TCI insurance broker challenges $1.5 million fine

By OLIVIA ROSE A TURKS and Caicos Islands insurance broker is challenging a whopping $1.5 million fine imposed by the country’s financial regulators.

Collin Sterling, managing director of Collin Sterling Chrystal (CSC) Insurance Brokers, has taken the Financial Services Commission (FSC) to court to battle the penalty.

The ongoing case began on July 16 before Chief Justice Margaret Ramsay-Hale at Providenciales Supreme Court and was subsequently adjourned.

The case was brought before the courts again on Monday (October 26) at 9am.

Initially the FSC had imposed several fines totalling $1.5 million for a number of violations of the commission’s insurance ordinance.

The commission is being represented by attorney Tony Gruchot.

It claims that CSC acted in breach of section 6(11) of the insurance ordinance. Its breach was the failure to obtain the relevant approval from the commission before placing insurance policies with an unlicensed insurer.

According to information found on the FSC’s website: “Pursuant to Section 6(11) of the ordinance a licensed insurance broker may obtain a special dispensation from the commission to place a policy or contract of domestic business with one or more unlicensed insurers.

“The said insurers have not been refused a licence under this Ordinance; (ii) the said insurers

are approved by the commission as being of sound reputation.”

As such if this criteria is breached a financial penalty will be imposed by the commission.

According to court documents obtained by the Weekly News the commission set out in written penalty notices, dated May 13, to impose financial penalties against CSC totalling $300,000.

The penalty notices were issued following Notices of Intention to take disciplinary proceedings issued by the commission on March 25 in response to which CSC through its attorneys made written representation on April 23.

The penalties levied against CSC by the commission include: Placing a policy or contact of domestic business on behalf of the Stracci Ltd for the period March 10, 2016, with an insurer which is not licensed without obtaining special dispensation from the FSC; penalty $20,000.

Placing a policy or contact of domestic business on behalf of the proprietors of the Starta plan for the period from May 1, 2014, to May 1, 2015, with an insurer without obtaining special dispensation from the FSC; penalty $40,000.

Placing a policy or contract of domestic business on behalf of the proprietors of Strata plan for the period of March 10, 2014, to March 10, 2015, without obtaining special dispensation from the FSC; penalty $80,000.

As well as placing a policy or contract of domestic business on behalf of Palms Resort Ltd for the

period of January 2014 to January 31, 2015, without obtaining special dispensation from the FSC; penalty $160,000.

Collin Sterling, in whose name the insurance policies were fronted, appeared in court to testify and set out the grounds for his civil action.

Sterling is being represented by attorney Jonathan Katan.

During a cross-examination Sterling told the court that the FSC had fined his company $1.5 million for non-compliance with its domestic insurance regulations.

He said the FSC’s claims “are excessive, exorbitant and unnecessary”.

He noted that the FSC does not consider his company a part of the local insurance industry.

Sterling said in the past he had reasons to believe the other insurance companies on the island colluded against his business.

He also said this is largely due to the type of business he manages.

According to him his company covers aviation and professional indemnity in excess of $30 million, which is rare on the island.

Sterling told the court he applied for membership of the Turks and Caicos Insurance Association, now the TCI Insurance Institute, since the FSC stipulated membership as criteria for issuing licences, but to date his application is still pending.

Attorney Katan argued that the commission erred in finding that it was ‘reasonable’ for the commission to conclude that CSC placed insurance for Stracci Ltd with an unlicensed insurer.

CSC categorically denies placing any insurance for Stracci Ltd; further CSC has no legal relationship with

Stracci Ltd and it is not a client of CSC. He further argued that the FSC allegedly sought to protect the interest of the local insurance industry when under the FSC’s ordinance it has no statutory duty or power to do so.

Katan said the commission issued circular letters indicating that special dispensation would not be granted for certain classes of business thereby improperly fettering the commission’s discretion under 6(11).

He also claims that the commission was unfair to his client in that it alternately grants special dispensation on certain coverages without providing clear guidelines as to when these dispensations would or would not be available.

Further, he alleged that the FSC treats renewals of special dispensations in the same way as first time applications.

He said: “The FSC relies on representations made by the so called Turks and Caicos Islands Insurance Association (TCIIA), an unregulated association with no statutory authority to make representations as to the availability of insurance coverage in the local industry.

“By relying on the assertion that where insurance is placed with a domestic insurer the licensed domestic insurer will have the expertise to facilitate and better negotiate settlements on behalf of insured.

“By suggesting that by purportedly imposing a condition that all insurers become members of the TCIIA, that consultation with the TCIIA equates with consultation with the entire industry.”

Katan also debated that the FSC

in 2013 changed its insurance policy but his client did not receive any notice of those policy changes.

He told the CJ that to every breach the FSC did not offer substantial reasons for its legal actions brought against CSC. CSC admits to having been in breach of section 6 (11) in 2013.

However, Katan argued that the commission failed to provide particulars of the alleged breach in 2014 and without particulars the commission has erred in relying on the alleged 2014 breach.

CSC also accepted that in certain instances the breach was committed knowingly: “CSC avers that at all times it had the best interests of the insured in mind, particularly with respect to renewals.”

Katan also put forward that the commission erred in taking into consideration the entirety of premiums paid in relation to the relevant policies when considered this head.

According to court documents CSC claims it “retained approximately 10 percent of the premiums paid under the policies which are the subject of the penalty notices.”

The total benefit to CSC was in the region of $50,000, the commission was therefore not entitled to form the alleged opinion that CSC had the ability to pay the penalties.

Further the company claims that the commission erred in interpreting clause 6 (1) (b) of the regulations as giving the commission the ability to double each penalty.

It holds firm to the view that even if the penalties fall within the category one, they are arbitrary and manifestly excessive.

The matter was adjourned until November 17, 2015.

POLICE are asking the TCI public to be vigilant about suspicious activities in their neighbourhood.

Public relations officer Audley Astwood in a press release on Monday (November 2) said that prompt and detailed reporting of suspicious activities can help prevent violent crimes.

“If something doesn’t seem right in your neighbourhood or your school, it probably isn’t.

“If you see suspicious activity, please report it to the police.

Officers can respond quickly.

“Once they assess the situation, they can obtain additional support.

“If you see something suspicious, the first thing you should always do is call the police at 941-3327. If there is a life-threatening emergency, please call 911.”

Fighting crime is a joint effort

by the public and the police. When reporting suspicious activity, it is helpful to give the most accurate description possible.

This includes a brief description of the activity, date, time and location of the activity, physical identifiers of anyone observed, descriptions of vehicles (record licence plate number) and information about where people involved in suspicious activities may have gone.

Be very suspicious but do not approach people walking up and down the street or parking lot looking into cars or trying door handles, the release advised.

The public should also be cautious of vehicles cruising the street or parking lots at very low speeds for extended periods while observing parked cars, people sitting in running parked cars for

prolonged periods and vehicles dropping one person off while continuing to cruise the same area.

“We prefer to check an innocent citizen going about their business than to not check and end up taking a crime report,” Astwood said.

Reporting suspicious activities might help the police identify a suspect or a crime trend.

For activities in progress, the public can call 911, otherwise they can call the police on 941-3327 or use the untraceable, anonymous Crimestoppers Miami number on 1-800-(TIPS) or 1-800-8477.

No names or numbers are requested and only the information provided is passed on to the Royal Turks and Caicos Islands Police Force.

CDB to aid TCI in addressing social, economic and environmental challenges

By OLIVIA ROSE THE CARIBBEAN Development Bank (CDB) will assist the Turks and Caicos Islands Government in addressing social, economic and environmental challenges facing the country through a rigorous four year strategic plan.

This comes as the CDB board of directors has approved a $100.8 million country strategy for Turks and Caicos Islands for the period 2015 to 2018.

The partnership, which signals the crafting of the Country Strategy Paper (CSP), was solidified during a joint press conference held at the Hilly Ewing Building Thursday (November 5).

Director of Economics at the Caribbean Development Bank, Dr Justin Ram, during the press conference spoke of the CDB’s commitment to fostering a plan for macro and micro economic stability in the TCI. He noted that plans, recommendations and strategy bear global and regional economic factors in mind and chart a path that factors the foreseen elements that affect the TCI. He asserted that the current

economic climate of the country forms a solid basis for the CSP to be effectively crafted and implemented over the next four years.

“The economy of Turks and Caicos Islands performed admirably during the decade preceding the financial crisis that arose in 2008/2009 with growth averaging 8.7 percent for the years 2001 to 2008.

“Unfortunately, the onslaught of the financial crisis and the impacts of two natural disasters exposed significant vulnerabilities in the Turks and Caicos Islands economy including declines in the main sector of economic growth - tourism - and public finance stress.”

He further noted that in 2009, the TCI’s economic growth contracted by 19.6 percent and the fiscal deficit was 9.2 percent of gross domestic product (GDP).

“Since then, the Government of the Turks and Caicos Islands (TCIG) has made bold decisions and has adhered to a path of fiscal consolidation and public financial management reform which paid off with TCI turning a corner and achieving economic growth of about 4.6 percent in 2014.”

Dr Ram said: “Projections show that economic growth has continued

at a moderate pace in 2015.

“Additionally, the fiscal accounts are in surplus, debt is on a downward trajectory, and Standard and Poor’s rating agency in July 2015, affirmed Turks and Caicos Islands’ credit rating at BBB+.

“CDB commends the TCIG for its fiscal efforts, the results of which make Turks and Caicos Islands an exemplar for other Caribbean states in this regard.”

While commending the Government for its efforts in turning around the TCI’s economy, Dr Ram acknowledged that many challenges still confront the country which if not addressed could curtail its ability to realise its full development potential.

“These challenges include fiscal vulnerability and financing development, economies of scale constraints, infrastructure deficits, weak enabling environment for medium, small and micro enterprises.

“As well as scarce human resources, natural environment vulnerability and the need to improve educational attainment and the high cost of energy.”

