TCI records four new Covid-19 cases this week

BY OLIVIA ROSE THE TCI now has four new active cases of the Covid-19.

The Ministry of Health has warned that more positive cases can be expected in light of ongoing local testing taking place through the National Public Health Laboratory.

This brings the total number of confirmed cases in the territory to 16 since the pandemic started.

The total number of deaths remains at one.

The ministry in an announcement on Thursday (June 25) said all confirmed cases are presently in quarantine.

One of the people tested is a returning resident who was already in quarantine at the time of the test as is mandated for repatriated residents from overseas.

The second person was identified through contact tracing.

The third case is a cafeteria employee at the Cheshire Hall Medical Centre - this individual was identified in the community and was placed in quarantine.

The fourth case was also identified in the community and that person has been quarantined and will be managed in the

community along with their immediate contacts.

The TCI Hospital in a statement on Saturday, June 21, said the affected employee was not responsible for preparing food.

due diligence continues with catering staff.

“The TCIG Environmental Health Department in collaboration with the Facilities Management Department has secured an external caterer to prepare patient meals…

“The external caterer has been briefed on the infection, prevention and control protocols and patient dietary requirements.”

Internal arrangements will be made for food distribution to patient rooms as a patient safety measure.

“During the closure period, the hospital will utilise the opportunity to conduct the usual deep sanitisation and cleaning above the normal robust environmental procedures and controls in conjunction with TCIG Environmental Health Department,” the hospital said.

TCI Hospital underscored that from the onset of the outbreak, patients, visitors and staff were subject to Covid-19 screening in order to access the healthcare facility.

However, the staff member who later tested positive for the virus was asymptomatic and therefore passed the screen test.

“On the day the employee became symptomatic, the employee presented to an offsite clinical facility and was required to undergo a Covid-19 test out

an abundance of caution, which returned a positive result.

“All other employees within the small department deemed close contacts are presently asymptomatic and have been quarantined as a precaution.”

The hospital emphasised that rigorous measures are ongoing to reduce the risk of disease transmission and exposure to employees and patients.

“There have been no changes to the current status of clinical operations at Cheshire Hall Medical Centre.

“The facility continues to enforce visitor restrictions, use of personal protective equipment and other infection prevention and control measures along with reduced patient volumes for outpatient services to ensure compliance with social distancing measures and avoid patient clusters.

“Our thoughts are with our valued staff and the newly diagnosed person for a complete recovery during the home isolation period.”

AGGRESSIVE CONTACT TRACING

During a radio interview on Saturday, June 20, Chief Medical Officer Dr Nadia Astwood said aggressive contact tracing efforts are ongoing.

“Right now the public health

team are in response mode,” she said, “we’re actively doing contact tracing to identify other persons who may be contacts so that we can ensure that they are also tested and placed into quarantine.

“The public health team is very active as they have been during this entire pandemic to ensure that there isn’t any transmission into the wider community.”

The chief medical officer acknowledged that despite the Government’s best efforts, the virus is still active in the community.

“The reality is we have coronavirus, even though we’ve put in place all of the measures in terms of educating the public about the protective measures.

“Even though we have in place our hotlines for people to call in if they have symptoms of the virus so that they can be contacted by the health team and tested, you would expect that there would be some level of coronavirus in the community.

“And we have seen all over the world that some people can have extremely mild symptoms and they don’t even think they have coronavirus and then of course you also have persons that maybe asymptomatic and still have coronavirus.”

She urged residents to continue to practice social distancing, hand washing and other health and safety measures.

“We still have to take precautions. Every island, every person, every household, every community needs to take these precautions at all times and in particular in the run up to the reopening of the borders.”

To date, the TCI has recorded a total of 445 test results, with 429 confirmed to be negative and 16 positive confirmations.

A total of 783 individuals have been released from quarantine/observation status, and 187 remain under quarantine/ observation.

Widespread community testing is being conducted for frontline workers, those who are traveling locally to other islands and those who have to travel abroad for medical purposes, as well as returning and intentional travellers who are residents.

Night time curfew lifted, other restrictions being eased

BY DELANA ISLES THERE is now no curfew in the Turks and Caicos Islands, Attorney General Rhondalee Braithwaite-Knowles informed the House of Assembly this week.

The emergency powers granted to Governor Nigel Dakin to impose this law came to an end at 5am on Monday (June 22) and have since been revoked.

There are now new expiration dates for several other restrictions imposed under the Emergency Powers Regulations.

On July 6, there will no longer be a need for residents to work remotely from home - all public sector and statutory body workers will be back out to work with no restrictions on the reopening of any business.

Also on July 6, the restriction of only 25 people to a place of worship will be lifted, as will the restriction of persons to funeral services and burial grounds.

Additionally, there will be no ban on social activities, sports and training events, as well as domestic travel from July 6.

The regulation guiding the restrictions on these activities expires on this date as well.

Meanwhile, July 22 remains the date that international airports and seaports reopen (except cruise ports).

Also on this day, businesses will no longer have to remain closed on Sundays.

EXPIRATIONS ON DECEMBER 31 The attorney general also announced that several other regulations will remain in place until December 31 - chief among them the wearing of masks in public and the need for social distancing at all gatherings.

advice of the chief medical officer; the need to provide information for screening and clinical examinations; and the power to apply to a justice of the peace to order quarantine of anyone who refuses to do so on the advice of the chief medical officer.

The police’s authority to apprehend anyone to be placed in quarantine on the authority of the chief medical officer if that person fails to obey an order to do so, remains until the end of 2020.

Until December 31, a logbook of attendees must be kept and maintained for any indoor gathering at a church, funeral or wedding, and no visits will be allowed to a quarantine location, hospital or residential care home unless permitted by the relevant authorities beforehand.

The law preventing anyone from obstructing the chief medical officer, any health officer, public officer, police officer, any other law enforcement officer or any prison officer acting in the course of his duty granted under the regulations will also remain in place until the end of the year.

Likewise, the restriction remains in place for anyone who engages in price gouging and the emergency powers to impose a punishment on anyone who

contravenes these regulations.

Until December 31, that person will still be liable on summary conviction to a fine of $5,000 or to a term of imprisonment for three months, or to both.

It also remains within the governor’s power to supplement or provide further clarification of the regulations until this date.

Enforcement of these regulations will remain in place until December 31.

This means that a public health officer, a police officer or an officer of the relevant government department may visit any business, premises or public place to ensure compliance with the provisions of these regulations and any guidelines by the Government.

It will remain within the power of the aforementioned persons (until December 31) to order the immediate closure of a business or premises or part of the business or premises, or order the dispersal of persons at that business or premises or at any public, for failure to comply with the provisions.

Man dies a week after shooting A TWENTY-year-old man has died in hospital from a major injury after he was shot from close range in his Kew Town home last week.

Bursley Dolcine was shot in the upper body at about 3am on June 16 and died on Wednesday (June 24).

The culprit has not been found.

The brutal killing brings the tally so far this year to 13 - the same as the total number of homicides in 2019, which was the highest ever recorded in the TCI. The police press office said on the evening in question an armed man entered the Duck Yard home and shot his victim.

The injured man was taken to Cheshire Hall Medical Centre with a single gunshot wound to his upper body where he received immediate care.

On Thursday, Nikira John of TCI Hospital told the Weekly News: “The patient’s condition did not improve and continued to decline to an irreversible state as a result of the major injuries.

“The patient remained on life

support for some time and was supported by the critical care team.

“Sadly, the young patient succumbed to the injuries today. Our hearts are with the family and deepest condolences for their loss.”

The Serious Crimes Unit of the Royal TCI Police Force is investigating the homicide.

Commissioner of Police Trevor Botting said: “Thoughts and prayers are with the family and those who knew the young man who died early this morning.

“The details surrounding this latest murder is still under investigation and my officers need your help.

“I have to reiterate how important it is for the community to work with us. Please tell us what you know - no matter how small, it could help with investigations.

Public Order Bill sent for public review after HOA row

BY DELANA ISLES THINGS got heated in the House of Assembly this week when the Public Order and Criminal Justice Bill came up for what was expected to be its first, second and third reading, and passage.

The public outcry surrounding the bill descended into disorder among the elected and appointed officials in the House on Monday (June 22).

Impassioned comments from government appointed member Hon. Maxovonna Thomas about the consultation period being widely ignored by the Opposition and local lawyers, led to a shouting match between him and PNP elected member Hon. Akierra Missick an attorney herself.

Speaker of the House, Hon. Dwayne Taylor quelled the disagreement by ordering the two out, after shouting to be heard for several seconds.

