CFO to be revoked by UK in 2017

BY OLIVIA ROSE MINISTER of the Foreign & Commonwealth Office (FCO), Baroness Joyce Anelay, has committed to removing the position of Chief Financial Officer, by the end of March 2017.

This comes as Premier Rufus Ewing met with Baroness Anelay, FCO`s Minister with responsibility for the Overseas Territories and had the opportunity to discuss a number of important issues at the recentlheld Joint Ministerial Conference (JMC) meeting in London on November 1.

The position of the CFO has been the subject of contention for several months now after Ewing dubbed it a flagrant violation of the Turks and Caicos Islands’ democracy.

Ewing also recently revealed his plan to introduce a CFO Repeal bill to the House of Assembly to forcefully demonstrate his Government`s will to remove the CFO , however this would not be possible since he recently dissolved the House to usher in the constitutionally due general elections.

According to a release, during his discussion with Baroness Anelay, she told the Premier that it was unfortunate that they were unable to execute the request of the Premier as discussed with her predecessor.

However, she noted that she has already committed to the process of the position of the CFO being removed from the TCI constitution

by Order in Council, and also stated that that process should be completed by the end of March 2017.

The Minister said: “A promise was made and that promise would be kept, as I am a woman to my word.”

Ewing in September blasted the UK for imposing the position of the CFO on the Turks and Caicos Islands at a UK Overseas Territories Attorneys General four-day symposium held in the Turks and Caicos Islands.

He said: “This Government upon assuming office took the stance as communicated in my letter to the UK Secretary of State in February 2013 that the position of CFO was a violation of the principles of democracy.

“The responses received made it blatantly clear that we would be fighting an uphill battle against the UK’s position and this administration made the decision to focus efforts on governing this country and aggressively embarked upon one of the most successful economic recovery strategies seen in modern times.”

“We deemed it essential to fortify ourselves to fight another day and relied on the guarantee of the UK Government that the position of CFO would be extinguished upon retirement of the UK Guarantee.”

Ewing reminded the conference that his government has since toiled arduously and the people have made tremendous sacrifice to achieve the economic recovery of the country.

“We have retired our debt in February of this year and discussions had commenced with the Overseas Territories Minister and FCO from December last year as we demanded that the U.K. Government uphold its end of the agreement with the people of these islands.”

repayment of the bond.

However, this period expired at the end of August of this year and the UK government has failed to honor their end of the bargain to remove the CFO. Turning his attention to other pertinent matters in the TCI, Ewing impressed upon Minister Anelay, the urgency of the state of affairs as it relates to illegal migration and the threat that it poses to the national

security of the Turks and Caicos Islands for which the U.K. holds responsibility.

He advised the Minister that the Turks and Caicos are insisting upon greater support from the U.K. Government in the area of border security, defense and internal security.

On the heels of the Premier’s meeting with Minister Anelay the Premier requested of the Governor,

Commissioner of Police, and Immigration Minister to execute a joint approach with regional assistance to combat illegal immigration and crime in the Turks and Caicos Islands.

The Minister invited the Premier to apply to the newly created U.K. Overseas Territories Complex Stability and Security Fund to address the need presented for greater border security.

Premier Ewing further requested of the Minister, an indication of the progress being made with the amendments to the Crown Land Ordinance previously submitted by TCIG to the FCO. Baroness Anelay reassured the Premier that the review is progressing well.

It is anticipated that this bill would be one of the first bills that the Premier will bring to the House of Assembly if his party is victorious in the upcoming General Election.

Premier Ewing described the meeting as fruitful and very encouraging.

The JMC is the highest political forum under the 2012 White Paper, bringing together UK Ministers, elected Leaders and Representatives of the Overseas Territories for the purpose of providing leadership and a shared vision for the Territories.

More than 60 illegal Haitian immigrants successfully enter the TCI

BY DAISY HANDFIELD MORE than 60 illegal Haitian nationals managed to escape local authorities and entered the Turks and Caicos Islands on a wooden sloop last Sunday.

The illegal immigrants made landfall southwest of Amanyara in Providenciales, where the abandoned sloop was found by Marine Branch officers.

When Police and Immigration arrived on the scene, they were only able to capture two of the illegal immigrants, but the majority disappeared into the nearby bushes.

Meanwhile, during a Police stopand-search last week, two suspected illegals fled from a Toyota bus and a Toyota Corolla car at the sight of the officers.

Drivers of both vehicles were arrested under suspicion of assisting illegal entry.

In a press statement, the Ministry of Border Control reiterated its caution to those who might be inclined to harbor illegal immigrants.

‘Bullied’ ex-governor testifies Misick govt had its own agenda ON MONDAY (October 31) former governor Richard Tauwhare took the witness stand for the first time in the Special Investigation and Prosecution trial.

Tauwhare was first taken through a brief overview of areas for which he had responsibility during his tenure - 2005 to 2008.

Those areas included - safety, criminal justice system, aviation and maritime, immigration, financial services, financial controls, preservation of the national parks, the public service and chairman of Cabinet.

During the first couple of days of his testimony Tauwhare was taken through his experiences in Cabinet - which as the prosecutor indicated in his opening statements in January were very testy and frequently controversial.

Tauwhare spoke about the decision making structure of Cabinet, and the process it takes for Cabinet papers to be presented to the body for approval.

The former governor recounted that during his tenure when chief defendant Michael Misick was first the Chief Minister and then Premier, he was frequently presented with last minute Cabinet papers as well as countless honourable mentions by ministers of government during the Cabinet sessions.

He told the court that many of these mentions dealt with approvals and other issues related to several developments.

He recounted that when he brought the issue up with the Premier, assurance was given that this would cease, but that it never did, not before his tenure ended in 2008.

The former governor testified that there was constant pressure by the ministers to get Cabinet papers approved, adding that this led to him compromising on a number of things.

He further stated that it was a constant challenge for him to get through Cabinet with the pressures

penalties for harboring illegal migrants were increased, and such persons now face a fines of up to US $20,000 on summary conviction or imprisonment for four years, or to both. In addition, persons convicted of such offence, face the possibility of having their status in the islands revoked, making them liable to deportation.”

Residents took to social media pages to express their fear at the news that the illegal immigrants had escaped the TCI authorities.

One said that the country was now exposed to “more strangers,

guns, robberies and murders.

Even the escapees know these Islands are too slack.”

He also recalled that when he brought up questions about some of the Cabinet papers, he was told by the Premier that he was asking for too much information.

He said that he had several questions on things such as leaseholds, freeholds, and permanent residence certificates.

The former governor said that the Premier and his ministers were consistently trying to get him to back down on issues he raised in Cabinet so that they can go ahead with their own agenda.

Tauwhare recalled that he got the impression from ministers that he was seen as only a hindrance to development of the country as they were the elected officials, and as such considered him to have no authority to question or stymie the progress that they were trying to effect.

He also testified that one of the main issues during that time that frustrated the ministers was the slow pace with which the public service was moving to approve permissions for developments.

Tauwhare said that he told them that they needed to let the public servants do their work and do so effectively.

However, he added that he was sympathetic with the ministers as they were elected to put things in place for the country and felt the public service was not delivering things in a timely manner.

An earnest Tauwhare recalled that he tried to work with the ministers to achieve their goals, but that many ministers were not collaborative nor were they prepared to discuss things in a rational manner.

He said they would accuse him of undermining them and would push him very hard to fulfill their wishes.

Asked who these persons were, Tauwhare said the premier and McAllister Hanchell especially.

He said Misick was always very insistent and believed that no

one should question his right to do anything .

He recalled that many of the problems dealt with development agreements.

He added that ministers would attend Cabinet and argue that they have a significant deal with a developer but that they needed to act quickly.

He said he constantly objected to this as the ministers seemed to be working on behalf of the developers and without the full scrutiny of public officers.

He told the court that there were many developments that were raised at Cabinet in this manner.

The former governor recalled one incident in which the former natural resources minister and defendant, McAllister Hanchell got very rude with him - cursing him out before storming out of the Cabinet meeting.

He recounted that that incident arose when Hanchell, at the very last minute, mentioned the Salt Cay development to the body, seeking approval for the deal to go through.

Tauwhare said from what he gathered in the meeting, Hanchell had just come from a meeting with the Salt Cay developers, straight into the Cabinet meeting and was immediately seeking approval in the form of a rubber stamp of the deal -

without prepared Cabinet papers, and without going through the necessary and required consultations.

When he refused to consider the deal, Tauwhare said Hanchell angrily stormed out of the meeting.

The former Governor said he addressed the incident with the Premier who apologized and that Hanchell apologized for his behavior in a subsequent meeting.

However, immediately after that incident, Tauwhare said he was invited into the Premier’s office for a word.

There, he said he was ambushed by all of the Government ministers who proceeded to give him a formal dressing down about an ‘unauthorised’ meeting he had held with the permanent secretaries of the various ministries.

Tauwhare said he was within his constitutional right as governor of the islands and head of the public service to meet with the permanent secretaries.

He said that everything he did was to assist the government and promote the smooth functioning of the public service.

When asked if he knew if any minister had an interest or had declared an interest in any development or had received any money from developers, the former governor said no.

ELECTION DATE COCK-UP

The election date cock-up must be an inconvenience and a serious embarrassment for the Premier. You know the story: The House of Assembly was dissolved last Thursday (October 27) by Premier Rufus Ewing, after he announced that general elections would be held thirty-eight days later, on December 5. The new Governor, however, who only arrived in the country two weeks ago, overturned the date on the basis that enough time had not been given to those who are responsible for supervising the elections. The new date for the elections has now been changed to December 15.

