Elderly SIPT judge dismisses defence urges to travel to hear trial

BY DELANA ISLES JUDGE Paul Harrison has denied an application by defence lawyers in the Special Investigation and Prosecution Team (SIPT) trial that he should come to the TCI to conduct the hearing.

The application was made on November 4, and on Monday (November 30), the 83-yearold Jamaican jurist denied the application, citing the Covid-19 regulations made by Governor Nigel Dakin on April 17 this year, regarding court proceedings.

Those regulations provide for remote sittings of the court. They came into force on April 20, and will expire on December 30.

The decision on the application was handed down during a virtual hearing of the court.

Judge Harrison explained that the regulations were put in place due to the Covid-19 pandemic to ensure that the administration of justice, including enforcement of orders and access to justice is carried out so as not to endanger public health.

He further pointed out that the regulations specifically deal with the process under which the SIPT trial is to be conducted, with regard to him being domiciled in Jamaica.

The judge noted that the current worldwide circumstances created by the Covid-19 pandemic would demand that the mode of conduct of hearings be maintained.

defence attorney Earl Witter QC had argued that despite the fact that the regulations allowed the judge to sit outside the Islands, it was unfair and a breach of the defendants’ constitutional rights.

He posited that the judge could not properly access the demeanour of the witnesses and co-defendants via a remote hearing.

Witter had argued that it offends the principles of natural justice that any trial judge would not be in court in person.

In his response to this argument, Judge Harrison said: “I do not agree that accessing the demeanour of a witness by video link would be unfair to the defendants, nor do I agree that conducting a part of the trial by video link remotely would be unfair.

“The judge can see and hear the

witnesses and observe and address his demeanour adequately by this means.”

He added that the board of the Privy Council had rejected the contention that the prosecution would have a procedural advantage with the judge sitting outside of the jurisdiction to conduct the trial.

In its judgement handed down on November 13, the Privy Council stated: “The board does not accept that any such general assertion is justified.

“It all depends on the particular facts and circumstances as they transpire, and these are matters for the trial judge to consider as when may be appropriate to do so.”

Judge Harrison went on to remind the defence team that many of the prosecution witnesses had given their evidence by video link, and that this was done without any patent technical difficulties, without protest from them or anyone.

He said it serves discretion to hear the proceedings remotely, and that there is no unfairness.

Harrison noted that the judge is still obliged to consider and conduct the trial in the interest of justice, and given the current circumstances the health, safety and wellbeing of all concerned in the case is paramount.

He also pointed to the recent

reclassification of the TCI as a level four - high risk - location for Covid-19, issued by the Centres for Disease Control (CDC), as well as Jamaica’s classification as level four.

The judge stated that whether or not the CDC’s classification is unreliable particularly as it relates to the TCI - a point put forth by defence lawyers - in Jamaica there is a high risk for the coronavirus in comparison to the TCI. As such, it is best to avoid the risk, he said.

“It seems to me that the hearing shall continue with Mr Justice Harrison sitting remotely in Jamaica; this is subject to review as the pandemic proceeds,” he stated in conclusion.

The trial was scheduled to continue on Thursday (December 3), with former deputy premier Floyd Hall taking the witness stand for cross examination by the prosecution.

However, that did not go as planned as the court was still undergoing some preparatory work to have the Supreme Court Annex ready to welcome some of the lawyers and the witnesses back to the courtroom.

The prosecution of former premier Michael Misick, exGovernment ministers and their counterparts for corruption began in December 18, 2015.

A NEW prison superintendent has been appointed as part of continued efforts to restore order at Her Majesty’s Prison in Grand Turk.

David Bowden, formerly a prison officer and governor in the Northern Ireland Prison Service, brings with him 36 years’ experience in prison service.

He replaces Grahame Hawkings, who was appointed in December 2018, and opted not to renew when his contract came to an end earlier this year.

Following Hawkings’ departure, assistant superintendent of Police Nigel Gilkes acted as superintendent of prisons for several weeks.

He held his placement when the Government and Royal Turks and Caicos Islands Police Force stepped in to restore order at the disruptive facility.

Several other senior police officers had been seconded along with Gilkes to man the Grand Turk prison.

They were later joined by 12 specialist prison security officers from the United Kingdom - all of whom have since left the Islands.

Since that time, he has been busy continuing the work that members of the Royal TCI Police Force and UK officers did to restore order and control at the penitentiary.

TCI to receive Covid-19 vaccine from United Kingdom As UK rolls out first wave of vaccinations next week

“We’re so small that if we wanted to vaccinate the entire Turks and Caicos, we do have access to it”

BY DELANA ISLES JUST two weeks before its approval, the Turks and Caicos Islands Government accepted the offer of Covid-19 vaccines from the United Kingdom.

During the November 19 meeting of Cabinet, members gave the thumbs up to the UK Government, which at the time was poised to approve the vaccine.

On Wednesday (December 2), UK Prime Minister Boris Johnson announced that the Pfizer and BioNtech Covid-19 vaccine had been approved by his administration and will be ready for use in the new week.

No indication has yet been given as to when the vaccine will reach the TCI, but the issue was addressed by the premier during a recent town hall meeting in Providenciales.

not being forced on anyone, but it is important that you consider, even now, the vaccine and whether you want to benefit or not.”

She added that during the recent joint ministerial council meeting, held last week, Prime Minister Johnson had told the attendees that 350 million vaccines that the UK

has procured covers vaccines for all of the overseas territories and crown dependencies.

“We’re so small that if we wanted to vaccinate the entire Turks and Caicos, we do have access to it.”

The premier had this final plea for residents of the TCI: “I want us

to give it some thought, because at the end of the day this also matters to how our tourism product bounces back.

“Right now, despite some of the challenges that other countries have experienced, we are still one of the most sought after… tourists feel safe.

“So, I want everyone to listen out, don’t follow all of the conspiracy theories, give consideration as to whether you want to protect yourself and your family and be vaccinated.”

The UK will be purchasing the 350 million doses of vaccines from several different producers, the UK prime minister has announced.

Overseas territories conference hosted online THE PREMIER met with UK prime minister Boris Johnson and other world leaders this November to talk about issues effecting the UK’s overseas territories.

The annual Overseas Territories Joint Ministerial Council (JMC) took place from November 23 to 26 and was hosted and attended using online video conferencing.

The aim of the annual conference is to join together leaders from the overseas territories and UK ministers.

Together they review and implement a shared strategy for ensuring the security and good governance of all territories and their sustainable economic and social development.

The four-day meeting featured presentations from various territory leaders and roundtable discussions.

Among the topics reviewed were the Covid-19 pandemic, constitutional relationships,

economic resilience, the EU exit, trade, protection of the vulnerable, prisons, environmental protection and funding, the International Maritime Organisation (IMO) Instruments Implementation Code and border security.

During the first day of the meetings, Premier Sharlene Cartwright Robinson gave a presentation on border security.

She highlighted the TCI’s management of illegal migration and human trafficking through its National Security Strategy and multi-sector partnerships including the Royal Turks and Caicos Islands Police, US Coast Guard and Bahamas Defence Force.

Following the premier’s presentation, a roundtable discussion was held to outline further border security challenges experienced around the region and a full outline of the UK funded Border Security Programme.

During day three of the meeting, the premier made a third presentation on Her Majesty’s Prison highlighting the TCI Government’s investment in the redevelopment, management

and hiring and training of staff at the facility.

Leaders heard from His Royal Highness, The Prince of Wales, UK prime minister Boris Johnson as well as the Minister for the UK Foreign, Commonwealth and Development Office, Baroness Sugg.

The premier was joined by Governor Nigel Dakin, Ronlee

James, Executive Director for the Office of the Premier, Local Government and Community Affairs, and UK representatives for the TCI Government London Office, Tracy Knight and Kimo Tynes.

Government ministers joined during sessions that discussed any matters pertaining to their respective ministry.

Covid-19 enforcement to be amplified this holiday season

BY OLIVIA ROSE THE GOVERNMENT will ramp up its Covid-19 safety enforcement efforts this Christmas season as hordes of shoppers are expected to descend on stores.

Speaking at a press conference on Friday, November 27, Minister of Health Hon. Edwin Astwood said the Covid-19 enforcement task force will be a common sight over the holidays.

Public health officers, police officers and government department officers will make sure individuals and businesses are following proper social distancing and other safety protocols.

He said: “I know that everyone’s holidays, family gatherings, social occasions are looking a little different this year.

“We know that social gatherings continue to be the driver of active cases in the TCI, but this doesn’t mean that we can’t still find joy in these holidays or appreciate the meaning of them.

“Regardless of our individual beliefs, one thing we can all take away from Christmas is that light always overcomes darkness.”

The health minister said it is vital for compliance to be enforced over the holidays to prevent an outbreak, especially as the TCI has made great strides in the fight against Covid-19.

Anyone who violates the Government’s established Covid-19 rules and measures will be ticketed and fined, the minister warned.

Fines on businesses for noncompliance have been increased to $5,000 and establishments could risk their business licences being suspended for breach of regulations.

“Not just the police will be issuing the tickets, but also the compliance officers.

“The measures are focused on settings where there is the highest risk of one case spreading to many if there is a slip in public health measures.

“I know that right now many are feeling the darkness of Covid-19, it is frustrating to have more restrictions in effect when we feel we already missed out on time with our friends and family.

“We have done our best to follow the public health measures but immediate results we are not seeing and with that we

may be or sometimes can lose hope, but let me reassure you that hope is not lost.

“If we all follow the public health measures along with any restriction in our communities we can see this trend to zero cases reported going forward,” he said.

Astwood encouraged residents and businesses to double-down on safety measures to combat the spread of the virus during the holiday season.

“We need to view every social gathering, every walk through an office, every pass through a store door, every stair railing, every personal interaction, as an opportunity to permit Covid-19 spread.

“With unknown transmission sources at current levels, there are cases that we still don’t know about.”

He added: “Everyone that spreads is a threat to the health of others, everyone that spreads is a threat to our economy, everyone that spreads is a threat to our healthcare system and everyone that spreads means the potential for more unfriendly measures in the future.

“Stay at home if you are sick, wash your hands regularly and do not touch your face with unwashed hands.”

The health minister urged shoppers to maintain social distance and wear a mask when they enter public places.

“We can continue to flatten the curve if we work together, if we live by the same rules, if we take the same precautions, if we believe in a common goal we can slow the spread of the virus and coming together is the only way that we can do so.”

They are the South Atlantic Environmental Research Institute, the Joint National Conservation Committee and the Economics for the Environment.

The project has involved the location, collection and collation of existing marine data of the Turks and Caicos Islands, and is an ongoing process.

“This stakeholder-driven science-based process aims to develop a strategic plan for managing and protecting

the marine environment,” a November 30 press release said.

Adding that it addresses the multiple and cumulative uses of the sea and achieves ecological, economic and social objectives.

The tools will feed into long term planning and decision making in the marine environment, and to help achieve the ecological, economic and social objectives of the Government.

A FAIR ADVISORY? The Centres for Disease Control (CDC) issued a travel notice on its website last week stating that the TCI is now a level four “very high” Covid-19 risk.

There were only 39 cases at the time and now just 11 people have the disease.

The CDC advised: “Travellers should avoid all travel to the Turks and Caicos Islands. Travel may increase your chance of getting and spreading Covid-19.”

They also warned that if people must travel to the TCI, they should talk to their doctor first.

What are your thoughts?

Be on board

As Covid-19 cases decrease its important to let the CDC know.

In the meantime, wear masks and practice social distancing.

Once solid, solid proof exists of a decrease in Covid-19 cases and hospitalisations then and only then will you see island life return to normal.

Everyone must be on board.

A blue moon

Our current US government advisory advised it citizens to stay away from The Sandtrap nightclub in Nassau for the last 10 years each and every year without fail.

Only problem - The Sandtrap nightclub was destroyed by fire 10 years ago! Yet if you go to their advisory site you will see the Sandtrap advisory still there.

So how and what the Americans do on those sites is like telling when we will have another blue moon you must wait and see what they say.

The safer option

The CDC criteria may be the problem. The TCI is, in my humble opinion, far safer than the USA or Canada.

Regardless of the rating, my family are coming for much longer stays than usual.

Outdoor life, plenty of natural vitamin D, spectacular beaches and ocean, and a country that wears their masks, is far more attractive than their own.

Change now

The Government needs to rectify this.

Broad testing needed

It’s difficult for the Government, which is trying hard, and frankly has done far better with Covid-19 than either the US or Europe.

The problem may be with those 39 and 24 statistics, which presumably represent actual tests done.

It is impossible to do comprehensive testing, which is the only complete method to ascertain the true extent of the problem.

