DEPUTY Governor Anya Williams is attending the Commonwealth Caribbean Cabinet Secretaries and Heads of Public Service Consultative Meeting in St Lucia this week (May 7 to 9).

The Cabinet Secretaries’ Consultative Forum broadly serves to stimulate the Commonwealth Caribbean public sector leaders’ thinking on new cutting edge ideas.

It also aims to encourage their engagement in meaningful debate with the view of sharing experience, and inform new thinking and reflection to promote more effective public service delivery.

These leaders will be exposed to new and innovative thinking in public sector management and its related themes such as strengthening the centre of government and the promotion of good governance.

Against this background, the specific objectives of the meeting are to stimulate thinking on the latest approaches to promote effective working at the centre of government; to increase awareness and improve officials’ competencies on collaborative working across

public finances ended the financial year to March 31, 2013 with an operating surplus of $47.6m, an $85.7m improvement on the same stage 12 months earlier.

According to him, the strong performance is due in part to the $28.2m worth of civil recoveries secured for the TCI taxpayers.

He said: “These figures are the result of great deal of hard work and some difficult decisions.

“They reveal the strength of the vastly improved public finances and the positive inheritance provided to the new elected government.

“They also show that there are significant one-off payments made to TCIG that boosted the figures which, taken together with the considerable improvements in the fiscal situation, have enabled us to build up over

$41m in the sinking fund which will be used to pay off the debts incurred by the previous elected government.

“TCI cannot of course rest on these laurels.

“It retains an unsustainable level of debt that will not be financeable when the UK’s guarantee period ends in 2016 without a good track record of sound financial management and a substantially larger sinking fund.

“I know from discussions in Cabinet that the importance of

sustaining and developing these improvements and maintaining a strong fiscal position is a joint priority.”

Turnbull is a qualified accountant with more than 20 years of experience, of which over five years have been in Overseas Territories, including two as a Public Finance Adviser in the TCI. He replaced Hugh McGarelGroves whose contract ended on May 4.

However, that has not stopped them.

And Providenciales has now got its own end-time messenger in the person of Pastor Pedro Williams.

Seen Downtown with placards reading ‘Get ready Jesus soon come’ and ‘Choose Heaven or Hell’,

Williams told the Weekly News that he is different from an average doomsday sayer.

He said he is not predicting the timing of the end of days, but only letting people know that it is coming.

“I have taken my message out of the church and onto the streets,” he said, “I am doing here what I do every Sunday in church.”

Williams pointed out that people have to recognise the urgency of choosing between Heaven and Hell

sooner, rather than later.

According to him, people have stopped to ask him questions and to read his placards.

“Those who stopped I have given tracks that talk about the importance of choosing between Heaven and Hell,” he said.

Jury pool to include non-belongers?

THE ATTORNEY General’s (AG) Chambers, according to reliable sources, is looking at a proposal that will see the expansion of the current jury pool from Belongers, to nonBelongers who are residents in the Turks and Caicos Islands.

The Weekly News was informed that a paper looking at the expansion will be taken to Cabinet on Wednesday (May 8).

Officials from the AG’s Chambers declined to comment on

the matter until the paper is brought to Cabinet.

Head of the local Bar Association, George Missick, told the Weekly News that local lawyers are aware of the proposal.

According to him, depending on the decision of Cabinet, the matter will be addressed at the association’s meeting on Friday (May 10).

Appeal Court hears Conch Farm case

LAWYERS for Governor Ric Todd on Friday appeared before the Appeal Court to petition a decision by Supreme Court Judge, Margaret Ramsay-Hale not to send the Conch Farm case to arbitration.

The decision, which was handed down on February 13, was appealed before President of the Appeal Court, Justice Edward Zacca, QC, Justice Richard Ground, QC, and Queen's Counsel Elliott Mottley.

Senior Attorney, Monique Allan, who is attorney of record for the plaintiff - Trade Wind Industries, challenged the appeal application.

In her notice of objection, Allan contended that the conduct of the defence following the judge’s ruling was that of an intention to submit to the jurisdiction of the court.

She stated that the defence had taken steps to recognise the authority of the Supreme Court before they chose to appeal the decision and that this was an abuse of process.

However, following hours of back and forth between Allan and the Justices on the legality of the defence to apply for an appeal after seemingly complying with the Supreme Court ruling, the Justices ruled to hear the appeal.

Lead Counsel representing the Governor and TCIG, David Phillips, in his presentation before the court contended that RamsayHale misused her discretionary powers in ruling that the case should be heard in open court.

Phillips said the judge ruled broadly in the matter and that her ruling was wrongly directed and uninformed.

The attorney told the court that some aspects of the case dealing with the development aspect need to go to arbitration while any other matter can be heard in court.

He added that the one reason that would necessitate it being heard in open court at all is if a point of law which the arbitration cannot resolve needs to be settled by a judge.

He said that if the arbitrator ruled in favour of the TCIG and the Governor then there would not be a civil case, while a decision against the defendants would send the case back to the court.

Phillips pointed out that the judge should have ruled for two separate proceedings.

He further pointed out that there is no factual basis for the defamation and other charges the plaintiff has brought against Governor Todd.

Chief Executive Officer of the TWI, Richard Berke, has taken the Governor and the TCIG to court for breach of contract, malicious falsehoods, defamation and unlawful interference with the company’s economic interests.

The matter stems from the withdrawal of a $15m long term loan for the breeding centre at Heaving Down Rock in Providenciales following a new development agreement signed

by Governor Todd which did not include the right to farm finfish, as was previously being done by TWI. Berke is suing for $100m in damages.

The appeal case will be heard again on Tuesday, May 7. (DI)

“The actual list is a bit less that the list of electors because we have to take out police officers and court

staff, etc. off the list,” the Registrar said.

Chetwynd added that the juror list is updated every quarter and changed so as to not keep the same people on the list.

According to him, the compilation process involves a precept being issued by the Registrar’s office, followed by the compilation of the

juror list, which is then vetted by the police to ensure no one with a criminal record is included and then finally approved.

Any change to the current criteria for the eligibility of jurors will have to be reflected in an amendment in the Juror Ordinance and will be have to be taken to the House of Assembly.

Second murder accused transferred to Grand Turk

RODERICK Adams, the second person charged with the murder of 25-year-old Kaziah Burke, was transferred to HM Prison in Grand Turk on Monday afternoon.

However, the delay in his transfer has raised procedural concerns.

Police Commissioner, Colin Farquhar, on Monday morning, moved to investigate questions raised over the delay.

Both Adams and 29-year-old Cortez Simmons were remanded after appearing before Chief Magistrate, Clifton Warner, last Tuesday (April 30).

However, while Simmons was transported to the prison in Grand Turk last Wednesday (May 1), Adams was not.

Farquhar told the Weekly News that investigations showed that the Acting Deputy Commissioner did not have a hand in the matter.

According to him, the decision to keep the murder accused detained at the Chalk Sound Police Station was based on medical reasons.

The Police Commissioner explained that the 24-year-old had an appointment on Friday (May 3) and a follow-up on Monday (May 6).

“We are making arrangements now to have him moved to Grand Turk this afternoon [Monday afternoon],” Farquhar said.