What are your thoughts?

Should have been avoided

Mr. Ewing has two legal persons as ministers so this type of situation should not occur. The supervisor needs adequate time to prepare the ‘machinery’ for election even more so in this one with so many variables.

With the legal persons on his team and those associated with the party plus 4yrs to correct any conflicting documents what accrued should have been avoided.

Should have consulted Premier

Even assuming the Governor is correct about that amount of time required to prepare for the elections, it might have been better for him to consult with the Premier to see if a joint announcement could be made about the extension. Of course, we don’t know if he attempted to do so.

No surprise

No surprise was my reaction. This Premier has been a disappointment from his failure in his first 100 days promise to the long delayed election date.

Why wait so long. There are many steps to prepare for election. He concentrated on his party problems not his responsibilities as premier. Nothing new. Where was his deputy, asleep in Long Bay? Where was his party chairman, trying to deal with the local polls that have his party loosing by a landslide.

His daddy was in the PDM camp demeaning the premier’s party. The PNP rally was a disappointment with only a handful of Haitians showing up.

Why is Harold Charles endorsing the Premiers party? His people remember the actions of PDA Skippings years ago but forget

the rage of DonHue and Washington’s remarks and current cost of work permits.

If the date was set any later we would be voting in church on Christmas Day ! No turkey or ham but stand by for buying votes again this year.

Standing in line

With the last minute rush to the polls the premiers supporters will be standing in line to vote with their hands open behind their backs.

Does it matter?

Does it really matter?cock-ups are what we are famous for. It’s part of the charm of the place.

There’s probably nothing heinous or sinister underlying the issue. Someone once said this place is all about “contrived chaos”.

What isn’t funny is that elderly and infirm people might have to wait for hours (possibly in the rain) in line-ups to vote. And the net result? Whoever is elected wields little power, with the main control lying overseas.

If the locally elected government could veto legislation coming from outside, which is deemed adverse to the Islands (which much of it is), then in John Wayne parlance “that ‘ll be the day”.

In any event, at least were are not facing the ghoulish predicament of our American neighbors to the north. Where they are being asked to chose between a fairground barker/ boardroom bully on the one hand and a crook, with a half crazed grin on her face wherever she’s about to be tumbled, on the other.

How a country of that magnitude managed to throw up (forgive the pun) two specimens like that for election, beggars belief. The U.S. has far better people. at least our main contenders for the leading roll here are professionals with a degree of probity and decorum to them lacking in the debacle going on in the U.S. Almost makes you proud to be TCI!

Who is the boss?

I think that the Prime Minister was being DISRESPECTFUL. He wanted to flex his muscles on the new governor. It didn’t work.

Sign of incompetence

The Change in the announcement of the date of the general election is a sign of total incompetence on the part of the Government, a blunder of monumental and epic proportions that scores the need for change.

This blunder, more substantive than symbolic, really illustrates the narrative of about how voters really see things in the TCI, about this Government, the absolute need for change and the late realization that “we are getting nowhere as a people”.

The feeling is that “we need men and women in Parliament with ideas and the passion to stand up for us”. The New Governor, gets to issue an election proclamation and naming a date. Why the haste?

Did the new Governor force the issue or was there a power struggle? One would have thought that after having exercised the power to name a date that his powers, as Governor, to do so and or to name a new date were exhausted or Uncut officio.

This seems odd and the cry by the former Premier to issue a Constitutional motion in the Supreme Court to have this odd exercise of gubernatorial power reviewed under the process of judicial review should be, carried out.

This error on the part of the Premier to call elections without consulting the Rt Hon Leader of the Opposition and as a Courtesy, the PDA and all the other independent candidates is really a slap in the face.

They do have support and some “internal polling” already shows that some of them are already considered winners. Suffice it to say; thought not yet elected, they represent significant portions of the TCI voting demographic.

Should’ve consulted Opposition

It was important to consult with the PDM leader in making the initial call for elections, considering that there is a new voting climate and things have really changed in the TCI. With all of these new candidates certain basic assumptions about TCI elections have changed.

You have over 27 estimated at large candidates, the changing and emerging political climate. Consensus being that there will be a change with a new Government of mainly PDMS, a PDA or two and mostly some Independents.

A delicious thought to restart the TCI. New Challenges; new polling cards, a critical need for new polling stations, booths and Polling Clerks. It would be expected that capacity to hold fair, free and seamless elections would be challenged.

Voters are concerned about the issue of treating, buying votes and hold free elections.

The old way of doing TCI Politics has also changed. This is one election where virtually,

no-one can all it.

Observers believe that the Premier may lose his seat, that certain opposition luminaries may fall victim to the onslaught of the independents, a grave they dug for themselves, by throwing their generals and faithful foot soldiers away.

Before making the call the premier was obliged, as a matter of administrative concern, to visit the Supervisor of Elections to find out whether there was sufficient capacity to conduct elections in this new climate.

The Blunder in making a false start adds fuel to the fire that there must be a change in Government, that there is an inability to manage things well.

With little and no development, no jobs for locals, discrimination against locals, TCI people feeling that they are “getting nowhere” this backfiring of the call will underline that critical need for a change.

Do it right

10 days makes very little difference. Better to take the time and do it right.

Some concerns

I would not say it was a serious embarrassment; the Premier relies on advice from the government’s legal team.

And in accordance with that he gave the date based on the advice. In checking again, it was discovered that there had to be a retraction of the date to be in line with the Elections Ordinance.

There are some concerns that the Constitutional requirements are not always channeled to what is expected in the local legislations, some issues are simple as do you include weekend days with actual working days when counting the time frame from the dissolution of the House of Assembly.

This is not an isolated case and going forward there has to be a greater alignment of local laws and what is outlined or expected from the Constitution.

I am sure those vying for seats as candidates welcome the extra ten days!

They do not know election laws

It is obvious the PNP do not know election laws or ignore them. This was proved when in 2016 they passed out huge...well you know what I mean. Now they have huge signs within 20 feet of the polling place in Middle Caicos and the electoral group is asleep this is out right illegal.

UK should pay exorbitant and unaccounted expenditure on SIPT trial

BY OLIVIA ROSE THE ISSUE of exorbitant and unaccounted expenditure on the Special Investigation and Prosecution Team (SIPT) trial has been peddled at this week`s Joint Ministerial Council(JMC) meeting in London.

Premier Rufus Ewing, who attended the recent JMC meeting in London, told the council that the SIPT trial is placing a significant financial burden on the Turks and Caicos Islands economy.

According to a Government release Ewing said: “The U.K. government is not assuming any

responsibility and has not conceded to his request over the past 4 years for the U.K. to pay the SIPT cost.”

“Day of reckoning is here” – PDA prepared to stamp out crime and illegal immigration

BY OLIVIA ROSE LEADER of the Progressive Democratic Alliance (PDA) Oswald Skippings says his part, “the government in waiting,” stands ready to stamp out crime and illegal immigration in the Turks and Caicos Islands.

Skippings told the Weekly News that the day of reckoning is here, and the people will finally have the democratic privilege of freeing themselves from the grip of oppressive bondage for almost four years.

Skippings said: “The Progressive Democratic Alliance has risen to the occasion and stands as a government in waiting, offering unparalleled representation, statesman leadership and an innovative approach to governance.”

Skippings noted that the PDA offers change the people can depend on.

“Change that would return this country into the hands of the Turks and Caicos people, change that would make you stakeholders in your country and restore hope, jobs, business opportunities and empowerment to all.

“Especially our youth who have been disenfranchised and marginalized.”

Skippings in the past lashed out at the Rufus Ewing led administration for not addressing critical, economic, and social issues and admonished the electorate against the passivity of the main parliamentary opposition the People’s Democratic Movement (PDM).

He said: “The PDA stands ready, willing and able to provide real servant leadership, we are prepared to stamp out this crime that is destroying our nation and terrorizing

the people, we are committed to bring this illegal immigration scourge to a grinding halt, we are serious about saving your businesses and your homes that you have worked so hard to build and we are ready to put our people to work and bring prosperity to all.”

Appealing to the electorate to give the party a chance in the upcoming general election Skippings said: “Now that the countdown is on, our worthy candidates will continue to present you with sound plans that would produce a diversified, vibrant and robust economy, policies that would build a strong, great, prosperous and respected nation and make us all proud to be Turks and Caicos Islanders again.”

The PDA on its campaign trail promises to localize the civil service, protect their jobs, and provide meaningful representation in all spheres of Government.

The PDA, which was formed

by Skippings after he severed ties with the Opposition, the People’s Democratic Movement (PDM), also pledges to address human and sex trafficking, and also to resuscitate vital industries in the Turks and Caicos Islands.

The PDA leader called on the electorate to unite, join hands together, and fight together for one common goal and build a nation that benefits all.

He said: “Think carefully and analytically, pray reverently, and I am certain that you will be convinced that the Progressive Democratic Alliance is the party to vote for in this upcoming general election, the party that will deliver us all and take our country back. “So when you go to the polls vote PDA, change you can depend on.”

The Progressive National Party (PNP) administration has been calling on the UK government to foot the cost of the trial of former Premier Michael Misick and other corruption accused for some time now.

The SIPT and civil recovery records indicate that the price tag has amounted to some $36 million to date, half of which was paid by the UK government.

This realization has evoked widespread concern about the cost of the SIPT trials.