For one thing, we have many illegals who may have the virus and pass it on and yet even with symptoms will be loath to come forward for fear of deportation.

Maybe that is what the US has cottoned onto. Bit rich on their part, as they have the worst incidence rate of the virus through bad leadership.

Our Government has at least taken this seriously.

At last there is hope on the horizon with the impending vaccine.

Let’s hope we get it here and yes we still have to be careful!

Midnight curfew lifted as Government eases Covid-19 restrictions

BY OLIVIA ROSE THE MIDNIGHT to 5am curfew which was implemented as part of Covid-19 suppression measures was lifted on Monday (November 30).

The removal of the curfew means that residents are now free to move about the Turks and Caicos Islands at any time.

However, all social distancing, sanitisation and other precautionary measures guiding the operations of businesses and religious places of worship remain in place.

Minister of Health Hon. Edwin Astwood made this announcement during a national address on Friday, November 27, in Grand Turk.

He revealed a number of updated measures which will remain in place until 5am on Wednesday, January 6, 2021, unless otherwise stated.

“Restaurants and bars are not to exceed 30 percent of occupancy based on square footage,” he said.

“Religious places of worship are not to exceed 30 percent of occupancy based on square footage indoors or 40 persons if held outdoors.

“Funeral services not to exceed 30 percent of occupancy based on square footage indoors or 40 persons if held outdoors.

“Weddings not to exceed 30 percent of occupancy based on square footage indoors or 40 persons if held outdoors.

“Public and private gatherings or social activities limited to 25 persons,

Beach gatherings are now limited to ten adults from outside the same household.

The health minister encouraged churches and other establishments to keep logbooks to aid contact tracing for church services, funerals, weddings and all private and public gatherings.

He pointed out: “Screening for domestic travel and other measures such as mask wearing and social distancing will be extended to March 31, 2021.”

All businesses must suspend operations to the general public by midnight, except on New Year’s Eve when they will be allowed to stay open until 2am.

Business owners could face up to $5,000 in fines for noncompliance and business licences could also be suspended.

PDM joins the campaign trail in run up to 2021 elections

BY DELANA ISLES THE PEOPLE’S Democratic Movement (PDM) is joining the campaign trail, with the roll out of its first rally this weekend.

This is the first stated indication that the governing party is ready to take on its competitors for what is now looking to be a 2021 general election.

Posted on its Facebook page this week, the party wrote: “We’re ready to get this thing started!

“All roads from each corner of Providenciales lead to Downtown, Saturday, December 5, at 6pm for our first drive-in rally.”

Residents are being encouraged to go out and hear from the

PDM team and Premier Sharlene Cartwright Robinson.

No indication has yet been given when other rallies will be hosted, and where.

The Opposition party, the Progressive National Party (PNP), has been on the campaign trail for the past two months, and has been picking up pace as the year draws to a close.

There is still no date yet for the next general election, but all indications are that it will be held in 2021.

Elections are constitutionally due before March 31, 2021.

The House of Assembly is set to be prorogued no later than December 29, 2020.

Astwood warned that this type of behaviour is reckless and dangerous and any person, group or business that chooses to continue like this, is putting the territory and its people at risk.

“These actions risk not just further restrictions on their own businesses and activities, but further restrictions for all those who are choosing to comply and going above and beyond as well.

“This is deadly serious. I have asked for kindness, but I also ask for firmness.”

He stressed that although some of the safety protocols in place may seem severe, these new measures are intended to stop all activity that could lead to large scale spread of Covid-19.

“The need to control our spread and protect our population, our health system, and our economy is why I ask everyone, anywhere in the country, to abide by all public health measures,” Astwood said.

TCI author pens second book on overcoming adversity AUTHOR Rachel Gregory is telling stories and empowering others with her latest self-help empowerment book titled, ‘Cry Then Boss Up’.

She describes the 10-chapter semiautobiographical paperback as an inspirational book for adults that aims to help turn adversities into a bold purpose.

“Cry then Boss Up provides a post-grief guide for those who cried enough and wonder what now,” Gregory said in a November 24 press release.

“You have survived - now use that energy to thrive. I believe that we should use our adversities to harness our power from within and fuel our purpose.”

The Grand Turk-born, Providenciales-raised author and hotelier said in writing the book

she tried to avoid clichés and use real life interaction and personal experiences to help others.

It highlights topics such as identity, brokenness, pain, faith, renewing of the mind, taking control and ultimately ‘bossing up’.

Gregory lost her mother to breast cancer in 2016 and her baby boy to premature birth complications less than a year later.

“Loss of any kind, whether it is through death or relationship dissolution, is hard,” she said.

“But don’t stay there, build anew from the wreckage and turn your broken shards into windows of opportunities.”

In addition to histories, examples and coping techniques, Gregory chose numerous prompts and questionnaires to allow readers

to personalise the information for their unique situations.

“Ultimately, readers can become the boss of their own lives by healing authentically, finding peace, and their purpose in life,” she said.

Gregory’s illustrated children’s book ‘The Great’ - aimed at teaching children about bereavement - was published in May 2019.

It tells the story of third grader Gracie who relates her experiences of losing her baby brother to her classmates.

Inmates transferred to Cayman prison TWO prisoners have been moved from Her Majesty’s Prison in Grand Turk to HMP Northward in the Cayman Islands where they will serve part of their terms.

The move has been taken to “improve security, decrease risk and to restore and maintain order” in TCI’s prison, according to a Government press release on November 26.

Twenty-five-year-old Steve Remy Gardiner also known as ‘Kimbo’ is part way through a nine-year sentence for the robbery and assault of two female joggers in 2017.

He is also serving an eight-year sentence for the rape of a North Caicos woman which is running concurrently.

Twenty-four-year-old Cyderio

Smith also known as ‘Al-Qaeda’ is part way through an eight-year sentence for discharging a firearm and shooting a man in 2017.

The prisoners were moved on November 26 and will be in isolation for a period of 14 days, pending negative Covid-19 test results.

The inmates were escorted by members of HMP Grand Turk and received by officers of Her Majesty’s Cayman Islands Prison Service at Owen Roberts International Airport.

The Cayman service has assured the TCI Government that Covid-19 protocols and security will be strictly enforced to ensure the safety of the prisoners, staff and the community.

for the prison, Hon. Goldray Ewing, said: “We are grateful to the Cayman Islands Government for their support and agreement to accommodate two of our prisoners.

“We will continue to take measured steps to support the management and staff of the prison as they work towards making the prison a safe, secure and rehabilitative institution.”

The move is “one of the critical pieces in a series of strategic steps being taken recently”, according to the press release.

It comes following recent measures taken to restore stability at HMP Grand Turk.

Young man stabbed to death near football field Two teenage men charged with his murder A TWENTY-year-old man was pronounced dead after being found with stab wounds near a football field in Providenciales.

Reports were made to police at about 8.15pm on Thursday, November 26, that a “stabbing incident” had taken place at Granny Hill in Five Cays.

The victim, named as Saintilien Michel, was found near the sports field and pronounced dead at 9.07pm.

Huraldo De La Cruz Gonzales, 19, and Rodson Saint-Louis, 19 have been charged with murder and will remain in police custody until their court appearance in February 2021.

The murder is the 22nd in the Turks and Caicos Islands in 2020.

In 2019, there were 13 murders recorded during the entire year – far surpassing previous totals.

in violent crimes in the TCI has seen an increased number of more dangerous offenders being sent to the institution.

This has placed additional pressures on the management and staff to maintain a safe and secure environment, the press release said.

The transfer of the prisoners was approved by UK ministers, as permissible under UK legislation, and supported by the governors and premiers of both overseas territories, the TCI and the Cayman Islands.

Governor Nigel Dakin said: “The stability of Her Majesty’s Prison is a critical piece in our strategy towards safeguarding national security and we will continue to exercise all avenues available to us in order to accomplish our national goals and secure our institutions and our communities.

“I am grateful to the Cayman Islands for their support in this matter.”

Armed men steal suitcase from Kew Town home TWO armed and masked men entered an apartment in Kew Town, Providenciales, early on Friday, November 27, and stole a suitcase.

The aggravated burglary took place at about 3am, according to the male occupant,

who added that the men fled the scene in a silver car.

There were no injuries reported.

CABINET MEETING SUMMARY THE NAMING of Government buildings, debt procurement and a civil service Christmas advance were all discussed at the 43rd meeting of the Cabinet.

Acting Governor Anya Williams chaired the meeting on Thursday, November 5, by video conference. All members were present.

AT THIS MEETING CABINET:

- Were updated on the state of the nation and discussed measures to further address and mitigate against any escalation of the coronavirus (Covid-19).

- Noted the financial performance of the TCI Government for the period April to September 2020.

- Approved amendments to the Covid-19 Stamp Duty Waiver Policy for the period October 21 to December 20, including removing the requirement

for a charge against the property for a period of five years, effective November 9.

- Members also agreed to extend the 50 percent concession to November 30 and to accordingly adjust the 25 percent concession dates to December 1 to 30.

- Were updated on TCIG debt procurement activities.

- Approved the naming and renaming of the following Government Buildings given their significant contribution to the Turks and Caicos Islands within their profession and field of work: 1) Wellness Centre, Grand Turk – Sylvia C Melhado Aged and Special Needs Centre.

2) Government business park, Providenciales (formerly Sammy Been Plaza) – Labour House, Border House and Enforcement House.

3) The National Stadium, Providenciales – Corena Walkin National Stadium.

4) Early childhood blocks, Providenciales: At Ianthe Pratt Primary School – Jestina Delancy Early Childhood Centre At Oseta Jolly Primary School – Cecily Ewing Early Childhood Centre At Tender Loving Care Primary School – Marjorie Bassett Early Childhood Centre 5 ) Long Bay High School, Providenciales – The Louise Garland Thomas Junior High School.

- Approve the appointment of Wesley Clerveaux as CEO/director of the National Health Insurance Board (NHIB) for a period of three years with effect from January 1, 2021.

- Approved the offering of a Christmas salary advance of one month’s basic salary (not including allowances) to all currently employed public officers and terms for repayment.

- Approved a list of special days and national public holidays for 2021.

Increasing risk of floods in a changing climate ITS GEOGRAPHICAL features are characterised by low-lying topographies with dwarfish slopes shouldering an elevation hardly above 160 feet.

Coupled with a landscape sparsely populated with trees with swarming shrub-like vegetation throughout, creating enormous economic and environmental challenges.

From these layouts, the TCI is prone to massive flooding. As heavy downpours settle on its flat, rugged, impermeable plains, roads disappear feet deep under water.

From the Downtown area to the highway, Five Cays, the Bight and Grace Bay, drivers must blindly navigate their way through the obscured watery paths.

These cloudbursts severely affect commercial buildings, private homes and vehicles and other properties, as they submerged beneath rainwater ponds.

This is often the visual portrait of the aftermath of downfalls in the TCI. Although the protection against coastline is vital, this moment primarily the focus is on non-coastal flooding caused by rainstorms and increasing precipitation, propelling direct surface runoff and small water courses.

The paucity of drainage systems

Hence, the need to effectively manage flood risks and the development and implementation of flood defences through policies to mitigate against impacts.

Noteworthy, flood defences protect homes in flood zones and decreases the rate of soil erosion.

Too, this ingenuity prevents foundation and structural damages in the long-run and saves money on roadway infrastructure.

In addition to safeguarding homes, roads and cities, flood defences - mainly those classified as natural systems - espouse biodiversity within ecosystems and their natural habitats.

Too, wetlands, which function as flood plains support the livelihood of a wide array

of birds, while ponds sustain leeches, newts and wading birds.

The Government, although costly, must provide financial support to embark on research, education and exchange of knowledge and implementation of flood defences to mitigate runoff impact.

Manmade creeks, like those in London and Dutch Sint Maarten, can be dug to collect storm water and rechannelled directly to the ocean.

More so, residents can also adapt their own conservation measures, including but not limited to planting trees, particularly in areas of runoff.

As runoff soaks into the soil, plants’ roots absorb and filter out pollutants, while maintaining water quality.

Too, they are encouraged to catch runoff by either installing cistern or drums, which

can be used to irrigate garden plants and aid in construction.

Homeowners should dig shallow gravelfilled trenches to collect and slow storm water.

Trenches work well when located alongside a driveway or patio, or at the base of slopes.

In effect, homeowners must always direct runoff away from house foundations.

As the evidence suggests, the TCI does not explicitly address precautionary flood protection.

Therefore, its environmental and flood protection strategy must integrate common agriculture policy, emergency management, urban development, transportation and nature conservation.

Coupled with this, is the need for public awareness, which allows residents to recognise flooding, as a constituent of their environment and how their communities are at risk.

Preparedness, based on requisite information, enables the individual to ratify prospective actions.

