Strong charges from TCI leaders on National Heroes Day

BY VANESSA NARINE THE MEMORY of the nation’s first Chief Minister and only national hero, James Alexander George Smith (JAGS) McCartney, was honoured during a wreath laying ceremony at the JAGS McCartney Memorial Site in Grand Turk on Monday (May 27).

In attendance were Governor Ric Todd, Premier, Dr. Rufus Ewing, Opposition Leader, Sharlene Cartwright-Robinson, and other dignitaries.

And leaders in the Turks and Caicos Islands had strong charges for the people of the Islands.

NATIONHOOD Premier, Dr. Rufus Ewing, called for more to be done to recognise and value nationhood, adding that a campaign to revive national pride will be launched.

According to him, there are many other nations and cultures living in the TCI, but indigenous Turks and Caicos Islanders must not allow the local culture to be overshadowed by other cultures.

Ewing said persons seen flying the national colours have inspired pride in him, and he made it clear that flying these colours must not be something done on select occasions, but all year round.

On that note, he alluded to the paper he tabled in the last Cabinet meeting to advance the establishment of a Protocol Unit that will develop guidelines to govern the proper use of the national flag, the coat of arms among other governmental codes of behaviour.

The Premier acknowledged that there is much to be done, but also noted that the people of these Islands

must be “resolute” to the purpose of achieving nationhood, economic prosperity and social reform.

Ewing said the current time calls for selfless service and cooperation by all stakeholders, including the private sector, NGOs, faith based groups, among others to enhance the sense of nationhood and national pride.

He said: “Be the change you wish to see…it starts with you.”

Ewing also recognised the service of the National Awards committee, recently appointed, and the work of all those who “serve selflessly” to advance the TCI. GOOD CITIZENS The Opposition Leader’s charge was an appeal for Islanders to be good citizens.

She said: “Today I celebrate the life of my party, PDM’s first leader and one of its founding members but also the country’s first Chief Minister and only named National Hero, JAGS. “His name is well-known but his

life is not as well-known as it ought to be. We cannot truly appreciate him if we do not take the time to learn about him.

“This year I am trying to encourage us all to find out more about him and to learn from his life all the attributes that makes him a great leader, a uniting national figure but above all a model citizen.

“Yes we forget that he was just a citizen as we are just citizens. He was not a superhero with super powers.

“He was chosen in a time when people were prepared to fight, to rally around a cause and to stand up for the rights of others even when it didn’t really affect them.

“That was period when ordinary citizens became extraordinary, not from spinach like Popeye or from the yellow rays of the earth’s sun like Superman.

“He had no tricks, no super powers just armed with a vision and a passion.

“Like Gatorade’s slogan, he operated from ‘the wind from within’. He could have sat down and ignored the issues until it affected him directly but he knew he could do more and there are others among us who knows that we can and should be doing more.

“He did not wait for external sources to move him. We too often look to leadership to move you when all leadership does is ignite the passion within that ought to already be there, but too many appear passionless, spineless and careless with the blessing of citizenship in this Beautiful by nature Turks and Caicos Islands.

“This, my brothers and sisters, if it doesn’t kill us it will surely cause our death.”

Secret land deal may be overlooked

HUGE blocks of land sold in Middle Caicos to developer Seiger-Suarez, doing business in the country as Juniper Hole Development Ltd, have raised serious concerns among locals.

The News Express understands that the worries extend to the statements made by head of the Civil Recovery Programme (CRP), Laurence Harris, who said in a prior interview that many more new cases are not likely to be opened.

Residents fear that this issue, what is thought to be the largest ever transfer of Crown land in the history of the Turks and Caicos Islands, sold to a private firm in February 2008, may end up being overlooked.

The Weekly News broke the story of the land sale in an exclusive April 2011 report under the headline ‘Secret land deal exposed’.

Transfer documents indicated that the land transferred is an estimated 1,250 acres; records from a surveyor from North Caicos put the size of the land closer to 2,580 acres.

According to Harris, there are only approximately 1,000 acres remaining under consideration by the recovery team.

Additionally, Land Register documents reveal there is a $12.5m mortgage on the property via Belize Bank, now British Caribbean Bank.

The News Express understands that of the $12.5m borrowed by the

developer to buy the land, only $7.5 was paid into the treasury and the remaining balance of the loan, $5m, has yet to be accounted for.

Another point of note is that the developers filed bankruptcy and had their office building in Miami sold at auction shortly after the land was handed over.

HERITAGE SITE Of greater concern is the fact that that on the massive acreage sold off is one of the country’s most ecologically and historically important sites, the Crossing Place Trail.

Crossing Place Trail is a nesting and feeding ground for a variety of rare birds and the principle habitat for grasses used by indigenous basket weavers.

Its historic significance stems from the fact that it encompasses the original trails used in bygone days by residents travelling on foot between North and Middle Caicos at low tide.

The land was promised to the National Trust by the former administration.

Approval for a 138-acre coastal corridor to be passed into National Trust protection was formally granted by Cabinet on November 16, 2006.

Former Environment Minister, McAllister Hanchell, issued a press statement reiterating the pledge again in July 2008 – five months after the site had already been transferred.

survey records reviewed at the time the deal, was that at least half of the Middle Caicos Causeway and two miles of the main road were in the huge blocks that were sold, with no provisions for easements.

In the last sitting of the House of Assembly, Attorney General (AG), Huw Shepheard, promised to look into applications for the transfer of historical sites to the National Trust, after a question from the Opposition

Leader, Sharlene CartwrightRobinson, regarding their status.

Attempts to contact Harris proved difficult as he is currently out of the country, while calls to the Attorney General proved futile.

She said: “You ought to demand of yourself as well…educate yourselves, serve with everything in you knowing that wherever you find yourself you can either positively or negatively impact another’s life and you can either negatively or

positively impact the development of these Islands.

“Stop, and ask yourself what are you doing for your country? Are you giving your best or are you taking up space? Are you the problem of which you speak?

“Your contribution may not be national but it can impact our nation’s development significantly.

“You may not be recognised, but serving without a desire to be recognised makes you a better citizen as helping others, helps you.”

She underscored the power of the people and stressed that it is greater than that of people in power.

The Opposition Leader said: “We still can repair, we can still rebuild and we can still make these Islands the best little nation.

“We just have to each find his/her place. No leader can do it alone, there must be enough people committed to

the cause who themselves understand the life of service.

“There must be a cause bigger than you and your selfish desires.

These times call for selfless servants with a vision and a plan and a heart for the people.

“Refrain from the tearing down in order to build yourselves up but respect the opinions of others and the differences in opinion.

“JAGS believed that the power of the people was greater than the people in power, what say ye Turks and Caicos?

“People in power – Government and opposition are your servants and you ought to demand a higher level of representation, transparency, honesty, integrity in public office, and action… .I charge us all, make a difference, one life at a time and be a hero to someone.

“Wherever we find ourselves and whatever good we find to do,

do it with humility, passion, mercy, commitment, integrity, honesty, compassion and with a conviction.

“It is then and only then will you remain hopelessly devoted to the cause. This is the only way to keep the dream alive. Be a good citizen, that is all I ask of you.”

A DAY FOR THOUGHT Governor Ric Todd echoed similar sentiments, which he summed up by saying National Heroes Day is one for thought.

He said: “Take a minute to pause and step back from everyday life, political arguments and concerns, and reflect on what it means to be a Turks Islander and the legacy that JAGS McCartney left.

“He led and drove thought to what a Turks and Caicos Islander is about and what the country identity is and the role is has, and how Turks

and Caicos Islanders must see their future.”

Todd acknowledged that while JAGS died young, he did much in his short life and continues to inspire others.

He said: “Today is a chance to step back and think…ask ourselves, what legacy do we want to continue?”

According to him, JAGS’ memory will be best honoured by thinking about the development of the TCI, how we got to where we are, the actions and choices taken and not taken, and the vision for the future.

“The TCI is blessed and the future of the TCI will be what the people chose it to be,” Todd said.

The theme for the National Heroes Day celebrations was ‘Acknowledge the past, build the present, celebrate the future’.

Dorothy McCartney the first to receive Order of Excellence

SIPT to vacate Premier’s official office space in June THE PROBLEM of finding office space for Premier, Dr. Rufus Ewing, and his ministers is coming to an end.

The Special Investigations and Prosecutions Team (SIPT), at the end of January, was asked to remove its operations from the Hilly Ewing building, which is the official office of the Premier on Providenciales.

Ewing contended that SIPT’s occupation of Government space is “hampering” the work of his Government.

In the interim, while on Providenciales, the Premier and his ministers are working out of different locations.

At a press conference last Thursday (May 23), the Premier said the team is expected to be out of the building by June.

He added that the development of central government complexes in Provo and Grand Turk is still a long-term consideration that is on the cards.

The last word on this was that there is review that is currently on-going to assess government property in the Islands.

Also recently, the Government purchased the NJS Francis Building from the National Insurance Board (NIB).

Cabinet, at its February 27 meeting, agreed on a supplementary capital budget reimbursement of $2.7m to the Consolidated Fund as a consequence of the agreement between NIB and TCIG in a final settlement of all outstanding issues between the two parties.