Premier Rufus Ewing expressed gratitude to the CDB for its efforts, assistance and commitment to bettering the country’s economic

standing.

“We do look forward to working with the premier regional institution the CDB, our relationship with the CDB has seen them assisting us in the area of high technical assistance has helped us to develop our various policies and improving our infrastructure.

Premier Ewing said the benefits of this new partnership will trickle down to the populace almost immediately.

“One of the key deliverables was the development of the CSP that provides the road map as to what are the priority areas for us to focus on even provisions within the next budget cycle will be made for us to be able to draw down on funds.

“To implement major capital projects as well as technical assistance as required developing the necessary policies behind those projects.”

The Premier asserted that several infrastructures will be targeted through comprehensive projects such as roads, seaports and the Grand Turk seawalls.

“We also spoke of proper solid waste management systems and we know that is one of the areas we have major complaints about we have

done a lot of work in it, but there’s still a lot left to be done.

“We spoke of education; some funds will be going towards developing a technical policy behind educational programmes and with the EDF were working enhancing the deliverables of the technical vocational education programme in high schools and college.

“So they will be able to see the immediate benefits from the relationship.”

Meanwhile, Minister of Finance Washington Misick said one of the main elements that he is particularly happy about is the technical assistance that will be given to the TCI. “In the area of policy development it will assist us in building capacity, Dr Ram referred to the deficit in human resources and we have a serious deficit in capacity within the ministry.

“I know the public has been concerned about the rate of draw down and expenditure in the area of both social and infrastructural development and that’s a concern that the government has as well.”

More mental health facilities BOTH a local attorney and the Opposition PDM party have called on the Government to find adequate facilities to house mentally ill inmates.

This comes following the death of a mentally ill prisoner at Her Majesty’s Prison in Grand Turk.

What are your thoughts?

Easy problem to solve

This is an unanticipated problem. In years past mentally ill persons were cared for by their families. Then, they did not turn to crime.

It took the British more than five years to call for a Commission of Inquiry when they knew from past experience the PNP party has brought unlawful practices to our country.

Since the inquiry it has taken six more years to begin a court case on the alleged corruption of an entire administration.

The governors were asleep as is this Governor.

With the $100 million now coming into our islands from the Development Bank we can

build and staff a facility to house our mentally ill criminals and our underage criminals which resulted from the examples and expectations set by the allegedly criminal Government.

We need the British Governor to move on this before this Government puts the money in their own pockets.

Mental health is terribly neglected in TCI

Mentally and developmentally challenged individuals become cast out and stigmatised in our communities.

Many people laugh and make fun when one of these individuals are going through a crisis.

How horrible and insensitive!

The mentally ill person needs to be assessed, evaluated and treated appropriately for his/particular diagnosis.

Many of these individuals live a full, productive life if and when their mental health issues are addressed properly.

Secondly, we don’t care for our developmentally challenged. There are absolutely no programmes to help them attain their highest potentials.

No special education schools/classes or classrooms to assimilate them into society, places where they can be trained and assisted to be self-sufficient, like being able to perform their activities of daily living like personal hygiene and dressing themselves, making their beds and keeping their living spaces clean and safe, preparing a meal, learning to use a microwave, caring/laundering their clothes.

Part of the old hospital can safely be remodelled and refurbished to be use as a mental hospital where therapeutic treatments can take place.

But - who the hell cares? Double standards for people over here and another standard for them over there under the same ECHR and the same UK declared policy.

So shameful. Everyone in power does as they like, and who the hell is to be brought to book?

Who? Any member of the judiciary who is compromised, anyone in any position of power - is accountable in TCI? Who the hell is in control anyway? And who are the ones selectively brought to book?

Who? Corruption from the top and the way down and all round if one is honest and looks at the state of affairs in TCI at present.

Sad solution

Easy to solve this problem. Follow the lead of Doctor Premier Ewing and InterHealth Canada who ship the physically ill to other countries.

Ship the mentally ill criminals out so they become some other countries problem.

We cannot solve the cause so we need to get rid of the results.

Who cares?

If the European Convention on Human Rights (ECHR) as applies to the TCI is to be ignored, and the Constitution of the TCI is to be ignored, and the internationally declared policy of Her Majesty’s Government on the question of protection of Human Rights is to be ignored, then and only then, can Governor Peter Beckingham’s decree of imprisoning mentally challenged persons in Her Majesty’s Prison continue as law.

Media fraternity urged to uphold integrity

By Olivia Rose MINISTER of Communications George Lightbourne has urged local media practitioners to uphold professionalism, integrity and decency in the discharge of their duties.

This call was made at the opening of the 13th annual Organisation of Caribbean Utility Regulators (OOCUR) conference on Wednesday (October 28) at Beaches Resort and Spa in Providenciales.

Minister Lightbourne who delivered the feature address at the conference said: “Public service media must be transparent and must work toward the common good, the content these media houses generate must do more than just entertain.”

He noted that the public media service is a major pillar in the landscape of information

dissemination and nation building.

“They must inform and educate the public and adhere to the highest standard of moral integrity.

“Public service media must be the voice for the voiceless and reach must be universal for the greatest divide in the modern society is not between the rich and the poor, it’s between those with access to information and those who are denied this basic right.”

Minister Lightbourne while acknowledging some of the challenges facing the local and global media landscape, called for more responsibility from the local media fraternity when disseminating information of national interest.

“The question is how to remain relevant in a fast evolving world and how to be a trusted voice that acts with integrity and professionalism at all times and is diverse and pluralist

in its approach.

“Another challenge is how public media remains relevant amidst a global media revolution.

“The information they provide is unparalleled and so too is the impact on our privacy, society and economy.”

In this vein he asserted: “It is our tasks as governments and regulators to find a workable medium between the crucial issues of freedom of speech and expression but also to safeguard society.

“Governments, regulators, police agents and security agencies need to be able to operate more effectively against online threats and abuses.

“At the same time we must tread carefully as we dare not trample over our liberties and rights of privacy.”

away from the journalistic principles because of the leverage this new platform provides.

“Social media and the power of the internet has driven the change in our lives, information sharing has become all pervasive be it on Facebook, Twitter, Whatsapp, Skype or other platforms.

“Social media has truly served to make us part of the global community when on sits down to take this all in it’s both liberating and frightening.

“The incomparable advances in communication, access to

knowledge and information sharing live alongside new forms of abuse and crime.”

Minister Lightbourne noted that it would be naïve to think that any regulator or government agency has the answers to these complex problems.

“It is however our task to ensure that this area of change is for the good of mankind.”

He reminded communication regulators of their role in ensuring Government policies on information sharing are adhered to.

New Deputy Director takes up role ASHLEY Adams has been appointed as the new Deputy Director of the Department of Social Development (DSD).

The Office of the Deputy Governor made the announcement in a press release on Thursday (November 5).

Adams is a native of Grand Turk and holds a Bachelor of Arts degree with honours in psychology with a minor in sociology from the City University of

New York - Hunter College.

She also holds a Master of Science Degree in social work with honours from Columbia University, with a specialised concentration in children, youth and family services, health, mental health and disabilities and international social welfare.

By OLIVIA ROSE THE TURKS and Caicos Islands’ economic and development strides have been lauded by Governor Peter Beckingham.

Beckingham, during the opening of the 13th annual Organisation of Caribbean Utility Regulators (OOCUR) conference on Wednesday, October 28, said the United Kingdom is impressed with the country’s economic turnaround.

“Our country has seen what Standard and Poor’s, the ratings agency, has described two months ago as a remarkable turnaround after the collapse of many economies in 2008 and 2009.

“TCI was affected as badly or worse as many other countries in this region.

“In Europe and Asia and other places and we faced mounted debts.

The British government came in and actually guaranteed loans to the TCI Government.

“I’m delighted to say that were extremely confident that by the end of this year or the beginning of next year, those loans will be paid off and the British government will no longer have to provide a loan guarantee.”

This turnaround Governor Beckingham attributed to the country’s rigorous economic programme which was implemented by the Government over the past three years and is underpinned by the country’s expanding tourism sector.

The programme, he noted, has yielded great success and aided in propelling the local economy.

He said the Government’s plans to strengthen public finances, backed

by Britain, has allowed it to get its finances in order, steadily reduce debt and to attract new investment.

“I think it is important to underline that certainly outsiders believe that the turnaround in TCI has been pretty extraordinary.

“It’s based almost entirely on what you see here this resort and many other resorts along Grace Bay and in Turks and Caicos - tourism and also substantial development in building villas in the TCI.” He asserted: “The economic

picture is one that the Government and the people of Turks and Caicos should be very proud of and its one that the British government feels very happy about.

“This provides further evidence that TCI is on the way to becoming a prosperous nation with the chance to be a true Caribbean success story.”

In 2014, the TCI Government pledged to further improve the Islands’ economic prospects and attract new investment following the publication of Standard and Poor’s detailed ratings analysis.

The ratings agency in August 2014, issued a report which outlined the detailed analysis behind the islands’ new credit rating and provided specific actions to improve its score.

These included further modernisation of public services and maintaining the focus on reducing Government debt given the Islands’ relatively narrow economy which is focused on high-end tourism.

Finance Minister Washington Misick commenting on the report then, said: “Our Government is firmly committed to broadening and strengthening our Islands’ economy.

“This objective and independent analysis will help us make this a reality and attract new investment to our Islands.”

The independent research from Standard and Poor’s is supplementary to the Islands’ first credit rating released in July 2014.

The independent report’s main finding was that the TCI enjoys favourable growth prospects based on its well-developed tourism industry.

She also worked at the Sloane Hospital for Women providing pregnant mothers with supportive counselling, case management and treatment resources, and at the Legal Aid Society’s MICA (Mentally Ill and Chemically Addicted) Project where she counselled, provided treatment resources and advocacy within the New York City criminal justice system for incarcerated juveniles and adult offenders suffering from mental illness and/or chemical addiction.

Finally she worked at the New York City Administration for Children Services in child protection and child care policy where she drafted state policy as it pertained to child social welfare.