DISCONNECT The Police Commissioner was unavailable for a response to questions over whether or not the medical attention sought by Adams could be administered at the hospital in Grand Turk.

The Director of Public Prosecution (DPP), JoAnn Meloche, when contacted by this newspaper said she brought

the matter to the attention of the Commissioner when she was made aware of the situation.

Meloche added that as she understood it Adams’ lawyer, Finbar Grant, last Thursday (May 2) requested that his client be kept in Providenciales because of said medical reasons, but was unable to produce the medical evidence to back up his claim.

Justice Joan Joyner, who heard the matter, upheld Warner’s ruling for Adams to be remanded in custody to Her Majesty’s Prison in Grand Turk.

At the same session, Joyner denied the murder accused’s application for bail on the basis that the reasons given by his lawyer did not reflect exceptional

circumstances.

According to the DPP, the police did not seem aware that they were overruling the Justice’s decision for Adams to be remanded.

She noted that the delay with Adams being transferred to Grand Turk may have been a matter of miscommunication.

“This was a matter that was canvassed in court, which was not communicated to the police,” she said.

“Had they asked me about this, I would have provided that information to them….I did provide the information to the Police Commissioner today [Monday].”

Adams and Simmons are expected to appear in the Supreme Court in Grand Turk on June 7 for a sufficiency hearing.

Four women accused of credit card scandal plead not guilty

FOUR women accused of credit card theft around November 24 of last year, appeared before Acting Chief Justice Ramsay Hale in the Grand Turk Supreme Court on April 26, for a plea and direction hearing where they all pleaded not guilty to 31 charges.

The three sisters and one cousin are set to go to trial on March 31 to April 11 of 2014.

Shekera Clarke, Kiskidee Smith, Latoya Knowles and Lashanda Smith, are facing 12 joint charges and 19 separate charges including theft, handling stolen goods, attempting to obtain property by deception, theft of a chosen action, forgery, uttering forged documents and obtaining property by deception.

Knowles was represented by attorney Oliver Smith; Kiskidee Smith was represented

by Kwame Smith, Clarke was represented by Laura Maroof and Lashanda Smith by Glenda Clarke.

It is alleged that the girls swiped stolen black Visa card at a number of Providenciales stores including Quality, Max’s Mini Mart, Miss Moonies, Executive Tours, KB Homes, Danny Buoys and Building Materials.

Libraries to be renovated soon

BOTH Providenciales and Grand Turk libraries are set to receive a facelift, according to Minister of Education Akierra Missick.

As for the Providenciales branch, not only are the Ministry along with Government Support Services looking to renovate but they are also considering moving it to another location.

“We are looking at upgrading all our library facilities and the operation includes moving the facility to another location but we are still on the first stage of this,” Missick said.

“We are looking at how we can holistically review our library services.”

The Minister of Education also noted that they were looking into rebuilding the Grand Turk library which had roof repair issues due to Hurricane Ike that have gotten worse throughout the years.

“In terms of the Ministry of

Education we’re looking at actually determining a study on library services to see how far we can move into the technology.

“So we still need physical books?

Is there still a demand for library rentals when we have magazines online and online e-readers?” she asked.

She added that they were looking at how they could change the services offered by the library to make them more beneficial for the users whether it is for printing or for other wholesome purposes.

She said: “Despite how small the revenue may be, how can we generate revenue to keep the services up and going and keep the facilities updated while we look at a complete holistic upgrade of library services?”

In terms of size of the new Providenciales Library, the Minister explained that their was still no official comment.

“Well basically while we conduct the library services studies we’ll

determine how the size of the library should be.

“If we decide to start to do away with physical books and purchase tablets for use in the libraries, the location will not necessarily need to be increased.

“Now, if we decided we wanted to continue with the physical hard copy books then the facility will need more spacing; we’ll need to increase the periodicals and the texts that are available now.

“We want to make sure that when the story is done on library services that the facilities reflect the outcome of the studies.

“If we go forward into technology with a more computerised library system or if we would like to stay with hard books or physical books we need to ensure that we are able to upgrade them and increase the amount there for research and access.

“So all of the sizes of the libraries will be determined once the library services studies are complete.”

Contract for review of TCI’s Building Code awarded ARUP International Development Limited, the non-for-profit arm of Ove Arup and Partners International Limited, was given the contract for the review of TCI’s current building code.

The $120,000 contract is the first deliverable under the European Union’s (EU) grant of $6.5m (€5m) for the reconstruction or rehabilitation of property that remained damaged

by Hurricane Ike in 2008.

According to the project manager, Susan Breetzke, the company has extensive experience in applying the International Building Code in an island dynamic.

The International Building Code (IBC) is a model building code developed by the International Code Council (ICC).

Breetzke, told the Weekly News that the review and updating of the local building code was a necessary first step, particularly given that a lot of the damage caused by the hurricanes could have been averted if the buildings had

confirmed to a standard building code.

She said: “The project’s primary objective, apart from alleviating poverty, is to ensure resilience.”

Breetzke said following the devastating impact of natural disasters over the last six years new sustainable building practices have been developed, with a focus on going green.

The project manager noted that the new homes, as well as the rehabilitation work, will be “model buildings” that reflect the provisions of the new building code.

She maintained that the new code will ensure greater resilience of all new developments in the event of future extreme weather and to incorporate requirements for environmentally sustainable approaches in future developments.

According to her, work is expected to begin on June 3 and slated to finish in August.

Digicel’s 4G now available in Provo and Grand Turk

RESIDENTS and invited guests witnessed the official opening of Digicel’s new building in Grand Turk on Thursday.

During the opening ceremony Digicel officials offered Grand Turk customers the opportunity to sign up for the newly launched 4G network.

The event was attended by a number of prestigious guests including Minister of Telecommunications George Lightbourne, His Excellency Governor Ric Todd, Premier Rufus Ewing, Derek Taylor, TCI Gospel Best winner Robyn Hinds, along with MC Hugh Fulford and members of the Grand Turk community.

Governor Ric Todd, commended Digicel for its new investment and the company’s drive to succeed.

“Buildings are symbols and this

building symbolises certain things that matter very much here especially on Grand Turk.

“This is a symbol of Digicel’s desire to invest in this community, it is a symbol of confidence in our country, it’s also a symbol of a belief that we can take advantage of technology to develop what we have and of course of what we do.”

Premier Rufus Ewing added his view on the investment made.

“Grand Turk people please make great use of this building, support Digicel so that they can continue to invest in the TCI,” he said.

CEO of Digicel TCI, E. Jay Saunders, briefly explained the journey that the company went on before making it to this point.

“Early 2012 we upgraded our retail store in North Caicos, we put a lot of money into it.

“The truth is we are probably not doing enough business, however, I didn’t make these investments to sell more phones, they are made to

“I am certain the Turks and Caicos Islands can be world class and we will settle for nothing less.”

At the end of the ceremony,

distinguished guests and residents were given a tour of the building and then treated to food and beverages while they enjoyed a live band performance.

The following day the telecommunications company reopened their Providenciales building where residents were also able to sign up for the 4G network.

Dear Editor, You have published several of my letters in your fine paper to our Governor concerning the Dextra Bank case and Judge Harrison, and the only thing I can compare my situation to is Daniel in the lion’s den.

