Gov’t requests extended stay for Cuban doctors amid Covid-19 spike

BY OLIVIA ROSE CUBAN doctors and nurses who were sent to the TCI to help treat Covid-19 patients could stay longer, according to the health minister.

The Government has officially requested an extension of the brigade’s contract, Minister of Health Hon. Edwin Astwood told the Weekly News on Thursday (August 20).

The 20-member team that specialises in disaster situations and serious epidemics arrived in the territory on June 15.

Prior to the team’s deployment, the TCI Government signed a three-month agreement with Cuba for the additional medical support - with the option to extend if the need arose.

The agreement was designed to expire sometime in September, but Astwood has said his ministry is deeply considering the dynamics of the pandemic.

In the bilateral agreement, the TCI Government is required to pay the team’s salaries and cater for their accommodation, transport and other work-related expenses.

Speaking on Radio Turks and Caicos on July 20 with host Cheryl Foreman, Astwood said that given cases are increasing daily, the team’s expertise will be needed longer.

“We will definitely have to look at extending the time frame for the Cuban health professionals that are here,” he said, “and if we are able to do that, I do believe that we can withstand a long term punch and

be in the trenches for some time.

“We need to extend if this pandemic goes on throughout the year, so we need to look at trying to retain them here so when those persons do get sick and we have about six or eight persons coming to the health facilities that need ventilation or oxygen or so, that we have those capacities.”

He said the Cuban medical contingent provides a wealth of expertise and experience which has led to the expansion of the territory’s critical care capacity.

The health minister added that although the team has enhanced the territory’s medical proficiency,

efforts are being made to recruit additional staff for the long term.

The team of medical professionals consists of eight medical specialists, a chief of brigade, 10 registered nurses and an administrative assistant.

They have already been assimilated by the local hospital and have familiarised themselves with the computerised system and other medical equipment.

Astwood said: “They have been doing all of their walk throughs in the hospitals, going through all the equipment and standard operating procedures of InterHealth Canada.

registrations for practising here in the Turks and Caicos Islands.

“They have far advanced and I do believe that now that they are helping with assisting some patients, so we have that capacity now.”

The medical team received their licences to practice in the TCI on July 7. After receiving their licenses the team was officially oriented.

During the orientation process, the group shadowed clinical and medical teams at the hospital and engaged in a revision session on the functionality and features of Puritan Bennett 840 ventilators.

In response to the Covid-19 pandemic, similar medical teams from the Henry Reeve’s centre were deployed to Italy, Venezuela, Nicaragua, Surinam, Jamaica, Haiti, Belize, Dominica, and the island nations of Saint Christopher and Nevis, Saint Vincent and the Grenadines, Grenada, St Lucia and Antigua and Barbuda.

The TCI Government is not unique in its decision to extend the stay of the medical team as many of these countries have also announced the same.

Cuba has a long history of internationalism and humanitarian intervention.

BY DELANA ISLES THE GOVERNMENT is examining ways to source additional funds from financial institutions in the event they are needed.

With a significant decline in the tourism sector - which accounts for about 40 percent of the TCI’s Gross Domestic Product - real GDP is projected to decline by over 20 percent in 2020.

This is due to the major tourism shock and other vulnerabilities being experienced in the territory as a result of the Covid-19 pandemic.

The Weekly News reached out to the Office of the Premier this week to find out what the Government’s

plans are to make up shortfalls in cash due to the current crisis.

And also, whether it intends to borrow funds or seek international aid to supplement the territory’s worsening economic situation as a world recession looms.

First pointing to a supplementary appropriation bill, the office said this allocation is aimed at re-prioritising the approved estimates and to further reduce expenditure.

This bill was tabled this week in the House of Assembly.

The Government stated that a Ministry of Finance team has also “begun to make credit arrangements with financial institutions to bridge any cash

shortfalls as they arise”.

No details on this have as yet been disclosed.

Further to that, the Government said it will continue to focus on prudent expenditure management as well as strengthening and broadening the revenue enhancement efforts.

“In spite of our small size we are better placed than many economies to bounce back quickly,” it said.

“This is because of the foundation of resilience we had prior to the pandemic.

“With smart policies and investments, and with the modification of the national economy, we can quickly return to a growth trajectory.”

TCI general election nowhere in sight PNP kicks off re-election campaign

BY DELANA ISLES ELECTION fever is in the air.

In the Caribbean many countries have gone to the polls during the pandemic and the United States is gearing up for a contentious November 3 fight.

But it would appear the Turks and Caicos Islands Government is not prepared to say at this time, when the territory will be following suit – despite calls for elections soon from the Opposition.

Questions from the Weekly News directed to the Office of the Premier last week on an election date produced vague answers.

“The governor, acting after consultation with the premier, may at any time dissolve the House of Assembly,” the office responded.

It added: “The House of Assembly will be dissolved by the governor at the expiration of four years from the date when the assembly first meets after any general election.

“A general election must be held within two months of the dissolution of the House of Assembly, on such date as the governor may by proclamation appoint.”

The last general election was held on December 15, 2016 – the four-year term ends in December this year.

The office said that in keeping with the terms of the TCI Constitution, the premier acting on her own power of discretion has until March 2021 to call a general election date.

Previously, it had been

announced that Governor Nigel Dakin was working along with the Government on its manifesto.

The Progressive National Party (PNP), meanwhile, is excited about the upcoming polls and on Friday, August 14, kicked off its campaign with a virtual rally for its all island candidates.

The event was streamed live on Facebook from the main Opposition party’s Airport Road headquarters with a number of party supporters in attendance.

The party members spoke extensively on their plans, laying out their platforms, promising voters that the country is now “back on the road to progress”.

Leader of Opposition Hon. Washington Misick brought brief remarks after the candidates spoke.

TCI’s 16th murder victim named THE VICTIM of a grisly murder in Kingstown, Providenciales, last week has been named as 26-year-old Haitian-born Dieudonne Cantave.

Reports were made to 911 that a shooting had taken place around 3pm on Thursday, August 13, according to the police press office.

Officers responded and found the dead body of Cantave with gunshot wounds to his head and neck. No further information has been revealed to date.

The latest homicide is the 16th recorded this year in the TCI – the highest ever recorded in the territory and three more than last year’s record total of 13.

Commissioner of Police Trevor Botting is preparing to give a press conference on the spate of murders.

On Thursday, August 6, Dale Taylor Junior was found dead on the roadway near a bar in the West Road District of Grand Turk at about 12.04am.

Just one day earlier 38-yearold Florida-born Matthew Florez was shot dead in a drive-by near Thomas Stubbs roundabout in Providenciales sometime before 11.19pm.

The last murder recorded before that was on June 24 when Bursley Dolcine, 20, died from a gunshot wound which he had received a week earlier in his Kew Town home on June 16.

Hurd Harvey, 51, was stabbed to death in The Garden in North Back Salina, Grand Turk, on June 20.

Twenty-year-old Garfield Dennie died on June 5, weeks after sustaining gunshot wounds in a shooting in Blue Hills, Providenciales, on May 23.

Pierecine Petite, was fatally shot off South Dock Road in Providenciales shortly after 4pm on June 5.

Nine-year-old Samardia Karioka was killed in her Grand Turk home on May 20. Her mother Najaj Karioka, 42, has been charged with her murder.

Percy Williams, 77, was shot dead in his Blue Hills home on May 3 as he tried to protect his family from armed robbers.

A murdered man, who is yet to be identified, was found at Blue Hills dump site on April 18 after reports were made of shots being fired in the vicinity.

On April 13, Martin Barga, a

44-year old construction worker from the Dominican Republic, was tragically shot and killed on Millennium Highway in Blue Hills.

On March 18, Acyjeune Brunorlien, 57, was shot dead during a home invasion in Five Cays, making it the third murder in just over a week.

Godly Petiote, 21, died in hospital on March 12 after he was shot several times on International Drive in Providenciales.

Sheen Dean, 26, was shot dead on Bay Road in Blue Hills on March 10 - in an incident that left two others with serious injuries.

Twenty-two-year-old Horace Wignal Junior, known as DJ Spookie, died from gunshot wounds on January 21 following a home invasion in Long Bay, Providenciales, earlier that month.

The first murder of the year was that of 29-year-old Fritz Gerald Mossoul who died in Providenciales from gunshot wounds on January 17.

He talked about the Government’s Covid-19 response, stating that leadership and collaboration had been sorely lacking by Sharlene Cartwright Robinson’s Government.

One of the major issues addressed by the candidates was the introduction of e-government.

Electronic government, or e-government, refers to the use of information technology (IT), information and communication technologies (ICTs), and other web-based telecommunication technologies to improve and/ or enhance on the efficiency and effectiveness of service delivery in the public sector.

This model has been forced on the world - not just the public sector - since the onset of the Covid-19 pandemic.

“I can say with confidence that there will be no need to cut people’s pay and no need to send anybody home because just by introducing e-government we will be able to save two percent of the gross domestic product (GDP),” the Opposition leader told his supporters.

He added: “Our GDP in 2019 was $1.2 billion, two percent of that… is $24 million, so we’re not going to send anybody home and we’re not going to cut anybody’s pay,” Misick said.

FRESH ELECTIONS NEEDED NOW Misick spoke with Weekly News, saying that it is time for elections to be called as the Government has

“failed miserably” in carrying out its mandate.

“We believe that the state of affairs in this country at the moment is such that any well-balanced, well-meaning government who has the interests of the people at heart would call an election and seek a fresh mandate at this late stage in their government.

“Because what the events around us call for is for us to look at new policy decisions that need to be made and it really ought to be made at the beginning of the life of a new administration.”

It is the Opposition leader’s belief that the PDM administration is coming to the end of its life, and has done a “terrible job”.

“It has mismanaged the country, it mismanaged the economy, and it is doing a bad job of controlling or managing the Covid-19 pandemic,” he said.

Misick also warned that the TCI should brace itself for a significant economic shock, because “the Government is not collaborating with the people who can assist… in terms of what the economy needs, and what kinds of decisions are needed to ensure the economy can rebound quickly.”

He said these are the issues his party will be addressing in the upcoming months as they poise themselves to win the next Government.

The Opposition leader said the PNP is aggressively working on its technical policy document which will form the basis of the party’s manifesto.

COVID-19 HOTSPOT Premier Sharlene Cartwright Robinson said a National Economic Council will help to transform the economy

Government seeks to diversify economy as tourism plunges

BY OLIVIA ROSE A NATIONAL Economic Council is being established to brainstorm plans aimed at diversifying the TCI’s economy.

This comes as the Covid-19 pandemic halted global travel for months dealing a huge blow to tourism and serving as a reminder of the territory’s overreliance on the industry.

Speaking at a press conference on August 11, Premier Sharlene Cartwright Robinson explained that the National Economic Council will aid in a transformation of the economy.

“We will fully launch that council within a few weeks at which time the full names of the members will be released,” she said.

“Letters of invitation to participate in that council are being sent out...and we are very hopeful, and equally excited at the prospect of the work of that team.”

Cartwright Robinson said the council will consist of representatives from all sectors of the economy which represents a comprehensive approach.

She stressed the need for the territory’s economy to be shifted away from a single income source towards multiple sources from a growing range of sectors and markets.