When things quietened down, Hon. Taylor granted Premier Sharlene Cartwright Robinson’s motion that the

bill should go through two readings by the Attorney General Rhondalee Braithwaite-Knowles - the mover of bill - and debate among members of the House stayed until the public gets a chance to have a say.

Leader of the Opposition, Hon. Washington Misick was not in agreement with the suggestion, protesting vehemently that the provisions of the document should not be read in parliament before the public is first given a chance to be heard.

He was advocating for only a first reading of the document, if that, as it needed a lot more review before coming to the House, he said.

The vote for the AG’s two readings was granted 11 to five in favour.

The premier sought to assure the House and the public that the Government is not looking to take away the rights of citizens.

“We will educate persons on the bill, the Opposition as well as other members in this House will have the opportunity to look at the bill that is presented

today and also be the benefactors of the amendments ahead of the debate and that is a commitment…the only objective is to get the bill ‘righter’.”

She also had some words for Hon. Misick’s insinuations that the Government was trying to sneak the bill past the public.

The premier pointed out that he and members on his side had several opportunities to offer comment on her suggestions that the bill be read twice on June 22, before being sent for public consultation.

“We gave notice, he had no response at that time, zero response and when he did respond, transparently I said to the leader of the Opposition ‘consider the people who this bill is seeking to protect’.

“The same issue of crime, threats on witnesses and jurors and judges, this situation that they are facing… this bill is not a bill to not criticise the premier or the Government, people can still cuss the Government and we will defend their right to do that.

“So don’t act as if this bill has nothing

to do with the criminal situation that we have going on in Turks and Caicos,” she said.

The decision announced by the Government in parliament to hold the bill, came after several days of continuous public protests, both online and in front of the Premier’s Office.

Residents wanted the bill to first be presented to the public so that they can be educated on the provisions of the proposed law and can give feedback to protect their constitutionally enshrined rights to freedom of expression.

After the passage of her parliamentary motion, the premier also proposed that two members from the Government and two members from the Opposition should join the attorney general to capture all amendments that are made, as well as concerns by members of the public.

The bill went through its two readings, but Opposition members were not present as they had walked out of the House before the AG’s presentation.

This tiny boat carried 17 people from the Dominican Republic to the TCI

Missing Dominican citizens found in Grand Turk SEVENTEEN men and women from the Dominican Republic landed on a small boat in Grand Turk last week after being reported missing from their home country.

On June 17, police received information that several people had arrived on the southern part of the island by Hawks Nest.

Officers went to the scene where they apprehended 15 men and two women, who were assessed by the Ministry of Health, before being transported to a holding area.

Deputy Governor Anya Williams, the permanent secretary of the immigration ministry, the director of immigration and senior immigration officers were present.

The arrivals were taken to Providenciales for further processing at the Detention Centre before repatriation, according to a statement from the immigration ministry.

“The persons have been missing for over a week and…the named government

was currently conducting an air and sea search and rescue mission,” it read.

Hon. Vaden Williams, Minister of Immigration, Citizenship, Labour and Employment Services, thanked his ministry for their immediate response and continued hard work.

He said the Department of Immigration remains in contact with officials from the Dominican Republic on having their citizens returned home in a timely manner.

It is an offence to assist or harbour an undocumented person.

The penalty under the Immigration Ordinance is a fine on summary conviction of $20,000, a term of four years in prison or both.

More than 200 tested for Covid-19 locally

BY DELANA ISLES THE GOVERNMENT has significantly stepped up its in-country testing since the beginning of June, with more than 200 people tested so far.

This week, the Ministry of Health advised that Covid-19 testing for frontline workers commenced on June 8 in the TCI,

and is ongoing.

On Tuesday (June 23), Minister of Health Hon. Edwin Astwood told the House of Assembly that as of June 18, 236 had been tested in the National Public Health Laboratory in Providenciales.

He said the national testing strategy along with its budget has been approved in Cabinet and is being immediately implemented.

First time work permits on hold FOREIGN workers will not be able to come to the TCI until further notice as the Government has put an immediate hold on first time work permits.

Applications will no longer be accepted at the Labour Department, however those received prior to the cessation will be reviewed by both the board and the labour commissioner.

Hon. Vaden Williams, Minister of Immigration, Citizenship, Labour and Employment Services, explained the decision in a press release on June 19.

“In light of what is taking place globally, this measure although temporary is

necessary at this time,” he said.

He added: “Once circumstances begin to improve globally and within the Turks and Caicos Islands we will revisit first time work permit applications”.

Anyone with the right to work within the TCI that is currently out of work is requested and reminded to register as unemployed with the Labour Department.

The minister refuted claims that no in-country testing is being done.

“I do not understand why persons would misrepresent the facts and state that the minister and persons in the Ministry of Health are not speaking the truth about testing being conducted in the Islands.

“In addition, why are they hoping that the ministry fails in protecting and mitigating against Covid-19?

“The coronavirus is no respecter of persons, it does not care if a person is PDM or PNP, Methodist or Baptist, local or foreigner. It only cares about biology and infectivity.”

Minister Astwood was also quite upset at what he sees as a deliberate attempt by some to make villains of the Ministry of Health and himself.

He questioned why this is so when they are all working hard to ensure the territory remains on the right track as it moves towards

the reopening of its borders.

Testing first began in late May, with residents returning to their homes on other islands being given first priority testing.

Many of these tests were negative, with only the first set of positive cases being discovered in the last few days.

On Thursday (June 25), during a Government press conference, Minister of Tourism Hon. Ralph Higgs stated that testing is also being conducted by private institutions.

However, no figures were provided at the time on how many of these tests were completed, or how many came back positive or negative for Covid-19.

The Public Health Laboratory is now prioritising testing for suspected cases of Covid-19, contacts of confirmed cases, clients being referred overseas through the Treatment Abroad Programme, domestic travellers and frontline workers.

The ministry said the method of Covid-19 testing being used by the lab is polymerase chain reaction (PCR), which is the gold standard test for the diagnosis of Covid-19.

As a part of the testing protocol, frontline workers will be tested once and any subsequent tests will depend on the development of symptoms.

According to the ministry, the turn-around-time, which is the amount of time between the receipt of a specimen by the lab and the availability of results, is about 48 hours.

This turnaround time applies to all samples, with urgent samples being given a higher priority with a faster turnaround time.

Meanwhile, anyone with symptoms of Covid-19 - such as fever, cough or shortness of breath - is reminded to stay at home and contact the Ministry of Health hotlines on 232-9444 or 333-0911.

Convicted murderer to serve full sentence after appeal dismissed

BY DELANA ISLES THE COURT of Appeal has upheld the decision of the trial judge in the Malik Cox murder trial as being reasonable and supported by the evidence.

Judgement in the appeal was delivered in late May, following arguments held in September 2019 before president of the court Sir Elliott Mottley, K Neville Adderley and Roger Hamel-Smith.

Cox stood trial before judge Shiraz Aziz for the murder of Andreika Stubbs on December 18, 2018. He was subsequently convicted by a jury and sentenced to serve life in prison.

The appellate court’s decision reads: “...the role of this court is not to determine whether an appellant is guilty.

“That is the function of the jury or the judge in the case of a trial by a judge alone... the court is of the view that the decision of the judge is not unreasonable and can be supported, having regard to the evidence.

“Further, that there has been no miscarriage of justice and consequently the appeal is dismissed and the conviction is affirmed.”

Cox’s lawyer, attorney Lara MaroofMisick contended in her appeal that the testimony of Anthony Francis - who was previously charged with Cox in Stubbs’ murder - is not reliable and was only given by way of inducement from the Crown.

In April 2016, Francis was charged for Stubbs murder, discharging a firearm, discharging ammunition and causing grievous bodily harm to Tyrone Smith.

Gunshot residue was found on Francis’ hand and in his car, which was established as the getaway car.

a decision was taken to grant immunity to Francis. He subsequently entered into an immunity agreement with the Director of Public Prosecution for his testimony against Cox, who was identified as the shooter by other eye-witnesses.

Francis had told police that he had given the appellant a lift in his car to Danny Buoys, which they later left and visited the Versace nightclub and bar.

Sometime later, Francis exited the club, and was liming in the parking lot area near a jerk chicken shack.

He said he saw Tyrone Smith with someone else, also in the parking lot. He then heard someone shout “how it goes”, followed by a gunshot and he ran.

“While running, he glanced around and saw the appellant who was some distance away behind him. He heard two further gunshots. He ran toward his Chevy Cavalier motor car.

“While in the car, Francis heard a knocking on the window. It was the appellant who asked him to give him a lift to his home.

