Eliza Simon’s Primary School gets $2.5m annex

BY OLIVIA ROSE ELIZA Simon’s Primary School in Grand Turk is set to get a new stateof-the-art two-storey annex to the tune of $2.5 million.

A corner stone laying ceremony for the new block was held in Grand Turk on Wednesday (May 17) despite the inclement weather.

The ceremony saw a significant number of government officials including Premier Sharlene Cartwright Robinson and Deputy Governor Anya Williams, and several ministers in attendance, as well as patrons from the community who all gathered to witness the block laying exercise.

Wesley Clerveaux, Permanent Secretary at the Ministry of Education, Youth, Sports and Culture, told the Weekly News that the new annex will be used to foster

the ministry’s vision of advancing information communication technology in schools.

Clerveaux revealed that the annex will also house the school’s mathematics, science, electronic, reading and music laboratories along with a guidance counsellor’s office.

Delivering the keynote address, Minister of Education Josephine Connolly described the block laying ceremony as the first step on the path to modernising schools’ infrastructure for an enhanced learning experience for students in the Turks and Caicos Islands.

She said: “Today’s ceremony marks a turning point as we prepare to usher in an exciting new era for public education in the Turks and Caicos Islands.

“This school will be more than just a building of bricks and mortar; this will be a place where people

learn, teach and grow.

“This 21st century learning facility will be built with a focus on using technology to engage students in their learning and to develop the knowledge, skills and attitudes needed for the future.

“The commitment we as a Government made was that all of the schools in the Turks and Caicos Islands were going to be the same, and we will certainly make this happen.”

The education minister noted that developing and improving school infrastructure is important to the Government and as such providing students with modern and a positive learning environment to ensure they meet their full potential is paramount.

Minister Connolly added: “Our education system performs well overall and it must if young Turks and Caicos Islanders are to be equipped with the values, knowledge and skills to be successful in this 21st century.

“My Government is committed to raising achievements for all our students.

“My Government has established the Curriculum Development Steering Committee which was formed to accelerate the curriculum review, and give important feedback to ensure that the new way of teaching and learning is current, relevant and meet the needs of all learners.

“Too often we increase the burden that principals, teachers and learners at our schools have to face, without supporting them sufficiently.

“Today, I want to ensure you that my Government is responding to the urgent and emerging demand for skills development by strengthening the capacity of our education system to produce an increased number of skilled and employable persons.

“I would once again like thank everyone this morning for taking the time to attend this monumental event that will lay the foundation for our

young achievers.”

The ceremony included a prayer by school chaplain Dr Linda Williams, who is a past Director and Permanent Secretary of Education.

Remarks were also made by Premier Sharlene Cartwright Robinson, Deputy Governor Anya Williams, Minister of Infrastructure Goldray Ewing, and a representative of Olympic Construction.

Each Government official then placed a brick in the corner of the school.

“The Turks and Caicos Islands Government will continue to develop school infrastructure, providing students with a modern and positive learning environment which is part of their commitment to ensure that students meet their full potential,” Connolly said.

“The newly constructed school will foster the education of future generations. The greatest inheritance to give a child is a high quality education.”

Caribbean Development Bank heads to TCI

NEXT week the Turks and Caicos Islands will for the second time host the board of directors of the Caribbean Development Bank (CDB) at a major regional conference in Providenciales.

The conference is the 47th annual meeting of the governors aimed at highlighting the impact of the bank’s investments in its 19 borrowing member countries as well as looking at ways to resolve some of the Caribbean’s most pressing economic and social development issues.

Some 500 delegates are expected to attend the conference, which takes place May 24 and 25, drawing participation from ministers and government officials, private sector representatives, members of civil society and academia, and media.

Commenting on the TCI’s acceptance to host the meeting was Dr William Warren Smith, president of CDB, who said: “We see this as

a strong show of support for our institution and the work we do in helping to drive economic and social development across the Caribbean region.”

The CDB is a financial institution which assists Caribbean nations in financing social and economic programs in its member countries.

The organisation was established by an agreement signed on October 18, 1969, in Kingston, Jamaica, and entered into force on January 26, 1970.

The permanent headquarters of the bank is located at Wildey, St Michael in Barbados, adjacent to the campus of Samuel Jackman Prescod Polytechnic. There are no other offices of the bank.

The headquarters serves all of the regional borrowing member countries with staff recruited from its member countries.

CDB’s membership of 27 countries consists of 19 regional

borrowing members, three regional non-borrowing members and five members from outside of the region.

As of December 31, 2014, CDB recorded total assets of $2.61 billion (this includes $1.38 billion of ordinary capital resources and $1.23 billion of special funds resources).

The bank has an ‘Aa1’ with stable outlook rating with Moody’s rating agency, and an ‘AA/A-1+’ with stable outlook rating with Standard and Poor’s rating agency.

Additionally, in 2014, the bank approved loans and grants of $269.5 million and at the end of 2014, the bank had total equity of $822 million.

During next week’s conference one of the signature events will be the prestigious William G Demas Memorial Lecture, scheduled to take place on May 23 at the Beaches Turks and Caicos Resort Villages and Spa in Providenciales.

Dr Daniel Lederman, lead

economist and deputy chief economist for Latin America and the Caribbean at the World Bank, will speak on the topic, ‘Thinking big about small economies: From open and nimble to talented workforce.’

An economist and political scientist by training, Dr Lederman has published numerous books and articles on a broad set of issues related to economic development.

These include: financial crises; crime; political economy of economic reforms; economic growth; innovation; international trade; and labour markets.

Lederman is co-author of ‘Open and nimble: Finding stable growth in small economies,’ published in March.

The book analyses what makes small economies unique and proposes that they are not necessarily prone to underdevelopment and, in fact, can achieve very high income levels.

“We are pleased to add

Dr Lederman to the roster of distinguished William G Demas Memorial Lecture speakers, who have all been committed to economic development through their respective fields of discipline,” Dr Smith said.

“We look forward to his keynote speech, which is especially relevant to the Caribbean at this time.”

The William G Demas Memorial Lecture is held in honour of the late William Gilbert Demas, second president of CDB, outstanding economic scholar and public servant to the Caribbean.

Demas held some of the highest offices in major regional institutions, which promote integration through economic and social development.

The William G Demas Memorial Lecture takes place annually as part of the agenda of the annual meeting of the board of governors of CDB. The event showcases the best intellectual discourse on topics of relevance to the Caribbean region.

MEDICAL TOURISM HUB THE TURKS and Caicos Islands could soon be promoted as a prime destination for medical tourism, according to Minister of Health Edwin Astwood. What are your thoughts?

Wonderful idea

As someone who has provided volunteer health related services in the Islands I think it is a wonderful idea that is worth exploring.

Also to make sure we include the elderly and infirm who live in the Turks and Caicos Islands as well.

Control crime first

Physicians are extraordinarily concerned about their safety, and justifiably so.

Provo has gotten a reputation as a destination where tourists are at risk of armed robberies and worse.

Until crime is under control, medical tourism is not likely to be realistic.

At what cost?

It sounds good, for tourism, but how will it affect the local people?

Will it cause the price that we now pay a private doctor to raise even more?

Will this become a place filled with fancy expensive doctors that we can’t afford, all for image?

Sounds like a good idea, but I wonder, at what cost in the end.

Clever

Good move. Let the well-off but sickly come with the dollars.

Visualise

This was a silly idea under Premier Dr Ewing and has not improved.

Our reputation for failing to provide adequate healthcare for our residents must be worked on first.

One spoiled tummy tuck or breast enhancement and our reputation as a tourist destination is ruined.

We can visualise this in our mind. Mature women on US or UK television with a damaged face lift telling how her life was destroyed in the TCI hospital.

Eminently sensible

Many of us have long been promoting the idea of our hospital in Provo having a cosmetic surgery specialisation unit.

This would provide cosmetic surgery procedures for any visitors to our shores for that exact purpose as we have the five star accommodations from which to recuperate for this elite type of medical requirement.

It seems eminently sensible to provide this type of elective surgery which would be a strong revenue earner taking the burden off the relatively few of us who pay not only the NHIP contributions for ourselves and our employees but also shoulder the onus of keeping our own private medical insurance to hedge against the possible bankruptcy of the NHIP system and the way it is currently run.

