National Skills Audit assesses the working and living conditions of residents

TCI Community College to offer bachelor degrees by September

BY OLIVIA ROSE TURKS and Caicos Islands Community College (TCICC) has been given the green light to offer its very own bachelor degree programmes.

College president Dr Hurbert Fulford spoke at the unveiling of the Education Sector Plan 2018-2022 on Wednesday, February 21, at the Office of the Premier.

He said the college will better serve the community through the introduction of bachelor degree programmes later this year.

“We’ve been offering bachelor

degrees through other colleges, through the University of the West Indies, the Council of Community Colleges of Jamaica, but now we are developing and we have already developed two of our bachelor programmes which are to be launched in September.”

Fulford, in recognising the paradigm shift this will usher in, said the college is not limited to those who are finishing school but is for the benefit of the entire community.

“We are there for the community and whatever the community needs,” he said, “once they’ve expressed to us, we will develop a programme to

“We are working in conjunction with the Education Sector Plan to ensure that everybody in the Turks and Caicos is accounted for.

“The college is all inclusive, no student or person in the Turks and Caicos Islands can say that there isn’t an education development plan for them or this plan doesn’t include them or our college isn’t progressing.”

He said the college offers more than 65 subject areas within seven faculties.

Fulford added that the role of the college is to provide post-secondary and continuing education for school leavers and adults.

The college further aims to equip individuals with the knowledge, skills and dispositions that would enable them to access emerging and existing opportunities, exercise their civil responsibilities prudently, enhance their social and cultural lives and become productive citizens.

The Turks and Caicos Islands Community College was established

by Ordinance 25 of 1994 and through this empowered to grant diplomas certificates and other awards as well as to enter into association or affiliation with universities, colleges or other relevant institutions within or outside the islands for the fulfilment of its objectives.

It is accredited by the Turks and Caicos Islands Government Ministry of Education, Youth Sports and Culture and is a member of the Association of Caribbean Tertiary Institutions, the Caribbean Association of Quality Assurance in Education, Association of Higher Education Institutions, Joint Board of Teacher Education, and the Council of Community Colleges of Jamaica.

National Skills Audit to boost employment and economic growth

BY OLIVIA ROSE THE GOVERNMENT has completed a National Skills Audit in a bid to develop a more vibrant and competitive workforce in the Turks and Caicos Islands.

The audit report will direct national strategic plans and provide policymakers with the necessary information and data to increase employability and to assess the working and living conditions of residents.

According to a statement from the Ministry of Border Control issued on Wednesday (February 28), the audit assessed the level of skills that are currently available throughout the territory and the demographic attributes of each skill set.

The report, which was completed and presented to Cabinet in August 2017, was later presented to the Minister of Education Karen Malcolm in February 2018, by Minister of Border Control and Employment, Sean R Astwood.

It is envisaged that it will be used as a guide on the introduction and offering of vocational programmes, career and personal development.

This approach is expected to lead to more targeted training and development and better recruitment to meet the needs for sustainable development of the TCI labour force.

Minister of Border Control Sean Astwood said the audit and migration study provides insight and information on the skills and knowledge needs and imbalances within the territory.

It also identifies the occupations and skills required to meet the changing needs of the economy and labour market.

He said: “I am pleased that the National Skills Audit is now complete. This document is a blueprint that can be used for the future development of the Turks and Caicos Islands especially as we, in this critical time, seek to focus on the education system and its offerings.”

He emphasised that the

development of the people and the revamping of employment services to ensure that Turks and Caicos Islanders are not marginalised remains a priority for the Government.

Commissioner of Labour Edwin Taylor said: “The National Skills Audit provides the TCIG with more accurate knowledge of current competency levels within the country.”

This knowledge, he stated, will assist people with choosing a career path and provide skills gap information for future scholarship allocation.

“I am hoping this information can assist us in partnering more with the private sector, and focusing more of our training efforts to build local capacity.”

Enumerators with IDs and special vests from the Department of Statistics visited selected households on each island to compile data for the Labour Force Survey from June 21 to July 21 last year.

The data was collected through face-to-face interviews with members of the sampled households.

The information provided by these respondents was used to produce a picture of the activities of the entire population.

Acknowledging the changing trends in the populace in recent years, the study looked at the impact on population growth, including inward and outward migration in the TCI, the employment and skills of migrants, the social and economic challenges that they face and the impact on their dependents.

The information contained in the audit will further enable all stakeholders – the Government, employers, individuals, universities, colleges, other training providers, social and political actors - to make well-informed decisions about which areas of the economy are most likely to provide opportunities in employment and economic growth, and about the areas of possible skills shortages and deficiencies.

Statutory bodies report recommends total dissolution of 'inefficient' NHIB – Premier rejects proposal in favour of reviews

BY OLIVIA ROSE A LONG awaited report on the performance and management of statutory bodies in the TCI has recommended a total dissolution of the National Health Insurance Board (NHIB) due to inefficiency.

The report, which made damning revelations about the state of affairs of several statutory bodies in the TCI, was released at a joint press conference with Governor John Freeman and Premier Sharlene Cartwright Robinson on Thursday (March 1) at the Office of the Premier in Providenciales.

The review, which was conducted by the former Chief Financial Officer (CFO) Stephen Turnbull, evaluated the governance and administrative structure of all statutory bodies and zeroed in on the internal procedures and the effectiveness of the boards’ supervision.

It examined the internal procedures of the senior management of the boards with an overall objective to ensure more transparency and accountability of the semi-autonomous bodies.

Special attention was placed on statutory bodies with responsibility for significant financial resources and potential liabilities, especially the NHIB which has been shrouded in controversy and haemorrhaging financially for some time.

The premier said: “The report recommended the total dissolution of the National Health Insurance Board. We have not accepted that recommendation.

“We need to know where we are and which is the best model and the best way forward, so we’re continuing to review and once we would’ve had these major reviews completed we will determine the direction in which we will take the NHIB.” She said that an actuary will focus on a risk-management approach and will benchmark healthcare

consumption and cost in the TCI against other territories.

“The actuary will also look broadly at the InterHealth Canada contract and benchmark patient and the treatment aboard programme.

“It will also look at some quick wins which can be implemented following the completion and this of course will accord with my directives for a strategic plan for the National Health Insurance.”

Any changes to the NHIB will be made after the completion of this review, she said.

Simultaneously a comprehensive review of the treatment abroad programme will be undertaken, as the Government continues to negotiate with overseas referral facilities for better health coverage and better cost.

QUARTERLY FINANCIAL PERFORMANCE In outlining the quarterly financial performance of the statutory bodies for December 2017, Premier Cartwright Robinson revealed: “The operating results are as follows, and this is the unaudited statement of comprehensive income for the third quarter, shows $43 million across statutory bodies, that is the revenue or income unaudited.

“Expenditure of $30.2 million, of course below budget, and we’ve seen that throughout.

“We have put in place sponsorship

letters and of course with the recent withdraw warrant we were managing expenditure following our falling revenues.”

She emphasised the need for the Government and Cabinet to provide proper oversight of these bodies since there is accumulated total of $439.7 million dollars in assets and liabilities of $83.5 million dollars.

“And being a statutory body of course the contingency liability rests with the Government, so from a financial standpoint it is important to increase oversight of statutory bodies and ensure that there are policies and systems in place to ensure robust financial controls.”

Following this review, the Government will shift some of the responsibility to other ministries to guarantee proper oversight and greater synergy in governing, the premier said.

GOOD GOVERNANCE In divulging a few salient points from the report, Governor Freeman stressed the importance of maintaining good governance and the imperative responsibilities placed on statutory bodies.

The consultant concluded that there is a lack of strategic planning in systemic organisation and senior leadership performance management, which has created a culture that does not promote effective accountability.

Freeman said: “He refers to

previous attempts to introduce performance based budgeting but the statutory bodies did not fully embrace it. His words, not mine.

“He points to evidence of persons being appointed to executive positions, which they were not appropriately qualified for, was identified for two statutory bodies and this questions the quality of the leadership in decisions making.

“He touches on questions of salaries for the statutory bodies, which vary significantly; the common thread across most is that they are inflated to significantly higher levels than those provided by TCIG. “None of the bodies, he concludes, have defensible salary structures and of the few bodies that have conducted job evaluation, benchmarking or salary grading exercises, comparatives often seem to be chosen that would skew the result to salary increases.

“He says it is not considered appropriate in small islands states, for these exercises to be conducted independently of government who is in a better position to apply an objective judgment on the results.

“Other than regulatory bodies where staff recruitment is in direct competition with the regulated sector, there is no reason the consultant says why public sector pay and grading analogues could not be applied to the statutory bodies.

“It is also considered in his view prudent to remove inconsistencies in a manner which allowances are rewarded, that the TCIG staff allowance policies are adopted across the wider public service.”

The report also highlighted a number of occasions where persons who did not possess the relevant qualifications were appointed to boards.

“Other than a few of the ordinances, provisions surrounding the required qualifications or skills criteria - the majority were weak in his opinion.

“He comments that too much reliance is placed on ex-officio members to provide the requisite professional skills, and makes recommendations concerning the presence of permanent secretaries on the boards.

“He says there should be a senior official not a permanent secretary on the board in order to avoid any later conflict.”

Despite issues with qualifications, skills and experience, board sizes were adequate with the exception of the NHIB, the National Trust and the Ports Authority which are considered to be too large to effectively control.

It was underscored that the size of the boards impacts key governance.

Freeman said: “These statutory bodies are very important to the governance and efficient operation of these Islands.

“So openly and intelligently accepting constructive criticism is the right way forward and that is the positive point.

“There’s a really positive message here which is why Cabinet was able to accept the vast majority of this report.

“It points the way to making things better. This isn’t about destruction, it’s about construction and making them function better.”

A number of recommendations to improve the function of the statutory bodies were outlined in the report.

The bodies are TCI Civil Aviation Authority, the TC Community College, Financial Services Commission, Human Rights Commission, Integrity Commission, InvestTC, National Insurance Board, National Health Insurance Board, The Ports Authority, Telecommunications Commission, TCI Airports Authority, Tourist Board and Turks and Caicos National Trust.

Ritz Carlton hotel gets conditional building permit TWELVE STOREY – Environmental impact assessment on reef must be done

BY DELANA ISLES ALTHOUGH the Ritz Carlton resort and spa has been granted permission to build, it is still on condition that they carry out an even more extensive environmental impact assessment (EIA) that will encompass the reef.

The Weekly News learned this from the Minister of Infrastructure, Housing and Planning, Goldray Ewing, following Monday’s groundbreaking at the hotel’s Grace Bay site.

Ewing made the disclosure when questioned on the Planning Department’s response to the feedback and concerns raised at last November’s public consultation.

He said that out of the consultation meetings, the concerns that were raised were noted by Planning Department, and the Ritz Carlton group did provide the department with answers.

