Finance workshop, a boost to the industry THE ANNUAL workshop of the Caribbean Association of Insurance Regulators (CAIR), together with the Caribbean Regional Technical Assistance Centre (CARTAC), started on Monday at the Regent Palms.

Governor Ric Todd, in delivering the keynote address, stressed that this is another advance for the local financial services industry – having regulation bolstered.

Geared towards enhancing insurance supervision and regulation in the Caribbean region, the event was hosted under the theme ‘Risk Management through Group Wide Supervision and Reinsurance’.

Todd said: “It is an important conference for the TCI, first because it is good to have a conference like

this here.

“It is a great boost for the TCI and gives us a chance to market the country to a range of people.

“Secondly because the financial services industry is important for the TCI; it is small, but we are looking to develop it.

“One of the strengths of our sector is that it deals with insurance and reinsurance, which is the focus of the conference, so this is good.

“This is a good moment to remember that the regulation of the financial services is about high standard and about managing risk.”

The week-long conference and meetings, ending on June 7, brought 70 delegates from various Caribbean countries to Providenciales and was hosted by the Financial Services

Persons safe after missing vessel found AMONG the issues discussed at a Monday press conference at the Police Headquarters on Providenciales was the rescue of a man and woman who were lost at sea.

Although Police Commissioner Colin Farquhar did not get into full details of the event, he did make mention that the pair are now safe.

He said: “Both vessels are fine; it is a bit of a long story but both vessels are fine and everyone is fine.

“One of the things I do want to acknowledge is the assistance of the US Coast Guard, because they were out looking for the vessels along with the Royal Turks and Caicos Police Force.”

The man and woman departed Providenciales on May 28 [Tuesday] on a 35ft wooden

vessel powered by an inboard engine.

The boat, Anita B was scheduled to dock in Luperon, Dominican Republic, on Wednesday, May 29, at noon but the local agent was unable to contact the captain.

The vessel’s local agent contacted the maritime department after he made calls to the Dominican Republic and Haiti, being told that the vessel did not arrive.

Maritime Division Commander Assistant Superintendent Bacchus promptly contacted the United States Coast Guards, the Dominican Republic’s Navy and the Royal Bahamas police to expedite a search and rescue operation. (DAISY HANDFIELD)

Guided by external insurance experts, most of the attendees at the workshop comprised insurance supervisors from 20 CARTAC member country regulatory agencies.

Managing director of the FSC, Kevin Higgins, said: “It is the first time the Turks and Caicos Islands has done this so it is very important and what we are doing exactly is we are recognising the region as a leader in regulation.

“After four years of hard work, hiring staff, training staff and with new legislation coming on board we see that recognition that we know what we are doing.”

He added that given the theme, it is an even more pertinent week-long session, as the TCI has a number of Producer Owned Reinsurance Companies here (PORCS) in operation.

“The workshop on reinsurance is

important for us…it is an issue we are very close to our hearts,” Higgins said.

Also present at the event was president of CAIR, John Benjamin, and Dr. Arnold McIntyre, CARTAC programme coordinator.

Developed in 1994 to rationalise the regulation of the Caribbean insurance industry, CAIR’s objective is to advocate, encourage and support the development and enforcement of insurance regulation in the Caribbean according to worldwide-accepted standards.

The association evolved from meetings of the multidisciplinary CARICOM Working Party on Insurance and Reinsurance, which was responsible for the development of a report on catastrophe protection in the Caribbean.

It is a multi-jurisdictional mechanism for providing a forum of communication, information

sharing, training and research, geared to harmonising regulatory systems, and formalising cooperation as well as sharing information within the Caribbean.

CARTAC is an International Monetary Fund regional technical assistance centre developed to help Caribbean countries to strengthen human and institutional capacity and to design and implement sound macroeconomic policies that promote growth and reduce poverty.

It became operational in November 2001 and continues to help develop skills in the specialised areas required to design and implement measures to secure Caribbean-wide attainment of internationally accepted standards.

In the last few months, the TCI has signalled its commitment to high standards in the local financial services sector.

Guilty Padgett to be sentenced MILLIONAIRE developer, Richard Padgett is to face court again on September 16 after having pled guilty to bribery and conspiracy to pervert the course of public justice on Friday (May 31) via video link from London.

At the September hearing the court will decide on a suitable date for sentencing.

Presiding over the proceedings in Providenciales, Justice Paul Harrison accepted Padgett’s plea and made a number of stipulations regarding his remaining on bail in the United Kingdom throughout the proceedings.

The judge also directed the media present at the hearing not to report the names of the other parties named in the indictments, so as not to prejudice the proceedings.

Padgett, who was joined by his attorney, Collingwood Thompson QC, agreed to surrender his passport to his lawyers within 24 hours of the hearing; sign a waiver stating that he will raise no objections to any future extradition proceedings that may arise and that he will keep the court updated on his medical condition on a regular basis.

The defendant was allowed to enter his plea from the United Kingdom because of his ill health, the cause of which according to his doctor prevents his travelling.

The criminal charges against the poorly British businessman read as follows.

Between August 1, 2003, and August 31, 2009, he together with a number of other individuals (named in the charge) gave inducements by unlawful corrupt payments or other rewards (in the form of cash, credit, entertainment and other advantages), to two Government Ministers (also named) while they were serving

developer, Richard Padgett pled guilty to bribery and conspiracy via video link from London

as Ministers of the Crown in the Government of the Turks and Caicos Islands so that said persons would act in a way that was contrary to ordinary rules of honesty and integrity expected of Ministers of the Crown so as to benefit the said Richard Padgett and others in their commercial interests in the TCI. The allegation stated that Padgett, between January 1, 2008, and August 31, 2009, conspired together with other persons to pervert the course of public justice in that knowing that a judicial public inquiry was announced into the possible corruption or other serious dishonesty in relation to past and present elected members of the legislature of the Turks and Caicos Islands in recent years they agreed on a course of conduct that would have led to the presentation to the said Commission of Inquiry of false or forged documents designed to mislead that said Commission of Inquiry into believing that payments made for corrupt or dishonest purpose were in fact made for honest reasons.

Padgett, who also had civil proceedings against him, has reached a settlement agreement with the TCI

Government.

Special Investigation and Prosecution Team (SIPT) prosecutor, Andre Mitchell, advised the court on Friday that the agreement is being signed.

The civil claims arose from the Third Turtle development and another in relation to Crown land on East Caicos acquired by a company controlled by the defendant.

In the settlement agreement he has transferred to the Government land valued at about $7m and has also made a cash payment of $75,000 to the costs of investigating the claims.

The land transferred to TCIG includes about 540 acres of former Crown land on East Caicos (although some of this land is charged to a bank for about US$1.5m), and two parcels at North West Point and Richmond Commons on Providenciales totalling about 10 acres.

This latest settlement brings the total land recoveries made by the Civil Recovery Team to 3,058 acres, in addition to $19.6 million of cash paid or to be paid to the Government, a UK Government website reported.

Turn in your illegal weapons – police THE ROYAL Turks and Caicos Police Force and TCIG have embarked on a month-long gun amnesty from June 1 and are inviting everyone to take their unwanted and/ illegal firearms to police.

Governor Ric Todd, Deputy Premier, Akierra Misick, Commissioner of Police, Colin Farquhar, and Superintendent in charge of the Firearms Department, Darron Williams, updated the media on the month long gun pardon at the police headquarters on Monday (June 3).

Superintendent Williams said the hope of the force is to get as many illegal guns off the streets as possible by people voluntarily taking them to police.

He stated that there would be no ramifications involved in persons turning in their weapons.

Williams said: “Now there are ways that we would like for people to bring in these firearms; we are more concerned with the safety of people, the safety of our offices and the safety about our environment from which these firearms are coming.

“We don’t want anybody coming to the police station with firearms, if you are coming, you must first contact us for prior arrangements so we can have things in place to collect those firearms.”

He advised that persons should secure the weapon(s) in containers and the police will collect them, but if persons want to bring them into the stations and they are not secured in containers, then they need to leave the gun(s) in their vehicles and police will retrieve them.

He added: “If you intend to invite a police officer to your home to collect any firearm please do not approach the police; first of all make prior arrangements with us and we will tell you how and what time we’ll come for these firearms.

“We don’t want anybody coming to their doors with firearms, please leave the firearms in a visible area that we can see it and collect. These are all for safety purposes.”

On display at the Commissioner’s Office were several weapons on two tables (pictured), some of which were handed to the police and ten guns and a crossbow which were confiscated by police since the end of 2012.

Commenting on the display, the Superintendent said that they are just some of the guns the police have in its possession and noted that of those confiscated by law enforcement, some have already been before the court and many are involved in pending court cases.

As regards to what is being done to combat illegal guns and gun crimes, he pointed to the stiffer penalties, but offered some dismay at the current state of affairs in the territory.

“We are looking at different laws in regard to firearms; the Governor has recently just given us stiffer penalties in terms of firearms, but if you look at our daily activities people are still committing offences with firearms so that tells you that we have a lot more firearms on the streets.”

Williams revealed that licence processes and laws in respect to firearms and firearm offences are also being reviewed.

“There are some laws that I think should be on the book that are not there and we have people committing these offenses and so we have to make sure we include these laws.”

Additionally, he urged those who have not renewed their firearm licence to take advantage of this opportunity if they no longer wish to keep their weapons.

Pointing to the displayed weapons, Williams stated that they are indicative that the community is not safe and so the police have to take evasive action in terms of getting the firearms off the streets.

Meanwhile, Commissioner Farquhar, responding to recently reported rejection by opposition of the amnesty, said that the modus operandi of the police, which is to investigate any firearms turned in, has to be observed, even during this period.

The Commissioner said: “So the question is: Is a criminal going to bring in a firearm used in a murder, turn it in and then we are going destroy it without even checking it?

“We need to be realistic, we can’t be naïve, so all the firearms that come in we are going to do some kind of ballistic testing and we do that with any of the firearms that we recover,” Farquhar stated, adding that any of these weapons could have been used in the commission of a homicide and that this is intelligence that the police need.

He went on to explain that the idea of the amnesty is to allow people who possess weapons illegally to turn them in without charges being laid against them.

