Power restored nationwide in less than 60 days

BY OLIVIA ROSE IN LESS than 60 days since hurricane Irma, FortisTCI has been able to restore electricity across the Turks and Caicos Islands.

The territory’s sole electricity provider, in an update this week, said that major restoration efforts are winding down as power has now been restored to all customers that can currently receive it.

According to the company, it has made significant progress in its restoration drive after suffering extensive damage to poles, power lines, and transformers across the territory.

Although the restoration drive was plagued with many challenges FortisTCI president and CEO Eddinton Powell said the company has set a new standard in the Caribbean for restoration from a hurricane.

He noted that considering the scale of the devastation caused by hurricanes Irma and Maria, it is a great accomplishment to have restored electricity in such a short period.

“I am pleased to say that the full return of electricity to the Turks and Caicos Islands has occurred in less than eight weeks.”

undertaken to ensure that the TCI is up and running in a timely manner.

He said: “We would not have achieved this without the support of our parent company Fortis Inc, and our sister subsidiaries across Canada, the United States, and the Caribbean and their employees that volunteered to help us, and to the staff of FortisTCI for responding with a sense of urgency to what was a devastating situation.

“Also, our success would not have been possible without the close working relationship with the TCI Government, their leadership, and the partnerships with other key stakeholders.”

Powell in a statement expressed gratitude to the community for being patient and supportive during this difficult time.

He added that while significant work has already been done, much is still left to be accomplished.

“We will not relent in our efforts to restore power to every single customer as quickly as possible.

“We know how important electricity is to our customers and to the overall economy and we are applying all available resources to this effort.”

of the transmission and distribution networks on Grand Turk and Salt Cay, two of the hardest hit islands, concluded yesterday.

Efforts to restore electricity to the TCI began immediately after the ‘all clear’ was issued by the Government on September 8, and was quickly ramped up with the support and arrival of 58 Fortis emergency response employees on September 10.

The utility company reiterated that the process of restoring electricity began with getting power to essential services such as hospitals, water plants, and airports.

Then crews then worked on repairing and restoring main the powerlines that provide electricity to large groups of customers.

Following this, the focus was extended to restoring smaller service lines that feed particular streets and cul-de-sacs from the main powerlines.

According to Fortis the full restoration included several hundred utility and contract workers locally, and from across Canada, the United States, and the Cayman Islands.

Unfortunately, the few customers whose homes received extensive damage are still unable to be connected.

“While electricity is now available to all customers that can receive it, persons with damages to their homes and businesses or those with isolated issues must have all necessary repairs completed before

reconnection of service can be done.

“Once repairs are completed, the property must then be inspected by the Government Planning Department and a certificate for reconnection

submitted to FortisTCI.” The company is urging customers to contact a licensed electrician before undertaking any electrical repairs.

Men plead guilty to botched supermarket robbery

BY DAISY HANDFIELD TITO Reyes and Nelson Luciano, two of the three men charged with robbing Payless Cash N Carry in Providenciales, have pleaded guilty to the crime.

Both men, who are Dominican nationals, are scheduled to reappear in Supreme Court on December 20 for sentencing.

On June 19 at about 8pm, three men, aged 24, 36 and 50 entered the supermarket on Leeward Highway through the grocery store’s roof.

According to a police report which was issued at the time of the incident, the men, one of which

was an employee, waited until the store was closed and entered the building with knives.

They demanded money from the owner who was in her office after the store closed.

The men took a large amount of cash then attempted to escape but fell from the ceiling. The victim did not sustain any injuries.

The men were arrested the same night by the Royal Turks and Caicos Islands Police when a resident reported the matter to 911, police said.

The case was among the first in court following the September hurricanes despite a request by the

prosecutor to delay the trial due to evidence being destroyed.

In a recent interview, Commissioner of Police James Smith said that the force was cracking down on crimes, but he and his team did not want to take all of the credit, because the public also played a major role in this.

“We would like to thank the public for helping us out.

I think the public should pat themselves on the back for the low criminality…

“We are determined to bring serious criminals to book and prevent as many acts of criminality as we can,” he said.

BY OLIVIA ROSE THE COST of flights to and from the US is set to drop to a record low, boosting the tourism industry in the TCI and providing easier access for residents to the mainland.

Southwest Airlines, the world’s largest low-cost carrier, is the latest to fly from Fort Lauderdale to the Turks and Caicos Islands - with prices starting at $69 one way.

Although the TCI is still recovering from the one-two punch of hurricanes Irma and Maria, that did not deter the airline from launching a daily nonstop service to the territory.

On Sunday (November 5) the low-cost carrier launched its newest route from Fort Lauderdale to Providenciales, offering Caribbean travellers its trademark perks: no fees for bags and changes.

Coupled with this, the airline simultaneously launched nonstop services between Fort Lauderdale Hollywood International Airport and Punta Cana, Dominican Republic, and San Jose, Costa Rica.

Tourism Minister Ralph Higgs was among several tourism and Government officials who flew to

Florida for a launch reception on Saturday night and flew back to Providenciales aboard the inaugural Southwest flight on Sunday afternoon.

“Having Southwest Airlines come to the Turks and Caicos at this time is the greatest endorsement the destination could ever have,” he said.

Higgs added that the territory, which is 609 miles southeast of Fort Lauderdale, is “well on its way to recovery,” after South Caicos and Grand Turk received direct hits from hurricanes Irma and Maria.

Steve Goldberg, Southwest Airline’s senior vice president of hospitality and operations, said that while the airline could have easily pushed back its Turks and Caicos Islands launch date, Southwest felt “a commitment to the island and to bring it into our network and invest in it”.

“It’s important for us to get involved in the community which we serve and Turks and Caicos is a nice fit for us,” he said.

The addition of flights to Punta Cana in the Dominican Republic and San Jose in Costa Rica also are a testament, Goldberg said, to how successful the Caribbean and Latin American routes have been for Southwest.

“It complements our network very well,” he said.

This summer, Fort Lauderdale Hollywood International Airport unveiled Southwest Airline’s new five-gate international concourse at Terminal One. It was built by the airline for $200 million.

Goldberg noted that the airport has come a long way since Southwest

launched its first flights from there 21 years ago.

The airport has gone from a small operation domestically to one with flights now across Latin America and the Caribbean, he said.

The TCI has been consistently expanding its carrier options and only last year welcomed services from JetBlue out of Fort Lauderdale.

Low-cost carrier Spirit Airlines tried providing service to the Islands several years ago between Fort Lauderdale Hollywood International Airport and Providenciales and Grand Turk, the capital, but the flights were short-lived after failing to gain traction with tourists and locals.

RELIEF FROM HAITI

Leader of the Opposition Washington Misick condemns the Government for accepting hurricane aid from Haiti, claiming that accepting relief from Haiti is enabling the flow of more boatloads into the TCI. What are your thoughts?

Nothing to be done

Not sure it has any bearing on the issue given the magnitude of the problem.

The Haitian government cannot control emigration to here. We cannot control the illegal migration into the Islands.

The British have the legal obligation under the constitution to deal with it and one supposes the resources to do so. Trouble is they won’t step up to the plate.

By the way, please no more gestures of memorandums of understanding with the Haitian government - it looks daft.

The UK Foreign and Commonwealth Office (FCO) might even come up with an ingenious and cost effective ruse.

They could do a King Canute. Have the Governor sit on his throne at the waters’ edge and command the boats to go back.

You never know, it might work! Maybe they will listen even if we don’t.

The way things are going the Islands are well on their way to becoming a Little Haiti in any event. There is in reality nothing to be done.

The FCO will see it as solving a refugee problem. The real concern is the strain on the resources here. We simply cannot cope.

We will need more aid, wherever it comes from.

A gift with intent

While the relief items from Haiti may not directly facilitate the flow of more illegal migrants from there, one needs only look at the nature of the items being donated to see that this is a ‘please don’t send them home’ gift.

Most of the donations are the types of materials that would be used to restore, at least temporarily, the sub-standard homes many of these people live in, and such restorations can be seen as an attempt to dissuade the TCI Government from demolishing these illegal structures.

If this country were to repatriate say 4,000 Haitians because they no longer had

accommodations here, not only would that mean 4,000 more bodies their own country cannot support, but it would also mean that many less people sending monthly remittances home, further exacerbating the plight of those already living in Haiti.

Nonsensical

Washy was on point with the duty free exemption needing to be extended, and thanks for giving the Government that push by the way, but this view is just nonsensical.

This is so typical of small island mentality.

The fact that Haiti wants to and is willing to help another Caribbean island that’s been hit by a natural disaster, something they themselves know a thing or two about, should be looked at as commendable and accepted graciously.

I can’t even wrap my head around this logic. Like his granny didn’t teach him to say “Thanks.”

Xenophobic

My thoughts are that the leader of the opposition is a fool. And only another fool would take advice from a man that was the chairman of a bank that went bankrupt under his ‘leadership’.

It was only two years ago that this man blasted foreigners for celebrating their own native country’s festivities here in the TCI, telling them to “go back home”.

So, I see this as just another xenophobic statement from a washed-up politician.

UN relief

The MP is correct if the supplies came earmarked for Haitians use only!

These supplies didn’t come from the Haitian government. This was sent from the UN relief on behalf of the Haitian people.

If Haiti was in possession of those materials, they would use it in their country.

So, we should use it as a gift for the TCI. I think most legal/permitted Haitians

don’t want to pay rent. They want live substandard and send their monies back to Haiti.

Any legal Haitians whose homes or rental homes were damaged should be given supplies to repair and they must be supervised.

Should be ashamed

Arrant racist and opportunistic nonsense from Washy. He should be ashamed of himself.

The Bahamas, facing economic challenges commendably gave assistance to brothers and sisters suffering, Caribbean people from Dominica.

Washy with a Jamaican former wife, actually knows better, but he is wilfully debasing his better human instincts and is pandering rather to the base political instincts with absolute crass racism.

If there is help to a rich man extended by a poverty stricken individual when the rich man is in the ocean drowning and in need and the poor man happens to be the one who is nearest - so what?

Don’t decent human beings extend a helping hand to one to the other?

Even Washy, if he would drop and stop his racist diatribe, can understand and accept this - and he actually does know better. Shame on you Washy!

Not up to standards

Mister Washington has made his feelings regarding Haitians well known in public statements when he was a minister a little over a year ago.

He does not accept them and feels they are not up to his standards.

A weakness

Illegal migrants have been coming from Haiti for years so donation or no donation, they are coming by boat, wheelchair or plane.

Actually, it’s time for Haiti start contributing to the havoc and trauma their illegals cause and cost in Turks and Caicos Islands.

I need Haiti to start paying for the repatriation fees to transport the illegals back home.

Maybe the Government should see this diplomatic effort as a doorway to retroactively request the millions we spent on fees spent sending illegals back in the past.

However, the opposition leader maybe right if the Government doesn’t use this new diplomacy of Haiti to enforce accountability for not securing their borders, by paying reciprocal fees for their lack of responsibility, they might interpret it as weakness.