Earlier in the year Finance Minister Washington Misick echoed similar sentiments when he said: “My view is that those costs should be borne by Her Majesty’s UK Government.”

Misick asserted that the funds being spent on the trial could be used to further develop the country.

“We have a lot of things that we could be spending that money on, but at the end of the day, it says justice must not only be done it must be seen to be done, and sometimes the wheel of justice turns very slowly.

“My opinion and the opinion of the Government, and I believe the majority of the people of the Turks and Caicos, is that if whatever purported wrong was done, it was done while we

“If they can indeed prove that there’s been wrongdoing, they should pay for it.

“That is unfortunate and unfair to the people of the Turks and Caicos, who have to foot that bill.”

According to the 2016/2017 budget statements the SIPT judicial cost was laid at some $5 million under revised statement for 2015 and 2016, while another $4 million is slated for 2016/2017.

The Myrtle Rigby Health centre renovation for the SIPT trial was funded to tune of $1 million through a UK grant.

Since 2009, when they were accused of widespread corruption in the Sir Robin Auld report, Michael Misick and others have awaited their time before the judge.

Former Premier Michael Misick and several others are accused of defrauding the Government of millions of dollars.

Former Premier Misick, who is named as the main defendant in the trial, has since the beginning of the proceedings, stated that he is being persecuted by the British government.

The SIPT trials began last December 18, 2015, after a fouryear investigation into widespread Government corruption.

New election date sparks uproar

BY OLIVIA ROSE THE ANNOUNCEMENT of a new election date for the Turks and Caicos Islands has sparked massive outrage, resulting in some politicians labeling the Premier ‘incompetent’.

Premier Rufus Ewing on Thursday (October 27) announced that the constitutionally due general elections would be held on December 5 during the last sitting of the House of Assembly.

But on Saturday October 29, the newly sworn-in, Governor John Freeman said the Premier’s date will not give officials sufficient time to prepare for the election as envisaged by section 26 of the Elections Ordinance.

Freeman in a media release revealed that: “Whilst the date of December 5 would be compliant with the constitution, in consultation with the Premier, it has been decided

that it would be most expedient to postpone the date for the election.”

At the time of the release he noted that discussions with the Premier

in regards to the new date would commence.

Elections postponement in the TCI: Some comments Everyone is now familiar with the narrative. The date for general elections is announced by the political directorate as December 5, only later to be changed unexpectedly to December 15. The initial date meant that political parties, and those with independent political persuasions mustered together more formally to present their case. Previous to this, attracting the attention of the electorate was not as strident.

The formal announcement meant everything was then ratcheted up, and politics took centre stage.

There has been speculation as to why the elections were called for December 5, 2016.

One letter writer thought it was because of the intervention of officialdom. Others felt the political machinery in power calculated that circumstances were ideal, since the political winds were blowing in its favour, based on its performance. While opposing parties surmised it was the pressure they exerted on the system. Another view, is that it was governance fatigue, and the need for a power break.

The election date was therefore announced to facilitate this.

But then, lightning struck.

The elections were shifted to December 15, 2016, which surprised a system known to be very conservative. According to Caribbean News Now, the postponement was announced

appointed Governor, who explained that the earlier date, December 5, did not provide officials with sufficient time to prepare for the elections in accordance with the Elections Ordinance.

There was also the issue of some confusion over calculation of the number of working days after the House of Assembly was dissolved.

The political directorate also noted the issue of timelines, and the procedures for choosing a day when candidates were to be nominated.

Elections could therefore not be undertaken in the timeline provided for in the constitution. And to settle any doubts, the political directorate made it known that the decision to change the date was made after consultations.

But what could really cause the issues we are confronted with? Had the provisions in the constitution regarding the holding of elections been carefully read and understood?

Did our officials not realise the earlier date, December 5, would not accommodate the preparation and

time required as the constitution stipulates? Did it have to take the intervention of British officialdom to again put the TCI on track, about an issue we should have been seasoned to?

Does this mean the relevant officials cannot properly calculate a timeline? And does power transcend procedures? The political directorate said the decision to change the election date was made after consultations. What does ‘consultations’ mean? Is it having a meeting and being informed?

A respectful discussion where the parties exchange ideas,from which a mutually agreed decision emerged? Can a conversation between the powerful, and those with less power be seen as consultations? Was the Elections Office involved in the dynamics of election dates? In the political life of a country unexpected issues can surface. But it would help immensely if we could get the protocols right, before making decisions.

In light of the postponement, leader of the People’s Democratic Movement (PDM) Sharlene Cartwright-Robinson, dubbed the Premier`s election –date blunder as “grossly incompetent.”

Robinson said: “Rufus Ewing is the first leader in our country’s history to ever get an election date wrong!”

She said: “Only a few months ago during my Budget Address I told this country that the Rufus Ewingled Government has been marred with incompetence. It appears that once again Rufus Ewing and his Government have shown this country that he and his colleagues are not capable or fit to govern.”

The PDM leader in her seethe said it would be wise for the Premier to admit his incompetence.

“His promise to announce a new date confirms that he had made a confession of same to the Governor,” she added.

Nudging at the Premier`s record and tenure, the First female Premier hopeful noted that it would be a travesty if the country were to “unfortunately fall into his hands again”.

She urged voters to: “Be patient and take note of the PNP’s weak, incompetent leader who has not even gotten the election date right”.

At that press conference the Premier made it pellucid that he acted “in accordance with the TCI`s Constitution when he dissolved the House of Assembly last Thursday, October 27th and called the elections.

He noted that : “Contrary to the opinions touted by persons from other political camps, the decision to exercise the option to change the date of election was made after much consultation and consideration with the executives and several legal minds of the Progressive National Party who advised and supported my decision to recommend a change to the Election Date.”

He explained that the blunder was with the time lines under section 26 of the Election Ordinance; hence the procedures for the appointment of a Nomination Day and Election Day could not have been executed in the minimum time frame provided for by the Constitution.

He noted that: “There were several options available to me as Premier to assist in rectifying the situation to permit the Supervisor of Elections to carry out the procedures required under the Election Ordinance.

“I exercised the option of recommending to His Excellency the Governor (Dr. John Freeman) to change the date of the election to a date of my choosing which December, 15, 2016‬.”

Pointing out that the Governor having consulted with him on this date will now issue an amendment to that Proclamation published on Friday October 28, 2016.

Two Dominican men arrested for allegedly murdering Gary Mead

BY DAISY HANDFIELD TWO DOMINICAN men have been arrested for the alleged murder of well-known businessman, Gary Mead.

Mead, 55, a long-time resident of Providenciales, was killed on September 30 in the parking lot of Slots-O-Fun on the airport road.

Kevin Clarke, PR for the Royal Turks and Caicos Islands Police Force (RTCIPF), said that the names of the suspects are being withheld because they have not yet been formally charged. However, he did confirm the ages of the suspects to be 22 and 44, and that the arrests were carried out in Providenciales and Grand Turk.

Commissioner of Police, James Smith, said: “These arrests are the result of relentless hard work and determination of our officers, who will continue to seek to bring offenders to justice and make our communities safer, so that people can go about their daily lives feeling safer.”

Meanwhile, the Police are

continuing their appeal to the public for any information relating to the murder.

Prior to the arrests, Supt. Clifford Ashton said he believed there were people who had details about Mead’s murder.

“I am appealing to those people to come forward.

“They might have that vital piece of information that will help us bring the offenders to justice. If you were on the Airport Road between Sammy Been Plaza, around 8 am or 9 am that morning as a pedestrian or driver along Airport Road, I urge you to come forward,” he said.

Trick and Treat?

On Halloween “beggars night” USA children go door to door calling “Trick or Treat” seeking treats, , penny’s, nickles, maybe candy corn. In my childhood we pleaded “please help the poor” which these days seems more appropriate.

After waiting way too long Premier Ewing did call election for December 5. Folks were elated. They would be getting a new government by Christmas.

Almost immediately the new governor said “hold on you forgot something” . You did not establish a cut off date for candidate declarations and vetting. Printing the huge ballots needed for this election ? Who will man the polling places ?

because every Tom, Dick and Mary wanted to run against his party ? He knew that independents and party formed by folks committing internal treason against their original party forming some other Progressive thing were after his hide. Perhaps December 5 was the premiers trick to delay election until much later. He had warned us he wanted to do it.

Has he arranged to put the blame for the delay on our new governor. Our Premier loves scape goats.

There are other issues in play. Did our new Governor know indicted suspects on trial were planning to run ? A government minister reported to be under investigation by the Integrity Commission ?

Christmas is coming but after 4

years of draconian taxes the goose is not getting fat. Unless you are a minister making huge unearned salaries, perks and an extra 500 thou. from the poor peoples pension fund.

We have been warned about election “treating” . Do they really mean a “treat.” or green candy ? The Twin Islands and others know what treats they are talking about. .

We did not have these problems way back when. Skip gave it up after 3 years in 1991. Sorry he was not another JAGS. Washy threw in the towel in 1995 passing his debts on to Derek. For two elections everything was normal while Derek got down to work. In losing his third term the nasty stuff began in earnest.

Now for 4 more years PNP tried to pay down PNP debts. The PNP left overs and their massive tax increases

failed because taxes killed both inward investment and the folks themselves; Long Bay school and Cheshire Hall roads built late as election ploys, are brand new bills yet to be addressed. Don’t blame the CFO for PNP governments slow pay.

This government will pass the 28 million dollar loan and hundreds of millions in health care obligations to the next. PNP planned to borrow 100 million more to handle it and put us behind the massive debt 8 ball trick again but the CFO will not let them.