Farquhar said: “So I put the question back to people; you’re saying if somebody turns in a firearm, we shouldn’t ballistically [sic] test it, and it may have been used in a homicide that may link somebody to a criminal activity that may have happened?”

He added: “Now the question is:

There were about seven high powered weapons on display, one of which was AR15 with the 5.56 calibre and another a SKS 7.62 (high caliber) assault weapon

Will somebody bring it in because it may have been used in a crime?

“Well again, if it was used in a crime, that’s fine, we’ll investigate it, we’ll find the person responsible for doing that crime and it’s not necessarily the person that has the pistol… so it’s about the police doing their jobs.”

Weighing in on this issue, Governor Ric Todd stated: “Anyone who brings a firearm, legal or illegal to the police and hands it over, there will be no consequences to them for the possession of that weapon.

“There is no trick, it is simply meant to get firearms off the streets.”

He believes the amnesty will achieve its goal, even if garners only a small number of firearms.

Todd said: “If you look at the display of firearms here today, you can see how successful the police have been at recovering firearms from people voluntarily and also recovering firearms themselves. The amnesty is about getting guns off the streets to keep our country a low crime country.”

Commissioner Farquhar is also advising businesses to rethink how they operate and to consider

switching to a cashless operation. He further advised that persons should make use of the security companies for their protection as they have better training and equipment.

“We want people to rethink why they have their firearms and if they don’t need it, turn it in… concerned citizens who have decided that they no longer wish to have a legally owned gun have voluntarily handed theirs in to us recently,” Farquhar said.

Deputy Premier, Akierra Misick in brief remarks, observed that even if all the amnesty achieves is to get one gun off the streets, then this is better for residents and police carrying out their jobs.

“So we are encouraging all residents in the Turks and Caicos Islands to take advantage of this amnesty, it’s a one off opportunity where you can present a firearm, no questions asked, it will be logged with the police and destroyed in due course.”

Simmons’ sufficiency hearing set for Friday DIRECTOR of Public Prosecutions, JoAnn Meloche, last Friday (May 31), dropped charges against Roderick Adams, 24, as it relates to the murder of 25-year-old Kaziah Burke.

Adams and Meloche appeared before the Chief Justice, Edwin Goldsbrough, where the DPP entered a Nolle Prosequi notice, in other words a notice of abandonment of the prosecution of the charges laid.

However, proceedings against Cortez Simmons, 29, are expected to continue and he is scheduled to appear before the Chief Justice in Grand Turk on Friday for a sufficiency hearing.

Simmons, the son of a wellknown local businessman, and Adams, the son of Acting Deputy Police Commissioner, Rodney Adams, were jointly charged for murder in May before Magistrate Clifton Warner in Providenciales.

The charges mentioned during that first court hearing were acting together to commit murder; conspiracy to murder; carrying ammunition without the relevant permit, 10 rounds of ammunition

in a 14-caliber, to be exact; and discharging ammunition.

However, the DPP decided to proceed only with a joint murder charge.

Kaziah Burke was shot multiple times on Saturday, April 13, near the New Era gas station on Airport Road in Providenciales.

Emergency services responded and found the 25-year-old Long Bay Hills resident lying on the ground.

Burke was rushed to Cheshire Medical Centre where medical staff continued their efforts to resuscitate him, but were unsuccessful.

He was pronounced dead at 9.07pm that night.

Cabinet addresses aviation and CHHS

TCI’s Civil Aviation Authority has been given the green light by Cabinet to implement a number of initiatives, one of which is a new aircraft registry.

The implementation of the initiatives is subject to resources being provided from the authority’s existing budget provisions 2013/2014, Premier Dr. Rufus Ewing told the media recently.

He said: “One of the main initiatives is to allow our Turks and Caicos to put in place an aircraft registry so that we can bring in

additional revenue in this most lucrative field of aircraft registration.

“That is one of at least four or five initiatives being brought forward.”

The Premier also informed the press that a draft fractional ownership ordinance was put forward by the Finance Minister, and that it will be submitted to the House of Assembly in the near future for debate and passage.

Also up for discussion at the last Cabinet meeting was the issue of the long proposed split of the Clement Howell High School on Providenciales.

The Premier advised that Cabinet resolve to address the overcrowding issues at the school in the short and long term.

“Cabinet confirmed that it favoured the short term solution was to ‘split’ the site to be decided and to return to funding issues with regard to the capital budget that is required for the splitting as well as the recurrent budget that is required for this year and subsequent years at least for the next two years until the new high school is built,” Ewing said.

TCI to head Caribbean arm of int’l women’s group THE LEADERSHIP baton for the Caribbean arm of Soroptimist Federation, a worldwide volunteer organisation for women, will be handed over to the Turks and Caicos Islands chapter later this year.

Current president of Soroptimist International of Caribbean Network (SICN), Agnes Webb, and SICN secretary, Curla Bruce, recently paid a visit to the TCI to meet with local members and discuss issues ahead of the SICN conference in Tobago this August 22 to 25.

Webb outlined the reason for the three day visit as she and her comrade were warmly welcomed to the TCI by president-elect for SICN, Madeline Mills and other local members on Tuesday, May 29, at the

Providenciales International Airport.

She said: “We are here mainly to make face to face contact with Turks and Caicos because they are the next seat of government for the Soroptimist International of Caribbean Network, so we felt that it was a good idea to come and visit so we can discuss some of the issues that we have to raise at conference…” “…and some of the motions that may appear at conference so that people are prepared and also to have that kind of communication network going so we can continue the work of Soroptimist International throughout the Caribbean.”

The organisation was founded in 1921 by a group of 80 women in Oakland, California for professional

and business women; it also conducts projects geared towards advancing the rights and status of women and others.

The word Soroptimist is derived from the Latin words soror meaning sister and optima meaning best, which is best translated to ‘best for women’.

The Caribbean chapter operates under the theme “educate, empower and enrich the lives of women” and the TCI branch was established in 1978 by Ena Collymore-Woodstock, who was a Jamaican Judge working in the territory at the time.

There are also branches in England and Northern Ireland, America, South Pacific, South Africa, Asia, India and Africa.

THE INVOLVEMENT of Acting Deputy Commissioner, Rodney Adams, in the Kaziah Burke murder case, where his son was one of the persons charged, has been questioned.

Following an allegation of Adams’ improper involvement in the Burke case, he was placed on administrative leave – a mutual agreement between him and Police Commissioner, Colin Farquhar.

Both men agreed that in the interests of protecting the integrity of the Royal Turks and Caicos Islands Police Force (RTCIPF) and Adams' personal reputation that this was the correct way forward.

Farquhar said: “The overriding objective for the RTCIPF and Rodney Adams is to ensure public confidence in our police force and that we have effective and efficient control of a developing case of national significance.

“This is why this independent investigation is the right thing to do for everyone involved.”

The charges against Roderick Adams, the Acting Deputy Commissioner’s son, have since been dropped.

But when asked, police press officer, Audley Astwood, maintained that Adams will return to work when the investigations of the Integrity Commission are completed.

The one allegation of Adams’ involvement in the Burke murder case that was reported on by this newspaper was the delay with the transfer of his son to Grand Turk – a delay that raised procedural concerns.

The Police Commissioner moved to reported that investigations showed that the Acting Deputy Commissioner did not have a hand in the matter.

According to him, the decision to keep the murder accused detained at the Chalk Sound Police Station was based on medical reasons.

The Integrity Commission is investigating the allegation under powers set out in the Integrity Commission Ordinance.

Gov’t levy on import freight and insurance AS PART of the Government’s trade-off for not introducing VAT (Value Added Tax), and in keeping with its commitment to identify additional revenue streams, TCIG has decided to introduce a charge on the cost of insurance and freight.

This new measure will become effective on July 1 and will apply to all Bills Of Lading whether freight and insurance are prepaid or postpaid.

However, gasoline and diesel will be exempt in order to minimise the cost to the public.

In order to simplify processing, a charge of 15 per cent on the value of

freight and insurance will be applied.

For example ocean freight on an LCL of 120 cubic feet would attract a charge in the range of $300 and that would equate to a total of $45 payable to TCIG. The Government intends for this temporary revenue measure to remain in force pending the recommendations of a Blue Ribbon Commission on taxation which will be appointed later this year.

This commission will be made up of representatives of the Government, the private sector and external experts and will work to identify a sustainable revenue base for TCIG.

Tourism bosses sponsor student trip to NYC

Hurricane preparedness a top priority, Lightbourne JUNE 1 marked the start of the hurricane season and Minister of Government Support Services, George Lightbourne, maintained that preparation is at the top of his agenda.

In a statement on Monday, he said: “One of the most serious obligations we have as a Government is the protection of our people in the face of potential disasters.”

The Minister called for all residents to take action to minimise their risks and vulnerability by planning ahead to reduce the chances of injury to self and damage to property, businesses and the environment.

Lightbourne said: “The Department of Disaster Management and Emergency (DDME) in keeping with its mandate and mission will collaborate with local, regional, and international agencies to provide the highest standard of assistance in the event of a hazard or natural disaster “I support the efforts of the DDME in ensuring that adequate preparedness, mitigation, response, and recovery mechanisms are established to counteract the impact of natural and man-made disasters.

“This Government, through the DDME will continue to work with our local and regional partners to support disaster risk reduction for

our residents.

“We will advise you of all risks, by informing the public through radio and all available media outlets about impending storms and offer you tips on preparing.”

According to him, preparation measures for protection include updating insurance policies and developing a disaster plan.

The Minister urged: “Please ensure that you have all necessary resources available including, but not limited to food, water and medications, shutters, etc.

“Preparations should incorporate strategic planning for the safety of the elderly, infants, disabled, and also your pets.

“Remove all debris and ensure that your property is free from any potential flying objects. Secure important documents. Keep important numbers readily available.”

Lightbourne stressed that preparation is not an option, but a must.

He said: “It is the only thing we can do to reduce the impact of a disaster. Do not be caught off-guard.

Remember disaster is everybody’s business.”

LAST week officials from the Turks and Caicos Hotel and Tourism Association (TCIHTA) made a kind donation to student Willandra Elliot.

They partially covered her expenses to accompany students from the TCI Community College to New York City (NYC) for the annual Caribbean Tourism Organisation (CTO) colloquium from June 2 to 9.

This is an academic conference or seminar where students are given a number of topics and must select one to discuss and present to the forum.