TCI economy continues to improve, says Governor

BY DELANA ISLES GOVERNOR John Freeman has commended the growth in the economy of the Turks and Caicos Islands while also observing that there is definite room for growth within the financial sector.

Continuing our series of articles from an interview conducted with Dr Freeman on October 31, the Weekly News in this piece addresses the Governor’s observations of the state of the financial sector and the economy of the Islands since taking up the governorship one year ago.

He pointed to the growth the territory has been experiencing over the past few years and the strides it has made allowing it to be one of few Caribbean islands that has been rated very well by international rating agencies.

This is particularly pertinent given the aberrant economic history that preceded the suspension of the constitution.

Governor Freeman said: “Before the hurricanes came there had been a gradual improving economy in this country and that’s wonderful because this territory hit a very bad place in the not too distant past, and so it has been making a real improvement.

“The very fact that Standard and Poor’s gave the kind of rating twice to this territory is demonstration of the confidence that objective outsiders were placing in the economic improvement and financial resilience in this territory that spawned growth.

“Clearly the two hurricanes coming along is going to rock the boat a bit but I think one should be careful, [because] there is an underlying picture of gradual improvement, and that’s what I would see being restored as we move out of the post hurricane period and as the economy begins to deliver again.”

He also observed that while the tourism infrastructure took a hit over the past several weeks, it has not been severely impacted, evidenced in the fact that the territory continues to rebuild and repair from the recent disasters.

“We are in quite a good place, so much of the tourist infrastructure, 84 percent of the Islands direct and indirect economy is predicated on tourism...

“A lot was not damaged, only superficially, and the territory has been putting out the message absolutely right - we are open for business, we are looking forward to receiving tourists, to visitors coming back… we are all pushing that message because it’s right and it’s true,” the Governor said.

DEVELOPMENTS Addressing the issue of lack of new developments being constructed over the past few years, the Governor noted that there a quite a number of new developments in prospect, pointing out that the possibilities are definitely there.

However, he also pointed to the financial sector which he believes can be developed to help boost the economy even further.

“There are a number of hotel and tourism developers in prospect and some of course have been the source of legal action which I believe has come to an end, so there are a number of possibilities there.

“Of course, it is also good to see other sectors such as financial services being developed as much as possible, but it is still a relatively small part of our economy here but it could be more and obviously, there is some exploration of that.

“But for the moment as far as one could see tourism and the whole condominium economy is going to remain the big earner, hence the importance of getting out and pushing the message that we are functioning, ready and looking forward to visitors coming here.”

BOOSTING THE FINANCIAL SECTOR While the Turks and Caicos Islands does not have an offshore financial sector the likes of Bermuda, Gibraltar, Cayman Islands and other British overseas territories, there has been interest in the Islands about developing the local sector some more.

However, while those other territories have been booming in offshore banking, they have come under intense scrutiny as tax havens for the rich and famous around the world.

This has spawned reports that while the UK itself ranks only in 21st place in the financial secrecy index,

it supports and partly controls a web of secrecy jurisdictions around the world, from the Cayman Islands and Bermuda to Jersey and Gibraltar.

Reports suggest that if the entire British network were to be aggregated it would easily top the financial secrecy index, far above Switzerland.

Asked if the British government is at all keen on the TCI developing

as an offshore financial sector, given this assessment, the Governor responded: “I think the UK… is in favour of developments that are in accordance with the law and international financial best practice and that is the position here.”

As to whether there’s room for the TCI to develop in that regard, the Governor said he does not believe that is a question for the UK, but

rather one of where the market is currently positioned.

“That question has to be asked by the [TCI] financial services. Can we here in these Islands develop financial services in a way that discovers new customers, draws in new business and allows that sector to develop properly?”

He said that the TCI has been properly fulfilling its obligations, as there are quite a number of legislative developments, and in terms of its membership of the CFATF (Caribbean Financial Action Task Force) on which the attorney general has played a leading role in that regional effort.

“And the financial services industry has played a major role too - it has been very cooperative in talking these things through sensibly.”

He added: “Broadening the base of this economy is clearly a good thing to try to do but let’s not decry the tremendous business in the hotel and tourism side, which has delivered so much to these Islands and will continue to deliver so much to these Islands.”

Hurricanes won’t impact TCI’s credit quality – Standard and Poor’s cites strict building code as a positive

BY DELANA ISLES STANDARD and Poor’s (S&P) international rating agency has maintained the Turks and Caicos Islands’ BBB+ sovereign rating, even in the aftermath of two catastrophic hurricanes.

In a recently issued bulletin, S&P advised that the TCI has a strong fiscal position which will allow the territory to absorb the cost of the hurricanes without significantly affecting the credit quality.

The agency further stated that as a result of the TCI not having any outstanding commercial bonds in the market, and its gross debt being less than 3.4 percent of GDP, these factors provide the TCI with ample flexibility to respond adequately to the hurricane’s aftermath.

The BBB+ rating is representative of the TCI’s strong ability to attract foreign direct investment and build confidence among its existing business community.

The agency has been rating and assessing a number of Caribbean countries and territories affected by the hurricanes and their recovery afterwards.

bulletin issued on October 30 noted.

In outlining the effects of their rated Caribbean island sovereigns, the agency stated that most escaped unscathed.

These include: Curacao (A-/ Stable/A-2), Aruba (BBB+/ Stable/A-2), Trinidad and Tobago (BBB+/Stable/A-2), Jamaica (B/ Stable/B), Barbados (CCC+/ Negative/C).

Several were not so lucky; some even were affected twice.

These include: Turks and Caicos Islands (TCI; BBB+/Positive/A-2), Montserrat (BBB-/Stable/A-3), The Bahamas (BB+/Stable/B), Dominican Republic (BB-/Stable/B).

The storms’ strength differed in each location, and damage assessments are still ongoing, the agency said, adding that as issuers complete post-storm evaluations, they will update their assumptions.

The agency stated that for now, the news isn’t all bad for rated Caribbean sovereigns.

“While the storms severely affected some nations, several factors suggest that the long-term effects of the hurricanes on Caribbean sovereign issuers that S&P Global Ratings rates, and the impact on credit quality, will be limited.

“Some issuers suffered minimal or no damage, while others’ strong physical infrastructure and fiscal position will allow them to recover without significant economic or financial profile erosion, in our view.”

The agency stated that these issuers’ experiences show that they are able to mitigate the risks related to increasingly frequent climate disasters by strengthening their public finances, planning for these events, and obtaining insurance.

These actions, they continued, are particularly important to safeguard creditworthiness in the Caribbean, where most economies depend largely on sectors susceptible to the impact of climate change,

including tourism, agriculture, and fishing, and where a high share of their populations lives in low-lying coastal areas.

HURRICANE TOLL The agency noted that this year’s hurricane season took a larger toll on the TCI, noting that while the Government has not yet completed an official assessment, the majority of homes and buildings were at least slightly damaged.

“However, thanks to the islands’ strict building codes, most of the damage to the territory’s tourism sector was cosmetic.

“Solid infrastructure, especially in the most concentrated tourism zone of Grace Bay and which includes underground power lines, facilitated the area’s quick recovery.

“More than half of the islands’ hotels have already resumed operations and nearly all will be open in time for the start of the high season at the end of November.”

The agency added that the tourism industry’s quick recovery is critical to the territory’s economy, given that the sector represents more than half of TCI’s GDP. “We believe that the Government’s strong fiscal position, with a track record of general government surpluses that has allowed it to accumulate assets and strengthen its net asset position, will allow the territory to absorb the costs of the hurricanes without significantly affecting credit quality.

“Before the storms, TCI had increased its weather-related insurance, and has since received a payout of about 1.6 percent of GDP related to the hurricanes.

“At the same time, the Government had included a general contingency provision in the budget of 0.7 percent of GDP. “By our estimates, overperformance relative to previous budgets, as well as underspending in the current fiscal year, has also provided the Government with additional liquidity of eight to 10 percent of GDP, beyond the large government assets held through the National Insurance Board of about 26 percent of GDP.” The agency stated that TCI’s strong asset position complements its low debt levels, and that the territory has no outstanding commercial bonds in the market, and its gross debt is less than 3.4 percent of GDP. Last month, Leader of the Opposition Washington Misick had predicted a similar outcome of the credit rating, noting that the TCI’s rating would not suffer.

Misick had expressed cautious optimism that the rating could be raised a bit, or that it would remain the same.

Chief Justice Margaret RamsayHale gets three year extension

THREE years after her first appointment Jamaican-born jurist Margaret Ramsay-Hale has been re-appointed as Chief Justice of the Turks and Caicos Islands.

Her June 2014 appointment placed Ramsay-Hale squarely in a prestigious group of women in top positions in the territory and the first woman to hold the post in the TCI. This past week, the Governor’s Office confirmed to the Weekly News that Ramsay-Hale’s appointment had been extended for a further three years on October 10.

It was made by Governor John Freeman under section 87(1) of the Constitution, and in accordance with

the advice of the Judicial Services Commission “unless otherwise instructed by Her Majesty through the Secretary of State”.

Ramsay-Hale, whose initial appointment was made by former Governor Peter Beckingham, is the second woman that had been appointed to a high-ranking position within the TCI’s judicial system since 2013.

Turks and Caicos Islander Rhondalee Braithwaite-Knowles was the first with her appointment as Attorney General in February 2014.

Ramsay-Hale first practiced law in the chambers of Howard Hamilton after being called to the

Bar in October 1991.

She then took up a position in the Public Bar of Jamaica as a Crown Counsel in January 1994.

In 1995, she was appointed a judge of the family court in St James, Jamaica, and eventually moved on to the criminal courts as a resident magistrate for the parish.

In September of 1998, she moved to the Cayman Islands to serve as a magistrate of the summary court of there.

In 2006, she sat as an acting judge on the Grand Court for several months and was appointed as Chief Magistrate in 2008, where she served until taking up a judgeship in the TCI. (Delana Isles)

Ashcroft pinpointed in Paradise Papers scandal A HUGE leak of financial documents has thrown Lord Michael Ashcroft once again into the spotlight.

The UK-born billionaire businessman and TCI Belonger may have broken rules on how his offshore investments were managed, according to investigators.

The documents also suggest that he retained his non-domiciled tax status while in the House of Lords, despite claiming he was resident in the UK. The Paradise Papers, as they have been dubbed, reveal a world of tax dodging within the off-shore finance industry.

They come mostly from offshore law firm Appleby based in Bermuda, and also include corporate registries in 19 tax jurisdictions.

Several politicians, celebrities, multinational companies and wealthy individuals have already been exposed as having used complex structures to avoid high taxes.

According to the BBC: “The papers also throw light on the legal firms, financial institutions and accountants working in the sector and on the jurisdictions, that adopt

offshore tax rules to attract money.”

But it will take many more months for the papers to be investigated fully as the file consists of more than 1,400GB of data, containing about 13.4 million documents.

The papers were obtained by German newspaper Süddeutsche Zeitung, as with last year’s Panama Papers. But the source has not been revealed.

