Wheeland’s smouldering landfill after a fire in July

CDB approves loan to tackle TCI’s solid waste woes

A TWENTY-year solid waste plan aimed at addressing a myriad of waste management issues will soon be developed for the TCI. The Caribbean Development Bank (CDB) recently approved a whopping $672,500 loan to help the territory improve its inadequate and antiquated systems.

The cash will be used to prepare a feasibility study of solid waste management options that are unique to the TCI’s problems.

Additionally, it will assist with the costs of consulting services to develop an integrated and multi-faceted solid waste plan for the territory.

The loan will also aid in creating detailed engineering and architectural designs for the preferred infrastructure options and

developing a related programme of institutional strengthening and capacity-building.

The scope of work for this project also includes several independent environmental and social impact assessments.

The bank in a statement issued on Tuesday (October 30) said: “Solid waste management has become an increasingly critical issue in the tourism dependent territory as rapid growth in the tourism sector, population increase and changing consumption patterns have led to a corresponding increase in solid waste generation.”

As a result of these dynamics, inadequate solid waste management has been identified as one of the key environmental threats facing the TCI. Daniel Best, director of projects

at the CDB, said the overall aim is to create an environmentally sustainable system that can serve the territory well into the future.

He said: “Through this technical assistance project, the Government of the Turks and Caicos Islands will be able to develop an integrated solid waste management strategy - one that will establish a framework for the sector over a 20-year period.

“Sound management of TCI’s terrestrial and marine ecosystems is critical in all of this as we want to ensure that economic growth is environmentally sustainable, particularly given the importance of the country’s tourism sector.”

For years residents across the Islands have bemoaned the lack of proper solid waste systems.

Earlier this year, a series of landfill fires which sent plumes of toxic black smoke across nearby communities were reported.

This led to many concerned citizens calling on the Government to implement sustainable measures that would mitigate landfill fires and the noxious smoke that emanates from these sites.

Minister of Home Affairs Hon. Delroy Williams commenting on the issue back in July, said the “alarming” rate of landfill fires is a “very real problem that affects all of us here”.

Williams who is also the member of parliament for the constituency of Wheeland, which was directly affected, said it demands “real and immediate” solutions.

“The health of our residents on this island, the place in which we live and do business, depends on that.

“I am again assuring my community that this Government is actively exploring a more effective solid waste management programme that will alleviate the issues that have long been affecting residents in the area for many years.”

About 50,000 tonnes of waste per year is processed in the TCI through the waste management system.

Murdered Grand Turk man, Kyle Williams

GDT man murdered in bar shooting A 24-YEAR-OLD man has been arrested for the murder of 28-year-old Kyle Williams last weekend.

The fatal shooting took place at a bar in Over Back, Grand Turk, at about 4am on Saturday, October 27.

Williams, who was shot three times, was taken to the Cockburn Town Medical Centre shortly after the shooting incident.

He later succumbed to his injuries sometime after 2pm the same day after being flown for surgery in Jamaica.

Police are holding the 24-year-old at the Grand Turk police station on suspicion of murder. No charges were filed up to press time.

Officers of the Criminal Investigation Department of the Royal Turks and Caicos Islands Police Force are continuing their investigation into the shooting.

They are asking anyone with information to please call 3385901, 941-8082, 911 or call Crime Stoppers anonymously at 1-800-8477.

Hallmark prepaid card service suspended HALLMARK Trust’s prepaid card service has been suspended

by Mastercard, the TCI Financial Services Commission (FSC) has confirmed.

It issued a statement on Wednesday (October 31) after concerns were raised due to a note posted in the IGA supermarket.

The message read: “Graceway Hallmark customers, we are currently not accepting any money for the Hallmark prepaid card.

“Sorry for the inconvenience.

Please contact the office at 9415191.”

In response, the FSC via managing director Niguel Streete said: “Financial Services

Commission is aware of the disruption and inconvenience to customers caused by the suspension of Hallmark Trust Limited’s card service by Mastercard Limited.

“The commission is working with Hallmark to address the disruption of this service and to ensure the protection of cardholders’ funds.

“Further guidance will be provided to cardholders on this matter in the coming days.”

The Compass card is a prepaid Mastercard credit card issued by Hallmark Trust. The amount the holder places on the card is the amount that they can spend.

Lucayan village dig turns up wealth of ancient artefacts

BY GEMMA HANDY DEEPER insights into what the Lucayans ate and how they prepared their homes could soon be revealed thanks to a slew of “excellent samples” uncovered at a centuriesold Amerindian village.

The TCI’s earliest inhabitants may have imported clay from elsewhere in the region to create living area surfaces, preliminary findings suggest, and – like their contemporary counterparts – had a particular fondness for conch meat.

Archaeologist Dr Shaun Sullivan, who has been leading the two-week excavation at the Long Bay site, told the Weekly News the team were “very pleased” with their discoveries.

More than a dozen charcoal samples found will be sent for radiocarbon dating to gauge a better idea of just how old the site is.

Previous explorations suggest it was inhabited at least as far back as the 14th century.

Preliminary analysis of animal bone recovered indicates the villagers ate a lot of shellfish, turtles, and possibly iguanas and hutia, a rodent-like creature once a vital source of protein for ancient peoples and now largely extinct.

“This site has an unusually high concentration of conch remains, comprising around 99 percent of the shell found on the site so far,” he continued.

“At other Lucayan sites in these Islands there was a far greater variety of shell but this one seems to be focused on conch, maybe due to the concentration of conch in the area and the ease with which they could obtain them.”

The team, which included several volunteers from the local community, also turned up multiple pieces of Lucayan-made Palmetto ware, along with imported ceramics from the Greater Antilles.

“The ceramics will be taken to a laboratory for mineral analysis to allow us to compare them with those

from Hispaniola and Cuba and help us identify who the Lucayans traded with,” Dr Sullivan explained.

Among the most significant discoveries was sandy clay that villagers apparently brought from a nearby estuary to cover portions of the ground in their village.

“We are considering the possibility that they may have used it as clean surface for their living area,” the archaeologist continued.

“The soil surface is not totally unique but it’s unusual and we are still seeking to interpret that.

“It appears it was brought there

prehistorically because we have found pre-European artefacts on top of that soil.”

The crew also found areas of very black soil, markedly different from the underlying pale sand, indicating “intensive burning”. This could be derived from stone-lined earth ovens used for food, and possibly firing of ceramics.

Haitian migrants found adrift near TCI – US Coast Guards intercept sloop

BY OLIVIA ROSE A US Coast Guard crew intercepted a shabby sloop carrying some 84 people on Sunday (October 28).

The illegal migrants were crowded onto the 42-foot boat which was discovered 30 miles southwest of the Turks and Caicos Islands.

According to a report on the US Coast Guard’s website, Commander Randall Chong in a statement said the boat was “dead in the water” and passengers lacked life jackets and other safety gear.

He said the migrants were given food, water and medical care aboard the US Coast Guard vessel before they were repatriated on Tuesday (October 30) to Port-auPrince, Haiti.

The Coast Guard revealed that some 2,488 Haitian migrants had attempted to reach US shores by sea in the fiscal year that ended on September 30.

Since October 1, the US Coast Guard said it has intercepted 132 Haitians in the Florida Straits, the Caribbean Sea and the Atlantic Ocean.

people and their long-distance trading partners.

“We have found the vast majority of what we hoped we would. And it will assist us in understanding how this particular group of Lucayans made a living and interacted with their environment,” the archaeologist said.

Much of the village – believed to have originally stretched to 100 metres – was destroyed by dredging which started in the 1970s to create a ship canal. An area measuring roughly 30 by 50 metres is all that remains.

Construction on the site is due to begin next year. Developers Windward Long Bay, behind the forthcoming 90-unit South Bank residential development, gave permission for the area to be excavated and provided funding to help.

Dr Sullivan welcomed the strong participation from local schools.

“We had nine students who worked for extended periods on site with us and more than 100 visited during the excavation.”

Governor John Freeman was also among the visitors, taking time out to speak to each of the task teams, Dr Sullivan added.

The artefacts will be donated to the national museum. All the ceramics have been photographed and paper records stored digitally.

A general report on the findings is scheduled to be published within six months.

According to associate professor of politics Peter Clegg, overseas territories are currently facing a “much more hostile and less supportive” relationship with British political leaders.

The professor made the claim in a written submission to the Foreign Affairs Committee (FAC) two weeks ago.

He said right-leaning leaders, traditionally seen as allies to the territories, “conveniently ignored” the OT’s “strong preference” to remain part of Europe during the Brexit referendum.

“For many years there has been a high degree of consensus between the major political parties in terms of how the overseas territories should be managed and supported. But that has now changed,” he said.

What are your thoughts?

Not a priority

Of course, they are not supportive now.

Britain has more problems than they can handle.

Look at what’s happening with all the attacks by migrants throughout the UK. Brexit is good, but so late in coming.

Yes, they are being hostile and less supportive, because they’re in trouble.

Their outside territories are in a bad

position because of Britain’s problems and territories should seek relying upon themselves.