The agreement involves the transfer of NJS Francis Building from NIB to TCI Government (TCIG) and the Headley Durham Building from to TCIG to NIB; payment of outstanding liabilities by both parties to the other; conclusion of all outstanding issues; and the balancing sum of $2.7m. (VANESSA NARINE)

Smith (JAGS) McCartney, Dorothy McCartney, made history by being the very first ‘First Lady’ of the Turks and Caicos Islands.

And on Monday (May 27), she did it again when she was honoured with the Order of Excellence, making her the first to be bestowed the honour, and also importantly the first woman to gain such recognition.

Also a scholarship was announced in her name and will be awarded to the best performing student in the clothing and textile field of study.

Government Appointed Member in the House of Assembly, Ruth Blackman, who had the honour of presenting her with the award, stressed that the recognition was a symbol of the respect and honour the TCI has for her.

Mrs. McCartney, very humbly had little to say except for “thank you”.

Before being presented the honour, her daughter, YaaMcCartney, gave an overview of her life and contributions to Turks and Caicos Islands.

She noted that her mother’s marriage to her father in 1974, saw her mother take on the role of not only wife, but during her father’s political career, that of secretary, event planner and his greatest supporter.

made sacrifices for her county, even extendingto having to sacrifice her husband and privacy.

She noted her mother’s involvement in many groups and her role in the formation of the People’s Democratic Movement’s (PDM) Women’s Branch.

“Her role is worth noting,” she said.

This sentiment was reiterated by the Premier, Dr. Rufus Ewing, who said Mrs. McCartney was the “rock”

behind the TCI’s only national hero.

According to him, the recognition is what is fitting for the Turks Islander who has contributed significantly through blood, sweat and tears.

However, he said the National Awards will not only recognise those who made the ultimate sacrifice of life for democracy, but others who are still here and continue contribute to the TCI. The Premier reiterated his hope that next year will see a more formal

programme, where nominations for different categories under the Ordinance can be received to highlight persons who contribute to the social, economic and political life of the TCI Opposition Leader, Sharlene Cartwright-Robinson, said that Mrs. McCartney shared in a vision and the people of the TCI were honoured to see her recognised for that.

She said: “I say God bless this great lady who today is being honored and who stood with him when many of us would not have.

“She obviously shared in the vision and today we are honored that she is honored. We are happy that a recent bit of legislation once defunct has been revived so that she becomes the first honoree under the National Honors and Awards Program.

“Mrs. McCartney, a strong woman who had to hear the dream perhaps even in his sleep, who had to listen and share on matter that he could not share with others, who became a widow and a single mother and remained our honorable first lady to this day. I salute you.”

Under the new Constitution the National Honour and Awards Ordinance for the first time will recognise outstanding citizens who have contributed to the development of the TCI.

Taxi drivers proudly fly the TCI flag MEMBERS of the Taxi Drivers Association took the initiative to make their mark in Monday’s National Heroes Day celebrations, by mounting the country’s flag on their vehicles as a show of pride.

The drivers also formed a parade moving through the Downtown area

of Providenciales at about 4pm.

Member of the association’s executive and former president, Toussaint Capron, told the Weekly News that the drivers felt it necessary to make their contribution to the celebrations and do their part to inspire national pride. (VN)

Protest action sees poor support

MONDAY’S protest in front of Beaches TCI saw a massive lack of support with only three persons turning up as at noon.

Organiser of the protest, Dorell Pratt-Delancey, said prior to the protest many persons assured her that they would bring in signs, music, more equipment and support, but none turned up.

She noted that she believed that many locals were not supporting the event because of fear and the possibility of ruining their chances of getting calls back from potential employers.

Delancey said: “It is not going to ruin our chances because if all of us show up it will show strength; we have to stand up and fight for ourselves.

“We are also honouring JAGS McCartney and this is what he stands for and this is what we need to do as a people.

“I feel good, like I said before we only need one chair, one person and one table to make this happen.

“We’ve had people come through, we’ve got information and a list of about 70 people that are currently not working here in the Turks and Caicos so were making some progress.”

A few hours into the protest, she explained that although representatives from the Beaches resort briefly walked outside to observe what was going on, there has still not been any feedback - but that was not going to stop her from protesting.

Delancey said: “Still wish the resorts would reach out to us at this time and tell us how many vacancies they have available so we can assist people in getting employment.

“Were planning on staying here 30 days and we are not going to move until we get some feedback.”

Pratt-Delancey was joined by a male resident who declined to disclose his name.

He told the Weekly News that he was protesting not because he was out of employment, but because he felt as though his current employer was not treating him fairly and they were getting ready to give him the boot.

Jermaine Riley, a local who originally started the protest sometime last week in front of the Beaches resort, also joined the two.

He noted that he had been out of employment for a number of years now.

He said: “I am here standing because I strongly believe that this Government that has been elected

TCI’s flag hoisted above FCO to mark National Heroes Day THE Turks and Caicos Islands (TCI) flag flew over the Foreign and Commonwealth Office (FCO) in London today in honour of UK overseas territory’s National Heroes Day on Monday.

TCI National Heroes Day takes place on the last Monday in May and commemorates the territory’s first national hero James Alexander George Smith McCartney. Known as ‘Jags’ McCartney, he was the Island’s first Chief Minister, holding that position from August 1976 until 9 May 1980, when he died in a plane crash. Taking office at the age of 31 years, McCartney remains one of the world's youngest democratically elected

leaders.

The FCO made a commitment to all 14 of its Overseas Territories (OTs) that their flags would each fly over its offices once a year, and across London on formal state occasions.

This date was chosen by the TCI Cabinet including His Excellency the Governor, the Premier, Ministers, Deputy Governor and Attorney General.

The commitment was made when the UK government published its OT White Paper in 2012. This set out how the UK saw its relationships with the OTs, and looking to improve joint security, sustainability and success.

The flag of the Turks and

Caicos is similar in design to those of the other OTs in that it is based on the Blue Ensign, with the Union Flag in the top left corner and a local crest, in this case the TCI coat of arms featuring a queen conch shell, a lobster and a Turks Head cactus.

The UK OTs are: Anguilla; Bermuda; British Antarctic Territory; British Indian Ocean Territory; British Virgin Islands; Cayman Islands; Falkland Islands; Gibraltar; Montserrat; Pitcairn Islands; St Helena, Ascension and Tristan Da Cuna; South Georgia and the South Sandwich Islands; Sovereign Base Areas of Akrotiri and Dhekelia; Turks and Caicos Islands.

“The crime rate is also increasing especially petty burglaries, which I think is because of the lack of employment and I’m saying to this current Government again if they could please make it possible that TC Islanders can get first priority in the employment field.”

When Riley was asked what he was trying to gain out of this protest, his main word was “change”.

He said: “I have stood out here alone, I’ve heard feedback from the Governor denying certain issues but I still stand my ground and I strongly believe that the Governor is playing political gimmicks and games with the people’s mind and I think the people of this country need to stand up.

“Here we are standing up on National Hero’s Day, where are my

people again?

“They cry for employment but, if you want something you have to go out there and get it, you can’t just sit at home and cry and bicker about it over airwaves and when the time comes you don’t take a stand.”

It was previously rumoured that Riley was a former employee of the Beaches resort but, was fired, so many asked why he would be seeking employment where he was previously fired.

He said: “On that issue, it was never that I just got fired from Beaches. I was put in a situation where a staff member and I had an altercation and instead of letting my anger get the best of me, at that moment I simply just walked away.”

The News Express attempted to get in touch with officials from Beaches TCI, but up to press time, there was no word from the company.

CORRECTION

IT HAS come to the attention of the Weekly News that an error was published in the May 18-24 edition of the newspaper in the story entitled ‘Robinson faces $2.7m SIPT claim’.

A paragraph read: “It continues that the defendant knew that the approval of sale, made by the then Minister of Finance, Floyd Hall, was erroneously done, and was in breach of the Minister’s duties as fiduciary.”

The mention of Mr. Hall’s name was made in error; it should have instead read “Minister of Natural Resources, McAllister Hanchell”.

The newspaper apologises to Mr Hall for any inconvenience this mistake has caused.

Rev. Misick appointed senior pastor of New Jersey church GLEN MISICK was recently installed as the Senior Pastor of Old First Presbyterian Church of Newark, New Jersey.

Located in downtown Newark, Old First Church is the oldest registered church in the Garden State. It was founded in 1666.

This appointment sets a long awaited precedent as Dr. Misick is the first Black pastor of the church, whose long line of spiritual leaders includes early Princeton University scholars like the father of the third United States of America Vice President, Aaron Burr Sr. Dr. Misick, a New York resident and former pastor of the Harlem’s historic Church of the Master, is no stranger to New Jersey. He received his Master of Divinity degree from Princeton Theological Seminary and a Doctorate of Ministry from Drew University.

Old First Church has a rich treasure of authentic records, which declares that it is “the Church that founded Newark.”

The church was once the seat of government for Newark, producing pastors that served as presidents of Princeton, Harvard and Yale universities. It was historically used as a regular stop on the “Underground Railroad,” an Anti-Slavery movement, which passageways through the church’s cellar are still accessible. The

church’s architectural interior design is noted as “breathtaking” and is listed amongst the archives in the Library of Congress in Washington, DC. Dr. Misick noted that he aware of the history and leadership of “Old First Church,” once a thriving church of great prominence and influence, having established churches and colleges, such as Princeton University.