The International Consortium of Investigative Journalists (ICIJ), a global network of investigative journalists, was called in to oversee the investigation.

The Guardian, BBC Panorama and the New York Times are among nearly 100 media organisations worldwide looking into the papers.

Trial set for murder accused Lewis Iton TWENTY-NINE-year-old Lewis Leraud Iton has been committed to stand trial for murder in January 2018.

Iton appeared for his sufficiency hearing in the Providenciales Supreme Court last week charged with the September 13, 2017, murder of John Eddie Penn.

On the night of the murder, at about 7pm police responded to the parking lot area of Club Pillows in The Bight, Providenciales.

They had received information that 44-year-old Penn had gotten into a physical altercation with another male and had become unresponsive.

Penn was taken to Cheshire Hall Medical Centre and while there he was pronounced dead.

Iton was arrested on suspicion of murder that same night and was charged soon after.

Arrests have also been in relation to a robbery at The Palms and a robbery at the Royal West Indies Resort.

Commissioner Smith said: “We are determined to bring serious criminals to book and prevent as many acts of criminality as we can.

“I am extremely grateful for the hard work done by all officers and staff, particularly working in very challenging conditions, they deserve the credit for this success and I commend them for their efforts.”

The commissioner said that members of the public are also doing their part in assisting the police.

“We would like to thank the public for helping us out. I think the public should pat themselves on the back for the low criminality because people are taking notice that they have to look after their goods and valuables and that they do have to secure their homes when they go out and about.

“There are a lot of people getting paid in cash, so you know, taking care of your own personal belongings also helps us cut crime,” he said.

The commissioner added that although he was delighted, he is not complacent because things can quickly change.

“We continually assess our deployment profile to match the intelligence we receive or the change in crime patterns.”

A further article from the BBC claimed that Ashcroft remained a non-dom, and continued to avoid tax despite attempts by UK Parliament to make peers pay their full share.

“The peer was domiciled for tax purposes in Belize at a time when it was widely believed he had given up the status, the Paradise Papers show,” the report reads.

“While ordinary Britons have

to pay tax on everything they earn, non-doms are only taxed on their UK income.”

The leaked documents show that between 2000 and 2010, Lord Ashcroft received payments of about $200 million from his offshore trust in the Bermuda.

Lord Ashcroft’s spokesperson Alan Kilkenny is quoted in The Guardian as saying the peer had never engaged in tax evasion, abusive tax avoidance or tax avoidance using artificial structures, and “any suggestion or implication that he has will be vigorously challenged”.

Lord Ashcroft is the majority shareholder in Waterloo Investment Holdings Ltd (WIHL), an international company with significant investments in the Caribbean and Latin America.

Through its asset-backed loans and other businesses it is one of the largest businesses in the Turks and Caicos Islands.

According to Lord Ashcroft’s website: “WIHL has had a long history of investing in the Turks and Caicos Islands and continues to believe in its future as one of the most pristine destinations in the Caribbean.”

Following the demerger of BCB Holdings’ non-Belizean business in October 2011, WIHL became the holding company for the nonBelizean businesses including British Caribbean Bank (BCB).

BCB, one of the largest financial institutions in the TCI, provides lending and deposit facilities together with a range of other banking services to domestic and international customers.

Its assets comprise of principally loans with a high concentration in asset backed lending to the tourism and property development sectors.

Ashcroft is a lifelong supporter of the Conservative Party. In 2000 he was knighted and became a member of the House of Lords.

In March 2015, he resigned after concluding that his other activities did not permit him to devote the time that membership required.

In 2013 Lord Ashcroft signed up to The Giving Pledge, making a public commitment to donate more than half his wealth to charity.

He has authored eight books, negotiated multi-billion dollar deals and has headed companies employing more than 100,000 people.

Governor commends top cop on crime reduction – Encourages more community involvement

BY DELANA ISLES “THINGS are looking better” now on the crime fighting front, Governor John Freeman has said in the wake of a reported 31 percent drop in crime for the period July 1 to September 30, 2017.

Speaking with the Weekly News during an interview on October 31 the Governor commended Police Commissioner James Smith and his officers for the work they have been doing both before and after the two hurricanes.

Dr Freeman said: “There is never going to be a time where there is absolutely no crime on this side of paradise.

“And the police who do report to me are doing a good job to combat crime, because it is not only up to them, it is up to the community as a whole about whether people are alert, whether they report to 911, whether private sector establishments have the right lightings - there are lots of issues around fighting crime but clearly right in the middle of it is the police force and the push down on crime.

“At the moment it is looking better than it did earlier in the year.”

He observed that while there are periods where there will be an upward trend in crime, steadiness in crime fighting efforts and mechanisms is what is needed.

“You do get periods when you’re going to perhaps have a sudden uplift in reported crimes… this is of course a great concern to many people as well as being of importance in terms of tourism, reputation... but I think it’s steadiness that is required.

“And I think the commissioner and his team are steadily increasing their capacity in terms of equipment they have.

“We, the Government has an obligation to resource the police appropriately to enable them to actually do their job, they need men and women as officers, and we should be pleased that we have such.”

Remarking on the dip in crime during the two major hurricanes, the Governor said that he is pleased that the TCI recorded the opposite effect of what usually transpires in times of disaster, where countries record an increase

“It is always going to be difficult or requiring great care when using statistics for particular segments, you obviously must be careful to compare like with like, take a longer trend line and the trend line isn’t that bad,” Governor Freeman noted.

At the end of October, Commissioner of Police, James Smith reported a total of 477 crimes for the period July 1 to September 30, which is marked reduction of some 215 crimes, compared to the same period last year.

This means that there has been 311 fewer crimes, which translates to a 40 percent reduction when compared to the same period last year.

The commissioner said that this is a continuing downward spiral that has been seen over the last two years.

For the last six months of 20152016 the police force recorded 1,597 crimes, for the same period in 2016-2017 the force recorded 1,368 crimes.

For this year over the same period they have recorded 937 crimes, a decrease of 660 offences over the first six month period two years ago.

Give the people their insurance money Dear Editor, My heart bleeds when I think of the desperation so many people across the length and breadth of our country face in the wake of hurricanes Irma and Maria three months ago.

Having visited so many people throughout this country, one has to wonder, when will the majority of our people receive the much-needed help they require - not just what many would call photo op handouts, but help in the form of building materials or government issued checks to allow people to get on with rebuilding their homes, livelihoods and lives.

-Persons being offered 40 percent cash upfront in full and final settlement on their insurance claim, to get rid of the matters quickly as they know that our people are in serious need of the money and may well seize the chance to settle their claims quickly.

-Persons receiving as little as $115 cheques as the claim amount is eaten up by the deductible.

-Persons not collecting any cheques at all under the excuse of them being under-insured.

This is sad and our Government needs to find a way to intervene and represent our people in whatever way they can.

INSURANCE CHEQUE EXPERIENCES My heart bleeds as I hear the stories from so many Turks and Caicos Islanders, rich, poor and in between of how the insurance companies are treating our people.

The stories range from:

Their stories range from: -A single mother with four young

children who lost her entire roof and is without insurance, as prior to the renewal she had to make the tough decision of whether to renew her insurance or pay her children’s school fees of which, for very understandable reasons, she chose the latter.

-A contractor who could not find work prior to the storm and as such he was unable to insure his boat, family home, and business complex, all of which suffered major damage.

THE SOLUTION I can go on and on with the many stories of Turks and Caicos Islanders, but I wish to make this an article of solutions, so I would not belabour the situation any longer but will go on to say the following needs to be done NOW to assist our people: -Set up a home repair and aide programme. There should be three categories of provision to the program: furniture and clothing,

building materials, and low income housing provision.

-Buy in bulk building materials from ALL of the building materials suppliers, by so doing the Government will also be pumping money into its economy and also assisting those who are in urgent need of repair materials.

-Have a bi-partisan committee oversee the distribution of the said home repair materials.

-Set up a pool of funds and/or donation centres for the furniture and clothing.

-Have a bi-partisan committee distribute those moneys and items to those people most in need.

-Initiate as priority the mass construction of low income housing to house the displaced persons countrywide.

-Have a committee made up of bipartisan and fully qualified builders to determine which persons and/or companies should get the contracts to build the low-income housing on

each island.

Our people need help and the Government, having already collected $15 million from Caribbean Catastrophe Risk Insurance Facility, should immediately be moving to use it to help its people.

The decision made by the Government to bank $15 million into the Consolidated Fund is heartless.

The people need a bailout. This $15 million can be used to carry out the eight-point rebuilding plan above.

Let’s not forget it is the people’s money which was used to pay those insurance premiums.

The cheque of $15 million belongs to the people and the Government should allocate a significant portion of those funds for the people and begin immediately to distribute those funds to the people.

The Caribbean needs think tanks Dear Editor, As an introduction I could give you one of the many definitions of a think tank, a brain box or what brainstorming is.

I’ll spare you the futile semantics and just come to point of what is needed from my perspective.

The Caribbean needs ‘think and do tanks’ that are characterised by leadership of thought.

My vision of a think and do tank is not a committee of some kind or other. It is an interdisciplinary communication process for in depth consideration of issues and challenges, which relevance reaches beyond individual persons, governments, businesses, operations, associations and time frames.

A think and do tank must intensively consider how a future generation of professionals, operations and authorities may handle interdisciplinary matters in an ideal manner.

It will suggest a pragmatic framework to improve synergy, enhance knowledge sharing and collaboration.

It will foster innovation and offer solutions. And finally, it will actually be implemented.

Of course, the process must be handled by persons. So, who are they?

Individuals who can typically develop independent thinking patterns, which is my personal definition of intelligence!

New ideas are more imaginative,

original and creative when hatched in the company of a group of people who are willing to take on the challenge of being instrumental in making significant changes.

We need to find leadership for change. We are not looking for leadership in the political sense of the word.

Innovation is the number one contributor to growth. How does one find new ideas, new ways, how to be innovative?

Responding to change and a need to innovate requires an approach that goes beyond conventional thinking and discussion.

If we continue to think and act the way we always do, we would not come up with anything new, would we?

Leaders of change usually break the rules of traditional thinking; fearlessly challenging conventional wisdom, unthinking and rethinking ideas and solutions.

The think and do tank will have a predetermined topic as starting point and from there on it is all open to the dynamics of exchanges of experiences and ideas of the participants in a climate of tolerance to different opinions.

Any trick of the trade will be used to move forward from that starting point of the tank by bringing in suggestions which will be pushed as far to the edge as possible by challenging, redefining, adapting, modifying, magnifying, minifying,

substituting, rearranging, reversing, combining, infusing, refining, etc.

It will result in sparking positive changes. Emphasis will be put on innovation and creativity.

There is a need to have the courage to do things in a new and better way to make a difference.

There will be a quest for generating benchmarks and developing new best practices.

My favourite two predetermined topics? How about reinventing Caribbean tourism that is so unique that it can outdo any other offering of tourism products anywhere else in the world.

How about reinventing Caribbean economies that are healthy, flourishing, and are a showcase of a prosperous society?