These migrants are going to eventually start looking at these territories, and then what?

Under a microscope

Nothing new in all this. Remember that during the height of his reign our Mike

Misick claimed he had friends in high places in British parliament, Meg Munn, Junior Minister for OTs was one.

Munn and Leigh Turner, Director of OTs, dined with Misick in early 2008 after tonnes of evidence was sent to the Foreign Affairs Committee by TCI citizens in 2007.

Munn gave Mike a clean report.

Days later along came FAC members Sir John Stanley, Paul Keetch and Greg Pope.

They were angered at what they found. In a word, corruption.

All these players were from different political parties. Munn lost her position and even her husband, another parliamentarian, was in trouble in England.

Next we experienced Robin Auld’s inquiry and now the trial of an entire PNP administration.

This after Misick ran and hid in Brazil then fought extradition. No wonder the FAC and Foreign and Commonwealth Office has us under a microscope. Thanks to the Misicks.

Statesmanship

The TCI needs to grow up rapidly in at least three ways: As with Caricom, there can be very little effective clout in the big, bad world, with unity being embraced for strength.

A little Jamaica or Guyana or any other Caribbean nation state cannot have effective influence in its individual national interest without collective and bloc co-operation.

Bi-lateralism ultimately works in the best interest of big powers. Likewise, with the TCI. And the approach has to be a strong bond and rapport with the other British dependent territories in a strategy of co-

operation and collective bargaining with Caricom and the UN as strategic partners for necessary negotiations with Britain.

Petty domestic politics is just that, petty domestic politics.

Ask president Trump how to operate at that level. Watch him, but please don’t copycat him. That is racist, petty and ignorant opportunism which does not equate to statesmanship.

It is statesmanship that is required to advance the TCI’s constitution on a crossparty mature basis.

There has to be ongoing, honest and effective communication between elected Government representatives and the people.

The choices are either non-communicative distrust or effective trust based on honest communication.

If these three points are taken seriously then the TCI is well on its way to graduating from baby diapers into adult clothing and far more effective domestic and international political maturity.

So, the professor is stating an existing reality in the international political world.

The TCI will both have to comprehend that reality and immediately craft an effective strategy in response to the ‘brave new world’ it is compelled to face.

Imperialistic paradigm The problem is that the consensus on how the overseas territories (OTs) should be managed is that that consensus is being imposed on the OTs and the views of the OTs are not being given any serious regard.

This is an imperialistic paradigm and exposes the competition that the legislators see in the OTs for offshore financial services, trade issues, development and ultimate advancement.

This causes bad policy making, nuanced modes of decision making and a break in reality on how OTs are to be managed.

At issue is this break in reality. From there emanates the hostility as the UK MPs know what they are doing to the OTs is wrong and when you know you are doing something wrong to a people you get angry, mad and hostile.

UK legislators want to control what and how much monies come into the OTs, what kind of development that the OTs want to pursue.

For example there are many

opportunities in crypto-currencies, maritime affairs, outsourcing etc but the MPs in London on either side want to control these possibilities and any other area that the OTs want to pursue to expand their economies.

A compromise with a Labour MP and the weakened Theresa May government gave rise to making corporate beneficial ownership registers public.

This is a deadly development that threatens the viability of the OTs but a policy forced on the OTs by UK policymakers in an imperialistic top-down manner.

The Turks and Caicos Islands need land reform currently proposed by the Government so that the allocation and award of Crown land may be returned as an instrument of economic and social empowerment.

A thorny issue that cannot go away is the relationship and the decisionmaking process at Cabinet level between the governor and the elected Cabinet of

ministers.

Constitutional reform is needed; either the TCI has a Government or not.

The governor is not the elected Government and this point of conflict, a significant break in reality, must be clarified.

On immigration, there’s the complicit hand of the UK government in opening the door to the flood of refugees through a lax enforcement process and a refusal to allow inter-regional aid from the Bahamas and the Caribbean region.

The governor is responsible for foreign affairs and some blame needs to be laid on him.

On the environment, we are being told what to do by UK standards. This break in reality ignores what we want to do with our lands and coastal resources.

On social policy, the most egregious where the UK wants to tell TCI what to do with gay marriage; something which most TC Islanders of a Christian background find objectionable, abominable, retrograde

and an insult to beliefs that TC Islanders hold dear and sacred to their Christian heritage.

Their response is that: “It seems like you are having your cake and eating it.

You want to be under the British umbrella, but you do not want to be part of the British way of life.”

That is certainly not the TCI’s way of life and most TC Islanders find the whole thing pagan, abhorrent and an assault on what we believe.

On all issues: financial policy, land reform, constitutional matters, law and order, the environment, social policy, ie. that consensus as espoused by elected ministers must be the only consensus that UK policymakers need to take account of.

On social policy, their ways are not our ways and the hostility manifested is a great indicia of their ill-thought policy making, an awareness that their position is ultimately wrong along with the imposition of those bad policy positions on the OTs.

Advanced border security system on hold, pending UK approval

BY OLIVIA ROSE THE IMPLEMENTATION of an Advanced Passenger Information System (APIS) which has the capability to bolster border security in the TCI is currently on hold awaiting UK approval.

This was revealed on Thursday, October 18, during the recently held National Security Council meeting.

It was envisaged that APIS would be fully operational in the TCI by September 2017, however at the meeting Premier Sharlene Cartwright Robinson informed the council that a letter of entrustment had been requested from the UK Government.

This will enable the TCI to sign the instrument of accession to the memorandum of understanding for intelligence sharing among Caricom member states.

She noted that the UK’s consent is necessary for TCI’s participation

in an APIS database of passenger information which will be shared between Caricom member states and the United States.

The automated system, which was established by the US Customs Border Protection (CBP) in May 2009, was adopted by Caricom last year and aims to bolster regional security.

It supplies law enforcement officers with data on passengers and crew members prior to arrival and departure from Caricom member states, United Kingdom, United States and Canada.

Sean Astwood, Deputy Premier and Minister of Border Control and Employment, in April 2017 led a delegation to Bridgetown, Barbados, for the first Border Security Professional Exchange Conference.

At the conference the TCI became the first of six British overseas territories in the region to sign the APIS agreement with Caricom.

Conch Festival returns to Blue Hills this November VISITORS and residents can enjoy a taste of the TCI’s main export when it is celebrated during a huge culinary festival this month.

The Turks and Caicos Conch Festival will be held on November 24 in Blue Hills, where it has been hosted for the past 14 years.

The family-friendly gathering features conch recipe

competitions, games and raffles, a Tourist Board press release explained.

Foodies can explore a wide array of conch dishes from salads to stews, all prepared by local chefs.

The festival is free to attend, but guests may purchase a tasting pass to sample all conch dishes on display at the event.

Licence plates available for collection DRIVERS who have registered and paid for new number plates can now collect them from the Road Safety Department.

In a statement to press on Tuesday (October 30) the department offered an apology for the delay in producing the plates.

“The department apologises for any inconvenience caused,” it read, “and encourages all to ensure that every effort is made to comply with this notice.”

Anyone wishing to collect their plates can visit the office during opening hours from 8.30am to 4pm on Mondays to Thursdays and 8.30am to 3.30pm on Fridays.

“Additionally, those who have yet to update their licences and vehicle registration are also required to visit the department in their respective islands to ensure that all documentation is made current,” the statement said.

Astwood said: “Signing the memorandum was a significant and important step in achieving full implementation of the APIS in the Turks and Caicos Islands and by extension improves security for our region.”

He also pointed out that in recent times and over the past decade there

has been an increase in threats due to transnational organised crimes, trades in illicit drugs and other commodities such as guns, human trafficking and illegal migration.

“These threats are a result of many things, from defects such as our porous borders, to the success in the growth of our tourism industry,”

Adopting APIS will further allow countries to secure their airports and ports.

TCI among overseas territories to benefit from €40m fund

BY OLIVIA ROSE THE TURKS and Caicos Islands and 11 other overseas countries and territories (OCTs) will benefit from €40 million earmarked for sustainable energy and marine biodiversity projects.

The news came when leaders of several OCTs met at a resilience summit held in St Maarten on October 25.

The high-level summit marked the beginning of a Caribbean regional programme which deals

with three areas - resilience, marine biodiversity and sustainable energy.

During the event, the participating countries officially signed the EU programme, which made the cash available from the European Development Fund (EDF).

The funds will now be accessible for individual governments to use over the next five years to invest in sustainable energy and for the protection of marine life.

The programme, which relates to the development agenda of the European Union, concentrates on

empowerment of communities.

It will benefit the Turks and Caicos Islands, Anguilla, Aruba, Bonaire, the British Virgin Islands, Cayman Islands, Curaçao, Montserrat, Saint Barthélemy, Sint Eustatius and Sint Maarten.

NSC: National Security Strategy needs more work

BY OLIVIA ROSE THE HIGHLY anticipated National Security Strategy must include activity by all relevant departments and stakeholders, not just the police, before it is given the green light.

Commissioner of Police James Smith presented a draft outline of a proposed National Security Strategy at the recently held National Security Council (NSC) meeting on October 18.

