medicine and Public Health (GU-

MED), is expected to begin admission of students in early 2014.

He explained that preliminary licences have been granted to GUMED, some work in the area of accreditation done and improvements being made to the property that was secured.

“I think they are looking for additional funders right now and are working with the US Department of Education to allow US students to be able to access financing to be enrolled here,” the Premier said.

Both projects are expected to bolster local economic activity.

Preliminary financial audit of InterHealth Canada being reviewed

BY VANESSA NARINE PREMIER, Dr. Rufus Ewing, when asked for an update on the financial and clinical service audits of InterHealth Canada’s operations, said that the preliminary financial audit report is currently being reviewed.

The report was made available to Government by the auditors, KPMG, on July 22.

Ewing said: “All relevant Government Ministries and departments are reviewing the document...we will be discussing it in detail at Cabinet on August 21.”

He added that the clinical services audit has not yet started as Government is currently looking for a suitable party to conduct it.

“The TOR (Terms of Reference) is out and we are looking for persons,” the Premier said.

He pointed out that at Cabinet on Wednesday (August 7), two members of the Clinical Services Review Board, which will play a role in assisting the completion of the clinical services audit, were replaced.

Both audits, the financial and clinical audits, are expected to have the effect of reducing hospital costs and improving clinical care, in addition to holding the hospital accountable for any defaults under the contract.

The long due audits were only started this year, sometime around mid-February.

Last October, the Premier noted that InterHealth Canada could have to forfeit on their contract with the Turks and Caicos Islands Government (TCIG), if it is found that they have breached performance clauses – something the financial and clinical audits will assess.

The full document, which included 187 separate files and a mind boggling 7,665 pages, was leaked in August last year.

The result of the contract was two two-storey hospitals – one in Provo with 20 beds and the other in Grand Turk with 10 beds that came at a high cost to the people of the Turks and Caicos Islands.

The ‘exit clause’ in the InterHealth contract is reported to have penalty costs of $125 million, exclusive of the $125 million mortgage on the hospital buildings, which has a reported 12 per cent interest rate.

If the mortgage runs its full 24year course, the buildings will have cost TCI residents half a billion dollars As it relates to the review of the controversial contract between InterHealth Canada and the Government, Minister of Health and Human Services, Porsha StubbsSmith, told the House of Assembly on July 2 this cannot be done until

2015.

Stubbs-Smith’s report followed a question by the Member for Grand Turk South and Salt Cay, Edwin Astwood, who asked: “Will the Minister be pleased to update this House on the status of the review of the InterHealth Canada contract with the Turks and Caicos Islands Government, and if there has been any progress, how will the findings from this review be used?”

She explained that the agreement made provision for the contract to be reviewed after the first five years.

According to her, the contract was made effective in April 2010 and as per the agreement will be subject to review in April 2015.

Earlier reports put the date of the contract being signed two years earlier, in 2008.

Former Governor Gordon Wetherell signed the contract in late 2008, following negotiations and decisions made by the then Health Minister Lillian Boyce, Finance Minister Floyd Hall and Director of Medical Services, Dr. Rufus Ewing.

Under the contract, the one major action taken in the year mentioned by the Minister was the establishment of the National Health Insurance Plan (NHIP), which was done in April 2010.

At that time, as per the contract, Ewing, as Medical Services Director, had the responsibility for managing primary care in TCI, while InterHealth Canada took over the responsibility for hospital management and secondary care.

The Member for Grand Turk South and Salt Cay pointed out that coming into office the promise made by the current administration to the people of the Islands was to review the contract, not wait for five years.

Traffic lights not currently needed, Premier THE FATAL accident last Thursday (August 1) that claimed the life of 25-year-old Cynthia Roberts and caused injury to her young daughter, raised questions of making changes to the current roads system.

But Premier, Dr. Rufus Ewing, told the media last Friday (August 2) that traffic lights are not currently needed.

He said: “There are lots of needs, but we have to prioritise…we all

recognise there is limited funding to take care of the needs….we can either wait for the economy to grow or tax, but when you tax you defeat the process.

“The approach has to be a gradual one to take care of the needs…. it is a matter of prioritising and us operating within our means.”

Ewing maintained that proper signage and improved roadway developments should assist road users.

“Properly placed roundabouts are what we need…the flow of traffic is very good…we do not have a traffic problem…that junction [where the accident occurred] is not a roundabout,” he said.

According to him, monies are budgeted for road works and there is funding for emergency road works.

Increased levels of road user education were also suggested to combat the number of traffic accidents seen in the Islands.

House to see motion for constitutional review soon A MOTION for the formation of a Parliamentary Select Committee to review the provisions in the 2011 Constitution will be made as promised at the next sitting of the House of Assembly.

This was according to Premier, Dr. Rufus Ewing, at a press conference last Friday (August 2).

He was responding to a question that followed up on the promise he made at a town hall meeting at the Gustarvus Lightbourne Sports Complex on July 18.

At the meeting he said: “It is my intention to form a House Committee to look at areas that need to be changed.”

He added: “I will go beyond the 2006 Constitution even because there are things that were there, which are in the present Constitution that I do not like and do not think I will like to operate under.”

The Premier maintained that while he is pro-independence, the people have the last word on whether or not the country goes in that direction.

Days after the new Constitution came into effect political leaders on both sides voiced their criticisms over various provisions made in the legislative framework.

This was disputed by the Attorney General, Huw

Shepheard, who maintained that the document was a joint product of the UK government and the political and civic leaders of the Turks and Caicos Islands.

Both Ewing and Leader of the Opposition, Sharlene CartwrightRobinson, have since come out in support of the Bermuda governance model.

Bermuda is a self-governing British Overseas Territory in the western North Atlantic Ocean.

The original system of government was created under the Virginia Company, which colonised Bermuda, accidentally in 1609, and deliberately from 1612.

The country’s 1968 Constitution provided the island with formal responsibility for internal self-government, while the British government retained responsibility for external affairs, defence, and security.

The Bermudian government is always consulted on any international negotiations affecting the territory and legislative is vested in both the government and the parliament.

The promise for constitutional review was one that was also made on the campaign trail last December by the Premier.

Governor and Border Control Minister visit Haiti GOVERNOR Ric Todd and the Minister of Border Control and Labour, Don Hue Gardiner, are slated to leave for Haiti on Sunday (August 11) for a two day visit to strengthen ties with the neighbouring country.

The Governor and the Minister are expected to discuss the strengthening of efforts to combat illegal migration with Haitian authorities, as well as the development of partnership in business and human relations between the two countries.

Meetings are scheduled with President Michel Martelly and the Foreign and Justice Ministers in Port au Prince, a release from the Governor’s office said.

A visit will also be made to the new Coast Guard station at Les Cayes in the south west of Haiti.

“Building TCI’s relationship with Haiti has been our priority for some time. Most recently Haiti’s Premier Lamothe visited TCI. “I am pleased to be travelling with the Hon. Don Hue Gardiner to continue to work with our Haitian colleagues to address illegal

migration,” Governor Todd said ahead of the trip.

The Governor noted that the TCI and Haiti have a shared interest in ensuring that migration between the two countries is regulated and managed through the proper channels.

Todd said: “This visit is evidence of the continuing commitment of both countries to achieving this goal.