Deputy Governor Anya Williams said: “The Turks and Caicos Islands is pleased to have Ms Ashley Adams take up this very important role.

“Ms Adams has specialised education and training which will no doubt make her an asset to not only the department, but also the people of this country.

Commenting on her appointment Adams said: “While I have worked with a variety of individuals spanning from different ages, ethnicities and genres of the social work profession, I have a profound love and devotion for children, specifically in child protection and welfare.

“Keeping that in mind, I hope that it my new position I am able to better utilise my expertise, knowledge and abilities to not only influence positive change in the individuals I

Premier vows to tackle standing water PREMIER Rufus Ewing declared this week that the issue of standing water is not one that his Government will tackle while sitting down.

According to a Government press release, Ewing visited Five Cays on Tuesday (November 3) to oversee the removal of standing water in a number of low lying areas.

Several spots across the Caicos chain have been affected by the problem since a tropical system dumped inches of water on the Islands over a few days.

To tackle the problem teams have been drilling relief wells, activating the storm pump station, and mechanically dewatering low lying areas using portable pumps.

On Tuesday the Premier said: “This issue of standing water is not one my Government will tackle sitting down.

“We are well advanced in efforts to undertake a comprehensive planning and execution exercise to deliver proper drainage to the island

of Providenciales and the entire Turks and Caicos Islands chain.”

Ewing said that he was alerted of the standing water by residents who were affected by the situation.

“I know that the staff of the Public Works Department (PWD) have been working and continue to do so diligently to clear flood waters since the recent rains.

“But when residents went as far as seeking me out, it signalled to me that there was a need for immediate relief and for an executive decision to be made on an area of policy that currently restricts the personnel to focus on public access primarily.

“On assessing the situation along with PWD, it was determined that the waters was not receding on its own and therefore posed possible threat to the public health environment of that community, and that is why I am here, to ensure that the water is pumped and pumped today.

“I want to thank the Ministry of Infrastructure, Housing and

Planning, and particularly the members of PWD who so eagerly assisted in this exercise today to bring relief to the community.”

PWD teams have been working around the clock to facilitate dewatering but with so much water deposited on main highways it has taken workers longer than usual to get to many residential communities, the release stated.

The water in Five Cays had blocked a busy beach access and public thoroughfare.

Standing water poses many challenges for residents including the temporary closure of a number of access roads that the water makes inaccessible and the increase in mosquito population as the standing water serves as a mosquito breeding ground.

The Government’s policy is to assist with the dewatering of public areas and in cases where water poses a threat to life or public health water may be removed from private property.

PRE-PAID water meters have been introduced to homes in Grand Turk under a Government pilot programme.

The Ministry of Infrastructure, Housing and Planning in collaboration the Water Undertaking Unit within the Department of Public Works has introduced the new water payment method.

Prepaid Smart Metering technology allows customers to control their own water accounts with the use of a ‘top-up’ or ‘pay as you go’ card.

This is topped up in a similar method used to top-up cell phones.

Once installed, this smart meter will eliminate monthly bills, detect leaks in the distribution system, not record air, and alert customers when their credit is about to expire, a Government press release on Wednesday (November 4) read.

residents can have water at their fingertips.

commitment to work with the CDB to expedite programmes that will positively impact and enhance the lives of citizens at the grassroots level.

Increasing access to finance and provision of business development services for micro small and medium enterprises to boost their competitiveness and strengthen their technical and management capacity.

Strengthening the impact of the education system by ensuring equitable access to education; improving the quality of teaching and learning; providing opportunities for all learners; and supporting the establishment of a technical vocational education and training system that meets the country’s needs.

The bank’s 2015 to 2018 support for Turks and Caicos Islands closely aligns with the Government’s national development priorities.

Award ceremony highlights police commissioners

BY DAISY HANDFIELD FOUR former police commissioners from the Turks and Caicos Islands were recognised and awarded during a police award ceremony called ‘Essential praise,’ an event organised by the Rock of Jesus Ministries in Five Cays, Providenciales.

Police officers from the past and present were also awarded and recognised during the event.

The award ceremony was held at the Brayton Hall in Providenciales on Saturday (October 31) at 7.30pm.

During the event, the national anthem and song was sang by local songbird, Robyn Hinds.

Deputy Governor, Anya Williams read special greetings.

One of the opening acts of the event was performed by the Royal Bahamas Police Choir which highlighted the night with entertainment, music and colourful performances.

Former Police Commissioner of the TCI, Stanley Williams, spoke during the event stating that he was ecstatic that the organisers had the vision to recognise and salute the service of people like himself.

He also highlighted the importance of working with integrity when occupying any role in the force.

Former police commissioner, Paul Harvey was recognised as well.

Harvey said: “The policing profession is a great one. It takes your time and it takes your energy, but it is a sweet one.

“The general public must realise that crime is not the business of police, it’s everybody’s business.

“The police alone cannot serve our purpose, we all have to chip in…”

Cedric Potter from Antigua who was the first Police Commissioner of the TCI was unable to make the event, but was recognised for his service.

Mary Durham was honoured for her services as the longest female intendant in the force.

Many others who came before

and after were also honoured for their services.

Remarks were also brought by current Commissioner of Police James Smith.

In a separate interview with the pastor and spearhead of the event, Bryant Cox on Tuesday (November 3) he thanked all of the recipients for their attendance.

He said: “I would like to thank all of the recipients for showing up. I want to thank our supporters, we had individuals who supported this function from many different angles.

Positioning education for the future EDUCATION always moves forward and seeks the most advanced programmes that will expose its learners to what the best and brightest have researched and taught.

It should be at the cutting edge of knowledge and technology, ensuring progress and development for its clients and society.

Dalhousie University in Canada recently joined with eight university leaders from around the world to share insights about their experiences in positioning their institutions to deal with future challenges.

I will now deal with what two of these institutions saw as their challenges.

The first challenge articulated by a former vice chancellor of the University of Botswana was inventing an institution that fosters the hopes of a young independent nation, attracting and keeping its brightest minds.

I see this as critical to national and human development.

Educational institutions must shape their programmes to cater to national needs if they are to be competitive.

This means analysing the needs of the young as they relate to a changing society and a fast developing world, and crafting indigenous courses relevant to national goals.

Governments should provide the resources necessary for national development, including the creation of jobs, and greater incentives for its citizens with more educational opportunities, and establish highly accredited institutions which match those overseas.

They will then attract and keep their brightest minds who will have no doubts about the quality of credentials they earn.

The next challenge is noted by the President of ChristianAlbrechts University at Kiel Germany.

It is to carve out a position of stature on the world’s stage for his midsized university.

To me, this is an important insight and has relevance for the TCI as well.

It is encouraging to those institutions seeking to create a space among universities with longer histories.

My belief is that you could establish an educational

institution in a shorter space of time, with the recognition and stature of those that existed for centuries.

What is important is where it is headed. Once the support is given, the institution is on the path to greatness.

Both midsized and smaller educational institutions can foster innovations by researching areas that have received scant attention or regarded with less importance but are pertinent to national and human development.

These areas could include indigenous cultures and their linkage to development, and extensive research into traditional medicines to find new cures for human ailments.

Also, how to create a sustainable economy without boom and bust periods.

These institutions can then carve out their niche and position themselves as centres of excellence and learning for the future.

A press conference was held at Flamingo Café on the beach on Tuesday (November 3) to formally introduce the entities behind the event.

During the conference cofounder, Karen Whitt said that the concept of Sand Jam 2015 is an idea between her and Donna Davis, cofounder of the event.

She explained that they have come to the realisation that there is not a music foundation in the TCI that supports children who are talented in music but do not have the opportunity or means to pursue their careers further or even pursue education in entertainment and arts programmes.

She said: “Last year we had the opportunity to work with students from the Clement Howell on a video promoting the Turks and Caicos Islands and showcasing a lot of their ideas on what hospitality and tourism

means to them.

“From that experience we were so blown away with the talent and with the enthusiasm.

“It motivated us to want to try and do something more, not only for the kids of the Clement Howell but for any student, any child of the Turks and Caicos Islands who is musically inclined and shows a desire to become part of the performing arts.”

Whitt said that from that, they have born the idea of Music is Life which is a non-profit organisation which will accept donations and be a part of various fundraisers in order to support initiatives.

Owners and entities behind the festival, Rickie and Stacy Clarke, said that this was an idea that they have also had in mind for quite some time prior to the announcement of the organisation.

Rickie said: “My input from our perspective, my wife and I as the continued 

Annual beach Olympics raises $4,200 for Snap Centre SEVEN Stars Resort held its annual Owners Beach Olympics recently, with funds raised going to the Turks and Caicos Islands Snap Centre.

According to a press release from the resort on Tuesday (November 3), the event was part of a continued involvement with the local community and further education for children with special needs.

The Owners Beach Olympics, held October 16 to 18 at Seven Stars Resort on Grace Bay, Providenciales, was part of the seventh annual Owners Weekend, where resort stakeholders come together to discuss endeavours and improvements.

The weekend kicked off with a cocktail reception, hosted by Seven Stars Resort CEO Ken Patterson.

“The owners greeted each

other with smiling faces, ready to reconnect and discuss,” he said.

A continued initiative for both the resort owners and Seven Stars Resort Community Foundation, the Owners Beach Olympics raised $4,200.

The money will continue school improvements such as building renovations, landscaping and security updates.

The donation followed a previous $40,000 donation to the Snap Centre by the Seven Stars Community Foundation.

Foundation director Claudine Ewing Pratt said: “Involvement in the local community is a priority to both the resort and its owner group.

“We look forward to completing the improvements at the school by early December 2015 by fully outfitting the school’s media and online learning room.”

Government provides contracts training CONTRACTORS and consultants are invited to training sessions next week to learn about the Government’s requirements for tender submissions and contract execution.

The Ministry of Infrastructure, Housing and Planning is hosting a Procurement Contracts Training workshop, a press release on Wednesday (November 4) stated.

