Beaches Resort and Spa to open in October BY DELANA ISLES THE TCI’s largest family allinclusive Beaches Resort and Spa will be reopening its doors on October 14 - contributing an estimated 60 percent to the airlift into the Turks and Caicos Islands. The late reopening has had some worried about the potential impact to the economy now that the Providenciales International Airport has reopened. But the resort company said this is the best possible time it has estimated that it is able to welcome back visitors. James McAnally, general manager of administration at Beaches Resort and Spa, spoke about the reopening on July 24 during a meeting with the press and resort executives. He said the announcement is an important signal to airlines which can now start planning to resume scheduled airlift to the TCI. “We know only too well the tremendous fallout the closure of Beaches would have had in terms of employment, airlift, revenue and the overall economy in the TCI. “And we wish to assure our valued guests, team members and all stakeholders that we are sparing no effort to have the resort ready to receive guests well ahead of the popular Christmas season.”

McAnally stated this is no small undertaking for the resort company, due to the many variables of cost, size, and the sheer magnitude of the resort. Acknowledging concerns expressed regarding the resort’s importance to the tourism industry and the impact of the delayed opening, the general manager offered some clarity. “The announced reopening date was arrived at using the best available information we had to direct our planning,” he said. “Therefore even as we join with our various partners throughout the Caribbean in taking bold steps to get the tourism sector up and running, there are some realities that cannot be ignored. “The fact remains that operators will not fly to a destination without very good load factors. “A key priority therefore is to ensure we get enough guest bookings so that the carriers will be convinced to recommence their schedules. “That will take time and an extensive and expensive marketing and promotional effort.” Meanwhile, as the conversation continues on finding solutions to the new normal, Beaches said it is committed to working with stakeholders in an effort to try to restart the TCI’s tourism sector.

The resort's late reopening has had some worried about the potential impact to the economy now that the Providenciales International Airport has reopened

On Monday (July 27), in response to questions from journalists, Premier Sharlene Cartwright Robinson said the Government had not yet had any conversation with Beaches on the current plight. The resort company said it is always available to discuss this unprecedented situation that the Caribbean and the entire world is now faced with, nevertheless, it said it is forging ahead with their reopening plans. “Let us be clear, there is no magic wand that is going to make this better overnight,” the company said. “This will require many millions of dollars in marketing, extensive coordination with vast numbers of travel agents, tour operators and airline partners throughout

the United States, Canada, Latin America, the UK and Europe, along with robust training of team members on the ground, all of which can only be achieved through experience, hard work and an excellent reputation.” The company said it is committed to marketing and promoting the TCI, and has been doing so “for the most part on our own”. “In fact a number of hoteliers including the TCI Tourist Board have commented that the level of advertising we do is very important to the Turks and Caicos, especially since they have extremely low budgets. “As we have said before, the people of the TCI can count on us continuing to be a strong and solid partner.

“We have identified what we feel is the most realistic date for reopening, we are open to dialogue with all stakeholders in the interim, and we are putting every effort into bringing back the airlift that is the very lifeline of the tourism sector.” The resort is further reassuring future guests that their operations, upon their reopening, will be of the highest standard under their Beaches Platinum Protocols of Cleanliness, explicitly designed to ensure the strictest health and safety measures. “Guests can rest assured therefore that when our doors open on October 14 you will be in the safest of hands and will be taken care of by a team that is unmatched in its level of training and development.”

TWO travellers who arrived in Providenciales International Airport on the day the borders opened were flagged for additional review after arriving with inadequate health documents. They were both interviewed and swabbed before leaving the airport, and the National Public Health Laboratory later revealed that one of them tested positive for Covid-19. An investigation is ongoing into how this breach occurred to prevent further occurrences, according to a July 24 press release from the Ministry of Health. The Public Health Team has commenced contact tracing. Anyone on flight AA1279 on July 22 is advised to self-

monitor for symptoms or signs of Covid-19 for the next 14 days. They should contact the health hotlines on (649) 232 9444 or (649) 333 0911 for further advice and guidance. Minister of Health Hon. Edwin Astwood, said he is pleased that the system in place works in identifying breaches in the testing requirements. He is also proud of the success of his staff within the Ministry of Health in having the ability to ensure that the individuals were swabbed and tested within a short period of time. The general and travelling public are reminded that the TCI Public and Environmental Health (Control Measures) (Covid-19) (Arriving Passengers

Health Clearance) Regulations 2020 came into force on July 22. They stipulate the requirements for travellers wishing to enter the TCI. These regulations are designed to safeguard both residents and travellers by mitigating the risk of the importation of Covid-19 into the TCI. This is through a number of measures inclusive of the requirement for a negative prearrival PCR Covid-19 tests taken no more than five days prior to departure to TCI. Hotel and restaurant tax revenue plummets amid pandemic Total Government revenue down by nearly a half

BY OLIVIA ROSE HOTEL and restaurant tax revenue generated only $0.7 million during the first quarter of 2020 compared to $23.6 million during the same period last year. The dramatic decline in duty – which usually accounts for a quarter of the Government’s total revenue – contributed in part to a huge drop in overall income for TCIG. And the “fallout” is expected to continue at least until the late autumn and winter tourism season, according to Premier Sharlene Cartwright Robinson. The figures were revealed on Monday (July 27) by the premier who provided a breakdown of the Government’s revenue and expenditure. During a press conference at her office in Providenciales, she said that earlier this year the Government had waived hotel and restaurant taxes to cushion the economic fallout. “It must also be noted that as part of its Covid-19 response, TCIG waived the payment of tax which is due and payable from April 21 until July 21.” Back in April, KPMG released a report entitled, ‘Economic impact of the coronavirus pandemic on employers and employees in TCI’s tourism sector’. It predicted that hotels and restaurants would have to release 30 percent of their employees temporarily because of the impact of the coronavirus on their businesses. The report also projected that some 14 percent of employees within the hospitality sector would be permanently unemployed. Nearly 44 percent of the tourism and hospitality workforce was temporarily unemployed as a consequence of the pandemic. AGGREGATE REVENUE The premier said the Government’s overall revenue collection amounted to $43.5 million for the first quarter. Of this figure $11.6 million or 27 percent was raked in from excess revenue returns from statutory bodies as net surplus. The collective revenue was $4 million or eight percent behind a projected revenue of $47.5 million. Cartwright Robinson said: “Revenue was down $38.2 million

Grace Bay is home to some of the TCI’s most popular restaurants and hotels

(47 percent) when compared to the results of the same period last year. “The significant fallout in revenue is expected to continue at least until the late fall/winter tourism season. “Although the borders have been reopened since July 22 and business activities are fully restored, it should be noted that historical data shows this is usually the time of year when revenue begins trending downwards as it is the peak of the Atlantic hurricane season.” She revealed that stamp duty on land transactions totalled $10.6 million for the quarter which was $6.6 million greater than projections and up $2.8 million from the prior year’s outturn. Import duties and customs processing fees, which make up about one-third of the Government’s revenue, also plunged due to business closures and stalled economic activity. The premier added that receipts totalled just $11 million at the end of the first quarter which was $5.4 million below the projected outturn and down $16.9 million or 61 percent. “As part of its measures to combat the economic fallout as a result of the Covid-19 pandemic, TCIG enacted a customs duty exemption order and a waiver of customs processing fees for specified items. “Total revenue foregone as a result of these measures was $2.6 million.”

AGGREGATE EXPENDITURE At the end of the first quarter, the Government’s expenditure totalled $62.7 million. This was $37.2 million (37 percent) below the projected amount, while up $5 million (nine percent) from the previous year’s outturn. The significant difference to the budget was ascribed to money distributed in stimulus grants paid to both individuals and businesses in the micro small medium enterprise sector. She said: “The underspend in comparison to the budget was mainly seen in other operating expenses where the $25 million budget for stimulus payments to individuals and businesses within the MSME sector was captured. “To date $7.6 million has been paid out in grants against a budget of $25.5 million. This includes social assistance programmes. “The variance in personnel cost of $3.5 million against the estimates is mainly due to the number of vacancies that exist.” At the end of the first quarter the Government’s total cash and cash equivalents in relation to all funds stood at $191.6 million. This cash balance was reduced by $20.3 million, as health and Covid-19 related costs are now projecting in the range of about $20 million. CASH BALANCES AND CASH FLOW Optimistically, the TCI’s leader

said cash flow is projected to remain positive as loosened lockdown restrictions are expected to restart economic activity in the most hard-hit sectors. However the recovery will still be a lengthy process, she said. “The revised revenue outlook projects a worst-case scenario of annual revenue reaching $145 million and a best case of $203 million.” In keeping with the Government’s effort to reduce its overall expenditure, a minister’s withdrawal warrant has been issued to immediately curtail nonessential spending. “A supplementary appropriation bill aimed at re-prioritising the

approved estimates and to further reduce expenditure will also be tabled in the House of Assembly late in the second quarter. “The Ministry of Finance team has begun to make credit arrangements with financial institutions to bridge any cash shortfalls as they arise. “TCIG will also continue to focus on prudent expenditure management as well as strengthening and broadening the revenue enhancement efforts especially during these uncertain times.” The Government has also repaid $800,000 in debt which reduced loans and bonds from a total of $3 million at April 1 to $2.2 million.

NO MASS TESTING World renowned FTI will be supporting Invest TCI in producing an actionable strategy to brand the Islands globally as a competent and capable offshore financial centre

TCI to be marketed as offshore financial centre TCI’s investment promotions agency has joined forces with a leading consulting firm to create a marketing and communications plan to boost the territory’s financial services sector. World renowned FTI will be supporting Invest TCI in producing an actionable strategy to brand the Islands globally as a competent and capable offshore financial centre. The two companies plan to create a vibrant sector that will complement the well-established tourism industry. On July 1, a spokesperson for Invest TCI said the hiring of FTI is a “significant stride” towards diversifying the territory’s economy. “The expertise of FTI offers optimism and surety that the TCI will emerge as a reputable jurisdiction for financial services in the future.” The marketing and communication plan will provide Invest TCI and TCIG with an executable strategy. “The implementation of which will begin to position TI as a viable and most attractive option for already establish firms to operate and relocate,” they continued. The marketing firm plans to create branding and a consistent message to use going forward as it shapes the TCI’s perception as a serious financial centre to the rest of the world. “Already well established as a place that attracts high net worth individuals to vacation, developing the sector allows TCI the duality of offering financial services such as family offices, trusts and investment banking to these wealthy individuals,” the spokesperson said. “More importantly, by attracting financial institutions to operate in TCI, there will be an opportunity for the next generation to pursue

new career paths, learn about a new industry, increase government revenue through growth of the sector, and offer multiple options in terms of lending institutions.” Developing the financial services sector will be a challenging undertaking for the country, with the TCI finding its niche and place amongst established players in the regions. However, Invest TCI is confident that its engagement with FTI will bolster the Islands’ ability to become a formidable player in this market. FTI has worked with several governments; most notably, the Abu Dhabi Investment Authority, the Singapore Economic Development Board and the Hong Kong Economic and Trade Office. Selected through an open tender, three consultancy firms from around the world submitted proposals with FTI ultimately scoring the highest out of the three firms. The evaluating criteria included demonstrating knowledge and experience in presenting identifiable outcomes and objectives and delivering solutions tailored to the TCI’s financial services sector. Since the recommendation of the 2018 KPMG report analysing the financial services sector, the Financial Services Working Group chaired by David Stewart and Invest TCI has led the drive forward to grow the sector. Invest TCI’s second annual Economic Conference held in November 2019 centred around diversifying the economy through financial services. Premier Sharlene Cartwright Robinson, Minister of Finance, Investment and Trade, and her Cabinet reinforced their commitments to grow the sector.

The Government has put a hold on testing nonsymptomatic residents for Covid-19 - even if they are in quarantine after being in contact with an infected person. It has long been known that people can have Covid-19 and not show symptoms, posing a significant threat to public health. What are your thoughts?

A dangerous game

The Government is involved in playing a very dangerous game of placing wealth and special interests (read: hoteliers and Grace Bay Boys) over health. By not testing the true numbers will not be known but the disease will still spread because of the lack of necessary medical information to keep it under control. It is as simple as that. Also, the borders are being opened too soon and there is not going to be any different result than as in Miami, New York or the Bahamas.

The only salvation

This is quite appalling. All contacts must be tested even if they display no symptoms. It is well-known that infectious persons can be nonsymptomatic. What are we trying to do, save money or lives? And what about persons that need a test to go back to their point of origin? After all, a test is needed to visit here. This has to be a two-way street. Aggressive testing, tracking and tracing is the only salvation for any economy. If we don’t have the resources, get them now or we will be sunk.

The horse has bolted

It seems like cuckoo minded logic. It is a well-established fact that the virus is acquired and passed on without symptoms showing, so there could be thousands out there with it. That is why sensible countries, doctors and scientists stress the importance of complete testing.

And yet here we are opening our borders to augment the disaster and foregoing comprehensive testing. Rather like closing the stable door after the horse has bolted. The herd immunity theory is stupid truly primeval thinking. It only takes a few irresponsible people to spread the virus here and unfortunately we have more than our fair share of them, even though most sensible people take it seriously. This infliction is deadly and kills without discrimination. Money is the other factor. The world is a vastly more selfish place nowadays, where money matters more than lives. Look at how the airlines have coerced Caribbean nations into restarting their services. What is interesting about the pandemic is how different countries have reacted to it. It shows the different qualities of leadership and responsibility. Accolades go to the likes of Germany, New Zealand and others in the Far East. Even France and Italy, having experienced the shock of the virus, sensibly locked down. But it is thumbs down to the USA, Brazil and the UK who lost critical time with their prevarication; like a deer caught in the headlights of a car. Clearly the Government is doing its best with limited resources and who would want to deal with this dilemma, but let’s not make the mistakes others have made!