This would boost the economy in the tourism sector with all its spin offs in rental accommodation, restaurants, car rentals, etc as well as significantly increase revenues for the hospital.

It would also bring further awareness of our wonderful country to the wealthier clientele who would use the cosmetic surgery unit and discover the TCI and hopefully start vacationing here and possibly purchasing their own properties.

Seems like a win win situation to me and cannot understand why this has taken so long to come to fruition.

Too logical, I guess.

Old idea

Been there, done that, nothing happened.

What can we offer?

The analysis done by Dr. Hall shows that Malawi got some 400 hospital beds while the TCI got less than 40 for the same price of constructing our ‘white elephant hospitals’ simultaneous with negligent and sub-standard medical care arriving post new hospitals construction.

That is the major reality in the medical sector of the TCI. The hospital deal was a rip-off, but when the chief orchestrator is an untouchable and the people still are being fleeced, we now hear about medical tourism.

Relative to Cuba or more developed Caribbean destinations, with larger populations and well established medical expertise, what is it on a competitive basis and cost-effective scale that TCI has to or is offering? That is the question.

Screwed up priorities

Oh that’s just terrific news! Meanwhile residents here pay exorbitant sums (and many suspect where a lot of these monies really go to), have to endure the vicissitudes of a health service that at times leaves you screaming at the wall.

Anything serious and you get shunted off to take your chances in the DR, Jamaica or Bahamas, where there is perhaps a slightly better than 50 percent chance of you making it back in one piece.

Why? Because it’s cheap!

Whatever happened to the overhaul we were promised? Sorry I forgot, the election is over now and it’s business as usual.

At least you realise what the only thing this place is good for. Serving as a blue print to others how not to do things.

Priorities are forever getting screwed up.

It’s all about platitudes, lip service and in reality we are in ‘Wally World’.

Do they seriously think that any sane person is going to come here from abroad for medical treatment (as opposed to New York or Miami)?

‘Medical tourism’ is a misnomer; more like ‘euthanasia tourism’ the way things are here.

Ducks in line

Very good idea if all their duckies are in line.

1) Where is their target recruiting market ie.

Canada, USA, Europe, etc? Who gets the money? Canada or NHI? 2) Who and where? For example what

countries, will the expert physicians be coming from who will perform the surgeries or procedures?

3) Where will the trained, expert nurses come from? Because the ones at that hospital on Grand Turk move like ‘molasses going up a hill’. Absolutely no sense of urgency. And they seem to be new graduates with no experience!

Not ready for promotion

Medical tourism? That’s a pie in the sky.

The Turks and Caicos Islands is not ready for medical tourism as yet as we have too many referrals at present.

We cannot invite sick folks here to refer them to another country.

We are currently a prime supporter of medical tourism to Jamaica, Cayman, the Bahamas and the DR. We are not ready for the promotion stage as yet.

Grade two literacy and numeracy exam suspended

BY OLIVIA ROSE THE EDUCATION Ministry has decided to suspend the literacy and numeracy examination for grade two due to a lack of adequate preparation.

According to the ministry, students of grade two will not undergo the assessment this year because the new curriculum for this level has not been implemented in all the schools.

Education Minister Josephine Connolly told the Weekly News on Wednesday (May 17) that the new curriculum for this assessment was only introduced last September.

As such, students were not able to complete the curriculum in time for the exam.

Minister Connolly further explained that the decision was taken after consultation with education officers, principals and teachers.

Minister Connolly made it clear that students will not be affected by this suspension.

She said: “The ministry is in the process of revising the curriculum and has embarked on a strategy to update the grade two and grade four curriculum in an effort to improve students’ literacy performance at those levels.”

The minister revealed that her ministry has begun piloting the new grade two curriculum in a few schools while the grade four curriculum has already been implemented nationally.

She said: “The ministry will continue to roll out the new programme during the 2017-18

academic year.

“The full implementation of the revised curriculum during the 2017-18 school year will result in an evaluation of the grade two and four assessment with three key outcomes.”

This will be a revised specification for the assessment instrument which will see the establishment of a grade two and four assessment panel to oversee the administration of the literacy and numeracy assessment and timely feedback about students’ performance to stakeholders in education.

This new approach to the administration of the assessment is consistent with the fifth strategic imperative of the Education Sector Plan which addresses improving the curriculum and strategies for assessment.

However, the grade four literacy and numeracy assessment will be administered on Tuesday, May 30.

The ministry has since wished each grade four student good success in the assessment and commended teachers for creating an environment where each learner can be successful.

Armed robbers mug two victims POLICE are currently investigating two incidents of armed robbery that occurred on Wednesday night (May 17) and Thursday morning (May 18) in Providenciales.

The first incident was reported at 8.54pm, with officers responding to Scotiabank on Leeward Highway where the victim was met.

He told officers that while inside of the bank using the ATM, a tall male with dreadlocks entered the bank and took his undisclosed amount of cash that came out of the machine.

He stated that the male fired a shot at him before making off in a four door car with no licence plate.

No one was injured.

The second report was made at 9.23am on Thursday (May 18).

The victim reported that he was driving his silver Nissan Serena van out of the Catholic Church located on Walter Cox Drive in Kew Town, when a white car with no licence plate pulled in front of him and

blocked his vehicle.

Two tall, unknown and unmasked males exited the white car brandishing long firearms each and pointed at him.

They pulled him out of his van and took his wallet before making off with his van, leaving the white car.

Upon reaching on scene, officers observed that the white car is a Toyota Mark X that was reported stolen since May 12.

They suspect that it is the same vehicle that was used in the robbery earlier at Scotiabank.

No arrest has been made and the silver Nissan Serena van is still missing. Police said that the licence plate number is unknown at this time.

Investigations are ongoing.

Grand Turk’s Sandbar destroyed by fire

BY OLIVIA ROSE SANDBAR, a popular restaurant and hangout spot in Grand Turk, was completely destroyed by fire on Sunday (May14).

Although details are still sketchy, the blaze of unknown origin completely burned down the bar according to police.

An investigation has since been launched in an effort to ascertain the cause of the fire.

The establishment was often patronised by locals and visitors alike, and in particular those frequenting the island via cruise ship.

According to many local patrons the Sandbar located on Duke Street provided a genuine Turks and Caicos Islands experience.

It was famous for viewing the

beautiful Grand Turk sunsets which have been featured in numerous magazines and Trip Advisor.

The fire has since left residents calling for a domestic fire unit.

The PDM administration in response to questions about a fulltime fire crew for Grand Turk said it is not budgeted for this fiscal year.

Home Affairs Minister Vaden Delroy Williams has said that the Government plans to construct a fire hall in Grand Turk next year.

Plans are in pipelines for a $1.6 million fire hall for Providenciales.

Only recently, fire gutted the iconic Victoria public library in Grand Turk.

Minister Williams said: “The TCI Government is thankful there was no loss of life or injury in the Sandbar fire,”

He encouraged individuals and businesses to use the resources of the Fire Department and to conduct regular fire safety and prevention audits.

Minister of Tourism Ralph Higgs echoed similar sentiments on the tragic fire of the popular local restaurant.

Higgs said: “I am disheartened by this devastating incident; the Sandbar provided an outlet for residents and visitors to engage in numerous experiences and activities throughout the year.

“This unfortunate event ultimately results in one less place on the island of Grand Turk where persons could visit and enjoy.”

The minister encouraged all business owners to take the necessary precautions to ensure the protection and safety of property and personnel.

Gov’t called on to focus on financial industry – Bordier Bank offers to help for the benefit of the sector

BY DELANA ISLES LAST week international private banker Bordier Bank held its second annual international investment banking conference in the Turks and Caicos Islands.

The conference drew interests from financial and banking experts, investors and a range of other interested people from around the world.

In addition to boosting interest in the TCI as a tourist destination location, the conference sought to increase interest in the territory’s somewhat fledgling financial and investment banking services.

Bordier - managing partner and chief executive officer of Bordier & Cie (Singapore) – who spoke of the TCI building on its economic drivers and the need to increase high end interest in other aspects of the Islands.