Not withholding, the need for participation, which allows the public the opportunity to express their concerns to improve the quality and implementation of decision.

For me, success can only be achieved if an interdisciplinary approach is adapted.

Consistency matters in achieving goals I BELIEVE most of us have goals (written or unwritten) but one of the challenges that many of us face in achieving our goals is that we are not consistent.

The goal for some people is to lose weight. Some people achieve that goal while others do not.

The people that achieve the goal are consistent in their approach. They do what they need to do on a weekly or daily basis.

Those that do not achieve that goal are not consistent. They start a plan but they do not remain consistent.

The goal for some of us is to live a godly life. Many of us struggle with that. However, the good news is that the word of God can be our guide to live a godly live as the word of God is unchangeable.

If we abide by the word of God, we can be consistent in our daily walk with God. Consistency and lack of consistency demonstrate your character. People will know who you are based on your consistent

On the other hand, people will know who you are also based on your inconsistent patterns.

Consistency builds trust. If you are consistent in your approach, people tend to trust you.

However, if suddenly your behaviour changes, people begin to question your sincerity and will not trust you.

For example, I try to be consistent in

what I write. I also try my best to live by what I say. When you say one thing and do something different, you are inconsistent resulting in confusion.

Consistency will make you grow and lack of consistency can destroy you. If you are consistent in prayer and in the word of God, you will grow in the Lord.

If you are not consistent, your relationship with the Lord can be compromised.

Consistency on the job will make room

for advancement. However, if you are not a good consistent worker, your chances of promotion are slim.

Some people are not consistent because they are trying to please everyone. People are different from each other and so if you are trying to please everyone it will be difficult to be consistent.

The best thing to do is stand firm in what you believe in and live by what you believe in.

Practice consistency. Sometimes, it may take you some time to be consistent. One way to do so is to be practice consistency.

Try it for a week, then a month and so on.

Do a self-evaluation. Review what you have said or done and do a self-evaluation on whether or not you have been consistent.

Stick to the word of God. If you stick to the word of God, you can become consistent.

In conclusion, being consistent can break you or make you. I challenge all of us to be consistent in everything we do and say. Do not be a hypocrite. Consistency matters!

Democracy alone is not enough PART ONE THIS was the year when much of the Caribbean went to the polls.

General elections were held in Anguilla, Belize, Jamaica, the Dominican Republic, Puerto Rico, St Kitts, St Vincent, Sint Maarten, Sint Eustatius, Suriname and Trinidad.

In each case the losers conceded rapidly and governments either continued in office or saw power transferred peacefully.

Even in Guyana’s much contested election outcome, the rule of law prevailed and with concerted external pressure, including ironically that of the Trump administration, the outcome was recognised, and the opposition was finally declared the winner.

In a rapidly changing world, however, democratic outcomes may no longer be enough.

Parliamentary democracies may confer legitimacy and provide a

basis for stability, but they provide no guarantee that in office those elected will address the structural issues that continue to hold back the creation of a Caribbean fit for the 21st Century.

Sometimes, however, a moment comes when the shortcomings that have been apparent for decades are demonstrated in ways that demand they be addressed.

Unlike anything before, the Covid-19 pandemic has highlighted the region’s failure to deliver the underpinning necessary to create modern, efficient, diverse, and globally competitive societies.

The absence of universal highspeed broadband, e-finance and e-governance; the inability of a region that is agriculturally well endowed to feed itself; expensive and poor intra-regional air and sea connectivity and logistics; the inability of governments, despite rhetoric to the contrary, to act in the regional interest; and an over reliance on tourism, all suggest that that the Caribbean is unlikely to truly prosper in the near future.

Some, of course, will shrug off such failures and continue as if nothing has happened if by the end of 2021 a vaccine becomes widely

available and the tourists return.

However, this would be to profoundly misread what is happening in the world.

It would fail to understand how rapidly changing technology, accelerating connectivity, and the replacement of unskilled jobs by artificial intelligence are marginalising many offshore operations and locations, changing supply chains, and altering the pattern of future globalisation.

Speaking recently to a Caribbean Council virtual conference, Ralph Gonsalves, the prime minister of St Vincent, said that the Caribbean “should stop seeking the unattainable” through mechanisms such as citizenship by investment programmes.

Instead it should take action to quicken the pace of change, create a new framework for development, and through an education revolution supply the knowledge and skills of tomorrow.

His words compliment those

of Barbados’ prime minister Mia Mottley who told an earlier conference organised by the island’s Institute of Chartered Accountants that there was the need to move faster, and build new industries with new types and categories of employment that Barbados has never had before.

“We want to create new value chains and new ways to distribute opportunities…We will strive to become a leading hub for experiments…technologies, and companies that are in pursuit of sustainable development goals… even if it seems…difficult to obtain them,” prime minister Mottley said.

She added: “The time is now to unleash the power of our creative imagination to move our island beyond cautious incrementalism, and to enter a period of rapid, large-scale transformation and global distinction.”

Turks-ish: Exploring TCI identities TURKS-ISH is an exploration of Turks hybrid identities through nonindigenous lenses; dissecting indigenousness, ‘Belongerness’, and born and bred, on the backdrop of the world’s best beach.

Aside from its award-winning beaches, the Turks and Caicos Islands are one of the most culturally diverse places in the Caribbean region, if not the world.

The TCI is home to over 20 different nationalities, with people from various African, European, and Asian countries, as well as people from neighbouring West Indian countries like Haiti, Jamaica, and the Dominican Republic.

Along with these different nationalities, the TCI is the home of a distinct group of people known as natives or indigenous Turks Islanders.

In this commentary, I will highlight how Turks identities are shaped by the various cultural influences which are present on the Islands.

This will be done by relying on my experiences as a Haitian-Turks Islander.

I will explore the many complexities which form Turks identities, and how these identities co-exist in shared spaces.

complex cultural dynamics occur all at once, ideas of singular identity, indigenousness and heterogeneity are challenged.

This creates a plurality of identities which never really measures up to the imagined and highly held standard of being – that is, the idea that only one form of Turks identity is valid.

Growing up in the TCI, I remember hearing phrases like “indigenous”, “born and bred” and the most common one “Belonger”.

As a child, these terminologies meant nothing to me, they were just words, after all.

I always saw myself as a Turks

Islander, and that was enough for me. The nuances which accompany being a Turks Islander escaped my mind.

And it is exactly for these reasons that I never imagined that these terms could possibly be used in reference to me, especially in a derogatory manner.

I was aware of my Haitian-ness, and I saw the two distinct identities as a true representation of who I am, of who many Turks Islanders see themselves as.

It was not until I was in year six that I realised that HaitianTurks Islanders were seen as being intrinsically, thus biologically

different from other Turks Islanders, and that supposed inherent difference serves as the justifications for the othering of Haitian-Turks Islanders.

In year six, some of my classmates were playing a game called ‘Immigration’.

Each time Immigration was the game of choice; it would always be a Haitian-Turks Islander who played the ‘illegal’ actor. I found that aspect of the game extremely uncomfortable.

I went to a school where there were only six people who were of Haitian descent, so the probabilities of always having a Haitian being chased were slim, yet that was always the case.

It took me several years to understand why the person played that role, and looking back, that could have easily been me.

This is just yet another Turks identity, one that depends on performances to exist within the wider Turks fabric – they did that to survive primary school.

The Indian scholar Omi, K Bhabha speaks of mimicry, or in an everyday term “faking it”.

They had to be the illegal Haitian as this is the role that is automatically assigned to Haitians, and as a good Haitian-Turks

Islander, they had to oblige.

Hearing and witnessing these stories formed my identity as a Haitian-Turks Islander, and having conversations with other HaitianTurks Islanders, our stories are, more often than not, very similar.

Our identity does not fit into the traditional Turks sociological imagination, yet, we are Turks Islanders, a different breed, yes, but 649 regardless.

I have never had a conversation with a Haitian-Turks Islander, or any other non-indigenous Turks Islander who was not proud to be Turks Islander.

Over the last few years, I have seen attitudes change towards Haitians, and have seen HaitianTurks Islanders find their place in the changing Turks social fabric.

Haitian-Turks Islanders, and other Turks Islanders of non-native heritage have become more visible across the Islands.

I see a new generation of Turks Islanders of different backgrounds who are willing to learn from these old prejudices, and move ahead, accepting/acknowledging that different Turks are valid.

In moving forward, we must include everyone in these conversations, to have a lasting effect.

Troubled youth and crime

How did we get to this point?

Dear Editor, It never dawned on me that in my lifetime, violent crime would become a topic of conversation in the Turks and Caicos Islands.

The loss of innocent lives in our communities and across the nation is becoming way too frequent with too many involving our youth.

There is a striking difference in the crime patterns today versus yesteryear and how it has changed over time.

For most Turks Islanders, this was once only a news story seen on television in other countries.

Like so many others, the question I grapple with is, in a developing country such as the TCI do members of the law enforcement have the needed resources to do their jobs and is enough being done to shift the trajectory of this trend?

Over the years, we realise the significant changes in both the population and demographics, and I think most of us can agree our culture is losing its moral and ethical roots.

Have we reached a level where this is our new normal and our youth are becoming desensitised to the loss of innocent lives?

According to a recent press release provided by the commissioner of police, data showed that although serious crime

is on the rise, the overall crime rate in the TCI is on a decline.

This should cause a sigh of relief and is something to be applauded don’t you think?

Well, I suppose it all depends on who you ask and how some people perceive crime.

Here is the caveat, depending on the nature of the crime, especially violent crime, people tend to think crime is up even if data shows it is down.

Regardless of the declining trend, one must still come to grips with the degree of the previous crime data and its impact and should never get comfortable with this level of crime.

According to a Huesmann and Taylor peer review, a study was conducted on a hypothesis that media violence increases aggressive behaviour.

The experimental research included looking at the shortterm effects of exposure to violent media stimuli, as well as in crosssectional and longitudinal studies relating habitual media violence exposure to individual differences in the readiness to show aggressive behaviour.

The findings suggested that long term exposure to violent media contents increases the likelihood of aggressive behaviour in the short

term as well as over time.

With that being said, given the breakdown we are seeing today in the family structure and the limited control we have over what our children are exposed to today, this could shed some light on why some youth offenders carry out certain deviant behaviours.

This should also be a takeaway for parents and grandparents raising kids in this new era.

I agree with the honourable premier that we do not have to reinvent the wheel with crime fighting techniques.

Bermuda and the United States are good examples that we can draw from.

Henceforth, it needs to start with having real crime statistics which go beyond your typical category such as age, race, type of weapon use etc.

The data should include a comprehensive study of cause and effect, such as known gangs or drugs related crimes, mental status, economic and social conditions, job availability and other breakdowns.

Therefore, if this kind of data is available, it allows the Government and NGOs to create the necessary intervention programmes to pioneer a ‘smart justice’ approach.

This will also allow the criminal

justice system to distinguish between those offenders the system could help and those who need to be incarcerated.

It is imperative that we explore different ways to reduce our reliance on incarceration, because most offenders are not serving life sentences.

We must also strategically address offenders as individuals not herds and facilitate the treatment and rehabilitation of those individuals.

In the long term, it could save the Government and taxpayers a substantial amount of money and reduce prison recidivism rate.

Recently, I was tuned into a live broadcast on one of Brenesha Cox’s show. Her guest, a very bright and articulate high school student, made a comment that caught my attention.

The perception among her peer group about crime and police officers in general was not encouraging and I’m inclined to believe she represents a broad spectrum of our youth today.

To me, this is very troubling.

Even as an adolescent, I have always had high respect for our law enforcement officers and still do.

However, one must wonder how this perception came about and it should not be taken lightly.

It is my belief that having school resource officers and not just ‘truancy officers’ is a good

approach to building that needed rapport with our youth of today.

It is also an opportunity to see law enforcement in a more positive light and a role model for future career opportunities.

There has been a paradigm shift from the way big box television engulfed our lives compared to the social media challenges parents are faced with today. Primarily in terms of what children should and should not watch.

Once again, we are left with the challenges of who is really monitoring what kids are being exposed to on their electronic devices and is this a battle we should or are willing to fight alone?

We no longer openly embrace the communal effort like the old African proverb of ‘it takes a village to raise a child’.

Nevertheless, we must continue to invest heavily in our youth and provide alternatives to save them from themselves, and from going down the wrong path.

The Edward Gartland Youth Centre in Providenciales is a prime example of the types of facilities needed. If not, the system could end up creating a school to prison pipeline.

If we can save our youth, we will save the future of generations to come.

HIV is no longer a death sentence Dear Editor, Today [Tuesday, December 1] we commemorate World Aids Day, a day set aside to bring more awareness about HIV and Aids, to show our support for persons living with HIV and to pause and remember persons who have passed.

