TCI nears end of 2020 with record high number of murders Suspects arrested in less than a third of cases

BY DELANA ISLES IT HAS been a challenging year in the Turks and Caicos Islands when it comes to capital crime.

A number never before seen with respect to homicides in the territory is now a reality - 22 murders as at December 10 - compared to 2019’s record total of 13.

The numbers are daunting and worrisome, and authorities are scrambling to find solutions, arrest suspects and forge better relations with the public to help them put away the criminals.

Back in June, when an alarming trend was first seen as the territory’s 11th murder was recorded, Weekly News’ Rebecca Bird reported that TCI was on track to being labelled one of the leading per capita homicide destinations in the world for 2020.

Commenting on this trend back in June, Premier Sharlene Cartwright Robinson said: “Last week we experienced our 10th and 11th murders and are pretty much on track for another deadly year in the TCI.” While many of the killings early in the year were attributed to revenge killings - a trend that first emerged in 2018 and picked up drastically in 2019 - for the second half of 2020, several of the murders committed are not being blamed on gang related violence.

22 MURDERED IN 2020 Fritz Gerald Mossoul, age 29 was shot sometime around 2am on Friday, January 17.

He appeared at the hospital with gunshot wounds, and later succumbed to his injuries.

He was the first murder victim of the year.

Twenty-two-year-old Horace Wignal Junior, known as DJ Spookie, died from gunshot wounds on January 21 following a home invasion in Long Bay, Providenciales on January 13.

Sheen Dean, 26, was shot dead on Bay Road in Blue Hills on March 10 - in an incident that left two others with serious injuries.

Godly Petiote, 21, died in hospital on March 12 after he was shot several times on International Drive in Providenciales.

On March 18, Acyjeune Brunorlien, 57, was shot dead during a home invasion in Five Cays.

On April 13, Martin Barga, a 44-year old construction worker from the Dominican Republic, was tragically shot and killed on Millennium Highway in Blue Hills.

An unidentified male was found at Blue Hills dump site on April 18, following reports of shots fired by nearby residents.

dead in his Blue Hills home on May 3 as he tried to protect his family from armed robbers.

Nine-year-old Samardia Karioka was killed in her Grand Turk home on May 20.

Twenty-year-old Garfield Dennie died on June 5, weeks after sustaining gunshot wounds in a shooting in Blue Hills, Providenciales, on May 23.

Pierecine Petite, was fatally shot off South Dock Road in Providenciales shortly after 4pm on June 5.

Fifty-one-year-old Hurd Harvey was stabbed by another man during an altercation on June 20, at The Garden in North Back Salina, Grand Turk.

Bursley Dolcine, aged 20, was shot in his Kew Town home on June 16. He died on June 24.

American tourist, Matthew Florez, 38, was shot and killed on August 5. The victim and another man were changing a tire on a vehicle when two men approached them and opened fire.

Jr, 24, was discovered along the roadway near a bar in Grand Turk on August 6.

Dieudonne Cantave, 26, was shot and killed on August 13, in the Kingstown, Lower Bight community in Providenciales.

Howard Freites Junior, 37 and Deon Emmanuel, 23, were shot and killed on August 23, in Grand Turk.

Justinien Luc Estimable, 54, was murdered in Kew Town, Providenciales, on September 9.

Twelyn ‘T-Bone’ Swann, 50, was shot dead outside his place of business on South Dock Road, Providenciales, on October 8.

Twenty-two-year-old Raykwon Morris died after being shot multiple times behind a bar on Pond Street in Grand Turk on October 29.

And Saintilien Michel, 20, was found dead with stab wounds near a football field in Five Cays, Providenciales, on November 27.

ARRESTS MADE On March 11, police arrested and charged two brothers for the murder of Godly Peliote.

One of the brothers - Keno Taylor - was discharged on the

murder charge at the sufficiency hearing, while the older brother Jumilio Isma was remanded to Her Majesty’s Prison in Grand Turk.

He is scheduled for trial in 2021.

Taylor, the younger brother, is also remanded in prison charged with a lesser count surrounding the death of Peliote.

Wilkenson Beaute and Jamesly Destine are charged in relation to the body found with gunshot wounds at the Blue Hills dumpsite on April 18.

Najaj Karioka, the mother of nine-year old Syrmaderia Karioka has been arrested and charged with her murder.

Phillip Smith was arrested for the June murder of Hurd Harvey in Grand Turk.

Shaquant Walkin and Myrohn Periera have been arrested and charged with the murder of American Tourist, Matthew Florez.

Police have arrested Prince Jubbar Salmon for the death of Dieudonne Cantave on August 13.

For the November 26 murder of Saintillien Michel at Granny Hill, Five Cays, police have charged two 19-year-old men, Rodson Saint Louis and Huraldo De La Cruz Gonzales.

Remote access to court proceedings available indefinitely

BY DELANA ISLES A BILL that seeks to make way for remote participation in trials by all parties and viewership by the public, has been passed amid the will of the Opposition members of parliament.

Presenting the Court Live Link (Remote Participation) Bill 2020 in the House of Assembly on Tuesday (December 8) was Attorney General Rhondalee Braithwaite-Knowles.

“The bill seeks to support the court as it moves to modernise the court to allow for remote participation in a court or a tribunal,” she told the House before launching into the extensive provisions contained within the bill.

“Members of this House would recall that on the onset of the world pandemic Covid-19, and as the implications of that were brought to light, the need to make greater use of live audio and video technology in the administration

of justice came to the forefront and in this regard, the members of this honourable House approved the Cabinet’s decision to make the Emergency Power Court Proceedings Regulations.”

This passage enabled more flexibility for the use of live audio and live video technology in the administration of justice in TCI. She stated that through legal challenges to these regulations, the court, all the way up to the Privy Council, has since clarified the law in the TCI. “We know this based on the Privy Council’s decision, which followed very clear guidance from the Court of Appeal - and was in fact historic in the sense that all three judges sitting in the panel of the Court of Appeal gave individual in support of the provisions of that… regulations.”

She stated that this decision put it beyond doubt that a court must use all of the technology or

tools available to it to continue to provide justice in the Islands in a fair and transparent manner, and that a court must continue doing so particularly in the context of a pandemic or an emergency.

Because the emergency regulations expire on December 31, the attorney general said there now needs to be greater flexibility in the wider law to allow for the administration of justice to continue after the end of the year.

As such the Court Live Link (Remote Participation) Bill 2020 came at the insistence of Chief Justice Mabel Agyemang as a part of a judicial reform programme that she is undertaking.

The bill proposes a legislative framework for remote participation in civic and criminal proceedings. These proceedings refer to matters before a court or a tribunal.

Government proposes to write off Beaches’ taxes

BY OLIVIA ROSE CABINET has authorised Premier Sharlene Cartwright Robinson to seek the approval of the House of Assembly to write off millions of dollars in taxes for Beaches Turks and Caicos.

A Government motion to dismiss unpaid tax payments, penalties and interest is expected to be tabled in the House on Wednesday, November 16.

The Premier, who is also Minister of Finance will move the motion which is set to be seconded by Deputy Premier Hon. Sean Astwood.

This motion, if passed after debate, will essentially settle the long-standing tax quarrel between the Government and its largest private sector employer, Beaches TCI. The all-inclusive family resort has been a part of an ongoing dispute over an alleged $26 million tax bill that Government officials previously said is owed.

According to the motion, which was obtained by the Weekly News earlier this week, the actual amount owed has been recalculated to just over $9.86 million [see table].

This along with any fees will be dismissed if the motion is given the thumbs up. “…the Government and Royal Bay and the other members of the

Beaches Group have settled the tax dispute on December 3,” it read. “…the Beaches Group has agreed to the dismissal of the Supreme Court proceedings, the judicial review application and the Magistrate’s Court proceedings with no orders for costs.”

amended in the committee of the whole, 11 members voted yes to its passage, while six PNP elected representatives voted no.

Elected member for Leeward and Long Bay, Hon. Akierra Missick in her statement on the bill was particularly against its implementation, stating that it seems to be such a massive shift from the norm to the virtual.

The purpose of the bill is to provide the court with the power to give direction for a person to participate by remote participation via a live link. They can be either in the

territory or outside.

It also allows for the remote participation of the jury via live link by the direction of the court, and the remote participation of a person outside the Islands.

It further provides for criteria and conditions to be determined for the use of live links in civil and criminal matters and for the public broadcast of proceedings through live link.

With the passage of the legislation the court has the power to determine the place at which remote participation may take place.

HISTORY OF DISPUTE According to the motion, Royal Bay, which has managed and operated the resort since 1996, paid tax at 12 percent of 60 percent of the charges paid per guest before October 2013. “…as the law then stood, the tax was payable only on the total amount of charges paid or payable by or in respect of the guest in respect of sleeping accommodation; food and beverage services; the provision of lighting, fuel, water, furniture, domestic appliances or equipment; and laundry services, and not on the other all- inclusive services offered by Royal Bay,” it read.

On September 26, 2013, TCIG published the Hotel and Restaurant (Taxation)(Amendment) Bill which proposed an expansion of the definition of ‘services’ upon which a tax would be payable.

Publication of the said bill led to correspondence between the chairman of the Sandals Group and the then minister for finance, tourism investment and trade which resulted in a letter from the minister, the motion explained.

The letter concluded: “In closing I wish to assure you that my Government’s decision [to amend the tax] was not aimed at targeting the remaining 40 percent of Beaches revenue, which remains untouched by this measure.”

However, the development

agreement contained no such agreed discounted rate for the payment of tax or any other provision similar to that referred to.

The Beaches Group maintains that it relied on the minister’s letter and continued to account for and remit tax at the rate of 12 percent of 60 percent of the charges paid by its guests.

A letter dated October 24, 2017 from the revenue commissioner gave Royal Bay notice that an audit for the period September 2014 to February 2017 had been concluded.

It stated that tax in the amount of $16,744,409.34 was due together with penalties and interest that had accrued thereon.

The Government had indicated that it was contesting Royal Bay’s ability to collect and remit tax at the aforesaid reduced rate.

The letter was retracted by the commissioner on October 30, 2017, with a view to a meeting between the parties.

Royal Bay was then on February 6, 2019, issued a writ of summons in the Supreme Court seeking various remedies including damages against the Crown, the Government, the minister of finance, investment and trade, the revenue commissioner, the permanent secretary of finance and the attorney general.

On May 17, 2019, Royal Bay submitted to the Supreme Court an application for leave to apply for judicial review.

On May 24, 2019, the Beaches Group served a statement of claim in the Supreme Court proceedings in which the damages claim was quantified as being at least $41,535,361.18.

In a letter dated September 25, 2019, the permanent secretary of finance gave Royal Bay notice of an intended audit to be carried out on taxes for October 2012 to September 2019.

When it was completed,

the amount assessed as being payable was $41,257,756 by way of unremitted tax together with penalties of $125,269,777 and interest of $4,928,755.

On February 24, Royal Bay issued proceedings in Providenciales Magistrate’s Court against the permanent secretary of finance and the Government challenging the tax assessment.

On August 12, the Magistrate’s Court proceedings were stayed by consent of the parties pending a determination of the Supreme Court proceedings.

“Beaches Group has asserted and maintains that it has no past due tax liability to the Government and that instead it is the Government that is liable to the Beaches Group…”

No further steps have been taken in the Supreme Court proceedings, the judicial review application and/or the Magistrate’s Court proceedings.