In some cases submissions from contractors and consultants lack requested information which by law is required and the lack thereof has the potential for the submission to be disqualified.

“The ministry feels that this workshop can be extremely beneficial as it will take contractors and consultants through the process, answer questions and provide additional information that may be requested,” the release read.

The workshops will be held in Grand Turk on Tuesday, November 10, at the Dillon Hall and on Thursday, November 12, at the Environmental Arts Building in Providenciales.

Workshops will begin on both days 10am. People may attend either session.

Salmon, a Jamaican who has been living in the Turks and Caicos Islands for almost 11 years, said she joined the Sandals team as a babysitter.

She said she has been with the group for seven years and works at the resort’s Kids’ Camp.

During her recorded interview, which was shown at Thursday’s red-carpet event, she said she was honoured to have been chosen from nearly 1,900 team members at Beaches Turks and Caicos.

In her capacity at the Kids’ Camp, she ensures that all children in her care at Camp Sesame have an amazing experience.

Each resort and company within the Sandals/ATL Group selects a team member who exemplifies the true spirit of that resort or company, and that person moves on to vie for the title of ultimate team member in the Sandals Ultimate Award.

The factors used to select the ultimate team member include ambassadorial qualities, attendance, community and environmental stewardship, previous recognitions and awards, team spirit, and training.

All the nominees spent a week being feted at Sandals Ochi Beach Resort, which culminated with cocktails and dinner at the award ceremony.

The nominees also carried out a community outreach project at the Mansfield Basic School and visited the different companies that are part of group.

After her name was announced and she collected the ultimate team member trophy from Sandals/ATL CEO Adam Stewart, Salmon was still in awe.

“I am still in shock. As you know, your expectation is very high and you never know what the result might be; and to be the ultimate team member - it is breathtaking,” she said.

Sandals/ATL CEO Adam Stewart said the Sandals Ultimate Award, now in its seventh year, celebrates the best of the best within the group.

“For me, this whole thing is awesome. This whole night, this whole organisation is about opportunity – it’s about what’s next,” Stewart shared.

Only change can save us

THE DESTINY of North, Middle and South Caicos is fast approaching the crisis point.

We salute our friend Jas Walkin’s calls for help, justice and a serious change in direction.

Teacher Walkin faces this crisis and its potential effect on young folks daily.

While we can’t speak in depth about South Caicos, the letter from that island’s committee, published on these pages recently, speaks volumes.

Norman Saunders, who Big South elects time after time, has to answer those issues.

Jas indicates our MiddleNorth representative is the worse. DonHue Gardiner, a well-educated, articulate man, is just following the policies of his party.

North, Middle and South Caicos have been taken for granted by the Progressive party.

Despite ignoring the Islands they continue to support the PNP. Last minute ‘activities’ got the PNP enough votes to win Gardiner’s seat by 11 votes.

If only six more voters had supported the PDM, the TCI including the family islands would be on the road to recovery.

A few North-Middle voters controlled the destiny of the entire TCI and those voters now own the results.

After the November 2012 election, the PNP appointed Ms Gardiner as Middle-North Commissioner who tried to operate on a non-partisan basis.

Many wonder why she resigned her post. We found Ms Gardiner gracious and helpful. Did the PNP let her down?

The PNP previously employed more than 100 voters in what the Inquiry called “ghost jobs”.

They were on TCIG North-Middle payrolls until the money ran out and the unpaid PNP debts and obligations reached one billion dollars.

The Middle Caicos Clinic, ignored for years, was designed and its completion expedited by the interim administration.

At the clinic’s opening Porsha sparred with George trying in vain to take credit for something neither had touched.

All this a far cry from the one Middle PDM representative over the years, Sam Harvey.

I accompanied Sam in the 1980s to the offices of the Florida developer for the Half-a-Creek development near Lorimers.

There in Florida I learned of

the ambitious plans and deep investment this development group planned for all of Middle.

They brought in a Power Landing Barg, D8 Dozer, BackHoe, Front End Loader, two dump trucks and road paving equipment.

They built three miles of new road and had electric services extended. Millions invested.

Then in 2003 the PNP took the reins and messed up the whole deal.

It took years in court to prove the developers rights had been stepped on. By then the faith of the investors group in the project dried up.

Had the Half-a-Creek development gone forward the potential of all of North and Middle Caicos would have been revealed to visitors traveling to Lorimers from Sandy Point.

This could have brought in more honest development. The destiny of Middle and North Caicos squandered!

Only change can save the family islands.

Local artist showcases talent through portraits

BY DAISY HANDFIELD IN CELEBRATION of National Heritage Month local artist Charrish Ferguson highlighted the spirit of the Turks and Caicos Islands through drawings under the theme, ‘charoferg’.

Each week throughout the month of October she released an illustrated girl that characterised the inhabited islands of the TCI. According to the artist herself, the women were connected to something that was ultimately unique about each island.

This ranged from the colours, items, or little known facts.

For Salt Cay, Ferguson drew a doll with white hair wearing white to represent the salt industry.

The Grand Turk illustration was holding the Turk’s Head Cactus.

Miss South Caicos was swimming under water to represent the fishing capital of the TCI. For Middle Caicos the woman in the drawing wore a straw skirt and was connected to the straw work tradition.

North Caicos was in a lush and green setting and Providenciales wore each of the islands on her chest.

The artist said that she was happy to have had the opportunity to share her talent during what

she considered to be one of the most important months of the year.

She said: “As soon as it was announced that we had an entire month to celebrate our culture and heritage, my mind started working.

“I was determined to share this idea with not only Turks and Caicos Islanders but the entire world.

“The support everyone has shown for this project has been tremendous and is greatly appreciated.”

All the illustrations will be available for sale by December, both locally and internationally.

Official sale dates will be announced on Facebook and Instagram via username @ charoferg as well as Ferguson’s art blog, www.charoferg.wordpress. com.

She also has plans to create other Turks and Caicos focused projects in the New Year.

“I have big plans for the girls, after the first prints are released I plan to push them further and hopefully you will see them being used as a tool to promote the country.

“I’m also working on a special piece with the ladies.

“It’s a secret but the only hint I can give is the word, ‘unity’,” Ferguson said.

Fifth Food and Wine Festival expected to be bigger and better

BY DAISY HANDFIELD THE ORGANISERS of the fifth annual Caribbean Food and Wine Festival are expecting this year’s event to be bigger and better than before.

During a press conference at The Palms hotel in Providenciales on Tuesday (November 3), co-chairman for the annual festival, Nikheel Advani said that the organising committee is looking into expanding the event into a weeklong initiative.

He said: “It started with the Gourmet Safari. Actually, it was two nights then to one night when the recession hit us.

“But, we grew it now to four days and our goal is to get it to a whole week.”

In other words, he said that the effort and time that was put into these events was sometimes underestimated.

Once it was expanded to a week, Advani said that this was something that he was interested in getting the Turks and Caicos Tourist Board on board with.

The four day event features a welcome dinner at the Seven Stars resort on November 5, Gourmet Safari at the Grace Bay Club on November 6, a food and wine pairing at the West Bay Club, an Island Jerk festival at the Blue Haven and dinner under the stars at the Grace Bay Club on November 7 and Brunch and Brugal at the Amanyara resort on November 8.

This event will run from 5pm to 10pm this year.

President of the Turks and Caicos Islands Hotel and Tourism Association, Stacy Cox said that the Little Chefs programme has been going on for eight years now.

She said that through this programme they have been able to sponsor children who are in the United Kingdom and in the United States studying culinary arts.

“It allowed the children to be introduced to the art of culinary,” Cox said.

The event will feature delicious cuisines from restaurants and hotels such the Seven Stars, Grace Bay Club, Coyaba, Salt, and Parallel 23 among others.

Stacy who is from Jamaica said that she has realised that that there are a lot of children in the TCI with talent that do not have the opportunity to express

themselves musically.

She said that she herself was a music lover.

Director of the CHHS choir Garfield Gurley reiterated that there is indeed a lot of unnoticed talent at the CHHS. Local talent such as V6 from Grand Turk, Keno and Kazz, Elroy and Daz and prime DJs will be featured during the event.

International reggae performer, Mighty Mystic hailing from Jamaica will be in the TCI that night to perform.

There will also be a Junkanoo performance by cultural Junkanoo group, ‘We Funk’.

Clement Howell High School and Long Bay High School choirs will showcase a special piece in honour

of the late Bob Marley.

The event is scheduled to take place on November 14 at Flamingo’s Café on the beach in Grace Bay in Providenciales.

Entry fee for the event will be $10. There will be food and drinks available for purchase.

DJs will start playing music at about 1pm, local performances will start at about 2pm, the headliner which is the international guest will be on stage at about 6pm and the DJs will return back on until about 10pm, closing off the event.

Progress in South Caicos flight drama CABINET discussed the resumption of flights to South Caicos this week and agreed to convene a further meeting on November 12 to resolve wider air services issues.

Governor Peter Beckingham chaired the 28th meeting of the Cabinet on Wednesday (November 4) at the NJS Francis Building in Grand Turk.

All ministers were present except the Deputy Premier and the Minister of Border Control and Employment.

At this meeting Cabinet also: Advised the Governor to approve the Banking (Special Provisions) (Repeal) Ordinance 2015 to be introduced at the next meeting of the House of Assembly; Advised the Governor to approve a proposal by CIBC First Caribbean International Bank offering preferential conversion rates of inbound Euros to US dollars in respect of draw-downs of Euros from the European Union’s EDF 10 Project Fund and to approve the signing of a contract with the Bank to that effect by TCIG. Advised the Governor to amend the customs tariff to reduce import customs duties from 30 percent to zero on the import of CCTV security video equipment for domestic and commercial properties Advised Beckingham to give approval for the Attorney General’s Chambers to proceed with the drafting of Common Reporting Standard (CRS) legislation and

regulations to enable global reporting under the Automatic Exchange of Financial Information on Tax Matters to be submitted to the Financial Services Industry for consultation before tabling in the House of Assembly.

