Justice for Kaziah Burke – Cortez Simmons gets life

BY DELANA ISLES A SOFT spoken and composed Hilda Caley, mother of slain 25-year old Kaziah Burke, has expressed her relief at the murder trial verdict.

“Justice has been served,” was all Caley had to say to the press after Cortez Simmons was convicted of murder on Wednesday (March 25).

The guilty verdict, which was announced at about 5.34pm, was greeted with calm by a packed courtroom at the Myrtle Rigby Courthouse in Providenciales after a trial that spanned three weeks and three days.

Burke was shot multiple times and killed on April 13, 2013, at Uncle Dough’s bar on Airport Road in Providenciales.

Simmons was sentenced to life in prison by Chief Justice Margaret Ramsay-Hale following the verdict by the 12 member jury, of which 11 of them found him guilty of murder, and one not guilty.

The jury was given the case at about 12.05pm on Wednesday and sent to lunch and their deliberations.

At about 3.30pm they requested the transcripts of the two forensic analysis of the gunshot residue found on Simmons’ truck to help in their deliberations.

However, the Chief Justice informed them that those transcripts could not be provided, and sent them back to the jury room for further discussions.

Shortly after, at about 4pm, the jury came back with a verdict of 10 guilty, two not guilty. But they were sent back by the judge, who instructed them to try to reach a

unanimous verdict, or a verdict of 11 to one.

Approximately an hour and a half later (5.34PM), the foreman advised the judge that they could not reach a unanimous verdict; but had managed to reach a verdict of eleven to one.

Ramsay-Hale accepted the verdict and sentenced Simmons to life imprisonment at Her Majesty’s Prison in Grand Turk.

A calm Simmons and his lawyers, headed by Roy Ledgister (senior partner with Ledgisters Solicitors in the United Kingdom) remained seated it the courtroom while friends, relatives, spectators and the prosecutor exited the building.

Special prosecutor Evans Welch spoke with the press following the verdict.

When asked, Welch said that he did not think it was a sure win as the case was built on circumstantial evidence.

“What I would say, the evidence was not overwhelming but it was sufficient that the conviction was safe and was on good grounds, but it certainly was not an overwhelming or the strongest case I have ever prosecuted but there was enough which warranted the verdict that came back.”

The Trinidadian, who has worked as a special prosecutor in a number of other cases in the TCI, held the jury and the courtroom captive on Tuesday when he delivered his final arguments (summation).

a fiery summary of the evidence to be considered, while ruthlessly shredding the case put on by the defence.

He told the jurors that the defence case is a perfect example of a drowning man clutching straws, making clutching gestures to emphasise his point.

He argued that Simmons had motive to kill Burke, as there was a history of bad blood between the two, which was substantiated by witness testimony; that he was in possession of the gun that killed the young father; that there was evidence which suggested that he was on the scene of the crime at Uncle Dough’s bar; and that of the gunshot residue (GSR) which was found on the door handle of his truck the morning after the shooting.

“A gun by itself is totally harmless, it is the hand and the mind behind the trigger that counts,” the prosecutor told jurors.

He added that during the trial the prosecution placed the gun in Simmons’ hands, reiterating that it was mind and motive which brought down Kaziah.

Following her sentencing, the Chief Justice thanked the lawyers on both sides for their appearances and submissions before her, singling Evans’ closing arguments as

something singular.

“It has been an experience, particularly that closing argument,” Ramsay-Hale told the Trinidadian lawyer.

Asked by media operatives what made him so passionate during his closing statements, Evans said that it is just his style, and not an act.

“It isn’t an act, that’s just me and how I am, and if I try to curtail it I don’t think I will be effective.

“Everybody has their different styles with closing and how they present a case, if I try to adopt somebody else’s style it will not work for me and if somebody tries to adopt my style it will not work for them because what you see with me is just how I am. That’s me naturally.”

Responding to a query as to the effect the GSR evidence had on the verdict, the lawyer noted that it is very difficult to say.

Police had only lifted one particle of gunshot residue from Simmons’ truck; and the prosecution’s expert from the United States, Michael Martinez was able to analyse it and prove that a firearm was recently fired hence the transmission of GSR from the defendant’s hand to the door handle.

testified that such a small amount of residue is not tested in her jurisdiction and that it could have gotten on to the handle by environmental contamination.

Evans told the press that it is hard to say what effect the two testimonies had on the verdict, and which the jury had initially requested to assist in their deliberations.

“It’s a little difficult to say what the GSR evidence had because it was a case of circumstantial evidence.

“And with circumstantial evidence each part by itself may not carry much weight, but collectively it is what gives it its strength when you bring it all together.

“So you can’t look at any piece individually because those different strands of circumstantial evidence that we had in this case, if we only had each of them by itself, it would not have been enough to warrant a conviction or even to pursue a prosecution.”

The lawyer said he would not have pursued a prosecution on the basis of just the GSR alone, a single particle, but with everything taken together, then a different situation arises.

Trial postponed for PS Finance THE TRIAL of the Permanent Secretary of Finance, Athenee Harvey which was supposed to start on Monday (March 23) has been postponed to July 6.

Chief Justice Margaret RamsayHale put off the trial as she was already engaged in a murder trial at the time.

Harvey remains on $20,000 bail with one surety.

She will return to court in July where she will defend two charges of corruption brought by the

Integrity Commission last year.

She was charged following an incident on August 7, 2014 in Grand Turk at a Carnival cruise ship where she allegedly did not pay custom duties on 25 pieces of luggage upon disembarking.

The Integrity Commission had stated that no money is owed on the luggage because customs officers were not allowed to inspect them, and as such were unable to calculate if anything was payable.

Pnp chair election Off

– New date to be set at next NEC

BY DELANA ISLES THE CURRENT chairmanship of the Progressive National Party (PNP) is secure for now as the anticipated April elections has been postponed indefinitely.

The Weekly News confirmed this with current chairman, Trevor Cooke on Thursday (March 26).

In February this year, this publication reported that former Premier Michael Misick had expressed his intention to contest the chairmanship of the PNP. However, to date, Cooke said he has not been formally informed of this, although he is aware.

He said that so far, neither Misick nor anyone else has indicated to him that they intend to contest his position.

In February Cooke told this publication that the elections for chairman would be held when members gather on April 24, 25 and 26.

However, Cooke also revealed that the elections for executive members will no longer be held next month.

Instead, when special congress is called on April 24, there are only two items on the agenda, neither of which involves electing a chairman.

“We are only dealing with the new constitution of the PNP, and we have a vacancy on the executive that we are going to be filling; these are the only two issues that we will be dealing with in the special congress,”

Cooke said.

He assured that the vacant position is not for that of chairman of the party.

Asked if the election is off, he stated: “I guess. But I won’t say it’s off, we will probably have a national executive congress (NEC) at some point prior to the elections, but it’s just not taking place at this meeting in April.”

Questioned further about the issue, he added that he does not have any idea when it will be held, but that the executive council will determine a date at their next meeting, following the special congress.

Previously, Cooke had indicated that he is prepared to graciously concede the seat to Misick, should he be elected to chair the party.

He had stated that if Misick puts his name up, only then will he make a decision on whether to run again, further stating that either he or Misick is quite capable to lead the PNP into elections next year.

Cooke noted that Misick has a lot of experience to contribute to the party and that he has put in a lot of work over the years.

However, the entire issue of whether the former Premier will run, when the election is held, or who will run against him, could very well be irrelevant.

On February 27, Chief Justice Margaret Ramsay-Hale had indicated to Misick and his local counsel, Beryn Duncanson that she is concerned about his political

Business licence fees slashed next Wednesday

A HUGE cut in business licence fees is taking effect from next Wednesday, April 1.

Cabinet has approved a reduction in fees averaging about 50 percent across the board.

The Revenue Department in a press release on Friday (March 20), said it is now accepting applications for renewal of licenses for the financial year 2015/16.

The deadline for renewal of licences is April 30 after which a penalty of 10 percent per month will apply.

All applications for renewals

must be properly completed and all relevant supporting documents and clearances must be submitted with applications.

The department also issued a reminder that cheques for business licence refunds are now available for collection at the Treasury and SubTreasury.

More information is available at the Revenue Department at the Town Centre Mall in Providenciales or Hibiscus Square in Grand Turk or the District Commissioner’s Offices in the family islands.

The local media were not present in the court when these concerns were raised, however, the following Monday (February 30), when the corruption accused appeared before Ramsay-Hale in a judicial review hearing, the issue came up again, and this time the press was present.

Duncanson asked the judge for further clarifications about her statements the previous Friday, querying whether it was a warning to the defendant to cease his political manoeuvrings, or if it was merely a personal concern.

The Chief Justice replied that she had already dealt with the issue on Friday, before addressing the media that what was said on the issue was not for publication.

Duncanson, who is also legal counsel for the Weekly News, enquired whether the judge was issuing a gag order to the press, to which a visibly irate judge walked off the bench while irritably informing the lawyer that he could tell the press whatever he pleases, then slamming the door on her way out of the courtroom.

Following the hearing, the Weekly

News asked the former Premier if he is still going to run for chairmanship of the party, to which he replied: “I have no comment.”

However, Duncanson recently spoke on the issue with this publication.

Recounting the February 27 hearing when the Chief Justice aired her concerns, he said: “On Friday the judge basically gave an indication from the bench that she was concerned about reports that my client, Mike Misick was intending to run for chairmanship of the party (PNP).

“She said that she had read with some concerns, reports about his intended political involvement, and that it could be an issue affecting his bail.”

Duncanson said he took exception to her saying this, to which the judge pointed out that the standard did not apply about whether or not he is innocent until proven guilty.

He conceded that while a judge has the authority to amend bail, it should be exercised within reason.

He told this publication that: “The man is already on $10 million bail, which he had bail posted by a number of persons, and it seems like that is not enough.”

Duncanson stated that Misick is a career politician, but unlike his codefendants, as well as the two lawyers who are charged separately with cheating the public revenue, it is only in his case that an attempt is being made to restrict him in his career.

“None of the others are restricted in their bail conditions pending their trials; they are continuing their normal lives of practising law and whatever else, notwithstanding the fact that they have been charged with

some serious fraud… yet nobody is saying let’s confine them to the yard and stop them practising.

“These are all crimes of dishonesty; they are all there practising and dealing with money that will be heading to the Government, yet nobody is trying to restrict them.

“What is it so special about Mike Misick?” the lawyer stated.

While some of his bail conditions were not made public when he was granted bail by the former Chief Justice Edwin Goldsbrough in January 2014, Duncanson assured this publication that there is nothing in the undisclosed conditions that restricts Misick from political activity.

Misick, who is long touted as a man of the people, intends as chairman of the PNP to reconnect the Rufus Ewing-led Government with the people who elected him and his ministers to office.

He feels strongly that there is a disconnect between the Government and the people.

He is also of the belief that if something is not done about it, the PNP’s chances at the polls in 2016 could be in jeopardy, and help is needed to get the party back on track.

