UK blindsided OTs with early public register decision

BY DELANA ISLES THE MOVE by the United Kingdom government to impose public registers of company ownership on British overseas territories is being hailed as an unpleasant surprise.

Since last Tuesday’s (May 1) decision, many of the territories that will be chiefly affected by the move have expressed a sense of betrayal.

Similar sentiments were expressed by TCI’s Premier Sharlene Cartwright Robinson on Friday.

In a sharply worded statement a few days after the announcement, the premier called the unilateral move “destructive, constitutionally regressive, offensive and disappointing”.

She said the UK’s decision is regrettable, especially in the light of the OTs’ previous commitments to building a strong partnership with the country.

“We have joined with our sister OTs in calling on the UK for an early and urgent meeting and for the UK to demonstrate its commitment to a valued relationship with us by renewing the fight against this injustice and destructive unilateral move.”

Cartwright Robinson’s condemnation comes on the heels of those of other elected officials of British overseas territories last week.

The controversial decision followed a debate in the House of Commons on the anti-money laundering bill on May 1.

The House voted to endorse the imposition of public ownership registers in the overseas territories.

The premier charged that the

move is a flagrant disregard for the territory’s constitution, given that the Islands has a democratically elected government that is charged with making decisions in the interest of its residents.

“Given our commitment to the international community regulated by the OECD/global forum on tax transparency, the FATF standards and the BEPS inclusive framework, we are of the view TCI has made significant milestone commitments in the area of transparency and openness for carrying on business with minimum avoidance measures likely to disrupt our international business model.

“We note with great reservations the inconsistency in which many members of parliament had made promises not to go the route of order in council to impose governance mechanisms on the territories that will create economic hardship and prevent development opportunities from realising.”

She added that action such as these have constitutional and democratic implications on the growth potential of a small island state such as the TCI. She said that the decision gives the TCI reasons to review its relationship with the UK; a relationship which she said the Islands was led to believe was being strengthened with the recent signing of the EoNs and the implementation of a central register.

The premier noted that the TCI will be happy to work along with the Financial Action Task Force (FATF) regulators on its initiatives for public registers once a universal standard

“Whilst we know that this will negatively impact our fragile economy, which is heavily based on tourism and is recovering from two tropical cyclones only eight months ago, we will however consult with the industry to assess the full economic impact such a decision by the House of Commons will have on a public accessible register.

“This is sure to cause additional burden and hardship and we cannot in good conscience or as guardians of our people’s wellbeing be relaxed on this issue.”

The premier further advised that the Government has communicated her above statement sentiments to Prime Minister Theresa May on behalf of the people of the Turks and Caicos Islands.

Chamber of Commerce condemns UK’s public registry decision THE CHAMBER of Commerce has chimed in with the chorus of protest against a United Kingdom decision that its overseas territories create public registers of company beneficial interest.

The Providenciales charter of the organisation noted with the concern the apparent disregard by the British members of parliament’s decision to force the requirement prior to it becoming a global standard.

President of the chamber, Kyle Smith said he finds the exclusion of the UK’s Crown dependencies Jersey, Guernsey and the Isle of Man from subscribing to these new standards to be not only egregious, but prejudicial.

“This is clearly a constitutional exploitation of power and clearly shows a double standard being exercised,” Smith said.

He added that such an unjust and unfair prescription for the British OTs will undoubtedly present a serious blow to the financial sector.

Noting that although the financial sector does not count for a large portion of the local economy in the Turks and Caicos Islands, the decision will have implications on other industries throughout the Islands.

“This decision without any apparent consultation with the British OTs has served to erode the mutual trust and respect that has been the guiding principle between the UK and the British OTs. “It is a fact that the Turks and Caicos Islands has expended considerable time and resources to comply with anti-money laundering standards,

supporting tax exchange agreements, FATCA and most recently under the current administration passed the Beneficial Ownership Regulations 2017 allowing any country that signs up to multilateral agreement under the Common Reporting Standards (CRS) to receive information on an as needed basis on the ownership of companies.”

Smith added that while the chamber and its associated members understand the global need to create a new norm of corporate transparency, the retort to trigger this solely for

BOTs is unfair, and reduces the ability for fiscal stability, and the opportunity of competitiveness on a level playing field amongst global markets that are still allowed to do business as usual.

The president noted that the body will seek to work along with the government, the opposition, financial services bodies, local stakeholders and family chambers of Anguilla, Bermuda, the British Virgin Islands, Cayman Islands and Gibraltar to address the issues that have arisen from the decision.

Human rights failings at ‘unhealthy’ temp school TCI’s human rights body has demanded urgent action to protect pupils from the “unhealthy environment” of their temporary school.

Hundreds of children from Oseta Jolly Primary School are being given their lessons at Gustarvus Lightbourne Sports Centre in Downtown Providenciales.

The government school in Blue Hills was severely damaged by the ferocious winds of hurricanes Irma and Maria last September – and has not yet been repaired.

In an impassioned press release issued on Wednesday (May 9), TCI Human Rights Commission said the sports centre is “non-conducive” to providing children with an education.

It went on to say that it is an “unhealthy environment in terms of both physical and mental health”.

During a visit to the centre, representatives from the commission noted a multitude of hazards and safety issues.

They included a smell of dampness, cables running across makeshift hallways, holes in walls,

lack of ventilation, tarpaulin on the floors creating trip hazards and barriers between makeshift classrooms.

The commission contacted the Ministry of Education outlining the conditions and concerns relating to the welfare of students and staff.

According to the press release, Minister of Education Hon Karen Malcolm responded by saying: “After many weeks of searching we had no alternative but to convert the Gustarvus Lightbourne Sports Complex into a makeshift school to

Human rights convention THE UNITED Nations Convention on the Rights of the Child (UN CRC) was adopted by Governments worldwide in 1989 and has been ratified by all members of the United Nations (UN) with the only exception being the United States of America.

These rights detail what every child needs to grow and develop to their full potential.

It is a powerful tool in developing the full potential of everyone, ensuring human dignity and promoting individual and collective wellbeing.

By providing children with a decent education they become better able to cope with adult life, able to think critically, able to problem solve and this makes them more attractive to employers and more successful entrepreneurs.

Failing to provide a decent standard of education to children fails the entire society, the commission said.

Malcolm added that the current facilities at the sports centre are being regularly serviced to provide a more comfortable environment.

Meanwhile the reconstruction of the Oseta Jolly Primary School has not begun and is contingent on the passage of the 2018 to 2019 budget which is slated to be tabled in June 2018, she said.

In its statement the TCI Human Rights Commission said it recognises the emphasis made for budgetary measures, but stressed that there must be other viable options in obtaining a more suitable facility for learning.

Judge throws out no case submission in Walters trial

BY DELANA ISLES THE FIVE men who stand accused for their involvement in the death of 19-year-old Kenley Walters will remain on trial for the crime.

This decision came on Monday (May 7) after the trial judge Joan Joyner rejected defence lawyers’ ‘no case’ submissions that the prosecution had failed to prove its case against their clients.

She contended that a case has indeed been made out against the five accused in the manslaughter trial.

The defence applications were made last week Wednesday and Thursday after the prosecutor wrapped up its case against the defendants.

The defendants and their attorneys are Charlex Bottex attorney Glenda Clarke; Lorvensky Joseph - attorney Keith James; Kurt Delancy Jr - attorney Finbar Grant; Woody Baptiste - attorney Lara Maroof-Misick and Evenson Capron - attorney Guy Chapman.

The five defence lawyers argued that from their view there is insufficient evidence to move forward into the second half of the trial, which is the defence’s half.

The defence attorneys believe that the Crown did not present enough evidence against any of the five men for the judge to call upon them to defend.

The prosecution team strongly disagreed and called on the trial judge to reject all five defence counsel’s arguments.

Following the rejection of their applications, the defence lawyers are now in the process of presenting a defence for their clients.

The jury will decide on the guilt or lack thereof of the men.

Some of the defendants are expected to the take the witness stand to plead their innocence.

On Monday, Evenson Capron was the first one to do so; he was taken through his testimony by his attorney.

At the conclusion of his testimony Chapman called a witness to testify on behalf of his client.

The trial is currently in its fourth week, and is expected to flow into a fifth week.

Walters was killed during the early morning hours of December 26, 2014, after a deadly fight broke out among several patrons at the once popular Club 2005, located in Downtown Providenciales.

Man freed on legal technicality rearrested hours later JUST two hours after his lawyer successfully argued that there was not sufficient evidence to take his case to trial, Craig Wilson of Five Cays, was rearrested by police while on his way home.

On Friday, May 4, attorney Lara Maroof-Misick won the brief victory for her client when she appeared on his behalf in front of Justice Shiraz Aziz in Grand Turk Supreme Court.

Wilson was charged and subsequently remanded for firearm possession and a number of other related charges.

The allegations against him were that he, his current girlfriend, an ex-girlfriend and her boyfriend, along with other passengers were riding along in a vehicle when an altercation occurred between Wilson and the ex.

The argument escalated and Wilson allegedly pulled a firearm, creating fear among the occupants of the vehicle.

A struggle for the firearm then ensued and it is alleged that Wilson ran away from the fight leaving his gun in the vehicle.

Reports are that the two women and the new boyfriend all went to the police station to report the matter and hand over the gun.

Shortly after the report, Wilson was arrested at the airport, allegedly trying to flee the jurisdiction for the

Bahamas.

Friday’s hearing was the defendant’s sufficiency hearing, at which time the prosecution needed to present the evidence they had gathered to prove that the case is worth taking to trial.

However, the prosecution failed in this regard, as argued by the attorney.

Maroof-Misick brought the court’s attention to the fact that the case bundle presented by the prosecution did not contain any police statements to show that they had tested the firearm alleged to have been in Wilson’s possession to show that the weapon was real, that it was lethal or that they had conducted any other related tests.

It was on this point that judge Aziz dismissed the case and freed Wilson, however short lived.

Two hours later he was rearrested for the same crime. No details have been forthcoming as to the reason for Wilson’s re-arrest.

However, he was then taken back to the Magistrate’s Court and recharged with the firearm offence.

Magistrate Jolyon Hatmin then remanded Wilson to prison until his new sufficiency hearing on July 6.

Reports are that his defence lawyer intends to petition the Supreme Court for bail, pending other applications to have the matter against her client permanently stayed.

ARE MPS PENSIONS FAIR?

LEADING accountant Drexwell Seymour has expressed outrage at the current retiring allowances for parliamentarians, charging that the current system is not “fair” and is unsustainable.

“I am now convinced more than ever that the main beneficiaries of our political system are the politicians themselves,” he said.

What are your thoughts?

Laziness or mediocrity

I read his article with much interest and agree on his points in particular number two (no career after serving as a parliamentarian). Hence maybe the attraction for persons wanting to hold office.

The pension can attract laziness or mediocrity (win my seat twice and I set for life).

Yes, the amounts should be significantly reduced considering an elected member’s time in the House is much shorter than any other public servant who serves decades and receives a pension way below of a parliamentarian.

‘Serving the people’ through public office is about fighting for all to live better.

Number one

Politicians do what politicians do; look after number one first.

Seeking rewards

Keep paying them! It might help them from being in need of bribes.

Political elites always seek rewards, deserved or not.

Hugely overpaid

Are you kidding? In the real world, decent salaries are offered to elected officials to at least partially compensate them for leaving what are generally attractive private sector jobs, and pensions accrue during their period of government service to help make up for pension entitlements sacrificed when leaving those same positions.

Now let’s look at the situation here: For most of the elected officials in the TCI, their government position is the closest they have ever come to having a ‘real’ job, and many of them treat their government responsibilities as only part time.

So, no significant salaries have been foregone in either case.