In our opinion only dynamic PDM and its slate of excellent candidates can straighten it all out... again. Lets get the TCI out from under Trick and Treat one more time.

Five Independent candidates start the ball rolling – Candidates urged to register before nomination day

BY OLIVIA ROSE FIVE Independent candidates started the ball rolling when they officially registered with the Integrity Commission to run in the December 15 General Elections.

According to the Supervisor of Elections Lister Dudley Lewis, potential Candidates must register their names, party symbols and deposits before nomination day, November 18.

He said: “A nomination package will be provided for all candidates who should read it and satisfy themselves that they meet the nomination requirements.

“These should be submitted together with the required deposit of $500 on nomination day.”

Coupled with that, All-Island candidates are expected to lodge their nomination papers with a returning officer in any electoral district.

Lewis said: “They should also bring their Treasury deposit receipt and photo identification.”

So far, former Premier Michael Misick who is slated as an at large independent candidate was the first candidate to register with the Integrity Commission.

McAllister Hanchell was next in line to register as an independent for the South Caicos seat.

The Nomination papers and Treasury receipt for each electoral district have to be lodged with the Returning Officer for the distinct in which they intend to stand for election, according to the Supervisor of Elections.

This must only happen between the hours of 10am until 1pm, and then 2pm until 4pm on November 18, 2016.

TCI’S Tourism stakeholders roll out agenda for Tourism Month Tourism officials gear up for a robust month of activities to encourage residents to protect and preserve the environment.

Keen on sensitizing residents on the significance of the environment and tourism to our economic sustainability, the Turks and Caicos Tourist Board, along with other tourism stakeholders, today launched the celebration of November as Tourism Environmental Awareness Month (TEAM), under the theme: “Tourism is Key… It Starts with ME.” The recurrent theme is proposed to run through to the year 2020, with the objective of positively improving the Turks and Caicos Islands for the pleasure and livelihood of its citizens, and the delight and comfort of our many visitors.

TEAM celebrations will alternate among the various islands, with each island given an opportunity to host tourism round-table discussions with members from the respective community exchanging dialogue on the value of tourism from a personal perspective.

Tourism stakeholders will also conduct school visits on each island as well. The week of November 14this designated “Cruise Week”, with planned tours of the Grand Turk Cruise Center and the reintroduction of the Tourism Quiz Competition at the Turks and Caicos Islands Community College (TCICC), Grand Turk Campus.

In the tourism hub of Providenciales, a host of activities

have been organized including the Open House Exhibition at the TCICC Provo Campus; the Hello Tourist Programme where students from six primary schools on island will get the opportunity to experience life as a tourist for a day; a ‘Big Bin Competition’ (the decorating of garbage bins) among the tourism clubs at the various schools; and lastly, the annual TCI Youth Congress featuring students from secondary schools throughout the Turks and Caicos Islands competing for the title of Junior Minister of Tourism 2016.

Visually stunning billboards will also be placed on roadways and in communities throughout the Islands, highlighting the theme. Additionally, the Tourist Board will launch a series of 30-second videos titled, “The Hidden Gems of Tourism” via its social media channels featuring some of the most dynamic and undiscovered personalities in the tourism industry.

TEAM is a collaborative initiative lead by the Turks and Caicos Tourist Board, the Department of Environmental and Costal Resources (DECR), the Turks and Caicos Hotel and Tourism Association (TCHTA), Environmental Health Services (EHS), the Royal Turks and Caicos Islands Police Force, and the Department of Youth Affairs.

The members of TEAM encourage all citizens, hoteliers, tour operators, and visitors to join us in our ongoing campaign to keep the Turks and Caicos Islands forever ‘Beautiful by Nature.’

Beaches TCI 2006 agreement under scrutiny in SIPT trial THE SIPT corruption trial turned its attention to the 2006 development agreement between Beaches TCI and the Michael Misick-led government on Thursday (November 3).

That agreement has long since been a contentious issue in the country with many believing that the country was not getting the value it ought to.

This view is shared by the former Governor Richard Tauwhare, who is currently testifying on behalf of the prosecution in the case against former Premier Michael Misick, former ministers of his government and other persons.

Tauwhare’s testimony in the court on Thursday touched on the generous concessions that were granted to Beaches in 2006; an agreement that sparked years of controversy and one in which a number of people in the country believed that the people of the TCI were sold out.

In the Commission of Inquiry Report, the Beaches agreement was described as another example

of political immaturity, systemic corruption, irresponsibility and lack of leadership.

In court, Tauwhare – who was the chairman of Cabinet at the time and under whose tenure the agreement was signed - recounted that he had discussed the concerns he had about the agreement with Misick.

He told the court that when he sought to discuss the concessions granted to the hotel conglomerate, he was firmly told that this was the deal they were going to make.

Tauwhare said that Misick was quite keen about the deal going through and did not want any delays.

The former governor told the court that the former premier said that Beaches was the main revenue earner for the TCI, and that the revenue gained from the business outweighed the revenue foregone in the form of concessions granted to the resort.

Tauwhare told the prosecutor that he was not at all confident that the Turks and Caicos Islands was getting

the best possible deal.

At this point, Queen’s Counsel Jerome Lynch, who is defending the McAllister Hanchell (former government minister for natural resources), objected.

Lynch said that the witness is stating an opinion, not facts, with his last statement.

The prosecutor, Andrew Mitchell Q.C. refuted Lynch’s objection, stating that everyone who has testified in the trial have given their opinions about their perceptions of things.

The judge was not convinced that Tauwhare’s statement could be

accepted as evidence, but Mitchell strenuously argued that Tauwhare’s statement is backed up by facts and evidence previously stated.

Judge Paul Harrison was unmoved and remained firm that he would not be considering Tauwhare’s last statement as evidence.

The former governor’s testimony continued that the government at the time was being too generous with concessions and that he had discussed with them that the country should get best possible deal.

He said that he discussed this with the premier and the minister of finance.

He recounted that they told him that they were the ones who agreed to the concessions and that they did not want to risk losing any developments.

Asked if any economic impact assessment report in relation to concessions to Beaches was ever conducted, Tauwhare replied no, he did not see one.

He further testified that he never saw an economic impact assessment report for any development during his tenure.

He also testified that he did not know of any minister of government who had received a financial benefit from Beaches during the negotiation of the development agreement.

Tauwhare’s entire testimony is based on him being unaware of any illegal goings-on and that of being bullied and run roughshod over by the elected politicians during his three years as governor of the islands.

The former governor’s evidencein-chief continues before the Supreme court.

Political leaders call for heightened border security

BY OLIVIA ROSE IN LIGHT of the recent jail-break in Haiti, where 200 inmates from a violent prison escaped, political leaders are calling on the Government to heighten defense mechanisms.

Leader of the Progressive Democratic Alliance (PDA),Oswald Skippings, in a release issued this week, said the recent in-pouring of illegal immigrants over the past few days are likely to be in the hundreds.

He said: “It is obvious that the defense mechanisms that are supposed to be in place to police our borders have failed drastically and our security and safety are virtually nonexistent and consequently we are an exposed and vulnerable people.”

Skippings asserted that the Premier should declare a state of emergency.

He called on the Government to make an official appeal through the new Governor to Her Majesty’s Government to take immediate action and deploy a Special Weapons and Tactics (SWAT) team to the TCI to re-establish internal and external security.

“Government has so far failed to be proactive in its actions and especially considering the level of crime that is now taking place, the amount of illegal immigrants that were already here and the supposed hundreds that have arrived in the past few days, who are most likely from among the recent escapees from the Haiti jail, who are heavily armed and dangerous. We can no longer afford to be complacent and nonchalant in our approach to effectively dealing

with this devastating problem.”

“We need serious action and we need it fast, because the situation is out of hand and in spite of the escalating crime wave, neither the local Government nor the British government is taking it serious, as they are obviously waiting until there are daily murders, rapes and armed robberies on our streets and in our homes before responding responsibly. “ Already there is an exodus of people from our islands because of justifiable fear, inclusive of Turks and Caicos Islanders.

He noted that this recent event may have serious repercussions on the economy, if it is not aggressively addressed.

“Because there could be a possible decline in tourist visitors to our shores as a result of uncontrollable crime and lawlessness.”

Meantime, Leader of the People`s Democratic Movement (PDM)

Sharlene Cartwright-Robinson echoed similar sentiments.

On Thursday during the final meeting of the House of Assembly the Leader of the Opposition encouraged residents to be on their guard and to refuse assistance to illegal entrants.

She said: “With all systems at high alert as advised by the Premier and Minister of Border Control, we are advised that a sloop has landed successfully and this has exposed an area of weakness that requires immediate attention.

“Whilst we appreciate that under normal circumstances, we must have stronger ties and arrangements, we believe that this circumstance requires an unusual approach.

“We are therefore calling on the

Governor and the Government to address this as a matter of urgency.

“Our people are already uneasy with the current state of increase lawlessness and we need to calm the fears of our residents by assuring added help.”

Minister of Border Control, Ricardo Don Hue Gardiner on Monday, October 31, revealed that illegal Haitians are indeed hiding out after their boat made landfall around 12:20 am on Monday.

The Minister also confirmed that two Haitians are in custody on suspicion for aiding a group of some 100 illegal persons.

He reminded that people who harbor illegal migrants will pay a heftier fine of $20,000 and spend four years in prison or both.