“The Government and Royal Bay and the Beaches Group are deeply concerned about the deleterious effect which the closure of the Resort has had and would continue to have on the approximately 2,000 hotel employees and their families and the wider community in the TCI as well as on the Beaches Group vis à vis its guests and counterparties,” the motion read.

The continued closure of the territory’s largest resort has had far reaching effects on hundreds of citizens who work there and other business persons who provide services to this entity.

The resort’s closure has also had a dramatic effect on the level of airline service coming into the TCI, as Beaches accounts for at least 70 percent of the territory’s airlift and a whopping 40 percent of its gross domestic product.

The resort is now working towards a December 21, 2020 reopening.

PDM is the best option for TCI, says deputy premier

BY OLIVIA ROSE DEPUTY Premier Hon. Sean Astwood said the PDM Government is “the best option for TCI” especially during these difficult times.

The Member of Parliament for Five Cays, Chalk Sound and South Dock spoke to a crowd of enthusiastic supporters at the People’s Democratic Movement (PDM) rally.

During the event in Providenciales on Saturday (December 5) he said his party is “ready to govern again” with the Premier Sharlene Cartwright Robinson at the helm.

Astwood said that although the last four years have been riddled with challenges, the PDM Government has met every obstacle with fervour and the aim to better the lives of citizens.

He said: “No one could have predicted the back-to-back major hurricanes and the Covid-19 pandemic which basically made the world stand still.

“Despite these challenges, we did not allow these setbacks to prevent us from working for you and bringing about the changes you wanted to see.

“We have accomplished so much the last four years. We are coming here tonight to declare the

obvious - we are the best option for TCI at this defining moment in our history.”

Although a date for the TCI’s general election is yet to be announced, he reminded voters of the importance of casting their ballots on voting day.

“Not participating in the next elections is not an option.

“The day after the elections there will be some type of government. It is just that collectively we have to make sure it is the best team which forms the Government.”

Astwood stressed that the current Government has proven over its four year tenure to be prudent and financially responsible with the territory’s purse strings.

“Despite the economic fallout, we did not have to resort to redundancies or reductions in civil servant salaries.

“We provided stimulus packages, we have kept you safe and did our best to keep you healthy. We have demonstrated that we have leadership you can trust.

“That is why Turks and Caicos, at the helm of our team we present to you Premier, Hon. Sharlene Cartwright Robinson.”

‘TRUSTED AND TRUE LEADERSHIP’ Astwood said not only has the PDM Government proven to be a

Government for the people, but its leader has always made decisions with the territory’s best interest at heart.

He underscored that returning a Cartwright Robinson-led Government to office will allow the territory to safely navigate the pandemic and restore its Covid-19 bruised economy.

“Trusted and true leadership sometimes require making unpopular decisions for the benefit of all,” he said.

“At the beginning of this pandemic our leader made the unpopular but necessary decision to call on emergency powers of the governor.

“The other side criticized this move as being too quick to give up power, without realising, that the decision was not about keeping personal power, but ensuring we were in the best position as a Government to make critical and time sensitive decisions in the best interests of all our people.

“Our leader knew that invoking these powers allowed us to quickly make timely decisions when our lives and livelihoods depended on it.

“Personal perception and negative spins were never a deterrent when it came to making the best decisions on behalf of all our people. This is trusted and true leadership.”

Astwood said the premier had to also make an unpopular but necessary decisions to impose curfews and lockdowns by following the science to flatten the curve and keep the people, especially the most vulnerable, safe.

“The other side again criticised these decisions and flaunted the untested theory of herd immunity,” he said.

“Our leader from day one, wanted us to trust science to save lives while trying to have the least impact on our economy in the months ahead.

“There is no secret that we have many people with underlying health conditions, diagnosed and undiagnosed.

He emphasised that “trusted and true leadership” often requires a level of selflessness that is rarely appreciated but necessary.

“Our leader did not change her tune to suit the popular opinion of the most vocal.

“In her position, she did not have the luxury of being wrong.

Our lives and livelihoods were at stake.”

He added: “Now, the honourable premier is not perfect, but she is humble, and she is honourable.

“Not everyone will agree with all the decisions she has made – that will happen when someone is in leadership – but she is genuine.

“I have stood with her, even when the cameras are off, when people are not posting on social media, and I have seen her manifest her care for the people of the Turks and Caicos.”

Interest-free Christmas advance for public workers

BY DELANA ISLES CIVIL servants will be having a very Merry Christmas this year, thanks to a special Christmas salary advance approved by the House of Assembly.

The advance was made possible by an amendment to the Public Finance Management Ordinance, tabled by the Premier and Minister of Finance, Hon. Sharlene Cartwright Robinson on Tuesday (December 8).

The amendment provided a period of six months for the repayment of the Christmas advances made to public officers to assist them in their preparation for the festive season.

No interest will be applied to the loan of one month’s salary for government employees.

All members of the House of Assembly were in agreement for

the bill to be passed, with some suggesting a longer repayment period, but also acknowledging that in the current financial climate, this may not be possible.

The bill swiftly wound its way through the committee of the whole, and was eventually passed by the parliament.

Shortly after its passage, the Government issued a press statement notifying public servants of their incoming year end benefit.

The statement - portions of which were also read by the premier during her presentation of the bill - said that for the past two decades the Government has provided its staff with some form of a Christmas advance or loan programme.

The premier recalled that in 2011 the Government regrettably had to cease offering it itself due to fiscal constraints.

However, a partnership was

entered into with local financial institutions to offer a programme to staff at commercial interest rates.

“In 2019 the Government reinstated the direct offering of an interest free Christmas advance to its staff on more favourable terms than in the past, as the previous programmes only allowed a maximum pay out of $2,000 while the new programme allows staff up to a maximum of their basic monthly salary,” she reminded the House.

Some 1,148 civil servants benefited from the 2019 programme at a cost of $2.9 million to the Government, with a payback rate of over 99 percent.

She said this demonstrated its “great success”.

“Notwithstanding the fiscal challenges around the world at the moment, my Government is pleased to once again facilitate an interest free Christmas advance

programme for the civil service this year.

“We know that this has been a very difficult year for many persons, including persons in the civil service who, while receiving their full salaries during the pandemic, may still have been impacted by other means due to loss of income by other family members,” she noted.

Head of the civil service, Deputy Governor Anya Williams, expressed her satisfaction that this year-end cash package could once again be offered to government workers - especially in these challenging times.

“We are pleased to once again offer our staff an interest free Christmas advance programme this financial year.

“Civil servants have worked tirelessly throughout the past few months during the pandemic to ensure that service continued to be

delivered to persons across the TCI in a highly difficult environment.”

The deputy governor congratulated the workers for the “excellent job in responding to the pandemic”.

This she said they did well by keeping residents safe and healthy, ensuring that revenue continued to be collected, expenses continued to be paid, borders were able to be reopened, streets continued to be policed and maintained and children continued to receive instructional learning through online learning platforms, among other areas.

“We are grateful for their continued dedication and commitment and will continue to do our best to improve the social, economic and physical well-being of civil servants across the TCI by continuing to establish policies and programmes to their benefit,” Williams stated.

Covid-19 vaccine could see recovery of TCI tourism, says premier

BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson said the Government is “cautiously optimistic” that the territory’s tourism sector will bounce back now that the Covid-19 vaccine has rolled out.

The leader was at the time addressing supporters of the People’s Democratic Movement (PDM) at a rally in Providenciales on Saturday (December 5).

She said the UK’s approval of the Covid-19 vaccines could see the pandemic-battered travel sector rebounding next year.

“In fact we are cautiously optimistic that we will have a full tourism season by this time next year, because TCI remains one of the safest countries, with some of the lowest numbers, strong and decisive leadership, and one of the region’s most sought after destinations.”

The premier stressed that having the Covid-19 vaccines available in the TCI, will allow the Government to get a better grip on the economic situation facing the territory.

Man shot in Blue Hills bar robbery TWO masked men with guns robbed patrons of a bar on Snake Hill in Blue Hills, Providenciales, on December 2.

During the raid, which was reported at 9.05pm, one man was shot. He was taken to Cheshire Hall Medical Centre for treatment.

According to the police press office, a man is in police custody in relation to this crime.

The incident was the last of a string of robberies throughout Blue Hills and the Bight the same evening.

The first was reported at 6.58pm and took place outside of a corner store on Millennium Highway.

According to the store owner, she was approached by a gunman who demanded cash.

The suspect escaped on foot with three cell phones.

A second robbery on Miracle Close, Blue Hills, was reported to the police control room at 8.15pm.

A man was approached by a

gunman dressed in a hoodie and mask who stole a cell phone and wallet. The gunmen left in a black Nissan March car.

That evening at about 8.30pm police were dispatched to the Lower Bight following a third robbery report.

According to a male and female couple, they were approached by a man armed with a gun and wearing a hoodie and a mask.

He stole cell phones, wallets containing cash and identification and bank cards from them.

At 8.44pm, police visited the scene of a robbery off Church Avenue, Blue Hills.

According to the complainant, she was approached by a man with dreadlocks wearing a black hoodie who demanded her cellular phone. The gunman fled the scene on foot.

On December 2, UK prime minister Boris Johnson announced that the Pfizer and BioNtech Covid-19 vaccine had been approved by his administration.

The UK is looking to procure some 350 million doses of vaccines to use in-country, and distribute to overseas territories and Crown dependencies.

The travel and hospitality sectors have been among the hardest hit amid the Covid-19 pandemic, but news of Pfizer, Moderna, and AstraZeneca’s coronavirus vaccines showing high efficacy rates in their clinical trials has lifted hopes for the industry’s recovery.

The TCI economy and the rest of the world have changed dramatically in the past six months.

Prior to March 2020, economic

growth in the TCI was expected to increase, however this changed abruptly when the effects of the Covid-19 pandemic began to be felt locally.

Global and national public health measures to contain and mitigate the spread of the virus reduced economic activity and resulted in temporary and permanent business shutdowns and historic job losses.

According to the TCI Statistics Department, economic activity is projected to decrease significantly throughout 2020 and into 2021.

This outlook is based on the decline in the main drivers of the economy which includes tourism.

In current market prices, the territory’s gross domestic product (GDP) is forecast to decline from $1.2 billion to $0.9 billion.

In constant market prices, the territory’s GDP is expected to decline by 26.8 percent from $0.76 billion to $0.56 billion.

The hotel and restaurant sector which is often regarded as the territory’s main economic engine is forecast to decline by 53 percent from $303 million to $142.4 million.

Baroness Sugg’s departure raises questions over UK Covid-19 support for OTs

BY GEMMA HANDY BRITAIN’s overseas territories – including the TCI – must make “full use” of their own financial resources in dealing with the economic fallout of the coronavirus pandemic.

London’s current position on the level of assistance on offer to its OTs strikes a different tone from the stance presented when the virus first appeared in the Islands in March.

A missive sent to the Weekly News on Tuesday (December 7) said the UK was “committed” to supporting its territories, but included a reminder that OTs should rely on their own funds to “address the needs of their people” and “deal with the impacts of the pandemic”.

In March, Overseas Territories Minister Baroness Sugg told the Weekly News that the UK would stand by the OTs “in the long-run” as they navigate Covid-19’s fiscal effects.