Meanwhile, the former Premier is still to face trial for corruption related offences that he is alleged to have committed during his terms in office (August 15, 2003 to August 9, 2006 and August 9, 2006 to March 23, 2009).

That trial is set to start on December 1, 2015, pending the outcome of the Privy Council decision on two appeals currently before them.

Grand Turk hospital will not close – Premier PREMIER Rufus Ewing has given firm assurance that the Grand Turk hospital will not close, despite a suggestion by consultants who conducted a clinical audit of hospitals in the Turks and Caicos Islands.

On Friday (March 27), the Premier, who is also the Minister of Health, told media that closing the hospital is not an option for him, but that the Government will be looking at ways to use the facility more.

He stated that the document will be made available to the public in due course, as it is not a confidential document.

However, he added that his ministry is looking at it now to review it in detail and to look at the various recommendations to see which ones they will progress and which ones they will side-line.

“I will state up front that the one recommendation that captured the eyes of individuals was the recommendation which was not clearly stated in the document either, it was inferred that the Grand Turk Hospital must be closed.

He added: “I must state outright that is not the initial reaction or intention of the Government and the Government will review the

document in detail.

“And make further recommendations to Cabinet as to how it will improve and increase the utilisation and the capacity that is available at that hospital in Grand Turk as opposed to the closure of the hospital as the first reaction.”

The Premier also revealed that the report did state that the inpatient services especially are grossly underused and that Government need to look at ways at how they can better use it or ways to use it for emergencies and stabilisation services as opposed to regular only inpatient. (DELANA ISLES)

close Grand Turk hospital?

LAST week Cabinet was presented with the independently conducted clinical audit into the operations of hospitals in the Turks and Caicos Islands.

One of the major suggestions was the closure of the Grand Turk hospital to save costs to Government, as was publicly confirmed by the Premier on Friday (March 20).

What are your thoughts?

Nonsensical suggestion

Since this announcement was made the Hon Premier was good enough to come out to clarify that he would never allow the Grand Turk Hospital to be closed.

After spending between $65 million to some $125 million and a huge cloud of secrecy to build two facilities it does not make sense to simply kill one of them.

The challenge is to cut costs, waste and double billing, if any, by the provider, InterHealth Canada.

Killing one of the facilities is like the mother, whose child died and ‘agreed with King Solomon’s rhetorical suggestion’ to cut the surviving baby in two.

Either there should have been two hospitals in the beginning or just one. The suggestion does not make sense.

After all these taxes, increases, Commission of Inquiry, then to suggest killing one? It proves that some bureaucrats have no imagination or common sense.

If $125 million was actually spent, God forbid, that was enough money to build a $10 million on each of Grand Turk, Salt Cay, South Caicos, Middle Caicos and North Caicos, that’s $50 million for five Islands.

That would leave $75 million for Providenciales alone and some people are now arguing that only $70 million was spent for the two facilities altogether.

The games we play with taxpayers’ money.

There needs to be a Commission of Inquiry into all of this. If there is an agenda to develop the islands of North Caicos, Middle Caicos and South Caicos, then all islands need their own facility.

Flying people to Provo to see a doctor or Nurse is not a good idea when taxes remain high.

Another scam

The Grand Turk facility should never have been built as more than a clinic in the first place!

It was just another scam by Mike and the boys to put more money in Ashcroft’s pockets.

We could have had an air ambulance

helicopter running daily for less than that place cost us.

Rufus, however, will no doubt keep it open as he needs the Grand Turk votes.

Too laid back

Finally, a completed audit! Celebrate! Need to see why that was said and will await the release of the report.

Now where is the financial audit? I am baffled that this Government is playing such a laid back role in ensuring these audits are done. We stand to gain as a people.

I will never forget how Porsha said in parliament that the audits began and then InterHealth CEO said in the newspaper that it had not begun.

At least one game is over.

Like the Leader of the Opposition said, I am eager to see how the Premier will handle this audit which seems to have made InterHealth happy.

Wow. I believe it will show what we see, that the Government paid no attention to this expensive healthcare system and imagine that the Minister of Finance with loud clapping from his side, held as an achievement this election year the establishment of a contract management team to provide oversight of the contract. Oh wow.

I say like the Leader of the Opposition said yesterday: “Thank God for 2016.”

And again what about the investigation voted on in the House?

I heard it was stuck in the Premier’s Office.

This is too blatant on the part of the Premier and this Government.

Costs overrun still a problem

With the cruise ship centre located in Grand Turk - what then constitutes timely access for tourist visitors and the local inhabitants of Grand Turk to necessary healthcare on the island?

If the rationale is the saving of money, then along that line of reasoning close both hospitals and save more money.

The bigger problem is the costs overrun from the beginning and the bleeding by

InterHealth Canada to the end.

The Grand Turk Hospital should never have been built in the first place. Thank you again, and again, Mike Misick, for your usual lack of vision.

As you ramp up to once again insinuate yourself in the politics of this country, would it be too much to ask that you take a week or two to reflect on the damage you have already inflicted on ‘your’ people and ‘your’ country?

Close the Grand Turk hospital and create a small clinic - modelled after Associated Medical or Grace Bay Medical, here on Provo.

Staff it with good competent people. Voila.

Decent healthcare for Grand Turk at a price the Government could afford. Rent out the rest of the hospital for offices or? Can anybody over there think outside the box?

Open a clinic

Close it. They can fly ten people a day over and still be way ahead. Open a good clinic and sort things out.

Build more clinics

Wow, after all that was spent. But to cut costs I understand. However they will have to leave the accident and emergency section open, which they could operate on a less costly scale, when filtering overhead costs (electricity).

I hope it was wired in a way that they can effectively shut off power to areas that will not be in use.

But if the country really wants to cut costs they will have to spend a little more first by building sub-clinics in the communities (Kew Town, Lower Bight and Five Cays areas) which will not only reduce the amount of flow at the hospitals but will serve more effectively.

Common sense

So our Government had to bring consultants from halfway around the world to tell them what anyone with a dram of sense could have told them before they began – the country does not need, and certainly cannot afford, a hospital of this size in Grand Turk!

Even if the recommendation to close the hospital is acted upon, and that is far from being assured, politics in this country being what they are, we are still faced with paying for the structure and the usurious mortgage it carries with it.

It will be most interesting to see what other aspects of Turks and Caicos Islands healthcare these consultants comment on – is the per-bed cost of these facilities within reason, or have those expenses too been highly inflated?

Is the complement of medical staff at the Provo hospital large enough and sufficiently well trained to permit most medical emergencies to be dealt with locally?

Is the National Health Insurance Plan (NHIP) fairly and equitably fulfilling its mandate to provide this country’s residents with the breadth and depth of health care they are paying for?

Good thing Portia Stubbs Smith is no longer the Minister of Health – this will be a tough issue to deal with in words of no more

than two syllables!

Maybe, just maybe, this independent report will be the catalyst that finally blows the lid off the whole hospital mess, and allows the stakeholders to get the true picture of what has, and still is, going on.

Let’s see exactly what role our current Premier played in this whole fiasco, and also expose the true extent to which our infamous Lord in London has had his hand in this.

Dare we hope?

Stop neglecting Grand Turk

How much sense does that make to promote an island as a cruise destination, invite over 800,000 cruise passengers annually and then not have any medical facility there at all?

The level of neglect and prejudice the island of Grand Turk has suffered over the past few years is mind boggling.

How can we claim to have national pride (not island or regional price) and condone the decline, neglect and de-capitalisation of the capital our country?

The recommendation makes no sense but is something that has been promoted by the expatriate community on Provo for years.

Bad advice

My understanding was all the feasibility studies that were done before the building of the hospitals recommended that the hospital that should be built should be located where the majority of the population was or were moving to.

I sat in about two of those meetings where reports were given.

Building two hospitals that we could not afford was a political decision by a few (to win votes) now all of us must bear the burden of repayment for years to come.

It would have been far better to upgrade the then hospital in Grand Turk and build one new hospital.

Of course the doctor would not close it because he was advising the then Government on health issues and he is not man enough now to say he gave bad advice because that would also drive another nail in his short political opportunity and hasten a faster exit.

More over Mike ‘mouth might open and story might jump out,’ so the Minister of Health has to stick to his ill advice or prepare to lose some of his accumulated wealth while the people suffer.

evidence when determining the guilt or innocence of the accused.

Meanwhile, one of the most significant testimonies came from Booker Odena, who testified that he had given the gun back to Simmons after a shooting incident at the Digicel cinema on Leeward Highway on March 17, 2013.

It was later established by forensic evidence that the same gun used in that shooting was used to kill Burke on April 13.

However, the court also heard that Odena had lied to the police about being the shooter at the cinema shooting, but later confessed after he was shown video footage which showed he was the gunman on March 17.

The court heard that after seeing the footage, Odena admitted to the police that he took the gun from Simmons and fired it while at the cinema, but that he had given the gun back to Simmons following the incident.

The prosecution presented that Simmons was the last known person

to have possession of the gun, and that the jury should believe that Odena was telling the truth about that even though he had initially lied to the police.

In further directions to the jury before the verdict, the Chief Justice had directed them that if they do not accept Odena’s testimony then that would be the end of the case.

Other significant testimony came from Simmons’ girlfriend at the time, Aisha Freitas.

She testified that on the night Burke was killed, the accused arrived home and told her that they were leaving as some people would be coming by to make trouble.

Freitas told the court that she and the defendant then drove around in his white Tacoma truck, which video footage presented in court showed had stealthily driven away from the vicinity of the murder scene shortly before.

She testified that they eventually drove to a deserted spot in Discovery Bay where they spent the night, before returning home the following morning where he was arrested by police who arrived at his home.

financial considerations?

Clinical audits by a proper authority would seem to reveal chequered results.

Reports on emergency diagnostic care where they send people home who reappear within hours and are then shipped out by plane in serious condition are wide spread.

This does not pass clinical audits.

Accreditation Canada International awarded InterHealth TCI ‘Diamond Status’ in 2012 leaving the question - who the dickens is Accreditation Canada International?

Based on any real clinical audit the entire programme needs to go!

Based on value for dollars - ASAP.

Bad decisions

This is a typical PNP deal. Our Premier and other PNPs were given huge honorariums for bad decisions and bad management.

Decisions revealed in parliament last Tuesday when it was reported that under the then Director of Medical Services, now Premier Rufus Ewing, allowed blood, hundreds of thousands in medical equipment and the confidential clinical records of thousands of patients abandoned in the unsecured old Grand Turk hospital in 2009/2010 where they remain today five years later.

Records needed by any well run healthcare provider.

InterHealth Canada managed the building of a 120 bed hospital in the Virgin Islands for $100,000 per bed, TCI hospital beds cost $4 million each.

Something is rotten in TCI's healthcare system.

No sense

Absolutely agree. It made no economic sense to build it in the first place.

Close the hospital

Such few inhabitants on Grand Turk and the proximity of Provo hospital makes Grand Turk hospital irrelevant.

The question is why it has been built in the first place?

Closing Grand Turk and focusing efforts on Provo seems a logical decision.