This year World Aids Day is observed under the theme, ‘Global Solidarity, Shared Responsibility’.

This theme is especially important, as Covid-19 increasingly affects all our communities locally, in other parts of the Caribbean and globally it continues to remind us of the essential role that communities and key partners have played, and continue to play in the Aids response at our international, regional and local levels.

It has been 32 years since the start of this epidemic, we today come

together for another World Aids Day, stating the need for solidarity and expressing our shared responsibility.

We must remain concerned about the lasting impact that Covid-19 could have on the Turks and Caicos Islands and our region.

We have experienced first-hand the threat to our healthcare services, the impact on critical medical supplies including medication.

We have learned many lessons with HIV that we have been able to use in our latest challenge of Covid-19.

We have come a long way and are fortunate to have achieved great progress towards the elimination of HIV and Aids in the TCI. This disease is no longer the death sentence it once was. We have recently celebrated with a client who was born with HIV 30

years of life, a great success story.

However, despite the gains we have made in controlling the epidemic, there are still challenges to overcome including Covid-19.

This present pandemic, Covid-19, has been a real eye opener for us all.

We must ensure that especially during Covid-19 the human rights of people living with HIV continue to be respected and that people living with HIV are treated fairly.

We will most definitely continue to have challenges, but together we will overcome them.

We have shown our resilience in the face of Covid-19 by ensuring that persons living with HIV still had access to HIV services but all aspects of our services must continue to be strengthened.

We all have a role to play whether

it be government or civil society.

Let us heighten our collective responses to HIV with more robust outcomes which lead us to our goal of an Aids-free TCI by 2025.

I leave you with this quote from Martin Luther King to ponder: “Life’s most persistent and urgent question is, ‘What are you doing for others?’”

Let us take responsibility of working in solidarity as we all

have a role to play.

TCI’s first Royal Military Academy Sandhurst trained officers return home

BY OLIVIA ROSE CAPTAIN Francis Glinton and Captain Adrian Parker returned home this week after completing their commissioning training at the UK’s Royal Military Academy Sandhurst.

The men will go down in the history as the first Turks and Caicos Islanders to train at one of the world’s leading military academies.

They were greeted at the Providenciales International Airport on Sunday (November 29), with lots of cheer, excitement and a tremendous sense of national pride.

Those gathered at the airport to welcome the men back to the TCI included Commanding Officer, Colonel Ennis Grant, officers of the TCI Regiment, family members, Governor Nigel Dakin, Premier Sharlene Cartwright Robinson and Hon. Karen Malcolm, Minister of Education, Youth, Culture, Libraries and Social Services.

During the intense eight weeks training, Glinton and Parker completed several disciplines including army leadership code, principles of law and armed conflict, action centred leadership, army ethics, mental health and combat estimates.

They also studied chemical, biological, nuclear and radiological agent detection, weapons handling, and completed other life and survival skills courses.

The Commissioning Course is an extremely challenging course designed to teach the fundamentals of soldiering and develop officer cadets as leaders.

On Saturday, November 21, the eight weeks training concluded with the prestigious Sovereign’s Parade which saw the men formally moving from being a cadet to an officer.

The two, along with cadet officer Dixie Smith who will attend Sandhurst in 2021 and a fourth officer who is yet to be selected - will lead the Turks and Caicos Islands Regiment.

During a virtual press conference on Thursday (December 3), the captains spoke of their time at RMA Sandhurst.

Captain Glinton said: “The experience at RMA Sandhurst was something extremely different, it's something that I’ve never experienced before.

“We learned a few life changing things and focused more on discipline and core values of a military officer, communication, integrity and loyalty and most of all selfless commitment.”

recommend the RMA Sandhurst training experience to other young men since a course of this calibre would impart lasting knowledge and discipline in them.

He said: “Discipline is not just for today but it stays with you for the rest of your life and it’s just something that will carry you far.”

Captain Parker said training at the RMA Sandhurst was a “life changing experience” for him.

“We learned a lot of things and brought back home ways we could help the TCI Regiment and the Turks and Caicos Islands as a whole.”

The creation of the regiment, announced early December 2019, forms part of the Government’s strategy to enhance the territory’s response in times of emergencies and disasters such as hurricanes.

Also speaking at the press conference on Thursday was Commanding Officer Colonel Ennis Grant.

He explained that the TCI Regiment is a contingent military force with several functions and responsibilities including disaster response, humanitarian assistance and defence.

Grant added that border protection and protection of the TCI’s territorial integrity as well as assisting the Royal TCI Police Force form part of the regiment’s mandate.

He said: “The way the regiment will be set up is that it will initially have two troops comprising 40 persons along with a permanent staff.

“Currently the permanent staff is in place so we do have at this moment myself, along with Captain Glinton and Captain Parker as well as a deputy commander, a training warrant officer as well a chief clerk who is responsible for pay and that sort of stuff.”

Coupled with this, the TCI Regiment will also include a pioneering troop, which will consist of carpenters, masons,

plumbers and more.

Colonel Grant said: “Now when we recruit it doesn’t say that we will only take persons only with these skills.

“If they have these skills it would be an asset for us, but if you don’t you can still apply.

“Additionally we will have a second troop which will be a signals reconnaissance troop and they will be specialised in communications, conducting impact assessment

after a natural disaster.

“They would be able to conduct surveillance operations in terms of border security and so on.”

Captain Glinton and Parker are expected to receive their formal commissions at a ceremony to be hosted at the St Monica’s Anglican Church, Providenciales, on Thursday, December 10.

The world-renowned RMA Sandhurst has trained army officers since 1802.

TCICC hosts 25th graduation ceremony

BY DELANA ISLES THE TURKS and Caicos Islands Community College recently marked 25 years of educating and training a nation.

On Thursday, November 26, the college held its 25th graduation ceremony of more than 100 students from the tertiary educational institution.

The institution offers both associate and bachelor’s degrees in various disciplines.

In compliance of the Covid-19 protection protocols and restrictions, a full-scale event was held virtually and streamed live on Facebook.

Congratulations poured in from those who attended the ceremony virtually for the hard-working students and faculty - who were both forced to quickly adjust to the changed dynamic of learning.

This year’s valedictorian is Taniithca Kennedy. She graduated with a Bachelor of Science Degree in Business Administration with a concentration in Human Resource Management.

Aleidy Encarnacion graduated as the valedictorian of the Associate Degree batch. She is from the Business Administration Faculty at the Grand Turk Campus.

Gladisha Cox is the salutatorian of the Bachelor Degree Programme at the college.

She graduated with a Bachelor of Science Degree in Business Administration with a concentration in Human Resource Management.

Remarks were delivered by the president of the college, Dr Hubert Fulford, Minister of Education, Hon. Karen Malcolm, both valedictorians, and a guest address from Ruth Forbes, chief executive officer of FortisTCI. During these remarks, particular emphasis was placed on the challenges of 2020, and how it changed the dynamic of learning throughout the entire world.

Dr Fulford had effusive praise for his staff, for the high level of dedication and commitment they showed through this challenging year.

He also encouraged students to keep putting their best foot forward, and not question why a global pandemic had to occur

during their final year, but to feel blessed and appreciative that they excelled despite the circumstances.

Governor Nigel Dakin and Premier Sharlene Cartwright Robinson both had congratulatory messages to the graduates.

The premier said: “On occasions such as these, I am reminded of the phrase, ‘It takes a village’. “Each student crossing the educational threshold at this graduation and commencement ceremony represents the hard work, sacrifice, endurance and efforts of many.”

She assured them that this educational foundation will enable them to become an informed and engaged member of the TCI community.

“As leader of this nation, I

pledge that we, as a government and as a community will diligently continue our efforts to ensure that the youth of our nation blossom into nation builders in their individual spheres of influence.

“To the leaders, administrators and instructors of this institution, the entire Turks and Caicos community is grateful to you for your devotion to nurturing young minds and the profound impact that your work will manifest in the community for years to come.

“We extend to you our immeasurable gratitude for the role that you have played and continue to play in developing the intellectual and practical skills that will enable the youth of the Turks and Caicos Islands to thrive beyond

the boundaries of the classroom.”

She also saluted parents and guardians, who made this worthy investment in their children.

“Though we as a community are invested in the collective success of our youth, your desire for their individual growth and prosperity is innate; and is evident in the care, nurturing and support that sustained them throughout their educational journey.”

Sincere congratulations were also extended to the graduates, who the premier said by reaching this level of educational accomplishment, have crossed the threshold into adulthood having cultivated the habits of success that will enable them to soar towards their dreams.

TCI observes International Day of Persons with Disabilities THE TURKS and Caicos Islands joined the rest of the world on Thursday (December 3) in observance of International Day of Persons with Disabilities.

The annual observance was proclaimed in 1992 by the United Nations General Assembly resolution 47/3.

It is designated to promote full and equal participation of people with disabilities and serves as a reminder to governments across the world to take action for their inclusion in all aspects of society and development.

This year the day was observed under the theme, ‘Building back better: Toward a disabilityinclusive, accessible and sustainable post Covid-19 World’.

During the month of December, the Special Needs Unit under the Ministry of Health will roll out a series of community outreach

initiatives.

These will include the launch of the ‘We Care Programme’ focusing on elderly people with disabilities.

A statement from the Special Needs Unit on Thursday (December 3) said the programme will provide care packages with commercial diapers, gloves and other essential items.

The release said: “We will commence on North/Middle Caicos, additionally, various persons in the communities will receive adaptive equipment (wheelchairs, walkers, canes etc).”

The unit said it will also strengthen corporate responsibility with entities such as Kischo, who have donated various food items which will be used in South Caicos for food hampers.

“Also, stress balls and stretch

bands will be provided for persons with disabilities to assist with exercise at home during the pandemic.

“Children have not been left out as some 25 children with special needs will receive various educational and life skills materials. e.g. communication boards, dress myself and other fun activities.”

Supplies such as thermometers, signs and masks will also be donated to Ashely Learning Centre for the opening of face-to-face school in January 2021.

The unit added: “As we celebrate this festive time, the Special Needs Unit is pleased to announce the 10th annual Christmas Tree Lighting at the Sylvia Mehaldo Aged Care and Special Needs Centre in Grand Turk, on December 10 at 4.30pm.

“Attendees will be asked to remain in their vehicles in order to comply with Covid-19 safety requirements.

“From a distance, clients and staff will entertain with singing of carols and the reading of the Christmas Story, as we celebrate the Year of the Nurse and thank our frontline workers.”

The Special Needs Unit further explained that people with disabilities have been among the most vulnerable populations during the Covid-19 pandemic due to many health, social and environmental barriers, discriminatory attitudes and inaccessible infrastructure.

Residents were urged to do their bit to help protect this vulnerable population in the TCI by wearing a face covering, practicing social distancing and frequent hand washing.

On International Day of the Persons with Disabilities, the United Nations said: “Disability inclusion is an essential condition to upholding human rights, sustainable development, and peace and security.”

The UN said part of its central promise of the 2030 Agenda for Sustainable Development to leave no one behind, recognises that a world where all people attain the highest possible standard of health and wellbeing is only possible if health systems are inclusive of people with disabilities.

On Monday (November 30) the Government named and dedicated the geriatric ward in Grand Turk as the Sylvia C Melhado Aged Care and Special Needs Centre.

A shack with a view Deane’s Dock gets a facelift IT IS one of the first things you see when you land in Salt Cay- the Fish and Domino Shack.

Judging by its popularity and frequent use, you may be tempted to conclude that it’s been there forever, until you ask around and discover that it was constructed after hurricane Ike. So, for just a little over a decade this small, wooden structure, located at Deane’s Dock, has given Saltans and their visitors a place to sit and chat and watch Uncle Line and others clean and cut up their catch of the day.

It is a place for friendly banter, a drink - or two - or simply for enjoying watching a beautiful sunset, or sunrise for that matter.

And of course, as the name would suggest, it is also where dominoes are played, while local tunes blur out of a generator-powered sound system.

Originally the brainchild of a ‘winter resident’, the idea was brought to the attention of Mr Noyal Hamilton who, in his capacity as the acting district commissioner at the time, gave the green light for its construction and assisted with sourcing materials and organising labour.

“This was another example of the good things that can happen when the district administration and private individuals work together effectively,” a local community leader tells me as we sit one morning in the recently upgraded ‘Shack’, looking across Deane’s Dock to see whether the seas have calmed down.

It is a form of local entertainment and unless you’re the subject of the tease, it really is quite amusing.

As you walk around the dock area of Salt Cay, you’ll quickly discover that it’s not just The Shack which has had a facelift.

