VAT is not coming back, Finance Minister

BY VANESSA NARINE VALUE Added Tax (VAT) created a stir in the local community when the idea was introduced and even with the decision that the Governor will not sign the commencement order, concerns still loom as the VAT legislation was not repealed, only shelved.

But Minister of Finance, Investment and Trade, Washington Misick, has maintained that VAT is not back on the table and it is not the intention of his Government.

He told the Weekly News that after the efforts to fight VAT it is unlikely that there will be buy in from the local community “I don’t see VAT coming back,” Misick said.

The VAT question came up again in the House of Assembly last Wednesday (May 15) when Opposition Leader, Sharlene Cartwright-Robinson, asked

whether the Government had met all of the conditions set out by the UK to avert VAT. Misick pointed out that his Government’s effort to demonstrate that it can raise alternative revenues is one of the reasons the Governor did not sign the commencement order for the VAT legislation.

“Yes, we will avoid VAT,” he said.

Expat labour scrutinised in Parliament GOVERNMENT Appointed Member, Ruth Blackman, questioned the number of expatriates recruited to the public service over the past three years and the salaries attached to the posts in the House of Assembly last Wednesday (May 15).

Attorney General (AG) Huw Shepheard, in response, tabled a list of 156 expats who have been recruited in that time frame.

Leader of the Opposition, Sharlene Cartwright-Robinson, on the same issue, said: “During the last quarter of last year, it was announced that there were 150

vacant posts in the public service… how many of these positions have been filled and by whom?”

The AG said that on April 25 there were 128 vacant posts, a number of these in the police force, and between October 15 and the end of March, 82 persons were appointed, 65 of whom were Turks and Caicos Islanders, the remaining being expats.

Cartwright-Robinson requested that the titles for these posts and the salaries attached be tabled in the House.

The AG promised to have that done.

One of the other conditions set by the UK to avert VAT was the restriction of expenditure, and the Opposition Leader questioned what is being done in this respect.

The Minister noted that the Fiscal Strategy and Policy Statement (FSPS) outlined his Government’s commitment in both areas of revenue and expenditure and both have been increased.

He said an example of this increase is related to personal emoluments, the restoration of 10 per cent to public servants; and marginal increases over and above that 10 per cent, as the Government refuses to function below a certain capacity and certain key positions had to be filled.

The Minister noted that there have also been marginal increases in key social services areas, as well as in the area of capital expenses.

He stated that the FSPS figures are conservative, not aggressive, a “middle of the road scenario” as he described it.

According to the Minister, additional measures are being taken to address the sustainability of the alternative revenue streams including the establishment of a Blue Ribbon Commission to review the entire revenue system.

Misick said his Government is close to getting the technical assistance needed to fast track this initiative.

He added that changes to the current system will be informed by the Blue Ribbon Commission.

Road works to be addressed once budget is passed MINISTER for Government Support Services, George Lightbourne, acknowledged the less than desirable condition of the roads in the Turks and Caicos Islands and the need for repairs.

However, he noted that financial constraints present a challenge.

Last Wednesday (May 15) in Parliament, the elected Member for Grand Turk South and Salt Cay, Edwin Astwood, queried whether the Ministry had budgeted for any road works in the North and South Back Salina districts of Grand Turk; and what is the nature of the road works.

Lightbourne said road works were budgeted for and the Ministry would tender these once the budget is approved.

As it relates to the nature of works, he explained that funding

only provides for the roads to be graded at this time.

Astwood questioned the feasibility of expenditure on grading alone, given that the limestone used in the process often washes away with the rain.

The Minister accepted the point made, but said the roads are in a deplorable state and the only alternative at present is to do grading.

He made it clear that when financing is available for the roads to be properly resurfaced, that will be done.

The elected Member for Five Cays, Sean Astwood, also asked about the subdivision roads in his district and the Minister said these are also being considered for works.

The budget is likely to be placed before Parliament next month.

CORRECTION THE Crown is claiming $1.7m from Former Director of Planning, Clyde Robinson and his wife Susannah, and not $2.7m as was previously reported.

Robinson has repaid $280,000 which was the cost of the land.

This leaves the above stated figure, which is inclusive of the difference between $1.5m they received for the sale of the land and stamp duties and penalty, totalling more than $400,000.

Visa refusal and illegal entry not related, Gardiner

BY VANESSA NARINE MINISTER for Border Control and Labour, Ricardo Don-Hue Gardiner, made it clear that there is no correlation between his Ministry’s refusal of visas for entry to the Turks and Caicos Islands and the incidents of illegal entry.

The Minister was responding to a question from the Elected Member for Grand Turk South and Salt Cay, Edwin Astwood, last Wednesday (May 15), who asked: “How many visitors’ visas were issued for the financial year April, 2012 to March 31, 2013 and…how many were refused for that same period.”

He also queried the reasons for refusals.

Gardiner said some 173 visas approved, and 71 visas were deferred for lack of appropriate information.

According to him, 75 were refused because the applicants were not considered to be bona fide visitors, they were in the TCI when they applied, they overstayed, they were coming to the TCI to seek work

opportunities or some were minors seeking entry into the public schools.

The Minister said one particular person had an “inordinately high number” of applications he was acting as surety for and those applications were also refused.

All-Island elected member, Derek Taylor, asked if some of the applications are made by visa agencies operating in the TCI. Gardiner responded in the affirmative, noting that some are, while others come through a consultant attached to a particular agency.

Astwood requested a breakdown of the numbers and the Minister promised to oblige by placing that list before the House at the next sitting.

On the same issue, the Elected Member for Five Cays, Sean Astwood, asked if the current visa policy is different for specific countries and what those differences are, as well as if there are planned changes to any of these policies.

Gardiner made clear that the

policy is outlined in the laws.

He explained that his Ministry has started a review of the immigration ordinance, of which the visa policy is part.

“I am unable to say what changes will be made until the review is completed,” he said.

Astwood asked if the fees for visas will be increased, but Gardiner stressed that he could not commit to what possible changes will be made.

He stated that Members of Parliament (MPs) will have an opportunity to comment on changes as the review of the current policy is not a partisan effort.

The Minister added that as stop gap measure, his Government had considered pre-empting the changes and reviewing the schedule of countries that require a visa to visit the TCI, but decided against the move until more information is gathered to substantiate any changes.

The Minister made it clear that until changes are approved by the House, the current approach of his Government is to follow the law.

to supply.

The case against Marielle Noel was dismissed due to insufficient evidence to prove her involvement.

On the other hand, 19-year-old William Noel pleaded guilty to all of the charges when he appeared before Judge Joan Joyner on Friday.

Meloche’s decision to discontinue the criminal proceedings is pursuant to section 100(2)(c) of the Turks and Caicos Islands Constitution Order 2011, after a review of the evidence was taken into account.

Texas businesswoman Cathy Sulledge-Davis, 60, and retired neurosurgeon, Horace Norrell, 80, will now not be required to appear in the TCI for a sufficiency hearing on June 7.

The two were charged on Thursday, April 25, and Friday, April 26.

United States Senator, Bill Nelson, had been vocal about the arrests and charges and had made representation to the US Embassy in Nassau, Bahamas, which has responsibility for the Turks and

Caicos Islands, asking if there have been other arrests of Americans on similar charges.

Nelson’s letter also asked U.S. Charge d’Affaires, John Dinkelman, to “convey to the proper authorities that the investigation needs to be expeditious, thorough, transparent and independent.”

Commenting on the DPP’s decision, the Senator said: “Both these folks had to go through a horrible ordeal.

“I hope we can still find out how a bullet they say was not theirs got into their luggage.”

Meloche, in a prior interview, told the Weekly News that a decision whether or not to drop charges would consider both the evidence and the public interest in advancing the prosecution.

The TCI has been battling

significant negative publicity since the arrests were made.

Premier and Minister of Tourism, Dr. Rufus Ewing, maintained that efforts will be made to counter this negativity at the tourism conference scheduled to be held in New York City in June.

He has also assured that everything will be done to ensure that local officers in charge of enforcing the law exercise discretion when allowable under the law; expedite matters as quickly as possible, particularly when the issue is sensitive; and employ the best judgement in the execution of duties.

Ewing also noted that his administration is working with the Tourist Board to formulate a strategy to counter the bad publicity.

Governor’s counsel gets second Belonger teachers given extension to file evidence priority employment

DEPUTY Speaker, Josephine Connolly, questioned the Government’s plans to absorb all Belonger teachers graduating from the Turks and Caicos Island Community College into the Government schools.

In Parliament she underscored the fact that a number of trained teachers in primary and secondary education have graduated from the institution.

At Wednesday’s sitting (May 15), Deputy Premier and Minister for Education, Youth, Sports and Culture, Akierra Missick, made it clear that her Government’s policy is to put Belongers back to work.

Elected Member for Grand Turk South and Salt Cay, Edwin Astwood, questioned whether teachers are on par to cater to the education need with their certification from the college.

Missick explained that her Ministry facilitates further training to bolster the qualifications of Belonger teachers.

She explained that a “two-plustwo” programme is employed to ensure that teachers in the system are able to meet the needs of students.

The Governor’s Appointed Member, John Phillips, asked whether the Minister is encouraging Belonger teachers to be employed at

private schools.

Misick noted that the automatic contract renewal for non-Belongers in the system is being reviewed to ensure that Belongers have the first opportunity to access these employment opportunities.