The conclusions and results of the think and do tank will become benchmarks or role models after which political players or captains of the industry may remodel and improve their future operations, activities, or policies.

The outcome may become a referral or focus point for other communication platforms in politics or industries locally, in the region, or even abroad.

It is a movement towards a culture of action and responsibility that enables channelling entrepreneurial ideas into actions that improve the lives of people.

It can also improve the quality of public policies that directly and

indirectly affect the functioning of markets and therefore the possibilities of the territories in the region to develop.

An action-oriented think and do tank is a most desired process in the Caribbean. It could even become a building block in developing a knowledge industry in the region since it would allow the educational institutions to attract, retain, build and motivate local talent, develop

an independent research programme, invest in public outreach programs and ensure that research results inform and influence policy debates.

It is a fact that think tanks are in a unique position to effect positive change in their societies.

A think and do tank shall be conceived to make those changes actually happen.

Local hydroponic farm completely decimated by recent hurricanes

BY OLIVIA ROSE TWO months after hurricanes Irma and Maria slammed into the TCI, Ian Harrison, owner of the territory’s largest hydroponic farm, is questioning his financial future.

Island Fresh Produce uses a state of the art greenhouse with a one acre growing area in South Dock to provide fresh produce to the public.

The farm adopts the hydroponic method to grow organic produce such as tomatoes, basil, mint and cucumber in a controlled, clean environment using only fresh purified water.

In September Irma and Maria ripped away nearly all the leaves on the once-lush tropical landscape, brought down all the poles and greenhouse structures leaving garden beds completely empty and exposed to the sun.

In an exclusive interview with the Weekly News, Harrison said that although the storm has undoubtedly dampened his spirit, he still has hope.

“What took almost 18 years to build was lost in a few hours,” Harrison said, looking at a valley of destruction that spread beyond the farm and into the distance.

“We’ve been supplying the local market and resorts for about 18 years.

We’ve been damaged by a hurricane before but this was a complete and total write-off.”

Harrison pointed out that rebuilding his green houses and regrowing fresh produce is certainly an uphill battle.

When asked if he has any intentions to lobby the Government for assistance to rebuild his farm, Harrison explained that he will have to fund the entire process out of his own pocket.

“I’m not a Belonger so I don’t qualify, although as a company we’re the biggest producer in the country, because it isn’t owned by a Belonger we don’t qualify for any of the aid.

“The Director of Agriculture has

“We have tried for the last 19 years tried to be part of that and it’s completely written off - not one pole left standing.

“We are a standalone we have to

“There won’t be another cent that comes into this company until next year. The proprietors have to fund everything, there’s no concession on anything.”

He estimated that his damages are well over $90,000 after Irma and Maria raked his plants, and devastated his young plant nursery.

“Agriculture and horticulture is capital intensive and labor intensive

Harrison, who is proudly selfreliant, said his harvest was insured and vowed to recover.

Island Fresh Produce has been known for its consistent quality product year round and its use of sustainable methods to cut down on spoilage, waste and the costs of importing produce.

In the distance, visible against a backdrop of brambles and broken poles, small leaves sprouted on some of the bare garden bed.

“This will be green before Christmas,” he said.

COMMENTARY

Predicting the weather GLOBAL warming continues as a top news story. This began after Al Gore lost the 2000 presidential election by a slim margin to George Bush Jr. Gore needed something to do, so he climbed on his soapbox to preach his opinion that the burning of fossil fuels - oil, coal, wood, natural gas and the like - was forming an umbrella or greenhouse over the earth that prevents the warmth of the sun from escaping into space as it did in the past.

Global warming fit the political premise of Gore’s US liberal (Democrat and Socialist) parties, British Labour Party and the EU liberals.

Russian and Chinese communists and socialists pretended to be part of the group, however China burns more fossil fuel than any other country.

Interesting is that in very recent years the increased studies indicate warming is not happening as fast as thought.

Even Gore now softens his rhetoric in a speech he made just a couple of weeks ago.

However, the funding for the meteorological scientists continues to grow.

Meteorological scientists, like every study group, need money and they want to encourage the

progressives to continue funding them. Currently the Caribbean has joined the funding.

Interesting also is what the scientists are now saying.

One is their discovery that the biggest hurricane in known history was not storm Irma of 2017. It was the hurricane of 1780 that hit Barbados.

This 300-mile wide storm was stronger than a category five. It killed at least 2,200 people in the Caribbean.

We have listened to the scientists and they are now telling two kinds of stories. By taking core samples from coral reefs they are able to determine the temperatures of ocean water over thousands of years.

They now say fluctuations in water temps seem to be occurring every 750 years. One cycle has the temperature dropping, the next cycle rising.

We are currently in a warming cycle, hence more and stronger hurricanes.

They then hurry to mention that the strongest 1780 hurricane happened during a cooling period.

So, where does all this leave us?

Weathermen and women always want a way out of what they cannot predict.

By predicting multiple possibilities, they have a story to fall back on.

If fossil fuel may or may not be the source of rising water and strong hurricanes they are now on record with alternate stories.

Meteorological scientists cannot predict weather on a daily basis. They leave us confused.

Is global warming caused by mankind or nature?

Government muzzling voice of opposition in parliament – Misick

BY OLIVIA ROSE OPPOSITION Leader Washington Misick has accused the Government of trying to muzzle the voice of the opposition by bulldozing through customary two minute speeches and not allowing enough discussion on important issues in parliament.

As the House of Assembly convened on Wednesday (November 8) at the NJS Francis Building in Grand Turk, things heated up quickly as Misick raised the issue.

He argued that it is due in part to the Government’s biased efforts to hush statements from elected minority representatives.

“It’s been 11 months since this Government has been in office and it’s been twice we’ve had two minute speeches and twice the questions have been presented to ask,” he said.

“I’d like to remind you and to remind this House there’s a majority and there’s

a minority.”

Misick said that the standing orders of the House of Assembly make provisions for members to have an allotted period to make brief remarks before the official proceedings of the agenda.

“The constitution and the standing order requires the speaker to always be mindful of the rights of the minority.

“There’s been two hurricanes in this country, there are two sides of the House.”

He stressed that the people who voted for the representatives of the opposition expect to hear from them as well as the Government.

“I believe what is happening here is a perpetuation of a trend which is against the interest of the people of these Islands and a distinct imposition, prejudiced against the rights of the minority and I would like that to be recorded.

“Never in the history of

the parliament of this country we’ve seen a year has passed with no substantial legislation except the budget and we have not been able as the opposition to speak to those persons who we represent about the issues that they are concerned about.

Premier Sharlene Cartwright Robinson made it clear that the Government has no intention of gagging the opposition.

She said: “Before the people of this country are misled, these bills are in two sections and there’s absolutely no reason why two minute speeches cannot be given today.

“And we know that we would’ve seen a different report the last time we went to the House of Assembly.

“I asked if members would’ve preferred to

postpone it, as persons in the community could not hear them because we were not live, so it’s not any pattern that’s going on and I wish to tell the people that the opportunity was given.

“It is not desire on our part to muzzle anyone, because no one is muzzled in this social media world.”

Also addressing the issue prior to the official proceedings, Speaker of the House Dwayne Taylor said it is the Government’s right in accordance with Standing

Order 49 to carry out its business for the day.

He explained that both sides of the House had previously agreed to postpone speeches until communication was restored across the territory.

“So at the end of the day it’s the Government’s prerogative to reorder the order paper and in terms of the explanation given by the premier, it was very well noted and the question was put on the floor because of the communication that was not up and running throughout the Turks and Caicos, that was something that was agreed to by both sides of this honourable House.

“And so to say that persons were not given the opportunity to give their two minute speeches is not an issue because at the end of the day the Government conducts its business.

“While I understand that the Government will have its say, it’s very important for me as the Speaker of the honourable House to make sure that the opposition will have an opportunity to have its say.”

Immigration officers carry out sickout for workers’ rights

BY OLIVIA ROSE SEVERAL irate immigration officers carried out a sickout on Sunday (November 5) to demonstrate their frustration with management.

The protest caused operations at Providenciales International Airport to be disrupted just before the Southwest Airlines inaugural flight into the Turks and Caicos Islands was due.

Only one officer reported to work while the others called in sick leaving multiple posts unattended.

According to one immigration officer who spoke to the Weekly News, the industrial action was taken to demand better wages and outstanding overtime payment.

Deputy Governor Anya Williams issued a press statement shortly after the incident explaining that a number of immigration officers stationed at the airport reported that they were unwell and could not attend work.

She noted that the Task Force was called in to avert disruption to passenger processing.

Williams assured the public that the cause for the sickout will be determined as the Government works to address the issue.

Meanwhile, member of the Progressive National Party, Mark Fulford, said the immigration officers’ right to overtime should not be overlooked.

In a strongly worded statement issued on Monday (November 6), Fulford said that non-payment and unequal payment seems to be the growing trademark of the present administration.

“It is unfortunate that the entitlement of immigration officers to their legitimately earned overtime pay had to be highlighted on the day of what the present administration hails as

its biggest achievement to date the inaugural flight of Southwest Airlines.”

He condemned the Government for not upholding the same law it compels others to follow.

“Governments make the law but seem to not want to uphold it.

The private sector faces serious consequences when it does not pay overtime due and owing to its employees, but who is going to bring the Government to bear when they disregard and delay the payment of overtime to many of its men and women in uniform, departments such as customs, immigration and the constabulary.

“These immigration officers are expected to be away from their families from the wee hours of the early morning and also late at night awaiting passenger arrivals and because of this they are contracted to receive overtime pay.”

He said that withholding the officers’ overtime is “unlawful” and their treatment is “appalling”.

“This is just another incident in a growing trend. We have heard reports that the former PDM opposition leader has bemoaned the treatment he received from this Government under their discriminatory practice of paying expatriate workers one rate and offering to pay him a Belonger at a lower rate.

“This kind of treatment by a government of its people is a sign of heartlessness and is averse to the interests of those very people.

“Both garbage dump sites were closed to the public, and the workers at the dump sites stated that they closed the dumpsites because the government did not pay its bill.”

‘Rule of law must be upheld’ - Governor on SIPT

BY DELANA ISLES MUCH like his predecessors, Governor John Freeman has shied away from commenting on the long running Special Investigation and Prosecution Team (SIPT) trial of former government officials on charges of corruption.

As is customary, the local press seeks out the new Governor on his one year anniversary, and last month the sitting Governor was faced with a similar fate.

And as has become the norm, questions were raised, and subsequently deflected on the controversial trial.

During an interview with Governor Freeman on October 31, the Weekly News asked his opinions on the trial process and how he views the impact the trial has had and continues to have on the Turks and Caicos Islands.

Governor Freeman stated that the upholding of the rule of law is of cardinal importance in any territory, no matter where it is.

Asked if he believes the trial has been going on for far too long and thus costing the territory too much money, he said: “I don’t think you can put a time limit on the upholding on the rule of law.

“I would also remark, when you ask people like Standard and Poor’s

how they rate this territory, one of the things they rate, one of the things they take account of is the fact that the rule of law applies in this territory, and that in their views arises from lots of things.”