BY DAISY HANDFIELD WITH the Christmas holidays quickly approaching, robbery and other crimes are on the increase in the Islands.

On Wednesday, Quality Supermarket in Blue Hills was robbed at gunpoint and the culprits managed to make way with a cash register, containing an undisclosed amount of money.

According to PR for the Police, Kevin Clarke, at around 7:41 pm the Police responded to complainants reported that three masked men, dressed with black Halloween masks, with guns entered the store and ordered the cashier and customers to get on the floor and not move.

After seizing the cash register, the three robbers escaped in an unknown direction.

Fortunately, none of the individuals in the supermarket

sustained any injuries during the hold-up.

Clarke said in an interview that residents must continue to be vigilant of their surroundings.

He encourages residents to not hesitate to report any suspicious activities or things that may seem out of the ordinary.

“Business owners need to ensure that their establishments have adequate lighting and residents and visitors should be well aware of their surroundings, to make sure that no one is following them,” The Police PR said.

BY DAISY HANDFIELD THE PROVIDENCIALES Chamber of Commerce recently hosted a welcome cocktail reception for the new Governor of the Turks and Caicos Islands (TCI), Dr. John Freeman.

The reception took place at Kalooki’s restaurant in Blue Hills, last week Thursday at 6pm.

In attendance were Government officials, small and large business owners and a number of community members.

Kyle Smith, the new President of the Chamber, said in an interview that the event was held especially to introduce the Governor to local businesses and to elaborate on projects the Chamber was embarking on in the coming year.

He explained that two of the current objectives of the Chamber were to encourage more small

businesses to join and also to create incentives to encourage more members.

He said: “We want to see more memberships not only from the big businesses, but also from the small and medium enterprises in the Turks and Caicos Islands.

“We want to diversify a little bit, so that we are no longer looked at like the ‘big boys’ club, but as a club where everyone is welcomed.

“We have not had an opportunity to host our first general meeting, which will begin at the beginning of November. At that meeting the business community will be welcomed to outline any issues or concerns they have and also to make recommendations to the Chamber.”

Governor Freeman said that he was elated to be invited to the reception by the Chamber of Commerce.

“This was an opportunity to come along and support businesses, because business is vital to the development of the economy.

“It is a pleasure to be here and to be a part of this event,” he said.

The Providenciales Chamber of Commerce aims to encourage and promote business in the Turks & Caicos Islands by providing a forum for the business community to share their views and to speak with a unified voice on issues concerning the country.

It aims to improve the standard of services provided by all businesses and to provide technical expertise and consultation for its members.

The Chamber also seeks to foster better understanding between the business community and the Government, through its monthly meetings, where pertinent issues concerning the community are discussed.

BY DAISY HANDFIELD A NEWLY formed non-profit organization called the Child Safeguarding Committee, recently hosted a luncheon, in an effort to generate funds to embark on a series of projects.

Among those projects is a workshop to educate adults and children on the signs of child abuse, the dangers and the relevant treatments.

The luncheon was held at the Butterfield Square in Providenciales on Saturday and was supported by a large number of residents.

Ensa Wilson, a committee member, said that the organization consists of teachers and pastors in Providenciales.

“Our goal is to bring awareness to the TCI community about all forms of child abuse. We are hoping to have this sale in all of our islands,

in order to raise funds to work on a variety of projects.

“Some of these projects include public presentations to children on the subject of child abuse, along with community workshops.

“Absolutely all the funds raised from this sale will go towards that.

“We really need cooperation from the community. It is a joint effort and the only way we can make a difference with child abuse is if we work together,” Wilson said.

The luncheon featured local delicacies such as Salt Cay candies, crab and rice and banana bread, along with other local goodies.

Ms Wilson said that although the committee had only recently been formed, they were still in the planning stages and were hoping to raise the much required funds to properly launch their efforts.

National Cancer Society to benefit from First Caribbean’s fundraising initiatives

WITH cancer becoming an epidemic in the Turks and Caicos Islands (TCI), a number of businesses have been hard at work generating funds throughout the year to donate to the National Cancer Society of the TCI. In that list of businesses is the CIBC First Caribbean International Bank, which hosted a yard sale on Saturday at the bank’s Leeward Highway branch in Providenciales.

During the yard sale attendees had the opportunity to purchase clothing items, furniture and baked goodies; all for a good cause.

Barnadya Smith, country manager’s assistant, said in an interview that this yard sale was to conclude all of the fundraising functions of the bank for the year.

Ms Smith explained that throughout the year the bank has hosted a number of bake sales and staff jeans days in an effort to raise funds.

She said: “These initiatives are not only conducted in the TCI, but also in Canada and First Caribbean banks throughout the region. They

have all decided to donate to their National Cancer Society because they too have noticed the widespread of cancer throughout the world.”

In reference to the recent bake sales, Ms Smith said that they were all well received and that the community and employees of the bank never hesitated to donate.

Worldwide, October is recognized as Breast Cancer Awareness Month, so officials from the TCI hospital took the opportunity to reveal that there are currently 259 in the TCI that have been diagnosed with cancer.

This number includes cases that were diagnosed at the hospital before the actual registry was launched in January of 2014 and officials said that at least three to four new patients are being diagnosed with cancer every month.

There are more than 100 types of cancer, including breast cancer, skin cancer, lung cancer, colon cancer, prostate cancer, and lymphoma.

Symptoms vary depending on the type.

Cancer treatment may include chemotherapy, radiation, and/or surgery.

The 758 rooms and suites resort, which sits on over 73 acres along the Grace Bay beach, broke away from traditional cookie-cutter aesthetics after receiving upgrades over the past few months.

Most notable is the new splash of tropical colours on both the Caribbean Village and the French Village.

There has been a complete refurbishment of twelve (12) one bedroom Honeymoon Suites [H1] in the Caribbean Village.

The H1 suites were completely gutted and received modern implementations such as new bathroom fixtures, porcelain bath tubs, mahogany king size beds and decors.

Major renovations were also made in four major restaurants, which included an upgrade to the resorts Japanese Teppanyaki restaurant Kimonos and its 50’s style diner Bobby Dee’s. , The seafood restaurant Schooner’s, South Western Restaurant Arizona’s and Taste of India also received lavish upgrades.

“In addition to the room refurbishment, we have done several restaurant upgrades, including a massive renovation of the Caribbean Village main kitchen which caters to two restaurants, a pastry shop, a pantry and butcher shop.” Dagenais said.

The property is set to welcome over three thousand guests per week

in the high season and the team has been working hard to meet the deadline. “We have had several furniture and fixture upgrades, floor refurbishment, Xbox game room renovation, Kids Playground upgrades, basketball court and tennis court resurfacing.” The long-time Managing Director said.

The changes also include behind-the-scenes upgrades like air conditioning replacements in both the Key West and the Italian Village.

Sixth annual Food and Wine Festival promises to excel previous years THE SIXTH annual Caribbean Food and Wine Festival is going to be bigger and better than previous years, according to the organizers of the event.

A press conference was held at the Grace Bay Club in Providenciales on Monday to discuss this year’s itinerary.

Co-chairman for the annual festival, Nikheel Advani said that he along with the organizing team were excited to once again to be hosting another Caribbean Food and Wine Festival.

He said: “This has become an event that many people look forward to and many people fly down for.

However, we also have a lot of the local community that comes in early and books their seat.”

Porsha Stubbs, Minister of Tourism said that she is very proud to be a part of the event for yet another year.

“This is our sixth year. As Minister, being able to have the TCI brand being given the opportunity to shine like a beacon throughout the world is certainly a pleasure for me and it should be a pleasure for all Turks and Caicos Islanders.

“Especially in the area of culinary arts, where I like to brag and boast that I believe that all the best chefs in the world were trained here in these

DDME appoints new Hazard Mitigation Officer The Department of Disaster Management and Emergencies is pleased to announce the appointment of Mr. Mike Clerveaux to the post of Hazard Mitigation Officer within the Department of Disaster Management and Emergencies (DDME).

Mr. Clerveaux’s appointment took effect on September 5, 2016, when he assumed responsibility for administration of the Department’s Mitigation & Planning Programme, his duties will cover (but is not limited to) the analysis of hazard data utilizing GIS software, developing hazard maps in support of implementation of national predisaster planning and prevention measures, and recommending mitigation measures to support sustainable development and planning in the country.

Prior to his new appointment, Mr. Clerveaux spent over 6 years as a Land Use Planner at the Department of Planning, with responsibility for reviewing planning applications while promoting integrated development planning through spatial interpretation of the macro-economic and sectoral policies, to ensure their consistency with the principles of sustainable development. He has approximately eight years of experience in the field of GIS, Urban and Regional Planning and Disaster Management.

Mr. Clerveaux holds a Master of Science (MSc) Degree in the Built Environment (Specialization in Geometrics) and a Bachelor’s

of Science (BSc) in Urban & Regional Planning, both from the University of Technology, Jamaica.

Other qualifications include Certificate in Business Continuity Management from H. Lavity Stout Community College, British Virgin Islands; Certificate in Computer Applications and a Diploma in Secondary Education (specializing in Industrial Arts/Technology) from Mico Teachers College and several disaster management certifications, including, Critical Incident Management, Damage Assessment & Needs Analysis (DANA), Emergency Operations Management, National Intervention Team (NIT), Community Emergency Response Team (CERT), Building GIS Application in Support of Disaster Risk Management, Rope Rescue, Urban Search & Rescue, Stress Management, Medical First Responder, Incident Command Systems, and Mass Casualty Management.