However, later on the Department of Environment and Coastal Resources (DECR) came back with several other questions for the developers.

The minister said that one those questions, which was also raised during the consultation meeting, asked whether or not the EIA was

done all the way to the reef.

Ewing said the answer from the developers was no.

“They said that the EIA was done as far as the swim zone, so the DECR came back and said no we want the EIA to be done to the reef.

“And there were three things they were looking for basically.

“They wanted to know what type of wildlife fish lives there and how much, what type of coral and how much was there in that particular area and what type of boating activity will take place within that zone.”

Because the EIA was not done as far as the reef, the Department of Planning and the DECR gave the Ritz Carlton group a conditional

permit to build, Minister Ewing said.

“Now, before this project is finished those answers should be supplied to the DECR so that they could close their books on this.

“That was agreed upon by all parties and that’s the reason why this project could go forward, and as early as another couple months, the Ritz Carlton group will pursue that portion of the EIA so that they can provide it to the DECR before they complete the project.”

He said that until that time, “the Planning Department will be holding back the certificate of occupancy if those answers are not given”.

He clarified that the department does not have any problems with the building aspects of the project, but there needs to be answers about the marine life pass the swim zone.

“That will not and should not stop the project.

“But because planning works in close relationship with the DECR, they will also make sure that the DECR’s concerns are addressed hence the certificate of occupancy being held back once the project is completed until that information is supplied to the DECR.” He estimated that the completion of the EIA will take one year.

The multimillion dollar ($224 million) hotel is expected to consist of 124 luxury hotel guest rooms, penthouses, resort residences and associated facilities.

TCI Hospital prepares for accreditation THE TURKS and Caicos Islands Hospital is scheduled to undergo a robust independent re-assessment of its performance.

This assessment is being done against recognised standards of best practice outlined under the Accreditation Canada International (ACI) Qmentum Programme on June 11 to 15.

Gaston Levac, interim chief executive officer at InterHealth Canada, Turks and Caicos Islands Hospital, commented on the value of the highly anticipated assessment.

“It is an enormous accomplishment to obtain diamond status over two consecutive accreditation cycles, and our teams are enthusiastic and confident in our ability to achieve the highest ranking once again.

“These comprehensive reviews demonstrate our ability to remain compliant with best practices established by recognised accreditation bodies.”

He continued: “The consumer demand for accredited facilities and quality healthcare services continues to increase globally due to various industry factors including medical tourism. “Therefore, accreditation acts as a quality assurance mechanism for patients, an emblem

of distinction for the health care organisation, and also ensures that we play our expected role in the national healthcare system.”

ACI is one of only three accreditation bodies in the world, which focuses exclusively on healthcare services, and is acknowledged as the most-sought after accreditation organisation for demonstrating a high level of compliance with rigorous standards.

Successful facilities are awarded gold, platinum or diamond status in accordance with the quality of service and care delivered to patients.

The TCI Hospital has been accredited at the diamond level since March 2012 and is currently one of the few diamond accredited hospitals in the Caribbean.

This is the highest level achievable under the international accreditation programme.

During an ACI assessment, an external survey team dedicates five days to survey the Cheshire Hall and Cockburn Town Medical Centres.

The three surveyors were recently declared to the organisation.

These trained peer reviewers will examine the hospital’s internal systems and processes, observe activities and gather data through

interviews with patients and staff.

A full-site survey is carried out every three years to retain accreditation status.

The performance of the health care facility is measured against 15 service standards and 32 required organisational practices (ROPs) with some exhaustive criteria.

These performance benchmarks focus on quality and safety throughout all aspects of the organisation’s services including clinical care, governance, leadership and infrastructure.

Several readiness assessments were conducted within the past 12 months by an overseas independent consultant specialising in health care accreditation.

These are periodically initiated by the local health care organisation as an invaluable tool to provide an official measurement of its preparedness and progress related to standards, audits and action plans.

During the final months before an international healthcare accreditation assessment, there is even stronger internal cohesion and motivation to ensure there remains a continued adherence to clinical and administrative service standards and required organisational practices.

RESORT DEBATE

THE GROUND-BREAKING of the long anticipated Ritz Carlton hotel took place on world famous Grace Bay in Providenciales last Monday.

How significant is this for the Islands?

Will the benefits of having such a development at this stage outweigh the problems that may occur from having this 12-storey resort?

What are your thoughts?

We’ll see

Yes, at long last it’s going ahead for the umpteenth time.

The news article suggested that a contractor is yet to be appointed, so to date there is no one to build it!

Whether breaking ground or wind, we will believe it when having a drink in the bar.

Presumably labour and materials need to be imported. The benefits will be assessable in about three years.

Let’s hope it’s all good news.

What about…?

Benefits? Really? If the Ritz Carlton has a development order (in this day and age!) there will be no revenue to the Government for custom duties.

It baffles me that developers (persons/corporations with money) are afforded exemption from custom duties when the poor and marginalised locals have to pay the going rate on custom duties. I hope and pray that I am wrong.

Jobs? This is laughable! Are we still living on promised soup? We will either be too qualified or not qualified enough.

As Stafford Missick said: “They will bring the corn [jobs] and also bring the roosters and hens [expats] to eat the corn.”

Point taken on accommodation taxes revenue to the Government.

Can we focus on collecting from the subsisting crop of developers’ scholarship monies and other monies, if any, promised in their development agreement?

Can we focus on diversifying our economy please? This over reliance on the fickle tourism industry will come back to haunt our children and our children’s children.

Do we really need another hotel?

Best interest

If there is a fire on the tenth floor

there needs to be a fire service equipped for that contingency.

The demand for labour to service the hotel will quickly outstrip local demand, the skyline is permanently (unless the hotel collapses) impacted, the net inflow benefits versus the outflow negatives have not, most likely, been seriously assessed at the governmental level.

So, don’t cry or bemoan the fact that you are left with comments like mine and the others here to make the determination.

All said and done, I wish the project well in the best interest of the TCI.

Just don’t fit

After years of trying to negotiate a deal, the British interim government failed and so did former premier Ewing and Washington Misick.

Now it appears Sharlene and the PDM were able to close the deal.

Twelve storeys just don’t fit and the future ramifications will belong to the PNP and Brits.

Going south

All things bright and beautiful with this project. Let’s just hope that locals will benefit as they’re claiming, because we all know that things tend to go south as soon as these projects take off.

BY DELANA ISLES A SIGNIFICANT and long awaited ground-breaking was the talk of the town this week, one that many see as the start to bigger and even better developments for the Turks and Caicos Islands.

After seven years of challenges, the Desarrollos Hotelco group will soon begin construction on the territory’s first 12 storey resort and spa.

Ceremoniously breaking the earth on Monday (February 26) with a small toss of soil at the Grace Bay site of the new hotel, were Roberto Stipa of Desarrollos, Marriott brand’s Tim Sheldon, Governor John Freeman, Premier Sharlene Cartwright Robinson and local realtor Walter Gardiner.

Roberto Stipa, who represented his father Walter and other principals of the Desarrollos Hotelco group, spoke of the ambitions his company has for the project.

“Today’s ground-breaking milestone is the first of a series to follow. We’ve had a long road, too

long, a road full of potholes and setbacks.

“I think we can all agree that it has truly been a bumpy road to paradise. We are not there yet, but with all of your continuous support and assistance we will prevail and successfully reach the ultimate goal.”

Addressing the gathering of government ministers and officials, opposition members, former premier, and other high ranking members of government and civil societies, Stipa said that their attendance was a sign of the level of support the hotel group has received over the years.

“Not only from government and community leaders but also from the people of Turks and Caicos. To all of you, thank you,” Stipa said.

He added that he is true believer that business can be one of the greatest powers for good, as such, he said that this project will bring significant benefits for the Turks and Caicos community.

A STRONG FOUNDATION Local point person for the Desarrollos Group, Walter Gardiner, also spoke words of relief and encouragement.

“As we celebrate the fact that we are at a ground-breaking of this long awaited momentous project we must keep in mind that any building, whether it’s a house or a multimillion

dollar condominium, is only as good as its foundation.”

Gardiner stated that the foundation of this project is built on the union of three premiere brands - brand Turks and Caicos, a luxury brand second to none and one of the most sought after destinations.

Two, the proven track record of the Desarrollos Hotelco, which he said has completed several hotel projects throughout the Caribbean.

And three, on the foundation of the strength of the Ritz Carlton hotel brand, a brand that is synonymous with superior luxury and unsurpassed service with over 90 luxury hotels and resorts in more than 30 countries throughout the world.

Gardiner noted that the culmination of all of this results in the Turks and Caicos Islands finally having its first internationally branded five star luxury resort and residences.

“Today we meet to mark the start of a welcome turn of events in the Turks and Caicos Islands,” Premier Sharlene Cartwright Robinson said

in her remarks.

“Like Walter Gardiner Jr, I believe this is the beginning of a marked up turn for us as a country.

“We celebrate with the Desarrollos Group and Ritz Carlton family and the people of the Turks and Caicos and officially welcome the world class Ritz Carlton brand to our family of strong TCI brand.”

She said that this signals to the world that the TCI is still a well sought after destination that is definitely open for business.

“With my Government’s endorsement of a new strategic tourism direction we are on the cusp of ensuring that we remain a well sought after destination, consistent with the strong TCI brand that many continue to work to maintain.”

The premier further thanked the hotel group for its commitment throughout the years, which was first touted three administrations ago, and also acknowledged the work of the Ewing administration.

Gov’t agrees to meet international tax standards

BY OLIVIA ROSE THE GOVERNMENT recently held bilateral talks with the Code of Conduct Group (COCG) to discuss tax transparency and fair taxation in the territory.

A press release from the Office of the Premier issued on Tuesday (February 27), said Premier Sharlene Cartwright Robinson and other TCI representatives met with the COCG on February 19.

According to the statement, the TCI was unable to complete a compliance-risk assessment for 2017 due to hurricanes Irma and Maria.

But the territory is still required to commit to three fundamental requirements of the EU compliant standard criteria by the end of 2018.

The TCI must have in place tax transparency, fair taxation and implement anti-base erosion and profit shifting (BEPS) measures.

The statement further pointed out that tax transparency and anti-BEPS measures are currently in place via the various automatic reporting of financial accounts information carried out by Common Reporting Standard (CRS).

The premier said the meeting at the Office of the Premier was very fruitful and added that further dialogue is expected in order to satisfy the COCG requirements.

Man found not guilty of intent to supply drugs -Fined $9k for possession JAVAN Hollingsworth was on Wednesday (February 28) found not guilty of possession of cannabis with intent to supply.

A majority verdict of five to two was delivered by the jury after they heard all of the evidence during the one week trial.

However, Hollingsworth was fined $9,000 by the judge on a charge of simple possession of cannabis.