“In addition to our migration discussions, there will also be the opportunity for me and the Minister to meet with a TCI business delegation, including officials from the Ministry of Finance, who will be in Haiti at the same time.

“The two visits underline the importance of the relationship between TCI and Haiti, and the efforts that are ongoing to strengthen the business and human ties between the countries.”

Permanent Secretary in the Ministry, Clara Gardiner, will accompany the Governor and the Minister.

Attorney General Huw Shepheard will be sworn in as Acting Governor for the period August 11 to 13.

No moves on the transfer of heritage sites to National Trust

BY VANESSA NARINE ATTORNEY General (AG), Huw Shepheard, during the May 15 sitting of Parliament, promised to look into applications for the transfer of historical sites to the National Trust, after a question from the Opposition Leader, Sharlene CartwrightRobinson, regarding their status.

In a recent comment, the AG noted that a paper on the matter is being prepared for Cabinet’s consideration soon.

However, there has not been any move on the transfers.

At a more recent sitting of the House of Assembly, CartwrightRobinson questioned again whether any of these transfers were to be completed in order for the National Trust to receive outside financial support for these sites.

The AG responded that once the matter has been clarified he will

update Members of Parliament (MPs) on the progress made.

On Thursday (August 8), when asked for an update on the matter and whether Cabinet considered any papers brought by the AG, Premier, Dr. Rufus Ewing, stated no.

He said: “That piece of work has not yet been done. We need to work in collaboration with the National Trust to look at their structure to assess what additional support they need and whether they will be able to manage all of the sites under their control.”

Ewing added that some additional work needs to be done on original applications.

Executive Director of the Trust, Ethlyn Gibbs-Williams, in a prior interview, told the Weekly News that formal applications were filed in 2006 and it was considered, but those considerations were never acted on.

Gov’t to host consultations on General Service Tax THE INTRODUCTION of another new tax measure, General Service Tax (GST), will be pre-empted by Island-wide consultation.

The first sessions were held in Salt Cay at the Salt Shed and Grand Turk at Dillon Hall on Friday (August 9).

The others will be held in Providenciales at the Gustarvus Lightbourne Sports Centre on August 12; North and Middle Caicos at Horestable Beach Community Centre on August 16; and South Caicos at Regatta Village on August 28.

A statement by the Revenue

Department said: “As an alternative to the introduction to the VAT the Government has decided to shift its focus towards improving collection, increasing levels of compliance and audit of the existing tax structure and the implementation of some temporary revenue generating measures.”

The Minister of Finance, in his budget address, announced the introduction of the GST, with an expected implementation date of October 1.

Tentative to Cabinet’s approval, registration is expected to commence on September 2.

Prosecution policy document made public DIRECTOR of Public Prosecution (DPP), JoAnn Meloche, in a statement this week, maintained that her office intended to implement a “consistent and principled approach” to all aspects of prosecution policy and conduct with a view to advancing the rule of law and contributing to an effective criminal justice system in the Turks and Caicos Islands.

Her comments followed the release of the Prosecution Policy document.

According to her, it is a living document, subject to growth and amendment in keeping with local and international changes in prosecutorial practice.

“This initial document is a basic backdrop for prosecutorial decisions to inform the public how prosecutions are handled,” she said.

The document outlines the establishment and mission of her office; the powers of the DPP’s office; the role of the public prosecutor; issues of impartiality and transparency; the relationship between the public prosecutor and the police; grounds for prosecution; and circumstances surrounding plea negotiations.

This Prosecution Policy Document is published in accordance with Section100 (6) of the 2011 Constitution.

with the Consultative Forum under the interim administration, the applications were resubmitted and were approved by the Consultative Forum, but not much was done.

“What happened was that some of the sites needed to be surveyed again and that was done, but nothing more,” she said.

According to her, the delays in transferring the historical sites have been unnecessarily drawn out.

The Executive Director said: “We are pleased to hear that the AG is seriously moving forward to assist in the transfer of these sites.”

Gibbs-Williams stressed the importance of having local historical sites registered under the National

Trust, particularly as it related to the protection of local culture.

She said: “We are going to be at a loss if we do not work to protect and make our young people aware of their local culture.”

The Executive Director added that once the sites are registered under the National Trust, it could access funding easier that would go towards upgrading the sites to make them more accessible to the public, as well as ensure the sustainability of the trust’s efforts.

She pointed out too that the funding could also support a scholarship programme for young people interesting in pursuing cultural preservation studies.

“There is much we can do for the

young people in the Turks and Caicos Islands,” Gibbs-Williams said.

However, she made it clear that this type of progress is stymied by the non-transfer of the sites.

“Our funding partners need to know that these sites are owned by the National Trust before they commit to any project,” Gibbs-Williams said.

“These sites need to be transferred to the National Trust yesterday.”

The Middle Caicos caves, the Haulover Plantation and Crossing Path Trial in Middle Caicos; the Wadegreen Plantation in North Caicos; and the Cheshire Hall Plantation in Providenciales, are some of the sites that are expected to be transferred to the National Trust.

Agenda set for Blue Ribbon Commission

BY VANESSA NARINE THE FIRST meeting of the recently appointed Blue Ribbon Commission last Friday (August 2) was hailed as a good start by Finance Minister, Charles Washington Misick.

At a press conference on Thursday (August 8), the Minister explained that the meeting was one that both set the agenda for the commission’s work and secured initial feedback from the members.

He said: “The next meeting will be held soon.”

The members include Minister of Finance, Trade and Investment, Charles Washington Misick, who is Chair; Permanent Secretary, Finance, Athenee Harvey; Commissioner of Revenues, Cynthia Castillo; Collector of Customs, Chawa Williams; representative of Opposition party, Edith Cox; representative of Hotel and Tourism Association, Pierre Brunswick; representative of Financial Services Association, Antoine Faessler; representative of Chamber of Commerce Provo, E. Jay Saunders; representative of Resort Economic Council, Gilbert Morris; representative of Bar Association, Gordan Kerr; representative of

Accounting Fraternity; Joseph Connelly; representative of Chamber of Commerce Grand Turk, Pedro Ariza; and Tax Policy and Tax Administration Adviser, John Murphy.

According to the commission’s Terms of Reference (TOR), the overarching remit will be to provide advice to the TCIG on the various options available to address the weaknesses and strengths in the existing taxation and other revenue generation structures and provide advice to the Minister of Finance so that a fully informed decision can be made on new/modified taxation and revenue generation systems that could be introduced.

The TOR also states that the committee is advisory in nature, and will make recommendations to the Minister of Finance and the Minister will take into account the report and recommendations and will make any appropriate announcements as part of the normal budget and legislative processes.

It adds that during the process of completing its activities thorough consideration will be made to the TCIG’s commitments regarding economic competitiveness and on revenue sources contained in the programme for Government.

In particular, the commitments to keep the overall tax burden low; to maintain competitive advantage to encourage investment with respect to other jurisdictions; to implement changes to realise the rewards of work while increasing the fairness of the taxation and other revenue generation systems; to ensure that the regulatory framework remains flexible, proportionate and up to date; to introduce measures to broaden the tax base and other sources of revenue thereby reducing the reliance on a small number of key sectors; to ensure debt reduction plans are supported so that the TCIG can successfully refinance its debt by February 2016 without the need for a UK loan guarantee; to ensure that revenues foregone with the non-implementation of VAT are replaced with equal or greater revenue sources; and to simplify the existing taxation and other revenue generation structures thereby reducing the cost of administration.