“While he was driving past NAPA (a

business on Leeward Highway), Francis asked the appellant what had happened.

“The appellant told Francis that ‘those boys try to bus me, so I bus back’. It was at this point that Francis realised that there was a firearm in ‘Malik’s hand’.”

Cox was also convicted on the testimony of Tyrone Smith, who was shot and injured in the hail of bullets.

Smith’s court testimony detailed a brief confrontation he had with Cox, after he saw Cox leaning on a car with someone else before he pulled out a gun and fired in his direction.

Smith testified that he dived between some cars and then ran back into the club, where he discovered that he was shot in the back of his leg.

But none of this was mentioned in the first statement Smith gave to police when he was in the hospital.

Instead this was mentioned in a second statement, given almost three weeks later, the credibility of which the appellant has questioned.

During the trial, Smith testified that the police did not tell him that the appellant

Developers halted as they block beach access VILLA developers at Sapodilla Bay were told to drop tools on Thursday (June 25) as their work began to encroach on public land.

Deputy Speaker Hon. Dwayne Taylor visited the site with experts from the Planning Department and asked them to halt construction work pending a review.

The visit came following complaints from residents on social media that the beach access was being compromised.

Public access to TCI’s beaches is a matter of much contention, as developers are often found to be blocking the footpaths.

Last year residents complained when mounds of quarry barred the only access to Babalua Beach located on the west side of Turtle Cove.

While in 2018, there was a heated confrontation on Taylor Bay over public beach access.

Following this, the Government committed to conducting an assessment of beaches across the TCI to distinguish public access.

Minister of Tourism Hon. Ralph Higgs said the Government would be releasing a report of that assessment which will identify clearly all beach accesses.

“We’ll identify those which are suitable for any sort of development and we will earmark some that will not be subjected to any commercial development,” he said.

Since the Government assumed office, a moratorium was placed on further development and removal of beach accesses.

The Department of Environment and Coastal Resources (DECR) urged anyone obstructing public beach access to cease such actions.

It said anyone contravening the above will be charged to full extent of the law.

Rather, the police asked him to tell the truth, since they said that his first statement did not make much sense.

Smith had explained to the court that he wanted the police to do their job.

Cox’s appeal was based on these two factors, pointing to a lack of credibility on the part of Francis and Smith.

The defence lawyer contended that the trial judge erred in his approach to the evidence of Francis in circumstances where there was an obvious and powerful inducement in force at the time of his giving evidence.

The lawyer also alleged that the judge failed to take into account lies and inconsistencies within the evidence of Francis which arose in cross examination.

But counsel for the prosecution in the appeal submitted that in addition to evidence of Francis, there was sufficient independent evidence on which to convict the appellant.

It was argued that there was never any suggestion or any evidence, that the appellant was never at the scene of the shooting or did not leave the scene after the shooting.

In his judgement, the trial judge stated that Francis came across as a credible and honest witness in the witness box, not only in what he said throughout his evidence-in-chief and cross examination, but that the court also took into account his demeanour.

In its judgement, the Court of Appeal stated: “It was submitted, in our view correctly, that the weight to be placed on evidence was within the province of the judge.”

The appellate court said it is mindful that the trial lasted six days (excluding the day of the judgment), and that the trial judge saw and heard the witnesses; as such, he was able to observe their demeanour when they gave their evidence and was in a position to form an opinion on their truthfulness.

“This court recognises the importance of the advantage which the judge had in seeing and hearing Francis and Smith when they gave their evidence and in observing their demeanour especially under cross examination.

“In this case, the credibility of Francis and Smith was of paramount consideration and was the issue for the judge in arriving at the verdict of whether the appellant was guilty or not.

“This court is not in a position to dispute the undoubted advantage which the trial judge had in seeing and hearing the witnesses and observing their demeanour.

“This court accepts that the insight gained by the trial judge who has lived with the case for several days…may be far deeper than that of the court of appeal.”

Taxi drivers picket premier’s office over unpaid stimulus grants

BY OLIVIA ROSE FRUSTRATED taxi drivers picketed the Office of the Premier in Providenciales on Thursday (June 25) to demand their stimulus payments.

The out of work cabbies congregated outside the Hilly Ewing Building while Premier Sharlene Cartwright Robinson held a press conference inside to address other issues.

The peaceful protest was organised by the Turks and Caicos Taxi Association.

Quincy Parker, who represented the drivers, told the Weekly News that they have been without work for months due to the Covid-19 lockdown restrictions.

He claimed the Government is turning a blind eye to their plight and refuses to pay them the $1,200 stimulus grant promised months ago.

“The country has been on lockdown for about three months now and the Government said that they were going to take care of the tourism/hospitality industry in the form of a stimulus.

“Taxi drivers are yet to see anything from the Government as far as the stimulus is concerned.

“We put in our applications for the stimulus only to get a response saying that we filled out the wrong forms and we were supposed to fill out the small business forms.

“So we were presented with the small business forms and we filled out the small business forms only to hear that the next reason our application didn’t qualify was for the main fact that our work permits weren’t up to date.”

He explained that the majority of public service operators are indigenous people

who are allowed to operate without work permits.

“We don’t need work permits, so how could they come back to us saying our work permits weren’t up to date? We don’t pay or need work permits.”

Parker said the constant hassle from the Government is tantamount to deception.

“So we felt as though we are being given the royal run around, which is something that the Government tends to do.”

He stressed that taxi drivers continue to face excessive and “unnecessary” bureaucracy from the Government even

now during a crisis.

“That brings up not only just the stimulus package but a lot of other issues that we have as taxi drivers in our industry, where they have us doing so many things.

“It’s so hard to get your business registered to be able to operate every year.”

Parker said that annually drivers have to fork out money for a range or requirements in order to ply their trade and they usually do so without protest.

“We already paid so many different fees to the Government in so many different areas.

“If they need, we can do a list of all the payments we’ve made from business licence to registering our vehicles, to paying certificates just to say we’ve done our refresher courses every year, to midyear inspection and then having to take into account that we have vehicles to fix.

“We have to buy parts; we have to pay mechanics. Not only that, but we also have our insurance to pay. We have to make sure that the guests that we are taking are insured.”

Parker called on the Government to alleviate the pressure drivers face by cutting back or reducing some of the payments.

“So it’s a lot that we’ve already paid,” he said “now we’re being asked to pay NIB and NHIP. “While I do agree that these things are necessary and we should pay them I think they should give us a leeway somewhere.

This is not fair. It’s not only not fair but it’s not right.”

Parker went on to say that many Islanders are struggling to make ends meet during the pandemic, and the Government’s relief is either too slow or non-existent in some cases.

“We’re at a place right now where we don’t know how we will feed our families.

We’re in the middle of a crisis, we cannot work for ourselves.

“They’re a lot of Turks Islanders who haven’t gotten any relief from the Government since the borders have shut down.

“If you watch the news you’ll see most countries have given their people some sort of relief in order for them to get CONTINUED 

The team whip up some barbeque chicken for TCI’s fathers

Beaches Turks and Caicos lent their kitchen for the initiative

TCHTA culinary team honours fathers with a special meal LOCAL businesses joined with the Turks and Caicos Hotel and Tourism Association (TCHTA) culinary team last weekend to provide hundreds of meals for fathers around Providenciales.

Reaching out to community and church leaders, the TCHTA team gave 250 Father’s Day meals to out of work fathers and their households to honour them on their special day.

It was a very special celebration, the

association said in a Facebook post, as team members were very eager to do their part in giving assistance to the community during this difficult time.

So they “took to the kitchen and did what they do best....cook!”

The team whipped up some salad, peas and rice, baked macaroni and cheese, barbeque chicken, baked pork chops, dinner rolls and delicious bread pudding for dessert.

In every package was a token of a

special reusable bag.

TCHTA extended thanks to Beaches Turks and Caicos for supporting the initiative with the use of their kitchen and for lending help with volunteer chefs from their team.

Sponsorship was provided by the TCHTA Hospitality Adventure Programme and Nello Lambert of TCI Distributors.

CABINET MEETING SUMMARY THE ESTABLISHMENT of the Economic Council, urgent action at Her Majesty’s Prison and the Public Order Bill were all discussed at the latest meeting of the Cabinet.

Governor Nigel Dakin chaired the 23rd meeting of the year on Wednesday, June 24, by videoconference. All members were present.

At this meeting Cabinet: -Were updated and discussed Covid-19 related activities being undertaken by the Ministry of Health including confirmed cases and associated contact tracing, infrastructure works, National Public Laboratory, National Epidemiology

and Research Unit, Primary Health Care, staffing issues, procedures for returnees currently in quarantine, public gatherings in breach of current protocols, compliance work, Cuban health professionals, and public communications work.