“We hope that with the new government they will promote financial services in the Islands because we believe that while tourism is still the main driver, you need to have a second or a third driver for economy growth.

“We need the help of the Government to change that,” Bordier stated.

Asked what expectations, they or other bankers, may have of the new Government in terms increased focus on this sector, Bordier bank’s local

chief risk officer, Kenrick Walters said that they are prepared to work with this Government in building up the industry as they have in the past.

“One thing we can say is that successive governments have always been wonderful for the country; that’s evident in how well the country has developed over the years.

“Obviously, we are a-political, we have no particular interest in politics or anything of that nature, but we are always willing to work with any government that’s in power for the benefit of the banking sector and the country as a whole.”

Responding to the same question, Bordier said: “We work with the banking association, we work with all the players in the market and with the government to improve legislation and to try to promote the financial services generally.

“And it’s been difficult because the regulatory demands are increasing, the costs are increasing and that’s normal because the world is going in that direction, so it is to ensure that we can still be thriving even though

Security company launches innovative new personal safety app

BY DAISY HANDFIELD BRIAN Swann, CEO of WC Security Services, has launched an app geared at protecting residents, their homes and their vehicles from invasions and attacks.

Swann explained that TCI Locator has come at an ideal time, following the release of crime stats which indicated that burglaries were on a rise in the TCI. The CEO walked the Weekly News through the process of using the app.

He said that the first step is downloading the app through Google Play, Apple Store or Windows Store, on either an iPhone, Android or Windows phone, and then signing up for the service.

Swann went on to explain that after signing up someone from the company will contact the phone’s owner to give further details.

Individuals are allowed to have up to six emergency contacts once a member of the service.

In the event of an emergency, individuals are required to either shake their phone or slide it to activate the emergency feature.

There is also the option of using a panic button which can be worn as a chain or as a watch, for those who seldom have their phones in their hands.

The emergency contacts will then receive signals of the person’s whereabouts and proceed to record audio and video of everything that is happening.

He said: “It is a way to have a personal alarm system with you wherever you go.

“It sends out alerts to several of your emergency contacts at the same time.

“Once you set it off, it starts recording audio and also video.

The audio and video are actually recorded in the cloud [the security company’s database], so even if the perpetrator realises that you are recording him and takes your phone and smashes it, the evidence

is still in the cloud and it is still recorded.”

Swann said that the device can be more beneficial than home security alarms.

“People usually have their cell phones with them… even if you have your cell phone in your purse, you could have a panic button that we have, that we use as a watch or as a chain.

“You just have to push the panic button and the person who is trying to attack you would have no idea that you sent it off [an emergency alert],” he said.

The CEO added that the app can be used anywhere in the world, once the user has either data or wifi.

He said: “A lot of people from the Turks and Caicos go to Miami for shopping and they have friends over there.

“They can switch their emergency contacts from their Turks and Caicos emergency contacts to their Miami emergency contacts, or anywhere in the world for that matter.”

However, while Bordier Bank – which has a location for the last 30 years in the TCI – is optimistic about the local climate, the international banking industry tightening of its regulatory frameworks has been challenging for a bank such as theirs.

“It has affected the banks generally, all of the private banks a lot, because the basis under which private banking was built was confidentiality, and if you remove confidentiality why would someone come there,” he said.

However, he noted they are trying to work with the new and emerging global financial atmosphere and are

confident it being able to positively transform the banking world.

“Now we are sharing information with everybody. So, it has transformed lot. It also gives a lot of opportunities because if you are hiding your assets in the Turks or in the Bahamas or anywhere else, you will not talk about it to your friends.

“Whereas if you have a transparent environment then you can invite people openly… there is no more secrecy, which is actually very good.”

Bordier added that instead of trying to fight against the change and the way the world is behaving, Bordier Bank is embracing it.

“And we are trying to take the opportunities that transparency brings.”

Lower Bight pothole is big enough to ‘swallow the front of a car’ – School crossing officer expresses concern about state of roads

BY DAISY HANDFIELD LOCAL resident Wilbert Stubbs has expressed his upset at the lack of road maintenance after a huge pothole appeared on Lower Bight Road in Providenciales over a month ago.

Stubbs has been a crossing officer for Ianthe Pratt Primary School in the Lower Bight for several years.

He said that the pothole is a hazard for both young children from the nearby primary school and for general road users.

“I have called up concerning the hole; not me, but I have reported it. I did not see anyone show up, so I put a tree in the hole so people could see it and slow down.

“It is big enough to swallow the front of a car within a way because it’s a hole and if a child goes down in that hole you are going to miss them… it is a pretty deep hole.

“I am very concerned; when someone is going to come and

have a look at it?” he asked.

Stubbs said that he is very concerned about the students and the pedestrians in that community and that it is his duty to protect them daily.

He said: “I am very concerned about children crossing and the safety surrounding the school.

“I have been doing this for many years and I saw what was needed here… whoever the cap fits, let them wear it.

“Anybody who is responsible; whether planning, Government or whoever. Come over and check it out before it is too late.”

The man issued some safety tips for drivers, explaining that it is extremely important to use indicators, so that other road users know the direction you are heading in, to avoid accidents.

He added that when tourists, cyclists and anyone walking attempts to cross the streets, it is important to let them pass.

TCI taps into its religious roots to boost tourism Five churches set to feature on huge Christian television network

BY DELANA ISLES ALTHOUGH new to the Turks and Caicos Islands, religious tourism is one of the oldest forms of tourism known to man, with the idea of religious pilgrimage beginning almost with the dawn of humanity.

Recently the Tourist Board along with a number local churches collaborated with a Detroit based television station - The Word Network - to foster religious tourism in the TCI. Over the years, religious travel and tourism has developed into a much larger and more segmented market evolving into multiple sub-niches.

These range from the luxury pilgrimage market to backpacking, and from religious institutional travel to volunteer-oriented experiences meant to help those in spiritual need.

Director of Tourism, Ramon Andrews spoke to Weekly News this week about the new initiative.

“We here at the Tourist Board, we feel the need to tap into that and what other way to tap into this than via a Christian network like The Word,” Andrews said.

“This is because we are such a Christian nation, it’s something that we do not have to teach, it’s like breathing as in its part of our everyday life.”

He added that this avenue of promotion is especially lucrative as The Word Network has more than 75 million viewers.

It gave the Tourist Board and Abundant Life Ministry a perfect opportunity to partner with them, he said.

“So, we feel very optimistic about

this. Of course it’s a new venture and it will take time to grow, but we definitely see an opportunity here.

“Religion is something that is always celebrated, and what better way to celebrate it than to be in the Turks and Caicos Islands.”

Andrews said that the Tourist Board is looking to fill in the gaps during the slow months with this new venture, hoping to attract all ages at various times of the year.

The new initiative got off the ground last week with well-known Atlanta Bishop, George Bloomer visiting the TCI to meet and record several programmes with various local churches to be aired on the network this June.

The Weekly News caught up with Bishop Coletta Williams, who hosted Bloomer during his visit to the Islands.

“What we are aiming to do is showcase five local churches and pastors and their ministries in Turks and Caicos, and at the same time we showcase the Turks and Caicos as a Christian nation that believes in God and a safe destination for families to vacation.”

Williams noted that there is an untapped market of Christians around the world who look for destinations that they can come and have freedom of worship while also enjoying the sea and sun.

“That is why we collaborated with the Tourist Board so that we can help to promote religious tourism and promote Turks and Caicos around the world.”

He said that over the last week, there were three nights of taping.

congregation, and also an interview Bishop Bloomer conducted with the Director of Tourism.

On Tuesday night they visited the Jericho Baptist Church where Pastor Pedro Williams and Pastor Brentford Dean were interviewed by Bishop Bloomer.

Wednesday night saw the film crew travelling to the Rock of Jesus Ministries where Sharmaine Cox and Pastor Urma Coleby spoke, and Bishop Brian Cox and Pastor Wayde Colbey were interviewed by Bishop Bloomer.

Bishop Williams stated these prerecorded programmes are to be aired within the next three weeks on The Word Network.