From the freshly-painted historical cannon, to the newly re-enforced and painted dock itself, to the imposing Turks head cactus which now overlooks the harbour, this is a far cry from the pitiful images of the immediate aftermath of hurricanes Irma and Maria.

For anyone who would rather observe the activity in the harbour, from a distance, and without the not too infrequent, seemingly obligatory four lettered choruses resounding from

The Shack, freshly-painted white tables and stools, placed under the pine trees, across from the historical salt shed, offer the casual observer a quiet spot to sit in the shade.

Salt Cay, while always known for its historical gems and old world atmosphere is fast becoming that ‘perfect’ little island again, especially after the recent renovations and infrastructure improvements in which islanders take pride, and rightfully so.

From the reopened Salt Cay airport, the renovated District Commissioner’s Office, to the soon to be officially reopened Mary Robinson Primary School, here is an island destined to embrace the post-pandemic world of 2021 with vigour and optimism.

Youth department launches essay comp YOUNG people between the ages of 10 and 24 are invited to take part in an essay competition looking at the effect of the coronavirus on education.

The Department of Youth Affairs has launched the contest with three age categories – 10 to 12 (at least 250 words), 13 to 17 (at least 500 words) and 18 to 24 (at least 1,000 words).

The essay theme is, ‘How has coronavirus affected education

worldwide? And discuss how school closures led to a new study solutions.’

The cover page must include full name, the island of residence, school name, date of birth, and a contact number.

Essays must be original and unpublished. Plagiarised entries will be rejected.

All essays must be submitted to youthdepartment@gov.tc on or before January 4, 2021.

Prizes in each category include tablets, one-month free internet, phone minute voucher and a gas voucher.

The top essay per category will be published in the local newspapers and on the department’s Facebook page and website.

“Through this competition, we are able to shine a light on our youth and the individual impact the Covid-19 pandemic is having on,” the department said.

Stony coral tissue loss disease – A reflection By the Turks and Caicos Reef Fund OVER the past two years, an underwater epidemic has been plaguing the Caribbean region’s reefs and in 2020 has spread from only a handful to 15 countries and territories, all experiencing the same rapid death of stony corals along their reef tract.

Now visibly affecting every frequented reef in the Turks and Caicos Islands archipelago, stony coral tissue loss disease (SCTLD) shows no sign of stopping or slowing down.

Starting in March, the Turks and Caicos Reef Fund (TCRF) has conducted test trials to show the efficacy of Florida’s recommended intervention method; the topical application of a low-dose antibiotic in a specifically designed paste.

Our results on over 150 individual corals on three different sites around Providenciales have shown a close to 90 percent success rate.

Our first site treated over eight months ago, still shows a 90 percent success rate which is remarkable!

Our Turks Bank sites are also showing promising results and we should have efficacy data on those soon as they were only treated in August of this year.

Based on this success we have applied for a treatment expansion permit with the Department of Environment and Coastal Resources (DECR) so that we can target large, priority colonies.

Some of these corals have been alive and growing for centuries and are succumbing to SCTLD within months.

The large colonies of the highly susceptible species have already lived through every environmental stressor thrown their way, they are genetically strong and make up a considerable percentage of a reef’s repopulation capacity.

As we unfortunately continue to wait for permits to expand our treatment project so as to preserve the genetic diversity of our stony corals, I’m forced to reflect on what, if any positives have come out of this. After all, without hope, what is the point?

SCTLD has prompted the largest free exchange of marine research and understanding in my lifetime.

A Caribbean Cooperation Team has been created where researchers and managers (including TCRF) meet regularly online to discuss strategies and increase understanding.

Scientists and researchers are actively working together like never before; the stakes are higher than ever before.

Amongst the countries affected, the TCI has the largest number of species affected (30) compared to a regional average of 18.

Of course, the susceptibility of each species varies as does their presence on a reef.

TCRF is committed to doing everything we can to protect and preserve the marine environment of the TCI whilst also contributing to the regional effort and scientific understanding.

To close, please understand that not every coral is at risk and not every colony of the susceptible species will die, nature has a way to regenerate, to evolve.

Make no mistake though, our reef tract won’t be the same again, not for the next 100 years at least.

Our children will not inherit the same ocean we currently enjoy and exploit, and in the end, the preservation of our reefs is selfpreservation.

Toriano Williams is Deputy Director of the Department of Planning

Planning Department gets new deputy director PUBLIC service veteran Toriano Williams has been appointed as the new deputy director of the Department of Planning.

In his role, he intends to ensure that planning and development in the TCI is carried out in a sustainable manner - striking a balance between human development and the environment.

Deputy Governor Anya Williams congratulated Williams on his recent promotion in a press release on November 16.

“Mr Williams has taken the steady path of climbing the ranks within the Department of Planning and I trust that the experience he has gained while occupying these roles will assist him as the new deputy director.

“We wish him well and look forward to continued improvements within the Planning Department.”

Williams holds a first-class Bachelor’s Degree in Architectural and Building Engineering Technology as well as a Master’s Degree in Urban Planning with honours, specialising in planning for environmental change.

He is also a proud member of the Royal Institute of Chartered Surveyors (RICS).

Williams began his career with the Planning Department as a land use planner in October 2010 and later became the secretary of the Physical Planning Board.

In May 2014, he was promoted to the role of assistant deputy director.

Prior to his tenure with the Planning Department, he worked within the Department of Immigration as an Immigration Officer.

He has been a valued member of the TCI civil service for 21 years.

Williams said: “I am pleased and honoured to be afforded the opportunity to serve as the deputy director of planning.

“This new transition would not have been possible without my exceptional team of whom I am grateful for.”

He added: “My ongoing plan is to guarantee that our team has the manpower and resources to afford a service that meets and exceeds the expectation of all who encounter the department and to make it one that is automated whereby business operations and services can conveniently be completed online.”

Bahamas: Hundreds of thousands sign petition to stop Disney from constructing cruise destination A PETITION launched by environmental activists in protest of Disney’s plans to construct a multimillion-dollar cruise destination in South Eleuthera has collected almost 400,000 signatures.

The petition is a part of a campaign, “STOP Disney - Last Chance for Lighthouse Point”, to persuade the international company to abandon its plans.

Up to Wednesday evening a total signatures exceeded 399,000 on website change.org, with campaign officials describing the move as an “exciting” one.

“We’re looking to reinvigorate the campaign and continue pushing out the fact that we do need answers to our questions,” re-Earth president, Sam Duncombe told The Tribune.

“Disney’s pages on Lighthouse Point talk about how they’re going to be respectful to the environment… and on one hand, they push out a lot of good information but then they’re not walking the walk when it comes to their own development.”

A Disney spokesperson was contacted about the petition but provided no comment up to press time.

Those sounding alarm against the project include the Bahamas Reef Environment Education Foundation, EARTHCARE, reEarth, as well as its partners Waterkeepers Bahamas and Save the Bays.

The environmental watchdogs are concerned about the negative implications the project could create for the area’s environment and want more sustainable development options for South Eleuthera and its residents.

Reiterating activists’ longtime concerns in a statement yesterday, Ms Duncombe added: “We are deeply concerned about Disney’s plans for a massive cruise ship port at Lighthouse Point that threaten this unique natural place treasured by generations of Bahamians and visitors from around the world.

This is not the place where an environmentally-responsible corporation would choose to develop a massive cruise ship port.”

In 2019, the government and Disney Island Development Ltd signed a Heads of Agreement for the construction of a $250m to $400m cruise port and entertainment facility at Lighthouse Point.

The deal allows for the conveyance of 190 acres of land along the southernmost point of the property — a $6.29m value — to the government for establishment of a national park.

Some 120 Bahamians are expected to be employed directly during the construction of the project, which will begin after the Environmental Impact Assessment (EIA) – which was submitted last December—and

Environmental Management Plan (EMP) has been approved by the government.

Public consultation must also be completed, and all other necessary government permits and approvals granted.

Giving an update on the process during a Ministry of Environment press conference in September, officials said they were still in the process of finalising the document, noting it will be released to the public soon.

However, environmentalists say Disney’s EIA appears to be “missing in action.”

“It seems like Disney’s EIA is missing in action,” Ms Duncombe stressed to this newspaper. “We were told it was submitted ten months ago and then we were told it was more submissions happening. None of it has been released to the public.”

“The environmental regulations that (were) passed a few months ago, we were asked to comment.

We did and they didn’t take any of our considerations. Our fear is given the fact that the whole world is literally suffering from this pandemic that this is just going to be rushed blindly ahead and let so many things go.”

Disney Cruise Line has previously said that the company will only proceed with the project if it can be done in an “environmentally responsible manner.”

“Previous development proposals for Lighthouse Point, which was privately owned for decades before

Disney’s purchase included plans for hundreds of homes, condominiums, villas, a hotel and a 140-slip marina construction.” the company said on its website “What Disney Cruise Line plans to do is much different and is designed to have as little impact as possible on the natural environment. In fact, the project will leave the overwhelming majority of the site undeveloped...

Rare December tropical storm could brew in Caribbean EVEN though the Atlantic hurricane season has officially come to an end, additional tropical development is possible through the end of December..

The Atlantic hurricane season officially extends from June 1 through Nov. 30, which is the period of time when tropical activity is mostly likely to happen in the basin, but like everything else in the weather, tropical systems can develop at any time given the right atmospheric conditions.

Tropical development has occurred during every month of the year in the Atlantic basin in the past, including December, although in most years, the winter and early spring months are quiet. Ten tropical storms that formed prior to December continued to churn in the basin into December in past years, and a total of 15 named storms formed during the last month of the year in the past, according to AccuWeather Meteorologist and Senior Weather

A December storm hasn’t occurred since an unnamed subtropical storm developed near the Azores on Dec. 5, 2013. Prior to that, Hurricane Olga churned across the basin during early

December of 2008. Tropical Storm Zeta was named on Dec. 30 in the notoriously active and destructive 2005 hurricane season. It was only one of two storms that formed during the month of December and remained active into January.

Hurricane Alice from 1954 was the other storm to stay alive into a new year.

The next storm to develop will be given the name Kappa, the next letter in the Greek alphabet. The Greek alphabet first had to be utilized this season on Sept. 18, when a nontropical system, similar to that of the feature currently northwest of Africa, evolved into a subtropical storm just offshore of Portugal. The designated list of names for the 2020 season had already been exhausted by that point.

This year’s hurricane season has been not only hyperactive when compared to normal, but it has also been a record-breaker. However, since Iota dissipated over Central America, tropical activity has slowed considerably across the Atlantic basin.

of the prime development areas of the Atlantic, including the Gulf of Mexico and the western Atlantic, had been free of tropical activity due to strong winds aloft, colder air near the surface and dwindling moisture. By Dec. 1, the atmosphere across much of the Caribbean and all but the southeastern Atlantic had become too hostile to support tropical systems.

Waters are sufficiently warm to support a tropical disturbance in the southwestern Caribbean. Provided the disturbance remains offshore long enough and wind shear, which has been disrupting the system thus far, weakens, development could occur into Thursday.

Regional News Call for Caribbean to adopt HIV self-testing

Haitians were protesting the kidnapping of a doctor over the weekend.

Outrage in Haiti over spike in kidnappings STAFF at multiple Haitian healthcare facilities went on strike Monday to protest the kidnapping of an intern, part of widespread public outrage at a recent increase in abductions on the island.

Hans David Telemaque was kidnapped early Saturday morning in a street near the State University of Haiti Hospital (HUEH), in Portau-Prince. He was freed Sunday evening following a ransom payment of an unknown amount, local media reported.

“When you leave your home, you have doubts about whether you’re going to return. Mothers, fathers, spouses, parents... We all live in daily and constant anxiety,” said Bead Charlemagne Charlorin, an HUEH intern who joined the protests Monday in the streets of Port-auPrince.

In solidarity with the demonstration by interns at the island nation’s main hospital, multiple healthcare facilities suspended all non-urgent care activities Monday.

“Every day, at least four cases of kidnapping followed by demands for ransom are recorded. Some parents, they’re very rare, talk about it. The majority are content to pay the ransom for their child, for their relative, to get them back,” said Marie Rosy August Ducena, of the National Human Rights Network.

Furthermore, residents of the Haitian capital share an atmosphere of panic as members of the police force have been accused of being involved in acts of kidnapping.

“Several victims have actually said they were approached by police officers, abducted in Haitian national police vehicles,” Ducena said.

“We believe it is up to the inspector general of the national police to intervene, investigate and punish all police officers who are involved at one level or another in the perpetration of these acts,” she said.

Contacted Monday by phone, the spokesman for Haiti’s national police declined to answer AFP’s questions.

ON the occasion of World AIDS Day, Caribbean AIDS response stakeholders are calling for countries in the region to adopt HIV selftesting.