ELECTRICITY bills will fall again this month as the fuel factor hits its lowest point in more than four years.

Ferbuary marks the sixth consecutive month of reductions as a result of declining fuel costs locally and in the world market.

As a result this month’s power bills will see about a 21 percent reduction from last month and a 36 percent reduction from a peak of $0.2447 in August of last year.

Eddinton Powell, president and chief executive officer of power company FortisTCI, said in a press release on Thursday (March 26): “The lower fuel factor, as a result of what is happening in the world market, is good for our customers who are seeing much-needed relief on their electricity bills.

“Moreover, FortisTCI is committed to long-term reduction in the cost of electricity in the Turks and Caicos Islands, and in that regard, we continue to explore infrastructure development that would streamline and simplify our fuel supply chain which would reduce, on a long term basis, the cost of electricity to our customers.”

Crude oil prices in the world market began to tumble in July of 2014 and reductions were first seen in the supply chain to the Turks and Caicos Islands in September 2014.

The fuel factor for February 2015 landed at $0.1566 (which appears on customers March 2015 bills).

The fuel factor has not reached these lows since 2010 with the lowest calculation being $0.145 in October that same year.

adjustment), in accordance with the TCIG Electricity Ordinance Section 32, is a monthly charge that represents the cost of fuel used to produce the electricity consumed by each respective customer.

This mechanism enables FortisTCI to recoup the cost of fuel charged by the company’s fuel supplier, and the calculations are validated monthly by the Energy and Utilities Commissioner’s Office.

Fuel factor adjustments, sometimes called ‘energy supply’ or ‘power cost’ adjustments, depending on the primary source of energy (diesel, coal, hydro, nuclear, wind, or solar), are common cost-recovery mechanisms in the utility industry worldwide.

In the Caribbean, because diesel fuel is the most common means of producing electricity, the term ‘fuel factor’ is commonly used by utility companies.

The cost of fuel varies from country to country, depending on such factors as deep-water port infrastructure, and ultimately by cost of fuel in the world market.

Under the tree

Powell said that the company is committed to integrating renewable forms of generation, like wind and solar, into the energy mix.

“However, we will not support changes that increase the cost of electricity to our customers, or reduce the safety and reliability of our service,” he stressed.

Powell explained that subject to agreement with the Government, the company will introduce its Customer Owned Renewable Energy (CORE) and Utility Owned Renewable Energy (UORE) programmes this year.

These programmes will allow customers to connect Photo Voltaic (PV) systems to the electricity grid.

“We are experiencing obstacles from the Government’s Planning Department that will make the development and possible deployment of wind energy technology in the Turks and Caicos Islands almost impossible, and unless these barriers are overcome, they will bring our planned wind initiatives to a halt.”

Commission to handle unsolved complaints about Government TURKS and Caicos Islanders have a new channel through which to direct complaints about public authorities.

The freshly established Complaints Commission will take on cases from those who are unsatisfied with the complaints processes within a certain Government department or statutory body.

In a press release on Monday (March 23) Complaints Commissioner Cynthia Astwood said: “We aim to play our part in improving public services by providing citizens with form of recourse when good service standards are not met.”

The Complaints Commission can investigate any action taken by a public body including grievances and conflicts in the workplace, performance issues, discrimination, harassment, corruption, maladministration, such as delays, bias, negligence, abuse of power, failing to give reason for a decision and not following through on a commitment.

“My office is working to ensure

Complaints Commissioner Cynthia Astwood is ready to take on new cases

that every Government ministry and statutory body in the country has a named individual responsible for investigating complaints,” Astwood said.

“We will work with each of these public bodies to constantly seek ways of improving their systems and

service provided to the Turks and Caicos Islands public.

“Only if that complaint is not handled in a professional manner, where no satisfactory resolution has been reached, can a complaint be submitted to the commission.”

In carrying out investigations the Complaints Commissioner has the same powers as a magistrate, and is able to enter and inspect any premises of any public office and, where necessary, retain or copy documents.

Complaints can be filed privately and in writing to the Complaints Commissioner, Tony Clarke’s Building, Waterloo Road, Grand Turk, or via email to complaints_ commission@gov.tc.

The commission cannot investigate complaints about the Governor, Cabinet, House of Assembly, justices, magistrates, the police or chief auditors, where separate complaints arrangements are in place.

The Weekly News was only able to capture the police vehicle as it exited the back of the courthouse after Missick was hustled inside.

Policeman charged with rape – Magistrate empties courtroom to deal with the case AN OFFICER of the Royal Turks and Caicos Police Force (RTCIPF), Andrew Missick of North Caicos has been slapped with a rape charge and bailed.

Missick appeared before Chief Magistrate Clifton Warner in the Magistrate Court in Downtown Providenciales on Thursday morning (March 26) to have the charge read to him.

However, before he was escorted into the court, the magistrate cleared the courtroom of all other

defendants and the media to deal with his matter.

He was later sneaked through the back door of the court to be taken for DNA samples, while all other defendants at what was set to be traffic court used the front door only.

The Weekly News later learned that Missick was granted $15,000 bail and his next court appearance is set for May 1.

Missick is being represented by attorney at law Ashwood Forbes.

Police make second appeal for missing Kevino Smith Enid Capron Primary School students learn about the importance of breakfast

Pupils learn about eating healthy breakfasts MORE than 580 students at Enid Capron Primary School learnt the importance of a proper, filling and nutritious morning meal this week.

They lined up in droves to attend the informative discussion on healthy eating habits put on by the Sandals Foundation programme Big Breakfast.

After a quick talk, the entire school was given a bowl of whole grain cereal with a portion of milk and a fruit.

Public relations coordinator at Beaches, Charvis Ferguson, led the discussion with grades one and two who were excited and eagerly participated in the question and answer segment.

“It is extremely important that students get the right nutrition to function in their daily activity,” she said.

“A well balanced breakfast not only gives them the energy they need

to play with friends, but it also gives them the needed focus to complete classwork.”

Big Breakfast has been in operation for the past five years and is one of the Sandals Foundation’s biannual initiatives in the Turks and Caicos Islands.

The programme was created to give students the tools they need to battle the epidemic of childhood obesity, which has affected many developed countries around the world.

Elanor Finfin Krzanowski, public relations manager at Beaches Turks and Caicos, has been working closely with Enid Capron Primary School.

She said: “Sandals Foundation has built a strong footing in education within the community.

“We want to ensure that students have a well-rounded education, not solely based on academics, but around other aspects such as wellness

education; which is imperative for the development of our youth and in extension, for the growth of our communities.”

She said that with March being dubbed Nutrition Month, it was important for the Sandals Foundation and Beaches Turks and Caicos to give students an insight into wellness education.

Principal Rachel Taylor said: “The children and staff of the Enid Capron Primary School are extremely grateful for the generous donation that Beaches and the Sandals Foundation has once again provided for us.

“It was not too long ago that the Beaches team visited us to show our teachers healthy eating habits during Education Week, but to do it again with our students displays the dedication the resort has to our school.”

MISSING man Kevino ‘Bah’ Smith has still not been found and police have extended their appeal for help in finding him.

The 25-year-old, is a person of interest in connection with a crime, and was last seen on March 4 – the same day as the reported incident.

His family reported him missing two days later.

According to a police press release, officers have already searched for Smith throughout the Turks and Caicos Islands and the surrounding waters and cays.

Smith’s parents told police that he was last seen on March 4 at his home in North Back Salina, Grand Turk.

He has a medium brown complexion, is about six foot tall and is of a medium build, weighing about 160 pounds.

He was last seen wearing a black short sleeve shirt with black Dickie’s long pants and his shoulder length hair was braided from front to back.

‘Green Budget’ passed with minor adjustments

BY DELANA ISLES THE ‘GREEN Budget,’ as touted

by Minister of Finance Washington Misick was on Thursday (March 26) passed by the House of Assembly with what he called minor adjustments.

He told the Weekly News on Thursday evening that the parliamentary committee only made minor adjustments within the various ministries but that it is essentially the same budget that was tabled earlier this month.

This is the first time in a long time and the first for the current PNP Government that the budget has been passed in March, before the April 1 when the new financial year starts.

The budgeted expenditure in the 2015/2016 document is $224.7 million, with proposed tax cuts, investments in education and infrastructure as well as the delivery of $13.4 million surplus.

For the most part, the document received strong support from members with several suggestions on where the Government could improve on their delivery to the country.

According to the minister, sustainable budgetary surpluses are important to support environmental protection, environmental cleanliness, marketing and promotion of the family islands as tourist destinations, cultural and heritage celebration, youth development, the Government information service, tertiary education and scholarship allocation.

Below are excerpts from the minister’s presentation to the House on Monday (March 23).

Budget credibility Misick listed the budget credibility as comprehensiveness and transparency, policy-based budgeting, predictability

and control in budget execution, accounting, recording and reporting mechanisms, its external scrutiny and audit functions and its practices towards donors, including the European Union.

“I am pleased to announce that my Government has now reintroduced performance based budgeting which was previously abandoned.

“To these ends, this Government obtained support from the Caribbean Regional Technical Assistance Centre (CARTAC).

“CARTAC has assisted our ministries and departments in their development of new multi-year, Programme, Performance Budgets (PPB).”

The minister further stated that his team in the Ministry of Finance has observed that the challenges with revenue forecast modelling remain.

“So, again with the assistance of CARTAC, ten Belongers are being trained in econometrics revenue modelling.

“Similarly personnel in the Customs Department are reporting that through risk management training received, that they too are now able to better target and manage high risk importers.”

He added that customs staff now have improved skills to carry out control activities which can easily switch from front-end examinations to post import verifications.

The outlook for the TCI economy Misick stated that the economy of the TCI is showing remarkable signs of improvement and that last year was the second consecutive year of positive economic growth for the country.

“As I have already said, real GDP growth in the Turks and Caicos Islands on average is expected to be

Bahamian delegates promote junkanoo carnival

BY DAISY HANDFIELD VISTORS from the Bahamas went to the Island Fish Fry in Providenciales on Thursday, March 19, to promote the Bahamas Junkanoo Carnival.

The event is scheduled to take place in Nassau and Freeport in April and May. Nikia Deveaux, public relations coordinator at the Bahamas Ministry of Tourism, said that the ministry is working closely with the Bahamas National Festival Commission to make sure that the word gets out.

“We have this new Bahamas Junkanoo Carnival; something fresh, something exciting.

“A new way to make sure that our Bahamian culture is on display.”

Deveaux said that they are taking the message all over the Caribbean, Europe and the United

States.

“We just want to make sure that people know about Junkanoo carnival and know when it is, how to get there and all of that information along with the festival commission.”

When asked about the feedback they have been receiving, she said that it was all positive so far.

“People are very excited, junkanoo is very popular and now to find out that there’s another time of the year that people can come here and experience junkanoo people are really excited about that.”

She explained that this event was going to be slightly different from the regular junkanoo, but still with that flavour.

“Indications are that our strong tourist season last year will continue.”