-Granted permission for the Ministry of Finance to use a withdrawal warrant to reduce government expenditure and approved the implementation of additional internal control measures to reduce costs, to identify supplementary funding required in support of Covid-19 related work.

-Approved the establishment of the

Turks and Caicos Islands Government Economic Council to produce a detailed road map that will be presented to the Government chartering a new course for 2020 and beyond to make the economy of the TCI more resilient and sustainable.

-Approved amendments to the Company (Amendment) Regulations to establish a penalty regime (outside of summary convictions and automatic striking) for companies which have failed to file their beneficial ownership information as required by the law.

-Noted an information paper on the development of the TCI Assured Certification programme in support

of pre-travel information which will be asked of visitors to the TCI and for tourism industry providers to demonstrate that they are compliant with Covid-19 protocols. Members agreed on urgent next steps.

-Discussed matters relating to HM Prison and urgent action required.

-Discussed provisions for returning residents and unemployed workers needing to return home.

-Were updated on illegal fishing in TCI waters and steps required for the disposal of confiscated items.

-Received an update on plans for further consultation on the Public Order Bill 2020.

Black Wall Street THREE hundred innocent people killed, hundreds more injured, ten thousand left homeless and one thousand properties stretched across 40 city blocks were burnt to the ground.

Insurance companies refused to pay out the victims of this unfadable horror - no one was brought to justice.

Meanwhile, there was a consorted effort to block medical assistance from reaching those injured; the authorities were not alerted until it was all over.

Once a prosperous black community, resulting from the harsh realities of Jim Crow’s laws, Greenwood in Tulsa, Oklahoma, dubbed the ‘Black Wall Street’ in 1921, came to a horrific abrupt end.

These events were the products of systemic racism in America - a spate of hate and jealousy rocked across the hearts of white Americans.

Historians cited, on May 30, 1921, a 19-year-old black shoe shine named Dick Rowland was accused of raping an elevator operator, a white 17-year-old girl, Sarah Page.

young lad was locked away in the Tulsa county courthouse.

Moments after, a mob showed up and demanded the lynching of the young black man.

Subsequently, black Tulsans marched to the courthouse to confront more than 2,000 mobs.

During the aggressions, a bullet was fired and a white man was shot. What happened next was mayhem.

The mobs looted gun stores and stole guns and ammunitions, they proceeded to Greenwood and hours later the entire community was destroyed - a hospital, library and theatre, hotels, lawyers’ offices, schools and supermarkets succumbed to fires.

Aftermath reporting in the Tulsa Tribune newspapers roused more racial contentions. The author wrote this about the returning residents.

“As they passed the city’s most troubled streets, they held both hands high above their heads, their hats in one hand, a token of submission to the white man’s authority.

“They will not return to the homes they had on Tuesday afternoon, but to heaps of ashes, the angry white man’s reprisal for the wrong inflicted on them by the inferior race.”

The big question is, why would a loving God allow this monstrous atrocity?

Racism, hate and the eradication of accumulated wealth animosity at such magnitude?

It was Pastor John Bradshaw in his documentary ‘It is written – Black Wall Street’ who touted some spiritual lessons.

First, he alluded to the beginning of times. God gave us freedoms of choice and when sin entered the world we inherited from Adam and Eve, a fallen nature.

Additionally, the Book of Jeremiah 17:9, Psalms 14: 1-3, Psalms 58:3 and Acts 14, purported that everyone is capable of committing grievous deeds there lurks in every one of us the potential of immense evil.

Coupled with this, the Apostle Paul repeated Psalms chapter 14 in the Book of Roman chapter 3, applying the scripture to his time and by extension, to this day.

The pastor insinuated, Black Wall Street posed a spiritual problem - racism is a spiritual problem and so is hate.

However, there is hope! He concluded that we do not have to cave in to evil, referring to 1 Corinthians 10:13, Philippians 2:13 and Matthew 6:13.

In short, one could only hate, if one’s heart is not surrendered to God.

COMMENTARY

We need to learn lessons and restore respect THE UNITED States is our next door large neighbour. The US boasts the world’s largest economy. American military has been the largest factor in two huge world wars.

They sacrificed billions of their dollars and millions of their young people’s lives to save the world from Adolf Hitler and Hideki Tojo.

Since the last world war, they stood guard over the world trying their best to hold off the growth of communism. In Korea, Vietnam and elsewhere. More lives and dollars sacrificed.

When I was growing up in the USA primary and high school we were taught to love our country under God. We said the pledge of allegiance every day.

We sang the national anthem.

We went through drills in school to hunker down in the hallways to guard against an atomic bomb attack from a communist nation. Russia!

Over the decades our normal lives slowly changed. First we saw Volkswagen, Datsuns and Toyotas appeared on our streets. These came

Then came the Honda motorcycles and cars, Hyundai, Auras, Infinities, Nissans, Subarus.

The independent auto makers in the USA closed down first. Then some of the big three.

Pontiac, Oldsmobile, Mercury, DeSoto, Plymouth. Plants closed in Detroit and other cities.

Soon televisions flowed in from South Korea. It is now difficult to find a household appliance made in the USA.

Plants are closed everywhere you look. The majority of everyday goods come from China. Now USA retail outlets have grown to enormous sizes selling this foreign stuff.

Recently with the four-year presidential election cycle looming rallies of different types are happening.

The Republican Party is having its normal meetings but is being criticised because the Chinese bat virus is still with us.

The Democratic Party is using this as an excuse for their candidate, Joe Biden, not to make public appearances.

Meanwhile young people are rioting in

the streets. They are setting other people’s buildings on fire, tearing down statuses of our founding fathers and heroes.

For reasons unexplained, local democratic mayors and governors are not taking action.

It is clear that the USA needs to go backwards. Experts testifying on TV report that young people in college are being taught the communist way.

High school teachers having been taught by the same college professors are teaching the same nasty lessons.

The USA needs lessons in respect for our heroes and founding fathers. They need to respect one another’s property.

We here in the TCI need the same lessons. The burning of buildings in Grand Turk is a bad sign.

The question still remains - who planted the explosives on JAGS last flight?

It is believed someone angry over our chief minister reporting the drug trafficking in South Caicos did the dirty deed.

It is time to roll backwards.

US landscape architecture firm to create national development plan A PLANNING and landscape architecture firm based in Fort Lauderdale, Florida, has been chosen to develop the TCI’s National Physical Sustainable Development Plan (NPSDP).

EDSA is currently creating a new tenyear outline for the territory which will be the first update of its kind since 1997.

Once complete, the plan will guide the Government’s decisions on physical, social and environmental development throughout the territory.

It will be a strategy for sustainable development that will bring together the goals and capabilities of the Government, civil society and private sector to create a future vision.

In a video on the Government’s website, Kona Gray of EDSA said the company is proud to lead a team of expert consultants for the project.

“The purpose of the plan is to strike a balance of both environmental and sustainability and human development,” he said.

“The environment is the jewel of the Turks and Caicos Islands. We should all aim to protect the natural wonder that exists while promoting resilient human development.”

Gray said EDSA have pulled together a team of experts in their fields who together will create a “visionary yet realistic, easy to implement, executable plan for the TCI”.

The consultants began work on the plan in late 2019 and made two visits to the TCI in January and February.

They held meetings with key public and private sector stakeholders and carried out ground trothing exercises.

Phase one of the project, the site inventory and analysis report draft, is complete. Presentation of findings will be made on the project website, via virtual zoom meetings and videos.

EDSA intended to make further visits during April, May and June to continue

their work, but were unable to do so due to the pandemic and the globallyimplemented travel ban.

The official launch of the plan was scheduled to take place in June but this has now been put back to October.

All information on the plan and a section for comment is available at https:// planning.gov.tc In March 2017, Premier Sharlene Cartwright Robinson released a tender for bids to update the plan - but none were placed.

Report quarantine breakers, says health ministry A PERSON breaking their quarantine - an offence punishable by law - can be reported to the Ministry of Health anonymously.

Members of the public can call the hotline numbers 232-9444 or 3330911 and do not need to disclose their name, a ministry spokesperson said on Monday (June 22).

Under the Covid-19 emergency powers a quarantine order is issued to all returning residents, anyone

suspected to have Covid-19 and all contacts of suspected cases.

Those placed in home quarantine are required to stay within the confines of their property, along with everyone in their household, for a mandatory period of 14 days.

Anyone placed on quarantine in a facility must remain within the confines of their rooms and are not to socialise with others in the quarantine centre.