The draft plan highlighted areas which the strategy might focus on, coupled with agreed objectives, outputs and timelines.

However, Smith was advised by the council to head back to the drawing board and consult with other agencies and departments in a bid to garner more views that would ultimately be integrated into a revised version of the strategy.

A new multi-agency body dubbed the Joint Law Enforcement Team (JLET) will be responsible for executing the plan and reporting to the council.

Premier Sharlene Cartwright Robinson underlined that the

National Security Strategy had to encompass a multi-agency approach with all departments and elements of society being involved as well as cooperation with international partners.

Since coming to office, the People’s Democratic Movement administration has maintained that the National Security Strategy must be debated, developed and agreed as a platform that would transform the territory.

Governor John Freeman, who spoke extensively on the Government’s plans for the National Security Strategy during his throne speech last year, said safe communities, streets and borders are essential to the sustainable development of the nation.

“My Government remains steadfast in upholding the rule of law and is committed to the fight against crime,” he said.

“My Government will ensure that the fight against crime is given national priority.

“My Government recognises the need for manpower, equipment and training for our police force and equally recognises the need for the

best possible working relationship between the police and its greatest partners in crime fighting, the people of these Islands.

“We believe that its 12 point plan sets the basis for a comprehensive National Security Strategy and will commit to resourcing and agitating for a comprehensive National Security Plan.

“My Government is committed to providing the resources necessary to create a safe and secure Turks and Caicos society where citizens, residents and visitors alike are able to carry out the normal routines of caring for their families, conducting successful businesses and enjoying the simple pleasures of what the Turks and Caicos Islands has to offer.”

Governor Freeman said it is the Government’s firm belief that when the territory’s borders are strengthened, the Islands’ reputation as a safe haven for those who seek to abuse the system and those who do not bring benefits to the country, will change for the better.

the education of its people and in taking forward initiatives that will preserve the environment.

The premier underscored that although many countries desire to rebuild more resiliently and climate smart, it is costly.

“Building back better costs money, we must address this,” she said.

“We must seek to diversify our small economies as far as we are able and we must be responsive to the regional crisis last year and proactive for the years to come.”

Two robberies and a driveby shooting last weekend ARMED criminals raided a car, stormed a home and fired shots injuring a 23-year-old man in Providenciales last Sunday (October 28).

The Criminal Investigation Department of the Royal Turks and Caicos Islands Police Force is investigating the robbery, attempted robbery and shooting.

It is not yet known if the incidents are linked.

In the first report at 8.18pm, a group of four people while in a vehicle on Silverado Road, South Dock, were approached by armed, masked men.

According to the victims, the culprits instructed them to step out of the vehicle, took a cell phone, $250 in cash, personal items, documents and the key to the car.

They then drove off in the vehicle.

No shots were fired or injuries sustained in this incident.

Shortly after, police responded to a second report at a residence on South Dock Road where a 41-year-old male said as

he entered his home, he was approached by three armed men who demanded entry to his home.

According to the victim after he refused to allow the criminals entry into his home, the culprits fired three rounds of ammunition and fled the scene.

No injuries were reported.

In a third incident, at 9.30pm the same night, police again responded to a report of a shooting in the area of Kew Town.

According to reports, a white four-door car drove up to a bar in the area and fired rounds of ammunition towards the establishment.

A 23-year-old man who was walking in the said area was struck by a bullet.

He was taken to the Cheshire Hall Medical Centre for treatment.

Police are appealing to members of the public who may have any information in connection to the robberies and shooting incident to please contact police right away on 911 or Crime Stoppers at 1-800-8477.

Premier announces radio show on public service A RADIO show explaining the workings of the public service is set to come on air in January 2019, the premier has announced.

In a statement on Thursday (November 1), Sharlene Cartwright Robinson said she hoped to get rid of the confusion that continues to exist over roles in the public service and how the Government works.

“Many will recall that I have gone on record in the last year

and half speaking to the need for a radio show that will educate the public on just this,” she said.

“I am pleased to announce that this educational show will be introduced in January 2019 and more details will be shared in the upcoming weeks.

“It is my Government’s hope with the aid of the public service to take the public through each ministry initially and to explain the workings.”

She said that much is

happening within the elected and administrative arm of the Government and members lament the “sometimes poor public relations on our part”.

The premier revealed a communications director will soon join the Office of Premier and will assist in all public relations.

They will by disseminate “much needed increased updates” and will more effectively manage the happenings from the Premier’s

Office and ministers.

“And finally, many will recall that following the storms of September 2017, I deemed it important to use all means to communicate with our people and on a daily basis as much was happening,” she said.

She initially issued ‘Premier’s Daily Briefings’ by Whatsapp, radio and Facebook, and then followed this by ‘Premier’s Weekly Briefings’.

“Much is ongoing as we seek

to better the lives of our people and I am pleased to announce the return of the Premier’s Weekly Briefings during the month of November which will be radio based and shared on all platforms,” Cartwright Robinson said.

Next Monday, in a special feature the premier will appear on Radio Turks and Caicos at 2pm to discuss the recently submitted constitutional proposals to the United Kingdom.

Youth pastor’s rape trial adjourned SUSPENDED police officer and youth pastor Huntley Forbes Jr will now stand trial in December after a judge alone trial was rejected.

Reports are that some months ago the Crown made an application before Justice Shiraz Aziz for the case to be tried by judge alone but this application was rejected as counsel for the accused, Noel Skippings strongly opposed the application.

The judge ruled in favour of the defendant and ordered that the case be tried by judge and jury.

Some who were called for jury duty in the trial were reported to be family and friends of the accused rapist and family and friends of others involved in the case including members of court staff and the alleged victim.

The trial, which was initially set to take place in Grand Turk, is expected to be moved to Providenciales due to these issues.

Another trial adjourned THE SECOND trial that was to commence last week was that of Regina V Jermaine Missick for the double killing of a couple on South Dock Road Providenciales.

This matter did not proceed as well and was adjourned.

Missick was charged with causing death by dangerous driving for the two Providenciales residents - Martin Field and Correl Glinton - who were travelling on a scooter on the morning of September 8, 2017.

The couple were killed instantly in the collision, and were pronounced dead on the scene.

Missick had been driving a Nissan V8 Titan which was found with extensive front end damage and in a ditch on South Dock Road.

Trial of robber commences JURY selection began on Monday (October 29) in Providenciales Supreme Court to adjudicate in the trial of Solomond Belizaire for an offence dating back to 2010.

The allegations that he will be tried on, before Justice Joan Joyner and a jury, are that the defendant and an unknown accomplice attempted to rob a businessman sometime in 2010 outside his business place.

He is also charged with a number of firearm offences.

He is represented by Oliver Smith attorney at law.

Court of Appeal in session THE FINAL session of the Court of Appeal for 2018 began on Thursday (November 1) and will conclude on November 21.

Criminal appeals to be heard are as follows: November 1 - Sometime in 2016 a jury convicted Emmanuel Wilson for the wounding with intent of Daniel Adams.

The jury heard that Wilson repeatedly knifed Adams during an altercation in Five Keys.

Justice Joan Joyner presided over the trial and sentenced Wilson to two and half years’ imprisonment and an additional 18 months with a fine of $2,500.

Wilson filed an appeal against his conviction and sentence which was expected to be heard by the Court of Appeal in this session.

He was expected to be represented by attorney Lara Maroof-Misick while Clement Joseph was expected to be representing the Crown.

Also in 2016, a jury convicted Deron Wilson for keeping several rounds of AK-47 bullets in his house.

Police acting on information that a wanted fugitive, the late James Smith, was being housed by Wilson, raided the house.

Police were not only successful in finding their wanted man but came out of the home with rounds of ammunitions as well.

Justice Joan Joyner sentenced Wilson to five years’ imprisonment.

He filed an appeal against his conviction and sentence that was also set to be heard on November 1.

November 2 - Sometime in 2013 a suspended police officer Sadiq Ebanks was convicted of the rape of another police officer.

Chief Justice Margaret Ramsay-Hale sentenced the convicted rapist cop to eight years’ imprisonment. He subsequently filed an appeal against the conviction and sentence.

Also being heard on November 2, is the appeal of Jim Kelly Joseph.

He is challenging the chief justice’s refusal to withdraw his guilty plea on a firearm offence.

On November 6, the panel of appeal judges will hear the appeal of the trio who were tried and convicted of the Sunny Foods robbery.

The men, Wilbert Almonor, Fritznel Prevalus and Reginald Presil, were sentenced to 10 years’ imprisonment on a charge of conspiracy to rob.

On November 8 two time convicted killer Lavardo Smith will appear before the Court of Appeal in his second appeal against his murder conviction for the Dominican barmaid at Sailing Paradise Bar and Restaurant in Blue Hills, Providenciales, sometime in 2011.

Smith was convicted a second time by a jury in 2017 after

he won his appeal against his first conviction.

On November 15, the only woman to ever receive a life sentence in the Turks and Caicos Islands will be approaching the appellate court.

Darlin St Louis, a Haitian national, was convicted and sentenced to life for the brutal killing of an eight-year-old boy.