London flight cases are spiking and the overall number is up to 104 and the Government chart shows an increase in current cases to 64. Those numbers are unsafe for a small place like the TCI, where nowhere is far from anywhere. You just cannot hide from anything. Reliable reports from local media indicate that “data from the WHO to date suggests that 80 percent of infections are mild or asymptomatic”. Contact in these Islands is inevitable between persons. Social distancing, masks and disinfectants can do only so much. Contracting Covid-19 is devastating and a death knell. It may be a fiscal measure to adopt such a policy on after the fact testing. The Government will be well advised to review this policy on an immediate and ongoing basis. Untether itself from budgetary constraints and do a supplementary allocation of funds towards mass testing. At the moment, there is no mass tourism so it is safe to co-opt the private sector, all medical facilities into a unified and cooperative effort of mass and routine testing. Recruit all of the private clinics. Bring in more people and medical resources. It is better that we ‘waste’ the money at this time, reduce and treat the cases, save our own lives. Saving a life will not be a waste of money.

Simple as that



Mass testing saves lives.

Save our lives

People are walking around with Covid-19 and we just do not know about it unless of course, we catch it. We do know that after the

Premier Sharlene Cartwright Robinson said the hurricane season is “a unique and challenging period”

Governor Nigel Dakin said the territory is “far better prepared” than it was last year

‘We cannot let our guard down’ Premier urges residents to begin early storm preparations

BY OLIVIA ROSE AS TROPICAL cyclones continue to develop and the 2020 Atlantic hurricane season draws closer to its peak, Premier Sharlene Cartwright Robinson has urged residents to be prepared. Although it is only late July, the Atlantic Ocean basin has already churned out eight storms with a ninth system developing this week, a feat usually reserved for the end of September. Premier Sharlene Cartwright Robinson spoke about the impending storms as she addressed the nation on Monday (July 27) during a joint press conference with Governor Nigel Dakin. She reminded residents that even as the territory grapples with the Covid-19 pandemic, efforts must be geared towards readying the nation for a “very active” hurricane season. The premier explained that the ongoing threat of the Covid-19 pandemic further compounds the burgeoning hurricane season making this “a unique and challenging period”. “We cannot let our guard down as related to disaster preparedness given the reality that we are already in the midst of what is predicted to be a very active hurricane season,” she said. “Though we have been focused on fighting the pandemic, team DDME has continued to heighten awareness of hurricane preparedness. “We are into two months of the hurricane season, in fact, we are approaching what could be the most dangerous period.” She stressed that it is only three weeks away from the peak of the Atlantic hurricane season which is

mid-August to mid-October. This roughly eight-week period is often the most active and dangerous time for tropical cyclone activity. “In the last week, we saw several systems developing with hurricane Hanna making landfall in Texas and tropical storm Gonzalo threatening the southern Caribbean islands.” She spoke of “an area of disturbed weather out in the Atlantic that forecasters say could become the next storm by the middle of this week”. This later developed into tropical storm Isaias which passed over the TCI on Thursday evening. Cartwright Robinson underscored that historically the territory has been most impacted during the peak of the hurricane season. She called on residents to begin making the necessary arrangements to protect life, limb and properties in the event of a major storm. “It is therefore important that we step up our preparation activities and ensure that if the TCI is threatened, we are in a position to respond to protect our homes, families and businesses. “There are steps that we can take to ensure that as an individual, community, business or country, we are prepared. “Steps such as repairing our homes, checking our shutters, capitalising on end of month sales at hardware and food stores, or purchasing hurricane supplies overseas that will attract zero percent customs import duties, developing business continuity and or family emergency plans etc.” The premier told residents who may not be able to afford repairs to their homes to ensure that they have a sound evacuation plan.

“If you will be seeking shelter with family or friends, inform them early. “If you will be seeking shelter at an official shelter, familiarise yourself with the official list of hurricane shelters and liaise with DDME to obtain the new shelter guidelines amidst the Covid-19 pandemic.” Residents were also urged to monitor DDME’s official website and social media platforms for the latest on storm development and specifically those that pose a threat to the TCI. “I urge you to only share hurricane related information that is verified and sent directly from the DDME. “Remember, DDME is the official source for storm related information and TCIG will be guided by them as to when we should activate in response to a storm threat. “As per the DDME slogan for this year’s hurricane season, ‘Be proactive and not reactive’.” ONE SAFE SPACE In his speech Governor Nigel Dakin said the territory is “far better prepared” for storms than it was last year. Dakin credited the territory’s readiness to the extensive work carried out by the UK military planners and local officials. He said: “Resident military planners have helped us work through lessons learned from Irma and Maria. “Our command and control arrangements are better prepared and far better practiced.” He also explained that work on storm shelters was advanced after the Covid-19 pandemic struck. Dakin acknowledged that many

residents simply do not have the financial means to make their homes storm ready owing to a lack of income for months due to the pandemic. “I make the assumption that many of you will have not been able to prepare your houses as well as you would have wished this year - money I know has been tight, very tight. “I ask that if you have preparations to make, now focus on securing that one safe space in your home that will save life and prevent injury.” He revealed that supplementary UK military assistance will be extended to the TCI as the peak of the season draws nearer, an advantage the TCI has over other overseas territories. “The Royal Marines have agreed to forward deploy a team to TCI - arriving soon - who will stay with us throughout the season

- something no other OT has. “So if we are struck we will have excellent relationships in place and the marines will have local knowledge to help support the UK effort that will then arrive. “Some members of the original team, that left us on Friday, have felt so committed they have volunteered to stay on to aid continuity. “The helicopter crew who will come to our aid has been working with us every day for the last month and the premier and myself have invested seriously in our relationships with the two Royal Navy vessels that will sail to our aid.” Governor Dakin also expressed optimism that the Turks and Caicos Islands will be in a better state of preparedness next year and years to come as the territory’s own military regiment is currently being recruited and trained in disaster management.

A new beginning for TCI schools Worried teachers and parents share insights with Weekly News reporter Delana Isles about the new school year and the possibility of schools reopening during a global pandemic. PLANS are being finalised by the Government for the reopening of schools this September, but teachers and parents are apprehensive about what form the reopening will take. This week, the Weekly News reached out to gauge reactions to a possible reopening of schools, online learning, and how social distancing could work in crowded school environments. In addition, the Government has responded to queries submitted to them by this publication regarding what they have planned for September. GOVERNMENT’S PLANS The new school year 2020-2021 will begin on Monday, August 31, and the Ministry of Education has said it is working to ensure the safest possible reopening. The nature of schooling will be very different in this coming year, it said, requiring a different mind-set from parents, students and teachers, but plans are in the works to ensure effective learning. In June, the ministry said it met with public school principals and representatives in the Public Works Department to agree to the scope of infrastructure and upgrading works to be completed during the summer break so as to have schools ready for the new school year. “As a result of these discussions,

schools will have additional handwashing stations, sanitising stations, soap dispensers in restrooms and a thorough overhaul of air conditioning units as some of the measures to mitigate the spread of the virus.” The ministry said it is seeking to procure 10,000 face masks and face shields to be distributed to each school at the start of the new school year (public, private and the TCI Community College). This is intended as a one-time donation to be distributed to teachers and students. “If it becomes feasible to resume face-to-face classes, all students and teachers would be required to wear a face mask and shield at all times.” In light of this uncertain future of schooling, the ministry is advising parents and families to adequately prepare and procure the necessary tablets and MiFi devices which will permit their children to participate in online learning. “Subject to health concerns, it may be necessary to continue with online learning or a combination of face-to-face and online approaches (blended learning). As such, it is important that each child have his or her own device.” The ministry said they recently procured 500 tablets to be issued to students, and are now exploring avenues for the donation of tablets or

The new school year 2020-2021 will begin on Monday, August 31, and the Ministry of Education has said it is working to ensure the safest possible reopening

funding to procure additional tablets. It is also looking at options to improve the internet bandwidth within public schools so as to permit greater access by teaching staff and to facilitate online learning whenever necessary. To further assist teachers, the Department of Education, working in collaboration with Digicel conducted a series of online training workshops with all the public school teachers on the use of online platforms for teaching. All public primary schools received training on the use of ‘Teams’ and other related online tools to facilitate online learning. The ministry said it is currently reviewing several proposals on capacity building for teachers and school leaders, both public and private. A framework is also being drafted by a working group for the reopening of schools. The working group launched its work by requesting a self-audit of all schools to collect pertinent data. This is being used to inform policy decisions about the maximum number of children to be accommodated in each classroom, cleaning protocols, scheduling and security among others. “The draft protocols for the reopening of schools are being organised under broad headings to do with the reception of students, class sizes and timetabling, virtual classes, psychosocial support

and closing the learning gap; the physical infrastructure, cleaning and sanitising, and personal responsibility.” The ministry added that in addition to these steps protocols are being developed to address entry requirements for students and visitors, guidelines for assembly, devotions, canteen, guidelines for transportation/how students will be transported to school, guidelines for conducting physical education classes and procedures to follow in the even students or staff test positive for Covid-19. CONCERNS OF TEACHERS AND PARENTS Below are several concerns and recommendations outlined to the Weekly News by teachers and parents: TEACHER: “I don’t even know. If they reopen school with Covid-19, it would be difficult to keep the students safe especially with the numbers being so at certain schools. “Then again the online classes have hindered the learning process for a lot of children especially kindergarten students who need the hands-on approach for learning.” TEACHER: “In my opinion, I feel that it is important for us all to get back to some kind of normality especially where schooling is concerned. “Online learning was a good tool, however, I feel that it is difficult to focus on the individual child.

“In my experience, children learn better when they are given specialist attention particularly when they need more input. It was difficult to support every child as and when they needed it. “I have every faith in the Government to implement appropriate protocols for teaching and students alike. “I believe that home schooling is a difficult one for parents. There are some parents who have to work so therefore cannot give their undivided attention to their child. “I know that some parents are anxious about their children mixing in the world as we know it. “However, I feel that the sooner things get back to ‘normal’ - by this I mean children going back to school, parents will adjust.” TEACHER: “I think home schooling is the way forward for the new school year at least from September to December. “Parents, children and teachers are fearful at this time to return to the classroom since the spiralling of Covid-19 in the last three weeks. The continuation of online is the best option at this time.” TEACHER: “The situation needs to be thoroughly reviewed. Our Government needs to really investigate how other countries are dealing with it and tailor a programme suited for the Turks and Caicos school situation. “Operative word ‘tailor’. You CONTINUED 

Governor and premier board Royal Navy ship GOVERNOR Nigel Dakin and Premier Sharlene Cartwright Robinson have made a call on Royal Navy ship HMS Medway which is docked at the Grand Turk Cruise Centre port. They were flown to Grand Turk on July 23 on 203 Flight Wildcat helicopter, which is stationed in the TCI to help with immigration, police and emergency issues. The ship’s senior officer Lieutenant Commander Andy Rowlands met with the visitors Following his visit Governor Dakin said: “Having the right relationships in place between TCI and those that can come and support, before that support is needed, is time well spent.” He explained that the TCI has provided a “much welcome” staging post to allow Medway and Argus crew to rotate. “…and also, in this case, an opportunity for the Covid-19 free crew to stretch their legs, or enjoy snorkelling or swimming off our amazing beaches. “Many of the crew have not stepped foot on land for months. Post lockdown we are probably a little more empathetic to what months on board a ship, feels like.” HMS Medway has a crew of about

55 but this can be reinforced to more than 100, with troops to support post hurricane as required. The ship is part of a wider naval task force of which RFA Argus, with its compliment of four helicopters, one of which has been left in the TCI, forms a part. Its primary aim in the TCI is to conduct a logistics stop to ensure it remains ready in all respects to humanitarian and disaster relief operations throughout the core hurricane season. The crew rotates in and out, while the ship stays in TCI waters, providing protection and supporting the UK’s ability to respond to serious maritime crime and post hurricane support. HMS Medway is permanently on stationed in the Caribbean for several years. The Wildcat Mark 2 helicopter is stationed in the territory by Flight Observer Lieutenant Smith. It will be flown in support of the Royal TCI Police Force as they continue maritime security patrols. With the advanced surveillance equipment on board, the helicopter can also help to locate and track any illegal drugtrafficking activity, a Royal Navy press release said on July 2.