Tuesday’s comments come a fortnight after the Baroness quit in protest over the slashing of Britain’s foreign aid budget by almost a third.

London’s Foreign, Commonwealth and Development Office was quick to point out that the TCI is not among nations deemed eligible for such funds.

High-income countries – defined by the World Bank as those with a gross national income (GNI) per capita of at least $12,536 – are exempt from official development assistance (ODA).

But it does appear to put Baroness Sugg at odds with some of her ministerial colleagues, raising questions over how the relationship between territories such as TCI and the UK might evolve amid Britain’s acute financial woes.

In discussing Chancellor Rishi Sunak’s cut in ODA from 0.7 to 0.5 percent of GNI, Foreign Secretary Dominic Raab said the UK was facing the “worst

economic contraction in more than 300 years”, and a “budget deficit double that at the peak of the financial crisis” of 2008-2009.

He also pointed out that the UK would still have an aid budget of £10 billion ($13.37 billion), second only to Germany as a share of GNI among G7 nations.

Britain hopes the cut will be temporary, citing “tough but necessary” decisions based on priority.

A Foreign Office spokesperson said Britain had already been supporting the OTs through the pandemic.

“This includes funding for local testing facilities in the TCI and the deployment of specialist health professionals from Public Health England to support their response,” they said.

Last year, Britain spent more than $85 million on its OTs. Those that receive ODA are Montserrat, Saint Helena, Ascension and Tristan da Cunha, and the Pitcairn Islands.

In recent years, London’s financial support to the TCI has largely been limited to hurricane relief, most notably after 2008’s Ike and 2017’s Irma and Maria, along with environmental causes.

There are currently no active projects listed for the territory on the Foreign Office’s dedicated

page.

Baroness Sugg’s letter of resignation to prime minister Boris Johnson declared it “fundamentally wrong” to cut foreign aid spending.

“This promise should be kept in the tough times as well as the good,” she wrote. “I do not believe we should reduce our support further at a time of unprecedented global crises.”

The Conservative Party has long been viewed as a stauncher ally to the OTs than its Labourite counterpart.

Baroness Sugg noted that for many Tory party members, the UK’s status as a “development superpower” is a “source of great pride”.

Cutting aid diminishes Britain’s power “to influence other nations to do what is right”, she added.

Others outraged at the move include former prime minister David Cameron who wrote the 0.7 percent commitment into law while in Downing Street. He dubbed it a “very sad moment”.

Archbishop of Canterbury Justin Welby said the cut was “shameful and wrong”, while Labour’s shadow chancellor Anneliese Dodds claimed Sunak had “turned his back on the world’s poorest”.

Other MPs were more supportive, saying high spending overseas was hard to justify while asking British taxpayers to make sacrifices.

Baroness Sugg took over the role as Overseas Territories Minister in February, replacing Lord Tariq Ahmad.

PM Johnson said he was “very sorry” to receive her resignation and commended her “outstanding service” to the Foreign Office.

Raab also said she would be “greatly missed”.

HOA member demands protection for agriculture and entertainment industries

BY DELANA ISLES A CALL is being made for regulatory bodies to be put in place to help advance two growing sectors in the Turks and Caicos Islands – the agriculture industry and the entertainment industry.

Hon. George Lightbourne wants the Government to give serious consideration to the establishment of an agriculture authority to help advance the growing industry, and for a regulatory framework to specifically govern music and entertainment.

In two yet to be heard private members’ motions listed on the December 8 order paper of the House of Assembly, the Grand Turk North representative laid out his suggestions.

He noted that looking at North and Middle Caicos - which are considered the agricultural capitals of the TCI, and where the agricultural fundamentals already exist - there now only needs to be an authority established so as to further propel them into advancing the industry.

“There currently exists no regulatory framework to

specifically govern farming and agriculture in the TCI,” the member pointed out.

He stated agriculture is a growing industry in the TCI with great potential but it is lacking the necessary standards and guidelines to transform itself.

A growing number of farmers are struggling to market and sell their crops locally and internationally and are not reaping maximum benefit from their production, he said.

Lightbourne is convinced that there is a need for an authority to establish programmes for the further sustainable development of farmers, aimed at providing advice, technical assistance, grants, transportation, training, quality control, pest and disease identification, quantity control, management and distribution There is also a need, he added, for the TCI to be able to feed itself should the need arise as the result of a pandemic or a disaster.

“There is currently no bridge between farmers, markets and government so as to mandate that certain crops be produced at the same quantity and quality or

Hon. George Lightbourne higher than what is currently being imported in order to establish an imports substitution programme.”

He added that in order to meet the standards for export, farmers must be provided with the necessary opportunities in order to build their capacity to increase their production and to further improve the quality of their crops.

The member said he is looking forward to the House of Assembly giving serious consideration to his proposal.

The remit of the proposed authority would be to set quality controls; set quantity controls;

create a bridge between farmers, local and international markets and government; and provide training, advice, oversight, distribution certification transportation.

The body would also be tasked with creating a farmer’s cooperative, bridge between farmers and international training and funding organisations.

It would also advise the Government on the implementation of policies, laws, regulation and best practices to upgrade the sector and bring a structure to the industry while empowering local farmers.

Similarly, there currently exists no regulatory framework to specifically govern music and entertainment in the TCI. And this industry, much like agriculture, is taking off.

Lightbourne pointed out that a growing number of establishments, particularly resorts, are choosing to hire musicians and entertainers from abroad without local involvement.

This means that local musicians and entertainers are not reaping the maximum benefit from the entertainment industry in the territory.

He insists that there is a need for a local musician and entertainers’ association, that will ensure that local entertainers are granted first preference, as mandated by an ordinance.

“Musicians and entertainers should not be recruited from abroad without prior approval from the local association.

“And there is currently no copyright legislation in the Turks and Caicos to afford local musicians and entertainers protection.

“No royalties are mandatory for payment to local artists for the use of their music, jingles etc when used on public and private airways.”

The member proposed that the local musicians and entertainers’ association should be paid a percentage of remuneration whenever an artist is recruited internationally.

He is also calling for a concurrent introduction of an entertainment policy so as to minimise the ‘free for all’ practice that currently exists, subsequently bringing structure to the industry and simultaneously empowering local musicians and entertainers.

CABINET MEETING SUMMARY SRI Lankan migrants remaining in the TCI, temporary prison facilities and loan proposal options were all discussed at the 46th meeting of the Cabinet.

Acting Governor Anya Williams chaired the meeting on Wednesday and Thursday (November 25 and 26) by video conference. All members were present.

At this meeting Cabinet: - Were updated on the state of the nation and discussed measures, in particular testing, to further address and mitigate against any escalation of Covid-19.

Members agreed to the following extensions or new measures to be put in place until 5am on Wednesday, January 6, 2021, unless otherwise stated: a) Lifting of night curfew on all Islands from November 30 b) All businesses to suspend operations to the general public by midnight c) On New Year’s Eve only, businesses to close at 2am d) Increased fines to $5,000 for businesses (including owners, promoters of commercial events and

tours) and suspension of business licenses for breaches of regulations e) Restaurants, bars, nightclubs and discotheques to not exceed 30 percent of occupancy based on square footage f) Religious places of worship not to exceed 30 percent of occupancy based on square footage indoors or 40 people if held outdoors g) Funeral services not to exceed 30 percent of occupancy based on square footage indoors or 40 people if held outdoors h) Weddings to not exceed 30 percent of occupancy based on square footage indoors or 40 people if held outdoors i) Public and private gatherings or social activities limited to 25 people, provided these be held outdoors j) Beach gatherings to be limited to ten adults from outside the same household k) The keeping of logbooks to aid contact tracing for church services, funerals, weddings and all private and public gatherings l) Screening for domestic travel and other measures such as mask wearing and social distancing to be extended

Approved the necessary steps subject to the approval of the House of Assembly to offering a Christmas salary advance of one month’s basic salary (not including allowances) to all public officers and the terms for repayment. This decision is not extended to pensioners.

Approved options on loan proposals and for the Ministry of Finance to take forward further negotiations with the preferred bidder.

The vaccine race: Will public health rein over geopolitics?

KNOWN for its treacherous manoeuvres, Russia rashly announced the world’s first Covid-19 vaccine, but produced nothing.

Shortly after, India followed suit with a similar illusory medicinal feat – still nothing.

UK regulators have now granted emergency authorisation for a vaccine made

by US pharmaceutical giant Pfizer and its German partner BioNTech.

From this gain, the world is celebrating - however, there are still significant reservations and mistrust in the safety of the vaccine and who will get it first.

This is so, not because of lack of confidence in the scientists, but grave distrust among political leaders and the history of inequitable access to health technologies.

Suerie Moon, co-director of the Global Health Centre at the Graduate Institute, Geneva is worried that production of the vaccine and how it will be distributed is taking a leap in the wrong direction – encrypting geopolitical traits.

The US approach has generally been ‘America First’, whereas, China and several

European countries have made bold pledges to global vaccine access.

Meanwhile, other countries and firms are exhibiting conflicting interests regarding both the production and distribution of the vaccine, making it a strategic asset – one that impacts the world’s ‘pecking order’.

It creates a phenomenon, which produce intense competition and tensions between cooperative public health and contending geopolitical imperatives to develop the vaccine and secure access to it.

It appears, a ‘zero-sum’ game is developing in the unending US-China strife.

Pandemic statistics show both countries were hit hardest, bearing economic

and political backlashes and especially, America’s global reputational standing.

While they played the ‘blame game’ and concocted conspiracy theories, accusing each other of inventing and planting the virus, they are both powerfully positioned to develop and mass produce the vaccine.

However, the scope to which geopolitics is fashioning the world’s ability to contain the virus goes far beyond the US-China dynamics.

The pharmaceutical industry, WHO, Europe and developing countries are vital participants in this multifarious, multilateral gambit, while normative pundit, scientific proficiency and stature are the new faces of strategic sources of power.

The EU has occasioned a multilateral approach to controlling the outbreak and spearheading the World Health Assembly Covid-19 resolution, backed by developing countries and arguably, has emerged as the front runner in the global pandemic response.

Contrary to this multiform approach, the US and China have tackled it alone.

While, China pledged €46 million, the US, historically the single biggest contributor to global health programmes, had no state representative at the pledging event.

While the US held its ‘America First’ mantra, China, France and Germany are pushing for the vaccine to be regarded as a global public health good.

Who gets the vaccine first and when will the pandemic end, depends on the extent of the clashes between private and public, health and geopolitical interests and how far geopolitics will prolong the crisis beyond its curative measures.

Undoubtedly, the success of the injection is necessary to fully restore economic and social activities in the global sphere.

Bridging the racial divide RACE is one of the primary factors that causes division in any community.

I do believe that there has been an improvement in bridging the racial divide but a lot more has to be done.

All of us need to come to a point of realisation that we are from one race which is the human race and because we are one from race, we are technically one despite the differences in the shades of our colour.

It is very unfortunate the stigma that is associated with people of different backgrounds and colour.

While we may not be able to completely eradicate the racial divide, I do believe that we can significantly bridge the racial divide.

One way to bridge the racial divide is to get to know people of different backgrounds.

If you truly want to see a change in the way we live, develop friendships and relationships with others.

I encourage people to join groups and churches to get to know the people in the community in which they live.

