North Americans choose Man, 54, shot TCI as future Caribbean dead in Kew Town TCI records 19th murder of 2020 vacation destination THE TURKS and Caicos Islands is the third most desirable Caribbean destination for both Americans and Canadians, according to a popular internet travel deal company. Travelzoo conducted surveys of more than 3,000 of its members in the USA and Canada between August 7 and 10, releasing the results during region-wide live stream on August 27. It asked participants which country or territory in the Caribbean they were most likely to visit over the next two years amid the Covid-19 pandemic. The 1,721 surveyed Americans chose the US Virgin Islands – which they can travel to without a passport – then the Bahamas, while the TCI was the third most popular selection. Meanwhile the 1,593 Canadian members selected Cuba and the Dominican Republic as their top two with the TCI again grabbing the third spot. Director of Tourism Pamela Ewing told the Weekly News on Thursday (September 10) that she was delighted with the TCI’s placement on the lists. “Destination Turks and Caicos continues to see consistent interest from our top two source markets – the USA and Canada,” she said. “The Turks and Caicos Tourist Board has invested significantly in advertising in both markets

over the years and our marketing efforts have been amplified given the challenges in the travel and tourism industry due to the current pandemic. “The Tourist Board has been actively working to communicate to both our consumers and travel partners that TCI is open for business and the new requirements introduced to ensure our visitor’s safety. “We are happy to see that our message is resonating with potential visitors and that TCI is ranked number three on both lists.” The results of the survey were presented during the Caribbean Hotel and Tourism Association’s CHTA Live Resilience Series of webinars.

Lara Barlow, general manager of Travelzoo in the USA, and Susan Catto, head of content and publishing for Travelzoo in Canada, made the presentation. It was named ‘Gauging consumer travel sentiments: Travelzoo’s Caribbean travel outlook’. During the presentation, Travelzoo revealed that 49 percent of its members were “finding joy in planning future travel during this time”. Forty percent of US participants in the survey said they would book a vacation in 2020 at the earliest, but 67 percent would wait to travel until 2021. While 30 percent of Canadian members would book in 2020 at the earliest, but 61 percent would wait to travel until 2021. The top factors affecting their decision making is feeling safe in the chosen destination, getting a great travel deal, and that the destination has a declining or low rate of Covid-19. Members are most likely to stay in a chain hotel or all-inclusive for some time between five and seven nights, Travelzoo said. Information about the country’s travel restrictions during the pandemic is key, the survey revealed, as well as information about available amenities and cleaning guidelines. Those surveyed said they were willing to wear a mask, test for Covid-19 on arrival and submit an online health visa. But they did not want to quarantine, follow a nightly curfew or submit an at home quarantine document. Sixty-nine percent of Americans are willing to use a small aeroplane to island hop, while only 54 percent of Canadians are happy to do so.

FIFTY-four-year-old Justinien Luc Estimable was murdered in Kew Town, Providenciales, on Wednesday (September 9). The death is the 19th homicide of 2020 in the TCI – making it the deadliest year on record by six murders with three months still to go. Police officers were dispatched to Timber Crescent at 6.43am after witnesses reported gunshots, according to the police press office. Upon arrival, the victim’s lifeless body was discovered lying on the ground. He was later pronounced dead at the scene. No further information on this homicide, including the murdered man’s name, has been released. Just two weeks ago, two men - Deon Emmanuel and Howard Freites Junior - were murdered in Grand Turk in a series of shootings which left another man in critical condition. Following the murders, Commissioner of Police Trevor Botting said the level of crime is “unprecedented and unacceptable”. According to the police press office, Emmanuel, 23, was walking in the Over Back district at about 11pm on August 23 when he was shot. Emergency personnel were dispatched to the scene but the young man was pronounced dead at 11.47pm. Less than half an hour after the first attack, two armed men came out of bushes and fired gunshots towards a group of men playing dominoes at a bar off Church Folly. Freites Junior, 37, was shot and died at the scene while a second man, aged 44, was injured. Two men - Dominic Swann, 31, and Ellington Been, 25 were arrested in connection with the murders but released on bail without charge. Haitian-born Dieudonne Cantave, 26, was shot dead in Kingstown, Providenciales, on August 13. Prince Jubbar Salmon, 25, has been charged with his murder. On August 6, Dale Taylor Junior was found dead on the roadway near a bar in the West Road District of Grand Turk at about 12.04am. Just one day earlier 38-yearold Florida-born Matthew

Florez was shot dead in a drive-by near Thomas Stubbs roundabout in Providenciales sometime before 11.19pm. The last murder recorded before that was on June 24 when Bursley Dolcine, 20, died from a gunshot wound which he had received a week earlier in his Kew Town home on June 16. Hurd Harvey, 51, was stabbed to death in The Garden in North Back Salina, Grand Turk, on June 20. Phillip Nathaniel Smith, 51, has been charged with his murder. Twenty-year-old Garfield Dennie died on June 5, weeks after sustaining gunshot wounds in a shooting in Blue Hills, Providenciales, on May 23. Pierecine Petite, 32, was fatally shot off South Dock Road in Providenciales shortly after 4pm on June 5. Nine-year-old Samardia Karioka was killed in her Grand Turk home on May 20. Her mother Najaj Karioka, 42, has been charged with her murder. Percy Williams, 77, was shot dead in his Blue Hills home on May 3 as he tried to protect his family from armed robbers. A murdered man, who is yet to be identified, was found at Blue Hills dump site on April 18 after reports were made of shots being fired in the vicinity. On April 13, Martin Barga, a 44-year old construction worker from the Dominican Republic, was tragically shot and killed on Millennium Highway in Blue Hills. On March 18, Acyjeune Brunorlien, 57, was shot dead during a home invasion in Five Cays, making it the third murder in just over a week. Godly Petiote, 21, died in hospital on March 12 after he was shot several times on International Drive in Providenciales. Jumillo Isma, 21, has been charged with his murder. Sheen Dean, 26, was shot dead on Bay Road in Blue Hills on March 10 - in an incident that left two others with serious injuries. Twenty-two-year-old Horace Wignal Junior, known as DJ CONTINUED 

Parnell to challenge premier for leadership of PDM PEOPLE’S Democratic Movement (PDM) chairman Douglas Parnell is planning to contest the leadership of the party, the Weekly News can confirm. He announced the challenge in a video on his Facebook page on Thursday evening (September 10) just as the governing party prepared to host its 12th annual convention this weekend. On Monday, a brief press statement from Parnell said the two-day convention on September 11 and 12 will be held under the theme ‘Victory Ahead’. The meeting will involve a review of the party’s constitution, general workings of the party, election of officers, reports and preparation for upcoming events, Parnell wrote. In Thursday’s video Parnell confirmed his position, saying he does not “take this decision lightly”. “I take it because of the great love for my party and great consideration and respect for our people and the freedoms we enjoy

Spookie, died from gunshot wounds on January 21 following a home invasion in Long Bay earlier that month. The first murder of the year was that of 29-year-old Fritz Gerald Mossoul who died in Providenciales from gunshot wounds on January 17. “Dealing with this level of crime is everyone’s responsibility,” the commissioner said after August’s Grand Turk murders. “We must join together to reject violent crime, what the perpetrators stand for and the fear and harm they are causing the communities of the TCI.” Anyone with information on either of these incidents can call 911, contact a police officer they know and trust or Crime Stoppers confidentially on 1-8008477.

in the TCI”. He explained that he informed Premier Sharlene Cartwright Robinson and members of party’s National General Council. “We will be stronger for it not weaker. We are united as a party and this process is simply a part of our democracy.” He added: “But as for the timing, there could be no better time before we go into a new term who we see seek to lead us for the next four years. “I want to ask our supporters… see it as a good thing and not be distracted by any outside naysayers that we not united.”

Premier Sharlene Cartwright Robinson

He called himself a “proven team player and proven unifying force” in the TCI, adding that he has a fresh perspective to offer on the challenges the territory faces. Parnell, who is the elected representative for Cheshire Hall and Richmond Hill, said he is better able to lead the party and lead the territory through “very difficult times ahead”. He thanked Premier Sharlene Cartwright Robinson for her services, particularly as the TCI’s first female premier. On Thursday, a TCI newspaper reported that the Premier Sharlene Cartwright Robinson “welcomes

PDM leadership challenge from Doug Parnell”. In the article the premier said: “We must recognise that democracy is at play and I note with amusement the attempts by outsiders to smear this campaign. “Hon. Parnell and I have always enjoyed a good relationship and we have agreed that we will conduct tasteful campaigns given that victory is ahead for the PDM party in the general election.” The article confirmed that Parnell informed the premier of his leadership challenge on September 3. He will stand against the premier

in this weekend’s elections. No other candidate vying for the post of party leader is known at this point. The premier is further quoted as saying that the party’s constitution allows any member to vie for any position. She reportedly said that over the past three years, others have expressed interest in leading the party, adding: “None can say that I have been obstructive or discouraging.” Cartwright Robinson further noted in the article, that it is up to the “duly elected representatives from island branches and members of the national general council who are delegates to determine who they feel are best to lead in these times”. “Hon. Parnell’s interest is flattering as I am certain that he sees a platform of performance for the Government I lead, and hence a solid record on which to lead us into election should he be successful in his bid for leadership. “His interest certainly bodes well for this record but as a former leader and current national chairman, he is no newcomer and too has his record on which to run.”

Public to be quizzed on quality of internet A TCI marketing company will be conducting a public survey on the quality of broadband internet services throughout the Turks and Caicos Islands. TCI Telecommunications Commission has hired ‘Outside the Box Advertising’ to manage the review which will assess if the services meet the needs and quality expectations of consumers. “Internet has become so ingrained within our society that so many facets of our lives are dependent on it,” a commission press release said on Monday (September 7). “This fact is even more apparent than ever before due to the Covid-19 pandemic, which has forced greater importance on the use of the Internet to facilitate our daily activities.” A “best internet” service is no long acceptable, the commission said, as consumers now expect a fast, reliable and responsive network with high quality applications. Outside the Box Advertising, a local firm providing full marketing

and advertising services, will gather public opinions up until October 12. It told the Weekly News: “The broadband survey is a market research project with the goal of identifying customer perception of the quality of their home internet services. “To abide by our Government’s health protocols and guidelines, the survey will be conducted completely online. “We have implemented control measures targeting all populated regions of the country. Ensuring a complete representation of our neighbourhoods.” Research analysts and broadband price comparison experts from Cable.co.uk placed the TCI as the 15th most expensive nation in the world for fixed-line broadband earlier this year. The stats were released in its 2020 Global Broadband Pricing Study detailing the cost of broadband in 206 countries. On publication of the report, the TCI ranked fourth in the study, listed only below Eritrea, Yemen

and Mauritania as the world’s most expensive. However, the TCI Telecommunications Commission told the Weekly News that there was a mistake and quickly contacted the analysts to rectify the error. Despite the subsequent correction, the territory still remains as one of the globe’s most expensive for internet. Kenva Williams, director of technology at TCI Telecommunications Commission, agreed that the broadband rate for the TCI is “excessive for such a small market”. “However, this is due to many factors, primarily because of convergence of telecommunications and broadcasting and voice over internet protocol services, which have changed the telecommunications business model and how regulations should be applied.” He said that despite this the commission will continue to encourage the services providers

to lower their broadband rate and examine ways to implement an efficient price cap regime to that achieved for voice services. “The commission remains committed to its mission statement ‘to ensure all consumers and businesses in the Turks and Caicos Islands have access to quality telecommunications services, at reasonable rates, in a fully competitive marketplace’,” he concluded. The average cost of a fixed line broadband package per month in US$ was listed at $134.99 in the TCI. It ranged from $93.99 for 10Mbps to $295 for 72Mbps. The most expensive was Eritrea at $2,666.24 while the cheapest was Syria at only $6.60 per month. Premier Sharlene Cartwright Robinson did not respond to requests for comment, however Opposition Leader Washington Misick said it was due to “corporate exploitation”. Cable.co.uk also released a report detailing the world’s fastest download speeds in which the TCI ranked 74th at 8.78 Mbps.

A Weekly News column that puts you on the spot for your opinions on the issues of the day

WARNINGS OF ANOTHER LOCKDOWN

Another full lockdown could be imposed to combat the spread of the deadly Covid-19 virus, Deputy Premier Hon. Sean Astwood has warned. He expressed alarm over the reckless approach of some residents to the crisis facing the territory at a recent press conference. He said those not adhering to stringent measures implemented by the Government to curb the virus are causing its rapid increase. What are your thoughts? Follow the lead

I’ve been a frequent visitor to the islands since 1972. Being from New York State I know the steps that had to be taken before we could open up more. But everyone must cooperate. New York went from the worst in the US to the best in dealing with Covid-19. Governor Andrew Cuomo was on network TV every day giving status reports and what areas that could open and which parts of the state could not. I’d be happy to have someone from the NYS governor’s office contact the Islands’ health ministry under the able direction of Edwin Astwood. Take care and I wish you well.

Pound foolish

From the onset test the entire population, issue a health card and once each month test again while simultaneously establishing two quarantine centres (one in Grand Turk and one in Providenciales) for full and

comprehensive quarantining. But, the Government is penny wise and pound foolish. For that the negative impact on the economy is now costing far more than the rational approach which should have been adopted from the onset.

Do your jobs

The laws are in place for persons who are not following the protocols. Ticket those reckless residents who break protocols. Of course, this would mean that the police have to actually do their jobs!

Build immunity

You cannot stop nature. When people get put in lockdown it weakens the immune system further, thus more positive Covid-19 cases. People need to get fresh air, vitamin D from sunlight, good nutrition (no cheap junk food full of chemicals), exercise and they need social interaction to fortify their immune systems.

Reactive not proactive

This pandemic is now over the Government’s head as far as its ability to control it – maybe we need the return of a higher degree of British management? The Government persists with its ‘one size fits all’ approach when that is not what conditions warrant. It restricts all restaurants to a maximum of 10 patrons without any logical consideration of how many a particular restaurant can accommodate while still maintaining proper social distancing. It prohibits those private schools with smaller classes and good safety protocols from beginning in-person instruction. It refuses to impose severe financial penalties on those flaunting mask and social distancing requirements. And it refuses to implement neighbourhood lockdowns on those communities where resident behaviour is most frequently inappropriate. If Blue Hills is recognised as the source of most of the increase in active cases, then lockdown Blue Hills and leave the rest of the island alone. This Government again demonstrates what we have all seen for so long – its reactivity rather than proactivity.

In God’s hands

First of all, the whole world hasn’t gotten the message yet that God is in control and there is nothing that men can do without the will of God. All around the world men are trying everything besides being humble and turning to God. My personal feeling is that men have no idea what is going on with this virus. Even the ones that created it. What’s going on now is way beyond the understandings and the reach of men. However, it does not hurt for us to be cautious. My suggestion is for the Government to enforce the Covid-19 laws to the full extent. We cannot wait until the whole nation is infected than be real serious with laws. Today I had the opportunity to hear the conversations of serval persons in reference to quarantine and how the Government should not allow persons to quarantine themselves. The monies we have should be use to take care of the people of the Turks and Caicos Islands. We cannot support the housing of grown men and women - we have to be responsible for our own actions. I support self-quarantine. Not only do I support it I honestly think that they should wear a bracelet. That’s for two reasons. 1) All people seen in public with the bracelet the general public will know to stay away from them. 2) When seen in public call the police and medical team and have them arrested and charged.