This incident stemmed out of North Caicos. The appellant was sentenced to life in prison for manslaughter.

On November 21, the last criminal appeal for this session of the Court of Appeal will be that of Haitian national Jamesly Joseph.

The appellant knifed his girlfriend and a mother of five children to death because she was alleged to be cheating on him with other men.

Joseph stabbed the Haitian woman multiple times.

Three fires reported in Grand Turk POLICE in Grand Turk are investigating three structural fires over the past week.

In the first incident at 7.40pm on October 26, reports indicate that there was a fire on Hospital Road.

Police and fire officials responded to the scene where they met a two board and concrete structure engulfed in flames.

No one was injured in the flames and the fire was extinguished.

Later that night, at 9.40pm, police and fire officials again responded to a fire in North Back Salina.

According to police information, the wooden structure that was engulfed in flames was abandoned.

The fire was extinguished.

In the third incident, at 1.55am on October 27, emergency personnel rushed to the scene of another fire on Osbourne Road.

Officials met part of an abandoned wooden structure on fire. Fire officials extinguished the flames.

Man in Grand Turk charged with firearm offences A TWENTY-eight-year-old man has been arrested and charged with inflicting bodily harm, discharging a firearm and possession of said firearm.

The man was arrested by officers of the Serious Crimes Unit of the Royal Turks and Caicos Islands Police on Tuesday (October 30).

The man appeared in court on Wednesday (October 31) and was granted bail in the sum of $14,000 with conditions.

A sufficiency hearing is scheduled in the Supreme Court in Grand Turk for some time in January 2019.

Short changed Dear Editor, With the blame game in overdrive over these last few months as to why this present Government is not delivering on its mandate, one can easily point to the system and say it’s a failure and needs to change.

Hmmm, there’s that word again – change. I say the system is actually a huge success, because it is doing exactly what it is designed for, to create large surpluses.

For context, when this draconian scheme was conceived, designed and implemented some seven years ago, there was only one goal - pay off the debt and meet the ‘bond balloon’ payment once it became due.

The way in which this goal was achievable was quite simple; make sure the TCIG is able to raise revenue faster than they could spend money on expenditure, with a specific emphasis on capital expenditure.

So, you roll out new taxes and simultaneously roll out the current Procurement Ordinance.

The Procurement Ordinance in its current form is the Achilles heel of any progressive government wanting to do right by its people.

First, before you can commit to a project, you must raise the revenue for it.

Then you have to submit an invitation to tender which includes project design and drafting a business case as to why the project should go

forward in the first place.

This is the normal procedure, irrespective of any party that campaigns on a specific project or not.

Following on from there, the tender process will ensue, the bids received, the Procurement Board review notes the initial bids.

A selection committee is formed with relevant ministry personnel, public works staff in the cases of infrastructure, and the Procurement Office.

They will then make a recommendation to Cabinet through the Deputy Governor’s Office as to who the bid should be awarded to.

Herein, Cabinet notes the recommendation. The Attorney General’s Chambers then will commence its negotiation on the specifics of the execution of the contract.

Note here that if the contract is not signed before the end of the fiscal year, the process must begin anew

with revised and updated data in all cases.

This being the case as at least half of any surplus must go into the sovereign wealth fund, ie. the replacement for the sinking fund.

Given the above, it is mind boggling that nearly two years into their term this current Government has not sought to change the Procurement Ordinance, let alone the TCI Constitution.

There’s that word again - change.

If the definition of insanity is doing the same thing over and over again and expecting a different result, what do you call watching someone do something for four years and then doing the same thing yourself for two years and expecting a different result?

Change, change, change. It appears to me that the only change TCI people getting is short-changed.

In the USA, the Democrats are cursing Republicans. This started when a non-politician but bombastic businessman, Donald Trump, began cursing all the politicians starting with the other 16 contenders for the presidency of his own Republican party.

The UK voted to separate itself from the European Union early next year. The Brits are so in love with their historic currency, the pound, they could not stomach the Euro.

Besides they did not like propping up countries like Greece who were so liberal with their government spending they went bankrupt ahead of the Euro socialised countries.

My daughter and spouse just visited Greece and rented a deluxe apartment for $24 a night.

I don’t know what electrical power costs in Greece. I am sure it is significantly less than TCI and Canada.

Actually, this whole worldwide turmoil is a battle between capitalism and socialism, or communism.

The Canadians have chosen the later and that has seriously decreased the value of the Canadian dollar.

Maybe their flag’s red maple leaf will eventually turn brown like real maple leaves do in the fall.

It seems to me that each overseas territory is special. You cannot compare the Cayman Islands to Gibraltar and certainly not the Pitcairn Islands way out in the Pacific.

Lost on the charts during the days of sail, it became the secret home and hiding place of mutineers Fletcher Christian and his handful of seaman, friends and gal from Tahiti on captain William Bligh’s ship HMS Bounty.

The TCI is now on the right track but we must pay attention to our own potential which is unique.

We can become our own Monte Carlo. We cannot afford another mess like 2003-2016. We must also

stop bleeding money and our own people to foreign countries.

The USA is fighting the same problem we are. Hundreds of thousands of illegal immigrants land in the USA every year.

Socialist programmes burden USA business and population with a myriad of taxes. City, county, state and federal.

The leftist politicians want to make everything free but they do not have a clue how to finance the $20 plus trillion national debt which grows by the minute.

The USA did have a balanced budget during my life time - and I am only 82!

Attendees were given powerful presentations on several topics

Civil servants told ‘your job is important’ MORE than 100 employees from the Ministry of Border Control and Employment Services attended educational staff forums this week.

The three half-day sessions were hosted under the theme ‘Making your mark, leaving a legacy’.

The first one kicked off in Grand Turk on October 3 and then the next two held in Providenciales on October 30 and 31.

Attendees were given powerful presentations on the topics of the purpose, role and vision for the civil service, the importance of improving customer service delivery and skills and integrity in the public service.

Discussions were led by respected leaders in the various fields including Deputy Governor Anya Williams

who spoke on the purpose, role and vision for the civil service.

She also informed participants about the importance of training and development and the use of the Professional Development Fund to provide opportunities for upward mobility in the civil service.

Blythe Clare and Yolande Robinson presented on the topic of customer service and covered areas such as interaction with customers, social conduct within and without the workplace, the importance of service before self and the impact of respect to all.

Hon. Lillian Missick, Dr Beatrice Fulford and Jasmin Walkin spoke on the topic of integrity and shared their perspectives on the importance

of respecting and adhering to the established policies, procedures and the rules of law.

They also discussed the negative impact that corruption can have on service delivery and the detriment to one’s self and the need to always operate with a spirit of integrity.

The initiative was hailed by participants as being informative and by presenters as being commendable and timely, a Government press release said on Thursday (November 1).

“It sought to highlight the significance, value and connectivity of each employee’s role to the success of the public service and to encourage the personal development and empowerment of staff while

also inspiring higher staff morale, productivity, efficiency and excellence in customer service and service delivery.”

The forums were hosted by the management of the ministry under the leadership of the Permanent Secretary Susan Malcolm.

In welcoming participants to the sessions, she said: “The Ministry of Border Control and Employment is the nucleus of the Government and is the one ministry that each and every citizen, visitor or resident has to deal with at one stage or another.”

She added: “You make up this ministry and you play an important part in the lives of every person in this country. Your job is important.”

“The Ministry of Border Control is one of our largest customer interface centres servicing thousands of clients each year at the airport, the customer service centres and also the Detention Centre.

“Their task is not easy nor is it overlooked and we want to continue to motivate, to encourage and to assist them in improving the jobs that they do.”

The forums will culminate with the fourth and final session for heads of departments and their deputies on Wednesday, December 14, which will include presentations from a number of noteworthy speakers.

HM prisoners attend basketball game and worship service PRISON authorities allowed Her Majesty’s Prison inmates to participate in outside activities two weekends ago as part of its rehabilitative programmes.

The weekend was a very active for rehabilitative opportunities in the community as inmates participated in a basketball tournament and a church service.

On Friday, October 19, the HMP Stingers managed to beat the HJ Robinson Snipers.

The prisoners’ participation in the game marks the first time that some of them were allowed outside the prison at night.

They took part in basketball games outside the prison complex and on the Over Back basketball court.

In attendance were Acting Superintendent of Prison Raymond Grant, rehabilitation manager ASP Clyde Green and senior prison officer and coach of the HMP inmates’ basketball team Stanley Taylor.

Game one of the tournament featured the HMP Stingers versus the HJ Robinson Snipers. The game was played with four quarters, each quarter eight minutes long.

The game started a bit slow throughout the first four minutes of the first quarter, but the Stingers picked up their pace finishing the first quarter with a lead of five points.

Then the Stingers really got it going in the second quarter, finishing the quarter with a 10 point lead (17-7).

The HJ Robinson Snipers picked up their game tremendously in the third quarter, knocking down a pair of three pointers and getting points off fast breaks, posting a 16-5 run on the HMP Stingers and taking the lead 22-23.