She stressed that the focus is to protect Belongers.

Connolly asked if the Government is considering re-employing some of the retired teachers to teach in the primary and high schools, while training is accelerated at the TCI Community College.

This would decrease the dependence of employing persons from outside and thus decreasing the amount of money spent on recruitment and repatriation of teachers, she said.

The Minister explained that there are opportunities for retired teachers to re-enter the system.

According to her, the focus is on ensuring that that the resources of qualified local teachers are exhausted before opening the door to contract teachers.

Missick added that the number of retired teachers who have applied to re-enter the system, as well as those being supported with additional training will be laid in the House at the next sitting. (VANESSA NARINE)

SUPREME Court Justice, Margaret Ramsay-Hale, on May 14, granted Governor Ric Todd’s counsel, Khalila Astwood-Dorsett, an extension to file an affidavit in the case of the judicial review of the amendments to regulation 18 of the Fisheries Protection Ordinance.

Ramsay-Hale ruled that Todd’s attorney has until June 5, 2013 to complete the statement of facts and evidence.

This is the second extension granted to the Governor since the judicial review was filed at the end of January, totalling four months which his counsel has had to produce evidence.

Peter McKnight, who filed the application for the review on behalf of the Providenciales Chamber of Commerce, TCSPCA, Pride Ltd and Turks and Caicos Reef Fund, was given until June 19 to respond to Todd’s counsel.

The judicial review of the amendments to regulation 18 of the Fisheries Protection Ordinance was first heard by Justice Margaret Ramsay in late January, who ruled in favour of the application.

Prior to the May 14 hearing, in late April Ramsay-Hale decided that the matter will be heard on July 24 and 25 at the Providenciales Supreme Court.

The application seeks to quash Governor Ric Todd’s decision on October 24, 2012, to amend regulation 18 of the Fisheries

Protection Ordinance.

The amendment allows the importation of marine mammal into the Islands by a person who holds a permit, certificate or other document authorising importation and keeping of marine mammal for the purposes of display, exhibition or performance.

Todd’s move sparked outrage in the local community, expressly among environment and animal enthusiasts.

The change to the law came after Dolphin Cove Development received a business licence by the Turks and Caicos Islands Government (TCIG) in early October, after it proposed to open its fifth ‘swim with the dolphins’ park in the Cooper Jack area of Providenciales, a $3m investment.

Responding to criticism last October, Todd said: “The Government has received a development proposal from the operators of the Dolphin Cove brand to open a ‘dolphinarium’ on Providenciales.

“The company has also registered their interest in a future similar facility on Grand Turk.

“The application was made in an open and transparent manner through the Inward Investment Unit of TCIG. It has been the subject of discussion within TCIG. “The application was granted a business licence in order for it to be fairly considered under the existing planning processes.

“It is important to make clear

that the granting of a business licence is not a licence to commence operations.

“The go ahead for building and operating the facility would only come once the planning processes have been finished, and final planning permission had been granted.

“The Fisheries Protection (Amendment) Regulations that was Gazetted on 25 October, permits the importation and keeping of marine mammals for the purposes of display, exhibition or performance for those companies that have completed the application processes and gained all the required permissions to develop and operate their facilities.

“Let me make clear that the Government has received an application to develop a tourist facility on Providenciales; we are considering it using the same processes and procedures that we use for all other applications for development; the granting of the business licence and the Gazetting of the Fisheries Protection (Amendment) Regulations allows the application to be considered fully by the Planning Department; no licence to operate has been granted; and the application will now be considered by the TCIG Planning Department who will make their recommendations to the responsible Minister in due course.”

The issue of marine mammal captivity has drawn widespread criticism from animal protection societies.

Challenges at airports a matter of financing

BY VANESSA NARINE PROBLEMS with delayed, cancelled and infrequent flights at South Caicos and Salt Cay Airports were addressed in the House of Assembly last Wednesday (May 15).

Minister of Finance, Investment and Trade, Washington Misick, noted that steps are being taken to address the issues at the facilities, with tangible efforts to be advanced once funding is available.

Leader of the Opposition, Sharlene Cartwright-Robinson, during the sitting said: “Whilst we understand that traffic in and out of South Caicos has declined over the years, the airport remains open and many residents still travel for business, medical and other reasons weekly by air travel.

“Currently there is only one flight to Grand Turk in the afternoon and

one returning from Grand Turk every morning.

“Patients who are being referred to do an ultrasound, blood test etc. have to end up spending two nights.

“On the same note there are times when the airline has to cancel its flight because the fire truck has broken down.

“This is happening often… what are the Government’s plans to address these concerns and matters for the people of South Caicos?”

Misick in response acknowledged that the situation is untenable.

He said: “It is a vexing situation… we understand and sympathise with residents on the islands...we are making every effort to alleviate this situation.”

The Minister explained that proposals have been received and steps are being taken to advance a tender that will see subsidised airlift

out of South Caicos.

On the issue of cancellations due to problems with the fire truck, he noted that the Turks and Caicos Islands Airport Authority (TCIAA) is working with the domestic fire service and a second vehicle will be stationed at the airport to reduce the risk of service disruption because of vehicle failure.

Misick stated the TCIAA has given its assurance that the vehicle repair programme will be restored and the airdrome will have the necessary facilities in place.

“TCIAA is confident that they have control of the issues and will mitigate controllable issues and minimise the impact of uncontrollable ones,” he said.

He acknowledged that the challenges with airlift to the island are a problem, but pointed out that this challenge is being tackled

Misick stresses need for population policy

BY VANESSA NARINE THERE are 12,155 contributors to the National Insurance Board (NIB) who are on work permit, compared to 6,182 Belongers who are part of the scheme.

That is according to Minister of Finance, Investment and Trade, Washington Misick, who maintained that the numbers evidence the need for a population policy to be developed for the Turks and Caicos Islands.

“We have to look to a future population policy,” he said.

The Turks and Caicos Islands Business Council (TCIBC), in March was the last stakeholder group to weigh in on the need for the same, in the interest of improving the quality of life in the Islands.

According to the 2012 TCI

Government Population and Housing Census, the total population of the Islands was 31,458, with nonBelongers accounting for 57.5 per cent of the adult population.

In 1970, Belongers accounted for 96.4 per cent, while non-Belongers accounted for only 3.6 per cent.

In 1980 that move to 83.8 Belongers and 16.2 per cent nonBelongers, while in 1990 it was 68.9 per cent Belongers and 31.1 nonBelongers.

At the last census in 2001 the breakdown was 52 per cent Belongers and 48 per cent non-Belongers.

Currently in Providenciales, which is the most populated, the percentages translate to a total of 6,667 Belongers and 10,763 nonBelongers.

Gov’t to address illegal jitney problem MINISTER for Environment and Home Affairs, Amanda Missick, acknowledged that the Turks and Caicos Islands has a problem with the operation of illegal jitneys.

And in the House of Assembly last Wednesday (May 15) she said it is a matter that Cabinet has addressed.

According to her, information

is currently being collected in order to both properly assess the problem and make a decision from an informed basis.

Missick was responding to a question from the Leader of the Opposition, Sharlene Cartwright-Robinson.

Jitneys are a popular mode of public transportation in the Turks and Caicos Islands.

Wednesday (May 15) in Parliament, asked: “Will the Hon Minister be pleased to say how many persons are registered as employed under the National Insurance Board; how many are Belongers versus expatriates and will he further say what is the breakdown per island?”

Misick gave the breakdown as 449 Belongers, 1,002 permit holders and four others in Grand Turk and Salt Cay; 70 Belongers and 61 permit holders in South Caicos; 30 Belongers, 35 permit holders and one other in North and Middle Caicos; and 5,633 Belongers, 11,057 permit holders and 149 others in Providenciales.

Cartwright-Robinson asked if the numbers were updated from NIB’s end, a question that was followed up by the Government’s appointed member, Ruth Blackman, who asked if there was any way to compare the numbers with the Ministry of Border Control and Immigration.

The Governor’s Appointed Member and Chair of the NIB, Lillian Missick, stated that the NIB has currently about 75 per cent complete of their update of their contributors’ list.

She added that at the end a report will be laid with the relevant Ministries.

The Finance Minister noted that the situation is part of the reason the Government is keen on putting in place a standard information technology network to allow for both the interconnectivity of agencies and accessing information on a timely basis.

All Island Elected Member, Derek Taylor, in his contribution to the discussion on the situation at the family islands’ airports, queried the estimated time frame for completion of the terminal building in South Caicos and how much has been spent on the building to date.

Misick explained that in 2008, Construction Advisory Services put the costs at some $4.2m with the timeframe for completion set at 12 months.

Presently, the Finance Minister noted that the costs are well over $5m.

He added that while the project is a priority, given the country’s financial constraints it is not a capital project that can be undertaken this financial year.

Astwood, also pressed the Minister over whether there are any budgetary provisions for the improvements needed at the Salt Cay Airport runway and for housing of Grand Turk Airport and Salt Cay Airport fire departments.

Misick noted that the 2013/2014 Budget preparations are underway and the focus will be on prioritising projects.

However, while he did not commit to a guarantee for these works, the Minister pointed out that of the $14m needed, some $9m has already been allocated; the challenge being to find the remaining funds.