Here I am like Daniel wrongly thrown in the den of condemnation and the Governor and all his officials, like the lions, cannot open their mouths when justice is called for by Daniel.

I am sure my situation mirrors the sermons on this matter that are preached in our fine churches, which may go this way.

Well the great Privy Council has thrown me in here with you Governor, so let’s get it over with.

You need to punish me for what I did wrong, or at least tell me who I committed the great crime against so I can make amends.

But the lions’ mouths were shut.

Am I not in your den, being protected by God’s angel of righteousness, because I have stood up for what is true and just and call for the impartial rule of law in the land?

But the lions’ mouths were shut.

If myself and God’s angel are wrongly stuck in the den of condemnation behind the seals and judgment stone of the Privy Council, can you not see when we are in here

with you, your mouths are tightly shut so you can’t deal with the spirit of Barabbas and bad boys on the loose?

Because when that which is good is wrongly condemned; that which is evil must be loosed, even the judge Pontius Pilot understood this law.

But the lions’ mouths were shut.

I guess God’s angel and I will have to wait until morn when the light of truth arises, the seals will then be broken and the wrongful judgment stone laid down by Judge Harrison and the Privy Council will be rolled away.

God’s angel and I will leave the den of condemnation and then their mouths will be open to eat the evil ones who

Maybe this is why I have yet to hear a word from our Governor and all the officers of the court when I ask for justice and truth openly in your fine paper.

For their mouths appear to be shut as tightly as the mouths of Babylon’s lions who were in the den with Daniel and God’s angel.

– Response to Johnson’s letter Dear Brianca Johnson, I read with interest to your piece in the April 16-22 edition of the Weekly News, headlined ‘Governor, we are wondering why’.

I am a retired expat who happens to love these beautiful islands. I stay out of politics most of the time, but I too pondered the exact same questions.

Why on earth would the Governor take this stance on the Conch Farm?

A nasty thought occurs, which I dismissed immediately: Could the Governor be in Lord Ashcroft’s pocket? Perish the thought.

However, one cannot help but see that the Conch Farm is in the way

No hike in firearm licences

Dear Editor, I understand that the Government needs to put a hold on crime and the use of firearm related crimes but don’t they think that they are making the innocent pay for the guilty with their decision to once again double the cost of attaining a keep and carry licence?

There is no record of the use of legal firearms and their holders being involved in any firearm related crimes so for the Government to impose a fine of $800 on law abiding

licenced firearm holders is somewhat outrageous.

This step they are about to take is more likely to cause people to retain an illegal firearm to protect their businesses and family.

They need to take the streets of the Turks and Caicos back and eradicate the violence instead of punishing innocent people that are doing the right thing.

Some legal firearm owners earn a monthly salary and have other responsibilities or doesn’t the Government consider that?

In the same breath of trying to protect their families and property that extra money is going where it is not needed.

Just food for thought - they should put other measures in place to deal with this crime wave of young people and illegal firearms off the streets so that the people will feel safer instead of drying our pockets.

Then I thought about the Dolphinarium and the long line fishing study and it occurred to me that Governor Todd may be the victim of what in the United States is lobbying.

It is not illegal and it is not corrupt, although I am not sure exactly why.

But it can be very effective.

What I am worried about is that the Governor has tremendous power in this British system and I do not see him as understanding the nature of these Islands.

Does he snorkel? Does he fish? I invite him to Google ‘reef destruction from dredging’.

The good news I read is that the Planning Board refused the Leeward dredging proposal.

What surprised me was the fact that the dredging of Star Island etc, had been declared illegal once. Was that not the precedent once?

Back to the Conch Farm, for Heaven’s sake, is it not clear what an attraction it could be?

And consider the other possibilities, fish farming.

So thank you Ms. Johnson, I think you deserve an answer from His Excellency.

COMMENTARY

Bulls and bull feathers THE astrological sign for those of us born at this time of the year is Taurus the bull. We do not believe in astrology or follow my horoscope. Once in a while we look at it to amuse myself.

However we have to admit that my friends and children born at this time seem like yours truly to have the stubbornness of a bull. No nonsense, head down and charge.

However, things that are not true are often compared to what falls from the other end of the bull and that of course is a four letter word. Therefore the “nice” people have given it the name, bull feathers.

The country and voters who gave these folks a nod need to consider what they voted for. Are they up to doing the people’s business? They took the maximum allowable time to convene the house and when they saw the questions they could not wait to escape. Now we have to wait 19 more days, two days short of the three weeks allowed to reconvene. They just don't know.

Not to be outdone she is also promising a compound for horses, donkeys, and cows and...bulls she will round up on Grand Turk.

Provo Water Company celebrates Drinking Water Week PROVO Water Company held an opening ceremony at their headquarters on Friday in Grace Bay to bring in 2013 ‘Drinking Water Week’.

World Water Week was initiated by the United Nation’s General Assembly in 1993 to bring awareness about the importance of incorporating water into daily activities.

May 5 to 11 is a week for people to reflect on the importance of water and drinking water in particularly.

This is the third year that the TCI has participated in this event.

During the ceremony managing director of Provo Water Company, Robert Hall, noted that millions of

people are without safe drinking water and that dirty water kills nearly 5,000 people each day.

Director of Environmental Health, Kenrick Neely, explained the importance of drinking sufficient water regularly.

“Water is a major component in doing the simplest tasks,” he said.

“It forms the base of our saliva, forms the fluids in our joints, regulates our body temperature, alleviates constipation, prevents dry skin and even colon, bladder and breast cancer.

“Most people often confuse hunger for dehydration which leads to unnecessary snacking.

Summajam returns to Grand Turk THE LONG wait is over with the return of the highly popular ‘Summajam’ to Grand Turk.

The annual festival is slated for June 27 to June 29 this year.

Computerised finger printing system to be introduced ROYAL Turks and Caicos Islands Police Force (RTCIPF) is on the path to upgrading its finger printing system with a modern and efficient means of retrieving and storing prints.

During last month’s sitting of the House of Assembly, Acting Attorney General (AG), Rhondalee Braithwaite-Knowles was questioned as to whether there needs to be new laws regarding finger printing so as to provide the police with a more effective tool to work with.

She advised the House that the RTCIPF Commission of Police had confirmed to her that no additional legislation was needed, and that the fingerprint scanner, while useful, is cost prohibitive at the moment.

Hills, Goldray Ewing had expressed his disappointment at this news.

However, when contacted for comment on the issue, Commissioner Farquhar told the Weekly News that there seems to be confusion in relation to the finger print system.

He said: “Probably some people are just confusing what the police would like to use from what we are presently using.

“We have a paper system now and we are just moving to a computerised system.”

Farquhar remarked that the new system is not cost prohibitive, but that it first needs to be put into the budget.

“It just hasn’t been done yet, so I would not want to say it is cost prohibitive, we are still looking into

the cost of it,” he said.

Asked about the effectiveness of the paper system, Farquhar said the system serves its purpose, but that the new system will improve efficiency and speed and will assist with easy retrieval.

He said: “Even the computer system, once you do a computer search and it identifies a certain individual, there is still the technician that manually compares the finger print that you have at the scene to a certified original.