He also said that the next event will be him accepting an invitation to be on The Word Network set next

month in Detroit and then the TCI will be hosting another event before the end of the year.

This event, Williams said, will encompass all of the Turks and Caicos Islands – Grand Turk, South Caicos, North and Middle Caicos and Providenciales. This will be done in partnership with the Ministry of Tourism.

During the interview the tourism director conducted with the visitor Bishop – a part of which was posted to social media – Bishop Bloomer was most intrigued by the idea that here in the TCI, children praise God in schools, stating that this is the hallmark of a true Christian nation.

This point was reinforced by Andrews: “The nation is in a beautiful place, our fundamentals are strong and one of the reasons

why our fundamentals are so strong is because we are a Christian nation.

“I was raised in Christianity, everyone was raised in Christianity, you go to school and praise God, before we eat we pray, before we sleep we pray.”

Currently all government schools across the Turks and Caicos Islands have devotion and prayer time, with some private schools which are owned and run by locals following suit.

The Word Network, also known as The Word, is an American television network, and religious broadcasting network.

It is the largest African-American religious network in the world, founded in February 2000 by the late Franklin Z Adell and is headquartered in Southfield, Michigan.

Cabinet concerned about statutory bodies

BY OLIVIA ROSE CABINET has expressed serious concern about budgetary and wider management issues of a number of the statutory bodies in the Turks and Caicos Islands.

On Wednesday (May 17) Cabinet reviewed the fourth quarter financial report for the financial year 2016-17 (January to March 2017) which looked at the financial performance of the TCI statutory bodies.

Members approved publication of the report.

The new administration is currently in the process of conducting a comprehensive review of several statutory bodies including the National Health Insurance Board (NHIB).

Last month Governor John

Freeman stressed the need for bona fide evaluations of statutory bodies to ensure more transparency and accountability.

On April 5 Governor Freeman said: “In December 2016 I commissioned the Chief Internal Auditor (CIA) to conduct a review of the management of the NHIB in light of the serious issues involving significant liabilities that had arisen earlier that month.

“The report by the CIA has since been considered in Cabinet, most recently following receipt of responses from the NHIB.” Governor Freeman asserted that the report serves as a reminder of the important responsibilities placed on the boards of statutory bodies.

He said that responsibilities are especially weighty on boards

such as the NHIB, where they are responsible for very significant financial resources with contingent liabilities for the public finances.

He disclosed: “TCIG transfers over $45 million each financial year to the NHIB in respect of payment of the TCI Hospitals infrastructure costs, the Treatment Abroad Programme and contributions for wards of the state.

“This account for a significant proportion of TCIG’s overall expenditure costs and along with the contributions of residents across TCI requires prudent management and accountability.”

Governor Freeman said that given the considerable financial impact statutory bodies can have on the TCIG budget, it is crucial that CEOs and senior management recognise their responsibilities in adequately

providing oversight and management over these entities.

He urged board members to be prepared to carry out the required governance and performance monitoring activities needed to ensure effective management of these entities.

“By extension, CEOs and other senior management officers must be prepared to be held accountable for management shortcomings.

“The object lessons from the NHIB are particularly acute: it is not beyond the realm of possibility - as I have illustrated - that serious mismanagement of the NHIB or of certain other boards could cause a serious run upon the budgetary resources of TCI.” He said: “But I believe they also reinforce the need for a proper review of the statutory bodies, especially of

those which carry the largest risks, managerial and financial but also reputational for TCI. “The Premier and I are committed to setting such a wider review in train as soon as possible.”

In December 2016, news broke that funds had been misappropriated at the NHIB. Then PDM while in opposition had accused the PNP Government of covering up the state of finances of the NHIB, which was said to be in dire need of a financial bailout.

Cabinet statements indicated that the NHIB was haemorrhaging financially.

At that time, Leader of the PDM, Sharlene Cartwright-Robinson slammed the former Government for being negligent in relation to the financial affairs of the National Health Insurance Plan.

Participants pay keen attention to the training session

Focus on mental health increases as Crisis Intervention Team formed

BY OLIVIA ROSE CRITICAL training to form a national mental health Crisis Intervention Team (CIT) got underway last week.

Representatives of Crisis Intervention Team International conducted a train the trainer seminar in partnership with the Department of Mental Health and Substance Dependence.

A CIT is a first responder programme for people with mental illnesses in crisis which involves community collaboration with law enforcement, mental healthcare providers, families and consumers.

The two day workshop from May 11 to 12 saw members of the Royal Turks and Caicos Police Force, prison officers, hospital security staff, social workers and mental health professionals and the Minister of Health Edwin Astwood in attendance.

According to the Department of Mental Health and Substance Dependence, the overall aim of the workshop was to teach officials how to decrease the emotional, behavioural, mental intensity, and stress level of a situation.

They were also given tools focus on identifying various cues including verbal indicators, behavioural indicators and environmental indicators.

Attendees were taught how to implement the most appropriate resolution to the crisis situation based on the assessment of the facts gathered and were provided with verbal and non-verbal techniques for prompting de-escalation in first response situations.

Speaking at the workshop, Director of Mental Health Dr Alicia Malcolm underscored the need for training in this sensitive area of health which is often overlooked.

She said: “We recognise that

there is a major need for mental health training for those persons who are on the front lines who may have to respond to a mental health crisis.

“This workshop is therefore an important first step in starting to develop a sustainable training program for first responders and other key stakeholders.

“In addition to training, our ultimate goal is to form a Crisis Intervention Team that will help to improve officer and consumer safety and redirect individuals with mental illness from the judicial system to the health care system.”

One participant said: “The workshop was highly interactive and included several role plays which allowed participants to practice some of the key techniques needed in handling a mental health crisis.”

Significant emphasis has been placed on administering optimal healthcare, support and protection to people living with mental disorders in the Turks and Caicos Islands in recent years.

MENTAL HEALTH BILL The Mental Health Bill 2016 which was passed on June 17 in the House of Assembly has paved the way for more empowerment and less stigma and discrimination.

Since those who suffer from mental disorders can be particularly vulnerable to abuse and violation of their rights, the legislation is designed to make better provision for their treatment and care.

The Mental Health Bill 2016 also provides for the recognition of the role of caregivers and families who provide care and support.

Last year former Premier Rufus Ewing, in whose name the bill was tabled, explained that the bill is aimed at improving the lives of people suffering from mental disorders in the Turks and Caicos Islands.

He said: “I see this ordinance as a

part of our total health strategy.

“It is an indication that we are taking another step towards bettering the lives of persons with mental illness and we will work to ensure that continued progress is made in this area.”

He explained that there are a number of benefits that come with this legislation.

“For instance, it will protect and promote human rights of persons with mental disorders; safeguard against discrimination; facilitate greater access to quality mental health care; promote the least restrictive form of care; make provision for monitoring involuntary admission and treatment as well as appeal for care related decisions and increase respect for the dignity of mentally ill persons.”

The last piece of mental health legislation was enacted in the TCI in 1902 and was last revised in 2009.

Since then a number of key international and regional human rights instruments related to the rights of people with mental disorders have been developed.

The TCI was, therefore, obligated under international human rights laws to ensure that its legislation policy and practice conform to international human rights laws, and this includes the protection of persons with mental disorder.

Locally, much work has finally begun on the Turks and Caicos Islands’ first dedicated mental health facility.

This Mental Health Home will stand on the former hospital grounds and once completed will provide a 24 bed facility accommodating those with chronic and persistent mental illnesses that need supportive housing care.

The two-phase construction programme is expected to be completed within a year at an approximate cost of $700,000 and will also offer acute care services as well as areas for group therapy and recreation.

Post Cabinet meeting statement GOVERNOR Dr John Freeman, chaired the 13th meeting of the Cabinet on Wednesday, May 17, at the NJS Francis Building in Grand Turk.

All ministers were present.

At this meeting Cabinet: -Advised the Governor to approve funding from the National Forfeiture Fund to host the final workshop in the TCI facilitated by the World Bank on June 28 to 30 to conclude the TCI National Money Laundering and Terrorist Financing Risk Assessment (National Risk Assessment) project -Advised the Governor to execute the Trade Winds Industries Ltd Development Order 2017.