The commission is requested to report on the results of its examination and consideration and to make such recommendations as, and when, it thinks fit to Cabinet but not later than September 30.

Rehab works at schools underway SCHOOLS throughout the Turks and Caicos Islands are getting a facelift ahead the new school year.

Premier, Dr. Rufus Ewing told the media that Cabinet has agreed to the infrastructure development plans for the schools during the school break and that the contracts have already been awarded so that work can commence.

The recently passed budget set aside some $350,000 for the school maintenance in the new financial year.

One of the infrastructural developments, as mentioned by the Minister of Education, Akierra Missick,

during the budget debate, included the construction of a new fence at the Clement Howell High School.

Asked if this will be done before the new school year begins, the Minister said no, but that it is expected to be completed during the first term of the school year.

Missick said: “In terms of cleaning the schools, having windows repaired, doors repaired and just generally giving the schools a facelift, those things should be done by the beginning of the school year on September 2.

“If there is any unusual delay

parents will be notified if it is necessary to have schools opened on a later date to ensure that the works are completed.”

Questioned about the replacement of the teachers who resigned from the CHHS when the last school year came to an end, the Education Minister said recruitment should have been done from July.

“We are looking for the new hires throughout the schools - several schools have recruited new teachers - to arrive some time at the end of this month in preparation for the new school year,” she said. (DI)

Chief Justice rules on Braithwaite-Knowles challenges FORMER Acting Attorney General (AG), Rhondalee Braithwaite-Knowles, on March 8, challenged the seats of five sitting Parliamentarians.

They were Derek Taylor, Josephine Connolly, Edwin Astwood and Delroy Williams from the People’s Democratic Movement (PDM); and the Progressive National Party’s (PNP) George Lightbourne.

On Tuesday (August 6) Chief Justice, Clifton Warner, finally released his ruling in favour of the MPs. If the judge had ruled in favour of the Acting AG, it would have meant four district by-elections and two All-Island by-elections.

Premier’s Emancipation Day message My fellow Turks and Caicos Islanders, Today we observe August 1 as commemoration of the abolition of slavery throughout the British Empire in 1834.

I pause to first recognise the sacrifices and efforts of those who have gone before us in the struggle for emancipation; these heroes included our own forefathers and champions for the right to freedom across the region.

The historic acts of many were the catalysts for the change that led to the victory of the abolition of slavery.

Today as we celebrate here in the Turks and Caicos Islands, we must give God thanks for his small mercies and ask for his deliverance as for us Turks and Caicos Islanders as our “full freedom” is still yet to come.

Like our forefathers recognised, the act of emancipation though a significant and important achievement, true or full freedom was not then and as we have come to learn, is still not fully within our grasp.

August 1 merely marks or commemorates the commencement of a period of change, the enactment of legislation and the birth of a new movement.

True liberation will only really come when there are changes in attitudes, beliefs and practices across barriers of race, nationality and socio-economic class.

As our forefathers fought against the whips and chains, so too must we recognise that our battles still remain to be fought against political subjugation, economic suppression and racial discrimination.

So cry out we must continue to do, as the late Reverend Dr. Martin Luther King said: “Freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.”

I celebrate this emancipation day with mixed emotions, as even though we have won many battles, we as an Afro-Caribbean people have not yet won the war for full liberation and I ask the question, is our celebration premature?

Many of us Turks and Caicos Islanders and our Caribbean brothers and sisters will forever be scarred by the whips of the colonial slave era, as the far reaching effects of oppression have gravely affected every aspect of our existence even in this 21st century.

Where our former masters were compensated for losses of human property, we received nothing hence our foundations for economic

instability and our continued dependence on former empires in one way or another.

The fight for literacy, education, justice and socioeconomic parity continues to be an uphill struggle across the region and where our sister territories speak of scars of colonialism, some of us are still bleeding from wounds more recently inflicted.

The CARICOM position on reparation as a means of easing the pain and erasing the burden and the recent book by Professor Sir Hilary McD. Beckles, ‘Britain’s Black Debt’ speaks to our claims as a region for recompense.

Many acclaimed historians, psychologists, musicians, politicians and social activists have attributed the fact that many Caribbean people and Caribbean nations are yet to achieve their maximum potential as a direct result of the damage dealt by slavery.

It is essential that we as a people recognise that the power for change lies within us and that the truth is that we must first become the change that we seek by overcoming personal challenges of self-hatred as a race and as a people.

We must seek to destroy on a personal level, feelings of envy and

jealousy for our own brothers and sisters and to instead together build each other up.

If we are to prosper and be dominant as a nation and as a region we must not allow our own lack of self-regard to be the spectre of slavery that this generation falls prey to.

In the words of the great Bob Marley: “Emancipate yourself from mental slavery, none but ourselves can free our minds.”

My Turks and Caicos Islanders, as a people we must first understand the true meaning of liberation; we must next continue the fight to determine the destiny of our nation and the destiny of our people.

Jose Marti said: “The first duty of a

man is to think for himself,” and until that time comes when we are the ones to make our own decisions in our best interests we will not be free!

Another great philosopher said: “It is better to die on one’s feet than to live on ones knees,” so until that time comes when we are no longer told that we cannot survive unless we are still a dependent territory, we will not be free!

Until we believe in ourselves as people and a nation and until we believe that Almighty God will guide and protect us all as a new nation we cannot be truly free!

Let us liberate our minds, our spirits and our nation as we move each other forward into the promise of our future.

I leave you with these words to reflect upon today and charge you to be reminded of the true meaning of this day, as it speaks to how much still remains for us to accomplish as a people as we aspire to reach our goal of true freedom.

May god bless us and may God bless these, our Turks and Caicos Islands.

Exporting our economy COMMENTARY

WE find the preaching by members of the Progressive National Party (PNP) about too many expat managers being brought in by the British seriously hypocritical. This complaint may well be true, but it was the PNP that contracted to build the hospitals, with a now bankrupt contractor who hired Chinese workers.

The voters need to ask the Premier Ewing and Royal Robinson why they did not require the contractor to hire local people.

Then we have the Interhealth Canada contract. May we suggest that you would be hard pressed to find a voter willing to sign any contract, with a $125m cancellation clause?

export a large portion of their income back home. It is not recycled in this economy and is sent back home to Canada, Jamaica, Haiti, Guyana and Britain.

The PNP created and encouraged this situation.

According to our Minister of Immigration we have 6,000 work permit holders. Each pays between 500 and 15,000 dollars for a yearly permit. When someone pays $10,000 for a work permit their employer must pay for the permit and pass this cost on to every Belonger who buys the employers product or service. Up goes the cost of living!

We need to conduct a study to determine what percentage of the foreign workers salaries are exported.

We believe it totals millions every year; millions exported, ask Money

Gram and Western Union.

The dollars earned by Inter-health Canada and Canadian Fortis leaves the country and is never recycled in our economy.

Fortis reports they export $10m. The money they spend on improvements we suspect are borrowed from but repaid with interest to Fortis Canada. The money earned by foreign resort owners, exported.