After you have become friends with people of different background, you will discover that you have so much in common.

many people of different nationalities and it reached a point where I only saw them as my friends and not nationalities.

We had so much in common and 35 years later we remain friends and because of my friendship, I have appreciation for people of all nationalities.

We must learn to treat people the same no matter who they are. Sometimes we tend to treat people differently based on their status.

For example, in the Turks and Caicos Islands, Delano Williams, our first athlete to compete in the Olympics game is mixed.

His father is from the TCI but his mother is from Haiti.

We recognised Delano as a Turks and Caicos Islander and we honour him because

he is a great athlete.

If Delano was not an athlete, how would we treat him? Would we still refer to him as a Turks and Caicos Islander or would we refer to him as a Haitian?

I think we need to bring people together of different groups and have continuous conversations about race and how we can bridge the racial divide.

During these conversations, I am quite sure we will discover some of the very words we use create racial divide. Therefore, we have to be conscious of what we say to and about others.

In addition to having conversations about race, we need to come together to discuss other national issues rather than us vs them or them vs us.

In conclusion, being divided over race is so ignorant. I cannot comprehend racism and we must make efforts to bridge the racial divide.

Democracy alone is not enough PART TWO

LAST week Jessop spoke about the recent elections in the Caribbean region and thoughts of development across industries. He continues this week.

Barbados’ prime minister Mia Mottley spoke at a conference organised by the island’s Institute of Chartered Accountants about the country’s future.

It, she suggested, should include the possibility of “worldclass financial platforms, e-health, e-education, wellbeing management, life sciences, culinary science, robotics… modernised manufacturing, elderly care, modernised agriculture, software development, data engineering, cultural industries, cloud engineering, Fintech, cybersecurity, and e-sports”.

What prime minister Mottley and Ralph Gonsalves, the prime

minister of St Vincent, both made clear in their own ways is that if in future small-island Caribbean states are to be anything more than appendages to one or another big power, they need to rapidly embrace emerging technologies and innovation and redesign their education systems so they are relevant to the future rather than the past.

The logical way to achieve this would be through the bottom up construction of a new model of regional integration designed to overcome smallness and global irrelevance, so that the region

might move beyond trying to leverage the security concerns of others or seeing its votes ‘counted on’ in multilateral institutions.

Regrettably, however, as each day passes, the idea of an integrated Caribbean of the kind sought by those who brought the region to independence makes this unlikely; leaving the world to watch as each sensible regional initiative sinks into the sands of time, drifts without resolution because of the unwillingness of one or another state to cede even a modicum of sovereignty, and the absence of an executive body that might make

integration work.

It is always easy to see and write about the Caribbean as if it were monolithic, but other than in a cultural sense the implied coherence of the word has little substance.

The changing balance of wealth, education, and domestic resources between the nations of the region suggests that without a new regional delivery mechanism, real economics and real politick will divide unstoppably the region into new groupings and stand-alone small polities.

Almost every voter in the region aspires to a lesser or greater extent to a Caribbean version of the daily experience that is brought to them online or via television of the successful first world lives of those who live in wealthier regions.

This implies that to deliver societies that approximate to demand and to retain democratic legitimacy governments and

the private sector ought to be learning the multiple lessons of the pandemic, and through technology, education and improved social provision taking rapid steps to develop economies that match the accelerating advances taking place across the world.

Barbados, St Vincent and other nations including Cuba recognise this - what it will take to spur future development, the need to focus on the industries of the future, and the importance of becoming an element in tomorrow’s global services supply chains.

Absent sustained post pandemic structural plans rapidly delivered at a regional level, the pandemic’s outcome will see nations act alone, further undercutting the CSME, eventually marginalising existing relationships and diminishing the relevance of a regional treaty written for an age in which the global demand for interconnected knowledge based services was unknown.

Unfortunately, with the impact of the coronavirus it has limited us from gathering as a family.

Also, it can become a time of sorrow and misfortunes for many who might fall victim to crime due to letting their guards down.

This gives criminals the opportunity to prey on the most vulnerable.

With this in mind, below are a few tips that you should keep in mind for safety during the holiday season and year round.

We can never be too careful, too prepared or too aware. Please share this information with family, friends and neighbours.

AVOID DRIVING ALONE OR AT NIGHT Keep all car doors locked and

windows closed while in or out of your car. Set your alarm or use an anti-theft device.

If you must shop at night, park in a well-lighted area.

Avoid parking next to vehicles with dark tinted windows.

Park as close as you can to your destination and take notice of where you parked.

Never leave your car unoccupied with the motor running or with children inside.

Do not leave packages or valuables on the seat of your car.

This creates a temptation for thieves.

If you must leave something in the car, lock it in the trunk or put it out of sight.

Be sure to locate your keys prior to going to your car.

Keep a secure hold on your purse, handbag and parcels. Do not put them down or on top of the car in order to open the door.

When approaching or leaving your vehicle, be aware of your surroundings.

Do not approach your car alone if there are suspicious people in the area.

If possible, ask store security for an escort before leaving your shopping location or walk in groups.

AUTOMATED TELLER MACHINE (ATM) ATM withdrawals should be done during daylight hours. If it’s necessary at night, choose one that is located inside a store or well-lit location.

Protect your PIN by shielding the ATM keypad from anyone who is standing near you.

Do not throw your ATM receipt away at the ATM location.

Pay for purchases with a check or credit whenever possible.

Keep a record of all of your credit card numbers in a safe place at home in the event it’s stolen or compromised.

Avoid overloading yourself with packages. It is important to have clear visibility and freedom of mobility to avoid mishaps.

Keep your cell phone easy accessible in case of emergency.

If you feel you are about to be mugged, activate your vehicle alarm button on your vehicle keys.

This will draw attention to the surrounding area and possibly scare off a potential mugger.

SHOPPING Shop during daylight hours whenever possible. If you must shop at night, go with a friend or family member.

Avoid wearing expensive jewellery.

If possible, avoid carrying large amounts of cash, a purse or exposed wallet.

Even though you are rushed and thinking about a thousand things, stay alert to your surroundings.

AT HOME Be extra cautious about remembering to lock doors and windows when you leave the house, even for a few minutes.

When leaving home for an extended time, have a neighbour or family member watch your house.

Indoor and outdoor lights should be on an automatic timer.

Leave a radio or television on so the house looks and sounds occupied.

Large displays of holiday gifts should not be visible through the windows and doors of your home.

When setting up a Christmas tree or other holiday display, make sure doors and passageways are clear inside your home.

Be sure your Christmas tree is mounted on a sturdy base so children, elderly persons or family pets cannot pull it over on themselves.

If you use lights on your Christmas tree, ensure the wiring is not damaged or frayed. Frayed or damaged wiring can cause a fire.

STRANGERS AT YOUR DOOR Be aware that criminals sometimes pose as couriers delivering gifts or repairman.

Ensure that your door is equipped with a peephole and a chain lock that prevents it from opening all the way.

In the event of an emergency dial 911 immediately.

Magistrates can now grant bail to suspects with non-firearm weapons

BY DELANA ISLES A BILL seeking to amend sections of the Firearm Related Offences (Detention and Bail) Ordinance in order to free up the Supreme Court has been passed in the House of Assembly.

It was tabled by Attorney General, Rhondalee BraithwaiteKnowles on Tuesday (December 8) and sought to delete reference to the term ‘offensive weapon’ in the principle ordinance.

This reference, the attorney general said, is a technical issue that the bill seeks to clear up.

Section seven of the ordinance provided that no court, other than the Supreme Court, could admit to bail a person who is charged with an office listed in the ordinance schedule, if the offence involved the use of a firearm or offensive weapon.

Section two of the ordinance defined ‘offensive weapon’ as any article made or adapted for use for causing injury to or incapacitating a person, or intended by the person having it with

him for such use.

This means that the Magistrate’s Court did not have the jurisdiction to deal with bail in cases where the offensive weapon is said to be an umbrella, piece of wood, piece of metal pipe, brick, stone, screwdriver, hammer, or any other such item.

This, the attorney general stated, has resulted in many cases being transferred to the Supreme Court for bail applications where the offensive weapon is not a gun.

The view is that this section was meant to capture offences relating to firearms and ammunition, and not cases in which other kinds of weapons were involved.

“The solution that has been found is to remove the expression offensive weapon so that it stops offending the ordinance, and so that only offences involving firearms will have to go to the Supreme Court for bail,” the AG said.

A major positive for this amendment is that suspects will now be able to easily access bail through the Magistrate’s Court at a much cheaper cost to them.

Elected Member for Leeward and Long Bay, Hon. Akierra Missick welcomed the amendment, stating that it fixes a technical anomaly and will serve to ease some stress in the judicial system.

She explained: “From a practical standpoint it does provide a greater opportunity for persons who are charged with various offences that may involve a weapon… to be able to process their bail applications through the lower court, the Magistrate’s Court.”

This, she said, saves time on the decision, as it is a bit faster than having to go to the Supreme Court.

“Generally bail applications are not normally accessible through legal aid, so the alleged offender would also have an opportunity to save on legal costs because the Magistrate’s Court application is not as onerous as one in the Supreme Court in terms of what needs to be filed.”

She noted that the Supreme Court is facing a great deal of backlog as a result of the Covid-19 pandemic, as such this would bring some relief to this burden.

BY DELANA ISLES THE HOUSE of Assembly has passed the Turks and Caicos Islands Elections Amendment Ordinance 2020, with several amendments.

The bill initially sparked a bit of controversy and confusion in the House when it first came up for debate on November 10.

However, after lengthy explanations from the Attorney General, Hon. Rhondalee Braithwaite-Knowles, that the changes to the ordinance are set to be implemented at the upcoming general election, debate on the bill went smoothly, lasting for two sessions of the House.

On Monday, November 30, the debate continued in the committee of the whole, where questions from members were answered, amendments were examined, further amendments were put forth and discussed, and agreements were reached.

At the end of the day’s session, members were in agreement for the bill to pass.

The bill, which will come into force on a date to be announced

by Governor Nigel Dakin, is an

extensive piece of legislation.

Upon reading its passage into the record, Clerk of House Tracy Parker stated that different dates of commencement may be appointed for different provisions, and for different purposes.

The bill amends the Revised Elections Ordinance 2012.

It was drafted based on the observations and recommendations made by election adjudicators appointed by the governor and the supervisor of the election observer mission to the TCI. This observer mission was conducted by the Commonwealth Parliamentary Association of the British Islands and Mediterranean Region during the 2016 general election.

Proposed changes to the 2012 ordinance were also put forth by Supervisor of Elections, Dudley Lewis.

Among the changes to the ordinance are provisions for advance voting and introduction of the electronic tabulating system.

This system is the equipment to be used for casting, scanning and tabulating ballots and reporting of voting results by electronic means.

BY DELANA ISLES ‘RECOVER better: Stand up for human rights’ is the theme of Human Rights Day 2020, and that is just what the TCI has been, and is doing, with the aid of several generous souls.

On Thursday (December 10), the Human Rights Commission commemorated this very important day with an awards ceremony themed ‘Praise for Our Pandemic Heroes’.

During an hour-long ceremony at The Shore Club in Providenciales,

recognition was given to those who demonstrated acts of heroism and supported others during these challenging times.