We cannot wait for those who are sick or supposed to be quarantine infect others. It’s better now than later because it is not getting any better. There’s no need to continue locking down the whole country because some do not have regards for others.

Common sense

Hon. Sean Astwood is correct. We are spreading this virus because we are not taking it seriously. Since we are reckless and acting like children, lock us down until we act like we have common sense.

Not burdens

Lockdowns are the lazy approach to navigating Covid-19. Frankly, it creates more long-term adverse impacts on a society than it solves. Now is the time to learn to live in a Covid-19 present society, using all relevant mitigation practices to maintain health and wellbeing rather than lockdowns every time one case of Covid-19 shows up in our groups. I honestly think that the resistant mindset of the persons who experienced multiple lockdowns comes from people feeling ‘man ta heck wid all dis’. Social numbness resulting from overexposure to Covid-19 mitigating protocols that are imposed by a lazy government. Adapt a social mind-change approach rather than a penal and simplistic approach that allows the Government to lock them up and put the keys on the shelf for a while. TCI/Bahamas governing mind-set that is only used to strike, lockup or deny privileges in any adverse circumstances is too childish. Our people can be more responsible, but our governments still believe that we are their burdens rather than their employers who can be rational and responsible. Burdens need to be locked away, not reasoned with during this time for innovative thinking.

Selfish people

Some people are deliberately trying to get and spread the virus because they believe in herd immunity. That’s one of the reasons the numbers are increasing. These same persons are also saying some CONTINUED 

people have to die in order for the rest of us to live. These are selfish people and they will be the first to blame the Government when we get lockdown.

More innovative

We have to now get accustomed to living and coping with Covid-19. We can’t remain on lockdown forever. We can mitigate the spread of the disease by ensuring that we have measures in place to treat the disease promptly and effectively. We need to ensure that there are social distancing protocols in place and we need efficiency to operate our lives and business in remote ways. One of which is eGovernment. We need to be able to conduct more task online such as applying for birth certificated, police records, company registry, passports, voting online, banking online, paying bills online, transferring from one bank to another through Automated Clearing House, and working from home more. We have to be more innovative. We need leaders who are problem solvers who can think outside the box, and as Leo Lightbourne puts it “there is no box”. We can’t remain in lockdown forever.

Lockdown imminent

I expect a full lockdown. The people are not listening. They want to break every health protocol and then blame the Government when the numbers increase.

Impact plan needed

Covid-19 competent authorities differ, but statistical analysis shows that locking the economy does not contain the spread of the disease and reopening does not allow infections to run free, causing a second wave of infections. There are only three components at war here - economy, environment and people. I think it would do a whole better good for us, physically, economically and mentally to enforce measures on the people to try and save the better of the three components at war. All in all the decision is huge. However if the Government locks down, they can’t lock an already poor, hungry and destitute people in again without having a massive economic and mental impact plan.

Think of the elderly

The Deputy Premier is speaking 100 percent facts. We have young people saying the virus is mild and hardly anyone is sick or in the hospital. They are not thinking of their parents and grandparents they could be giving the virus too. I pray for the Government. They are doing all can but the people don’t want to adjust. Lord please protect us from ourselves.

Not a hoax

I am hearing too many people saying the virus is a hoax so they do not believe following health protocols. These people will only take this virus seriously when someone they love dies from Covid-19.

Financial force

A full lockdown at this time of the year, owing to the usual hiatus in business, arrivals, visitors and revenue receipts, is perhaps a good idea. Not much is happening locally, especially where added to usual annual rest period, September through November, the major resorts are point blank refusing to reopen. The timing is good. More so the public is refusing to behave and adhere the management protocols effected by the Ministry of Health. Social distancing is an option. People are still gathering, holding parties and refusing to simply behave. Whether these measures are effective or not, time will tell. It is helpful to see that certain private clinics and testing facilities have now been authorised to carry out adding testing and capacity. On the matter of forcing compliance, some nations such as the Bahamas have fines in the regions of $20,000 for refusal to obey the social distancing, gatherings and the wearing of masks protocols. $250 is just too easy. This thing must be wiped out with financial force, if needs be. It will be stated the Hon Deputy Premier’s call is the right one. The global and local lockdowns have added to reduced jobs, monies and income. In doing another round of lockdown, consideration much be given to another stimulus offering. The Government would do well to get another stimulus grant out at this time. In sum, should we not lockdown and contain this spread of the virus we stand the risk of the hotel closures into 2021.

Grand Turk records first Covid-19 death THE FIRST Covid-19 death in the TCI outside Providenciales was recorded last week after a fifth person lost their life to the deadly virus in Grand Turk. The patient passed away at Cockburn Town Medical Centre’s Emergency Department on the evening of Monday, August 31. TCI Hospital announced the latest death in a press release on September 3, stating the individual arrived at the facility “in a medical state that worsened shortly after admission”. While they were not known to be symptomatic for Covid-19, a swab was taken as a precautionary measure and submitted to the National Public Health Lab for testing. The death has now been officially classified as Covid-19 related and the public health team are conducting contact tracing efforts. “The TCI Hospital and the Ministry of Health wish to extend our deepest condolences to the grieving family and friends on the unfortunate loss of their loved one,” the release said.

The Ministry of Health announced on August 31 that a fourth person had died from coronavirus in the TCI. “While the individual was not known to be symptomatic for Covid-19, out of an abundance of caution a swab was taken and the result returned as positive,” the ministry said. Astwood announced the third death on Thursday, August 27, despite it happening the weekend prior. He explained the next day that the delay was due to the ministry conducting investigations and attempting to locate the family for proper notification of death. The second death from Covid-19 in the TCI was an elderly resident, who had underlying health conditions. They passed away in Cheshire Hall Medical Centre on June 29. The TCI recorded its first Covid-19 death on April 4. Dudley Lightbourne, who had pre-existing conditions, was admitted to Cheshire Hall Medical Centre on March 21 in critical condition.

Prior to hospital admission he had travelled to the United States and later developed fever and respiratory symptoms. He was under clinical management and isolation and went on to receive aggressive respiratory care, according to a joint press statement from TCI Hospital and the Government. Lightbourne is the only person so far to be named after dying from Covid-19 in the TCI. Damian Wilson, press officer for the Governor’s Officer, said: “It’s the Ministry of Health’s position that given the nature of the situation, and so as not to cause further harm, distress or discrimination to loved ones of the deceased, it would not be appropriate to publish the names of the individuals. “The Ministry of Health also has a duty to protect patient confidentiality even after death and this may violate that responsibility.” Anyone with symptoms or who needs further information can call the coronavirus hotline on 3330911 or 232-9444 or visit www. gov.tc/moh/coronavirus

Gov’t to pen anti-gang legislation BY OLIVIA ROSE THE GOVERNMENT is planning to draft anti-gang legislation as part of efforts to reduce violent crime in the TCI. This was revealed by Attorney General Hon. Rhondalee Braithwaite-Knowles during a sitting of the House of Assembly on August 18. The attorney general said although the Royal TCI Police Force does not have an anti-gang unit, it recognises that young men are in conflict with other young men from rival groups. But despite that, when crimes are committed under this category they are not logged as ‘gang related’ since there is no legislation to support that classification, she explained. “This is under consideration for the future. Anti-gang legislation is on the Government’s legislative agenda for which we are awaiting drafting instructions.” The AG added that as part of the introduction of community policing, the issue of gangs will be a focus for the force. During her address to the nation on August 25, Premier Sharlene Cartwright Robinson said it is important that everyone supports young people and deters them from joining gangs. “It behoves us all to invest in them and to do so together: home, Government, civil society and yes neighbours.” She said the Government continues to invest in systems and programmes that cater to positive youth development. “But prevalent in this region,

we are seeing anti-social behaviour from a certain demographic and this discussion was taken at the Caricom level earlier this year with plans for a regional approach and measures. “Regrettably the pandemic has forced a delay but it is still very much a priority.” She said the Government is looking to replicate successful violence prevention initiatives used in Bermuda. “I remain optimistic that much of what Bermuda brought forward some 10 years ago to reach where they are now is certainly a holistic approach that once we employ it

becoming more common in the territory. “What we have at HM Prison is a microcosm of our society where young men who were operating in rival groups are now confined to a

smaller area and remain determined that violence is the solution to any conflicts. “It is not only about the homes or about the school system or about the church or about the neighbour, it is about all of us and until we truly accept this we will be stuck in place.” Cartwright Robinson said youths have changed and the onus is upon all members of society to reach them. “Because whether they are prepared properly for it or not, they will be our co-leaders today and leaders for tomorrow. “Truth is, life as we know it has changed and many of us resist this change only in words. “I believe as much as we all want to return to the Turks and Caicos Islands of yesterday, we are a long way from there as many layers built up over decades now have to be peeled back. “Who we are as a people have changed, our value systems, our fear for God and our love for neighbours and each other is hard to see. “And then we raise our children in this new and decaying culture and expect different from what we see,” she said.

SCHOOL teachers will return to empty classrooms to conduct distance learning on Monday (September 14) as Covid-19 cases continue to climb across the territory. During the summer vacation, the Ministry of Education considered bringing students and teachers back to physical classrooms at least part-time for the new school term. However, many parents and teachers objected and the ministry went back to the drawing board before releasing a specific roadmap for the reopening of public and private schools. The roadmap, which was unveiled on August 31, highlighted a five-step approach with instructions for online and ordinary classroom learning. It included a blended model of learning which will be phased

in gradually over the next few months. These guidelines are intended to mitigate the health risk posed by Covid-19 to students, teachers and parents while at the same time facilitate active learning. A host of challenges impacted effective online learning last term including a lack of computers, internet access and reliable connectivity, distracting environments and tardiness. In response, the ministry decided it best to have teachers return to normal settings to deliver their lessons while students stay home. On Thursday (September 10), Permanent Secretary of the Ministry of Education Wesley Clerveaux spoke to the Weekly News about the upcoming changes. In developing the roadmap, the ministry held consultation sessions with both public and

private school administrators as well as the TCI Teachers Association, he said. “Public school administrators were reminded that teachers are expected to report to school to deliver their lessons.” He added that the ministry is continuing to work with local telecommunication providers to further upgrade and improve the internet speed and bandwidth in all public schools. The ministry has also provided teachers that are in need with laptops for use as part of their teaching tool, he said. As well as conducted training in the use of the online platforms to support teachers when they are in the school environment so as to minimise disruption to students. Clerveaux further explained that the ministry has made efforts to ensure that sufficient CONTINUED 

Positive Covid-19 cases will be monitored after quarantine release BY OLIVIA ROSE PEOPLE who have tested positive for Covid-19 will be monitored by the public health team even after they are released from quarantine. This assurance was given by the Minister of Health Hon. Edwin Astwood after he revealed the Government’s updated Covid-19 protocols. At a press conference on August 27, Astwood announced that the length of quarantine for Covid-19 positive cases had been reduced. The Government’s decision to change the quarantine time was based on emerging science and technical guidance from PAHO, Public Health England, CDC, WHO and Carpha. Astwood explained that solid accumulative evidence supports ending isolation and precautions for people with Covid-19 using a symptom-based strategy. Specifically, researchers have reported that people with mild to moderate Covid-19 remain infectious no longer than 10 days after their symptoms began. And those with more severe illness or those who are severely

cleaning staff are made available at schools across the territory. “We have procured face masks and face shields to be distributed to all teachers and students. “We are working with Public Works Department to erect additional handwashing stations, disinfectant stations and signage.” He pointed out that provisions were made for teachers with underlying health conditions who may be at an increased risk of contracting the virus on a case by case basis. “In cases where they are aware of pre-existing medical conditions that may increase a teacher’s vulnerability to Covid-19, principals may choose to excuse them from working from their classrooms even though in the initial three weeks students will not be in school. “They were advised that they may do the same for members of staff who have young children.” LATE NOTICE Even with safety procedures, some

teachers are fearful of returning to school while coronavirus cases are climbing and want the option to teach from home. Others are not pleased that they are being asked to live stream instructions from empty classrooms. Two primary teachers who reached out to the Weekly News explained that they were not given adequate notice that they would have to return to the physical classrooms this term. The teachers, who asked to remain anonymous, said they were made aware of the changes via a social media post. One said: “It’s not that we mind going back to school, it’s the fact that we had to find out over social media. “No one from the ministry or even the principal told us we would have to come back to empty classrooms.” The other grade four teacher, who is also a mother of three, said the late notice has caused her to rush to make preparations for her own children who are also at home due to the pandemic.

Speaking at the press conference on August 31, Minister of Education Hon. Karen Malcolm stressed that this new approach to learning requires constant monitoring and vigilance. “We continue to work meticulously to ensure the safety of our teachers and students, in an environment that will also facilitate effective learning and human development.” The five-phased approach for the reopening of schools begins with phase 1(a) ‘Orientation (Establish) system’ and 1(b) is ‘Preparing for Learning’. Phase two is ‘Online Learning’, phase three is ‘Online with Blended Classroom Learning for Forms Four and Five’. Phase four is ‘Online with Blended Classroom Learning for all Schools or Classes (Except Providenciales Schools)’. And phase five is ‘Online with Blended Classroom Learning for all Schools or Classes’. The Ministry said the plan is meant to be dynamic and the spread of the virus will be monitored closely.

and signs of Covid-19 during quarantine will be tested for the disease. These changes present a new challenge for the ministry as it relates to ensuring infected people abide by the new rules. During the press conference, the minister said the public health team will continue to monitor those individuals now that their workload has decreased. “Instead of having to monitor persons or having to go to them over and over for a period of 35 to 40 days it’s only 10 to 14 days and worst case scenario 20 days. “So it’s the same public health nurses with their teams that will be conducting that. “I do think with the workload and the burden lessened of reswabbing a whole heap of 300 to 400 persons on day 25 to 30, now you can focus on really tightening down on monitoring.” Astwood said the ministry is relying on the new science and the quarantine order put in place from the onset of the pandemic to ensure that those people are not a threat to others. However, no one will be ensuring that infected people are taking their fever medication, he said. “It’s impossible to think that somebody is going to be in the home asking if you took fever medication? “That is impossible. I don’t think any country in the world can do that and if you have a country that can do that please point it out to me.

“But there is a quarantine order and persons would still be under that quarantine order to be at home for 14 days and if no symptoms they can be released after 10 days as per the guideline. “The public health team will be monitoring people, the people who are under quarantine order. “But we cannot be in every home seeing what they’re taking, that is unrealistic so we have to rely on persons to be honest and truthful.” The health minister added that although the viral particles will still be present within an infected person’s bloodstream and will show up on a PCR test as positive, that person is no longer considered contagious. “Once that 14th day passes without being severely immunocompromised, as the science shows now they can be released, they will no longer be contagious,” he said. “We have seen that some people have not given full and complete information, but we have more good people out there than bad. “We know that we will get from our people here in the TCI about 95 to 98 percent compliance with this because we have a lot of people who want to do the right thing. “I am a believer in my Turks and Caicos people and I know that at this time they will accept this because it’s no longer 40 days, it’s just 10 to 14 and worst case scenario 20 days. “My people will definitely adhere to these measures.”