No person is permitted to visit anyone

“We as the people of Turks and Caicos Islands have not seen a relief from our Government.”

President of the All Island Transportation, Blineva Greene, said taxi operators have a myriad of issues that need addressing but the Government continues to brush them aside.

“I don’t think that this Government takes taxi drivers seriously. We’ve been ignored for years and all we’re asking for is the assistance that they offered during this trying time.

“We’re a group of locals, we’re the first the guests meet when they arrive on island. When the guests are leaving, we are the last to hear what they have to say, whether they like or dislike their experience here in Turks and Caicos.

“We’ve been ignored.

This Government seems as if they have no sympathy for the people. There’s a lot of hungry, hurting people in this country.”

She added: “The airport is opening up in a matter of weeks. No one reached out to taxi drivers to see if we have the necessary tools to be able to operate.”

At the time, she stressed that a small territory such as the TCI needed to make changes to the plan if it intended to grow in a sustainable manner.

“Too often we have allowed this country to just boom and then we woke up and realised that it developed this way and we are stuck with the way it developed.

“We should plan for the limited resources in this country and we will never shy away from the fact that we want to and will deliver for this country a national physical development plan.”

WAITING ON INFORMATION Briefly addressing taxi drivers concerns during her press conference, Premier Sharlene Cartwright Robinson said she recently met with the taxi association.

She acknowledged that residents are reeling from the pandemic lockdown measures and are in dire need of assistance.

“It is really disheartening to see people demonstrate for stimulus,” she said.

“There is absolutely no doubt in the Government’s mind that people are hurting. That’s why in this period we still allocated $15 million that we really can’t afford for those persons that are hurting.

“There are systems and policies that have been put in place that demonstrate how much we want to get these monies into people’s hands.”

She said the taxi drivers in particular met with her and she is still awaiting some information from them.

“It was probably about a week ago when those issues were raised at a meeting and I literally said to them, help me to help you by providing

“It is important for individuals on quarantine to remain in their place of quarantine in order to reduce the risk of spreading Covid-19 to others,” the spokesperson said.

Anyone who has been quarantined has signed an order which is a legally binding document and those in breach of this order are committing an offence which is punishable by law.

Cartwright Robinson said she is currently waiting for the taxi drivers to meet with her again.

She explained that she asked the association to determine how many members did not receive their stimulus payment.

“So even while they’re demonstrating out there, I’m still waiting for information that is not tedious.

“Just to understand what is the position of the majority of their members as it relates to national insurance, as it relates to having a valid business licence so that we can tailor a policy as this Government has always been doing straight through to make sure they get their monies.”

However, Greene told the Weekly News that the premier has all the information she requested from the association at her fingertips.

“I think the premier was very disrespectful and dishonest in trying

to make it seem like she’s waiting for information from taxi drivers.

“When she has access to the database - her office is above national insurance - she wanted to know who is registered with national insurance and who has business licence.”

Greene lamented that that information is lodged with the Revenue Control Department and Road Safety Department as well.

“Individuals just can’t walk up to these various departments and request that information.

“The traffic department has access to all taxi drivers, so that can be accessible to her.

“So this is a poor excuse that she made during her address and I’m very disappointed and it’s really sad.”

TCI citizens who work in the hospitality or tourism industry are entitled to a $1,200 pay out as part of the TCI Government’s economic stimulus programme.

So far more than 6,000 people have received the grant while thousands are yet to receive it.

Gigantic Saharan dust plume reaches TCI

BY OLIVIA ROSE A VAST cloud of dust blanketed the Turks and Caicos Islands earlier this week.

The dust plume hovered over the territory and other Caribbean countries as it drifted from the Sahara Desert in North Africa across the Atlantic to the United States.

Although the migration of the dust storm is a yearly phenomenon which occurs late spring to early autumn, for many in the TCI this was the first time they witnessed the mineral voyage.

Dust from the Sahara Desert brings with it seeds, nutrients, minerals and many benefits for ocean life, rainforests and humans alike on its annual journey, according to experts.

Additionally, the strong winds are known to increase vertical wind shear which could lead to hurricane dissipation.

On Tuesday (June 23) the Caribbean Institute for Meteorology and Hydrology said this year the dust cloud contains more silica and is a hazard to those with underlying lung conditions.

The Ministry of Health issued a health alert to advise the general public to safeguard against the effects of the Saharan dust which affected air quality.

It further explained that normal healthy people, as well as those with lung conditions, could experience irritant effects due to the dust particles.

Excess exposure to dust can have severe effects on one’s health, the ministry said.

It stressed that dust-laden air will also put added strain on anyone battling the respiratory effects of Covid-19.

“Those persons with pre-existing lung disease eg. asthma, respiratory infections and allergies as well as other underlying diseases, the elderly and children should take extra precautions to avoid exposure.

“The dust also has the potential to increase the risk of waterborne disease and cause skin and eye irritation.

“Exposure to Saharan dust can also have adverse effects on healthy persons.

“The predicted deterioration in air quality can pose additional complications for those who are already vulnerable.”

Residents were further advised to wear a face mask, long-sleeved clothing, avoid touching their eyes and protect eyes with protective gear.

The gargantuan dust cloud was expected to hit Gulf Coast areas of states like Texas and Louisiana by Thursday.

Citizen donates computers to Grand Turk pupils GENEROUS resident Allan Robinson gifted 23 tablet computers to disadvantaged children in Grand Turk.

He made the donation to ensure that low-income students are equipped with the tools necessary for remote learning, a Government press release said on June 18.

Minister of Education Hon. Karen

Malcolm said she was absolutely delighted for this timely act of kindness.

She expressed gratitude to Robinson for his generous donation and encouraged the students to care for the tablets and to use them to the best of their ability.

“His financial support had a direct

impact on students’ learning,” the Government statement said. “[It] confirms the fact that similar support from members of the community is what is needed to ensure the continuation of teaching and learning during these changing and challenging times.”

THE SALT CAY NOTE

Salt Cay and its litter challenges A note on volunteerism and the power of leading by example

T

HIS is the 44th Salt Cay Note (not that anyone is counting, except for me obviously) and I can’t help but feel a mix of quiet satisfaction, fascination and awe at what this column has morphed into.

Whereas it started out as a simple little, lighthearted piece about the joys of living on Salt Cay, it is now a forum through which residents feel they can bring attention to the issues that are important to them and affect their lives on the island.

To be clear, while this may not have been exactly what I had intended or envisioned originally, it is however no doubt the reason why week after week there continues to be enough material to write about.

One such topic is litter.

So, it comes as no surprise when, as a result of having informed some residents of my research into the litter situation I received the following email with a photo of litter attached to it: “As you are meditating on litter, you might appreciate my Sunday morning haul on Chapel Street...”

Last summer I was reminded of just how contentious the matter of litter can be when I found myself the subject of a four lettered Facebook tirade over an innocently posted photograph of some, yes, you guessed it - litter.

Although I personally don’t ‘do’ Facebook, I do at times take pleasure in editing a Facebook page for the now legendary Salt Cay Ferry.

This has to be the most uncontroversial Facebook page in the country. Schedule updates, the odd community announcement, a few snapshots of Salt Cay. That’s it.

Never a comment, never anything even remotely contentious.

One day I came across a surprisingly large amount of litter at a popular Salt Cay beauty spot, took a photo and posted it with some generalised remark.

Innocent enough you might think, as did I. Yet later that evening the hitherto expletives free Salt Cay Ferry Facebook page was defiled by a fierce, foul mouthed tirade.

As it turned out, and unbeknown to me, a group visiting from another island had been to that very beauty spot earlier in the day and one individual had taken offence to my post as it seemed to suggest (if only to them) that I had accused them of littering, which could not have been further from the truth.

After briefly considering a Shakespearean retort:

“The lady doth protest too much, methinks,” I simply posted a clarification and with that ended this unfortunate episode.

As absurd as this virtual little melodrama may seem, it did make me realise two things: Firstly, how much I genuinely dislike Facebook for its ability to turn seemingly civilised people into vindictive character assassins and secondly, how touchy a subject litter can be.

Perhaps as a result of all that pent-up energy from the recent lockdown, this touchy subject has once again come to the forefront of the islanders’ attention.

There appears to be renewed keenness and vigour on Salt Cay to keep the place free of litter - or at least make a sincere effort to keep the litter in check.

From individual ‘unsung heroes’ going to various litter hotspots on the island, rubbish bags in hand, the island’s civic groups to Ollie the birthday celebrant who invited his guests to a ‘clean-up party’, keeping Salt Cay litter free is definitely en vogue these days.

This can only be a good thing, to be commended and encouraged. Evidently leading by example appears to be working.