-Reviewed the Fourth Quarter Financial Report for FY2016-17 (January to March 2017) on the financial performance of the TCI Statutory Bodies and approved publication of the report as required under Section 147 of the Public Financial Management Ordinance 2014.

Cabinet expressed continued serious concerns about budgetary and wider management issues of a number of the statutory bodies.

-Advised the Governor to approve amendments to the Tax Information (Multilateral Competent Authority Agreement on Automatic Exchange of Financial Account Information and the Common Reporting Standard) (Amendment) Order 2017 and the International Tax Compliance (Amendment) (No.2) Regulations 2017 to ensure compliance with the Common Reporting Standard.

-Approved a public consultation on a proposal to establish the TCI as a shark sanctuary and for a report to be brought back to Cabinet following the consultation.

-Requested the Attorney General’s Chambers to include a draft Library Ordinance on the legislative agenda to govern the management of library services in TCI. -Advised the Governor to grant a 25 year licence to Windward

Development Company Ltd for the construction and operation of piers and docks and the creation and replenishment of a beach seaward of Crown Land Parcel 60903/29 at Leeward Going Through, Providenciales, subject to the company meeting specific environmental and other terms and conditions.

-Received an information paper from the Minister of Health updating Cabinet on progress on implementation by the National Health Insurance Board (NHIB) of the recommendations in the report by the Chief Internal Auditor on the NHIB. -Advised the Governor to grant a concession to the Pine Cay Home Owner’s Association on pre-approved imported materials for use in the eradication of invasive species which are threatening the population of rock iguanas and native birds on Pine Cay, Water Cay and Little Water Cay. -Approved a stakeholder consultation on a proposal to designate the Long Bay High School in Providenciales as a junior high school for students in forms one to three and the Clement Howell High School in Providenciales as a senior high school for students in forms four to five and for a report to be brought back to Cabinet following the consultation.

-Advised the Governor to approve for public tender Crown land parcel 10306/70 in Grand Turk in accordance with the Crown Land Ordinance.

-Was advised by the Premier that the Deputy Premier would represent TCI at the forthcoming inauguration of the new Government of the Bahamas in Nassau.

-Received an up-date by the Minister of Environment on plans to dispose of seized marine product from the Capitan Blaze fishing vessel which was intercepted by the RTCIPF on March 16.

Date set for Caribbean Food and Wine Festival

BY KANDI HARIRAJ THE DATE of this year’s Caribbean Food and Wine Festival has officially been announced as November 2 to 5.

It was publicised by organisers and partners at a press briefing held at the Grace Bay Club on Friday, May 12.

Every year the festival hosts an exciting line-up of international chefs, renowned wineries and winemakers, and skilled local chefs, who participate in the delightful collection of culinary activities.

So far, confirmed chefs for the upcoming festival include Bravo’s Top Chef season seven fan favourite Chef Tiffany Derry, Tiffany Derry, Concepts and Victor Yu, Yu Alderly Edge.

Winemakers will include Tuck Beckstoffer, Tuck Beckstoffer Wines and Greg Stach from Landmark Winery.

And there will be local chefs from partaking restaurants including Grace Bay Club, Seven Stars, The Palms Resort, The Shore Club and Coyaba.

Co-chairman of the festival, COO and principal of Grace Bay Resorts, Nikheel Advani, and operations manager of The Wine Cellar, Anthony Garland, reiterated that the

non-profit event seeks to promote culinary arts.

All the money raised goes to supporting the Lil’ Chefs programme, and most recently the food and beverage section of TCI Community College.

The usually sold-out event has also become a staple on the county’s calendar of things to do, which further energises the team to maintain their already excellent standard.

Local chefs are excited to push limits and look forward to being creative and also to seeing the talents other colleagues will bring.

Committee member and The Wine Cellar’s sales and marketing

executive Murad Mohamed said: “When we started this dream in 2007 it started with one night and one event…it’s now a three [day and] night event.”

Over the years the festival has grown to include an opening dinner, food and wine paring, a women of wine experience, a gourmet safari, a brunch, a closing dinner and a street food fair.

However, since there has

been a challenge with securing a consistently suitable venue, the happening of the street fair is still to be decided.

All events and participants are promised to be confirmed in a follow-up announcement.

Organisers assured though, that the events planned will again offer amazing cuisine and wine, great venues, and will continue to be “world class”.

The show is back under another name.

We remember the day when Robert Hall interviewed Michael Misick after Mike lost power.

Hall said: “Mike, you still have greatness stamped on your forehead.”

Now that same rubber stamp is being applied by Robert to Washy. Radio host Robert is called silver tongued whatever.

Robert preaches against this American TCI. I married a beautiful TCI wife. Brought our life savings and USA income into the TCI. Does Robert think he chose better and somehow has better credibility?

The trial now takes yet another year. Massive evidence, escapes, extradition extensions and defence changes, all at huge expense to our TCI people and causing delays.

Robert and Washy need to admit in detail why the TCI became deep in debt from PNP administrations.

Explain before trying to assume credit for the British CFO forcing the PNP to pay most of it back. Again on

the people’s backs.

We have been told that the National Insurance Board (TCI social security) was a JAGS McCartney/Oswald Skippings plan, not Washington’s idea.

After the NIB became cash rich Washy used pension funds to capitalise his doomed private bank then move another half a mill into his own bank account.

Meanwhile pensioners who paid into NIB are trying to survive on $200 to $400 a month from NIB. Has ‘Expressions’ become the comedy hour? Now the Bahamian progressive liberals join the remnants of the TCI progressive nationals with Robert and Washy in equal status.

Basketball enthusiasts consider a sporting career

‘Remain focused and strive to do well’ - Deputy Governor – High school students get tips on how to succeed during careers fair

BY OLIVIA ROSE HIGH school students learnt about more than 60 different professions they can pursue during a careers fair in Providenciales.

The third form pupils from Clement Howell High School received advice on how to access jobs in both the Government and private sectors after graduation.

The careers fair was held at the Gustavus Lightbourne Sports Complex on Thursday, May 4, and was part of a joint effort between the civil service and Clement Howell High School.

There were attendees from several government offices including the Office of the Deputy Governor’s Human Resource Directorate, the Attorney General’s Chambers, the Office of Public Prosecutions, Customs Department, Dental Department, Sports Department, Police, Culture and Education Departments.

During the course of the day students were given motivational speeches by Deputy Governor Anya Williams and members of the civil service.

Delivering brief remarks at the opening of the career fair, Williams encouraged students to immerse themselves in the experience.

Speaking after the event she said: “It was a pleasure for the civil service to participate in the Clement Howell High School Career Day; to share insight on the various careers that are available in Government and the steps that must be taken in order to prepare for these positions.

“We encouraged the students to remain focused and to strive to do well, reminding them that we live in a competitive society and that in order to succeed they must set a path towards prosperity.

“This could be done by ensuring

that at a very young age they made the right choices that would lead them in the correct paths.

“As the future leaders of the Turks and Caicos Islands, we encouraged them to do well in their studies which would provide them with access to scholarships and that the Turks and Caicos Islands Community College should be chosen as their next step before seeking to enter the workforce.”

In addition, students received advice on which subject areas would prepare them for careers in various areas.

The initiative exposed the students to more than 60 different career paths such as advertising, law enforcement, customs and immigration, primary healthcare, human rights and dentistry.

TCI Hospital celebrates International Nurses Week THE NURSING staff at Turks and Caicos Islands Hospital joined the rest of the world in celebrating International Nurses Week from May 6 to 12.

Nurses’ week was observed under theme, ‘Nurses: A voice to lead - Achieving the sustainable development goals. Yes, this is nursing.’

Nurses play a key role as a member of the multidisciplinary team in the provision of healthcare to individuals, families, and communities.

They provide services designed to promote health, prevent illness, and achieve optimal recovery from or adaptation to health problems.

The activities held to mark the observance include a church service, educational visit to Provo Christian School to give an overview of the nursing profession, and an internal nurses’ challenge between the two hospital sites to raise awareness of organisational practices required to maintain Diamond Accreditation.

Due to a shortage of certain healthcare practitioners’ in-country, people may be sourced from overseas.