Armed men invade Blue Hills home THREE armed and masked men entered a home in Blue Hills, Providenciales, on Tuesday (September 8) and stole phones and jewellery from the residents inside. Shortly after 9pm, police officers were dispatched to Freshwater Avenue where they met four victims, according to the police press office. The victims described the men as slim, wearing all black clothing and face covers, and brandishing a long firearm. They said the men ordered them to lie on the ground as they stole several cell phones

and pieces of jewellery. No one was injured in the robbery. On Wednesday, at about 6.38am officers responded to a report of a robbery at the roundabout in Kew Town. Two victims were robbed of their vehicles – a grey Honda Fit car and a white van - and personal belongings. No injuries were reported and both vehicles were recovered, the police press office said. Bankruptcies in international air travel The lasting potential impressions for the TCI economy AS AIRLINE companies file for chapter 11 bankruptcy protection, many businesses will close their doors and workers will lose their jobs like wild fires burning through dry bushes. CEOs will apply for bailouts and when these bailouts expire they will eventually arrange for bankruptcy. The fact is, bankruptcies in the US are running at a 10-year high across sectors – already impacting more than 100 consumer companies that are filing for insolvency. Right now, S&P is suggesting that ‘brick and mortar’ retail is ineffective. Airlines and regional banks with overexposure to retail could be thwarted without any government assistance. From these government bailouts, corporations and employees are hoping for economic rallying. These outcome trends indicate that this economic recovery is mostly just political talking points. From this, spurs an imminent global bankruptcy wave. Considering that American Airlines (AA) is the TCI’s major carrier, the authorities should be disturbed by these damning declarations.

BY D MARKIE SPRING D Markie Spring, a TCI resident of 15 years, is an expert in law enforcement. He worked as a detective in the Royal TCI Police Force and was director of security at Beaches Turks and Caicos.

Besides, some stunning revelations are surfacing about AA. First, the company announced there is no such thing as a ‘V’ shaped recovery for air travel, as touted by many economists. This ‘V’ shaped recovery suggests that after a sharp decline the economy will rapidly recover - but potentially this won’t be the case. Although AA has retained about 30 percent of its workforce, in the interim the company will cut more jobs as it seeks more bailouts and liquidity – it seems the company is on the verge of collapsing. These small-scale handout programmes distributed to airline companies are about to expire, and what it means is airline companies are undertaking huge structural

operational changes as they wrestle with this gigantic loss in demand. Disturbingly, AA confirmed it would cut another 19,000 jobs if the federal payroll aid expires on October 1 this year. The report also affirmed that there could possibly be significant cancellations in the fall schedules. The TCI should be further alarmed. Overall, US unemployment is shockingly above 10 percent and workers are anticipating further declines in employment. Consumer savings are dwindling and one-in-three Americans have exhausted their credit limit. Subsequently, their credit is curtailed and deferment programmes are elapsed consumers are now seeking new ways to

survive financially. Furthermore, for three consecutive months, tenants have failed to fully pay their rents and debtors are defaulting on their mortgages. Debt is accumulating in the form of missed rent and mortgages payments and one-in-five Americans now owe more than $1,000. Frighteningly, travellers won’t be able to travel and the TCI will be hit hard. Eventually, TCI corporations, especially those in the services industry – inclusive of hotels, restaurants and ground transportation – will crumble negatively impacting the tourism sector. The Government will lose enormous revenue through taxes and its overall unemployment, especially its airport staff, will worsen. But all is not lost! The airlines and their unions are negotiating another $25 billion bailout to pay its workers while they wait for demand to rise. However, TCI authorities must strategize and seek new ways to diversify and restructure the economy, and invent new packages for corporations to stay afloat.

Do not forget to count your blessings THERE are so many blessings that we have in our lives that we have overlooked or have taken for granted that money cannot buy. I am not talking about blessings such as a house, a car and a job. With that said, I want us to remember the words of the song ‘Count Your Blessings’ by Johnson Oatman Junior: When upon life’s billows you are tempesttossed, When you are discouraged, thinking all is lost, Count your many blessings, name them one by one, And it will surprise you what the Lord has done. Refrain: Count your blessings, name them one by one, Count your blessings, see what God has done! Count your blessings, name them one by one, Count your many blessings, see what God has done. As children of God, we take the benefits of the Lord for granted. Psalms 103:2 states that “Praise the Lord, my soul and forget not all his benefits”. Some of these benefits include forgiving our sins, healing our diseases, crowing your life with love and compassion, satisfying your desires and supplying your needs. You may have a rough day at work, people may be attacking you and spreading all sorts of evil against you, but when you come home to your spouse and your children they lighten your day with their support, love and laughs. LIFE

Many of us take our very own life for granted. Even if we were to die physically we would have eternal life. Each day we wake up it is a blessing and another opportunity to give our lives to the Lord if we have not done so as yet. OUR SENSES

We take our five senses for granted, smelling, hearing, seeing, touching and tasting. Even though some of are experiencing a setback now, we still have our five senses intact. While many of us measure our blessings mostly by money, we can conclude that there are so many other blessings in our lives that we overlooked and these blessings are blessings that money cannot buy.

Creating a new normal for the future I DON’T know when it was, the night of December 31, 2020 or 2021, that I heard a leading politician make the statement: “We have seen hardship, we have seen triumph. We shall see more of both. “We stood strong in faith. Giving freely what little we had and what little we were. Never doubting that we spent ourselves for a general good.” And then I woke up. It was only a dream. Dreams don’t label what time or year it was, and they don’t put a name on persons. Actually, the dream was much longer that this was only the end before awakening. Prior to it was another scene that appeared to me in haze, mystery and with a person who could not be identified. I guess it must have reflected that same time period, the last night of 2020 or 2021, and the period before. Yet, it came over so strong that I remember it well: “Good night my friend, it’s time for me to go. What I have to say will only last one cigarette and one

One wonders. Dream interpretation is the attempt at drawing meaning from dreams and searching for an underlying message. What was the message and what is happening in the period before the last night of 2020 or 2021? Maybe the essence of it is just a reminder of what we are dealing with currently and how we deal with it.

Government’s plan for schools is ‘foggy’ Dear Editor, A few weeks ago, the Minister of Education Hon. Karen Malcolm and her education leaders came to the country in a press conference with no clear position on a way forward for education in this Covid-19 climate. The country, as well as the PNP Opposition was disappointed, dazed and confused about what exactly the plans were for the future of education. Not being surprised by the continuous missteps of this PDM administration, the PNP Opposition, following in the diplomatic courtesy of the leader, gave them the benefit of the doubt. However, we were encouraged when a Government press release and audio pre-recorded speech by the Hon. Minister of Education outlined a plan for a phased opening of school called ‘Roadmap to Reopening of Schools in the TCI’. According to this press release, online classes were to begin on September 14 to October 2 to mitigate the potential spread of

Covid-19 pandemic within our schools. Then the Government would review this approach on October 2. The recent announcement by the Ministry of Education requiring teachers to return to the classroom September 14 begs the question: Was this decision taken to protect both the students and the teachers or just the students? Teachers lives matter too. The PNP must ask these questions because on Monday (September 7), the Ministry of Education informed the country that teachers are now being asked to return to school environment September 14 to deliver lessons online due to concerns with pitfalls from teaching at home and unreliable internet service at home. Wait just a minute. Was it not a few weeks ago this PDM Minister of Education in responding to a reporter’s question about the feasibility of online teaching last school term stated that participation by student population was around 80 percent? What then is the justification for

the flip flop? Furthermore, if the teachers are being asked to teach from school because of unreliable internet services at home, what about children on the other end of online classroom at home with similar unreliable internet services? Considering the daily increases of Covid-19 cases, is it really wise to expose teachers and the families they have to return home to a possible Covid-19 contraction? What about the teachers who have children that need to be supervised with their online classes? The PDM Government’s roadmap seems to be under construction like the Five Cays Road - too many bumps, twists and turns and vision is foggy. Our teachers, students and parents deserve better. When the PNP becomes the next Government of TCI, we will do better for our people because the PNP is the people’s party. Jas Walkin PNP national campaign manager

Maybe we should be more alert to reality and think more about consequences of actions or lack thereof, rather than the spur of the moment opinions and decisions. Or else, consequences may spook sooner or later in a dream or nightmare. It is amazing that people are categorised by what party or following that they seem to belong to. Wouldn’t it be better if persons individualise themselves again and stand straight for their true own thoughts and sayings, rather than seeking the shelter of a sympathising group and seeking comfort in the word unity which results in complacency? I’m rather in a group of diverse opinions disagreeing, because it represents a challenge. It is the challenge to unify without wiping out the differences. The differences will always remain; often unspoken but living in the back of the mind and they will be brought up again at a next opportune occasion for it. Put differences aside and focus on a common positive objective. Isn’t that what the art of impartial leadership is all about? It is difficult to sort out what dreaming is about. That is more than what a chiromantist, a palmistry specialist, makes - you know the one who reads someone’s palm of the hand somewhere in a backroom or tent and predicts good fortune for a couple of bucks. You can give your own thumbs up for one of the four base components of dreaming as science sees it: 1. A form of thinking that occurs under minimal brain direction, external stimuli are blocked and the part of the brain that recognises self, shuts down. 2. A form of experience that we believed we experience through our senses. 3. Something memorable. 4. Have some interpretation of experience by self. Although there is no official polling, but rumours go that most believe in option number one. Who doesn’t enjoy listening to the songs and melodies of minstrels, yet one of them realises that: “Times are getting hard, boys, money is getting scarce, If times don’t get much better, boys, gonna leave this place, I promised I would buy you a big, lovely diamond ring, The way things are turning out right now, I can’t afford a thing. I’d give you the moon dear and the twinkling stars above, But all that I can offer you, is my undying love.” One can enjoy dreaming at night. It is liking living a second life when the lights are down. Daydreaming is a common habit and often exercised related to politics. Not my kind of thing. I believe in having a vision and working towards it, and I believe in building myself a new normal version of the future. Isn’t that what everyone should think of and get at it? Building yourself your own new normal for the future, here and now, and not sit or dream or wait. A difficult road can lead to a beautiful destination!

Lawyer calls on Gov’t to establish an independent Covid-19 council BY OLIVIA ROSE ATTORNEY-at-law Mark Fulford has called on the Government to establish a nonpartisan medical council to effectively manage the Covid-19 crisis facing the territory. His appeal came on the heels of a staggering increase in Covid-19 cases over the last few weeks, with active cases surging past 300. In a statement to the media on August 26, Fulford cited a number of issues surrounding the Government’s management of the virus in the TCI. He said: “Concerns have heightened to uncontrollable levels as we continue to observe the tremendous increase of positive cases. “We have seen a number of troubling signs, such as the key Ministry of Health lab official charged with testing was terminated without any public explanation for his immediate dismissal.” He pointed out that private facilities were directed to stop conducting Covid-19 tests due to an abrupt introduction of a new policy without wide consultation with the industry. “The police force announcement of positive Covid-19 cases within the force administration where several members were placed into quarantine. “The Ministry of Health temporarily shut its office in the

Attorney-at-law Mark Fulford said concerns have heightened to uncontrollable levels

epicentre of the virus, Provo, for deep cleaning because its own staff tested positive. “The public was advised that community spread continues. “Without any explanation we note a drastic and sudden increase of recoveries on the dashboard in the past 48 hours.” Fulford also lambasted the Government for giving away vital Covid-19 tests to the Bahamas. “The Ministry of Health ran out of Covid-19 tests. The minister was warned about this happening when my article scrutinised the donation of 10,000 of our country’s much needed Covid-19 test kits to the

Bahamas. “I had specifically asked for an inventory check of test kits on hand and had questioned whether we were giving away supplies that we ourselves needed in order to increase our on-island testing capacity. “To date, the only answer received from the minister of health in that regard, is still in question, as the amount he stated had been given to the Bahamas was extremely lower than the amount officials in the Bahamas declared they received from our Government.” He stressed that the Ministry of Health’s dashboard continues to show that the Health Ministry is not adhering to key established guidelines of the World Health Organisation (WHO). They are “to test and isolate all confirmed cases, even mild cases in health facilities, to prevent transmission and provide adequate care,” he said. “So my question to the minister of health and the Ministry of Health officials, is why are we not isolating all Covid-19 positives in a facility? “This is a crucial part of WHO’s recommendation that seems to be falling on deaf ears in the TCI and clearly is one of the main reasons contributing to the rise of this dreadful disease within our communities.

Two private labs approved for Covid-19 testing BY DELANA ISLES TWO laboratories - ACCU Diagnostics and Grace Bay Interactive Medical Centre - have finally gotten the greenlight from the Ministry of Health to conduct testing for Covid-19. ACCU Diagnostics, which was previously conducting in-country testing, is once again allowed to do so, while Grace Bay Medical will continue to collect samples to send overseas for testing. In a press statement on the approval, the health ministry said the two labs have been approved to conduct reverse transcription polymerase chain reaction (RT PCR) tests. “Approval was granted on the basis that only RT PCR testing can be carried out and that only

asymptomatic individuals ie. persons who do not have symptoms or signs consistent with Covid-19, can be tested.” The ministry advised that this does not include testing individuals identified through contact tracing. “Other conditions for the approval were also stipulated in writing, which included reporting requirements to the Ministry of Health as Covid-19 is a notifiable disease and the management of the Covid-19 pandemic is a public health responsibility.” The two private labs represent the first facilities which have received such approval from the Ministry of Health. The Testing of Covid-19 Regulations outlines the application process and requirements for those facilities

wishing to undertake testing either locally or through the referral of samples overseas to accredited laboratories for testing. The ministry stated that an application process was undertaken in which interested facilities were required to submit documentation outlining standard operating procedures to conduct testing, collect samples, safety procedures, proper disposal of waste, protocols, details of staff training, particulars of equipment to be utilised as well the of submission of other relevant supporting documentation which had to meet required standards. The two approvals were granted in accordance with the Public and Environmental Health (Testing of Covid-19) Regulations 2020 (Legal Notice 35 Of 2020).

“If we are to tackle the fight of Covid-19 head on, this Government must be seen as one that is spending the people’s funds on the necessary facilities and systems to ensure the health, safety and wellbeing of our people.” Based on these problems, Fulford argued that the Government cannot continue to handle the health crisis on its own. He stressed that the Government needs urgent private sector help to tackle the pandemic. Fulford recommended the establishment of a Covid-19 medical council tasked with effectively monitoring and responding to Covid-19 in the territory. “I am recommending the Covid-19 medical council responsibilities should also involve a range of efforts relating to the diagnosis, response, and treatment of Covid-19 and supporting solutions to bring an end to this crisis. “The Ministry of Health must

remember that this pandemic is far from nearing an end as there are various other aspects. “It will need a pool of resourceful professionals within the industry to lean on in the coming months with regard to new tests for Covid-19, new therapeutics and the longawaited vaccines which may soon be available. “The CMC will allow for a wider action tank to provide swift and rapid suggestions including a way forward for facility isolation of Covid-19 positive patients. “Whilst I welcome this week’s Ministry of Health’s most notable adjustment of the dashboard role reflecting cases by island, it is evident that this fight cannot be undertaken by them alone. “We are all in this fight together and must remember that the health of our nation is the wealth of our nation. “We can only emerge from this emergency by working together.”