We now have an expat contractor managing our dump, while we waited for years for the PNP to manage the dump with local folks.

This is not a commentary against foreign workers.

We need to create a immigration policy which encourages foreign folks to immigrate and become part of our society and our economy.

We have been promised a new policy from our Minister of Immigration. Where is the promised policy?

When expats live here permanently they export less and possibly none of your income.

Where is the policy to encourage well off retirees from the USA and Canada to stay longer and retire here? They have to pay thousands to obtain a permanent residency.

This policy and stay over policies discourages them from staying longer and settling (without voting); it discourages the importation of their savings and foreign income.

We continue to export our economy as new high taxes and new high cost of living are borne by us.

A vanishing race Dear Editor, ‘Turks and Caicos Islanders are all equal but some are more equal than others’ is not only a confusing statement but one that invites the squint eye to be closed totally and the light bulb to go off, or better yet the halo to appear on those who are affluent!

The truth or just a mere consequence? A hyperbole or just the wrong word to use?

All in all Turks and Caicos Islanders are all equal but some are more Turks and Caicos Islanders than other Turks and Caicos Islanders.

Bones of contention: Back then, in the past times, it was the house servants and the field servants fighting for favours.

Today it is not only the indigenous Turks and Caicos Islanders fighting amongst themselves to do favours but also amongst the difference classes/strata of TCIs. As commonly known, a resident with uncontrolled entitlement to live, work and politically reside used to be called a ‘Belonger’ but now that has changed to a Turks and Caicos Islander, of course, with no distinction.

But, with intent, there are overt distinctions for employment, such as indigenous and naturalised, along with PRC and work permit holders, and not to mention the ‘undergrounds’ who though not recognised are just or more qualified and quite often will work for much less.

With little effort, the TCIs are a vanishing and diminishing class. iTCIs (indigenous) and nTCIs (naturalised): From all indication, the iTCI is or will be a vanishing race and to be honest there is not much that the iTCIs can do about it.

Even having this information there are too busy trying to come up with ways that they can continue to block their very own iTCIs. iTCIs and nTCIs - what really is the difference?

Quite often and with much concern, choices are made in the pecking order of owners, nTCIs,

resident permit holders (spouses of iTCIs or nTCIs), company-issued work permit holders, other companyissued work permit holders, nonwork permit holders, and then iTCIs. From first to last is a long stretch in a country where ‘iTCIs first’ is expected; but with intent, planned first, is determined last.

Marginalise and distance: For employment purposes, all other TCIs and work eligible are preferred over the iTCIs, simply for the reason that all others non-iTCIs not only display a sense of sub-servant, but a gratuitous and great loyalty.

And despite this disparaged treatment of selection, iTCIs prefer and continue to marginalise and distance their very own in the most subtle and overt ways.

I have found that, no matter how open-minded I try to be toward my fellow TCIs, I sometimes feel like a visitor to the country; as if I really do not belong here.

Regardless of the circumstances under which I interact with TCIs, it often seems as if to me I will always be a visitor first and then an iTCI second.

Even though it is not right for the expatriate element to be treating iTCIs in that manner; the problem is then compounded when the iTCI business owners adopt and perpetuate the same practice, and not hire their very own fellow iTCIs! From first to last: This is a statement that will forever haunt us. Because this will not be taken lightly, I will leave opinions for the readership.

Please, let us not look at the messenger, do look at the message and search in your own hearts.

Are these statements factual? If they are not, then state corrections.

If they are, what are we going to do about it? iTCIs are/is or will be a vanishing race!

In-depth review of protected areas to be done CABINET is currently considering a paper by the Minister of Environment and Home Affairs, Amanda Missick, to have protected areas in the TCI’s national parks system reviewed.

Areas to be covered will include the formalisation of navigational channels, option for allowing maintenance dredging indoors in those navigational channels, adding new protected areas to the national parks system, taking some protected areas out of the national parks system and looking at ways to permit development in a tourism friendly manner in the national parks system in order to encourage economic development.

This is according to Premier, Dr. Rufus Ewing.

He told the media recently that

this will be considered further by Cabinet, and that a comprehensive paper will be presented shortly which will enable the amendment to the National Parks Ordinance.

Asked if the review will allow dredging of the Leeward Channel, the Premier said no.

“The review is because the legislation is conflicting where in one breath it allows for the development of a marina in the national parks but at the same time it does not allow dredging in the national parks,” Ewing said.

He noted that there are a number of navigational channels throughout the TCI that are in the national parks system, as such there is a need to ensure where necessary, that maintenance dredging can take place

to ensure that those channels are maintained for shipping and passage purposes.

Ewing said: “So the legislation will hopefully specify and outline navigational channels because there are no official navigational channels and then the regulations will state the conditions under which any kind of dredging can take place.”

Also, at its last sitting, Cabinet endorsed the national social economic development strategy 2008 to 2017 as well as the Turks and Caicos Islands development strategy 2013 to 2017, the Premier said.

He stated that the strategies were endorsed on the foundation on which the country’s new national development plan will be developed.

Trade mission to Haiti underway HEAD of Digicel TCI and Providenciales Chamber of Commerce, EJ Saunders, along with Haitian Consul in TCI, Margarette Lemaire departed on a trade mission to Haiti on Friday, August 9.

Several local investors and businesses – approximately 14 joined the mission which is aimed at raising awareness of the developing economy of the country and sparking investor interest.

Both Saunders and Lemaire told the Weekly News that they are very pleased with the response of the local business community to the initiative which came together very quickly and which has never been done before.

The sectors that make up the delegation include agriculture, construction and development,

product distribution (for Haiti products), tourism and the hotel industry.

Lemaire said she is also pleased that the public sector has also joined the mission.

“Education ministry, trade ministry, tourism ministry, agriculture ministry, these are the ministries we will meet with in Haiti to discuss bi-lateral cooperation with Haiti.

“That means that besides the private sector sitting together and discussing, we will also have the public sector sitting together to see how really Turks and Caicos can find opportunities in Haiti and how the two governments can work together to have a new type of bi-lateral cooperation,” she said.

Saunders said there is a lot

of potential in Haiti that local businesses can tap into.

“Digicel is already doing business there and they are doing well, and I am hoping that other TCI businesses can now benefit from Haiti’s population size and Haiti’s willingness to roll out the red carpet for international businesses,” he said.

The mission is in an effort to highlight the country’s assets as an international trade hub; identify commercial and business opportunities ideally suited for the TCI private sector participants; engage in dialogue with Government officials on ways to develop and enhance trade between TCI and Haiti, explore avenues for trade agreements and further strengthen bilateral cooperation between the two countries. Digicel dispenses with roaming rates across the Caribbean TELECOMS giant, Digicel, will dispense with roaming charges across its Caribbean and US markets, it was announced yesterday (Thursday).

The move which applies to voice, SMS and data roaming charges sees customers being able to communicate for the same rates that they pay at home when they travel in the Caribbean and the US. It will be in place across the region by October 1 and customers will not be charged an activation fee.

As the first operator in the region to dispense with roaming rates, Digicel is reaffirming its commitment to customers and to

ensuring that they always benefit from best value The moves comes on the back of the fantastic customer reaction to Digicel’s ‘Same Rates a Yaad’ plan launched in Jamaica which has since been mirrored in markets like Barbados, Panama and Trinidad and the company’s ongoing mission to ensure that customers get more for less.