The hugely overpaid pension entitlements, which they get after

only two consecutive terms of office, are also the only pensions they would never have received, so it is very easy to understand the complaints from some citizens that certain candidates run for office “only for the salaries and the pensions”, and really couldn’t care less about delivering any level of service while in office.

But how realistic is it to think that these same elected politicians will ever put the good of the country ahead of benefits to themselves, and vote to reduce their own compensations?

Dream on!

Not sustainable

I agree with Seymour’s assessment.

It is absolutely crazy for such a small country as this to pay former politicians pension at such high rates after two terms in office.

It is not sustainable!

An acting job

Well perhaps you can liken them to prominent actors; being articulate and pretending things to be other than what they really are. Good entertainment value they call it.

Similarly, they also wallow in the high life. So it follows that they should be well remunerated and of course set up for life with gold plated pensions.

Being less asinine, perhaps they should be made to swap entitlements with teachers, who do something meaningful.

How about doing a collective photoshoot of their faces at the suggestion of it!

Funny how educators get mere pittances compared to the garrulous windbags we elect.

The notion of ‘public service’ went down the plughole a long time ago.

Now it’s ‘milk it for what it's worth’!

By the way the British encourage this, because it’s what goes on in the UK, only on a grander scale (ie. their expense scandals).

Their take on it here being that by indulging the politicians this way, it keeps them out of trouble. Well, that’s the theory.

I want to thank Drexwell for alerting readers to the pension scheme.

I agree that an established amount of service years should be required to receive the pensions.

I would assume that the MPs contributed to the NIB while in office?

My request is that the Government reimburses those who lost their pension ‘nest egg’ when the TCI Bank closed.

They should also have the security of knowing their retirement years will be covered.

The cost of this, I believe, will be far less than what the MPs are projected to get and would show compassion to those who believed in and supported the only native bank.

With regards to the failure of the TCI Bank, I believe I’m not alone in wanting to someday know who those ‘three unknown depositors’ who withdrew $5 million are, causing the bank to fail.

National Recovery Plan to be unveiled soon

BY OLIVIA ROSE A National Recovery Plan which will guide the territory’s recovery needs, priorities and recovery policies following the 2017 storms is currently being prepared.

Cabinet has appointed Wesley Clerveaux to serve as chair of a public private task force which will oversee the implementation of the plan.

Premier Sharlene Cartwright Robinson made this announcement at a press conference on Friday (May 4) at the Hilly Ewing Building in Providenciales She said that following the 2017 hurricanes, which wreaked havoc on the TCI and resulted in government losses to the tune of $40 million, it is critical for the territory to have a comprehensive recovery plan.

The premier said that a recovery task force is needed to spearhead and

manage the plan.

“The recovery task force will include public service representatives as well as private sector representatives.

“As you may know that any national recovery is always led by the public sector in partnership with the private sector.

“This is no different and we have agreed as Cabinet two weeks ago that Mr Wesley Clerveaux the PS of the Ministry of Education will actually lead the recovery efforts in the Turks and Caicos as we recover from the two storms of September 2017.

“He will chair a committee of private and sector members. This committee was appointed by Cabinet and will report to Cabinet and will receive directives from Cabinet.

“Ministers of respective ministries will shepherd polices as it becomes necessary.

in our capacity, the existing conditions and the environment that the school is housed under.”

A ‘SHANTY’ TOWN Eight months after the passage of hurricanes Irma and Maria, makeshift school classrooms sit like a “shanty” inside the sports centre, the commission said.

“The children of the Oseta Jolly Primary School are still housed in a cobbled together environment with cables laying across a tarped floor in little booth like classrooms that are crammed into the hall.

“As you walk into the sports centre you can smell the damp in the air suggesting that there may be mould hidden away from sight.”

There are no ceiling fans and the windows do not open. Air conditioning can be heard but it does not make a difference to the heat, the commission said.

“You are immediately hit by the cacophony of the poorly shielded classes making it difficult to think.

“There are no facilities available for teachers to show presentations or videos to the students, hampering both the learning and teaching experience.

“How can these children receive the education that is their

right in this environment?”

During its visit to the centre members of the Human Rights Commission spoke with several children and teachers who, they said, are all trying to make the most of their circumstances.

“Both the teachers and the children of Oseta Jolly Primary School are to be credited with how well they are dealing with the situation they find themselves in.

“They are broadly positive, they offer no recriminations or bitterness, they are exemplars of the strength of spirit of which the people of the Turks and Caicos Islands can be proud.

“But these teachers and children should not be required to display such fortitude, they should receive the ‘special safeguards and care’ that is due all children in the Turks and Caicos Islands and around the world.”

The Universal Declaration of Human Rights states in its first article: “All human beings are born free and equal in dignity and rights.”

“Where is the dignity in this environment?” the commission said. “Are we teaching these children that neither their community, society nor government cares about their wellbeing?”

“We are prepared as early as next week to call the first meeting and to be able to report as a standing item on Cabinet’s agenda.

“Each time Cabinet meets we expect that the recovery efforts will move quickly.

“Once we have the plan we will be able to come back to the public and say exactly to the people how

we’re going to be repairing and at what pace and what will be priorities as we go along.”

She reiterated the Government’s unwavering commitment to repairing schools and critical administrative buildings across the territory.

“What has not shifted is the fact that government schools are priority as well as critical government buildings will be priority.

“In this first year we proposed not just to have shelters repaired and stock levels replenished but also to begin our recovery works in refurbishing and repairing government buildings.”

She noted that additional details on the task force and its functions will be revealed soon.

Clerveaux said: “By next week we hope to call our first meeting to start brainstorming and putting together the subcommittees to start the work.

“So this is the beginning of a lot of work to be done and I’m pleased to be chairing.”

The Caribbean Disaster Emergency Management Agency (CDEMA) Initial Damage Assessment Report revealed that 80 percent of the territory’s housing stock was damaged due to the impact of hurricane Irma.

Astwood calls for an end to illegal dumping in Five Cays

BY OLIVIA ROSE MEMBER of Parliament for Five Cays, Hon Sean Astwood is calling on the public to help put an end to the illegal dumping of refuse.

Residents of Five Cays have long bemoaned the deplorable state of their community but people continue to dump garbage along the roadways and on unoccupied spaces.

Astwood in a press release issued on Wednesday (May 9) addressed the vexing issue in his constituency.

He said that while efforts are being made at the Government’s level to clean-up Five Cays, residents need to do their part in ensuring the community remains clean.

“For over a decade, I have been organising and participating in cleanup campaigns in my constituency of Five Cays.

“During these years, residents consistently contact me reporting areas where persons continue to dump garbage.

“I have forwarded these reports to environmental health who have always responded positively.

“No longer than yesterday, concerned residents sent me a picture of garbage dumped in the middle of the road in an area of Five Cays.

“I reported it to environmental health and they had the garbage removed the same day.”

Astwood said that while cleaning up the constituency is an ongoing process, the incessant dumping by people with no concern for their surroundings is further compounding the issue.

“Five Cays, just like other areas throughout the Islands, has persons who do not care about their surroundings and will continue to dump garbage.

“It makes it difficult to get volunteers to participate in clean-up campaigns,” the MP said.

Underscoring his commitment to clean up and further develop his constituency, Astwood alluded to an interview conducted by the Weekly

Governor John Freeman and Premier Sharlene Cartwright Robinson co-chaired the April 24 meeting at the Hilly Ewing Building in Providenciales In attendance as members of the NSC were Deputy Premier Sean Astwood, Commissioner of Police James Smith, Deputy Governor Anya Williams and Attorney General Rhondalee BraithwaiteKnowles.

The commissioner of police briefed the NSC on the 2017/18 National Policing Plan and gave an assessment of performance reporting that significant progress had been made during the year against the plan’s objectives.

Looking ahead, the commissioner set out priorities for the Royal TCI Police Force including enhanced engagement with the Ministry of Border Control on ‘Operation Guardian’ as well as focusing on road safety, school and community engagement and child safeguarding.

Smith updated the NSC on crime statistics for 2017/18. The headline figure showed a 14 percent reduction in crime over the previous year and a 28 percent reduction over the past two years.

There had been significant reductions in most areas of serious crime over the past year.

The deputy premier briefed the NSC on progress to tackle illegal migration since the last meeting of the NSC including on the surge in sloop arrivals in March and measures taken to address the problem.

He reported on the continued success of ‘Operation Guardian’ and on the increase in the number of repatriations of illegal migrants and highlighted the excellent cooperation between the Immigration Task Force and the police force.

He stressed that all government departments had a crucial role to play in ‘Operation Guardian’ for it to be even more effective.

Astwood set out new measures being introduced to tackle illegal migration into the TCI including increased manpower, stricter oversight of visa applications and improved documentation.

The premier updated the NSC on the work of the Planning Department and others to help improve road safety and called for the need to address the problem of

illegal jitneys including through new legislation.

Sean Astwood, as acting Minister of Home Affairs, updated the NSC on the situation at HM Prison including inmate numbers, staffing and on the arrival of a new prison superintendent on May 17.

The premier told members that the ministry had produced a report on the proposed redevelopment of the prison.

The NSC reviewed the recommendations in the UKfunded Security Needs Assessment (SNA) Report completed in 2017 and received updates on progress against the recommendations and measures being taken to address outstanding issues.

The police commissioner presented an outline of a proposed National Security Strategy setting out areas which the strategy might focus on against agreed objectives, outputs and timelines.

And Cartwright Robinson underlined that a National Security Strategy had to encompass a multi-agency approach with all departments and elements of society being involved as well as cooperation with international partners.

It was agreed that work on the strategy would be taken forward by the deputy commissioner of police working together with the deputy premier.

The MP explained that both the Environmental Health Department and the Public Works Department have been given additional budgetary allotments to increase staff to deal with inspections and compliance.

Turning his attention to an article written to the local press by a resident concerning the condition of Five Cays, Astwood said: “I must say I have never seen the resident in the news clipping at any of the cleanup campaigns that I have organised or participated in over the past seven years.

“This same resident is in a WhatsApp group that I am a part of, and recently two issues were reported to me by others in the group.

“I addressed those issues and gave the group an update the same day, and as recently as yesterday.

“So there was always an avenue for her to report her concerns to me or environmental health.

“I find her motives highly questionable but my focus will remain on my constituency of Five Cays and not on persons with political agendas.

“I repeat for the benefit of this resident and the people of Five Cays, Five Cays will not be neglected on my watch.

“There is much to be done and we must each do our part in order to see the quicker results that we all desire.”

Acknowledging that the issue of improper garbage disposal is not unique to Five Cays, he urged residents to take personal responsibility for their immediate surroundings and to report illegal dumping and illegal housing to the relevant authorities.

Accused murderer bailed, coaccused remains on remand A MONTH after being charged with the murder of Andreika Stubbs, 23-year-old Anthony Francis is out on bail.

On Friday, May 4, Francis’ lawyer Oliver Smith successfully brokered a $10,000 release for his client at a prearranged bail hearing in Grand Turk Supreme Court.

Francis was granted a combined bail on the murder charge, a wounding charge and other firearm related offences.

The defendant was charged and remanded to HM Prison on April 9, two weeks before his co-accused Malix Cox was officially charged and likewise remanded to the Grand Turk penitentiary.

Cox is being represented by attorney at law Lara Maroof-Misick.

Up to press time, no details as to a bail application or hearing for Cox was reported.

Both men are co-accused and charged with Stubbs’ murder, the wounding of a 17-year-old boy and firearm offences.

The deadly attack on Stubbs occurred at about 3.20am in the parking lot of the Versace nightclub on Leeward Highway, where the murdered woman and injured teen were standing, along with other persons.