Investors will leave over appalling crime rate Dear Editor, The Turks and Caicos Islands’ ongoing and terrifying serious crime problem is going to be the end to the Islands’ so important tourism industry. Eighteen murders already in the first eight months of 2020 is appalling! As a current investor in Provo (purchased a condo currently under construction) I am reconsidering my serious investment. My family and I love the TCI and its wonderful people, however the current level of uncontrolled crime is scaring us and seriously making us reconsider taking our investment to another island in the Caribbean. I can assure you we are not the only ones thinking this way. This is not the Provo (in particular) we discovered seven years ago and have been visiting for two weeks ever since, every year. It is long overdue for local government and local major businesses (banks, hotels and resorts in particular) to come together with ideas and money to find ways to solve this undeniable economy changing situation, and this must happen immediately! It has been increasing and ongoing a few years now and the crimes are only getting worse and much more common. If the TCI wants to survive over the long term, it has a very small window in which to show leadership and commitment to visitors and investors, while returning the Islands to their former safe and well known identity for peace and quiet. TCI celebrates Caribbean Wellness Day ALL sorts of healthy activities will be hosted this week to celebrate Caribbean Wellness Day. The special day is celebrated annually on the second Saturday in September throughout the region. Its aim is to increase awareness and promote activities to address the epidemic of noncommunicable diseases. The overall theme for the event is ‘Power through collective action” with the special theme for this year, ‘Stronger together’. Minister of Health Hon. Edwin Astwood said: “While my ministry is focused on preventative measures to help encourage everyone to make healthier lifestyle choices, we need persons to become more serious about making healthy lifestyle changes.” Activities will begin on Monday (September 14) which has been named ‘Mental Health

Monday’. “Take deep conscious breaths today to reduce stress and listen out for the Health Matters Radio Show Live on RTC which will be dedicated to mental health and wellbeing,” a press release from the ministry said. September 15 is ‘Take a Fruit to Work/School Day Tuesday’. “We invite you to post your fruit and tag our Facebook page. At 6pm we invite you to join us for a live healthy cooking session with Chef Nick on Facebook.” September 16 is ‘Drink Water Wednesday’ where the public is asked to post their pictures to show off how much water they drink in a day. “Take a picture with your water bottle and tag our Facebook page www.facebook. com/tcihealthpromotions” On September 17, there will be a Facebook live aerobics session with Ryesha Higgs from

Graceway Sport Centre. And on September 18 ‘Know Your Numbers Friday’ the ministry encourages everyone to get their blood sugar and blood pressure tested. Aldora Robinson, Director of the Health Promotion and Advocacy Unit, said: “We need to pay more attention to the foods that are so easily accessible - for example the easy availability of high fat, salt and sugar in food, the heavy advertising of junk food to our children, and very high levels of screen time, watching television and playing games. “We must work harder to change these practices as they all contribute to our overall health and wellbeing mentally, physically and spiritually. “Let us all make healthier choices in what we eat and drink and let’s get more physically active. Together we can because we are stronger together.”

TWO cadet officers of the Turks and Caicos Islands Regiment will soon be off for additional training at the Royal Military Academy Sandhurst in the United Kingdom. Last weekend, Governor Nigel Dakin gave a glimpse of the initial training the cadets were being taken through by the Royal Marines in TCI last week. “Our future officer corps are being prepared for a real test - the commissioning course at the Royal Military Academy Sandhurst,” the governor stated on his Instagram account. Two of the cadets are expected to travel to the UK this September, and two others will leave early next year. “They will receive some of the best leadership training in the world and in return be expected to commit themselves completely to the experience,” Dakin said, adding: “What they are not going to experience is ‘fun’ - instead it will be life-changing.” This training will afford them with “instincts and coreknowledge” to help build the Islands’ own military base. Heading the regiment is commanding officer Lieutenant Colonel Ennis Grant who was appointed to the post in June. Since that time, he, along with the Royal Marines and the TCI Government, have selected the officers and senior noncommissioned officers who will serve at the helm of the regiment. “I’ve enjoyed working with Colonel Grant to imagine this regiment’s future. It will be a regiment of ‘Marines’, skilled at sea in support of our maritime police and adaptive, innovative and disciplined on land - able to support at times of disaster,”

Governor Dakin posted. Also happening this September is the opening of the application process for qualified men and women of the TCI who wish to serve as reservists in the TCI Regiment. These will be reserve marines, 40 in total, and will be employed operationally in 2021. The governor stated: “We are looking for a regiment where physicality, resilience and courage are the norm yet where smart people from a range of trades and professions can contribute, as reservists, to the national good.” He added that because of its role, the TCI Regiment will be one that builds a small team ethos, as such, leadership and initiative at the most junior level will be important. “Service in the regiment is going to provide tremendous opportunity to build leadership amongst our youth, as well as military capability in the Islands. “This is going to be a regiment TCI is proud of, able to compete in international competitions while - unlike many reserve regiments having a serious 24/7 operational role.” The governor said the regiment will be operational by the 2021 hurricane season, which runs from June to November. Dakin also reflected on his time serving his country. “Thirty-eight years ago today, (September 6), I entered the Royal Military Academy Sandhurst. “Thanks to the Royal Marines, they will arrive better prepared than I did as an 18-year-old straight out of school. “Much I assume will have changed but I doubt the basic ethos - captured on the Sandhurst cap badge they will wear - will remain: ‘Serve to Lead’. It’s the starting point for everything else.”

Three arrested on suspicion of robbery THREE men have been arrested in relation to several robberies that took place in August. Avardo Pean, 24, Wolbert Ferguson, 29, and Jose Antonio Luciano, 34, were detained on September 3. Luciano is assisting police with an investigation of an aggravated burglary that

occurred in Kew Town on August 26. Pean is assisting police with an investigation of a burglary that took place in Kew Town on August 25. Anyone with information on any of these incidents can call 911 or Crime Stoppers confidentially on 1-800-8477.

HMS Medway docks in Grand Turk ROYAL Navy Ship HMS Medway docked in Grand Turk last week before returning to its patrolling duties throughout the Caribbean. The ship delivered disaster relief equipment to bolster TCI’s overall preparedness during this stop-over from August 31 to September 2, according to the Governor’s Office. “Her presence in our waters is an important contribution to our overall maritime security and disaster preparedness,” press officer Damian Wilson wrote. To remain Covid-19 free, TCI’s Chief Medical Officer Nadia Astwood provided health guidance to the ship. It also has its own medical team which regularly monitors personnel. Some crew members disembarked the ship on the recent visit but they did not leave the Grand Turk Cruise Centre property except to use the nearby beach area next to the pier. HMS Medway last docked in Grand Turk in July – during which time Governor Nigel Dakin and Premier Sharlene Cartwright Robinson paid a visit. They were flown to Grand Turk on July 23 on 203 Flight Wildcat helicopter, which is stationed in the TCI to help with immigration, police and emergency issues. The ship’s senior officer Lieutenant Commander Andy Rowlands met with the visitors

Following his visit Governor Dakin said: “Having the right relationships in place between TCI and those that can come and support, before that support is needed, is time well spent.” He explained that the TCI has provided a “much welcome” staging post to allow Medway and Argus crew to rotate. “…and also, in this case, an opportunity for the Covid-19 free crew to stretch their legs, or enjoy snorkelling or swimming off our amazing beaches. HMS Medway, which is stationed in the Caribbean for several years, has a crew of about 55 but this can be reinforced to more than 100, with troops to support post hurricane as required. The ship is part of a wider naval task force of which RFA Argus, with its compliment of four helicopters, one of which has been left in the TCI, forms a part. The Wildcat Mark 2 helicopter is stationed in the territory by Flight Observer Lieutenant Smith. It is being flown in support of the Royal TCI Police Force as they continue maritime security patrols. With the advanced surveillance equipment on board, the helicopter can also help to locate and track any illegal drugtrafficking activity, a Royal Navy press release said on July 2.

THE SALT CAY NOTE

Salt Cay, where an almost surreal atmosphere of the old pre-virus days’ normality prevails

The Sounds of Silence

Making sense of the new reality, curfew and travel restrictions

D

ARE I ask, is Salt Cay the last, Covid-19-free bastion of common sense, perseverance and pragmatism? These days it would almost seem so. With the less than encouraging news out of Provo, and increasingly so out of Grand Turk, there prevails on Salt Cay an almost surreal atmosphere of the old pre-virus days’ normality. Sure, people wear masks in public areas and in churches like the Church of God of Prophecy where chairs stand six feet apart and parishioners sanitise their hands and register before the service. And yet everyday life appears to go on as it always has. At around 7am workers head to various building sites, boats and vehicles are worked on and the ferry crew prepares for another trip to the capital. From afar, until you see the masked faces, you really wouldn’t notice much of a difference between September 2019 and September 2020 on Salt Cay. Whereas the curfew may be a struggle for residents of Providenciales and Grand Turk, on Salt Cay it’s almost gone unnoticed - for good reason. This being an island where donkeys, cows and chickens easily outnumber humans 4:1; Saltans are habitually early risers - they really have no other choice. Come 5am, if your neighbourhood rooster hasn’t

woken you up with a hearty crow, rest assured the brays of the donkey dawn parade will. Consequently, you’ll seldom meet anyone out and about after 8pm. Early nights on Salt Cay are a way of life curfew or no curfew. The one noticeable change to the Salt Cay routine has been a return to the lockdown ferry schedule and a need to submit an application for a travel permit. This has proven to be a challenge of sorts. While it is absolutely necessary, indeed critical, to control the flow of traffic between Provo and Grand Turk, the nine-mile ferry trip from Salt Cay to Grand Turk has always been ‘essential’. This is the most important lifeline the

island has for its supplies of food, fuel and other provisions. So, when the initial emails with requests for travel permits were left unanswered, the district administration, in conjunction with the ferry operator, made the decision to let persons travel under the strict proviso they presented copies of their applications, abided by social distancing measures and wore masks. This action was as pragmatic as it was wise, and I commend them for it. After a few days of noncommunication, travel permits started to be issued. And yet despite the admirable fortitude, the ‘stiff upper lip’ mentality and perseverance of the Salt Cay people, there is one striking difference between the current situation and the lockdown in March. It is noticeable on the faces of residents, in the questions they ask, the worries they express. It is, unlike in March, the stark realisation that Covid-19 has a firm toehold on Grand Turk which is causing perceivable apprehensiveness on Salt Cay, especially among the elderly. No one is panicking. On the contrary people are really quite stoic, but the concern - for some it may be fear - is palpable. Sometimes you can tell more about a situation from what is not being said about it. I sensed this last week when I was speaking with a health professional on Grand Turk. After asking them how they viewed

the current situation, especially on Grand Turk, the combination of “I am trying to keep my hopes up” and their face expression, spoke volumes and didn’t really require any further elaboration. This is serious and worse is yet to come. Back in Salt Cay, the ‘sounds of silence’ from TCI officialdom have also not gone unnoticed. Said one retired resident to me: “Our Nigel seems to have gone quiet.” Indeed, one cannot help but feel that the premier/governor duet of the early lockdown days appears to have been dropped. No more finishing of one another’s sentences, the selfies on social media and the well written joint speeches. I am not a political person and I’ll be the last to advise anyone how to manage a pandemic; let’s leave that to the experts. The unrelenting stress of last six months has no doubt exhausted everyone in the country and yes this includes the people at the top. They are only human. The lyrics of the song ‘Sounds of Silence’ speak of “people talking without speaking” and “people hearing without listening”. Now more than ever, it is crucial that all those in positions of power genuinely listen and learn to communicate effectively again. Daily infection rates and announcements regarding penalties only go so far. It’s time to listen and time to speak - compassionately, because we are ALL in this together.

Premier attends virtual swearing-in of Jamaican PM SHARLENE Cartwright Robinson attended the official swearing-in of prime minister for Jamaica, Andrew Holness, virtually on Monday (September 7). An invitation was extended to the premier to attend the official streamed ceremony, which was held at King’s House in Kingston Jamaica. The premier sent a letter from

the Government and the people of the TCI to congratulate the prime minister on his victory in the Jamaica 2020 general elections. “My Government welcomes the opportunity in the near future, for open discussions and the sharing of ideas that will foster and strengthen socio-economic relations between our countries,” she said.

Beachfront resorts certified eco-friendly TWO all-suite resorts located along Grace Bay have been certified by Green Globe, the worldwide programme for sustainable travel and tourism. Ocean Club and Ocean Club West are the first resorts in the TCI to achieve the prestigious certification thanks to their environmentally focused efforts. Wilbert Mason, Ocean Club Resorts managing director, said the resorts strive to be a happy and healthy travel environment for guests to enjoy in the years and decades to come. “Our team has worked hard to push forward eco-friendly initiatives,” he continued. “We are immensely honoured to be recognised as the first resorts in all of TCI to achieve the Green Globe Certification and we hope to help set the tone for a greener future.” The process of becoming a Green Globe certified hotel includes passing a series of rigorous environmentally friendly tests and

audits to measure effectiveness of sustainable efforts. These are conducted through onsite visits by members of the certification programme. The review process concludes where additional modifications are necessary in order to move forward. A few of the new eco-forward initiatives launched by Ocean Club Resorts include placing cloth reusable shopping bags in each suite and use of LED lighting. The resorts replaced plastic straws with paper and Styrofoam containers with paper boxes, and encouraged guests in each suite to reduce water and energy waste during their stay. “Part of ensuring that our pristine white beaches and turquoise waters remain picturesque for present and future generations to enjoy relies on playing our part in conservation and environmentally friendly efforts,” Mason said. “We are pleased to be a part of conserving our slice of paradise.”

IF YOU are looking for a plant that gives landscapes the lush look of the tropics, the beautiful heliconia is the one. At first glance orange varieties of this plant are often mistaken for orange bird of paradise and the foliage often resemble that of the canna plant. Heliconias bloom in colour combinations of shades of red, pink, orange, yellow, lavender and green. Their tropical flowers range from erect to huge claw-shaped flowers. These plants are not necessarily a good choice for every yard of the Islands. In the right condition, they will spread three feet or more and need an area where they’re allowed to do so, rather than being expected to stay put as a single accent in a mixed and varied bed. Use well defined edging to keep them in bounds - wide landscape blocks or a bed bordered by a walk or drive makes their natural desire to spread easy to control. However, if you have the room, let them naturalise an area for a very unique and tropical look. Most of these tropical

landscape plants grow to about three or four feet tall, though some varieties can get much larger. One of the heliconia called the lobster claw, with its unique clawlike flowers, can grow six-foot tall, and other types as much as 15-foot, but I don’t think it will grow that tall in here. Partial shade is best, but not dark dense shade. Heliconias need regular attention - food, water and to be planted in an area that is protected from winds. When planting add top soil and organic peat humus to the hole. You might also add in composted cow manure to enrich the soil around the plant’s root ball, so they look their best and perform well. Who said it was easy to be beautiful! Trimming isn’t necessary, though you’ll want to keep the area edged to keep these plants from wandering into the lawn. After a number of years, you may need to thin out an overgrown bed. Do this by removing older plants to

give young ones a chance to grow and fill in the space. And remember, regular irrigation is a must. This plant needs water and it needs it often as every day or every second day (as least), though it doesn’t do well in a boggy area. Fertilise three to four times a year, apply a slow-release granular, palm fertiliser or complete all-purpose fertiliser with magnesium for best results. Heliconias can experience iron or magnesium deficiencies, which will be noticeable by yellowing of their leaves. The problem can be corrected by applying to the soil magnesium or iron supplements. Heliconias do not have many problems with insects and pests. The main pests to be aware of on the Islands are mealybugs and scale which can be treated by using systemic liquid insecticide. Follow directions on the label for proper treatment.

Covid-19 has also affected the tourism industry on the Spanish-speaking island. The switch from consumption of protein sources such as beef and pork to chicken is said to be a major factor fuelling the shortage of poultry meat on the market.