“So it’s just a matter of it helps you to go through the system quicker.”

The Commissioner said they are currently looking at three suppliers for cost analysis and that from there then they will seek to have it budgeted for and in place as soon as practicable. (DI)

Hundreds walk in support of TCI Cancer Society

HUNDREDS of residents turned out before the break of dawn last Saturday for the Cancer Society’s Walkathon, coming together once again to show their support in the fight against the widespread disease.

The charity walk drew participants from different sectors of the community including regular sponsors, school children and the Provo Roadrunners club.

Everyone involved, walked or ran from Graceway Gourmet to The Ashcroft School’s roundabout and back, and assisted the TCI’s National Cancer Society (NCS) in raising funds and awareness.

Society president Lucille Lightbourne expressed how pleased she was with the turnout, especially happy with the noticeable number of adolescents, young children and the 75-year-old cancer survivor who joined in.

Lightbourne said that the society uses the month of May to recognise all the different types of cancer and warned against not taking caution.

She urged individuals to get tested if anything in their bodies become different or unnatural since “early detection is the best protection”.

The event concluded at the Graceway Gourmet with a raffle drawing, giving away eight prizes including a flat screen television, a laptop, cash prizes and gift baskets.

One lucky person who won the laptop and a $500 cash prize generously donated the money to the Cancer Society.

Each year the organisation aids those suffering with the illness by providing financial assistance to patients who go off island for

treatment.

They also provide emotional support to patients through calls and visits.

Minister of Health Portia StubbsSmith joined in the cancer walkathon for the first time and said it will not be her last.

She encouraged continued support of the NCS and individuals suffering with cancer saying: “Let us continue this fight against all its forms, let us continue to support the National Cancer Society and let us continue to support our families.

“As we know the cure is a long way away but if we continue to fight with each other and for each other we can get the job done.” (KH)

Grace Bay Club hosts fundraiser to support education GRACE Bay Resort Community Foundation (GBRCF) on Saturday evening held what organisers hope to be the first of an annual event aimed at generating more funds to assist their five adopted schools.

Themed ‘Planting the seeds today to build a stronger community tomorrow,’ the event held at the Grace Bay Club saw considerable support from members of the business community and residents.

Chairman of the organisation Dr Carlton Mills said that the venture is “particularly to assist the schools in purchasing school supplies and items that will further enhance the teaching and learning process.”

“As a resort we want to give back to the community and what better way to do it than through education,” said Dr Mills.

Since 2009 the organisation has

been helping to improve the quality of education for local children by donating supplies to the students, and items needed in the schools to increase the learning experience.

Their five adopted government schools include Charles Hubert James Primary School and Adelaide Oemler Primary School on North Caicos, Marjorie Basden and Iris Stubbs in South Caicos and Ianthe Pratt Primary School in Providenciales.

Member of the foundation Sheba Wilson said they were pleased with the turnout and support, and pointed out that the event was a way to help with funding.

Since GBC lost the Veranda the burden of fulfilling the financial donations now falls on the single resort.

Entry to the event was free and attendees received a complimentary

glass of champagne and tasty hors d'oeuvres.

During the evening a silent auction provided the opportunity for patrons to bid on some great prizes including an overnight stay at Ocean Club, a snorkel and conch cruise with Caicos Dream Tours, a boat trip for two with Lenard Cruise and other diving and boating excursions.

All proceeds from the bids, raffle sales and cash earned from the event’s drink sales at GBC’s bar that evening will go towards the foundation.

Students from Ianthe Pratt Primary School entertained the crowd with some dancing and a synchronised piece reminding attendees of just how much the foundation has been helping.

Lowering debt, establishing durable growth critical to Jamaica’s recovery - IMF THE mission chief for the International Monetary Fund (IMF) in Jamaican Jan Kees Martijn believes the country’s economic future is hinged on the resolve of the authorities and other stakeholders to adjust policies to lower debt to a sustainable level and establish the conditions for durable growth.

Martijn made the statement following news on Wednesday that the IMF approved Jamaica’s application for a four-year extended fund facility, worth US$958 million.

“The authorities’ program provides a realistic roadmap to achieve these goals. In this context, I am encouraged to see the creation of a broadbased, private sector-driven committee to provide oversight of policy implementation.

The Fund is a supporting partner in the authorities’ efforts to address their longstanding structural challenges.

British territories sign deal on tax information BERMUDA and other British overseas territories with financial centres have signed agreements on sharing tax information, the Treasury has said.

The move follows similar recent deals with Jersey, Guernsey and the Isle of Man. The move is aimed at tracking down banking clients who escape paying taxes by hiding their money overseas.

It comes amid an international drive against tax evasion and the use of tax havens.

In theory the move should boost tax income for the Treasury.

Economic Co-operation and Development (OECD), whose members include the UK and most developed economies, has led the way.

Other British overseas territories involved include the British Virgin Islands, the Cayman Islands, Anguilla, Montserrat and the Turks and Caicos Islands.

They will pass on bank account details, such as names, addresses, dates of birth, account numbers, account balances and payment details.

They will share data with both the UK tax authorities and those in France, Germany, Italy and Spain.

Fears escalate among Caribbean resort investors According to information from the Guyana Police Force Simone Daniels has confessed to the killing.

Guyanese woman allegedly kills man who sexually assaulted her A WOMAN is suspected to have stabbed a man in Guyana on Friday night because she alleged that he sexually assault her. The man succumbed less than 24 hours later, sources in the South American country said.

The dead man has been identified as 33-year old Mark Anthony Fredericks. The suspected assailant, Simone Daniels, who is a mother of five, was arrested and escorted to a nearby police station for processing and eventual court appearance this week. The woman, who is four months pregnant, has confessed to stabbing the man.

INVESTORS in the cashstrapped Caribbean investment firm Harlequin Property fear massive losses after Harlequin’s sales division filed for administration on April 22.

At the time of filing at the High Court in London, a statement signed by Harlequin director Carole Ames said: “The company is or is likely to become unable to pay its debts.”

The move came after some 40 investors served statutory demands on the firm for monies owed to them, which could have lead to a windingup petition if left unpaid.

News of the filing has heightened anxieties over the future of more than 6,000 mostly British investors’ deposits, many paid with life savings, through personal pensions, and by second mortgages on investors’ homes.

The company recently downed tools and decamped from its two multimillion dollar Barbados resorts, leaving employees in the lurch for two months’ salary, and owing the Barbados National Insurance Scheme about $80, 000 and several local businesses and contractors over $3 million.

The firm also hit the headlines when its owner, British businessman Dave Ames, was accused of attempting to bribe St Vincent and the Grenadines Prime Minister Dr Ralph Gonsalves in order to gain citizenship in that country.

Somalia famine ‘killed 260,000 people’ NEARLY 260,000 people died during the famine that hit Somalia from 2010 to 2012, a study shows.

Half of them were children under the age of five, says the report by the UN and the US-funded Famine Early Warning Systems Network (Fews Net).

The UN Food and Agriculture Organisation (FAO) said humanitarian aid needed to be provided more quickly.

The crisis was caused by a severe drought, worsened by conflict between rival groups fighting for power.