Elliot who is the Junior Minister of Tourism, will accompany hospitality students, Kelisa Forbes, Celianese Brunal and Juliana Musgrove, who participated in the event last year.

Elliot will be debating at a CTO youth’s congress in October and one of the topics at the debate in NYC is also one of the topics on the list for her debate in October.

Officials from the hospitality department decided that this would be a great opportunity for the young lady to get a feel of what it will be like when her turn arrives.

Principal for the TCI Community College in Providenciales, Samuel Forbes, saw this as an amazing opportunity for not only Elliot but also the students who will be competing in NYC. He said: “I want to say thanks to those persons who would have contributed much to this venture.

“Last year our students went and they participated and they did well and we are expecting an even better performance this year because our students would have experienced last year and they would know what is expected of them this year.

“I’m delighted to know that they are participating with regional entities at this level which means we are performing at our best and on par with other entities in the region.”

Association executive for the TCIHTA, Stacy Cox, commented on the initiative.

She said: “Once we heard about the initiative that Willandra will be exploring in NYC we thought it only fitting that we would invest in this opportunity or this young lady.

“One of our hotel partners, the Regent Palms has officially adopted Willandra and expressed how pleased they are in working with her.

“We hope that she brings back more experience and an opportunity to bring home the trophy in October.”

The Junior Minster of Tourism, Willandra Elliot expressed enthusiasm.

She said: “I would like to thank the TCIHTA for helping me to reach where I am and also that I would come back with more experience.”

TCI Community College hospitality student, Julianna Musgrove, was happy that she was given a second chance to prove herself.

She said: “Last year we didn’t know what to expect since it was our first year in the competition however this year we are going to take home the prize because we have been practicing real hard.

“We have all of our information down and I just hope that we all do well.”

COMMENTARY

DURING the first dozen years of my career we were part of the management of the Aircraft Components Division of Ferrotherm Company. We manufactured very precise components for jet engines. Built to some of the most complicated blue prints and specifications ever designed, we had parts flying on the F-104, Phantom and B-58 Hustler and several other planes military and commercial.

A key man in the Quality Control Department was my friend Mike; Michael Emilianowicz had been born in Poland from where he escaped in the early years of the Soviet Union. In the process of escape he was wounded and lost a

By David Tapfer leg. That was only a slight handicap for Mike. He was happy to have escaped the Bigger Better government of the Soviets.

Mike was a valued employee who also knew how to have fun; when not inspecting parts at good old

Ferrotherm and he loved to play his mandolin and sing.

Much later in life we also met another Mike, the Chief Minister of the TCI and part of an administration that also promoted bigger and better.

I spoke out against it and I am sure Mike did not appreciate what I had to say.

Mike was a very personable fellow who could turn on the charm. He loved to play and he may even try to sing. At one of our first meetings he invited me to the mansion for dinner.

However, I had met quite a few used car salesmen by then and I recognized the type.

What could Mike offer except the kind of trouble that made a bad used

car look like a bargain. Mike did touch the lives of many. From Gene Simmons of KISS, who he tried to sell a whole island, to Lisa Raye, who thought she had met her Prince Charming. Now they are gone and Mike is in a jail cell in Brazil.

In our archives we have copies of invoices from another Mike; Mike Brassington the drug running pilot that flew Mike around in the jet; $84,000 a trip, fuel and expenses. Mike Brassington is now in jail in the USA. He will stay there longer than TCI's former drug running jail birds.

One of Brassington’s trips arrived in the middle of the night and some other friends of mine took Mikes entourages picture. The personable salesman became enraged and used his fists to steal the camera. He was not prosecuted and never returned the video camera. He had the police and AG in his pocket. After all he was the “Premier”.

Now we find things have not

changed much.

People who try to exalt themselves get angry when their protocol is questioned and certain authorities and relatives rush in to cover up.

It is however a different day.

While the police and court system has improved but little the court of public opinion is learning the lessons of my Polish friend, Mike.

Our ‘TCI Mike’s Bigger and Better administration’ has to be paid back in taxes and a higher cost of living.

Nevertheless, his used car of an administration still chugs and coughs along and some day the junk yard of time will claim these leftovers.

TCI will then finally be able to follow the blue prints for success.

The economy can finally get really bigger and people’s lives finally will get better.

TCI marks World No Tobacco Day

Battle of the Bands coming soon JUNE of 2009 marked the rebirth of Islandcom Telecommunications as Islandcom Wireless.

The company revamped its entire network and upgraded its service to a robust 3G network, a first in the TCI. Since then, the company has had further upgrades; increasing its network capability to 4G speeds.

Power outage caused by loss of service to primary generating unit AN HOUR-LONG power outage across Providenciales, as well as Pine Cay, North and Middle Caicos, was the result of service lost to one of FortisTCI’s primary generating units.

According to a statement from the power company, the loss of service on Saturday caused a complete system shutdown.

The statement said: “Further investigations into the cause of the engine failure, and the failure of the protection system to prevent a complete plant shut-down, are still on-going.”

FortisTCI Ltd. has since apologised for any inconvenience caused to its customers.

THE MINISTRY of Health and Human Services commemorates World No Tobacco Day on Friday (May 31), an effort to highlight the harmful effects of smoking and to build awareness among residents of the Turks and Caicos Islands.

Events have already begun across the islands to highlight the detrimental effects of smoking.

The Day, which is being observed under the theme ‘Ban Advertisements, Promotions and Sponsorships’ is being used by the Department of Mental Health and Substance Dependence as a launch for initiatives that are designed to educate, inform and empower the people of the TCI to make better choices as it relates to the use and abuse of tobacco products; and is a core component of the Department’s prevention and eradication campaign.

The theme proposes one of the most effective ways that countries like the Turks and Caicos Islands can protect the health of their people, especially the youth, from the devastating and very destructive consequences of tobacco.

Initiatives include campaigns to ban all forms of advertising of tobacco products; ban all forms of promotion of tobacco products; and ban all forms of tobacco related

sponsorship of cultural and sporting events or any other kind of event.

The Ministry of Health believes that the TCI falls within the WHO’s at-risk group of countries in which smoking deaths are expected to increase.

World No Tobacco Day seeks to address an international, regional and local problem which the World Health Organisation (WHO) said in a report kills nearly six million people every year, 600,000 of whom are non-smokers.

The WHO report noted: “Unless we act, the epidemic will kill more than 8 million people every year by 2030.”

The report goes on to say that: “80 per cent of these preventable deaths will be among people living in low and middle income countries.”

The ultimate goal of World No Tobacco Day is to contribute to protect present and future generations not only from these devastating health consequences, but also against the social, environmental and economic scourges of tobacco use and exposure to tobacco smoke.

The costs of tobacco use are measured in its enormous toll of disease, suffering and family distress. Economies also suffer from increased healthcare costs and decreased productivity.

Islandcom celebrates fourth anniversary with Battle of the Bands comp APART from providing a good time for the local community, this year Islandcom officials are hoping that Battle of the Bands will raise more funds for two selected charities and bring more awareness to their needs.

UK-based Belonger produces African world music album

UNITED Kingdom based, Edward Shearer, son of long-time resident of Providenciales, John Shearer, has just released a new album entitled Ambush, with the band MvulaMandondo.

According to him, the music has a strong anchor in Tanzanian tradition as well as a real world music feel that harmoniously marries with Latin and Caribbean influences.

It also has some unexpected blends with thumb piano (kalimba); strong African folk style guitar and beautiful vocals.

Shearer said that the sound of MvulaMandondo is couched in the rich musical traditions of CentralEast Africa, most notably those

of the Ndengeleko and Manyema people of that region.

This is provided by Tanzanian born singer-songwriter Saidi Kanda, who also plays thumb piano, zeze, guitar, and various traditional stringed instruments on the record.

To this Mandondo adds Latin flavors, such as soca, salsa, Congolese rhumba, roots reggae, Afro-Cuban music, and classical.

These are the cultural offerings of Edward Shearer, of the Turks and Caicos Islands.

He said: “I first met Saidi at a house party in Brighton that was being hosted by my then landlord.

“I was trying to get some sleep to be ready for an important event

the following day but then someone began playing the guitar in this most unusual way.

“Curiosity compelled me to get up and find out who was playing. I joined in on percussion and the jam session began.

“A few months later we played at the Brighton Festival and for BBC Southern Counties Radio.

“From early on I had the notion to record and after an appearance at Black History Month in 2011 with several people asking us if we have an album, the recording project began.”

Asked about his involvement in the music industry, Shearer explained: “Prior to this project, I had no involvement or experience in recording and music production – apart from messing around with an old Tascam 4-Track in the old days of analogue.

“I have never been (and still am not) a full-time professional but played in various bands in Brighton notably the 12 strong salsa band, Bacalao.

“I have also performed with a few local acts on the island such as a Jazz project brought together by David Bowen and also volunteered for at the Downtown youth centre to teach the kids some Latin percussion.”

As for his passion for African music, he said: “Well, not so surprisingly it started in Turks and Caicos.

“From an early age, I first heard local bands playing and was fortunate enough to hear some of the old Rake n’ Scrape before it went out of fashion.

“It was ‘Zero’ (Robbie), then playing for Lovely and the Lively Stones, who mesmerised me on the rip-saw and really encouraged and

supported my enthusiasm after I heard them play at a house party in Leeward.

“I was about 8. Since then it was out to go dance to Soley and the Gang every Thursday and Friday night at the Erebus Inn and Le Deck.

“I also recall hearing Cuban Rumba and Haitian Compason the radio as well as going to some of the downtown Dominican clubs - Disco Elite was it?

– to hear merengue and bachata.

“I even remember Orchestre Tropicana from Haiti playing Downtown. And who can forget the Junkanoo!

“Back in the UK whilst studying in London, I took up percussion and dance from South Africa, Ghana and Guinnea.

“It’s just amazing, that the more you dig into current music expressions and history, the more connections you find and the further the web reaches that connects us all.

“You find we’re not all so different as it first appears even when something at first appears totally

‘alien’ and ‘foreign’.

“The songs were all written and composed by Saidi Kanda and he also inadvertently taught me his unique ‘African finger-style’ folky guitar ways.

“He plays guitar, percussion and sings. I play guitar, bass guitar and much of the percussion.