“Would you believe it,” an enthusiastic island resident informed me as I was putting the finishing touches on this column, “there was a party yesterday at Dunscombe Point, probably for Father’s Day, and when I went there this morning, there wasn’t a single piece of litter, anywhere to be seen. It was spotless!”

And with that I dedicate this column to all the volunteers on Salt Cay, who dedicate their time and effort to keeping Salt Cay litter free. Thank you and keep it up!

Giving information to the police takes courage, he said, which is “one of the greatest of all human virtues”.

The newspaper approached the governor last week with projections that the TCI is on track to have one of the world’s highest homicide rates per capita – following its 11th murder in June.

Since publication of the article last Friday, two more murders have been recorded in the TCI upping the total to 13 – the same as for the whole of 2019.

Dakin said a large number of the killings have been of young men involved in gangs – but others were the victims of robbery and burglary.

These people had no association with groups or their culture, he said, and led lives “steadfastly against this nihilistic set of values”.

“A good recent example is the loss of Percy Williams - as decent a person as you are likely to meet. His family are appealing to the community for help. But help hasn’t come.”

Just before 3am on May 3, three masked robbers entered Williams’ home on Prophecy Close, Bay Road, Blue Hills.

While attempting to protect his family from the armed men he was shot several times.

Police and medical personnel were immediately dispatched and he was transported to Cheshire Hall Medical Centre where he was pronounced dead at 3.30am.

“In the case of Mr Williams the murder happened at night and during curfew,” the governor said.

“The perpetrators slipped through the community on foot to the Williams’ house.

“Someone in the community, that knows and respects the Williams’s, will know who did this. Yet they haven’t said.

“I don’t criticise them for this - it takes courage - but courage is one of the greatest

of all human virtues…”

The governor encouraged anyone with information to contact Crime Stoppers which is based out of Miami Dade Police Station.

The non-profit group is funded through the confiscation of the proceeds of crime.

It covers a population of 3.5 million including Miami Dade, the Florida Cays, Belize, Bahamas, Bermuda, Cayman and the TCI. Crime Stoppers receives 400 tips a month which last year resulted in 185 arrests.

Since it started in 1981, 78,000 tips

have been taken, 11,708 arrests have been made, 42,242 cases cleared, $38 million in property recovered and $134 million in drugs.

“In 39 years there have been no compromises and in Miami they are dealing with far more sophisticated criminals than we have here,” Dakin said.

“The staff cannot know who calls because the technology is deliberately in place to prevent them from ever being able to identify a caller if asked to testify on oath.

“For them to have a compromise would be an ‘extinction event’ for an enormously valuable capability.”

There is no call line identifier, no answer phone, the office is manned 24/7.

There is also a clever system of reference numbers and PIN codes that allows a reward to be collected anonymously, the governor explained.

“Our community were magnificent during lockdown.

“Today, a fully engaged and motivated society, wanting a better future for all, can turn the tide against crime in the way we turned the tide against Covid-19.

“None of the other tactics that are at the disposal of Government…can deliver so much, so quickly. Every tip, however small, adds to the picture. Together we can make a difference.”

Court registries open to the public THE REGISTRIES of the Supreme and Magistrate’s Court in Grand Turk and Providenciales opened on Monday (June 22) to serve the public.

The offices were closed in March due to lockdown measures put in place by the Government to stem the spread of Covid-19.

But now they have been reopened and will be accessible from Monday to Friday between 9am and 4pm with protective measures in place.

Visitors will only be allowed entry to the court building if they fall into one of the following categories: An attorney at law or party in a case that is listed and has been advised to attend court in person.

A person with a confirmed appointment or has been advised by court personnel to attend the building.

Or someone who is dropping off

documents as directed by the registrar or clerk of court.

Visitors will not be permitted entry to the building unless they are wearing a mask that covers their nose and mouth, a Government press release explained on Monday (June 22).

Everyone will be required to sanitise their hands before entering the building.

A sink has been set up at the registry in Providenciales with soap and water.

Court security at the registries in both Grand Turk and Providenciales will also be available to spray visitors’ hands with sanitiser before entering the building Visitors must speak with the security before proceeding to any court room.

Not more than two people will be allowed to enter the registry office at any one time and proper social distancing protocol will be observed and must be adhered to.

A tent has been erected at the front entrance of the building at the registry in Providenciales. Visitors will be asked to wait in the tent until they are ready to be attended to.

In keeping with Practice Direction No. 3 of 2020 issued on April 23, the work of the court will continue remotely as far as is possible.

Everyone is encouraged to continue to submit documents by email unless directed to deliver hard copies of documents.

“Do not copy or send documents to be filed to the personal email addresses of court staff or any other court email address, unless directed by the court to do so,” the release said.

Court hearings will continue by video unless the court directs parties to attend in person.

Payment of filing fees, fines,

maintenance and other payments that are being made into court are to be made via on-line transfer to the Treasury.

Anyone who cannot make online payments can call the contact numbers provided below for an appointment to attend the registry.

Finally, anyone with enquiries about their case, questions or wanting to make an appointment can call or send an email to the contact information provided below.

Group to donate $300k in food during pandemic A HUMANITARIAN group plans to distribute $300,000 worth of food and essential items to those in need across the TCI during the Covid-19 pandemic.

The Turks and Caicos Hotel and Tourism Association has partnered with the Government, Tropical Shipping and local NGOs to form the TCHTA Community Staples Mission.

The first distribution took place this week, with subsequent distributions to follow over the next three months.

Orders placed for the first round of distribution will impact about 10,000 lives, a TCHTA press release said on Thursday (June 25).

Nikheel Advani, COO of Grace Bay resorts and chairman of the TCHTA, is the visionary behind this initiative and hopes this assistance provides peace of mind to those in need.

“Over the past few months volunteer members of the Staples Mission Committee have worked tirelessly to launch this important initiative,” he said.

“We plan to distribute almost $300,000 in food and essential items to so many in great need.

“The initiative has been well received, with several resorts and small businesses purchasing packages for their employees and donating packages to those in need in the community.”

The committee has worked with some of the most experienced local professionals in the purchasing and logistics field to secure items at half the retail cost.

Nello Lambert Junior of TCI Distributors said: “During the procurement we’ve noticed great efforts

from our vendors to accommodate us in this humanitarian effort.

“With care packages starting at $100 with over 25 items ranging from food, cleaning supplies and personal care articles, the Staples Mission makes it easy for sponsors to supply a household with a month’s supply of food at an extremely reasonable cost.”

The goal of this humanitarian effort is to provide a visible ray of hope to those who are directly or indirectly dependent on the largest local economic driver tourism.

In the TCI, several thousand employees have been impacted by salary reductions, temporary lay-offs or job loss altogether.

This initiative is not only open to local businesses but also to anyone looking for ways to help others in need.

A TCHTA Community Staples Mission GoFundMe page has been created to expand the reach of the mission even further in the coming months.

The association has partnered with the Social Welfare Department to identify those in need, with packages donated to the wider community being distributed

‘We are ready to respond’ says disaster management chief Hurricane season is underway while region battles pandemic THE TCI Government is prepared for a busy hurricane season while still battling the effects of a pandemic, the territory’s disaster management chief has said.

Mike Clerveaux, Deputy Director (Acting) of the Department of Disaster Management and Emergencies, said preparedness, emergency response and recovery plans have been activated.

“I have no doubt that the response of the Government and people of the TCI to threats during this hurricane season will prove more challenging than in the recent past.”

This is because of the Covid-19 response issues that are anticipated to prevail throughout the hurricane season and which will impinge on emergency response activities, he said.

The sudden outbreak and rapid spread of Covid-19 has delayed the start-up of some of the preparation and training activities that usually precede the start of the hurricane season.

However, the DDME and its partner stakeholders are ready for to respond to this season within the limits of our expectations and resourcing, the deputy director added.

“This confidence in our response capacity is borne out of the value added that we are obtaining from past investments towards comprehensive disaster management in a multi-hazard

scenario.”

While the Government through the department provides leadership and resourcing for managing disaster, disaster management is everybody’s business, Clerveaux continued.

“As such my fellow Turks Islanders, remain vigilant in ensuring the protection of your lives and livelihoods.”

He stressed that this hurricane season will be different from any other seen in the course of a lifetime.

“Our response actions will be superimposed on the requirements for halting the pain and suffering associated with the spread of Covid-19.

“Let us all be mindful of these requirements and what they will mean for our hurricane response.”

“If for instance our homes are not appropriate for shelter in place, is there an alternative to going to public shelters which might be challenged to maintain social distancing while protecting the public?”