The new Senior Pastor was hired to stimulate growth in ‘Old First Church’.

He will have the responsibility of balancing the church’s membership and serving as a center for advocacy.

Since the church’s glory days, it lost most of its membership to attrition, leading up to and after the Newark riots, as well as a result of an aging congregation. The Church’s congregation today represents one of the most diverse churches in Newark. Members and attendees have African-American, Latino, Asian, African, British, Irish, Italian and Caribbean heritage.

Dr. Misick stated that his major priority is to keep God in the forefront of the ministry.

He added that he is clear that membership and worship attendance are key.

Since he became pastor, the membership role is growing and he

is scheduling new member’s classes monthly. He has also developed focus ministry groups in an effort to develop what he calls “programs of significance” that will help bring about transformation in the Newark area.

With a bachelor’s degree in Sociology from Brooklyn College of the City University of New York, along with forty years of ministerial experience, Dr. Misick’s first solo pastorate was with the First Congregational Church of Daytona Beach, Florida, which possessed a similar background to Old First Presbyterian as the oldest congregation in that city.

Ironically, Old First Church was birthed in Connecticut as a Congregational Church. When it moved to New Jersey, it joined all other congregational churches in moving over to the Presbyterian denomination.

Despite this move, the church still has elements of congregationalism in its polity. It boasts of its charter, which was signed by King George of England.

Officials in the church and Presbyterian judicatories have pointed out that Misick’s experience in both denominations, as well as service in multicultural and multiracial ministries, makes him a good “match” for helping this church through its transition.

COMMENTARY

IN recent days we have heard from David Cameron the Prime Minister of our mother country.

He has told TCI and the other 13 overseas territories we must be more transparent in revealing who has invested what and why, reveal how much they have earned in TCI. Now we find this somewhat distressing because Cameron is a conservative.

Conservatives believe in individual freedom, less regulation and more incentive to do your own thing.

However he has inherited 13 years of liberal Labour party bills and he must do what Britain’s greatest friend the United States

For most of my life we had no concern about health care but now we do. For years now we have been concerned about growing taxation.

Is TCI is a low tax location?

Let us start with income tax.

Disguised as NIB and NHIP those working face a 14 per cent income tax, 14 out of every 100 dollars earned go into government hoppers. Gasoline if you can afford it now is taxed 75 cents per gallon. That also is about 14 per cent. Customs duty on everything you

import or buy imported is now about 36 per cent including the service fees.

Phone use is taxed and electrical power rates are “taxing” everyone.

Are we finished yet? Not really. If you are in business you have to buy a business license. That could cost the better part of 10,000 dollars each year.

Even a mom and pop tiny store run out the back door at home costs 300 dollars. If you have a jeep the cost of the annual license has risen in 10 years from 35 dollars to 175.

Lord save you if you are here on a work permit because you are paying between 750 dollars all the way up to about 16 thousand per year. That does not include the annual blood test now 250 dollars or the police report 40 bucks.

If you are lucky enough to have a job and a NHIP card you get to pay for your own medications and a long list of co-pays.

Under communism your work

is done for government and you are portioned out what the government thinks they owe you.

The old joke about poorly managed big government communism is you get two free pairs of new shoes every month, to eat!

Big government is always poorly run because there is no profit motive and no reason to do better.

Under the 2003-2009 PNP government 1,000 people were added to government roles and taxes went up and up. Bigger not better government outspent their income. We must pay it all back.

Pay for the wages, mansion, butler, body guard, starlet, the Cadillac SUV s and Range Rovers. We must also pay for the hospitals and enrich Canadian Fortis and Interhealth Canada.

Remembering JAGS THE LATE Honourable James Alexander George Smith (JAGS) McCartney was born on June 30, 1945, to parents Harvey and Sally McCartney on the island of Grand Turk.

Named after a Jamaican lawyer, JAG Smith, at birth, he was not expected to live beyond three weeks due to a heart murmur, a condition that would in the future prevent him from being enlisted in the US Army during the Vietnam War. Despite this condition, JAGS lived a practically healthy and active childhood life.

The Honourable McCartney was primarily educated in Grand Turk but later attended a Quaker School in Portland, Jamaica, where he excelled in sports, in particular swimming and track and field.

After graduating from school in Jamaica, JAGS returned home at the age of 17 where he found employment and immediately took interest in formulating sporting and social programmes for the youth to provide them some escape from the apathy in which they were submerged.

As a result of sub-par economic and social conditions, JAGS saw it fit, as was the case with many Turks and Caicos Islanders at that time, to go abroad.

JAGS journeyed to Freeport, Grand Bahama, where he found employment with the Grand Bahama Hotel.

He cited his encounters in Freeport as helping him to become more interested in politics.

In fact, he actively campaigned on behalf of the Bahamas PLP party during the 1967 elections.

Also during his tenure in the Bahamas, JAGS spearheaded the first major strike at the Grand Bahama Hotel in an attempt to gain better working conditions for the staff.

Even in another country he fought for the better treatment of his native people.

In 1971 JAGS returned home

after an eight year stint abroad.

He immediately dove into the political arena, contesting a seat in the 1972 elections.

Though viewed as an outsider to many, the seat was closely contested but the end result was a loss by a slim margin.

Instead of sulking in defeat, JAGS used this encounter as a motivating tool for the 1976 general elections.

The Honourable McCartney started the Junkanoo Club, a forum where young people could discuss issues and socialise in general.

This movement was the nucleus of the People’s Democratic Movement (PDM) which was established in 1975.

One of the prevailing issues that was addressed was that of police brutality.

In many cases, JAGS brought in his father who was a lawyer, to help defend the right of the poor and disenfranchised.

There was a lot of tension between the police and the Junkanoo Club but due to the efforts of Mr. McCartney and the club and also other factors, a historic agreement was reached and Turks and Caicos Islanders celebrated June 6 as Human Rights Day. Having more time to prepare, the Honourable McCartney’s second attempt at campaigning was better organised than the first.

Initially known as the People’s Democratic Party (PDP), JAGS and his party went on a nation-wide campaign to outline the objectives of the PDP. Some of these objectives were to improve the employment situation so people would not have to journey abroad for better economic conditions, enhance the tourism industry, establishing other light industries including a trade centre, developing a local university; basically it was his intention to improve economic and social conditions to provide Turks and Caicos Islanders with a high standard of living.

In 1974, shifting his attention from the campaign trail, the Honourable McCartney married Dorothy McCartney of Grand Turk with whom he would have three children.

In 1976, the People’s Democratic Party (which was later renamed People’s Democratic Movement PDM) was elected to a four term in office by winning five of the eleven contested seats, while an independent who had won another seat aligned himself with them.

The Honourable JAGS McCartney became the youngest inoffice leader in the Commonwealth at the age of 31 and was elected the first Chief Minister of the Turks and Caicos Islands.

Honourable McCartney was instrumental in the establishment of the ministerial form of internal selfgovernment in the Islands.

Another of his notable achievements was his efforts in the development of Club Med Hotel to assist the Turks and Caicos economy during a time when the British Government sought to restrict assistance to the Islands.

He made representations to the United Nations on behalf of his people in order to jump start this development in the country.

Honourable McCartney was reputable for his kindness and bravery, his uncanny ability to relate to all persons, and his ability to see beyond political affiliation will never be matched by another politician.

Many stories are told of where he helped people recover their properties which was unfairly taken and ensure that the poor and disenfranchised rights were upheld.

He helped many people no matter who they were or where they were from, he defended all Turks and Caicos Islanders.

Unfortunately tragedy struck on May 9, 1980, when the Chief Minister lost his life in a plane crash over New Jersey. He died at the age of 35 years old.

Art and craft shop opens in Grand Turk WITH promises to increase the authenticity of the local tourism product as well as create unique experiences and products in the TCI, A-Snap opened its doors to the public on Friday (May 24) in Grand Turk.

The store, which is supported by Ariza Group of Companies (AGC), officially opened its store at Pond Breeze Plaze, Good Street.

A statement from the company said that A-Snap – the brainchild of Pedro Ariza, owner, CEO and engineer of AGC – was opened with a view to creating and packaging authentic tourism products that visitors and locals would cherish.

The company promised that the focus of A-Snap is to embrace the culture of the TCI with emphasis on supporting and generating employment for the local community.

It said: “The difference with A-Snap when compared to other retailers is that all products are made on island by local artists and artisans; whilst supporting sustainable livelihoods for those creating the work.”

The CEO said: “This is going to be an authentic TCI experience, linking the past with the present through art and craft.

“A lot of the items being sold are unknown to the younger generation.

“This acts not only as a local attraction but also as an educational tool for the community.

“This is just what the island needs, encouragement for local artists and a place for them to continue developing their talent.”

Ariza added: “We live in a community where talent is bountiful; however projects like this brings synergy through coordination.

“The end result for all will be success, however it will not be overnight and we must devise creative ways of making it work.”

A-Snap hopes to be a favourite spot for tourists and for the purchase of local arts and crafts.

Livingstone Malcolm earns doctorate South Caicos born Reverend Livingstone Malcolm graduated from the South Africa Theological Seminary with a Doctor of Philosophy (Ph.D.) degree in theology, New Testament, last month.