But the Stingers were not done yet as they posted a 7-0 run between the ending of the third quarter and the start of the fourth quarter, taking control of the game at 29-23.

The Stingers took the game at the end, dominating the rebounds and getting a lot of steals.

CHURCH SERVICE On Sunday, October 21, under the leadership of Her Majesty’s Prison Chaplain, the Reverend Dennis Simmons, 19 low risk inmates attended service at the New

Testament Church of God. Their attendance was made possible with the support of Acting Superintendent Grant, rehabilitation manager Green and other members of HM Prison staff.

The service was moderated

by Pastor Vernon Malcolm, who ministers to inmates on a regular basis to provide spiritual upliftment, and included a prayer by Reverend Reuben Hall, who also renders spiritual support to this important ministry.

The sermon ‘You are created for more’ was delivered by

administrative Bishop of the New Testament Church of God in the Turks and Caicos Islands, Bishop Austraham Hamilton.

He encouraged the inmates to not stay where they are but to seek God and to allow themselves to be used for his purpose.

Other participants in the worship experience included the inmates who rendered a song and Permanent Secretary Clara Gardiner OBE who brought greetings on behalf of Hon. Delroy Williams, Minister of Home Affairs, Transportation and Communication. (Delana Isles)

Students win Jamaica trip for cultural expertise PUPILS from HJ Robinson High School won a trip to Jamaica when they came out on top in this year’s History and Cultural Heritage Quiz.

The third annual event, hosted by Turks and Caicos National Museum, was part of TCI Heritage Month 2018 held under the theme ‘Celebrating from whence we’ve come’.

Representatives from eight schools took their places at Brayton Hall in Providenciales on October 4 as they prepared to compete for the Challenge Trophy.

They were HJ Robinson High School, Marjorie Basden High School, Raymond Gardiner High School, Long Bay High School, TCI Middle School, British West Indies Collegiate, Maranatha Academy and Holy Family Academy.

“Raymond Gardiner High School, last year’s winners were reluctant to let it go and determined to take it right back to North Caicos with them for another year,” a press statement on October 24 said.

“However, I think the winner prize trip was also at the fore of minds of the contestants because as they settled I heard snippets of conversations, they were all about the first prize trip to Jamaica.”

As the event began Candianne Williams of the TCI National Museum welcomed the school teams from near and far.

Hon. Karen Malcolm, Minister of Education, Culture, Library Services and Youth, said the event allowed students to embrace the rich cultural history of the Islands.

“It is through our celebrations that we recognise the work done by our forefathers and the rich heritage legacies they have left for our enjoyment,” she said.

Premier Sharlene Cartwright Robinson shared her personal love of history and cultural heritage and underscored how important it is to know local history.

She congratulated the museum, collaborating Government departments and sponsors for hosting the event.

and cultural heritage and offered encouragement to all of the participating teams.

Talisha Simons, senior director of corporate communications and public affairs at FortisTCI, read out the quiz questions in quick succession to the competing schools.

After results were tallied up, two schools were announced as making it through to the finals - HJ Robinson High School and Raymond Gardiner High School.

Dr Michael Pateman, Director of the National Museum made opening remarks at the quiz finals speaking of the museum’s commitment to education and community outreach.

Ruth Forbes, chief financial officer of event sponsor Fortis TCI, expressed the company’s continued support and commitment to the education of youth and cultural heritage preservation.

Cheryl Forman, chief executive officer of Peak Consulting, was the quizmaster for the competitive finals.

The judges were Director of Education Edward Howell, Director of Culture Ludwina Fulford and Museum Director Michael Pateman.

Luc Clerveaux, Assistant Director of Law and Enforcement in the Department of Environment and Coastal Resources (DECR) kept the audience abreast of points at the end of each round.

Coming out on top were the HJ Robinson High School students who won three-day trip to Jamaica to visit the UNESCO world heritage sites and other historical and cultural heritage sites Raymond Gardiner High School pupils came second and won a day immersed in history and cultural heritage on one of the Turks and Caicos Islands.

Deluxe picnic party raises funds for charity LONG Bay High School was transformed into a romantic, opulent setting to host scores of Picnic en Blanc partygoers on Saturday (October 27).

Attendees helped raise more than $11,500 for Food for Thought’s breakfast programmes at the TCI’s Government schools.

The stylish picnic guests, all of whom dressed in white from head to toe, added to the spectacular atmosphere.

They enjoyed their stunning surroundings while sipping on champagne and dining on a feast of delicious offerings - charcuterie and cheese boards, vegetarian canapes and mouth-watering, bite-sized desserts.

The DJ’s playlist enhanced the light and laid-back ambiance, while a slideshow of the charity’s achievements was displayed in the background.

The round table event in Banff, Canada, was hosted by United Way - a non-profit organisation that is engaged across more than 40 countries and territories worldwide.

“We are focused on creating community-based and communityled solutions that strengthen the cornerstones for a good quality of life: education, financial stability and health,” the organisation explained on its website.

The event’s theme was ‘Where mind and mountains meet’ and discussions focused on ways in which social and economic inequality could be reduced to create stronger more holistic communities.

Solutions included initiatives such as more access to education, health services and income for a decent living for all community members, as well as finding ways by which

individual donors and successful companies can contribute to solving the problems of their community.

Chairman for United Way TCI, Mark Fulford, addressed attendees at the invitation of leadership council member Rick Waugh, a press release on October 24 read.

He highlighted some of the challenges faced by small island nations such as the impact of natural disasters such as hurricanes Irma and Maria.

Fulford explained that United Way TCI is helping to restore some sense of normalcy to the lives of the elderly who were affected who have no other means of help.

He emphasised the need for private sector and governmental organisations to work together to scale solutions to tough problems.

Haiti is almost completely deforested IF you want to see just how destructive runaway deforestation can be to a major landmass, you need look no further than Haiti. The Caribbean nation was once covered in trees, with 60 percent of its landmass forested. Today, the country’s original primary wooded areas are almost barren. It’s an environmental catastrophe of immense proportions, reports Phys.org.

Now a new analysis of how this deforestation is affecting the animal species that once called these jungles home is equally as stark. Researchers are calling it a “mass extinction.”

“Species extinction is usually delayed until the last habitats are gone, but mass extinction appears imminent in a small number of tropical countries with low forest cover,” said S. Blair Hedges, one of the project collaborators. “And mass extinction is already happening in Haiti because of deforestation.”

The project found that Haiti’s primary forest — untouched original forest — has been depleted by 99 percent. It’s almost entirely wiped out. What remains — a few scant tracks of jungle on some of the nation’s mountains — is expected to be demolished within the next two decades, given current projections.

Perhaps the most alarming visual of the problem comes from satellite imagery along Haiti’s border with the Dominican Republic, a nation with more sustainable forestry practices.

green. On Haiti’s, a treeless brown wasteland. The stark contrast follows the border precisely.

The world’s most deforested nation, Haiti, had only just completely deforested the first of its 50 mountains in 1986. Today, 42 of those mountains are barenaked. This has led to soil erosion and devastating floods, such as the flooding spawned by Tropical Storm Jeanne in 2004, which killed over 3,000 people.

Endemic species, of course, also have no where left to go. Habitat loss has decimated the biodiversity once found in Haiti, and researchers fear

that scores of reptiles, amphibians and other vertebrates are, or are soon to be, driven to extinction.

“Our data suggest a general model of biodiversity loss from deforestation applicable to other areas as well,” Hedges said. “This model of biodiversity loss pertains to any geographic region that contains primary forest and endemic species.

Time-series analysis of primary forest can effectively test and monitor the quality of areas designed for biodiversity protection, providing the data to address the greatest threat to terrestrial biodiversity.” (Mnn. com)

Cayman Islands: Offshore banks slide while domestic banks fare well in 2017 Cayman’s offshore banking sector continued to slide in 2017, but domestic banks posted a strong year as the territory’s economy continued to grow.

According to the Cayman Islands Monetary Authority’s 2017 banking digest, domestic banks booked a $13 million increase in income before taxes and dividends, and a $24 million increase in operating income from 2016 to 2017.

Local banks also reported $174 million in net income retained last year, a $3 million increase over 2016.

The banks’ return-on-equity fell slightly, from 13.3 percent in 2016 to 13.1 percent in 2017, but CIMA attributed that to banks’ equity outpacing their increase in net income.

Loans made in Cayman contracted by $126 million in 2017, due in part to less public sector borrowing.

“Noteworthy was the reduction of $117.0 million in resident loans to Central Government and Public Sector entities,” CIMA stated in its

report.

Domestic banks also reduced the number of bad loans on their books.

According to the CIMA report, nonperforming loans – generally defined as loans that have not received payments in 90 days – fell from 2.1 percent of total loans in 2016 to 1.8 percent last year.

Foreclosures also fell last year from a peak of 2.4 percent in 2016 to 2.1 percent last year. The fewer nonperforming loans and foreclosures are “reflecting improvements in asset quality due to continued improvements in macroeconomic conditions including increased employment and an overall improvement in economic activity,” CIMA stated.

While the domestic banking sector performed well, offshore banks contributed to a slide that has been ongoing for years.