“As we have indicated on numerous occasions throughout the term of this Government – but particularly in the recent months – the need for a diversification of the economy is urgent.”

She added that the Government has already made efforts towards tapping into the lucrative international financial services sector.

“That is one of the areas the National Economic Council is expected to give direction on but certainly our efforts already ongoing will continue.

“I am pleased that as early as 2018, we were able to fund and secure a comprehensive review of the financial services sector and to have consultations concluded with key stakeholders.”

She further disclosed that since then a working group was appointed by her office and the recommendations were brought to Cabinet and approved.

“Funding for the recruitment of a financial services point person and marketing has been lodged with Invest TC. “We are also now moving forward with the marketing of the industry together with private sector support.

“These are the times to fast track and consolidate our gains with such an early focus on diversification through financial services.”

She underscored that the financial services sector has potential for massive growth.

“It’s an industry that can be built in quick time to help maintain our way of life, even while we wait for the key sector for tourism to rebound.”

As part of the diversification agenda, efforts will also be made to further commercialise and use the territory’s marine resources, while more investments will be made in the agriculture sector and in small manufacturing businesses.

She said: “Your Government has already allocated monies to help small farmers and to encourage further investment in agriculture.

“It is small businesses that will stabilise and revitalise our economy life, and we are cognisant that through existing programmes through Invest TC, but also through other more nimble Government instruments that we propose to set up, we want to make it easier for people with workable small business ideas to assess to working capital.

“It is our view that there must be a more active policy that will invoke the entrepreneurial spirit of our people.

“We have every confidence in the ingenuity of our people.

The biggest national assets have been, and will always be, you the people,” she added.

BLUE Hills has emerged as a Covid-19 hotspot with 30 percent of all recorded cases in the TCI coming from the Providenciales community.

This was revealed by National Epidemiologist Dr Shandey Malcolm at a press conference on August 7.

Dr Malcolm said the territory has seen an alarming spike in coronavirus cases with most cases being community based transmissions.

Is it Snake Hill, Wheeland, High Rock, Blue Mountain, Millennium Heights, Parker’s Ville, Front Street?

A construction site cluster was noted. If the Ministry of Health can name a bank surely they can and should name the site or company so that the public can be cautious around those impacted.

We also need mass testing and retesting so that the recovery results are posted in a timely manner.

Ourselves to blame

Signs portend in the direction of low income communities where health and living standards remain low, so there is little surprise that the numbers increase in Blue Hills.

It cannot be said enough that this is an unprecedented phase for

the world.

There is great reason for the public to be grateful to the medical experts like epidemiologist Dr Shandey Malcolm and Dr Nadia Astwood.

They keep the Islands safe with good advice and dedication. None of this advice is good if we do not heed them as a public.

Reasons for the spiking are numerous. People are not behaving, following protocols.

People are not wearing masks, not washing hands, breathing in each other’s’ faces and doing dumb things.

We are the authors of our own misfortune - as a community we have ourselves to blame.

Public health measures are being ignored by too many people, that is the sole reason for these spikes.

A shock to the system it is and its effects are immeasurable.

Covid-19 cases exceed 300

BY OLIVIA ROSE THE TURKS and Caicos Islands has surpassed the mark of 300 confirmed coronavirus cases.

The total confirmed positive cases identified in the territory since the beginning of the pandemic now stands at 327.

According to the latest dashboard update from the Ministry of Health on Wednesday (August 19), no new recoveries have been recorded.

This leaves the total number of recoveries at 56 and no new Covid-19 related deaths have been recorded which leaves the death count at two since the onset of the pandemic.

Twelve new cases were confirmed in 24 hours, with seven of the new cases being contacts of known confirmed cases and five are cases with no clear epidemiological link.

The ministry said the number of active confirmed cases stands at 268, with two confirmed cases continuing to be under hospital care.

The number of people in quarantine has also significantly increased to 577. This includes the 268 confirmed cases, 298 primary contacts of confirmed cases and 11 secondary contacts of confirmed cases.

Nine people are currently being quarantined at a non-medical facility.

The ministry explained: “The increase in quarantine/observation numbers is as a result of the new confirmed cases and their contacts being added to quarantine/ observation status.”

To date, a total of 1,346 individuals have been released from quarantine/observation status.

Although the territory had managed to flatten the curve during the height of the pandemic, almost one month after reopening its borders, the TCI experienced an exponential surge in Covid-19 cases.

These staggering numbers, might be an underestimation amid a lack of widespread testing. Local testing is only being conducted for people in a range of categories, according to the national testing strategy.

those who may need to travel for treatment abroad and those who have reported experiencing symptoms to health authorities.

Chief Medical Officer Dr Nadia Astwood during a press conference on Friday, August 14, said the ministry is paying close attention to those cases with no epidemiological link.

She said these are the most “worrying” cases since they indicate an undetected community based transmission.

“Almost half of the new cases are not epidemiologically linked to other known cases which points to community spread.”

The public health team continues to carry out contact tracing in the affected communities in order to identify contacts as well as carry out quarantine and testing with priority being given to suspected cases, patients going on treatment abroad, contacts of confirmed cases.

Astwood reminded residents of their role in helping to slow the transmission of the virus.

“The number of cases reported on a daily basis continues to be a major concern for the Ministry of Health.

“Although measures would have been implemented which came into force on Monday, August 10, they can only have their intended effect which is to prevent and control the further spread of the disease within the TCI. “It has been said before and we will continue to say it, we need the full cooperation and support of everyone in the TCI in order to see an improvement in the current situation.

“Each person plays a critical role in our success or failure - we cannot do this alone,” she stressed.

BY GEMMA HANDY TURKISH hotelier Dr Cem Kinay has pledged to fight all the way to stop land on Dellis Cay being sold as realtors inch closer to sealing a deal.

The developer from whom the uninhabited island was seized a decade ago amid corruption allegations told the Weekly News he will continue his legal crusade to recoup it “at any cost”.

His comments come as Hamilton Real Estate brokers confirmed they are “dealing with a number of interested parties”.

Recent reports indicate that the island is under offer from a quartet of businessmen who plan to build two hotels and scores of luxury villas, which include the completion of some already partially constructed.

Hamilton’s agent Sam Hunt said a number of enquiries had been received but added that, up to press time on Thursday, the land remained on the market for sale.

island for in 2005.

In a statement issued from Istanbul on Monday (August 17), Dr Kinay reiterated previous claims that a sale would be illegal.

He bought the island in 2005 for an apparent $18 million. But it was seized four years later after a $500,000 “political donation” to then premier Michael Misick shortly before the 2007 general election became the subject of scrutiny by British prosecutors investigating corruption claims.

“Since 2009, I have been living stripped of my basic human rights and my assets in Turks and Caicos Islands,” the hotelier said.

“This transaction is unlawful, and we will go to the human rights court. There was no ‘favour’ from anyone for any of my developments in TCI. I have been simply victimised by politics,” he continued.

“My assets were frozen and hundreds of people lost their jobs. A lot of villa and residence purchasers lost their assets too.

“I will continue my legal actions for Dellis Cay at any cost and will not leave this private island which I have paid my hard-earned funds to acquire from its private owner in 2005,” he vowed.

Dr Kinay has been locked in a legal battle with the registered chargee of Dellis Cay, Trinidad and Tobago Unit Trust Corporation (TTUTC), since 2010; the matter has been under appeal since 2011.

He continued that he still intended to take his case to the European Court of Human Rights and would “apply soon”.

Dr Kinay’s vision had been for a Mandarin Oriental-branded resort development, to include private villas and condos.

It was tipped to be an architectural masterpiece, cementing the TCI’s

status as a favoured playground for international jetsetters.

Actors Michael Douglas and wife Catherine Zeta-Jones were among a slew of affluent clientele who paid up for a property before the scheme went into receivership in 2009.

Of the 560 acres Dr Kinay bought, 220 were purchased from Donatella Zingone, wife to former Italian prime minister Lamberto Dino, and the remaining 340 acres from the TCI Government.

In 2008, Dr Kinay also bought 200 acres on Joe Grant Cay for $3.2 million.

That too was seized from him in the wake of the Commission of Inquiry when prosecutors claimed his political donation bore the hallmarks of a bribe enabling him to acquire the sites at heavily reduced rates.

Joe Grant Cay was sold in 2013 for $4 million as part of the civil recovery process.

“The allegations that Joe Grant Cay was worth much more than what we paid for proved to be completely rootless,” Dr Kinay

said this week.

“It has been 12 years since my name was leaked in an unredacted Commission of Inquiry report in 2008, and nine years since a TCI court concluded we obtained benefits as a result of a perfectly legal political donation,” he continued.

“I have spent years planning, designing, organising and attracting internationally reputed designers, hotel operators, as well as customers for this development, and I will not let it go.”

Dr Kinay added that he was calling on both the premier and governor to step in and prevent “the unlawful sale of my property and make me and my partners and purchasers a part of the solution for this development”.

In June last year, more than 350 acres on Dellis Cay went under the hammer at the offices of Saunders and Co but failed to secure a buyer.

TTUTC previously told the Weekly News the mutual fund company was “considering its options”. Efforts to get an update were unsuccessful up to press time.

International arrests made in TCI people smuggling investigation SUSPECTS have been arrested in the USA, Canada and Sri Lanka as a result of local investigations into people smuggling.

It was one of “the largest and most complex, criminal investigations” ever dealt with by the Royal TCI Police Force, according to the police press office on Tuesday (August 18).

The case began on October 10, last year, when a sloop from Haiti carrying 158 people was intercepted by the force’s Marine Branch Unit.

Within this group were 28 Sri Lankan nationals, one Indian national and a man later identified as Srikajamukan Chelliah - the person involved in their smuggling.

The Canada Border Services Agency assisted in identifying Canadian citizen Chelliah who was Sri Lankan by birth and he was arrested and charged with illegal entry and assisting illegal entry.

A people smuggling investigation led by the Royal TCI Police Force then commenced, the press office said.

“This investigation was broad in its scope, scale and complexity and included enquiries across many countries.”

It involved a collaborative investigative approach between

the force and international law enforcement partners from the UK, USA (The Department of Homeland Security), Canada (the Canada Border Services Agency and the Royal Canadian Mounted Police) and other countries within the region.

It led to the arrest of suspects in the USA, Canada and Sri Lanka.

Commissioner of Police Trevor Botting said: “This investigation has shown the strong collaborative links with partner law enforcement agencies from the UK, US, Canada and across the region,” Botting said.

“Through working closely together, we will identify and bring to justice those involved.

“There remains an active criminal investigation in the TCI into people trafficking and those involved should know that we will continue to investigate their criminality.”

Chelliah appeared before the TCI Chief Magistrate on June 2 where he pleaded guilty and was sentenced to 14 months imprisonment.

Having already served his sentence and awaiting deportation to Canada, an extradition request was received from the USA for his arrest in connection with smuggling people into the USA.

Another positive for Covid-19 in police force TWO weeks after three employees of the Royal Turks and Caicos Islands Police Force tested positive for Covid-19, another has been confirmed in Providenciales.

The staff member is currently quarantined under the guidance from the Ministry of Health, a statement from the police press office said on Wednesday (August 19).

Several other members of the force have also been placed into quarantine to assure the safety of the remaining officers and administrative staff.

“We have taken the necessary precautions for decontamination and deep cleaning,” the statement said.