He added: “What they are saying is, what the rule of law does is provide security and contract, all of those are vital to companies that are thinking about establishing themselves.

“So… not only can you not put a price on the rule of law - actually, perhaps there are some people that can put a price on it, which is to say how very valuable it is.

“So, upholding the rule of law is a key consideration for these Islands.”

Freeman’s predecessor, Peter Beckingham during his one year anniversary interview in 2014 stated: “Everyone I have met, without exception, looks forward to the time when the forthcoming ‘SIPT’ trials are over.

TWO men have been remanded to Her Majesty’s Prison in Grand Turk after appearing in the Supreme Court in Providenciales charged with robbing jitney drivers on several occasions.

Renardo Clarke recently appeared in court charged with three counts of robberies in relation to repeated crimes against jitneys drivers.

His accomplice is named as Elvis Smith, who acted with Clarke to

illegally detain and rob jitney drivers on three or four different days, back to back.

Both men are now on remand.

Smith was arrested a few months before Clarke. He has since pleaded guilty and is now awaiting sentence.

Clarke first appeared before Justice Joan Joyner last week and he was committed for trial.

He returns to court in January 2018.

“I hope that they will be concluded by next year, and that TCI can move ahead from them with confidence and self-belief, whatever the outcome,” he said.

Three years later the trial is still ongoing, with the Crown’s case expected to be concluded sometime this year, maybe.

Following the Crown’s closing, the defendants will be given an opportunity to put on their defence of the charges levelled against them.

The trial is that of Michael Misick and several co-defendants.

It began on Tuesday, December 8, 2015, at the Supreme Court annex in Providenciales.

The co-defendants are Floyd Basil Hall, McAllister Eugene Hanchell, Lillian Boyce, Jeffrey Christoval Hall, Clayton Standfield Greene, Thomas Chalmers (Chal) Misick, Lisa Hall and Melbourne Wilson.

They are being prosecuted by a team of SIPT prosecutors led by Andrew Mitchell, Queen’s Counsel.

Over these past several years the team has been laying a foundation to support the Crown’s allegations of corrupt activities in government carried out between the period 2003 to 2009 with particular focus on the activities of Michael Misick, who was during this time the premier, and that of other loyal members of his Cabinet.

BREAST cancer is still the most prevalent cancer in the Turks and Caicos Islands in 2017, according to president of the National Cancer Society (NCS), Rosemary Jolly.

She shared this information during a press conference held at The Palms in Providenciales on October 31.

She said: “Breast cancer is the highest rate of cancer in the Turks and Caicos Islands and then prostate cancer, then I believe the third is colon cancer.

“However, we have many types of cancers in the Turks and Caicos.

I think we have about 30 or more types of cancers right here in this little Turks and Caicos.”

Women make up 54 percent of those with cancer in the TCI. Jolly added that the NCS currently

assists less than 50 patients, although the numbers on the register are much higher.

“It is safe to say that we have under 50 active patients. We have though on register, I believe that the number is going to about 300 overall on register in the Turks and Caicos, but of course, there are those that we do not know about and we have persons that are in remission and persons that are active,” Jolly said.

This number includes cases that were diagnosed at the hospital before the actual registry was launched in

January of 2014 and officials said that at least three to four new patients are being diagnosed with cancer every month.

Providenciales, understandably, has nearly three quarters of all cancer patients.

Grand Turk makes up 17 percent and the remaining percentage covers the smaller islands, in terms of population, North, Middle and South Caicos.

In terms of nationality, Turks and Caicos Islanders are 75 percent of those with cancer, Jamaica and Haiti combined are about 14 percent and the remaining 11 percent is made up of about 10 other nationalities.

The president added that the function of the NSC is to help promote the awareness of the disease.

Therefore, she will continue to play a collective role in educating the TCI about cancer and the importance of regular cancer screenings, at the required ages.

There are more than 100 types of cancer, including breast cancer, skin cancer, lung cancer, colon cancer, prostate cancer, and lymphoma.

Public Health England continues with technical assistance

BY OLIVIA ROSE A UK government agency is continuing to lend assistance to the Turks and Caicos Islands for posthurricane recovery.

Public Health England (PHE) dispatched a team of technical experts to the territory in October to support the local health team in assessing public health needs.

It also planned to design short, medium and long term interventions to meet these needs.

The help comes in response to an invitation from the TCI’s Ministry of Health, Agriculture and Human Services.

As part of the programme, Dr Autilia Newton, a consultant in communicable disease control and leader of the PHE team, was sent to the TCI. Dr Newton has more than seven years of experience working overseas and recently returned from a two year assignment in Sierra Leone following the Ebola outbreak.

She is currently the technical adviser to the PHE United Kingdom’s Overseas Territories International Health Regulations Compliance Programme, funded by the Foreign and Commonwealth Office Security Fund.

Dr Newton and the team had already established a working relationship with the TCI’s public health team, led by Dr Nadia Astwood, Director of Health Services and Dr Terese Maitland, national epidemiologist and head of the National Epidemiology and Research Unit (NERU) team.

Along with this team, several other technical consultants were welcomed to the Turks and Caicos Islands from October 2 to 6.

The visiting team worked to develop a comprehensive action plan for the territory while conducting capacity building sessions for health personnel.

Head of that delegation, Dr Thomas Waite, has been working with the NERU in the Turks and Caicos Islands to strengthen existing disease surveillance and identify immediate additional needs as well as future planning.

Dr Waite, who has extensive experience in his field, met with key stakeholders focusing on building capacity to rapidly identify clusters of gastroenteritis and vector borne disease, since the risks of these are higher after natural disasters.

Dr Waite is a medical epidemiologist with the Extreme Events and Health Protection Team

at PHE, the focal point for evidencebased health protection advice for planning, response and recovery from extreme weather events and other natural hazards.

He has extensive experience responding to incidents and outbreaks in the UK, Africa and south-east Asia.

Alexander Vaux, a medical entomologist at Public PHE focusing particularly on the ecology of mosquitoes, also visited the TCI. During his stay in TCI, he worked closely with the Environmental Health Department, particularly the Vector Control Unit, visiting the Islands and conducting a needs assessment.

The medical entomology group at PHE is responsible for advising the Government on the public health risks from endemic and emerging vector-borne diseases in the UK and abroad.

Alex has nine years of experience in the medical entomology team and advises on invasive mosquitoes.”

The release pointed out that he has worked extensively in the Caribbean, providing training and developing mosquito surveillance and control plans with environmental health and vector control teams across the region.

SNAP Centre reopens after hurricane Irma

BY DAISY HANDFIELD A FACILITY in Providenciales that caters to children and young adults with special needs reopened its doors on Monday (November 6), two months after being damaged by hurricanes Irma and Maria.

The Special Needs Association of Providenciales (SNAP) Centre in Kew Town provides intellectual and life skills opportunities for people between the ages of four and 24.

The Special Needs Unit within the Ministry of Health, Agriculture and Human Services issued a statement earlier this week on the reopening of the centre.

It read: “The ministry appreciates the commitment of corporate partners such as the Seven Stars Community Foundation who have completed refurbishment to the building including the roof, ceilings and interior walls, in addition to the surrounding environment, prior to the return of students.”

In 2016 the SNAP Centre was adopted by the Seven Stars Community Foundation, a nonprofit geared at supporting youth, education and sports.

The ministry also thanked the Public

Works Department and Environmental Health Department for their assistance in ensuring that the centre was ready to receive students.

SNAP caters to a range of disabilities including, but not limited to autism spectrum disorder, intellectual disability, developmental

coordination disorder, speech/ language disorder and learning disorders.

The centre’s goal is selfdetermination for each child where possible allowing them to grow to their full potential.

Individual education plans are designed for each student with the involvement of the parents, teachers, and a member of the Special Needs Unit management team along with the student where possible.

FORMER independent candidate Sabrina Green is the newly appointed director of the Human Rights Commission.

The announcement was made at a press conference at the Human Rights Commission office in Providenciales on November 2.

At the press conference, Green explained that from her understanding, many people are unaware of their human rights so one of her goals is to inform the public.

“Human rights has nothing to do with your legal status in this country; we act outside of that…

It is all going to be about how the human person ought to be treated,” she said.

Green added that she aims to get rid of the misconceptions that many people have, assuming that human rights in the Turks and Caicos Islands only applies to those who are Turks and Caicos Islanders by birth.

She said: “If you feel that your rights are violated, it is unfair for you to expect for us to know of the violation if you do not come forward with your complaints.

“Perhaps you are saying that there is more happening with other nationalities because they have the gumption to come out here and enquire about what their rights are.

“And like any other good

governance or law enforcement authority, we cannot act without your support.

“We need to know that there is an issue in order for us to address it. There is a face here now that you can relate to, there is a voice here now that you can rely on to defend your rights.”

Minister of Education Karen Malcolm, who also attended the press conference, congratulated Green on her appointment.

Nicholas Prew, educator and outreach officer at the Human Rights Commission, said that his role is to go out into the community and talk to people about their human rights.

“One of the main duties of the Human Rights Commission is to ensure that people actually understand what their rights are,” he said.

“The United Nations put in place two major international conventions around 50 years ago now.

“Those conventions were the international conventions for economic, social and cultural rights.

“All of the rights that we talk about fall under that banner, so everything comes from that, whether you are talking about rights regarding racial discrimination, whether you are talking about women’s rights, or if you are talking about the rights of disabled people; they all fall under those two conventions.”

Historical Waterloo suffers severe damage from hurricanes DURING its history ‘Waterloo’ has been the official residence of the sitting Governor of the Turks and Caicos Islands in the capital Grand Turk.

But this year the historical site - which celebrated its 200th anniversary in June 2015 - suffered significant damage during the passage of hurricanes Irma and Maria.

According to the Governor’s Office, the damage will take a considerable time to be repaired.

Restoration will be carried out after a full damage assessment has been completed and the costs have been finalised and approved.

Named after the famous battle fought in 1815, Waterloo is an important, historic and living piece of the history of the Turks and Caicos Islands.

Historical, cultural and political highlights of Waterloo include: The Waterloo residence was built in 1815, and named after the Napoleonic battle of June 18, 1815.

It was built in the style of a Bermudan home, with just one wing and, in the style of the time, an open air kitchen.

In 1857 the local owner of Waterloo, James Misick, sold the property to the British Government for £1,046.

The British had been looking for a more secluded property for their ‘King’s Agent’ or Crown representative in the TCI, known as the president.

In 1873, on the request of the people of TCI, the Islands became a dependency of Jamaica.

With this change in constitutional status Britain was no longer represented by a president but by a commissioner, who reported to the governor-general in Jamaica, and lived in Waterloo.

By the 1940s the Commissioner, Edwin Arrowsmith, found the house in poor repair; finding it, “covered with old cloth backed paper which was dilapidated and housed multitudes of cockroaches”.

He began some modernisation, which was continued by a number of his successors.

After Jamaica became independent in 1962, the TCI became a dependency of the United Kingdom, and responsibility fell to the Governor

General of the Bahamas, who nominated administrators to represent British interests, who continued to live in Waterloo.