He also reminded that emergency kits must now be upgraded reflect Covid-19 precaution requirements and include masks and sanitisers.

“Begin to think of household measures to protect the elderly and most vulnerable to these dual hazards.”

Clerveaux said the TCI Government and the department alone cannot ensure

important lessons that will enhance future resilience capacities.

“While we cannot control the winds we can direct the sails through our actions or inactions.”

The 2020 Atlantic hurricane season is forecast to be above normal with four to 18 tropical storms of which seven to nine are forecast to reach major hurricane strength.

This is due to the absence of El Nino and warm sea surface temperatures, according to weather experts at Colorado State University.

Students overcome pandemic challenges to graduate high school A TOTAL of 285 students are set to graduate after battling through a tough end to the academic year.

They have completed five years of high school and will all receive a school leaving certificates or high school diplomas.

The overall graduation rate for 2020 is 92.83 percent which is a slight increase from the rate for 2019.

And more students will receive diplomas with credit and diplomas with pass compared to last year’s results.

In a press release on June 19, Minister of Education Hon. Karen Malcolm said she was so proud of all of the pupils.

“Your resilience and ability to adapt during this pandemic indicates that you have the skills and determination to fulfil your dreams and aspirations.”

The top performing students at HJ Robinson High School are valedictorian Noel Benjamin with 91.80 percent and a distinction, salutatorian Breyanna Williams with 89.73 percent and a distinction and Kaylana Selver with 89.30 percent and a distinction.

The top pupils at Marjorie Basden High School are valedictorian JadaWrae Kennedy with 79.98 percent and a merit, salutatorian Jonathan Saint Jean with 70.75 percent and a credit and Cameo Lewis with 70.57 percent and a credit.

The highest performing students at Raymond Gardiner High School are valedictorian Ovancia Gardiner with 81.2 percent and a merit, salutatorian Alicia Edwards with 76.4 percent and a credit and Tolani Olademeji with 74.5 percent and a credit.

Finally, the top pupils at Clement Howell High School are valedictorian Daynielle Worgs with 87.4 percent and a distinction, salutatorian Alex Swaby with 86.1 percent and a distinction and Jennie-Flor Lucien with 84.5 percent and a distinction.

On Monday, Premier Sharlene Cartwright Robinson spoke about the struggles faced by the 2020 graduates and congratulated them for their success.

Classrooms have been disrupted due to the Covid-19 pandemic, she said, forcing students to have to adjust to a new norm which includes more independent study and online learning.

“You were called to step into the future with more purpose, vision, passion, and energy and hope due to the challenges you have experienced during

this period and you have overcome.

“Despite this challenge, you persevered and continued your studies and have successfully completed your secondary education.”

She said the path forward is even more uncertain than usual, however the graduates are equipped with all that they need to become successful members of society.

“The same imagination and determination that got you to this moment, are the very same characteristics that are going to sustain you through whatever is coming next,” she said.

Twenty-two students have been recommended for statements of attendance - they have completed five years of high school but have not met the criteria for a certificate or diploma.

NGOs Together donates food to 1,600 families A GROUP of non-governmental organisations that teamed up to help vulnerable residents affected by the Covid-19 pandemic has donated $35,000 of food to 1,618 families.

Over the past month NGOs Together has distributed food parcels to people in Providenciales, North, Middle and South Caicos.

“Our objective is to collectively provide assistance without discrimination to those most vulnerable and impacted during these unprecedented times,” a group spokesperson said.

“Working on a first come first serve basis to persons who submit a request for assistance via telephone or electronic form, the group has held weekly distributions to those registered.”

Food parcels are assembled with the utmost care, with recipients’ safety foremost in the minds of the distributors.

The sorting location is fully sterilised and all volunteers strictly adhere to food handling safety guidelines.

NGOs Together has also been collecting food bank items and re-usable masks donated by members of the public and businesses.

“We are extremely grateful to our

community for its generous support at a time of such uncertainty,” the spokesperson said.

“As separate charities we each rely on donations from the private sector and individuals to fund our initiatives, and this group is no different.

The group wants to continue to support families in need and is looking for new initiatives and fundraising opportunities.

“With growing requests for assistance and referrals from government departments and private sector alike, we currently have approximately 1,500 more families awaiting support.”

Because of limited resources, NGOs Together has decided to temporarily

suspend the request forms until July 2.

By this point the group hopes to have raised enough funds to resume the purchase and distribution of food.

“To those who have registered, please be patient, we know how long you have been waiting for help and we are trying our very best to get to you as soon as is reasonably possible.”

“At this time, we wish to express our sincere gratitude to everyone who has supported the initiative and encourage those who are in a position to donate to one of the NGOs Together charities, to please do so as every dollar helps.”

The organisations involved are Food For Thought, The Salvation Army, TCI

Human Rights Commission, the Edward Gartland Youth Centre, United Way Turks and Caicos, Turks and Caicos Red Cross, TCI Aids Awareness Foundation and Soroptimist International of Providenciales.

Items needed include canned food, milk, four, sugar, salt, oil, cereal granola bars, oats, grits, rice, reusable masks, toiletries, baby products and laundry detergent.

Public service offices reopen ALL Government offices reopened on Monday (June 22) as the TCI moved into phase 2B of its Covid-19 Pandemic Reopening Programme.

Operating hours will be from 9am to 4pm from Monday to Friday with a lunch hour observed between 1pm and 2pm each day.

The offices are all now providing services to the general public and will continue their work programmes.

To observe social distancing rules in the Emergency Powers (Covid-19) (No 5) Regulations 2020, staff will work on a rotational basis where necessary, depending on office spaces.

Strict sanitisation measures will remain in place to ensure that offices are appropriately cleaned each day.

And the use of masks in the office place will remain a strict requirement, a press release confirmed on June 18.

We are working hard to get off EU blacklist, says Bethel

A P P O I N T M E N T Attorney General Carl Bethel said that Covid-19 had hampered his government’s effort to get off the list.

FOREIGN affairs officials are in discussions “at the highest levels” with the European Commission over its decision to blacklist the country last month, Attorney General Carl Bethel said on Wednesday.

These discussions, according to Mr Bethel, will continue until officials are able to meet face-to-face when travel has been permitted between the two countries.

Speaking in the Senate this week, Mr Bethel explained: “Coming now to the European blacklist, regretfully based on the Financial Action Task Force grey list, which, but for COVID-19, we think we would’ve been off of in April or early June, but we couldn’t because of COVID-19.

“And so, the European Union placed us on our blacklist based on the fact that we are still on the FATF grey list. Dialogue at the highest levels is being conducted with the EU through the Ministry of Foreign Affairs and the Bahamas Mission in Brussels, Belgium and they’re also developing contacts between the Office of the Attorney General and European Commission officials.”

He continued: “And, we hope that as soon as travel permits that we and senior technical officers will have a familiarisation visit so that they would be able to go and meet face-to-face with their counterparts so that you have a face to go with a name or an email address.

“And we hope that this will happen as soon as travel to and from the European Union is permissible. Certainly, nothing can be done on our part until our borders are fully open in July as fully foreshadowed. “

The Bahamas was placed on the EU’s blacklist in early May amid the COVID-19 pandemic.

Explaining its rationale for placing the country on its “high risk” listing, EU officials said COVID-19 enforced delay to the FATF’s “site visit” to this nation meant it “cannot confirm” whether the country has resolved the deficiencies in its antifinancial crime regime.

“The Bahamas has taken steps towards improving its antimoney laundering/counter terror financing regime and, in February 2020, the FATF made the initial determination that The Bahamas has substantially completed its action plan and warrants an onsite assessment to verify that the implementation of The Bahamas’ reforms has begun and is being sustained, and that the necessary political commitment remains in place to sustain implementation in the future,” the European Commission said.

“The FATF has yet to carry out such assessment to confirm its initial determination. Therefore, the Commission does not have in its possession information which would enable it to confirm at this stage that the strategic deficiencies have been effectively addressed.”

Speaking on the matter last month, Mr Bethel argued that the European Commission was using the FATF’s initiative as a “precursor” to cloak its true motives and objectives towards The Bahamas and other targeted nations.

He also accused the Commission of hypocrisy given that its representatives on the FATF had also voted in favour of The Bahamas’ site visit earlier this year.

Bouterse accepts results of Suriname elections – Guyana still in limbo

Desi Bouterse has accepted defeat at the May 25 polls.

SURINAME’S president Desi Bouterse has admitted defeat at the May 25 general elections, but western neighbour Guyana is still in limbo almost four months since that country went to polls.