He added that while they are mindful that harsh winter conditions in North America contributed to this performance, this is also a testimony of the strength and success of the TCI’s tourism sector.

Capital investment He said his Government’s capital expenditure plans will further boost the economy by providing vital support the construction sector.

Some $22.1 million – almost 10 percent of this budget allocation – will be used to support the construction, its associated professions, trades and service providers.

“We are investing $1.2 million (excluding the cost of the Lighthouse Road in Grand Turk) to address some of the critical road works that are needed throughout these Islands.

“Infrastructure is a critical input for the economic sustainability of our country. Good infrastructure will attract private investment capital.

“Similarly, the second phase of the repairs to the causeway bridge, which includes paving and the installation of an additional culvert, are budgeted at $2.7 million.

“We will invest in the renovation of all Royal Turks and Caicos Islands Police Force buildings over the next

three years. We will spend $200,000 on this in 2015/16, the same again in 2016/17 and $300,000 on this work in 2017/18.”

He added that with their continued commitment to education, the second phase of the Long Bay High School is also on the agenda to commence in this financial year and this is budgeted at $2 million.

He also mentioned upgrade at all schools with ICT equipment which is budgeted at $190,000 and the upgrading of sporting facilities which will be undertaken throughout the Islands over a three-year period commencing this year with a budget of $250,000.

Efforts will be made to address illegal development throughout the Islands at a cost of $150,000, Misick noted.

There will also be refurbishment programme for the Wellness Centre, Grand Turk, as well as for the Juvenile Home and new replacement docks in South Caicos and Blue Hills.

Salt Cay Clinic will be upgraded, a new fleet of public service vehicles including ambulances, a bus for the Marjorie Basden School and new garbage trucks.

There are other areas of investment too, Misick stated, that will see the Government looking to secure the future success and sustainability of the Turks and Caicos Islands economy.

“So, that is why we are investing $210,000 to ensure that the laws governing the electricity sector are modernised.

“This will ensure operational, financial and economic efficiencies leading to minimised electricity costs.

“We will invest $150,000 over the next two years in a National Skills Audit to ensure that we have the collective skills to face the future with confidence.

“Similarly, we are investing in a new tourism master plan also.”

With regard to expediting project delivery he said the Government has allocated $450,000 to facilitate outsourcing important project management duties; a special allocation to recruit two additional people for the procurement unit; and added an additional project economist in the Strategic Planning and Policy Unit to better deal with the cost-benefit analysis of projects.

Collectively, these initiatives will bolster the performance of the capital projects immensely.

“In so few words I have only touched on the highlights of how we will secure and sustain a successful Turks and Caicos,” the minister added.

Consider this, could it be that the reason people are reluctant to go the extra mile for you is because you refuse to go the extra mile for yourself or others?

Thankfully, God is not like us. He does not grant us mercy according to our gratitude or willingness to go the extra mile for him.

Instead, he looks beyond our faults and sees our needs. More than anything else, even when helping us is not easy, to God it is worth it.

Scholarships for further study still available THERE is still a whole month left to apply for scholarships for further study for the next academic year.

The Ministry of Education issued a reminder on Friday, March 20, that applicants have until April 30 to submit their forms.

In accordance with the Scholarship Policy, the Scholarship Committee will award scholarships to successful applicants in education, youth development work and technical vocational education.

Applications for associate and bachelor degree programmes in Turks and Caicos Islands Community College will also be considered.

All universities must be found to be fully accredited.

ELIGIBILITY Scholarships and grants may be awarded to anyone who satisfies the following criteria.

They must be a Turks and Caicos Islander, and reside in the Turks and Caicos Islands.

They must have completed secondary education at any of the

high schools, and post-secondary education at the Turks and Caicos Islands Community College, British West Indies Collegiate, or any other sixth form college in the Turks and Caicos Islands They must have no fewer than three passes in external exams for local scholarships or five passes for international scholarships in (CXCCSEC, IGCSE, GCE) at Grade II/B or above.

They must produce evidence of acceptance in an accredited institution, approved by the Ministry of Education, to pursue a course identified in the priority areas.

If a graduate of the Turks and Caicos Islands Community College, they must have a minimum grade point average of 3.00 or equivalent B grade.

If a Turks and Caicos Islands civil servant, they must produce evidence of approval from the human resource management directorate, through their head of department.

They must submit a completed

application form and all supporting documents required for assessment by the Scholarship Board.

Applications must be submitted on the standard application form available at the Ministry of Education or Education Department, Providenciales.

National Scholar Awardees must also submit a completed application package.

Scholarships will NOT be awarded to applicants wishing to pursue an equivalent course of study that is being offered by the Turks and Caicos Islands Community College.

Application packages should be forwarded to the secretary of the Scholarship Board, Ministry of Education, Grand Turk, or the Education Department, Providenciales.

All applications must be received on or before April 30.

Applicants who receive a full or partial scholarship shall be required to sign a bond agreement with the Turks and Caicos Islands Government, prior to commencement of payment.

Grand Turk hosts first fish fry THE WEEKLY Island Fish Fry which has been seeing major success in Providenciales was extended to Grand Turk on Thursday, March 26.

The Tourist Board has partnered with Lime to spread the popular Thursday evening outing to the country’s capital.

Several local vendors have signed up to be a part of the bi-monthly event which will take place at the Victoria Public Library on the first and last Thursday of each month.

Similar to the Island Fish Fry line up in Providenciales, there will be entertainment by local bands, a Junkanoo rush and cultural performances.

Director of Tourism Ralph Higgs said that the board is constantly seeking new opportunities to give visitors an authentic experience of the Turks and Caicos Islands.

“At the same time, it is also important for us to remind our locals to be proud of our heritage.

“Over the past two years, the weekly Island Fish Fry has allowed us to bridge the gap between tourist and locals, by fostering camaraderie and genuine hospitality which we hope can be replicated in the nation’s capital.”

Thursday’s inaugural fish fry in Grand Turk will feature live band performance by Mega Force Band, cultural performances, and giveaways by Lime.

Vendors will have local food and beverage on sale beginning at 12pm, with the official opening at 5.30pm.

Boxes of Kraft mac and cheese contain metal KRAFT Foods is recalling about 6.5 million boxes of original flavour Kraft Macaroni and Cheese because some of the boxes contain small pieces of metal.

The boxes have ‘best when used by’ dates ranging from September 18, 2015, to October 11, 2015, and are marked with the code ‘C2’.

They were sold throughout the US, Puerto Rico, and in some Caribbean countries including the Turks and Caicos Islands.

The TCI Environmental Health Department released the information on the recall on Friday, March 20.

It covers 242,000 cases of

7.25 ounce boxes that were sold individually and in packs of three, four and five.

Kraft Foods Group Inc said on Tuesday, March 17, that it is aware of eight incidents of consumers finding metal in the boxes, but has not been informed of any injuries.

The company added that consumers should not eat the macaroni and should return it to the store where it was purchased for a full refund.

20.1 percent in 2014, compared to 2013, while the number of containers and flat racks shipped to the TCI in 2014 increased by 23.6 and 27.3 percent respectively.

The number of motor vehicles imported into the Turks and Caicos Islands increased by 58.9 per cent, while the number of new building permits issued for private dwellings increased by 24.2 percent in 2014.

The value of these new building permits also increased by 127.6 percent, from 11.3 million in 2013 to 25.8 million in 2014.

“All of these are clear indicators that our economy is on a positive, and extremely welcome, trajectory,” Misick pointed out.

Employment “This Government is fully aware that the day-to-day life can be rough for some of our people.

“I wish to assure this House that we remain always mindful that Turks and Caicos Islanders must reap the benefit of our economic efforts.

And there are some encouraging developments.”

He said the Strategic Policy and Planning Department is currently engaged in an exercise of merging the databases of the National Health Insurance Plan (NHIP) and the National Insurance Board (NIB) and from this they will publish employment rates in the Turks and Caicos for both 2013 and 2014.

He added that none of the current separate data bases has all of the employed people in the country.

However, taken together in this way, they will provide a clearer picture of employment and unemployment levels.

The preliminary data from the NIB database, using April as the reference period, appears to show that the number of employed people in the Turks and Caicos Islands increased in 2014.

The data shows a 5.5 percent increase in employment from April 2013 to April 2014, and in the first year the NIB had 13,941 people registered as being employed.

In 2014 NIB figures shows that 14,702 people were registered as being employed.

This increase can be seen in both the Belonger and non-Belonger groups, Misick noted.

“If we consider only the former category, we see Belonger employment rose a considerable 9.24 percent in this period.

“I would even go further to state that nearly 200 of these persons – some 89 percent of the total – were under 26 years of age, pointing to a significant reduction in our youth unemployment levels.

“As I stated earlier, these preliminary numbers do not yet show the complete picture – we are aware that there are persons who would not be in both databases or none.”

He added that nevertheless, the increase in employment – especially in the Belonger category – is an extremely encouraging economic indicator.

He said his Government will spare no effort in working to grow this economy and get more of Belongers people back to work.

Controlling costs “I have tried to impress upon you today just how seriously this Government takes its responsibilities to provide a safe, secure and sustainable future for all of our people and residents.

“While I am delighted to highlight the significant new investments to this House, I now wish to show where we are making savings and looking after our people’s hard earned tax dollars,” the minister pointed out.

He stated that it is no great secret that the TCI’s health costs are high.

“Health accounts for 27.05 percent of all Government expenditure – so it is vital that we ensure maximum value for money and cost control.

“This is our single largest expenditure area, costing us all $60.7 million in the next financial year.

“So, this Government is ensuring that costs are being tightly controlled by providing only a 3.4 percent increase on last year – just above the rate of inflation.”

He assured the House that the Government will remain extremely vigilant in this area of spending.

“So, in addition to setting a budgetary limit, we are investing $382,000 in the new hospital contract management unit.

“This will ensure that we extract maximum value for money from our expensive contract with InterHealth Canada,” he added.

MILLS MUSES

A different TCI? IN THE early political history of the TCI, campaigning took the form of a social party.

There was no antagonism among the contenders for office, and when they met on the same campaign venue there was a friendly exchange, even wishing each other luck.

Even at the polling station candidates sat beside each other and talked about their possibilities of winning. Politics was also seen as a public service.

Now, things are different.

There is the politics of personal destruction. Politics has become another job and divisions in the society have widened.

We are anti-anybody, have a false economy, and our survival depends on what others prescribe for us.

This dependence results from the way history has dealt with us and sustains itself through our own lack of will to transform situations to our advantage.

A hot topic is unemployment.

TCIs complain they can’t get jobs.

But some employees say many locals are unskilled and untrained.

How was this information acquired? What about the programmes offered at our institutions to combat this?

advertised, got one local who never worked in the area and apparently thought being a local was a sufficient qualification.

There was a time when the term ‘unemployed’ did not exist here. Did development bring unemployment and a different TCI? There are some myths about employing locals. One says locals report employers to the Labour Tribunal, another is that locals don’t want to work or they are overqualified, and if there are issues, a politician would become involved.