“I wrote many of the bass lines and accompanying guitar and percussion parts as well as the arranging, editing and mixing.

“I tried to make this stand alone as a ‘World Music’ album and drew on much of my Caribbean/Latin/Creole influences.

“Of course I cannot deny the European classical tradition that I was exposed to so much thanks to my father. That must have played its part too!”

Ambush was released on May 14 this year and has received rave reviews since.

TCI Red Cross supports Oklahoma recovery efforts VOLUNTEERS with the support of the Turks and Caicos Islands (TCI) Red Cross, Doug Camozzi, along with sons Chasen and Kenton, travelled to ground zero of the devastated EF5 tornado stricken town of Moore, Oklahoma, to assist in clean-up and recovery for home owners.

The 220mph tornado touched down in a highly populated residential area in Moore killing 24 children and adults.

More than 10,000 homes and 20,000 people were affected by the monster storm.

The debris field was over 20 miles long destroying in its path two elementary schools, one hospital, one refuelling station, several small businesses, a multiplex movie theatre and over 3,000 homes.

Most of the homes made of brick, mortar and block were brought to complete rubble with brick walls blown down and completely shattered as if they were made of

glass or cardboard.

The storm’s fury left homeowners with only the clothes on their back and their lives.

Several herds of horses were killed as the storm hit directly over a riding stable with the horses left no place to hide besides a wooden barn.

Chase, Kent and Doug worked for almost four straight days clearing debris and destroyed homes assisted by over 20,000 volunteers from over 20 countries and 35 states.

Assistance came from the Air National Guard, the US Marines, Coastguard, Army, OKC Fire Department, police from all neighbouring municipalities, hospital volunteers, grief counsellors and several search and rescue groups from all over the state.

Many of the homes did not have storm shelters or cellars, leaving the home occupants rushing to hide in kitchen cabinets, ovens, bathrooms and closets.

Recovery efforts are continuing.

Bahamas: Man guilty of sex Close down Cayman Islands’ access to Parliament, says peer with child collapses in court AN ALL-PARTY group whose purpose is to further the interests of the Cayman Islands – a Caribbean tax haven – should be closed down, the senior Lib Dem peer, Lord Oakeshott, said on Monday.

The parliamentary group is chaired by Graham Brady, the Tory MP who also happens to be the chairman of the 1922 Committee of Conservative MPs - in effect, the senior shop steward for the Parliamentary Conservative Party.

The Cayman Islands is a British overseas territory in the western Caribbean and a major world offshore financial centre, renowned for helping businesses avoid paying tax.

The Commons standards committee is looking into the sleaze allegations surrounding some allparty groups after claims that Patrick Mercer, the MP who resigned the Tory whip on Friday, had boasted to undercover journalists posing as business contacts that he could get a group of “free-loaders” to join an APG on Fiji.

Lord Oakeshott, a former Treasury minister, told Radio 4’s Today programme this morning: “Look at the Cayman Islands allparty group. Just see what this is all about. Just see who is running that

and paying for that. That is not an appropriate way for Parliament to be used… in many cases these are front organisations for commercial interests. Close down the APG on the Cayman Islands and make them pay their tax.”

There is no suggestion of any wrong-doing by any members of the Cayman Islands group, which has its secretariat supplied by the Cayman Islands government, but Oakeshott was on the rampage.

He rubbished Nick Clegg’s plans (outlined by the Lib Dem leader in today’s Daily Telegraph) for cleaning up Parliament with a lobbyists’ charter, comparing it to tackling malaria by spraying a bit of “disinfectant” around mosquitoes.

“We have to clean out the stinking swamp which is particularly the House of Lords where there is the nasty whiff of dirty money the whole time,” he said.

Oakeshott may be regarded by the coalition leadership as an outspoken maverick, but his outburst will have found widespread support around Westminster and among voters who are sick of the inability of Parliament to deal with sleaze.

Francis Maude, the Cabinet Minister who will have to deal with the new lobbying legislation,

admitted on another programme this morning that the register of lobbyists proposed by Clegg and David Cameron as a sticking plaster solution would not have stopped the three peers caught by undercover Sunday Times reporters offering to lobby in the Lords in return for cash. In fact, it could make such sting operations harder in the future because the register would alert peers to which lobbying organisations they can trust.

Oakeshott went on to make a powerful appeal for the reform of the House of Lords which could signal the start of a new campaign to clean up the Upper House which, according to the Sunday Times report, is “infested” with “subsidised public relations people… cashing in on their contacts.”

The Lib Dem peer took a sideswipe at a forthcoming list of working life peers, due to be announced by all three party leaders, warning that it could contain more peers who have, in effect, paid for a seat in the Lords with party donations.

“Until we stop the suspicion that a £1 million bung can get you a seat in the Lords, the public will be extremely sceptical about whether we are cleaning up Parliament.”

Barbados forming revenue authority to deal with collection inconsistencies BARBADOS will establish a revenue authority this year because of a number of issues including inconsistencies in revenue collection, particularly at the Customs.

Finance and Economic Affairs Minister Chris Sinckler recalled an instance last year, when Barbados was asked to explain to the World Customs Organisations, the discrepancies in revenue collected for goods imported from Japan. “… last year 2012, Japan reported exporting in value US$68 million in reconditioned or used vehicles to Barbados. However, when Barbados put up its figures, based on the submissions of the persons who imported, the reported value was BDS$30 million (One Barbados dollar = US$0.50 cents).

“It meant, therefore, that Barbados was basically saying that there was under- invoicing to the extent of almost BDS$30 million.

That is a startling figure. Of course you can understand why the World Customs Organisation would want to ask Barbados why there was such a big variance between what Japan was reporting.”

has to be corrected.

“And, with the coming of the Barbados Revenue Authority, things down there will change and change significantly. So brace yourselves for the coming storm,” he warned.

A MAN accused of forcing a nineyear-old to give him oral sex needed medical attention on Thursday when he collapsed in the prisoner’s dock after being found guilty.

A Supreme Court jury delivered a 6-3 guilty verdict to Edward Butler - although all seven women and two men were unanimously of the view that the Crown had not proved that the 64-year-old photographed the sexual act.

Moments after Justice Vera Watkins adjourned court after telling Butler he would be remanded to Her Majesty’s Prison until his sentencing on July 26, a stunned Butler, who appeared to be praying before the verdict was handed down at 4:45pm, collapsed in the prisoner’s dock.

Police stationed inside the courtroom rushed to aid of the shaking man who, for a moment, became unresponsive. EMS was contacted. Medical attention was called and his wife was contacted as he appeared to be breathing erratically. A family relative brought “his medicine” and he recovered before being carried off in a stretcher to the Princess Margaret Hospital.

ALLEGATIONS AND DEFENCE Butler face unlawful sexual intercourse and child pornography charges. He denied both charges.

It was claimed he committed the acts between November 9, 2009 and January 8, 2010.

The child told the court that one day when she was home from school due to illness, a man known to her family entered the room in which she was sleeping and wakened her.

He asked her for oral sex and when she ignored him and went back to sleep, he wakened her again and forced her to give him oral sex.

The girl said she went with her mother and uncle to a police station to report the matter in May 2010.

He had said he was stunned when the allegations were made against him and pictures shown to him when he was at the police station.

‘NO EVIDENCE’ TO SUPPORT CLAIMS In closing arguments yesterday, Butler’s attorney, Raymond Rolle, submitted to the jury that the Crown had not produced any evidence to corroborate the testimony of the child.

He noted that the Crown called eight witnesses, excluding the complainant, and suggested that their evidence could not support the testimony of the accused to convict his client of the charges.

Regarding the testimony of Sgt Cash, who said she conducted a record of interview with his client, Mr Rolle said that the office “did not produce the photo” in question.

“More importantly, she didn’t produce the cellphone.”

He also recalled the evidence of physician, Dr Berdea Cooper, who said that the complainant, from her examination, appeared to be a

normal girl with no signs of sexual activity.

He also asked the jury to note that Sgt Dale Strachan came to court and said that the collected cellphone in question was lost and could not be located.

He added that the arresting officer could only say that his client denied the allegations when cautioned and arrested.

The attorney further submitted to the jury that by the time one considers the testimony of all eight witnesses, “the prosecution hasn’t produced any evidence.”

Questioning the complainant’s evidence, he asked the jury to bear in mind that not only did the complainant testify that all three occasions occurred one day in succession to the other, but that a relative, whom she refused to tell, was only some 30 feet away from the alleged acts.

He asked the jury to recall a previous testimony that the complainant was always in the sight of an adult. He also questioned why the matter was reported well after the incidents happened and the admission from the complainant that she felt pressured about the ordeal once the matter of the picture came up.

“We submit that the prosecution failed to dig a solid foundation and build a strong case against Mr Butler,” the attorney concluded.

CASE OF ‘WHO DO YOU BELIEVE?’ In response to the defence’s submissions, prosecutor Darnell Dorsett said that the complainant alleges that the accused sexually assaulted her on different occasions and then took a photograph on one of those occasions.

The prosecutor submitted that the Crown, when combining all of the evidence, had proven its case beyond a reasonable doubt.

“You saw her when she gave her testimony, how she moaned and groaned when recalling that. You think she would’ve done all that if it hadn’t happened?” the prosecutor asked the jury.

She noted that the case was a matter of “who do you believe?”

“This case stands and falls on what she said,” the prosecutor added.

While the Crown did not produce the phone, as the prosecutor said they never hid that fact, she told the jury they got the real “live” account of what happened.

“Without her, we would not have a case,” the prosecutor submitted.

Regarding the Crown not producing the phone as evidence, prosecutor Dorsett noted that Bahamian law notes that an exhibit in a case need not be produced as long as two or more individuals have seen it. Caribbean to benefit from German aid for projects through 2018 GERMANY will focus on providing assistance to the Caribbean in areas of climate change, renewable energy and energy efficiency, and natural resources management and biodiversity, according to its assistance programme for the period ending 2018.

A Caribbean Community (CARICOM) statement said the German government position was outlined during a recent meeting to review the CARICOM-Germany technical cooperation programme.

The German delegation was led by. Ullrich Kinne, Deputy Head of Mission for the German Embassy in Trinidad and Tobago, while the CARICOM team was led by Percival Marie, Executive Director, Resource Mobilisation and Technical Assistance (RMTA).