CIMA stated that Class B banks – those restricted to doing business in other jurisdictions – continued to the overall banking sector posting losses of $1 billion last year. This was an

improvement of the $2 billion of net losses in 2016.

“While the sector reported reductions in Operating Expenses of $0.9 billion, Net Interest Income and Net Non-interest Income reported significant declines of $2.6 billion and $0.7 billion, respectively,” CIMA explained.

The total positions booked by Cayman-based banks in 2017 declined to $934 billion and $934.1 billion in assets and liabilities, respectively, CIMA stated.

These movements followed the negative trend from 2016 and represented 10.3 percent ($107.6 billion) and 10.4 percent ($107.9 billion) declines in assets and liabilities year on year to 2017, respectively, according to CIMA. “This contraction resulted in the decline in ranking of the Cayman Islands international banking position to 10th and 9th for both cross-border assets and liabilities respectively,” CIMA stated. Cayman ranked 8th and 7th in those respective categories in 2016.

Tourism promoter charged by feds in Haiti port bribery scheme A POLITICALLY connected tourism and jobs promoter for Haiti has been charged in a scheme to bribe Haitian government officials over the construction of an $84 million port.

Roger Richard Boncy, 74, a dual U.S. and Haitian citizen who resides in Madrid, was charged Tuesday in an indictment filed in Massachusetts with one count of conspiracy to violate the Foreign Corrupt Practices Act and the Travel Act, one count of violating the Travel Act and one count of conspiracy to commit money laundering.

“This case should never have been charged. Mr. Boncy never paid any bribes,” said Jed Dwyer, an attorney with Greenberg Traurig in Miami who is representing Boncy. “This is no conspiracy. “ Already charged in the case as a co-conspirator is Dr. Joseph “Joe” Baptiste, 66. Baptiste, a retired U.S. Army colonel and practicing dentist who lives in Maryland, was originally charged by indictment in the case in October 2017. Baptiste’s trial is scheduled to begin on Dec. 3 in Boston.

Baptiste, a one-time influential member of the Haitian diaspora who hosted U.S. lawmakers and Haitian prime ministers at his lavish home and informally advised U.S. State Department officials on Haiti matters, is accused of conspiring to bribe senior Haitian government officials to win support for the $84 million port project in M?le St. Nicolas, a city in northwest Haiti.

Prosecutors accuse Baptiste, the chair and founder of the National Organization for the Advancement of Haitians (NOAH), of funneling some $50,000 in bribes through his non-profit charity meant to help Haiti’s poor.

Baptiste had supposedly cut a plea deal at the end of December 2015 but backed out of it, according to authorities. It’s unclear why the U.S. attorney’s office in Boston waited so long to charge him.

The new indictment claims that Baptiste and Boncy solicited bribes from undercover FBI agents posing as potential investors in connection with the port project.

The proposed project was to involve the construction of multiple cement factories, a shipping-vessel recycling station, an international transshipment station with numerous slips for shipping vessels, a power plant, a petroleum depot and tourist facilities.

“What happened here was that the FBI got out-hustled — and ended up losing,” $50,000, Dwyer said. “What didn’t happen was some kind of bribery scheme.”

A former federal prosecutor, Dwyer said his client never knew that Baptiste “had asked for money from the FBI to pay bribes.”

Richard Boncy once served as the representative of Haiti to the United Nation’s World Tourism Organisation.

“Mr. Boncy never asked for a dime to pay bribes. Mr. Boncy never received a dime to pay bribes. Mr. Boncy never gave any money to anyone else to pay bribes,” he said.

When contacted by the Miami Herald after Baptiste’s arrest in August about whether federal agents’ description of the proposed port was the same project that he had been promoting among members of then-President Michel Martelly’s government, Boncy responded, “Sorry ... it is inaccurate.” He did not provide further details.

While Boncy lived in Spain, he was often in Haiti where he promoted the economic and strategic benefits of a port in M?le St. Nicolas, the site where Christopher Columbus landed on Dec. 6, 1492 during his first voyage to the Americas. Boncy described the area as having the deepest and best-protected natural port in the region that could easily rival the Panama Canal based on its location on the Windward passage.

Frustrated by the lack of support from the government, he would say, “We mean to make a difference for Haiti.”

The CEO of Hispaniola Invest, LLC, Boncy was named Haiti Ambassador-at-Large by Martelly in 2013, and served as permanent representative of Haiti to the United Nation’s World Tourism Organization, according to his LinkedIn profile.

“Mr. Boncy has given almost everything to his beloved home, Haiti — but he would never give his soul,” Dwyer said about his client, who has not been arrested. “We look forward to clearing his name.”

The case against Boncy and Baptiste unfolded in Boston, and is part of a 2014 U.S. government probe into allegations that HaitianAmerican businessmen had been offering to bribe high-level Haitian government officials in exchange for the ability to do business in Haiti, according to court documents. The new charges come as more Haitians there and abroad denounce corruption and demand accountability from Haiti’s political class. A committee of the Haitian Senate has accused past and current officials of squandering billions of dollars in proceeds from Venezuela’s discounted PetroCaribe oil programme.

Regional News Trinidad experiences eight earthquakes in eight days TRINIDAD and Tobago on Tuesday night felt its eighth earthquake in as many days, but as the case in the preceding tremors, there were no reports of damage or injury.

The latest quake, a 4.4 magnitude one, occurred at 7:32 p.m., according to the University of the West Indies’ Seismic Research Centre (SRC) at the St Augustine Campus in Trinidad.

It was felt 113 km west of San Fernando, Trinidad and Tobago; 86 km northeast of Maturín, Venezuela; and 106 km southeast of Carúpano, Venezuela.

Responding to queries on its Facebook post about why there have been so many earthquakes felt in the past week, especially in Gulf of Paria area, the SRC said:

“The south-east corner of the Caribbean plate, where Trinidad lies, is a very active seismic region and we expect activity in the Gulf of Paria, which is on the western side of Trinidad, to be elevated as the area settles after the magnitude 6.9 event in August.”

“These events do not necessarily indicate a big event may happen soon or that the energy from these events will lessen the chances of a larger magnitude event from occurring,” it added.

Noting that the region is known to have produced large magnitude earthquakes in the past and will do so in the future, the SRC stressed that preparedness is a “necessary part of living with the earthquake hazard”. (Caribbean360)

John Swan, who served as the Premier of Bermuda from 1982 to 1995, said that America is, and will remain for the foreseeable future, the most powerful country in the world.

Bermuda’s former premier repeats call to ditch Bermuda dollar for US currency BERMUDA must look at ditching its own dollar in favour of United States currency, Bermuda’s elder statesman has said.

Sir John Swan floated the idea in an opinion piece on potential changes for Bermuda published in The Royal Gazette this month, which sparked protests from some and suggestions that the US under Donald Trump was on the wane compared with China.

But Sir John said: “Any major change encounters resistance. Again, it’s out there for discussion.

“I read the comments and they talk about the demise of the United States. Let’s put that to rest — America is, and will remain for the foreseeable future, the most powerful country in the world.

“It has the physical resources and the intellectual resources.”

He added: “Politics doesn’t play a strong role in the long term in America because of its democracy.

The public can change things.

“We are in the American sphere for security reasons, for trade reasons and because of a lot of relationships.

Even though we fly the British flag, we’ve always had the advantage of

having both sides on our side.”

Sir John’s opinion piece said the island should adopt the US dollar because the purchase of goods and services and even borrowing was converted into US dollars.

He warned that the move should come before lender banks reduced the island’s ability to borrow because of its currency imbalance.

Other suggestions included the creation of a free-trade zone in Hamilton, the encouragement of foreign investment in major projects like the redevelopment of the city’s harbourfront and the promotion of financial technology, known as fintech, including the introduction of new banks.

Sir John said: “My idea was to take the risk out of Bermuda dollars and put it into US dollars.

“I suggested that could then allow banking with limited facilities which Bermudians and non-Bermudians could do business with.”

However, Sir John said: “I would encourage the public not to look at what I said as a fait accompli. It’s doing what I hoped it would do — stimulate thought and conversation.”

Jamaica hotels under international scrutiny over sexual assaults on American tourists Jamaica’s Ministry of Tourism has gone into damage control mode following a report in the international media, outlining graphic accounts of sexual assaults on American women at some of the island’s hotels over several years.

In a statement issued yesterday, the ministry said it was aware of the article and “strongly condemned these incidents of assault and all other crimes against visitors and citizens alike”. However, it insisted that Jamaica is “a world leading and very high repeat visitor rate of 42 per cent with an extremely low rate of crime against our visitors”.

The investigative report entitled “Resorts in Jamaica are facing a ‘historic’ sexual assault problem” was first published yesterday by Detroit Free Press, part of the internationally distributed USA Today.

It states that 78 American citizens were raped in Jamaica between 2011 and 2017. Among the victims identified were a mentally handicapped woman in her 20s, an Indiana mother gang-raped by three Cuban soccer players in a resort bathroom stall, a 20-year-old woman raped by two men in her hotel, and a teenager and her 21-year-old friend who were gang-raped by lifeguards in a locked laundry room at the resort where they were staying.