A new beginning for TCI schools cannot force a peg into a square hole. “Our Government has been continuously doing that. Forcing other countries’ ideologues on us.” TEACHER: “If the school has the means to keep the children and staff safe and even keep social distancing, schools should reopen. “There is evidence that says children are less vulnerable to the effects of the virus compared to adults.” TEACHER: “Although many see it is too big a risk to re-open schools, I think it’s necessary for student wellbeing as well as the wellbeing of the wider family. “Home schooling can cause undue stress to caregivers with them feeling like they aren’t supporting their children properly in their learning. “Provided the correct policies

and procedures are in place, and are adhered to, then the risk will be less. “Things such as temperature checks, wearing masks, limiting the number of visitors in school and setting up class bubbles all lessen the risk of spreading the infection. “As well as having procedures in place should someone within a class contract coronavirus. Sooner or later, we will have to take the risk and return to school and the longer we leave it the bigger the fear of the unknown becomes. “Not all parents have to send their children to school if they don't feel comfortable with it, however it should be an option for those families who do want their children to return to face-to-face classroom learning. “With online schooling, it’s

difficult to properly assess, support and provide personalized learning for all students. “It’s also important for children’s social wellbeing and development to be engaging with peers.” PARENT: “I think if they're planning on opening schools, they should allow teachers as well as the parents to decide if it’s comfortable personally to make that decision without fear of reprisals. “The issue will come up with some teachers are working and getting paid, while some aren’t, and they're still getting paid. That’s a good reason to consider just keeping it closed.” PARENT: “If they can’t go back to school in September then education has to be paused until they can. The last term was bad

both for the kids and us parents. “As we know, on this island the bills still need to be paid and there is very little forgiveness. Parents have to work so all must be done to have the kids back in school (safely) ASAP.” PARENT: “Based on TCI’s Covid-19 position, we are not ready for the reopening of the schools, at least not until next year in my opinion. “Our numbers have been gradually increasing, since that single unfortunate event back in about June, which only serves to show how very communicable the virus really is. “Our children are so carefree, that virus would spread like a wild fire in the primary schools especially. “Yes, we have taught them about social distancing and the likes, but

we all know that some of these kids give more credence to what their teachers say over what we say. “We cannot only focus on the hard aspects of these fundamental changes, such as the physical environment, but also the soft aspects, that is the state of mind of the children. “Will they be mandated to wear those masks and shields all day? What about the playground will such activities be prohibited or restricted? “Unless they will each be in their own comfortable sterile bubbles, I do not see how this will work out. “Additionally, looking around the world at the experiences of other countries who have reopened school prematurely, in the vast majority of cases, children contracted the virus.”

Debt: The world’s next big crisis IN OUR lifetime, crises have ravaged global economies. Governments have instituted bailout packages to avoid further economic degradation, hiking taxes and placing future tax-payers at greater financial risk. Predictably, there is an emerging nonmedical crisis on the horizon - the global debt crisis. Behind the scenes, there is a brewing problem that we have not seen before. According to Jack Chapple, the 20072008 financial crisis which sparked the Great Recession and the near collapse of financial institutions and businesses has forced bailouts of unprecedented proportions. Despite bailouts of colossal magnitude, it took the US nearly a decade to regain normality, considering the loss of millions of jobs and incomes worth billions. Still world leaders are irresponsibly ramping up enormous debts stemming from a variety of ambitions. During World War II, Britain was in the midst of a war against the axis powers. It came to a juncture where it was running out of money and had to borrow around $10 billion from the US and Canada to finance

the rest of the war. At the time, Britain’s debt-to-GDP ratio was a whacking 200 percent. In fact, the World Bank, indicates that once a country surpasses 77 percent of its debt-to-GDP ratio its economy will slow, subsequent to the enormous amount of revenues being allocated to its national debt. From the inception of the war in 1945, Britain had paid off its loans on November 29, 2006. A similar story is echoed in Argentina. Its debt-to-GDP ratio from its defaulted 20-year-old $100 billion debt is 166 percent, which it is unable to repay and in

so doing forcing capital outside the country causing widespread poverty and a myriad of unemployment. So was the case in Venezuela, Russia and other developed economies. One may think that the US is immune to this kind of economic debacle considering its huge and growing economy, however the US’s economy is chiefly running on debt and unlike most countries it is able to repay its dues. Before the financial crisis, the US had a robust debt-to-GDP ratio of 60 percent. Anyhow, once the recession hit its government appropriated trillion of dollars in loans. Ever since, the US increased its

national debt. Similar remnants are evident in other developed economies, while economic growth decelerates creating a roadblock to paying off their debts. Before the coronavirus outbreak, US debt-to GDP ratio was 106 percent. Singapore 109, Italy 133, Canada 88 and Japan 237 percent, respectively. Since the lockdowns took effect those nations’ debt-to-GDP ratio soared to new heights. But, what does this mean for developing economies like the TCI? It is predicted that it would be worse for this small and vulnerable economy. Already, the IMF and World Bank sanctioned an immediate suspension of debt payments for developing economies, as many are close to defaulting on their debts. This means, the TCI will be forced to introduce new taxes while other developing economies will print banknotes which will cause high inflation, thus reducing demand. According to trends, these mega financial activities will warrant an unprecedented debt crisis which could last for decades.

More testing, fines and policing needed PART TWO RESIDENT TESTING WHILE the increase in numbers is frightening, and may get more alarming when more testing is done, it is best to know our condition so that we can quarantine those who are positive to avoid the further spread of this virus to others. Therefore, mass testing should be done for all residents. The Government needs to order more testing kits and allow the private medical practitioners to perform Covid-19 testing. I know of one medical facility that is yet to get approval to carry out the testing. Allowing the private medical facilities will relieve the Government of their capacity and resources. All residents should be encouraged to get tested and the NHIP can fund the cost of testing at these private facilities. FINES While some may disagree with me, I believe fines will be a deterrent to individuals not following protocols such as wearing masks.

I know there are many who would say that there are fines and penalties for other activities in our country and people are still committing these acts. This is true, but imagine if these fines were not in place how many more illegal activities would take place. Persons should be fined for not wearing masks. Business establishments and all other establishments should also be fined for allowing individuals to enter their places without wearing masks. Many countries and cities throughout the world have now implemented fines such as the Bahamas, China and California. In Morocco, persons not only have to

pay fines but also face time in prison for not wearing masks. POLICING One of the major issues in having rules and fines in place, is that many people do not adhere to them. This therefore will require more policing and monitoring of individuals. Obviously, this will require the use of more human resources. There are several civil servants who perhaps are not fully occupied during Covid-19 but still getting paid a full salary. Let us restructure the civil service and allow them to get involved like what

happened with some of the customs and immigration officers during the initial lockdown. Use these individuals to carry out monitoring and policing and give them the rights to fine persons who violated the laws and policies in place. CONCLUSION Trying to stop the spread of Covid-19 without a cure is a challenge for all countries. Of course, the easiest thing to do is stay home, however, people must go out to earn a living to survive. We must be vigilant by practicing social distance, washing our hands frequently and wearing a mask. Many of us are being irresponsible in not doing these three simple things. Perhaps we have taken things for granted assuming the people we interacted with are Covid-19 free, however, as you can see, the number of positive cases is rising daily. Therefore, if you do not adhere to the rules then you need to pay. Let us be responsible in helping to curtail the spread of this virus. The life you save may be your very own.

Governor Dakin marks one year amid global pandemic BY DELANA ISLES IN ONE year, the amicable and pleasant relationship exhibited between the Government and the new governor, appears to have remained intact. On Monday (July 27), Governor Nigel Dakin celebrated his one year in the TCI with a recap of progress he has made, experiences he has cherished and plans he has for the rest of his tenure. Joining the governor at the lectern during a press conference at the Office of the Premier, was Premier Sharlene Cartwright Robinson and several government ministers. The governor rated the signing of the TCI Emergency Powers (Covid-19) (no. 3) Regulations 2020 as the most memorable highlight of his tenure to date. “It was never in the plan. It wasn’t expected in July 2019. It’s a moment that governors don’t expect… [while] it doesn’t sound like a highlight, it’s a very, very strong memory,” he said. In terms of positives, the governor said the first two weeks he spent touring the family islands rank at the top, something he intends to resume as soon as safely possible. Asked about the perceptions of some that he micromanages and competes for leadership, a problem that the Government has had with previous governors, Dakin refuted the claims. “I think the premier and I have a really remarkable working relationship, and I think the premier is the one person that understands that she can have a conversation with me and I am the one person in the Turks and Caicos Islands that can’t have her job, so there’s no competition.” He said the support on both sides is very strong and has crystallised over the current pandemic period. “Both of us have just got a massive weight of decision making on us…the premier by far has the harder job of the two of us and I assure you I don’t want it.” The premier was equally effusive in her praise of the new governor. “We found in Governor Dakin a fresh breath of air in terms of governance and partnership… and no, we are not micromanaged, and no we are not threatened in particular by his leadership,” she

said. The premier joked that if he could vote in the Turks and Caicos Islands, the People’s Democratic Movement (PDM) would “certainly welcome his support”. “My team… we stand as a testament in support of the governor for the assistance that we saw that he brought... very valuable contribution to the Turks and Caicos over the past year and I certainly welcome it as the leader of the country. “I definitely know that we are much better for it in terms of national security...health and hurricane preparedness,” she told the press. UK AID On July 15, 2019, Governor Dakin swore an oath of office as governor of the Turks and Caicos Islands, speaking at length about his intended governing style. This week he recalled some of those targets he had outlined, and where he is now in achieving them. “In that inauguration speech I said that I brought no policy with me from London. I didn’t. “Some spent the early months of my time here trying to discern the hidden motive. There isn’t one. If there is one in the future, I won’t be shy in explaining it.” He said for now he sees his role as helping the Turks and Caicos Islands and the United Kingdom develop a relationship of partnering, not parenting. “I spend far more time explaining to London what TCI usefully needs, not telling or explaining to TCI what London wants.” He said while he has no view or policy from London to share with anyone, he did bring a thought, that is to “preserve and improve”. Dakin noted that this theme is evidenced in the appointments he has made and the initiatives he has started or supported in the past year. “To my mind, where we can build local capacity in partnership with the UK, we should seize the opportunity.” A very visible current example of that is the formation of the TCI Regiment, the governor said. This regimen, headed by commanding officer Lieutenant Colonel Ennis Grant will soon be finalising the selection of its officers and senior non-commissioned

officers. Apart from the regiment, the most obvious recent examples of seeking UK partnership has centred on the Covid-19 crisis, with the deployment of UK military personnel throughout. LOCAL LEADERSHIP The governor said he continues to admire and respect the leaders at the helm of both major political parties in the Islands. “Many countries in the world would want the quality of leader we have at the top of both of our political parties. “From my involvement with both, nothing over the last year has changed that view.” He paid tribute to the Leader of the Opposition Washington Misick, whose wise counsel proved invaluable over the past year, and the premier’s “well-considered and decisive leadership at this time of

On Monday (July 27), Governor Nigel Dakin celebrated his one year in the TCI crisis”. Reflecting on the imposition of emergency powers back in March, which allowed new laws to be enacted under his name, the governor said this is something he never imagined he would do. “I hope you were able to see, in the exercise of my powers, something I touched on in my inauguration speech. “Throughout my life I have been a committed small ‘d’ democrat. I had, and I have, the greatest of

respect for those who are prepared to stand before an electorate - and be judged by them.” He said it is only through that process “which is the genius of democracy” that in the end the people can hold to account those who represent them and those who lead them. “As a result I’ve seen my role in Cabinet - and always will - as supporting the elected government of the day deliver their manifesto within the law and constitution.”

Deliver a better TCI than the one we met ALMOST 200 years after the law abolishing slavery throughout the British Empire came into force, we mark what we know today as Emancipation Day. Our history pre-dates enslavement in the western world and we must remember, or relearn, that simple fact. Because our fight against mental slavery and the enslavement of black men and women is ongoing. Before slave ships we were a people that civilised the world. It was us who brought Europe out of the dark ages and into a period of enlightenment. Exactly where do you think the great biblical country of Egypt is, if not on the continent of Africa? We must endeavour to learn our entire history, not just ‘In 1492 Columbus sailed the ocean blue’.

BY JAMELL ROBINSON Once we truly know who we are then we will know who we are not! We are more than conquerors. We are descendants of kings and queens and must act accordingly. To possess our history, culture, wealth, economy and natural resources which has been God ordained for us to have dominion over.

For whatever reason, we are the people to have been granted the divine right to inhabit this land. A land that is so majestic that people come from far and wide not only to visit, but also to take ownership thereof. In face of this, there is no problem we are confronted with today that cannot be solved by we the Turks and Caicos Islands people. Our job is to overcome any mental roadblocks that exist, put our shoulders to the wheel and deliver a better Turks and Caicos Islands than the one we met. Once this is done, we will have truly emancipated ourselves and become the nation that we are destined to be. Have a blessed Emancipation Day Turks and Caicos. We must soldier on, as the journey continues.

TCI hunkers down for tropical storm Airports and businesses close as Government orders nationwide shutdown BY OLIVIA ROSE RESIDENTS hunkered down on Thursday (July 30) as a gradually strengthening tropical storm barrelled towards the territory. On Thursday afternoon trees swayed vigorously in the stormforce winds as tropical storm Isaias unleashed torrential rains, high winds and frequent lightning over the territory. Isaias, the ninth nascent system to develop for the busy 2020 Atlantic hurricane season, also caused power outages in many parts of the Islands. The Government ordered a national lockdown as the powerful weather system approached the territory. Airports, businesses and Government operations were all suspended at 12 noon on Thursday. “Airport suspensions are based on weather conditions that are dynamic by nature, suspension of airport operations will affect all airports including; Providenciales, Grand Turk, North Caicos, South Caicos and Salt Cay airports,” a statement from the Office of the Premier said. On Wednesday, the Department of Disaster Management and Emergencies (DDME) issued a tropical storm warning for the Turks and Caicos Islands. A tropical storm warning means the tropical storm conditions could be experienced within 36 hours. The disturbance was forecast to move over the TCI by Thursday evening with maximum sustained winds near 50mph with higher gusts, some weakening was also predicted as the system interacts with land. DDME said the storm could dump some four to eight inches of rain which would cause localised flooding in some areas.