“While outlining the areas of focus for the current programming period, the German delegation also pointed out that the CARICOM Secretariat was regarded as Germany’s

major development partner in the Caribbean for the planning and coordination of regional projects.”

The statement said that projects which have been approved over the last three years under the CARICOM-Germany cooperation programme cost in excess of Euro 30 million (One Euro =US$1.20) and that the current portfolio of German-funded regional projects includes three in the area of HIV/ AIDS prevention, two in renewable energy, two in climate change, and one in natural resources management.

“With regard to the Post-2015 Development Agenda, the German delegation pointed out its awareness of the special developmental constraints of the region and indicated an interest in holding discussions on an appropriate definition of development which took into consideration those constraints,” the CARICOM statement added. Bahamas, China agree on $8 million technical support package THE Bahamas and China have agreed on a new package of technical support totaling $8 million, the two countries announced this weekend.

Bahamas Prime Minister Perry Christie was in Trinidad to meet with China President Xi Jinping on his visit to the country, and the two leaders held talks.

Details of the funding

were not released, although a government statement said they would be settled “in Nassau with the Chinese officials.”

New Providence is the site of the largest resort project in the Caribbean, the Baha Mar, which is being financed by China’s EXIM Bank and built by mostly Chinese labour.

Earthquake causes light shaking in Puerto Rico, Dominican Republic A 4.2-magnitude earthquake caused light shaking across the Dominican Republic and Puerto Rico, according to the United States Geological Survey.

The quake, which occurred off the southeastern coast of the Dominican Republic in the Mona Passage, had its epicentre about 32 kilometres

southeast of Boca de Yuma.

It struck at 1:05 AM local time at a depth of 78 kilometres.

The quake was felt all the way to the eastern coast of Puerto Rico.

Caribbean fast ferry service needs private sector investment - Gonsalves PRIME Minister Dr. Ralph Gonsalves says implementing a fast ferry service in the southern Caribbean is a risk the private sector must take, with government assistance.

“This is not as easy as some people think. It is a lot of money which is involved.

In fact, the reason why you haven’t had it, despite all sort of efforts, is because it is a difficult proposition,” Gonsalves said at the 43rd special meeting of the Council for Trade and Economic Development (COTED) that ended here late on Wednesday.

But Gonsalves, who has lead responsibility for transportation in the Caribbean Community (CARICOM), said that regional governments can help private investors by offering them various concessions.

“These are easy things for us to do. We do that in St. Vincent and the Grenadines,”

Japan mulls increased Caribbean aid

JAPAN’S government and its Japan International Cooperation Agency is reportedly considering increasing its foreign aid to the region.

Japanese officials recently met with Caribbean fisheries ministers in St Lucia to discuss stepping up aid to the sector in the region, along with other marine resources.

Japan has already constructed three fisheries complexes on the island of Dominica.

“We’ve really seen the fisheries sector move on to the next level,” said Dominica Fisheries Minister Dr Kenneth Darroux. “They have financed even the basic training manual which is what the Fisheries Division uses right now to get fishermen registered.

Beyond support for fisheries, Japan has proposed a small-scale projects for capacitybuilding.

Pope sparks debate AMERICAN atheists welcomed Pope Francis’ comments that God redeems nonbelievers, saying that the new pontiff’s historic outreach is helping to topple longstanding barriers.

“The Lord has redeemed all of us, all of us, with the Blood of Christ: all of us, not just Catholics. Everyone,” the pope told worshipers at morning Mass on Wednesday. “‘Father, the atheists?’ Even the atheists.

Everyone!”

Francis continued, “We must meet one another doing good. ‘But I don’t believe, Father, I am an atheist!’ But do good: we will meet one another there.”

Roy Speckhardt, executive director of the American Humanist Association, said that although he has been skeptical of Francis’ outreach to the nonreligious, he welcomed Wednesday’s comments.

“I gather from this statement that his view of the world’s religious and philosophical diversity is expanding,” Speckhardt said. “While humanists have been saying for years that one can be good without a god, hearing this from the leader of the Catholic Church is quite heartening.”

He continued, “If other religious leaders join him, it could do much to reduce the automatic distrust and discrimination that atheists, humanists, and other nontheists so regularly face. “ Francis’ comments received a great deal of attention on social media, with a number of people asking whether the Catholic leader believes that atheists and agnostics go to heaven, too.

On Thursday, the Vatican issued an “explanatory note on the meaning to ‘salvation.’”

The Rev. Thomas Rosica, a Vatican spokesman, said that people who aware of the Catholic church “cannot be saved” if they “refuse to enter her or remain in her.”

At the same time, Rosica writes, “every man or woman, whatever their situation, can be saved. Even non-Christians can respond to this saving action of the Spirit. No person is excluded from salvation simply because of so-called original sin.”

Rosica also said that Francis had “no intention of provoking a theological debate on the nature of salvation,” during his homily on Wednesday.

Although the pope’s comments about salvation surprised some, bishops and experts in Catholicism say Francis was expressing a core

tenet of the faith.

“Francis was clear that whatever graces are offered to atheists (such that they may be saved) are from Christ,” the Rev. John Zuhlsdorf, a conservative Catholic priest, wrote on his blog.

“He was clear that salvation is only through Christ’s Sacrifice. In other words, he is not suggesting – and I think some are taking it this way – that you can be saved, get to heaven, without Christ.”

Chad Pecknold, an assistant professor of theology at the Catholic University of America, agreed with Zuhlsdorf, pointing out that the pope’s comments came on the Feast of Saint Rita, the Catholic patron saint of impossible things.

“The remarks about atheists show that there is even a saint for atheists,” Pecknold said. “Including all of humanity, on this day especially, remarks like that are almost called for.”

US counts cost of deadly Midwest storms THOUSANDS of homes remain without power in the US Midwest after a huge storm system swept through, killing at least 13 people.

Ten people died in Oklahoma City and its suburbs and three more in Missouri.

Hundreds of people were injured, many of them on roads as they tried to flee tornadoes. Heavy rain has also left many areas flooded.

Two weeks ago a massive tornado struck the Oklahoma City suburb of Moore, killing 24 people.

The National Weather Service’s Storm Prediction Centre warned that the severe weather was moving east on Sunday, threatening an area from Virginia to Maine with damaging winds and heavy downpours.

The Oklahoma Corporation Commission said more than 91,000 homes and businesses were still without power on Saturday. Workers are trying to clear downed lines.

Some 8in (20cm) of rain fell on the Oklahoma City area, causing flash flooding.

Millions of dollars in damage was caused to aviation equipment at the Canadian Valley Technology Center.

A trailer park in Oklahoma City was among the areas evacuated.

Governor Mary Fallin insisted: “We’re going to get through this.”

The storm struck in the rush hour on Friday night, with many people taking to the roads to try to get to safer areas.

Terri Black, a teacher’s assistant in Moore, told Associated Press she had tried to outrun a predicted tornado: “It was chaos. People were going

southbound in the northbound lanes.

Everybody was running for their lives.

“My car was actually lifted off the road and then set back down.”

Two of those who died, a mother and her baby, were sucked out of their car when the largest tornado of the storm struck near the Oklahoma town of El Reno.

The tornado ripped down the highway, overturning cars and lorries.

Deadly MERS Cov virus reaches Italy THE sometimes deadly MERSCoV virus has spread to Italy, the World Health Organisation said in statements this weekend.

Sunday’s announcement that two female patients had contracted the virus follows one Saturday that said a 45-year-old man, who had recently traveled to Jordan, had become infected. They are the first three known cases in Italy.

Middle East respiratory symptom coronavirus, or MERS-CoV, acts like a cold virus and attacks the respiratory system, the U.S.-based Centers for Disease Control and Prevention has said. But symptoms, which include fever and a cough, are severe and can lead to pneumonia and kidney failure.

Of the 53 known infections with the virus, 30 have resulted in death since September 2012, the organization said. Precise data are not available on the total number of people who have been infected because it is difficult to tell how many get a mild form of the infection.

A patient died May 28 in France after having contracted the virus during a trip to the Middle East.

The health agency said the three Italian patients were all in stable condition. The two cases reported Sunday were a 42-year-old woman and a 2-year-old girl who are close contacts of the man, the WHO said.

The virus is “a threat to the entire world,” the WHO’s general director said last week.

It “is not a problem that any single affected country can keep to itself or manage all by itself,” Margaret Chan said Monday in her closing remarks at the 66th World Assembly in Geneva, Switzerland.

Although many of the cases have occurred on the Arabian Peninsula, people have died of the infection elsewhere, including in four European countries and Tunisia.

However, “all of the European cases have had a direct or indirect connection to the Middle East,” the WHO said earlier this month. But “in France and the United Kingdom, there has been limited local transmission among close contacts who had not been to the Middle East but had been in contact with a traveler recently returned from the Middle East.”

Coronaviruses cause illnesses ranging from the common cold to SARS, or Severe Acute Respiratory Syndrome, as well as a variety of animal diseases.

Health officials do not yet know much about how the newly discovered virus spreads, which makes it hard for scientists to prevent infections, Chan said.

Andorra to introduce income tax for first time ANDORRA is to introduce a tax on personal income for the first time as it faces pressure from the its European neighbours to tackle tax evasion.

Antoni Marti, the head of the Andorran government, told French President Francois Hollande that he will introduce a bill before 30 June.

The principality will “gradually meet international tax standards”, according to the office of the French president.

There is currently no income tax applied to individuals or corporations.

EU finance ministers have agreed to start talks with Andorra - along with Switzerland, Liechtenstein, Monaco, and San Marino - on swapping bank account information.

Recently, the European Commission told the European Parliament it wants EU-wide exchange of all types of income data as part of the fight against tax evasion.

EU tax authorities already automatically exchanged information for income such as employment, pensions and insurance but not for income such as dividends and capital gains.

Chicago man, 50, arrested after allegedly having sex with pit bull at animal shelter A 50-year-old Chicago man has been arrested for having sex with a pit bull while visiting an animal care facility.

Gerardo Perez was charged by police with having sexual conduct with an animal, and burglary. Perez was arrested at his home Friday after he and a group took a tour of the Chicago Animal Care and Control Facility last week, according to the Chicago Tribune. Bail was set at $80,000 Prosecutors said that Perez was found in a cage with a white and grey pit bull by an employee after the suspect entered a restricted area of the facility.