Cabinet also noted a positive financial performance by the Turks and Caicos Islands Government for the second quarter of the financial year 2015/16.

And it agreed that ministers should reconvene as a matter of priority to consider major capital and other projects to be carried out this financial year which would be included in a supplementary budget appropriation.

At the meeting Cabinet approved the recommendations of the Department of Planning to establish designated zones on Providenciales for the construction of new developments up to 12 storeys on specified coastal parcels of not less than five acres in the tourism related development zone at Grace Bay, the Bight and Turtle Cove stretching from Emerald Point to Turtle Cove.

And on specified coastal parcels of not less than five acres on the northern coastline of North West Point and instructed the Department of Planning to amend the TCI Development Manual accordingly.

Further information on these matters will be provided by ministers in due course.

Clean-up in Five Cays

BY DAISY HANDFIELD DOZENS of residents from Five Cays and South Dock collaborated with the representative of Five Cays, Sean Astwood, and the Department of Environmental Health to participate in a major clean-up initiative on Saturday (October 31).

The clean-up campaign began at about 5.30am and carried on until in the evening.

It ran from the Five Cays roundabout along South Dock Road into Five Cays and past Bugaloo’s Conch Crawl.

Those that were interested in joining in on the initiative met at the Felix Morley Community Centre, which was considered to be one of the focus clean-up areas during the campaign.

Astwood also took the opportunity to unveil the ‘Welcome to Five Cays’ sign at the community entrance.

During the event Astwood said that many people who have stressed the importance of keeping the country and the different communities clean, took interest and participated in the clean-up.

Participant Glenda Lightbourne said that if everyone came out and clean up their property and

community there would not be as much garbage on the roads.

Lightbourne said that if individuals stopped throwing garbage on the road and dumped it in the proper place, filthy communities would not be an issue in the TCI. She said: “We are just trying to kind of educate the community and we hope that after this big cleanup people would take pride in their community.”

Another participant Lynn Robinson said that the Islands are not getting any cleaner.

She said: “We need to keep them clean because there are a lot of problems associated with trash collecting up, especially with the mosquitos as bad as they are.”

She said that tourism is a key factor in the TCI, but if the country is dirty this could affect the tourism industry on the Islands.

Health officials said that the clean-up will decrease the breeding of insects as it eliminates the habitats that make good breeding grounds for mosquitos and other harmful bugs.

The Department of Environmental Health will begin the enforcement of laws relating to dumping and littering.

Second weekly British Airways flight from UK BRITISH Airways has commenced its second weekly flight service to Providenciales from London Gatwick via Antigua starting on Thursday, October 29.

The Turks and Caicos Islands Airports Authority (TCIAA) made the announcement in a press release on Friday, October 30.

The Turks and Caicos Islands has benefitted from a weekly flight that operated only on Sundays with British Airways, but now the frequency has increased to better serve the travelling public.

Since March of this year, the flight has shifted from London

Heathrow to London Gatwick, via Antigua using a Boeing 777 aircraft.

Lavern Reynolds, TCIAA terminal and marketing manager, said: “This flight will help to link the Turks and Caicos Islands to the Eastern Caribbean and open routes that we have had to previously route through Miami.”

The increased flights to PLS will offer more flexibility in passenger travel for this winter season.

British Airways offers a direct link to Europe from the Caribbean with a larger aircraft and more comfort for the everyday traveller.

TCI joins regional counterparts in observing tourism month

BY DAISY HANDFIELD THE TURKS and Caicos Tourist Board along with other stakeholders will join the rest of the world in celebrating Tourism Environmental Awareness Month under the theme, ‘Tourism is key, it starts with me’ throughout the whole of November.

A press conference was held at the Tourist Board in Providenciales on Tuesday (November 3) to introduce the different stakeholders and to discuss the initiatives organised for the month.

Blythe Clare, training manager at the Tourist Board, kick started the conference with a warm welcome.

Don Gardiner, chairman of the Turks and Caicos Tourist Board, brought the opening remarks and stated that in his opinion the Turks and Caicos Islands is one of the most amazing countries in the world, with a diverse population, offering an authentic, rich, colourful heritage coupled with music and culture.

He said: “We pride ourselves on being naturally beautiful by ensuring that we present to the world the very best that we have to offer.

“It is because of our warm

hospitality that visitors are attracted to our beautiful shores.

“We are ambassadors for the Turks and Caicos and must continue to display our national pride in every effort to grow our tourism numbers.”

Gardiner emphasised that the aim of the line-up of the initiatives is so that locals can experience what all of the islands had to offer.

Minister of Tourism Porsha Stubbs Smith was present at the event and expressed how privileged she felt to be able to host Tourism Environmental Awareness Month.

“You will experience no doubt throughout this month of November a myriad of activities highlighting our tourism product with several initiatives that will engage you the general public to attend and be a part of.

“I am grateful for the opportunity to highlight some of these events which will include the discussion of environmental impacts of increased tourism numbers, the sustainability and longevity of our product offering that heighten the awareness of our culture and heritage aspects and more importantly how we move forward in this industry within the

Turks and Caicos Islands,” Stubbs Smith said.

The minister said that Government officials have put together a booklet of recommendations with final drafts being completed by KPMG. She said: “In keeping with the theme the ministry will be launching a keep our Islands clean contest where communities will be able to compete.”

The categories include cleanest community, best kept yard, cleanest island and the putting together of a community warden programme.

The prizes for these categories will be announced next week.

As part of celebrations for the month, personnel from the Department of Environment and Maritime Affairs (DEMA), the Department of Environmental Health, Tourist Board, Youth Department, the Royal Turks and Caicos Islands Police Force (RTCIPF) and Turks and Caicos Hotel and Tourism Association (TCHTA) will be visiting primary and high schools throughout the islands to bring about an awareness as it relates to the importance of protecting and preserving the natural environment from November 9 to the 13.

Visits will also be made to North Caicos, Middle Caicos and South Caicos will take place later this month.

A National Tourism Symposium will take place at the Beaches Turks and Caicos from November 17 to 19.

The event will focus on the findings of the KPMG report and will serve as a spring board to implement these findings as it relates to finances.

On November 18 there will be a TCI Youth Congress.

A courtesy card day will be conducted in Grand Turk on November 23 where the TCI Tourist Board and Grand Turk Cruise Centre will present cruise ship passengers with a courtesy ‘postcard’ of the TCI. On November 23 to 24 there will be an introduction of the ‘hello tourist programme’ conducted by the TCHTA. On November 25 there will be an open house at the TCI community college where a culinary exhibition will be issued and students will showcase their various skills.

Activities will conclude with members from the TCHTA and their various teams will participate in an all island clean up called TCI shines on December 5.

Kenrick Neely, deputy director of the Environmental Health Department, said that it was a great theme and he was happy that it was the theme chosen for this year because he along with his colleagues at the department have been talking about maintaining a clean community.

He said: “We at the Environmental Health Department have been speaking to persons and educating persons and letting them know that in order for us to have a clean community it starts with each and every one of us. It is not just a government initiative.

“This year we are happy again to be partnering with the Tourist Board and Hotel Association and the other stakeholders here in cleaning our country.”

Present at the event were representatives from DEMA, the Department of Environmental Health, the RTCIPF, and TCHTA among others.

The Junior Minister of Tourism, William Elliot was also in attendance and spoke about his experience in Curacao where he represented the TCI at the Caribbean’s Tourism Organisation’s Youth Congress.

Science & Technology Strong forces make antimatter stick PHYSICISTS have shed new light on one of the greatest mysteries in science: Why the Universe consists primarily of matter and not antimatter.

Antimatter is a shadowy mirror image of the ordinary matter we are familiar with.

For the first time, scientists have measured the forces that make certain antimatter particles stick together.

The findings, published in Nature, may yield clues to what led to the scarcity of antimatter in the cosmos today.

The forces between antimatter particles - in this case antiprotons - had not been measured before.

If antiprotons were found to behave in a different way to their “mirror images” (the ordinary proton particles that are found in atoms) it might provide a potential explanation for what is known as “matter/antimatter asymmetry”.

At the beginning of the Universe, the Big Bang produced matter and antimatter in equal amounts. But that’s not the world we see today: instead antimatter is extremely rare.

Some phenomenon must have led to the overwhelming dominance of matter; scientists have their theories, but the evidence remains elusive.

“Although this puzzle has

been known for decades and little clues have emerged, it remains one of the big challenges of science,” said co-author Aihong Tang, from the Brookhaven National Laboratory in New York, US. “Anything we learn about the nature of antimatter can potentially contribute to solving this puzzle.”

Thankfully, antimatter can be produced by particle accelerators - albeit in tiny amounts - giving scientists the opportunity to study its properties.

Using a particle smasher called the Relativistic Heavy Ion Collider (RHIC) at Brookhaven, physicists were able to measured the force of interaction between pairs of antiprotons.

The scientists found that the force between antiproton pairs is attractive, just like the strong nuclear force that holds protons together within atoms.

Antimatter particles have the same masses as their ordinary matter equivalents, but carry opposite charges.

Zhengqiao Zhang, another scientist who studied the antiproton interactions using the RHIC, said: “We see lots of protons, the basic building blocks of conventional atoms, coming out, and we see almost equal numbers of antiprotons.

Chemicals in cosmetics and personal care products may increase cancer risk Every time someone showers, shampoos, applies moisturizers or sunscreens, they expose themselves to dozens of controversial, possibly harmful chemicals.

Called parabens, these chemicals may be more dangerous at low doses than previously thought, according to a team of researchers from the University of California Berkeley.

The new study, published in the journal Environmental Health Perspectives, warns consumers that the chemicals can mimic the hormone oestrogen and may increase the risk of cancer.

According to the study’s lead author Dale Leitman, a gynaecologist and molecular biologist at UC Berkeley: “Although parabens are known to mimic the growth effects of oestrogens on breast cancer cells, some consider their effect too weak to cause harm. But this might not be true when parabens are combined with other agents that regulate cell growth.”