Misick maintained that the new budget will address the provision of key social services, as well as infrastructure works.

The 2013/2014 budget is expected to be tabled in Parliament in June, once UK Ministers sign off on the Fiscal Strategy and Policy Statement (FSPS).

Overseas medical bill hits $9.5m MINISTER of Health and Human Services, Portia StubbsSmith, reported on the costs of medical attention abroad to Parliament last week.

She revealed that the cost for the last financial year which ended in March was $9.5m.

According to her, comparing the cost to previous years, TCIG has experienced savings.

Elected Member for Grand Turk South and Salt Cay, Edwin Astwood, queried the costs at last Wednesday’s sitting (May

15).

He further pressed as to what the average cost was, since before 2005 the average was $5m.

The Premier, Dr. Rufus Ewing, clarified the numbers by pointing out that healthcare treatment abroad was previously restricted to Belongers, but that has been expanded.

He said it would confirm the point that savings are being seen, since the patient base has expanded.

Import duty concessions to developers total $3.1m IN THE last two financial years the import duty concessions given to developers in the Turks and Caicos Islands by the Government totalled some $3.1m.

Of that a large percentage, $2.3m, was given to Sandals Resorts International’s (SRI) Beaches Spa and Resorts.

That was according to Minister for Finance, Investment and Trade, Washington Misick, who made it clear that the concession is a modest one compared to the benefits the developers bring to the local economy.

Deputy Speaker, Josephine Connolly, asked about the concessions in Parliament last Wednesday (May 15).

Misick said considering the amount of the concession in isolation

can be misleading.

He explained that when a development proposal is submitted to Government, it is reviewed thoroughly by Strategic Policy and Planning Unit (SPPU), the Chief Financial Officer (CFO) and the Attorney General’s (AG) Chambers, an effort to ensure it is something the Government can approve of.

The Minister made it clear that once the project kicks off the revenues do not only include direct streams to Government, but also have a multiplying effect when it comes to job creation and access to other goods and services.

Among the other developments that benefit from concessions are the Amanyara, Grace Bay Club and Caicos Resorts.

Lawyers sum up in AG v Robinson case

ATTORNEYS for Clyde and Susannah Robinson presented their closing arguments before Justice Margaret Ramsay-Hale after four days of witness testimony in a case, which alleges that the defendants flipped Crown land for $1.5m.

Ariel Misick, lawyer for Mr. Robinson, in his closing arguments, stated that his client gave clear, concise and credible testimony surrounding the acquisition of freehold parcel 61112/286 at Long Bay, Providenciales, and of his intention to build a family home on the land.

He pointed to the Crown’s failed attempts to prove dishonesty on the part of his client via the vigorous cross examination by Attorney David Phillips of the Special Investigations and Prosecution Team (SIPT), and stated that the Crown’s case is based on surmise and conjecture.

Misick argued that the Crown sought to give rise to a case of favouritism and corruption and that this is no more than an attempt to tarnish everyone with the same brush.

The lawyer also addressed the court at length on issues of whether his client had knowledge of the former Minister of Natural Resources’ breach of duty in approving the parcel to him, whether the defendant was a fiduciary and whether Minister was in breach of his duty.

Phillips in his closing arguments on May 18 made several points supporting his contention that Clyde Robinson was a dishonest witness.

He also invited the court to question what Robinson’s motive was in saying his wife saw the $1.5m valuation report at an earlier time than she testified she had.

Phillips contended that she was entirely complicit in the matter and that the two worked together throughout.

Mrs. Robinson had previously

testified that she never saw the valuation report until May/June 2007 and not in 2006.

Phillips also pointed to the absurdity of first defendant’s acquisition of a plot of land to build a residential home on, when he could not complete one he had already started on another plot of land.

The lawyer argued that the first defendant had to have known that he was going to sell land parcel 286 for a profit and had to have shared this knowledge with his wife to get her to agree to the 25 per cent clause in a separation of property document.

That clause gave Robinson a 25 per cent interest in parcel 286 while he retained full ownership of another parcel of land.

Phillips addressed the issue of the Natural Resources Minister, McAllister Hanchell’s breach of duty when it came to the order for the valuation report, which priced the land at $280,000 and the approval of the Robinson’s application for parcel 286.

The lawyer stipulated that the former was a breach of duty while the latter was done in error, or was a mistake.

Steven Thompson, lawyer for Mrs. Robinson rose to object to this assertion. He stated that a mistake is a legal concept and that Phillips’ claim of an error or a mistake does not constitute grounds for unjust enrichment, for which his client and her husband are accused.

Misick also rose to record his objection, and agree with Thompson’s submission.

He told the court that throughout the Crown’s case, it claimed that Robinson and Hanchell were deliberately dishonest, so it cannot now be a mistake on the Minister’s part.

Justice Ramsay-Hale, meanwhile, sought to clarify with Phillips as to where the mistake was made.

This sparked an hour of back and forth discussions between the two,

Teen remanded, awaiting sentence for theft ALEXANDER Joseph, 19, was found guilty of theft when he appeared at Providenciales Supreme Court before Judge Joan Joyner on May 6.

According to the court Joseph, who was represented by lawyer Benson Harvey, broke into a store named Missick Skin

Cream and Beautiful in Five Cays on January 12, 2011, and walked away with a quantity of cash.

After a week long trial, his sentencing was scheduled for June 14 because the judge requested a pre-sentencing report from social welfare.

with Phillips trying to clarify the matter but seemingly only further muddling the issue for Her Ladyship with his explanations.

She subsequently told him that the Minister was either in error of his duties as fiduciary or he acted deliberately.

After more than a week (May 13 to 20) of testimony the Justice is expected to hand down her judgment.

The allegations against the first defendant are that he received parcel 286 at an undervalued price

of $70,000 and that he knew the approval of sale was erroneously done.

It claims too that Robinson owed a duty of fidelity, loyalty, and to act in the best interest of the TCI and not to put himself in a position where his personal interests conflicted with his duties and responsibility.

Robinson is alleged to have known that he did not satisfy the criteria of the Crown land policy for transfer of the freehold title and that he knew the land was near a plot which was to

be commercially developed.

Other claims against Robinson and his wife stated that in 2007, Robinson agreed to the sale of the property to Wawa Co. Ltd; that he transferred the land, in breach of his obligations and duties to the plaintiff, to his wife; that Mrs. Robinson then transferred the land to the company in September the same year; that the two were unjustly enriched and that is was unconscionable for them to retain the land or any benefit accrued by reason of obtaining the land. Gov’t commits to supporting local athletes

BY VANESSA NARINE LEADER of the Opposition, Sharlene Cartwright Robinson, called on the Government to outline its policy on support for local athletes, in particular Delano Williams.

Last Wednesday (May 15) in the House of Assembly, she said: “Delano Williams, a young athlete has positively placed the TCI in the international limelight through his recent achievements and at a time when we needed positive publicity.

“What support is the Government giving to Delano Williams in preparation for his participation in upcoming sporting events?”

Deputy Premier and Minister for Education, Youth, Sports and Culture, Akierra Missick, made it clear that Williams has support in both athletics and his pursuit of academics in Jamaica.

She explained that the scholarship is fitted for this, but the Scholarship Board is still to make a final decision on the application.

Missick noted too that a board has been set up to get endorsements so that the Turks and Caicos Islands can support amateurs to become world class athletes.

However, it is an advance that is carefully being made, according to her, to ensure that the nation’s young athletes get the opportunity to pursue athletics as well as academia.

The Minister stated that this move will also address the financial constraints that the TCI is dealing with.

She pointed out that the Ministry is waiting on the budget before moving any further.

Turk South and Salt Cay, Edwin Astwood, said: “With the excellent performances of our country’s young athletes, will the Hon. Minister be pleased to say what provisions are being made for the further development of our country’s most talented athletes?”

The Minister brought his attention to the efforts by her Ministry to develop a Sports Policy and Ordinance.

Missick said the new policy will focus on upgrading facilities, equipment and partnering with stakeholders to host sport clinics, host a showcase of talents, and support developing talents.

“We must and will continue to do

what we have to, to hone this talent,” she said.

Astwood queried whether her Ministry is looking at other curriculums, in particular that of Munroe College, to support local efforts.

Missick said a policy is being worked on to address this area and will be taken to Cabinet at the end of this month.

Cartwright-Robinson asked about focused sports scholarships and the Minister said sports scholarships are also being looked at.

Missick added that once the budget is passed, the Ministry will be better placed to advance its support for local athletes.

Branch of young enterprise seeks public support PYRO is a body of individuals in the Turks and Caicos Islands between the ages of 15 and 19, delegated by the youth centre, aimed to train young persons in the fundamentals of running a business.

And the organisation, which is split into 10 groups, two on North Caicos and eight on Providenciales, is urging the public to support them.

National Youth Director, Angela Musgrove, emphasised how pleased she is with all of the companies involved.

“PYRO is one of the groups that was formed as part of the young enterprise company programme.

“I am extremely pleased with the progress that all of the companies have been making.

“I think the students all have been ensuring that their companies run well and they’ve learned a lot, shuffling their business and networking skills,” she said.

Managing director of his group, Nevsky Been, told the Weekly News that last year when PYRO was formed, they decided to focus on making custom made top of the line jewellery.

They aim on becoming the number one accessory providers of the TCI. Been explained that their business imitates real business tactics.