“Additional officer safety protocols were also put in place to ensure that policing services are

continued without interruption. We apologise for any inconvenience caused.”

On August 5, the Royal TCI Police Force confirmed that three staff members had tested positive for Covid-19 in Providenciales.

Several staffers were placed into quarantine to assure the safety of team members and the community.

At the early stages of the Covid-19 pandemic, the force mobilised a plan that included staffing protocols to assure quality police services were continued without interruption.

They included the wearing of facemasks during working hours, use of PPE when dealing with prisoners, social distancing, wiping down shared equipment and vehicles, hand washing and sanitising.

It was revealed that Chelliah had previously been convicted twice in USA in 2003 and 2012 on human smuggling charges.

He was arrested on July 28 on a provisional warrant in connection with the extradition request and on Monday, August 10, his extradition process concluded with consent.

This Monday (August 17) Chelliah was flown to the US from the TCI. Botting said: “This investigation was one of, if not the largest and most complex, criminal investigations ever undertaken by the RTCIPF. “People trafficking and people smuggling remains a key priority for the RTCIPF and within the TCI National Security Strategy.

“We remained committed and determined to bring those involved in this criminality to justice and stop the scourge of people trafficking and smuggling.”

He paid tribute to Acting Superintendent Willet Harvey who led the investigation.

“His leadership and professionalism played a key role

in the success of this investigation on the TCI,” Botting concluded.

Teen given suspended sentence on gun and ammo charges

BY DELANA ISLES A STOP and search in Grace Bay, Providenciales, last November ended with two young men being arrested and charged with possession of a firearm and ammunition.

During a stop and search of a burgundy Nissan car on November 25, 2019, police on special patrol recovered the weapon, four rounds of ammunition, latex gloves and a mask.

The two arrested were 17-year-old Kevardo Kevanta Thompson of Wheeland and 19-year-old Gregory Malix Williams of Five Cays.

They were both charged with keeping a firearm and keeping ammunition, and were eventually granted bail by the court.

Williams won his case at the sufficiency hearing on

submissions by his defence lawyer Finbar Grant. The case against him was dismissed as a result.

His co-defendant, Thompson however pleaded guilty to the offences.

On July 29, he appeared again before Supreme Court Justice, Tanya Lobban-Jackson for sentencing.

During that appearance, Thompson was represented by attorney Lara Maroof-Misick, who during an appearance via video link to the court, made persuasive arguments on his behalf.

She argued that her client was only 17-years-old at the time of the event, and almost immediately took responsibility for his actions by pleading guilty.

The lawyer submitted that Her Majesty’s Prison is not a place to send a young, first time offender with no previous convictions.

She pointed to the many alarming reports of constant unrest within the confines of the penitentiary, and videos emanating from the prison of officers being assaulted as clear indications that there is no rehabilitation available at the facility.

Maroof-Misick stated that if her young client is sent to prison for the mandatory seven-year imprisonment that gun offences carry, or even for a short period, the chances are high that he will come out worse than he entered.

In delivering a sentence, Justice Lobban-Jackson accepted that there were exceptional circumstances, as put forth by the defence lawyer.

She thereby sentenced the now 18-year-old to two years’ imprisonment, to be suspended for two years with several conditions attached to the sentence.

TCI after Covid-19: The new normal Still, there is optimism

VACCINE hopes are driving the markets fostered by Russia’s announcement of the world’s first Covid-19 vaccine over which CNN Dr Sanjay Gupta and White House Dr Anthony Fauci have reservations.

However, a credible vaccine will certainly yield a huge recovery.

The characteristics of a bear market (a general decline in the stock market) led to an initial epic setback.

But vaccine hopes are propelling traders, which reflects of immense powerful rebounds, as occurred in 2001 and 2008.

In the meantime, there are contrarian dispositions occurring within the US economy and markets.

Record-breaking macro events have shocked the world.

GDP growth plummeted and contracted by five percent in the first quarter of 2020, followed by massive monetary and fiscal stimuli, bearing thrilling stock market performances.

D Markie Spring, a TCI resident of 15 years, is an expert in law enforcement. He worked as a detective in the Royal TCI Police Force and was director of security at Beaches Turks and Caicos.

Then the shortest bear market ever in trading history, along with the best 50day S&P 500 rally in 63 years. It seemed, nothing is normal anymore.

To explain these mixed phenomena, I turned to the expert analyses of David Rosenberg, president, chief economist and strategist at Rosenberg Research Associates.

He declared the pre-pandemic times as abnormal, peddling the idea that this period recorded the weakest perpetual economic growth cycle in America, merely over two percent annually, relative to real GDP. Too, this period was marked by a phenomenal stock market, established on financial engineering, boasting the biggest perennial debt-to-equity trade off.

Productivity, corporate profits, capital spending and commercial construction were in recession even before the outbreak.

President Donald Trump lauded a 50year low unemployment rate of 3.5 percent but the jobs created were not in physics, engineering or sciences.

They were in non-essential jobs in leisure, hotel, entertainment and theme parks and accounted for 80 percent of GDP, hence the absence of wage growth.

In another ‘Wealthtrack’ interview, Rosenberg predicted a monstrous ‘debt bubble,’ recognising that corporate debt is 50 percent of GDP, thus impeding interest rates.

Incorporated by the longevity of a 10year cycle perpetuated by considerable increases in debt from tax cut finance and spending, facilitated by incremental debt, are spiking the US debt-to-GDP ratio.

Nonetheless, US stock market data indicates an eminent recession and a Rosenberg’s regression hypothesis found

the correlation between the stock market and the economy has faded.

The current market, has become a commodity and there is scarcity in liquidity in any given day and the dominant buying sources were share buybacks.

Coupled with this, the OECD Interim Economic Assessment advised that global GDP growth is projected to drop by 2.4 percent in the first quarter of 2020, added to the 2.9 percent decrease in 2019.

Form the surface, this is not normal! So, what will our new normal look like and what does this mean for the TCI? My take is, these adverse consequences, inclusive of the US-China trade war will weaken final demand for imported goods and services, thus spurring a direct disruption in the global supply chain.

Certainly, it would impact confidence, decline international tourism and business travel, hence business closure, especially in accommodation.

Subsequently, the TCI economy will regress which would lead to startling unemployment.

In light of these developments the authorities need to plan, act swiftly and forcefully to mitigate against these economic impacts.

COMMENTARY

Election candidates and their selection

HAVE four years expired since the last TCI election? They have not. However, like all things on a time schedule the clock keeps ticking away.

We don’t know when it will happen - late this year or early next?

As with everything else, the bat virus has taken away the time government ministers and civil servants spend on their normal tasks. Daily, weekly and monthly. Virus first.

Further the virus has reduced the income anyone can post to any budget. The Opposition must pay full attention to this before they make promise number one.

They may pass out goodies, they always do. Goodies distributed between now and election are most likely the

people’s money gleaned from government income during past administrations by certain parties.

In any proper democracy, voters will know the candidates long before the election day. In a small country like ours this should be easier.

Children follow their parents and for the first couple of times they vote the family politic.

Sometimes they side with their

friends.

Since each vote looms big the voter young or old should consider carefully each candidate.

What is the candidate’s history? If never in politics what in this person’s career experience provides the person with that which will make them a good public servant?

Remember first, this is why the election is being held - to put

the most capable and qualified people into government. It is also the opportunity to keep the wrong people out.

For those that have served before, this is easy. Have they run a business? Had the controls of a resort? Operated a real estate company? Maybe a bank? How long did the bank last?

Has the person ever been arrested and sentenced? Does his arrest history make it possible for him to get mixed up in similar areas of government? Land for example.

Then there is loyalty to the principles of the party. Since I became a Belonger I became friends with a certain media person.

I would enjoy sitting down for a beer with him in discussion more than some others.

I don’t understand his political position. He has changed parties three or four times and ended up with the current party possibly because they were short candidates.

That party has another candidate who started out with one party where she won making a strong showing. She is now with the Opposition. Why the change?

Many years ago, the original party bought land and built a headquarters.

The current Opposition simply sat on a piece of land then without documentation built a headquarters. This has never been resolved.

Election times are exciting times. As voters pick the candidates that they think are the best qualified.

Do not forget to thank the people behind the scenes AS A former CEO of Cable and Wireless, I received a lot of recognition and praise externally, but many times the team behind me was overlooked.

You will find that team members are normally doing most of the work but yet we only recognise the leader of that organisation.

Perhaps in a small organisation a leader may be involved in almost every aspect of the organisation.

However, in large organisations leaders cannot be involved in everything and should not be involved in everything as it would just be too much for that leader to handle.

We should be very careful how we put our leaders on a pedestal. Sometimes this gets to the heads of leaders and makes them very arrogant.

If we do not recognise the people behind the scenes the leaders should use every opportunity to recognise their team.

The people behind the scenes make the organisation look great and in so doing make the leader look great. The people behind the scenes are the ones involved

in the day to day operations. While some leaders are at home sleeping, the people behind the scenes are burning the midnight oil to fix the issues.

In the public sector, people behind the scenes are the ones drafting the budgets, ensuring that the projects are done and within the budget.

They also ensure that the policies of the Government are enforced and adhered to.

In the hospitality industry, the housekeeper makes sure the rooms are well maintained. The maintenance team ensures

that all issues are fixed.

The front desk ensures that guests’ needs are met while staying at the resort. The staff in the kitchen prepare the meals to the best standard.

You can think of any industry and realise how important the people behind the scenes are.

In fact, the people behind the scenes are the ones you can easily reach and who always respond to your needs. It is difficult reaching the leaders.

The people behind the scenes do not

discriminate but our leaders do.

For example, the leaders decide what emails and phone calls to return but the people behind the scenes are expected to respond to all emails and phone calls.

I have the greatest respect for everyone but I have a special appreciation to the people behind the scenes.

When I was at Cable and Wireless, I was always concerned about the distribution of the bonuses.

There was such a significant disparity in the distribution between the leaders and the people behind the scenes.

Likewise, there is significant disparity in the salaries between the leaders and the people behind the scenes.

We must not forget the people behind the scenes. The people behind the scenes play a significant part in an organisation.

The leaders, especially in a large organisation, cannot succeed without the people behind the scenes.

Therefore, when we start thanking the leaders for success, remember to thank the people behind the scenes.

Developing the Caribbean from within ECONOMIC recession, pandemic and potential natural disasters may lead to gloom, despair, agony, deep dark depression and excessive misery.

When it sounds like a hammer and feels like a hammer, it may actually be a hammer.

One single word describes the biggest hurdle for renewal and progress - clinging trying to hold on to what once was although the conditions are changing.

In these difficult times, the Caribbean has to learn to develop and strengthen itself in new ways.

What is a new way? Development from within the region. Not trying to do anything about finding new ways fits in the category ‘The art of suffering in silence’.

For the development from within the Caribbean, three areas need emphasised attention: -Inter-island trade -Inter-island transportation -Inter-island social activities (could be called inter-island tourism) Nice suggestion, but who is going to do it or take the lead? There may be only three, perhaps five territories that might qualify and be willing to explore the developmentfrom-within-model.

Preference is on working with the willing and able that are prepared to proactively and wholeheartedly take on a pioneer’s role.

A track record of a previous stable economy and government are the top criteria. Three to five may appear to be a

small group in a region 20 plus territories.