Prior to officially joining the DDME, Clerveaux played a critical role in assisting the DDME in advancing its mandate by working as a National Instructor for establishing the Community Emergency Response Team (CERT) in all the inhabited islands in the TCI, Deputy Leader of the Turks and Caicos Search & Rescue Taskforce (TSART), member of the Damage Assessment Team and Communities United in Response to Emergencies (CURE).

to serving in this new capacity and working with all stakeholders to advance the Disaster Management agenda in the TCI. He stated: “It is with gratitude, honor and humility that I accept this appointment as Hazard Mitigation Officer at the DDME. In my previous capacity as Land Use Planner at the Department of Planning, I worked closely with the DDME and was actively engaged in its programming.

“This engagement has not only enhanced my understanding of the critical role being played by the DDME in the advancement of the sustainable development agenda of the TCI, but it also provided an insight into the gaps and needs for more effective management of disaster risk in the TCI and how the skill sets that I bring to this position can address those requirements. The multi-island characteristics of the TCI poses a unique challenge to the spatial context of disaster risk reduction and as such the capacity to generate, manipulate, analyze and interpret spatial data is a prerequisite for disaster risk management planning in this multi-island context.

“My skills in spatial data manipulation and interpretation will contribute to the design of disaster resilience strategies that are better aligned with character and needs of the islands that comprise our archipelago and thereby effect stronger and more meaningful engagements between disaster risk management providers and end-

New DPP appointed THERE is now a new Director of Public Prosecution, as announced by the Governor’s Office on Thursday (November 3).

Jillian Williams takes up the position at the end of November, and succeeds controversial former DPP John Masters.

Commenting on the appointment, Governor John Freeman noted that he is pleased someone of Williams’ calibre and experience has filled the position.

“She will bring to the job an extensive background in criminal law as well as many years experience of practising law in the region which I am sure will be of great benefit to the Office of the DPP and to the wider criminal justice system in TCI,” Freeman said.

The statement from the Governor did state that the position was advertised locally and regionally, with six candidates being shortlisted for interview on September 27, by a panel which included the Attorney

General, Rhondalee Braithwaite-Knowles, the Chair of both the TCI Judicial Services Commission and the Integrity Commission, Sir David Simmons and the Director of Human Resources, Mark Greenway.

Willaims is said to be qualified as a lawyer in 1993 and has experience in both private and public practice including in Trinidad and Tobago and the Bahamas.

No further details were presented as to Williams’ background or experience, however a simple Internet search unearthed that Williams, who served as a prosecutor in the Bahamas was involved in a matter before the Court of Appeal of that island, along with the DPP Vinettee Graham-Allen.

Graham-Allen was asked by the Court of Appeal to explain her conduct as she was seen as misleading the court when she applied for permission to challenge their decision to overturn the murder conviction of Godfrey Sawyer in April 2011.

Williams was also ordered to appear before the court as she had signed the notice for permission to challenge the decision. The action was deemed baseless and an abuse of process by the court.

Williams takes over the helm as DPP in the Turks and Caicos Islands from John Masters, who left the island under a cloud of suspicion, rancor and while being investigated by the Integrity Commission.

Early in June this year, Masters tendered his resignation to the Governor (Peter Beckingham) and promptly boarded an airplane out of the TCI while he was being investigated for making false allegations against a member of office.

The commission was at the time investigating counter allegations emanating from within the DPP’s chambers - from both the Director and staff members.

The situation with the Chambers had gotten to such an untenable state that Crown

Prosecutors had threatened to resign due to alleged victimization.

Masters had made counter accusations against the deputy director, which the Commission has since found to be untrue.

Shortly before his resignation, the former DPP had gotten into a public spat with a local newspaper in which he accused them of hacking into the government system to unearth email conversations between him and the Chief Financial Officer, Stephen Turnbull – another controversial figure.

The issue had been brewing for a long time before it got to that state, as the DPP had been accused of hiring outside consultants to do work that local attorneys within his office were quite capable of doing.

He had claimed that there were leaks within his department and had lodged a counter complaint with the Commission when staff members complained to the body, accusing Masters of nepotism.

1. ICE NOT HEAT Use ice, not heat, to soothe the painful area. Where there is pain, there is inflammation. In the case of back injury, the inflammation may not be visible the way swelling of a sprained ankle might be. A good rule is to remember the word inflammation includes the word “flame” because where there is heat, there is inflammation and pain. Icing

cools down the heat associated with inflammation, so ice your back for a maximum of ten minutes every hour for the first 24-48 hours.

2. KEEP MOVING Stay as active as possible. Change positions often and try not to sit, stand or lie in the same position for prolonged periods. Resting in bed or remaining sedentary is only necessary if you’re in so much pain that you can’t move.

3. STRETCH Do gentle stretching to the point where you feel some relief. Don’t stretch to the point where the pain is aggravated.

4. LOWER YOUR HEELS Set those high heels aside until you have recovered. High heels put excess strain on the lower back muscles making them work harder to keep you from falling forward.

Call to keep Bermudians in work beyond 65 ADDRESSING age discrimination — including mandatory retirement — could potentially benefit more than just seniors according to Peter Sousa of the Pension Commission Speaking in a panel discussion on the subject of age discrimination at Bermuda College, Mr Sousa suggested that rather than holding onto the mandatory retirement age of 65 ,a plan could be developed that keeps Bermudians in the workplace longer and better supports the pension system.

Emphasising that he was not speaking on behalf of the Pension Commission, he said: “Many, many overseas jurisdictions are moving away from 65. I think many for financial reasons. It actually helps to enhance the funding of the solvency of their significantly underfunded pension plans.

“We have all read stories and the SAGE commission and others have pined about the state of our pension plans, but this is a way to provide some relief in a way that could

potentially deal with the thorny issue of age discrimination, but it’s not something that can happen overnight.

“The financial benefit is something we need to look at and I think provides more justification than just the issue of discrimination alone.”

Mr Sousa argued that allowing civil servants to remain in the workforce longer would increase the amount they put into the pension fund and decrease the time they spend taking out of it. Attendees were told that while the Human Rights Act prohibits discrimination based on age when it comes to providing premises or goods and services, it falls short of protecting against discrimination in the workplace.

Ben Adamson, lawyer at Conyers Dill & Pearman, said the situation was “unusual and slightly illogical”, adding: “You could not imagine being allowed to discriminate based on gender in one area but not another. Here we have an act that allows people to discriminate in

employment.

“There is obviously concern about making it a fully protected ground.”

He also noted that there is a legal distinction between age and the effects of age, saying there is a difference between discrimination on someone due to their age and the person being unable to perform their job due to their age.

“If you discriminate just because they are old and you presume they cannot perform their duty, such as lifting, that is discrimination,” he said.

Bert McPhee, a practising physician at the age of 90, meanwhile said that while everyone ages, the impact of age is different for everyone.

“Ageing is an individual thing.

A typical elder does not exist,” he said. “There is a public perception that comes out of some phrases, such as an older person being refered to as ‘over the hill’. Merely because a person reaches a certain age doesn’t justify that sort of thing.”

Most of the growth last quarter is reported to have come from the agriculture sector, which grew by 28.8 per cent – twice the figure recorded for April to June.

Jamaica economy makes big jump a record in 14 years JAMAICA’S economy has registered its largest growth in a single quarter in over a decade.

Minister of Finance Audley Shaw on Tuesday revealed that in the July to September quarter, the country’s economy grew by 2.3 per cent, the highest single quarter growth since 2002.

“We are well on our way to five in four,” he told the House of Representatives, referencing the Government’s aim to get five per

cent gross domestic growth by the 2020/2021 fiscal year.

The Planning Institute of Jamaica had reported 1.1 per cent growth for the April to June quarter.

“I’m not surprised, for two reasons: The year before, we had a significant problem because of the whole drought situation, but also we’ve been seeing a lot more people going into agriculture, even on large scale, and even at the micro, small and medium-sized

enterprises,” he said.

“And president of the Jamaica Agricultural Society, Norman Grant, said the latest figures showed how important farmers were to Jamaica’s economy.

“Over the past two years, we have been having very bad drought. This year, the weather has been good, and it is remarkable in terms of the performance of the agriculture sector,” he noted.

The Bahamian PM, Perry Christie, said that his government is working to mitigate negative consequences of the destructive hurricane.

PM concerned about unemployment in Grand Bahama in wake of Hurraicane Matthew PRIME Minister Perry Christie is concerned about what the slowdown of the tourism sector in Grand Bahama in the wake of Hurricane Matthew could mean for employment on that island.

He said on Tuesday that the government is working to mitigate negative consequences, although it is unclear what steps could be taken to ensure that some of the biggest hotels on the island are quickly reopened and remain that way.

“Memories and the Lighthouse (Pointe), they’re all closed,” Mr Christie said, referring to Grand Lucayan Resort, the 519-room property consisting of the Breaker’s Cay and Lighthouse Pointe, and the 496-room Memories Resort, which employs 500 people.

“It appeared on the face of it that there was a consideration to keeping them closed for a period of at least six months,” Mr Christie said. “We are speaking to … the owners because the hotels are directly linked firstly to a major company called Sunwing (Airlines) that has the lease of Memories and they provide aircraft that fly from Canada and from the United States of America to Grand Bahama to keep Memories filled and other hotels on the island.”

Mr Christie said while Sunwing believes in Grand Bahama’s commercial potential, he is concerned that “any decision that could require hotels to be closed for a period of six months will mean they will have to stop all their flights going into Grand Bahama.”