“Before we start our business we go through selling shares and it’s actually these shares that help us raise capital to run our business,” he said.

“At the end of the business year what we are going to do is split the funds between the shareholders and the directors of the company.”

The managing director noted that PYRO attends the Fish Fry, which is

a local event every second Thursday, and is inviting the community to come out and look at all of their pieces on view at the Edward Gartland Youth Centre.

He said: “I also want to encourage our young people to get involved in things like this because it helps in the long run.”

All of the companies will be judged on July 6 to see who performed the best for the year.

After the judging all the companies will break until next year where a new batch of students will enrol and start fresh. (DAISY HANDFIELD)

Premier reports on first quarter tourism numbers THE TOURISM sector ended 2012 with some 969,775 visitors - 30,225 short of the one million milestone the Turks and Caicos Islands hit in 2011.

And Premier, Dr. Rufus Ewing,

who holds the portfolio for tourism, last Wednesday (May 15), reported that the first quarter saw 253,751 visions, 64,968 less than the first quarter last year.

However, he explained that the reduced number of visitors was partly due to the fact that the Islands battled with noro virus.

But according to him, the 64,968 difference could be accounted for “almost wholly” by the Grand Turk cruise port’s closure.

The Premier promised to lay a full breakdown of the tourist numbers on the table of the House at the next sitting.

No plans for a Gov’t complex, Lightbourne MINISTER of Government Support Services, George Lightbourne, told the House of Assembly, last Wednesday (May 15) that his Ministry is not actively considering building a Government complex.

He was responding to a query from Opposition Leader, Sharlene Cartwright-Robinson, who asked whether there has been any undertaking or documents of any kind signed on behalf of TCIG with any financial institutions or individuals regarding the development of such a complex.

In March, Premier, Dr. Rufus Ewing, told the media that in the long term his Government will be looking at the development of central government complexes in Providenciales, as well as in the capital, Grand Turk.

He also said that a review

is currently on-going to assess government property in the Islands.

Currently, the Government is still dealing with the problem of office space.

The Special Investigations and Prosecutions Team (SIPT), at the end of January, was asked to remove their operations from the Hilly Ewing building, which is the official office of the Premier on Providenciales.

Ewing, in March, said SIPT’s occupation of Government space is “hampering” the work of his Government.

In the interim, while on Providenciales, the Premier and his Ministers are working out of different locations.

The Premier had committed to his Cabinet to have this issued corrected soon.

Police Commissioner must request further resources, Lightbourne ELECTED Member for Wheeland, Vaden Williams, in making representation for a new police station in his district questioned Minister for Government Support Services, George Lightbourne, on whether this is a project being considered.

He said: “Will the Hon. Minister be pleased to say whether it’s his Government’s intention to budget for a police station for Blue Hills/ Wheeland in the 2013/2014

Budget?”

Lightbourne agreed that there should be a strong police presence in communities, but noted that requests for additional resources must come from Police Commissioner According to him, as far as he is aware there is not a need in the Commissioner’s estimation.

In the last weeks a number of criminal incidents have been reported in that district.

David Cameron warns overseas territories on tax (BBC) PRIME Minister David Cameron has urged British overseas territories to "get their house in order" and sign up to international treaties on tax.

He wrote to 10 territories and crown dependencies, including the Cayman Islands and the Isle of Man, which operate low-tax regimes.

Critics claim such places are used by companies for tax avoidance or evasion.

The plea came ahead of a G8 summit in June, when the UK is expected to push for tighter tax measures.

"With one month to go, this is the crucial moment to get our own houses in order," Mr Cameron wrote in the letter.

"I respect your right to be lower tax jurisdictions... but lower taxes are only sustainable if what is owed is actually paid."

'Complex arrangements

The 10 territories that received the letter are Bermuda, the British Virgin Islands, the Cayman Islands, Gibraltar, Anguilla, Montserrat, the Turks and Caicos Islands, Jersey, Guernsey and the Isle of Man. Some have been described by the UK government as having "complex tax arrangements".

Low taxes and light touch regulation have seen some of them become major centres for international business.

But the lack of transparency in their banking systems has left them open to accusations that they are being used to avoid paying taxes.

Mr Cameron urged them to sign international protocols designed to allow tax information to be shared more easily between countries, and also to take measures to improve their own transparency.

"Put simply, that means we need to know who really owns and

controls each and every company," he said.

Tax avoidance, where companies operate within the rules to avoid paying taxes, and tax evasion, which is outside the law, have risen high on the political agenda in recent months.

High-profile companies like Google, Amazon and Starbucks have faced criticism in the UK for the low levels of tax they appear to pay compared with the size of their businesses.

On Sunday, Google's executive chairman Eric Schmidt defended the company's tax affairs.

He said the search engine giant "has always aspired to do the right thing", but added that "international tax law could almost certainly benefit from reform".

Writing in the Observer, he said he wanted "to move the debate forward".

Justice is blind LADY Justice has always been depicted wearing a blindfold, a representation that justice is blind to bias and persuasion – objective.

And lobbying is an effective tool that has been around for as long as Lady Justice has.

The leaders of the Turks and Caicos Islands have been lobbied by relatives of retired neurosurgeon and Sarasota resident, Horace Avery Norrell, who was arrested at Providenciales Airport for possession of ammunition on April 26.

The petition, to drop charges; and the response, justice has to take its course.

Norrell’s wife wrote to Senator Bill Nelson, who contacted the U.S. Embassy in London, and Rep. Vern Buchanan, who sent a letter to the embassy in the Bahamas on Monday, May 13, urging the officials to look into the situation.

“The family would like the embassy to carefully scrutinise this charge and question the legitimacy,” Buchanan, R-Longboat Key, wrote.

Norrell's son also wrote to others, including Governor Ric Todd, and said: “My father is completely innocent of the charges, and further, he has no interest in guns or firearms of any sort.

“This is clearly an erroneous charge, and I request that the charges be dropped.”

In response, Todd said: “I was aware of and have been following

your father's case. I know you will understand that the independent judicial process has to be followed.”

Last Friday (May 17) the Director of Public Prosecutions (DPP), JoAnn Meloche, dropped the charges against Norrell, as well as another tourist who was charged on April 25, Cathy Davis.

FALLOUT However, the TCI is still battling the fallout from the arrests – the initial responses have been an outright attack on the Turks and Caicos Islands.

One of the more absurd criticisms thrown our way was that the TCI is ‘anti-American’.

Tom Lyons, a writer with the Sarasota Herald Tribute, the paper Norrell gave his story to when he returned to the United States after posting bail, had the most interesting ‘petition’ I have read in a while.

His ‘article’, dated May 8, read: “Potential Turks and Caicos visitors beware: Your stay could be much longer than planned, with accommodations well below par.

Costs may skyrocket. Best to travel without luggage.

“Maybe it would be improper of me to hope for the collapse of the tourist industry in the Turks and Caicos without adding an escape clause.

“But the only reason not to support a boycott of the British protectorate

Beauty salon robbed

ROYAL Turks and Caicos Police are investigating a burglary, which was reported on Thursday May 16, at 11.40am.

An owner of a beauty salon in Residence Yard in Five Cays reported that the establishment was secured at 10pm on Wednesday, May 15, and upon returning at 9am the

next day, it had been broken into.

Missing were some fashion jewellery, women’s watches, one black TV box, one TV and one black RCA radio.

The Criminal Investigation Department is carrying out further investigations into this incident.

Woman arrested for throwing stones at another A 44-YEAR-OLD woman was arrested after another woman reported that she threw stones at her at her workplace on Reese Street in Five Cays.

This incident was reported on Thursday, May 16, and responding officers later arrested the 44-year old female

in Five Cays area in connection with this report.

The complainant was taken to the Cheshire Hall Medical Centre where she was examined and treated for a non-life threatening injuries.

Investigations are on-going into this matter.

“Both were arrested on the same serious criminal charge after being told a bullet - yes, just one - was found in his or her luggage.

“Nothing could be easier to plant in an outgoing traveller’s bag, of course.

“Turks and Caicos police are instructed to be zealous about enforcing their rather extreme antigun laws.

“Who knows what police were thinking as they hauled a 60-yearold Texas woman to jail for alleged possession of a bullet that she said she knew nothing about, but even the dimmest police administrator surely could have smelled a rat the next day when a second tourist was found to have exactly one bullet in his luggage, too.

“Sherlock Holmes has not even a distant relative in the Royal Turks and Caicos Island Police, it seem “Balderdash. I wouldn’t expect the Governor to lean on a judge, but he certainly can make it adamantly clear to police officials and prosecutors that everyone with a glimmer of common sense already sees the charges as absurd ones that should be dropped immediately.

“Anyone unable to grasp that Todd could say - must be thought a fool or a supporter of a scam targeting tourists.

“It is hard to imagine the degree of incompetence required when a police administrator or prosecutor is unable to deduce these must be false charges based on planted items designed to appear like evidence of what would be an absurd crime.

“But it seems total police independence is all that matters to the Governor. Independence in the sense of letting police be out of control and free to file absurd charges, no thought required, without criticism.

“I don’t normally do travel advisories, but in my places-to-go ranking, Turks and Caicos just took a spot not far above North Korea.”

DISRESPECTFUL Lyons’ ‘article’ is rife with disrespect for the Turks and Caicos Islands.