At the start of the trial last week Hollingsworth pleaded guilty to simple possession but not guilty to intent to supply the drugs.

During the trial the Crown rejected the defence’s request for withdrawal of the second count, which was intent to supply, and took the second count to trial before a jury.

Seven month sentence for weed and cocaine possession Alvarado Williams, a 24-year-old man, was this past week sentenced to serve seven months in Her Majesty’s Prison in Grand Turk.

Williams was found guilty on separate charges of possession of cannabis and possession of cocaine.

He was sentenced to serve six months for the cannabis possession and another seven months for the cocaine possession.

Both sentences were ordered to run concurrently by the Chief Magistrate.

Woman takes ‘baby daddy’ to court Tavron Watkins who has been repeatedly charged with tormenting the mother of his child was again brought before the courts by the same young lady this past week.

Watkins appeared in the

Providenciales Magistrate’s Court and was granted bail by the magistrate.

He was then ordered to return to court later this month to answer to the summary charges against him.

CRIME UPDATE

Club fight leaves two hospitalised ON SATURDAY, February 24, two men were involved in an incident that left them nursing gunshot and stab wounds.

Reports are that the incident occurred at about 4.32am during a ‘white party’ held at a popular Providenciales nightspot.

The injured parties are a 32-year-old man who received the gunshot wound to his leg, and another man, age undisclosed, who was stabbed to his body.

Reports reaching this publication is that the incident was as a result of a ‘turf war’ - The Bight versus Five Cays.

Both men were taken for treatment at the Cheshire Hall Medical Centre and are listed as stable.

Police said that they are continuing their investigations in the incident.

Man who denies committing burglary to stand trial On Friday, February 23, a 36-year-old man was arrested and charged in reference to a burglary reported on February 5.

The man appeared before the Magistrates Court on Monday, February 26 and pleaded not guilty to the crime.

He was bonded over for trial on May 8.

School robbed of iPads Burglars have carted off 18 silver iPads, iPad casings and iPad chargers from the International School in Leeward Estates.

Police reported this week that the burglary occurred on Monday (February 26) at about 7.49am.

Investigations are continuing.

Weekend traffic incidents The Grand Turk Traffic Police Enforcement Unit is investigating a two-car collision that took place on Saturday, February 24.

The incident happened at the intersection of Pond Street and Moxey Folly, involving a 2004 yellow Honda Fit car, and a 2015 white Honda Inspire car.

Both vehicles received extensive damage.

One male driver was taken to the Cockburn Town Medical Centre by EMS personnel for treatment, while the other male driver reported no injuries.

Over in Providenciales, traffic cops are investigating a total of four minor vehicular accidents that occurred between Friday, February 23, and Sunday, February 25.

There were no reports of injuries.

The Police Traffic Enforcement Unit is again urging the public to always drive with due caution and care.

Drivers also reminded to have their driver’s licence, vehicle registration and insurance up to date, and in their possession, in order to avoid ticket fines or prosecution.

Haitian woman arrested for theft from employer A 33-year-old Haitian woman was charged with four counts of theft in a chosen action, following investigations into a report made by a real estate company.

The woman was granted bail in the sum of $7,000 and will answer to the charges at the Magistrates

Court on Monday.

North Caicos man held for malicious damages to property A 22-year-old North Caicos man was formally charged and cautioned for the offence of malicious injuries to property, malicious damage to property, throwing stone/missile and theft, in connection to a report made on January 17.

The man is expected to appear in the Magistrate’s Court on Monday to answer to the charges.

Jamaican man arrested for suspected gun possession A 29-year-old Jamaican man was arrested on February 16, on suspicion of possession of a firearm.

The man is currently in police custody.

Burglaries

On Tuesday, February 20, a Chalk Sound home was burgled.

Missing are a black 43 inch Samsung television, a PTV box, and a DVD Samsung box, value unknown.

Police are still investigating.

South Dock business robbed Providenciales police are investigating a theft that took place at a business place on South Dock Road, February 22.

The complainant reported that upon arriving at his place of work at 7.20am he noticed that a number of items were missing from his containers.

Missing were, one black and red generator, one gas steel saw and a variety of hand tools.

The value of the goods is unknown.

Driver robbed of $3k at roadside

A man was robbed at gunpoint at 11.22pm on February 22.

According to the complainant, after pulling over to the side of the road to count a sum of cash, he was approached by gunmen who demanded the money.

The gunmen, who are described as having a Turks and Caicos/Bahamian accent, got away with $3,000.

Both men were wearing dark clothing and fled the scene by foot.

South Caicos house burned down

Police in South Caicos, along with fire officials are investigating a fire that took place at 11pm on February 23 which left the home owners homeless.

The home was said to be vacant at the time and there were no reports of injuries.

The Royal Turks and Caicos Islands Police Force continue to appeal to the general public who may have any information that can assist in the detection of these crimes to come forward, or contact the Chalk Sound Police Station at 338-5901, 941-8082 or call Crime Stoppers at 1-800-8477 anonymously.

In an interview with the Weekly News on Monday (February 26), after the hotel’s official ground-breaking, Premier Sharlene Cartwright Robinson said while the Government intends to ensure the measures are in place for Turks and Caicos Islanders to benefit, they have to do their part to preparing themselves to grasp those opportunities.

“One of the things that this development brings is jobs, not just at the construction phase but in management.

“In last couple of weeks in Cabinet you would see that we agreed to an immigration protocol.

“In that immigration protocol it speaks to the percentage of Turks and Caicos Islanders versus expatriates that can be hired at any particular time.

“So there is a protection built into the immigration protocol.”

She stated that while there are certain courtesies extended to the hotel group because of its big brand and they are facilitated through the process, the Government also wants to be sure that Turks and Caicos Islanders benefit.

“The reason that brands come to this shore is because they actually benefit.”

She is also calling on small businesses to be alert to incoming opportunities.

“In terms of small businesses, because those opportunities will come as well with InvestTCI, we are about to approve an investment policy statement.

“The ‘Change Document’ speaks to having bigger businesses and looking at how small business

initiatives will start and the investment policy statement will bear that out.

“That will also come into play and ensure that small business opportunities are given and not necessarily the developers getting into these opportunities.

“That is coming in another policy as well,” she promised.

However, she appealed that it is for Turks and Caicos Islanders to prepare themselves.

“I can’t force on a developer people who are not prepared and people who are not qualified, they have to prepare themselves to a certain level for what they want.”

But, she added that what is consistent with the Ritz Carlton brand is training, as they have a very good reputation for hiring people in the countries that they go into.

They have a very good training module that trains their staff really well.

“But still, even though the Government can present the employment and business opportunities, it is for Turks and Caicos Islanders to make themselves available, position themselves and bring themselves to the level for the jobs that they want.

“It’s a two-way street, it is not just government alone, and I want people to get that. It is my responsibility to provide the opportunities, but is for them also to reach up and grab them.”

She also noted that is heartening to see the territory developing with such higher end brands that are and will add value to brand TCI. Both Beaches and Ritz Carlton are well established and what they have in common is that they are strong, luxury, high end brands, the premier observed.

“For us in Turks and Caicos it is wonderful to have these brands, but they are both established brands and they have their markets.”

Attendees of the European Union meetings in Brussels, Belgium, on February 22 and 23

Gov’t reps attend EU meetings in Brussels SEVERAL representatives of the TCI Government flew out to Belgium recently to attend two European Union conferences.

The Ministerial Conference of the Association of Overseas Countries and Territories of the European Union (OCTA) and 16th annual European Union Overseas Countries and Territories Forum took place in Brussels on February 22 and 23.

Premier Sharlene Cartwright Robinson was chair of the OCTA this year.

She was joined by Deputy Governor and EU Programme Manager, Anya Williams, Permanent Secretary of Finance, Athenee Basden, Director of the Office of the Premier, Ronlee James, Head of the London Office, Tracy Knight and Consular Officer, Kimo Tynes.

According to a Government press release, the TCI has had a long relationship with the European Union and has benefitted from expertise, advice and financial assistance.

This includes two European Development Funds (EDF) 10 and 11 and several regional EU programmes.

The EDF 11 Programme is focused on improvements in the education sector and sustainable energy, marine biodiversity, climate change and disaster risk reduction.

Cartwright Robinson said: “The past several days spent with fellow OCTA leaders and representatives as well as the European Commission, signify to me their commitment to issues we face both collectively and individually.

“It has been a rewarding year as chair of OCTA and we look forward to continuing our relationship, building on the successes we both share.”

She explained that on assuming the chair of OCTA, she outlined that one of the main areas the Government would be focused on is the environment and renewable energy.

This is important for the long-

term protection, survival and vitality of marine and eco environments, she said.

“I was pleased to report on the success we have had at that, particularly in light of experiencing two major hurricanes in 2017.

“But my Government’s commitment doesn’t end there. I remain steadfast to the issues around climate change, a specific concern to all members of OCTA and which remit falls under my office, as we have begun to identify initiatives that will lower our carbon emission and footprint and increase our adaptability.”

Deputy Governor and EU Programme Manager Anya Williams said that since the Turks and Caicos Islands was reinstated into the programme in 2008, it now manages one of the most successful EU programmes in the region.

“We are grateful for our continued partnership with the EU and for the early release of the first tranche of $4 million under this programme

which was received shortly after the passage of hurricanes Irma and Maria in September 2017 to assist with any potential cash shortfalls.

“The Turks and Caicos has already submitted an application for emergency relief funding under the EDF 11 B envelope to assist with rebuilding works required in our education sector.”

She said the territory is also a part of the regional programme which will be focusing on renewable energy and marine biodiversity, along with the thematic programme which will be focusing on climate change.

As the chair of OCTA, the premier was responsible for chairing the ministerial conference and round table discussions with her ministerial colleagues.

This year, the TCI also participated in a one-day meeting on oceans organised by OCTA, under the theme, ‘More than 17,000,000 km2 of ocean policy: OCTs and the sustainable management of the

ocean and its resources.’

During that discussion, the premier highlighted the Government’s challenges and commitment to the issues faced including challenges with pollution, fisheries, new opportunities for blue growth and new opportunities for research.

As chair of OCTA she hosted a gala dinner in honour of the delegates, officials and guests who travelled to the host country for the auspicious occasion.

The premier brought some of Turks and Caicos Isalnds’ best cultural performers along with her to treat guests to a taste of TCI’s culture.

They were musicians Quinton Dean and Lindsey ‘Zeus’ Butterfield, as well as London based students Renate Hinds and Mary Fulford who performed songs and poetry.

At the conclusion of the week of meetings, French Polynesia was elected as chair of OCTA and thanked the TCI for its leadership over the past year.