She and the teenager were hit by bullets, which sent those nearby running for their lives.

Stubbs later succumbed to her injuries at Cheshire Hall Medical Centre where she and the teen were rushed for treatment.

Reports claim that the incident was a murder for hire gone wrong.

The target of the alleged murder plot was another man who escaped unscathed.

Prison guards suspended for assisting prisoner with contraband TWO men and a woman have been suspended from active duty at Her Majesty’s Prison in Grand Turk.

The trio, who will remain unnamed until officially charged, are alleged to have conspired with an inmate at the facility to smuggle in items such cellular phones and other contraband for use by the prisoner.

The alleged crimes were found out after a search of a prisoner’s

quarters unearthed cellular devices and other banned items in the prisoner’s possession.

Upon checking the phone, authorities are said to have discovered conversations that implicated the guards in illegal dealings with the prisoner.

Up to press time, no charges have been laid against the trio.

Further investigations are being conducted into the allegations.

Hitchhikers steal from Good Samaritan

A MAN who thought he was doing a good deed by giving three young men a ride in his vehicle into the Kew Town area of Providenciales is now counting his losses.

On May 4, the man reported to police that upon making a traffic stop in Kew Town the three young men got out of his vehicle after which he noticed that his cell phone and wallet were missing. He then confronted them about the suspected theft.

At this point, the three youths proceeded to pelt the vehicle with several stones. The man quickly drove away and to the police station to report the crime.

According to police investigations, the $300 cell phone and a wallet containing $50 were near the car armrest before they were stolen.

Unlicensed gun lands man in jail

On Friday, May 4, a 22-year-old man who had used a gun to threaten another person was finally arrested and charged with a slew of gun related offences.

The arrest came following a report made to police on March 16.

The man was charged with three counts of possession of firearm with intent to endanger, possession of unlicensed firearm, possession of ammunition and three counts of possession of ammunition with intent to enable endangerment of life.

No bail was granted and the man remains in police custody until his court appointment.

$3.5k bail for assault charge

Reports are that they later exited the vehicle and continued their escape on foot.

NHIB in Grand Turk burgled

Thieves in the capital have stolen a small white refrigerator, a smart TV and a black microwave from the National Health Insurance Board (NHIB).

The crime was committed last Saturday, May 5, at the Hospital Road offices of the insurance company.

The cost of the refrigerator is $300, while the value of the television and microwave are unknown.

Police investigations are continuing.

Water pump and tank stolen from Middle Caicos eatery

After a weekend away from her business, the owner of a Middle Caicos restaurant and bar returned to find that her establishment had been broken into.

Police on that island are investigating the crime which was committed sometime between April 29 and May 5.

Stolen from the premises were a water pump and pressure tank.

The value of the items is unknown.

Grand Turk man confronts thief inside his home

A 34-year-old who assaulted another person sometime around March 8, has been arrested and slapped with a hefty bail.

The arrest and charge came on Monday (May 7) and the man was granted $3,500 bail for the offence of assault occasioning actual bodily harm in relation to the report.

He is scheduled to appear in court next Monday (May 14) to answer to the charge.

Investigations are ongoing into the burglary of a home on Close Hall Road, Grand Turk, that was reported to police on May 7.

Police said that the homeowner secured his home at 11.15pm on Sunday, May 6, and went to bed but was later awakened by a noise.

When the homeowner investigated the noise he discovered a man inside his home.

The thief managed to escape by foot with a pack of cigarettes worth $50 and a power drill valued at $100.

Masked gunmen rob Kew Town bar

Shipping company robbed

Police are seeking the public’s help in finding the men who robbed a local bar of a sum of money and cellular phones.

At about 11.11pm on May 4, 911 operators received a report that two masked gunmen men had entered and robbed a Kew Town Bar. According to reports, the men entered the bar brandishing guns at the patrons and staff before demanding their cell phones and cash.

Police in Providenciales are investigating the burglary of a shipping company on Leeward Highway.

The incident was reported to the 911 Centre on Monday (May 7) at 7.28am.

The business was secured on Saturday, May 5, and upon returning to work on the Monday, employees met their place of work ransacked.

The culprit(s) who used a ladder to gain entry, stole $300 cash and a number of cheques.

The Royal Turks and Caicos Islands Police Force is appealing to any member of public who may have any information on these crimes. They can contact Chalk Sound Police Station on 338-5901 or make use of the confidential reporting system through Crimestoppers on 1-800-8477.

Accused rapists committed to trial

ON FRIDAY, May 4, newly recruited justice Shiraz Aziz presided over several sufficiency hearings for defendants accused of sexual offences in Grand Turk Supreme Court.

The case against Jeff Kenson, who is charged with the rape of a woman with whom he entered the Turks and Caicos Islands illegally, was heard.

Judge Aziz committed him to stand trial as the prosecution’s case bundle revealed that there was sufficient evidence on the rape allegation to proceed.

He will return to court on May 24 for a plea and direction hearing.

Another defendant, 18-year-old Adlin Louima, who is charged with the repeated sodomy and rape of male and female children, was also was committed to stand trial.

It is alleged that Louima committed these heinous acts on a girl on September 9, 16, 23, 30 and October 7, all in 2017.

He is now being represented by attorney Lara Maroof Misick, who successfully argued for bail (amount undisclosed).

The teen was released on the condition that he cannot live anywhere near his accusers.

He will return to court later in May. Another accused, Kendrick Forbes was committed to stand trial when he appeared for his sufficiency hearing last week.

Forbes stands accused of sexually molesting a child in Five Cays, Providenciales. He will return to court on May 24 for his plea and direction hearing.

Frandy Cesaire who has been on remand at HM Prison for several counts of rape and buggery on an adult woman, also had his sufficiency hearing adjourned until May 24.

Finally, Huntley Forbes, Jr, the suspended police officer and youth pastor made his appearance before the Supreme Court for his sufficiency hearing as well.

He is before the court on rape charges of an adult woman. His matter was adjourned to a later date and his bail is continued.

Robbery and firearm accused to face trials

Judge Shiraz Aziz has committed DeAngelo Harvey to stand trial on robbery charges.

He will reappear before the Supreme Court on May 11 for a plea and direction hearing.

Another accused, Dominic Swann was committed to stand trial in relation to an allegation of bribery and perverting the

course of justice or the attempt thereof.

He is represented by attorney Lara Maroof-Misick and his matter will come return to the court docket on May 24 for plea and direction hearing.

Swann is also facing charges in the Magistrate’s Court of throwing toilet water on police officers who visited the HM Prison to officially charge him with the bribery and perverting offences.

He is also expected to be tried soon in Providenciales Supreme Court on the alleged firearm offence for which he was initially charged and remanded to prison.

Swan’s cousin Omar Harvey also appeared in the Supreme Court charged with the role he allegedly played in the bribery and/ or the perverting the course of justice proceedings.

Harvey is expected to make another court appearance later this month.

Three committed to trial

Meanwhile, three other defendants were committed to trial.

One of them, Leighton Dixon will face a jury for an incident that occurred at Providenciales International Airport in which he allegedly ran away when a suspected gun showed up on the scanner in his luggage.

The other two defendants are Robert St Remy and Robenson Kersaint - both of whom are charged with possession of 15 pounds of marijuana.

The men were committed to stand trial and will return to court on May 24 for their plea and direction hearings.

They are being represented by attorneys Finbar Grant and Lara Maroof Misick, respectively, who indicated to Judge Aziz that their clients may be pleading guilty when they next appear before the court.

Both defendants are reported to have arrived in the TCI illegally.

Jamaican man remanded for sexual assault of minor

Anthony Nation, a 32-year-old work permit holder originally of Jamaica, has been remanded to prison by Grand Turk magistrate Kamar Henry Anderson.

Nation, who lives and works in Grand Turk, is accused of the rape of a pre-teen girl on repeated occasions.

He faces ten counts of sexual assault and indecent assault on a minor.

The crimes are alleged to have taken place over a period of several months on the island of Grand Turk.

British governor applauds his country’s assistance IN A Weekly News article dated April 23, 2018, Governor John Freeman gushes about British assistance to Turks and Caicos Islands.

We have a saying in the TCI that goes: ‘A fisherman never calls his fish rotten!’ This suits the situation.

In the setting of such a hardly ever seen press conference with TCI media, the governor refers to the word ‘prison’ more than any other. A whopping seven times.

Those unfamiliar with the TCI must be left thinking these Islanders are a criminal lot. Either that, or that this governor maybe holds stocks in colonial prisons.

Two of the most pressing matters in the TCI are the devastation of the 2017 hurricane season and the ongoing suffocating illegal migration.

He mentions these two things, but nowhere with the emphasis as he does prisons. How did the media houses let him get away with this?

The Governor states: “TCI and other UK territories in the Caribbean affected by the hurricanes, received relief costing the equivalent of tens of millions of US dollars.

“This was given as an expression of UK solidarity with all those affected.”

Really? “Given as an expression of solidarity.” What nonsense!

Nations offering help and assistance to each other is done so in an expression of ‘solidarity.’

If the TCI is, as claimed by the British, an overseas territory of theirs over whom they exercise administrative authority and oversight, such assistance is their responsibility.

How is it Britain can give £178 million to the Falkland Islands, a sister territory, from its national budget in non-crisis normal circumstances, but this piddling assistance to the Caribbean and Turks and Caicos Islands in a most crippling crisis situation is a show of ’solidarity’?

If anything, the hurricane situation and its aftermath clearly exposed the uselessness of this centuries-old linkage between the TCI and Britain.

Their response was, and continues to be, very inadequate at best.

This is not solely my opinion, but also that of the UK Parliament’s Foreign Affairs Committee, as outlined in their statement from a few weeks ago.

If the governor is so high on post hurricane response he should have mentioned why Grand Turk, with this year hurricane season looming, still does not have adequately operating wifi service; he should explain what shoring up of the seawalls island-

wide has been undertaken from last year to better weather the onslaught sure to be visited on our country this year; he should explain why British Royal Marines, bivouacked at JAGS McCartney airport during the socalled hurricane recovery period, left that building with part of the roof peeled off from the hand of the hurricanes, and leaking like a sieve (at my visit last month the facility was still not fully functional); he should explain that important United Nations bodies passed resolutions post-2017 hurricane season, based exclusively on my presentation before them as Turks and Caicos Forum petitioner, calling for administering powers to keep their committees informed on how these fledgling territories were faring posthurricane seasons; and he should explain that Britain, his country that sent him to the TCI to ‘oversee’ its governance, ABSTAINED from voting on this matter. He should explain why!

The governor claims, from his quote above, that “tens of millions of dollars” were provided in hurricane relief.

Why is the man so vague and unable to give exact figures for these giant-sized amounts, but can tell us that “the National Museum in Grand Turk is costing the UK $52,000”?

Is it because in the immediate aftermath of the hurricanes his prime minister Teresa May came out to announce that Britain was providing something on the order of £23 million for post hurricane recovery for the region?

Can you imagine that! Never before seen destruction in the Caribbean region and this is what Britain has to offer.

What a shame! And what a statement on the institution called ‘Commonwealth’.

The governor also includes the cost of its British Auxiliary ship Mounts Bay putting in a visit to the TCI for a week in a period of

unprecedented illegal migration.

This is a gift for which we should be grateful? I think not. This is the British responsibility as per our constitution.

How does this stack up with the £175 million for the Falkland Islands? Maybe the governor should explain what the TCI Government pays him in his role as governor, and what it has paid to date those gleeful-looking lawyers in the ongoing Commission of Inquiry court case. Both of which situations are offensive and should not be happening.

As I have said before, colonialism was never designed to benefit the colonised peoples, but rather the colonisers. his outdated model has retarded TCI progress for four centuries, and the one-two punch of hurricanes Irma and Maria, along with the governor’s words and his country’s actions in the wake of this disaster has exposed this charade in more ways than one.