Moreover, I am not sure he appreciates the fact that if a local turns up in the United States with

a 9mm round in his or her luggage the reaction could quite possibly be far worse that Norrell has experienced – given the country’s enhanced security measures after the 9/11 attacks, which are completely understandable.

Importantly too, he seems to be in need of a serious reality check.

One: Lyons claims that the “blatantly bogus criminal charges used to terrorise and rob two American visitors,” his rationale for that clearly something out of heaven knows where, as a significant portion of the TCI’s Gross Domestic Product (GDP) comes from the tourism sector and the people of these Islands are well aware of that fact.

Second: He says, “Nothing could be easier to plant in an outgoing traveller’s bag, of course,” and to his claim I would only say that his country has detained persons at their airports on shallower grounds.

Third: Lyons posits that, “Turks and Caicos police are instructed to be zealous about enforcing their rather extreme anti-gun laws,” which is a statement that has me convinced that he has his countries mixed with us, particularly since the TCI has no extreme anti-gun laws in place.

Quite the opposite, the Premier, Dr. Rufus Ewing, and his administration are only now looking at a moratorium on the issuance of licenses for certain types of weapons, including rifle and firearm legislation to ensure that persons act responsibly.

Fourth: He maintains that anyone unable to see the absurdity of the charges “must be thought a fool or a supporter of a scam targeting tourists,” which is another crazy allegation, considering the thousands of tourists to the island chain that have had only good things to say about their visit.

Fifth and lastly: Lyon said: “It seems total police independence is all that matters to the Governor.

Independence in the sense of letting police be out of control and free to file absurd charges, no thought required, without criticism.”

I am sure that in most democracies, including the United States, the executive and judicial arms of government are separate and neither has any business trying to influence the other.

DUE PROCESS Due process is a concept that prevails in the Turks and Caicos Islands and is one that also protects the rights of individuals.

For all intents and purposes process should be allowed to take its course and no country should have to worry about being negatively painted

for adhering to this age old principle.

Yes, what has happened is unfortunate and the circumstances under which it happened are being questioned, but that said, due process will ensure that justice is served.

Americans, like every other person of every other nationality have to subject themselves to the rule of law and that is not said with any sort malice, but is a statement of fact.

Tourists to these Islands are treated with respect and shown every other courtesy to make their visit to here pleasantly memorable one.

Prior to Norrell’s arrest, if he and his wife were honest with themselves and the people they shared their unfortunate story with, I’m sure they would have to admit that up to the time of his arrest their visit to the TCI was a pleasant one.

It is an injustice being done to these ‘Beautiful by Nature’ Islands to be labelled so harshly over two unfortunate incidents, Norrell’s and the other woman who faced a similar predicament.

Looking at the bigger picture, what would the any Turks and Caicos Islander gain by sabotaging the country’s main earning industry?

It is the jobs of locals that will be on the line; their families that have to be fed; their children that have to be schooled; and their lives that will be thrown into chaos if the country’s largest industry fails.

So yes, Mr. Lyons, it is improper for you to hope for the tourism industry to collapse and such a hope has no escape clause.

Salt Cay dock being considered for repairs MINISTER for Government Support Services, George Lightbourne, told the House of Assembly last Wednesday that the dock at Salt Cay is being considered for repairs.

He was responding to a parliamentary question by the Elected Member for Grand Turk South and Salt Cay, Edwin Astwood, on the status of the Salt Cay roll-on roll-off dock.

Lightbourne said the intention of his Ministry is to budget for repairs to the dock.

The dock was damaged by hurricane winds.

Iguanas and Little Water Cay THIS month, we are celebrating Biodiversity Day, thus, it is fitting to feature one of our own endemic animals, the Turks and Caicos Rock Iguana and its habitat, Little Water Cay. Listed among Turks and Caicos Islands’ must-see places to see and visit is Little Water Cay, most popularly known as Iguana Island.

This 116-acre Cay lies just off the eastern end of Providenciales. It is home to between 2000 to 3000 Turks and Caicos Rock Iguanas (Cyclura carinata carinata). A day of visit to Little Water Cay means stepping on the only place in the world where you could see this species of iguana in their natural habitat.

Little Water Cay is a nature reserve and neither dogs nor cats are permitted on the island. This is to ensure the survival of this critically endangered species.

As you walk along the boardwalk, which was made specifically for visitors to avoid stepping on the iguanas and disturbing their habitat, some iguanas will greet you while others hide in shallow burrows dug in

sand or under rocks. Others busy with eating berries, leaves and fruits and some more enjoying “sun-bathing”.

The Turks and Caicos Rock Iguana is the largest native land animal in the country and plays a very important role in the ecosystem. Their foraging activities help to maintain native plant communities and aid in the dispersal and germination of seeds.

Like all Cyclura species, the Turks and Caicos Rock Iguana is primarily herbivorous, consuming leaves, flowers, and fruits from over 58 different plant species. The Sea Grape is one of their favorite foods.

Interestingly enough, plants and trees benefit from the iguanas as do they

to these reptiles by being sources of food. The tree benefits from iguanas eating its pods; in iguana stomachs, the seeds are cleansed of pests and their waterproof coating is removed, allowing them to grow in the fertile surroundings of iguana droppings.

In the morning, they emerge from their burrows and bask in the sun before going off to feed. At midday, when the sun is the hottest, they retreat into the shade to avoid overheating.

During mating season, beginning early May, the nesting females, characterized by their lack of spines, dig a side tunnel off the main burrow to lay their eggs. After laying their eggs in early summer, the female seals up the nesting chamber and walks away. The heat from the sand incubates the eggs, which hatch about 90 days later. Guided by instinct, the small hatchling dig their way out through the top of the chamber and emerge into the sunlight.

Iguanas at Little Water Cay have colored beads on them. Scientists and researchers used bead tagging, which is a harmless procedure, to learn and get information about iguanas’ life span and survival, reproductive rate, eating and mating habits and individual growth rates.

Seventh Day Adventist church celebrates Religious Liberty Day THE SEVENTH Day Adventist (SDA) church in Blue Hills commemorated Religious Liberty Day on Saturday at their campus under this year’s theme ‘Give thanks’.

In attendance were prestigious bodies including the Premier Rufus Ewing, Leader of the Opposition Sharlene CartwrightRobinson and Human Rights Commissioner Doreen Stubbs, all

three bringing messages in their official capacities.

President of the TCI Mission of Seventh Day Adventists, Pastor Michael Smith, was the guest speaker.

The Customs Department was presented with plaques and other mementos.

Law firms were also presented with appreciation plaques by the SDA Mission.

Bouncy castle set up for the children

TCI Red Cross puts on family fair IN EFFORTS to raise funds for community initiatives the TCI Red Cross put on a family fair and fun day on Saturday at the parking lot of their headquarters in Providenciales.

There were a lot of games for the children including a bouncy castle and a water balloon fight with prizes.

Volunteer coordinator for the TCI Red Cross, Samantha Dash-Rigby, noted that there was

no specific area that the funds would go towards but it definitely would be used in assisting the community.

“This a fundraising drive where we’re raising funds and as people may know we are active in the community especially during hurricane season and other natural disasters also when illegal sloops come in.

“The money raised will go towards our different charity events,” she said.

Ride in paradise with Turks and Caicos Cycling Club THEIR love for cycling added to the great potential they envision for the sport in the Turks and Caicos Islands has driven a group of passionate individuals to form the country’s first cycling club.

At the launch on Saturday (May 18) to prospective members, sponsors, government representatives and the media, cofounders unveiled plans for the new club along with presentation of their website and official club t-shirts.

President of the cycling club, Paul Vaughn, said the ambitious group “is looking to take the sport forward here in the Turks and Caicos.”

Activities planned include group rides, getting more youths involved in the sport and trying to make cycling a mode of transportation for residents.

The group encourages individuals to join in riding with them for the health benefits, recreation or love of the sport.

Hoping to start a federation with the Government, Vaughn intends to train young children to compete in interregional and international cycling events.

Another aim of the club is to inspire individuals to cycle instead of drive to various destinations around the islands since the terrain is mostly flat and riding is easy.

They urge businesses to make provisions for employees with bikes so that they feel more comfortable to ride to work.

Acknowledging that this will not

happen overnight, they promise to work passionately towards these goals and more.

Beyond the local focus, the group will place emphasis on making the TCI - especially North and Middle Caicos - a choice destination for cycling enthusiasts from other countries.

Cofounder of the organisation, Luc Despins, said he has a lot of dreams of where it could go and pointed out the huge potential for “cycling in tourism”.

He said that many people from North America who would like to train during the winter go to Spain and Italy; countries which are very far away.

“They could come here and be training in Middle and North Caicos. There’s about 75 miles round trip between the edge of North Caicos to the end of Middle Caicos and back and there are hardly any cars, it’s a beautiful road and it’s always sunny,” said Despins.

Minister of Education, Youth, Sports and Culture, Akeirra Missick, endorsed the club with well wishes and encouragement for them to reach their goals.

She thanked the organisation for taking the initiative to form such a club and being so passionate about getting more residents and children involved in the sport.

Missick said she was especially pleased that they are taking it to the family islands and looks forward the

development of this new aspect of tourism.

The cofounders launched the website to make it easier for locals to access information and communicate with the group to join in rides.

Another major reason was to reach cyclists in other countries to confirm that the TCI is a safe and beautiful place to ride.