“That has enormous implications and so we are in hourly discussions with respect to this matter with a view to trying to affect a formula that will result in the bare minimum impact on the economy,” he’s said.

“It’s only necessary to get one or two of the hotels up. It is critical that we recognise the significance from an employment point of view

of the tourism sector in Grand Bahama because that has enormous implications to people who work, people who need to live.”

The Tribune understands that the Grand Lucayan Resort will re-open on November 7 and the Memories Resort will reopen on December 10.

Sunwing is expected to resume services on December 17 once Memories Resort reopens.

Nonetheless, Mr Christie said the government is looking for ways to stimulate the economy in the aftermath of Hurricane Matthew.

“We know that we have to spend money for restoration so the idea is to do so as effectively as possible, to create jobs in the construction sector and we are having the benefit of having an innovation of public-private partnership where the private partner would put up the money for the construction on terms with the government, enables the government to continue its work without adding to the debt burden. So we settled yesterday, a committee of Cabinet, chaired by myself, a number of such contracts.

We’re looking to do the same thing in Grand Bahama where a number of public sector contracts have been signed.”

Mr Christie was speaking at a ceremony at the National Emergency Management Agency (NEMA) on Gladstone Road at which Mark Holowesko, Chief Executive Officer, Chief Investment Officer and Director of Holowesko Partners Ltd, presented a $50,000 cheque to NEMA and pledged another $50,000, once the need is identified, towards local relief and restoration folowing Hurricane Matthew.

The donation by Holowesko Partners Ltd to the disaster relief fund brings the amount donated to NEMA to an estimated $1.4 million.

Bahamas: Minnis hits out over spike in murders in October

The Provisional Electoral Council (CEP) has blamed the effects of Hurricane Matthew on the electoral infrastructure for the anticipated delay.

Haiti election date again in doubt AFTER publishing a new electoral calendar fixing the date of the presidential election on 20 November, which had originally been scheduled for October 9, but postponed because of the passage of Hurricane Matthew over Haiti, the Provisional Electoral Council (CEP) on Monday indicated that it may not in fact be able to hold the elections as rescheduled.

The reason given is the extent of damage caused by the hurricane to the electoral infrastructure (nearly 300 centres) and many access roads, while nothing is happening on the ground at the level of shared responsibility of the government to address these issues.

Jamaican student stabbed to death over phone JAMAICA’S economy has registered its largest growth in a single quarter in over a decade.

Minister of Finance Audley Shaw on Tuesday revealed that in the July to September quarter, the country’s economy grew by 2.3 per cent, the highest single quarter growth since 2002.

“We are well on our way to five in four,” he told the House of Representatives, referencing the Government’s aim to get five per cent gross domestic growth by the 2020/2021 fiscal year.

FREE National Movement Leader Dr Hubert Minnis expressed concern about the number of murders in October compared to September, even though the country remains on a path to record the least number of murders for any year since at least 2010.

Poles might leave the UK due to rise in anti-Polish abuse INCIDENTS of hate crime aimed at the UK’s Polish community increased after the summer’s EU referendum and as a result, some Poles are considering leaving the country.

Joanna Kalinowska believes that the decision to leave the EU was a turning point - when anti-Polish sentiment became increasingly vocalised and continuing to live in the UK became a much less attractive prospect.

“When I first came to England, I thought it would be a big chance for me to have a better life, to learn new skills, to be among nice people,” she says. “But after more than seven years of being here, I’ve said ‘that’s enough, I don’t have to be here any more’.”

Joanna lives in Poole and says at times she has been made to feel like a second-class citizen and has even been confronted by a stranger on the street.

“I was talking to my daughter [in Polish], we were joking and laughing. A man passed and said ‘if you are in England you have to talk in English... otherwise you go back to your country’,” she tells the BBC’s Victoria Derbyshire programme.

“I said to that guy, ‘I am talking with my child, so I will talk to my child in my language. And this is also my country, and I have equal rights here’.”

The man, she says, answered in reply: “You don’t have any rights here any more.”

“That was my experience after Brexit,” she says.

The rights groups said 37 of the victims were coerced into sex through false marriage promises, material and financial help, even food.

Joanna was confronted by a stranger post-Brexit, telling her to speak English or leave the UK.

Joanna lost her job in a food processing factory four months ago and is now considering moving abroad.

According to the latest figures, published in August, there are 2.23 million EU nationals working in the UK - an increase of 238,000 on the same period in 2015. An estimated 850,000 Poles live in the UK. Joanna is keen to challenge the view, held by some, that EU nationals come to the UK to access welfare payments. “[Polish people] were prepared to come here, work hard and be normal members of society,” she says. “We are very easy to integrate and we are very pleased to integrate with Brits.

But Brits don’t want to integrate with us.

“They think we are invaders, that we want to take something from them.

“No,” she says emphatically, “we don’t want to take, we want to give.”

It is a sentiment shared by Magda, a 35-year-old charity worker who has lived in Royal Tunbridge Wells since moving to the UK six years ago.

She says she has been saddened by the rise in anti-Polish abuse since the Brexit vote.

Anecdotal reports of such abuse also appeared widely on social media.

Magda believes the reason Poles are vulnerable to such resentment is the number of them living in the UK. Like Joanna, Magda is also reconsidering her future in the UK. Boko Haram survivors sexually abused by government officials at ‘safe’ camps WOMEN and girls who survived Boko Haram violence were raped by government officials at camps in northern Nigeria where they sought safety, according to a new rights group report.

Dozens of victims who stayed at camps for the displaced in Borno State’s capital Maiduguri told Human Rights Watch they were sexually abused or coerced into sex by camp leaders, vigilante group members, policemen and soldiers.

Many of the women were abandoned after becoming pregnant.

“It is bad enough that these women and girls are not getting much-needed support for the horrific trauma they suffered at the hands of Boko Haram,” said Mausi Segun, senior Nigeria researcher at HRW. “It is disgraceful and outrageous that people who should protect these women and girls are attacking and abusing them.”

MH370 out of control and spiralling fast before crash, report says MISSING plane Malaysia Airlines Flight 370 was plunging toward the sea with no one in control when it made its last satellite communication, new analysis reveals.

A report released Wednesday by the Australian Transport Safety Bureau provided the clearest picture yet of the plane’s final moments in March 2014.

“Additional analysis (of) the final satellite communications to and from the aircraft is consistent with the aircraft being in a high and increasing rate of descent at that time,” the report said.

“Additionally, the wing flap debris analysis reduced the likelihood of end-of-flight scenarios involving flap deployment.”

According to end of flight simulations run by the Australian bureau, the plane was spiralling in its final moments, descending at up to 25,000 feet per minute (284 mph).

“The really important news in this report is that the flap found in Tanzania was stowed,” he said, referring to the flaperon that washed up off the East African country in June.

“The wreckage showed that what you would have extended -- the landing flaps -- were not extended in the final moments of the flight, so no one was planning to land the plane on water,” said Schiavo, a former US Department of Transportation inspector general.

Information had emerged in recent months that raised questions over the actions of chief pilot Zaharie Ahmad Shah, who was in charge of the plane when it disappeared from radar screens.

In July, New York magazine reported new evidence supported the theory that pilot suicide caused the plane’s disappearance.

The magazine quoted a leaked document from an FBI investigation that showed deleted files had been recovered from Zaharie’s home-built flight simulator.

US election 2016: Obama warns fate of world at stake

We are determined to continue with our plan”.

Labour leader Jeremy Corbyn urged the government “to bring its negotiating terms to Parliament without delay”, adding that “there must be transparency and accountability to Parliament on the terms of Brexit”.

UKIP leader Nigel Farage said he feared a “betrayal” of the 51.9% of voters who backed leaving the EU in June’s referendum and voiced concern at the prospect of a “half Brexit”.

BBC assistant political editor Norman Smith said, if the court’s decision was not overturned, there could be delays with potentially “months and months” of parliamentary hurdles.

But there was not yet “clarity” - if the judgement was not overturned on whether there would be a “short, sharp” vote or whether Parliament would have to consider complex legislation, he added.

He predicted that, although a majority of MPs had backed the Remain campaign, most would ultimately be likely to vote for Article 50, as Brexit had been supported in the referendum.

The prime minister has said she will activate Article 50, formally notifying the EU of the UK’s intention to leave, by the end of next March.

The other 27 member states have said negotiations about the terms of the UK’s exit - due to last two years - cannot begin until Article 50 has been invoked.

Gina Miller, who brought the case, said outside the High Court that the government should make the “wise decision of not appealing”.

She said: “The result today is about all of us. It’s not about me or my team. It’s about our United Kingdom and all our futures.”

But a government spokesman announced it would contest the ruling, in the Supreme Court.

He said: “The country voted to leave the European Union in a referendum approved by Act of Parliament. And the government is determined to respect the result of the referendum. We will appeal this judgement.”

Government lawyers had argued that prerogative powers were a legitimate way to give effect “to the will of the people”.

But the Lord Chief Justice declared: “The government does not have power under the Crown’s prerogative to give notice pursuant to Article 50 for the UK to withdraw from the European Union.”

Reacting to the ruling, International Trade Secretary Liam Fox told the House of Commons the government was “disappointed” but remained “determined to respect the result of the referendum”.

He added: “There will be numerous opportunities for the House to examine and discuss what the Government is negotiating.

“When we are clear about the position we will adopt, then Article 50 will be triggered but, given the nature of the judgement this morning, we will now have to await the government’s appeal to the Supreme Court.”