Speaking at an emergency press briefing on Wednesday, DDME’s Director Dr Virginia Clerveaux urged residents to hasten storm preparations. “Residents in the Turks and Caicos Islands should rush to complete all preparations to mitigate damage due to flooding and secure all loose items around their property at this time. “In keeping with our systematic shutdown policy, offices and businesses will also be closed. “It is important that persons and businesses adhere to these guidelines and reduce the need to have persons on the street in order to preserve life as tropical storms and tropical cyclones can be deadly.” Dr Clerveaux explained that due to the size and characteristics of the storm, the Government would only operate a handful of shelters across the islands. Residents were told to shelter at home or with friends and relatives. Those seeking shelter at Government operated facilities were advised that they would have to adhere to a number of guidelines in place at shelters to curb the spread of Covid-19. These measures included temperature testing, frequent hand washing, mandatory mask wearing and social distancing practices at these facilities. Residents in flood prone communities were advised to collect and use sandbags to alleviate flood waters. Hurricane models from the National Hurricane Centre (NHC) forecast Isaias to reach central Florida by this weekend. Meteorologists at the NHC also predicted that more wind shear will possibly limit the storm’s development as it passes over the Straits of Florida.

2020 graduates attend ceremony online HIGH school and college graduates both at home and abroad celebrated their achievements together during a virtual graduation ceremony. The event themed ‘The future millennial’ was hosted on July 10 by local entertainer Chrystal ‘Tess’ Charles on Zoom and broadcast to nearly 100 students. Angela Musgrove, former Director of Youth Affairs in the Ministry of Youth, who currently serves as the vice president of investor services for Invest TCI, was the keynote speaker. In her address Musgrove urged students to rise up to the challenge and pursue their futures with confidence and conviction. “Class of 2020, given the global, regional and national state of affairs, if ever a time we need a generation of responders it is now,” she said. “We don’t need another generation of reactors. Be the change.” The event was also attended by the governor’s appointed member

Hon. Temard R Butterfield and board members of the National Youth Parliament, Devonte Smith, Donnie Gardiner, Zaria Ingham and Dixie Smith. Making a surprise special appearance was Hon. Governor records a year of security success and challenges BY DELANA ISLES SECURITY of the Turks and Caicos Islands falls within the remit of the Governor’s Office and encompasses illegal immigration, serious crime and hurricane preparedness. In a rundown of his one year in office on Monday (July 27), Governor Nigel Dakin admitted that there is still a lot more to be done. The governor was at the time addressing members of the press and the wider TCI community during a Facebook live-streamed press conference at the Hilly Ewing Building in Providenciales. He recalled the work to build relationships with international partners in an effort to police the waters for illegal vessels. This, he said, has been successful and borne

into the bush that signals failure, not them being arrested at South Dock.” He said this level of success was hard won: “Before arriving in our waters the sloops have evaded concentric rings of defence provided by the US Coast Guard, including multiple aerial platforms, and when on station the Royal Navy. “Many sloops are turned back before they ever get to us, you just don’t see them, but when they do we in TCI are playing goal line defence, they have evaded a great deal before getting to us.” He said with those lines of defence improved, even more important is the work that has started to properly attack the networks. He said this effort is already paying off, and the public can expect a report on this very soon. This work is focused on arresting those who profit locally from the trade. “We can expend enormous energy and money stopping the sloops, repatriating those who risk their lives and who end up with no ability to ever come here legally,” he said, “and we can arrest individual illegal immigrants on the street or in their homes or place of work.” “But unless we attack those making profits from shipping them or employing them and thereby driving down wages, we attack the symptom and not the cause.” CRIME Serious crime, the governor said, has remained a stubborn fact during this first year of his governorship. However, he said the problem is easy to quantify: “Going back to April last year, close to 90 percent of all murders occurred in Providenciales.

Serious crime, Governor Dakin said, has remained a stubborn fact during this first year of his governorship.

“Over 95 percent of victims were men. Over 90 percent involved a firearm. Over 70 percent of the victims were under 30. Over 40 percent - and probably higher – could be termed gang or turf related.” He added that they have increasingly observed that even those seriously injured in attacks, often as collateral to a murder victim who they are associated with, chose not to provide the police with a statement. “The horrible truth is that our young men are killing each other; increasingly the victim knows the perpetrator and vice versa.” Pointing to his Instagram account, where he has over the past year chosen to express himself on a daily basis on matters of national importance, the governor said he was recently asked to provide a timeline as to when the territory could expect changes in the area of crime. During his presentation, he offered a response to the commenter’s inquiry. “Almost immediately - if public outrage about crime converted to the public providing information about crime in equal measure,” he said. “Beyond that, serious financial investments made in policing by the premier, at the recommendation of the commissioner, should start to be felt this year - that includes community policing which helps provide the confidence the public need if they are to support the police. “There will be an uplift in the tactical unit that will help ‘suppress and arrest’ the most dangerous of criminals (which the UK is helping

to fund). “Two thoroughly experienced UK superintendents have now been recruited, one who will take charge of TCI’s ‘special operations’ and the other will be responsible for ‘crime’. “Both are tough and knowledgeable in detecting homicide – they will join the force, mentor and support their TCI colleagues who will replace them in two years, and report to the local police executive leadership.” However, the governor noted that the police can only be successful if there is a proper reform of the whole criminal justice sector. “We have to prosecute, convict, take successfully through appeal, sentence, imprison, rehabilitate and in the end parole far better than we presently do.” He said work on this, under the chief justice with new UK support to help her develop a programmatic approach to this issue, starts imminently - it was delayed by the pandemic. Dakin said he hopes to effect significant changes to the criminal justice system before his tenure is up, as it is one of his priorities. Given all of these initiatives, the governor said for them to occur and succeed crime has to be treated as the whole of society’s problem. “So I offer no quick fix - what I do promise is to work alongside the premier and the commissioner, as one team, towards these solutions every day and to do it in a deliberate and planned way drawing on as much UK support as I can; support that builds long term capability here and doesn’t seek to replace it.”

Bank donates to Salvation Army virus relief efforts CIBC FirstCaribbean has made a donation to the Salvation Army TCI to help support the charity’s disaster response service. July marks five months that members have provided drinking water, trucked water, hot lunches and food hampers to vulnerable individuals and families across the territory. The bank made the undisclosed financial donation to support these daily and weekly activities through its charitable arm, the FirstCaribbean International ComTrust Foundation. Larry Lawrence, CIBC FirstCaribbean’s TCI country manager, presented the cheque to Captain Derick Miller, the officer in charge of the Salvation Army TCI. He said: “Charitable organisations like the Salvation Army take on critical roles in our society, especially in times of disaster. “Your organisation has expanded its already great efforts even further in the wake of Covid-19. “During these challenging times, the Salvation Army remains

steadfast and willing to help hundreds of persons with a variety of needs.” Lawrence added: “CIBC FirstCaribbean knows that this donation is indeed doing the ‘most good’. “We recognise your invaluable contributions to communities and remain committed to assisting you as best as we can.” Captain Miller thanked CIBC FirstCaribbean for its contribution, according to a press release on Thursday (July 30). “Every donation received ensures the continuation of our current Covid-19 response,” he said. “We express our sincere gratitude to CIBC FirstCaribbean International Bank for your financial contribution.” Captain Miller stressed that the Salvation Army’s vital services during these unprecedented times depend on the continued support of generous individuals and organisations. Volunteers and financial donations are “most welcome at this time”, he added.

Reading comp for kids this August TO STAY busy during the summer holidays, children aged six to 14 are being invited to take part in a reading competition. The Department of Library Services is hosting its first virtual Read-a-thon from August 10 to 14 under the theme, ‘E-book: The new look’. The format for the annual competition has been adjusted due to the ongoing Covid-19 pandemic and the need to adhere to the various protocols issued by Ministry of Health. But goals of the competition remain the same - to promote the habit of reading, introduce children to a variety of reading materials and encourage them to develop a love for books. The competition is open to students throughout TCI between the ages of six and

Cheshire Hall Medical Centre, Providenciales

‘Patient safety is our priority’ – TCI Hospital STRINGENT infection, prevention and control measures are being enforced to protect employees and patients during the Covid-19 pandemic, TCI Hospital has said this week. They were implemented early in both Cheshire Hall Medical Centre and Cockburn Town Medical Centre to reduce the risk of cross-contamination and disease transmission. The hospital announced the measures as it started treating its first outpatient with Covid-19 along with inpatients. THEY INCLUDE:

- The use of standalone treatment areas that are spaced apart in specialised units. This design ensures there is social distancing and patient privacy during prolonged treatment sessions. - Frequent robust cleaning of treatment areas and related equipment. - The use of designated and isolated entry and exit pathways, isolation rooms and negative pressure rooms for patients diagnosed with Covid-19 to prevent contact with other patients. - Changes to the scheduling times, the introduction of special shifts and assigned teams to manage the treatment of Covid-19 cases. - Mandatory use and frequent changing of personal protective equipment among all medical staff. - Frequent hand washing and alcohol-based hand sanitisation among staff. - Temperature screening of staff and patients prior to entering the hospital and before prolonged treatments. - Frequent in-hospital testing for other infectious medical conditions among patients who

receive treatments in certain specialised units. - Robust compliance with international guidelines for performing certain procedures and facilities management. TCI Hospital revealed the measures in a press release on July 24, in which it added that medical teams have isolated and clinically managed a small number of active cases. These are mainly inpatients who require admission and continuous care. Cheshire Hall Medical Centre also recently received the first confirmed active Covid-19 outpatient case. This is a person with Covid-19 who requires frequent visits to the hospital for medical care or treatment due to a pre-existing or chronic health condition, but does not require admission. “Prior to the local onset of Covid-19 back in March, the hospital envisioned and prepared for various possible scenarios,” the press release said. “Which included the safe and secure management of both patient types as part of the national response.” It added: “The Covid-19 virus remains a public health threat and patient safety remains our number one priority. “We recognise that a COVID-19 diagnosis can be a frightening discovery for anyone, especially those directly affected, and persons with underlying medical conditions who are at a higher risk of more severe clinical outcomes.” TCI Hospital stressed that patient confidentiality and respect for a person’s right to privacy is crucial and should be adhered to at all times. This is also important to minimise any unnecessary mental anxiety and discrimination, it said.

An above-normal 2020 Atlantic hurricane season is expected according to forecasters

Prepare your garden in case of a tropical storm or a hurricane

I

T’S almost three years ago that we got hit by Irma and I will remember this for the rest of my life. But this is part of our life on island and we just have to prepare and know what to do in case of hurricane or tropical storm. An above-normal 2020 Atlantic hurricane season is expected according to forecasters with NOAA’s Climate Prediction Centre, a division of the National Weather Service. The outlook predicts a 60 percent chance of an abovenormal season, a 30 percent chance of a near-normal season and only a 10 percent chance of a below-normal season. The Atlantic hurricane season runs from June 1 through to November 30. NOAA’s Climate Prediction Centre is forecasting a likely range of 13 to 19 named storms (winds of 39mph or higher), of which six to 10 could become hurricanes (winds of 74mph or higher), including three to six major hurricanes (category three, four or five; with winds of 111mph or higher). NOAA provides these ranges with a 70 percent confidence. An average hurricane season produces 12 named storms of which six become hurricanes, including three major hurricanes. Safeguarding your garden from strong storms means taking both long-term and last-minute preparations. Long-term preparations are actually a combination of common sense and good tree care. Much of the hurricane damage to homes is caused by trees that

either break apart or are uprooted. Make sure the trees you plant are species that have proved themselves wind-resistant. Ficus Benjamina for example, have a great chance of falling down during hurricanes. Where you plant your trees is important, too. Don’t plant large ones too close to buildings or under or near power lines. And be sure to keep an eye on them as they grow. Regularly inspect any mature or over-mature trees on your property for structural weaknesses, general health and vigour. Examine large, mature trees, especially the ones that are diseased or weak, because they have great potential to cause damage during a hurricane or tropical storm. Here are some other steps you can take to better prepare yourself for a storm: -Know when the storm is likely to hit and plan on preparing a couple of days before. Do not attempt to go out in the storm and move stuff around. This will also give you ample time to clean any messy areas that could be hazardous. -Best to have any trees or leggy plants trimmed, this should be done as we enter storm season and not when storm is on way. Don’t do big trimming right before a storm. Those branches are now heavy projectiles. -Turn off irrigation; if possible shut main line or power. If a tree goes down and breaks the pipe, water will run and add more flooding. -Bring in delicate plants if possible. Any plant that has delicate

leaves or stands tall, will most likely take a hit. -Plants that you can’t bring in should be tucked into a corner. You can also use and entrance way, screen room or garage to protect plants (careful not to block access). Large hedges can also make a good anchoring point as well. -Tall plants and trellis should be laid down (if possible). If too tall and heavy maybe try and anchor with rope and stakes. If trellises are staked in the ground, just pull them up and lay them on the ground with plant attached. -Pick any fruit that is close to being ripe; it will most likely get ripped off anyhow. -Bring in garden furniture. If garden furniture cannot be brought in, stack in corner, or by fence, or under tree or in hedges, and tie it together and tie to fence, tree or hedge. A child’s playground will also work as a good anchor point, unless it is smaller, then it must be moved and tied down as well. Try to lock furniture together by turning chairs upside down on each other and laying them down, then stack table on top and tie. -Bring in the grill or tie it down as well. It’s not as heavy as you think. -Scan your yard for anything else that could turn into a projectile in heavy winds, ie. signs, gnomes, pots, the dog and other decorations. -Close all doors and windows on sheds and reinforce if possible.