There is no use for a group of candidates that would be, what they call in Texas - the land of ranchers and longhorns - all hat, no cattle.

Wannabees have no place in the development. Wannabees feel that they should have an equal say in the development.

It would mean endless summits and committee meetings and very little progress, let alone to come to unified final version of the model.

And even when it comes to an agreement, it would still remain questionable that it will actually be implemented.

A small willing-and-able group can work faster and be more decisive and implement it among themselves. It is no time now for spinning wheels and not bringing tangible results.

There is much talk about the pandemic but little is said about a worldwide recession.

It has proven in the past that a major global recession will take a at least two-year

recovery which brings one to 2022-2023.

Experts in the various leading economies in the world have already signalled that this will be a record-breaking recession.

Remember? When it sounds like a hammer… etc. There you go.

And as for global, the Caribbean tourism industry is depending on source markets abroad.

A problem is that one doesn’t even know when we are at the height of recession yet. The impact is already felt.

But when will the recovery really start or when will it end?

Another even bigger problem is that no one can identify what the new normal will be and how it compares to the old normal. It may be considerably different.

One possible solution to tackle the newnormal dilemma is to take an initiative and actively create a new normal itself and that is where developing the Caribbean from within model comes in.

How might the development-from-within

start. The three territories may agree on extending the group to five. They probably have some kind of relationship or trust in each other already.

Let’s call them the founders. These founders should agree on appointing five to seven wise men.

These are technocrats who are absolutely impartial and only have one thing in mind: redeveloping the Caribbean from within.

They are not necessarily citizens or residents of the founders. Competence and expertise are the criteria for their appointment. They will create the development model.

In general, the biggest problem that stands in the way of proper development are internal politics and policies, and not the development itself.

Politicians, company shareholders and executives typically sit in a bubble, creating strategies that fit with their own perspective of the world, yet often ignoring all the external stakeholders or real-world issues.

That is why impartiality and focusing on the region are so important.

How about resilience? Those who claim to be resilient, are often the ones who cannot repair the brakes and thus make the horn sound louder.

Springing back or rebounding to former conditions or the former normal is not an option. The development from within model CONTINUED 

A call for immigration reform PART TWO SOLUTIONS

HOW do we address these issues in our beloved Turks and Caicos Islands? To start, the implementation of true inclusionary legislation.

Inclusionary legislation begins with policy, for example, the Turks and Caicos Islander Status Ordinance that was passed in 2015.

While this ordinance provides a pathway to acquiring Turks and Caicos Islander Status, the goal of this bill does not appear to have been actioned since it was passed because forming the commission has become a political football and career ‘hot potato’ for nominees.

In addition to that, the ordinance does not appear to separate youth that were born here, lived here their entire lives or have been invested into by our Government with other migrants as the hefty $5,000 fee applies to all applicants.

Notwithstanding that the commission has yet to be formed

after five years, the fees required exceed that of the current naturalisation fee of $900 or the fees imposed on those applying for TCI Status through marriage of $1,500.

The cannon on Bluff Hill, Salt Cay Dear Editor, I couldn’t help but notice a column

by Titus de Boer in your recent edition that dealt with the cannon on top of Salt Cay’s Bluff Hill, that had fallen into the sea.

Many people do not know the story of how the cannon ended up mounted on top of the hill.

Here it is. During my tenure as district commissioner of Salt Cay in the 1990s, a tourist who was exploring the island, Mr Allen Green and his wife Kathy, found the cannon on Bluff Hill while hiking up to the lighthouse.

As it happens, he had stubbed his foot on a hard object in the sand and as he started digging for it, he discovered the cannon.

Before he left, Mr Green told the late Mr Bryan Sheedy about the cannon and Mr Sheedy, owner of the Mount Pleasant Guesthouse, in turn informed me, the district commissioner at the time.

There and then we decided to build a concrete base for the cannon to be mounted on.

The cannon research and restoration having been conducted

by Bryan Sheedy, Josiah Marvel, Prince Smith, Noyal Hamilton and Bram Davies, I organised a ceremony on the Bluff in 1997.

We invited then governor John Kelly and several other officials, and once the ceremony was over served refreshments at the Mount Pleasant Guest House.

As time wore on and as a result of winter storms and hurricanes, more and more of Bluff Hill started disappearing into the sea.

rather in working to better integrate the skills and talents that exist here for the benefit of here, our home – the Turks and Caicos Islands.

There should be a path for children that would have been born in these Islands to parents that would have had ‘settled status’ (holders of PRC or naturalisation status) to automatically acquire Turks and Caicos Islander Status, as these children - each one - can only serve to enhance and contribute to the Turks and Caicos Islands.

Inward migration has contributed to the growth and development of the Turks and Caicos Islands.

Migrants with settled status have been our nurses, our maids, our doctors and have constructed and up kept the beautiful infrastructure of the TCI. These are the same individuals that have educated, taken care of our children or groomed the hair of many locals at barber shops.

Life in the TCI would not have progressed the same without their contribution.

However, these same individuals have been here for so long that they’ve raised families and have whole heartedly adopted the TCI

as their home.

These individuals have also had children, that only recognise the Turks and Caicos Islands as their home.

It is time that the wider Turks and Caicos Islander community recognises that these individuals are now also Turks and Caicos Islanders.

How would you feel if you grew up in a country that marginalises you because of your heritage?

How would you feel if you were ineligible to vote in a country that you were raised, loved and cared for because of your heritage?

How would you feel if you went through a nation’s education system, exceled, and brought honour and accolades to the nation yet not eligible to access scholarships or grants to further your education, because of your heritage?

This is what scores of immigrant youths have had to face at some point in their lives.

It is a sad reality and a reality that can invoke emotions of defeat and hopelessness.

One merely needs to meditate on that to make their own assumptions on what that can further lead to.

Until finally, after the last tropical storm, the cannon fell into the sea.

I noticed that after Titus reported about the fallen cannon and took photographs, he was criticised by some for bringing this event to everyone’s attention.

Let me end by saying that Titus, a Belonger for many years, has shown real interest in Salt Cay, its

people and its history and I don’t think he should be criticised for bringing attention to things that should have been dealt with in the first place.

Yet still? Why so few founders? Mind that the European Union started in 1951 with only six founding nations (Belgium, France, German Federal Republic, Italy, Luxemburg and the Netherlands) in what was called the European Union for Coal and Steel.

In 1957 it became the European Economic Community (EEC). It wasn’t until 1973 until Denmark, Ireland and the UK joined the six original founders.

Countries that wished to join had to apply and fulfil certain conditions before being accepted as a member.

Now the EU consists of 27 member countries that are obliged to follow the ‘common rules of engagement’.

It is not the intention here to describe the history of the EU. The principle point is to start

with a few competent founders who have a common vision and are willing and able to come to results.

Once the model or concept is established successfully, others can join.

And as for renewal and change? Quite often you can find inspiration in the world of entertainment.

Artists and performers don’t have the stoppage that businesspeople or politicians do.

Off-screen, actors and entertainers can say remarkable things and we laugh about them when we hear it, just because we would not dare to say it ourselves without blushing.

Dolly Parton, the platinum blonde and curvy singer, has said in interviews: “If I see something is dragging, sagging and bagging, it should be pushed up!”

Great advice for economy development!

Gov’t does not have capacity to house all Covid-19 cases Maritime officer and father-of-three Robert Hanchell, 46, in happier times

Maritime officer killed in road accident

BY OLIVIA ROSE OFFICIALS have identified the motorcyclist killed in a crash last week as 46-year-old Robert Hanchell.

The maritime officer and fatherof-three died after colliding with a Daihatsu Terios jeep on Turtle Tail Drive, Providenciales, on Sunday, August 9, at about 12.30pm.

According to an eyewitness, Hanchell was thrown from his red Honda motorcycle during the collision.

A police report issued on Monday, August 10, said the wounded man was transported to Cheshire Hall Medical Centre where he later succumbed to his injuries.

A second vehicle that was involved received minor damage and the driver walked away unscathed.

Following the news of his passing, tributes poured in from relatives and friends on social media.

The Department of Maritime Affairs said Hanchell, affectionately known as ‘Mike’, was a kind, hardworking and dedicated civil servant who joined the department in November 2007.

“He performed his duties with integrity and was deeply loved and respected by his colleagues,” the department said.

Henry Wilson, the department’s deputy director, said: “On behalf of my family and the Department of Maritime Affairs, I extend my

profound sympathy to the family of Mr Robert Hanchell, most especially his children.

“Mr Hanchell’s passing will be a great loss to not only his department but also the entire civil service and his family.

“We are eternally grateful for his service to these Islands and pray that God will grant his family peace at this difficult time.”

Long time friend and colleague Ahmad Saunders told the Weekly News that Hanchell was the “life of the party” and his good-humoured personality will be missed.

He said: “Whether he was in the office or if we were hanging out riding, you would know he was around, he just had to be known.”

The TCI Boat Club described him as “a guy small in stature, but big in his presence.”

“You will be missed,” the club added.

Kathleen McNary Wood wrote: “God bless his family. He was a dedicated officer but more importantly, a genuinely good person. His passing leaves an unfillable void in TCI.” Candia T Ewing said: “His infectious energy was unmatched.”

Maia Gigauri wrote: “I will always remember you with this beautiful smile. I can’t believe you are gone. Rest in peace my dear friend.”

The accident remains under police investigation.

TCI under tropical storm alert THE TCI was placed under a tropical storm alert on Thursday (August 20) as tropical depression 13 barrelled towards the Caribbean.

According to the National Hurricane Centre, the depression was projected to turn into a tropical storm by Friday and reach the TCI on Sunday morning.

It was not expected to turn into a hurricane but was travelling at a speed of 21 miles

per hour on a direct path to the territory, bringing heavy rain and winds.

The Department of Disaster Management and Emergencies held a press conference on the storm at 5pm on Thursday at the Premier’s Office in Providenciales.

BY DELANA ISLES THE GOVERNMENT does not have the capacity to house the territory’s active Covid-19 cases in its single quarantine facility, Chief Medical Officer Dr Nadia Astwood revealed.

The issue was raised by the Weekly News during a press briefing with the public health team on Friday, August 14.

Questions directed to Chief Medical Officer Dr Nadia Astwood sought to solicit an explanation as to why the vast majority of positive cases are still being housed at home, and not in a Government appointed facility.

“We have a lot of positive cases at the moment, we have a quarantine facility, it does not have the capacity to quarantine everyone,” Dr Astwood said.

She urged people who test positive for Covid-19 to obey the quarantine order to self-isolate at home – or face arrest.

When a positive person is identified by the public health team, the team will go out to them and assess their living conditions to see whether it is conducive to

being quarantined.

These people are then issued with a quarantine order which the individual must sign. This is a legal document, which must be adhered to.

“We appeal to persons to be responsible, we appeal to persons to adhere to the advice from the public team, we appeal to people to abide by the quarantine orders.

“It is for the safety of everyone that persons follow the measures,” the CMO said.

Dr Astwood said the quarantine orders have a certain amount of information regarding what is required for those people in quarantine as well as how to contact the public health team if they have questions.

“We have also in the past appealed to the general public, if you believe you know somebody who is in quarantine and they have breached it, to please notify us and in the past people have done that.”