To embrace the cultural differences of ethnic groups employed at the healthcare facility, a nurses’ cultural showcase and potluck was held on the compound of Cheshire Hall Medical Centre on Thursday, May 11.

Nurses observe International Nurse Week

The event featured cultural dances, singing performances, satirical skits, and an endless array of native cuisines from the Turks and Caicos Islands, Trinidad and Tobago, India, Philippines, Jamaica and many other countries.

TCI Cultural Ambassador, David Bowen gave a presentation on the local history of the conch

shell.

TCI Hospital also invited the community to take 60 seconds of their time to express gratitude to a nurse who impacted their lives with a #ThankANurse hashtag on Facebook.

Douglas Moore, chief of clinical services and chief nursing officer at TCI Hospital, said being a nurse

is one of the most demanding professions, which requires dedication and commitment.

Speaking to nurses at the event, Moore said: “Our job can feel overwhelming sometimes, but it can also be beautiful and consuming, the kind of consuming that changes who you are, and give you the strength to be a better person.

“The best part of it all is that we have the ability to connect with people every day.

“You have chosen a career of not only knowledge, but compassion that has profound impact on countless lives.

“Take pride and reflect on your positive contribution to patients and their loved ones.”

Provo museum to host cultural and heritage day

BY DAISY HANDFIELD PROVIDENCIALES National Museum will be hosting a heritage and cultural day over the weekend in an effort to attract more visitors.

A press conference was held at the museum’s grounds in The Village, Grace Bay, on Monday (May 15) to elaborate on the initiative.

Organisers explained that the event will be held on Saturday (May 20) from noon until 6pm, under the theme ‘Back in the day’.

All proceeds will go towards preserving the heritage of the TCI. Museum representative

Candianne Williams explained that the day will be centred on the dynamic culture of the TCI. “Traditionally museums have been the place you go to see the old stuff and you drop things in, from way back when. It is not really associated with the lives that people lived.

“But things are changing and museums are more interactive, more teaching and more about the lives and the culture of the people.

“Each person’s story makes up the whole history of humanity,” she said.

for children to learn about the lives that their parents and grandparents lived and a time for parents to reminisce on some of the experiences they had growing up.

She said: “We are introducing the hop scotch, marbles, a variety of pastimes that we grew up using

as children. This is also a learning experience for today’s children.”

Blythe Clare, training manager at Turks and Caicos Tourist Board, elaborated on some of the foods that will be available.

There will be well-known delicacies such as conch fritters,

bonefish, okra and rice among others.

She explained that the past often determines the future and a lot of young people are not educated on the history of the TCI. This will be the perfect opportunity to share the knowledge with them, she said.

BY DAISY HANDFIELD A WHOPPING $37,000 has been split between Edward Gartland Youth Centre (EGYC) and Swim and Surf TCI. The funds derived from the 2017 Wine Cellar’s Golf and Fishing Tournament recently held in Providenciales.

A press conference was held on Thursday, May 11, at EGYC,

Downtown, to formally present the funds to each organisation.

EGYC director Roxanne WakeForbes thanked the Wine Cellar for their continuous support and added that she was beyond grateful to the company for recognising the centre’s needs.

Christie quits as PLP leader TWENTY years after he took the helm of the Progressive Liberal Party from the late Sir Lynden Pindling, former Prime Minister Perry Christie resigned as leader of the PLP during an emotional meeting at the party’s headquarters on Farrington Road on Monday night.

With Mr Christie’s resignation, former Deputy Prime Minister Philip “Brave” Davis will now serve as interim leader of the PLP. Many cheered and some shed tears as Mr Christie recounted his story as a politician, the adversities he faced in life and the successes of his administrations as he sees them, from Urban Renewal, the Bahamas Agriculture & Marine Science Institute (BAMSI), Baha Mar and National Health Insurance (NHI), among others.

In a speech that often moved from reflective to defiant, Mr Christie said he accepts full responsibility for his party’s defeat in last week’s general election, the worst defeat the party has ever suffered at the polls.

“I also accept,” he said, “without reservation, that the best traditions of our democracy, no less the impulses of my own conscience and value-system, dictate that I resign as the leader of our party. This is the correct and only thing for me to do from both a political and moral perspective.”

Even as the PLP sets out to find out why it suffered such a heavy defeat last week, Mr Christie reminded supporters that the historical odds favour a return to government for the party in 2022.

“There is another part of the nation’s recent history that should give us great encouragement and it is this,” he said. “We have not had a two term government now for 20 straight years. Every single general election since 1997 has produced a government for just one term.”

Jamaica government assessing damage from days of flooding THE Jamaican government is assessing the full impact of the heavy rains that have been affecting the island since last weekend.

Minister of Local Government and Community Development Desmond McKenzie says in the meantime, however, J$175 million (US$550,000) was yesterday made available to municipal corporations to be spent in the parishes of Clarendon, Manchester, Portland, St. Elizabeth, St. Thomas and Westmoreland.

He was speaking at a press briefing to update the nation on action being taken by the Government to deal with the impact of the heavy rains lashing the island.

PLP receives 11% fewer votes than in 2012 THE Progressive Liberal Party received 37 per cent of votes counted in the 2017 election, at least 11 per cent fewer than what it received in 2012, according to The Tribune’s analysis of the official election results.

The PLP received 59,397 votes, according to The Tribune’s records.

The Free National Movement, on the other hand, won 57 per cent of the votes cast in the election, 20 per cent more than the PLP received and about 14 per cent more than the party received in 2012.

The Democratic National Alliance, which saw its stock decrease this year compared to 2012, won 4.7 per cent of the vote while other parties and independent candidates won a collective 1.4 per cent of the vote.

Overall, 160,641 people had a vote that counted in this year’s election.

According to official figures, 21,034 registered voters did not vote at all in the election or did not have their vote counted.

The PLP suffered the worst electoral defeat in its history,

winning just four seats: Englerston; San Salvador, Rum Cay & Cat Island; Exuma and South Andros.

Former Fox Hill MP and Foreign Affairs Minister Fred Mitchell downplayed the FNM’s landslide victory over the weekend, saying there’s nothing revolutionary about the win.

Mr Mitchell chalked the loss up to the continuing effects of the global recession, “the money of foreign interests” and the “turn of clever phrases.”

Nonetheless, many in the PLP have privately blamed former Prime Minister Perry Christie for the general election loss, despite the party’s decision to overwhelmingly re-elect him leader at its convention in January.

Alfred Sears and Leslie Miller, the PLP’s candidates in Fort Charlotte and Tall Pines respectively, have both said that as they canvassed in their constituencies they encountered voters who admired them but declined to offer their support because they could no longer stand the leadership of the party.

While Cayman’s Financial Crime Unit reported no local complaints, the “WannaCry” malware attack set off alarms and forced many businesses to implement last-minute protection measures.

KPMG cybersecurity principal Micho Schumann said the cyberattack exploited a flaw in older Microsoft operating systems, like Windows XP. Users who had not installed proper updates and followed the

malware link found their files encrypted and a demand for US$300 to US$600 in bitcoins to have their data released.

“The way this ransomware was different from previous ones we’ve seen is it’s also a worm.

It re-propagates itself. Once it’s on your network, it’ll jump and go infect other computers and systems. It won’t hit just one desktop. It will look for other stuff,” he said.

Mr. Schumann warned that another attack could be imminent, and that companies should not assume they are safe from infiltration. He said proper staff training, system updates and adequate backup files can prevent potential headaches. (Cayman Compass)

Four missing after small plane disappears over Bermuda Triangle THE U.S. Coast Guard is searching for two adults and two young children after their small plane mysteriously disappeared from radar while flying over the infamous Bermuda Triangle on Monday.

The Coast Guard said it recovered debris and parts of an MU-2B aircraft -- the plane type the group was traveling in -- 15 miles east of Eleuthera, Bahamas, during the search.

On board the flight was 40-yearold Jennifer Blumin from New York and her two sons, ages 3 and 4, as well as 52-year-old Nathan Ulrich from New Hampshire. Blumin is the CEO of a prominent New York City event planning firm, Skylight Group.

The plane was scheduled to fly from Puerto Rico to central Florida,

but never arrived at its destination, according to the Coast Guard.