Founding PDM leader JAGS McCartney was able to see through said charade and, as we memorialise his having been here, it is hoped that those currently claiming to be and aspiring to be leaders will do the same in being able to see through it too.

COMMENTARY

Curing healthcare?

THE ONGOING problem of healthcare plagues many countries and the TCI is no exception.

Just the other day I picked up the booklet that advertised the then soon to be installed National Health Insurance Plan (NHIP), our healthcare mess.

The booklets show smiling folk serving ice cream. If it was truthful the models who posed for the photos would be dishing out beer and rum.

Studies have now recommended throwing the board that runs the programme under the bus. Premier Sharlene seems to think she can fix it. Good luck.

Any programme with large cash flows was a target for the progressive party who manoeuvred dollars into their personal pockets.

We need to call governor

Along came governor Todd who decided our primary clinics needed updating and he did expedite that programme while he was here.

The problem is that healthcare starts with the right administration and personnel not just fancy buildings.

We had better healthcare in the old Middle Caicos and Myrtle Rigby

Clinics than what we have under NHIP also known as RufusCare.

We all remember when the sworn statement from health minister Karen DeLancy leaked into the public venue.

Uninvited she walked in on a meeting with Doctor Ewing and Mike Misick making financial decisions on how millions of public health funds would be spent.

Was that the beginning of the end for some of my treasured friends and neighbours?

My treasured wife was a nurse in her early adult years serving in many of the clinics around the Islands.

She was trained in the British system in Barbados and Nassau.

Then she worked for many years in the American system.

When we moved home to Middle Caicos, NHIP was looming.

Despite my wife’s healthcare history and knowledge, she could not find a place to serve.

Further, we as seniors were both refused NHIP healthcare cards.

Premier Doctor Ewing told us face to face this could not happen, but it did.

The TCI is not a big country and the chief administrator of healthcare did not know what was happening in his own system? Good luck Sharlene!

Our premier says she will start with primary care. Hooray for that. Many serious health issues can be prevented when diagnosed early.

Further each clinic needs a fully qualified physician who can refer patients directly to specialists.

Each clinic needs to conduct seminars for each local community to make our people aware of their health care issues.

Perhaps clinic administrators can attract seminar attendees by serving ice cream!

British OTs are colonial fodder for UK, PNP leader claims

BY DELANA ISLES FORMER Finance Minister and current leader of the opposition Washington Misick is not surprised at the unilateral move by the UK to impose public registers of companies on its overseas territories.

Rather, PNP’s Misick said: “The will of colonial peoples have always been political fodder in the UK’s geopolitical interest, as reflected in the famous oration by Viscount Lord Palmerston 1784-1865, Foreign Secretary and two-time Prime Minister under Queen Victoria, that ‘Britain had no eternal allies and no perpetual enemies, only interests that were eternal and perpetual.’”

He said that it should be no surprise to observers of history that the overseas territories’ constitutional relationship with the UK has been subjugated in a political compromise between the minority government of Theresa May and the diverse parliamentary groups to secure the passage of the new sanctions and anti-money laundering bill.

The bill was passed by the UK parliament on May 1 in exchange for mandatory establishment of public registries of beneficial interest in British overseas territories by 2020.

This is ahead of the universal standard for such registries.

“And so, history has once again repeated itself and the interests of the overseas territories has been sacrificed on the altar of political expediency to achieve legislative consensus in bringing sanctions to bear against Russia,” Misick continued.

Haitian couple freed on harbouring charge

Last Monday, a case against Wilnick Mompremier and his wife Guerline Mompremier was dismissed when they appeared in the Providenciales Magistrate’s Court.

The couple was charged with illegally harbouring two Polish men.

The two Polish men were later convicted and sentenced to one month imprisonment each for illegally entering the Islands.

one hand affirmed the principle of consensus democracy as it relates to the UK special interest, while on the other hand admittedly disenfranchises the elected representatives of the overseas territories who do not have a voice in the UK parliament.

He added that this is especially egregious given that it reflects a traditional bias in favour of Crown dependencies, tilting the playing field in their favour.

“The alarming ignorance of reality in the overseas territories by members of UK parliament has been costly, and this most recent decision in the words of Alan Duncan himself will potentially create hardship for them.”

The party leader noted that the decision is clearly not evidence based.

He said that the only evidence provided by the UK is reflected in Sir Alan Duncan statements in which he asserts that the overseas territories now generally have “central registers or similarly effective systems that enable UK law enforcement

authorities to establish the ultimate owner of companies registered in the overseas territories.

“And that the commitments they have made in the exchanges of notes with the UK exceed current Financial Action Task Force standards and put them ahead of most jurisdictions, including many of our G20 partners

and some states in the United States.”

Misick pointed out that this view contradicts the notion of UK parliamentarians that the overseas territories are tax havens for robber barons, tax evaders, fraudsters, drug runners and funders of terror.

“Indeed, there is more evidence that the UK itself is a haven for illgotten wealth,” he posited.

The opposition leader stated that the Turks and Caicos Islands’ offshore financial sector is not as a significant a part of its economy compared to that of the Cayman Islands or the BVI. However, the TCI has passed a new Companies Ordinance which establishes a central registry albeit not public, and plans are ongoing to continue with the modernisation of legislation to make the jurisdiction more competitive.

He said that a review of the industry by KPMG is expected to be completed during the month of May, together with recommendations for the expansion of the offshore financial services sector.

He observed that there may still

be a silver lining for the Turks and Caicos Islands.

“Two sequential and immediate actions are necessary to any future strategy to grow the financial services sector to maintain equilibrium between income and costs.

“One - TCIG should move post haste to publicly identify itself with the sentiments of those recently expressed by the Cayman Islands, BVI and Gibraltar in a show of solidarity.

“Second and more importantly all stakeholders including the Government, opposition and the private sector must as a matter of urgency convene a meeting to examine the options available to the TCI in a rational and dispassionate way.”

He added that given the TCI’s low profile in this sector there may well be an upside that may be used to its advantage.

“A win for the Turks and Caicos Islands regardless of who are the architects is a win for all of us, but the discovery of that win requires vision and collaboration,” he advised.

New generator to help power company meet electricity needs A NEW Wärtsilä generator arrived at FortisTCI’s Providenciales site on Leeward Highway on May 3.

The purchase shows that the power company is prepared to meet projected growth in electricity demand from 2019 and into the future, a company press release explained.

FortisTCI president and CEO Eddinton Powell said: “Serving one of the fastest growing economies in the region means that we must be prepared to meet the electricity needs of the country for the continued development and prosperity of these Islands.”

FortisTCI made its first purchase from Wärtsilä Finland in 2010. It selected Wärtsilä for its fuel efficiency, reliable operation and the technical support available within the region.

The company signed the most recent agreement with Wärtsilä in April last year and construction of the engine hall began three months later in July.

Now with the arrival of the generator onsite, installation work will begin immediately and commissioning is scheduled for November.

Once installed, FortisTCI will have a new combined generating capacity of about 93MW across its

service territories.

Powell said: “It is important that when preparing for future electricity needs we take a long-term view.

“As technology evolves and new generation options that are least-cost, reliable options become available, they too will be considered for inclusion in the country’s energy mix.

“That is why in addition to diesel fuel, our generation expansion plans will also include the integration of

more renewable energy as well as other forms of hydrocarbons like natural gas, as we look further into the future.”

The purchase of the generator is the first phase of the company’s generation expansion programme outlined in its Integrated Resource Plan (IRP).

Generation options that are technically and financially feasible for the Turks and Caicos Islands are evaluated through the IRP process.

One such generation option is grid-tied solar, which FortisTCI offers to customers across its service territory.

FortisTCI has also received conditional approval for the integration of a 1MW utility-scale solar project that will be installed at various sites across the TCI. This project will begin this year and is the first utility-scale solar generation for the territory, further diversifying TCI’s energy profile.

‘Humble champion’ Premier remembers country’s first chief minister

BY OLIVIA ROSE WEDNESDAY (May 9) marked the 38th anniversary of the death of the People’s Democratic Movement (PDM)’s first party leader JAGS McCartney.

On May 9, 1980, McCartney while serving as the country’s first chief minister died tragically in a plane crash over New Jersey just before his 35th birthday.

And although his early demise rocked the TCI with sorrow and grief, his legacy continues to inspire patriots throughout the length and breadth of the territory.

Premier Sharlene Cartwright Robinson, in remembering the stellar contributions and sacrifices McCartney made to develop the nation, said 38 years later his dream for a united Turks and Caicos Islands is still the bedrock of the PDM administration.

In a statement issued on Wednesday, she said: “Today 38 years ago, this country experienced one of its greatest losses when the news arrived to our shores that our beloved chief minister, The Right Excellent Hon JAGS McCartney, had died in a plane crash while away on official business.

“Having only ushered in ministerial government just approximately four short years

before, and having voted in its first chief minister, it was a devastating blow to our country when this sad news was received.

“The then youngest elected leader in the Caribbean had already championed causes on behalf of his people amidst the challenges of being the first elected to office under a new constitution.”

She said McCartney, a real change agent and a man who devoted his life to ensuring Islanders had opportunities, education, equality and social justice, will always be celebrated.

“He will forever be remembered for the humble man that he was and for his efforts to ensure that TC Islanders enjoyed unfettered access to positions (of authority) and places.

“He would always be remembered for his ability to dialogue with men and women of high offices and of lowly estate and for his love and care for all men.

“Amidst the criticism from those who did not capture his vision and the challenges presented by those who understood it but did not wish to see it realised, he in his short lifetime and in his short period as leader of this country managed to make a difference and to leave his corner of the world better than he met it.

“We continue to mourn his loss and honour his legacy who was taken

away from us at the tender age of 35 years.

“May his soul continue to rest in peace and may his legacy continue to be celebrated.”

JAGS AND THE TCI JAGS McCartney was elected chief minister and negotiated a new constitution which brought selfdetermination for the Turks and Caicos Islands.

His list of accomplishments is hailed as impressive for someone who was born in 1945 in Grand Turk

with a serious heart condition.

McCartney moved to Jamaica when still quite young so that he might get medical help.

He could have focused only on improving his health and living a slower paced life, but instead he became active in the struggle he saw all around him.

At 17 he returned to the Islands and created programmes for young people.

In his 20s he worked in the Bahamas where he was actively involved in political events like the

Summer guidelines on water safety TO PREVENT watersports injuries or harm to marine animals, the Department of Environment and Coastal Resources (DECR) has issued some safety guidelines.

The advice is aimed at both watersports operators and members of the public who wish to enjoy the territory’s stunning waters.

“The DECR hopes to encourage a safe and fun experience for both visitors to and residents of the Islands,” a statement issued on Tuesday (May 8) read.

The guidelines began by reminding watersports operators to uphold and adhere to the regulations of the National Parks Ordinance when operating in a

national park.

It went on to encourage the public to follow swimming, snorkelling and dive etiquette prior to jumping into the water: -Do use biodegradable suntan lotion whenever possible and allow time for all lotions to soak into the skin before going into the ocean.

Suntan lotion is toxic to the reefs.

-Do not touch, stand on or kick the coral, it is a living animal and you will harm it.

-Do employ the ‘buddy system’ (swim or snorkel dive with a friend and make sure someone knows where you are at all times) whenever going into the ocean.

-Avoid kicking sand with your

fins when snorkelling so that fine particles do not smother and choke living coral.

-Do not remove corals, sand, shells and wildlife, whether dead or alive, from the protected areas.

It is illegal.

-For your safety, please swim within the ‘swim zone’ (within 300 feet of shore in designated areas).