Cuba welcomes first tourists in months

Chicken shortage hits Jamaican market

CUBA rolled out the red carpet on Friday for the first planeload of tourists to arrive on the Communistrun island in months as it struggles toward a post-pandemic new normalcy. The import-dependent country has been plunged into crisis and scarcity by tough US sanctions and the COVID-19 outbreak. The arrival was seen as a hopeful sign for tens of thousands of laid-off leisure industry employees, shuttered small businesses and hard-pressed residents in general. An Air Canada plane arrived at midday at the Cayo-Coco airport

RETAILERS and shopkeepers across Jamaica are reportedly rationing chicken due to a shortage of poultry meat in the market place. Shannon West of Molynes Freshly Cut Meat and Grocery said he has no other choice except to limit the amount of chicken that he sells to any one customer. “I usually have the ability to sell a bag or even two, but now I can’t, so you can just imagine the restaurant owners who are depending on us for their livelihood, how they have been disrupted. I limit them to 10 pounds depending on how much I get,” he said. West said since the shortage of chicken hit, customers have been turning to other protein sources such as fish and turkey neck. Small business owner Nickita Smith, who operates a community shop in Arnett Gardens, St Andrew, said she has been struggling to source chicken meat for about two weeks. “As mi get it, it done. Mi usually buy from the wholesale dem a town or have a likkle man a deliver to me, but that kinda slow up. Mi still sell it for $230 a pound but all a di people dem normally want a specific part have to get everything. Right now, the way di ting set, all if a three leg dem a get in a two pound parcel, dem a take it. One time it wasn’t like dat, dem used to ‘cockatie’ and a tell we whe dem want,” she said. The switch from consumption of protein sources such as beef and pork to chicken is said to be a major factor fuelling the shortage of poultry meat on the market. Caribbean Broilers, one of the major producers of chicken meat in Jamaica, said the company is selling more chicken now than it was at the corresponding period last week. “According to our numbers, we sold more chicken meat in August 2020 than we did in the same period last year. This is being done despite

the fact that we don’t have all legs of the economy running at full capacity, for example, the hotel and restaurant industries,” Dave Fairman, president of the Best Dressed Chicken division, said. “There has also been a notable shift in the demand from other animal proteins. Turkey neck for example is now being sold within the same bracket as chicken meat.”

on the northern coast. Air Canada Vacations, the airline’s tour business, said it would now fly weekly to Cuba and biweekly beginning next month. Cuba closed its airports in March due to the pandemic. While some hotels are open under international sanitary regulations at resorts in isolated areas such as Cayo-Coco, there is no indication when Havana and other cities might allow foreign visitors to return. Cuba has managed to control the pandemic in most of the country. But it is currently trying to contain a new outbreak in Havana, along with lesser outbreaks in a few other

provinces. The country has reported nearly 4,300 COVID-19 cases to date and 100 deaths. Canada has long been Cuba’s most important tourist provider, accounting for 1.1 million of the 4.2 million arrivals in 2019, according to the government. Industry revenues were US $2.6 billion last year. The United States bans residents from making tourist trips to Cuba as part of its decades-old trade embargo, but US citizens can still travel to the Caribbean island for other purposes, including education. Tourism Minister Dionisio D’Aguilar is still hoping that the Bahamas tourism sector can return to normal in about one to two years.

Dr Tufton said a minority of these positives will need hospitalisation, and the vast majority will have to home quarantine.

Bahamas: Tourism recovery ‘could take as long as five years’ TOURISM officials are unsure when the sector will likely recover from the COVID-19 pandemic, with Tourism Minister Dionisio D’Aguilar noting some experts believe it could take as long as five years. “Twelve, 18, 24 months, a number of people are saying it could take as long as five years to get back to pre-COVID levels but I remain optimistic,” he said yesterday. “I’m still going to stay with my 18 to 24 months (projection) and we’ll see where the cookie crumbles. Obviously it’s a guess at this stage. Things might change markedly when a vaccine is rolled out so we’ll have to see how events unfold in the upcoming months.” Mr D’Aguilar referenced the

significant decline in visitor arrivals the country has had during the first six months of the year, saying it has gone “from a record 3.9 million arrivals in 2019 to 1.7 million in 2020.” “This 56 percent reduction in our tourism business could not be avoided, owing to the shutdown of both the cruise and airline industries in late March alongside a recent resurgence of COVID-19 in many of our key markets,” he added. As tourism officials gear up for reopening the sector, Mr D’Aguilar said he is awaiting word on when mega-resorts Atlantis and Baha Mar will reopen. “I have been in a number of discussions with the CEOs of

September 12-18, 2020

Atlantis and Baha Mar to ascertain what their current thinking is about reopening and I am hoping they will make some announcements, very soon, with concrete opening dates. Naturally, given the enormous amount of resources required to relaunch properties of their respective sizes, they want to be assured of an economically sustainable customer base when they reopen. As such, they are assessing a myriad of issues, mostly relating to the state of the pandemic in their core market, the United States, before they commit to an opening announcement,” he said. As for the cruise sector, Mr D’Aguilar said there is “no good news to report”.

1.5 million Jamaicans could contract COVID-19 MINISTER of Health Dr Christopher Tufton says based on modelling, up to 1.5 million Jamaicans may contract COVID-19. Dr Tufton said a minority of these positives will need hospitalisation, and the vast majority will have to home quarantine. “The more positive cases we have, the more people will have to get well at home once they’re asymptomatic,” he said. “The overwhelming majority will have no need to be placed in a hospital setting. They can stay at home, once they have somewhere to isolate… they will get well over time.” There are currently 2,096 active cases of COVID-19 being monitored, with Dr Tufton announcing last week that the country had entered the community spread phase.

“Assume that everyone you come in contact with is a positive COVID-19 case,” Dr Tufton warned. “Cases are going to pop up any and everywhere.” Meanwhile, the country now has 34 deaths from COVID-19, doubling over the last two weeks, Prime Minister Andrew Holness said this evening at a virtual press conference. He said people 70 and older need to be particularly careful, as of the 34 deaths, 19 were people aged 70 and older. Fifteen of the deaths were people below 70, and 15 had comorbidities and other risk factors. “Younger people also need to be sensitive,” Holness said. “While you may be asymptomatic, you may pass on the virus to your mother or grandmother.”

Slaying of teenage boys in Guyana lead to murders, protests and rioting THE gruesome killing of two black teenage boys has led to two murders, protests and rioting in Guyana’s county of Berbice. The young boys, who went to pick coconuts on a farm, were chopped to death and their bodies mutilated. The incident has received widespread condemnation, but decades of divide in the South American nation has reignited racial tension. Up to Wednesday, seven persons were in police custody in relation to the killing of cousins Joel Henry, 19, and Isaiah Henry, 16, both of Number Three Village, West Coast Berbice, but Police were yet to divulge any names of the alleged perpetrators or to confirm if they were indeed suspects. Meanwhile, a house and a barbershop were burnt by protesters and according to local media a 17-year-old boy, purported to be the

happened on Wednesday afternoon when a 34-year-old man reported

shot at protestors, only to be beaten to death afterwards. Persons were also robbed and beaten, while roads were blocked and vehicles stoned. New president Irfaan Ali, who came into power last month after a six-month election crisis, has called for calm and indicated that his government will do all that is possible to bring the culprits to justice. He referred to the killing of the Henry cousins and Singh as barbaric and noted that criminal elements were involved in the protests. “The criminals who are robbing people, the criminals who are beating people, the criminals who are chopping people, need to be brought to justice also. There is no other way to describe this. It is criminality, it has nothing to do with standing up for justice.

“Raping people’s children, robbing people, trampling upon other rights, beating people, damaging property of innocent people, has nothing to do with justice. It is selfish, destructive and a flagrant disregard for the rule of law and the rights of people,” Ali said. The president also indicated that he would seek British and UN help and conduct a Commission of Inquiry into the incidents. Tensions however remain high, mostly due to the mistrust between the two main ethnicities, AfroGuyanese (African descendants) and Indo-Guyanese (Indian descendants), who have traditionally supported the main opposition the APNU/AFC and the current government the PPPC respectively. Neither trust the other and with the country becoming an oil nation, stakes are at an all-time high.

Jamaica’s first woman president of the senate dies

Prime Minister Dr Hubert Minnis speaking in Grand Bahama on Monday.

Restrictions eased for Grand Bahama and number of islands With a 75 percent drop in COVID-19 infections reported on Grand Bahama, Prime Minister Dr Hubert Minnis commended Grand Bahamians for their “community spirit, sacrifice and discipline” which have resulted in significantly reducing the spread of coronavirus on the island. Dr Minnis thanked the people of Grand Bahama for their cooperation during the lockdowns, and said their sacrifice made a “tremendous difference”. “I came here to personally thank the people of Grand Bahama for your cooperation during the various lockdown periods, he said on Monday at a press conference at the Office of the Prime Minister in the Harold DeGregory Government Complex. “Your actions and community spirit made an extraordinary difference in arresting the community spread of COVID-19. “Thank you for your sacrifices; thank you for your determination; thank you for your resilience during this most difficult time. I know it has been very hard for so many people. But your sacrifices and discipline have made a tremendous difference.” The PM stressed residents must keep following the rules: washing and sanitizing hands regularly, wearing of masks properly over the nose and mouth, practising social distancing and not attending mass gatherings. “COVID-19 will be part of our lives for some time. We have to learn to live with it,” he said. “We must strike the responsible balance between keeping our economy open and practicing the public health measures, so the spread of the virus is kept as low as possible,” explained Dr Minnis. Keeping the virus suppressed, he said will bring about more normalcy to the lives of Bahamians. While in GB, the PM also announced updates to the ongoing and phased reopening of the country and the economy, including a number of changes to the Emergency Orders.

A number of amendments to the Emergency Orders will apply to all islands in the Second Schedule, except for New Providence, where work is still needed to lower the community spread of COVID-19. These changes apply to Grand Bahama, Abaco, Acklins, Andros, the Berry Islands, Bimini, Cat Island, Crooked Island, Eleuthera, Exuma, Inagua and Mayaguana. Dr Minnis said businesses, agencies, establishments and institutions will be able to operate subject to the safety protocols, with few exceptions that are high risk activities. The high-risk prohibited businesses, he noted, continues to be casinos, bars, discos, cinemas, gyms, regattas, festivals and similar activities. According to the new amendments, retailers will be able to offer in-store services. Restaurants can now offer indoor dining services, provided they follow the physical distancing, mask wearing and sanitization protocols in the Orders. Fish Fry establishments will continue with take away and curbside services only. Said the PM: “The changes announced today mean that businesses that had not been permitted to open or that were opened with restrictions may now operate, following the public health measures. They may determine their operating hours, operating from 5 am until 10 pm, except for New Providence.” Dr Minnis stressed the risk of spreading COVID-19 is higher with regard to indoor activities, and lower in regard to outdoor activities. This, he explained, is the reason why they have continued to make certain distinctions in terms of outdoor and indoor activities. In terms of social gatherings in keeping with these distinctions, he stated residents on all islands in the second schedule, except for New Providence, may have small social gatherings of up to a maximum of 10 people in a safe manner.

PRIME Minister Andrew Holness has described, Jeanette GrantWoodham, the first woman to hold the position of President of the Senate, as a “trailblazer’ as he expressed condolences to her family and friends “of this great Jamaican woman. “Jeanette Grant-Woodham is a trailblazer. She can attach the words, ‘first woman to ever’, to many of her accomplishments in the areas of politics and education,” he said, adding that she had “pushed boundaries, broke barriers, and did the seemingly impossible. May her soul rest in peace”. A statement issued by the Senate President, Thomas Tavares-Finson, on Tuesday did not indicate the cause of death, but noted that she “was a warm individual who gave unparalleled service to the people of Jamaica”. Grant-Woodham, 82, was appointed to the Senate in 1980. She was elected deputy president in 1980 and was elevated to the presidency from 1984-1986. She also served as Minister of State in the Ministry of Foreign Affairs, Trade and Industry. She was also the first principal

CARICOM congratulates Jamaican PM Holness on landslide victory THE Secretary-General of the Caribbean Community (CARICOM), Irwin LaRocque has told Jamaica’s Prime Minister Andrew Holness that the margin of his victory in the September 3 general election “is a clear indication that Jamaicans are satisfied with your leadership over the past term”. Holness led the ruling Jamaica Labour Party (JLP) to its first-ever consecutive victory in a general election since 1967 when it trounced the main opposition People’s National Party (PNP) by a 48-15

margin. In his congratulatory message in which he gave Prime Minister Holness the assurance of CARICOM’s full support, LaRocque said Jamaicans are also satisfied with “ the prospects for their future based on the policies and programmes that your administration has been advancing. “As you begin this new term of office, you can be assured that the Caribbean Community and its Secretariat offer full support, as your government continues its efforts to

further the development of Jamaica to the benefit of its citizens and the wider Community. “I look forward to welcoming you once again as a member of the Conference of Heads of Government as you continue your service to Jamaica and the Region,” the Secretary-General said. Jamaica is the latest CARICOM country to have held general elections this year, following Guyana, St. Kitts-Nevis, Suriname, Trinidad and Tobago and the British Overseas Territory of Anguilla.

Brexit: EU threatens legal action over UK changes to divorce deal THE EU has threatened the UK with legal action if it does not ditch a bill to override key parts of the Brexit divorce deal “by the end of the month”. In a statement following emergency talks between the two sides, the EU said the bill “seriously damaged trust between the EU and the UK”. The UK government said its Parliament was sovereign and could pass laws which breach the UK’s treaty obligations. Meanwhile, trade talks between UK and EU officials continue in London. The source of the EU’s concern is Prime Minister Boris Johnson’s proposed Internal Market Bill, which was published on Wednesday. It addresses the Northern Ireland Protocol - an element of the withdrawal agreement designed to prevent a hard border returning to the island of Ireland. The bill proposes no new checks on goods moving from Northern Ireland to Great Britain. It gives UK ministers powers to modify or “disapply” rules relating to the movement of goods that will come into force from 1 January, if the UK and EU are unable to strike a trade deal. The publication of the bill prompted emergency talks between Cabinet Office minister Michael Gove and European Commission Vice-President Maros Šefcovic. Following the discussions, the EU issued a strongly-worded statement

Groups of more than six will have to adjust their holiday plans under the rough new rule, unless they are from the same household.

The two sides are trying to iron out the agreement.

warning that the withdrawal agreement was a legal obligation, adding that “neither the EU nor the UK can unilaterally change, clarify, amend, interpret, disregard or disapply the agreement”. The EU rejected the UK’s arguments that the bill is designed to protect peace in Northern Ireland arguing that “it does the opposite”. Mr Šefcovic said that if the bill were to be adopted, it would constitute an “extremely serious violation” of the withdrawal agreement and of international law. He urged the government to withdraw the bill “by the end of the month”, adding that the withdrawal agreement “contains a number of mechanisms and legal remedies to address violations of the legal obligations contained in the text which the European Union will not

be shy in using”. Issuing its own robust response, the UK government said it would “discharge its treaty obligations in good faith”, but added that “in the difficult and highly exceptional circumstances in which we find ourselves, it is important to remember the fundamental principle of parliamentary sovereignty”. “Parliament is sovereign as a matter of domestic law and can pass legislation which is in breach of the UK’s treaty obligations. Parliament would not be acting unconstitutionally in enacting such legislation. “Treaty obligations only become binding to the extent that they are enshrined in domestic legislation. Whether to enact or repeal legislation, and the content of that legislation, is for Parliament and Parliament alone.”