The article stated that “perhaps most alarming for tourists is that sexual assaults are occurring inside

gated resorts — the place they are led to believe that they are most safe”.

The report also quoted US Embassy reports which stated that 12 Americans were raped in Jamaica last year, half of them inside resorts by hotel employees.

Just last month, two Detroit women were allegedly raped by a hotel employee at gunpoint at the Riu Reggae Hotel in Montego Bay. Jamaica was last year ranked the third-most dangerous country for female travelers by Trip by Skyscanner, a California-based travel research company that reviews destinations worldwide.

The article points out that the United States Department of State has issued several travel advisory warnings, stating that sexual assaults occur frequently in Jamaica, even at all-inclusive resorts. It also expressed concern about Jamaica’s inability to do anything about the problem, noting that the Jamaica Constabulary Force is considered “underpaid, poorly trained and understaffed.”

According to the article, the State Department has stated that “reporting crime can seem archaic, and the confusing, lengthy process is widely believed to be a waste of time.”

Bahamas: 4C’s owner and captain face manslaughter over fatal explosion FOUR C’s Adventures owner Clayton Smith and one of his tour boat captains, Roderick Watson, were charged on Monday with causing the death of an American woman and injuring nine other people due to negligence when the boat they were chartering burst into flames earlier this year.

The two Stuart Manor, Exuma natives both stood before acting Deputy Chief Magistrate Subusola Swain to face one count each of manslaughter by negligence and nine other counts of causing negligent harm concerning the deadly explosion in waters off Barraterre, Exuma on June 30.

It is alleged the pair’s negligence caused the death of Tennessee native Maleka Johnson, and also negligently caused harm to her husband of 15 years, Tiran Jackson, who had to have one of his legs amputated.

Similarly, the pair were accused of negligently causing harm to 22-yearold Vermont-native Stephanie Schaffer, who had to have both of her legs amputated after the incident.

According to initial reports, shortly after 9am, a 40-foot chartered

tour boat was travelling in waters just off Barraterre, Exuma, with 10 tourists and two Bahamians on board, when an engine exploded, causing the boat to catch afire.

The 10 people on board the vessel were consequently injured and taken to the mini hospital in George Town.

One of those injured, Mrs Jackson, died of her injuries, while several others were airlifted for further medical treatment.

UK aid for wealthier overseas territories after rule change BRITISH overseas territories hit by natural disasters could get access to foreign aid under plans agreed by the richest nations, the BBC has learned.

Some Caribbean islands damaged last year by hurricanes did not get official development assistance because their national incomes were too high.

After UK pressure, the Organisation for Economic Cooperation and Development (OECD) has agreed a new mechanism.

It would see them appear on the official list of poorer countries.

This would mean the countries are eligible for official development assistance - known as ODA. Until now, there was no procedure for middle income countries to register for ODA if they suffered an unexpected economic decline as a result of a natural disaster.

Those currently eligible for ODA include countries like Antigua and Barbuda, Dominican Republic and Cuba.

But Anguilla and St Kitts & Nevis were taken off the ODA list in 2014, the British Virgin Islands in 2000, and the Turks and Caicos in 2008.

The new mechanism would allow countries to be restored to the ODA list if they were hit by a

natural disaster that devastated their economies.

The process of getting back onto the eligible list would take some months and would apply only to long-term reconstruction aid rather than short-term humanitarian relief.

Ms Mordaunt said: “The British public are strong supporters of providing help in the wake of disasters, including long-term reconstruction.

“They want to help people, especially when they are from nations we have close ties to.

“Not being able to pay for that help from the aid budget, because a nation’s economy was doing well, before a hurricane, earthquake or other disaster hit, was illogical and had to change.”

Pittsburgh shooting: Robert Bowers pleads not guilty ROBERT Bowers, the alleged gunman accused of killing 11 Jewish worshippers at a Pittsburgh synagogue on Saturday has pleaded not guilty.

Bowers, 46, has requested a jury trial, US media reported on Thursday.

He faces 44 counts of murder, hate crimes, obstructing religious practices and other crimes.

Prosecutors are seeking the death penalty.

Authorities called the attack on the Tree of Life synagogue the worst anti-Semitic incident in US history.

On Wednesday, US prosecutors added a further 15 charges to the 29 Mr Bowers already faces, making a total of 44.

According to an affidavit, Mr Bowers told police immediately after his arrest that “he wanted all Jews to die”.

THE National Crime Agency is investigating Bristol-based insurance tycoon Arron Banks and his Leave.EU campaign for alleged offences committed at the 2016 EU referendum.

Mr Banks and another senior campaign figure, Liz Bilney, were referred to the agency by the Electoral Commission.

The watchdog said it suspected Mr Banks was not the “true source” of loans to the campaign and the money had come “from impermissible sources”.

Mr Banks denied any wrongdoing and said he welcomed the police investigation.

He said he was “confident that a full and frank investigation will finally put an end to the ludicrous allegations levelled against me and my colleagues”.

“There is no evidence of any wrongdoing from the companies I own. I am a UK taxpayer and I have never received any foreign donations.

The Electoral Commission has produced no evidence to the contrary,” he added in a statement.

He claimed the Electoral Commission had acted “under intense political pressure from antiBrexit supporters”.

Some Remain supporters have suggested Brexit should be put on hold pending the outcome of the inquiry.

SNP MP Kirsty Blackman told the BBC’s Politics Live programme: “If people are found to be breaking electoral law, then I think there is an issue that you look at the possible validity of the results.”

Under UK law, loans and donations to registered campaigners can only come from permissible sources, which essentially excludes overseas or foreign funding.

Leave.EU’s chief executive Liz Bilney said all of the money had come from Mr Banks and he was the “ultimate beneficial owner” of the companies that had loaned it.

As a UK domiciled taxpayer Mr Banks was “completely permissible to donate money to campaigns as he sees fit”, she told BBC Radio 4’s The

World at One programme.

She denied claims the money had come from Russian sources, saying: “I run the group of companies where the money was from and we don’t have any transactions that are from Russia.”

And she said the Electoral Commission had “failed to understand the nature of the loan agreements” and were seeing them through “their own biased lens”.

“I am confident that all the matters will be completely resolved and I will be exonerated and so will Arron and everybody else involved,” she added.

The Electoral Commission investigation focused on £2m reported to have been loaned to Better for the Country, which ran Leave.EU, by Mr Banks and his group of insurance companies.

It also examined a further £6m reported to have been given to the organisation, on behalf of Leave.EU,

by Mr Banks alone.

The commission’s legal chief, Bob Posner, said: “We have reasonable grounds to suspect money given to Better for the Country came from impermissible sources and that Mr Banks and Ms Bilney, the responsible person for Leave.EU, knowingly concealed the true circumstances under which this money was provided.

“This is significant because at least £2.9m of this money was used to fund referendum spending and donations during the regulated period of the EU referendum.

“Our investigation has unveiled evidence that suggests criminal offences have been committed which fall beyond the remit of the commission.

“This is why we have handed our evidence to the NCA to allow them to investigate and take any appropriate law enforcement action. This is now a criminal investigation.”

He said the financial transactions investigated by the commission had investigated included companies incorporated in Gibraltar and the Isle of Man, which were “beyond the reach” of the watchdog.

Turkey feels Khashoggi was strangled and then dismembered TURKEY has given its first official statement on how it believes Saudi writer Jamal Khashoggi was killed, saying he was immediately strangled.

The statement follows weeks of media reports about the murder at the Saudi consulate in Istanbul on 2 October. Turkey has yet to provide evidence.

Chief prosecutor Irfan Fidan said meetings with his Saudi counterpart this week led to “no concrete results”.

Saudi Arabia has not commented on the meetings.

The Turkish statement said: “In accordance with plans made in advance, the victim, Jamal Khashoggi, was choked to death immediately after entering the Consulate General of Saudi Arabia.”

His body was then dismembered and destroyed “again, in line with advance plans”, it added.

Khashoggi, a Saudi national working for the US press, was a wellknown critic of his home country’s rulers. His body has not been found, but Turkey, the US and Saudi Arabia have all agreed that he was killed at the consulate.

There is still no consensus on how he died.

Poll: Majority blames both Trump and media for dividing USA A new POLITICO/Morning Consult poll conducted over the past fractious, violent week shows a majority of voters think that President Donald Trump has done more to divide the country than unite it since he took office last year — but that the national news media are even worse.

Just 3 in 10 voters, 30 percent, said Trump has done more to unite the country, compared with 56 percent who said he’s done more to divide it.

Even more voters, 64 percent, said the media have done more to divide the country, while only 17 percent say they have done more to unite it.

Majorities of Democrats (88 percent) and independents (54 percent) said Trump has done more to divide the U.S., while 55 percent of Republicans said Trump has done more to unite the country instead.

But few voters in either party — 28 percent of Democrats, 9 percent of Republicans and 14 percent of independents — said the national news media have done more to unite the country.