The number of deaths was higher than the estimated 220,000 people who died during the 1992 famine.

Tens of thousands of people in Somalia fled the famine in search of food.

WESTERN AID GROUP BAN Rudi Van Aaken, the deputy head of the FAO operation for Somalia, told the BBC that the response had been too slow.

“I think the main lesson learned is that the humanitarian community should be ready to take early action respond early on.”

“Responding only when the famine is declared is very very ineffective. Actually about half of the casualties were there before the famine was already declared.”

The FAO said earlier that the “true enormity of this human tragedy” had emerged for the first time from the study, done jointly with Fews Net. “By nature, estimating mortality in emergencies is an imprecise science, but given the quantity and quality of data that were available,

we are confident in the strength of the study,” said Fews Net official Chris Hillbruner.

“It suggests that what occurred in Somalia was one of the worst famines in the last 25 years,” he added.

The UN first declared a famine in July 2011 in Somalia’s Southern Bakool and Lower Shabelle regions.

They were controlled by the militant Islamist group al-Shabab, which is aligned to al-Qaeda.

Al-Shabab denied there was a famine and banned several Western aid agencies from operating on territory under its control.

The famine later spread to other areas, including Middle Shabelle, Afgoye, and at camps for displaced people in the government-controlled capital, Mogadishu.

The survey suggests many households are cutting back on essentials.

UK poll says many ‘borrowing money for food’ An estimated 4.6% of the total population and 10% of children under five died in southern and central Somalia, the report says.

In Lower Shabelle, 18% of children under five died and in Mogadishu 17%, the report said.

Somalia was worst hit by the extreme drought in 2011 that affected more than 13 million people across the Horn of Africa.

Tens of thousands of people fled their homes in search of food.

The UN declared the famine over in February 2012.

“While conditions in Somalia have improved in recent months, the country still has one of the highest rates of child malnutrition and infant mortality in the world,” Ben Foot, from the charity Save the Children, said in a statement.

Venezuela leader Maduro alleges Colombia assassination plot VENEZUELAN President Nicolas Maduro has accused former Colombian leader Alvaro Uribe of plotting to assassinate him.

Mr Maduro said he had evidence that right-wing Venezuelan politicians had been involved in the plot.

He has alleged conspiracies against him since taking over from the late President Hugo Chavez and winning disputed elections last month.

Mr Uribe - a fierce critic of President Chavez - dismissed Mr Maduro’s accusation as “immature”.

On Friday, Mr Maduro said: “Uribe is behind a plot to kill me.

ONE-in-five UK households borrowed money or used savings to cover food costs in April, a Which? survey says.

It suggests the equivalent of five million households used credit cards, overdrafts or savings to buy food.

The consumer group runs a monthly insight tracker survey focused on spending and behaviour - 2,000 people took part in its poll.

Which?’s executive director, Richard Lloyd, described the findings as “simply shocking”.

The figures come despite official statistics last week showing that personal insolvencies have dropped

to their lowest levels in five years.

Of the households covered by the Which? survey, 43% were headed by people between 30 and 50, while just under half had incomes under £21,000.

The research found that 55% of those using credit to do weekly shopping planned to cut back on food in the coming months, with almost a third saying they had to borrow from friends or family in order to make ends meet.

The study also found that one quarter of people said that they were living comfortably on their incomes and that more than one third - 36% felt their finances were under pressure.

“Yesterday I was interviewed by the police concerning two complaints - one of which dates back four years, made by two people who are wellknown to each other, and who until yesterday I regarded as friends,” he said in a statement.

“The complaints are completely false and I cannot understand why they have been made, especially as I have continued to socialise with one as recently as last week.”

Evans was arrested Saturday in northwest England.

Lancashire police did not confirm the identity of the man, but they said they had released a 55-year-old man on bail after questioning him Saturday over offenses alleged by two men in their 20s.

One man alleged he was raped and, in a separate incident, another other man alleged he was sexually assaulted, a police spokesperson told CNN by telephone.

The offenses are alleged “to have been committed in Pendleton between July 2009 and March 2013,” according to a statement released by police.

The man was ordered to appear at the police station on June 19, according to the police spokesperson.

British Prime Minister David Cameron has been made aware of the arrest, said another source, who also spoke on condition of anonymity.

Chilean alleged baby killer found dead in Peru POLICE in Peru say they have found the body of the alleged leader of a Chilean cult accused of burning a newborn baby alive last November.

Ramon Castillo Gaete, 35, had been on the run for more than two months. Police believe he killed himself.

His body was found in a house in the Peruvian city of Cusco and identified from fingerprints.

The baby girl was thrown into a bonfire because the sect reportedly considered her an antichrist.

The baby’s mother, Natalia Guerra, and three other suspects were arrested in Chile last week.

‘Apocalypse’ Mr Castillo was thought to be the baby’s father. He is accused of persuading Ms Guerra to give up the baby for sacrifice in the town of Colliguay, in Chile’s Valparaiso region.

He believed he was a god and expected the world to end on 21 December 2012, Chilean authorities said.

The death of the three-day-old baby last November shocked Chile, a predominantly Roman Catholic country.

The Chilean cult leader is accused of throwing a baby, believed to be his daughter, into a bonfire, because the sect reportedly considered her the Anti-Christ.

Peruvian police said Castillo’s body was found with a rope around his neck hanging from a beam inside a house on the outskirts of Cusco.

“There is no evidence of anyone else taking part in his death,” Cusco police chief Juvenal Zereceda told Chile’s La Tercera Newspaper.

Chaudhry Zulfiqar Ali was heading to a court in Rawalpindi, where he was trying a case stemming from the death of former Prime Minister Benazir Bhutto, who was assassinated while she was campaigning for her party.

Ali’s attackers opened fire on his car as it passed through an Islamabad neighborhood, police said.

He was rushed to a hospital but died before arrival, said hospital spokesman Dr. Wasim Khawaja.

The ambush also wounded his bodyguard, whom authorities assigned to protect him after he received threats from the Pakistani Taliban, according to police spokesman Javed Hussain.

The unidentified gunmen fled and are still at large, police officials said.

In Karachi, gunmen on a motorbike shot and killed Sadiq Zaman Khattak and his 4-yearold son when they were leaving a mosque, said Zahid Khan of Awami National Party, an anti-Taliban liberal party.

HE was swallowed whole by a hippopotamus — and lived to tell the tale.

The hippo attack, on the Zambezi River in Zimbabwe, happened 17 years ago, but Paul Templer this week recounted the tale to The Guardian.

“There was no transition at all, no sense of approaching danger,” he recalled of the mauling. “It was as if I had suddenly gone blind and deaf.”

A 27-year-old river guide at the time, Templer had a group of tourists and apprentice tour guides just a half mile from Victoria Falls when the 4,000-pound hippo attacked the kayakers.

“I was aware that my legs were surrounded by water, but my top half was almost dry,” he recalled. “I seemed to be trapped in something slimy. There was a terrible, sulphurous smell, like rotten eggs, and a tremendous pressure against my chest. My arms were trapped but I managed to free one hand and felt around – my palm passed through the wiry bristles of the hippo’s snout.