Coronavirus: ‘rule of six’ to apply in England from Monday SOCIAL gatherings of more than six people will be illegal in England from Monday - with some exemptions - amid a steep rise in coronavirus cases. The law change will ban larger groups meeting anywhere socially indoors or outdoors, the government said. But it will not apply to schools, workplaces or Covid-secure weddings, funerals and organised team sports. It will be enforced through a £100 fine if people fail to comply, doubling on each offence up to a maximum of £3,200. The new rules - which come into force on 14 September - mark a change to England’s current guidance. At present, the guidance says two households of any size are allowed to meet indoors or outdoors, or up to

six people from different households outdoors. Until now the police have had no powers to stop gatherings unless they exceeded 30. Prime Minister Boris Johnson will give further details of the changes at a Downing Street news conference at 16:00 BST on Wednesday, alongside senior advisers Prof Chris Whitty and Sir Patrick Vallance. “One of the pieces of feedback we had including from the police was that we needed the rules to be super simple so that everybody knows what they are,” said Health Secretary Matt Hancock. “And now this will now be rigorously enforced by the police.” Mr Hancock told BBC Breakfast: “This is really simple. Gatherings are ok, they should be socially distanced of course, but groups only of up to six.”

Indian grandmother, 86, raped in ‘merciless’ attack A man in his 30s has been arrested in Delhi for the rape of an 86-yearold grandmother, a crime that has shocked India. The attack took place Monday evening local time when the suspect approached the victim — neither party has been named — as she waited for the milkman outside her home, Swati Maliwal, head of the Deli Commission for Women, told the BBC Wednesday. “He told her that her regular milk delivery man wasn’t coming and offered to take her to the place where she could get milk,” said Maliwal, who called on the Delhi High Court to hang the suspect within six months. Instead, the suspect reportedly took the elderly woman to a farm and raped her. The survivor “kept crying and begging” the man to stop, even trying to compare herself to his own grandmother, according to reports.

He “assaulted her mercilessly when she tried to resist and protect herself” until passersby heard the woman’s screams and came to the rescue, bringing the suspect to authorities. On Tuesday, Maliwal visited the survivor, who she said is bruised and contending with “extreme trauma.” Additionally, the survivor told Maliwal she had suffered vaginal bleeding. She wrote to Delhi High Court’s chief justice as well as Delhi’s lieutenant governor, urging them to “fast-track the case” and execute the attacker, who she said is “not human.” The country has made headlines for sexual violence and rape since at least 2012, following the gangrape of a 23-year-old student. She succumbed to her injuries within days. The four accused of the heinous crime were hanged in March. Despite the spotlight on crimes

against Indian women, the number of rapes has only increased. In 2018, the National Crime Records Bureau found that Indian

authorities recorded nearly 34,000 rape cases, which translates to about one rape for every 15 minutes. As many victims might not report their

attack, the true figures are believed to be significantly higher. “I have met a month-old girl and women in their 60s who’ve been raped,” said women’s activist Yogita Bhayana, who works for the People Against Rapes in India organization, which works with survivors. This year alone has seen several gruesome attacks on women and girls. A 19-year-old female coronavirus patient was allegedly raped by an ambulance driver en route to the hospital over the weekend, The Indian Express reports. Two men were arrested last month for the rape and murder of a 13-yearold girl, whose body was left in a sugarcane field. A six-year-old girl was kidnapped and raped in April in an attack that left her eyes severely injured, which authorities believe was to stop her from identifying her attacker. (NYDailynews)

Whistleblower accuses Trump appointees of downplaying Russian interference

Patriarch Filaret, 91, made headlines in March when he told a Ukrainian TV channel that the coronavirus crisis was “God’s punishment for the sins of men, the sinfulness of humanity.”

Church leader who called Covid-19 ‘God’s punishment’ for same-sex marriage tests positive A PROMINENT Ukrainian church leader who previously said the Covid-19 pandemic was “God’s punishment” for same-sex marriage has tested positive for the virus. Patriarch Filaret, head of the Ukrainian Orthodox Church--Kiev Patriarchate, is reportedly stable and undergoing treatment. The church announced in a Facebook post on September 4 that Filaret had tested positive for Covid-19. “His Holiness Patriarch Filaret is especially grateful to everyone who shows his love and support in prayers for his health,” the church said in a statement on Tuesday. “Today the state of health of Patriarch Filaret is stable, treatment continues. We ask you to continue to pray for His Holiness Patriarch Filaret, so that the All-Merciful and Almighty Lord God will heal the Patriarch and heal him from his illness.” The 91-year-old made headlines in March when he told a Ukrainian TV channel that the coronavirus crisis was “God’s punishment for the sins of men, the sinfulness of humanity.” “First of all, I mean same-sex marriage,” he added. The Ukranian LGBTQ+ group Insight sued the leader following his comments, saying his words could potentially fuel hate and discrimination. The lawsuit called for an apology from Filaret and a retraction from him and the TV channel, the Thomson Reuters Foundation reported. “Our aim is to show people that there is no longer place for such statements from church leaders in

Ukraine,” Olena Shevchenko, head of Insight, told the organization in April. Amnesty International Ukraine condemned Filaret’s comments at the time. “Such statements ... are very harmful because they could lead to increased attacks, aggression, discrimination and acceptance of violence against certain groups,” Maria Guryeva, a spokeswoman for the organization, told the Thomson Reuters Foundation. The church responded to the lawsuit, saying, “As the head of the church and as a man, the Patriarch has the freedom to express his views, which are based on morality.” The Ukrainian Orthodox Church-Kiev Patriarchate is one of the largest Christian denominations in the country. Members of the Kiev Patriarchate made up about 25% of Ukraine’s 27.8 million Orthodox believers in 2016, according to the Ukrainian think tank Razumkov Centre. Relationships between people of the same sex are legal in Ukraine, although the country does not currently recognize same-sex marriage, according to the LGBT database site Equaldex. Ukraine ranked 35 out of 49 countries in a ranking of European countries for LGBTQ+ friendliness, according to the European region of the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA-Europe). As of Wednesday, there have been more than 143,000 confirmed cases of Covid-19 in Ukraine. Nearly 3,000 people have died. (CNN)

A WHISTLEBLOWER is alleging that top political appointees in the Department of Homeland Security repeatedly instructed career officials to modify intelligence assessments to suit President Donald Trump’s agenda by downplaying Russia’s efforts to interfere in the US and the threat posed by White supremacists, according to documents reviewed by CNN and a source familiar with the situation. The whistleblower claims that acting DHS Secretary Chad Wolf instructed DHS officials earlier this year to “cease providing intelligence assessments on the threat of Russian interference” and, instead, focus their efforts on gathering information related to activities being carried out by China and Iran. Trump and several of his top national security advisers have repeatedly sought to emphasize the threat posed by China in recent months while downplaying the intelligence community’s warnings related to Russian interference in the 2020 election. DHS did not immediately respond to CNN’s request for comment regarding allegations that Wolf and Senior Official Performing the Duties of the Deputy Secretary Ken Cuccinelli ordered officials to change intelligence assessments for political reasons but have broadly

denied either man took actions that constitute as an abuse of power, as stated in the complaint. The complaint also alleges that Wolf and Cuccinelli, both Trump appointees, directed officials to change intelligence assessments to ensure they matched up with misleading public comments from Trump about Antifa and “anarchist” groups, according to a complaint filed with the DHS inspector general. Separately, both Wolf and Cuccinelli also tried to alter a report to downplay the threat posed by White supremacists and instead emphasize the role of leftist groups due to concerns about how the initial language would reflect on the President, according to a source familiar with the claims raised by the whistleblower. The allegations were raised in a complaint filed recently by Brian Murphy to the DHS inspector general. Murphy previously oversaw the intelligence division at the department but was reassigned this summer after it was revealed his office had gathered intelligence reports on two US journalists. Murphy claims that his reassignment was retaliatory and motivated by political considerations -- amounting to an abuse of authority by Wolf. But if true, the actions detailed in the complaint mark yet another

example of Trump officials attempting to adjust or minimize intelligence that does not align with the administration’s political priorities. “The whistleblower retaliation complaint filed by former Acting Under Secretary for Intelligence and Analysis Brian Murphy outlines grave and disturbing allegations that senior White House and Department of Homeland Security officials improperly sought to politicize, manipulate, and censor intelligence in order to benefit President Trump politically. This puts our nation and its security at grave risk,” Rep. Adam Schiff, chairman of the House Intelligence Committee, said in a statement following CNN’s reporting. “Mr. Murphy’s allegations are serious — from senior officials suppressing intelligence reports on Russia’s election interference and making false statements to Congress about terrorism threats at our southern border, to modifying intelligence assessments to match the President’s rhetoric on Antifa and minimizing the threat posed by White supremacists. We have requested Mr. Murphy’s testimony before the Committee, pursuant to subpoena if necessary, alongside other already scheduled interviews with other DHS officials,” he said. (CNN)

States across the US Pacific Northwest are currently battling record-breaking wildfires.

California wildfire: Three killed in explosive inferno THREE people have died in a California wildfire that has forced thousands from their homes, authorities say. The sheriff of Butte County, north-east of San Francisco, said two people were found dead at one location and a third elsewhere. One of the three was a motorist who was apparently trying to escape

the Bear Fire, police told local media. States across the US Pacific Northwest are currently battling record-breaking wildfires. California - which is in the middle of a 20-year mega-drought - is experiencing more than two dozen wildfires, including three of its five largest ever. The latest deaths mean that fires

in the state have now killed at least 11 people since last month. More than 2.3m acres have been burned this year in the state. California Highway Patrol Officer Ben Draper told the East Bay Times that one of the fatalities discovered on Wednesday was someone who seemed to have been trying to flee the wildfire.

It is highly unlikely that food is a source of COVID-19 contamination, experts say A TEAM of experts on food contamination says it is highly unlikely that food is a source of Covid-19 transmission. The International Commission on Microbiological Specifications for Foods (ICMSF) looked at the evidence that coronavirus might be carried on food or its packing and found very little.

Their finding mirrors earlier reporting from the US Food and Drug Administration that there is no real risk of getting the virus that causes Covid-19 from food or food packaging. “To date, there has not been any evidence that food, food packaging or food handling is a source or important transmission route for SARS-

up to 24 hours on cardboard and up to two to three days on plastic and stainless steel,” said Jamie Lloyd-Smith, a scientist who studied how long SARS-CoV-2, the virus that causes Covid-19, might remain on various surfaces. Link between vitamin D deficiency and COVID-19 gets stronger VITAMIN D, also known as the sunshine vitamin, is vital for maintaining healthy bones. But this fat-soluble vitamin also plays a pivotal role in boosting the function of your immune system. Therefore, vitamin D deficiency may weaken your immune system and make you more vulnerable to infections, including the deadly COVID-19. There is emerging evidence to support the link between vitamin D deficiency and COVID-19 infection. A low vitamin D level has been found in many COVID-19 patients. Another research has found an association between vitamin D deficiency and the likelihood of becoming infected with the novel coronavirus. For the new study, researchers at UChicago Medicine looked at 483 patients whose vitamin D levels were measured within a year before being tested for COVID-19. They found that patients who had vitamin D deficiency were almost twice as likely to test positive for COVID-19 when compared to patients who had necessary levels of the vitamin in

their body. Vitamin D supplements have previously been linked to a lower risk of viral respiratory tract infections. The new study suggests this may be true for the COVID-19 infection as well, noted David Meltzer, MD, PhD, Chief of Hospital Medicine at UChicago Medicine and lead author of the study. Meltzer and his team stressed the

need for more studies to determine whether Vitamin D supplementation can reduce the risk of severe COVID-19 cases and what dosage would be most effective. VITAMIN D DEFICIENCY AND COVID-19 MORTALITY A study, which was published in the journal Aging Clinical and Experimental Research in May this

year, had linked low levels of vitamin D with a higher mortality rate among COVID-19 patients. The researchers then noted that older adults are mostly deficient in vitamin D, and that makes them more vulnerable to the COVID-19 infection. According to them, low average vitamin D levels among the population in northern European countries like Spain and Italy may be a reason why they are facing high COVID-19 mortality rates. Vitamin D prevents white blood cells from producing too many cytokines, proteins that activate our immune cells. Excess of these proteins leads to inflammation, which worsens the COVID-19 infection. So, it is important to ensure that your body’s vitamin D reserve is sufficient to prevent COVID-19 infection and complications. HOW MUCH VITAMIN D SHOULD YOU TAKE? Vitamin D is easily synthesized by our body when the skin gets exposed

to sunlight. But as most people are spending maximum time indoors, vitamin D deficiency is becoming very common today. The 25-hydroxy vitamin D test is the most accurate way to monitor vitamin D levels in your body. Based on the amount of 25(OH)D in your blood, it is considered: Sufficient: 25(OH) D greater than 20 ng/ml Insufficient: 25(OH)D less than 20 ng/ml Deficient: 25(OH)D less than 12 ng/ml To maintain sufficient blood levels, the recommended daily intake of vitamin D is 400–800 international units per day (IU/day), or 10–20 micrograms. However, some studies suggest a higher daily intake of 1000–4000 IU (25–100 micrograms) for optimal blood levels (above 30 ng/ml). Wondering how to increase your vitamin D intake? Get some sunlight, eat foods that contain vitamin D (fatty fish like salmon, fish liver oils, egg yolks, fortified foods) or take supplements. (Thehealthsite)

A Bizarre form of water may exist all over the universe RECENTLY at the Laboratory for Laser Energetics in Brighton, New York, one of the world’s most powerful lasers blasted a droplet of water, creating a shock wave that raised the water’s pressure to millions of atmospheres and its temperature to thousands of degrees. X-rays that beamed through the droplet in the same fraction of a second offered humanity’s first glimpse of water under those extreme conditions. The x-rays revealed that the water inside the shock wave didn’t become a superheated liquid or gas. Paradoxically—but just as physicists squinting at screens in an adjacent room had expected—the atoms froze solid, forming crystalline ice. “You hear the shot,” said Marius Millot of Lawrence Livermore National Laboratory in California, and “right away you see that something interesting was happening.” Millot co-led the experiment with Federica Coppari, also of Lawrence Livermore. The findings, published this week in Nature, confirm the existence of “superionic ice,” a new phase of water with bizarre properties. Unlike the familiar ice found in your freezer or at the north pole, superionic ice is black and hot. A cube of it would weigh four times as much as a normal one. It was first theoretically predicted more than 30 years ago, and although it has never been seen until now, scientists think it might be among the most abundant forms of

water in the universe. Across the solar system, at least, more water probably exists as superionic ice—filling the interiors of Uranus and Neptune—than in any other phase, including the liquid form sloshing in oceans on Earth, Europa and Enceladus. The discovery of superionic ice potentially solves decades-old puzzles about the composition of these “ice giant” worlds. Including the hexagonal arrangement of water molecules found in common ice, known as “ice Ih,” scientists had already discovered a bewildering 18 architectures of ice crystal. After ice I, which comes in two forms, Ih and Ic, the rest are numbered II through XVII in order of their discovery. (Yes, there is an ice IX, but it exists only under contrived conditions, unlike the fictional doomsday substance in Kurt Vonnegut’s novel Cat’s Cradle.) Superionic ice can now claim the mantle of ice XVIII. It’s a new crystal but with a twist. All the previously known water ices are made of intact water molecules, each with one oxygen atom linked to two hydrogen atoms. But superionic ice, the new measurements confirm, isn’t like that. It exists in a sort of surrealist limbo, part solid, part liquid. Individual water molecules break apart. The oxygen atoms form a cubic lattice, but the hydrogen atoms spill free, flowing like a liquid through the rigid cage of oxygens.