COMMENTARY

Good conch, bad conch LET me begin this commentary by proclaiming two facts. First, Yvette Tapfer cooks the best conch stew in the TCI. The second fact, is that Middle Caicos conch is the best tasting conch ever consumed by mankind.

Recently an unsigned letter was made public by Trade Wind Industries (TWI) on internet site Caribbean News Now. The letter claims that TWI’s firm, Caicos Conch Farm, is closing. It then goes on to say it is not closing but is reducing operations until (at least) 2021.

The letter being unsigned is significant. The language seems to define an author who the TCI knows has been connected with the Caicos Conch Farm.

However, we just don’t know.

That whole scenario deserves four or five commentaries but is just not worth the effort.

Caicos Conch Farm now blames its closing on Attorney General Rhondalee Braithwaite-Knowles, the PDM and leader Premier Sharlene Cartwright Robinson who have had the Government for just a year. It also blames the British Governor

John Freeman.

TWI’s Caicos Conch Farm has been in trouble for years. TWI says that it will support and contribute to the PNP. It claims the PNP will retake the Government in 2021 and TWI expects the PNP will then approve proposals they already put forth to the 2012-2016 PNP and 2009-2012

British led governments!

Remember before then, the PNP dredged Leeward Channel to create something called Star Island.

Dredged sand and silt went into Leeward Channel where the Caicos Conch Farm is located. That sand and silt smothered thousands of junior conch.

Leeward, under the PNP, became home to a mega yacht marina.

More silt, dirt, exhaust fumes and disturbed water destroy Leeward’s conch growing environment.

The letter claims TWI has invested $20 million, never turning a profit, but could invest millions more!

The letter complains that TCI Bank foreclosed a loan made to TWI for only $2.1 million in March, 2010. TCI Bank under PNP leader Washington folded in April 2010.

Does the blame levelled at the AG, PDM and Brits in this TWI letter make sense?

In the past, quiet Lorimers, Middle Caicos, was the site of an earlier conch farm.

The western end of Middle Caicos has long been home to a natural conch nursery. A place planned to be destroyed under the PNP by already bankrupt Miami developers who bought the land, cheap, with borrowed funds from Belize Bank, $5 million of which remain missing.

Why did TWI’s Caicos Conch Farm fail to use their millions to move to where the water is clean, not subject to PNP messes?

Middle Caicos would have welcomed them.

Leeward Providencia Ies Turks & Caicos Islands Sent by e-mail only Dear Mr Vandeveer: Your recent correspondence sent to the Governor, Government and the Premier on behalf of Trade Wind Industries Ltd. (TWI) I refer to the various communications sent by you to the Governor, Government and the Premier regarding the Conch Farm and TWl's plans as they relate to fish farming.

As you appear to have sent various communications to various people, Icannot say with any certainty that I am privy to every communication that you have sent; I therefore cannot say for certain that I am aware of the full extent of your position. However, I have seen your email to the Governor on 18th February 2018 which you copied to me and I have seen your exchange with the Premier published in the Weekly News and, as indicated therein, the Premier has referred this matter to the Attorney General's Chambers. I am therefore writing to you to seek clarification of your position based on the (published) email you sent to the Premier in which you set out the four matters you wanted included in an agreement with the Government.

Firstly, Iwould like to emphasize that it serves no purpose and simply does not assist for you to write to multiple different recipients in Government raising these issues, whilst seeking to publicize what you characterize to be deliberate obstruction of your objectives by virtue of the fact that you allegedly have not received responses to each and every communication sent. Many of the recipients of your communications have no responsibility for the issues you have raised and, understandably, are unlikely to respond to you when they are aware that you are also communicating with more appropriate individuals.

Accordingly, it serves both you and the Government if there is just one line of communication between you and the Government which should be through the Attorney General's Chambers so that there can be no confusion as to the status of the matter or what are the most recent communications. Please therefore all direct further correspondence to me.

Of course, it is a matter for you as to whether you publicise your communications with the Government, but I want to make clear that the Government will not be bullied into providing any investor or developer benefits to which there is no entitlement simply by virtue of your seeking to publicize and characterize publicly actions taken on behalf of the Government as failings on its part. The Government will ensure that TWI is granted what it is entitled to. It is also willing to listen to any proposals you have for a commercial resolution of the issues you face. However, seeking falsely to characterize TWl's commercial desires to be unfulfilled obligations on the part of the Government is unhelpful and unlikely to result in a positive result. As you know full well, engaging in tactics of seeking to divide those who work for the Government (and/or serve the country) and to berate them publicly for not doing as you wish, serves no purpose.

Assuming you are willing to engage in sensible, professional discussions regarding your aims, the Government is willing to listen to and consider your proposals to see what it can do to assist you. Firstly, it would assist us if you could detail precisely what your complaints are and what you alleged is being done to obstruct your legal rights. As far as we are aware, no applications have been made to Government by TWI for anything over the last 12 months, and nothing is outstanding from Government. We look forward to hearing from you in this regard.

It would appear from your communications that you propose the following: • The Government/Premier agree to the following: (1) the Premier produce a letter of comfort in support of TWl's operations; (2) the Premier or Minister of Agriculture & Aquaculture send a memorandum to DEMA regarding TWl's rights to farm fish; (3) The Government ensures that three Permanent Residence Certificates are issued to unspecified individuals; and (4) the Government provides its written consent to the assignment of TWl's rights under the Development Agreement to a new company, Caicos Catch Ltd. • In return, TWI will: (i) waive any right it has to a Customs Processing Fee exemption; and (ii) agree not to object to any dredging that has been approved to take place in the Leeward Channel.

In order for the Government to consider your proposal appropriately, please can you provide the following information regarding the proposal (maintaining your numbering for ease of reference): 1. What, in broad terms, TWI would want a letter of comfort from the Premier to say? Is it suggested that TWI has any legal right to any such letter and, if so, on what basis?; 2. To the extent not covered by your explanation, as requested above, of how you say your legal rights are being obstructed, what you have asked of the DECR, what has not been done and to what, in this regard, do you consider TWI to be entitled; 3. The identity of those for whom Permanent Residence Certificates are sought; and whether and when they have already applied for Permanent Residence Certificates. If no such application has been made, when is it intended that formal applications are to be made?; 4. Who owns and controls Caicos Catch Ltd. and whether it is the intention that it will assume TWl's liabilities as well as its rights/benefits.

PUBLIC NOTICE February 22, 2018 Madame Attorney General Rhondalee Braithwaite-Knowles; Please forgive me for not expressing my gratitude at receiving a letter from you but it’s not me you should be attempting to communicate with or negotiate with.

You should have been communicating with Trade Wind Industries (TWI) directly, but you have steadfastly and unprofessionally refused to do so for the past six years. I am merely a shareholder and I am not involved in the day to day operation of the business.

However, neither I nor any of the other investors in TWI or Caicos Catch have any confidence or faith in anything you say or do whatsoever. From my perspective you speak with a forked-tongue and have zero credibility. I only attempted to communicate with you as a last-ditch effort to find out why you have been personally obstructing TWI’s business by intentionally ignoring and refusing to honor TWI’s Development Agreement or respond to countless letters from the Chief Executive Officer of TWI to you, the Governor, the Premier and Deputy Premier over the past 22 months in attempts to implement and exercise the Company’s fish farming rights.

However, the timing of your e-mail is much, much too late (as you know). That ship has already sailed; the train has left the station; i.e. the Conch Farm is now closed.

You, the Premier, the Governor and general public who read the newspaper, are well aware of the fact that as a direct result of the TCIG stonewalling, obstructing and failing to honor the TWI Development Agreement, TWI has already discharged all but one of our employees and terminated our marine biologist and fish husbandry biologist. Those world class fish experts, after six years of government obstruction, have finally packed their belongings into containers and left the TCI. TWI has paid out $137,000.00 in redundancy payments to discharged employees.

That is the consequence of what you have done.

You, the Premier and the Governor all knew what was going on and you all knew TWI was attempting to execute their Development Agreement rights but you all ignored the issue until, frustrated by your refusal to respond to the CEO after more than 18 written attempts in 22 months, I exposed your incompetence and malfeasance publicly in a letter to the newspaper.

You have real gall to accuse me of being confrontational, aggressive or inappropriate in my position of taking this issue public. How long would you wait to get what you deserve, and what you were legally obligated to receive – one year, two years, three, four, five, six years?? How many millions of your own dollars would you feel would be reasonable to spend to get the rights that you were already legally entitled to receive?

It is obvious that you have never worked in the private sector where time and money matters because you do not seem to understand that businesses cannot continue to spend money limitlessly year after year after year while waiting for an incompetent, malfeasant or otherwise lazy civil servant to be forced to honor the legal obligations of a Development Agreement or to honor the resolution that has been designated by an Arbitration Panel.

It is my honest opinion that you have only written this “dog & pony show” letter to provide yourself with plausible deniability for the responsibility of the exodus of the lost fish farming opportunity, after the embarrassing public exposure in the newspaper and pressure from the Premier or the Governor to cover your behind and attempt to obscure the incompetent and malfeasant manner you have dealt with this issue and TWI over the past six years.

I struggle with the contradiction that despite your under oath acknowledgement in the London Arbitration proceeding that “I'm responsible for all of this”, meaning the non-compliant and defective development order that prompted the breach of contract litigation between the TCIG & TWI, you have made very little effort to resolve the conflict while continuing to prevent TWI from making any real forward progress. You say one thing and do another.

You have not been honest with your colleagues or the public. Despite arbitration proceedings that concluded in 2016 with 1.) the TCIG acknowledging under oath that TWI did in fact have a valid Development Agreement that permitted fish farming, and 2.) the Government agreed to pay a financial penalty, and 3.) a portion of TWI’s “costs”, and 4.) interest on those funds and, 5.) to honor the 2010 Development Agreement and TWI’s right to farm fish, you have continued to falsely advise members of your government that the TCIG had prevailed or “won” in the Arbitration. You are a liar.

You begin your insincere letter to me by complaining about my attempts to communicate with various individuals and Government Officials as if attempting to communicate with anybody, but you may have confused or complicated the effort.

That is deceptive.

If you or anybody in the Attorney General’s Office had responded to TWI in a reasonable period of time during the past 22 months, there would have been no need to approach the Deputy Premier.

If the Deputy Premier had responded to TWI in a reasonable period of time during the past 22 months, there would have been no need to approach the Premier.

If the Premier had responded to TWI in a reasonable period of time during the past 22 months, there would have been no need to approach Governor Freeman.

If the Office of the Attorney General, the Premier, the Deputy Premier or Governor Freeman had responded to TWI in a reasonable period of time during the past 22 months, there would have been no need for me to pay to print my letters in the newspaper in my attempts to communicate with the TCIG. It is your actions of intentionally ignoring letters from the TWI CEO that has prompted my approach.