These assertions need to be challenged and any suspicions cleared up. Some employees also need to be aware of the peculiarities of the mind-set of TCIs. We do have some attitudinal issues and the response is to blame others. We also need to abandon our false pride which makes us prone to take only certain jobs.

All this is new to the culture. Has

progress changed our nature?

And education? Do we have benchmarks that determine the competitiveness of our schools?

What percentage of students sitting the CSEC, pass with five subjects at one sitting? How many write the exam? And how many do not pass any subjects?

Are the post-secondary institutions they attend accredited?

By whom? Who accredits the accreditors? No answers? Then are we a different TCI? And our spiritual life? What happened to trust and helpfulness?

And what about having a genuine and kind nature, and respect for the feelings of others?

Some say we tend to spend more time performing rituals rather than attending to what we should be most concerned with.

Was there not once a TCI that was more sensitive to such things?

COMMENTARY

The bridge back home WHEN Yvette and I arrived in Middle Caicos there was no bridge between North and Middle Caicos. Access to the island was by boat, light plane, or the Saturday ferry boat.

Our home building materials and personal belongings landed on the beach via barge. Our neighbours and we hustled our stuff off the landing craft before the tide changed. It was an adventure!

Then in May 2003 it leaked out that a grant ($10.8 million) was awarded by the EU to the Government of the day, the People’s Democratic Movement (PDM).

The grant had been arranged by the PDM and after months of pushing, the grant was issued on May 2003; Derek Taylor preoccupied with election preparations did not announce it.

To make a long story short, Taylor and the PDM barely lost a by-election to the Progressive National Party.

However despite the PDM grant, which Christmas 2003 was acknowledged as “in the bank” by the PNP, a causeway was not built.

Not in 2003, 2004, 2005 or 2006.

Then as the 2007 election loomed the causeway was started as a PNP campaign gimmick.

Not a series of bridges planned by PDM, one short bridge, no culverts, undersized plastic pipes - a road bed of dirt. Dirt contained in plastic cloth. Little walls and light poles sitting on top of the dirt.

Finished August 2007 after everyone questioned the construction methods. Price - half the amount granted.

However we were grateful for anything that let us drive to North Caicos.

God was not pleased and exactly one year later along came weak but wet hurricane Hanna. It formed over Middle Caicos.

We weathered the storm in our home suffering no damage.

As Hanna left we rushed to the causeway and found it breached and

badly damaged, impassable.

The causeway was missing in several places. The bridge ramp; gone.

The little walls, pavement and poles crumbled and washed into the sea.

One week later hurricane Ike arrived with strong winds that damaged roofs, power lines and badly damaged two Middle Caicos homes. They were inhabitable.

Ike did nothing more to the causeway which was now at and below sea level.

The contractor who had yet to be paid brought in two big excavators which scooped enough dirt out of the sea to create a terrible but passable

dirt road.

Later more patch work and one narrow dangerous culvert was added.

Now we hear a rumour more work will be done on the causeway and adjacent roads.

Repairs and modifications.

Had the PDM planned bridge been built back in 2004 this would not be needed.

The homes would have been repaired with the relief money used up by Grand Turk and South Caicos.

We continue to live with a low grade causeway and the PNP!

Seven Stars celebrates industry awards LUXURY resort Seven Stars on Grace Bay received several honours during this year’s industry awards

Primary school registration completed PARENTS registered their children for public primary schools and secondary schools in Providenciales this past week.

The Ministry of Education, Youth, Sports and Library Services issued a press release on Friday (March 20) reminding the public of the process.

In July it is the turn of those in the family islands to make sure their offspring have secured a high school place for the upcoming academic year.

Registration will be conducted in alphabetical order based on the last name of the prospective student.

It will take place from July 3 to 7 at HJ Robinson High School in Grand Turk, Marjorie Basden High School in South Caicos, Raymond Gardiner High School in North Caicos and Gustavus Lightbourne Sports Centre in Providenciales.

The following is required for entry into all public schools: two passport sized photographs, a birth certificate, National Health Insurance Plan (NHIP) card, immunisation and medical certificate, proof of status in the TCI (parents and prospective student) and passport photo page of parent or guardian.

Copies and originals of the above listed documents must be presented on the day of registration.

It was hosted by the Turks and Caicos Hotel and Tourism Association (TCHTA) and took place at the Tropicana Dance and Supper Hall.

Seven Stars’ Seven Restaurant was awarded the Star Award for Restaurant of the Year, Lila Upreti, the resort’s lead beach butler secured Employee of the Year, and Rangitha Mohottalage was named Housekeeper of the Year.

Melanie Smith, human resources manager at Seven Stars secured victory in the Facebook Fan Competition becoming the most ‘liked’ employee.

TWO social workers who have served the country for a combined total of 19 years were recognised this week.

The Ministry of Environment and Home Affairs issued a press release on Friday (March 20) thanking Ruthamae Campbell and Calvert Hamilton.

It is all part of the Government’s bid to celebrate Social Work Month and spread information about the vital profession.

“This is indeed a significant celebration, and recognition of the numerous contributions which social workers throughout the world have made in communities, government, schools and families,” the release read.

“The Ministry of Environment and Home Affairs takes this opportunity to recognise our social workers within the Turks and Caicos Islands for their dedication and commitment in helping to bring about social change and stand up against social injustice.”

Assistant social worker Campbell has worked for the Department of Social Development and Gender Affairs for 12 years.

She was drawn to the field after recognising the social problems that existed in her country.

Her goal was to promote social justice and equality among all.

She is knowledgeable of community resources, able to connect clients to services, and mostly enjoys working with

children in foster care, the elderly and attending court.

In her capacity as assistant social worker, Campbell assesses the needs of clients and families and make recommendations for changes.

With the assistance of a social worker she investigates cases of abuse and manages assigned cases, and engages in community work which promotes awareness and educational events of the department.

Hamilton has worked as a social worker with the Department of Social Development and Gender Affairs for seven years.

As a senior pastor, certain elements of social work appealed naturally to him such as counselling and providing care to those in need.

When the opportunity arose to become a social worker, he did not hesitate to apply.

Hamilton also felt that he had the temperament, discretion and knowledge of community resources necessary to be a social worker and link clients to services.

His responsibilities include counselling clients and their families, investigating cases of abuse, completing applications for welfare benefits, community work such as disaster management, child abuse presentations, devotions at schools, International Men’s Day coordination, and attending court in support of clients.

Number of road incidents in TCI too high – police

BY DAISY HANDFIELD OFFICER in charge of traffic for the Royal Turks and Caicos Islands Police Force (RTCIPF) Winston Diamond told the Weekly News that the TCI is following the same pattern as last year in terms of number of incidents per month.

“We have been getting too much accidents. We have been getting over one accident per day,” he said on Wednesday (March 25).

For the month of January the TCI has already seen 29 road incidents and in February 32 incidents, with these only being the numbers that have been reported.

Diamond said one of the primary reasons for many of these was

because of the use of cell phones and not paying attention to the roads.

“Driving isn’t just a fun thing, it is an art and you have to practice and master it.

“When you are driving you have to drive for yourself and other users.”

The officer mentioned that from these incidents there are a number of traffic violations and traffic offences.

These include speeding, driving without due care and attention, no insurance and not possessing a valid TCI driver’s licence.

In 2014, for the month of January the TCI saw 27 road incidents, February - 32, March - 60, April - 33, May - 32, June - 41, July - 33, August - 52, September - 37, October - 35, November - 56 and December - 30.

Every year organisers of the event donate funds to non-profit organisations

Thousands donated to local organisations FUNDS made from the fifth annual Wine Cellar Golf and Fishing tournament were on Wednesday (March 25) donated to the Edward C Gartland Youth Centre and the TCI Amateur Athletics Association.

Each organisation was presented a cheque for $22,500.

The organising committee thanked the sponsors and organisers who were key in their efforts of giving back to the youth of the TCI community.

Trouble in Paradise

PART 1

Inside Canadian banks’ billiondollar Caribbean struggle

THEY arrived in droves starting at 5.30am, desperate to secure a steady pay cheque. By midmorning, the anxious mob totalled 5,000 people.

Sandals, a Caribbean hotel chain, was hosting a job fair in Barbados to hire staff for a brand new resort.

Because thousands of people showed up for 600 jobs on the October morning last year, scores of applicants were forced to wait outside under the blistering sun.

Things went from testy to unruly as the temperature neared 32 degrees; Sandals had no choice but to call the cops.

The chaos is one face of the ugly downturn sweeping through the Caribbean. Though the global financial crisis technically ended a few years ago, its punishing aftershocks are still being felt - and they’re amplified on island states that depend on tourist dollars for support.

Countries like the Bahamas and Barbados are marketed as idyllic vacation spots with white sand beaches, but their local economies are anything but serene.

In the Bahamas, the unemployment rate was 15.7 percent at the start of February - higher than in Portugal, one of Europe’s worst-hit economies, and well over double Canada’s rate.

The situation is even worse in Barbados - and arguably even more surprising, since the loyalty of British tourists to ‘Little England’ had seemed to be bred in the bone.

The colonial tie meant little during the financial crisis, and the resulting downturn drove Barbados’s debt load to nearly 100 percent of its gross domestic product.

Struggling to pay the bills, the government fired 3,000 public servants last year. It’s also gone cap in hand to hotel developers, offering major tax concessions to spur investment - hence the scene at Sandals.

Financial institutions are, of course, at the epicentre of this storm.

Take the case of Sagicor Financial Corp, a leading regional life insurer, based in Barbados.

Because the country’s sovereign debt has been downgraded several times, Sagicor’s corporate debt rating has also suffered.

In January, the company abruptly announced it was relocating its head office outside of Barbados, shocking the island’s 290,000 citizens.

Canadian lenders have it even worse. Our banks are often praised for sidestepping the US mortgage crisis and for avoiding the ugly economic woes that still wreak havoc in Europe, but the truth is, they’ve hit

trouble in paradise.

Royal Bank of Canada, Bank of Nova Scotia and Canadian Imperial Bank of Commerce are by far the Caribbean’s three largest lenders, dominating both personal and commercial banking.

Combined, they’ve written off more than $1 billion in the region since the Great Recession.

To stanch the bleeding, the banks have been restructuring their regional operations by shrinking their footprints and by leaning on specific countries, such as energyrich Trinidad and Tobago, to drive growth.

At first it seemed like a smart plan, but then energy prices plummeted. Some 45 percent of Trinidad’s GDP comes from the energy industry, as do 80 percent of its exports.

Shareholders barely noticed when Canada’s banks started suffering from this tropical malaise five years ago.

Because the Big Six lenders were on a tear, many of their mistakes were glossed over. Bank CEOs, however, have warned that the bullrun is waning.

Spooked by spiralling write-offs, investors repeatedly asked bank chiefs about the region at a major industry conference in January.

More than anything, they simply want to know what the hell is happening in the backyard of Canadian banking.

A long history in the Caribbean Canada’s commercial ties to the Caribbean run deep. Starting in 1864, the group that founded Merchant’s Bank in Halifax financed trade with British-owned islands in the Antilles.