During the virtual launch of the “In Your Hands” Caribbean HIV selftesting campaign this week, partners advocated for self-testing policies to be developed and implemented as part of a comprehensive strategy to ensure that HIV diagnosis does not decline during the COVID-19 pandemic.

The advocacy campaign is jointly endorsed by the Joint United Nations Programme on HIV/ AIDS (UNAIDS), Pan American Health Organization (PAHO), Pan Caribbean Partnership against HIV and AIDS (PANCAP), President’s Emergency Plan for AIDS Relief (PEPFAR) and the Caribbean Med Labs Foundation (CMLF).

In order to achieve the fast-track targets that would set countries on course to end AIDS by 2030, it is imperative that people living with HIV are diagnosed early, start treatment right away and achieve an undetectable viral load. People who are virally suppressed are not able to transmit the virus. Testing is the critical first pillar of this “treatment as prevention” strategy.

Dr Nikkiah Forbes, Bahamas National HIV/AIDS and Infectious Disease programme director, said self-testing takes away some of the stigma associated with the disease.

“HIV self-testing allows people to get tested where they are,” Dr Forbes said in a press release.

Even before COVID-19, the Caribbean was not on track to achieve the 90-90-90 testing and treatment targets due at the end of 2020. In 2019 77 percent of all people living with HIV in the Caribbean knew their status, 81 percent of diagnosed people were on treatment and 80 percent of those on antiretroviral therapy were virally suppressed. A survey conducted by PANCAP and PAHO showed that during 2020, facility-and community-based HIV testing services were reduced in twothirds (69 percent) of countries due to COVID-19.

“This decline means that people with undiagnosed HIV are not getting lifesaving antiretroviral treatment and, of course, continue to be unaware of their HIV status with the risk of potentially exposing others,” said Ms Sandra Jones, PAHO’s Technical Advisor for HIV/ STI, TB & Viral Hepatitis in the

Caribbean.

“The COVID-19 pandemic… has presented the opportunity for us to explore new and innovative approaches that are result oriented.

We cannot sit and continue to debate how we can increase the number of people who know their HIV status without seizing the opportunity to explore and implement initiatives such as HIV self-testing,” PANCAP Director, Dr Rosmond Adams said.

According to UNAIDS Caribbean Sub-regional Office Director, Dr James Guwani, it is particularly important to increase testing uptake among men who are more likely to be diagnosed late. In 2019 85 percent of Caribbean women living with HIV were aware of their status as compared to 72 percent of men.

There is also a need to increase testing coverage among members of key population communities who have reduced access to HIV services due to stigma and discrimination.

Symonette: Turnquest right to resign

Brent Symonette resigned as Minister of Immigration and Financial Services last year.

EAST Grand Bahama MP Peter Turnquest was right to resign last week as Deputy Prime Minister and Minister of Finance, according to St Anne’s MP Brent Symonette.

“I think he did the right thing and it’s now up to him to deal with the issues involved in the legal arena and once he has taken care of that, if he does so successfully, he can then resume a further post in government,” he said yesterday.

Mr Symonette resigned as Minister of Immigration and Financial Services last year. Elizabeth MP Dr Duane Sands, former Minister of Health, was the second minister to resign from Cabinet this term.

Mr Turnquest resigned after being named in a Supreme Court lawsuit relating to an alleged $27m fraud. He was not named as a defendant in the

matter, however, and has maintained his innocence.

An announcement on who will succeed him as Finance Minister could come this week, Prime Minister Dr Hubert Minnis said on Friday.

“I will announce very soon,” Dr Minnis told reporters in Exuma.

“What I can say is that I most certainly won’t remain in the Ministry of Finance, I can say that with certainty. Tomorrow (Saturday) I’m travelling to Cat Island and I will meditate and discuss with some of my colleagues and by the time I come back sometime next week we will have to make announcements moving forward.”

The Minister of Finance must be a member of the House of Assembly, according to the constitution. If Dr

Minnis decides to appoint someone to the Senate as minister of state for finance, one of the current ministers in the Senate – Carl Bethel, Dion Foulkes or Kwasi Thompson – would have to relinquish their seat in cabinet.

Free National Movement members have been debating who, if anyone, will become the new deputy prime minister.

The position is not constitutional and Dr Minnis can decide not to appoint anyone at all to the post.

If he does fill the position, however, some in the FNM hope he would do so only after the organisation chooses a new deputy leader. For this to happen, Mr Turnquest would have to resign as deputy leader of the party so that his vacancy can be filled at a party convention, a special convention or by the Central Council.

The three most recent former presidents hope an awareness campaign to promote confidence in its safety and effectiveness would be a powerful message as American public health officials try to convince the public to take the vaccine.

Freddy Ford, Bush’s chief of staff, told CNN that the 43rd President had reached out to Dr. Anthony Fauci -the director of the National Institute of Allergy and Infectious Diseases and the nation’s top infectious disease expert -- and Dr. Deborah Birx, the White House coronavirus response coordinator, to see how he

could help promote the vaccine.

“A few weeks ago President Bush asked me to let Dr. Fauci and Dr. Birx know that, when the time is right, he wants to do what he can to help encourage his fellow citizens to get vaccinated,” Ford told CNN. “First, the vaccines need to be deemed safe and administered to the priority populations. Then, President Bush will get in line for his, and will gladly do so on camera.”

Clinton’s press secretary told CNN on Wednesday that he too would be willing to take the vaccine in a public setting in order to promote it.

“President Clinton will definitely take a vaccine as soon as available to him, based on the priorities determined by public health officials.

And he will do it in a public setting if it will help urge all Americans to do the same,” Angel Urena said.

Obama, in an interview with

SiriusXM host Joe Madison scheduled to air Thursday, said that if Fauci said a coronavirus vaccine is safe, he believes him.

“People like Anthony Fauci, who I know, and I’ve worked with, I trust completely,” Obama said. “So, if Anthony Fauci tells me this vaccine is safe, and can vaccinate, you know, immunize you from getting Covid, absolutely, I’m going to take it.”

“I promise you that when it’s been made for people who are less at risk, I will be taking it,” he said.

“I may end up taking it on TV or having it filmed, just so that people know that I trust this science, and what I don’t trust is getting Covid,” he added.

CNN has reached out to representatives for former President Jimmy Carter to see if he would be willing to take the vaccine publicly as well.

Brexit: UK-EU trade talks down to the wire Pressure is mounting on the UK and EU negotiating teams to finalise a post-Brexit trade deal.

Ongoing talks in central London are expected to go late into Thursday evening, the BBC’s Europe editor says.

The two sides are urgently seeking compromises in key areas before current trading rules expire at the end of December.

On Thursday, Labour leader Sir Keir Starmer told reporters: “If the choice is a deal or no deal, then a deal is obviously in the national interest”.

He said he was “consulting across the Labour Party” on whether the party should back a deal if it comes to a vote in the Commons, and would decide after examining the contents of the deal.

He denied Labour was split over the issue, after reports he was planning to ask his MPs to vote in favour but some shadow cabinet members want to abstain.

Dr Fauci: The UK ‘was not as careful’ as US in vaccine approval DR ANTHONY Fauci, the top US infectious disease expert, has said that the UK was not as rigorous as the US in its Covid-19 vaccine approval process.

The UK on Wednesday became the first country in the world to approve the Pfizer vaccine for the coronavirus.

“The UK did not do it as carefully,” he told Fox News. “If you go quickly and you do it superficially, people are not going to want to get vaccinated.”

Dr Fauci said the US approval of the vaccine would come “very soon”.

Health officials in the UK have said the country’s vaccine approval process is rigorous and that the vaccine is both safe and effective.

Dr June Raine, the head of the UK medicines regulator, on Wednesday said that “no corners had been cut”

in vetting the jab. The Medicines and Healthcare Products Regulatory Agency (MHRA) reviewed preliminary data on the vaccine trials dating back to June.

On Thursday, the UK’s deputy chief medical officer Prof Jonathan Van-Tam told the BBC he was “very confident” in the MHRA. He said there was more than “100 years of medical experience” between the UK regulator and the committee advising which groups of people are vaccinated first.

Dr Fauci’s remarks come as the US nears 14 million total Covid-19 infections, with a recorded 273,590 deaths.

The top doctor has said he believed that the US would have vaccine approval soon, and defended the US Food and Drug Administration

(FDA) and its review process.

“The way the FDA is, our FDA is doing it, is the correct way,” he said on Fox News. “We really scrutinise the data very carefully to guarantee to the American public that this is a safe and efficacious vaccine.”

The FDA plans to meet on 10 December to discuss approval for the UK-approved vaccine, which was created through a partnership between Pfizer and BioNTech.

They will meet again on 17 December to discuss a second vaccine - Moderna’s - request.

The UK’s approval is expected to place extra pressure on FDA regulators to swiftly approve the vaccine, as American regulators will examine the same data.

The US has reported its highest one-day Covid-19 death tally MORE than 2,800 Covid-19 deaths were reported Wednesday in the United States -- the most the country has ever reported in a single day -- as health care officials say their staff and facilities are struggling to support burgeoning numbers of patients.

The number of Covid-19 patients in US hospitals Wednesday -100,226, according to the COVID Tracking Project -- also is the highest reported on a given day during the pandemic.

One-day death totals can draw from delayed reports across several days. Still, recently soaring daily rates of infections and hospitalizations has various experts predicting the daily death count could regularly surpass 2,000 or 3,000, and perhaps approach 4,000.

The country’s daily average of Covid-19 deaths across a week is 1,654 -- above its summer high of around 1,130 but lower than the pandemic peak above 2,240 in late April.

“By this time next week, we are going to be talking about 3,000 deaths a day -- that’s 9/11 every single day,” Dr. Jonathan Reiner, a cardiologist and professor of medicine at George Washington University, told CNN on Wednesday.

The death count reported Wednesday was 2,804, surpassing the previous one-day high of 2,603 set on April 15, according to Johns Hopkins University data. Earlier,

JHU’s total for Wednesday was higher -- but that count was corrected Thursday morning because of an error found in one state’s tally.

Daily coronavirus cases and hospitalizations also have been soaring -- prompting CDC director Dr. Robert Redfield to say Wednesday that the winter months are likely “going to be the most difficult time in the public health history of this nation.”

The 911 emergency call system is “at a breaking point,” said the American Ambulance Association, which represents all of the nation’s ambulance services, in a letter Wednesday.

“Without additional relief, it seems likely to break, even as we enter the third surge of the virus in the Midwest and West,” the letter said.

As for cases: The country’s average number of new daily Covid-19 cases across a week was 164,103 Wednesday -- nearly 2.5 times the summertime peak in July, JHU data show.

Health experts say they expect cases and hospitalisations to swell further in the coming weeks, when infections from Thanksgiving gatherings start accumulating.

States across the US are racing to catch up with the skyrocketing number of coronavirus hospitalizations.

Though vaccines appear to be on the way, they have only been studied in adults and children older than 12.

Trials for younger children could start early next year, Dr. Francis Collins, the director of the National Institutes of Health, said Wednesday.

“We will want to, shortly after the first of the year, also find out: Does this work for younger children, because we know they can be infected and they can pass this along,” he said.

“We think it will be, but we want to be sure,” Collins said.

As of November 19, the latest data available, nearly 1.2 million children have tested positive for Covid-19 since the pandemic’s start.

And over just two weeks -- between November 5 to November 19 -- the number of child cases increased by 28%, according to the American Academy of Pediatrics and the Children’s Hospital Association.

Children now represent nearly 12% of all Covid-19 cases in the country.

Valéry Marie René Georges Giscard d’Estaing was born on 2 February 1926 in Koblenz, in what was then French-occupied Germany.

His father was a civil servant who worked for the French occupying forces, while his mother was descended from King Louis XV of

France via one of his mistresses.

Giscard d’Estaing’s education was disrupted by World War Two. He was just a teenager when he joined a French resistance group in occupied Paris before enlisting in a tank battalion in 1944, earning the Croix de Guerre in the last months of the war.

He worked for a while as a teacher in Montreal before graduating from the Ecole Nationale d’Administration and joining the tax and revenue service.

In 1955 he spent some time on the

staff of prime minister Edgar Faure before winning the seat of Puy-de Dome in the National Assembly, the area from which his mother’s family came.

He became secretary of state for finances in 1959, a post he held for almost four years until his party broke with the ruling Gaullists with whom they were in a coalition.

However, Giscard d’Estaing refused to leave the government and founded the Independent Republicans, which allied itself to the majority Gaullists.

He was sacked from the cabinet in 1966 but, as chairman of the National Assembly committee that scrutinised the country’s finances, he remained a powerful voice, latterly increasingly critical of the De Gaulle government.