Miami Air Traffic Control reported that it lost radar and radio contact with the airplane just three hours into the flight, the Coast Guard added in a statement.

“There’s no indication of significant adverse weather at the time,” Lt. Cmdr. Ryan Kelly, a Coast Guard spokesman, told The Associated Press.

The National Transportation Safety Board said it is investigating the incident.

The Royal Bahamas Defense Force and U.S. Customs and Border Patrol are assisting with the search efforts, according to authorities.

TAXES on tobacco, alcoholic and sweetened beverages can help reduce consumption of these products and generate income that can be used to improve the health of the Caribbean population, says the Pan American Health Organization/World Health Organization (PAHO/WHO).

And it’s encouraging Caribbean authorities to adopt these tax measures, which can contribute to reducing the burden of hypertension, diabetes, cardiovascular diseases and cancer, and their devastating social and economic consequences.

Implementing taxes on the consumption of unhealthy products requires decisions by health authorities as well as finance authorities who design tax policies.

To that end, PAHO/WHO is bringing together health and finance officials from 17 countries and territories for the Caribbean Subregional Workshop on Alcohol, Tobacco, and Sugar-Sweetened Beverages in Barbados May 16-18, to discuss the benefits of adopting such measures.

In the Caribbean countries, noncommunicable diseases account for three out of four deaths. Tobacco use, harmful alcohol use, unhealthy diets and physical inactivity are the main causes of these diseases.

Currently, the use of excise taxation of these products in the Caribbean continues to be limited.

Of the 14 PAHO member countries

in this subregion, 11 have excise taxes on tobacco, 11 on alcohol, and two countries, Barbados and Dominica, recently implemented sugar taxation as a way to deal with the obesity epidemic.

However, of the 11 countries that have taxes on tobacco, none reaches the level recommended by WHO of more than 70 percent of the final sale price.

Taxation cannot be applied alone, and should be part of a comprehensive policy to reduce consumption of these products, which also involves restrictions on marketing, packaging conditions, sharing appropriate nutrition information to inform consumers, and creating healthy environments, among others.

Trump nominates prominent San Diego developer as Bahamas Ambassador AMERICAN president Donald Trump has proposed prominent San Diego developer and veteran industrialist “Papa” Doug Manchester for the post of US ambassador to The Bahamas.

The Nassau post has been vacant since 2011, with the most recent nominee Cassandra Q Butts having died as she waited more than two years to be confirmed to the post under the former Obama administration.

Ms Butts, 50, died in May last year, but was nominated for the ambassador post in 2014 by former US President Barack Obama. The

confirmation was said to have been held up by Republicans in the US Senate.

If confirmed, the 74-year-old Trump supporter will serve as ambassador of the United States of America to the Commonwealth of The Bahamas, according to a statement issued by the US Embassy on Tuesday.

The statement read: “Mr Manchester is a leading industrialist with accomplishments on a national and international scale in telecommunications, radio broadcast, medical instrumentation, publishing, and real estate development.

AN upcoming deadline to renew a temporary residency programme affecting more than 50,000 Haitians in the US has sparked a flurry of action by city and state representatives.

Temporary Protected Status (TPS) was originally granted to Haitian immigrants following the 2010 earthquake and humanitarian crisis in the Caribbean country. TPS requires renewal every eighteen months and the Trump administration has until next Tuesday (May 23) to decide whether or not to continue the programme.

Until that decision is made, an entire diaspora hangs in the balance.

Boston is home to some 16,000 Haitian immigrants; it’s the third largest such population in the country. In response to the White House’s ongoing silence on the issue, several local lawmakers have spoken up on the impact of this decision. On Monday, Mayor Marty Walsh sent a letter to Secretary of Homeland Security John Kelly and Secretary of State Rex Tillerson urging the two officials to support the extension of TPS for Haitian residents.

“The people who are going back, most of them haven’t been to Haiti in over seven years. It’s going to be difficult for them to reinsert themselves and it’s a particularly difficult time in Haiti,” he said.

The last TPS renewal for Haitians was approved in 2015, less than a year before Hurricane Mathew once again inflicted widespread damage to the country. According to a report by the Food and Agriculture Organization of the United Nations, more than 1.5 million people on the island were still “food insecure” in March of this year.

Brexit: Lib Dem manifesto pledges new EU referendum LIB Dem leader Tim Farron has said “people not politicians” should have the final say over the terms of Brexit.

Launching his party’s manifesto, he said Brexit would have an impact “for decades to come” and the public should have the right to decide whether to go ahead with it in another referendum.

Leaving the EU single market was a “time bomb” which could “take down the NHS and schools” with it, he warned.

He told party supporters in London that the Lib Dems would not “roll over”.

Irish Prime Minister Kenny to step down IRISH Prime Minister Enda Kenny was expected to step down as leader of Fine Gael from midnight on Wednesday.

He will continue as taoiseach (prime minister) until the Dail (parliament) chooses a successor.

Mr Kenny, who was elected taoiseach in 2011, tendered his resignation in March, but has been acting prime minister since then.

He told a parliamentary party meeting on Wednesday that a successor would be appointed by 2 June.

The 66-year-old had been under pressure to resign from factions within his own party dissatisfied with his leadership.

The Fine Gael leadership contest will begin on Thursday with the new leader to be announced after an electoral college of the parliamentary party, county councillors and party members have their say.

The two favourites are Leo Varadkar, who is the son of an Indian immigrant, and Simon Coveney, whose father was also a government minister.

Aspiring heart surgeon Lavinia Woodward, 24, admitted to punching and stabbing a boyfriend she met on the dating app Tinder.

She pleaded guilty to unlawful wounding — an offense normally punishable by time in jail.

But Oxford Crown Court Judge Ian Pringle said he would delay Woodward’s sentencing until September, citing her professional potential.

“It seems to me that if this was a one-off, a complete one-off, to prevent this extraordinary able young lady from not following her longheld desire to enter the profession she wishes to, would be a sentence which would be too severe,” the judge said.

Woodward, who currently lives in Milan, Italy, with her mother, stabbed her onetime-boyfriend in the leg, before hurling a laptop, glass and jam jar at the victim — a student at Cambridge University — during a

Trump-Russia row: Putin offers to release meeting record VLADIMIR Putin has waded into the growing row surrounding US President Donald Trump and his links to Russia.

US media say Mr Trump passed on classified information to Russian officials last week, but Mr Putin says this is not the case.

He said he would release a record of the meeting to the US Congress if they requested it.

The news comes amid reports Mr Trump tried to influence an investigation into his team’s dealings with Russia.

US media have quoted a memo by former FBI director James Comey that reportedly says Mr Trump asked him to drop an inquiry into links between his ex-National Security Adviser Michael Flynn and Moscow.

The fallout from both issues continues to consume Washington, with moves by Democrats to launch an independent commission starting to gather momentum.

As for Mr Trump, he told US

Mr Trump met Russian Foreign Minister Sergei Lavrov and Russian Ambassador Sergei Kislyak at the White House last Wednesday.

Willem-Alexander acceded to the throne in 2013 but his other role, in the cockpit, has continued.

“I find flying simply fantastic,” he told De Telegraaf newspaper.

Willem-Alexander once said that if he had not been born in a palace, his dream would have been to fly a big passenger plane such as a Boeing 747, so it is no surprise that he intends to retrain for the updated plane.

He told De Telegraaf that he never used his name when addressing passengers and was rarely recognised in uniform and wearing his KLM cap. However, he admitted that some passengers had recognised his voice.

“The advantage is that I can always say that I warmly welcome passengers on behalf of the captain and crew,” he said. “Then I don’t have to give my name.”

“I hope you can see your way clear to letting this go, to letting Flynn go,” the president told Mr Comey, according to accounts of the memo. “He is a good guy.”

Mr Comey did not respond to his request, according to this account, but replied: “I agree he is a good guy.”

The FBI chief was later fired

by Mr Trump. The official reason was over his handling of the FBI investigation into Hillary Clinton’s use of a private email server while at the state department.

But Mr Trump said in an interview last week that “this Russian thing” was on his mind as he made the

decision.