Robotic insect: World’s smallest flying robot takes off SCIENTISTS in the US have created a robot the size of a fly that is able to perform the agile manoeuvres of the ubiquitous insects.

This “robo-fly”, built from carbon fibre, weighs a fraction of a gram and has super-fast electronic “muscles” to power its wings.

Its Harvard University developers say tiny robots like theirs may eventually be used in rescue operations.

It could, for example, navigate through tiny spaces in collapsed buildings.

The development is reported in the journal Science.

Dr Kevin Ma from Harvard University and his team, led by Dr Robert Wood, say they have made the world’s smallest flying robot.

It also has the fly-like agility that allows the insects to evade even the swiftest of human efforts to swat them.

This comes largely from very precise wing movements.

By constantly adjusting the effect of lift and thrust acting on its body at an incredibly high speed, the insect’s (and the robot’s) wings enable it to hover, or to perform sudden evasive manoeuvres.

And just like a real fly, the robot’s thin, flexible wings beat approximately 120 times every second.

The researchers achieved this wing speed with special substance called piezoelectric material, which contracts every time a voltage is applied to it.

By very rapidly switching the voltage on and off, the scientists were able to make this material behave like just like the tiny muscles that makes a fly’s wings beat so fast.

The Robo-Fly weighs a fraction of a gram and has super fast electronic “muscles” to power its wings.

“We get it to contract and relax, like biological muscle,” said Dr Ma. The main goal of this research was to understand how insect flight works, rather than to build a useful robot.

He added though that there could be many uses for such a diminutive flying vehicle.

“We could envision these robots being used for search-andrescue operations to search for human survivors under collapsed buildings or [in] other hazardous environments,” he said.

“They [could] be used for environmental monitoring, to be dispersed into a habitat to sense trace chemicals or other factors.

Dr Ma even suggested that the robots could behave like many real insects and assist with the pollination of crops, “to function as the nowstruggling honeybee populations do in supporting agriculture around the world”.

The current model of robo-fly is

tethered to a small, off-board power source but Dr Ma says the next step will be to miniaturise the other bits of technology that will be needed to create a “fully wireless flying robot”.

“It will be a few more years before full integration is possible,” he said.

“Until then, this research project continues to be very captivating work because of its similarity to natural insects. It is a demonstration of how far human engineering ingenuity has reached, to be mimicking natural systems.”

Dr Jon Dyhr, a biologist from the University of Washington who also studies insect flight, said these flying robots were “impressive feats of engineering”.

“The physics of flight at such small scales is relatively poorly understood which makes designing small flying systems very difficult,” he told BBC News, adding that biological systems provided “critical insights into designing our own artificial flyers”. (BBC)

Scientists found unusual cuts consistent with butchering for meat on human bones dumped in a rubbish pit.

The four-century-old skull and tibia of a teenage girl in James Fort, Virginia, were excavated from the dump last year.

James Fort, founded in 1607, was the earliest part of the Jamestown colony.

“The evidence is absolutely consistent with dismemberment and de-fleshing of this body,” said Doug Owsley, a forensic anthropologist at the Smithsonian National Museum of Natural History in Washington

Researchers fashioned a threedimension replica of the girl’s face. She is believed to have been eaten by other humans.

Say bye-bye to gray hair, researchers find way to reverse the process WHAT has become ubiquitous with age - gray hair - may soon become a thing of the past. Forget about trips to the hair salon, or buying box dye to cover up those roots, a team of European researchers say.

In a new research report published online in The FASEB Journal people who go gray develop massive oxidative stress via accumulation of hydrogen peroxide in the hair follicle, which causes hair to bleach itself from the inside out.

The report notes that the enormous accumulation of hydrogen peroxide can be cured with a proprietary treatment developed by the researchers described as a topical, ultraviolet B-activated -- sunlight -compound PC-KUS, a modified pseudocatalase.

What’s more, the study also showed the same treatment works for the skin condition, vitiligo which is a condition that causes de-pigmentation of sections

of skin. Although vitiligo isn’t an agonizing, or dangerous condition, it can still be pretty distressing because it can change people’s appearance so much, according to the American Academy of Dermatology. One to 2 million people in the U.S. have vitiligo, according to the National Institute of Arthritis and Musculoskeletal and Skin Diseases.

“For generations, numerous remedies have been concocted to hide gray hair,” said Dr. Gerald Weissmann, the editor-in-chief of The FASEB Journal, “but now, for the first time, an actual treatment that gets to the root of the problem has been developed. While this is exciting news, what’s even more exciting is that this also works for vitiligo. This condition, while technically cosmetic, can have serious socio-emotional effects of people. Developing an effective treatment for this condition has the potential to radically improve many people’s lives.”

Researchers found that people who played 10 hours of a specially designed video game that focused on improving the speed and quality of mental processing abilities were able to delay the natural decline of a range of cognitive skills — in some cases, by up to seven years.

Brain teaser games may slow aging mind CHALLENGING yourself with a brain-teasing game for just two hours a week may help slow the degree of mental decay associated with the natural aging process, a new study finds.

Researchers at the University of Iowa in Iowa City conducted a study of 681 healthy individuals, ages 50 and older. They found that people who played 10 hours of a specially designed video game that focused on improving the speed and quality of mental processing abilities were able to delay the natural decline of a range

of cognitive skills — in some cases, by up to seven years, said Fredric Wolinsky, a professor in the University of Iowa’s College of Public Health and lead author of the new study.

“We’ve shown that 10 hours is enough to slow the decline by several years,” Wolinsky told LiveScience.

“We saw a range across all our tests from a minimum of a year-and-a-half all the way up to about six-and-a-half years of recovery or improvement.

From just 10 to 14 hours of training, that’s quite a lot of improvement.”

Antigravity gets first test at Cern’s Alpha experiment

Honeybees are vital for pollinating crops - a job that would be very costly without them.

Bee deaths: EU to ban neonicotinoid pesticides THE European Commission will restrict the use of pesticides linked to bee deaths by researchers, despite a split among EU states on the issue.

There is great concern across Europe about the collapse of bee populations.

Neonicotinoid chemicals in pesticides are believed to harm bees and the European Commission says they should be restricted to crops not attractive to bees and other pollinators.

But many farmers and crop experts argue that there is insufficient data.

Fifteen countries voted in favour of a ban - not enough to form a qualified majority. According to EU rules the Commission will now have the option to impose a two-year restriction on neonicotinoids - and the UK cannot opt out.

The Commission says it wants the moratorium to begin no later than 1 December this year.

The UK did not support a ban it argues that the science behind the proposal is inconclusive. It was among eight countries that voted

against, while four abstained.

Wild species such as honey bees are said by researchers to be responsible for pollinating around one-third of the world’s crop production.

There is heated debate about what has triggered the widespread decline in bee populations. Besides chemicals, many experts point to the parasitic varroa mite, viruses that attack bees and neglect of hives.

After Monday’s vote the EU Health Commissioner, Tonio Borg, said “the Commission will go ahead with its text in the coming weeks”.

“I pledge to do my utmost to ensure that our bees, which are so vital to our ecosystem and contribute over 22bn euros (£18.5bn; $29bn) annually to European agriculture, are protected.”