A significant portion of these pandemic heroes were residents, who gave of their own freely to the less fortunate. They were

Suspects charged in violent crimes cases SEVERAL people have been arrested and charged over the past few weeks in relation to a series of violent criminal offences in Providenciales, the police press office has revealed.

Jerry Dossou, 21, was charged with one count of attempted burglary, five counts of robbery and one count of carrying ammunition.

He was arrested in connection with a spate of robberies that took place on September 15 in Long Bay and the Bight in Providenciales.

The culprits entered a home in Long Bay Hills and robbed a female victim in the presence of her young child, took her vehicle and went on to commit more robberies in the Bight.

Dossou appeared before the Magistrate’s Court on Tuesday (December 8) where he was remanded in custody to appear before the Supreme Court on February 5, 2021.

He was also charged with carrying firearm and ammunition along with Elisia Delancy, 33, and 26-year-old Carlos Higgs.

The charges are in relation to a shooting incident that took place on August 27 where an illegal firearm was recovered and processed by officers.

They appeared before the Magistrate’s Court on Tuesday and were all remanded to Her Majesty’s Prison in Grand Turk until February 5, 2021, to be further dealt with.

Dossou was also charged with escaping lawful custody for escaping police custody on November 30.

Willegience Noel, 21, was charged with three counts of robbery, one count of being carried in a conveyance and possession of imitation firearm with intent to endanger life.

The charges are in relation to the robbery of a jewellery store on Wednesday, November 18.

The culprits entered the business establishment escaping with hundreds of thousands of dollars in jewellery.

Noel appeared before the court on Tuesday and was remanded to Her Majesty’s Prison until February 5, 2021 to be further

dealt with.

Commissioner of Police Trevor Botting said the charges are thanks to work by the detectives of the Criminal Investigations Department.

“The officers and staff of the Royal TCI Police Force are committed to keeping our communities safe and the charging of these men represent hard work, professionalism and tenacity by the investigators involved.

“I want the public to be reassured that we will be relentless in the pursuit of those persons who are committing crimes and I want to give notice to those who are or who are planning to commit a crime, we are coming for you.

“You have a choice to make and I urge you to make the right one and do not ruin your life and others through committing violent crimes.”

Governor Nigel Dakin, Deputy Governor Anya Williams, and Minister of Social Services Hon. Karen Malcolm were among those gathered in the ballroom for the socially distanced event.

In his remarks, Governor Dakin noted that against the strange backdrop of all that the Covid-19 pandemic entails, one thing that was not suspended was humanity for each other.

“Wherever I looked over the past several months, I saw a firm support network emerge, existing networks flex and grow, I saw new role models emerge and established ones step up and face the challenge.”

He said that he thought this pandemic would in the end demonstrate who has and who did not have integrity at the individual and the corporate level.

“As I said this, I tried to picture who they might be, or where I might meet them, but today I find myself here at The Shore Club, looking at you, those of you who really did step up.”

Director of the Human Rights Commission, Sabrina Green, was effusive in her praise for the chosen heroes and even for those who

were not mentioned, or named.

“I get emotional every time I see the pages on Facebook and the comments, persons finding tablets for children who were at home and did not have internet service - people who rose to the occasion.

“Who said nothing good can come from a pandemic. What we got from this pandemic was love and kindness that was demonstrated throughout the length and breadth of these Turks and Caicos Islands.”

Chair of the Human Rights Commission, Roxann WakeForbes, urged attendees and residents to continue to be the change in pushing for solidarity and human rights to ensure that the TCI continues on the road to recovery from the Covid-19 global pandemic.

“Covid-19 does not discriminate and neither should we, let us all work together to take a stand and let our voices be heard in ensuring a brighter tomorrow for our children, our grandchildren and future generations.”

In its Human Rights Day message, the United Nations said the fundamental truth - that human rights protect us all and violations harm us - has been reinforced by the Covid-19 pandemic.

“An effective response that beats the pandemic and enables us to build back better, therefore, must have human rights at its core.”

Building back better also requires unity of purpose and action, the global body said.

Verónica Michelle Bachelet Jeria, High Commissioner for Human Rights, said: “Working together, we can recover better.

“With strong solidarity, we can build a world that is more resilient, sustainable and just.”

AN EVENTFUL week has come to an end. What began, on December 1, with the official reopening of the Mary Robinson Primary School, ended less than a week later with another visit by the Honourable Premier, on the first stop of her Christmas tour of the archipelago.

“Isn’t this cool?” remarks one of the younger Saltans, as he takes in the sights and sounds of this years’ ministerial Christmas visit.

“In 2017 they almost forgot to visit us and this time we’re the first stop!”

A visibly moved premier reminds the assembled Salt Cay community that we in the Turks and Caicos Islands have a lot to be thankful for, despite the challenges thrust upon us during this year of pandemic hardships.

She admits it’s been a tough year for many but hastens to add, that compared with many other countries in the world, we in the TCI have fared far better. She is right.

The children sing carols, prayers are said, and while this year the event is far more understated, one can’t help but feel that here is an island community counting its blessings.

We are okay. We are alive and above all, we are Covid-free and have been so throughout this pandemic. Thank God. As much as one would not wish to gloat about it, 2020 was in many ways a good year for Salt Cay. A year when its airport was officially reopened, following a $6 million upgrade, when the district administration’s offices were renovated, the Government’s water catchment repaired and yes, the

school fully renovated and also reopened.

One of the saddest sights on Salt Cay, after the 2017 hurricanes, was the completely devastated school.

The Mary Robinson Primary School, where once the laughter of children could be heard, where generations of teachers wrote assignments on boards, books were read and numbers added and multiplied, there were now collapsed ceilings, piles of debris and books and learning material soaked through and ruined.

So, to be walking back into beautifully renovated classrooms and a pristine, fully functional school building was not just a joyous occasion but a sign of better times to come.

have children to learn here, for families to come back,” an old-timer says, as we watch the unveiling of a plaque and listen to the remarks of the Minister of Education, Honourable Karen Malcolm.

And that’s the key. For while it’s brilliant to have a newly upgraded airport, a beautiful school building and presentable public buildings, three students in the classroom and the occasional plane landing here, will by no means justify the investment - no matter how genuine the affection held by the Government and the

rest of the country for Salt Cay. What’s needed is a sustainable, local economy. And, of course, everyone on Salt Cay knows that.

So, here’s our resolution for 2021: Let’s figure out how to sustain ourselves on Salt Cay, how to continue going from strength to strength, while making sure that we preserve all that is dear to us and that which makes us so attractive to visitors.

The foundation has been laid, now let’s get on with it and make Salt Cay work - for all of us!

TCI Hospital appoints new CEO DOCTOR Denise BraithwaiteTennant has been appointed as the new chief executive officer of Interhealth Canada TCI, also known as TCI Hospital.

Her role, which begin on December 1, will see her manage the team at Cheshire Hall Medical Centre in Providenciales and Cockburn Town Medical Centre in Grand Turk.

Former CEO, Daniel Carriere, officially retired from the company last month, a December 3 company press release said.

“I am thankful for the support provided to me over the years and grateful for this opportunity to serve in this capacity,” Dr BraithwaiteTennant said.

“It has been an exciting journey, and I am excited about the new opportunities ahead.

“As the leader of a naturally excellent team, we shall endeavour to drive health system ingenuity, innovation and people centred services, especially during the

Dr Braithwaite-Tennant joined the InterHealth Canada TCI team as a lead emergency medicine consultant in 2010 and was promoted to hospital administrator at Cockburn Town

Medical Centre in September 2011.

She returned to Providenciales in May 2014 to assume the role of chief of medical services and has now become the first Belonger to be appointed as CEO of the company.

Dr Braithwaite-Tennant holds a Specialist Degree in Emergency

Medicine from the University of the West Indies, Mona, Jamaica and a Master of Science in International Management with a specialisation in health sector management from the University of Liverpool.

During her career, she has amassed certifications and experience in leadership, accreditation, quality, health sector management, health crisis and disaster management.

This background has given her a strategic advantage to navigate the hospital team during the Covid-19 pandemic, the press release said.

“I have gained invaluable experience and it is an honour to be among the talented and multifaceted team at InterHealth Canada TCI. “I have amassed over 20 years of experience working in diverse areas and leadership roles across the health sector locally and regionally.

“My journey with the healthcare company has seen me develop from a frontline worker in the emergency department who was a part of the team that successfully managed the departments very first trauma patient, to a member of multi-stakeholder executive teams.

“Our key partner is the Turks and Caicos Islands Government and I shall continue our ongoing efforts to drive the strategic development and implementation of priority services.”

Chairman of the board George Commander offered his “heartiest congratulations” to Dr BraithwaiteTennant on her appointment.

“Under InterHealth Canada’s strict governance policies, the board undertook a rigorous selection process for the appointment of its new CEO, and was unanimous in its selection of Dr Braithwaite-Tennant who, in addition to her impeccable credentials, demonstrated qualities of vision, sense of purpose and leadership, which surpassed all other

candidates.

“Denise joined our company at the commencement of hospital operations in 2010 as an emergency physician, but it quickly became clear to the board that her ultimate destiny was to lead the organisation.

Large profitable resorts to get tax break THE GOVERNMENT has tabled a bill in parliament which seeks to offer an additional tax benefit to any developer that meets three specific criteria.

The Encouragement of Development (Amendment) Bill 2020 was read into the record of the House of Assembly on Tuesday (December 8) by Premier Sharlene Cartwright Robinson.

It lays out that the developer must maintain annual remittances of tax under the Hotel, Restaurant and Tourism (HRT) Taxation Ordinance at a threshold of $9.5 million or more.

It must also offer guest rooms of 650 or more per single premises, and be an all-inclusive resort, to be eligible for the tax break.

This benefit comes in the form of an exemption or remission of

taxes, for a period not exceeding 25 years from any new tax or fiscal measure or modified tax or fiscal measure.

This will in effect cause the tax regime applied to that developer under the amended ordinance to remain stable during the aforementioned period of years.

The amount of tax relief has not yet been disclosed.

The benefit will only apply where an audit of the developer confirms that the revenue remains at or above the threshold of $9.5 million or more stated.

This can be increased by the permanent secretary of finance based on the rate of inflation.

PDM energises voters at Downtown rally

BY OLIVIA ROSE THE PEOPLE’S Democratic Movement (PDM) kicked off its first campaign rally for the election season at the party’s headquarters on Saturday (December 5).

The much-anticipated drive-in rally in Downtown, Providenciales, saw a crowd of energised supporters dressed in blue, waving party flags and celebrating with party members.

Leader Hon. Sharlene Cartwright Robinson was joined by deputy leader Hon. Sean Astwood, chairman Hon. Douglas Parnell, tourism minister Hon. Ralph Higgs and other members.

Together they revved up voters from Cheshire Hall, Richmond Hill, Five Cays, Glass Shack and Kew Town.

Supporters were urged to go out and cast their ballot on voting day to return the party to power.

Cartwright Robinson promised continued good governance, prudent fiscal management and a better life for the citizens of the Turks and Caicos Islands.

“We have laid the foundation for great things and imagine how much more we can achieve - you don’t want to take a chance on something else,” she said.

She added that although the TCI has experienced a myriad of challenges over the past four years, the Government has met every challenge and is ready to take it into the future.

“I would not go through the details of this year because you have lived it yourselves, and you know and you have your own stories that you can tell, but when the demands of keeping our people safe seemed to be conflicting with the need to keep everyone afloat your Government stepped up to the plate.”