You could have taken responsibility and initiated the appropriate corrective action to rectify this issue six years ago, which would have avoided a ten-milliondollar expense to the TCI treasury, but you did not.

You should have taken the appropriate corrective action two years ago when TWI prevailed in the arbitration, but you did not.

You have done little beyond spreading rumors, lying to your colleagues and taking very little initiative to fix the problematic issues.

A TCI fifth grader would easily recognize that your February 21, 2018 letter to me that arrived after the Conch Farm had already terminated 8 employees, paid redundancies, closed to the public and begun negotiations to farm fish is another Country, as insincere, self-serving, unreliable and other wise fake in its representations and real intentions. That was Definitely not a document from a trusted or reliable source.

TWI’s 2010 Development Agreement rights to farm fish in the TCI are valid for another 96 years. Therefore, the shareholders are content, and have advised the Board of Directors, that rather than risk further monies and time with an Attorney General, Premier and PDM party who cannot be trusted, or a Governor who is uninterested, TWI will patiently wait until 2021 when there will be a new PNP Government, a new Governor and, more likely than not, a new Attorney General, all of whom are expected to have more insight, better judgement and higher ethical standards than those presently holding those positions.

When elected Government officials conceal or obscure the reasoning for the illogical or unreasonable government decisions that have been made, or when they rely on or reference false information, rumors, innuendo or hearsay when attempting to justify those decisions, we must be suspect of their motives, credibility and honesty.

Envision the scene: four adults are nervously staring at a door that is the only thing separating them and a child from a category five hurricane.

Water is gushing in from the back of the building, but somehow that appears to be the least of our problems. Those sand bags should keep the water at bay, shouldn’t they?

By now it is blatantly clear; the full force of the hurricane is mercilessly slamming into Salt Cay. This is it. Will that door hold? Will the shutters stay on? What if it all gives in...?

Just as these thoughts are going through my head, I hear a little voice from the bathroom (where my seven-year-old is holding out with three dogs), “Daddy! I’m bored!”

Everyone burst into laughter and from that moment we instinctively knew, we’d be okay.

At this point, I’ll let my eight-year-old co-author take over, with her very personal account of the hurricane experience: “It was quite a surprise to everyone in the Turks and Caicos Islands when they heard that the hurricane was coming but luckily we had a few days to prepare our homes.

“A few nights before the hurricane it was a full moon and we went down to the harbour, it seemed very special because the fish were leaping across the water and wherever you shone the light the fish would follow and leap up in the water.

“When we went home we sang some songs and then it was time to go to bed but no one could sleep because it was so hot, so we just stayed awake that night, well maybe we fell asleep for two hours.

“Now we come to the part of who was with me in the hurricane. First of all, there is my tutor Alex, my mum, my dad, Cecelia, and me.

“We were known as the Salt Cay 16, because there were only 16 of us, everyone else left on the island. We were almost like a big family.

“One week after Irma there was Maria she was mainly just water though she was pretty strong too.

“Irma knocked down a bit of the sea wall and then made another bit of it a little bit weaker so Maria knocked down the rest of that, but after Maria things got a tiny bit better until I got evacuated on the British army helicopter (otherwise known as the chinook helicopter).

“We were surviving fine. A few people came back and my mum was basically the island chef because some people did not have any food at all so we made some signs saying that there was food.

“Two nights before I got evacuated I went to Grand Turk because I really wanted to go and see my friend Fredisha.

“When I saw her we were so happy to see each other because she got evacuated five days before Irma so she came over for the last two nights I was there.

“Then it started getting a bit better. The internet still isn’t up yet on Salt Cay but at least the power was up now and my dad is still there looking after my animals but they’re going to be here soon.

“So I guess newspapers don’t often come with a happy ending but now you know that this one does.”

Ritz Carlton guarantees opportunities for locals

BY DELANA ISLES THE RITZ Carlton and Marriott brands, which merged operations some time back, have been known for community and social developmental works within host countries worldwide.

This is according to principal of the Desarrollos Hotelco group, Roberto Stipa Teneriro, whose company has now started construction on the Turks and Caicos Island’s first 12 storey resort and spa.

Speaking with the Weekly News, following the official groundbreaking on Monday (February 26), in Grace Bay, Teneriro was full of praise for the incoming world famous hotel brand.

“I can tell you that Ritz Carlton as a brand, and Marriott as a brand fight for the training they give to those local people, it is amazing.

“We have other properties in the Caribbean - Aruba is a good example - where you can see stories about locals that started as busboys, waiters working themselves up because of that training and that is the possibility that Ritz Carlton and Marriott brand provides them.”

Teneriro boasted that not only do employees have the opportunity to work at in-country hotels, they are

also afforded opportunities to work with any of the Ritz Carlton branded hotels around the world.

“Once you start working at Ritz Carlton or Marriott you have the chance to be transferred elsewhere for another position then come back if you want to.

“You have the chance at training in various courses to grow up in the company, it’s amazing.

“So that is something that is going to happen and we are looking for that to happen here in Turks and Caicos.”

He stated that personally, it is a huge accomplishment for Desarrollos to get to this stage - that of breaking ground in the TCI. “It is a huge accomplishment, the company is really excited to start here, we have been trying to get something moving for years now.

“We bought the land in 2012, so we have believed in this island for so long. We believe that the future of this island is bright and we want to be a part of that future. So, it took a while but it was worth it.”

He also stated that there is never going to be a Marriott in the TCI, as the group had first proposed.

completion of the environmental and impact assessment report to include the reef, Teneriro said that they are jumping on that as soon as possible.

“The EIA has been done, but we got some comments back from the DECR and we are working on those comments.

“It’s safe to say that in my experience in developing the Caribbean this one [EIA study] was the most extensive study we have made and it is almost to 700 pages.

“We tried to cover everything that we can under the DECR and under what planning department proposed.

“There are some things coming up but they shouldn’t take much longer to respond to that,” he assured.

COMMUNITY GIVE BACK Teneriro also praised the community programmes of the Ritz Carlton and Marriott brands.

“They have a great programme. I can speak on behalf of the developers, and with the experience of having another Ritz Carlton in the area, as well as working with Marriott for over 20 years that they have a good programme called Community

Footprints where they engage with the community in different activities.

“It’s part of their brand to be active in the community.”

That programme, from a glimpse of the hotel’s website, seeks to engage, contribute and inspire.

The website outlines: “These are the guiding principles of our social and environmental responsibility programme, Community Footprints, which aligns us around the issues that are important to the communities where we operate.

“By mobilising our resources and skill-based volunteer efforts, we strive to make a difference through child wellbeing, hunger and poverty relief, and environmental responsibility.”

The Ritz-Carlton was the first founding partner of IMPACT 2030, a private-sector led initiative in collaboration with the United Nations and other global stakeholders, that will marshal corporate volunteering action to advance the achievement of the sustainable development goals.

Under the hotel’s strategy for environmental responsibility, its principle is to sustain, protect and

experience.

These are the principles that guide The Ritz-Carlton Environmental Responsibility Strategy and goals, including: further reducing energy and water consumption 20 percent by 2020 (energy 20 percent per kWh/ conditioned m2; water 20 percent per occupied room. Baseline: 2007); increasing local and organic dining options by partnering with local farmers, growers and seafood purveyors; sourcing environmentally preferred products; empowering hotel development partners to build green hotels; and engaging and inspiring employees and guests in conservation efforts.

“We are focused on integrating environmental sustainability throughout our business, including architecture and construction, hotel operations, and procurement.

“A comprehensive set of initiatives and practices are in place, designed to reduce energy use, water consumption and waste, while database and monitoring systems help us to track consumption and monitor progress against goals,” the hotel’s site reads.

Teachers get extra science education training PRIMARY and high school teachers will benefit from a training workshop in science education, hosted by FortisTCI and the Department of Education The STEM (science, technology, engineering, and mathematics) sessions will be held at the FortisTCI corporate offices on March 6 and 7, as part of this year’s Education Week activities.

Company president and CEO, Eddinton Powell, said FortisTCI is proud to launch the initiative.

“We believe these workshops will be highly beneficial to our science teachers, and will help them to further excite their students who have an interest in the sciences,” he said.

The STEM workshops will be

conducted by Dr Shirin Tabassum Haque-Copilah, PhD, who lectures on science topics and holds similar workshops for teachers across the region.

Up to 30 primary school teachers are expected to attend the session on March 6, and a similar number of high school teachers will participate on March 7.

Workshop attendees will learn about the role of science and technology in society, the need for STEM in workplaces of the 21st century and how to integrate STEM into their curriculum, among other topics.

Teachers will also engage in hands-on and interactive learning in subject areas such as use of modern technology in STEM teaching,

field trips as part of the science methodology and environmental sustainability.

Haque-Copilah said: “These workshops are developed on the philosophy that if teachers understand and appreciate why STEM has become a necessary approach in teaching, in order to develop the skill set required of students for the future job market and for our societies, there will be greater buy-in and implementation.

“I am very much looking forward to being in the Turks and Caicos Islands for the first time, and supporting FortisTCI and the Education Department in this important outreach to teachers.”

Haque-Copilah is presently the deputy dean for outreach in the

Faculty of Science and Technology at the University of the West Indies (UWI), St Augustine, Trinidad.

An astronomer by profession with research interests in astrobiology and cosmology, she also holds an MPhil degree in Psychology.

She is the recipient of the Rudranath Capildeo Award for applied Science and Technology and Women in Science awards.

Haque-Copilah is also the producer of several Caribbean Science documentaries, the editor of The Intellectual - art, science and architecture and Eureka! magazines and is heavily engaged in science popularisation in the media.

She has won three excellence in teaching awards, including an international award (Distinguished

Teacher Award from Association of Atlantic Universities).

Haque-Copilah is a fellow of the Royal Astronomical Society. She helped to develop the annual STEM conference at the University College of the Cayman Islands and has been involved in every one of these conferences since inception in 2012.

She has run several workshops for teachers in the Caribbean and was chair for revision of physics with the CXC board.

Education Week will be observed from March 4 to 10.

The annual FortisTCI Science and Technology Fair, which has been a calendar fixture of Education Week, will not be staged this year, as schools continue to recover from the impact of last year’s major hurricanes.

Eighth golf and Charity brunch raises $17k fishing tournament for breakfast programme set for March FOOD for Thought’s third annual Sunday Brunch fundraiser has raised over $17,000 for the charity’s breakfast and food bank programmes.

Three hundred guests enjoyed a delicious meal in a delightful setting while supporting the worthy cause on Sunday (February 25).

Mango Reef chef Flourent put on a tasty spread for the charity’s supporters, who sipped mimosas and enjoyed fabulous steel drum music while they ate.

They further supported Food for Thought by participating in the raffle and silent auction to raise more money for the much-needed breakfast programme, and by bringing along some non- perishable food items for the charity’s food bank.