Greenpeace EU agriculture policy director Marco Contiero said Monday’s vote “makes it crystal clear that there is overwhelming scientific, political and public support for a ban.

“Those countries opposing a ban have failed.”

RESEARCHERS at Cern in Switzerland have tested a novel way to find out if antimatter is the source of a force termed “antigravity”.

Antimatter particles are the “mirror image” of normal matter, but with opposite electric charge.

How antimatter responds to gravity remains a mystery, however; it may “fall up” rather than down.

Now researchers reporting in Nature Communications have made strides toward finally resolving that notion.

Antimatter presents one of the biggest mysteries in physics, in that equal amounts of matter and antimatter should have been created at the Universe’s beginning.

Yet when the two meet, they destroy each other in what is called annihilation, turning into pure light.

Why the Universe we see today is made overwhelmingly of matter, with only tiny amounts of antimatter, has prompted a number of studies to try to find some difference between the two.

Tests at Cern’s LHCb experiment and elsewhere, for example, have been looking for evidence that exotic particles decay more often into matter than antimatter.

Last week, the LHCb team reported a slight difference in the decay of particles called Bs mesons but still not nearly enough to explain the matter mystery.

One significant difference between the two may be the way they interact with gravity - antimatter may be repelled by matter, rather than attracted to it.

But it is a difference that no one has been able to test - until the advent of Cern’s Alpha experiment.

The Alpha experiment’s antimatter chamber uses magnetic fields to sequester antihydrogen atoms.

Antihydrogen Laser Physics Apparatus - an experiment designed to build and trap antimatter “atoms”.

Just as hydrogen is made of a proton and an electron, antihydrogen is an atom made of their antimatter counterparts antiprotons and positrons.

The trick is not just in making it, but in making it hang around long enough to study it - before it bumps into any matter and annihilates.

In 2010 the Alpha team did just that, and in 2011 they showed they couldkeep antihydrogen atoms trapped for 1,000 seconds.

The team has now gone back to their existing data on 434 antihydrogen atoms, with the antigravity question in mind.

“In the course of all the experiments, we release (the antihydrogen atoms) and look for their annihilation,” said Jeffrey Hangst, spokesperson for the experiment.

“We’ve gone through those data to see if we can see any influence

of gravity on the positions at which they annihilate - looking for atoms to fall for the short amount of time they exist before they hit the wall,” he told BBC News.

The team has made a statistical study of which antihydrogen atoms went where - up or down - and they are able to put a first set of constraints on how the anti-atoms respond to gravity.

The best limits they can suggest is that they are less than 110 times more susceptible to gravity than normal atoms, and less than 65 times that strength, but in the opposite direction: antigravity. In short, the question remains unanswered - so far.

“It’s not a very interesting band yet but it’s the first time that anyone has even been able to talk about doing this,” said Prof Hangst.

“We actually have a machine that can address this question, that’s what’s exciting for us here, and we know how to get from here to the interesting regime.”

CLIMATE change may increase the risk of extreme rainfall in the tropics and drought in the world’s temperate zones, according to a new study led

by NASA. “These results in many ways are the worst of all possible worlds,” said Peter Gleick, a climatologist and water expert who is president of the Pacific Institute, an Oakland research organization. “Wet areas will get wetter and dry areas will get drier.”

The regions that could get the heaviest rainfall are along the equator, mainly over the Pacific Ocean and the Asian tropics.

Increased aridity and drought could have a greater effect on human life, however, because those conditions are more likely to occur where most of the world’s population lives.

In the Northern Hemisphere, drought-prone areas include the Southwestern United States,

Mexico, North Africa, the Middle East, Pakistan and northwestern China. In the Southern Hemisphere, drought could become more likely in South Africa, northwestern Australia, coastal Central America and northeastern Brazil.

“Large changes in moderate rainfall, as well as prolonged no-rain events, can have the most impact on society because they occur in regions where most people live,” said William Lau, the study’s lead author and a scientist at NASA’s Goddard Space Flight Center in Greenbelt, Md. “The regions of heavier rainfall, except for the Asian monsoon, may have the smallest societal impact because they usually occur over the ocean,” he added.

The study is based on the results of 14 models that show agreement on the possible rainfall trends, Gleick said. The study will be published in

the journal Geophysical Research Letters.

The study arrives as a large wildfire has burned thousands of acres in Ventura County. Although many factors have shaped the spread and severity of the fire, the land may have been primed by low rainfall in California.

Climate change does not cause forest fires but does contribute to their likelihood, Gleick said, adding: “It’s not about causality but influence.”

For every 1 degree Fahrenheit increase in global average temperature because of greenhouse gas emissions, heavy rainfall will increase globally by 3.9%, the study predicted. The paper defines heavy rain as months that get an average of 1/3 of an inch or more of rain daily.

Climate change could lead to heavier rainfall because warmer air holds more moisture.

Samentha Etienne is TCI’s Top Model 2013 OVERWHELMED with emotion on hearing the results, a tearfully elated Samentha Etienne took the title of Top Model 2013 at the fabulous Royele Couture: LUXE Fashion Extravaganza held at the Williams Auditorium on Saturday (May 4).

Soaring above the nine other contenders in the competition, the 16-year-old walked away with several awards but narrowly took the coveted title, winning by only four points.

The 5ft 10ins tall Champions for Christ student won in the categories of fashion model with the ‘best fashion portfolio,’ ‘best runway walk,’ ‘best body ’and ‘industry readiness’.

All of representatives from the international modelling agencies present expressed interest in the slender model who will be Digicel’s ambassador for the year, appearing on advertising campaigns for TV, print and billboards.

She will be featured on the cover and in an editorial spread in the 2013 Summer Times of the Islands magazine along with a profile page in the 2014 Destination: Turks and Caicos Islands.

The Haitian-born beauty will also receive a host of other fabulous prizes.

Through tears of joy she said: “I’m so happy right now.

This is the best experience of my life. This is really a dream come true.”

Etienne said she was very excited to have made it this far and thanked the director of the competition, Courtney Robinson, for all his training and assistance in pushing her to believe in herself.

First runner up and winner of the ‘fashion forward’ segment was awarded to Miss Earth TCI 2012 Carlisa Williams, who also gained the interest of three international modelling agencies and Digicel.

Felicia Williams claimed the second runner up spot and convinced a few top agencies that she also had what they were looking for.

Ethline Wilner won the RTC viewer’s choice award while Dwina Ariza took the Facebook like and share award.

Kris Kross rapper dies at 34 Chris Kelly was one half of the popular 90s rap duo Kris Kross.

CHRIS Kelly, one half of the 1990s rap duo Kris Kross, has died in an Atlanta hospital at the age of 34.

Kelly had been found “unresponsive” at his home on Wednesday, local media reported.

Kris Kross was made up of Kelly, known as “Mac Daddy”, and Chris “Daddy

Mac” Smith. They are most widely remembered for their 1992 hit Jump.

They had performed in February to celebrate the 20th anniversary of the So So Def label that signed them.

The duo, who famously wore their trousers backwards and extra baggy, were just 13 when they were discovered in an Atlanta mall.

A joint statement released on Wednesday by So So Def and Kelly’s mother, Donna Kelly Pratte, called him “kind, generous and fun-loving”.