She reminded that the Government does have legal recourse, but is appealing to infected people to be responsible and stay at home until they are given the okay from the public

health team.

Back in March, Minister of Health, Hon. Edwin Astwood indicated that the Government was working to source other facilities that it can use to quarantine infected persons.

On July 17, the Royal Turks and Caicos Islands Police Force (RTCIPF) issued wanted advisories for three people who had tested positive for Covid-19 and had breached quarantine orders.

Two of them have since been located and were placed under government quarantine with security to ensure they obey the orders.

Questioned about the third individual - 23-year-old Rodline Jean/Darline Estimob of Five Cays or the Bight, Providenciales - Dr Astwood said she is still at large.

The RTCIPF is still engaged in trying to locate this person.

Dr. Astwood had one last appeal: “When you have so many persons who are infected it is particularly more important for persons to take on their personal responsibility… it is of no benefit to breach quarantine and potentially infect someone that might be someone you care about or a vulnerable family member.”

Crane collapses at South Dock port killing stevedore worker

BY OLIVIA ROSE A STEVEDORE employee tragically lost his life while working at a container terminal at South Dock Port in Providenciales last week.

The man, who is employed with Provo Stevedoring to offload containers, met his untimely demise on Monday, August 10.

He was killed shortly after noon when a cable attached to a crane that was lifting a loaded container broke and part of the crane’s boom fell on him.

The incident was officially

confirmed by the authorities on Wednesday (August 19).

A representative from Provo Stevedoring said they were only prepared to say that there was an incident at the facility.

Commenting on the incident, the TCI Ports Authority said it is committed to conducting a full investigation into the matter.

“The Ports Authority acknowledges there was an unfortunate accident at South Dock, Providenciales, on the afternoon of August 10, 2020 which involved the loss of a life.

“The matter is currently being investigated by the Royal Turks and Caicos Islands Police.”

The Ports Authority said it has reached out to the family of the stevedore employee involved in the accident to offer condolences.

“A further report on this accident would be available once the investigation is completed,” it added.

The Ports Authority also said that a systematic revision of its safety systems at all ports is being undertaken due to the tragic incident in order to prevent occupational hazards.

PNP calls $1.19 million supplementary appropriation an ‘elections gimmick’

BY DELANA ISLES THE OPPOSITION has accused the PDM Government of using a $1.19 million supplementary appropriations bill to electioneer, while the public continues to suffer from the effects of Covid-19.

The criticisms were made during a House of Assembly meeting on Monday (August 17) when the bill was read for the second time and debated by members.

Leader of the Opposition, Hon. Washington Misick stated: “It is reprehensible that while people are starving in the midst of the worst crisis in our generation, the premier and her Government are engaged in tired election year gimmicks that divert funds into quick road paving instead of education infrastructure and nutrition for our children.”

The bill is a revised estimate for the Government’s capital programme, for which the House

had passed estimates for capital expenditure of $35.2 million for financial year 2020-2021.

This new appropriation of $1.19 million allocates additional money to critical infrastructure projects and will be taken from savings from the South Dock redevelopment project which is slated to commence later in the financial year.

In her presentation of the bill, Premier Sharlene Cartwright Robinson stated that the $1.19 million will be added back to the South Dock project in financial year 2022-2023 to ensure the funding is available to complete the works, once started.

The appropriated money will be allocated in the following ways: $35,000 will go towards for repairs to the water systems and other works at the home for domestic violence victims, $60,000 to the Adelaide Oemler Primary School, an undisclosed sum for phase one

of the infrastructure project at the Oseta Jolly Primary School, $104,435 for progression of works at the Long Bay Primary School.

Sixty thousand will go for replacement of mould infested dry wall and other works at the Ministry of Education, $590,000 for phase five of the road development project drainage works and further paving of roads on Providenciales, $150,000 for construction works at the Crown land building, $46,340 for construction works at the promenade boardwalk and craft market for Bottle Creek, $6,224 for external works at the Bottle Creek Clinic and $50,000 for refurbishment at the South Caicos Clinic.

“This is surprising coming from a woman, a daughter and a mother given the disproportionate burden of the current hardship on families headed by single mothers,” he said.

Misick said the bill does not answer any of the concerns people are most preoccupied with, such as: “What are the Government's funding priorities given the steep fall in public revenues?

“What is its short-term plan to keep everyone fed, safe and the economy afloat?

“What are the Government’s policy options for a balanced and equitable recovery?

“And what consideration is

being given to building resilience to global health, economic, climate, and other external shocks?”

According to the party leader, all of his prophecies - for which he was called a doomsday prophet in April when he informed the territory of the potential losses to the economy as a result of the pandemic - are now being fulfilled.

“The sad reality is that some of the hurt could have been avoided had the premier heeded my advice and put in place broad measures to support people,” he said.

“It has been five months since the original lockdown of the Turks and Caicos Islands and there has still been no attempt to reconcile Government actions with reality.”

Masks with vents ineffective against Covid-19, CDC warns

BY DELANA ISLES THE TCI Government is yet to restrict the use of masks with vents or valves, two weeks after the Centre for Disease Control (CDC) advised against the wearing of these types of face coverings.

Chief Medical Officer Dr Nadia Astwood told the Weekly News last week that the Government is aware of the CDC guidelines and will be issuing public notices about these restricted masks.

However, to date there has been no such directive, and community spread of the virus continues to be a major challenge for the Government.

In updated guidance on its website, the CDC warned against wearing masks with exhalation valves or vents, a type of face covering made for hot and dusty construction work.

“The purpose of masks is to keep respiratory droplets from reaching others to aid with source control,” the agency says.

“However, masks with oneway valves or vents allow air to be exhaled through a hole in the material, which can result in expelled respiratory droplets that can reach others.

“This type of mask does not prevent the person wearing the mask from transmitting Covid-19 to others.

“Therefore, CDC does not recommend using masks for source control if they have an exhalation valve or vent.”

These masks allow inhaled air to be filtered through the fabric part of the mask and hot, humid exhaled air to exit through the valve, 3M, an American multinational conglomerate corporation operating in the fields of industry and worker safety, advised on the way the masks work.

The CDC has recommended that simple cloth masks be worn

Dr Astwood said she was aware of the studies which advise against the wearing of neck gaiters and will soon issue guidance on them.

Another facial covering that has come in for some flack in recent weeks are neck gaiters, which are made of thin, stretchy material.

Researchers at Duke University

wanting to find out what are the most effective face coverings.

Neck gaiters were not the only face coverings tested: in all 14 were analysed, from N95s - which was judged to be the most effective in containing Covid-19 spread - to bandanas which the study found not to be much more effective then neck gaiters.

Surgical masks and cotton masks were also found to be among the best in helping to prevent the spread of Covid-19.

The priest who fell of the cliff

A note on misspellings, misunderstandings and joys of free speech

AST week’s column, entitled, ‘A canon, corona and the onslaught of irresponsible imbecility,’ caused an avalanche of reactions and proved once again that The Salt Cay Note not only has a respectable readership but a readership that knows how to spell.

When I wrote about an 18th century British canon that had stood proudly on Salt Cay’s bluff and over time eventually toppled into the waters below; readers correctly pointed out that the way it was written, a priest had nosedived from the bluff, when of course the word should have had two Ns – this would have made it a large, heavy piece of artillery, typically mounted on wheels, used in warfare.

Irrespective of the missing N, the message the column endeavoured to convey was one of caution in these extraordinary times.

A simple request for people, young and old, to adhere to the Covid-19 regulations when visiting the island to keep all and sundry safe.

Sadly, this message was completely lost to the dear district commissioner of Salt Cay. No sooner had the piece been posted by a ‘winter resident’ on a members only Salt Cay residents Facebook group, the district commissioner went on the defensive.

“I think one should really explore the truth before writing,” she commented and concluded, “Titus you don’t belong Salt Cay and you don’t own nothing on this island.”

While the administrator of the said Facebook group promptly removed the post and with it the comments, I started receiving text messages, exclusively from Turks and Caicos Islanders who, like me, didn’t quite understand what all the hubbub was about.

Wrote one young local lady: “All solid facts and comments made.

That’s why I just can’t understand the purpose of the response given.

Another native reader couldn’t help observe: “Salt Cay is still in the TCI, the last I checked! And you’re a Turks and Caicos citizen who has contributed much!”

I have always welcomed feedback on what I write in this column. The suggestions, reactions, ideas, and yes, even the constructive criticism have been both heart-warming and educational.

And while I remind readers from time to time that this column is an opinion piece and not the reporting of cold, hard facts; I have throughout this journey, tried to tell the story, this Salt Cay story, as fairly and as accurately as possible.

It was in this spirit that I re-read the column to see where anyone within the district administration could have taken offence.

There were two events described in the article, namely a bit of Salt Cay history plummeting into the sea and a group of youngsters coming to the island to party.

Both these events are fact and based on first-hand information.

A critical comment about said youngsters, from a Turks and Caicos Islander on social media, was quite clearly referred to as a comment and

thus put in inverted commas.

The rest of the column was, as ever, in praise of its residents: “Salt Cay and its inhabitants have prided themselves for being coronavirus free.

“Doing their utmost to protect themselves and their island home gave them, rightly, a sense of achievement.

“The wearing of face coverings has become mandatory on the fabled Salt Cay Ferry and in public places.

“Everyone on the island makes sure that especially the elderly and vulnerable are kept safe, be it in church, an island store or indeed in their homes.

“All on island see it as their obligation during this crisis to be ‘our brother’s keeper’.”

Nothing in the supposedly offending column was critical of the

district administration or the district commissioner.

In the past, I have been critical of the policing strategy, or more correctly the lack of one, for the island. Perhaps if one had existed there wouldn’t have been a need for the last column.

Even in raising this particular matter I never censured the local administration.

Was the district commissioner’s outburst perhaps just one big misunderstanding? One should like to think so.

Commented one retired Turks and Caicos Islands school teacher on the matter: “Perhaps just a complete failure to understand either the use of inverted commas for reported speech, and/or the apt analogy.” This really sums it up well. Time to move on.

UK advises only essential travel to the TCI THE UNITED Kingdom has advised its citizens against all but essential travel to the Turks and Caicos Islands.

And anyone flying back to the UK from the TCI will now have to selfisolate for 14 days after the territory was removed from its quarantine exemption list.

In a Facebook post on Saturday (August 15), Premier Sharlene Cartwright Robinson said she was informed of the decision late on Friday.

On Saturday she spoke to UK Minister of State at the Foreign and Commonwealth Office Nigel Adams about its possible broader implications and local context.

“Whilst traffic between here and the UK barely leaves a fingerprint, the impact can be wider than UK-

TCI relations and this is extremely concerning,” she wrote.

“It was first of all important for me to challenge the methodology used that seems to be an automatic trigger.

“Given our size, data considered in the methodological approach taken by the UK, will always be skewed and will almost always negatively impact small populations.”

She said she ensured that the UK understood the economic, social and political fallout from its decision highlighting the “possibly unconsidered unintended” consequences.

“I have been asked to reduce my representations in writing and am doing so with great urgency,” the premier added.

The leader stressed that the

decision underscores the importance for continued vigilance and of not engaging in selfish or reckless behaviour.

“We must understand how our individual’s action can negatively impact our entire country,” she said.