The event’s younger supporters were kept entertained with face painting, a nail polish station, and colouring books.

Food for Thought co-founders Jeanne and Karen Savory expressed their gratitude to the community for supporting the event.

“Providing breakfast to a few hundred students may not seem like much, but to some of the students it is really an important addition to their day,” they said.

“Teachers very quickly reported improved attention and attendance.

“We could not do it without the amazing support from the community. We are very grateful to everyone who has contributed, in so many ways, to the achievements of this charity.”

They thanked everyone who came out to support the event including the minister of education.

“It was heart-warming to see 300 members of the community come together to support this cause.

“Mango Reef did such a lovely job and we are so very thankful to

Chef Flourent, Alexis, and the whole Mango Reef team for all their hard work.

Performing arts director honoured for excellence THE LATE co-founder of an awardwinning performing arts company was honoured in a ceremony this week.

Grand Turk-born Joseph E Robinson established The Ashe Company in Jamaica 25 years ago.

It specialises in edutainment, entertainment, Jamaican and Caribbean traditional dances, songs, drumming and culture.

The company boasts a full time cast of English-speaking Caribbean artists called the Ashe Ensemble who provide presentation services around the world.

Robinson was artistic director alongside co-founder and director Paulette Bellamy and travelled throughout the Caribbean, US and Britain with the group.

He groomed many young performers during his time with the company including popular native ‘songbird’ Barbara Johnson.

Joseph E Robinson was honoured for his significant contribution to dance

The Jamaica Dance Umbrella hosted a ceremony at Philip Sherlock Centre for the Creative Arts on Thursday (March 1).

During the event attendees

honoured Robinson, who passed away in Jamaica over ten years ago, for his significant contribution to dance in Jamaica and the Caribbean.

Dancers performed numbers choreographed by Robinson in tribute and honour of his work.

A statement from the school read: “We at The Ashe Company feel proud of this honour to our beloved Joe. He continues to live on through us.”

Others that were recognised were Barbara McDaniel, Jackie Guy and Rex Nettleford.

The Ashe Company has received more than 20 international awards for excellence in the performing arts, innovativeness in education, for community transformation and social development.

Ashe is a Yoruba word used in Western African spirituality, which means ‘the strength, the power and the energy within’.

BY OLIVIA ROSE THE POPULAR Wine Cellar Golf and Fishing Tournament is set to take place for the eighth time this year from March 8 to 10.

Proceeds from the three day event will go to Edward C Gartland Youth Centre, Carifta TCI and Commonwealth Games Association TCI. During a press conference on Tuesday (February 27) at The Market, Blue Haven Resort, committee member Desmond Williams said the Wine Cellar is committed to supporting young people.

The tournament will kick off on Thursday, March 8, with the Calcutta and Captains’ Meeting (fishing portion).

A pre-party and bidding on boats begins at 5.30pm at the Salt Bar and Grill, Blue Haven Resort.

Williams said: “This is a chance to see all the boats that are entering into the competition and place your bids accordingly.

“Then Friday and Saturday we’re back to Blue Haven Marina to see the catch of the day and hear the fish stories of the monsters that got away.

“Then we cap things off where teams of four will compete for bragging rights for the next year.”

Williams said that on Friday, March 9, at about 4.30pm and Saturday, March 10, at 12pm musical entertainment and kid friendly games will be hosted at the Salt Bar and Grill.

Representatives of the recipient charities expressed their gratitude to the Wine Cellar for its support.

Edith Skippings, president of the Turks and Caicos Amateur Athletic Association, the governing body for track and field in the TCI, said: “We are very much elated to once again be one of the recipients for this event.

“The Carifta this year is being held in Nassau, Bahamas, and since it’s actually so close to us we’re planning on taking quite a big team this year, with the help of the Wine Cellar.”

She urged the public to support the tournament since it will in turn

support the dreams of many young people.

Youth centre director Roxanne Wake-Forbes thanked the Wine Cellar for its continuous support and added that she is beyond grateful to the company for recognising the centre’s needs.

She said: “I’d like to thank the Wine Cellar, Blue Haven and all of the sponsors for allowing us to be a part of this amazing event.

“This time of year is always exciting. It’s the first time our kids get to perform so we’re really looking forward to it.

“Each year this event surpasses itself and we’re extremely grateful to be a part of it.”

The Edward C Gartland Youth Centre caters to youths between the ages of 11 and 18-years-old.

The organisation provides youths with an opportunity to be tutored, to learn to dance as well as excel in sports.

“Our goal is to empower young people and provide them with opportunities to try and strive for excellence.”

Alvirto Smith, president of the Commonwealth Games Association TCI, said the donation will go a long way in helping the team achieve their goals at the Commonwealth games to be held on the Gold Coast, Queensland in Australia.

Smith said the association is “just trying to encourage people to live healthy, keep involved, keep engaged, while keeping kids out of trouble.”

The tournament is a not-for-profit charity event hosted every year with all proceeds donated to charity.

The last seven tournaments have raised an incredible $200,000 to help the different youth-oriented charity organisations.

This year there are several new prizes to be won, including a whopping $50,000 prize for record wahoo (150+ lbs) and $10,000 prize for the first hole-in-one.

The purchase of a $20 raffle ticket prior to the event will give patrons a chance to win a pair of his/her Rolex watches or a weekend getaway for two to New York City.

Tourist excellence awarded during glamorous ceremony ACCOLADES were bestowed on tourism workers who performed their roles impeccably at the 10th Annual Star Awards.

It was a night of glamour, fine food and entertainment at the Croquet Lawn at The Palms Turks and Caicos on Saturday night (February 24).

Turks and Caicos Hotel and Tourism Association (TCHTA) members and the wider TCI community gathered in anticipation to see which employees and organisations would walk away with the coveted 19 awards.

A press release from the TCHTA said the awards symbolise the winners’ dedication, hard work and commitment to the destination’s leading industry.

The event was hosted by the charismatic K Darron Turnquest, principal and clinical director of the Key Potential Counselling and Training Centre, Bahamas, and motivational speaker.

The formalities got underway with entertainment from the We Funk Junkanoo Band, a cultural performance by David Bowen and a local dance troupe, and music by Prime DJs. At the end of a fabulous ceremony, 21 tourism entities and individuals were recognised for their outstanding contribution to the industry.

In her remarks to patrons, Stacy Cox, the TCHTA’s CEO, said: “As we celebrate 10 years of star excellence in hospitality, I am elated to witness how the annual Star Awards has grown in stature and is eagerly anticipated by many in the industry.

“Over the years, more and more players have come to recognise the importance of the awards and have joined in celebrating the stellar service and efforts of our amazing nominees – all industry leaders and trendsetters.”

She added: “The Star Awards is our way of giving a huge highfive to the chefs, housekeepers, customer service representatives, managers, resorts, restaurants, suppliers, and everyone else doing an absolutely amazing job in hospitality.”

Ritz Carlton will bring in money for social development, says Ewing

BY DELANA ISLES FORMER premier Rufus Ewing, under whose administration the Desarrollos Hotelco group first touted its Marriott/Ritz Carlton resort hotel, believes that the resort will bring more money to the Government’s coffers to aid social and developmental demands.

Ewing was speaking with the Weekly News following Monday’s sod turning event for the new 12 storey luxury brand, when he made this prediction.

“What Turks and Caicos Islands really needs now is a brand like Ritz Carlton, a major development to give us an economic boost,” Ewing said.

“Over the years we have had our steady stream of revenue but the social and developmental demands that this country needs, the Government doesn’t have the money to really get those things done. So we need new economic streams and we need to expand what we get from our current economic streams in tourism.

“That is what a development like Ritz Carlton will do and will also bring opportunities for small businesses through the tourism and hospitality sector, so it is a great spin off.

“When we look at the investment in the hotel itself, the capital investment is one, but the revenue that is generated in the economy is tremendous.”

He said that during the construction period is when there will be lots of growth in the economy, with people making money from it.

“What needs to happen though is that the Government needs to ensure that Turks and Caicos Islanders could benefit and capitalise on it.

they can benefit from it - from construction straight through to operation.”

The former premier said he takes comfort from the fact that Ritz Carlton is well known for training, with a very strong training programme.

“While we know that they will bring in their people initially, I would like to think that they would start even before the hotel is done, like a year and a half before its completion, training Islanders to take up the various posts in the hotel.

“So, I am confident that they will do that and that will go a long way in training our local persons in the Ritz Carlton hotel.”

OPPOSITION Recalling the opposition when the past government wanted to raise the building height to seven storeys years ago, and now again persons have been opposing twelve storeys for almost the same reasons, Ewing stated: “It goes to show that this is all about economics.

“When people feel that their

revenue is being threatened because there is competition, this happens.

“For those persons who are in opposition and I know who they are, their opposition is purely economic.”

However, he did acknowledge that there are some other people who have valid concerns.

“Some people have some environmental concerns and rightly so, so we have to continue to monitor the footprints and the pressure on our beaches.

“But I am confident that the various guidelines that were established as part of this development and as part of the amendments made to the legislation, would enable those things to be mitigated.”

He noted that the Ritz Carlton combined with the Marriott brand (both of which are under one umbrella now) combined have one of the largest reservations systems in the world.

“Because of that, it is almost equal to the Beaches reservation systems or even bigger. We would then be able to have even more advance booking confidence to guarantee airlifts.

“We will no longer be a slave to one resort, such as Beaches, guaranteeing our airlifts. If something goes wrong with Beaches then we have another equally big development carrying the load,” Ewing noted.

He also acknowledged that while many of the local indigenous hotels are very good and high end hotels, everyone will benefit from the Ritz Carlton brand in the Turks and Caicos Islands.

“We will all benefit from it, because alone by themselves they don’t have the power to guarantee airlifts, so they need larger reservation systems like Beaches and the Ritz Carlton brand to guarantee airlifts, so it will be good for all of them,” the former premier said.

Provo Chamber to celebrate women with award ceremony

BY DELANA ISLES IN AN effort to celebrate the outstanding women of the Turks and Caicos Islands this year, the Providenciales Chamber of Commerce is collaborating with international women of substance for a day of high level interactions and awards.

As usual, this year International Women’s Day will be celebrated on March 8, but around the world women are celebrated all month long.

Speaking with the Weekly News on Thursday (March 1), Ana Coalbrooke, executive assistant and manager at the Providenciales Chamber of Commerce said that the luncheon is an opportunity to honour and celebrate the outstanding contributions of women in the community.

“First off we are going to have a cocktail hour we’re calling ‘Sip and Shop’ where we are going to get some local female vendors to come out and sell jewellery, makeup and other similar items like that.

“Afterwards there will be the opening where the keynote speaker will address the gathering.

“Following this there will be breakout sessions comprised of various topics where the ladies can choose which sessions they would like to attend.”