Eight hurricanes expected this season ADDING its voice to predictions of some pretty wild weather for the Caribbean and the United States in the forthcoming months, private weather firm AccuWeather has concurred with the forecasting teams who have already predicted an above-average Atlantic hurricane season this year.

In a forecast released earlier this week, AccuWeather expects that 16 named tropical storms will form, of which eight will become hurricanes.

Based on records that go back to 1950, an average season’s tally is 12 tropical storms, of which six are hurricanes, according to the National Oceanic and Atmospheric Administration (NOAA).

The above-normal number of storms predicted by forecasters to date is attributed to unusually warm water across the Atlantic and Caribbean, along with less frequent wind shear.

According to AccuWeather, three of the storms are predicted to make landfall in the United States, with Florida thought to be long overdue for a direct hurricane hit. While the state has been hit by named tropical storms in the past couple of years, AccuWeather meteorologist Dan Kottlowski says a direct hit by a hurricane has not occurred since Hurricane Wilma in 2005.

In their pre-season forecast issued last month, Colorado State University (CSU) weather gurus Phil Klotzbach and William Gray also predicted a turbulent, above-average storm season. The CSU tropical research experts predicted a high 18 named storms, including nine hurricanes, four of which would be major.

The Caribbean received a total of 21 million tourist arrivals in 2012.

That was announced this week at the 55th Meeting of the UNWTO Commission for the Americas, which is being held in San Jose, Costa Rica.

This year, the Caribbean’s tourism sector is outperforming both 2011 and 2012, according to recent UNWTO data.

saw the biggest increase of any global region, according to the UNWTO, with a 7 percent increase in tourism receipts.

No mismanagement at Clico, world recession caused collapse – Former financial chairman

THE world recession and not mismanagement was responsible for the collapse of the CL Financial empire, former CL Financial chairman Lawrence Duprey says.

In an exclusive interview in Fort Lauderdale, Florida, last week, Duprey told the T&T Guardian that the 2009 recession, which resulted in the drastic decline of international trade and the shrinking of the economy, ultimately led to the company’s collapse.

“It’s the downturn and the bubble that burst that hurt the company,” he said. “It’s not mismanagement, or what I do or what anybody else did.”

He said T&T is a small population and “in a small state, you have to determine your own future. In a small state, you have to build on savings.” He said people who save always want to grow big and Clico was a generator of finance.

“We were the caretaker of the people’s savings,” he said. “That’s why it is ridiculous to say that

I’m going to do something wrong because I know I am a caretaker of plenty people’s savings. Mentally, I helped them save. I also helped them to be better people through their savings.”

Duprey said Clico encouraged people to save and contrary to what is being said, he never bought a yacht or Mercedes Benz with the company’s savings. “I had a Mercedes, but I end up driving my Honda. My Honda was about 18 years old and that satisfied me, wherever I wanted to go,” he said. Duprey said h e assisted people with savings plans and a lot of those people made sacrifices when saving to purchase policies. Adding that he has never been in T&T long enough to know what is occurring, Duprey also said those speaking ill of him do not know him. Duprey was initially slated to give evidence at the recentlyconcluded enquiry, but subsequently indicated to lone commissioner Sir Anthony Colman, QC, that after consultations with his legal team, he would not be appearing because of the criminal probe against him.

Several people who appeared before the enquiry gave testimony about the alleged mismanagement at Clico.

He told the Senate on Tuesday that the figure does not include the US$40 million in fuel subsidy to the airline even though he insists that the airline remains solvent.

“Government has made certain provisions for the airline to restructure its balance sheet. One of the things they have done is to use a lot of their cash to actually do acquisitions of the planes and I have instructed a new restructuring of the balance sheet where you would need to borrow and replace the cash which was being used.

“It’s better to leverage the assets rather than leave it unencumbered but having the company incurring significant debt obligations,” Howai added.

But Opposition legislator Dr. Lester Henry said he was “astounded that the minister could describe as solvent a company which cannot cover its costs and no money in the bank”.

But Howai insisted that while the company may be cash-strapped but it had assets.

“Perhaps the decisions made in respect of how those assets would be leveraged and what kind of leveraging you have for the balance sheet were not addressed perhaps in the way that others might have done,”

Cameron warns overseas territories on tax PRIME Minister David Cameron has urged British overseas territories to “get their house in order” and sign up to international treaties on tax.

He wrote to 10 territories and crown dependencies, including the Cayman Islands and the Isle of Man, which operate low-tax regimes.

Critics claim such places are used by companies for tax avoidance or evasion.

The plea came ahead of a G8 summit in June, when the UK is expected to push for tighter tax measures.

“With one month to go, this is the crucial moment to get our own houses in order,” Mr Cameron wrote in the letter.

“I respect your right to be lower tax jurisdictions... but lower taxes are only sustainable if what is owed is actually paid.”

‘COMPLEX ARRANGEMENTS The 10 territories that received the letter are Bermuda, the British Virgin Islands, the Cayman Islands, Gibraltar, Anguilla, Montserrat, the Turks and Caicos Islands, Jersey, Guernsey and the Isle of Man. Some have been described by the UK government as having “complex tax arrangements”.

Low taxes and light touch regulation have seen some of them become major centres for international business.

PLANS to legalise same-sex marriage in England and Wales return to the Commons later, amid continuing opposition from some Conservative activists and MPs. The Marriage Bill was approved by a 225-vote majority when it was last debated by MPs in February, but nearly half of all Tories voted against it.

On Sunday, a letter signed by more than 30 past and present local Tory Party chairmen urged the PM to drop the bill.

A group of MPs has been taking detailed evidence on the samesex marriage proposals in a public committee since February, hearing from witnesses including equalities ministers, backbench MPs, church groups and gay rights campaigners.

MPs get a free vote on the Marriage (Same Sex Couples) Bill as it is considered an issue of conscience. Two of those opposing it at its second reading in February were cabinet ministers - Environment Secretary Owen Paterson and Welsh Secretary David Jones.

Last week, Defence Secretary Philip Hammond said too much time had been spent on a policy which had angered many.

The bill’s supporters, who include Deputy Prime Minister Nick Clegg and Labour Leader Ed Miliband, say

However, Labour, whose support has guaranteed the bill’s progress so far, accused the Tories of exaggerating the impact of changes to civil partnerships, but said it would not allow the Tories to use this as an excuse to drop the bill.

He told the BBC that churches would be protected from having to hold same-sex weddings and the bill’s “time has come” as attitudes had changed.

“No political party, I think, can survive unless it’s in touch with the prevailing attitudes of the day,” he said.

MP Tim Loughton is among a group of Tories who will try to amend the bill, with a plan to extend civil partnerships to heterosexual couples.

He said the amendment would address a “very clear inequality” of the bill that would mean heterosexual couples would “only have the choice of a marriage”.

Hero cop, who sat next to the first lady, charged with rape A FORMER “top cop,” who had the honour of sitting next to first lady Michelle Obama during a televised presidential speech four years ago, is facing rape allegations.

Richard DeCoatsworth left a party with two women on Thursday, according to authorities.

The women called authorities and said once they arrived at a second, undisclosed location, the retired officer pulled a gun on them, the Philadelphia Police Department said in a statement.

He allegedly forced them “to engage in the use of narcotics and to engage in sexual acts,” the statement said. He was charged with rape on Saturday.

DeCoatsworth became a hero in 2007, after an assailant shot him in the face with a shotgun, according to a White House statement preceding

President Barack Obama’s 2009 speech to Congress.

Then a rookie on the Philadelphia police force, DeCoatsworth had followed a group of men in a car, whose activities he found suspicious.

They parked and three men got out of the vehicle.

As he followed them on foot, a fourth man emerged from the car and fired a blast from a shotgun at DeCoatsworth’s face. He briefly lost his eyesight.

“But when his vision returned, he was still standing. Bleeding from the face, DeCoatsworth chased the perpetrator on foot for nearly two blocks. The officer returned fire and put out flash information on the subject during the pursuit, before he finally collapsed,” the White House statement said.

When Army Spc. Larry Shaffer arrived home last week from a stint in Afghanistan, he barely recognized the woman who had come to meet him at the Wilmington, N.C., airport.

It was his wife, Misty, whom he hadn’t seen for a year.

It was, in fact, the new Misty: She has shed 100 pounds since they parted.

“I just kept pictures off Facebook, off the Internet,” Misty told KSN. com. “When I did send him pictures, they were from the shoulder up.”

“Wow,” Shaffer said after seeing Misty. “This is icing on the cake because I’ve been happy with the way she’s looked since Day 1 but it’s something she wanted to do, and she reached her goal.”

The reinvented Misty wasn’t the only shock facing Shaffer. While his wife had grown smaller, his daughter

Nevaeh had grown bigger as she reached 3 years old.

But wait, there’s more: a new house.

“He’s been wanting to buy a house now forever, and I went and did it while he was gone,” Misty said.

Shaffer was first greeted off the plane by his mom, Barbara Suerken, who broke down in tears when she spotted her son coming through the terminal. “It’s been hard, but we got through it,” she said.

As Shaffer turned toward baggage claim, a crowd of family and friends yelled, ‘Surprise!’ Then the crowd parted to let Misty through for the big reunion.

“Everything’s new,” said Shaffer, who handed his daughter a stuffed camel he’d bought in Afghanistan.