-Do not fish in protected areas such as national parks and nature reserves. It is illegal to do so. This includes ‘catch and release’ fishing or hunting for conch and lobsters.

-For your safety so as not to attract fish, do not swim, snorkel or dive while wearing shiny jewellery, watches or accessories.

-Be cognisant of vessels in the water, even if you are within a demarcated swim zone.

-Watersport operators are to be cognisant of swimmers, snorkelers and divers in the water and maintain a safe distance from the shore and swim zones.

-If you are a first-time snorkeler practice with your gear first, stay relaxed and reduce your effort, learn to read ocean conditions, choose your first location carefully, choose a calm spot, and be a steward.

Prince’s home has investors’ eyes on Provo Auction’s worldwide publicity will boost TCI’s booming real estate market, brokers say

BY GEMMA HANDY INVESTORS’ eyes were this week angled squarely on the TCI amid global headline-dominating news that legendary singer Prince’s luxury Providenciales mansion is to hit the auction block in July.

The publicity is a welcome boost to the Islands’ lucrative real estate market, brokers say, as the country continues to bounce back from damage wreaked by hurricane Irma.

Meanwhile, latest figures show a 16 percent increase in total property sales volume for the first quarter of 2018 compared to last year, indicating the real estate sector remains a significant and growing economic driver.

The attention the spectacular sixbedroom home in Turtle Tail has triggered is “very exciting”, Bernadette Hunt, owner of Turks and Caicos Property, told the Weekly News.

“This will absolutely raise the interest level for real estate in the Turks and Caicos over all,” continued Hunt, whose Grace Bay company has the five-acre estate listed for sale.

She said it was an “incredible opportunity” to be part of the team involved with marketing the private home, formerly owned by hotel developer Richard Padgett.

The stunning Juba Salina compound boasts sensational panoramic sea views, two private beaches, tennis court, a 200 foot private dock, six full bathrooms, gym and cinema. It also includes an adjacent guest cottage and separate three-bedroom staff house.

The property underwent major refurbishment under the ownership of the late ‘Purple Rain’ singer who left his stamp with an offbeat purple driveway.

The property first hit the market for $12 million in May 2016 - a month after the star died of an accidental painkiller overdose - but it never sold.

Now, more than two years later, it is set for auction on July 12 by USbased Premiere Estates Auction Co. “Given the uniqueness of this property and also the fact that it was the vacation villa of a muchloved music icon, the trustees and beneficiaries made the right decision to offer it for sale through the auction process,” Hunt continued.

“It has attracted the attention of entrepreneurs, movie stars, developers, models and existing residents of the Turks and Caicos and I am excited to see who will own this majestic piece of paradise.

“It’s a rare opportunity for a savvy investor to purchase a coveted Turks and Caicos waterfront estate and own a piece of music history,” she added.

And while most high-end buyers tend to hail from the US’s east coast and Canada, the estate’s proud new owner could well be local.

Hunt added that she had received “strong interest” from a number of existing TCI luxury home owners.

“It’s a beautiful property in a very high-end area and whoever snaps it up will be very lucky,” said Denise Douglas of Turks and Caicos Sotheby’s which had the property listed for sale under its previous

owner.

“The real estate market is looking quite positive and I am sure this publicity will give it another boost,” she added.

The property’s uniqueness makes it hard to value, auctioneers said.

“How do you value a masterpiece like the Mona Lisa?” explained Premiere Estate’s founder Todd Wohl. But he said he anticipated “significant interest and multiple bidders”.

A statement on Premiere’s website testifies to the wide range in local real estate prices and advises buyers to do their own due diligence before submitting a bid.

There is no starting bid but

registration alone will set interested buyers back $100,000. That fee is payable via Misick and Stanbrook attorneys by 5pm July 11 and is fully refundable for unsuccessful applicants.

There is said to be a reserve price, which the sellers are not obligated to disclose, and the winning bid is expected to be announced within two days of the July 12 deadline.

Minneapolis-born Prince, winner of eight Grammy awards, is said to have “sought refuge” in the Caribbean, Wohl said, choosing Providenciales for his “private oasis” which he bought for almost $13 million in 2010.

The diminutive musician, who

was 57 when he died, had been a regular visitor to the TCI, staying at the plush Amanyara resort and occasionally spotted at Blue Hills eatery, Da Conch Shack.

The Turtle Tail home will be the latest upscale property sold in the TCI this year. Multi-million dollar sales for 2018 to date include villas at the Amanyara, Tranquility Lane and the Shore Club, among others.

The first three months of the year saw total sales volume top $63 million, compared to $54.3 million last year.

While unit numbers dipped from 90 to 70, the average price soared by a whopping 49 per cent to $900,763 in the same period.

UN delivers posthurricane grants

BY OLIVIA ROSE FISHERMEN, farmers, taxi drivers, schools, restaurant owners, manufacturers, pest control companies, vacation rentals and retail establishments in the TCI have all received UN ‘micro grants’.

The money was handed over to owners of micro, small and medium enterprises (MSMEs) throughout the territory to support structural repairs and replacement of inventory following the 2017 storms.

The project, which is supported and led by the United Nations Development Programme (UNDP) country office in Kingston, Jamaica, saw 40 business owners receiving the grants valued at a total of $40,000 from May 4 to 8.

A UNDP press release on Wednesday (May 9) said the initiative took place through a partnership with the Centre for Entrepreneurial Development (CED) in the TCI. UNDP resident representative Bruno Pouezat underscored the important role small businesses play in the TCI economy.

He said the organisation found it prudent to put its support behind recovery assistance for MSMEs since many families are dependent on the quick recovery of these businesses.

The 40 grantees are also a part of a group of 60 MSMEs who will participate in all-island Disaster Risk Reduction and Contingency Planning workshops which are also funded by UNDP and coordinated by the CED in partnership with the Department of

Disaster Management and Emergencies.

“The workshops will be delivered by mid-May and are designed to strengthen the resilience of MSMEs in responding to natural disasters,” the press release said.

CED director Sophia Thomas said the training was timely, relevant and empowered participants with the tools to assist MSMEs. “CED is certainly grateful to UNDP and the other partnerships on this initiative that would eventually make our clients more resilient to natural disasters,” she said.

According to the UNDP, support for the training will be provided by 15 representatives of the Turks and Caicos Island Government who participated in a three day training of trainers workshop last week in Providenciales.

Participants will include representatives from the Department of Disaster Management and Emergencies, the CED, District Commissioners, Red Cross, Ministry of Agriculture and teachers.

The UNDP also assisted the territory’s post hurricane recovery effort through a ‘Cash for Work’ project in February, where residents earnt money for their clean-up efforts.

The project saw 103 people combing roadways and verges with rakes and machetes in South Caicos and Grand Turk as part of the debris removal process.

The UNDP creation of a Debris and Waste Management Plan comprising of medium to long-term management and recycling strategies will also support the Government’s disaster recovery and resilience plans.

Flow celebrates 120 years of service in Grand Turk CABLE and Wireless/Flow hosted its first annual business and stakeholder reception at the Bohio Dive Resort in Grand Turk on Friday, April 27.

The celebrations continued with an evening cocktail reception to commemorate 120 years of service and commitment to the TCI, which started in Grand Turk in 1898.

Flow country manager Delleriece Hall, opening the 120 Year Anniversary Annual Business and Stakeholder Luncheon, said: “I can assure you that C&W is vested in the Caribbean, and will continue to invest in the TCI, as we grow from strength to strength in the months and years to come.”

She added: “Let me be the first to say that our continued investment will lead to the implementation of new technologies in the TCI. “In 2014, we were the first to deliver Fibre to the Home in the TCI, and as continuation of this project, Grand Turk is next in line to receive these same services.”

More than 50 business owners and stakeholders representing the commercial and government sector of Grand Turk were in attendance to hear from the telecoms provider on the current status of restoration in the capital, and the plans to rollout Fibre to the Home (FTTH) services for residential and business customers.

Flow network operations lead Audley Gibbs said: “As a company that has been around for a long time, we have lived through the storms and the devastations and this helps us to understand what is required.

“C&W has had underground ducting infrastructure in the TCI since 1972. Our engineers have already begun the work to extend FTTH services to the capital in preparation for the 2018 hurricane

At the cocktail reception, the company recognised past and present employees for their many years of service through a pinning exercise, and celebrated with customers for their contribution leading to the milestone in the company’s history.

Tobacco control meeting to be held in South Caicos OWNERS of restaurants, bars, hotels and anyone involved in the sale of tobacco products is urged to attend an upcoming meeting on the Tobacco Control Ordinance.

This May the Department of Mental Health and Substance Dependence is hosting an educational session in South Caicos.

“As a means of continuing to protect public health there will be increased enforcement in this

area,” a department press release issued on May 3 read.

“Therefore, it is imperative for the public to equip themselves with information so that they are not found in conflict with the law.”

The meeting will be held on May 17 at 11.30am at the Department of Mental Health and Substance Dependence Office, Basden Hill, South Caicos.

The office location is shared with the Immigration Department.

A session was also held on Thursday (May 10) at the Department of Mental Health and Substance Dependence Office in Kew, North Caicos.

TCSPCA conducted another successful spay and neuter operation on North Caicos

TCSPCA hosts animal clinic in North Caicos THE Turks and Caicos Society for the Prevention of Cruelty to Animals (TCSPCA) continues to provide low cost spay and neuter services to the territory’s cats and dogs.

Between April 16 and 20, the clinic held its eighth such programme, this time on North Caicos.

Due to the efforts of the organisation these past eight years, the overpopulation of both pet and stray dogs has significantly decreased.

Susan Blehr, executive director of the TCSPCA, said that as a result of this, there are now few puppies on the Islands, and roaming packs no longer pose a threat to residents and

visitors.

Blehr said that even though veterinarian Liz Harris from SpayNation Clinic in Lafayette, Louisiana, and veterinary technician Kim Wharton of Beacon, NY, had never worked together, it took no time at all for them to become a team, successfully performing 48 surgeries during their short visit back in April.

The clinic venue was once again the home of resident Jody Rathgab.

Her in-kind donation over the past eight years represents about $10,000 in savings for the animal welfare organisation, the executive direction observed.

The animal bus that was generously

donated by Providenciales resident Larry Costa was returned to North Caicos on the Lew 1 Shipping barge and clocked many miles during the week, transporting dogs and cats to and from the clinic.

The breakdown of surgeries was: dogs spayed 14, dogs neutered 19, cats spayed seven, and cats neutered eight.

Those figures included four cats and one dog from Middle Caicos.

The vet team also amputated a cat’s damaged tail and repaired another feline’s torn ear.

They also did numerous wellness checks and gave annual vaccinations.

Blehr noted: “The TCSPCA is

grateful to North Caicos residents who supplied food and beverages for the vet team, especially long term resident Brenda Wilcke who made delicious hot meals every day.

“The hardworking North Caicos field team staged and ran the clinic.

“Patti DesLauriers, Howie Bartels and Kim Armstrong put up posters across the islands and made appointments for animals to have surgeries.

“Most of the animals that were spayed or neutered were picked up by the field team and transported in the animal bus to the clinic.”

The field team also handled all the

paperwork and monitored recovering patients.

She also thanked Government vet Dr Shelley Bridgewater, who she said has been very supportive of the ongoing collaboration between the Department of Agriculture and the TCSPCA. Together they have provided low cost spay and neuter surgeries for owned dogs and cats throughout the TCI, especially on the family islands where no regular vet care exists.

The TCSPCA is currently in the process of planning a similar clinic on South Caicos in late May, Blehr advised.

Middle school pupils enjoy immersive field trip PUPILS from Precious Treasures International School (PTIS) enjoyed a fully immersive trip to the Dominican Republic earlier this month.