He was allegedly on his hands and knees on the side of the dog, appearing to have just had sex with the animal, prosecutors said.

Perez then made “inculpatory statements” regarding the

Undercover Sunday Times reporters filmed the men appearing to offer to help a fake solar energy company.

Ulster Unionist Lord Laird and Labour’s Lord Mackenzie of Framwellgate and Lord Cunningham deny wrongdoing.

The two Labour peers have been suspended from the party and Lord Laird has resigned the party whip pending an investigation.

In a separate investigation by the BBC’s Panorama programme in conjunction with the Daily Telegraph, Lord Laird was also secretly filmed discussing a retainer to ask parliamentary questions.

The House of Lords code of conduct says peers must not act as paid advocates and “must not seek to profit from membership of the House by accepting or agreeing to accept payment for providing parliamentary advice or services”.

Lord Laird is alleged to have told reporters posing as lobbyists for a fake company representing business interests in Fiji that he would be interested in accepting a retainer of £2,000 a month.

He told the Panorama undercover team that he would help start an All Party Parliamentary Group for Fiji.

He indicated that he would use the promise of a trip to Fiji as a “bribe”

in order to get people to join the group.

Lord Laird said: “I’ll deny having said this, but it’s a bribe.

The sort of thing I can say to these guys. ‘Look, you put that question down now. I thought you were interested in Fiji. Would you like to come down to it, y’know? I believe it’s quite nice.’ But that’s why I can say that.”

Lord Laird was filmed telling the Panorama undercover team that he would help start an All Party Parliamentary Group, or APPG, for Fiji In a similar but separate investigation by the Sunday Times, Lord Laird told undercover reporters that, working together, peers could ask parliamentary questions for each other’s clients, put down amendments in debates or write to ministers.

But later, in a statement to the BBC, Lord Laird said he had been “the subject of a scam” by journalists.

“This has led to allegations that I have broken the rules of the House of Lords,” he said.

“I wish to make it clear that I did not agree to act as a paid advocate in any proceedings of the House nor did I accept payment or other incentive or reward in return for providing parliamentary advice or services.”

He said that, although he had not broken any rules, he had

referred himself “to the appropriate authorities”.

The Ulster Unionist Party later announced that Lord Laird had resigned the party whip, pending the outcome of an investigation by Westminster authorities.

Mike Nesbitt, head of the UUP, said: “Any sensible, right-minded person watching that video clip would form an opinion and that is not the opinion I would want for the Ulster Unionist Party.”

The Czech capital Prague is on high alert as a swell of floodwater moves in from the south.

Both Germany and Austria are deploying their armies to help emergency services.

A man was killed by a landslide near Salzburg in Austria and two people have died in the Czech Republic.

The Czech government has declared a nationwide state of emergency.

The Czech deaths came after floodwaters destroyed flimsy country cottages. Two more people are missing in the country after their raft overturned on a swollen river.

The BBC’s Rob Cameron, in Prague, says the situation in the Czech capital is tense.

Firemen have been putting up metal flood barriers and volunteers filling sandbags as the River Vltava is due to reach peak levels in Prague some time on Monday morning.

Prime Minister Petr Necas has

called a special cabinet session to co-ordinate the emergency response.

Authorities believe the river in Prague will not reach the levels it did in 2002, when parts of the city were devastated, but will still be high enough to cause severe damage.

Bavaria’s flood alert service warns that the forecast of continuing heavy rain is likely to worsen the flooding affecting the Danube and the Inn, among other rivers in the area.

The German cities of Passau and Rosenheim have declared a state of emergency.

Authorities in Passau, which lies at the confluence of three rivers in Bavaria, say they expect the Danube to reach 10.5m by Sunday evening and have requested help from the German army.

Bavaria is not the only German state to be affected; towns and cities in Saxony, Thuringia and BadenWuerttemberg are also inundated.

The Munich-based newspaper Sueddeutsche Zeitung reports that the German army is to be deployed in Bavaria, Saxony and Thuringia to support the flood-affected areas.

A DERANGED man sexually assaulted a 45-year-old woman in Harlem Hospital after she fell asleep in the emergency room, sources told the Daily News on Saturday.

The woman — whose name is being withheld by The News because she is the victim of a sex crime — dozed off after doctors gave her a painkiller for a hurt foot and woke up when Tyrone Brown, 49, attacked her about 3 p.m. Friday, the sources and a relative said.

“She woke up and he was over her, rubbing his penis on her mouth,” said the woman’s niece.

As the woman jumped up to get away, the creep began to urinate on her, sources said.

“She felt a hot splash on her,” the niece said.

Hospital staff rushed over and grabbed Brown, who lives just blocks away and was being treated for an unknown injury, sources said. They also said the fiend flicked his tongue at his victim as he was being taken away.

Mars pebbles prove water history SCIENTISTS now have definitive proof that many of the landscapes seen on Mars were indeed cut by flowing water.

The valleys, channels and deltas viewed from orbit have long been thought to be the work of water erosion, but it is Nasa’s latest rover, Curiosity, that has provided the “ground truth”.

Researchers report its observations of rounded pebbles on the floor of the Red Planet’s 150kmwide Gale Crater.

Their smooth appearance is identical to gravels found in rivers on Earth.

Rock fragments that bounce along the bottom of a stream of water will have their edges knocked off, and when these pebbles finally come to rest they will often align in a

characteristic overlapping fashion.

Curiosity has pictured these features in a number of rock outcrops at the base of Gale Crater.

It is confirmation that water has played its part in sculpting not only this huge equatorial bowl but by implication many of the other landforms seen on the planet.

“For decades, we have speculated and hypothesised that the surface of Mars was carved by water, but this is the first time where you can see the remnants of stream flow with what are absolutely tell-tale signs,” Dr Rebecca Williams from the Planetary Science Institute, US, told BBC News.

The American space agency first announced the discovery of the pebbles in September last year, barely seven weeks after Curiosity had landed in Gale.

Researchers have since been studying the robot’s pictures in more detail and have now written up a report for Science magazine - the first scholarly paper from the surface mission to make it into print; and the study reinforces the initial interpretation.

It describes the nature of the outcrops, and estimates the probable conditions in which their sediments were laid down.

The pebbles range in size from about two to 40mm in diameter - too big to have been blown along by the wind.

These clasts, as scientists will often call them, are cemented together in a sandy matrix to make a rock type referred to as a conglomerate.

Iron in Egyptian relics came from space THE 5,000-year-old iron bead might not look like much, but it hides a spectacular past: researchers have found that an ancient Egyptian trinket is made from a meteorite.

The result, published on 20 May in Meteoritics & Planetary Science, explains how ancient Egyptians obtained iron millennia before the earliest evidence of iron smelting in the region, solving an enduring mystery. It also hints that they regarded meteorites highly as they

began to develop their religion.

“The sky was very important to the ancient Egyptians,” says Joyce Tyldesley, an Egyptologist at the University of Manchester, UK, and a co-author of the paper.

“Something that falls from the sky is going to be considered as a gift from the gods.”

The tube-shaped bead is one of nine found in 1911 in a cemetery at Gerzeh, around 70 kilometres south of Cairo. The cache dates from about 3,300 bc, making

the beads the oldest known iron artefacts from Egypt.

A study in 1928 found that the iron in the beads had a high nickel content — a signature of iron meteorites — and led to the suggestion that it was of celestial origin. But scholars argued in the 1980s that accidental early smelting could have led to nickelenriched iron, and a more recent analysis of oxidised material on the surface of the beads showed low nickel content. Scientists have long felt that many of the landscape on Mars was cut by water.

are touching each other, and the pictures show examples of so-called imbrication - an arrangement where elongated pebbles stack like a row of toppled dominos. It is a classic sign of past river activity.

Precisely dating landforms on Mars is not possible, but the rock outcrops seen by the rover are almost certainly more than three billion years old.

Curiosity’s pictures have enabled the team to make some informed statements about the speed and depth of the water that once flowed across the crater floor.

“We estimate that the flow velocities were walking pace, approximately - it’s not something we can absolutely reconstruct, but it gives us a rough idea, and these are minimum values,” explained Prof Sanjeev Gupta from Imperial College London, UK. “And we can also say that the water depths ranged from ankle-deep to waist-deep.

“This is the first time we’ve been able to do this quantification [on the Red Planet]. It is routine to do this on

Earth, but to do it on Mars by looking at ancient rocks is just remarkable.” he pebbles come in a variety of dark and light shades, further indicating that they have been eroded from different rock types and transported from different locations.

Using its Chemcam remotesensing laser, the rover was able to detect feldspar in the lighter toned clasts.

Feldspar is a common mineral on Earth that weathers quickly in the presence of water.

This suggests past conditions were not overly wet and that the pebbles were carried only a relatively short distance - probably no more than 1015km.

This fits with satellite observations of what appears to be a nearby network of old rivers or streams spreading away from the mouth of a channel that cuts through the northern rim of Gale Crater.

This valley - or Peace Vallis as it is known - is the probable route down which the water flowed and later dumped its load of rounded gravels.

Black hole bonanza possible as immense gas cloud passes A VAST and hidden field of small black holes predicted to be near the centre of our galaxy could be revealed as a giant gas cloud passes by.

The G2 cloud is as large as our Solar System, and bound for a “supermassive” black hole at the Milky Way’s core.

On the way, it should encounter many black holes just tens of km across.

A report in Physical Review Letters suggests they will spin and heat the gas, which will emit a spray of X-ray light that telescopes could see.

The cloud of gas - three times larger than Pluto’s orbit but with a total mass just three times that of the Earth - was first spotted on its course toward the galaxy’s centre in 2011.

Researchers have been gearing up for the cloud’s approach to the galaxy’s enormous central black hole, with its closest approach in

September.

‘SPECIAL OPPORTUNITY’ But Imre Bartos of Columbia University in New York, US, and colleagues hit on the idea of using the cloud’s passage for another purpose.

“We know that there is a very massive black hole in the centre of the galaxy, many millions of times heavier than our Sun, and we also suspect that there are thousands and thousands much smaller - a few times the mass of the Sun,” explained Dr Bartos.