Ships leaving Canada packed with timber and flour returned home with sugar, rum and cotton.

Scotiabank planted roots in the British West Indies, as they were then known, by opening a branch in Jamaica in 1889.

RBC began its Caribbean foray even earlier, in 1882, and CIBC set up shop in Barbados and Jamaica in 1920.

Canadians were so enamoured with the region that prime minister Robert Borden talked to his British counterpart, David Lloyd George, about taking over some islands in 1919 (or so legend has it).

For all that history, our banks are sometimes still chided for being from afar. “Everybody always talks about these ‘foreign banks,’” says Anya Schnoor, a Jamaican who runs Scotiabank Trinidad.

“I always say to everybody: If you’ve been in a region 125 years, we’ve kind of gone beyond” that line of reasoning.

The Canadian banks used to face tough competition from the likes of Barclays and Citibank, but that started to change at the turn of the century.

In 2001, CIBC combined its regional operations with Barclays’ to form FirstCaribbean International Bank; five years later, CIBC bought out Barclays’ remaining stake for just over $1 billion (US).

It was the largest deal of CEO Gerry McCaughey’s era.

While Scotiabank largely opted for organic growth, investing in its local wealth and insurance arms, RBC inked its own acquisition in 2007, buying back Trinidad’s RBTT Financial Group for $2.2 billion (US). (RBC originally owned RBTT, but sold it to public shareholders in the late ’80s.)

Each of these investments seemed promising at the time. With tourism booming and energy prices soaring, economic growth was robust -

between 2000 and 2007, Trinidad and Tobago’s averaged slightly over eight percent annually. The region’s profit margins were also fat, particularly in lending.

By 2008, the three Canadian banks had $42 billion in assets across the English Caribbean - 2.5 percent of their combined total assets, but more than four times those held by the 40-odd locally owned banks.

With such a dominant footprint, RBC, Scotiabank and CIBC hardly had to spend to build brand awareness - they could milk money just by being there.

In 2007 CIBC FirstCaribbean made $256 million (US), contributing seven percent of the bank’s total profit.

Then the financial crisis hit At first, the pain wasn’t too severe because Brits, Canadians

and Americans didn’t cancel the vacations they had booked before the crash.

But in 2010, Jamaica became the first to blink, turning to the International Monetary Fund for assistance.

Almost four years later, Barbados did the same when its central bank nearly ran out of its precious foreign exchange reserves.

The government is now in regular talks with the IMF, which recommends sweeping changes.

This suggests that two of the region’s three traditional economic powerhouses can’t support themselves.

Scotiabank was the first financial institution to acknowledge the pain.

As the lead lender to a developer that bought resorts on Cable Beach in the Bahamas, the bank suffered a $75 million hit on its $200 million loan continued 

Times of my life in the island

(Part 1)

BY EUNICE SERRANO I’m from the Philippines and I lived in Providenciales between 2006 and 2010. I’ve written an essay of my life while in Turks and Caicos Islands. Sharing it through the newspaper is my way of expressing gratitude to the TCI.

FLASH back to 1994 - I first heard of the country the Turks and Caicos Islands when the Philippines hosted the Miss Universe pageant for the second time.

I was in high school then and a beauty pageant fanatic who was watching every show there was about that years’ Miss Universe and almost memorised all the countries that participated.

The pageant concluded and so did the fever that went with it, but the memories remained with me.

I went on with my life, graduated high school, went to university, graduated and started looking for a job.

As I lived life after school, I always knew what I wanted - to live and work abroad, and USA was the place I hoped to go to.

I wanted to reach that goal so bad that I decided to resign from my work, leave the comfort and convenience of home and move to the capital city Manila to seek better chances of going abroad.

I also thought that living in the metro would be a good training ground to prepare me for the life in bigger and busier places abroad.

Year 2006 - After a couple of unsuccessful job applications to the US, I started to consider other options.

Then I came across an ad for Caribbean opportunities, with requirements that seemed to fit to my qualifications.

I went to the agency and submitted my application not even knowing which country it was for.

I had an initial interview on the same day and I did not pass up the chance of asking where the applicants are headed for. The interviewer replied: “Turks and Caicos”.

His answer took me back to the pageant memories and I felt a sense

of relief. I remember thinking to myself: “Turks and Caicos were in the Miss Universe. If they care about beauty pageants there then there must be something cool going on there.”

Pretty trivial, but that was my deciding factor in pursuing the application. The screening and ‘the works’ of the hiring process followed and after eight months of anxiously waiting, my batch-mates and I were told to get ready for deployment.

I had mixed feelings about the news. I was excited, happy, and curious and I must say a bit scared – scared of a new life in a new place, and scared of things failing.

As I was packing my stuff I could not help but ask why would fate bring me to such a faraway place, a small island that my family and friends have not heard about?

In the last couple of years I was getting myself ready for a life in a big and busy city and there I was heading to an island.

I just reminded myself of what the agent told us: “TCI is a tourist destination. It is where the rich and famous go.”

I’m not rich or famous but I’m going there too! What could be more exciting than that?

November 13, 2006 - my batch mates and I arrived in Provo, jetlagged but very curious.

I remember minutes before landing we were glued to the windows of the plane as we glanced at the island’s aerial view and somehow imagining how our lives would be in a year or God knows until when.

It helped that there were seven of us who came at the same time; at

least we had each other for support and empathise as we went through the adjustment periods at work, home, and the new life as a whole.

The friendly fellows who have lived and worked in the island before us were a big help too. Eventually we were able to acclimatise, adapt and blend.

A lot has happened, both happy and sad since we arrived. For some of us, decisions had to be made whether to stay or go back home.

With certain circumstances I was faced with, I must say, I myself entertained the thought of leaving the island. Then came hurricane Ike. Thank God we survived!

After the hurricane, my batch mate who was my last roommate decided to leave for good to pursue other plans.

I was left alone in the house and had to relocate soon after I decided to resign from my work.

It wasn’t easy and it was emotionally and mentally heavy but with a little help from friends I thought I could survive the changes.

For whatever reason I remained in the island apart from work, I guess I was starting to feel it was becoming a second home.

New work came after a few months and I lived two more meaningful years in Provo.

I met and worked with more people of different backgrounds, had more friends, explored and got to know the Islands, the locals and the culture more.

A few weeks before I left the TCI for Singapore in 2010, I felt some sense of separation anxiety so I made a conscious effort to savour each day, moment and the simple island pleasures more - my trips to work and home, the bank I went to on pay days, my days at the church I go to and the community I go to mass with, my grocery shopping to the stores I enjoy going to, my moments with international co-workers, Filipino friends and our weekend simple gatherings filled with chit-chats, my simple gastronomic pleasures eating my favourite local and international

food, my crazy funny jitney rides, my early morning or late afternoon walks at the beach and swims in the irresistible turquoise Provo water whether with friends or by myself, my stops under the shade of a canopy for some book reading especially at my favourite Grace Bay area, the pearly white fine sand that I never got tired of touching, the colours of the island, the breeze, the rain, the blue day and starry night Caribbean skies, the dusk and dawn, the sunrise and sunset, the sound of the waves - just the tranquillity, simplicity and beauty that came with living in an island plus the friend I found in one Turks Islander who was like an older sister I never had.

This is why I stayed! I had a

learning-filled, meaningful life in a place that I thought would bore me.

This tiny piece of land that is a dot on the globe had made a huge impact in my life.

Four enriching years in the TCI had made me become more independent, stronger, wiser, more tolerant and understanding of differences and more appreciative of things that money can’t buy.

I have felt, seen, heard, touched and tasted life more. To this very day my memories of the TCI are still very vivid.

in 2010.

Through a complex restructuring, a Chinese bank stepped in to bail out the developer, ultimately financing a project comprising six hotels, a 100,000-square-foot casino, 200,000 square feet of convention facilities and an 18-hole golf course.

A year later, CIBC wrote down its investment in FirstCaribbean by $203 million.

It was then largely quiet until January, 2014, when RBC shocked its peers with plans to sell its Jamaican operations to Sagicor, incurring a $100 million loss.

The year since has been chock full of charges and pullbacks, including another $420 million write-down of FirstCaribbean’s goodwill; the closing of RBC’s

Caribbean wealth management business; and scores of loan-loss provisions from all three lenders.

Today, more than half of CIBC’s total gross impaired loans - or loans that show any signs of trouble originate in the Caribbean.

At Scotiabank, the equivalent share is 35 percent. In other words, this tiny cluster of islands has the potential to generate bigger writeoffs than both banks’ monstrous Canadian lending portfolios.

As for RBC, 11 percent of its Caribbean lending portfolio is impaired, versus just 0.33 percent of its equivalent Canadian business.

Now we know why Caribbean loan margins were so fat: The outsized returns reflected higher risk. In finance, after all, there is no free lunch.

TCI supermarket wins international retailer award GRACEWAY IGA has snagged the prestigious 2015 IGA Caribbean International Retailer of the Year award, the international grocers has announced.

Brian Horrigan, director of business development for IGA Global, broke the news late last month.

In a press release on Thursday (March 26) he said: “I am delighted to share with you that Ken Burns and Graceway IGA of the Turks and Caicos, have been named as 2015 IGA International Retailer of The Year.

“Graceway IGA and Ken will be honoured at the annual Global Rally Awards of Excellence Banquet in Orlando next month along with three other winners from the USA, one winner from Australia and two from China.”

Additionally, the group makes an impact by seeking out needy women in society to help them by providing basic necessities and counselling.

British Airways offers great fares to London BRITISH Airways has recently launched a range of great fares from Providenciales to London Gatwick Airport and Europe for summer and winter 2015.

The fares are applicable for travel from May 10 to December 31 and are being sold now to March 31.

Diane Corrie, British Airways commercial manager for the Caribbean, noted that the fares start from as low as $968 (plus $100 in the summer months of July and August), are inclusive of all taxes

and fees and can be booked on www.ba.com along with a range of options for accommodation, tours and attractions.

Corrie pointed out that there are a wide range of events and sightseeing options bookable on the website.

“Of course, no trip to London and Europe is complete without a visit to one of the many museums with the majority still offering free entry,” she said.

The British Airways special fares for summer and winter come on the

heels of the announcement by the airline of an additional service to the TCI with a flight each Thursday from Providenciales to London Gatwick via Antigua, effective October 29.

This is in addition to the Sunday flight which shifts from Heathrow Airport to Gatwick on March 29.

Corrie added that the extra flight on a Boeing 777 and attractive fares available in all cabins will offer increased flexibility and more choices to travellers from Providenciales to London and Europe this summer and winter.

Public urged to collect vehicles

CARS, buses and boats that have been left in the Government compound will be disposed of if the owners do not come forward before April 10.

There are 36 vehicles in the lot on Old Airport Road, Providenciales, including a passenger bus, a jet ski and even a Haitian sloop.

Police press officer Audley Astwood released a list of the items on Tuesday (March 24).

He explained that owners must contact the Police Assets Management Department at the Police Head Quarters, also on Old Airport Road, to reclaim their property.