Parabens trick the body into thinking they’re actually oestrogen.

The more a woman is exposed to oestrogen, whether it’s from taking oestrogen medications, experiencing menopause later in life, or being obese, the greater her risk of breast cancer. The researchers’ concern is that once inside the body, these parabens may become even more potent.

and women’s health, wanted to know what really happens when parabens are present. To find out, they analysed breast cancer cells with two kinds of receptors called oestrogen receptors and human epidermal growth factor receptor (HER2).

About 25 per cent of breast cancers are said to have increased levels of HER2. Tumours with this receptor likely grow and expand more aggressively compared to other breast cancer types.

For the study, the researchers used naturally-developed growth factor heregulin found in breast cells to activate HER2 receptors, while the breast cancer cells are subjected to parabens.

The findings showed that parabens instigated the oestrogen receptors via activating genes that triggered the breast cells to reproduce quickly and the impact was significant.

The parabens were able to cause breast cancer cells to grow in concentrations that are 100 times lower compared to cells that were not subjected to heregulin.

These findings are said to be cause for concern because they mean paraben exposure doesn’t have to be high to lead to cancer growth.

According to the US Food and Drug Administration (FDA), moreover, parabens are one of the most commonly used preservatives in cosmetic products.

Tapeworm spread cancer cells to man

If successfully commercialised, it could increase the durability of glass used in the windows of buildings, cars and in smartphone displays.

Scientists develop ultra-hard glass SCIENTISTS in Japan have developed a type of ultra-hard glass.

The new material is thin as well as hard and is made using alumina, an oxide of aluminium.

The team from the University of Tokyo and Japan’s Synchrotron Radiation Research Institute have published their findings in Scientific

Reports journal.

The material belongs to a category known as oxide glasses, which mainly consist of silicon dioxide but with their strength boosted by alumina.

However, attempts to increase the amount of alumina have faltered in the past because it would cause the mixture to crystallise when it came into contact with the sides of its container, preventing a useful glass from being formed.

SCIENTISTS have reported the first case of a human falling ill from cancer cells that arose in a parasitic tapeworm.

U.S. researchers say cancer cells originating in a common tapeworm took root in a 41-year-old Colombian man who was HIV positive.

A brief report on the case is published in Wednesday’s issue of the New England Journal of Medicine. The researchers describe tapeworms growing in a person and essentially spreading cancer.

In 2013, doctors in Colombia asked the CDC for help to diagnose the cause of the man’s lung tumours.

He had sought medical care because of fatigue, fever, cough and several months of weight loss. He was not taking treatment for HIV. CT scans showed growths in the lungs, liver and adrenal glands. The tumours resembled human cancer, but the CDC scientists found they were not.

“They were way too small to be human,” said the study’s lead author, Dr. Atis Muehlenbachs, a pathologist at the U.S. Centers for Disease Control and Prevention in Atlanta.

Tapeworm infestation can result from ingesting poorly prepared meat, or living in conditions of poor hygiene.

“They were actually about 10 times smaller than a human cancer cell.”

The tumour cells also seemed to be fusing together, which human cancer cells normally don’t do.

It took a lot of laboratory sleuthing to discover the real cause.

They eventually found DNA from H. nana tapeworms in the man’s

tumour that invaded tissues.

During the lab investigations, the man’s lymph nodes increased to a maximum of five centimetres in diameter and his condition deteriorated over four months until he died. Before the patient died, he gave written permission for studies to be performed and the results to be published.

Lemongrass A NATIVE of India, lemongrass can grow to between three and six feet high.

There are two kinds of lemongrass: East Indian and West Indian but there is little difference between them in terms of culinary use and growing.

It’s a very nondescript plant, looking much like a very tall patch of grass that doesn’t often produce flowers.

At the base of each group of leaves there is a fat stalk, similar to a spring onion bulb. The overall plant is made up a big cluster of these individual stalks.

The bulb or bottom part of each

stalk is used for most cooking purposes, but the rest of the leaves can be used as well. Teas are usually brewed with the leaves.

Not only is the tea very zesty in flavour, it can also help settle upset stomachs and ease a cough.

The oils in lemongrass have a number of homeopathic health uses, though most home-growers do not extract the essential oils from their plants. It’s mostly used as a flavouring.

You can start a new lemongrass plant from fresh stalks as long as they are still firm and green, you should be able to get them to root.

Snip off an inch or two from the end of the leaves, and put the base end in a glass of water.

Leave somewhere sunny, and you should start to see roots sprouting from the bottom of the stalk in about a week or two.

Once your stalk has roots at least an inch long, you can either plant it in a container for indoor growing or take it right out into the garden.

Keep your lemongrass plants at least three feet apart, and allow for a height of six feet (though you can trim it lower than that).

When you dig the holes for the plants, mix in some compost or wellaged manure to help enrich the soil.

The soil shouldn’t be too thick

though, the water still has to drain to keep your plants healthy.

Lemongrass will need a lot of nitrogen, so you should fertilise at least monthly with either a standard or high-nitrogen formula.

Water your plant regularly and don’t let it completely dry out, especially when the weather is very hot.

Once your plant gets to three feet or so in height, you may want to keep the tops of the leaves cut down even more than what you are taking for an actual harvest.

This can help keep the size of the plant down. Lemongrass doesn’t grow branches so no other pruning is necessary.

The lemon-scented oils in lemongrass are frequently used to make natural insect repellent, so you really won’t have much to worry about when it comes to those kinds of pests.

Cats have also been known to have a fondness for lemongrass and may chew on your plants if given the chance.

Lemongrass has a strong flavour of lemon citrus and it can be brewed in tea as well as used as a herb for seasoning.

The most common dishes that use lemongrass are Asian cuisine, but whether you use it to add flavour to meat or fish, or just to brew tea, remember that it can be quite strong.

How to prevent a residential burglary TO PREVENT your home from becoming burglarised, there’re several steps you can take to deter burglars from breaking into your home.

You can alter the appearance of the outside of your home or hide valuables in secure locations inside your home to prevent burglars from stealing your personal property.

Always clean up the outside of your property to show you’re occupying your home and pick up discarded trash that has landed in your yard.

Install timed lights or leave a radio playing if you’ll be absent from your home for long periods of time.

You may want to enlist a

trusted friend to keep an eye on your property while you’re travelling away from home.

It’s always a good idea to lock all your doors, windows and sheds when you leave your home to make it difficult for burglars to enter without attracting the attention of others.

Make periodic checks on all of your locks for their durability by trying to open your doors and windows from the outside.

Install sturdy deadbolt locks on your doors to prevent thieves from breaking in easily.

Every effort must be made to make your doors and windows visible to the neighbourhood and to the street.

Cut away tree branches that can hide burglars when they’re breaking

into your home.

Store your valuables away from windows or doors where they can easily be seen from the outside.

You may want to hang privacy curtains over windows to make it difficult for others to see inside.

Hide or destroy any outside trash that may advertise your personal belongings to the rest of your neighbourhood.

Don’t leave spare house keys under your front door mat, leave them with trusted friends. Burglars may be familiar with common hiding places for spare keys.

Park your vehicles inside a closed garage if you have one to make it difficult for burglars to determine if you’re home or not.

Plastic micro-beads in your beauty products PLASTIC pollution is an ongoing rising problem and one which threatens the oceans at an alarming rate.

Plastic never goes away but just breaks down into tiny little pieces that are mistaken as plankton and eaten by over 600 different marine species.

Once in the food chain the toxicity of the plastic increases more and more until it ultimately ends up on our very own dinner plates in the seafood that we eat.

One of the ways plastic is ending up in the ocean and waterways is by many of the beauty products used on a day to day basis.

A popular addition to facial scrubs, body washes and even toothpaste is the little plastic microbead, used to help scrub, exfoliate and clean the body.

One product, Neutrogena’s ‘Deep Clean’ was found to contain around 360,000 beads in one single tube alone and all these are all designed to be washed down the drain.

Considering that more than 1,000 products around the world now contain these beads it is a huge environmental problem as just a single plastic particle can absorb up to 1,000,000 times more toxic chemicals than the water around it.

Many sewage treatment facilities do not capture synthetic, floating

particles the size of micro-beads that are only about 0.5mm in diameter and during heavy rain, some treatment facilities let sewage overflow go directly into our waterways.

The good news is that this is a solvable issue. Natural alternatives such as apricot kernel shells and jojoba beads are an alternative solution and many brands are now using these instead.

Pressure is being placed on the companies that include the plastic micro-beads in their products and an ongoing awareness campaign is highlighting the problem to the public.

By choosing your products carefully and reading the ingredient list you can avoid these beads and help to do your part for the environment.

Also consider boycotting companies who include micro-beads in other products such as Colgate, Crest, Axe, Dove, Neutrogena and the Body Shop.

• In a separate large bowl, lightly beat together the milk, egg, pumpkin, and oil.

• Pour batter, 1/3 cup at a time, onto the prepared griddle.

• Make a jack-o-lantern face in each pancake with the chocolate chips.

• Cook until bubbles appear on the surface, then flip and cook until golden brown on the other side, about five minutes per side.

Sitting on the job DOES your job find you sitting most of the day?

While sitting can seem restful, keep in mind that staying in any one position for long periods of time can cause strain and injury to your muscles, joints, tendons and ligaments.

Take frequent breaks First, ensure that you take regular breaks from sitting. Get up, take a walk outside around the office and stretch.

Posture perfect Next, pay attention to your posture.

Sitting incorrectly puts strain on your lower back, decreases blood flow to your working muscles and accelerates fatigue.

Practice ‘active sitting’ with your feet flat on the ground in front of you, your back straight, your shoulders squared and your chin parallel with the floor.

This posture will strengthen the core muscles of your abdomen, sides and back to reduce the strain on other areas.

The stronger your core muscles, the easier it will be to maintain good posture.