According to information out of the Dutch speaking country, the National Democratic Party (NDP) of Bouterse has congratulated the opposition parties on their victory in the general election and their decision to move towards the formation of a coalition government in the Dutch-speaking Caribbean Community (CARICOM) country.

“We wish you prosperity, wisdom, strength and perseverance in the pursuit of the Surinamese goal which is sacred to all of us, namely to push Suriname to greater heights at any level,” the NDP said in a statement after the Independent Electoral Council of Suriname released the official results of the poll over the weekend.

Amongst those that hail the elections were the Organisation of American States (OAS), who noted that they welcomed the official proclamation by the Independent Electoral Council of Suriname, which confirmed the allocation of seats in the country’s National Assembly.

On the contrary, the OAS has been calling on Guyana to solve its problems in a democratic way. Its latest call has been towards that country’s elections commission to declare the opposition the winner of the disputed March 2 elections.

The OAS is not alone in their call for a democratic end to the process, regional body CARICOM, the US, UK, Canada, EU and Norway along with the Secretary General of the Commonwealth of Nations Baroness Patricia Scotland, have all called for credible results.

All foreign observers and both main contesting parties had hailed the credible nature of the elections in early March, but rogue elements in the commission announced numbers that were without credibility. Those numbers would have given the ruling party a victory. Another attempt at an altered result was again made, but thwarted. It was then agreed that a recount of all votes would be the best way forward. Both the president, David Granger, and main opposition party, the PPP, decided that CARICOM would oversee the recount.

As the 33-day recount commence, the governing party, the APNU/AFC began making claims that the main opposition had rigged the elections and pronounced that they had their supporters infiltrate polling stations to vote for dead and overseas voters.

The recount of votes cast by the electorates results in PPP winning by 15,416 votes, which would have given them control of the parliament once in power.

The legal process was to announce the winner of the elections and then for any discrepancies or claims of irregularities to be disputed in court via an election petition, this however was not done.

Four years after Brexit, support for the EU surges in Britain FOUR years on from the UK’s Brexit vote, a majority of British voters would now opt to remain inside the European Union, says new research.

According to the European Social Survey (ESS), a pan-European poll carried out every two years, 56.8% of respondents in the UK indicated that they would vote to remain inside the bloc, an increase from 49.9% the last time the survey was published in 2018. The most recent survey shows that of those questioned in the UK, 34.9% said they would vote to leave and 8.3% said they would not vote at all.

The findings come in the same week that marked the fourth anniversary of the 2016 referendum. The intervening years have seen the UK engage in divisive internal debate about precisely what form Brexit should take, complicated negotiations with Brussels on how the country would leave the bloc, and painful political deadlock that only ended on January 31 this year, when the UK finally left the EU. The survey also reveals that support for the EU has grown broadly across the continent.

“Brexit had an early uptick in support among member states, but for most EU citizens, Brexit hasn’t been on their radar for a long time,” says Georgina Wright, an EU expert at the Institute for Government.

“Over the past few years there has been more of a sense that Europe isn’t static.

At the last EU election we saw lots of parties who backed EU reform elected to the parliament, which I think suggests citizens are increasingly positive about the EU’s ability to change with the times.”

Outside of the bloc there is a mixed picture. In the Balkans there are majorities in Montenegro and Serbia for joining.

However, support remains strong for staying outside in non-member states that have a far closer relationship with the EU than the UK government currently claims to want.

Switzerland, for example, is part of the EU’s Schengen Area and operates in line with large areas of EU law in order to participate in the EU’s Single Market.

Just 11.2% of respondents in the country would be in favor of joining. Norway, where 21.5% of respondents were in favor of joining the EU, is a full member of the European Economic Area and the European Free Trade Association.

UK Prime Minister Boris Johnson, by contrast, has stated on numerous occasions that the UK will not fall in line with EU law and seeks only a free-trade agreement with the bloc. Any deal would need to be in place by December 31 of this year, when the UK’s current transition period with the EU expires.

The Centers for Disease Control (CDC) says the true number of cases is likely to be 10 times higher than the reported figure.

It comes as the state of Texas halted its reopening as infections and hospitalisations surged.

The US has recorded 2.4m confirmed infections and 122,370 deaths.

Some southern and western states have been reporting record numbers of cases in recent days.

The University of Washington predicts 180,000 US deaths by October - or 146,000 if 95% of Americans wear masks.

“Our best estimate right now is that for every case that was reported, there actually were 10 other infections,” CDC Director Dr Robert Redfield told reporters.

This was because testing was

restricted to people with symptoms and asymptomatic carriers were not tested, he said. “We probably recognized about 10% of the outbreak by the methods that we use to diagnosis between the March, April and May,” he said.

Dr Redfield said that between 5% and 8% of the population had been exposed to the virus and urged Americans to keep social distancing, wearing masks and washing hands.

“As we go into the fall, in the winter, these are going to be really, really important defence mechanisms,” he said.

The state, which has been at the forefront of moves to end lockdown measures, has seen thousands of new cases, prompting Republican Governor Greg Abbott to call a temporary halt to its reopening.

Hanchell’s leadership integral to development of women’s football – Opines TCIFA president Fulford on departed executive CANDACE Hanchell gave all to the sport she loves, so much so that her endeavours are described as tireless by president of the TCI Football Association Sonia Fulford.

The long-standing president of the Women’s Football League, who also served as second vice president of the FA, recently resigned from her posts after over two decades in the sport as player and official.

Hanchell’s relationship with Fulford started on the football field and flourished at the administrative level. After joining the TCIFA Women’s Football Programme in 1999, she was enlisted to the women’s national team where she performed as a forward under the stewardship of current FIFA and CONCACAF executive member Fulford.

The bond between the two stalwarts of the game was instrument in growing the strong presence of females at the executive level and on the field.

DEDICATION AND TENACITY Fulford in a parting message expressed admiration for her former colleague.

“Candace’s leadership has been integral to the development of women’s football at the TCIFA. Carrying the responsibility for women’s football is one of the toughest roles of all, in such a male-dominated industry. Candace has performed with dedication and tenacity. She has tirelessly given her time and resources to women’s

president of the TCI Football Association Sonia Fulford football, and for this, I express gratitude on behalf of the TCIFA and myself for her many contributions. Whilst we will miss her and her inspiring work, we wish her the best of luck in her new endeavours.”

SPANKING CAREER Hanchell became a member of the Women’s Football Committee in 2004, and thereafter, president of the Women’s Football League in 2006. In 2012, she was elected to the TCIFA Executive Committee, as the 3rd executive director also assigned with the responsibility for Women’s Football.

Candace Hanchell spent over two decades in football.

In 2017, she was appointed to the office of the 2nd vice president.

During her years, she fought to increase women’s football participation and opportunities; she dealt with the particularly challenging presence of supporters, while striving for equality in

Lowe replaces Hanchell as TCIFA’s second VP VICTOR Lowe is the new second vice president of the Turks and Caicos Islands Football Association. He was voted into his position when the FA recently held their 2020 Congress.

Prior to Lowe, Candace Hanchell had served in the position, but had opted out of re-election.

According to information from the TCIFA, Lowe “brings with him a profound passion for football, and has cemented his confidence in the

FA’s initiatives as the official sponsor (Global Capital) of the Men’s Over-35 Master’s League”.

The virtual event also saw the approval of the audited financial reports for 2019, and final budget details for the remainder of 2020.

Updates on the current financial and operational standings of the TCIFA were further discussed.

Provo Golf Club launches golf and tennis camps FOUR tennis and golf camps are scheduled for July, but due to Covid-19, limited spaces will be available.

The Provo Golf Club’s summer event, which has been very successful in previous years, is scheduled to begin on

July 6 with the first five-day camp. Other scheduled camps will run from July 1317, July 20-24 and July 27-31.

According to information from the club, space is limited to six places per activity.

The camps will run from 8:30h to

12:00h, with tennis and golf scheduled for the full allotment of the time, while golf only will run from 8:30h to 10:00h and tennis only from 10:30h to 12:00h.

For one sport, the cost is $150 per child, while persons desirous of participating in

both camps will pay $300.

As per current regulations, wearing of masks will be mandatory.

Provo Golf Club’s previous summer camps were very successful

Leeward Palm Park closed for approximately two months THE Leeward Palm Park in Providenciales is closed to the general public due to construction work, which started on June, 22, 2020.

According to information from

the Sports Commission, the park will be closed for an estimated period of 60 days, however timelines may be extended due to unforeseen factors.

“We ask for the full cooperation of the general public which will prevent delays in works and allow for the successful completion of the project,” the release noted.

“We apologies for any inconvenience this may cause.”