The focus of his research was the Gospel of Matthew. The topic of the research was ‘Reading the Matthean M From a Diaspora Sanctuary Perspective’.

Dr. David Kuck, United Theological College of the West Indies, commenting on the achievement, said: “Your thesis revolving around the migration of the Matthean community and its creation of sanctuary is bold and potentially very fruitful for the Caribbean.”

One of the external examiners, Prof. Jan A du Rand, University of Johannesburg, said: “I have the greatest respect for this achievement.

“From the thesis should come at least two to three academic articles to announce his theory and the implications for New Testament study on the Matthean and Gospel material.”

Another external examiner, Professor Dr. Pieter Nagel, University of Pretoria, said: “The study addresses a clear and well defined socio-theological problem as encountered in Matthew. The study is thoroughly engaging.”

In the research Dr. Malcolm identified a lost period of Matthean history, a historical narrative that is believed to account for the exclusive material of Matthew.

Prof. Nagel supported Dr. Malcolm’s position that by “knowing the lost historical narrative clarified the meaning, purpose and function of the mission agenda of the Matthean group.

the tightly knit society of the past, where civic responsibility was taken more seriously.

“We have to play a role and be active citizens in the development of these Islands,” he said.

Simmons added that the legacy of JAGS is one that reflects passion for both country and people and were he alive today, he would still be fighting.

He urged the youth to understand that they will take up roles in the future and called for leaders to lead in the right way.

Immediately after the celebration of the 1973 Bahamas Independence, the young Livingstone Malcolm left for Jamaica to begin his training for the Methodist ministry.

But the journey to the Ph.D. research began a long time before.

Like so many youths he competed with his peers as a paper boy, peanut boy and shoe shine boy and he worked after school for several years at the Bahamian Times newspaper.

While still in school he was a primary earner to help his mother and the many children of their household.

Finding the rent money and school lunch for the ten younger children was difficult; his mother was forced to make astounding sacrifices to get through every week; survival was not a myth, it was a real struggle.

Intervals of help came from the milk and cheese distributed by the Roman Catholic Church at the Priory on a Saturday morning, or the gift of used clothes and shoes from the families where his mother worked, or the meat scraps from Mr. Roker’s meat shop on East Street.

The greatest support came from other poor neighbours and friends.

Getting an education was equally as challenging. There was a year when Western Senior had more children than it had classrooms; his class was ‘the floating class.’

He spent more time outside under a tree: whenever it rained it was chaotic.

His teacher, Miss Bowe, was a great motivator. She instilled that every student was as good as their best effort to learn from their life experiences.

Dr. Malcolm recalls her

frequently admonishing: “The worst experiences might be your best learning; never give up.”

According to him, she was always interested in what you wanted to become. It was during the days of the “floating class” Dr. Malcolm remembers thinking and articulating: “I am going to be a Methodist Minister.”

The thought motivated him to seek entrance to a private high school, but his mother could not afford it.

Not being dismayed, the young Mr. Malcolm went to see the Hon. George A. Smith who promised that if the principal of Queen’s College would enroll him, he (Mr. Smith) would pay the full cost for him to attend.

Dr. Malcolm graduated from Q.C. and in 1973 went on to UTC/UWI to prepare for the Methodist Ministry.

The church was always the centre of his life. He was a Sunday school teacher, officer in the Boys’ Brigade, member of the Wesley Guild, the choir and a local preacher.

Over the years, serving throughout the Caribbean, he influenced almost 40 people to enter the ministry.

It is his interest to help people in knowing, as he learnt from Miss Bowe, they are as good as their best effort to learn from life experiences.

In addition to his theological training, Dr. Malcolm has done extensive work in the area of Social Psychology. Today he gives much of his time to counselling and evangelism ministry.

“The journey to this point was long, but worth it,” he said.

He currently serves as the Superintendent Minister of the Methodist Church, Nassau Circuit, (MCCA).

Third mobile clinic hosted in South Caicos THE TURKS and Caicos Society for the Prevention of Cruelty to Animals (TCSPCA), the oldest and best recognised animal welfare organisation in the TCI, recently ran a four-day mobile spay/neuter clinic on South Caicos.

This third visit by the TCSPCA’s spay/neuter team in just 18 months demonstrated their commitment to on-going pet care, and pet owners responded in droves.

Volunteer veterinarian Dr. Rich Sefcik performed 51 surgeries in four days: 16 female and 17 male dogs; 10 female cats and eight male cats.

Also, more than 50 core

vaccinations were given and 42 dogs and cats received rabies vaccinations.

Meanwhile 40 dogs were licensed and tagged by the Government as part of their on-going programme to ensure that all owned dogs are registered in the TCI, and 35 dogs were microchipped.

From May 11 to 14, a mobile clinic was set up in a classroom at the School for Field Studies (SFS).

It was SFS director, Heidi Hertler, who had once again contacted TCSPCA executive director Susan Blehr to request another spay/neuter continued 

Hertler, together with her faculty and interns, offered accommodation, meals and clinic space in the school to the TCSPCA. Also due to the efforts of former students of the SFS and their parents,

they raised over $1,400 to subsidise the clinic.

Prior to the arrival of the spay/neuter team, SFS interns conducted a humane education programme at both primary schools.

It included a performance by ‘Lucky’ the TCSPCA dancing Potcake, who teaches young children how to care for their pets and most importantly encouraged them to have their pets spayed/neutered at the upcoming clinic.

Bahamian tourism image further T&T police raid CLICO damaged after armed robbery on visitors office for evidence

SEVERAL tourists and Bahamians were robbed at a popular downtown bar on Navy Lion Road, The Tribune has learned.

According to sources, two masked men entered 25 North Tuesday night and robbed the visitors as well as several Bahamians of their cash and other personal items.

A man who witnessed the robbery, but did not want to be identified, told The Tribune that the experience made him question whether he would ever return to the Bahamas.

“I was just passing through actually,” he said. “I work on a boat and because of the severe weather we had to stay because the sea was too rough. So we all decided to go downtown and get a few drinks and wait for the storm to be over and enjoy our time here. We went into the bar and was having a pretty good time. Then around 11:30 two men

stormed the place and made all of us get on the floor,” he said.

“There were about 20 people in there, mostly visitors. We just did what we were told and the men robbed us of money and cell phones and other personal items we had. It was so invasive. I love the Bahamas and enjoy coming here from time to time, but that is something I would not like to experience again. I was truly terrified.”

According to police reports, two men, one wearing a red and black hooded jacket and the other in a black hooded jacket robbed the bar and its patrons around 11:50pm. The men then fled the area in a red jeep east along Bay Street.

Police say they are actively investigating the incident and are appealing to anyone who might have information about this incident to contact them at 911 or 919, the

Central Detective Unit at 328-TIPS or Crime Stoppers anonymously at 328-TIPS. This latest incident comes two weeks after American visitor Kyle Bruner was killed on East Bay Street and a week after the US issued a statement warning its citizens about travel to the Bahamas.

The US Embassy statement advised Americans living in and travelling to the Bahamas to remain on alert in an effort to avoid becoming a victim of crime.

The Embassy said several US citizens have been robbed at gunpoint this year, and some have suffered serious injury.

“The Royal Bahamas Police Force website reports that for January 1 to April 15 there have been 328 armed robberies, 111 robberies, and 660 house break-ins,” the warning said.

Email scandal leaves T&T divided

AS HAD been expected, the opposition motion of no confidence against the coalition People’s Partnership government of Prime Minister Kamla Persad Bissessar, this week was doomed to failure.

But Opposition Leader Dr. Keith Rowley has been successful in getting the Trinidad and Tobago population to debate whether or not Prime Minister Persad Bissessar and senior members of her government, including Attorney General Anand Ramlogan, were involved in a sinister move to undermine the judiciary, the Office of the Director of Public Prosecution (DPP) and the media.

Rowley, who has since been taken before the Privileges Committee of Parliament over his disclosure, told legislators that he had received in December last year, a total of 31 emails, from a “whistle blower” indicating how operatives within the government had sought to undermine those institutions. He said he had passed them on to the Office of the President.

Prominent attorney Israel Khan has labelled the e-mails an “international scandal” and said if they were true then the major players “should be arrested, charged and prosecuted”.

But at the same time, he also acknowledged that if the emails “ are false then those responsible for perpetrating these nefarious lies should be arrested, charged and prosecuted”.

Critics say that the clause was aimed at supporting businessmen Ish Galbaransingh and Steve Ferguson, who have been described as financiers of the ruling United National Congress (UNC), the biggest partner in the four-member coalition People’s Partnership government.

The two are facing fraud and laundering charges relating to the re-development of the Piarco

International Airport in 2001. They are also wanted in the United States on a number of related charges.

The government later repealed the section and Prime Minister Persad Bissessar dismissed her then justice minister, Hebert Volney, a former High Court judge, on the grounds that he misled Cabinet into believing that the Chief Justice Ivor Archie and the Director of Public Prosecution (DPP), Roger Gaspard, had supported the idea of the early proclamation.

Rowley told legislators that the contents of the email collaborated strongly with events that unfolded in the country last year as the government sought to defend its decision over the controversial legislation and read into the Hansard, the exchange of correspondences between people with email addresses like “anan@gmail.com, kamlapb@ gmail.com, surujrambachan@ hotmail.com and garygriffith@ hotmail.com purporting to come from senior government ministers and officials.