THE SALT CAY NOTE

When South Girls went north on Sundays A tribute to Salt Cay’s foremost raconteuse, Ms Nettie

EVER since I was boy growing up in the eastern Caribbean I have been fascinated by the art of storytelling. I would venture to say, admittedly with a hint of bias, that if you like a good story look no further than the West Indies. The telling of a story has never been just about the story, it is the sum of many parts and allows us a unique opportunity to glimpse at a nation’s past, especially if the storyteller can look back on a long and eventful life. One such local Salt Cay storyteller, a true raconteuse par excellence, is Antoinette Olivia Talbot, affectionately known as ‘Ms Nettie’. Ms Nettie wears several hats, for she is not only a great storyteller but also the pastor of her church, a talented cook, a gifted musician and a genuine island matriarch whose wisdom and advice is sought across the entire archipelago. I first met Nettie shortly after I had moved to Salt Cay over a loaf of bread and am honoured to call her a friend ever since. If you live in Salt Cay and you happen to like fresh bread then you know that THE place to obtain your fresh loaf is at ‘Ms Nettie’s’ on a Saturday. On one such occasion, Ms Nettie said to me: “Why don’t you come to church on Sunday?” I somewhat sheepishly confessed that I was not much of a church goer. “Can you sing?” was the ensuing question. And next day, I found myself somewhat bemused seated in the front row of the Salt Cay Church of God of Prophecy, pastor Talbot at the pulpit. From that day on, you could say, I haven’t looked back - or indeed ever boasted about my singing abilities again.

BY TITUS DE BOER

Titus was born in Hamburg and has lived in the Turks and Caicos Islands since 1989. He works as a general business consultant and has been based in Salt Cay since 2016.

Fast forward to 2020 and enter Covid-19; with it came social distancing and the wearing of face masks. Church services, once they were allowed to resume, did not have the same appeal - at least for me. And so, I find myself paying pastor Talbot, Ms Nettie, a visit after the service not only to enjoy a sampling of her superb cooking but also for a muchneeded trip down the memory lane of Salt Cay. “You know,” says Nettie, “back when I was a young girl, South Girls would go north only on Sunday afternoons, after church and Sunday school. And you had to be back by sunset!” I am hoping that she would tell one of her classics

but today she just wants to reminisce about her youth and the Salt Cay of the 1950s. “The boys used to look out for us girls back then - and they were gentlemen!” She goes on to tell me about how she learned how to swim from the boys of her youth, “and that’s all they did, there wasn’t some other agenda. As I said, they were young gentlemen.” As we continue to talk about the activities of those bygone days and the forms of entertainment on Salt Cay, “the bread basket of the Turks and Caicos back then,” the art of letter writing suddenly comes to her mind. “I would receive a letter every three months from Sherlock [her future husband] when he went to sea.” It is in moments like this when you realise how much has changed during the lifespan of this remarkable 80-year-old, as she stares at her mobile phone and incoming WhatsApp messages from her children. Just as I think that our Sunday reminisce is coming to an end, Nettie comes out with the nugget of the day, demonstrating once again that she’s not just equipped with the gift of storytelling but also a wonderful, even a little mischievous, sense of dry humour. She tells me of a young man whose heart she had broken as he unsuccessfully tried to court her. Shortly after he’d departed “with a sorrow heart” a friend reported to Nettie that he was so distraught that “he ain’t eating!” Nettie’s reply was archetypal as it was funny: “Well, you tell him to eat his food - coz I am eating mine!” This column is dedicated to my friend Nettie, as I look forward to many more stories.

Over 4100 persons have been tested for the virus in the Bahamas.

The Turks and Caicos and the Bahamas are both under tropical storm warning this week.

Isaias turns a tropical storm – TCI and the Bahamas under tropical storm warning Tropical storm warnings extend from the Lesser Antilles to the TCI and the Bahamas, as Tropical Storm Isaias (ees-ah-EE-ahs) moves into the Greater Antilles and could affect Florida this weekend and parts of the eastern U.S. early next week. The disturbance formerly known as Potential Tropical Cyclone Nine developed a closed circulation southsouthwest of Puerto Rico, Wednesday night, allowing the National Hurricane Center to reclassify the system as a tropical storm.

Several islands are under watches or warnings. A warning means tropical storm conditions are expected in the next 36 hours. A watch means tropical storm conditions are possible within 48 hours. Bands of heavy rain and squalls continue to rotate through the northern Leeward Islands, Virgin Islands and Puerto Rico and are beginning to arrive in the Dominican Republic. At times, these bands are producing wind gusts above 40 mph.

One squall produced a 52 mph gust as it swept through St. Thomas in the U.S. Virgin Islands late Wednesday morning. A wind gust to 51 mph was clocked at San Juan, Puerto Rico, Wednesday afternoon. The NHC projected path below shows that this system could be located near or on either side of the Florida Peninsula by this weekend, then gradually northeastward. However, this forecast is not nearly as straightforward as it might seem. There are a number of reasons for this uncertainty.

Covid-19 cases double within a week in the Bahamas GRAND Bahama and New Providence continue to be the hot spots in the Bahamas as the island chain deals with a rise in Covid-19 cases. As of Wednesday afternoon, that country had 484 confirmed cases of the respiratory disease. In one week (from July 22-29) the cases in the Bahamas have more than doubled. Information reaching the Weekly News on July 22 indicated that the Bahamas had reached 219 cases with New Providence leading the other islands with 114 cases. Of the 219 cases, 115 were active. By July 29, the Bahamas had 380 active cases with 91 recoveries and 11 deaths. Statistics out of that country’s health department indicates that within seven days, Grand

Bahama cases had grown from 81 (Wednesday July 22) to 243 confirmed cases on July 29. Additionally, of the 37 new cases on Wednesday, 32 were from Grand Bahama and five from New Providence. Grand Bahama has been on a two-week lockdown since last Thursday. The other affected areas have not been as severe within the last week. Bimini has increased its tally by four from 17 to 21, Berry Islands from four to six cases, Cat Cay from two to four cases and Cay Islands from two to three cases. The disease has however spread to different areas with Moore’s Island (with 9), Great Guana Cay (9), Exuma (3) and Abaco (1) all registering cases within the last seven days.

Cayman Governor: ‘Sad day for the rule of law’ CAYMAN Islands Governor Martyn Roper expressed disappointment at the defeat of the Domestic Partnership Bill in the Legislative Assembly on Wednesday, declaring it a “sad day for the rule of law”. The UK will now have to contemplate whether to step in with an Order in Council to mandate marriage equality. The bill, which created a legal framework equivalent to marriage for same-sex couples, was defeated by nine votes to eight. The bill was goverment’s attempt to satisfy the conditions of an appeals court ruling which overturned an earlier decision of

the Grand Court in Cayman to legalise same-sex marriage. In that ruling, the appeals court panel said that Cayman was in violation of international human rights treaties by not offering equal rights to same-sex couples. It called on the UK to step in and ensure that civil partnerships are implemented if the Cayman Islands government failed to do so Roper said UK ministers would have to carefully consider the implications of the bill’s defeat. The governor praised the passionate contributions of politicians on both sides of the House during the two-day debate, but added, “I am nonetheless greatly

concerned that the Legislative Assembly has not passed the Bill. It is a sad day for the rule of law in the Cayman Islands, a cornerstone of our democracy. “The Grand Court, Court of Appeal and the Cayman Islands Government itself, have all recognised that there is a clear legal obligation on the Legislative Assembly to provide a framework to end discrimination against samesex couples. “The Legislative Assembly has an overriding responsibility to uphold the rule of law to ensure it is compliant with the Cayman Islands Constitution, Court of Appeal Judgement and the

European Convention on Human Rights.” He praised the efforts of Premier Alden McLaughlin and Attorney General Sam Bulgin to find the right balance, through the bill, between meeting the territory’s legal responsibilities and recognising the strong views of many in the community on the issue. “I believe the draft Bill achieved that objective by protecting the institution of marriage, which I know is of such great importance to many. UK Ministers will consider carefully the implications of the Bill’s defeat,” Roper said in his statement. (Cayman Compass)

Bermuda: Public register ‘a positive move’ Owen Arthur served as prime minister on three occasions between September 1994 and January 2008.

Former Barbados PM passes on FORMER Prime Minister of Barbados Owen Seymour Arthur died during the early hours of Monday, a brief government statement has confirmed. He was 70. It said that Arthur, the longestserving head of government, died at 12:26 am (local time). Arthur, an economist, had been hospitalised earlier this month at the Queen Elizabeth Hospital after suffering heart-related complications. “The Government of Barbados extends sincerest condolences to his wife, Julie, his daughters Leah and Sabrina and his extended

family,” the statement said, adding that Colin Jordan, the Minister of Labour and Social Partnership Relations “will be the coordinating minister for the funeral arrangements”. Arthur served as prime minister on three occasions between September 1994 and January 2008. He was Leader of the Opposition in Barbados from 1 August 1993 to 6 September 1994 and from 23 October 2010 to 21 February 2013. He led the Barbados Labour Party (BLP) to victory in the 1994 general election and won general elections again in 1999 and 2003.

BERMUDA’S commitment to allowing public access to its companies beneficial ownership register will strengthen the island’s international standing, an independent expert has said. However, Dominic ThomasJames, a specialist in British Overseas Territories, an academic at the University of Cambridge and a barrister, warned that ill-defined global standards for registers could lead to a “race to the bottom”, as countries with less robust standards attract those who wish to conceal their interests. Dr Thomas-James added that there were doubts over the effectiveness of public registers in deterring illicit finance activities, as the accuracy of owner information depended on robust verification. Curtis Dickinson, the finance minister, announced this month Bermuda’s intention to make its register public by 2023, “to stay in line with evolving international standards in terms of regulation and best practice”. Dr Thomas-James said it was a “positive move” that would strengthen the island’s anti-money laundering regime, which was already classified as “robust” in a review by the Financial Action

Dominic Thomas-James is an expert on the British Overseas Territories and financial crime.

Task Force this year. Dr Thomas-James added that Bermuda had been for decades one of the few countries in the world with an ownership register. “As at 2018, only six G20 countries had functioning central registers,” he said. “The move highlights Bermuda’s ability to adapt its existing register — which can only be positive in terms of harnessing its international reputation and continuing to operate an effective

regulated environment. “Countries which do not meet these ever-changing standards, despite even being positively reviewed by international monitoring bodies, do remain susceptible to international criticism and sanctions such as being included on greylists and blacklists.” Eight British Overseas Territories have committed to a public register under pressure from Britain — the only one to resist is the British Virgin Islands, whose finance minister Andrew Fahie said last week said that “controlled transparency” of a register open only to competent authorities “is safer and more secure for individuals, and more effective to law enforcement than unlimited transparency”. Mr Fahie described Britain’s own public register as “unverified”. Dr Thomas-James said there were “some serious and unresolved shortcomings of public registers”. He added: “While the transparency campaign intensifies, and simultaneous castigation directed at ‘offshore’ jurisdictions continues, it is still unclear what public registers are precisely designed to disrupt, or achieve — other than the notion of the public right to scrutiny.

Jamaica: Masks a concern as thieves rob JN Bank

Nygard opens new legal front in longrunning feud with Bahamas neighbour CLOTHING magnate Peter Nygard is pursuing a new front in his longrunning legal feud with a wealthy Bahamas neighbour he blames for accusations that he sexually assaulted dozens of women. A Manhattan federal judge last week gave Nygard permission to claim that the dozens of sex assault allegations against him are part of a “malicious and well-funded

conspiracy” by the neighbour, billionaire hedge-funder Louis Bacon. Nygard did so Tuesday in a new 145-page Manhattan Federal Court court complaint against Bacon. The complaint — the latest twist in an epic, years-long feud between the men — alleges that Bacon paid women to make up stories about him.

A BRAZEN daylight robbery of the Jamaica National Bank Money Shop in Whitehouse, Westmoreland, on Tuesday has raised concern among the police that they can’t distinguish hoodlums from law-abiding citizens observing coronavirus protocols. Scores of commuters and taxi operators in the western Jamaica town scampered as three armed men wearing masks made off with $3.2 million. Superintendent Robert Gordon, commander of the Westmoreland Police Division, lamented that the mandatory wearing of masks was undermining the police’s capacity to assert their authority. “When it comes to robberies of this nature, the police are having a challenge to differentiate criminals from law-abiding residents due to the implementation of the wearing of masks, which is one of the restrictions governing COVID-19,” Gordon told The Gleaner. “The police can no longer tell a criminal from honest residents,

because it is now legal for everyone to wear a mask in public.” Gordon is calling for members of the public who have information to assist the police in their investigations. Reports by the Whitehouse police are that shortly after 11:30 a.m., three men wearing masks

walked into the bank posing as customers. After spending several minutes inside the bank, the men brandished handguns and held all four employees, customers and an on-duty security guard at gunpoint. They then relieved the guard of his service pistol and beat him.

World News As US passes 150000 coronavirus deaths, experts call for reset in national response THE United States on Wednesday surpassed 150,000 recorded Covid-19 deaths -- a milestone that comes as the country’s number of daily coronavirus deaths is the highest it’s been since the spring. The first death in the US was reported on February 29. The country reached 50,000 deaths 54 days later on April 23, and 34 days later, on May 27, crossed 100,000 deaths. It has taken 63 days to add another 50,000 to reach the 150,000 mark. The country’s coronavirus death toll was 150,676 as of Wednesday evening -- more than a fifth of the world’s recorded deaths, according to Johns Hopkins University. “I think the fact that we as a country have not been able to get our arms around this, have not prioritised preventing those deaths is all that much more maddening. And so, for me it’s frustration, it’s sadness. And a resolve to try to figure out how we prevent the next 150,000,” Dr. Ashish Jha, director of the Harvard Global Health Institute, told CNN’s Wolf Blitzer. “I think we can, but we’re really going to have to work for it,” he added. Some states are seeing their

highest death tolls. California on Wednesday reported 197 Covidrelated deaths in a single day, according to state Department of Public Health. That total far outpaces the previous high of 159, recorded just last week. Nationwide, the seven-day moving average of daily deaths rose above 1,000 on Tuesday -- the first time since June 2.