In welcoming the news, Jamaica’s Minister of Science, Technology, Energy and Mining, Mr. Phillip Paulwell, said: “This move by Digicel is commendable, and is definitely a step in the right direction.”

Islandcom splits $12,000 between two NGOs BATTLE of the Bands is becoming an increasingly popular island event, which draws the attention of hundreds of residents and tourists on an annual basis.

This year the $12,000 that was raised from the event has been split between two non-governmental organisations (NGOs).

At a press conference on Tuesday

at the Islandcom headquarters on Providenciales the money was split between Provo Children's Home and the TCI Heart Foundation, each organisation receiving $6,000 each.

Opposition continues its tour around the Islands THE OPPOSITION is continuing its meetings with the people of the Turks and Caicos Islands which began before the passage of the TCI Budget.

Last week, the team also began a series of radio appearances.

People’s Democratic Movement (PDM) chairman and Opposition Appointed Member, Clarence Selver, appeared last Friday (August 2) on TCI Exposed on 98.9fm, where he discussed the recent budget and dealt with various matters affecting

the people of these Islands.

Today (Friday, August 9) the party Leader and Leader of the Opposition, Sharlene CartwrightRobinson, appeared on TCI Exposed on 98.9FM at10am and was joined by the elected representative for Wheeland, Delroy Williams.

They discussed the party’s vision for the country, the role of the Opposition, the budget and critical matters affecting the Islands.

Next week, the Opposition team is expected to be conducting

walkthroughs and town hall meetings in Middle Caicos on August 13; Grand Turk on August 15; and Salt Cay on August 16.

The radio appearances are also expected to continue, with elected representatives for Blue Hills and Five Cays, Goldray Ewing and Sean Astwood, scheduled to speak on the Breakfast Show on 88.7fm on August 19.

Other meetings of PDM’s Island branches are also expected to be held.

Your Child’s 2013 Survival Kit! (Part One) THERE seems to be a quiet desperation faced by parents, youth leaders and schools; many young people just don’t seem to be responding to the programs, lessons and efforts being presented to help them!

Many get good grades but still exhibit poor attitudes and deviant behaviors while others, being damaged by overcrowded classrooms, social promotion and lack of assistance at home and in school; have resigned themselves to exist in a world they create since they don’t possess the skills to be successful in ours.

Each child is looking to be valued!

I saw a comment from a prominent youth leader recently that asked persons to pray for the youth of the nation. It appeared that after years of dealing with youth and offering countless programs, seminars and retreats he commented that … “times red”! For those not used to the colloquialism used he meant that there were serious issues facing the youth that needed to be addressed. Having worked with young people myself for more than 30 years I find that the same is true in many of my encounters.

Armed with the benefit of experience and wishing to assist the next generation with information that could help them to avoid harm; I have found that many young people place little to no significance on the information imparted to them and are not interested in learning from the previous generation or of discovering skills that will benefit their future lives. I find that initially many recognize the value of the information that I share but oftentimes have the significance of it lost in the ‘rush-hour’ pace that is their daily lives.

are just going through the motions; it’s no wonder why our children are switching off and creating alternate realities for themselves where they count and are not measured as smart or dumb based on what a test result may say. Many young people are benefiting from the instructions given to them, however; the vast majority of them tune it out.

I can truly agree with that prominent youth leader by saying ‘times are red’ and we need to do something about it.

There is no swift or easy answer to what we face.

And despite how daunting the task may seem we must analyze the situation and tackle aspects of this behemoth by taking one bite at a time.

I had the pleasure of working with two groups of young people recently and shared some information with them that I feel could assist you and the young person in your family.

One of the first things that I encouraged these children to do was to participate in a 360 Degree External Perspective exercise.

The 360 Degree External Perspective is an exercise where the young person seeks unbiased and honest feedback from those who have observed them for significant parts of their lives; parents, extended family, teachers, youth workers, neighbours and even classmates. The intent here is to help the child become aware of their talents and abilities and direct them towards their passions having these qualities in mind. After the candidate would have interviewed this cross-section of people they would also answer the questions about themselves. Once the information is tabulated you are able to produce a non-scientific view of the interviewee in several key categories.

This oftentimes point to skills and abilities that the young person never knew they had.

I have heard it said that quite often others around you can see abilities and talents in you that you don’t necessarily see or appreciate in yourself.

Managing director for Islandcom, Sandra Garland, said: "The Battle of the Bands competition keeps on getting bigger and better, producing more and more results.

“We are very thankful to the public for your support because without your support we would not be able to contribute to these vital charities in society."

Present of the TCI Heart Foundation, Karen Malcolm, who received the cheque on their behalf noted that a portion of the proceeds will be used in assisting patients in covering their medical expenses while travelling abroad for treatment.

The rest will be used to assist the nine year-old twins Makayla and Makay who are in need of heart

transplants.

She said: "We’re working on getting them to the UK so part of the proceeds will go towards assisting them whether with travel or accommodation."

Janice Wake-Forbes from the Children's Home said that the proceeds donated by their organisation will be used for maintaining the operations of the home.

The telecommunications company Islandcom originally came up with the competition as a way of celebrating their annual success, but the company decided to gear it more towards giving back to the community so, proceeds raised from the event are usually donated to local charities. (DAISY HANDFIELD)

Dog Day Afternoon fundraiser a success THE GRAND Turk branch of the Turks and Caicos Society for Prevention of Cruelty to Animals (TCSPCA) had its annual Dog Day Afternoon fundraiser last Saturday (August 3).

And the event was enjoyed by both locals and visitor alike.

On sale were hotdogs and cupcakes and several new memberships were signed, as well as old ones renewed.

Old and young attendees enjoyed the horseback riding provide by Tony and Dujohn Fulford and John

Hilton, and the music provided by Mitch Rolling and Alesio Garbarino.

There was also a 50/50 raffle won

by Linda Squires who donated half of her winnings to the association.

In addition, a lot of merchandise was sold to locals and visitors, to raise funds.

The association has since expressed it thanks to the Sand Bar for hosting the event for a second time, as well as many other local businesses and volunteers that supported the event.

National Trust summer camp focuses on TCI culture TCI’s National Trust kicked off their weeklong series of summer activities for children with a special focus on local culture.

Their summer camp commenced on Monday (August 5) at the LIME headquarters in Providenciales and will end on Saturday (August 10).

One of the instructors at the camp, Levenia Hamilton, explained that this year’s focus is geared to revive an awareness of the Islands culture.

She said: “It's all about culture in the environment, so were teaching children things about our Turks Island dishes, our dances like Maskanoo and

other events like Junkanoo.

“Summer camps are very popular, but they are more Americanized so we just decided that the Turks and Caicos National Trust is about encouraging our TCI people to take part in their history and be proud of their culture so that is what we want to instill in the children, we want to make sure that they grow up with that.”

Hamilton stressed the importance of instilling an awareness of TCI culture among local youth.

She said: “I can already see the difference, here we have some children that live in the States and their parents are

Changes to passport service for Brits living overseas THE BRITISH government is making changes to the passport service for British nationals living overseas, according to a statement from the Foreign and Commonwealth Office (FCO).