She said the PDM is using the surpluses it managed to achieve, that allowed the country to stay afloat once the pandemic struck.

“Our reputation, TCI’s reputation under the PDM Government that has allowed the UK to trust us and that has seen banks running to loan us money.”

She stressed that the Government has also worked meticulously to ensure critical measures were in place to reopen the country’s borders during the Covid-19 pandemic.

“That was not because we were daring and reckless, but because we were attentive and decisive and we paid attention to the science and because we had to be clear about limiting the hurt, it could’ve easily been worse with different

leadership.”

MP for Cheshire Hall and Richmond Hill, Douglas Parnell, slammed naysayers from the Progressive National Party (PNP) for blaming the Government for all the woes the territory has endured over the past four years.

“They’re trying to make it seem as though it’s the PDM that’s responsible for the hurricanes PDM ain’t responsible for the

hurricanes, we don’t control mother nature.

“The PDM is not responsible for the pandemic, but thank God for the PDM, we have responded to the pandemic, we have responded to the hurricanes.

“No pandemic, no hurricane is going to stop this good PDM Government from delivering for you, the people of the Turks and Caicos Islands.”

MP for Five Cays, Chalk Sound, and South Dock, Sean Astwood, during his address to the crowd of enthusiastic supporters said his party is ready to govern again.

“If anything, these last few months have taught us here in the Turks and Caicos Islands and indeed around the world the value of true leadership.”

Astwood stressed that the PDM Government has consistently risen to address insuperable challenges throughout its tenure.

He added: “The issue of leadership is always serious but more so in times of crisis and we in the People’s Democratic Movement have proven time and time again, from crisis to crisis that leadership indeed matters.

“We’re not here tonight to claim that we’re the best thing since sliced bread, but what we have come here to do is to declare the obvious.

“We are the best option to govern the Turks and Caicos Islands in this defining moment in our history.”

The party is expected to officially announce a full slate of candidates for the upcoming election on Saturday, December 12.

Nassau grouper season comes to a close FISHERMEN and women were reminded this week that Nassau grouper season came to an end on November 30 and the saltwater fish cannot be caught again until next year.

The Department of Environment and Coastal Resources (DECR) issued a statement on December 3 to warn of the consequences of ignoring the ban.

“During the closed season, any person who fishes for, purchases or is in possession of a Nassau

grouper will be committing an offence that is punishable by a fine of $5,000 or six months’ imprisonment or both,” it read.

The Fisheries Protection Ordinance (Amendment) Regulations states that the closed season is from December 1 to February 28 unless otherwise appointed by the governor in the Gazette.

The DECR urged all fishers, restaurant owners, private residents and plant owners to ensure the compliance of the

regulations.

Any contravention of the Fisheries Protection Ordinance Regulations can be reported to the DECR on 338-4170 or emailed to environment@gov.tc The Nassau grouper is a tawny coloured large fish that can grow to over a metre in length and weigh 25 kilogrammes.

The International Union for Conservation of Nature lists it as critically endangered due to commercial and recreational fishing and reef destruction.

Some 450,000 Jamaicans to get COVID-19 vaccine next year APPROXIMATELY 450,000 Jamaicans are to be immunised against the novel coronavirus next year, when the first batch of vaccines are expected to be shipped to the island, Health and Wellness Minister Dr Christopher Tufton has reported.

The disclosure was made in the Lower House yesterday, where members were told that the vaccine will be administered to 16 per cent of the population, with health officials and seniors being identified as priority.

The minister said the projection is to have vaccines ready for administration to one per cent of the initial 16 per cent of the population

by April, another three per cent by mid-2021, and the remainder by the end of the year.

Noting that the country has recorded more than 11,000

COVID-19 cases and more than 260 deaths to date, Tufton said the vaccination of the population must form part of the country’s response to the virus.

He cautioned, however, that the country cannot hang “all our hopes on vaccination”, noting that vigilance will have to be maintained with other response measures as the fight against the pandemic continues.

He added, too, that while it is ideal that most Jamaicans are vaccinated promptly, this is unlikely to be achieved, “at least in the short term”.

“The fact is we have another year or so before I think we will be in a position where the world can breathe a sigh of relief that based on vaccination as a solution, significant progress would have been made.

We, therefore, have to manage the

process very carefully,” said Tufton.

In addition to the naming of a commission, which, he said is comprised of a multi-disciplinary, multi-stakeholder group of individuals, discussions are being had on a national deployment and vaccination plan.

He said elements of that plan include the management structure; a review of the legal framework; demand generation and communication; training; vaccine cold chain and logistics; safety surveillance; and information systems.

The minister said once finalised, the plan will be shared with the country, “in whose best interest we are operating as we seek to secure for them the best possible health outcomes from COVID-19”.

Jamaican MP wants referendum on replacing Queen as head of State OPPOSITION Member of Parliament Mikael Phillips wants a referendum on replacing the Queen as head of State pinned to the local government elections due by February 2022.

Phillips, the son of former Leader of the Opposition Dr Peter Phillips, made the request in a motion he tabled in the House of Representatives on Wednesday.

The resolution called for the appointment of a “committee of appropriate professionals” to undertake a six-month public education exercise on the desirability of changing to a republic system of government prior to the referendum.

He suggested that following a report from the committee, the country should have a national referendum to approve the change.

“And be it further resolved that, as a cost saving measure, this said referendum be conducted at the same time as the local government elections, which are due on or before February 2022,” his resolution stated.

Phillips, who represents Manchester North Western in the House of Representatives, suggested that Jamaica take immediate steps to “finally repatriate the fundamental symbol of Jamaican sovereignty, the head of State, to our homeland, Jamaica land we love prior to our celebration of 60 years as an independent nation”.

system of government.

He stated that credible opinion polls have also indicated that a majority of Jamaicans would prefer the adoption of the republic system instead of a monarchical system of government.

According to Phillips, both major political parties agreed on a republic system within the Commonwealth, with a non-executive president as the ceremonial head of State, and committed to an indicative referendum to let the people make the choice.

Atlantis hopes for ‘take-off’ in 2021 A SENIOR Atlantis executive this week voiced optimism that guest bookings will “take off” in the 2021 first quarter after a slow start to its re-opening that began on Thursday.

Russell Miller, the Paradise Island mega resort’s executive vicepresident of hotel operations, said: “We’re optimistic. It’s going to start out slow, but then we will gradually build up, so by Christmas and New Year we think we’ll be at a good level of occupancies and we’re hoping for the first quarter to take off and be also successful for us.”

“When they check in, we’ll need evidence of the PCR test plus the Travel Visa. But in the bubble, they will not have to have any additional tests. So if they are here beyond five days, they do not require to have the fifth day test. They can enjoy the facilities, all of the amenities we

have in place, and just have a great vacation without any additional test requirements.

“When you walk through the property you’ll see that we have a number of sanitising stations set up, and protocols in place for the employees coming back. It’s been now about four weeks that we’ve started doing this. Every employee from the top level all the way down through the ranks has to have an antigen test on a weekly basis,” Mr Miller added.

“We’ve partnered with Doctors Hospital to do this and, as you know, they have the two locations at Town Centre Mall, and also at Blake Road.

So it’s been very easy for us to set it up and schedule our employees and our team members to go there and take the test. I’ve been doing it now for four or five weeks. It’s a very seamless process.

“The test itself is non-evasive, it’s easy, and you’re in and out of either of the locations in five minutes. So all of our employees now have to do that, as do all of our third party vendors and folks that we work with. It is required that they have the antigen test, and it’s to be done and updated every seven days.” #Some tourism stakeholders, such as Bahamas Taxi Cab Union president, Wesley Ferguson, have argued that the so-called “bubble” model for hotel guests cuts smaller tourism stakeholders out of the business.

However, Dionisio D’Aguilar, minister for tourism and aviation, said the Government will continue with the “bubble” model as it has seemed to work well for other jurisdictions in the Caribbean. He added that larger hotels such as Atlantis and Baha Mar would not have agreed to reopen had the Government not approved this.

Wells: Bahamas in talks to buy vaccines AS the United Kingdom became the first nation to start to vaccinate its citizens against COVID-19 this week, Health Minister Renward Wells said the government is currently engaged in its own talks with several vaccine producers.

He said Prime Minister Dr Hubert Minnis is “leading the charge” on those discussions and added the government will not import any vaccine that will put people at risk.

He reiterated that the Bahamas remains on the “queue” to receive 80,000 doses of a COVID-19 vaccine whenever it becomes available, which the government has already made a $250,000 down payment towards.

“The total cost is going to be about $1.6 million,” he said. “We’ve already paid $250,000 of that and so we’re just waiting for the WHO (World Health Organisation) to approve whether it’s Pfizer, Moderna, AstraZeneca, I think the Chinese have about two vaccines out, the Russians have about two and a number of other countries such as Israel and other nations in Europe are developing vaccines as well, and whichever that WHO agrees to, that’s the one that we’re going to be using.”

He added: “But, the Bahamas is also in negotiations directly with the various known brands of vaccines

Mr Wells said his ministry has already developed a strategic plan to distribute the vaccine in the Bahamas.

“The Ministry of Health developed that strategy whether it’s Pfizer or Moderna,” he told reporters. “If it is Pfizer, the $1.6 (million) is simply just getting the vaccine. We have to put out probably an additional the overall plan I think calls for about somewhere in the area of maybe $4.5 million dollars because we’re going to need to be able to purchase the freezer equipment because you have to keep Pfizer vaccine at negative 80 degrees.”

He continued: “…We are also looking with the Ministry of Works to be able to source the kind of equipment because we’re going to need to store it in country so we need to be able to get the kind of freezer so the engineers that the Ministry of Works are working on the HVAC – the heating ventilation air conditioning system – that will be necessary to hold that kind of vaccine.

Bermuda: Warning over proposed anti-mask march THE City of Hamilton said on Tuesday that no request had been made to hold a protest against the use of masks and vaccinations in the fight against Covid-19.

A message that circulated on social media last Sunday said a march would start at City Hall on Friday.

Commissioner of Police Stephen Corbishley confirmed in a Facebook update that police were aware of a possible demonstration and were “dealing with it”.

But a City spokeswoman said: “The City of Hamilton has a policy as it relates to the use of all of its properties and facilities.

“Anyone wishing to use our property must seek permission and apply accordingly.

“As of today, no one has officially sought permission for the event in question.”

A social media message claimed earlier that an “anti-vaccine / antimask march” would be held at the Hamilton building.

It said: “For those of you who are tired and done with the lies, we need your support, please pass the word, remove the fear and know that it’s now or never.

“No more talk.”

The message added: “No masks allowed in this march.”

Mr Corbishley said in a vlog posted online yesterday that he was aware of the message.

He added: “From the point of view of the BPS, our role is that we support lawful protest – but that’s the key.

“We’re doing some work today, we’re engaging with the apparent organisers to discuss with them what they propose, but also to establish the lawfulness of such a march, because, of course, we’ve got regulations around physical distancing and around people wearing masks in public.

“If the intention of a demonstration is for people not to wear masks, it’s unlawful, so we’ve got to work through that.”

Mr Corbishley said: “It’s not to negate people’s opportunity – people have different views on that and that’s not a matter for the BPS to get involved with.