During their five day excursion, nine middle school students attended Colegio Bilingue New Horizons in Santo Domingo where they took part in a range of activities.

“From a trigonometry class taught in Spanish to a lively football match and from a bustling canteen to focused group discussions, vocabulary development and independence was challenged,” a press release from the school on Wednesday (May 9) read.

“This exciting experience encouraged PTIS students to practice skills learned in Spanish classes as they actively interacted with peers and others in their new environment.”

Ordering food and clothes, asking for directions and understanding lessons all required

the students to engage with native Spanish speakers.

“Spanish vocabulary was indeed sharpened as they were immersed into this vibrant and diverse Spanish speaking community,” the statement added.

Middle school coordinator Camille Wellington and special projects manager David O’Connell accompanied the students on the field trip from April 30 to May 4.

“PTIS assessed the benefits of student exchange programmes such as this and have seized this opportunity as we aim to accomplish our mission of providing a world class education for our students,” the press release said.

“PTIS will continue to enhance its teaching and learning with future International School links and exchange programmes.”

The school hopes to further enhance its middle school programme by making further international links within the region and beyond.

BY DELANA ISLES PREMIER travel partners from around the globe this past week flocked to the TCI’s sandy shores for the annual Turks and Caicos Conference (TACC).

The event is a collaborative effort put on by the Ministry of Tourism, Turks and Caicos Hotel and Tourism Association (TCHTA) and the Tourist Board and has been attracting industry partners from North America, Brazil, Europe and the United Kingdom for the past 13 years.

Like previous years, the agents will be treated to five days of activities geared towards showcasing the destination.

This year more than 40 representatives took part in site tours, wellness activities, a trade show, hotel events and a visit to South Caicos put on specially by the premier.

The week-long activities kicked off with a formal welcome ceremony

and cocktail reception at the Beaches resort Key West Village in Providenciales on Tuesday (May 8).

Minister of Tourism Hon Ralph Higgs welcomed the guests for yet another year of exciting activities geared towards selling the local product to the world.

Like both the premier and the governor, Minister Higgs expounded on the significance this year’s event has on the territory, post hurricanes.

“TCIG with your support and the support of our partners from the private sector have risen to the occasion and brand Turks and Caicos is trending quite well in the marketplace from all of the data that I am being fed at the ministry.

“I want to say that for the last 15 years we have seen Turks and Caicos grow from strength to strength, from a virtually unknown destination to now one of the most sought after destinations in the region.

“This could not have been accomplished without your undying support,” the minister said.

He encouraged the attendees who

are visiting the destination for the first time to get to know the islands’ tourism partners.

He also encouraged the travel partners who do not have relationships with the family islands to take a fresh look at them, as brand TCI encompasses all of the islands.

Director of the Tourist Board Ramon Andrews expressed similar sentiments to the Weekly News.

“2018 is very special for us; we recovered phenomenally from two hurricanes and this event is all about wholesalers.

“These are the guys that come down and they get the contracts with the hotels and they sell it off to the travel agents.

“These guys have done a phenomenal job for us, really promoting the destination and really promoting us and ensuring our recovery, because without these guys if they don’t believe in us nothing happens, because if these guys turn against you and say the destination is not ready, it’s just not ready to go.”

Andrews noted that there are

many examples of this being the case in other parts of the Caribbean, expressing gratitude that the TCI’s travel partners have shown and continue to show trust in brand Turks and Caicos.

“As a result of that we are here today.”

He said that the main thing behind the week-long event is to bring people to the destination, and show them that the product they are constantly selling is worth the praises.

A charity component has this year been added to the event, where the team will travel to South Caicos and the Ira Stubbs Primary School to give away one pair of shoes to every child there.

They will also be donating a printer and a few other items requested by the faculty at that school.

The TCHTA in a media statement ahead of the event also thanked travel partners for their faith in the destination.

“We join the Director of the Tourist Board, Mr Ramon Andrews,

in thanking those who have travelled to our shores for this year’s event, as he reminds our partners that our quick recovery after last year’s storms was owed to them for their commitment and dedication to brand Turks and Caicos.

“The TCHTA is proud to be a long-standing partner of this event, providing contributions and full support to the Tourist Board’s efforts every year.

“We are indeed happy to partner again this year, looking forward to giving our usual assistance as we showcase Turks and Caicos in a grand way to our travel partners.”

Young debaters to rep TCI in Cayman

BY OLIVIA ROSE TWO young adults between the age of 18 and 29 with strong debating skills will be selected to represent the TCI at the 14th Regional Caribbean Youth Parliament in the Cayman Islands.

The event is an opportunity for young people to experience all aspects of parliamentary democracy, according to a Government press release issued on Wednesday (May 9).

It provides a platform for them to establish links with like-minded peers while experiencing a ‘real-life’ working parliament or legislature.

Formal parliamentary practice adapted from several Commonwealth countries will be followed and the proceedings will be observed under the watchful eyes of experienced parliamentary officials.

The Turks and Caicos Islands Branch of the Commonwealth Parliamentary Association (CPA) will be holding its annual ‘speakoff’ debate to identify two youths to represent the TCI. The exercise to select the TCI’s representatives will take place on Saturday, May 26, at a venue to be announced later.

Entrants are required to have two prepared speeches (for and against) on the subject, and judging will be based on content and delivery.

Successful entrants must be willing to participate fully in the Youth Parliament, and should be able to obtain the required time off from place of employment for the period June 19 to 22.

According to a statement from the TCI’s House of Assembly, as

Bahamas: 120 obtain citizenship in three months

Non-Communicable diseases leading cause of death in Jamaica for decades

THE government has approved more than 100 applications for citizenship since the Citizenship Committee was formed in February and is on pace, if the rate is sustained, to naturalise nearly 400 people by year-end, according to Immigration Minister Brent Symonette.

Mr Symonette told The Tribune the Citizenship Committee had processed a total of 120 applications as of last week, since its first meeting about three months ago.

The committee meets every two weeks to review applications of people who have clearly a constitutional right – ie they were born in the Bahamas and applied between the ages of 18 and 19 – to be registered as citizens.

Mr Symonette said: “The commission (met last Thursday), they’re discussing 20 nationals, and we’ve done a total of 120 since the commissioner has started. They meet every two weeks. I’m swearing in 35 people on (Thursday), I do that every two weeks. These are numbers that we don’t see. But yet I still have a backlog.

“Let’s say I take 30,” he continued.

“I swear in 30 persons a week, every two weeks, that’s 50 a month (on average), that’s 600 nationals a year.

“See unfortunately we haven’t sensitised the public on the flip side. And the majority of these

That disclosure from Regional Health Promotion and Education Officer at the Western Regional Health Authority (WRHA), Marceleen Wheatle, who says the Ministry of Health is continuing its push to encourage healthy eating and physical activity as the primary tools in the fight against the NCDs, which include cardiovascular diseases, heart attack and stroke, cancers, chronic respiratory diseases and diabetes.

“Physical activity plays a highly significant role in achieving and maintaining a healthy lifestyle.

Increasing physical activity is a societal problem and not just an individual one that demands a population-based, multisectoral, multidisciplinary and culturally relevant approach,” she said.

Wheatle said the prevalence of NCDs is increasing throughout the world and that in spite of the provision of public health education, many people are still not taking the matter seriously.

“NCDs have emerged as the leading cause of death globally, accounting for more than 50 per cent of deaths in developing countries and more than 80 per cent of deaths in developed countries,” she noted.

Mr Symonette provided an updated track of the government’s efforts during an interview with The Tribune on progress made in the sector as the FNM administration marks the anniversary of its first year.

He underscored a critical need for an immigration debate void of emotional pandering over the citizenship backlogs, and pragmatic review of the sustainability of current immigration laws.

Man accused of making death threats to Bermuda Premier and demanding money A 28-YEAR-OLD man appeared in court on Tuesday morning charged with making death threats to Bermudian Premier David Burt, and demanding cash and other items from the country’s leader.

Jared Gordon was charged with two counts of sending threatening messages.

According to prosecutors, he allegedly sent Burt several messages between October 2 last year and March 28 this year, demanding items and money.

One of those messages, allegedly sent on October 13, 2017, stated: “Ignoring me asking for a budget is driving me to a point of wanting to tell you this to your face…I would really put a hole in your head.”

Another message sent to the Premier, on March 28, 2018, made reference to “pulling you out of your house and chopping your head off with a hacksaw”.

Premier David Burt was allegedly the target of a young man who was demanding money and items from him.

When Gordon appeared before Magistrate Khamisi Tokunbo this morning, he was not required to enter a plea to the indictable offences. He was released on $5,000 bail, on the conditions that he avoid contact with the Premier and report to Hamilton Police Station regularly.

Court of Appeal paves way for Commonwealth citizens to vote in Barbados A DECISION by the Court of Appeal in Barbados has paved the way for more people to vote, but it may not be in time for the May 24 general election.

On Monday, the court threw out the longstanding rules of the Electoral and Boundaries Commission (EBC) that blocked Commonwealth citizens from voting. The ruling means that those living here for three years can join the list of eligible voters.

Previously, the EBC had stated it was its long-held policy that the agency was not authorised to register anyone as an elector in Barbados, unless that person was a citizen or person having the immigration status of resident or immigrant in Barbados.

The decision was handed down by Justices of Appeal Kaye Goodridge, Andrew Burgess and Margaret Reifer.

The legal team of Wilfred Abrahams, Brian Weekes, Gregory Nicholls, Alexandra Daniel and Leslie Haynes QC represented Grenadian Shireen Ann Mathlin-Tulloch, Jamaican Michelle Russell, Montserratian Sharon Edgcome-Miller and St Lucian Professor Eddy Ventose, who formed part of a class action suit challenging the EBC’s position of not allowing them to register and join the voters’ list.

Deputy Solicitor General Donna Brathwaite represented the EBC. Nicholls, who was one of two lawyers in the courtroom, said the appellate court ruled the EBC and Chief Electoral Officer unlawfully refused to register the respondents

on the electoral list.

“What the court did was to examine the Representation of the People Act. Not only must one be qualified to register, one must actually fill out the Form 1 application form. Section 7 sets out the criteria for eligibility, which is you’re either a citizen of Barbados or a Commonwealth citizen who has been residing in Barbados for three years.

“The words of the Court of Appeal were that the EBC is prohibited from relying on their longstanding policy as the criteria to determine eligibility as an elector, and they must rely only on Section 7 and 11 of the Representation of the People Act to determine eligibility,” he said.

Additionally, the court said the EBC had 24 hours to determine if Ventose was eligible to be registered on the voters’ list under Sections 7 and 11.

Nicholls said he did not know if they would get onto the list for elections.

“Today (yesterday) was the last day to ensure your name made the list. If your name is not on the list, and you have applied and meet the criteria, there is a process you can use to appeal to the Chief Electoral Officer for not being on the list.

“So I would invite all Commonwealth citizens whose names are not on the electoral list, who have met the relevant criteria, to go back to the electoral department tomorrow [Tuesday] and protest they are not on the preliminary list,” he said. (Barbados Nation)

Windrush migrant who returned to Jamaica to help build community gets PM medal RECIPIENT of the Prime Minister’s Medal of Appreciation, Stanley Roy Archer, lives by the famous quote of former President of the United States, John F. Kennedy: “Ask not what your country can do for you – ask what you can do for your country”.

Born in the parish of St Ann, Archer grew up in Jeffery Town, St Mary, but migrated to the United Kingdom in 1954 in the Windrush generation – the generation who arrived in the United Kingdom before 1973.

“I am humbled by this recognition,” he told JIS News, after collecting his award recently at Jamaica House for service to Jamaica (Agriculture and Civic Development).