From August 12, the application process will be centralised and Brits in the Turks and Caicos Islands are expected to now submit their passport application to Her Majesty’s Passport Office in the UK.

Before August 12, British nationals living in the Turks and Caicos Islands submitted passport applications to a regional processing hub in Washington, USA. This change is not expected to affect those applying for British Overseas Territories Citizen passports, who should continue to submit their applications to the Ministry of Border Control and Labour.

This important change follows reviews by the

UK National Audit Office and is designed to achieve economies of scale, greater security and consistency in decision making.

All British passports have enhanced sophisticated security features designed to reduce the likelihood of identity theft and passport fraud.

The children involved were aged six to 11 and the volunteers from 13 to 16.

On Wednesday (August 7), Youth Ambassador, Dekkel

Simmons, joined the group to demonstrate making Salt Cay candies from scratch.

Ingredients: • 3 beets, peeled and cut into 1/4-inch cubes • 6 slices bacon • 1 bunch red Swiss chard - leaves chopped and stems discarded • 1 cup frozen peas • 3/4 cup crumbled feta cheese Directions 1. Place the beets into a saucepan with enough water to cover by 1 inch; bring to a boil. Reduce heat to medium-low, cover, and simmer until the beets are easily pierced with a fork, about 30 minutes.

2. Meanwhile, cook the bacon in a large, deep skillet over medium-high heat until evenly browned, about 10 minutes; transfer the bacon to a paper towel-lined plate to drain, reserving the bacon drippings in the skillet. Roughly chop the bacon and set aside.

3. Add the drained beets and red Swiss chard to the reserved bacon drippings; cover the skillet, place over medium heat, and cook until the chard is tender, 3 to 5 minutes. Stir the chopped bacon and frozen peas into the beet mixture; continue cooking until the peas are cooked through, about 5 minutes. Sprinkle the feta cheese over the mixture; stir.

4. Serve hot.

The lotus effect THE lotus is one of the world's most celebrated flowers.

From ancient times to the present day, it has featured in folklore, religion and the arts in one form or another.

It is a symbol of eternity, plenty and good fortune. The flowers are widely used for ornament and as offerings particularly in Buddhism and Hinduism. Nearly all parts of the lotus are edible and are used in Oriental cooking.

The Lotus (Nelumbo) is one of the most majestic plants to have in a water garden. It is by far the most exotic of all pond plants. And it is the one plant that scares water gardeners.

Quite a few people tend to shy away from them, and are intimidated by them, but they are very easy to grow once you understand the basic care of them.

The colors available are white, yellow, pink, and even bi-color.

Lotus loves the heat and they are very fragrant, the perfume will permeate the evening air. The flowers, which last 3 to 5 days, close up at night.

Most florists and craft people love the dried Lotus pods because of their uniqueness in fresh and dried arrangements. The seeds that dry in the pods will rattle when shaken.

It is reported that the seeds remain viable for centuries! Because they are viable for so long, they are easy seeds to get from a florist shop.

Growing water lotus from seed is easier than you might think. Water lotus seed should be started in the late springtime when the water temperature is at least 70° F warm.

The first thing you will need to do is to scar your seeds. This involves filing off the pointy tip of the seeds down just 1 layer. Scarifying the lotus seed is important, because the seed may not grow otherwise and will possibly rot. After the seed has been scarred, soak the seed in water (such as an empty clean plastic soda bottle). Change the water daily until

you are ready to plant your water lotus sprout.

Seeds that float usually (but not always)... usually do not produce. If your water lotus seed floats, try filing it down a little more until you see a tiny bit of white coloration. That is the meat of the seed and will not hurt the seed if it is slightly nicked.

After the first day of soaking your water lotus seed, it can swell to almost twice the size and resemble a black olive. On Day 4-5 you should see some green growth sprouting from your water lotus seeds! Continue to change out the water each day, but be careful as to not disturb the growth. Continue the process until your seedling is about 6 inches long.

Pick a Pot: A no-holes 3-5 gallon lily pot is the best choice. By this time your water lotus seedling should be large enough to plant outdoors.

Before planting the lotus seeds, it is a good idea to form an anchor so they will not float to the surface of the water. This is easily accomplished by wrapping regular modeling clay lightly around the seed. Do not use Play Dough. Gravel can be used over the top of the soil medium, but it is not as effective.

Planting medium should be 2 parts regular clay soil mixed (or top soil if you can’t find clay soil) with 1 part river sand. Do not use concrete sand. Lotus needs little soil to grow.

Allow for about 6 inches deep of loamy soil. Carefully lower the pot into shallow water no more than 18" deep.

Do not fertilize during the first year. Lotus that is allowed to grow wild will grow up to 4 feet tall, but the plant will be smaller if it is potted in a small container. Sun requirements are at least 6 hours a day.

According to an article published on WebMD, some of the benefits of breastfeeding a baby include: • Breast milk provides the ideal nutrition for infants. It has the perfect mix of vitamins, protein, and fat -- everything your infant needs to grow.

• It is easily digested; more so than infant formula.

• Breast milk contains antibodies that help your baby fight off viruses and bacteria.

• Breastfeeding reduces your baby's risk of having asthma or allergies.

• Babies who are not fed any formula for the first six months, have fewer ear infections, respiratory illnesses, and bouts of diarrhea.

These are some pretty compelling reasons why a mother should consider breastfeeding her new baby, but the benefits are not just for the baby; there are many benefits to the mother as well. In the same article, breastfeeding benefits to the mother included: • Helping to burn extra calories; it can help you lose post-pregnancy weight faster. No need to pay a gym membership when you have a hungry baby to feed.

• It releases the hormone oxytocin, which helps your uterus return to its pre-pregnancy size and may reduce uterine bleeding after birth.

• It lowers your risk of various cancers, such as breast and ovarian cancer, and may also lower your risk of osteoporosis.

• Saves you time and money because you have no need to buy formula, bottles and all the other accessories. So, you have the time just to bond with your new bundle of joy.

While much work has been done in the area of educating women on the need to breastfeed, many women still choose not to breastfeed their babies and even, those that start out well after delivery, soon stop for various reasons. Therefore, one of the objectives of this year’s celebration is “to draw attention to the importance of Peer Support in helping mothers to establish and sustain breastfeeding.”

Support to the mother can come from health care workers such as public health nurses or lactation consultants, friends and family members, fathers, workplaces that allow breaks for breastfeeding or pumping the milk, other mothers and the community at large. I can hear a collective gasp of, “the community at large?” Yes, members of the community can encourage a breastfeeding mom by being more accepting of her when you see her breastfeeding in public. Instead of staring and wondering how could she be doing that in public?

Just walk bye knowing that she is doing all she can to make her baby healthy.

US forecasters revise 2013 Atlantic hurricane season predictions WEATHER forecasters at Colorado State University (CSU) have lowered their prediction for the 2003 Atlantic Hurricane Season.

“We continue to anticipate an above-average season in 2013, although we have lowered our forecast slightly due to anomalous cooling in the eastern subtropical and tropical Atlantic,” said Philip J. Klotzbach and William M. Gray in their latest prediction.

“We expect an above-average probability of United States and Caribbean major hurricane landfall.”

Klotzbach and Gray said information obtained through July 2013 indicates that the remainder of the 2013 Atlantic hurricane season will be “more active than the average 1981-2010 season”.