Coalbrooke said the sessions will centre on how women can better

manage their finances, how to apply professional or daily makeup looks, among a whole host of other topics.

She said that they are still in negotiations with interested women with incredibly inspiring backgrounds to be the keynote speaker at the event.

She could not say with certainty if that will be finalised by or in time for the March 8 day of celebrations, but she assured that the event will be hosted in the month of March.

Awards will also be given to women of achievement within the Turks and Caicos Islands community, following which there will be a silent auction.

Winners of the Women of Achievement Award will embody specific characteristics that contribute to making the TCI a better place for all citizens to live, Coalbrooke said.

Selected candidates will demonstrate leadership through their professional work or service to the community in one of more of the following categories: ARTS AND CULTURE This award recognises an outstanding woman that fosters arts or culture in significant ways as an artist, volunteer, leader, educator, or patron of meaningful cultural and/or artistic endeavours within the community.

Swimming club appeals for public support

A proud father and avid swim coach is urging parents to get their children involved in the sport citing its profound health benefits and life changing advantages, if taken seriously.

Lenin Hamilton Sr told the Weekly News on Tuesday (February 27) that he has been training his son Lenin Hamilton Jr who is eightyears-old and daughter Lenika Hamilton, six, along with 10-yearold Texroy Galloway, to compete in local and regional swim meets.

Hamilton said the impressive result from the team and his children galvanised his desire to train other youths in the sport.

Last Sunday (February 25) the Surfside Ocean Academy swim club held a swimming contest to raise cash for the Carifta swim team.

Haiti has a long tradition of corruption, and international partners and anti-graft watchdogs have often blamed Haitian politicians for failing to crack down on the scourge.

Crime, violence taking heavy toll on society, says CARICOM secretary general SECRETARY General of the Caribbean Community (CARICOM), Irwin LaRocque, called on CARICOM to counteract the threat of crime and violence, when he addressed the opening of the 29th inter-sessional meeting of heads of government on Monday in Port-au-Prince, Haiti.

“As we pool our resources and strategise to combat the damaging effects of climate change, we need to do so as well to counteract another threat to our societies… I refer to the effects of crime and violence,” he said.

LaRocque pointed to the toll on societies through “loss of lives”, “injuries” and the “psychological trauma” and observed that the greatest impact was on families.

“It was within that circle the battle against the scourge must begin,” he said.

At the regional level, the secretarygeneral suggested revisiting the CARICOM crime and secu 0 r i t y strategy (CCSS) signed five years ago in Haiti to identify areas for improvement in order to make it more effective.

In this context, he singled out the CARICOM arrest warrant treaty and the agreement on the return or sharing of recovered assets, stating that he looked forward to the “treaty being ratified as soon as possible” and to the completion of the negotiations for the agreement.

MOODY’S has forecast that the 2017-2018 deficit will overshoot the Government’s $323 million target due to the “overhang” from the Christie administration’s unpaid bills.

The international credit rating agency, in an update to the global markets following last week’s mid-year Budget, said the figures “do not fully reflect” the spending commitments entered into by the former government prior to the May 10 general election.

As a result, Moody’s is predicting that the Minnis administration’s will exceed last year’s $350 million cashbased deficit during its first full year in office, as it continues to pick up the ‘blank cheques’ inherited from its predecessor.

Referring to the mid-year Budget figures, Moody’s February 22 update said: “We consider that this data does not yet fully reflect the outstanding arrears from fiscal year 2016-2017, which would lead the fiscal year 2017-2018 deficit to expand and come to a level higher than that recorded in the last fiscal year (on a cash basis).”

The ‘cash basis’ rider is important, given that the Government itself last week pegged the 2016-2017 fiscal deficit at $676 million. This, read together with the Moody’s report, could be wrongly interpreted as an indication that the ‘red ink’ for this fiscal year will exceed that latter figure.

The difference between the two - the Government’s $676 million figure, and Moody’s reference to $350 million - stems from the fact that the two are derived from different accounting methods. The Government’s figures were reached using accrual-based accounting, which incorporates spending commitments made but for which funds have yet to be released.

Moody’s figures, on the other hand, are derived from the Government’s traditional cash-based accounting methods, which placed the 2016-2017 deficit at around $350 million. Last week’s assessment from the rating agency suggests that the current year’s deficit will exceed that number, and the Government’s own $323 million target, using this method.

This situation again highlights the need for clarity and consistency in the Government’s accounting, with the Minnis administration having pledged to switch to the accrualbased method - the one seen as providing the most accurate read of its financial position - by 2021-2022 at latest.

In the meantime, it is left exposed to claims from the Opposition that it switched to accrual-based

accounting temporarily so it could ‘back load’ spending commitments into the 2016-2017 deficit, thereby making the Christie administration ‘look bad’ by deviating from the Government’s traditional accounting norms.

K P Turnquest, Deputy Prime Minister and minister of finance, could not be reached for comment by Tribune Business, but in unveiling the mid-year Budget he blamed recently-discovered spending commitments inherited from the Christie administration for the Government’s non-debt recurrent spending exceeding that of its predecessor.

Stripping out debt principal repayments, Mr Turnquest said fixedcost spending for the six months to end-December 2017 was slightly ahead of the prior year’s $994 million, coming in at $1.003 billion.

He said: “The outturn this year was negatively impacted by the overhang commitments of the previous administration that have had to be met during the current fiscal year.

“To date, Mr Speaker, we have had to make provisions to settle more than $30 million in verified payment arrears over and above what was known during the Budget exercise last May. There are tens of millions of dollars in remaining commitments from prior years.”

Mr Turnquest promised to detail these outstanding obligations once the mid-year Budget debate begins this week, with the half-year deficit of $198 million already equivalent to 61 per cent of the full-year forecast.

Moody’s, meanwhile, warned that the recent upward revisions to Bahamian GDP data by the Department of Statistics “flatter” the Government’s debt levels and related trends, and “overstate” the strength of its financial position.

“We have set the Bahamas’s fiscal strength score at ‘Low’, which is below the indicative score of ‘Low (+)’, to reflect the fact that recentlyrebased GDP figures flatter both debt levels and the five-year debt trend, overstating the strength of the Government’s fiscal position,” the rating agency argued.

It added that details of the Christie administration’s unpaid bills together with fiscal consolidation targets for its 2018-2019 Budget will be key to assessing the Bahamas’ progress and whether it has done enough to escape another downgrade to ‘junk’ status in the short-term.

“We expect to get more information about how the fiscal accounts are evolving with the inclusion of the arrears over the coming months, as well as the measures that the Government

plans to implement to continue its medium-term fiscal consolidation plan in the fiscal year 2018-2019 Budget,” it added.

Moody’s still has the Bahamas ‘on probation’, warning: “Moody’s would downgrade the rating if, over the next 12-18 months, we observe that fiscal consolidation efforts are unlikely to reduce deficits to levels that would reverse the trend of rising debt ratios and lead to a stabilisation of government debt metrics.

“Downward ratings pressure would also emerge if economic growth were to underperform relative to government expectations, negatively impacting revenues and overall fiscal metrics. We would also consider a downgrade if contingent liabilities stemming from Bank of the Bahamas - or other state-owned enterprises - materialise on to the sovereign’s balance sheet, leading to a material worsening of government debt metrics.”

The rating agency said the savings from the Government’s public sector downsizings, including the decision not to renew the contracts of many short-term, temporary workers would take time to materialise.

Noting the 6.3 per cent reduction in the public sector workforces size, from 40,990 to 38,435, as captured in November’s Labour Force survey, Moody’s said: “The decrease in public sector employment is consistent with the Government’s pledge to reduce current expenditures - here, by reducing the public sector payroll and, in turn, payroll outlays - in support of fiscal consolidation objectives, although we think that the effects of these measures will become more apparent over time.”

This is consistent with the midyear Budget, which revealed the Government’s wage bill - consisting of salaries and benefits - actually increased by $15 million yearover-year to $373 million for the six months to end-December 2017 despite the downsizing.

This was blamed on a combination of an “industrial agreementrelated lump sum payment”, worth $7.7 million, and $6 million in outstanding overtime payments to police officers. Severance payments to laid-off public sector workers, though, are likely to have been a further contributing factor.

Mid-year Budget data, though, indicates that the Government expects savings from the recent downsizings to come through in the 2017-2018 second half. It is now projecting an $8.282 million reduction in its emoluments (wages and benefits) bill to $733.477 million for the full year, implying that a $23 million-plus savings will be realised in the six months to end-June 2017.

Trump at odds with Republican Putin reveals Russia’s ‘invincible missile’ in pre-election speech lawmakers over gun reforms US President Donald Trump has stunned lawmakers from both parties by telling them in a live broadcast not to be so “petrified” of the powerful gun lobby the National Rifle Association (NRA).

In a break from his party’s stance on gun control, Mr Trump urged lawmakers to come up with a “strong” reform bill.

He suggested expanding background checks for gun buyers and raising the legal age to buy rifles to 21 from 18.

His comments come in the wake of the deadly school shooting in Florida.

“I want you to come up with a strong bill - and really strong on background checks,” Mr Trump told lawmakers at the White House on Wednesday, pushing them to work together on bipartisan legislation.

He said the NRA has “great power over you people”, but that the lobby has “less power over me”.

Mr Trump’s change of tack on gun control left Republicans “a bit unsettled”, CNN reported.

The Republican party supports the right of individuals to own guns, seeing most restrictions as an infringement of the second amendment to the US constitution, which governs the right to bear arms.

“Take the guns first, go through due process second,” Mr Trump said, suggesting police officers be given the power to seize guns from anyone who could pose a threat, including the mentally ill, without a court order.

“We can’t wait and play games and nothing gets done,” he added.

He called for tighter restrictions on gun sales to young adults and for background checks to be expanded for all weapons purchases, including at gun shows and online.

“We’re not ditching any constitutional protections simply because the last person the president talked to today doesn’t like them,” said Republican Senator Ben Sasse,

who was not at the meeting.

Florida Senator Marco Rubio said the proposed reforms might not have prevented the school attack in his state in which 17 people were killed, which was not “conducted by someone who bought a gun at a gun show or parking lot”.

John Cornyn, the top Senate Republican who sat next to the president at the meeting, said he thought it was “fascinating television” but that it was “surreal to actually be there”.

Mr Trump’s statements on gun control have changed before.

In the 1990s and early 2000s he expressed support for a ban on some automatic weapons. But as he approached the nomination of the Republican Party as its candidate for presidency, he fell more within the fold of the party’s views.

Mr Trump was also endorsed by the NRA in his 2016 presidential campaign.

Mr Trump accused Senators Pat Toomey and Joe Manchin, who have worked on a bill to strengthen background checks for gun purchases, of being too “afraid” to stand up to the NRA.

RUSSIA has developed a new cruise missile that is invincible, according to Russian President Vladimir Putin.