“But our matter is around people’s safety, so not just the people who may want to protest but also in regards to us, the wider community.”

He added: “We are aware, we are dealing with it, there’s a process that

A spokeswoman for the Ministry of National Security said that the ministry was also “aware of the proposed event”.

The ministry was also asked what talks were held with the Bermuda Police Service about any planned march but no further information was released.

David Burt, the Premier, said last Sunday, after he was asked about the Government’s stance on a possible anti- vaccination and mask march, that he would not “necessarily comment on things which may or may not be done”.

He added: “I’m just going to remind everyone of the importance of wearing masks and the reason why these public health interventions have been put in place.”

Mr Burt said: “I’m going to encourage every single person in Bermuda to follow public health guidelines.”

Ayoola Oyinloye, the Chief Medical Officer, added: “For the avoidance of doubt, masks work.”

He pointed out that the latest figures suggested about a third of people who had the coronavirus may show no symptoms.

Dr Oyinloye added: “The way the virus is spread is primarily through respiratory secretions so when we talk, when we sing, when we shout we are projecting micro-droplets from our mouths – and sometimes through our nose – out.

“What masks do, especially if you wear a mask with at least three layers, is that they stop that from spreading to other people.”

Dr Oyinloye said that, although masks did not give 100 per cent protection, they “drastically” reduced the amount of virus that could be spread.

He added: “New evidence is also suggesting that the mask also protects the wearer … so there is a win-win situation for you if you wear masks – you, one, are not likely to be able to spread the virus and two, increasing evidence suggests that you are less likely to be able to get a large dose of virus that could cause you illness.”

UK travellers could be banned from EU after January 1 under Covid rules Travellers from the UK could be banned from entering the European Union from January 1 under current coronavirus restrictions.

From that date UK travellers will be subject to the same travel restrictions as all other non-EU countries which -- due to the coronavirus pandemic -- bars all but essential travel to Europe, a European Commission official told CNN on Thursday.

The current Brexit transition period ends on December 31 and these travel restrictions will still apply even if the UK and EU strike a trade deal.

“The UK is not part of the Schengen area and -- following the end of the transition period -- it will also no longer be treated similarly to a member state,” said the European Commission official, adding that the UK “will be subject to the [EU] Council Recommendation on the external

travel restriction.”

The criteria in the recommendation set out by the European Council is primarily based on whether a particular country’s epidemiological situation is better or lower than the EU average.

It also includes other factors such as “containment measures, including physical distancing, as well as economic and social considerations.”

Reciprocal arrangements governing whether EU citizens are allowed to travel to that country “should also be taken into account regularly and on a case-by-case basis,” the recommendation says.

In October, EU member states decided that only eight countries met the criteria of a “safe country,” including Australia, Japan and New Zealand.

“The council is responsible for reviewing the list of third countries towards which the travel restriction is lifted and the council will therefore

need to consider the inclusion of the UK,” said the European Commission official.

The UK will be considered with other non-EU countries at the next review, scheduled to take place in the week of December 14, an EU Official at the European Council told CNN. “The list of countries for which restrictions should be lifted is reviewed and, as the case may be, updated regularly,” the council official explained, adding it was too early to “confirm at this stage what the status of a country will be on 1 January.”

Essential travel is categorised into 11 areas, including healthcare professionals, passengers in transit, diplomats and people traveling for imperative family reasons.

Venezuela: Maduro and allies win National Assembly poll - partial results PRESIDENT Nicolás Maduro’s party and allies have won in Venezuela’s legislative elections, boycotted by the main opposition parties.

With over 80% of ballots counted, his coalition had 67.6% of the vote, the National Electoral Council said.

The victory means that Mr Maduro now has total control of the country’s political institutions.

The boycott is being led by opposition leader Juan Guaidó who has been in a two-year power struggle with Mr Maduro.

An opposition bloc which broke the boycott and took part received 18% of the vote, and turnout was 31%, National Electoral Council (CNE) President Indira Alfonzo said.

The National Assembly, the only institution controlled by the opposition, will now be dominated

by Mr Maduro’s party and others backing him.

The National Assembly, the legislative body which passes laws and approves the government’s budget, has long been a thorn in the side of the Maduro administration.

So much so that in 2017 Mr Maduro convened a National Constituent Assembly, exclusively made up of his supporters.

While nominally created to draft a new constitution, the National Constituent Assembly, whose powers supersede those of the National Assembly, instead passed laws, side-lining the opposition-

Juan Guaidó became the speaker of the National Assembly in 2019.

He and his supporters argued that the 2018 re-election of Mr Maduro as president had been “neither free not fair” and that the presidency was therefore vacant.

He invoked a passage in the

constitution which stipulates that in cases in which the presidency is vacant, the speaker should take over as interim president.

With the backing of the National Assembly, he swore himself in as interim president on 23 January 2019. He was quickly recognised as Venezuela’s legitimate leader by the US and more than 50 other countries.

However, Mr Maduro remained in control of government institutions, most of the judiciary, the electoral authorities and the military, and continued to govern from the presidential palace.

Mr Guaidó urged voters to boycott this month’s legislative election, saying the electoral authorities were stacked with government loyalists, and the vote would be neither free nor fair.

The central bank said in a statement on Thursday that it would increase its asset purchases by €500 billion ($605 billion), bringing the total stimulus program to €1.85 trillion ($2.24 trillion).

ECB unleashes $600 billion in new stimulus to prop up Europe’s economy THE European Central Bank is expanding its huge money-printing program by hundreds of billions of euros, an attempt to prop up the economy as another wave of coronavirus rips through the region and threatens to derail its fragile recovery.

The central bank said in a statement on Thursday that it would increase its asset purchases by €500 billion ($605 billion), bringing the total stimulus program to €1.85 trillion ($2.24 trillion). It also plans to extend purchases to at least the end of March 2022 and grant more subsidized loans to banks to stimulate lending.

“The monetary policy measures taken today will contribute to preserving favourable financing conditions over the pandemic period, thereby supporting the flow of credit to all sectors of the economy, underpinning economic activity and safeguarding medium-term price stability,” the statement said.

At a press conference, ECB President Christine Lagarde said that the pandemic continues to pose “serious risks” to European economies and that renewed lockdowns heighten the risk of a delayed recovery.

While manufacturing is holding up well, services activity has been “severely curbed” by an increase in infection rates and new restrictions, she added. “An ample degree of monetary accommodation is necessary to support economic activity,” she said.

The ECB said that “uncertainty remains high” with regards to the development of the pandemic and the timing of vaccine distribution, and it therefore stands ready to adjust its tools to ensure inflation, which is currently in negative territory, moves towards its 2% target.

The bank left its deposit rate unchanged at minus 0.5% and Lagarde said she expects interest

rates to remain at current or lower levels until the inflation outlook improves.

“While the main policy changes announced today were largely as expected, they underline the ECB’s commitment to using its balance sheet well beyond the end of the health emergency in order to keep bond yields exceptionally low,” said Andrew Kenningham, chief Europe economist at Capital Economics.

This is the second time that the ECB has expanded its Pandemic Emergency Purchase Program (PEPP), which it rolled out in the spring as the coronavirus swept across Europe and governments imposed tight restrictions on economic activity. In June, it increased the size of the program by €600 billion ($726 billion).

Despite a record rebound in the third quarter, the EU economy remained 4.2% smaller than its September 2019 level, according to statistics agency Eurostat. Europe is now battling another surge in coronavirus cases, prompting fresh lockdowns in major economies such as Germany, France and Italy. And GDP is expected to contract again in the fourth quarter.

“The second wave of the pandemic and the associated intensification of containment measures are expected to result in a renewed significant decline in activity in the fourth quarter, although to a lesser extent than the second quarter,” Lagarde said.

The central bank’s move comes as a dispute between EU member countries threatens to delay the release of €800 billion ($969 billion) in funds designed to speed the region’s recovery from the pandemic. EU leaders meeting this week in Brussels are seeking to negotiate a compromise that would end the standoff initiated by Poland and Hungary over attempts to link payouts to respect for the rule of law.

Brexit: ‘Strong possibility’ of no trade deal with EU - PM

Donald Trump is hoping to remain the President of the United States.

Trump asks Supreme Court to invalidate millions of votes in battleground states PRESIDENT Donald Trump asked the Supreme Court on Wednesday to block millions of votes from four battleground states that voted for President-elect Joe Biden.

Trump’s request came in a filing with the court asking to intervene in a lawsuit brought by Texas Attorney General Ken Paxton seeking to invalidate millions of votes cast in Georgia, Michigan, Pennsylvania and Wisconsin.

The President is being represented by a new attorney, John Eastman, who is known for recently pushing a racist conspiracy theory questioning whether Vice President-elect Kamala Harris was eligible for the role because her parents were immigrants.

The move from Trump comes just a day after the high court denied a request from Pennsylvania Republicans to block certification of the commonwealth’s election results.

The one-line order was issued with no noted dissents or comment from any of the nine justices.

The President for weeks has pushed increasingly desperate appeals and baseless conspiracy theories about his second term being stolen.

“Our Country is deeply divided in ways that it arguably has not been seen since the election of 1860,” the petition states. “There is a high level of distrust between the opposing sides, compounded by the fact that, in the election just held, election officials in key swing states, for apparently partisan advantage, failed to conduct their state elections in compliance with state election law.”

Echoing arguments made by Texas, Trump says the battleground states used the pandemic “as an excuse” and “ignored or suspended the operation of numerous state laws designed to protect the integrity of the ballot.”

He asks the court to block the states from using “constitutionally infirm 2020 election results” unless the legislatures of the states “review the 2020 election results.”

He stressed that if any of the states have “already appointed electors to the electoral college using the 2020 election results,” the legislatures have the authority to appoint “a new set of electors.”

Or the election could go to the House, where Trump would presumably win.

“Defendant States’ electors will determine the outcome of the election,” the President states.

“Alternatively, if Defendant States are unable to certify 38 or more electors, neither candidate will have a majority of the total number of electors in the Electoral College, in which case the election would devolve to the House of Representatives under the Twelfth Amendment.”

Paxton -- who was indicted on for securities fraud charges in 2015 and seven top aides in October accused him of bribery and abuse of office -is expected to be at the White House on Thursday, a day after Trump’s request was filed at the court, CNN has learned.

He will be in Washington for a lunch with other attorneys general that a White House official said had been previously scheduled. The lunch with the attorneys general is on Trump’s public schedule. An official confirmed separately that Paxton is expected to attend.

Not all of the contested states’ attorneys general are on board with the Texas effort.

Wednesday night, The Atlanta Journal-Constitution reported that Trump warned Georgia Attorney General Chris Carr, a Republican, not to rally other GOP officials against the lawsuit in a telephone call. Carr’s office had called the lawsuit “constitutionally, legally and factually wrong” earlier in the day, the newspaper reported, but the state’s two incumbent US Republican senators, Kelly Loeffler and David Perdue, who are running for reelection, have publicly supported the effort.

Boris Johnson says there is a “strong possibility” the UK will fail to strike a post-Brexit trade agreement with the EU. The prime minister said “now is the time” for businesses and the public to prepare for that outcome, although negotiators would continue talks.

He added that negotiations were “not yet there at all”.

It comes after his meeting on Wednesday with the president of the EU Commission failed to reach a breakthrough.