And in 29 states, average number of daily deaths were at least 10% higher over the previous week, according to Johns Hopkins data. Disease trends in the US are mixed: Deaths are increasing and hospitalizations are at or near peak levels, though new, daily reported infections are declining slightly. But health experts have warned

the death rate likely would rise as it is now, as a lagging consequence of a large spike in cases weeks earlier especially in the South and West. Infectious disease experts say the country is at a critical juncture, as debates about how and whether to reopen schools for in-person learning rumble on. Case rates rose as businesses reopened and distancing rules relaxed in late spring, and those wanting more normalcy soon should get more disciplined now by wearing masks, limiting outdoor dining and social gatherings, and closing bars, Dr. Anthony Fauci said. “It’s not going to spontaneously come down,” Fauci, director of the National Institute of Allergy and Infectious Diseases, said Tuesday in a call with several governors about the pandemic. The United States needs to restart its response with policy actions at the federal, state and local levels to get control of the pandemic, scholars at the Johns Hopkins University Center for Health Security said in a report. “Unlike many countries in the world, the United States is not currently on course to get control

of this epidemic,” the report says. “It is time to reset.” The report includes 10 recommendations that include universal mask mandates, federal leadership to improve testing and, in places where rates of transmission are worsening, stay-at-home orders. The report says federal, state and local leaders should mandate non-medical mask use in public and limit large indoor gatherings. States should stop high risk activities and settings in areas that have rising test positivity, but no signs of crisis in hospitals or rising deaths. In areas where the situation is worse, stay-at-home orders should be reinstated, the report says. The report points to improved testing being vital. The US response to the epidemic will be severely constrained without a reliable and efficient testing system, the report says. One of the things the authors suggest to combat this is having the federal government work with states and commercial labs to identify and overcome obstacles to getting quick test results. Fauci told MSNBC he didn’t believe moving back to a complete shutdown is necessary.

Portland protests: Federal forces ready for phased pullout THE Trump administration is planning to withdraw some federal security forces from Portland, Oregon, after weeks of clashes with protesters. US Homeland Security Secretary Chad Wolf said the pullout was conditional on local police protecting federal buildings, the focal point of unrest. Oregon Governor Kate Brown said federal agents would start leaving the state’s biggest city from Thursday. Portland has been rocked by 62 consecutive days of demonstrations. WHAT DID FEDERAL AND STATE OFFICIALS SAY? In his statement, the US homeland security secretary set no timeline for a pullout. But he said he and the governor had “agreed to a joint plan to end the violent activity in Portland directed at federal properties and law enforcement officers”. “That plan includes a robust presence of Oregon State Police in

downtown Portland.” He added that “state and local law enforcement will begin securing properties and streets, especially those surrounding federal properties, that have been under nightly attack”. The governor tweeted on Wednesday: “They have acted as an occupying force & brought violence. Starting tomorrow, all Customs and Border Protection & ICE officers will leave downtown Portland.” But she added that federal officers from the US Marshals Service and Federal Protective Service will stay at the courthouse, where they are usually based. After the announcement, Mr Trump, a Republican, declared victory, tweeting: “If the Federal Government and its brilliant Law Enforcement (Homeland) didn’t go into Portland one week ago, there would be no Portland. “It would be burned and beaten to the ground. If the Mayor and Governor do not stop the Crime and Violence from the Anarchists and

The presence of federal law enforcement officers on the streets of Portland is controversial.

Agitators immediately, the Federal Government will go in and do the job that local law enforcement was supposed to do!” WHAT HAPPENED IN PORTLAND? The security forces were sent there on 4 July to protect federal buildings that were vandalised during weeks of protests against

racism and police brutality following the death of George Floyd, an unarmed black man, in Minneapolis, Minnesota, in May. Their deployment exacerbated the civil unrest, especially when footage emerged of demonstrators being grabbed off the street by federal officers and forced into unmarked cars. The governor and Portland

Mayor Ted Wheeler, both Democrats, complained they never asked for the federal intervention, blasting it as an election-year stunt by the US president. The Mark O Hatfield Federal Courthouse in the city centre has become a nightly battleground, with both federal officers and demonstrators injured in bloody confrontations. According to oregonlive.com, medics, journalists and legal observers have also been hurt by rubber bullets and pepper balls fired by the federal officers. In tandem with the crackdown in Portland, the Trump administration has sent in federal agents to several Democratic-run US cities rocked by rising gun crime: Chicago, Kansas City and Albuquerque. The US Department of Justice said on Wednesday it would also send federal officers to three more Democratic-run US cities Cleveland, Detroit and Milwaukee - owing to “disturbing increases in violent crime, particularly homicides”. World News Coronavirus: Virus isolation period ‘to go up from seven to 10 days’ in England

Nancy Pelosi said she would view “failure to wear a mask as a serious breach of decorum”

Pelosi warns maskless lawmakers may be thrown out THE US House of Representatives has ordered all members and staff to wear masks as the nation’s death toll from coronavirus passed 150,000. House Speaker Nancy Pelosi warned anyone who breaks the new rule face being removed from the chamber. She took the decision after Louie Gohmert, a Texas Republican often seen around the Capitol without a face covering, tested positive on Wednesday. He had been due to travel that day with US President Donald Trump. WHAT DID THE HOUSE SPEAKER SAY? Mrs Pelosi, a California Democrat, said on the House floor on Wednesday evening that members would be allowed to remove their masks when addressing the chamber. “The chair expects all members and staff to adhere to this requirement as a sign of respect for the health, safety, and wellbeing of others present in the chamber and surrounding areas,” she said. Mrs Pelosi said she would view “failure to wear a mask as a serious breach of decorum”, warning the House Sergeant at Arms could kick out anyone who did not wear a mask. According to GovTrack.us, 10 members of Congress - three Democrats and seven Republicans - have confirmed they tested positive, or were diagnosed with coronavirus.

WHAT DID LOUIE GOHMERT SAY? Mr Gohmert, 66, discovered he was infected when he was routinely tested under White House travel protocol because he had been due to fly with President Trump to Texas on Wednesday. The eighth-term lawmaker returned to his office to inform his staff in person of the positive result. He wore a mask during the meeting, according to US media. He also gave an interview in which he pondered whether his mask was to blame for infecting him. “I can’t help but wonder if by keeping a mask on and keeping it in place, I might have put some germs - some virus - on to the mask and breathed it in,” he told Texas station KETK. He was one of a contingent of around two dozen Republicans often seen on the House floor without masks. On Tuesday, Mr Gohmert frequently removed his face covering during a nearly five-hour hearing with Attorney General William Barr. A photo on Twitter shows the two men in proximity, neither wearing masks. According to the Department of Justice, Mr Barr will be tested for Covid-19 as a result of the interaction. Despite mixed messages early in the pandemic, public health experts now agree that wearing face coverings greatly reduces the spread of Covid-19, and is vital to controlling the infection’s spread. THE length of time people with coronavirus symptoms will have to self-isolate for is expected to be increased from seven to 10 days in England. It comes as ministers try to avoid a second outbreak of the virus in the UK. Currently, people showing the main symptoms - a new continuous cough, high temperature or loss of taste or smell - have to self-isolate for a week. But Health Secretary Matt Hancock is expected to announce later that the isolation period is being extended. It is unclear if the devolved nations will follow the UK government’s lead, but the current guidance was adopted UK-wide. The anticipated announcement comes after the prime minister warned of signs of a “second wave” of the pandemic in parts of Europe. There have also been concerns about several local outbreaks across the UK, including in Oldham, Wrexham and Staffordshire. Meanwhile, the government is also expected on Thursday to review the restrictions in Leicester again, a month after the city was put into extended lockdown

Research shows a person can be infectious two days before symptoms develop and carry on being infectious during the period they have symptoms. For most, that lasts no more than seven days. Those who have symptoms longer are already advised to carry on self-isolating. But the decision to insist everyone isolates for 10 days is likely to have been made for a number of reasons. There is plenty of evidence that people continue to shed the virus

after symptoms end - although the degree to which this represents a risk of passing on the infection to another person is not clear. Another factor that may have played a role in the decision is that widespread testing is beginning to pick up people in the asymptomatic stage. And, finally, it sends an important signal. By extending the length of isolation, it acts as a warning against complacency. Under the current rules, people who show signs of having the virus have to stay at home for seven days after showing symptoms, and others in the household are told to self-isolate for 14 days.

US election: Biden pledges billions to improve racial equality DEMOCRATIC presidential contender Joe Biden has promised to spend tens of billions of dollars to help people of colour overcome economic inequality, if he wins the election in November. In a speech in his home town of Wilmington, Mr Biden promised to boost opportunities for black, Latino and Native American businesses. He accused President Donald Trump of stoking the flames of racism. He also accused Mr Trump of failing to protect people from coronavirus. Mr Biden holds a clear lead over the president in national polls. He said he would choose his running-mate “in the first week in August”. He has already promised to choose a female vicepresidential candidate. “This election is not just about voting against Donald Trump,” Mr Biden said. “It’s about rising to this moment of crisis, understanding people’s struggles and building a future

worthy of their courage and their ambition to overcome.” The former vice-president to Barack Obama accused Mr Trump of playing politics of division. “This is about trying to split the country. And so far, thank God, the American people aren’t having any of it,” he said. “Did you ever think you’d see 77% of the people saying Black Lives Matter? Because they see

what happens. And they’re not buying into this racial division. That’s what he’s done since the beginning.” Mr Biden said he would “leverage more than $150 billion [£116 billion] in new capital and opportunities for small businesses that have been structurally excluded for generations”. This would include by increasing access low-interest business loans. (BBC)

Drake overtakes Madonna and The Beatles to break US Billboard chart record DRAKE has broken the record for the most top 10 singles in the history of the US Billboard chart, overtaking previous record-holder Madonna. The Canadian rapper and singer scored his 39th and 40th top 10 hits on this week’s countdown, as the vocalist on DJ Khaled’s singles Popstar and Greece. The feat comes just 11 years after his first appearance in the top 10, with his breakthrough hit, Best I Ever Had. Madonna had held the record

since 2008, after surpassing The Beatles’ tally. The British band clocked up 34 top 10 hits between 1962’s Love Me Do and 1995’s Free As A Bird - which featured recovered vocals from the late John Lennon. Madonna tied the Beatles’ record with Don’t Tell Me, her 34th top 10, in February 2001; and overtook them with the Bond theme Die Another Day the following year. Her most recent appearance in the upper echelons of the US chart

Drake now has 40 top 10 hits in the US Billboard chart.

came in 2012, with Give Me All Your Luvin, which she performed at the Super Bowl half-time

concert. The star still holds the record for the most top 10 singles as a lead artist. She’s credited as the main performer on all 38 of her appearances in the top 10. Drake, however, can only claim the lead role on 25 of his entries, appearing as a featured vocalist on the other 15. That’s partly due to the collaborative nature of hip-hop, but it’s also evidence of the star’s prodigious work-rate. In addition to his top 10 singles,

he also holds the record for the most entries on the Hot 100 chart (224) and top 40 hits (113). Those tallies are boosted by streaming-era chart rules which make every track on an album eligible for the singles chart, as long as they gain enough streams or downloads. That means that when a hugely popular artist like Ariana Grande or Ed Sheeran releases an album, they’re all-but-guaranteed multiple entries on the Hot 100 the following week.

“The Oprah Conversation” will debut on the Apple TV+ streaming service.

Oprah Winfrey returns to talk show roots OPRAH Winfrey returned to her talk show roots with a new show, but this one is not on regular TV— it’s Apple TV+. On Thursday, “The Oprah Conversation” started on the streaming service. According to the company, the show was “filmed remotely and incorporating audience engagement,” and had the legendary media icon “lead timely and intimate discussions with today’s foremost newsmakers, thought leaders, and masters of their craft.”

The debut episode, titled “How to Be an Antiracist,” was expected to feature bestselling author Professor Ibram X. Kendi discussing matters of race with “white readers who confront their own racist beliefs.” “The Oprah Conversation” is also expected to include interviews with athlete and commentator Emmanuel Acho, who’s also the creator and host of the popular YouTube talk show “Uncomfortable Conversations with a Black man.” That two-part installment streams on Aug. 7.

‘Watchmen’ dominates 2020 Emmy nominations, but Netflix still rules the streaming universe

Watchmen” racked up 26 nominations, including outstanding limited series.

WHO watches the Watchmen? Everyone, apparently. The HBO series, about a masked police force and a present-day Tulsa, Okla., still dealing with the ripple effects of the 1921 race riots, took on even more significance this year during a summer of antipolice brutality and anti-racism protests around the country. Tuesday’s Emmy nominations reflected just that. “Watchmen” racked up 26 nominations, including outstanding limited series, lead actress (Regina King) and actor (Jeremy Irons), three for supporting actor (Yahya Abdul-Mateen II, Jovan Adepo and Louis Gossett Jr.) and one for supporting actress (Jean Smart). Just behind that was “The Marvelous Mrs. Maisel,” with 20 nominations for Amazon Prime. “I’m grateful for the continued love for all corners of our Maisel family,” Rachel Brosnahan said after being nominated for outstanding lead actress in a comedy series for “The Marvelous Mrs. Maisel.” “I wish so much that we could be together to celebrate today but this (and some zoom cocktails) will certainly hold us over until we can get the band back together. The company we get to keep across these categories is insane. Thank you to the TV Academy!” But Netflix was the favorite son Tuesday, bringing home 160 nominations and shattering the previous record for a single season, which HBO set last year with 137.