Choose a good office chair What’s most important in preventing injury and strain is to be able to easily vary your sitting positions throughout the day. An investment in a good office chair

can help a lot. The right chair for you should be easily adjustable to suit your size, adapt to support your spine in various working positions, have a backrest that supports your lower back, have armrests, if they are appropriate to your work and have a front edge that curves downward to promote proper posture.

Stability balls One recent trend is to use a stability ball at the office. While a ball is a great tool to help you tone your abs at home or at the gym, it should not replace a good chair at your work station. If you do bring the ball to work use the ball only for

short periods, use your abdominal, back and side muscles to maintain straight posture and stop when your muscles feel tired.

Sitting on a ball instead of a chair can actually increase the pressure on your back, especially if your core muscles aren’t strong.

So, sitting a long time on the ball may lead to greater discomfort in your lower back. Do not use a ball if you have osteoporosis, balance or low back problems.

‘This is the worst government we have ever seen’ – Opines FNM Leader Dr. Hubert Minnis

FNM Leader Dr Hubert Minnis on Tuesday called the Christie administration the “worst government this country has ever seen.” Crime will continue to rise as long as they are in power, he said.

In an interview with The Tribune, Dr Minnis said the murder record is not the only record this administration will break. The Christie administration, he said, will also hold the record “for the most false promises and the most talk with no action.”

On Monday, the country recorded two more homicides, pushing the murder count to 127 for the year, tying 2011’s record for the highest number of murders ever recorded in the Bahamas. That record was set during the former Ingraham administration.

While in opposition, the Progressive Liberal Party frequently called for the resignation of then Minister of National Security Tommy Turnquest over the rise in crime and murder. The PLP also campaigned on a general election platform that it had solutions to crime, however violent crimes and murder continue to be a problem.

On Tuesday Dr Minnis said the PLP is clueless on how to solve the issue. “(Prime Minister Perry) Christie and his boys have no clue what they are doing. They have no idea

what to do when it comes to crime and governance. They have no direction and no clue on how to fix the crime problem because they blame everyone but themselves,” Dr Minnis said.

“They are truly the worst government this country has ever seen. We put forth a plan to deal with the crime problem. It included a revolutionary concept on community policing, we spoke about police cars being situated in hot spots and we gave them a point-by-point solution that they have not adopted. The PLP is clueless and the country will continue to suffer under them.”

Dr Minnis also criticised National Security Minister Dr Bernard Nottage for remaining silent “while the country burns.”

“Didn’t he say a couple (months)

ago, that they were going to do community walkabouts and do something to fix this crime problem?

Well I haven’t heard anything since then. Why hasn’t he addressed the public yet? Is he waiting for more people to die, more blood to be shed?

This is ridiculous.”

In September, Dr Nottage blamed the judiciary for the country’s crime problem, and blasted judges for failing to impose stiffer penalties and not properly enforcing laws that are on the books.

Speaking in the House of Assembly at the time, Dr Nottage said that some magistrates give lighter sentences to criminals because the accused is someone in society’s “good son”. He said it is hard to believe that some judges live in the same country and still only give criminals “a slap on the wrist” when they appear before them.

Dr Nottage also said the government was “coming back to Parliament very shortly” with new measures to assist in the fight against crime.

“We hope these will assist us in the extraordinary task that we have to reduce and minimise the loss of death of our young people,” Dr Nottage said.

However, this proposed legislation has not been tabled in Parliament yet.

In August, Dr Nottage gave a national address on crime, however, it was widely criticised for “lacking depth” and providing little new strategies for crime fighting.

UK, US rank as more tax secretive than Bermuda BERMUDA is outranked on a tax secrecy list by Britain, the US and the Cayman Islands.

Bermuda is 34th in the rankings of 100 countries for tax — while the Cayman Islands ranks fifth on the list.

Switzerland tops the list, followed by Hong Kong, the US and Singapore.

Britain is 15th on the list — but the UK-based Tax Justice Network (TJN) said that the country would have topped the list if its Overseas Territories had been included with it.

The UK Crown Dependencies of Jersey and Guernsey ranked 15th and 17th, with the Overseas Territory of the British Virgin Islands in 21st place.

The TJN report said: “Though the US has been a pioneer in defending itself from foreign secrecy jurisdictions it provides little information in return to other countries, making it a formidable,

harmful and irresponsible secrecy jurisdiction.”

The report singled out American states Delaware, Wyoming and Nevada as tax havens which made it easy to set up shell companies catering to overseas people and companies looking to hide assets.

And it said: “The US has not seriously addressed its own role in attracting illicit financial flows and supporting tax evasion.”

Bob Richards, the Minister of Finance, was yesterday off the Island and could not be contacted for comment.

The individual TJN report on Bermuda gave it a tax secrecy rating of 66 — a mid-level rating — and an overall financial secrecy rating of 217.7.

The US has an overall rating of 1,254.7, with the Caymans on 1,013.1 and the UK at 380.2.

The TJN report said the UK’s commitment to a public register of ownership for UK companies and

free online searches for company accounts had boosted the country’s standing.

But it was critical of Britain’s failure to force its Overseas Territories, including Bermuda, to do the same.

Bermuda has maintained a register of beneficial ownership for decades — but it is not available for public inspection.

The TJN report said: “Though the UK isn’t in our top ten, it supports a network of secrecy jurisdictions around the world ... whose trusts and shell companies hold many trillions of dollars worth of assets.

“Had we treated the UK and its dependent territories as a single unit it would easily top the 2015 index, above Switzerland.”

SRC says delinquent governments hampering its ability to report on quakes THE Trinidad-based University of the West Indies Seismic Research Centre (SRC) is blaming its inability to provide timely information on a series of earthquakes that occurred off Dominica earlier this week on governments – including Dominica – that have been delinquent in paying their contributions.

On Wednesday morning, the SRC posted on its social media platforms that it had been receiving several reports of felt earthquakes from the vicinity of Scotts Head and Soufriere in Dominica the previous day, but was unable to provide a full report on the events “due to technical difficulties”.

Shortly after, the SRC said its instruments recorded seven earthquakes occurring near the southeast coast of ??Dominica between 5:48 p.m. and 11:28 p.m. on Tuesday. The largest event occurred at 6:51 p.m. at a depth of 20 km and was of magnitude 3.1.

In a statement issued yesterday, the SRC said it was “unable to provide timely information on these events due to limitations in its

seismic network in the island that have resulted from non-payment of contributions from several Caribbean countries”.

According to the centre, only a third of the governments who should be paying were actually meeting their obligations.

“The centre conducts its routine functions through financial contributions from nine countries in the English-speaking Eastern Caribbean. In the past decade, however, only three of these countries have made regular contributions with the others amassing considerable debt to the UWI spanning several years,” it said.

“The continued non-payment of annual contributions to the SRC by several island governments, including Dominica, has undermined the SRC’s capacity to maintain the regional monitoring network at ideal levels. Financial constraints have also impacted the SRC’s capability to locate small earthquakes sometimes leading to delays in disseminating information to the public on these events.”

Government plans ‘interventions’ to lessen Caymanian unemployment THE Cayman Islands government intends to focus on “specific interventions” to assist in lessening Caymanian unemployment within the next 18 months, Premier Alden McLaughlin said Monday.

Specific details of any such interventions were not explained by the premier during a press conference earlier this week, but Mr. McLaughlin indicated that his government would consider organizational changes that could provide “the best arrangements for the administration of work permits.”

The effort would, among other things, “investigate the

current and future skills needs of employers,” identifying how companies can maintain training and development programs to ensure Caymanian workers obtain and maintain required job capabilities, the premier said.

“This government does not view unemployment as the fault of business and we do not believe any work permit issued is a job taken away from a Caymanian,” Mr. McLaughlin said. “However, we do believe there is more business can do to provide opportunities for Caymanians … and there is more government can do.”

$30M recovery from leading CLICO asset CLICO (Bahamas) liquidator is likely to recover more than $30 million from the insolvent insurer’s main asset, although significant hurdles remain before this can be returned to Bahamian creditors.

Craig A. ‘Tony’ Gomez, the Baker Tilly Gomez accountant and partner, reveals in his latest report to the Supreme Court that he has raised almost $56 million in real estate sales proceeds by selling off the Florida-based Wellington Preserve development to US buyers.

And his latest update on progress in CLICO (Bahamas) liquidation reveals that Wellington Preserve’s wind-

up is expected to be completed on New Year’s Eve, after disposing of some 500 acres in the high-end Palm Beach County community.

The near $31 million recovery from Wellington Preserve represents 55.4 per cent of the gross sales proceeds, with Mr Gomez forced to spend the balance on a combination of US taxes, legal fees, real estate commissions, utilities, planning and other expenses.

And much remains to be done before any of that $31 million can be paid out to Bahamian creditors. Mr Gomez must now turn his attention to the liquidation

of CLICO Enterprises, the investment vehicle that the insolvent life and health underwriter used for all its non-insurance activities.

His principal obstacle here is the $64.677 million claim against CLICO Enterprises by its affiliate, Clico Trinidad, which the latter alleges represents a guarantee for loans it advanced to the Bahamian company plus an inter-company transfer.

Tribune Business understands that Mr Gomez is likely to fight this claim in the courts, and may also potentially seek to offset it against the $58 million ‘guarantee’ allegedly owed to

CLICO (Bahamas) by both sides’ parent, CL Financial.

Victory for Mr Gomez here is critical to determining how much CLICO (Bahamas) creditors will recover, as the CLICO Trinidad claim is equivalent to 46.5 per cent of CLICO Enterprises’ total $139.064 million.

Applying the same percentage to the near-$31 million likely to be recovered from Wellington Preserve would see Clico Trinidad walk away with $14.145 million, leaving just under $17 million available for distribution to Bahamian creditors when that sum is finally upstreamed to CLICO (Bahamas) estate.

Still, Mr Gomez told the Supreme Court that “the expected completion” of Wellington Preserve’s windup is set for 2015. “US counsel advised that the tentative date to have Wellington Preserve wound-up will be December 31, 2015,” he said.