“I pretty much have a new wife.

Young Missouri girl dies while driving and texting STUDENTS at a small town in Missouri are mourning the death of a teen girl who died in a traffic accident while texting, according to authorities.

Savannah Nash, 16, pulled in front of a tractor-trailer on a highway outside her hometown of Harrisonville on Thursday afternoon.

Investigators found a cell phone in the damaged car with an incomplete text waiting to be sent.

“That is a probable contributing circumstance to the crash,” Highway Patrol Sgt. Bill Lowe told local station KDFW. Nash, who had been wearing a seatbelt, got her driver’s license May 9, the day after she turned 16. She had only been driving that car for four days when the crash occurred.

She was a freshman at Harrisonville High School and regularly appeared on the honor roll.

On Saturday, North Korea launched three short-range guided missiles into the sea, also known as the East Sea, off the Korean Peninsula’s east coast, Yonhap reported.

The missiles on Saturday were fired in a northeasterly direction, away from South Korean waters, the ministry said.

South Korea has beefed up monitoring on North Korea and is maintaining a high level of readiness to deal with any risky developments, the ministry added, according to Yonhap.

According to the Arms Control Association, a U.S.-based organization, short-range guided missiles are generally classified as those traveling less than 1,000 kilometers (about 620 miles).

U.S. and South Korean officials feared at that time that Kim Jong Un’s regime was planning to carry out a test launch of longer-range ballistic

missiles, believed to be Musudans.

The South Korean government says they have a maximum range of 3,500 kilometers (2,175 miles).

Andrew Salmon, a journalist and author based in the South Korean capital, Seoul, said North Korea’s reported launch of short-range missiles Saturday should not cause the same degree of concern as the launch of a satellite or medium-

range Musudan rocket.

“It’s a short-range tactical weapon. If any other country launched this kind of weapon, it’s a routine test, nobody would be too worried. It’s really simply because it’s North Korea doing this that it raises concerns,” he said.

Argentina ex-military leader Jorge Rafael Videla dies FORMER Argentine military leader Jorge Rafael Videla has died aged 87 while serving a life sentence for crimes against humanity.

He is reported to have died from natural causes in prison.

The general was jailed in 2010 for the deaths of 31 dissidents during the 1976-83 military dictatorship, of which he was overall leader until 1981.

Up to 30,000 people were tortured and killed during this period, in a campaign known as the “Dirty War”.

Gen Videla had been sentenced to life in prison for torture, murder and other crimes in 1985, but was pardoned in 1990 under an amnesty given by the president at the time, Carlos Menem.

In April 2010, the Supreme Court upheld a 2007 federal court move to overturn his pardon.

Eight months later he was found “criminally responsible” for the torture and deaths of 31 prisoners and jailed for life.

Most of the left-wing activists were taken from their cells in the central city of Cordoba and shot dead shortly after the military took power.

The army said at the time that they were killed while trying to escape.

Gen Videla was one of 30 members of the security forces charged with the murders.

Videla was accused of being the main architect of what became known as Argentina’s “Dirty War”.

Last year, he was also convicted of overseeing the systematic theft of babies from political prisoners.

At least 400 babies are thought to have been taken from their parents while they were held in detention centres.

More than 100 children given for adoption to military or police couples have since been reunited with their biological families.

A court in Buenos Aires sentenced Videla to 50 years in prison, while another ex-military leader, Reynaldo Bignone, received 15 years for his alleged role in the crime.

In an interview with an Argentine

journalist last year, Videla said the crackdown he oversaw was the price Argentina had to pay in order to remain a republic.

“War, by nature, is cruel,” he said.

“An internal war, between brothers, is especially cruel.”

Jose Miguel Vivanco, director of Latin America for US-based Human Rights Watch, said Videla presided over one of the region’s cruellest repressions in modern times.

Sunshine vitamin may ‘treat asthma’ THE amount of time asthma patients spend soaking up the sun may have an impact on the illness, researchers have suggested.

A team at King’s College London said low levels of vitamin D, which is made by the body in sunlight, was linked to a worsening of symptoms.

Their latest research shows the vitamin calms an overactive part of the immune system in asthma.

However, treating patients with vitamin D has not yet been tested.

People with asthma can find it hard to breathe when their airways become inflamed, swollen and narrowed.

Most people are treated with steroids, but the drugs do not work for all.

SUNSHINE “We know people with high levels of vitamin D are better able to control their asthma - that connection is quite striking,” said researcher Prof Catherine Hawrylowicz.

Her group investigated the impact of the vitamin on a chemical in the body, interleukin-17. It is a vital part of the immune system and helps to fight off infections.

However, it can cause problems when levels get too high and has been strongly implicated in asthma.

Brain stimulation promises ‘long-lasting’ maths boost APPLYING high-frequency electrical noise to the brain can boost maths skills up to six months later, say Oxford University researchers.

A small study in Current Biology suggests the brain stimulation technique makes neurons function more efficiently.

It could help those suffering with neurodegenerative illness, stroke or learning difficulties.

An expert said the technique could have “real, applied impact.”

Transcranial random noise stimulation (TRNS) involves applying random electrical noise to targeted areas of the brain by placing electrodes on the surface of the scalp.

It is a relatively new method of brain stimulation which is painless and non-invasive.

Fifty-one students from the University of Oxford, split into two groups, were asked to perform two arithmetic tasks over a five-day period. Only one group received TRNS while performing the tasks each day.

The tasks tested participants’ abilities for calculation (eg 3217+5=20) and rote learning (committing times tables such as 4x8=32 to memory).

The brain stimulation technique could help children who struggle with arithmetic, say researchers.

Dr Roi Cohen Kadosh, study author from the department of experimental psychology at the University of Oxford, said the noise stimulation group showed improvements in cognitive and brain functions compared with the control group.

“Performance on both the calculation and rote learning tasks improved over the five days, and the former improvements were

maintained until six months after training.

“Our neuro-imaging results suggested that TRNS increases the efficiency with which stimulated brain areas use their supplies of oxygen and nutrients.”

There were no significant differences in performance between the groups at the start of the study yet TRNS was found to improve the speed of learning for both calculation and rote learning tasks.

Six months later, when participants were contacted again and asked to solve calculations, researchers found that the group which had received five days of transcranial random noise stimulation showed “superior long-term performance, compared to sham controls”.

Cohen Kadosh and his colleagues had previously shown that another form of brain stimulation could make people better at learning and processing new numbers.

But he said transcranial random noise stimulation could help more people because it had the potential to improve the ability to add, subtract or multiply a string of numbers in your head - not just new number learning.

RETIREMENT has a detrimental impact on mental and physical health, a new study has found.

The study, published by the Institute of Economic Affairs (IEA), a think tank, found that retirement results in a “drastic decline in health” in the medium and long term.

The IEA said the study suggests people should work for longer for health as well as economic reasons.

The government already plans to raise the state pension age.

The study, which was published in conjunction with the Age Endeavour Fellowship, a charity, compared retired people with those who had continued working past retirement age, and took into account possible confounding factors.

Philip Booth, programme director at the IEA, said the government should go further to deregulate

labour markets and allow people to work for longer.

“Working longer will not only be an economic necessity, it also helps people live healthier lives,” he said.

Edward Datnow, chairman of the Age Endeavour Fellowship, said: “There should be no ‘normal’ retirement age in future.

“More employers need to consider how they will capitalise on Britain’s untapped grey potential and those seeking to retire should think very hard about whether it is their best option.”

The study suggests there is a small boost to health immediately after retirement, before a significant decline in the longer term.

Retirement is found to increase the chances of suffering from clinical depression by 40%, while you are 60% more likely to suffer from a physical condition.

Close call: Massive two-milewide asteroid will miss Earth, according to NASA NASA scientists say an asteroid nearly 2 miles in length will pass by the Earth on May 31. While it won’t be visible to the naked eye or amateur astronomers, its 3.6 million mile distance from the Earth qualifies as a relatively near approach. The distance is roughly 15 times further from Earth’s nearest neighbouring body, the moon.

In a statement released by NASA officials, the asteroid is described as, nine times larger than a cruise ship, and would require a telescope with a lens at least 230 feet wide to view from Earth. NASA will be using two 230-foot radar scopes to view the flyby.

The asteroid, named 1998 QE2 after the year and time frame in which it was discovered, will not pass this closely to the Earth for another 200 years. Scientists at NASA say it will be close enough for astronomers to employ its ground-based telescopes to map the asteroid’s surface in detail.

Lance Benner, an astronomer

at NASA’s Jet Propulsion Laboratory in Pasadena, California, said he expects to collect data on the asteroid’s topographic details, including features as small as 12 feet in diameter, which are expected to be seen clearly.

“We expect to obtain a series of high-resolution images that could reveal a wealth of surface features,” said Benner.

Study of the near-Earth asteroid and others like it can help scientists understand more about potential impacts to the Earth and perhaps aid in discovering and tracking additional near-Earth asteroids. Benner said, “Whenever an asteroid approaches this closely, it provides an important scientific opportunity to study it in detail to understand its size, shape, rotation, surface features, and what they can tell us about its origin.”

Benner said close observation could lead to important information and where the asteroid is headed.

Embryonic stem cells: Advance in medical human cloning HUMAN cloning has been used to produce early embryos, marking a “significant step” for medicine, say US scientists.