Mr Putin made the revelation as he laid out his key policies for a fourth presidential term, ahead of an election he is expected to win in 17 days’ time.

He showcased a range of new weapons, including a missile that could “reach anywhere in the world”.

Using video presentations. he said the missile could not be stopped by the US shield in Europe and Asia.

He highlighted two nuclearcapable weapons - a cruise missile and a submarine-launched unmanned underwater vehicle.

The warhead, he said, was “a low-flying, difficult-to-spot cruise missile with a nuclear payload with a practically unlimited range and an unpredictable flight path, which can bypass lines of interception and is invincible in the face of all existing and future systems of both missile defence and air defence.”

During the two-hour televised speech to a joint sitting of both houses of parliament, he encouraged Russians to suggest names for the two systems. He argued that Russia had reacted after years of pleading with the US not to break away from anti-missile treaties.

Mr Putin faces seven challengers on 18 March, although none is expected to attract widespread support. The president played no part in a raucous televised debate broadcast on Wednesday that featured the other candidates.

Absent from the campaign is prominent opposition leader Alexei Navalny, who has been barred from running and has called on voters to boycott the poll.

President Putin has so far done little campaigning and until now said little about his plans for the next six years.

“Russia is now a leading country with a powerful foreign economic and defence potential. But from the point of view of the extremely important task of ensuring people’s quality of life and welfare we, of course, have not achieved the level we require. But we have to do this and will do this,” he added to applause.

Russia’s military power was built to maintain peace in the world, he argued. However, if anyone fired a nuclear weapon against Russia, he said it would be met with instantaneous retaliation.

Donald Tusk asking UK for ‘better’ Northern Ireland idea DONALD Tusk is to ask Theresa May for “a better idea that would be as effective in preventing a hard border” on the “island of Ireland”.

The prime minister rejected the EU’s proposals on Northern Ireland saying they would split the UK in two.

But the European Council president said one of the “possible negative consequences” of the kind of Brexit Mrs May wants would be a hard border.

The two are to meet later ahead of a big Brexit speech that was slated for Friday by Mrs May. Mrs May, due to chair a meeting of the cabinet before her talks with Mr Tusk, has already pledged not to accept the draft withdrawal treaty

published on Wednesday by the EU. The UK and the EU both agree on wanting to avoid a return to a physical border - with border posts and checks - in Northern Ireland.

The UK has suggested new IT systems could be introduced to avoid the need for physical border checks but has yet to spell out how this would work in practice.

But the draft EU treaty also includes the option of a “common regulatory area” after Brexit on the island of Ireland - in effect keeping Northern Ireland in a customs union - if no other solution is found.

Both the EU and the Irish government say it is up to the UK to come up with concrete alternatives

to what they describe as a “backstop” option.

Mrs May said the EU proposal would “threaten the constitutional integrity of the UK” by creating a border down the Irish Sea. But in a speech in Brussels, Mr Tusk said he was “absolutely sure that all the essential elements of the draft” would be accepted by the 27 remaining EU members.

And he said Mrs May’s decision to rule out membership of the single market and customs union had been acknowledged “without enthusiasm and without satisfaction”.

The PM has said she wants a deal which will allow trade to be “as frictionless as possible”.

Caribbean government heads discuss climate change

BY OLIVIA ROSE THE CARIBBEAN Community (Caricom)’s thrust to build a more climate-resilient region was a key item for deliberation during a recent heads of government meeting.

Category five hurricanes Irma and Maria swept across the region last year leaving a swathe of destruction, taking lives, devastating infrastructure and rolling back years of economic development in several Caricom member states.

Caricom with its Caribbean

Disaster Emergency Management Agency (CDEMA) at the forefront has been helping to lead the recovery and rebuilding effort.

While the region still needs significant levels of financing for recovery and building resilience many member states are gearing their energy towards creating more climate-resilient nations.

Caricom heads of government met at the 29th Inter-Sessional Meeting in Port-au-Prince, Haiti, on February 26 and 27.

Just three months shy of the next hurricane season, members

examined measures to ensure adequate preparation and quick responses to emergency needs.

The high level of crime and violence across the community was also discussed at the summit.

Heads at their last meeting discussed key initiatives directed towards combating transnational organised crime which, they noted, continues to be one of the most immediate and significant threats facing the region.

Focus was also directed towards the development of a Caricom counter terrorism strategy which is

being finalised for adoption.

Sean Astwood, Deputy Premier and Minister of Border Control and Employment, held talks with several member state leaders including the president of Haiti, Jovenel Moïse to discuss matters related to migration.

He was accompanied by Ronlee James, Executive Director in the Office of the Premier and Bernadya Smith, Executive Administrator for Border Control and Employment.

The heads of government of the 18-member body and its associate membership also discussed issues relating to the region’s slow recovery

from the global economic crises, the heavy debt burdens of some members and the effects policies by international financial institutions have had on the economies of the community.

Other key items on the agenda of the Inter-Sessional assembly included tourism, regional security, and blacklisting and de-risking.

The meeting sought to advance plans to further strengthen key elements of the Caricom Single Market and Economy (CSME) including those related to travel and trade.

Oprah says she would run for president under one condition OPRAH Winfrey has already shot down talk of running for president in 2020, but now she’s revealing the one thing that could make her reconsider.

After the media mogul’s powerful speech at the Golden Globes in January, rumours swirled that she would run for office.

“I had people ? wealthy, billionaires ? calling me up and saying, ‘I can get you a billion dollars. I can run your campaign,”’ she said in a new interview with People magazine. “That many people saying something made me think, ‘Am I at least supposed to look at the question?’”

Oprah said she “went into prayer.”

‘God, if you think I’m supposed to run, you gotta tell me, and it has to be so clear that not even I can miss

it.’ And I haven’t gotten that,” she told the magazine.

As Oprah has already said, running for president is something she’s just not interested in doing.

“I’ve always felt very secure and confident with myself in knowing what I could do and what I could not,” Oprah said in an interview with InStyle, conducted three weeks before her Globes speech. “And so it’s not something that interests me.

I don’t have the DNA for it. ... That’s not for me.”

Conchorers bounce back with emphatic wins in PHL THE Grace Bay Resorts Conchorers bounced back after an opening loss to the Scotiabank Red Wings in week one of the Provo Hockey League to shut out their opponents in the third week of action.

At the Graceway Sports Centre, the Conchorers were flawless against both the Red Wings and the Grace Bay Car Rentals Islanders.

In the opening clash, the Conchorers gained revenge over the Red Wings with a 5-0 win. Matt Phillips opened the attack for the winners with two first period goals, while Felix Arnth-Jensen, Brock Pollon and Isaac Turner added the others. In their second clash, the Conchorers eased past the Islanders with Phillips again scoring a double.

In the Bantam Division, the WB Financial Penguins stayed unbeaten after a 8-5 win against the Coco Bistro Bruins.

The game was decided in the first period after the Penguins raced to a 4-1 lead.

TCI Jamaica College athletes help team to two medals at Gibson Relays KEN Reyes and Wikenson Fenelon led Jamaica College to medals at last Saturday’s Gibson Relays in Jamaica. The pair along with Colby Jennings were key participants of the relay teams at different distances.

Fenelon anchored his team to second place in the 4X200M. The team easily won their heat in a time of 1:29.61, before running 1:28.10 in the final.

PERSONAL BEST SPLIT Reyes recorded a personal best split in his race. The sixth former helped his team to a bronze medal in the 4X800M relay.

His opening leg split of 1:52.56 was the fastest time in his team. His previous best was 1:53 in 2016.

The 4X800M team finished the race in a time of 7:37.43 behind St.

The TCI medal winners who competed at the NACAC sponsored Friendship Games.

TCI athletes shine at Friendship Games TURKS and Caicos Islands athletes were outstanding at last weekend’s NACAC sponsored Friendship Games which was held in Port-auPrince, Haiti.

According to National Coach Randy Ford, TCI won 21 medals at

the event, including seven gold, 10 silver and four bronze.

CHHS’s Junior Paul, who competed in the 400M and the 800M finished with two gold medals, while Turks and Caicos Community College’s middle distance runner

Rebecca Bernadin also claimed a double victory.

Over a dozen young athletes represented the TCI at the meet, which had athletes from the TCI, the host nation, the Dominican Republic and Martinique participating.

TCI young female footballers play with global UNITED DELIVERED match ball TCI young female players competed in a friendly 9v9 game a part of the global football competition called UNITED DELIVERED, with a match ball that’s currently travelling the world.

Volunteer coach Mark Parrish organised the local leg of the event, which is a collaboration between DHL and famed club Manchester United.

In addition to playing with the now iconic football last Saturday, the

TCIFA and its players were supplied with a UNITED DELIVERED legacy kit made up of match equipment including bibs, cones, and goals; all of which the association was allowed to keep.

In the game, Kate Blain scored in the Yellow Team’s 1-0 win over the Red Team.

The Red Team’s goalkeeper, Daisy Nicholls, was voted the game’s Most

Valuable Player and was awarded a UNITED DELIVERED replica match ball following the game.

In attendance at the clash was DHL representative, Alex Schick.

Ultimately, one match host will be chosen as the winners of a trip to Old Trafford with a team of five players expected to take part in a special, final match against a group of fans from Manchester.

Large turnout for SURFside Ocean Academy Fundraiser ALMOST 50 swimmers competed in last Sunday’s SURFside Ocean Academy’s “Sunday at the Races” February Open Water Swim Race, which was held on the Leeward Beach.

According to a release from the academy, “the event was initiated by the coaches and instructors at SURFside, Jessica Soderquist and Morgan Luker, in an effort to help showcase swimming in the Turks and Caicos.”

The goal of the meet was for youth and adult swimmers to have a platform in which to race while helping to raise funds to support the 2018 TCI National CARIFTA swim team, as well as for travel funds for the SURFside Swim Club travel team.

Over $2000 was raised at the event. “A very generous sponsorship was made by Turk’s Head Brewery, who donated all sales directly back to the fundraiser. FIRST 4X100M OPEN WATER RELAY One of the key features of the meet was an exciting 4X100M relay race, which had seven teams.

Along with individual swimmers, five different swim clubs were also represented at the event.

Rivalry between Swim & Surf TCI, SURFside Ocean Academy, Provo Swim School, Parrotfish Open Water Swim Club, and newly formed Turks & Caicos Aquatics Swim Club made the event much more exciting.

There were a number of first time rookie racers, including Lenin Hamilton Jr. who, at just eight years old, took home 1st Place (tied with Roman Blake) in the 50 metre 10-and-Under Boys, 2nd place overall in the 100M and 4th place in the Men’s 400M. Ten-year-old Sophie Taylor was the youngest swimmer in the 800M event, while Team SURFside JATS had the youngest relay team.