HEAVILY armed police officers from the Inter-Agency Task Force (IATF) last week raided the offices of financially troubled insurance company CLICO and its parent company, CL Financial, looking for evidence to support the criminal case that the Director of Public Prosecutions (DPP) is building against former high-ranking executives of the companies.

T&T Finance Minister Larry Howai said later in the week that the execution of the search warrants related to “pre-intervention actions and it does not have any impact on the current negotiations,” between the Government and the CL Financial shareholders for the recovery of the $20 billion spent by the State following the collapse of the group, which was once chaired

by Lawrence Duprey.

The police officers were granted the search warrants for CLICO and CL Financial on Thursday and executed the warrants on Friday.

The warrants listed scores of specific documents that the police were searching for and also listed the names of several executives who the police were attempting to question.

The 12 to 15 local police officers who were involved in the search of the CL Financial head office were accompanied by two men who appeared to be foreigners, sources who observed the search of the Maraval Road, Newtown, Port-ofSpain, building on Friday told the

Guardian. On Friday afternoon, a Guardian journalist observed two uniformed members of the IATF armed with submachine guns slung across their shoulders, leaning against an unmarked pick-up in the front yard of the CL Financial office.

Director of Public Prosecutions Roger Gaspard officially started the criminal investigation into the collapse of the CL Financial empire in early November 2012, according to a statement he issued on November 8, last year. Cayman Islands’ investment in S. Korea tops $6.8b THE CAYMAN Islands is the largest investor as a tax haven country in the South Korean market, data showed Monday, amid growing suspicions in that country that some of the money belongs to rich Korean nationals disguised as foreigners running offbook accounts.

The amount of investment by the British overseas territory in local stocks and bonds reached 7.7 trillion won (US$6.82 billion) at the end of April, with the number of investors standing at 2,796, according to the data by the Financial Supervisory Service (FSS).

Their value of equity holdings came in at 6.5 trillion won, or 1.6 percent of the total securities investment by foreigners, with the corresponding figure for bonds standing at 1.85 trillion won, or 1.1 percent of the total, the data showed.

Cayman Islands investors made up 7.7 percent of all offshore investors participating in the local market, and they are the third largest group after the United States with 12,163 and Japan with 3,444, the FSS said.

The revealing data came amid evolving speculation here that such offshore accounts are used by highprofile Korean businessmen and their families as a means to avoid taxes or stash away massive amounts of slush funds.

A non-profit journalists’ organization last Wednesday

disclosed a list of three names of heads of family-owned conglomerates, known here as chaebol, who have set up a paper company in the British Virgin Islands and the Cook Islands, two other well-known tax haven regions.

The independent journalists’ group is scheduled to release its second lot of suspected tax evaders on Monday, in what could unleash further controversy over possible irregularities in large firms’ overseas accounts.

The move also came after the prosecutors’ office launched an extensive probe into allegations that owners of CJ Group, the 14th-largest conglomerate in South Korea, have engaged in organized tax evasion activities through funneling huge amounts of secret money to their offshore accounts in Hong Kong and the Virgin Islands.

To be in step with the law enforcement authorities, the FSS began its own investigation to see if any local company had manipulated stock prices in the Seoul market by pretending to be foreign money based in a tax haven country.

An MP has admitted there is “a sub-set of Bahamians” who are unemployable, due to the absence of job skills or being “scarred for life” by previous criminal convictions.

Emphasising that he was not speaking in his Cabinet position, Ryan Pinder, minister of financial services, conceded that he was confronted with this reality every day in his Elizabeth constituency.

Responding to a question at a Bahamas Chamber of Commerce and Employers’ Confederation (BCCEC) luncheon, Mr Pinder described his constituency as arguably the most diverse in this nation when it came to the economic backgrounds of residents.

Agreeing that the Bahamas had to be realistic, and “confront reality”, the Minister candidly conceded: “We have a sub-set of Bahamians who do not have the technical skills to be employable. I can tell you as an MP that is the case.”

While some in this “sub-set” lacked the necessary skills, and workplace ethic and attitude, Mr Pinder said others were hampered by previous criminal convictions.

Unable to produce a clean police certificate, they were immediately rejected by Bahamian employers.

“I know of a strapping young

man who can’t get a job because he was convicted years ago for forging bank cheques,” Mr Pinder said. “One error, and he’s scarred for life.”

Emphasising that he was not excusing or condoning such behaviour, Mr Pinder said the inability of young Bahamian men to get a job due to their past mistakes inevitably meant many proud, yet unable to feed their families legitimately - turned to crime to do so.

This was exacerbated by the Bahamas’ clogged court system. Mr Pinder said many were “more willing to [turn to crime] as they know the justice system never runs its course in a timely fashion, and they will get out and be OK. They won’t turn to crime if they know the justice system works”.

The Minister’s comments illuminate the other side of the Immigration/work permit debate, namely that a significant (albeit a minority) section of Bahamian society is effectively planning itself out of their economy.

Entrepreneurial and employment opportunities are passing them by, and their lack of suitability for the workplace is another factor behind employers looking overseas to fill key positions.

An Inter-American Development Bank (IDB) report recently revealed

almost two-thirds of employee firings in the Bahamas stem from ‘behaviour problems’, finding that “the lack of skills” among workers is the main barrier to their hiring.

The report, ‘In Pursuit of Employable Skills: Understanding Employer’s Demands’, found that 62 per cent of the Bahamian companies it surveyed had either dismissed or seen employees resign in 2010-2011.

Noting that the ‘mean’, or average, was for companies to see five dismissals and three resignations, the IDB study added: “The most commonly cited reason for staff dismissals was ‘problems with behaviour’ (65 per cent).”

Mr Pinder told BCCEC members that the Bahamas had to “recognise reality and cause the proper technical development of our young people, particularly our young men”, to take place.

Apart from training, Mr Pinder said the solution also required economic growth. With 5,000 students graduating from high school every year, even assuming 50 per cent (probably a generous number) go on to tertiary education, the Bahamian workforce swells by at least 2,500-3,000 each summer.

Their numbers add to the existing 13.7 per cent unemployment rate, with 41,000 Bahamians either already jobless or not actively seeking work.

Alleged child pornography victim cries in Bahamian court AN eleven-year-old girl who is an alleged victim of child pornography and unlawful sexual intercourse cried in the Supreme Court as she recalled the occasions a man allegedly woke her out of her sleep to give him oral sex.

The girl, who was nine between November 9, 2009 and January 8, 2010 when the alleged events occurred, told the court that on a day she was home from school due to illness, a man known to her family had entered the room she slept in and awoke her.

He asked her for oral sex, the girl claimed, wiping her face with the tissue given to her by the court clerk.

Prosecutor Darnell Dorsett asked the girl what she did as a result of the request.

“I went back to sleep,” she said, before adding “he wake me up again.”

When she got up, he forced her to give him oral sex, she claimed.

Edward Butler, 64, the accused, sat in a crouching position in court shaking his head as the complainant gave her evidence.

He faces a charge each of unlawful sexual intercourse and child pornography, which he denies. The

court heard yesterday that the oral sex allegedly continued for a short time, and afterwards the girl claimed she was told not to say anything.

The girl said she went outside of the house to be with a relative who was working. When asked why she didn’t tell the relative what happened, she said: “cause I was scared.”

The girl claimed that another day she was home, it happened again, this time, with the man pulling a cell phone out of his pants pocket and photographing the act.

She claimed that another time he pulled her into the bathroom to tell her that he had lost his phone but got a replacement before the oral sex happened again.

The girl said she went with her mother and uncle to a police station to report the matter in May 2010.

A week later, they returned to the police station where she saw the accused and his attorney present and she identified herself in the picture on the phone. In cross-examination Raymond Rolle asked the girl if she had female cousins who visited where she resided at the time of the alleged offence. The girl said “yes.”

He asked if her relatives had shown her a phone and photograph.

The girl said “yes.”

“How’d you feel after they showed you this photograph?” the attorney asked. The alleged victim said she felt scared and that she felt pressured.

He suggested she gave Butler’s name because she was pressured to do so.

The girl disagreed and said “because I did know.”

Mr Rolle suggested to her that Mr Butler “never, never” had oral sex with her.

“Yes he did,” she said.

He suggested Butler never took a picture of the girl having oral sex with him.

“Yes he did,” she said.

The attorney suggested to the girl “you made up this story” because she didn’t want the person who had had oral sex with her “to get in trouble.”

“I know it was him [the accused] because he did it to me,” the girl said.

The attorney suggested to the girl that she and her cousins were doing things they weren’t supposed to and that was how the image came to be on the phone, and the phone got lost because she took it.

The complainant denied all of the suggestions.

Tens of thousands march against same-sex marriage in Paris TENS of thousands of people have rallied in Paris against a new French law allowing same-sex marriage.

Police estimate that up to 150,000 people joined marches that converged on the city centre, but organisers put the figure close to one million.

Clashes erupted after the rally finished between far-right activists and riot police. The authorities said nearly 100 people were arrested.

On Saturday 50 people were detained for blocking the ChampsElysees.

The same-sex marriage bill, which also legalises gay adoption, was signed into law by President Francois Hollande last week, after months of heated debate.