The cloned embryos were used as a source of stem cells, which can make new heart muscle, bone, brain tissue or any other type of cell in the body.

The study, published in the journal Cell, used methods like those that produced Dolly the sheep in the UK. However, researchers say other sources of stem cells may be easier, cheaper and less controversial.

Opponents say it is unethical to experiment on human embryos and have called for a ban.

Stem cells are one of the great hopes for medicine.

Being able to create new tissue might be able to heal the damage caused by a heart attack or repair a severed spinal cord.

There are already trials taking place using stem cells

taken from donated embryos to restore people’s sight.

However, these donated cells do not match the patient so they would be rejected by the body. Cloning bypasses this problem.

The technique used - somatic cell nuclear transfer - has been well-known since Dolly the sheep became the first mammal to be cloned, in 1996.

Skin cells were taken from an adult and the genetic information was placed inside a donor egg which had been stripped of its own DNA. Electricity was used to encourage the egg to develop into an embryo.

However, researchers have struggled to reproduce the feat in people. The egg does start dividing, but never goes past the 6-12 cell stage.

A South Korean scientist, Hwang Woo-suk, did claim to have created stem cells from cloned human embryos, but was found to have faked the evidence.

Now a team at the Oregon

Health and Science University have developed the embryo to the blastocyst stage - around 150 cells - which is enough to provide a source of embryonic stem cells.

Dr Shoukhrat Mitalipov said: “A thorough examination of the stem cells derived through this technique demonstrated their ability to convert just like normal embryonic stem cells, into several different cell types, including nerve cells, liver cells and heart cells.

“While there is much work to be done in developing safe and effective stem cell treatments, we believe this is a significant step forward in developing the cells that could be used in regenerative medicine.”

Chris Mason, a professor of regenerative medicine at University College London, said this looked like “the real deal”.

George Michael injured in M1 crash SINGER George Michael has been airlifted to hospital with a head injury following a crash on the M1.

The former Wham! star, 49, remains in hospital after the crash at junction 6A, near St Albans, Hertfordshire, A spokesman for Michael confirmed he had been involved in an accident on Thursday but said the singer only had “superficial cuts” and was “fine”.

A DANCER-choreographer befriended by Michael Jackson when he was a child now calls the late pop icon “a pedophile and a child sexual abuser”.

Wade Robson, who is seeking money from Jackson’s estate for alleged child sex abuse, talked about his claims Thursday on NBC’s “Today” show.

Robson, now 30, denied in testimony at Jackson’s child molestation trial in 2005 that he had been molested by the singer.

Two months after Jackson’s death in 2009, Robson said they had “a wonderful relationship” and he called Jackson “a kind human being.”

“This is not a case of repressed memory,” Robson told “Today’s” Matt Lauer.

“I never forgot one moment of what Michael did to me, but I was psychologically and emotionally completely unable and unwilling to understand that it was sexual

abuse.”

The lawyer for Jackson’s estate called the accusations “outrageous and sad” in a statement given after the Thursday interview.

“Mr. Robson has adamantly denied under oath and in numerous interviews over the past 20 years that Michael Jackson ever did anything inappropriate to him,” Jackson estate attorney Howard Weitzman said. “He now wants us to believe that he committed perjury at least twice and has been lying to anyone and everyone about Mr. Jackson since the early ‘90s so he can file a claim for money. Mr. Robson’s transparent lawsuit comes nearly four years after Michael passed.”

The accusation came in the form of a creditor’s claim against the estate in a Los Angeles probate court this month.

by Trickle -- that “there would be a dead body and it would be his,” that county’s sheriff’s office said in a news release.

There was no answer when authorities tried to call the number back.

Tearful Beckham signs off with win in Paris DAVID Beckham left the pitch in tears as he completed the final home match of his 20-year career.

Paris St-Germain’s game against Brest was briefly halted as Beckham, captain for the night, was substituted after 81 minutes, his team-mates congregating in the middle of the pitch to applaud him.

PSG president Nasser Al-Khelaifi said afterwards: “It’s up to the coach but I think that will be David’s last match.”

PSG, who are already champions, won 3-1 against relegated Brest.

“I want to say thank you to everybody in Paris - to my teammates, to the staff, to the fans,” Beckham said as he addressed PSG supporters after the final whistle.

“It’s been very special to finish my career here. It could not have been any more special.

RAFAEL Nadal dropped only four games as he beat Roger Federer in 68 minutes to win his seventh Italian Open title.

In the 30th career meeting between the pair, who share 28 Grand Slam singles titles, the Spaniard raced to a 6-1 6-3 victory at Rome’s Foro Italico.

In 2006 Nadal edged a classic final against Federer in this event, but this year he prevailed with plenty to spare.

Oscar Pistorius is not mentally ready to compete after being charged with the murder of girlfriend Reeva Steenkamp.

Pistorius will not compete for the rest of the year PARALYMPIC gold medallist Oscar Pistorius will not compete again this year as he awaits trial for murder.

Pistorius, 26, is on bail after being charged with the murder of girlfriend Reeva Steenkamp but can compete before his court case is heard.

His agent, Peet van Zyl, said the six-time Paralympic champion was not mentally ready to return to the track.

“There was never any pressure from me or his coach (Ampie Louw) to return, it’s his decision,” said van Zyl. It means the South African will

not compete in the IPC World Championships in Lyon in July.

Pistorius was arrested after shooting Steenkamp dead on 14 February and has not competed since.

The double amputee, known as Blade Runner because of the carbon fibre prosthetic blades he races in, claimed he mistook Steenkamp for a burglar and has denied murder.

On 22 February, Pistorius was granted bail and had certain conditions lifted which meant he could compete in events outside his homeland.

SERENA Williams completed her French Open preparations by beating Victoria Azarenka to win the Italian Open - her fourth consecutive tournament victory.

Williams, the world number one, powered to a 6-1 6-3 victory in Rome, extending her unbeaten run to 24 matches.

The American, 31, will head to Paris as a strong favourite to win the title at Roland Garros for only the second time.

Her victory at the Foro Italico on Sunday followed wins in Miami, South Carolina and Madrid.

A final tally of 41 winners to 12 illustrated the difference between Sunday’s finalists, with Williams constantly threatening Azarenka and keeping her on the back foot.

Azarenka, 23, lost her number one ranking to Williams earlier this year and had won only two of their previous 13 encounters.

The Belarusian put up some stern resistance in the early stages but, despite repeatedly taking Williams to deuce in an opening three games that lasted more than 20 minutes, the American won them all.

Azarenka got one of the breaks back in game four but then immediately dropped serve to love under pressure from the Williams return.

Dani Pedrosa was in dominant form again on his Repsol Honda to win a second straight championship round.

BWIC and CHHS defend titles BRITISH West Indies Collegiate (BWIC) and Clement Howell High School (CHHS) have successfully defended their titles in the PwC National Inter-School Tag Rugby Championships.

The event, held last Saturday at the Meridian Field, highlighted the improvement of the sport at the school level. Rugby officials were especially pleased that schools outside of Providenciales also showed signs of improvement.

Raymond Gardiner (North Caicos) and HJ Robinson (Grand Turk) came in for praises.

The latter were so impressive that they just lost to Clement Howell in overtime in the championship clash.

The final truly was a match worthy of the occasion with some wonderful rugby played, and there was no shortage of feeling in the game; the Provo – Grand Turk rivalry is clearly alive and well.

Round five was expected to continue on Thursday last since rain had restricted play the previous week.

Flyers are one win from title THE once mighty Grand Turk Stallions are battered and bruised after back-to-back defeats from the defending champions, Five Cays Flyers, in the Provo Amateur Basketball Association (PABA) Night League finals.

With victories on Friday and Saturday nights at the Gus Lightbourne Sports Complex, Flyers are just one win short of defending their title in the bestin-seven series. The Provo based team had won game one, before Stallions took game two. The latest results have left the series at 3-1.

SHOCKED STALLIONS The Stallions, who played to a 25-0 record prior to this series, could not stop the speed and the sharp shooting of the defending champs. Some felt that the Flyers would not defeat their opponents over the weekend since powerplayer and ace rebounder Ira Taylor was back in the lineup for the Stallions, but although Taylor was outstanding and he commanded the boards, the Flyers led by their consistent small forward Darado Fulford won 102-98 in game three before a 136-129 overtime win in game four.

On Friday night Fulford, who has been outstanding the entire series, scored 24 points and grabbed six boards while D. Williams and R. Been added 17 points each.

Taylor had a huge doubledouble. He scored 23 points and pulled down 22 boards, while D. Seymour scored 16 points, four assists and three steals.

The Stallions had a chance to win Game four, but the Flyers’ R. Been buried a critical shot from beyond the arc to send the game into overtime at 114.

The Flyers kept the momentum up for the seven point victory; Been continued to shoot, while centre Ehlo Seymour and Fulford drove to the paint for easy points.

Seymour led the winners with 30 points and nine boards while Fulford added 24 points and eight boards and Been 23 points, 10 boards and three steals.

Taylor was again amazing.

The “big man” scored 30 points and grabbed 20 rebounds to go with three blocks and two steals. Tamurri Lightbourne also scored 30 points, while he collected five boards. D. Seymour added 17 points, five boards and five steals for the Stallions.

Small forward Darado Fulford has led the Flyers in this series.