The discovery of superionic ice potentially solves the puzzle of what giant icy planets like Uranus and Neptune are made of.

Experts say the discovery of superionic ice vindicates computer predictions, which could help material physicists craft future substances with bespoke properties. And finding the ice required ultrafast measurements and fine control of temperature and pressure, advancing experimental techniques. “All of this would not have been possible, say, five years ago,” said Christoph Salzmann at University College London, who discovered ices XIII, XIV and XV. “It will have a huge impact, for sure.” Depending on whom you ask, superionic ice is either another addition to water’s already cluttered array of avatars or something even stranger. Because its water molecules

break apart, said physicist Livia Bove of France’s National Center for Scientific Research and Pierre and Marie Curie University, it’s not quite a new phase of water. “It’s really a new state of matter,” she said, “which is rather spectacular.” PUZZLES PUT ON ICE Physicists have been after superionic ice for years—ever since a primitive computer simulation led by Pierfranco Demontis in 1988 predicted water would take on this strange, almost metal-like form if you pushed it beyond the map of known ice phases. Under extreme pressure and heat, the simulations suggested, water molecules break. With the oxygen

atoms locked in a cubic lattice, “the hydrogens now start to jump from one position in the crystal to another, and jump again, and jump again,” Millot said. The jumps between lattice sites are so fast that the hydrogen atoms—which are ionized, making them essentially positively charged protons—appear to move like a liquid. This suggested superionic ice would conduct electricity, like a metal, with the hydrogens playing the usual role of electrons. Having these loose hydrogen atoms gushing around would also boost the ice’s disorder, or entropy. In turn, that increase in entropy would make this ice much more stable than other kinds of ice crystals, causing its melting point to soar upward. But all this was easy to imagine and hard to trust. The first models used simplified physics, hand-waving their way through the quantum nature of real molecules. Later simulations folded in more quantum effects but still sidestepped the actual equations required to describe multiple quantum bodies interacting, which are too computationally difficult to solve. Instead, they relied on approximations, raising the possibility that the whole scenario could be just a mirage in a simulation. Experiments, meanwhile, couldn’t make the requisite pressures without also generating enough heat to melt even this hardy substance. (Wired. com)

Probiotics may help manage childhood obesity, study finds MORE than 340 million children and adolescents, globally, were overweight or obese in 2016, meaning they’re at greater risk for obesity and disease later in life, and even early death. One solution to the growing burden could be found by turning attention to kids’ gut health. In combination with a caloriecontrolled diet, the probiotic strain Bifidobacterium breve may help children and adolescents with obesity lose weight, according to a small study to be presented Monday at e-ECE 2020, the 22nd European Congress of Endocrinology. Our gut microbiota are a dynamic population of more than 100 trillion microorganisms within our gastrointestinal tract, and they’re responsible for maintaining immune function, normal metabolism and protection against pathogens. Diet has been considered a key driver of gut microbiota, and imbalances in the microbiota have been linked with diseases and infections. Probiotics consist of live bacteria and other microorganisms “that are intended to have health benefits when consumed or applied to the body” and can be found in yogurt, other fermented foods and dietary supplements, according to the US National Center for Complementary and Integrative Health. Similar to or the same as the microorganisms naturally present within our bodies, some bacteria of these probiotics can help aid digestion, vitamin production and destruction of disease-causing cells.

The probiotic strain Bifidobacterium breve may help children and adolescents with obesity lose weight

Bifidobacteria are one of the most common bacteria used in probiotics since they naturally live in our stomachs and intestines and protect against pathogens, regulate our immune system and provide nutrients by breaking down carbohydrates and fiber. This strain also produces shortchain-fatty-acids, which also play an important role in regulating gut health, hunger and weight. Prior research used mixtures of probiotic strains to assess the effect on obesity management, so the authors of the current study sought to find out what happened when they administered Bifidobacteria alone. PROBIOTICS FOR WEIGHT MANAGEMENT The authors studied 100 children and adolescents between ages 6 and 18 with obesity and insulin resistance — a condition in which

cells in the muscles, fat and liver don’t respond well to insulin and can’t easily absorb blood glucose, so the pancreas produces more insulin to help glucose enter the cells. The reduced absorption creates a buildup of glucose in the blood over time, potentially setting the stage for the onset of type 2 diabetes. All children were on a Mediterranean-style diet with a calorie limit tailored to their needs, said the study’s lead author, Dr. Flavia Prodam, an associate professor in clinical nutrition in the department of health sciences at the University of Piemonte Orientale in Italy. Children then received either the probiotic for eight weeks or a placebo. Both groups ultimately experienced a reduction in body mass index, waist circumference, blood pressure, insulin resistance

and concentrations of E. coli bacteria in their guts. The participants who took probiotics, however, saw greater results in weight loss, insulin sensitivity and reduced E. coli concentrations. That the effects of the probiotics continued for a few weeks after children stopped taking it is an unusual finding for studies on probiotics, said Dr. Christopher Moran, a pediatric gastroenterologist and director of the Pediatric Gastroenterology and Nutrition Fellowship at MassGeneral Hospital for Children in Boston, who wasn’t involved in the study. “Many studies show that when you stop taking the probiotic, it vanishes in the intestines and doesn’t have long-lasting (effects),” added Moran, who is also an assistant professor of pediatrics at Harvard Medical School. SUPPORTING YOUR CHILD’S GUT HEALTH Parents interested in caring for their child’s gut microbiota for weight management or overall health can look to whole food sources. Many fermented foods and cultured dairy products — such as yogurt, kefir, goat milk, aged cheeses, kimchi, miso and sauerkraut — contain living probiotics. Packaged foods can contain single or multiple probiotic strains, but the ingredients label can delineate which strains are present and whether they’re live and active. Foods such as “wheat, onion,

banana, garlic and leek” can also feed the Bifidobacteria in our guts, Prodam said. Whether children have more or less of certain probiotic strains can be genetically and environmentally predisposed, Moran said — but microbiota composition can also be “directly dependent on eating particular foods, including changes in the microbiota when we eat overly processed foods.” “Eating a varied diet and avoiding lots of processed foods is the most important thing,” Moran added. “The more processed foods that you eat, the more likely you are to have a bad effect on the microbiome. That could potentially lead to obesity but also potentially (gastrointestinal) distress and inflammatory conditions of the GI tract such as Crohn’s disease.” THE UNKNOWNS OF PROBIOTICS Additional, longer studies are necessary for greater understanding of how probiotic supplements could modify the gut microbiota, and therefore metabolism and weight. “There is data that already exists suggesting that obesity might (be) associated with microbiome changes, although a lot of that data doesn’t describe whether the microbiome changes came first ... or the weight changes happened and then microbiome changes,” Moran said in an email. “We also know that many large dietary changes (especially restriction diets) have a large effect on our microbiome.”

Children use both brain hemispheres to understand language, unlike adults INFANTS and young children have brains with a superpower, of sorts, say Georgetown University Medical Center neuroscientists. Whereas adults process most discrete neural tasks in specific areas in one or the other of their brain’s two hemispheres, youngsters use both the right and left hemispheres to do the same task. The finding suggests a possible reason why children appear to recover from neural injury much easier than adults. The study published Sept. 7, 2020 in PNAS focuses on one task, language, and finds that to understand language (more specifically, processing spoken sentences), children use both hemispheres. This finding fits with previous and ongoing research, led by Georgetown neurology professor Elissa L. Newport, Ph.D., a former postdoctoral fellow Olumide Olulade, MD, Ph.D., and neurology assistant professor Anna Greenwald, Ph.D. “This is very good news for young children who experience a neural injury,” says Newport, director of the Center for Brain Plasticity

and Recovery, a joint enterprise of Georgetown University and MedStar National Rehabilitation Network. “Use of both hemispheres provides a mechanism to compensate after a neural injury. For example, if the left hemisphere is damaged from a perinatal stroke—one that occurs right after birth—a child will learn language using the right hemisphere. A child born with cerebral palsy that damages only one hemisphere can develop needed cognitive abilities in the other hemisphere. Our study demonstrates how that is possible.” Their study solves a mystery that has puzzled clinicians and neuroscientists for a long time, says Newport. In almost all adults, sentence processing is possible only in the left hemisphere, according to both brain scanning research and clinical findings of language loss in patients who suffered a left hemisphere stroke. But in very young children, damage to either hemisphere is unlikely to result in language deficits; language can be recovered in many

Strong activation in right-hemisphere homologs of the lefthemisphere language areas evident in the youngest children, declines over age, and is entirely absent in most adults

patients even if the left hemisphere is severely damaged. These facts suggest that language is distributed to both hemispheres early in life, Newport says. However, traditional scanning had not revealed the details of these phenomena until now. “It was unclear whether strong left dominance for language is present at birth or appears gradually during development,” explains Newport. Now, using functional magnetic resonance imaging (fMRI) analyzed

in a more complex way, the researchers have shown that the adult lateralization pattern is not established in young children and that both hemispheres participate in language during early development. Brain networks that localize specific tasks to one or the other hemisphere start during childhood but are not complete until a child is about 10 or 11, she says. “We now have a better platform upon which to understand brain injury and

recovery.” The study, originally run by collaborators William D. Gaillard, MD, and Madison M. Berl, Ph.D., of Children’s National Medical Center, enrolled 39 healthy children, ages 4-13; Newport’s lab added 14 adults, ages 18-29, and conducted a series of new analyses of both groups. The participants were given a well-studied sentence comprehension task. The analyses examined fMRI activation patterns in each hemisphere of the individual participants, rather than looking at overall lateralization in group averages. Investigators then compared the language activation maps for four age groups: 4-6, 7-9, 10-13, and 18-29. Penetrance maps revealed the percentage of subjects in each age group with significant language activation in each voxel of each hemisphere. (A voxel is a tiny point in the brain image, like a pixel on a television monitor.) Investigators also performed a whole-brain analysis across all participants to identify brain areas in which language activation was correlated with age.

NBA’s newest coach Steve Nash comes with a wealth of on-court basketball experience

Nets’ Steve Nash admits to benefiting from ‘White privilege’

Semenya, who won 800m gold at the 2012 and 2016 Olympics, in March said she would target the 200m.

Caster Semenya loses appeal in Swiss court over restriction of testosterone levels TWO-TIME Olympic champion Caster Semenya has lost an appeal against the restriction of testosterone in female athletes, it was announced Tuesday. Under World Athletics guidelines introduced last year, Semenya would have to take testosterone-reducing drugs in order to compete in races from 400m to a mile, which the 29-year-old has chosen not to do. Switzerland’s Federal Supreme Court dismissed Semenya’s appeal, upholding the ruling made by the Court of Arbitration for Sport (CAS) last year regarding female runners,

like Semenya, with differences of sexual development (DSD). “Chills my people, a man can change the rules but the very same man cannot rule my life,” Semenya wrote on Twitter after the ruling was announced. “What I’m saying is that I might have failed against them (but) the truth is that I have won this battle long ago. “Go back to my achievements then you will understand. Doors might be closed (but) not locked.” Semenya, who won 800m gold at the 2012 and 2016 Olympics,

in March said she would target the 200m, an event she is permitted to compete in without taking medication to reduce her naturally elevated testosterone levels. She was competing in the 200m in her native South Africa earlier this year with an eye on qualifying for the Olympics before the postponement of this year’s Games was announced. “I am very disappointed by this ruling, but refuse to let World Athletics drug me or stop me from being who I am,” Semenya said in a statement released via her lawyers, according to PA Media.

STEVE Nash admitted on Wednesday that he benefitted from ‘White privilege,’ but stopped short of stating that it helped him become Brooklyn Nets new head coach. With Kevin Durant and Kyrie Irving expected to be a full strength, that team will become of the top contenders in the east. “I have benefited from White privilege,” Nash said. “I’m not saying this position was a factor, as far as White privilege. ... I think, as White people, we have to understand we have a certain privilege and a benefit by the colour of our skin in our communities. We have a long way to go to find equality and social and racial justice. I hope that I’m a great ally in that cause.” “… I’m very sensitive to the cause and the goal. I’m not sure that this is an example that fits that conversation, but I own it and I understand why

it’s talked about. We do need more diversity and more opportunities for African American coaches on staff in all capacities. The league was built through African American players and stars who have made this one of the greatest entertainment industries and businesses in sports in the world. It’s really important that we continue to come together and fight at the league level. “It’s interesting, being such a supporter and all of that need for equality, to be put in the middle of it, in a sense, because it’s something that’s near and dear to my heart. But I accept it. I want to be part of the conversation. And, frankly, I want to be a part of change moving forward.” ESPN personality Stephen A. Smith was among those who said Nash benefited from “White privilege” after it was announced that he got the job even though he didn’t have any experience.

Braves’ 29 runs against Marlins second most in MLB since 1900 THE Atlanta Braves scored 29 runs against the Miami Marlins on Wednesday night, falling one short of tying the major league record for most runs in a game. Adam Duvall’s seventh-inning grand slam gave host Atlanta a 29-9 lead, which ended up being the final score. The 29 runs are tied for the second most in a game in the modern era (since 1900), just shy of the Texas Rangers’ 30 against the Baltimore Orioles in 2007. The 1950 Red Sox and 1955 White Sox also scored 29 runs in a game. “Pretty amazing,” said Freddie Freeman, who drove in six runs with three hits, including a two-run homer. “Hard to put into words, really, when you look up and see 29 runs on the board.” A day after being shut out by the Marlins on four hits, the Braves broke loose. They had 23 hits, including seven homers, to score the most runs in Braves franchise history (Boston, Milwaukee and Atlanta) since 1900. They topped the old record by six runs.

Atlanta trailed Miami 2-0 heading into the bottom half of the second inning, when the Braves sent 14 batters to the plate and exploded for 11 runs. Duvall hit one of the team’s three homers in the second, knocking Pablo Lopez out of the game. Duvall hit another homer, his 12th, in a sixrun fifth and added the slam in the seventh off Josh Smith. He finished 3-for-4 with three homers and a franchise-recordtying nine RBIs. He also became the first player in Braves history with multiple three-homer games in a season; his previous one came last week in Boston. “I’ve known that homers come in bunches, but something like that is pretty special,” Duvall said. “I’m going to enjoy this one tonight.” Ozzie Albies, playing in his first game since Aug. 4 in his return from a wrist injury, had three hits, including a homer. Travis d’Arnaud and Ronald Acuna Jr. hit three-run homers. Freeman’s homer in the third was his 1,500th career hit. Dansby

The Atlanta Braves produced a performance similar to the 1950 Red Sox and 1955 White Sox.

Swanson, who had three hits, Austin Riley and Duvall each scored five runs.