“Failure to do so will result in disposal of vehicles and boats,” he said.

Pet manure QUESTION: My husband and I are potcake lovers and we live in Providenciales. As you might think, we have an abundance of dog manure in our property.

We’d like to put the animal wastes to use in the garden, but we’ve heard that dog droppings carry intestinal parasites that can be harmful to humans, and that only thorough composting will destroy the bugs.

Composting dog poop takes as long as three years, though. Can you suggest alternatives to this process?

Unless the proper precautions are followed, both dog and cat manure can be harmful to human health.

Because so many folks own one or both species, I would like to

take this opportunity to address the overall question of using pet wastes in the garden.

Cat faeces pose the greater threat to human health because they may transmit toxoplasmosis, a disease that is particularly hazardous for pregnant women, since it can seriously harm the central nervous system of an unborn child, resulting in foetal blindness, brain damage or other problems.

The adult parasite involved is carried only by cats, but the eggs shed in the manure can infect humans, pigs, cows and other mammals.

Because the symptoms of toxoplasmosis are similar to those of a flu virus, the disease is often diagnosed as the more familiar

ailment.

The eggs remain viable in the soil for as long as 18 months, and the illness can be acquired through contact with infected cat manure or by ingesting the undercooked meat of an animal that became diseased by grazing near the faeces.

For these reasons, feline manure should always be handled with care and not at all by pregnant women and should never be used in the food

garden. Instead, bury the waste in non-food trees.

The primary hazard present in dog manure is roundworms.

However, canine faeces can be used in the garden if the waste is first composted.

As you mention, the limiting factor for composting is the temperature of the pile.

Try the following recipe: Make a pile of one part manure, one part

green matter and three parts soil.

Cover the heap with a thick layer of quarry and leave it until it’s ‘done’.

Alternatively, un-composted dog waste could be used as a sidedressing for non-food plants, fruitbearing shrubs and trees, and other cultivars whose edible parts are not in direct contact with the soil.

Be sure, though, never to use the fertiliser in areas where children might play.

Teach your child not to bully others BULLYING is comprised of three key elements - an intent to harm, a power imbalance, and repeated acts or threats of aggressive behaviour.

Kids who bully are consciously choosing to be cruel, with no sense of regret or remorse, even when the targets of bullying show or express their hurt or tell the aggressors to stop.

Sometimes they’re hurting too, thinking that hurting someone else can stop their pain.

When someone says or does something unintentionally hurtful and they do it once, that’s rude.

When someone says or does something intentionally hurtful and they do it twice, that’s mean.

When someone says or does something intentionally hurtful and they keep doing it - even when you tell them to stop or show them that you’re upset - that’s bullying.

be viewed by many, he/she is creating a repeated pattern of meanness, which can cross the line into bullying.

Those who bully often lack empathy - the ability to know what it feels like to be in someone else’s shoes and to have compassion for his/her pain and suffering.

The more empathy and compassion we can instil in our children, the less room there will be in their hearts for contempt and disregard for others.

Kids who are bullying can cause real harm to both the targets of bullying and the many bystanders who witness the bullying.

Because kids tend to do what they believe the majority of their peers do, it’s important to share with your children this truth: Most youth are decent, caring, and responsible when it comes to how they treat others.

Let your teens know that you expect no less from them. And if they do witness bullying, encourage them to report the abuse to an adult they trust or, if online, to the service provider or through the social network’s reporting system.

Also encourage them to reach out and comfort the kid who is being bullied.

Remind your child that every person has value.

While we all may not agree with others’ opinions, while we all may

not end up being friends, we all deserve to have our presence acknowledged and to be treated in a civil and respectful manner.

The reality is that we aren’t going to get rid of all the hurt in our kids’ world.

What we can do is raise more emotionally resilient kids who have the tools and strength to get through the hurt, while the caring adults (teachers and parents) and kids in their lives work together to effectively address and prevent peer cruelty.

Understanding eyeliner THERE are various formulas of eyeliner available on the market, which can be a bit confusing and even intimidating for those people who are now delving into the makeup world.

What is eyeliner?

Eyeliner is used to define the perimeter of the eyes. Some formulas of eyeliner are best used to line the exterior of the eyes, while others can be worn on both the interior and the exterior.

Types of eyeliners The makeup look you are going for will determine which formula best suits you as some liners offer different effects, from subtle definition, gentle framing or even strikingly bold and dramatic.

GOOD all-round health is vital for a mother to produce a healthy baby and this most definitely extends to the health of the mother’s mouth.

The mouth is an obvious portal of entry to the body, and oral health reflects and influences general health and wellbeing.

Several studies have proven that maternal oral health has significant implications for birth outcomes and infant oral health.

The two main issues to guard against are maternal periodontal disease (gum disease) and dental caries (tooth decay).

Mothers with extensive tooth decay are most likely to harbour certain types of bacteria in their saliva which will transmit to the child, so by elevating the risk of early childhood caries.

Perhaps even more concerning is that periodontal disease - chronic infection of the gums and supporting tooth structures - has been associated with preterm birth, development of preeclampsia (pregnancy hypertension), and delivery of lowbirth-weight infants.

This is due to bacteria from the mother’s mouth entering the blood stream, from where it reaches the amniotic fluid that surrounds the baby, and the baby can then swallow the bacteria.

This can cause the baby to get an infection, either as a new born, or while the infant is still inside the uterus.

An exacerbating factor is also the

fact that, both periodontal disease and caries are typically asymptomatic for long periods of time ie. patients may not know that are suffering with the problem and therefore take no steps to rectify it.

However, the good news is that both of these diseases are largely preventable with good general healthcare, good dental care at home and with regular visits to the dentist.

During pregnancy eating a nutritious, well-balanced diet containing plenty of fresh vegetables and fruit is of real benefit to the health of your teeth and gums, as well as being good for your developing baby too!

Cutting back on highly processed foods (which are usually low in nutrients), and foods and drinks that are high in sugar will also be of great benefit.

Brushing teeth twice a day - early morning and last thing at night - with a fluoride toothpaste and flossing regularly is an absolute must whether pregnant or not!

• Put all of the cake ingredients, minus the coffee, into a large mixing bowl and beat together until smooth.

Regional News The Bahamas: ‘Further concerns’ on Scotiabank downsizing Digicel held a press conference to announce recent launch of LTE network

Digicel launches TCI’s first and only LTE network DIGICEL TCI held a press conference on Wednesday (March 25) at Blue Haven in Providenciales to announce the launch of its LTE network and to present the company’s new CEO. With speeds up to 20 times faster than any other mobile network on the island, LTE from Digicel will allow customers to download, share and stream all their favourite movies, videos or music in a matter of seconds without any buffering.

In addition, with 94 percent population coverage, Digicel customers can enjoy these blistering speeds from almost anywhere on Providenciales, Grand Turk and North Caicos.

The remaining islands will be covered in the near future.

To mark the launch, Digicel is giving customers a chance to experience the fastest network with deals on the latest LTE smartphones.

Post-paid customers get 5GB of data and voice for free for one month with handsets being offered for free on specific voice plans.

Prepaid customers will get 3GB of data for free for one month.

Customers will also be able to benefit from radio and Netflix.

Changes made to immigration regulations SEVERAL alterations to TCI’s immigration regulations have been put in place including updated forms and fee structures.

The Ministry of Border Control and Labour issued a press release on Monday (March 23) listing the changes.

Firstly the following forms will now be used during the application, processing and issuance of PRC’s in the investor category - application form for permanent residence, application form for certificate of undertaking, and certificate of undertaking to grant a permanent residence.

There is an amendment to the visa list of countries indicating the countries and territories whose nationals do not require a visa for entry into the Turks and Caicos Islands.

And finally there is an amendment to the list of fees.

“The objective of the revision is to provide clarity, and in so doing, significantly reduce subjectivity

when work permit applications are submitted for occupations/positions that are not listed in the current fee structure,” the release read.

The fees have been amended to reflect an adaptation of a list of occupations identified by the International Labour Organisation’s International Standard Classification of Occupations (ISOC) and the appropriate fee that is to be charged with respect to each work permit.

Also a revised fee scale detailing the various occupations in each scale, including a miscellaneous category for occupations that are not listed in the new fee scale They have also been amended to reflect changes in fees payable by statutory bodies, registered charitable organisations, non-profit, civic and sporting bodies, a nonrefundable repatriation fee and deposit that is payable when a new (first time) work permit is approved, and a non-refundable repatriation fee and deposit.

SCOTIABANK (Bahamas) imminent restructuring is causing “further concerns” for unemployment and the commercial banking industry, amid suggestions the institution was reviewing the future of up to eight branches.

The bank’s top executives were tight-lipped on the downsizing specifics, and potential level of job losses, declining to divulge details when contacted by Tribune Business.

This newspaper understands that the Bahamian subsidiary is waiting for Scotiabank’s Caribbean regional headquarters, and Toronto head office, to give final approval for the restructuring plan it has submitted to them. This approval is expected imminently, Tribune Business sources on Tuesday suggested the bank was assessing the futures of up to eight branches spread throughout the Bahamas, including three in New Providence.

“I heard they were planning on closing eight branches and letting go an unspecified number of staff members,” one source said.

They said that the New Providence branches set to be impacted were those at Caves Village, East Street South and Soldier Road, and the British Colonial Hilton.

However, another source described this number, and the branch names, as “not entirely accurate”.

Scotiabank was also said by some sources to be considering the future of several Family Island branches, including those in Eleuthera and Long Island, although others suggested any changes here might involve a reduction in staff working hours.

There are suggestions that Scotiabank was reviewing the future of up to eight branches in the Bahamas.

Scotiabank (Bahamas) top executives are unable to comment until the restructuring plan is finally approved, Tribune Business understands, and because there is an established process to follow.

They have to brief, and deal with, both the Government and regulators (chiefly the Central Bank), and also have to inform impacted staff before making any public announcement as per corporate protocol.

However, Scotiabank’s plans have raised further alarm over the commercial banking industry’s future, following significant staff lay-

offs and retrenchments by its fellow Canadian-owned banks, Royal Bank of Canada and CIBC FirstCaribbean.

“Obviously, it’s a further concern for us in terms of the domestic banking industry and what all this contraction will mean in the end,” the FNM’s deputy leader, KP Turnquest, told Tribune Business.

“There’s a pool of qualified Bahamians that now find themselves displaced, and with all the contractions at the other banks, there is not a ready market for them to reenter. We have to figure out ways and industries for them to be employed.”

The outbreak, which started in December 2013 in the French Caribbean territory of St. Martin, has now affected most of the countries and territories in the Caribbean and Americas.

Bahamas’ minister being investigated by police EMBATTLED Progressive Liberal Party (PLP) MP for MICAL V Alfred Gray has been relieved of his Cabinet post as minister responsible for local government amid a police investigation into allegations that he used his power to interfere with the judicial process.

However he still retains his post as minister of agriculture and marine resources.

Prime Minister Perry Christie made the announcement in the House of Assembly on Wednesday morning.