“When I first saw this G2 cloud going toward the centre, we thought that this may be the first opportunity to hopefully say something directly, to see these black holes near the centre,” he told BBC News.

them faster and faster, heating up to millions of degrees and emitting X-ray light.

It is a bit like allowing a giant sink to empty through thousands of tiny drains and looking for any evidence of swirling water.

The team estimates - based on guesses about just how much gas is in the cloud - that as G2 makes its pass around the central black hole, X-ray space telescopes such as Chandra or NuStar should be able to glimpse about 16 interactions with its smaller cousins.

Keeping an eye out for these X-rays may also confirm the

existence of what are called “intermediate mass” black holes - a few thousand times the mass of our Sun. Here again, theory predicts their existence - particularly near the centres of galaxies - but none has ever been definitively confirmed.

“I think it’s a good idea,” said Stefan Gillessen of the Max Planck Institute for Extraterrestrial Physics, co-author of the 2012 paper in Nature on the G2 cloud’s discovery.

“We didn’t think of that when we did the original paper - I think it’s something worth following up,” he

told BBC News.

“But the big uncertainty, as always in this game, is what is the density of the gas which comes in.”

The less dense the gas is, the less likely that enough light will be produced that our telescopes can see it. But as Dr Bartos points out, it is the first real chance to get a look at what may be thousands of smaller black holes hidden between us and the galactic core.

“It’s a very special opportunity, and it’s also lucky that we’ve now got the capacity to observe these things with X-ray telescopes on satellites,” he said. (BBC)

New bid to find HIV vaccine begins in London hospital

New camera sensor eliminates need for flash NO flash? No problem. A new imaging sensor could soon make it possible for photographers to take clear, sharp photos, even in dim lighting.

Created by a team of researchers at Nanyang Technological University (NTU) in Singapore, the new sensor is highly sensitive to both visible and infrared light, which means it could be used in everything from the family Nikon to surveillance and satellite cameras.

The sensor, which is 1,000 times more sensitive to light than the imaging sensors of most of today’s cameras, gets this high photoresponse from its innovative structure.

It’s made of graphene, a super strong carbon compound with a

honeycomb structure that is as flexible as rubber, more conductive than silicon and which resists heat better than a diamond.

Graphene, which is a one atomthick layer of the mineral graphite, has already earned a reputation as the building material of the future. Andre Geim and Konstantin Novoselov took home the Nobel Prize in physics in 2010 for their work with the compound.

The inventor of the new sensor, Wang Qijie, an assistant professor at NTU’s School of Electrical and Electronic Engineering, said this is the first time that a broad-spectrum, high photosensitive sensor has been made using pure graphene.

A FRESH effort to find a vaccine for HIV is beginning at laboratories in a London hospital and two centres in Africa.

Scientists are recruiting 64 healthy adult volunteers for the trial, which is expected to take up to two years.

The work will be split equally between London, the Rwandan capital Kigali and Nairobi in Kenya.

This early trial is being run by the International Aids Vaccine Initiative (IAVI), a non-profit organisation.

The principal investigator, Dr Jill Gilmour, who has worked at the laboratory at Chelsea and Westminster Hospital since its founding in 2001, says she is optimistic that the Aids virus can eventually be tackled with a vaccine.

‘FORMIDABLE BEAST’ The virus is now 30 years old, and the search for a vaccine has proved elusive so far.

However, an American-backed trial in Thailand found in 2009 that a combination of two vaccine prototypes was 30% effective in preventing HIV infection.

Follow-up trials are being planned with the aim of improving those initial results.

In the IAVI trial, volunteers who are free of HIV and not at risk of catching the infection will receive a combination of two vaccines.

This is because in the early stages of infection, both HIV and Sendai affect the mucosal tissues, which are found in the nose and also in the genital area.

Dr Gilmour said: “I believe it’s not if, it’s when we will have an effective HIV vaccine. There is now strong scientific data to support that position.

“We will get there but vaccine development takes time. It’s not for the faint-hearted.

“Bear in mind that with polio, it was 45 years from discovering the virus to getting an effective vaccine.

“HIV is a formidable beast with sneaky tricks. It changes every time it divides, so it’s highly variable.

And it can integrate into your own

cells, so your immune system can’t see it.”

The trial is early work known as Phase I, meaning that the aim is to ensure the vaccine is safe and induces an immune response.

Dr Gilmour added: “Delivering the vaccine into the nose has public health benefits, because we’re not using needles.

“If we see strong immune responses, we go into the larger second phase of testing whether the vaccine is effective in reducing transmission or lowering the load of the virus.

“The Sendai product is modified from a virus which affects rodents, including hamsters. From our perspective, it’s a bonus that this virus has lived in the human environment without causing us harm.”

Experts say probiotics could be a “pre-emptive strike” to ensure a healthy balance of bacteria in the gut.

And people infected with the bug can suffer from diarrhoea, an inflamed and painful bowel or even death.

Researchers worldwide have been investigating whether probiotics - cocktails of micro-organisms can keep gut bacteria in check by competing with more harmful bugs.

Scientists from the independent Cochrane Collaboration looked at data from 23 trials involving 4,213 patients who were on antibiotic treatment for a variety of reasons.

SCIENTISTS have discovered that about one in thirteen people have flexible ape-like feet.

A team studied the feet of 398 visitors to the Boston Museum of Science.

The results show differences in foot bone structure similar to those seen in fossils of a member of the human lineage from two million years ago.

It is hoped the research, published in the American Journal of Physical Anthropology, will establish how that creature moved.

Apes like the chimpanzee spend a lot of their time in trees, so their flexible feet are essential to grip branches and allow them to move around quickly - but how most of us ended up with more rigid feet remains unclear.

Jeremy DeSilva from Boston University and a colleague asked the museum visitors to walk barefoot and observed how they walked by using a mechanised carpet that was able to analyse several components of the foot.

Most of us have very rigid feet,

helpful for stability, with stiff ligaments holding the bones in the foot together.

When primates lift their heels off the ground, however, they have a floppy foot with nothing holding their bones together.

This is known as a midtarsal break and is similar to what the Boston team identified in some of their participants.

This makes the middle part of the foot bend more easily as the subject pushes off to propel themselves on to their next step.

Dr DeSilva told BBC News how we might be able to observe whether we have this flexibility: “The best way to see this is if you’re walking on the beach and leaving footprints, the middle portion of your footprint would have a big ridge that might show your foot is actually folding in that area.”

Another way, he added, was to set up a video camera and record yourself walking, to observe the bones responsible for this folding motion.

Mills collects over 20,000 bottles for recycling THE RECYCLING competition among the students of the Mills Institute closed at the end of May with a remarkable number of plastic bottles collected and some valuable lessons learnt.

At the school’s morning assembly on Monday (June 3), it was revealed that throughout the month of May the students collected more than 20,000 plastic containers.

TCI Waste Disposal’s owner and manager Ramez Hakuora said he was very happy with the efforts made by the students and the school’s environmental club which started the competition to encourage recycling and more eco-friendly habits.

“Considering there are only about 150 students… for 150 students to collect over 20, 000 bottles, that’s a very good fete and I’m very, very happy about it,” he said after commending the students on a job well done.

He was especially pleased that the children are learning about recycling from such a young age and applauded them for “doing such a great thing for their environment and country”.

Hakuora encouraged them to keep up the environmentally friendly habits and also stated that he thinks the Turks and Caicos does a fantastic job with recycling and teaching the

young children about caring for their environment.

In support of the activity he also contributed to the prizes for the top three classes that collected the largest amount of bottles and the top three students who gathered the most.

Other sponsors of prizes were Nicola Jordan from Allied Management Services and Julie Smith.

The winning classes received classroom supplies and aids for their hard work and dedication to the activity.

Students of K2 brought in the most bottles – 6,008, while grade four gathered 5,293 and grade one collected 1,930.

Organiser of the campaign and grade two teacher, Shanna Ebanks, said that she is very proud of the students’ participation and enthusiasm in the campaign.

She revealed that some students went to great extremes to collect bottles; picking them up from along the roadside, from the rugby field when they go to play and even rummaging through garbage bins.

Ebanks is hopeful that the habit of recycling stays with them and promises that the school will continue to educate and encourage good environmental practices among the students. (KH)

Michael Douglas: Oral sex caused my throat cancer

The ‘Wall Street’ actor was noticeably thin after bouncing back from treatment.

MICHAEL Douglas revealed the cause of his throat cancer was not smoking and drinking - as he previously believed — but instead by performing oral sex.

The 68-year-old actor was incredibly honest in an interview with The Guardian, explaining that he learned his cancer was caused by the human papillomavirus (HPV).

“Without wanting to get too specific, this particular cancer is caused by HPV, which actually comes about from (giving a woman oral sex),” he said.

The actor, currently enjoying rave reviews for his performance as famed pianist Liberace, told the British newspaper that he though the diagnosis three years ago was sure to be a fatal one. The onslaught

of bad news — including his son’s incarceration and his rehabilitation stint for his wife, Catherine ZetaJones, who suffers from Bipolar disorder - led him to believe stress was a trigger.

“I did worry if the stress caused by my son’s incarceration didn’t help trigger it,” Douglas said. “But yeah, it’s a sexually transmitted disease that causes cancer. And if you have it, (giving oral sex to a woman) is also the best cure for it.”

According to the Oral Cancer Foundation, one tract of HPV — known as HPV16 — is known to be linked to oral cancer, manifesting itself in the back regions of the throat and mouth.

The “Wall Street” actor has been open about the incredible discovery

of a walnut sized tumor in his throat almost nine months too late. In an interview with New York Magazine, Douglas detailed symptoms of toothaches and infections that stumped doctors.

“After complaining for nine months and them not finding anything, and then they told me I was stage four?” he said. “That was a big day.”

Noticeably thin for months, the actor lost 45 lbs while undergoing treatment.

“The amount of chemo I was getting, it zaps all the good stuff too,” he said. “It made me very weak.”

Now, two years cancer free, Douglas said playing Liberace - who died of illnesses related to AIDS — was a “beautiful gift.”

OR • A Doctoral degree from an accredited university in an allied health discipline with dissertation in epidemiology followed by at one year experience in the design, conduct and interpretation of epidemiologic studies (preferred).