Archer says being able to give back to his community and Jamaica is what keeps him going.

“On my return to Jamaica in 1989, the year after Hurricane Gilbert totally destroyed farms, I knew I had to do something for Jamaica land I love,” he says.

Archer recalls that when he visited Jamaica then, the intention was to return to England, but he was so alarmed at the situation in Jeffery Town, he changed his mind.

“There was nothing here in farming, everything was mashed up, not even the boiler house was standing, so I decided to stay and help build back my community,” he said.

One of his first tasks was to ensure that there was piped water in Jeffery Town and its environs. He lobbied the political representatives on both sides to support his efforts and was able to obtain three miles of fourinch pipes.

With assistance from the National Water Commission (NWC), farmers and members of the community volunteered their services to lay the pipes, which are, today, still providing piped water for the community.

Members of the community worked with Archer to orchestrate the revival of the farms and livelihood of Jeffery Town, which is famous for bananas, breadfruit, dasheen and sugar cane.

According to him, after hearing several complaints from farmers who expressed their frustration at not being able to find markets for their produce and livestock, he formed the Jeffery Town Farmers’ Association (JTFA) on his verandah.

Three decades later, the JTFA is one of Jamaica’s most successful

farmers’ associations, recognized by the United Nations Development Programme (UNDP).

In 2014, the JTFA was one of 26 indigenous communities from across the world awarded the Equator Prize.

The members were lauded for their work to protect environmental resources and sustainably manage natural ecosystems, and for their efforts to address climate change head on and find new solutions to issues of food security, land management and water conservation.

According to a UNDP case study, JTFA presently employs a multimedia approach to inform and educate farming communities on alternative energy options, sustainable agricultural techniques and disaster risk reduction.

Trinidad woman, daughters get 20 years in Iraq for ISIS ties RIO Claro imam Nazim Mohammed has confirmed that his daughter Anisa Waheed Mohammed and two granddaughters have each been sentenced to 20 years in jail by Iraq’s courts for alleged association with the Islamic State (ISIS).

Mohammed told T&T Guardian that he officially confirmed the situation when he read a May 1 UK “Telegraph” report chronicling his daughter’s trial in Baghdad’s Central Criminal court last month.

The Telegraph’s report, which described Anisa Mohammed, 53, as a grandmother, stated she’d been in a holding cell handcuffed to another woman. It was reported that she’d cried about her condition, saying she “wanted to go home to Trinidad and Tobago.”

Also on trial were women from Eastern and European states. The

Telegraph described them as “some of the hundreds of wives and widows of ISIS fighters” defeated by Iraqi troops” last year. The Telegraph stated that the trial judge felt they should serve their sentences in their home countries “to ease the pressure on Baghdad’s overcrowded prison system.”

Last year, United National Congress (UNC) MP Rodney Charles revealed that Human Rights Watch group had found a T&T family – woman, daughters and husband – in an Iraqi detention camp last August. It’s turned out to be Mohammed, her adult girl children and husband. The Telegraph stated that Mohammed’s husband Daoud was arrested by Kurdish soldiers near Mosul and now “faces his own trial in the coming weeks.”

Contacted this week, National Security Minister Edmund Dillon told T&T Guardian he was examining the Telegraph report on Mohammed.

But Mohammed’s father admitted the story was the first time he had valid information his relatives were alive in Iraq.

“This (Telegraph) story which I saw Thursday was the first official confirmation it was really her. We’d suspected since we heard about the T&T family in Iraq. Where she’s now, is her trial and test to bear, as well as ours.

It’s up to Allah – everything’s in his hands.”

Mohammed said he has no money to get an attorney to assist her.

“And this Government won’t take action. But I believe in the Lord, they got 20 years, they could have gotten

life in jail. We tried communicating with her through the Red Cross – now we know for sure what happened to them.”

The Telegraph’s story stated the Anisa Mohammed was “dressed in pink and had greeted the judge in a lilting Caribbean English that took him by surprise.” The story added that the judge asked her “brusquely in Arabic” if she entered Iraq illegally and believed in ISIS’ ideology. The report said Mohammed “answered ‘yes’ to the first question and ‘no’ to the second.”

She was quoted as saying she’d “watched ISIS videos with her husband and two daughters and we decided we wanted to go and be part of an Islamic society.” Her reported seven-minute testimony – via translator – was that she didn’t know it was a war zone

and when they arrived they “saw Iraqis killing Iraqis,” Russians and Turks also. The Telegraph stated that she said didn’t “find Islam there.” The report added that she said she was “just a housewife. I stayed at home with my daughters the whole time.”

The Telegraph also quoted Anisa Mohammed as saying, “I’m old, I have diabetes, my health is deteriorating. I’m not a threat to anyone … I can’t do 20 years in here.

“We are kept – 75 women to one room – and the women have 50 to 60 children between them. When we sleep there isn’t even space to move around. We are given only bread and jam twice a day. A few women and babies have already died from malnutrition…We’re all going to die here, and for what?” (Trinidad Guardian)

Brexit: Warning of rising food bills and disruption to supplies FOOD bills could rise sharply if there is no free trade deal with the European Union after Brexit, peers have warned.

The Lords EU Environment Committee said it was “inconceivable” there would be no impact on EU produce, which makes up 30% of the UK’s food imports.

While better-off customers could afford to buy more expensive homegrown goods, it said, those on lower incomes could be left with lowerquality imports.

Officials said the UK’s aim was to ensure the “smooth flow” of goods.

Brexit-supporting MPs say leaving the EU could reduce food prices by removing unnecessary regulation on UK farmers and cutting tariffs on imports from the rest of the world.

But the cross-party committee said it was unclear whether the government’s primary goal after Brexit was reducing food prices, or maintaining high animal welfare and food safety standards.

In the event of the UK leaving the EU in March 2019 without any deal, it said, the UK could face an average 22% tariff on food imports from the Continent.

“While this would not equate to a 22% increase in food prices for consumers, there can be no doubt that prices paid at the checkout would rise,” it said.

“To counteract this, the government could cut tariffs on all food imports, EU and non-EU, but this would pose a serious risk of

yet said what post-Brexit customs arrangement it wants with the EU, with divisions in the cabinet over whether to seek a close “customs partnership” that would not need new border checks or a looser model that would lead to some new checks.

The committee warned the UK’s ports would be clogged up if EU goods were subject to the same border checks as other imported produce.

Yet, it said, allowing produce through with few checks would raise safety concerns.

Lord Teverson, the Lib Dem peer who chairs the committee, said food producers and customs officials must be given time to prepare for any changes and consumers reassured that supplies would continue as normal.

Trump to meet with Jong Un in Singapore: report US PRESIDENT Donald Trump will likely meet with North Korean leader Kim Jong Un for the first time in Singapore, according to reports on Wednesday.

Sources told CNN that administration officials were in the process of moving ahead with plans to hold the summit in Singapore.

The report comes hours after Trump ruled out the Demilitarized Zone (DMZ), which separates North and South Korea, as a meeting place.

The Wall Street Journal noted that by ruling out the DMZ, the administration’s choice of Singapore became more likely.

Officials reportedly thought Singapore represented a more neutral meeting place, according to CNN. White House officials said a date and location have been chosen but declined to reveal them. Some privately cautioned, however, that the final sign-off from Trump has not

yet been given.

“I can tell you that a date and location are set, but, beyond that, I don’t have any other announcements at this point,” White House press secretary Sarah Huckabee Sanders said Wednesday, adding she expects an announcement in “the next few days.”

The meeting will be the first summit between a sitting U.S. president and a North Korean leader.

Kim said on Wednesday that his upcoming meeting with Trump will be a positive step for Pyongyang and Seoul.

“He said that the coming DPRKU.S. summit would be a historic meeting for the excellent first step toward promotion of the positive situation development in the Korean peninsula and building of a good future,” the Korean Central News Agency said, according to Yonhap News.

Kenya’s Patel dam burst ‘causes huge destruction’ A DAM burst in Kenya on Wednesday night after heavy rain, causing “huge destruction” and killing at least 32 people, police say.

The breach happened on farmland near the town of Solai, 190km (120 miles) north-west of the capital, Nairobi.

The dead are thought to include children and women trapped in mud.

The Kenyan Red Cross says it has rescued some 40 people so far. More than 2,000 people are said to have been left homeless.

Local officials say the full extent of the damage is not yet clear. There are fears the death toll could rise as the search-and-rescue operation continues.

Nakuru County police chief Gideon Kibunjah said that 32 bodies had been recovered so far.

This included 11 bodies, mostly of women and children, covered with mud at a coffee plantation, an unnamed police officer told AFP news agency.

It seemed that they had been fleeing, but “could not make it due to the force and speed of the water from the flooded dam”, the officer added.

The Patel dam, located on the upper end of private farmland, broke its walls and swept away a primary school and hundreds of homes downstream.

Witnesses said they heard a loud bang before the waves swept through nearly 2km (1.2 miles) of farmland where many live and work.

“The water has caused huge destruction of both life and property.

The extent of the damage has yet to be ascertained,” said Lee Kinyajui,

governor of Nakuru County.

Survivor Veronica Wanjiku Ngigi, 67, told Reuters news agency that she was at home brewing tea when her son’s wife rushed in to say they needed to get to higher ground as the dam had burst.

“It was a sea of water. My neighbour was killed when the water smashed through the wall of his house. He was blind so he could not run. They found his body in the morning,” she was quoted as saying.

“My other neighbours also died.

All our houses have been ruined,” Ms Ngigi added.

The Patel dam is one of three reservoirs owned by a large-scale farmer in the area.

Iranian forces fire rockets at Israeli military in first direct attack ever, Israel’s army says CONFRONTATION between Israel and Iranian forces in Syria sharply escalated early Thursday morning as Israel said Iran launched a barrage of 20 missiles toward its positions in the Golan Heights.

Heavy military jet activity, explosions and air-defense fire could be heard throughout the night in the area. An Israeli military spokesman said the rockets were fired by Iran’s Quds Force, a special forces unit affiliated with Iran’s Revolutionary Guard Corps, marking the first time Iranian forces have ever fired directly on Israeli troops.

The Israeli military said several of the rockets had been intercepted by Israel’s missile defense system, and sparks could be seen as they broke up in the sky.

No one was injured on the Israeli

side, the military said.

The Syrian state news agency, however, reported that it was Israel that had fired on targets near the town of Quneitra, located just east of the Golan Heights. Syrian air defenses had responded, it said.

It later reported a “new wave” of attacks.

The Israeli miliary said it “views this event with great severity and remains prepared for a wide variety of scenarios.”

Air-raid sirens sounded in the Golan Heights shortly after midnight.

In nearby Tiberias, on the edge of the Sea of Galilee, explosions could be heard above the music of bars entertaining busloads of tourists.

The explosions were followed by sporadic fire into the early morning hours.

A WHITE graduate student at Yale called the police on a black student who fell asleep in the common area of a dorm, sparking a nationwide conversation about race after videos of the incident went viral.

The white woman confronted Lolade Siyonbola, 34, after she fell asleep on the couch in the school’s Hall of Graduate Studies.

“I have every right to call the police. You cannot sleep in that room,” she said to Siyonbola.

When police arrived at the scene, they told Siyonbola “She called us [and] said there’s somebody who appeared they weren’t ... where they were supposed to be.”

The cops, who asked to see Siyonbola’s ID, proceeded to question her for more than 15 minutes before they confirmed she was a student at Yale.

They said the process was prolonged because her name was misspelled in a school database of student information.

During their interactions, Siyonbola unlocked the door to her dorm room to show them that she was a student and called the officers’ behavior “harassment.”

“I really don’t know if there’s a justification for you actually being in the building,” she said.