‘HIS LEGACY WILL LIVE ON’ “It is with deep sadness that we announce that our beloved Chris Kelly has passed away on May 1,” the statement read.

“To millions of fans worldwide, he was the trendsetting, backward pantswearing one-half of Kris Kross, who loved making music.

“But to us, he was just Chris - the kind, generous and fun-loving life of the party.

“Though he was only with us a short time, we feel blessed to have been able to share some incredible moments with him. His legacy will live on through his music.”

HVS Global Hospitality Services says that Yele Haiti, the humanitarian organisation Jean founded in 2005 and closed last year, owes it $108,972 for a jobtraining course that was never completely paid for, the New York Daily News reports.

The firm says that Yele Haiti had agreed to pay $285,000 for the hospitality and education training program for

Haitians, but the organization fell behind on payments and neglected billing statements.

But Jean says he’s trying to resolve the issue.

“Mr. Jean has been working ‘assiduously’ for the past two years with his attorneys, in concert with the Attorney General’s Office of New York State to resolve this matter to the ‘full satisfaction’ of all parties concerned,” Melanie A. Red Devils will meet Black Warriors

DEFENDING champions Bethany Baptist Church made light work of last season’s runners up Jericho Baptist Church when action in the Provo Church Softball League continued last Thursday at the National Stadium.

With the win Bethany join Prophecy Church, who had earlier gained a forfeit victory over Methodist Church, on four wins to sit on top of the league table.

Jericho, who have three wins, scored two runs in the top of the first, but the defending champions answered with three. The second innings saw Jericho scoring another pair and Bethany answering with four runs. With a 7-4 lead Bethany dominated the third by restricting the Jericho batters to zero and then adding seven runs to finish the game on 14-4 (owing to the ten-run rule).

Jericho’s coach Paula VirgilStubbs said that her side made some mistakes but would bounce back.

Rochell Williams and Robert Hall led the winner’s attack with three runs each.

TWO wins in the final week of the regular season in the Bay Bistro Women’s Recreational League propelled the Red Devils into the final of the event, where they are expected to reach the dominant Black Warriors.

The Warriors, who are favourites in the championship clash, amassed 28 points from nine wins in 12 games (one draw), while the Devils won seven of their 12 games to sit on 21 points.

The third place clash will be fought between the Blue Knights (10 points) and the Pink Panthers (12 points) who have been less consistent this year.

In the final week of league games the Pink Panthers were on the end of two heavy defeats. With key players missing due to injuries, they lost 10-1 to the Red Devils and 12-0 to

the Warriors. One of the league’s newest and youngest players, Manila Pierre, scored the only goal for the Panthers to save some pride, but they were blown away by nine goals from Kadine Delphin (Devils) and 11 goals from Sarah Cenary (Black Warriors). Christma Jean Louis and Guerline Hall added the other goals for each winning team respectively.

The Blue Knights fared better, losing 2-1 to the Devils and forcing a 1-1 draw with the Warriors. Yarielca De La Cruz scored both goals for the Knights, with Cenary (1) and Delphin scoring for the Warriors and Devils. The Blue Knights will now fancy their chances to defeat the Panthers in this week’s final playing day and finish up with a respectable third place leaving the Red Devils to challenge the Black Warriors for the overall championship.

A few tips on lawn tennis

I FIRST learned to play lawn tennis while attending school at Munro College in Jamaica between 1967 and 1969. It was compulsory that all boys at Munro learned to play every sport that was taught at the school.

The sports that I participated in while at Munro were track and field, football, field hockey, cricket, table tennis, gymnastics, lawn tennis, pada ball and rifle shooting.

Apart from four lawn tennis court that existed at Munro, there was a wall that stood about 10 feet tall with two parallel to each other.

The wall acts as the other player, given that the ball bounces back to the “hitter”, off the wall directly proportional to the force with which it is hit.

When the ball hits the wall, its natural tendency is to bounce back at an angle and strike the ground first and then return to the hitter in the same way a player hits the ball over the net. Thus with practice one would become more consistent in returning the ball back to his/her opponent in regular lawn tennis games.

SOME BASIC STROKES The perfect forehand The key to a perfect forehand is to develop an aggressive approach

from the beginning. If you have an urge to attack the ball on the forehand side, go for it. The forehand is the major ground stroke for both beginners and advanced players alike and is the most natural groundstroke to use.

When using the forehand, develop a flowing movement that allows you to run for your next shot or recover to your previous position.

THE BEST FOREHAND GRIP How you hold your racquet can dictate your method of play. Begin with a natural grip to allow the body to perform smoothly. The most natural grip for the forehand is often the basic eastern forehand, but three other grips might suit you better.

Racquet handles have planes and slants, so getting the right grip is easy.

Grips affect the position of your feet, so adopt the footwork that compliments your grip.

THE BACKHAND The key to a perfect backhand is the ability to uncoil into the hit with power. Also develop the ability to turn and run while at the same time preparing your stroke and getting in the right position in the hitting area. Add this on the move drive to your groundstroke play and gain full control in the backcourt.

Fitzgerald Norvious was impressive for Rozo FC in both the Provo Premier League and the President’s Cup.

The Turks and Caicos Islands Football Association’s (TCIFA) Award Ceremony was held last Friday night in Providenciales.

as the league’s top goal scorer with 12 goals and Chrystal Stirling was voted as Best Goalkeeper and Trincy Reid, who has become one of the most reliable defenders in women’s football, received the award for Most Improved player of the Season.

The big three awards were hotly contested with Gaya Smith of AFC Hurricanes winning the Senior MVP trophy and Shinaydine Pluviose winning the Junior MVP title for the second year running. It was perhaps fitting that AFC Strikers’ captain Kadine Delphin received the award for Player of the Season after leading her team to glory. The hard working winger inspired her team to success and will be looking forward to the next season to see if her players can continue to improve.

WFL president Candace Hanchell did an excellent job in presenting the awards and was full of praise for all the players and coaches that made the season so successful. “It is pleasing to see so many people committed to the women’s league as player, coach or fan. Women’s football continues to develop at a fast rate in the Turks and Caicos Islands as a result of all your hard work and commitment”.

MALE AWARDS Rozo Football Club’s Fitzgerald Norvious won the senior MVP award while his team-mate and hero of the President’s Cup final, Jeanlis Job, copped the top goal scorer’s award.

shared the coach’s award. The referees also received recognition for their hard work as Patrice Senior collected the Best Referee Award and 14-year-old Yarileny De La Cruz received the title of Best Assistant Referee.

Provo Premier League president Steven Kendrew praised all the teams for their efforts in producing an entertaining and well run season.

TCIFA’s Technical Director Matthew Green was pleased with

the event. “It is always a pleasure to reward those that have worked hard, whether as a player, coach or referee.

It is especially pleasing to see so many young people doing well. The Strikers’ achievements this year were phenomenal, illustrating just how much hard work pays off, but it is also good to see so many young people doing well in refereeing with the likes of Wilkins Martin, Yarileny De La Cruz and David Jasmine who are becoming very accomplished in this area. All in all, both seasons were a success on many levels; hopefully 2013-14 will be even better.”