Her Majesty the Queen, the Duke of Edinburgh, the Prince of Wales and Princess Alexandra have all visited Waterloo.

In 1973 after Bahamian

independence, the TCI chose to retain its British Dependent status and the Islands welcomed its first Governor.

In 1975, members of the Junkanoo Club marched on Waterloo to demand social, economic and political reform.

They held a ‘sleep out’ on the

lawn and remained there until their demands were met.

Their protest secured a new constitution and the start of TCI ministerial government in 1976.

The first Chief Minister was the Right Honourable James Alexander George Smith, or ‘JAGS’, McCartney.

Renovations and improvements to Waterloo were commissioned in 1993, to restore as far as possible the original features, including the windows and the property’s unusual guttering.

In 1999 a nine hole golf course was created in the grounds, and despite damage in the 2008 hurricane Ike, it is still used by local players who encounter tough greens and unusual fairways.

Today Waterloo is the official residence of Her Majesty the Queen’s representative, His Excellency the Governor.

The house is regularly used for meetings with the premier, the official opposition, overseas investors, church leaders and community groups, and school children regularly tour the building and property. (Delana Isles)

TCI Kidney Foundation receives hefty donation

BY DAISY HANDFIELD A CHEQUE for $7,000 has been donated to the Turks and Caicos Islands Kidney Foundation to assist with ongoing projects.

The funds were raised during the third annual Poker Run boating event which was held from October 20 to 22 in Providenciales.

Johnston Stubbs, vice president

of the TCI Boating Club, presented the donation to Rueben Hall, president of the TCI Kidney Foundation.

During the presentation Stubbs the club was “proud” to be a sponsor again of the TCI Kidney Foundation.

“My team and I present this cheque as a token of our love and support for the struggles that they go through with their stuff and we hope

it goes a long way as always.”

Hall said that the foundation was extremely thankful for the donation which will go to help people “who have been plagued with this disabling disease called kidney failure”.

The president said the funds will go specifically towards patients who are unable to pay their own medical expenses.

“We assist our patients, those that are down and cannot make it for themselves. We support them in their travels and their medications and so forth.

“Most importantly, we use these funds to help teach our own country and the people how to prevent the disease from happening and how to deal with the disease once they are

diagnosed with it.”

Kidney failure is a medical condition of impaired kidney function in which the kidneys fail to adequately filter metabolic wastes from the blood.

There are two main forms acute kidney injury, which is often reversible with adequate treatment, and chronic kidney disease, which is often not reversible.

‘Brave’ intervened to cancel BEC contract awarded to his brother OPPOSITION Leader Philip “Brave” Davis has revealed he intervened to cancel a contract awarded to his brother by the former Bahamas Electricity Corporation (BEC) board while he served as minister responsible for the power company.

Mr Davis responded to revelations outlined in the Ernst & Young (EY) audit into operations at Bahamas Power & Light (BPL), and reported in The Tribune on Wednesday.

The EY audit revealed one company owned by Mr Davis’ brother, AL D’s Construction & Roofing, received contracts from BEC even though the business was not the preferred bidder in a tender process.

Addressing a news conference at the World Travel Market in London this week, Chairman of the Caribbean Tourism Organisation (CTO) Dionisio D’Aguilar said that due to the devastating impact of recent hurricanes, the sector was now likely to expand by “between one and two per cent, with a similar growth rate projected for next year”.

Hurricanes Irma and Maria battered the region in September, resulting in several deaths and billions of dollars in damage.

Among the hardest hit countries were Barbuda, Dominica, the British Virgin Islands, the Turks and Caicos Islands and Anguilla.

D’Aguilar noted that following “record performances in the first half of 2017, “some of our member countries, and by extension the region, [experienced] the worst of times with the passage of hurricanes Irma and Maria”.

“We began the year growing at a healthy pace of 5.2 per cent between January and June, when compared to the same period last year,” the CTO chairman said, noting that the actual performance was way ahead of the forecasted growth rate of between 2.5 and 3.5 per cent.

which contracted by 14.3 per cent.

Up to June, the European market had grown by 7.9 per cent, Canada by 6.4 per cent, and despite the weak sterling, the United Kingdom grew by 4.8 per cent, the CTO chairman said.

In the hotel sector, the halfyear outcomes reported by STR Global showed that average occupancy increased marginally by 0.2 percentage points to 70.8 per cent, while the average daily room rate rose slightly by 0.2 per cent, moving from US$220.84 in 2016 to

US$221.38 in 2017.

Growth in the cruise sector was also quite positive.

“At the end of the first six months of 2017, cruise passenger arrivals to the Caribbean region had reached an estimated 15.3 million, up four per cent over the corresponding period of 2016. This performance represented the largest number of cruise passengers in the region at this time of year.

“Then came the hurricanes . . . that inflicted such damage on some of our member countries, causing such despair!

There has been widespread coverage of the damage caused to these countries and territories, the most serious among them being Anguilla, Barbuda, the British Virgin Islands, Dominica, Puerto Rico, both Dutch and French Saint Martin and the US Virgin Islands,” he said, adding that “understandably, this triggered a slowdown, with travel to many of these destinations.

In light of the devastation, the Caribbean Development Bank is projecting that every one per cent reduction in tourist arrivals could cost US$137 million in lost revenue.

CTO’s revised forecast is also based on air travel data provided

by United Kingdom based provider OAG which shows that in October, the number of flights to the region fell by 6.7 per cent, while seat capacity contracted by 4.1 per cent.

“Among the worst hit destinations, the frequency of flights to Puerto Rico decreased by 25.1 per cent, Dominica by 13.7 per cent, St Maarten by 12 per cent, the British Virgin Islands by 11.2 per cent, Anguilla by 6.3 per cent and the US Virgin Islands by 5.6 per cent,” the CTO chairman reported.

He also seat capacity to these destinations was adversely affected with St Maarten experiencing a near 50 per cent falloff.

Bermuda no place to hide money, says Premier DAVID Burt pledged this week to “aggressively” defend Bermuda’s reputation after the release of millions of files that painted the island as a tax haven.

The Premier said: “Bermuda is not a place to hide money.

“In fact, you cannot hide money or avoid tax in Bermuda, as tax authorities receive that information in their home countries automatically.”

Mr Burt added the island had nothing to hide.

He said: “My message today is simple — Bermuda is an open, transparent jurisdiction. We have a vigorous regulatory framework.”

The Premier said he had conducted a series of interviews with international media following the release of files from Bermudianfounded law firm Appleby as part of the Paradise Papers leak reported on Monday.

Mr Burt said he would conduct as many interviews as were needed “to

continue to set the record straight”.

He added: “We will hold meetings with officials in the UK and Europe to ensure our message is delivered clearly and openly.”

Mr Burt insisted Bermuda was a “recognised leader” in international tax compliance, with 114 treaty partners who get information “by request and automatically for tax purposes”.

He added: “Whenever we receive evidence of wrongdoing, we have the means and the teeth to force compliance based upon our legislation, coupled with strong law enforcement and regulatory cooperation.

“In the past, we have taken decisive action against individuals or corporations who are non-compliant and we will continue to do so.”

Mr Burt said the island was committed to transparency, cooperation and compliance.

Jamaica’s PM wants to ban flogging in schools and at home HE has already signalled his intention to seek an end to corporal punishment in schools and state entities, but now Jamaica’s Prime Minister Andrew Holness wants to go further. He wants it outlawed at home as well.

And he says it’s time the issue of ending corporal punishment across Jamaica be debated in Parliament.

Holness’ comments in Parliament yesterday came against the background of a recent UNICEF report, ‘A Familiar Face: Violence in the Lives of Children and

Adolescents’ which noted that eight in ten Jamaican children in the two to 14 age group experience violence as a form of discipline.

“While it is not a consensus across the aisle or even a consensus within the political parties about banning corporal punishment totally in the country, I wish to declare that I am totally against corporal punishment,” he said, adding that that corporal punishment does not align with the Sustainable Development Goals (SDGs) under the United Nations Development Programme.

Lawmakers in quandary over proving Caymanian status IT seems individuals sometimes referred to as “ghost Caymanians,” as well as multigenerational Caymanians born in the islands, have a shared immigration problem that is now haunting members of the Legislative Assembly.

“It is not a simple matter at all,” Premier Alden McLaughlin said Tuesday. “Some entity or some individual has got to make a pronouncement as to whether or not a person is Caymanian. That has fallen to immigration who, believe you me, would rather not have to deal with it.”

The issue surrounds proving whether a person has Caymanian status, which is akin to locally accepted citizenship in the British Overseas Territory. Mr. McLaughlin said this proof apparently becomes more difficult to obtain over time for two types of individuals, multigenerational “born” Caymanians and those individuals who came here when they were young or who were born here to non-Caymanian parents and who never regularised their Caymanian status later in life.

The latter difficulty, sometimes referred to by local immigration professionals as territorial laws creating “ghost Caymanians,” is about to come directly before the

Legislative Assembly. It involves the case of a woman who has recently been granted Caymanian status by Cabinet. “[This is] a woman who is now in her 40s, who was born in Cayman, went to school in Cayman … considered herself a Caymanian all the way through,” the premier said.

“She wound up marrying a Cuban national who applied for a residence and employment rights certificate based on her Caymanian status.

“When immigration asked her to prove she was Caymanian, she could not,” he said.

Being born in the Cayman Islands does not automatically make a person Caymanian, according to local immigration rules.

Anyone who has applied for and obtained Caymanian status designating their right to be Caymanian during their lifetime will have a copy of the official paperwork they can use to prove that status.

However, in the case of someone who was born here to multigenerational Caymanian parents, they may not have ever received those documents.

Similarly, a “ghost Caymanian” who has lived here all their life and never regularised their immigration status would also never have received the necessary paperwork.

Gun detection technology and CCTVs in inner city communities for the Bahamas THE BAHAMAS’ Minister of National Security Marvin Dames said the Minnis administration is “not sleeping behind the wheel” as he outlined how the government intends to ramp up crime fighting initiatives by implementing gun detection technology in addition to CCTV in inner city communities.

The Mt Moriah MP said the government remains resolute in targeting offenders who believe they are above the law, adding these criminals will be found wherever they are.

This comes amid a slowdown of murders in the country. According to The Tribune’s records, there have been 117 murders for the year, with the last reported incident on October 26 when a woman’s partially decomposed body was found in bushes in Abaco. Police opened a murder investigation and a man has been arraigned in connection with her death. On Monday night, police said they found a badly decomposed body in Grand Bahama, but the deceased’s gender and cause of death is still to be established.

“We are very confident in what we are proposing in terms of initiatives,” Mr Dames told The Tribune on Tuesday ahead of the morning Cabinet meeting.

He added: “Officers of the police force continue on a daily basis to seize weapons, address the problem of drugs within these communities, continue to arrest those persons who are selling drugs and trafficking drugs, continuing to arrest those persons who are selling fire arms and

trafficking firearms, continuing to focus on these gangs and continuing to look at ways to steer our young people away from gangs.