“Ozark,” starring Jason Bateman and Laura Linney, was Netflix’s most-nominated series with 18. The show, which released its third season in March, is up for best drama series, while Bateman and Linney are nominated in the lead actor and lead actress in a drama series categories. Netflix also saw “The Crown,” which stars Olivia Colman as Queen Elizabeth, earn 13 nominations. The show is a finalist for best drama series, while Colman is nominated for lead actress in a drama. HBO finished second among networks with 107 nominations, 26 of which were from “Watchmen.” “Succession,” the HBO family drama about an uber-wealthy media conglomerate, tied “Ozark” for third overall with 18. “It’s really gratifying for the show,” “Succession” star Matthew Macfayden told the Daily News. “It’s an ensemble beast. Logan’s (Brian Cox) character is the character we all sort of orbit around and that’s the point of the show but it’s the strength of the writing that there’s such an awful lot going on. I guess that’s just the way it works. It’s very nicely balanced.” Netflix’s massive nomination haul came more than four months after the coronavirus crisis caused lockdowns across the globe. The stay-at-home order across most states coincided with a massive rise in Netflix subscriptions, as the streaming service set a record with 15.8 million new accounts between January and March. The streaming site saw 52 of its programs receive nominations this year, as bored viewers lapped up any content they could get. NBC was third among the networks with 47 nominations across all of its shows, while ABC finished fourth with 36, and the FX Networks rounded out the top five with 30. Also impacting the Emmys field this year was the addition of new streaming services Apple TV+, Disney+ and Quibi. Each of the new platforms earned multiple nominations Tuesday. “The Mandalorian,” the first live-action “Star Wars” series, debuted on Disney+ in November and is now up for best drama series. This marks the first time that a streaming service in its first year has earned a nomination in that coveted category.

Mick Jagger and Lorde urge politicians to get permission for campaign songs MICK Jagger, Lorde, Sia and Blondie are among the artists demanding that US politicians seek permission before playing their songs at rallies. They’re among more than 50 acts who’ve signed an open letter calling for new rules on how their music is used. The letter calls on Democrats and Republicans to “establish clear policies requiring campaigns to seek consent” from songwriters and artists. Campaign music has been a heated topic throughout the 2016 and 2020 elections. Artists including Rihanna, Adele, The Rolling Stones, Panic! At The Disco and the estate of Prince have asked the President Trump to stop using their music at his rallies, with some threatening legal action.

Technically, US copyright laws give politicians carte blanche to use recorded music at their rallies - as long as the venue has a public performance licence issued through a songwriters’ association such as ASCAP or BMI. However, there is some leeway for an artist to complain their image and reputation is being damaged by the repeated use of a song without their express permission. The new letter, organised by the Artist Rights Coalition (ARA), addresses that point in its third paragraph. “Being dragged unwillingly into politics in this way can compromise an artist’s personal values while disappointing and alienating fans - with great moral and economic cost,” it says. “For artists that do choose to engage politically in campaigns

The six-episode live action series is set to take place 1200 years before the events of the current series.

Netflix has ‘Witcher’ prequel series, ‘Blood Origin’ underway HENRY Cavill’s popular swordand-sorcery series “The Witcher” may not have a second season immediately underway, but fans can rejoice about a prequel. On Tuesday, Netflix announced plans for a six-episode live action series set to take place 1,200 years before the events of the current series, based on Andrzej Sapkowski’s novels that center on supernaturally-empowered beast hunters known as Witchers.

“As a lifelong fan of fantasy, I am beyond excited to tell the story ‘The Witcher: Blood Origin,‘ ” showrunner Declan de Barra said in a statement. “A question has been burning in my mind ever since I first read ‘The Witcher’ books – What was the Elven world really like before the cataclysmic arrival of the humans? I’ve always been fascinated by the rise and fall of civilizations, how science, discovery and culture flourish right before that fall.”

More than 50 artists signed the open letter, and gave lawmakers a deadline of 10 August for a response.

or other contexts, this kind of unauthorised public use confuses their message and undermines their effectiveness. “Music tells powerful stories

and drives emotional connection and engagement - that’s why campaigns use it, after all! But doing so without permission siphons away that value.”

The ARA directs its letter at six political campaign organisations: the Republican and Democratic National, Congressional, and Senatorial committees.

Dogs able to sniff coronavirus in human saliva, German study finds A STUDY in Germany found dogs were able to sniff novel coronavirus in the saliva of patients with COVID-19. Researchers at the University of Veterinary Medicine Hannover, Germany, found the trained detection dogs in the study could determine the difference between saliva samples from COVID-19infected patients and those who were negative for the disease. “During the presentation of 1012 randomised samples, the dogs achieved an overall average detection rate of 94 percent,” the authors stated in the study. The randomised controlled double-blinded trial involved eight detection dogs who were trained over one week to detect saliva or respiratory secretions of SARS-

The researchers explained that during respiratory infections like SARS-CoV-2, certain types of compounds are produced and can cause what they describe as “specific scent imprints,” which can be identified by dogs trained to detect that odor. “Dogs devote lots of brainpower

Scientists celebrate ‘breakthrough’ blood test for Alzheimer’s AN EXPERIMENTAL blood test was highly accurate in detecting Alzheimer’s disease, scientists reported Tuesday — a promising breakthrough that could make diagnosis simple, affordable and widely available. The test was able to determine whether people with dementia had Alzheimer’s instead of another condition, the New York Times reported. It also identified signs of Alzheimer’s 20 years before memory and thinking problems were expected in people with a genetic mutation that causes the degenerative, deadly disease, the outlet said. “This blood test very, very accurately predicts who’s got Alzheimer’s disease in their brain, including people who seem to be normal,” Dr. Michael Weiner, an Alzheimer’s disease researcher at the University of California, San Francisco, told The Times. The research was published in JAMA Network Open and presented at the Alzheimer’s Association International Conference. The blood test — which performed as accurately as more invasive methods such as MRI brain scans, PET scans and spinal taps — provides a much simpler and more affordable way to diagnose whether people with cognitive problems were experiencing

Alzheimer’s, as opposed to another type of dementia. Such a blood test also may eventually be used to predict whether someone without symptoms would develop the disease, according to The Times. “It’s not a cure, it’s not a treatment, but you can’t treat the disease without being able to diagnose it. And accurate, low-cost diagnosis is really exciting, so it’s

a breakthrough,” said Weiner, who was not involved in the study. The test could be available for clinical use in as little as two to three years, experts said. Almost six million people in the US and about 30 million around the world have Alzheimer’s. The numbers are expected to more than double by 2050 as the population ages, according to the report. (NYPost)

JAPANESE scientists say they have revived microbes that were in a dormant state for more than 100 million years. The tiny organisms had survived in the South Pacific seabed - in sediment that is poor in nutrients, but has enough oxygen to allow them to live. Microbes are among the earth’s simplest organisms, and some can live in extreme environments where more developed life forms cannot survive. After incubation by the scientists, the microbes began to eat and multiply. The research was led by the Japan Agency for Marine-Earth Science and Technology and published in the journal Nature Communications.

“When I found them, I was first sceptical whether the findings are from some mistake or a failure in the experiment,” lead author Yuki Morono told AFP. “We now know that there is no age limit for [organisms in the] sub-seafloor biosphere”. Professor and study coauthor Steven D’Hondt, from the University of Rhode Island, said the microbes came from the oldest samples taken from the seabed. “In the oldest sediment we’ve drilled, with the least amount of food, there are still living organisms, and they can wake up, grow and multiply,” he said. Previous studies have shown how bacteria can survive in harsh places, including around undersea vents that are devoid of oxygen.

Study: These are the six COVID-19 symptom clusters to watch for A NEW study of COVID-19 from researchers at London’s King’s College found there are six distinct types of the virus with different symptom groups. The data was uncovered using a tracking app following 1,600 patients in the U.K. and United States during March and April. The researchers behind the study hope the data helps doctors treat people and more accurately predict the type of medical care they might need. Here are the six clusters of symptoms outlined in the study, according to CBS News: Flu-like with no fever: Headache, loss of smell, muscle pains, cough, sore throat, chest pain, no fever. Flu-like with fever: Headache,

loss of smell, cough, sore throat, hoarseness, fever, loss of appetite. Gastrointestinal: Headache, loss of smell, loss of appetite, diarrhea, sore throat, chest pain, no cough. Severe Level 1, fatigue: Headache, loss of smell, cough, fever, hoarseness, chest pain, fatigue. Severe Level 2, confusion: Headache, loss of smell, loss of appetite, cough, fever, hoarseness, sore throat, chest pain, fatigue, confusion, muscle pain. Severe Level 3, abdominal and respiratory: Headache, loss of smell, loss of appetite, cough, fever, hoarseness, sore throat, chest pain, fatigue, confusion, muscle pain, shortness of breath, diarrhea, abdominal pain. “I think it’s very, very

interesting,” Dr. Bob Lahita told CBSN. “Among the patients I see, those who recovered, many of them present different ways: some people with fever and some without fever, and some with nausea and vomiting, some people with diarrhea, etc.” The researchers have been able to predict the likelihood patients suffering from each of the symptom clusters might need breathing support. For example, the first type, “flu-like with no fever,” has a 1.5% chance of needing breathing support such as a ventilator. To contrast, the second type, “flu-like with fever,” has a 4.4% likelihood. According to CBS News, the most severe type of COVID-19, “severe level three, abdominal and respiratory,” carries a 20% chance

Coronavirus: Obesity increases risks from Covid-19, experts say BEING obese or overweight puts you at greater risk of serious illness or death from Covid-19, experts say after examining existing studies. The review of evidence by Public Health England found excess weight put people at greater risk of needing hospital admission or intensive care. And the risk grew substantially as weight increased. The release comes ahead of an expected government announcement of new measures to curb obesity. Dr Alison Tedstone, chief nutritionist at Public Health England, said the current evidence was clear, that being overweight or obese puts you at greater risk of serious illness or death from Covid-19, as well as from many other life-threatening diseases. “Losing weight can bring huge benefits for health - and may also help protect against the health risks of Covid-19,” she said. “The case for action on obesity has never been stronger.” The UK has one of the highest levels of obesity in Europe. Almost two-thirds of adults in England are overweight or obese, with similar figures in Wales, Scotland and Northern Ireland.

Body mass index (BMI) is a measure of body fat based on height and weight that applies to adult men and women.

AM I OVERWEIGHT? The NHS says most adults with a body mass index (BMI) of 25 to 29.9 are overweight, while those with a BMI of 30 to 39.9 are classed as obese. Body mass index is calculated by dividing a person’s mass in

kilograms by the square of their height in metres. Another measure of excess fat is waist size - men with a waist of 94cm or more and women with a waist of 80cm or more are more likely to develop obesity-related problems.

Supporting people to achieve and maintain a healthy weight may reduce the severe effects of Covid-19 on the population, especially among vulnerable groups who are most affected by obesity, the report said. Prof Susan Jebb of the University

of Oxford, said we already know that older people, men, those from South Asian and some other ethnic groups, and people living in more deprived areas, are at increased risk from Covid-19. “Over and above these things, this review shows that excess weight is another very important risk factor,” she said. There was anecdotal evidence that some people were struggling with their weight during the pandemic, she added, which offered a “re-set moment” for everyone to think about their lifestyle. According to the report, while some data suggests that more people have exercised during lockdown, evidence indicates that the nation’s exercise levels have not increased overall. Meanwhile, snack food and alcohol sales from High Street shops have increased. Boris Johnson is expected to announce new measures soon to combat obesity, including a ban on TV junk food adverts before 21:00. The measures are yet to be finalised, but are also likely to include a ban on online ads for unhealthy foods, and limits on instore promotions. (BBC)

Study shows pistachios may be helpful in a weight loss plan NUT-LOVING consumers looking to lose a few pounds can feel better about keeping pistachios at hand as a result of a new study. The study, published in the July 20 issue of Nutrients, shows adding U.S. pistachios to the diet can contribute to weight loss, in the context of a calorie-restricted diet in a behavioral intervention, and may contribute additional health benefits such as lowering blood pressure. While several scientific studies have shown pistachios are helpful in maintaining a healthy weight, or will not cause weight gain, this is the first to examine the role of pistachios as part of a weight loss plan in a real world setting. Researchers at the University of

California, San Diego investigated whether U.S. pistachios could be used as part of a weight loss programme in a study with 100 healthy, overweight and obese individuals. All participants received general dietary and behavioural weight loss advice, and instruction on ways to increase their physical activity. Half of the participants included 1.5 ounces of pistachios in their daily diet (Pistachio group) and the other half did not (Control group). Researchers measured the participants’ health information, diet and lab tests for cardiovascular disease risk at the beginning and end of the 4-month study. According to the researchers,

Pistachios can be a component of a weight loss diet, can increase intake of key nutrients, and can promote a healthy dietary pattern

both groups lost about 5 percent of their body weight and both significantly decreased their waist circumference and body mass index (BMI). Waist circumference and BMI are indicators of not only obesity, but whether or not you may be at risk for diseases such as diabetes and heart disease. In addition to these measurements,

there were added benefits to the Pistachio group, including lower systolic and diastolic blood pressure, increased fiber intake and lower consumption of sweets than the Control group. The Pistachio group also had higher blood levels of the antioxidant carotenoids of lutein, alpha- and beta-carotene and a healthier ratio of poly- and

mono-unsaturated fatty acids to saturated fatty acids. According to the lead researcher, Cheryl Rock PhD, RD, “this study adds to the body of evidence that U.S. pistachios can be a component of a weight loss diet, can increase intake of key nutrients, and can promote a healthy dietary pattern”. Sports Interational NBA returns: LeBron James and Kawhi Leonard poised for action at Disney World