They estimated that the remainder of 2013 will have about eight hurricanes (average is 5.5), 14 named storms (average is 10.5), 75 named storm days (average is 58), 35 hurricane days (average is 21.3), three major (Category 3-4-5) hurricanes (average is 2.0) and seven major hurricane days (average is 3.9).

UN peacekeeping troops blamed for Haiti’s cholera outbreak – Claims another report

THE UNITED Nations Peacekeeping Mission in Haiti (MINUSTAH) should be held accountable for the outbreak of Cholera that has killed more than 7,000 people since October 2010, according to a new report released here.

The report by Yale University, titled “Peacekeeping without Accountability,” claims there is sufficient scientific evidence to show that UN troops from Neap brought the virus to the French-speaking Caribbean Community (CARICOM) country.

The UN has in the past indicated that it enjoys legal immunity from such claims and has dismissed an earlier attempt by a US-based human rights group that sought compensation on behalf of a group of Haitians.

IN the space of 24 hours two fathers in Guyana went crazy and chopped up their families with cutlasses.

The first father killed his two young children (one of which was a step child) after severing the right hand and three fingers from the left of his reputed wife last Wednesday evening, which has left her in a critical condition to date in the South American country.

Although not related, the second father had read about the first family’s ordeal in the newspaper and had condemned it. Within the space of a few hours he had however committed the same heinous act.

In a country ravished by domestic violence these cases (maybe not as extreme) happen all too often.

Most often the reasons stem from accusations of infidelity as in the first and now total control as in the second.

He then called on his five-year-old step daughter to pack his bag with clothes and once her back was turned he chopped his wife and then he turned the blade on his daughter. The swinging of the blade almost severed her head. Her mother said that the child did not even react. A mad Lord then finished off his two year-old son before making his escape. Up to press time the young woman was fearful of her life. She recalled that her husband had promised to kill her if he could not have her.

T&T woman beaten to death with hammer A WOMAN was bludgeoned to death with a hammer after she attempted to evict a tenant who turned on her.

Vidya Persad, 45, of Moulla Trace, Aranguez, died at the scene.

The killing happened at around 10a.m on Tuesday.

Persad, who had lived in Barbados for some time, recently

returned to Trinidad to confront the tenant, a man in his 20s, because he had not paid his rent for several months.

ERIK Norrie was spear fishing while on a family vacation in the Bahamas, when he felt a sudden rush and then pressure on his left calf.

“It happened so fast. I looked back and saw him ripping off a chunk of my leg,” he said, as the shark took off.

Norrie immediately realized what happened as blood began pouring out profusely and making a large puddle in the otherwise pristine, blue waters.

He immediately yelled, “Shark!,” alerting his other family members who were on a nearby boat.

“It was just one of those things. ‘I can’t believe this. I can’t believe this just happened.’

Just… wow,” he said when he looked down at his leg.

The bite had severed muscles in his leg, and left a large chunk of his calf missing.

UK’s population growth highest in EU THE UK has experienced its highest birth rate since 1972, the Office for National Statistics (ONS) has said.

This contributed to population growth that was, in absolute terms, the highest in the EU in the year to June 2012, it said.

The population grew by 419,900 to 63.7 million between between June 2011 and June 2012, according to ONS estimates.

There were 254,400 more births than deaths and 165,600 more people coming to the UK than leaving.

A total of 813,200 UK births were recorded in the year.

The UK remains the third-most populous EU member state, behind Germany and France.

France’s population grew by 319,100 to 65,480,500 over the same period while Germany’s went up by 166,200 to 80,399,300, says the ONS. There were 517,800 migrants

from overseas while 352,100 people left the country, putting net migration at 165,600.

The mid-2012 populations of England, Scotland, Wales and Northern Ireland are now estimated to have been 53.5 million, 5.3 million, 3.1 million, and 1.8 million respectively.

London’s population has surged by 104,000, with high birth and immigration rates.

Together London, south-east and east England accounted for 53% of growth across the UK in the year while Scotland, Wales and Northern Ireland jointly accounted for 8%.

More than 51,000 people moved out of London, largely to the South East and East of England, the ONS data shows.

London recorded net international migration of 69,000 - the highest of all regions. Northern Ireland had the lowest net migration growth of about 400, the ONS said. (BBC)

Vengeful ex-boyfriend kills four in Dallas shooting spree A TEXAS man went on a gun attack in two cities late Wednesday, killing four people, including two at his exgirlfriend’s home, police said. He wounded four more.

When he saw that his ex-girlfriend was not at her Dallas home, he stopped shooting there and quickly drove to a second home in the city of DeSoto, where he found her, CNN affiliate WFAA reported.

There, he used “some sort of explosive device,” then opened fire on the people inside, DeSoto police spokeswoman Melissa Franks said.

Police arrested suspect Erbie Bowser when he ran out of ammunition, she said.

Charges are pending. Dallas and DeSoto investigators are working together on the case.

The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives is investigating the nature of the explosive device, Franks said.

Police said Bowser moved quickly from the first shooting to the second one.

The first emergency call reached Dallas police at 10:30 p.m.

Spain rail crash: ‘No malfunction reported’ THE head of Spain’s public railways says the crew of the train which derailed at high speed last month killing 79 people had not reported any problems before the crash.

The derailment on 24 July also left about people 170 injured.

British women attacked with acid in Zanzibar TWO British women have had acid thrown in their faces in Zanzibar, police on the east African island say.

Katie Gee and Kirstie Trup, both 18 and from London, were working as volunteer teachers on the island.

In a statement, Kent-based i-to-i Travel said the women had now been released from hospital.

The Foreign Office said it was “concerned to hear of an attack on two British nationals” and was “providing consular assistance”.

Police said two men on a moped threw the acid at the women, splashing their faces, chests and hands as they walked through the streets of Stone Town, the old part of the island’s capital Zanzibar City, which is a Unesco world heritage site.

Deputy police commissioner Mkadam Khamis told AFP news agency: “The motive for the attack on the volunteers aged 18 years, has not been established.

Investigations are on until we apprehend the criminals.”

The two women were volunteers for the charity Art in Tanzania, having booked through the company i-to-i Travel.

Competition winner shops big WINNER of LIME and Graceway IGA’s second shopping spree, Talesiya Missick, walked away with more than $1,500 in meat as she raced down the aisle to complete her shopping last Saturday morning (August 3).

The Grand Turk resident said: “My aunt and I came into the store last night and planned the strategy.”

That strategy was well executed during her run directly to the meat department where she stocked up.

Commenting on the activity, LIME’s Delleriece Hall, noted that Missick topped the old record of a shopping total of just over $1,100 from the previous winner.

She said: “This is what LIME is about; it is about giving value to our customers and giving an opportunity to win with LIME.” Hall also thanked the partners at Graceway IGA for its support during both shopping spree sessions.

Ecumenical service marks Emancipation Day GOVERNOR Ric Todd and Deputy Governor, Anya Williams, among other officials attended an ecumenical service to mark Emancipation Day in Grand Turk on Monday (August 5).

Emancipation Day is celebrated in many former British colonies in the Caribbean and areas of the United States to mark the end of slavery and the Slavery Abolition Act of 1833.