French people have been bitterly divided over the issue. On Tuesday, a far-right historian shot himself dead in Notre Dame cathedral, leaving messages in which he denounced gay marriage.

During Sunday’s protests, demonstrators headed in columns from a number of points in Paris to the Invalides complex.

Some marchers drove donkeys, one of which bore a placard which read: “I am an ass. I voted Hollande”.

Political motorcade attack in India leaves at least 24 dead At least 24 people were killed and 33 were injured in Saturday’s audacious Maoist attack on a political motorcade in India’s Chhattisgarh state, the province’s home secretary told CNN Sunday.

No arrests have been made so far, but investigations have begun, Chhattisgarh’s Home Secretary N.K. Aswal said.

The assault on a convoy of politicians from the country’s ruling Congress party also killed Mahendra Karma, founder of a controversial anti-Maoist tribal militia called Salwa Judam, or the Purification Hunt, authorities say.

At least 16 cars in the motorcade of local Congress leaders were passing through a forested area in the eastern Indian state when Maoists triggered a land mine and opened fire on them, area Police Superintendent Mayank Srivastava told CNN. At least 200 guerrillas were involved in the ambush, Srivastava said, citing witness accounts.

Among the dead were eight policemen, three laborers and some car drivers, he added.

On Sunday, Indian Prime Minister Manmohan Singh visited some of the injured in a hospital in Raipur, the capital of Chhattisgarh state. He was accompanied by his Congress party chief Sonia Gandhi.

Google’s Eric Schmidt ‘perplexed’ over UK tax debate GOOGLE’S executive chairman Eric Schmidt has said he is “perplexed” by the ongoing debate over the company’s tax contributions in the UK. Mr Schmidt told the BBC that the company did what was “legally required” to pay the right amount of taxes.

Google paid £10m in UK corporate taxes on revenues of £11.9bn - less than 0.1% - between 2006 and 2011.

Mr Schmidt said it was up to the government to change its tax system if it wanted companies to pay more taxes.

Speaking on BBC Radio 4’s Start the Week, he said: “What we are doing is legal. I’m rather perplexed by this debate, which has been going in the UK for some time, because I view taxes as not optional.

“I view that you should pay the taxes that are legally required. It’s not a debate. You pay the taxes.

“If the British system changes the tax laws then we will comply.

If the taxes go up we will pay more, if they go down we will pay less.

That is a political decision for the democracy that is the United Kingdom.”

Colombia and Farc rebels reach agreement on land reform

THE government of Colombia and left-wing Farc rebels have agreed on land reform, after more than six months of peace talks.

“This agreement will be the start of a radical transformation of rural Colombia,” read a joint statement.

The deal calls for the economic and social development of rural areas and providing land to poor farmers.

Land reform is one of the most contentious issues in the talks on ending five decades of conflict.

“Today we have a real opportunity to attain peace through dialogue,’’ said the Colombian government’s chief negotiator, Humberto de la Calle.

“To support this process is to believe in Colombia,” he told journalists at the talks in the Cuban capital, Havana.

The Farc, Colombia’s largest guerrilla group, has been in talks with the government on the Caribbean island since last November.

It is the fourth attempt to reach a negotiated settlement of the conflict, the longest-running in Latin America.

Sunday’s agreement calls for fair access to land, and rural development - two key causes of the armed conflict.

It also calls for the creation of a land bank, as a way to reallocate land, including areas seized illegally during the fighting.

Analysts and aid groups say much of it was taken by far-right paramilitary groups on behalf of

cattle ranchers and drug traffickers.

The government, however, blames at least a third of the seizures on the Farc - a claim the rebels deny.

The agreement marks a significant step forward in the peace process, says the BBC’s Sarah Rainsford in Cuba.

Peace talks will resume on 11 June on the second major issue - the rebels’ participation in politics.

After Sunday’s agreement was announced, Colombian President Juan Manuel Santos said on Twitter: “We celebrate, really, this fundamental step in Havana... to end half a century of conflict.

“We will continue the (peace) process with care and responsibility.”

Mr Santos previously said he wanted the talks to end this year.

But both parties have stressed that nothing is finalised until a complete peace accord is reached.

The Farc originally set out to overthrow the government and install a Marxist regime, but in recent years the rebels have become increasingly involved in the drug trade to finance their campaign.

According to the United Nations, Colombia is the top producer of coca leaf, the raw material for making cocaine.

UK zoo worker dies after being mauled by tiger INVESTIGATORS are trying to determine what led to the fatal mauling of a zoo worker by a tiger in northwest England, police said Saturday.

Sarah McClay, 24, died after being attacked Friday by a Sumatran tiger while working in the big cat enclosure building at the South Lakes Wild Animal Park in Dalton-in-Furness, the Cumbria Constabulary said.

The enclosure has various indoor and outdoor compartments connected by

lockable doors, police said.

Keepers enter various parts of the enclosure to perform duties.

“However, systems are in place (to) ensure that animals and keepers remain apart at all times,” the constabulary said in a statement posted on its website. “At some stage this has failed and the animal and Sarah came together with tragic consequences. The police are working to establish whether this was a result of human or technical factors.” (BBC)

YEARS before two men allegedly hacked a British soldier to death on a London street, Kenyan authorities arrested one of the suspects on suspicion of terror ties.

In 2010, Kenyan police detained Michael Adebolajo and six others suspected of links to Somalia’s AlShabaab terrorist group, Kenyan government spokesman Muthui Kariuki said.

Kenyan counterterrorism sources told CNN that Adebolajo traveled to Kenya in November 2010 and was arrested for trying to cross illegally into Somalia.

Authorities have offered different accounts of what happened next.

The Kenyan government spokesman told CNN that British security officials interrogated Adebolajo, a 28-year-old British national of Nigerian descent who went by a different name at the time.

The British Foreign Office said that it provided consular assistance to a British national arrested in Kenya in 2010, but declined to provide further details.

It’s unclear why Adebolajo traveled to Kenya or what happened after his 2010 arrest.

But authorities are looking into his travels to the region as part of their investigation into the soldier’s killing Wednesday in Woolwich, a working class neighborhood in southeast London.

Last week’s attack near the Royal Artillery Barracks shocked people across the United Kingdom, sparked a series of arrests over the weekend and prompted officials to announce plans for a task force to tackle extremism in Britain. On Saturday, angry far-right protesters in northern England pointed to the soldier’s slaying and called for Muslims to leave the United Kingdom.

At the scene of the gory attack, one of the suspects apparently approached a man filming the scene in the Woolwich neighborhood and suggested that Rigby had been targeted “because Muslims are dying daily” at the hands of British troops

like him. “We must fight them as they fight us,” he said in the video aired by CNN affiliate ITN. “An eye for an eye and a tooth for a tooth.”

Friends, acquaintances and British media have identified Adebolajo as the suspect seen in the gory video.

Authorities have not identified that individual or the 22-year-old man seized with him at the scene by armed police. Both suspects were shot and remain hospitalised.

British authorities, including Prime Minister David Cameron, have described the soldier’s brutal slaying as a terror attack.

In total, six people have been arrested in connection with the attack, including three men who were taken into custody Saturday, and another on Sunday. (CNN)

Guam’s “fat man” was desperate to “get life back”

THE tragic final days of one of the world’s fattest men were spent desperately hoping to lose the weight that kept him bedridden for five years.

Ricky Naputi, who weighed nearly 900 pounds, died in November 2012, but before he passed, the 39-yearold opened up his home to reality TV cameras from TLC. The cable network aired his story Wednesday night in a special called “900 Pound Man: Race Against Time.”

Naputi, who lived in the U.S. island territory Guam, was bedridden and confined to his home, unable to walk or to bathe himself.

“The last time I got out and enjoyed myself must have been years. I miss feeling the sun on my face. Miss showering, feeling water run down my body,” he said at one point.

But Naputi had also vowed to turn his life around. He was working on losing enough weight to be able to fly to the continental U.S. for weight loss surgery.

“I’m willing to try my best,” he said. “My one goal and my one goal only is to get my life back.”

The show also revealed Naputi’s loving relationship with his wife,

Ricky Naputi was nearly 900 pounds.

Cheryl, his primary caretaker.

Cheryl acted as Ricky’s nurse, cooking for him, giving him sponge baths and helping him go to the bathroom, which she likened to “taking care of an overgrown baby.”

The two met 10 years ago, and at first communicated only over the phone. Naputi was already obese, but still far from his heaviest.

“He asked me for my number so he could call me up, so we could talk,” a smiling Cheryl told the cameras.

“When I went to Ricky’s apartment ... he only cracked [the door] about an inch.”

Stroke patients see signs of recovery in stem-cell trial FIVE seriously disabled stroke patients have shown small signs of recovery following the injection of stem cells into their brain.

Prof Keith Muir, of Glasgow University, who is treating them, says he is “surprised” by the mild to moderate improvements in the five patients.

He stresses it is too soon to tell whether the effect is due to the treatment they are receiving.

The results will be presented at the European Stroke Conference in London.

COMPLETE PARALYSIS BBC News has had the first exclusive interview with one of the patients involved.

They are taking part in a small clinical trial involving nine patients in their 60s, 70s and 80s at Glasgow’s Southern General Hospital to assess the safety of the procedure which involves injecting stem cells into the damaged brain part.

It is one of the first trials in the world to test the use of stem cells in patients.