“I deserve to be here. I pay tuition like everybody else. I’m not going to justify my existence here.”

California will require solar power for new homes LONG a leader and trendsetter in its clean-energy goals, California took a giant step on Wednesday, becoming the first state to require all new homes to have solar power.

The new requirement, to take effect in two years, brings solar power into the mainstream in a way it has never been until now. It will add thousands of dollars to the cost of home when a shortage of affordable housing is one of California’s most pressing issues.

That made the relative ease of its approval — in a unanimous vote by the five-member California Energy Commission before a standing-room crowd, with little debate — all the more remarkable.

State officials and clean-energy advocates say the extra cost to home buyers will be more than made up in lower energy bills. That prospect has won over even the construction industry, which has embraced solar capability as a selling point.

MAHATHIR Mohamad is to become the world’s oldest elected leader at 92, after a shock victory in Malaysia’s bitterly fought election.

The former PM came out of retirement and defected to the opposition to take on his one-time protégé Najib Razak.

His historic win has ousted the Barisan Nasional (BN) coalition, which has been in power since independence in 1957.

Jubilant Mahathir supporters filled the streets as the victory became clear.

Mr Najib has said he will “accept the verdict of the people”, but correspondents say a smooth transition to power is not a given after such a major political upheaval.

No single party within the coalition won a majority, so technically it fell to Malaysia’s king to decide who formed a government.

Mother’s Day – present and past HANDMADE cards and crafts from kids, flowers and chocolates, and families celebrating the mums in their lives come to mind when we think of Mother’s Day. As we know it, it’s marked every May to acknowledge mothers and women around the world who sacrifice and contribute to the lives of their children and families.

With all that a mother does for her children, it would seem like the concept of honouring her would be age old. However, it really wasn’t until relatively recently that a celebration of mothers was instituted.

In ancient Greece individuals honoured Rhea, mother of the Gods. Christians also celebrated Mary, the mother of God. But it wasn’t until the 1900s before the general mothering population was celebrated in earnest.

US president Woodrow Wilson is seen as the ‘father’ of Mother’s Day - for signing a proclamation on May 9, 1914, declaring the second Sunday of May “a public expression of our love and reverence for the mothers of our country” while Anna Jarvis is seen as the ‘mother’ of Mother’s Day - for creating the movement that led to the proclamation.

Ann Marie Reeves Jarvis was a young Appalachian homemaker who, beginning in

1858, attempted to improve sanitation and nursing procedures through women’s clubs.

They organised events at which doctors were invited to lead discussions with local mothers on the latest hygiene practices that could keep their children healthy. They called the events Mothers’ Day Work Clubs.

She then created something called ‘Mother’s Friendship Day Picnics’ - with the goal of uniting those who were still identifying as Union or Confederate loyalists across West Virginia. She wanted everyone to come together and get along.

However, it wasn’t Anne Marie, but rather her daughter, Ann Jarvis, who created the Mother’s Day that we celebrate today.

Anna spent many years caring for her aging and ailing mother who died on May 9, 1905, and Anna missed her terribly.

Anna noticed that many children failed to respect and honour their mothers while they were alive, and it wasn’t until after they died that these children recognised what they had lost in their parent. She intended to start a Mother’s Day to honour mothers.

In 1907, Anna Jarvis attempted to establish Mother’s Day to “honour mothers, living and dead”.

She started the campaign to establish a

national Mother’s Day. Together with her friends, Jarvis started a letter-writing campaign to urge ministers, businessmen and congressmen to declare a national Mother’s Day holiday.

Her efforts paid off and the first Mother’s Day was celebrated on May 10, 1908, and honoured the late Anne Marie Reeves Jarvis.

After this initial celebration, Mother’s Day caught on. The Mother’s Day International Association was established on December 12, 1912, to promote and encourage meaningful observances of the event.

And on May 9, 1914, a presidential proclamation in the United States declared that every year the second Sunday in May

would be observed as Mother’s Day. Some historians also point out the paradoxical timing of Jarvis’ version of Mother’s Day taking hold at the beginning of the 20th century: people had been talking about the idea for decades, but the holiday got national attention just at a time when more women were beginning to get jobs outside the home, and some experts see the embrace of a celebration of motherhood as a backlash against that change.

Presently, Mother’s Day is celebrated all over the world, albeit on different days.

And although a mother can be celebrated any and every day of the year, this year May 13, 2018, is dedicated to showering her with love and appreciation.

Entertainment Brown sued after victim claims she was raped at his home A WOMAN is suing Chris Brown after claiming she was raped during a party at his home last year.

The victim alleges she went to the singer’s house after a concert at a nightclub - and was assaulted by rapper Lowell Grissom Jr - aka Young Lo. The woman’s lawyer called it “one of the most horrific cases” she had seen.

Newsbeat has contacted Chris Brown’s representatives for a comment. We’ve been unable to contact a representative for Young Lo. A lawsuit was filed at the Los Angeles County Superior Court on Wednesday.

It alleges the woman, known only as Jane Doe, went to 1 Oak nightclub on 23 February last year.

“At some point our client

was invited to attend an ‘after party’ at a recording studio to meet Young Lo and Chris Brown,” lawyer Gloria Allred said at a press conference.

Tidal accused of manipulating Beyonce and West data MUSIC streaming app Tidal has been accused of inflating audience figures for two albums - Lemonade

by Beyonce, and The Life of Pablo

by Kanye West.

A Norwegian-language newspaper claims the move would have led Tidal to have paid disproportionate royalties to the singers’ record companies at the expense of other artists.

Tidal is part-owned by Jay Z. He is Beyonce’s husband and a longterm friend of Kanye West.

Tidal has denied the allegations.

“This is a smear campaign from a publication that once referred to our employee [chief operating officer Lior Tibon] as an ‘Israeli intelligence officer’ and our owner as a ‘crack dealer’,” it said in a statement.

“We expect nothing less from them than this ridiculous story, lies and falsehoods.

“The information was stolen and manipulated. And we will fight these claims vigorously.”

The newspaper, Dagens Naeringsliv (DN), reported it had no information to suggest that Beyonce or Kanye West would have known their listening numbers had been faked.

Nor does it present any evidence that Jay Z himself would have been aware of the figures being altered.

But the paper’s editor-in-chief said it stood by the claims that had been published.

“We have since February tried to get comments from Tidal to our welldocumented story,” said Amund Djuve.

“They have not been willing to answer detailed questions about the manipulated data.

“Tidal let the company’s American lawyers answer. And their response was that the data were stolen and manipulated by us. This is of course not true.”

Tidal had the exclusive streaming rights to both the albums in question when they first launched.

DN claims to have obtained royalty reports that show Tidal paid Sony Music $2.5m (£1.8m) in April and May 2016 for its members’ listens to Lemonade’s tracks.

And it says that the Malmo, Sweden-based company paid 2m euros ($3.0m; £2.2m) to Universal Music in February and March the same year to cover its users playing songs from The Life of Pablo.

DN claims to have obtained a hard drive containing further “extensive data” from an unnamed source that indicates these sums were excessive.

To support its claim, the paper enrolled the help of researchers at the Norwegian University of Science and Technology, who have published their own report.

Their analysis indicates that more than 320 million false play records had been logged for the two albums, affecting more than 1.7 million user accounts.

“Due to the targeted nature and extent of the manipulation, it is

very unlikely that this manipulation was solely the result of a codebased bug or other anomalies,” their study said.

Tidal denies having manipulated the audience logs of Beyonce and Kanye West albums released in 2016.

Mickelson ‘challenges’ Woods to golfing duel IT’S the dream pairing golf fans yearn for, but Phil Mickelson has upped the ante and called out Tiger Woods for a separate high-stakes shootout.

The veteran duo will play together, alongside another marquee player Rickie Fowler, in the first two rounds of the Players Championship at Sawgrass, Florida, this week, and 47-year-old Mickelson was in playful mood as he threw out the challenge to his old rival.

The pair, who have 19 majors between them, dueled at the top of the game for much of their careers and are both enjoying a new flush -Woods, 42, after making a promising return from back fusion surgery, and Mickelson with a first victory in five years in Mexico earlier this season.

They were last in the same group four years ago, but Mickelson sensed a chance to poke fun at the hype surrounding the pairing.

“So I love that we’re paired together,” Mickelson, a fivetime major winner, told reporters earnestly. “I think it’s really fun.”

Warming to his theme, the current world No.19 added with a grin: “We haven’t been paired together in years, and as I look at the cover of the newspaper and the pairing is on there and the excitement that’s been going on around here, it gets me thinking, why don’t we just bypass all the ancillary stuff of a tournament and just go head-to-head and just have kind of a high-stake, winnertake-all match.

Celtics to face Cleveland Cavaliers in Eastern Conference finals

THE Boston Celtics will face LeBron James’ Cleveland Cavaliers in the NBA Eastern Conference finals after a 4-1 series win over the Philadelphia 76ers.

Jayson Tatum put Boston 111-109 ahead with 22 seconds left, before three free throws earned them a 114112 victory.

“We’ve got a lot of heart and a lot of talent on this team, nobody expected us to get this far,” said Tatum.

The Golden State Warriors meet the Houston Rockets in the Western

Conference finals.

The Warriors, the reigning champions, reached the Western Conference finals for the fourth straight season as they completed a 4-1 series win against the New Orleans Pelicans with a 113-104 victory on Tuesday.

Islanders register second win in PHL THE Grace Bay Car Rentals Islanders registered their second win this season in the Provo Hockey League, after a 3-2 win against the Scotiabank Red Wings.

The Islanders were led by Jordan Gedeon, who scored two goals.

Gedeon opened the scoring three minutes into the novice division clash. Aiden Doherty increased the lead 2-0 in the fourth minute of play. Three minutes later Jacob Been pulled a goal back, which Makarii Lightbourn tied the game just after.

The two teams played several minutes into the second half without scoring before Gedeon scored the game winner in the sixth minute.

A second victory looked possible for the Islanders when they battled the Grace Bay Resorts Conchorers given that Gedeon scored the opening goal

(5:45), but Matt Phillips evened the game less than a minute later, while Isaac Turner won the game in the second period for the Conchorers.

In the Bantam Division both the WB Financial Penguins and Projetech Predators recorded their sixth win of the season.

Ishan Bowen and Aaron Ellis led the Penguins to a 7-1 win against the Coco Bistro Bruins. Both players finished with two goals each.

Jack Blain was the most proactive according to the scorebook after making three assists and a goal.

The Hammer Boxing and Fitness Gym, which opened its doors in mid-April is already a big hit with many residents and Joseph feels that patrols realise

that they can genuinely achieve their goals at the 538, Bay Road, Blue Hills location.

“We at HBFG are not only looking to become the number one facility for fitness, we hope to be the number one facility where person come to not only change their bodies but change their lives!”

So far, the health and fitness gym

has attracted almost 130 partakers.

“Since our opening week we have grown tremendously. From 5-8 persons a class, we now have 15-25 persons in a class.”

According to the national boxer, the gym offers: “hot cardio, stretch me, strength training, boxing, core training and dance fit. We have a class membership for $55 or you can do the drop in

for $5 per class.”

Joseph, who is founder and lead coach at the gym, said that his hope is also to enhance the culture of the youths in the TCI. “Anything is possible through God’s grace. We hope to be responsible for lower crime rates through our youth programme with TCIBF (Turks and Caicos Islands Boxing Federation) and also produce

better individuals for TCI through the sport of boxing.”

“HBFG will also be the home of the TCIBF for now due to the effects of the hurricane and lack of facility to host matches etc. all activities would be held there.”

Joseph said that several persons are working tirelessly to keep the gym at a high level, especially its General Manager Damian Williams.