Thrown out of his chairmanship by the Gaullists in 1968, he gained his revenge by supporting Georges Pompidou in the 1969 presidential elections, whereupon he was reappointed to the finance ministry.

When Pompidou died suddenly in 1974, Giscard d’Estaing announced he would run for the Élysée Palace, presenting himself as a modern and moderate alternative to the austere conservatism of Gaullism.

He successfully gained the support

of the centre while, at the same time, taking advantage of divisions among the Gaullists, some of whom notably Jacques Chirac - announced their support for Giscard d’Estaing as the only hope of defeating the left.

Giscard d’Estaing narrowly defeated the socialist François Mitterrand in the second round of voting with just 50.7% of the poll, becoming the third youngest president in French history.

After years of Gaullist stagnation, he made his intentions plain: “You want a deep political, a deep economic and a deep social change. You will not be disappointed,” he said.

At home, he made several reforms early on in his term in office. The voting age was lowered from 21 to 18, while divorce and abortion laws were relaxed, in spite of fierce opposition from the Catholic Church.

He also saw through laws on equal pay and opportunities for women, reduced the retirement age to 60 and allowed Paris to elect its own mayor.

Although he voiced his opposition to the death penalty, he refused to commute three of the death sentences passed during his term, and the last use of the guillotine in France took place in 1977.

TCI’s Farrah Grant is Miss Caribbean UK Congratulations pour in from the entire territory

BY DELANA ISLES THE TURKS and Caicos Islands is winning on all fronts this year most recently with the crowning of a daughter of the soil, Ms Farrah Grant, as Miss Caribbean United Kingdom (UK).

Even amidst a global pandemic, the beauty, grace, style and class of the lovely 22-year-old could not be outshone.

The pageant was filmed on October 18, and on Saturday, November 28, the finalists were revealed, with the stunningly pretty Turks and Caicos Islander emerging the winner.

Copping the second and third places were Ashlea Smith, representing The Cayman Islands and Gernice Haynes representing Jamaica.

Posted on her social media pages, Grant sent out effusive thanks for all of the encouragement and support she received these past months from people in the TCI and her supporters in the UK. “Thank you to all the mentors for your immense support, your words of encouragement, motivation and training, without you guys I would not be here today, and Turks and Caicos I want to say a massive thank you for your unwavering support.

“This title and platform has given me an opportunity to not only showcase the Caribbean culture, but to start my own back to school initiative where I will be providing under-privileged secondary school children with back to school essentials.”

Grant expressed special thanks to her mother, Eleth Richards, who reigned as Miss Turks and Caicos in 1994, until 1995.

Richards went on to compete at the Miss Universe pageant held in Namibia in 1995.

“I guess the saying is true; like mother, like daughter,” Grant posted to her Facebook page.

“Thank you mum for always encouraging me to go after my dreams and for making me the person that I am today! Words cannot express the love I have for

you and I can't wait for us to share this new journey together.

“You are the best mum, because you are my mum.”

Throughout her journey as a finalist she created numerous Instagram videos that showed off her Caribbean culture and educated people about the Turks and Caicos Islands.

Grant has been working hard on her platform - youth volunteering at the International Citizen Service (ICS) for Voluntary Service Overseas (VSO), with a special focus on their education programme.

As part of this work, she organised a sponsored 10 kilometre walk around London in aid of her charity VSO ICS and TCI school Mills Institute, raising £1,000.

In recognition of this, back in October, Grant was presented with a certificate of appreciation from the school.

“It was my honour to raise money for their school and to help the students in any way I can.

“The money raised was used to buy tablets for the children who don’t have access to online facilities, as schooling is now done online.

In an interview with a UK blogger in May, Grant, a finalist at the time, spoke extensively of her work with the VSO ICS education programme.

She stated: “Education doesn’t just stop there, as they also believe that teaching the people of the community life lasting skills is important, such as putting waste in the bin or simply how to make a low-cost bin.

“Education can come in any shape or form, and I believe making it universal and accessible for all is key and makes a massive difference to anyone’s future.”

Grant recently attained her Bachelors of Science in Biology, and says she is looking forward to starting her new career in research.

Cardi B named Billboard’s Woman of the Year HIP hop star Cardi B struck the right chord with many in 2020 en route to being named Billboard’s Woman of the Year.

The artist from the Bronx was officially declared the recipient of the magazine’s annual honour in a new cover story published Wednesday.

Billboard listed Cardi B’s support for prominent social causes, her advocacy for voting and the release of her raunchy hit song “WAP” as reasons why the rapper had a big year.

“I want to show people that you can do positive things, but you can also be yourself,” Cardi B told the magazine.

During her interview Cardi B, 28, reiterated she isn’t afraid to stand up to people when she believes what they’re doing or saying is wrong.

Obama to Biden: Give Dolly Parton the Presidential Medal of Freedom FORGET pardons — Barack Obama wants to see a presidential Parton.

The 44th president appeared on “The Late Show with Stephen Colbert” where he confessed that not giving singer Dolly Parton the Presidential Medal of Freedom was an oversight during his presidency.

Colbert asked during a segment he called “Questions We’re Pretty Sure Barack Obama Has Never Been Asked Before.”

President Trump, who has until Jan. 20 to bestow that honor upon civilians, made ailing conspiracy theorist Rush Limbaugh a Medal of Freedom recipient earlier this year. It is the highest honor a president can award a civilian.

Parton’s accolades so far include 11 Grammy Awards, one of which is a Lifetime Achievement recognition.

Dua Lipa and other Spotify artists’ pages hacked by Taylor Swift ‘fan’ SOME of the world’s most popular singers have had their Spotify pages defaced by a hacker who posted messages about Donald Trump and Taylor Swift.

On Wednesday, artists including Lana Del Rey and Dua Lipa had their biographies replaced by the attacker.

The hacker called himself Daniel, and replaced the celebrities’ photos with one of himself.

The action will be an embarrassment to the platform’s security efforts. It is the most popular app of its kind.

The attacker also asked people to add him on Snapchat, and added the words “Trump 2020”.

“Best of all shout out to my queen Taylor Swift,” he added.

On Twitter, users posted images of the changed pages, which also affected artists like Future and Pop Smoke.

Spotify quickly reversed the changes, and the artists’ pages appear to have returned to normal.

It is not clear how the edits to some of the world’s biggest musicians

took place.

Spotify has a special product available for music publishers and independent artists, called Spotify for Artists, which is what manages band pages and biographies.

The tool lets Spotify users “claim” a band page or join the artist’s team to manage it. But an already-claimed page cannot be claimed again.

It can be joined by team members - such as staff on a recording label who have the right login - or through a verification process.

Spotify has not publicly said anything about the attack or how it happened, but has been contacted for comment.

The problem comes at a busy time for Spotify, which has just announced the year’s most-streamed tracks and when users are exploring their annual “Wrapped” playlists of their most-played tracks.

Covid-19: Pfizer/BioNTech vaccine judged safe for use in UK from next week THE UK has become the first country in the world to approve the Pfizer/BioNTech coronavirus vaccine, paving the way for mass vaccination.

Britain’s medicines regulator, the MHRA, says the jab, which offers up to 95% protection against Covid-19 illness, is safe to be rolled out.

The first doses are already on their way to the UK, with 800,000 due in the coming days, Pfizer said.

The World Meteorological Organization’s (WMO) annual climate report, released on Wednesday, reads like a long list of extreme weather and natural disasters. But it may well be a preview of things to come.

The report, which includes data from January to October and is based on input from dozens of international experts and organizations, says that 2020 is on course to be one of the three warmest years on record after 2016 and 2019. The average global temperature is set to be about 1.2 degrees Celsius above pre-industrial levels.

Worryingly, 2020 has been unusually hot despite the cooling effect of La Niña. The recurrent climate phenomenon, which developed in August and strengthened in October, is normally associated with below-normal sea surface temperatures in the Pacific Ocean caused by changes in winds, air pressure and rainfall. While La Niña is limited to the Pacific, its effects act to cool the entire planet’s temperatures, like natural air conditioning for Earth. But its

impact has been more than offset by heat trapped in the atmosphere by greenhouse gasses, the WMO said.

The group’s secretary general Petteri Taalas said that in the past, unusually warm years -- such as 2016 -- coincided with a strong El Niño event, which is the opposite of La Niña and causes above average sea surface temperatures and thus warmer global temperatures. Not anymore.

“Despite the current La Niña conditions, this year has already shown near record heat comparable to the previous record of 2016,” Taalas said in a news release accompanying the main report.

The WMO also said that the period between 2011 and 2020 will be the warmest decade on record, with the warmest six years all being since 2015. The trend is likely set to continue. While emissions fell during the spring lockdown, the concentration of greenhouse gases in the atmosphere surged to a new record high this year.

Taalas said there was now at least a one in five chance of average global temperature temporarily exceeding the pre-industrial levels by 1.5 degree Celsius by 2024 -- a critical threshold the Paris Agreement aims to limit global warming to.

THOUGH Molly Gibson is just over one month old, she could’ve been born at any point in the last 27 years.

Her embryo was frozen in October 1992 and stayed frozen until earlier this year in February, when Tina and Ben Gibson of Tennessee adopted her embryo. Tina gave birth to Molly in late October -- nearly 27 years after her embryo was first frozen.

Molly’s birth is believed to have set a new record -- one previously held by her older sister, Emma -- for the longest-frozen embryo known to have to resulted in a birth. Not that records matter to the Gibsons.

“With Emma, we were just so smitten to have a baby,” Tina Gibson told CNN on Tuesday. “With Molly, we’re the same way. It’s just kind of funny -- here we go again with another world record.”

Gibson became pregnant with both Emma and Molly with the help of the National Embryo Donation Center, a faith-based nonprofit in Knoxville that stores frozen embryos in vitro fertilization patients have decided not to use. Families can adopt those unused embryos, which are then transferred to an adoptive parent’s uterus.

Emma, the Gibsons’ older daughter, was born in November 2017 and set the previous record for the longest-frozen embryo known to have resulted in a birth, according to the center. Hers was frozen for 24 years.

THE United States Senate has passed a bill that will allow US officials to prosecute anyone involved in doping at international sporting events.

The Rodchenkov AntiDoping Act, named after Russian whistleblower Grigory Rodchenkov, is set to be signed into law by President Donald Trump.

US Anti-Doping Agency (Usada) chief Travis Tygart said it was “monumental” in the “fight for clean sport”.

However, the World Anti-Doping Agency (Wada) is concerned about the bill.

The legislation, which passed the Senate unopposed on Monday after previously passing the House of Representatives unanimously, allows the US to seek prosecution for doping conspirators at competitions involving American athletes, sponsors or broadcasters.

It targets coaches, agents, managers and officials rather than

athletes, who are already covered by Wada sanctions.

The potential penalties include fines of up to $1m (£756,000) or prison sentences of up to 10 years.

“The act will provide the tools needed to protect clean athletes and hold accountable international doping conspiracies that defraud sport, sponsors and that harm athletes,” said Tygart.

“It is a monumental day in the fight for clean sport worldwide and we look forward to seeing the act soon become law and help change the game for clean athletes for the good.”

Wada said that despite “positive elements” of the bill, it is concerned the legislation will “disrupt the global legal anti-doping framework”.

“It is likely to lead to overlapping laws in different jurisdictions that will compromise having a single set of anti-doping rules for all sports and all anti-doping organizations under the Wada code,” it added.

ARGENTINE authorities raided the home and office of Diego Maradona’s psychiatrist Agustina Cosachov on Tuesday, the San Isidro Attorney General’s Office told CNNE. The raids took place amid an ongoing investigation into possible manslaughter, the prosecutor working on the case, San Isidro’s Attorney General John Broyad, told CNNE. Not a single person has been officially charged in this case, although many are being investigated, including Cosachov.

Speaking to local media in Buenos Aires on Tuesday, Cosachov’s lawyer Vadim Mischanchuk said the raids weren’t surprising.

Speaking to Argentina’s official news agency Telam on Tuesday, Mischanchuk said Cosachov felt “calm” regarding the “medical decisions she made” in treating Maradona.

On Sunday, Argentine police had raided the home and office of Maradona’s doctor, Leopoldo Luque, where they retrieved documents and cell phones.

On November 3, Luque performed

successful surgery on Maradona for what is more commonly known as a blood clot on the brain.

He was subsequently discharged from hospital on November 11.

Luque has repeatedly told local media that he will cooperate with authorities and insists he did everything he could for Maradona, who he has described as his friend.

Earlier on Monday and without a previous request from authorities, Luque presented himself to the Prosecutor’s Office in the province of Buenos Aires to testify.

However, his statement was not taken because authorities are still working on the investigation’s file.

Maradona died on Wednesday at the age of 60 in a house in the town of Tigre, Argentina.