Results to be presented on Tuesday show that there have been no adverse effects on the patients so far and there have been improvements to more than half participating in the trial.

However, at this stage it is not possible to say whether the improvements are due to the close medical attention the patients are receiving. It is well documented that the feeling of wellbeing resulting from such attention, known as the placebo effect, can have a positive effect on people’s health.

But it is thought that stroke patients do not recover after the

first six months of their stroke. All the patients involved in the trial had their strokes between six months and five years before they received the treatment.

The recovery of any one of them - let alone five - was not expected, according to Prof Muir, who is in charge of the trial.

“It seems odd that it should all just be chance and a placebo effect,” he told BBC News. “We are seeing things that are interesting and somewhat surprising.

“We’ve seen people who now have the ability to move their fingers where they have had several years of complete paralysis,” Prof Muir said.

“We have seen some people that have been able to walk around their house whereas previously they had been dependent on assistance and we have had improvements that have enabled people to recognise what is happening around them.”

‘TEMPORARY CHANGE’ These improvements have made it easier for the patients to do day-to-day tasks such as dressing themselves, walking and being more independent.

“My expectation had been that we would see very little change and if we did see change it would be a relatively short-lived temporary change. (But) we have seen changes that have been maintained over time,” Prof Muir said.

Among the patients to have shown improvements is 80-year-old Frank Marsh, who had a stroke five years ago.

PHASE TWO TRIAL His wife, Clare, also a teacher, said that the small improvements had made him more independent. “He had reached a plateau and wasn’t really improving (after his stroke).

But following the operation he is able to do things he couldn’t do

before, such as make coffee, dressing and holding on to things.”

Mr Marsh added that he hoped the improvements would continue: “I’d like to get back to my piano. I’d like to walk a bit steadier and further.”

However, Mrs Marsh felt that there would be no further progress for her husband, but hoped that others might benefit from the clinical trial that he is participating in.

“The great potential is what it is going to do for the future,” she said.

“I told Frank at the beginning that this may not help you, but it might help your grandson.”

Mrs Marsh is right in that even if it is proved that the stem-cell treatment really works it will be a long time before any treatment might be widely available.

The results so far pave the way for a so-called phase two trial later this year which will be desirable to determine whether any improvement is due to the treatment.

ETHICAL APPROVAL Commenting on the research, Dr Clare Walton of the Stroke Association said: “The use of stem cells is a promising technique which could help to reverse some of the disabling effects of stroke. We are very excited about this trial; however, we are currently at the beginning of a very long road and significant further development is needed before stem cell therapy can be regarded as a possible treatment.”

The stem cells were created 10 years ago from one sample of nerve tissue taken from a foetus.

The company that produces the stem cells, Reneuron, is able to manufacture as many stem cells as it needs from that original sample.

It is because a foetal tissue sample was involved in the development of the treatment that it has its critics.

Among them is anti-abortion campaigner Lord Alton. “The bottom line is surely that the true donor (the foetus) could not possibly have given consent and that, of course, raises significant ethical considerations,” he said.

Reneuron says the trial - which it funded - has ethical approval from the medicine’s regulator. It added that one tissue sample was used in development 10 years ago and that foetal material has not been used since. (BBC)

The Scottish wildcat is now one of the world’s rarest animals, the scientist said A Scientist who has developed a genetic test to identify pure Scottish wildcats has warned that the species could be extinct within two years.

Dr Paul O’Donoghue said cross breeding with feral and hybrid cats made extinction a certainty unless “urgent” conservation activity took place.

The University of Chester biologist said pure wildcats should be trapped.

He also suggested that private individuals could be keeping the “very best” wildcats as pets.

The senior lecturer in biology asked for these people to come forward and help with the conservation effort.

In remote and rural parts of the Highlands it is known for people to take wildcats that visit their properties into their care.

Dr O’Donoghue and his team have developed a test that can look at a small blood sample and scan all of the 63,000 genes that make up any individual cat.

“definitive statistics” on the level of hybridisation present in the tested individual.

One of the major challenges for the project was finding reference samples of pure-bred Scottish

wildcats.

In collaboration with Dr Andrew Kitchener, curator at National Museums Scotland, Dr O’Donoghue searched through hundreds of museum specimens in the Natural History Museums in Edinburgh and London, to find cats that showed no signs of hybridisation.

Dr O’Donoghue said: “In contrast to previous wildcat genetic work, only these pure wildcat samples were used for the reference samples.

“They spanned the past 140 years and are the very best wildcat specimens in existence.”

But he added: “Our research shows that the plight of the wildcat is now so serious that unless urgent and targeted conservation activities take place, its extinction due to hybridisation is a certainty.

“Recent estimates suggest that fewer than 100 remain, making it one of the rarest animals in the world.

“Unless decisive action is taken, the wildcat could be declared extinct with the next 12 to 24 months.”

The biologist said the animal was now one of the rarest in the world.

He said it was of the “utmost importance” that large scale live trapping took place and cats found to be pure-bred wildcats then be placed in protected areas in the west Highlands.

In September last year, conservationists forecast that Scottish wildcats would be extinct in the wild within months as numbers of pure-bred cats had fallen to about 35 individuals.

A team put together by the Scottish Wildcat Association (SWA) reviewed 2,000 records of camera trap sightings, eyewitness reports and also road kills.

SWA said the analysis suggested there could be 35 wildcats - far fewer than previously thought.

Other research has estimated that there could be less than 400 purebred cats.

Earlier in 2012, a report on a project funded by Scottish Natural Heritage (SNH) estimated that there were 150 breeding pairs left.

Universal flu jab ‘edges closer’ A way of creating more effective vaccines which could protect against a broad range of flu viruses has been reported by US researchers.

A different seasonal flu jab is produced every year as the virus is a constantly shifting target.

This animal study, published in the journal Nature, showed a single jab could protect against multiple strains.

Flu scientists said it was an important advance, but a vaccine which could defeat all flu was a long way off.

While there are different strains of flu circulating each year, there are bits of the flu virus which do not change.

Many groups of researchers believe that targeting these weak spots could lead to a single, universal flu vaccine.

Synthetic biology The normal seasonal flu jab is made by growing the virus in chicken eggs. It is then inactivated and injected into people to train the immune system to fight off that virus.

A group at the pharmaceutical company Sanofi used a different approach to design a new protein which was half virus.

Spikes which stick out from the surface of the virus, which hardly vary between strains, were fused with a ‘transporter protein’ which is naturally found in blood.

Groups of these hybrid proteins then spontaneously formed tiny spheres, which were tested in ferrets.

Flu researchers use ferrets as they are can be infected with human viruses, which results in similar symptoms.

The vaccine gave the animals immunity against multiple batches of flu ranging from viruses circulating in 1934 through to 2007.

Dr Gary Nabel, the chief scientific officer at Sanofi, told the BBC: “We think this is a step down the path towards a universal vaccine. It’s not a universal vaccine yet.

“There’s lots of research in the early phases and this looks as good as anything out there.”

The spike used in the vaccine was haemagglutinin, but there are many different types of haemagglutinin. It is how viruses are classified - swine flu in 2009 was H1N1, with the H standing for haemagglutinin.

This vaccine was designed to protect against H1 flu viruses. It would not protect against others such as the current bird flu in China, H7N9.

Prof Sarah Gilbert, who works on universal vaccines at Oxford University, told BBC News: “It is an improvement on the current vaccine. It’s not a ‘universal vaccine’ but it’s definitely a step in the right direction.”

Their study of 1,000 families, published in the Lancet, showed lower IQs and reading scores in primary school pupils whose mother had had too little iodine while pregnant.

Academics advise women of child-bearing age to maintain iodine in their diets by eating dairy products and fish.

Women were warned not to take seaweed pills, as they contain too much iodine.

Iodine is essential for the development of the brain as it is needed to build some of the body’s hormones. A severe deficiency is the leading cause of preventable brain damage in the world.

It was mainly thought of as a problem in developing countries, yet previous studies have also suggested that some women in the UK are mildly deficient. The impact of low-level deficiency was, however, previously

unknown.

Researchers at Surrey and Bristol Universities looked at iodine levels in urine samples taken from pregnant women in south-west England.

The study showed that iodine deficiency was common affecting two-thirds of women.

Their children went on to have slightly lower IQs at the age of eight and worse reading ability aged nine.

Dr Sarah Bath told the BBC: “We saw a three-point IQ difference between children who were born to mothers with low iodine in early pregnancy and children who were born to mothers above the cut-off.”

The researchers said this “may prevent a child reaching their full potential” and was an “important public health issue”.

Their advice, published on the British Dietetic Association website, recommends that pregnant and breastfeeding women need 250 micrograms per day and other adults need 150mcg. (BBC)

You’re eating more calories than you think Calorie counting has long been touted as an effective tool for losing pounds or maintaining a healthy weight. But new research published in the British Medical Journal shows many of us are underestimating the calories we’re eating, especially when we visit fast food restaurants.

Researchers interviewed more than 1,800 adults, 1,100 adolescents and 330 children at several fast food chains in New England. The interviews were done at McDonald’s, Burger King, Subway, KFC, Dunkin’ Donuts and Wendy’s around dinnertime and lunchtime.

Study participants were asked to estimate their meal’s calorie count.