“Whilst we continue to call for responsible behaviour, as a Government, we will do what needs to be done to yield the results we all need.

“We must follow health protocols.

These have been tried and proven.

The wearing of masks, social distancing, washing hands and sanitising them and frequently used surfaces work.”

She added that it requires personal responsibility and the Government alone cannot contain the spread without the involvement of the general public.

Prank phone calls may result in prison term PEOPLE making prank calls pretending to be members of the Ministry of Health’s contact tracing team could be fined or end up in jail.

The ministry said in a statement on Monday (August 17) that it is aware of members of the public receiving the hoax phone calls.

“These calls have caused undue stress and anxiety, and in some cases, genuine fear,” the ministry said.

“We condemn these actions in the strongest possible way and we ask the individuals

responsible to cease such activities immediately.”

Under the Emergency Powers (Covid-19) (No. 4) (Amendment No. 5) Regulations 2020 the spreading of such false information is an offence.

Those found guilty are liable to a fine of $5,000 and/or three months’ imprisonment.

The Royal Turks and Caicos Islands Police Force will investigate to find out who is responsible and take the most appropriate course of action in the public interest.

Health ministry employee tests positive for Covid-19 A MEMBER of staff at the Ministry of Health, Agriculture Sports and Human Services has tested positive for Covid-19 and another was in contact with a positive case.

The ministry temporarily closed its Providenciales office on Wednesday (August 19) for deep cleaning – to reopen on Monday.

Contact tracing and testing in accordance with established health ministry protocols is ongoing, a spokesperson said.

Meanwhile, the National Public Health Laboratory experienced a disruption in testing on Wednesday due to a delay of shipments.

It resumed normal operations on Thursday and a ministry statement apologised for any delays to the public.

Anyone experiencing signs of Covid-19 should contact health hotlines on 232-9444 or 333-0911.

These include fever, cough,

shortness of breath, diarrhoea or a loss of the sense of smell and taste.

“Please do not visit healthcare facilities if you have symptoms unless they are severe,” the spokesperson said.

To avoid the spread of Covid-19 the public is reminded to: - Wash hands frequently with soap and water for 20 seconds, and use hand sanitiser if soap and water are not accessible.

- Cover coughs or sneezes with an elbow or a tissue, wear face coverings in public, practice social distancing of six feet, avoid mass gatherings and avoid non-essential travel.

- Cooperate fully with contact tracing teams and not discriminate against those suspected of having Covid-19.

THE NATIONAL Audit Office (NAO) and the auditor general are established by the Constitution Order of the Turks and Caicos Islands to be a public office.

Bags of rubbish dumped by beaches in the TCI

Stop dumping rubbish at beaches, demands DECR RESIDENTS must not dump their household waste at beach accesses and public beach areas, the Department of Environment and Coastal Resources (DECR) said this week.

Waste receptacles located on or near beaches such as the Bight Kids Park in Providenciales or Governor’s Beach in Grand Turk are available for use by beachgoers.

But they are not equipped to

handle loads of household waste, a spokesperson for the DECR said on Tuesday (August 18).

Members of the public have been found to be dumping their rubbish there instead of making use of local landfill facilities or waste collection services.

These are provided by the Department of Environmental Health or private enterprises.

“The department can only be

effective for the public with the cooperation of the public,” the spokesperson added, “and we ask that courtesy and respect be given to our officers and their duties to uphold the department’s mission.”

Anyone who witnesses the dumping of household waste at public beach accesses or areas can contact the DECR on 338-4164 or the Department of Environmental Health on 338-5062.

Public Works Department reopens Monday THE PUBLIC Works Department in Providenciales is reopening on Monday (August 24) after a twoweek closure for deep cleaning.

The office shut on Monday, August 10, because a staff member had tested positive for Covid-19.

The officer is in quarantine at home and contact tracing was conducted, a Government press release said on Thursday.

All colleagues of the officer were subsequently tested as per the Ministry of Health’s protocols and asked to self-quarantine for 14 days. All the results came back as negative.

Additional guidelines will be put in place for those who access the department on a daily basis. These will be posted outside the office before reopening on Monday.

“The ministry and department thanks the general public for its patience and understanding and we look forward to continuing to serve you,” the press release said.

Tropical Depression 13 could approach South Florida early next week – TCI and the Bahamas in projected path ONE of three disturbances in the Atlantic strengthened into Tropical Depression 13 on Wednesday night and could affect South Florida early next week, the National Hurricane Center said in its advisory.

The depression is expected to move along a fairly quick westnorthwest track over the next several days, approaching the TCI and southeastern Bahamas as a tropical storm during the weekend.

“Based on current timing and latest model information, the system could affect South Florida early next week, perhaps by Monday,” said a briefing issued by the National Weather Service’s Miami-South Florida forecast office on Wednesday afternoon.

The depression was making an approach toward the Caribbean Sea, the National Hurricane Center said.

It had sustained winds of 35 mph and was moving at 20 mph, the advisory said.

One of the other two tropical waves, a fast-moving system located over the eastern Caribbean, has its sights set on Mexico or Central America, the hurricane center said.

It was expected to move slowly west toward Central America before making a slight turn to the northwest.

It is expected to become a tropical depression this week.

A third wave developed over east Africa late Tuesday into early Wednesday. According to the forecast, some development is possible this week. But conditions are far less conducive for cyclone development by early next week, according to the NHC. “These are right on schedule,” said Dennis Feltgen, spokesman for the Miami-based National Hurricane Center. “This time of year, in August

Bahamas Covid-19 surge continues – Over 1500 plus cases COVID-19 cases continue to rise in the Bahamas with its latest single day figure passing the three-digit mark.

On Wednesday, some 107 new cases were reported on the island chain, up from 95 cases on Tuesday.

The rise in cases have pushed the overall count to 1531,

of those, 1296 were active.

Bahamas has also registered 22 Covid-19 deaths.

New Providence, which had 59 of the new cases on Wednesday, leads the Bahamas with 880 cases, while Grand Bahama is behind on 507.

Bimini now has 45 cases, while Abaco has 44.

If the National Hurricane Center forecast remains, the tropical storm could affect the TCI late Saturday night to early Sunday.

However, it is still early and those forecasts could change.

“Some of the models have no chance in the world of ever coming to be,” Feltgen said. “The only thing we want people to focus on is the forecast track, and that’s only going to happen once we get a tropical cyclone. Right now, there’s absolutely no model consensus at all.”

South Florida can expect a wet week ahead, with scattered thundershowers and some flooding in low-lying areas. The precipitation is not related to the tropical disturbances, said NWS meteorologist Harry Weinman.

The next disturbance to become

a named storm will be called Laura, and if that occurs before the end of the month, 2020 would tie 2005 for the most tropical storms in history entering September, with a dozen.

After that, the remaining names for 2020 are Marco, Nana, Omar, Paulette, Rene, Sally, Teddy, Vicky and Wilfred.

“Our main message to people is just to remain hurricane ready this year,” Weinman said. “There’s obviously a lot of activity out there.”

In July, there were five tropical storms: Edouard, Fay, Gonzalo, Hanna and Isaias. Other named storms this year have included Arthur, Bertha, Cristobal and Dolly.

Tropical Storm Arthur formed in mid-May, making this the sixth straight year that a named storm formed before the official start of hurricane season on June 1.

Jamaica stands to benefit from UK COVID-19 vaccine JAMAICA stands to benefit from a COVID-19 vaccination immediately as it becomes available, if the groundbreaking discovery is made by the United Kingdom, according to British High Commissioner to Jamaica Asif Ahmad.

He was speaking on Wednesday at the monthly luncheon of the Lions Club of Kingston at the Jamaica Pegasus hotel in New Kingston.

Ahmad explained that two months ago, world leaders formed a partnership on the COVID issue and secured a US$8 billion commitment to fund the Global Alliance for Vaccines and Immunisations programme.

British High Commissioner to Jamaica Asif Ahmad said that the United Kingdom will want to make sure that the vaccine is available to everyone.

According to Ahmad, the brilliant minds working at Oxford University have already taken the vaccine through stages one and two of the testing phase and are now working on stage three in Brazil.

On Tuesday, a day after announcing a seven-day immediate lockdown for New Providence, Prime Minister Dr Hubert Minnis has reversed the harsh measures, allowing food stores, pharmacies, water depots, gas stations and hardware stores to open from 6am to 9pm beginning Wednesday.

The announcement had come in a statement from the prime minister after the government was roundly criticised by residents, the opposition and non-profit organisations on the impromptu lockdown, which left many without enough food and water in their homes.

said the reversal came after Cabinet was briefed by weather officials on an approaching storm and after residents raised concerns with him.

Dr Minnis conceded residents and businesses need more time to prepare for such a lockdown.

“In the past few weeks there has been a disturbing rise in COVID-19 cases in New Providence,” the statement said.

“Sadly, additional deaths have been confirmed and our hospital system is stretched to capacity. In coordination with our public health team and through conversations with community stakeholders, it was made clear that the only way to beat back this deadly virus would be to extend lockdown provisions with more restrictions.

“On Monday 17 August, I made the announcement of increased restrictions for New Providence with immediate effect in order to save lives.

‘It doesn’t discriminate,’ Popular Jamaican businessman tests positive for COVID-19 BUSINESSMAN Chris Dehring this week revealed that he had tested positive for COVID-19.

In an Instagram post, Dehring said that he and his family were fine, and that he only had mild symptoms and was recovering.

“I’ve been in isolation and quarantine for the last seven days and, in fact, I haven’t been to the office in over three months, so nobody there is impacted,” he said.

Dehring said that this is a timely reminder that COVID-19 “impacts everybody”.

“It doesn’t discriminate. So we need to take this thing seriously, we need to sanitise, we need to wash our hands, we need to wear our masks, we need to social distance,” he said.

“We will get through this and we have to get through this together, being our brother’s keeper.”

Meanwhile, Port Maria Mayor Richard Creary, who was diagnosed with COVID-19 last week by officials of the health ministry in the parish, has downplayed concerns that his contraction of the virus poses a health risk to staff and clients of the St Mary Municipal Corporation.

“I only came in contact with only one person at the St Mary Municipal Corporation,” said Creary. He said that that person has since been tested.

He did not offer any information on the result of that test. “My office is far away from all the other offices.

Cayman Islands: Petition circulating for no-confidence motion in premier A PETITION calling for citizens to support a purported noconfidence motion in Premier Alden McLaughlin is making the rounds on social media.

The petition, which is circulating on WhatsApp together with a link to a questionnaire from the Christian Association for Civics, contains a call to action asking recipients to answer five survey questions, as well as to sign the petition, which was prompted by the recent developments on the Domestic Partnership Bill.

According to the message accompanying the petition, the survey questions are from Opposition Leader Arden McLean, who, the message states, intends to bring the no-confidence motion against the premier. Contacted by the Cayman Compass on Wednesday, McLean would not confirm if he is connected to the survey and the petition, or if he plans to file a motion of no confidence in the premier.

There are 12 days left to sign the petition, which is on Change. org, uploaded by a user identified as Cayman Islands People-Initiated Referendums. In the WhatApp message containing the link, organisers request people sign the petition “directing your politician to support the Opposition Leader in filing a no confidence motion against the Premier who brought the Domestic Partnership Bill into parliament which was defeated so now the Governor decreed that he will try to make homosexual unions law instead after 12 days”.