In his remarks at the Salem Baptist Church, the

Governor noted that Emancipation Day brought bitter memories of injustice and cruelty but was still a joyful day.

The abolition of slavery in Britain’s colonies, which followed the earlier abolition of the slave trade, was the result of a long campaign led by those convinced that slavery was morally wrong and the resistance to slavery, such as Sam Sharpe of Jamaica.

Youth Center incorporates pageant into Summer Bash THIS year the Edward C. Gartland Youth Center has decided to make new additions to their annual Summer Bash, an event geared at providing a fun day for the children and their families.

In its fourth year, the changes will see the centre putting on their first Miss Edward C. Gartland beauty pageant on August 24 at 5:00pm.

On Wednesday (August 7) eight contestants were debuted at the centre and they concurred that they are working extremely hard.

Program Manager for the centre, Johnna Messam, commenting on the upcoming event, said: “We just end off the summer with some games, entertainment, prizes and local vendors. This is just an event for the children to come out and have a good time to end the summer off with."

She explained that this was something the girls have been requesting for some time now.

Messam said: "As the youth centre grows, the kids grows with it

Lovelace biopic given green light for release AN attempt to block the release of a biopic of adult film actress Linda Lovelace by the company that owns the rights to her most famous movie has been rejected by a judge in New York.

US District Judge Thomas Griesa dismissed a $10 million (£6.45m) claim by Arrow Productions, enabling the film to open in the US on Friday as planned.

One of the film’s producers expressed relief “that common sense prevailed”.

Mamma Mia star Amanda Seyfried plays the porn actress in the new biopic.

Arrow filed its copyright action in Manhattan on Tuesday, claiming it had not been approached “for a licence to use any of [its] intellectual property”.

It said that more than five minutes of footage was copyrighted material taken from Deep Throat that had been used “without license or permission”.

Arrow’s legal action revealed

it had licensed Deep Throat to Inferno, another film about Lovelace which was to have starred Lindsay Lohan and which was eventually abandoned.

“Arrow Productions’ complaint was transparent about its desire to control discussion about Deep Throat... and to hinder projects that would compete with theirs,” said Millennium Films’ Mark Gill in a statement.

Dominican wins Miss Caribbean Culture Pageant DOMINICA’S representative 19-year-old Leslassa ArmourShillingford has captured her third crown in regional competitions for the year following her victory at the eighth annual Miss Caribbean Culture Pageant, which ended shortly before 2:00 this morning (Aug. 6) at the Cultural Complex in Nevis.

Armour-Shillingford captured one of the most nail-biting categories of pageants as she walked away with Best Interview with her ‘royal’ status, having consistently outshone the other 11 competitors.

Miss St. Kitts Zinga Imo placed First Runner-up and won two judged categories in Best Swimwear and Best Evening Wear.

Miss St. Croix (USVI) A’Jada Burke took the Second Runner-up position and was adjudged Best Talent. She was also awarded the prize for Miss Photogenic while Third and Fourth Runners-up spots went to Miss St. Lucia Filamena Day and Miss Nevis Denesia Smithen respectively.

The Pageant, which was part of

the 39th annual Culturama festival, was hosted by the winner of popular American reality TV series - Project Runway Season 9 and former Miss Trinidad and Tobago Universe, Nya Ayoung Chee, along with Nevis’ ‘man with the smooth voice’ Mervin Hanley.

The other contestants were: Miss Curacao Jurnalis Henson, Miss Dominican Republic Rosa Martinez, Miss Montserrat Kadija Furlonge, Miss Guyana Faydeha King, Miss St. Vincent and the Grenadines Karla Gellizeau, Miss Trinidad and Tobago Jenelle Thongs and Miss Anguilla Taitu Goodwin.

Usher’s ex-wife seeking custody of young son after freak swimming pool accident

USHER’S five-year-old son nearly drowned in a backyard pool in Atlanta on Monday — setting off what could be an ugly custody battle after the boy’s mom apparently blamed the Grammy-Award winner for the accident.

The R&B singer was not at the home where the terrifying incident occurred, a report said.

But Usher’s ex-wife, the boy’s mother, seems to be holding the entertainer responsible anyway.

Tameka Foster — who lost another child by a different father in a Jet Ski accident — filed legal documents Tuesday to try to gain custody of little Usher Raymond 5th, citing a dangerous environment, TMZ said.

The drama began Monday when the boy ended up at the bottom of a pool behind a home in downtown Atlanta and became stuck in a drain, police said. He was trying to retrieve a toy, TMZ reported.

CoE ready for visiting Boca

– Grand Turk and North Caicos players might make final cut A PLAYER from North Caicos and two from Grand Turk might make their national U-15 debut, when the U-15 Centre of Excellence (CoE) team play the visiting Manhattan Soccer Club Boca during the Turks and Caicos Islands U-15 Boys’ Summer Games which will take place from August 14-17.

CoE U-15 Boys’ coach Oliver Smith said that Mckenly Amelcar from NC and Jose Elcius and Ronaldo

Sejour from Grand Turk could make the national side. “They all have a good chance at making the final cut and it will be the first time each will be playing at this level,” Smith pointed out.

The coach, who is responsible for the U-15 CoE programme, said that the team has been preparing since midJuly. “The boys have been working hard and are very eager to play. Given the small size of the population here,

they don’t have an opportunity to compete against their age group and so they are anxious to test themselves.”

PLAY GOOD FOOTBALL Smith, who is a CONCACAF representative on the FIFA Appeals Committee and a vice-president of the TCIFA, said that the objective of the tour was to gauge where the boys are and to give them the needed practice. He pointed out that the main objective of the U-15 players will be to improve their technical and tactical skills with the ultimate aim of reaching the youth and senior national teams.

“As far as expected results, in any sporting event, winning is always the ultimate goal. However, our aim in these games is to play good football both offensively and defensively.

football and if we are able to do that, the boys will be happy no matter what the result. We will be playing a tough team that plays in the Westchester Youth Soccer League in New York.

They have the advantage of playing close to 30 plus games every year (both indoors and outdoors), and we expect them to be battle hardened. So this will be a good test for us to see where we are and what is needed to be done to get better.”

This will be Boca’s second visit to TCI. Last summer both teams won a game while the third match ended in a draw.

The teams will play on August 14th, 15th and 17th, while both will compete in a Beach Soccer tournament on

IAAF World Championships:

Garland sees 400M on the big stage as a major “dream”

AS a young boy Angelo Garland would constantly dream of running at the Olympics and at the Senior World Championships, this Sunday, one of his main dreams will come true when he represents the Turks and Caicos Islands in Moscow, Russia in the latter.

The youngster, who recently graduated from Munro College in Jamaica, will be TCI’s lone representative at the Senior IAAF World Championships from August 10-18. Another TCI born athlete, Delano Williams, will also compete, but he will race in the 200M for Great Britain (the nation he recently pledged his allegiance to).

Garland’s 400M heat will take place at 3am on Sunday morning (TCI time). Coach Alvirto Smith, who spoke to the Weekly News from Moscow, said that “things were going well so far.”

SCARED The youngster, who has performed above par in the relays for the national team (bronze at CARIFTA in the 4X100M) and for Munro College (4X400M gold at the Diamond League Adidas Gran Prix in New York), said he is a bit intimidated with the event.