“There is no abetting. We are resolute and we are going after those persons who feel that they are above the law who feel that they can take on the law but we have a message for them that we are determined to find them wherever they are.

“Just over the weekend from Friday to Sunday between 15 to 18 weapons were taken off of the streets.”

According to Mr Dames, while the government focuses on the enforcement side of the crime problem, the issue has festered because of decades of neglect. He said the Minnis administration has undertaken a well co-ordinated and structured approach.

The Royal Bahamas Police Force has also recently completed its manpower assessment, Mr Dames said. This will determine whether additional police stations are needed and if certain divisions are adequately staffed to handle the demand.

“So we are looking at ways to get into these communities and to work with families to work with our young people to find wholesome activities to keep them occupied (and) to teach them the importance of respect and so we are working from a ministerial level. That is we have a ministerial committee that is comprising national security, youth, education, social services, Ministry of Works and the Attorney General’s Office and so we are looking at ways to break down those walls that separate us so that we can work collectively together.

Bermuda: Cannonier in fresh leadership bid OUSTED former premier Craig Cannonier is to make a fresh attempt to lead the One Bermuda Alliance.

Mr Cannonier, who quit in the wake of the Jetgate controversy in 2014, is to stand for leader of the party against interim Opposition leader Patricia Gordon-Pamplin.

Jeanne Atherden, the Shadow Minister of Finance, was also said to have thrown her hat in the ring, while Leah Scott is believed to have been unopposed in her candidacy as deputy leader.

Mr Cannonier entered politics in 2009 as a candidate for the Bermuda Democratic Alliance and became party leader in 2010.

The BDA later joined forces with most of the United Bermuda Party to form the OBA and Mr Cannonier was elected party leader.

Mr Cannonier became premier in the wake of the OBA’s election defeat of the Progressive Labour Party in December 2012.

But Mr Cannonier opted to step down less than two years later after a row over a trip in a private jet to the US. Michael Dunkley replaced him as Premier.

Mr Cannonier’s links to Jetgate sent his approval rating tumbling, but he was said to have sought support for a fresh leadership bid in December 2016.

THE Government is said to be “embracing” a potential $4.5 billion oil storage terminal and refinery planned for east Grand Bahama, Tribune Business can reveal.

Details of the Oban Energies project are buried in a recent presentation by the Central Bank of the Bahamas, which describes a $1.5 billion first phase investment in a 20 million barrel, “multi-purpose” bulk storage facility for petroleum products.

The development, which is expected to be completed in 2021, also involves a 250,000 barrel per day oil refinery. This represents the potential return of oil refining to Grand Bahama, and means Oban is envisioning a grander project than the existing Buckeye Partnersowned BORCO facility.

Tribune Business sources last night confirmed that Oban Energies has been working on obtaining the necessary permits and approvals for its development, which appears to be located outside the Port Area in east Grand Bahama.

It is unclear how far the group has progressed, but its inclusion in the Central Bank’s September monthly economic developments report indicates it must be progressing.

Oban Energies’ website shows it has hired Bahamas-based Islands

by Design, headed by Keith Bishop, as environmental consultants, while another Bahamian entity listed is the Mosko Group, which will likely perform engineering and construction functions.

Oban Energies certainly seems confident of receiving the Minnis administration’s approval, stating on its website: “With a current shortage of liquid bulk storage locations in the Caribbean, this project is being embraced by the Bahamas government as providing needed services, employment opportunities and economic growth.

“Following the lifting of the 40year crude export ban in December 2015, the US could become a major exporter of light oil, providing long term value to Oban. Our relationship with the Commonwealth of the Bahamas started with a vision for

meeting the energy needs of the Bahamas and the surrounding area.”

Referring specifically to its Grand Bahama project, the Palm Beach Gardens-based Oban added: “With a location just 90 miles (145 kilometers) from the US eastern seaboard, this complex is ideally suited as a merchant facility for storing and blending liquid products, transshipping and terminal operations for the Arabian Gulf, West African and Northwest European trade to the US’ east coast and the Gulf coast, as well as for North American trade to Europe, Latin America and the Pacific. Total capital required for the development is $4.5 billion over four years.”

Oban Energies’ website indicated it will adopt a phased approach, saying: “Phase One requires a $1.5 billion investment for development, construction and start-up operations.

The project will provide storage tankage for crude oils, residual fuel oils, middle and light distillates, specialty vegetable oils and heavy oils, and will consider all other bulk liquid storage requests.

Paradise Papers: Corbyn suggests Queen should apologise after estate invest millions offshore JEREMY Corbyn has implied that the Queen should apologise if her private estate invested £10m of her fortune in offshore funds to avoid paying tax in Britain.

Asked whether the monarch should say sorry over her investments, the Labour leader said anyone putting money offshore to avoid tax should do so and also “recognise what it does to our society”.

It comes after a major leak of 13.4 million documents – dubbed the Paradise Papers – which reveal the financial affairs of the global elite.

The Duchy of Lancaster, the private estate of the Queen, was found to have millions of pounds invested in offshore arrangements in the Cayman Islands and Bermuda between 2004 and 2005. There is no suggestion that those involved acted illegally.

The papers also traced a small portion of the Queen’s investments – £3,208 – to the rent-to-buy firm BrightHouse – a company that has previously been accused of exploiting poor customers with high interest rates.

Speaking at event hosted by the Confederation of British Industry (CBI), the Labour leader was asked if the Queen should apologise for the investments revealed in the papers.

He replied: “Well anyone that is putting money into tax havens in order to avoid taxation in Britain, and obviously investigations have to take place, should do two things

– not just apologise for it but also recognise what it does to our society.

“Because if the very wealthy person wants to avoid taxation in Britain and therefore put money into a tax haven somewhere, who loses?

“And so I think with the Paradise Papers, which I have been reading through like all of us this morning, are quite shocking.”

A spokesman for the estate earlier said: “We operate a number of investments and a few of these are with overseas funds. All of our investments are fully audited and

legitimate.”

But a spokesperson for the Labour leader later said Mr Corbyn was not calling for the Queen to apologise “but said anyone who puts money into a tax haven to avoid paying tax should, and that they should recognise the damage done by avoidance to our society”.

They added: “Labour is calling for a public inquiry into tax avoidance.”

Speaking to BBC Radio 4’s Today programme John McDonnell, the Shadow Chancellor, added that the Paradise Papers were evidence of the need for Britain to impose a “withholding tax” to ensure HMRC takes its share of company profits before firms move them to tax havens.

Pope asked to consider letting some married men act as priests A HIGH-RANKING Vatican official has said he is pressing the Catholic Church to consider allowing married men to act as priests in a remote region of the Amazon.

Bishop Erwin Krautler, secretary for the Commission on the PanAmazon Region, wants the subject on the agenda at a meeting in the Vatican in 2019, he told CNN. The proposal centers around the question of allowing faithful Catholic married men to act as priests, including saying Mass and hearing confessions.

Brazilian Cardinal Claudio Hummes, president of the Bishops Commission for the Pan-Amazon, and close friend of the Pope, has long supported the idea.

The region is experiencing a shortage of priests and Pope Francis has called for the special meeting of the region’s bishops, called a synod, to tackle its problems.

Pope Francis said in an interview in March 2017 that he would be open to studying the question.

North Korea tells Europe to relax, as Kim’s nuclear missiles target only U.S. NORTH Korea responded Wednesday to European concerns about being in the path of Pyongyang’s potentially nuclearcapable intercontinental ballistic missiles (ICBMs) by assuring the leader of Western military alliance NATO that such weapons were only intended for the U.S. NATO chief Jens Stoltenberg said during an interview last week with Japanese newspaper Yomiuri Shimbun that “Europe has also entered the [North Korean] missile range, and NATO member states are already in danger.” North Korea’s ruling party-run Rodong Shinmun newspaper countered these claims, calling Stoltenberg’s remarks “false and groundless” because, although European states are indeed in North Korea’s missile range, Pyongyang has no intention of pulling the trigger.

“The DPRK’s ballistic rockets are for deterring the U.S. nuclear war hysterics and ensuring peace and security on the Korean peninsula and the region. They are not for threatening Europe and the world,” the commentary read, according to the official Korea Central News Agency, referring to the country’s official title: The Democratic People’s Republic of Korea.

“It is not the DPRK alone that has ICBM in the earth. If what Stoltenberg said is true, the countries with ICBM should naturally be a threat to Europe as it is within their range,” it added.

The article went on to accuse Stoltenberg of potentially “trying to curry favor with the U.S. to prolong his remaining days,” but promptly warned that history showed “liars do not last long.” While NATO includes as many as 29 members across Europe and North America,

the U.S. has been by far its greatest financial and military contributor since its establishment at the onset of the Cold War in 1949.

While NATO has traditionally poised itself for war with Russia, rapid advancements made to North Korea’s military ordered by leader Kim Jong Un have placed most of the world within the trajectory of the reclusive state’s arsenal. North Korea has long argued it does not seek to attack first, but has developed ballistic and nuclear weapons to discourage the U.S. from attempting to overthrow Kim’s dynasty.

The U.S. and many of its allies, however, have rejected this line of thinking and demanded North Korea surrender its nuclear stockpile, a standoff that’s gotten increasingly tense since President Donald Trump took on the task of handling the crisis earlier this year. Trump has taken a particularly aggressive stance toward his rival and has answered in kind to North Korea’s fiery promises of destruction.

During his first presidential tour of Asia, Trump was set to make a surprise visit Wednesday to the heavily fortified demilitarised zone (DMZ) that has formed the border between North Korea and U.S.backed South Korea since a 1953 armistice ended a bloody three-year conflict between the neighbors.

The visit was canceled because of inclement weather. During a press conference in Seoul, Trump urged Kim to “make a deal.”

A spokesperson for the German Foreign Ministry implored North Korea to heed the U.S. president’s advice out of concern that Trump’s foreign policy had become “unpredictable,” Reuters reported.

Saudi Arabia arrests dozens in crackdown against crown prince’s rivals

UK minister Patel resigns over secret Israel trip UK government minister Priti Patel resigned Wednesday amid a political storm over her undisclosed meetings with Israeli officials.

The UK secretary of state for international development was summoned back from Kenya by Prime Minister Theresa May after it was revealed she met senior Israeli officials during a family holiday in the summer, a significant breach of diplomatic protocol.

During the visit, Patel, who paid for the trip herself, met with a dozen politicians and organisations, including Israeli Prime Minister Benjamin Netanyahu and Yuval Rotem, a senior Israeli Foreign Ministry official.

She also met with Yair Lapid, the head of Yesh Atid, one of Netanyahu’s coalition partners, who tweeted about their meeting.

Even as Patel offered a “fulsome apology” on Wednesday in her resignation letter, May offered a firm rebuke to the departing minister.

Meanwhile, Foreign Secretary Boris Johnson was forced to backtrack Tuesday over comments he made about a British-Iranian woman, Nazanin Zaghari-Ratcliffe, who is jailed in Iran accused of espionage, after an outcry from her family and other lawmakers.