Wellington Preserve represented CLICO (Bahamas) main asset. Its purchase and initial development were financed by $73.8 million in advances from the insolvent insurer to CLICO Enterprises - transactions that Mr Gomez believes might have breached Bahamian exchange control regulations and been conducted without the

necessary approvals.

“The complete inventory of available land totalling 523 acres was sold, and a portion used for infrastructure development,” Mr Gomez explained of Wellington Preserve’s liquidation.

“Land sold totalled 500.49 acres, and the remaining 22.51 acres was used for infrastructure development.”

Mr Gomez said his remaining challenges relating to Wellington Preserve involved settling the $73.8 million investment made by CLICO Enterprises in the project, and the “continuing investigation” into the funds disbursed by CLICO (Bahamas).

Bermudian officer stabbed in UK nightclub THE mother of a Bermudian police officer stabbed in a British nightclub has said his “spirits are up” after the attack.

Kyle Godfrey, 22, suffered a punctured lung during the incident, which took place at the Wonderworld nightclub in Milton Keynes early on Saturday morning.

Kier Lawrie, 25, from Wellingborough, Northamptonshire, appeared at Milton Keynes Magistrates’ Court on Monday morning in

connection with the attack and was remanded into custody to appear at Aylesbury Crown Court on November 30.

He has been charged with one count of wounding with intent and one count of possession of a bladed article in a public place.

Mr Godfrey’s mother, Jeana Jones, said that her son was halfway through a two-week vacation when the attack took place. He was released from hospital yesterday, but will not be able to fly back to Bermuda

for roughly one month, until his injury has sufficiently healed.

“Kyle is recovering. I’m just glad that my son is coming back to me,” she told The Royal Gazette.

“His spirits are up — he’s mentally strong and very positive, so he’s not letting it slow him down.”

Ms Jones added that she plans to fly to Britain this weekend to see her son, who is recuperating at a friend’s home in London.

FOR the third year in a row, Forbes has ranked the Russian President as the most powerful person in the world, putting Vladimir Putin above Germany’s Chancellor Angela Merkel and US President Barack Obama.

“Putin continues to prove he’s one of the few men in the world powerful enough to do what he wants,” the magazine said.

Putin’s ratings haven’t suffered a bit – even after sanctions imposed by

Migrant crisis: Three million expected to reach EU by 2017 Three million migrants are likely to arrive in Europe by 2017 as the record influx via the Mediterranean continues, the European Commission says.

The EU’s executive arm said the influx would have a “small but positive” effect on EU economic output, raising GDP by 0.2-0.3%.

The influx will raise the EU population by 0.4%, the Commission forecasts, taking account of failed asylum claims.

The flow of Syrian refugees to Europe shows no sign of abating, the UN says.

The weather in the Aegean Sea has got rougher with the onset of winter. But Peter Sutherland, UN Secretary-General Ban Ki-moon’s special representative on migration, said Syrians were not put off by that.

Black realtor files $100K lawsuit after restaurant demands he pay for meal in advance AN Oregon man claims he was told he had to prepay for his meal in a Vancouver restaurant because he is black.

Realtor Brian Eason says he was offended after being asked to pay for his breakfast in advance at the Elmer’s restaurant chain last December.

Now, he is suing them for $100,000 due to “feelings of racial stigmatisation,” according to the lawsuit.

“You’d like to think that type of brazen racism is fully buried in the past and it’s not,” Greg Kafoury, Eason’s lawyer, told KGW.com.

Eason, who is also a Multnomah County sheriff’s deputy, went for breakfast in the restaurant on Dec. 16 last year when the waitress asked him to pay up front.

When Eason asked the waitress why, the waitress explained she was simply acting on instructions from the owner, before apologising and acknowledging the policy was discriminatory.

“I think it’s discrimination and my boss is here, and she’s forcing me to have me do this,” Eason, in an interview with Oregon Live, recalls the woman saying. Eason paid up,

US fines Deutsche Bank $258m for working with Iran GERMAN company Deutsche Bank has been fined $258m (£167m) by US regulators for working with USsanctioned countries Syria and Iran.

The bank will pay penalties to the New York State Department of Financial Services and the Federal Reserve.

Employees who worked on the illegal transactions must not work with the bank again, the Federal Reserve said.

The bank also violated various New York state laws and is paying

the two agencies separately.

“The firm did not have sufficient policies and procedures to ensure that activities conducted at its offices outside of the United States complied with US sanctions laws,” an official from the Federal Reserve said.

The Federal Reserve is requiring Deutsche Bank to create an “enhanced” programme to “ensure global compliance” with US sanctions, characterising its transactions with Syria and Iran “unsafe and unsound”.

Woman stoned to death in Afghanistan over accusation of adultery THE men surround the woman as she stands in a hole dug into the stony ground, only her head pokes above the surface. Then they begin to pick up rocks and hurl them at her again and again from close range.

Her agonized cries grow louder as the barrage of stones intensifies.

The barbaric killing took place in a Taliban-controlled village in central Afghanistan last week, according to the provincial governor. Video of it, apparently filmed on a cell phone, has circulated on social media.

The 19-year-old woman, identified as Rokhshana, had been forced to marry against her will and recently fled with another man, said Seema Joyenda, the governor of Ghor province. The couple were caught after two days, and the Taliban leader of the village ordered that Rokhshana be stoned to death for adultery, Joyenda said.

The killing underlines the widespread problem of violence against women in Afghanistan.

Earlier this year, the brutal killing of a 27-year-old woman by a mob in Kabul, the capital, stirred outrage both inside the country and around the globe.

Joyenda, one of two female

governors in Afghanistan, said she cried as she watched the video of Rokhshana’s killing.

“It was really inhumane,” she told CNN. But she said provincial authorities had so far not been able to do anything about the atrocity in the village of Aurdak, which the Taliban have controlled for nearly three years.

Joyenda said she has asked President Ashraf Ghani for reinforcements to help retake places like Aurdak but doesn’t know when she will have enough security forces and weapons.

Attacks on women and disregard for their rights have been widely documented by international organizations in Afghanistan.

The former president knocked former Vice President Dick Cheney and former Defense Secretary Donald Rumsfeld to his biography, Jon Meacham in interviews for “Destiny and Power: The American Odyssey of George Herbert Walker Bush,” calling Cheney an “iron-ass” and labeling Rumsfeld “an arrogant fellow.”

Bush told Meacham he thought that the famously influential vice president carved out “his own empire” in the White House.

“He had his own empire there and marched to his own drummer,” Meacham quotes Bush. “It just showed me that you cannot do it that way. The President should not have that worry.”

BCB Wahoos and Meridian Marauders on top THE BCB Wahoos are two points ahead after six rounds of the Seven Stars Autumn Tag League owing to a 22-9 win over the BCQS Jolly Ranchers last Thursday at the Meridian Field.

With the win the former champions have accumulated 16 points, two more than Meridian Marauders (14) and six more than Red Mist (10). Unicorns of Doom and the Jolly Ranchers are tied on nine points each, while Projetech Nuff Said have seven, and Tipsy Turtles three.

In their win last week the Wahoos were led by the returning Harry Turbyfield with six points.

Five players crossed the line for the Ranchers including Callis Jones and Alina Ayr, who are amongst the best scorers this season.

In the opener the Uptown side lost to Nuff Said after Cara Buddle crossed four times (12 points) and Gorgeous George scored six tries for a 22-10 point win.

In game three the Unicorns of Doom defeated the Tipsy Turtles by a scoreline of 22-12, rounding out a night where all winning teams scored 22 points.

Mark Francis was in fine form for the Unicorns and scored 10 points while Claire Winchester scored nine points. The Turtles ran nine tries through the middle of the park, Joe Ryan scored three and AJ Forbes two. Paul Slattery was the leading scorer for the Turtles with six points.

In the final match of the night the Red Mist and Meridian Marauders politely agreed to a 16-16 draw. Going into the round the Red Mist were looking to consolidate their tenuous position on the table against an undefeated Meridian. Lincoln Outten scored five tries for the Red Mist and David O’Connell, Gordie Kerr and Rebecca Davies all scored three points each.

Gareth Butler scored half the points for Meridian and Courtney Tinkler scored a further six points.

Spartans might be the dark horse this season. They played undefeated in the pre-season.

The Real Madrid striker appeared before a judge in Versailles after being held in custody overnight.

Police are investigating what part he played in an alleged attempt to extort money from fellow French international Mathieu Valbuena.

A source told AFP news agency that he had admitted involvement.

Brooks dominates boards in collegiate openers ASHLEY Brooks is dominating the rebounding category for the Paul Quinn College Tigers. The 20-year-old starter, who grew up in Grand Turk, said it felt great to play at the basketball collegiate level in the US. The 6ft 3in small forward did his damage on the defensive end and pulled down 12 boards to go with three steals and two points in a losing effort on Saturday night against SAGU, while in a winning note on Tuesday night his school got past nationally-ranked team Philander

Smith College in Arkansas. In that game the former HJ Robinson student grabbed 12 boards and made three blocks.

Brooks, who switched from American football to basketball three years ago, told the Weekly News that he worked hard in the pre-season for his Dallas, Texas, school team and was excited to play his first game.

“I was excited, especially getting to start. I worked really hard during our offseason and I had actually gotten a hamstring injury like 10

weeks ago, so to come back from that and still get to start was a great feeling.”

Ashley was born in Florida, but his parents Angela and Desmond Brooks are from GT. After HJ, he studied Computer Studies at TCI’s Community College, before getting a scholarship to Texas CYM Academy through coaches Ray Evans and Kevin Harvey from Blazers Elite Academy.

TCI remain at 197, above the BVI (198), Anguilla (207) and the Bahamas (also 207) in CONCACAF. The TCI senior national

football team has not played in recent months. In March this year, the side played a home and away clash with St. Kitts and Nevis (lost both 2-6).

In June 2014 we defeated the BVI 2-0, during that time we were ranked 177. Our highest ranking was in 2008 at 168.