It’s been more than 140 days since a ball was last bounced competitively in the NBA, with the season postponed on March 11 because of the coronavirus pandemic. The likes of LeBron James, Kawhi Leonard and Giannis Antetokounmpo are now tenants of Mickey Mouse, with the regular season and play-offs being completed at Walt Disney World, Orlando. To limit the number of personnel inside the NBA ‘bubble’, only 22 of the league’s 30 teams are taking part. Franchises with no chance of progressing to the post-season are not involved. The season re-started on Thursday. Here’s a reminder of where we left the season and what to expect from the new-look NBA. WHO TO LOOK OUT FOR? Led by James, the Los Angeles Lakers are the number one-ranked team in the Western Conference. James, now 35 and in his 17th season in the league, is trying to win an NBA title with his third franchise having previously

The NBA resumes with 22 teams battling it out for a place in the play-offs.

lifted it with the Miami Heat and Cleveland Cavaliers. The plot twist could come from the Lakers’ city rivals the Los Angeles Clippers, with Leonard (a champion with the San Antonio Spurs and last season with the Toronto Raptors) himself vying for a slice of history by also winning the NBA Finals with three different franchises. In the East the Milwaukee Bucks host the best record - as well as the

best overall record in the league. Reigning Most Valuable Player Giannis Antetokounmpo is having another stellar season - but critics are still waiting to see if he can continue that form when it really matters, come play-off time. Listed at 6ft 9in tall and with a wingspan of 7ft 2in the ‘Greek Freak’ will be trying to secure the Bucks’ first Finals title since 1971. There’s no doubt the crowd plays a huge part in both building

momentum and creating tension in sport - and in basketball the proximity of the fans and players means that’s often magnified. Statistics show overwhelmingly the team starting at home usually advances - so psychologically it’s a huge advantage. Well that’s out the window. Inside the NBA ‘bubble’ all games are played at a neutral venue with just the bench players, coaches, backroom staff and NBA personnel in the gym. Unlike the Premier League the NBA has decided not to pump pre-recorded crowd noise into the venues. DJs will however be on hand to help drum up atmosphere and fans will be able to get a “courtside” experience by using video conferencing and 17-foot tall LED screens that will go round the court. Walt Disney World is

considered a luxury experience in its usual state - and the NBA has spent millions of dollars making it ‘home’ for the upcoming months. A barber shop and games room have also been erected and there is a lake where players can do a spot of fishing. However Disney Park and all its rides are off limits. With plenty of downtime and nowhere to go, some players decided to bring the fun to Disney World in the form of video games. And when Lakers team-mates James, Anthony Davis and Quinn Cook went online to play some NBA 2K, a lot of people were interested. It appears it was not enough for some, though - as players are reported to have left the venue to get what they craved. Sacramento Kings forward Richaun Holmes was placed in quarantine after he left the bubble to pick up a food delivery.

Bookies split on Tyson vs Roy Jones Jr. bout WORLD Boxing News received a flood of information on the Mike Tyson vs Roy Jones Jr clash upon the Legends Only League bout being confirmed on Thursday last. Two prominent bookmakers offered World Boxing News their odds on the fight, proving just how contrasting predictions can be. Tyson is 54 and hasn’t fought for 15 years. Whilst Jones is three years younger and competed as recently as 2018. This has left many scratching their heads when attempting to come up with a prediction. Firstly, leading online sportsbook MyBookie has Mike Tyson as the early favorite for an 8-round exhibition bout against fellow legend Roy Jones Jr in September. Tyson retired from professional boxing in 2005. But the hype surrounding a comeback began after the former heavyweight champ began releasing training footage on his Instagram showcasing his power. Also, his hand speed looks great along with an impressive physique. Subsequently, Tyson is a big favourite with MyBookie at -300, while Jones is +200. Despite all the training footage,

Rudy Gobert was the first NBA player to test positive for Covid-19.

Rudy Gobert: Media portrayed it like I caused the NBA to shut down

Both boxers are now in the 50s, with Mike Tyson (left) three years older at 54.

Mike Tyson has put out on Instagram lately, the oddsmakers at Bovada still listed Roy Jones Jr. as the favourite for the upcoming 8-round exhibition match. Jones Jr. has been the more active of the two in the ring, with his most recent bout a 2018 victory in his 75th pro fight. Whereas Tyson retired in 2005 after a loss to Kevin McBride. Both Tyson’s last two

showings were awful. But don’t let that fool you. Tyson was a bloated drug-taker at that time, through his own admission. ‘The Baddest Man on the Planet event stated he was high on cocaine at the time of one of his later fights. Shocking really. Since then, Tyson has shaped up after ballooning in weight. He now looks a picture of health thanks to a consistent regime.

A TIPPING point in how the United States viewed COVID-19 came on the evening of March 11th when Rudy Gobert tested positive and the NBA responded by immediately suspending the season. Tom Hanks also tested positive for COVID-19 while in Australia on the same evening. Shortly before his positive test, Gobert was caught on camera touching a table full of reporters’ microphones. “The media portrayed it like I caused the NBA to shut down,” said Gobert in an interview with Ben Golliver of the Washington

Post. “Instead of saying that it’s a pandemic and Rudy Gobert tested positive. For a lot of people who don’t think further than what’s put in their faces, they really thought I brought the coronavirus to the United States.” Gobert on Friday acknowledged that the video made him look like “someone who doesn’t care about other people’s safety or lives.” Gobert tried to piece together how he contracted the virus, concluding that it likely happened in either New York, Boston or Detroit. Graceway Sports Centre reduces fees – FULLY COMPLIANT WITH COVID-19 PROTOCOLS SINCE re-opening on July 20, the Graceway Sports Centre has placed safety as its number one priority, but if that is not enough to get people back to their sporting and fitness activities, the multi-purpose centre has also reduced its fees. According to General Manager Adina Ciurar, the facility is fully compliant with the necessary Covid-19 best practices. “In order to ensure a safe reopening, we have put in place strict protocols for Graceway Sports Centre members and guests, which include, among many other requirements, gym attendance based on pre-booking through our fully customized mobile app. As part of our strategy, we repurposed our space, incorporating the aerobic studio into the gym while spacing out the exercise machines to 6 to 10 feet distance.” The GM added that the full sanitisation of the gym takes place every 60-90 minutes, while other areas such as the indoor game, squash and tennis courts are being sanitised daily with special solutions.

The gym machines have been spaced out.

DISCOUNT Since re-opening, the facility has also reduced its fees for all activities. Gym monthly membership has been reduced from $70 to $55, while tennis monthly membership is now $35 (it was $40), meanwhile, squash monthly membership dropped from $65 to $50. Aerobic and spinning classes

have also been reduced. Nonmembers were initially paying $12/$15, while members paid $5, now non-members are paying $7 per session and member $3. Ciurar noted that the promotion would definitely continue in August with the possibility of an extension to September.

ACTIVITIES The centre already has a number of events in its weekly calendar. - Men’s hockey night Mondays 7-8pm - Men indoor soccer Mondays, Wednesdays and Thursdays 8-9pm - Co-Ed soccer Wednesdays 7-8pm, Saturdays 11am-12pm - Volleyball Fridays 6-8pm - Kids’ tennis camp Aug 3rd-7th

and Aug 10th-14th - Weekly aerobic and spinning classes Additionally, local dancer and choreographer Ryesha Higgs, who is currently on a break from her international contracts, is organising her fifth edition of Ryesha Higgs Summer Dance Intensive, which will take place at the venue from August 10-17.

NACAC bans Cayman athletes

NACAC has sanctioned the CIAA over money it says Cayman’s 2019 CARIFTA local organising committee owes to several countries’ athletics federations.

CAYMAN’S TRACK and field athletes have been banned from participating in sanctioned competitions, according to a letter from Cayman Islands Athletics Association President Lance Barnes obtained by the Cayman Compass. The North American, Central American and Caribbean Athletic Association (NACAC) – the regional athletics governing body – has sanctioned the CIAA over money it says Cayman’s 2019 CARIFTA local organising committee owes to several countries’ athletics federations, Barnes said. “It’s very embarrassing. Not only is it embarrassing nationally, it’s an international embarrassment,” Barnes said.

The sanction prevents any athlete from the Cayman Islands from participating in any NACAC and World Athletics athletic event, including the Olympic Games, according to the letter. The CARIFTA championships were held in April 2019. Barnes said the issue stems from roughly US$50,000 NACAC says Cayman’s CARIFTA organising committee needs to refund other NACAC member federations. Those federations would have paid local organisers a “levy” of $150 per athlete, coach and other team official who planned to travel to Cayman for the CARIFTA games. That fee is meant to help cover food and accommodations. Some countries, however,

brought “extra” officials with them, according to Barnes. Upon arriving, Barnes said, those federations should have paid the local organising committee the original $150 plus another $100 per official per night, according to NACAC policy. That money would help the local organising committee offset the cost of housing those officials. Instead, Barnes said, local organisers told visiting teams not to pay the additional $100 and instead to cover 100% of housing those officials. That “contravened NACAC standing policy”, according to the letter. Barnes did not know how many regional member federations are involved, but estimated it to be fewer than 10.

Sports National Fulford calls UEFA Assist donated bus a “game changer”

THE Turks and Caicos Islands Football Association’s newest vehicle is exactly what the FA needs, so much so that Sonia Fulford referred to it as a “game changer”. The 29-seater Toyota Coaster bus would help to facilitate transportation from the youth level to international clashes. “This is a huge donation, and a game changer!” The FA president added: “We are thrilled and grateful that UEFA Assist has taken the decision to equip us with a 29-seater bus. It has been a long-time dream of ours in our aim to becoming more self-sufficient. This will definitely contribute to increased efficiency on game days with ease of coordination, and significant savings as transportation services are usually outsourced.” SUPPORT The UEFA Assist Project is an initiative under the auspices of the UEFA Confederation in association with CONCACAF and seeks to address the needs of member associations outside of Europe, with a central objective of contributing to projects that are conducive to the development of football within the said member associations. According to information from the local FA, the donation by the UEFA Assist Project was done through the Swedish Football Association and it was one of several projects that aided the TCIFA.

The exterior of the bus is outfitted with images of local players from the TCIFA grassroots and youth programmes

“Through this Project, the Turks and Caicos Islands Football Association (TCIFA) was partnered with the Swedish Football Association. This has resulted in the financing of the Beach Soccer Spectator Seating at the Beach Soccer Pitch located at the TCIFA Academy. Additionally there is an ongoing Coaching Education collaboration between the Swedish FA and the TCIFA.

The Coaching Exchange portion would have occurred in March and May of this year but was obviously paused due to the current Covid-19 pandemic.” The FA has immediate use for the bus as it re-starts football activities (through a phased approach). “This donation works to ensure full participation in the community, by providing access to visiting football teams as well as providing

transport for our youth players on the sister-islands on those occasions when they are required to visit Providenciales for games, tournaments and training sessions. It will also be used along with our current van (donated by Grace Bay Car Rental) to supplement the transporting of local Providenciales players. The immediate impact will further the FA’s mission and goals, all whilst providing the comfort of

a luxurious journey.” The Coaster bus is packed with all the essential features for team comfort and incentive, including: air conditioning, a refrigerator, television monitor, and entertainment centre (CD/ DVD). Additionally, the exterior is outfitted with images of local players (both males and females on either side) from the TCIFA grassroots and youth programmes.

Fenelus scores in back-to-back games to push his team to second place NATIONAL footballer Marco Fenelus has produced back-toback goal-scoring performances to push his team, Tainan FC, up the leaders table in the Taiwan Football Premier League. The former Golden Boot winner has helped his team to four consecutive wins since returning from a seven-week thigh injury in early July. With the latest victory on Wednesday night in the East Asia nation, Tainan FC have jumped two spots and are now marginally ahead (by goal difference) in second place. Their eight wins in 12 games have earned them 24 points, two shy of league leaders Taipower. On Sunday, Fenelus who only played the first half of the game, found the back of the net early after needling his way past three defenders to score the opener against NTUS FC. That game ended 4-1 in favour of Tainan. After the game, the forward was elated with his goal. “Damn it felt good! It’s a relief, just happy to get back on the scoresheet, help getting some of that confidence back.”

Marco Fenelus is returning to form after a thigh injury kept him away from the game for seven weeks.

On Wednesday evening, the 27-year-old was in scoring mode again when his team battled Min

Chuan University. In that clash, Marco fired in a header from a corner to help steer his team to a

2-1 win. On the performance, Fenelus noted that: “I’m feel good, still

not where I want to be yet, but I’m feeling that I’m getting there. I know I can do better”. After missing several games, winning the Golden Boot seems difficult this season. The talented footballer is however hoping to lead Tainan FC to greater glories and if he can to build on his five goals and three assists. “Winning the latest game definitely puts us in the position to fight for the title again. After winning four games in a row, we hope to keep that winning momentum going, and I really believe if we win the next two games we have left in the second round, we will be in first place before the third begins.” On Sunday evening, Tainan is scheduled to meet Hang Yuen FC, before they face Fenelus’s former team and defending champions Tatung FC. Tatung have not dominated as much this season, given that they currently sit in six position on 19 points. Each of the eight teams are scheduled to play 21 games, round three has seven games.