“I’ve never seen an offense click like that, all together,” Freeman said. Freeman said he woke up to a

text from manager Brian Snitker saying he would be hitting second Wednesday night. D’Arnaud served as the Braves’ new cleanup hitter. Freeman now expects to be hitting second again. “I would assume so,” Freeman said. “I think it would be very hard for him to change the lineup after scoring 29 runs.” The Braves scored 18 of their 29 runs by home runs, tying the MLB record for most runs scored via homers in a game, according to ESPN Stats & Information. Lopez (3-4) took the loss after allowing seven runs in 1? innings. “He just seemed to be out of sync early in that game with the walks and wasn’t getting anything really over,” Marlins manager Don Mattingly said. The biggest victim on the Marlins’ pitching staff was reliever Jordan Yamamoto, who gave up 12 earned runs in 2? innings. Yamamoto is just the second reliever over the past 70 years to allow 12 earned runs in an outing, joining Vin Mazzaro, who allowed 14 in a 2011 game.

Sports Interational Sebastian Vettel: Ferrari driver to join renamed Aston Martin team in 2021 FOUR-TIME world champion Sebastian Vettel is to join the renamed Aston Martin team in Formula 1 next year. Vettel, 33, is moving to the team currently known as Racing Point from Ferrari, who earlier this year decided not to offer the German a new contract. Aston Martin said signing Vettel was “a clear statement of the team’s ambition” to establish themselves at the front. “It’s a new adventure for me with a truly legendary car company,” said Vettel, who replaces Sergio Perez. A statement from Aston Martin said Vettel had signed for “2021 and beyond” but did not confirm the length of the contract. Typically, it would be expected the German has signed a three-year deal. Vettel said: “I’m extremely proud to say I will become an Aston Martin driver in 2021. “I have been impressed with the results the team has achieved this year and I believe the future looks even brighter. “The energy and commitment of Lawrence [Stroll, the owner] to the sport is inspiring and I believe we can build something very special together. “I still have so much love for Formula 1 and my only motivation is to race at the front of the grid. To do so with Aston Martin will be a huge privilege.”

Team principal Otmar Szafnauer said the team were “hugely excited” by the news. “Sebastian is a proven champion and brings a winning mentality that matches our own ambitions for the future as Aston Martin F1 Team,” he said. “On a Saturday or Sunday afternoon, Sebastian is one of the best in the world, and I can’t think of a better driver to help take us into this new era. He will play a significant role in taking this team to the next level.” REPUTATIONS TO ESTABLISH AND REVIVE Racing Point have made a huge leap forward in 2020, emerging with the third-fastest car on the grid although they have been surrounded by controversy for copying the 2019 Mercedes. Last month they were docked 15 points and fined 400,000 euros for illegally copying Mercedes’ 2019 brake ducts and using them on their 2020 car. The case has led to rule clarifications for next season that are aimed at preventing such wholesale copying of one team’s car by another ever happening again. Vettel is one of the most successful drivers in the history of F1. His 53 race victories is a tally surpassed only by Michael Schumacher and Lewis Hamilton, and only Schumacher, Hamilton and Argentine Juan Manuel Fangio have

The 26-year-old ran a time of one hour five minutes 34 seconds in Prague to take 37 seconds off the time set by Ethiopia’s Netsanet Gudeta in 2018.

Jepchirchir covered the first 10 kilometres of the 16-and-a-half-lap Letna Park course in 30:32. “I was thinking to run maybe 1:04:50, but I’m so happy,” said the 2016 world half marathon champion. (BBC)

more titles than him. The Aston Martin name is entering F1 next year after both Racing Point and the famous sports car company were taken over by Stroll, a Canadian billionaire businessman. The 61-year-old rescued the F1 team from administration in 2018 and earlier this year took over Aston Martin, which had been lurching from one financial crisis to the next for some time. Stroll made his fortune in fashion but has had a lifelong fascination with F1 and has a large collection of classic cars. Signing Vettel required the severing of Perez’s contract. The Mexican, who brought money to the team from his financial backers, last autumn signed a contract with Racing Point until the end of 2022. But Ferrari’s decision to dispense with Vettel, made before this season had even started, changed the landscape of the driver market and Stroll viewed signing him as too good an opportunity to miss. However, Vettel’s reputation is not what it was, after three difficult years at Ferrari. Vettel won four consecutive titles

Sebastian Vettel has been at Ferrari since 2015.

with Red Bull from 2010-13 and joined Ferrari in 2015 after a year in which his new team-mate, Daniel Ricciardo, had beaten him. Vettel helped build Ferrari until they were title contenders against Hamilton and Mercedes in both 2017 and 2018, but each year they fell short, partly because of a string of errors by the driver. These continued into 2019, when he was joined in the team by the highly rated Charles Leclerc. Like Ricciardo, Leclerc beat Vettel in his first season with the team, even though the senior man started the year as the team’s official number one. Leclerc scored more pole positions, out-qualified Vettel more often than the other way around, won

more races and scored more points. In addition, there were a series of flashpoints between the two drivers as they battled for supremacy, culminating in them crashing out of the Brazilian Grand Prix together. Ferrari decided to commit to Leclerc as their team leader and viewed Vettel, as a proud and successful champion, as too big a distraction. So they decided not even to enter into negotiations with him and signed Spaniard Carlos Sainz instead. As such, while Vettel joining what will become Aston Martin is a huge coup for a team that was originally established as Jordan in 1991, it is also a chance for Vettel to rebuild his reputation in a new environment. Iran urged not to execute champion wrestler Navid Afkari THE World Players Association (WPA) has called for the head of the Iranian judiciary to grant an immediate stay of execution to Iranian champion wrestler Navid Afkari, who faces the death penalty. Afkari has been sentenced to death in relation to the murder of the Iranian government’s water and sewage department’s security agent Hasan Turkman during the August 2018 protests in Shiraz, according to Iran’s state media Mizan. But the WPA, the leading voice of organized players in the governance of world sport, has called for Iran to be threatened with expulsion from international sport with Afkari’s death sentence looming. “Navid was one of thousands of Iranian citizens who took part in spontaneous demonstrations that year against economic hardship and political repression in Iran,” said a statement from the WPA. “However, he has been unjustly targeted by the Iranian authorities who want to make an example out of a popular, high-profile athlete and intimidate others who might dare exercise their human right to participate in peaceful protest.” WPA director Brendan Schwab

also called on the International Olympic Committee (IOC) to threaten Iran with expulsion from the Olympic movement. In a statement to CNN, the IOC said it has been in “constant contact” with the National Olympic Committee of Iran and the Iranian Wrestling Federation, both of which are “doing their utmost to facilitate a solution.” US President Donald Trump also asked Iranian leaders last week to spare Afkari’s life, tweeting:

“Hearing that Iran is looking to execute a great and popular wrestling star, 27-year-old Navid Afkari, whose sole act was an antigovernment demonstration on the streets. They were protesting the ‘country’s worsening economic situation and inflation.’” He added: “To the leaders of Iran, I would greatly appreciate if you would spare this young man’s life, and not execute him. Thank you!” (CNN)

Padmore’s Greater Beckley Christian scholarship will be the first of many – Coach O’Neill aims for three to four annually SEASONED local basketball player Sherlock Padmore has begun to practice at his new gym at the Greater Beckley Christian School in West Virginia where he could be joined in the near future by a few of his fellow Turks Islanders. The initiative, which is the brainchild of local coach Ciaran O’Neill, will give local talents a chance to hone their skills at a recognised school. In terms of school basketball, Greater Beckley is the second best high school in the state of West Virginia and by next year or in two years’ time they could be nationally ranked.

“Beckley wanted to start bringing in more and more international students, they even have a 6’8 student from Europe,” O’Neill noted. “By committing to Beckley now I will continue this relationship to be a pathway for future TCI basketball youth players to get off Island a lot easier. The plan is to keep having at least 3 or 4 a year go to Beckley.” According to O’Neill, along with Padmore, three other local talents will sign with the school this year. EARLY TRAINING O’Neill, who is coach of the HAB

Sonics, noted that the earlier players start playing at a high level, the more they develop. “Parents must know that it is extra important to get your son or daughter off for sports at an early age. It makes it easier for students’ development.” The local coach added that the opportunities are available and that TCI is ripe with talent. TRENDSETTER According to O’Neill, Padmore is immensely talented and he can easily go on to play college ball or even at the professional level. The 16-year-old forward, who has been a dominant force at home

playing for the Clement Howell High School and at the club level for the HAB Sonics, left the TCI last week on a full scholarship. “I remember like it was yesterday telling Sherlock at that first practice, I’m going to get you a full scholarship and now that day finally has come,” O’Neill added. Padmore has already had a successful basketball career in the TCI, having won five championships.

At Greater Beckley Christian School, he will have a chance to display his talent, since a number of former players have sign with NCAA Division 1 institutions such as West Virginia University, while top universities such as Cal and Indiana constantly recruiting players. Along with playing in West Virginia this season, Padmore will also have the chance to play in other states such as Kentucky, Ohio and Georgia.

Once elusive, Billy Forbes proving to be a star for Austin Bold Even before Billy Forbes torched Austin Bold as a member of San Antonio FC last summer, Bold leaders had their eyes on the Turks and Caicos forward. A year later, the team is reaping the rewards of landing its target. Forbes leads the team with six goals, and scored four during a three-match stretch to keep the Bold in playoff position heading into the home stretch of a truncated 2020 season. A known quantity in USL Championship, especially in San Antonio where he enjoyed some of his best years in three different stints, Forbes brought a set of skills that the Bold lacked in 2019. “I bring a lot of pace,” Forbes said. “I’m really fast and I read the game really well. So I’m always trying to position myself where I think the ball is going to be. That’s what I bring to the team. For coach Marcelo (Serrano) to use me as a forward and not a winger, it’s really been paying off. We’re learning that I can play striker really well.” In a roundabout way, he might also be credited with helping the Bold land another speed demon, Ema Twumasi, on loan from FC Dallas. Former Bold general manager Roberto Silva said he was on the team bus, on the way to

TCI senior national football captain Billy Forbes has been on fire in the United Soccer League

Tulsa last year, when he received final word from SAFC president Tim Holt that a deal for Forbes was not possible. Passing through Dallas, Silva called fellow Brazilian André Zanotta about a loan for Francis Atuahene. Twumasi came as part of the package, and now both he and Forbes are leading the front line for the Bold. Twumasi has three assists in seven starts. That call was before Forbes bagged a goal and assist against

the Bold in July, and before he was eventually released by SAFC in September for reasons that were never disclosed. He signed with Austin in January. “We always believed that Billy was a very good player that could not achieve his best because of himself,” said Silva, who was laid off by the Bold when the COVID-19 pandemic suspended the season in March. Forbes scored a brace to help the Bold mount a 4-0 halftime lead last

Wednesday at Colorado Springs, before the Switchbacks flipped the script to earn a 4-4 draw. On Saturday in Oklahoma City, Forbes put the Bold ahead early but had a second goal erased due to a phantom offside call late in the second half. The 1-1 draw against OKC Energy, combined with the Wednesday result and the fact that Austin had a man advantage for most of the second half in Oklahoma, cast a shadow over an otherwise prosperous road trip. In five matches, the Bold earned four draws, with a 3-2 victory over Rio Grande Valley FC coming in the middle. “We’re (six) games unbeaten,” midfielder Amobi Okugo said. “There’s been times, obviously the Colorado game being up 4-0 that stings a little bit, but we took the positives from it. The fact that we scored four goals shows that our attack is finally hitting on all cylinders.” The Bold scored 17 goals in August, despite a depleted roster due to injuries and two of its top three scorers from 2019 — André Lima and Kris Tyrpak — opting not to play to protect their families from COVID-19. Forbes and 20-year-old midfielder Ates Diouf (3 goals) have stepped up to fill

the void, and Xavi Báez is hitting a nice run of form with two goals and four assists since the restart. Next up for the Bold is a pair of home matches against FC Tulsa, which is tied with the Bold at 13 points as both clubs jockey for the second and final playoff spot in Group D behind first-place San Antonio (24 points). Austin and Tulsa were supposed to meet in July before the Bold had several players test positive for COVID-19. Their match in Tulsa on Aug. 19 resulted in a 2-2 draw. Nothing is normal about USL Championship in 2020, from the strict COVID-19 protocols and no fans allowed at most matches to a condensed schedule against a smaller number of teams. With only seven games left, every player is finding his own methods and motivations. Okugo said he is swearing by epsom salt baths. Forbes, who has enjoyed his best soccer during a decade of grinding through intense Texas summers, admitted that playing through a pandemic takes another level of stamina. “It comes down to mental, how serious you take the games and how much you want it,” Forbes said. So far, he’s been up the challenge. (Statesman)

National coach says postponement of World Cup Qualifying Games an advantage WITH health measures and restrictions in place to stem the spread of Covid-19 in the region, it was decided by CONCACAF this week that the Qualifying Campaign for the 2022 World Cup will be postponed until March. Under the circumstances, preparation for the games, which were initially scheduled for October and November, was always going to be a difficult task. National Coach Omar Edwards told the Weekly News that the postponement is welcomed. “It’s the best thing to do at this time as many teams are unable to prepare adequately. Indeed, it will be an advantage for all the teams to prepare better. This will ultimately make the football product look better on the field.” When we play next year, we will battle against Central American sides, Nicaragua and Belize along with fellow Caribbean nations,

against Haiti and won one and lost the other against St. Lucia. Haiti have a rank of 86 globally, and 10 in CONCACAF. Nicaragua are ranked 151 in the world and

TCI are 203 in the global rankings and 32 in CONCACAF, they are however ahead of the US Virgin Islands, the British Virgin Islands and Anguilla in the regional division.

Registre and Rodgers complete historic 200-mile ride in the TCI SEASONED cyclists Friedise Registre and Sean Rodgers have made their marks as the first ever

to complete a 200-mile ride in the Turks and Caicos Islands. The 10-hour feat around Provo,

which started at 05:30h, was the brainchild of Registre. The ace rider had wanted to do something

special for his 41st birthday last Friday and had invited several big names to join him. “My instinct is to distinguish myself. I am always looking for ways to challenge and push myself to the extreme,” Registre, who is also known as ‘Mr. Xtreme’, noted. Initially Rodgers, Kavin Ewing, Omard Gardiner, Tyrone Bishop, and Chevon Bishop had started the ride, whereas several others had wanted to compete, but were restricted by work. NO EASY TASK According to information from the riders, the first 75 miles went off without a hitch. At the first of two scheduled five-minute pit stops, Tyrone and his brother Chev left due to fatigue and Omard because of work. Although disappointed they weren’t able to complete the ride, they were all happy to play a part in this memorable occasion. Shortly after the 81-mile mark, Kavin also left due to work. What followed was a gruelling 119-mile ride between Registre and Rodgers, two of the best in the business. Initially, it seemed as if the rest of the day would go smoothly and they would finish the ride at, or possibly before their predicted

than they had expected, especially considering the 17 to 19 knots wind they faced, but it was short-lived. There were five flats between the two of them, one bike change, that cause them a little over a two-hour delay, treacherous rain and heavier winds. Despite these hurdlers, they laboured on. However, with just over 40 miles to finish, fatigue set in. Adding to their dilemma they were forced to battle through heavy winds and pouring rain for the next 35 miles. Luckily with just five miles to go, the rain stopped and an end was in sight. Registre called the ride “euphoric” and thanked his race partner. “Sean is a professional rider, his form on the bike, his cadence, and knowledge is impeccable.” Rodgers, who celebrated his 50th birthday in August, noted that he was excited as soon as he heard about the ride. “Fred and I have very similar cycling styles. We both strive to be the best, are constantly looking for ways to improve and go a step beyond the ordinary. I am honoured to have been a part of this historic ride with him.” Meanwhile, the Turks and Caicos Cycling Federation congratulated both riders on their historic accomplishment.