This latest development follows the defeat of the Domestic Partnership Bill in the Legislative Assembly last month and the subsequent announcement by Governor Martyn Roper that he is using his reserved powers under the Constitution to assent to the law, which provides a legal framework for same-sex relationships.

Lawmakers voted nine to eight against the bill as Cabinet members Juliana O’Connor-Connolly and Dwayne Seymour, along with government councillor Captain Eugene Ebanks, joined with the Opposition to vote no.

Bermuda Call for cheaper licence to grow cannabis MANY black people will be frozen out of legal cannabis use because they will be unable to afford an annual $750 licence fee for personal cultivation, campaigners warned this week.

Social Justice Bermuda said the fee could keep the illegal cannabis market alive by encouraging people to grow cannabis without permission.

The group appealed to the Government to review its proposed Cannabis (Licensing and Regulation) Act 2020, which was designed to modernise legislation on the drug.

A spokeswoman for Social Justice Bermuda welcomed the move to allow the public to grow cannabis.

But she added: “It was disappointing to see the prohibitive pricing of the personal cultivation licence.

“This fee excludes many of our country’s lower-income earners from participating in the legal growing scheme and restricts their options

She added: “We feel that this high annual fee for a personal cultivation licence will encourage people to grow cannabis illegally and the illicit market will continue.”

The draft legislation was tabled

by Attorney-General Kathy Lynn Simmons in May, but later revised to allow residents to get a personal cultivation licence for $750 a year, which would allow them to grow four to seven plants from seedlings from an approved source.

The spokeswoman also criticised an amendment to prevent people from cannabis cultivation if children lived in their home.

She said: “Parents or guardians that wish to cultivate cannabis for medicinal or personal use should be permitted to apply for a licence.

“Children’s safety is paramount,

and the legislation and policy should protect that, but the current proposed restriction effectively excludes the vast majority of residents, given our culture of multigenerational cohabitation.

“If the cultivation area is adequately secured — similar to any other substance not intended for consumption or use by children — equal opportunity for cultivation should be considered.”

The legislation was designed to create a liberal stance on cannabis consumption and sales, in line with Canada and parts of the United States, where the drug is legal for recreational and medical use.

But Social Justice Bermuda said: “It is crucial that Bermuda introduces a safe and accessible cannabis market for all, especially those most impacted by cannabis prohibition.”

The spokeswoman said steps also need to be taken to destigmatise cannabis.

Russian opposition leader Alexei Navalny ‘poisoned’ RUSSIAN opposition figure Alexei Navalny is unconscious in hospital with suspected poisoning, his spokeswoman has said.

The anti-corruption campaigner fell ill during a flight and the plane made an emergency landing in Omsk, Kira Yarmysh said, adding that they suspected something had been mixed into his tea.

The hospital said Mr Navalny was in a stable but serious condition.

Mr Navalny, 44, is a staunch critic of President Vladimir Putin.

In June he described a vote on constitutional reforms as a “coup” and a “violation of the constitution”.

The reforms allow Mr Putin to serve another two terms in office.

Kira Yarmysh, the press secretary for the Anti-Corruption Foundation, which Mr Navalny founded in 2011, tweeted: “This morning Navalny was returning to Moscow from Tomsk.

“During the flight, he felt ill. The plane made an urgent landing in Omsk. Alexei has toxic poisoning.

THE US state of Michigan has agreed to pay a settlement of $600m to victims of the Flint water crisis, US media say.

Most of the money will go to children in the city who were exposed to drinking water poisoned with lead, reports add.

At least 12 people died after Flint switched its water supply to the Flint River in 2014 to save money.

An outbreak of Legionnaires’ disease followed, and nearly 100,000 residents were left without safe tap water.

The settlement is expected to be formally announced later this week, the New York Times, Washington

Post and Wall Street Journal say, citing sources familiar with the case.

There has been no official comment from the Michigan state government yet.

Anyone who lived in Flint between 2014 and 2016 could be eligible for the settlement money, US media say.

However, almost 80% of the funds will go to residents who were under 18 at the time.

Experts say children are particularly vulnerable to lead poisoning, particularly babies and children under five who can experience brain damage before their brains are fully developed.

Ethnic minorities feel UK police are racially biased, report says

Negotiations over a free trade agreement between the UK and EU began in early March.

Brexit: UK hopeful of EU trade deal next month, says No 10 THE UK still believes it can agree a post-Brexit trade deal with the EU next month, according to Downing Street.

The PM’s spokesman said UK negotiators would “continue to plug the gaps” when talks enter their seventh round in Brussels on Wednesday.

The two sides remain divided over competition rules, fishing rights and how a deal would be enforced.

The UK has ruled out extending the December deadline to reach an agreement.

This week’s talks are the last scheduled negotiating round ahead

of the autumn, although both sides have previously said talks would continue in September.

EU chief negotiator Michel Barnier had dinner with UK counterpart David Frost on Tuesday evening, with talks set to conclude on Friday.

On Tuesday, ahead of talks resuming, a European Commission spokesman said a deal would need to be agreed by October “at the latest”.

Mr Barnier has said an agreement is required by this date so it can be ratified before the UK’s current post-Brexit transition period ends, in December.

TWO-THIRDS of black and minority ethnic people feel there is bias against them within police forces, a survey has found.

Four out of five respondents of black and Bangladeshi heritage felt there was bias, and about half of those of Chinese and Indian backgrounds.

But the Hope Not Hate research suggests most do not feel the issue is systemic.

The National Police Chiefs’ Council said it was working “to address racial inequalities in policing”.

The charity Hope Not Hate surveyed about 1,000 adults in Britain between 3 and 10 July, in the aftermath of George Floyd’s death in the US and amid anti-racism protests in the UK. According to the report, some 64% of people of ethnic minority in Britain agreed that the police as a whole were good, and that any issues were down to a few individuals within forces. Black communities were slightly lower (58%) but still a majority.

The research said this “suggests a much more nuanced approach than either the blanket praise or condemnation that dominates the public debate”.

Meanwhile, three quarters of black people, 71% of Bangladeshi people and 53% of Indian respondents feel they are dealt with more severely in the courts.

Volunteer divers conserve TCI’s coral reefs A TEAM of nine divers spent three days at sea surveying coral reefs and tending to coral ladders this summer.

The volunteers with the Turks and Caicos Reef Fund (TCRF) were hosted by dive tour company Aggressor Adventures for the survey and restoration trip.

From July 26 to 29, they were trained in identification of 14 coral species and diagnostics of coral diseases, a TCRF press release explained on August 6.

The TCRF dive leaders, volunteer divers and staff on the TCI Aggressor II worked together to complete six critical Atlantic Gulf Rapid Reef Assessment surveys.

They also completed 40 roving diver surveys to document and quantify impacts from stony coral tissue loss disease, and mapped 16 coral colonies for disease treatment and future monitoring.

The team set up a new nursery structure for corals in an existing coral nursery while being trained in necessary nursery maintenance.

Alizee Zimmermann, who was project manager and excursion leader for the marine protection group, said it was an “amazingly productive and fun trip”.

“It gave us the opportunity to complete a great deal of work in a very short period of time,” she added.

TCRF chairman Don Stark said the work carried out will benefit all watersports operators as well as the residents of the TCI. “We are extremely grateful to Aggressor Adventures for the support they have given TCRF over the past 10 years which has allowed us to continue our important work,” he added.

Founded in 2010, the Turks and Caicos Reef Fund is the only active environmental advocacy organisation in the TCI. It is all volunteer-run and provides funding for education, research and conservation programmes to individuals, organisations and agencies to preserve and protect the environment.

The group’s goal is to have at least 85 percent of all funds raised through voluntary contributions from divers and snorkelers visiting the TCI directed to the fund’s programmes.

Cuba Gooding Jr accused of raping woman

Mr Gooding was pictured arriving at Manhattan Criminal Court in January on groping charges.

CUBA Gooding Jr has been accused of raping a woman twice, according to a civil lawsuit filed on Tuesday.

The Oscar-winning actor is alleged to have assaulted the unnamed woman in a New York hotel room in 2013.

A legal representative for Mr Gooding, Mark Jay Heller, said the allegations were untrue.

The actor has previously faced claims that he groped several women, but this is the first time he has been accused of rape.

The woman, identified only as Jane Doe, said she met Gooding in a Manhattan bar in August 2013 and was invited to join him for drinks at a nearby hotel.

The actor said he needed to change his clothes, and invited her up to his hotel room.

The lawsuit alleges Mr Gooding

then raped her. She is seeking a jury trial as well as compensatory and punitive damages.

Mr Heller told The New York Times the allegations in the lawsuit were “completely false and defamatory”.

He also noted the allegations had not resulted in criminal charges over the past seven years.

The allegation comes a year after the actor pleaded not guilty in New York to charges of groping three different women in nightclubs in the city.

Those criminal cases have yet to be resolved. Mr Gooding’s trial was due to start in April but was

delayed as a result of the coronavirus pandemic.

Earlier this month, Mr Gooding attended a pre-trial hearing in New York and wore a Black Lives Matter facemask in the court room.

Mr Gooding, 52, won a best supporting actor Oscar in 1997 for the film Jerry Maguire and is known for roles in films including A Few Good Men and The Butler.

In 2016, he was nominated for an Emmy Award for his leading performance in the TV miniseries The People v. OJ Simpson.

“In honor of those who fought and continue to fight for our rights, I’m announcing that November 3rd, Election Day, will be a company holiday at @owntv,” she wrote in a note acknowledging the 100-year anniversary of the day women were given the right to vote.

Winfrey encouraged her employees not only to check a box, but to get involved in the electoral process.

“This will give my team the necessary time to put on their masks, get to the polls, cast their ballots, and volunteer,” the 66-year-old powerbroker wrote. “I challenge other companies to do the same because this might be the most

important election of our lives.

Together we can overcome all obstacles in order to exercise our right to vote.”

Winfrey’s name has come up in conversations about the 2020 race for the nation’s highest office, but she made clear in a 2018 interview with Jimmy Kimmel she was’t interested in the job.

“I am definitely not running for president,” she said slowly and directly into the camera.

She said it was a “humbling thing” that people might think she’s qualified to be president, but it’s not for her.

President Trump sent a tweet daring Winfrey to run days before she taped her interview with Kimmel. She told Kimmel that she never considered tweeting back.

‘Highest temperature on Earth’ as Death Valley, US hits 54.4C WHAT could be the highest temperature ever reliably recorded on Earth - 130F (54.4C) - may have been reached in Death Valley National Park, California.

The recording is being verified by the US National Weather Service.

It comes amid a heatwave on the US’s west coast, where temperatures are forecast to rise further this week.

The scorching conditions have led to two days of blackouts in California, after a power plant malfunctioned on Saturday.

“It’s an oppressive heat and it’s in your face,” Brandi Stewart, who works at Death Valley National Park, told the BBC. Ms Stewart has lived and worked at the national park on and off for five years. She spends a lot of her time indoors in August because it’s simply too uncomfortable to be outside.

“When you walk outside it’s like being hit in the face with a bunch of hairdryers,” she said. “You feel the heat and it’s like walking into an oven and the heat is just all around you.”