Rockets, Washington Wizards agree to Russell Westbrook-John Wall trade

Stephanie Frappart becomes first woman to referee in men’s Champions League FRENCH referee Stephanie Frappart made history on Wednesday night when she became the first female to referee a men’s UEFA Champions League match.

The 36-year-old took charge of Juventus’ Group G match against Dynamo Kiev in Turin. The Italian side eventually won 3-0, with Federico Chiesa, Cristiano Ronaldo and Alvaro Morata grabbing the goals.

It is not the first top-level men’s game Frappart has taken charge of however. She became the first female referee to officiate a major men’s European final when she took charge of the UEFA Super Cup final between Liverpool and Chelsea in September, 2019.

Just a month prior to that, Frappart had seemingly reached the pinnacle to women’s refereeing when she took charge of the World Cup final between the US and the Netherlands

in France.

She also became the first female referee to take charge of a French Ligue 1 match when Amiens played Strasbourg in April last year.

In October, Frappart looked after her first Europa League game when Leicester City hosted Ukrainian side Zorya Luhansk.

Speaking after the Super Cup in Istanbul, Frappart told CNN that although officiating the biggest games in women’s football helped her adjust to the pressure of working in men’s football, the size of the crowd’s were a real step up for her.

“It was a pretty special feeling when you walked out in the stadium and the crowd were actually cheering for us,” she explained. “I’ve never experienced that and in such a big, big match. In the warm-up I looked around and I was like, the other teams aren’t here so they have to be cheering for us.

THE Washington Wizards and Houston Rockets have agreed to trade two disgruntled star point guards, John Wall and Russell Westbrook, in a blockbuster deal, the teams announced Wednesday.

The Wizards are sending Wall and a lottery-protected 2023 first-round NBA draft pick to the Rockets for Westbrook in a deal that both players wanted and had been simmering for weeks.

The 2023 first-round pick is lottery protected for the Wizards.

If it doesn’t convey in that year, it has a succession of protections that include picks Nos. 1-12 in 2024, picks 1-10 in 2025 and picks 1-8 in 2026, sources said. If it hasn’t conveyed as a first-round pick to Houston by 2026, it becomes a second-round pick in each of 2026 and 2027, sources told ESPN. Discussions had been stalled since mid-November, sources said, until the two general managers, Washington’s Tommy Sheppard and Houston’s Rafael Stone, decided to get on the phone Tuesday afternoon.

They worked out a deal within hours, sources said.

For the Wizards and Rockets, there’s hope that the exchange of guards will play a role in convincing the two franchise shooting guards on each team, Washington’s Bradley Beal and Houston’s James Harden, to want to stay long term with their teams. Harden has privately asked for a trade, and Beal could become a free agent in 2021.

Westbrook and Wizards coach Scott Brooks have a long history, spending seven years as player and coach together in Oklahoma City.

Westbrook’s partnership with Harden in Houston lasted only one season after the recent MVPs played leading roles in orchestrating a 2019 summer trade that sent Chris Paul to Oklahoma City along with two firstround picks and two first-round swap rights in exchange for Westbrook.

Westbrook and Harden both informed the Rockets this offseason that they wished to be moved to other destinations, specifically the Brooklyn Nets in Harden’s case, sources have said.

Houston’s stance on Harden has not changed, a high-ranking Rockets source told ESPN, saying the team hoped to be competitive with the perennial MVP candidate on the roster this season and does not envision a scenario in which Harden would be traded before the opener.

The Rockets have let it be known that they would require a return that included a young, potential franchise cornerstone and a massive picks package in any potential deal for

Harden, according to sources.

Sources said that Westbrook cited a desire to “play my game” and concerns about the Rockets’ casual culture. Westbrook was a thirdteam All-NBA selection during his season with the Rockets, averaging 27.2 points, 7.9 rebounds and 7.0 assists per game, despite getting off to a slow start while recovering from knee surgery and adapting to a new franchise following an 11-year tenure in Oklahoma City.

Westbrook’s season ended on a sour note after he reported late to the NBA’s Walt Disney World bubble because he had contracted the coronavirus and he strained his right quadriceps during the seeding schedule. The injury caused Westbrook to miss the first four games of the first-round playoff series against the Thunder, his former team. He struggled upon his return, averaging 17.9 points and 4.6 assists while shooting 42.1% from the floor during the playoffs.

US Soccer reaches deal with women’s national team in fight for equal working conditions THE United States Soccer Federation and the US Women’s National Team have reached an agreement -- but not about equal pay.

The two sides have reached a deal resolving the unequal working conditions claim that the USWNT put forth as part of a larger lawsuit from March 2019, which claims the women were paid less than the men’s team and were also subjected to unequal conditions.

The latter claim, US Soccer announced Tuesday, has been resolved, with both parties having filed a proposed settlement. In it, the federation pledges to implement policies specifically related to “hotel accommodations, staffing, venues, and travel.”

In a statement, Molly Levinson, a spokeswoman for the USWNT players, emphasized the deal does not indicate the end of the legal battle, saying the team still plans to appeal the court’s decision this past May dismissing the team’s equal pay claims.

The US female team has been in a dominant force in world football.

The deal, Levinson said, doesn’t “account for the central fact in this case that women players have been paid at lesser rates than men who do the same job.”

“We remain as committed as ever to our work to achieve the equal pay that we legally deserve,” she said. “Our focus is on the future and ensuring we leave the game a better

place for the next generation of women who will play for this team and this country.”

Cindy Parlow Cone, US Soccer president and a former USWNT player, called Tuesday’s deal a “positive step forward,” and she urged the team to accept the standing offer to discuss contract options.

“As a former USWNT player, I

can promise you that I am committed to equality between the USWNT and USMNT,” she said in a statement, referring to the men’s national team.

“My goal is, and has always been, to come to a resolution on all equal pay matters and inspire a new era of collaboration, partnership and trust between the USWNT and the Federation.”

US Soccer president: Equal pay demands would ‘bankrupt’ the organization In a conference call following the announcement, Cone told reporters that the federation has reached out to the team and offered them the same contract as the men for games controlled by US Soccer. However, Cone said, the team is requesting the federation make up the FIFA World Cup prize money, a “vast majority of the $66 million they’re requesting in back pay.”

Making up that money, Cone said, would likely bankrupt US Soccer.

“This would be devastating to our

budget and to our programming,” she said. “But given Covid, not to be overly dramatic, but it would likely bankrupt the federation.”

In May, USWNT star Megan Rapinoe, appearing on ABC’s “Good Morning America” after the court dismissed the team’s equal pay claims, said US Soccer never offered the men’s contract to the women.

The USWNT originally filed a lawsuit against the US Soccer Federation in March 2019, with 28 members of the team listed as plaintiffs.

The suit alleges the US Soccer Federation’s payment practices amount to federal discrimination by paying women less than men “for substantially equal work and by denying them at least equal playing, training, and travel conditions; equal promotion of their games; equal support and development for their games; and other terms and conditions of employment equal to the MNT.”

Sports National Team Omard win Devastator Team Time Trial to culminate cycling season TEAM Omard led by Omard Gardiner, Anthony Plunkett and Kavin Ewing surged to victory in the Turks and Caicos Cycling Federation final event of the 2020 cycling season, the Devastator.

The three-man team event was the first ever team time trial and it was well received.

According to information from the federation, the teams worked well together.

They rode a lap and half of Venetian Road. “Each team worked together to get their second man over the line in the fastest time.”

Sean Rodgers, who rode to four individual time trial wins over the last few weeks, had to settle for second place. He along with Matthew Williams and Chevorn Bishop finished in 32.48, short of Omard’s team time of 31.09.

Daniel Redmond’s team, which consist of Walner

This was the first ever team time trial.

Registre and Kenneth Grant settled for third place (33.11).

In the Junior Division, Rezon

Carmichael shaved about two minutes off of his previous time.

He again won that division

in a time of 24.17. Sean Walters and Jeremiah Fulford placed joint second in 28.13 with Lenin

Hamilton just behind at 28.33.

Jordan Dallas and Tarjari Williams were also in the mix.

TCIFA club members receive new equipment as part of FIFA Covid-19 relief REGISTERED club members of the Turks and Caicos Islands Football Association (TCIFA) received equipment packages as part of TCIFA’s ongoing club support and league development initiative. The initiative, now reinforced by the FIFA COVID-19 Relief Plan, was also extended to associate club members active within the Men and Women’s Football Leagues.

The registered club members comprise of Teachers FC, Cheshire Hall FC, SWA Sharks FC, Netrockers FC, and Revolution FC; and associate club members consist of Beaches FC, Blue Hills FC, and Flamingo FC. According to information from the FA, over 150 Member Associations are benefiting from FIFA’s groundbreaking COVID-19 Relief Plan aiding youth, grassroots, men and women’s football through a system of grants and loans. The objective of the plan is to enable member associations to protect and safeguard football from the adverse economic effects of the COVID-19 pandemic, thereby allowing them to continue developing and strengthening football in all its forms. As such, the FIFA COVID-19 Relief Plan,

among other things, aim to protect what has been achieved by means of the other FIFA programmes, such as FIFA Forward. This plan offers tailored support, adapted according to the individual needs of the member associations.

With football now heading toward a slow return to normality, and clubs anxious to return to play, a club financial-aid programme

was established and approved by the TCIFA for registered club members, utilising funds received under the FIFA COVID-19 Relief plan. These grants will cover pandemic-related losses and needs, and will essentially come with strict compliance and audit requirements. TCIFA plans to resume league action in early 2021, and look forward to strengthening

the administrative aspect as the leagues aim to become more structured.

Commenting on the introduction of the relief plan, FIFA President Gianni Infantino said “This relief plan is a great example of football’s solidarity and commitment in such unprecedented times. I would like to thank my colleagues of the Bureau of the Council for approving the

decision to move forward with such an important initiative for the benefit of all member associations and confederations.”

The relief plan has had an immediate and extensive impact on the Turks and Caicos Islands Junior and Senior National Football Teams. It has funded COVID-19 testing of all national team players, coaching staff and office staff, the implementation of return to play protocols, restart of competitions, player subventions, hiring, academic/educational support, and video technology.

“As we continue to address this public health crisis, it’s critical that we also focus on the recovery of our programmes, as well as supporting our clubs and leagues which continue to be impacted by our necessary mitigation efforts,” said TCIFA President, Sonia Fulford.

“We are absolutely grateful for the partnership we have with FIFA. The COVID-19 relief funding is the biggest tool we can use to bolster our clubs, maintain our programmes, and help all those affiliated with the day to day operations of football in the Turks and Caicos Islands at a time of immense distress.”

The Turks and Caicos Senior National Football team improved during their time in Florida last week.

National coach dubs football tour a success TCI’S senior national football team’s tour/camp to Florida last week was dubbed a success by national coach Omar Edwards who said that the side improved technically and tactically over the five friendly games, which were used as preparation for next year’s CONCACAF Qualifiers for the FIFA World Cup in Qatar 2022.

The team went 1-4 in their games, but Edwards said that the result did not mirror their performance or progression on the

TCI moved from not playing any football for months due to the

TCI senior team, which just completed a tour of Florida where they competed against several quality teams in preparation for next year’s CONCACAF Qualifiers for the FIFA World Cup in Qatar 2022, has been constant for several months on the ranking board.

At the global level, TCI is tied with Tonga and

are ahead of Eritrea (205), Sri Lanka (206) and San Marino (210).

Our Central American opponent for next year’s games Nicaragua have moved from 151 to 149, while Belize remain on 150.

Meanwhile our Caribbean opponent Haiti moved up two spots to 84, while St. Lucia moved up one spot to 175.

At the regional level, TCI remains ahead of the US Virgin Islands, the British Virgin Islands and Anguilla.

“The team got stronger in the latter part of the competition and that was a plus, the tactical instructions that the coaches gave out, we have seen were the team has tried to carry out those out as best

as possible. Technically, the team has also improved significantly.”

Edwards said overall it was a success for the camp. He said confident wise the side has also improved which he feels will bode well for the unit going forward.

Due to Covid-19 restrictions a few players did not travel with the side, including Marco Fenelus, who recently led his club team to championship honours in the Taiwan Football Premier League.

When we play next year in the CONCACAF Qualifiers, we will battle against Central American sides, Nicaragua and Belize along with fellow Caribbean nations, Haiti and St. Lucia.

There, teams will play home and away in a direct elimination format, with the three winners progressing to the final round.

The final round will see those three teams join the CONCACAF member Associations top-five ranked teams consisting of Mexico, United States, Costa Rica, Jamaica and Honduras.

The eight teams will play each other home and away, with the topthree finishing teams qualifying directly to the World Cup. The fourth-placed team will qualify for the Intercontinental Play-off, scheduled to be played in June 2022.