The poll was conducted Oct. 2530, a tumultuous week that included the Oct. 26 arrest of a Florida man on charges of sending pipe bombs to prominent Democrats and other Trump critics, and the Oct. 27 murder of 11 Jewish worshipers at a Pittsburgh synagogue.

Trump says up to 15,000 troops will be sent to US-Mexico border to counter ‘migrant caravan’ DONALD Trump has said the US could send up to 15,000 troops to the border with Mexico, as the president hardens his stance against a caravan of migrants fleeing poverty and violence in Central America.

The number is significantly higher than US defence officials have disclosed. Initially, the Pentagon said it was deploying more than 5,200 troops to the border, but on Wednesday it said more than 7,000 would support the department of homeland security along the border.

If 15,000 troops are drawn into the effort, it would mean there would be more US troops on the

border with Mexico than there are in Afghanistan, which has become America’s longest conflict.

“As far as the caravan is concerned, our military is out ...

We’ll go up to anywhere between 10 and 15,000 military personnel, on top of Border Patrol, ICE and everybody else at the border,” Mr Trump told reporters at the White House.

He did not say how many of those 15,000 would be National Guard personnel. There are already 2,100 National Guard forces at the border, sent after a previous request by Mr Trump in April. They are authorised to go up to 4,000.

SRI LANKA’S “sacked” Prime Minister Ranil Wickremesinghe has told the BBC he has the support of parliament, as the island nation grapples with an unprecedented constitutional crisis.

Last week the president sacked Mr Wickremesinghe and his cabinet and suspended parliament, appointing former leader Mahinda Rajapaksa as the new PM. But Mr Wickremesinghe refuses to leave office, saying the move is illegal.

The crisis has already sparked protests and deadly violence.

The situation is being closely watched by regional rivals India and China, who are vying for influence in Sri Lanka. Washington has called for parliament to be convened as soon as possible.

“I still remain the prime minister and I have the confidence of the majority of members of this house,” Mr Wickremesinghe told the BBC from his official residence, Temple

Supporters of Mr Wickremesinghe have been gathering outside the official residence he is refusing to leave.

Trees, a grand, white, colonial-era bungalow, which has, over time, become a symbol of political power in Sri Lanka.

“The constitution states that the president must appoint as prime minister the person who commands the confidence of parliament and I am the person who has that. We

Frederick Brayton Krieble Passed away peacefully on October 18, 2018 surrounded by his family.

Fred was a proud Belonger of the Turks and Caicos Islands. He was a founding member of the British West Indies Collegiate. Fred had a passion for flying and was an accomplished pilot.

Eighth Caribbean Food and Wine Festival this weekend THE HIGHLY anticipated eighth annual Caribbean Food and Wine Festival (CFWF) is happening this weekend, and the culinary atmosphere is filled with delicious anticipation.

From November 1 to 4, the series of events will delight festival goers with culinary extravaganzas presenting headlining chefs Andrew Pern and Shawn O’Neale, and featured wine pairings from Ramey Wine Cellars, Stewart Cellars and Veuve Clicquot champagne.

Fitness the focus as Cayman’s cricketers eye World Cup chance CAYMAN’S cricketers are getting in shape as they prepare for the next step on the road to the Twenty20 World Cup in Australia.

After their success in a prequalifying tournament in Argentina, the Cayman Islands will compete against Bermuda, Canada and the USA for two qualifying spots for the tournament in Australia in 2020.

Almost a year out from that four-way Americas tournament, the preparations are beginning. Coach Peter Anderson is putting a 33-man preliminary squad through their paces in a winter fitness program.

He believes fitness could be the key to taking the squad to the next level as they prepare to compete against stronger teams.

“We are starting early because we need to get fitter, then we can work on the skills,” he said. “We can’t do those harder drills unless the boys are fit.”

Anderson believes fielding is one of the key areas his team can improve as they seek to get a competitive edge over squads that are filled with more experienced players, including some first-class cricketers.

Simone Biles had helped the United States to an emphatic women’s team victory earlier in the week.

FA backs call to honour first British black female footballer THE Football Association has backed a call to honour Emma Clarke, Britain’s first black female footballer.

The Bootle-born player first featured for the British Ladies’ team in 1895 and went on to appear at stadiums such as St James’ Park and Portman Road.

Now Anna Kessel, sports writer and co-founder of Women in Football, wants Clarke to receive wider recognition: “A blue plaque on her childhood home would be brilliant.

“It would also be lovely to see the ground on which she made her debut recognised. I know English Heritage have rules about where a plaque can be attached - on an existing original building - however there are no existing buildings left on the pitch in north London where Clarke played.

Maybe English Heritage could rethink their criteria.

The story of Clarke was discovered only last year by Stuart Gibbs, who was researching the history of women’s football for an exhibition. From the subsequent information gathered, parts of her story were dramatised in a production called Offside, which toured the UK

in 2017.

Clarke was born in Bootle, Merseyside in 1875.

She lived with 13 other siblings in a terraced house along with her parents - mother Wilhelmina Clarke, believed to be of black Dutch heritage, and father William Clarke, who was a bargeman.

It was when Clarke was aged six or seven that the first official women’s international football match took place in Scotland in May 1881. Later that year a series of matches took place in Liverpool, which is likely to have influenced her.

Forbes said that more investors and businesses will help if they see people committed to improving their communities.

“There are many who have a desire to invest in local communities especially in areas that empower the youth. We however, have to first make a commitment to take care of what we have. Preserving our parks, schools, sport facilities, etc. is the best way to show gratitude to those who make the commitment to help.”

Massive improvement in times for TCI Aquatics Club swimmers TCI Aquatics Club swimmers recorded massive improvements in their personal best performances when they competed in the Makos Fall Invitational Swim Meet, which was held last weekend in Nassau, Bahamas.

Coach/founder of the club, Lenin Hamilton told the Weekly News that he was “super proud” of his swimmers.

Nine youngsters competed in the meet, including Hamilton’s fouryear-old daughter who competed in the U8 division.

“I think Leniah might have made history as the youngest Turks Islander to compete and she completed it and against 8 year olds, so the future looks bright for her and TCI.”

The four-year-old, swimming in her first overseas competition, finished 36th in the 50M backstroke in a time of 1:29.14s and 43rd in the 50M freestyle in a time of 1:26.28.

Leniah’s older brother, Lenin Hamilton Jr., registered the only top three finish in the meet. He finished third in the Boy’s 50M freestyle in a time of 38.23s. He also finished fifth in the Boys 50M back (48.80s).

The nine-year-old dropped time in almost all of his events. Also dropping significant time was Tajhari Williams. The 10-year-old had several massive drops, including a 36.97s improvement in the Boys 200M IM. Lenika Hamilton and Jamarii

Parker also dropped a number of seconds from their events.

The club coach said that the swimmers with previous experience were sad that they didn’t get any trophies, but were ready to train as soon as they returned home. “I felt happy and sad for them at the same time and am more flamed up to get back out there and coach and challenge their bodies and minds.”

Hamilton said he was also very excited with the first timers.

“We had Chelsea Walkin, Mateo Gardiner, Carlos Mariano and Gil Geralde first time swimming and diving off of blocks. They showed no fear and completed all of their events so I am very proud.”

Marco Fenelus makes it two in a row.

Fenelus wins top scoring award in Taiwan League MARCO Fenelus scored a whopping 27 goals to swoop up the top individual prize in the Taiwan Football Premier League for the second consecutive year.

As last year, the national footballer also led his club team, the Tatung Football Club to the league title.

Fenelus, who captained TCI against Cuba, said he was elated with the win.

“I’m very happy to have won the title with my team twice in my three years playing in Tatung. I feel like I’ve

matched the expectation that required of me and this title is the proof of that. I’m playing in the best team in Taiwan with so many good talented players. This title just like the first one is part of my success as a footballer, and I’m happy for that I can achieve it. It’s a great feeling, proud moment for me that I can enjoy winning the top scorer again.”

Fenelus said that the season was a tough one, more competitive, and people had doubted that he would have won again.

Provo Sailing Academy Open Championships set for early December THE Provo Sailing Academy have all systems in place for next month’s Open Championships.

The event which will be held on December 1 and 2 will have races for optismist, laser picos, laser radials 4.7 and Hobie Cats.

President of the Academy Rex Reaston Brown said that the event is open to sailors from the TCI and abroad.

“We are delighted to be holding our Open Championships, we have been busy purchasing new sails, boat parts and equipment

and are working hard to ensure the day brings many competitors and supporters together. Over the weekend there will be food, beer and drinks available and we hope many none sailing people will join us too to watch this fun and exciting weekend competition.”

SURFside female swimmers finish fifth in female division THE SURFside Ocean Academy finished fifth out of 13th in the female division at the Makos Fall Invitational Swim Meet, which was held last weekend in Nassau, Bahamas.

The club was represented by 13 competitive swimmers and their coach Jessica Soderquist.

The first off island meet for the team this swim season had the largest number of swimmers that the team has travelled with since the club’s formation in May 2014.

According to information from the club the swimmers competed in 75 independent swim races in less than 12 hours, with 75% of the swims achieving personal best swim times.