WHAT WERE THE PREVIOUS RECORDS? Sunday’s reading was recorded in Furnace Creek in Death Valley.

Before this, the highest temperature reliably recorded on Earth was 129.2F (54C) - also in Death Valley in 2013.

A higher reading of 134F, or 56.6C a century earlier, also in Death Valley, is disputed. It is believed by some modern weather experts to have been erroneous, along with several other searing temperatures recorded that summer.

According to a 2016 analysis from weather historian Christopher Burt, other temperatures in the region recorded in 1913 do not corroborate the Death Valley reading.

AUSTRALIAN Prime Minister Scott Morrison has back-tracked after suggesting vaccinations against the coronavirus could become mandatory.

Announcing a deal that could provide free doses to Australia’s entire population, Mr Morrison had said there should only be medical exemptions.

But after concerns raised by health experts, he clarified: “There are no compulsory vaccines in Australia.”

Meanwhile, visitors to Australia may also be required to have immunisation.

Health Minister Greg Hunt said he “wouldn’t rule out” making it mandatory for anyone travelling to Australia - including Australians returning to the country - if that was the advice from medical experts.

“It would seem passing strange if we had a massive vaccination programme in Australia but we were then to allow people in who could bring it in,” he told A Current Affair.

750 million genetically engineered mosquitoes approved for release in Florida Keys A PLAN to release over 750 million genetically modified mosquitoes into the Florida Keys in 2021 and 2022 received final approval from local authorities, against the objection of many local residents and a coalition of environmental advocacy groups.

The proposal had already won state and federal approval.

“With all the urgent crises facing our nation and the State of Florida — the Covid-19 pandemic, racial injustice, climate change — the administration has used tax dollars and government resources for a Jurassic Park experiment,” said Jaydee Hanson, policy director for the International Center for Technology Assessment and Center for Food Safety, in a statement released Wednesday.

“Now the Monroe County Mosquito Control District has given the final permission needed. What could possibly go wrong? We don’t know, because EPA unlawfully refused to seriously analyze environmental risks, now without further review of the risks, the experiment can proceed,” she added.

A LONG FIGHT IN FLORIDA In June the state of Florida issued an Experimental Use Permit after seven state agencies unanimously approved the project. But it’s taken over a decade to obtain that approval.

In 2009 and 2010, local outbreaks of dengue fever, which is spread by the Aedes aegypti, left the Florida Keys Mosquito Control District desperate for new options. Despite an avalanche of effort — from aerial, truck and backpack spraying to the use of mosquito-eating fish — local control efforts to contain the Aedes aegypti with larvicide and pesticide had been largely ineffective.

And costly, too. Even though Aedes aegypti is only 1% of its mosquito population, Florida Keys Mosquito Control typically budgets more than $1 million a year, a full tenth of its total funding, to fighting it.

In 2012, the district reached out to Oxitec for help. The company had developed a male mosquito named OX513A, programmed to die before adulthood unless it was grown in water that contained the antibiotic tetracycline.

with females; however, their male and female offspring would inherit the “kill” programming and die, thus limiting population growth.

OX513A had been field tested in the Cayman Islands, Panama and Brazil, with Oxitec reporting a large success rate with each release. For example, a trial in an urban area of Brazil reduced the Aedes aegypti by 95%.

But when word spread in the Florida Keys that the mosquito was on the way, public backlash was swift: More than 100,000 people signed a Change.org petition against the proposal; that number has grown to more than 242,000 today.

Public relations campaigns reminding Floridians that the GMO mosquito doesn’t bite because he’s male didn’t completely solve the problem. Media reports quoted angry residents refusing to be treated as “guinea pigs” for the “superbug” or “RoboFrankenstein” mosquito.

The EPA spent years investigating the mosquito’s impact on both human health and the environment, allowing time for public input. But in the midst of the evaluation, Oxitec developed a second-generation “Friendly Mosquito” technology and withdrew the application for the first.

Coronavirus: Some scientists believe herd immunity is closer than originally thought WE have known from the beginning how the end will arrive. Eventually, the coronavirus will be unable to find enough susceptible hosts to survive, fading out wherever it briefly emerges.

To achieve so-called herd immunity – the point at which the virus can no longer spread because there are not enough vulnerable humans – scientists have suggested that perhaps 70 per cent of a given population must be immune, through vaccination or because they survived the infection.

Now some researchers are wrestling with a hopeful possibility.

In interviews with The New York Times, more than a dozen scientists said that the threshold is likely to be much lower: just 50 per cent, perhaps even less. If that’s true, then it may be possible to turn back the coronavirus more quickly than once thought.

The new estimates result from complicated statistical modelling of the pandemic, and the models have all taken divergent approaches, yielding inconsistent estimates. It is not certain that any community in the world has enough residents now immune to the virus to resist a second wave.

But in parts of New York,

London and Mumbai for example, it is not inconceivable that there is already substantial immunity to the coronavirus, scientists said.

“I’m quite prepared to believe that there are pockets in New York City and London which have substantial immunity,” said Bill Hanage, an epidemiologist at the Harvard T H Chan School of Public Health. “What happens this winter will reflect that.”

“The question of what it means for the population as a whole, however, is much more fraught,” he added.

Herd immunity is calculated from the epidemic’s so-called reproductive number, R0, an indicator of how many people each infected person spreads the virus to.

The initial calculations for the herd immunity threshold assumed that each community member had the same susceptibility to the virus and mixed randomly with everyone else in the community.

“That doesn’t happen in real life,” said Dr Saad Omer, director of the Yale Institute for Global Health.

“Herd immunity could vary from group to group, and subpopulation to subpopulation”, and even by postal codes, he said.

a mathematician at Stockholm University.

His model puts the threshold for herd immunity at 43 per cent – that is, the virus cannot hang on in a community after that percentage of residents has been infected and recovered.

Still, that means many residents of the community will have been sickened or have died, a high price to pay for herd immunity. And experts like Mr Hanage cautioned that even a community that may have reached herd immunity cannot afford to be complacent.

The virus may still flare up here and there, even if its overall spread is stymied. It’s also unclear how long someone who has recovered may be immune, and for how long.

Man convicted of killing Michael Jordan’s father granted parole ONE of two men convicted of murdering Michael Jordan’s father will be out of jail in 2023.

Larry Demery, 45, is scheduled for release on parole on Aug. 6, 2023, Wilmington, N.C., CBS affiliate WWAY reported. Demery was convicted in 1996 for the 1993 murder of James Jordan.

Demery and his friend, Daniel Green, were both sentenced to life in prison for the murder. Each has said the other fired the shots.

James Jordan was sleeping in his car on July 23, 1993, in Lumberton, N.C., when he was fatally shot. He was 56.

Demery, who was 17 at the time,

pleaded guilty to first-degree murder, armed robbery and conspiracy to commit robbery. At his 1996 trial, Demery said that Green was the triggerman in a carjacking gone wrong. That testimony led to Green’s conviction for the same crimes.

Green has claimed for 27 years that he is innocent. He says that Demery killed Jordan, and he simply helped him hide Jordan’s body.

Green remains in prison and has not been granted parole.

THE uncertainties leading up to the retirement of Mahendra Singh Dhoni will be forgotten soon enough, and what will remain are the certainties and the pride of performance over the years.

The former world No.1 golfer withdrew from the upcoming Northern Trust tournament at TPC Boston, Massachusetts, citing persistent hip and knee problems.

TCI set to kick off World Cup Qualifiers against Nicaragua – Haiti, Belize and St. Lucia also in group

TCI are 203 in the global rankings and 32 in CONCACAF, they are ahead of the US Virgin Islands, the British Virgin Islands and Anguilla in the regional division.

THE Turks and Caicos Islands senior national male team will kick off their CONCACAF Qualifiers for the FIFA World Cup, Qatar 2022, this October against Nicaragua.

The Central American side is one of four teams, which were selected along with TCI in Group E. The other teams are Haiti, Belize and St. Lucia.

Some 30 teams were placed into six groups of five in a seeded draw on Wednesday. The six highest ranked teams, El Salvador, Canada, Curaçao, Panama, Haiti, and Trinidad and Tobago were preseeded into groups.

DATES TCI’s opening clash will be on October 10, three days later they will battle Belize, before meeting St. Lucia on November 11 and Haiti on November 14.

At the end of the first round, the six group winners will progress to the second round.

There, teams will play home and away in a direct elimination format in March, with the three winners progressing to the final round.

The final round will see those three teams join the CONCACAF member Associations top-five ranked teams consisting of Mexico, United States, Costa Rica, Jamaica and Honduras.

The eight teams will play each other home and away, with the topthree finishing teams qualifying directly to the World Cup. The fourth-placed team will qualify for the Intercontinental Play-off, scheduled to be played in June 2022

NEW MATCHES For TCI, Nicaragua and Belize will be new clashes. We played Haiti and St. Lucia before. We went down two games to nil against Haiti and won one and lost the other against St. Lucia.

Over the years all three teams have changed players and although TCI is currently ranked lower that their opponents, only Haiti sits as definite favourites.

PSA partners with proactive sailing charity Andrew Simpson Foundation A PARTNERSHIP between the Provo Sailing Academy and worldrenowned sailing and water sports organisation the Andrew Simpson Foundation (ASF) is expected to positively impact the sport in the Turks and Caicos Islands.

In a release, PSA President, Rebecca Reaston-Brown said that the alliance “is a huge step for us”.

She noted that the foundation is highly respected and has influenced many lives through sailing.

“Our island community will benefit significantly from their involvement and we are excited for the future of sailing in Turks and Caicos.”

The sailing charity was founded in memory of, and inspired by, Olympic Gold medalist sailor Andrew ‘Bart’ Simpson who died in 2013 whilst training for the America’s Cup in San Francisco Bay. The founding trustees are Sir Ben Ainslie, Iain Percy OBE and Andrew’s wife, Leah Simpson.

High on the agenda of the foundation are collaborations with not-for-profit sailing initiatives and organisations around the globe.

The academy noted that its involvement with the ASF “aligns both parties’ belief that it is possible to transform and make a difference to young lives through sailing”.

ASF’s core value is support and this is done both financially and on a practical level.

Additionally, it was pointed out that the charity will also assist with marketing the Turks and Caicos as a sailing vacation destination, by encouraging more visitors to not only the PSA, but also the islands in general.

“This will strengthen PSA’s ability to sustain the sailing scholarship programmes and continue to create opportunities for new students,” the release added.

LEAD COMMUNITY PROGRAMME INSTRUCTOR Reaston-Brown noted that: “This year, we are excited to have the expertise of Phoebe Twigg who has been working with ASF at their Lake Garda facility since 2018 and is one of their RYA Senior Instructors. Phoebe will be working with us at PSA as our lead community programme instructor over the winter months. ASF will also be on hand to lend support

to PSA by sending managers over to assist with our progress in the development of our community sailing programmes, race and foiling clinics, assistant instructor training and with our goal of obtaining RYA recognition for the Academy.”

OPPORTUNITIES Current and newly trained students who demonstrate a high level of both practical sailing skills and theoretical knowledge, and who also possess a good attitude, will be allocated spaces on RYA Dinghy Instructor courses at UK centres. They will then have access throughout the network of ASF centres to seek out job opportunities.

Reaston-Brown added: “This is such a fantastic opportunity for us.