The White House denied the allegation that Mr Trump had tried to influence Mr Comey.

“The president has never asked Mr Comey or anyone else to end any investigation, including any investigation involving General Flynn,” it said.

A White House official also pointed out that acting FBI director Andrew McCabe had testified last week that there had been “no effort to impede our investigation to date”.

The Senate’s Intelligence Committee said it had asked Mr Comey to appear before the panel to testify, and had asked the FBI for all relevant documents, including the memo.

House Oversight Committee chair Jason Chaffetz, a senior Republican, said the memo and related documents “raise questions as to whether the president attempted to influence or impede the FBI’s investigation”.

On Wednesday, the Republican Speaker of the House, Paul Ryan, said it was crucial to let investigations run their course before rushing to judgment.

But Democratic members of the House of Representatives said they would try and force a vote to create an independent commission into the Russia ties. Two Republicans backed the move, they said.

Adam Schiff, the highest-ranked Democrat on the House Intelligence Committee, said this intervention by Mr Trump, if confirmed, amounted to “interference or obstruction of the investigation”.

India: Court grants 10-year-old girl right to abortion in rape case AN Indian court on Tuesday granted the right to an abortion to an underage girl in a rape case.

The girl is believed to be 10 years old and was due to give birth in four months, police said. Her stepfather was arrested in an ongoing case of abuse, authorities said. Indian law prohibits disclosing the names of rape victims.

Entertainment Cannes Film Festival: Smith and Almodovar clash over Netflix THE row over Netflix’s place at Cannes has been reignited by its jury on the first day of the prestigious festival.

For the first time, two Netflix films are competing for the Palme d’Or this year.

However from next year, films will have to be released in French cinemas if they want to be considered.

Jury president Pedro Almodovar agreed with the change, saying films should always be seen on the big screen and he was “concerned” about the issue.

Tilda Swinton film Okja, and The Meyerowitz Stories starring British actress Emma Thompson and Ben Stiller are the first Netflix films to be shown at Cannes which are up for the main prize.

The jury, which is also made up of Will Smith, Jessica

Chastain and Paolo Sorrentino, will pick the Palme d’Or winner out of the 19 films in competition next weekend.

Almodovar gave a passionate defence of cinema at the festival’s opening press conference, saying he didn’t think films should be considered for prizes if they had not had a cinema release.

Reading from a preprepared statement, he said: “All this doesn’t mean I’m not open, or don’t celebrate the new technology and the possibilities they offer to us.

“But while I’m alive, I will be fighting for the one thing the new generation is not aware of - the capacity of hypnosis of a large screen for a viewer.”

The Women on the Verge of a Nervous Breakdown director said he could not conceive

the Palme d’Or - or any other prize - “being given to a film and then not being able to see the film on a big screen”.

He was applauded by the audience for his strong remarks.

But Men in Black star Smith - giving an exuberant press conference performance in his debut as a jury member - disagreed with the cinema great.

The star, who has a film in the works with the streaming giant, said his children both go to the movies twice a week and watch Netflix.

“There’s very little cross between going to the cinema and watching what they watch on Netflix,” he mused, saying they were “two different forms of entertainment” and that Netflix “brings a great amount of connectivity”. (BBC)

Entertainment Cosby says he will not testify at sex assault trial EMBATTLED comedian and actor Bill Cosby has said he will not testify at his trial next month in Pennsylvania, where he stands accused of sexual assault.

Former Temple University employee Andrea Constand alleges the 79-year-old entertainer drugged and molested her.

Cosby suggested to Sirius-XM radio that racism could have played a role in his treatment over the claims, in his first extended public comment in two years.

At least 50 women have come forward to accuse him of sexual assault.

But Cosby will only face charges in Ms Constand’s case due to statutes of limitations.

He has maintained all of his sexual encounters with women were consensual.

The comedian told Sirius-XM

Cosby also described the allegations as “nefarious”.

In 2004 Ms Constand was 31 when she visited Cosby’s home seeking career advice after befriending him through Temple University, where he served on the board of trustees.

She said Cosby gave her three blue pills which made her legs feel “like jelly” and that he then began to touch her inappropriately.

In 2006, the comedian settled with Ms Constand after providing an undisclosed cash sum to her.

But a criminal case was opened last year after a newly elected county prosecutor vowed to bring charges

against him.

Once known as America’s Dad, Cosby was the first AfricanAmerican to host a primetime television programme on his eponymous show.

During the 30-minute interview, the former The Cosby Show star said he felt compelled to break his silence for people who still believed he was innocent.

“I decided that I think it’s time for me to do something so that the people who still have faith in me, the people who are still wondering what I sound like as opposed to The National Enquirer, which is very interesting reading when they write about me,” he said.

“I still feel that I have an awful lot to offer in terms of my writing, in terms of my performance,” he said.

The trial is set to begin on 5 June.

Turks defended home turf and defeated the Dominican Republic 24-15 on May 4, in the first game of the series.

The finish helped the female Wildcats earn a total of 133 points and the title—their first in 15 years.

Guerrier’s 4X100M team were ranked seventh heading into the event, but clocked 44.93s in the

final, just shy of the first place time of 44.77s.

The 18-year-old Turks Islander also competed in the 4X400M. She ran the third leg for her team, who finished sixth in a time of 3:36.94.

Guerrier split 54.5s in the event.

Pluviose wins top school football award NATIONAL footballer Shinaydine Pluviose was recently awarded the Buster’s Award (Player of the Year) for her outstanding performance in football at her Kansas school, the Garden City Community College.

The teen, who won the school top defender’s award last December, was ecstatic with the recognition. “I feel great because it shows that hard work definitely

pays off and injuries cannot stop me from being great.”

Last October the 18-year-old felt her football career was over after a right eye injury during a game. She however bounced back and returned to her role as the main defender on her team.

The Business major has also been outstanding in the classroom, with a 4.0 GPA this season.

Full Physic win first ever title FULL PHYSIC won their first title last Saturday after beating defending champions AFC Academy 3-0 in the Turks Head Cup final.

Fred Dorvil, who is set to win the Golden Boot this season, scored twice. Academy only have themselves to blame—since they missed a key penalty very early in the game. Former Haiti Division 1 player, Jean Bernard, then broke the deadlock with a well-executed free kick for the eventual winners.

In the second half, Dorvil scored his goals in the span of

several minutes to seal the win.

Academy will have a chance to bounce back this Saturday when they play Beaches in the Championships final from 20:00h.

Prior to that clash, at 18:00h, Cheshire Hall will take on the SWA Sharks in the Plate final.

FAIR PLAY LEAGUE Meanwhile Small World FC won the Fair Play League for receiving the least amount of offenses on the field during the season. Small World were the only team without a red card.

Knights win three straight to retain PABA Night League title THE Five Cays Knights won three consecutive games to retain their title in the Provo Amateur Basketball Association (PABA) Night League.

The battle of the Five Cays teams seemed an intriguing one after the best in five championship series started with a big come-from-behind win for the Flyers. The Knights’ coach, Phillip Roker, however calmed his team and challenged them to play their game—and they dominated. They sealed the series on Friday evening at the Gus Lightbourne Sports Complex court with an 84-77 victory.

Even with eventual MVP Andujar Gardiner sidelined for most of the game with a sprained ankle he suffered from Game 3, the Knights were still able to execute their plans.

Roker felt that his team’s defence carried them to victory.

“I am speechless; I want to thank Clay (Ewing from Total Rent a Car, the team sponsor) for being there every step of the way. My Knights, very coachable, these guys mean the world to me. Long live the Knights.”

Gardiner, who dominated the scoring in the first three games, said he was confident that his team could end the series early.

Andujar Gardiner won the MVP award.

“I had all the faith in my team.

We were supposed to sweep these guys. After the first game we decided it’s just one game. And we showed people we can win three games straight on this team. We decided to play our game and do what we do.”

In Game 4, Melvin Elsie took control and scored a game high

33 points, six rebounds and five assists. Peterson Sylvain added 24 points for the winners. Anthony Cash led the Flyers with 27 points, five rebounds, five assists and four steals, while the other scoring machine for the side Saundro Germain added 25 points, 13 rebounds and three steals.