Lib Dem member ‘referred to police over rape allegation’ THE Liberal Democrats have suspended a party member and referred reported rape allegations to the police.

The allegations emerged in a series of tweets over the weekend, which claimed an alleged victim’s complaint had been “hushed up” by party HQ. The party said a member was suspended “pending the outcome” of a police probe but gave no further details.

It is the first allegation involving the Lib Dems in the misconduct scandal currently engulfing Westminster.

SAUDI Arabia has arrested dozens of princes, senior military officers, businessmen and top officials, including a well-known royal billionaire with extensive holdings in Western companies, as part of a sweeping anti-corruption probe that further cements control in the hands of its young crown prince.

A high-level employee at Prince Alwaleed bin Talal’s Kingdom Holding Co. told The Associated Press that the royal— who is one of the world’s richest men— was among those detained overnight Saturday. The company’s stock was down nearly 9 percent in trading Sunday on the Saudi stock exchange.

Yemen conflict: UN official warns of world’s biggest famine YEMEN faces the world’s largest famine in decades “with millions of victims” if aid deliveries are not resumed, a senior UN official has warned.

Mark Lowcock, the UN undersecretary general for humanitarian affairs, urged the Saudi-led coalition to lift its blockade of the conflict-torn country.

On Monday, the coalition shut air, land and sea routes into Yemen after Houthi rebels fired a missile at Riyadh.

The ballistic warhead was intercepted near the Saudi capital.

Saudi Arabia said the blockade was needed to stop Iran sending weapons to the rebels.

Iran denies arming the rebels, who have fought the Saudi-led coalition since 2015.

Mr Lowcock was speaking on Wednesday, after briefing the UN Security Council on the issue behind closed doors.

“I have told the council that unless those measures are lifted... there will be a famine in Yemen”, Mr Lowcock told reporters.

“It will be the largest famine the world has seen for many decades with millions of victims.”

Yemen’s rebel-held port of Hodeida is a key entry point for UN aid.

Earlier this week, the UN and the Red Cross warned that a “catastrophic” situation threatened millions of Yemenis who relied on life-saving aid deliveries.

The Red Cross said its shipment of chlorine tablets, vital to combating a cholera epidemic which has affected more than 900,000 people, had been blocked.

The UN says seven million Yemenis are on the brink of famine.

The country relies on imports for virtually everything civilians need to survive, but now neither food, fuel nor medicine can get in.

More than 8,670 people - 60% of them civilians - have been killed and 49,960 injured in air strikes and fighting on the ground since the coalition intervened in Yemen’s civil war in March 2015, according to the UN. (BBC)

Administrative Officer – LBB5-24 Kevin Spacey was dropped from his House of Cards series after new allegations.

New allegations emerge against Spacey NEW allegations of sexual harassment and predatory behaviour towards men and women by Kevin Spacey have emerged.

The claims, spanning from the mid-1980s to 2016, raise further questions about the US actor’s conduct in the decades he worked in Hollywood and as artistic director at London’s Old Vic theatre.

The BBC has contacted Mr Spacey for comment.

On Wednesday, the journalist whose October tweet triggered a series of accusations about Mr Spacey spoke out.

Former television news anchor Heather Unruh told a press conference in Boston that her son had been sexually assaulted by Mr Spacey, at the age of 18 in a bar in Nantucket, Massachusetts, in July 2016.

She said Mr Spacey had bought her son alcohol - the drinking age in Massachusetts is 21. After getting him drunk, Mr Spacey had “stuck his hand inside my son’s pants and grabbed his genitals”, she said.

She said Mr Spacey had invited her son to a party, but he had run away from the bar when Mr Spacey had gone to the lavatory.

A criminal investigation was now under way, Mrs Unruh said.

“Shame on you for what you did to my son. Your actions are criminal,” Mrs Unruh said through her tears.

Since the first allegation of sexual advances were made by actor Anthony Rapp on 30 October, US network Netflix axed further production of Mr Spacey’s House of Cards drama, the International Academy of Television Arts and Sciences announced it will no longer give the actor a special Emmy award, and his

agent and publicist dropped him as a client.

In response to Mr Rapp’s claims, Mr Spacey said he has no memory of the incident and offered an apology.

On 3 November police in the UK confirmed they were investigating an alleged assault on a man from 2008.

Mr Spacey said he was seeking treatment after facing the allegations but did not give information about the type.

Since then more men have come forward.

Barman Kris Nixon, from Belfast, Northern Ireland, said he had been working near the Old Vic in 2007 when Mr Spacey groped him at a party.

“Kevin Spacey sat down next to me on a sofa, then reached over and grabbed my penis,” he said.

The actor had then suggested he perform a sexual act on Mr Nixon, according to the barman, who then left the party.

Two weeks later, Mr Nixon was in the basement of the bar he had been working in, when, he said, he realised Spacey was two feet (60cm) behind him.

The actor grabbed Mr Nixon’s waistband and offered to “make it up” to him, he said.

“I didn’t want to make a scene about it - he was a customer. I didn’t want to get fired.

“Until Anthony Rapp spoke out, I never felt able to tell anyone.”

Meanwhile, an American film-maker has told the BBC that he was groped and sexually harassed by Mr Spacey as a 22-year-old junior crew member.

The man, now 44, who does not want to be identified, said the “powerful” director had made advances towards him on the shoot of Albino Alligator in 1995.

Sheen ‘’categorically denies’’ Haim rape allegation CHARLIE Sheen says there’s no truth to the allegations that he sexually assaulted Corey Haim.

A National Enquirer report published Wednesday cited accounts from actor Dominick Brascia and “dozens” of unnamed sources who said Haim told them Sheen raped him while filming the 1986 film, Lucas. At the time, Sheen was 19-years-old and the former child star, who died in 2010, was 13.

A representative for Sheen tells E! News in a statement, “Charlie categorically denies these allegations.”

As Brascia recalled to the tabloid, “[Haim] told me they smoked pot and had sex. He said they had anal sex. Haim

World Cup: FIFA urged to strengthen workers’ rights in Russia & Qatar FIFA has been urged to strengthen efforts to address risks to workers’ rights on World Cup stadium construction sites in Russia and Qatar.

It is one of 33 recommendations in the first report of the governing body’s new Human Rights Advisory

Board.

The panel, including representatives from the UN, trade unions and sponsors, was created to provide independent advice on Fifa’s responsibilities.

“Our first report sets a baseline,” the advisory board said.

“We recognise that Fifa has taken important steps, particularly by adopting a new Human Rights Policy, fighting discrimination connected to matches and integrating human rights requirements into the 2026 Fifa World Cup bidding documents.

Sports National Red Mist register first win in two seasons COAST Red Mist registered their first win in two seasons after a victory against Jolly Ranchers in Round 3 of the TCIRFU Tag Rugby League on Thursday evening at the Meridian Field in Providenciales.

The underdogs of the league enjoyed a small lead throughout the game. At the half it was 11-8, but their attacks grew in confidence and they finished 19-10.

Tom Greenfield, Dwayne Giddon, Robert Moxon, Lucy Bullard and David O’Connell and his daughter Ella all scored for the winners.

Kristoff Malcolm is his university’s hockey team captain this season

Malcolm says weight off his shoulders after first college goal KRISTOFF Malcolm’s first goal for the Florida Gulf Coast University Eagles was a weight off his shoulders.

The hockey captain had showed the experience and temperament to lead his team, but had failed to find the back of the net.

“It felt good, a lot of weight lifted off my shoulders,” he told the Weekly News.

The 22-year-old said that he was

very hard on himself for not scoring last season. “Despite the numerous ways to contribute to a hockey game without scoring, scoring is always a big measure of success.”

Malcolm said that the plan this season is to grow individually and as a team.

The former PHL player added that he has a very good team this year.

“Good group of guys I am leading. We are aiming for a national

championship this year and I believe we have the team to do it.”

After finding the back of the net in the 5-4 win against the University of Central Florida, Malcolm feels that he will approach scoring in a different way.

“I was just way too hard on myself, this year I am going back to how it was when I first started. Just trying to have fun.”

Redmond dominates Surfside swim meet

TCI’s top triathlon athlete Dan Redmond proved that he is one of the most dominant locals in the water after registering wins in the 400M and 800M races last Sunday at the Surfside’s Open Water Swim Meet.

Redmond clocked five minutes and 30.8 seconds over the shorter distance and 11:05.4 in the 800M at the fundraiser in Provo.

Second place in the male 800M race went to fifteen-year-old Jack Parlee (SURFside), while president of the TCI Swim Federation Ben Stubenberg (Parrotfish Swim Club) finished third (fifth overall).

Fourteen-year-old Georgia Greatrex was the top female swimmer in the longer division.

Her time of 13:12.1 placed her third overall, while second place female Alex Maclaren finished fourth overall, just ahead of Stubenberg.

Young female swimmer, Lillian Taylor, clocked 13:25.6 to finish as the third best female and the seventh best overall.

In the 400M, Stubenberg registered a second place overall finish. Third place in the male division went to rookie swimmer Leon Cummings (fifth overall).

SURFside’s Masters swimmer Janine Taylor, second overall, was the first female to cross the line, while Megan O’Reilly finished fourth overall (second best female) and Caren Castillo third best female (seventh overall).

Parlee won the 100M 10-and-over race ahead of Cummings (Swim and Surf).

Greatrex and Maclaren finished tied for third.

In the nine-and-under category, Maddox Zaiden-Jones (SURFside), Roman Brake (Swim & Surf) and Ethan Gardiner clocked the three best times.

The first place finishers (males and females) in each event won an entry into either the SURFside Spring Sprint or Race for the Conch, as well as a choice of swimming gear from Arena, according to information from the SURFside Swim Club.

FUNDRAISER Lead fundraisers, Jessica Soderquist and Morgan Luker, stated that the event was able to raise over $2300 in just a few hours. Turk’s Head Brewery was also on hand and donated all funds from beverages sold to the cause.

“This was the first annual open water swim race that we have held in the fall. Each Spring we also host a Spring Sprint and there is the Race for the Conch EcoSea Swim in July,

hosted by Caicu Naniki. We now have plans to host similar open water swim races every other month, so we will have our very own TCI open water swim series!” Luker explained.

She added, “The sport of swimming is growing quickly throughout Provo, our hope is also to have the means to outreach to our sister islands to help develop the sport for everyone in TCI.”

Simmons contributes to college’s 3-0 start RISING Stars basketball player Dwaine Simmons is having a good experience in junior college after the first few games of the season for Dakota College at Bottineau in the National Junior College Athletics Association League.

The 22-year-old told the Weekly News this week that “our team is playing great together ...playing to each other’s strengths. “We are in a great grove.”

Simmons had a slow start in game one, but starred in the second clash, with a double-double 12 points and 14 boards. The 6’6 forward has switched between centre and the forward positions.

In his third clash on Tuesday night, he got into early foul trouble, which restricted his scoring to six points and five boards. The Grand Turk born is hoping that his team can build on their 3-0 start.

Dwaine Simmons dominated the post for his college team in the early games.