Mourinho returns as Chelsea manager on four-year deal Yamaha’s Jorge Lorenzo won the Italian MotoGP ahead of fellow Spaniard Dani Pedrosa of Honda.

Champion Lorenzo claims Italian treble JORGE Lorenza kickstarted his MotoGP title defense on Sunday as he won the Italian Grand Prix for the third year in a row.

The Spanish motorcyclist overtook pole sitter Dani Pedrosa at the first corner at Mugello and never surrendered the lead as he trimmed his rival’s championship advantage to 12 points after five races.

“I knew it was going to be a really hard race because it got much hotter than it had been in the morning,” Lorenzo told the MotoGP website.

Grant Hill announces retirement

LOS Angeles Clippers forward Grant Hill announced his retirement Saturday after a 19-year career in NBA. Hill made the announcement on TNT before Game 6 of the Eastern Conference finals between the Miami Heat and the Indiana Pacers.

“I’m glad to say I’m done,” Hill said. “I’m officially retired, moving on from playing. I had a great run.

I’m announcing it now. ... I’ve been hinting at it the last few years. You get to a point where you just don’t want to do it anymore but I’ve enjoyed it. I’ve loved it.”

Hill, 40, signed a two-year, $4 million contract with the Clippers last year but had alluded several times at the end of this season that he would retire over the summer.

Hill only played in 29 games this season for the Clippers while battling

various injuries, his fewest since 2006, and only saw action in the Clippers’ last playoff game, a 118105 loss to the Memphis Grizzlies in Game 6 of the first round. Hill never had averaged fewer than 28 minutes and 10 points per game during his career but only averaged 15.1 minutes and 3.2 points per game off the bench for the Clippers.

Sonia Bien-Aime appointed to board of executives for FIFA

BY DAISY HANDFIELD IN SUCH a small time frame, the Turks and Caicos Islands is rapidly gaining international exposure through many different avenues.

General secretary for the Turks and Caicos Islands Football Association (TCIFA), Sonia Bien-Aime, and TCIFA members Oliver Smith and Paula Garland arrived Sunday night through the Providenciales International Airport from the International Federal of Association Football’s (FIFA) congress in Mauritius.

Although Bien-Aime and Asian Football Confederation president, Moya Dodd of Australia, lost in an election with president of Burundi Football Association Lydia Nsekera to become the first woman on the FIFA executive committee, BienAime was still co-opted to be on the committee.

Oliver Smith, who is a TCIFA member and also an attorney at law, was appointed on the sub-committee

governing body, the FIFA appeals committee.

Bien-Aime explained that even if she was not co-opted to be on the committee, just being nominated was a success story to her.

“Although I haven’t won by votes, you can’t imagine how important it is or what this means to be co-opted to the FIFA executive committee.

“It is just not an ordinary gift, it is something people have been working in the FIFA arena for many years to aspire to and some may never see it.

“For me coming from this little TCI to be recognised and even being nominated is an honour.”

Upon their arrival, they were greeted by Government officials including Deputy Premier and Minister of Education, Akierra Missick, Leader of Opposition, Sharlene Cartwright Robinson, members of TCIFA, media officials and supporters.

A short press conference was held in Gilley’s restaurant, at the airport

shortly after their arrival.

Minister of Education, Akierra Missick acknowledged Bien-Aime and Oliver Smith for their huge accomplishment.

She said: “It’s an honour and privilege to be here this evening, I have known Miss Bien-Aime for a long time and we’ve previously worked together and the passion that she has for this sport [football] is amazing.

“It’s an honour that we have our own local people, our own residents from the TCI who are carrying the TCI flag on an international scale.

“Football is a very popular sport throughout the world and to know that our little country is on this executive body to represent us for a year helping take the Turks and Caicos forward as we move soccer forward as well as the other sports is an honour and privilege.”

Leader of the Opposition, Sharlene Cartwright-Robinson shared kind remarks.

President of the Football Association, Chris Brian noted that the TCI has come a long way but, there is still so much more to accomplish throughout the years.

He said: “The whole Football Association is extremely proud of them.

“We’ve come a long way and we’ve basically been in FIFA since 1998 so it’s 15 years.

“I don’t think any nation has made so much progress in such a short time.

“They don’t get these rewards if they don’t deserve them. They have done the hard work and they deserve the reward they have received but, also behind them is a massive community effort in the TCI. “With the support of everyone, we can go even further, this is just the start. There is a lot promised and there is still more to come.”

Wally Wennick, Florence Bennett - winners of the Governor’s Open THE GOVERNOR’S Open Golf Tournament, last Saturday (June 1), helped raised money to cover the costs of on-going course maintenance and help the club towards achieving its goal of returning the course and the club to its former standard.

And for the most part was a fun day for the 12 men and five women who entered to compete for the medals and trophies up for grabs.

The 2013 Men's Champion was Wally Wennick, closely followed by Arthur Lightbourne in second place and Steve Saunders in third place.

In the 2013 Ladies' Champion was Florence Bennett, with Danzella Jennings taking second place and Sharon Simons, the club president, taking the third place medal.

Arthur Lightbourne also won one a medal in the nearest the pin contest along with Larry Coalbrooke.

Governor Todd presented the medals and trophies to the worthy winners.

The course was designed by Governor John Kelly. Construction began in 1996 and was completed in 1997 and in the same year the club was formed.

In 1999 the club leased the old Radio Turks and Caicos building.

It became a thriving sporting and social venue.

The club functioned for the next eight years until a fire, followed by

– become three-time winners after clean sweep THE Clement Howell High School Eagles became three-time winners in the third year of the Provo Amateur Basketball Association (PABA) High School League after a clean sweep in their 2013 best-in-five series against Maranatha High.

Peterson Sylvain, who dominated the league led the attack

with 16 points and two boards in the 28-22 point victory while C. Baker added five points. Sylvain had scored 15 and 16 points in games one and two.

T Penn led Maranatha with nine points and three boards while K. Adams added eight points and six rebounds.

Bugaloo’s Men’s Beach Soccer League:

AFC win third game in a row THE Bugaloo’s men’s Beach Soccer League reached the half way stage recently and AFC Academy continued to set the pace after winning their third game in a row. They overcame a spirited SWA Sharks by 10-5.

Steven Hayes opened the scoring for the Sharks and despite Rodney Davilmar scoring an equaliser the Sharks held a slender 2-1 lead after the first period as Mike Fox headed in a goal from a throw-in.

The Academy team then began to dominate the game as they started strongly in the second period and took a 5-3 lead with additional goals from David Jasmine, James Rene, Herby Magny and Davilmar. There was no comeback for the Sharks as Herby Magny rounded off an excellent individual display adding a further four goals to give his team a 10-5 win. Rene added another goal and a goal apiece from Fox and Courtney gave the score line some respectability for the Sharks.

In the other fixture the Teachers

ensured they moved into second place with a 12-8 win against the Centre of Excellence (COE) U-15 Boys. The COE team has improved with every game and a late comeback against the Teachers showed that they are not an easy team to beat. After two periods the Teachers appeared to be cruising to victory as they had a 9-3 lead. However, the COE boys showed their resilience with a late fight back to bring the score to a more respectable finish. Fred Dorvil top scored for the Teachers with six goals, whilst Dane Ritchie and Antonie Watson each scored a hat trick. Myrohn Pereira scored five for the COE Boys, with goals also coming from Cole Nickson (2) and Mackenson Cadet (1).

Three weeks are left before the championship game and AFC Academy look likely to be involved; however the Sharks will need to win their remaining three games if they are to stand a chance of making the grandfinal.

Bien-Aime and Smith reach new heights for TCI

– Both humbled by FIFA positions – Governor personally congratulates them – PDM leader full of praises SPORTS in the TCI ascended to new heights last Friday after local football representatives Sonia Bien-Aime and Oliver Smith were selected to serve on the FIFA Executive Committee and the FIFA Appeals Committee respectively.

Both were humble in selection: Mrs. Bien-Aime called it an “honour” and Smith told the Weekly News that he was “humbled and excited”. So significant were the selections that Peoples’ Democratic Movement (PDM) leader Sharlene Cartwright Robinson sent out a congratulatory press release while Governor Ric Todd, who met the pair on Monday, pointed out that their selection has “helping to further raise the profile of the TCI around the world”.

Robinson said Bien Aime is “a role model on so many levels” and that she is “blazing the trail for others to follow in her footsteps”.

The PDM head was also gracious to Smith and the Turks and Caicos Islands Football Association. She thanked the latter for their hard work in developing the sport locally and pledged her party’s commitment in local sports development. “The

emphasis placed on sports can only reap benefits for our people and our country. That is why we, the Peoples’ Democratic Movement, will highlight each accomplishment and encourage all our athletes to reach for the stars.”

HISTORY MAKING Bien-Aime would go down in the history books as the first female in the Western hemisphere to serve on the executive body of the most dominant sport in the world since FIFA’s formation in 1904.

She finished third in a contest to select the first female representative to sit on the board. Lydia Nsekera (from Burundi, East Africa) won the position ahead of Australian Moya Dodd and Bien-Aime. The latter two were however selected as co-opted members for a one-year stint.

Bien-Aime, who was in Mauritius for the voting, told the Weekly News that she was blessed with the opportunity.

PABA Night League finals:

Stallions force game seven after back-to-back wins THE GT Stallions stopped Flyersnation’s celebrations in their track when they handed defending champions the Flyers back-toback defeats to force a game seven in the Provo Amateur Basketball Association (PABA) Night League best-in-seven finals.

Leading 3-1 Five Cays Flyers were looking for the championship win last Friday, but they had no answer for Ira Taylor.

Taylor powered his way to double-doubles on both nights of play. In game five he scored 23 points and grabbed 16 rebounds

in the 85-76 point victory while Tamurri Lightbourne also made his presence felt with 22 points.

The Flyers were led by small forward Darado Fulford who scored 20 points and nine boards and Elho Seymour who scored 10 points and pulled down 11 boards.

On Saturday night the Stallions won 96-86 with Taylor again leading the charge with 19 points and 17 rebounds. Lightbourne added 18 points and nine boards.

Anthony Cash led the Flyers with 18 points, 10 rebounds and nine assists.

Tamurri Lightbourne was consistent for the Stallions over the weekend.

Ira Taylor continues to dominate the paint.

He again finished with huge double-doubles for the GT Stallions.