Cosby’s lawyers say disgraced comedian’s sex assault prosecution is based on politics BILL Cosby’s lawyers painted him Wednesday as a political pawn who’s being prosecuted for sexual assault only because a suburban Philadelphia district attorney used public furore over the decade-old case to win a recent election.

Cosby’s lawyers are asking a judge to dismiss the case, arguing that the long delay between his encounter with his accuser and his arrest violated his due process rights.

A key witness has died, and Cosby, now 79 and blind, is unable to assist in his defence, they said.

Prosecutors reopened Cosby’s case last year after portions of his lurid deposition from a related civil case in 2005 were made public.

Cosby’s lawyers said the comedian agreed to answer questions under oath only after then-Montgomery County District Attorney Bruce Castor made it clear that he’d never face arrest. Kevin Steele faced off with Castor in last year’s district attorney race and attacked him in news releases and television ads for not prosecuting Cosby, even as more accusers came forward.

“His cause celebre became attacking Mr. Cosby, stating publicly that his opponent had not been aggressive enough, had not done his job,” Cosby lawyer Angela Agrusa argued. “And now he’s in a situation where he’s got to act on it.”

Kilmer said he was ‘rehabbing steadily’ as a result of a swollen tongue.

He is free on $1 million bail.

Judge Steven O’Neill, who is presiding over the case, said Tuesday that Cosby’s decision to testify could

have been strategic. He found no evidence Cosby’s lawyers tried to get the promise in writing before allowing him to give four days of testimony.

They might have thought it was better for him to testify than plead the Fifth Amendment and have a civil jury think he had something to hide, the judge suggested.

“I don’t want DAs making promises that they don’t later keep,” McMonagle said. “That strikes at the heart of fundamental unfairness.”

US actor Val Kilmer has denied he has cancer, following Michael Douglas’s claim that his former costar is ill.

“I love Michael Douglas but he is misinformed,” the Top Gun and Batman Forever star wrote in a Facebook post.

In a talk in London on Sunday, Douglas claimed that Kilmer was “dealing with” throat cancer - the same ailment that Douglas was diagnosed with in 2010.

Kilmer, however, said he was “rehabbing steadily” from “a swollen tongue” and had “no cancer whatsoever”.

“The last time I spoke to [Douglas] was almost two years ago, when I asked him for a referral for a specialist to get a diagnosis for a lump in my throat,” wrote the

56-year-old.

Following Douglas’s comments, it was reported that he had been reluctant to seek medical treatment due to his Christian Science faith.

Many Christian Scientists believe that diseases can be healed with prayer, although the Church does not forbid adherents seeking medical aid.

In his post, Kilmer said “concerns about [his] health” had been raised “by publications that have no respect for the truth”.

He added: “Some fans have mistakenly thought my silence about my personal issues meant that somehow I wasn’t being responsible to my health, because of my reliance on prayer and Love.

Kilmer described Douglas as “a loving and devoted friend”, adding: “I’m sure he meant no harm.” (BBC)

Engineering Project Manager

The Engineering Project Manager reports to the Chief Engineer and is responsible for providing oversight for overall construction, maintenance and refurbishment projects, planning, scheduling, resource allocation, and control. The project manager will own and manage all aspects of projects to include client relationships, schedules, budgets and profitability through comprehensive project completion. The project manager will develop, refine and update project schedules to ensure all milestones are identified and tracked. The project manager provides technical direction and ensures compliance with all local and state building codes and quality standards. The project manager responsibilities span a broad spectrum, covering all the areas of project management such as Project Planning, Cost Management, Inventory Management, Time Management, Quality Management, and FF&E Management.

Cubs defeat Indians to win first World Series title since 1908 THE Chicago Cubs have won Major League Baseball’s World Series, ending the longest title drought in the game.

Manager Joe Maddon’s team beat the Cleveland Indians 8-7 in 10 innings to scoop the top prize in world baseball.

The Cubs, who had been 3-1 down in the best-of-seven series, blew a three-run lead in the final game but came back after a rain delay to clinch the title.

The last time they were crowned champions was in 1908, 108 years ago, when they beat the Detroit Tigers 4-1.

In 1945, a curse was placed on the team by local bar owner Billy Sianis.

He is said to have cursed the Cubs, so that they would never win a World Series game again, or even reach the World Series again (different versions of the story exist).

“There’s no more curse now, the goat is history,” said Cubs fan Rodrigo Gonzales moments after victory had been achieved.

US President Barack Obama, who supports city rivals the Chicago White Sox,tweeted about the win.

“It happened: @Cubs win World Series,” he wrote. “That’s change even this South Sider can believe in. Want to come to the White House before I leave?”

The venom of one of world’s deadliest snakes could relieve pain, say scientists immediately because it usually preys on very dangerous animals that need to be quickly killed before they can retaliate.

Cone snails and scorpions are some of a handful of invertebrates whose venom has been studied for its medical use. However, as a vertebrate, the snake is evolutionarily closer to humans, and so a medicine developed from its venom could potentially be more effective, says Dr Fry. “The venom targets our sodium channels, which are central to our transmission of pain. A SNAKE with the largest venom glands in the world could hold the answer to pain relief, scientists have found.

Dubbed the “killer of killers”, the long-glanded blue coral snake is known to prey on the likes of king cobras.

Venom from the 2m-long (6ft 6in) snake native to South East Asia acts “almost immediately” and causes prey to spasm.

New research published in the journal Toxin found it targets receptors which are critical to pain in humans and could be used as a method of treatment.

“Most snakes have a slowacting venom that works like a powerful sedative. You get sleepy, slow, before you die,” said researcher Dr Bryan Fry from the University of Queensland.

Lance Stroll -- who turned 18 at the end of October -- will drive alongside Valtteri Bottas for the Williams Formula One team in 2017, it was announced Thursday.

SPORTING governing bodies must bring in more women or lose public funding, UK Sport and Sport England have warned.

Under the new ‘Code for Sports Governance’, organisations must adhere to “gold standards” of transparency, accountability and financial integrity.

The code sets out a target of at least 30% gender diversity on boards.

“If sport wants to be publicly funded, it must reflect the public it serves,” said the chief executive of Women in Sport, Ruth Holdaway.

She said the code sent that message “loud and clear”.

TCI ruggers whip Bermuda in Over-35 friendly – Fall to Atlanta THE TCI Over-35 national team defeated Bermuda after losing to an Atlanta side on Saturday in the 2016 Heineken Halloween Ruck and Roll Rugby Tournament at the Meridian Field.

Team TCI had a challenge against the Atlanta team due to the number of players that travelled. The visiting team brought 30 players and rotated

them wisely in the 15s game. TCI on the other hand had limited subs, but proved their fitness in the second half by scoring their 10 points (tries by Neil French and Augustine Modeste) in the 24-10 loss.

Despite beating Bermuda by a score of 14-0 in the feature clash, the game proved a challenge. Bermuda were very organised and solid in

defence. In the first half Levardo Talbot was able to get space down the wing and speed ahead to score twice in almost repeated fashion. Team captain Gareth Butler converted one of the tries. The rest of the first half was a stalemate as Bermuda withstood TCI’s constant attacks.

The second half of the Bermuda game started as the first finished, but with Bermuda gaining possession and confidence. TCI managed to stave off increased Bermuda attacks, including an on the line Bermuda

effort, which the referee called a knock on, forcing a scrum which TCI won, enabling a final TCI attack before fulltime.

Butler said that the Atlanta game was a disappointing result. He felt that the home team did not start fast enough and were forced to play catch up.

Against Bermuda he said the home team started faster.

“We quickly established our pattern and broke down the middle after two quick rucks. Bermuda played wiley rugby probably with

better skills though smaller size than Atlanta. At ruck time they were technically more adept and that lead to frustration on TCI’s side as we conceded repeat penalties at the breakdown. Discipline needed to be lifted and around half time we then got back to our pattern and scored more tries out wide. It was nice to hold Bermuda scoreless and finish off a great days play.”

The teams are hoping to make the Over-35 friendlies an annual tournament.

Danesh stay unbeaten in Filipino Basketball League DEFENDING champions of the Filipino Basketball League Danesh Quality Food Centre took the lead with their fifth consecutive victory in the seventh round of the tournament last Sunday at the Gus Lightbourne Sports Complex court.

The 79-62 points win against La Diva Dolce Villas, was the first defeat for that team in five games.

Danesh claimed the win after an explosive first half from Ritchie Frias. The power forward scored 13 of his 30 points in the first period. Last season’s MVP Dennis Cimafranca was relatively quiet with eight points. Apa Jupiter stepped up with 13 points.

For the opposing team, A Yee exploded from down town, as he scored eight threes in his game high 32 points.

U13 football teams off to Bahamas tournament TCI will be represented by U-13 male and female teams on Friday and Saturday in the Bahamas.

The teams left the TCI on Thursday with the TCIFA Technical Director Daz Mehan and a string of coaches.

In the Bahamas they will play against teams from Jamaica, the host nation and the Cayman Islands in the

LCIS-KPMG Football Fest.

“The boys and girls have had intensive training for the past three months,” Mehan told the Weekly News before departing.

“I have every confidence in Olivia Graveley (girls’ coach) and Fraser Park (Boys’ coach) in bringing home success.”

He added that the competition will

be “great experience for all players” given the high profile nature of the games.

This is the first time that the boys will travel to the competition, the girls competed last year.

The coaching team is also hoping to gain match experience for next year’s U15 CONCACAF Championships.