Researchers then collected the bill to later tally the correct amount of calories using nutrition info posted on the chain’s website.

At least 40% of the study participants reported eating at the restaurant where they were interviewed at least once a week.

More than 20% of the adult participants noticed posted calorie information, but only 5% said they used that information when purchasing food.

The mean calorie count for adults’ meals was 836 calories; teens purchased 756 calories and children ordered 733 calories. “At least two-thirds of all participants underestimated the calorie content of their meals, with about a quarter underestimating the calorie content by at least 500 calories,” the study authors write.

Adults tended to underestimate their meals by about 175 calories, the same as children. Adolescents were more likely to underestimate by about 250 calories. Adults with a higher BMI were less likely to underestimate than their normal weight counterparts.

Researchers also did not interview anyone going through the drivethru. The people they did not talk to may have estimated their calorie counts differently than the study population.

The researchers also did not weigh each participant’s food to determine its exact calorie amount, instead

relying on generalisations from the restaurant’s website.

The study authors are hopeful that listing calorie counts on menus in these establishments will encourage consumers to make healthier choices.

But research on the effect of calorie displays has been mixed.

More important may be the sheer number of calories consumers are eating in a typical fast food meal.

Depending on their age, children need between 1,200 and 2,000 calories per day. Eating more than 730 in one sitting (and remember, that’s the mean - others ate up to 350 calories more than that) could lead to weight gain over time.

To assist with these needs, Barclay and a group of generous ladies threw a fantastic themed party, ‘Let’s get Nautical,’ on Friday evening (May 24), raising well over $15,000 that will directly benefit some worthy community causes.

The ladies, who said they all like to give back and help wherever they can, are no strangers to fundraising for charitable causes.

The group has put on a series of fundraisers in aid of many of the local charities over the past year and a half, all themed and organised to give attendees a great time while raising maximum funds for various causes.

extension.

She also said that “people can come to us with a need and we’ll look at the money we’ve got and allocate it.”

Victoria’s Secret model quits biz for God

Kylie Bisutti said her modeling career ended up contradicted with her Christian upbringings.

WHILE women may gaze longingly at Victoria’s Secret poster girls and wish they had their endless legs and alwaysperfect hair, they may not know what a career as a model is really like. At least, until now.

When former Victoria’s Secret model Kylie Bisutti chose to end her modeling career at the ripe age of 23, she chose to write a book about it -- and the stories within reveal quite a bit of information about what she believes the industry promotes women to become.

The copy on her website for the book reads: “She realised that she could no longer reconcile her career with her Christian beliefs, surrendered her life to God, said goodbye to the runway and dedicated her life to preaching a message of modesty and inner beauty.”

Bisutti moved to New York at age 15 and spent years as a struggling model trying to break in before she won the Victoria’s Secret Runway Angel competition in 2009.

From there, she experienced many negative reactions to the

industry, including “feeling like a piece of meat” and being told she was “fat” at 115 pounds. She says she prayed about the matter and made a decision that her faith was important than remaining a part of the modeling business’ excessive expectations.

Victoria’s Secret has issued a statement about Bisutti and the book to US Weekly, saying that the model was hardly involved with them after the Runway Angel competition.

“Ms. Bisutti has made numerous fabrications and misstatements of fact regarding her brief association with Victoria’s Secret. She was never a Victoria’s Secret ‘Angel’ as defined by the terms of our Angel model contract,” the statement continued. “She has repeatedly fabricated her work experience with Victoria’s Secret -- including a relationship that simply did

not exist.”

Bisutti says that her book is less about Victoria’s Secret as a company and more about the unhealthy world that modeling fosters on its participants.

“My book is really about the modeling industry as a whole and about helping girls with self-body image issues, eating disorders and really exposing the entire industry for what it is. It’s not targeting their brand.”

Either way, the model’s decision has the industry chattering about longstanding issues regarding body consciousness and the image models promote.

Bisutti recounts some of the disturbing experiences she saw in her book, saying that as she saw more and more girls collapsing after runway shows and hospitalised because of eating disorders, she realized she was unable to continue.

Under the supervision of the Chief of Epidemiology and Research Unit (NERU), manage the collection of data from surveillance/sentinel sites conducts contact tracing and follow-up of specific incidences of communicable disease or outbreaks, and maintain appropriate records to facilitate analysis, interpretation of data, and timely intervention to positively impact public health in TCI.

KEY DUTIES AND RESPONSIBILITIES:

;; Develops and maintains appropriate systems for reporting, follow up, and investigation of communicable and other diseases, and events or occurrences of importance to health. ;; Establishes new and maintains existing relationships with all sentinel/reporting sites (public sector and private sector) to facilitate timely and accurate reporting, and information dissemination. ;; Assists with research and disease surveillance activities to facilitate the measurement of health status indicators, and collection of surveillance and health service data. ;; Assists with data entry and management using health and statistical software such as Excel, Epi Info, SPSS, and Stata. ;; Identifies opportunities for improving the quality and timeliness of surveillance systems. ;; Assists health professionals to better understand the importance of reporting and participating in/conducting in-service training with stakeholders as necessary. ;; Conducts surveillance activities at institutions/sites such as ports of entry, schools, and Detention Centre. ;; Assists with preparation and dissemination of communicable disease outbreak reports to the Ministry of Health and CAREC in a timely, manner as requested during the outbreak. ;; Other relevant duties as may be assigned.

QUALIFICATIONS & EXPERIENCE:

• A Master's degree from an accredited university with specialization and thesis in epidemiology followed by at least three years’ experience in the design, conduct, and interpretation of epidemiologic studies, including two years’ experience at the level of Epidemiologist.

OR • A Doctoral degree from an accredited university in an allied health discipline with dissertation in epidemiology followed by at one year experience in the design, conduct and interpretation of epidemiologic studies (preferred).

OR • Physician with a Master's degree from an accredited university with specialization and thesis in epidemiology followed by at least two years’ experience in the design, conduct, and interpretation of epidemiologic studies at the level of Epidemiologist.

QUALIFICATIONS & EXPERIENCE:

A Bachelor’s degree (or equivalent) in Nursing or other allied health discipline from an accredited institution with additional training/specialization in Public Health; a Master's degree in Public Health would be an asset.

A minimum of 3 year experience as a public health practitioner (e.g., surveillance officer, public health nurse, or environmental health officer).

Neymar to join Messi at Barcelona NOT content with having the world’s best player, Lionel Messi, on their books, Barcelona have moved to sign Pele’s “modern successor” -Neymar.

A day after Bayern Munich beat Borussia Dortmund 2-1 in the Champions League final at Wembley to be crowned Kings of Europe, it was announced that the much coveted Brazilian striker would join Barcelona for five years. The transfer fee wasn’t disclosed, but one Brazilian newspaper said the buyout clause surpassed $80 million.

The move, on paper, should boost a Barcelona side that features an ageing Xavi, Andres Iniesta and Carles Puyol, three club stalwarts.

Midfielder Cesc Fabregas and forward Alexis Sanchez have struggled, many would say, since joining from Arsenal and Udinese, respectively.

Barcelona might have won the Spanish league title, but it was crushed by Bayern Munich in the Champions League semifinals. The defeat stung.

Some labeled Barcelona a one-man team after losing 7-0 on aggregate, referring to four-time world player of the year Messi.

Messi was inhibited by a hamstring injury in the first leg and didn’t play at all in the second.

Without him, Barcelona offered little resistance.

THE woe is over for Bayern Munich in Champions League finals after it defeated Borussia Dortmund 2-1 in a pulsating all German contest in London on Saturday.

WITH a daring move in the last few laps, Tony Kanaan of Brazil passed American Ryan Hunter-Reay and won the 97th Indianapolis 500 under a yellow caution flag.

It was the second of two caution flags precipitated by crashes in the final eight laps of the 200-lap, 500mile race at Indianapolis Motor Speedway.

“I got a little bit of luck today,” Kanaan said in a post-race interview.

The race featured a record 14 leaders and 68 lead changes, with Kanaan making the last one between the two caution flags. No driver is allowed to pass another car while the caution flag is posted, so at that

point, to win, all Kanaan needed to do was finish without crashing.

Despite the yellow flags, the average speed was 187.433 mph, setting another Indy 500 record.

Teachers whip Sharks 18-2 TEACHERS FC led by eight goals from Fred Dorvil whipped the SWA Sharks 18-2 in the second week of the Bugaloo’s Men’s Beach Soccer League.

The Sharks, who were missing several key players, had no answer for the dominant Teachers. Ian Chang (4), Haroon Swaby (2), Dane Ritchie (3) and Junior Ceide (1) were also successful for the winners.

Chris Bruno and Chris Bryan scored a goal each for the Sharks.

Earlier AFC Academy climbed to the top of the table courtesy of a 9-5 win over the Centre of Excellence Boys.

The game was very competitive until the final period when the more experienced Academy players stepped up and delivered.

AFC Academy held a 5-4 lead going into the final period as goals

from Rodney Davilmar, Jumyson Francois (2), David Jasmine and Jensen Joseph were all but cancelled out by two strikes from Wikins Sylvain and a goal apiece from Leidson Jerome and Adner Davilmar. However, three quick goals from James Rene and a second goal for Rodney Davilmar saw the Academy team open up a 9-4 lead before Adner Davilmar scored a late consolation goal.