Weeks of intensive talks between officials have failed to overcome obstacles in key areas including competition rules and fishing rights.

Speaking to reporters, Mr Johnson said British negotiators were going to “go the extra mile,” and he was prepared to travel to Paris or Berlin for talks.

Meanwhile, the EU has published contingency plans in case of the possible collapse of the trade talks.

The plans aim to ensure smooth UK-EU air and road travel, as well as allowing the possibility of fishing access to each other’s waters.

The UK is due to stop following EU trading rules on 31 December.

The UK left the EU at the end of January this year, but a transition period of 11 months followed to allow the two sides to try to negotiate a deal.

He pointed out that he is immune from prosecution as a head of state.

hosting an Interisland Video Campaign Competition that will make one lucky participant an instant local star.

The goal is to create a catchy and compelling campaign video to promote

the ministry’s new focus on technical and vocational education transformation (TVET).

“We are looking for the most captivating and eye-popping content,” a department press release said on Tuesday.

“Whether you are displaying your musical talents or bubbling personality, show the entire TCI with an original video between one and two minutes long.”

The rules of the competition are as follows: Entries must be shared on the TCI Government’s Facebook page, www.facebook.com/ pressofficetcig/ using the hashtag #tvettransformationtci The public will be welcome to vote on their favourite submission. This will account for 25 percent of the overall score.

Entries will be assessed by an independent panel of judges. The winning submission will be used in the ministry’s marketing and education campaign.

Entrants must agree to hold the ministry and all ministry employees harmless against any and all claims and liability arising out of the use of their submission.

Premier Sharlene Cartwright Robinson and the Minister of Education, Youth, Culture, Social and Library Services, Hon.

Karen Malcolm, unveiled a plaque on the school on December 1.

And a student joined to help cut the ribbon to mark the facility as officially open.

The Government members were delighted to return the facility back to the community, a Ministry of Education press release said on Tuesday (December 8).

The ministry devoted the milestone to the “dedicated staff of the Public Works Department and the committed contractor Salt Cay Building Services”.

Others attending the ceremony were Deputy

Premier, Hon. Sean Astwood, and ministers Hon. Edwin Astwood, Hon. Ralph Higgs, and Hon. Goldray Ewing.

Also in attendance were Government appointed member, Hon. Maxovanno Thomas, the Deputy Permanent Secretary in the Ministry of Education, Amin McCartney, District Commissioners Almaida Wilson and Noel Hamilton, and residents of Salt Cay. The teacher and students of the school gathered for the ceremonial ribboncutting and the declaration of the school being officially reopened.

Power company honours frontline workers and contractors FRONTLINE workers from across several departments at FortisTCI and seven local construction companies have been honoured by the company for outstanding safety performance.

Presentations were made at the Green Ribbon Safety Awards ceremony, held at the firm’s Providenciales headquarters on Friday, December 4.

The event also recognised four employees with ‘Good Catch’ awards for their vigilance in identifying, reporting and offering solutions for potential hazards.

Receiving the Green Ribbon Safety Award were FortisTCI’s employees in the transmission and distribution (substation, planners, engineers), production and control operations, facilities management, materials management and security departments, as well as the Grand Turk and sister islands operations teams.

Contractors who were awarded were J&A Welding, Rolle Construction, Kevin’s Quality Cleaning, EL Construction, Ferguson and Son, 4M Construction and Stanch Construction.

Good Catch awards were presented to supervisor of materials management Ingrid Forbes, senior T&D planner Robert Smith and linemen Kelorian Forbes and Atley Gray.

FortisTCI established the Green Ribbon Safety Awards programme in 2016, according to a company

press release on Wednesday (December 9).

The initiative recognises those working for the company who understand the importance of good safety practices and who are actively providing solutions to health and safety concerns in the workplace.

Contractors were added to the roll of awardees for the first time in 2019.

This year’s awards were particularly significant, with the company achieving 655 days, at the time, without a lost time accident, despite employees and contractors having to work under several new environment, health and safety (EHS) protocols in light of the Covid-19 pandemic.

FortisTCI president and CEO Ruth Forbes said: “As an essential service provider operating during the Covid-19 pandemic, it was important for us to not only manage the usual risks associated with the utility industry, but also to safeguard the health and safety of our employees and contractors, while ensuring the company was always Covid-free.

“This approach was vital to keeping the lights on for our customers, and I am proud of the work that was done all across the company to achieve this goal.”

She explained that many employees were sequestered at various company locations for extended periods, while others

in our environmental, health and safety management systems. I commend all the winners on this special achievement.”

The CEO congratulated the EHS team for its “incredible safety leadership inside this company, and outside – to our contractors, to the TCI community and across the region to the CARILEC family.”

Under the direction of senior vice president of operations Devon Cox, the team comprises of director of EHS and line operations Dave Laing, EHS manager Marcus Francis, senior EHS coordinator Eustace Musgrove, works methods specialist Walter Wilson, senior EHS officer Rikardia Pardo and temporary EHS officer Ariel Clare.

Gov’t names local scholarship awardees for 2020

THIRTY-seven students have been awarded scholarships for study in the Turks and Caicos Islands.

The Ministry of Education, Youth, Culture, Social and Library Services published the complete list on November 5.

The Education Advisory Committee met in August to review all 42 applications received.

Successful awardees were chosen based on the identified priority areas, grade point averages and other policy related criteria.

Hon. Karen Malcolm, Ministry of Education, Youth, Culture, Social and Library Services, congratulated all the recipients.

“Our Government values education and is investing in it. I encourage all awardees to

remain focused, do your best, stay committed and you will reap your reward,” she said.

She thanked all the members of the Education Advisory Committee for their dedication to completing this year’s review of applications, and subsequent list of awardees.

The minster urged applicants who were not successful to reapply to the secretariat for possible consideration in the future.

Argentine senator suggests putting Maradona on banknotes AN ARGENTINE senator has proposed putting an image of the late football star Diego Maradona on new banknotes.

Maradona, who led Argentina to the 1986 World Cup title, died two weeks ago at the age of 60.

Senator Norma Durango presented the bill to Congress on Monday to get the late player on the 1,000-peso ($12, £9) note, the highest denomination.

It would feature Maradona’s face on one side and a picture of one of his most famous goals on the other, she said.

The bill suggests the notes should “carry the effigy of Diego Armando Maradona on one side and the moment of the second goal against England, scored in Mexico, on 22 June 1986, on the other”, newspaper La Nación reports.

The senator also suggested putting his image on commemorative stamps.

“The idea is not just to recognise our most important idol, but also to think of the economic question,” Ms Durango said. “We feel that

when tourists come here they will want to take a ‘Maradona’ away with them.”

Maradona’s two most famous goals came in the 1986 World Cup quarter-final against England.

The player was captain when Argentina won the tournament, scoring the first “Hand of God” goal against England in the quarter-finals and then going on to score again what was dubbed as the “Goal of the Century”.

The plan is for the banknote to feature the second goal.

Ms Durango said the final decision would be made by lawmakers, who are expected to hear her proposal early next year.

The 60-year-old football legend died of a heart attack at his home late last month.

Maradona had a successful operation on a brain blood clot earlier in November and had been due to be treated for alcohol dependency.

He scored 34 goals in 91 appearances for Argentina, representing them in four World Cups. (BBC)

FA to resume grassroots football in January THE Turks and Caicos Islands Football Association will re-start its grassroots programmes in midJanuary, but will put systems in place to stem excessive interaction between the young players.

According to information from the FA, the players will resume training on January 11 with minimal contact.

Group exceeding 12 players will be divided into two or more smaller groups. Twelve players will actually be the limit on the field at a given time.

Training days remain Wednesdays and Friday with two options as followed: 4:00pm 4:45pm and 5:00pm - 5:45 pm.

Matches will be arranged for Saturday mornings with at least two weeks’ notice.

Meanwhile, parents and guardian will be required to wear masks and if they volunteer will have set times to take temperature.

All players must wash hands prior to and immediately after leaving the field and also between breaks.

Players and parents/guardians will be required to arrive and depart within specified times, “no waiting around and congregating before and after training to be permitted”.

Players are also asked to arrive and depart with masks.

Training and competitions for junior players will re-start next month.

TCIFA Beach Soccer Referee Course billed for this weekend THE TURKS and Caicos Islands will hold a three-day Beach Soccer Refereeing Course this weekend.

According to FIFA Assistant Referee Dane Richie, the intention is to build the pool of referees here.

“We’re making an effort to get more referees involved in beach soccer refereeing.”

The veteran official, who will serve as the course’s instructor noted that there are several high points of refereeing.

“It’s an opportunity for you to explore yourself in terms of what your abilities are and it gives you an outlet to grow.”

The talented Richie, who has excelled in multiple sports during his career, including football and cricket, noted that refereeing gave him a lot of opportunities.

“It is rewarding in terms of being able to travel to different places and getting paid to do it.”

Richie said that the time has come for him to help produce a new crop of officials.

Sports National Junior time trails champion Carmichael is a rising star NATIONAL Time Trials Junior champion Rezon Carmichael credits his determination and drive for his explosive sprint onto the national cycling scene.

The 12-year-old was able to hone his talent due to constant practice sessions with his father who also serves as his coach.

In a recent interview, the youngster said that he was elated with his performance on the road.

“It feels good.”

Carmichael has solidify himself as the prince of time trials, since the Turks and Caicos Cycling Federation gained approval to re-start the sport in October after a lengthy break due to the Covid-19 pandemic.

DOMINANCE Over two months, he won four consecutive races in the junior division.

In his first event on October 17, which was the second time trial

of the federation, Rezon finished one lap of Venetian (some 8.5 miles) in 27.48 minutes, which was almost two minutes faster than second place junior Sean Walters who finished in 29.32 minutes.

Two weeks later on October 31, the juniors once again battled over 8.5 miles and Rezon again finished on top. By that stage, he had embodied the idea behind the time trials and was really racing against himself. In the Whisperer (Time Trial Three), he shaved over a minute and a half off his previous time as he finished in 26.09 minutes. The other juniors also stepped up their game and improved their speed.

It was difficult to measure the youngster’s improvement in the Oxygen TT, which was held in Mid-November. Both adults and juniors had raced over a distance of 4.25 miles. Carmichael again won the junior division. His time

of 11.07 minutes had broken into the top 10 overall.

Towards the end of November, Carmichael made it four in a row of junior wins, when the federation held their Devastator competition.

In that event, the 12-year-old had clocked an amazing 24.17 minutes, which was over three and a half minutes faster than his opening victory in October.

As many of the junior cyclists, Carmichael is also a fresh face, in fact he has only been training in the sport for four months.

The youngster noted that he is happy that he has improved.

“I’m really happy that I improved my time, that is all I been wanting to do, improve my times.”

He noted that his talent is both his natural abilities and his determination.

He said that he spends five days per week training.

Rezon Carmichael is a future cycling star in the TCI.

“Usually we would come out and start from the Stadium to the end of Venetian Road and back, sometimes we do two laps and sometimes one, based on how to weather is.”

When the cycling season

re-starts next year, expects Carmichael to continue his dominance, which would force his talented peers to also improve.

When asked what advice he would give to them, the youngster said: “Just keep pushing.”

The body, which ensured that its members followed Covid-19 protocols, held

several presentations of prizes recently at the National Stadium.

Both seniors and juniors received their medals.