“In reference to the allegations recently made against Minister Alfred Gray, the member for MICAL, I am advised that the honourable attorney general has referred the matter to the Royal Bahamas Police Force for a thorough investigation,” Mr Christie said. “As a result of this development, Minister Gray has invited me to relieve him of his ministerial responsibility for local government pending the outcome of the police investigation.

“In all the circumstances, I consider that this is the correct thing to do.”

Australian podiatrist found stabbed to death in Bahamas AN Australian podiatrist who invented a successful line of orthotics was found stabbed to death yesterday in an exclusive Bahamian gated community, police said.

Police reported they found the body of Phillip Vasyli, who invented Orthaheel orthotics, with numerous stab wounds after being called to Old Fort Bay, a high-end community just west of Nassau, the Bahamas’ capital.

Investigators said they believe the internationally known podiatrist had been dead for several hours before police were called.

Vasyli owned two homes in Old Fort Bay and had an office in the community’s medical centre.

THE United Kingdom has extended provisions of the Copyright, Designs and Patents Act 1988 to the Cayman Islands. The Act is applied by the Copyright (Cayman Islands) Order 2015, which was passed by the U.K. Privy Council on March 19.

Copyright in the Cayman Islands is provided under the U.K. Copyright Act 1956, which was repealed and replaced by the U.K. in 1988, but the 1956 Act remained in force in Cayman.

The Copyright Order revokes the application of the 1956 Act with respect to the Cayman Islands and replaces it with the extension of the U.K.’s 1988 Copyright Act. The aim is to enable Cayman to offer modern intellectual property protection for copyrights in line with those in the United Kingdom and other countries of the European Union.

The U.K. Act will not apply to Cayman in its entirety. Certain sections have been excluded or amended at the request of the Cayman Islands government, as detailed in the 17-page order.

“Cayman’s intellectual property legislation - the big three of which are copyrights, patents, and trademarks affects all commerce, from financial services to creative endeavours,” said Minister of Commerce Wayne Panton in a statement issued by his ministry this week.

He said that for an inordinately long time, successive governments have heard from local entrepreneurs, artists, and potential investors who need the security provided by stronger intellectual property protection to safeguard their works, engage in the development of new business or to relocate business to Cayman.

“These persons recognise the importance of having IP rights. They also understand that having those rights also means exercising the responsibility to uphold them, by not infringing upon the rights of others,” he said.

The extension of the U.K.’s 1988 Act is the first step in the modernization of copyrights in Cayman and a significant piece of Cayman’s wider IP modernization

initiative.

“Without the extension, Cayman still would be bound by the UK’s 1956 Copyright Act.” Minister Panton said. “To put this into perspective, let’s look at copyrighting for music alone, and think about how music is made and distributed today. There was nothing like digital sampling, or digital music downloading to mobile phones and tablets, back in 1956.”

Government regards the IP modernization initiative as be the “backbone” of efforts to develop the information technology sector in Cayman’s economy, according to the statement.

The Copyright Order will come into effect once the regulations have been finalized and issued anticipated for the third quarter of 2015.

There will be a period of at least six months before the order enters into force to allow the Ministry of Commerce to conduct a public education campaign and to make necessary arrangements for local implementation, the ministry said.

Bahamas 6.7% tourism growth to lead region The Bahamian tourism industry will generate the greatest GDP and employment growth of all Caribbean destinations in 2015, a global travel body has forecast, despite Baha Mar’s decision to postpone Friday’s planned opening until May. Speaking to Tribune Business before last night’s announcement, Robert Sands, the developer’s senior vice-president of government and external affairs, said the World Travel and Tourism Council’s (WTTC) research showed the Bahamas was “regaining its preeminent position in tourism”.

The WTTC findings, released early this week, ranked the Bahamas 18th out of more than 180 nations for real growth in the tourism industry’s direct contribution to 2015 gross domestic product (GDP).

The Bahamas’ projected growth rate of 6.7 per cent was some two percentage points higher than the next Caribbean destination, Jamaica, at 4.7 per cent.

This nation also led the way in real growth in tourism’s direct and indirect contribution to 2015 GDP, standing at 19th spot in the world with 6.3 per cent - a rate 2.2 percentage points higher than Jamaica’s.

The WTTC also ranked the Bahamas as the Caribbean leader for tourism’s increased contribution to overall employment. The sector’s direct and total contribution to job creation is projected to increase by 5 per cent on both counts, respectively,

in 2015.

Whether those projections will be subject to change, given that Baha Mar has moved its opening date back again - this time from March 27 to the first week of May - is unclear.

The WTTC forecasts, though, are clearly heavily reliant on the $3.5 billion developer to come through with its hotels and 5,000 permanent jobs.

Mr Sands, commenting on the WTTC report obtained by Tribune Business, told this newspaper: “What is positive is that the Bahamas is regaining its preeminent position in tourism, and that augurs well for the destination and Baha Mar.” He added that the WTTC was likely accounting for Baha Mar’s opening to generate much of the forecast growth, and added: “I firmly believe that what this says is what the Bahamas has been speaking about for a long period of time.

“A product improvement, investing in hotels, investing in all forms of training for Bahamians, will help the Bahamas rebound, and we saw indications of that in the results for the end of 2014 and beginning of 2015.”

The WTTC projections suggest the growth generated by Bahamian tourism in 2015 will exceed the average expansion rate generated by the sector over the next 10 years.

The report forecast: “The direct contribution of travel and tourism to GDP in 2014 was $1.683 billion (19.4 per cent of GDP). This is

forecast to rise by 6.7 per cent to $1.795 billion in 2015.

“This primarily reflects the economic activity generated by industries such as hotels, travel agents, airlines and other passenger transportation services (excluding commuter services). But it also include the activities of the restaurant and leisure industries directly supported “The direct contribution of travel and tourism to GDP is expected to grow by 3.5 per cent per annum to $2.533 billion (23 per cent of GDP) by 2025.”

Looking at the so-called ‘bigger picture’, the WTTC report predicted: “The total contribution of travel and tourism to GDP (including wider effects from investment, the supply chain and induced income impacts) was $3.784 billion in 2014 (43.6 per cent of GDP), and is expected to grow by 6.3 per cent to $4.024 billion (45.4 per cent of GDP) in 2015.

“It is forecast to rise by 3.5 per cent per annum to $5.656 billion by 2025 (51.4 per cent of GDP).”

In other words, the Bahamas is set to become more - not less - reliant on tourism.

When it came to Bahamian employment, the WTTC report added: “Travel and tourism generated 51,000 jobs directly in 2014 (27 per cent of total employment), and this is forecast to grow by 5 per cent in 2015 to 54,000 (28 per cent of total employment).

Jolie, 39, carries a mutation of the BRCA1 gene, which sharply increases her risk of developing breast cancer and ovarian cancer. Her mother was diagnosed with the latter at age 49 and died seven years later.

Germanwings plane crash: Copilot 'wanted to destroy plane' THE co-pilot of the Germanwings flight that crashed in the French Alps, named as Andreas Lubitz, appeared to want to "destroy the plane", officials said.

Marseille prosecutor Brice Robin, citing information from the "black box" voice recorder, said the co-pilot was alone in the cockpit.

He intentionally started a descent while the pilot was locked out.

Mr Robin said there was "absolute silence in the cockpit" as the pilot fought to re-enter it.

Air traffic controllers made repeated attempts to contact the aircraft, but to no avail, he said.

Passengers could be heard screaming just before the crash, he added.

The co-pilot, now named as Andreas Lubitz, 28, was alive until the final impact, the prosecutor said.

The Airbus 320 from Barcelona to Duesseldorf hit a mountain, killing all 144 passengers and six crew, after an eight-minute descent.

"We hear the pilot ask the co-pilot to take control of the plane and we hear at the same time the sound of a seat moving backwards and the sound of a door closing," Mr Robin told reporters.

He said the pilot had probably gone to the toilet.

Scientists found 90% of babies under one suspected to have the virus died - compared to some 65% of adults across Guinea, Liberia and Sierra Leone.

He said the co-pilot was "not known by us" to have any links to extremism or terrorism.

But he said German authorities were expected to give further information on his background and private life later.

Passengers were not aware of the impending crash "until the very last moment" when screams could be heard, Mr Robin said, adding that they died instantly.

Meanwhile, relatives and friends of the victims are due to visit the area of the crash.

Britain to boost Falklands Islands defences BRITAIN will spend £280m over the next 10 years on renewing and beefing up its defences of the Falkland Islands.

Defence Secretary Michael Fallon told the BBC “any future and possible threats” to the islands had to be taken into account.

The long-running dispute over the British overseas territory has been heightened in recent years.

Mr Fallon said the government was committed to protecting the islanders’ “right to remain British”.

Britain is to deploy two RAF Chinook transport helicopters to help the islands’ garrison to help mount a “swift and decisive response” to any “emerging incidents,” Mr Fallon told MPs. In a Commons statement, Mr Fallon said a review of the islands’ defences had found they were “broadly proportionate” to the current threat level - and personnel levels would remain at about 1,200.

But he said the government would be installing an enhanced communications system at the military headquarters at Mount Pleasant as well as putting in place plans to replace the Rapier air defence missiles when they go out of service at the end of the decade.

EBOLA is more deadly for young children than adults, an analysis in the New England Journal of Medicine suggests.

Scientists found 90% of babies under one suspected to have the virus died - compared to some 65% of adults across Guinea, Liberia and Sierra Leone.

Children are overall much less likely to catch the virus, but researchers say there is an urgent need for specialist care to meet their differing needs.

Meanwhile, a vaccine trial involving adult volunteers has begun in Guinea.

Ebola has killed more than 10,000 people across the three worstaffected countries of Sierra Leone, Guinea and Liberia in the last 12 months.

The majority have been adults - just one in five deaths involves a child under 15. But this outbreak has seen the highest number of young people infected of any in history.

By analysing data collected by local ministries of health and the World Health Organization, scientists were able to uncover previously unknown clues revealing how the virus affects different ages in distinct ways.

According to their records, which span from the beginning of the

outbreak to January 2015, about 80% of children under five with probable or confirmed Ebola died.

And the illness progressed more quickly in the young - they showed signs of the disease 72 hours before most adults did.

Prof Christl Donnelly from Imperial College London, who was involved in the study, said: “It is especially important that we get young children into treatment quickly.

“We also need to look at whether young children are getting treatment appropriate for their age.”

In contrast the study suggests that older children - from the age of 10 to 15 - had a lower fatality rate than adults.

Scientists say more research is needed to unpick the likely multiple reasons why all these differences exist.

They suggest babies may be more vulnerable to dehydration, for example, and therefore need fluids more quickly through a drip.

But there is still no specific drug treatment proven to work against Ebola.

In collaboration with the Public Health Agency of Canada and the company Merck, scientists in Guinea are working on a vaccine to protect those most at risk.

Australian woman squirts breast milk at police AN Australian woman allegedly squirted breast milk at a cop after she apparently became irritated by a police strip search, according to reports.

The 26-year-old, whose name has not been released, was charged with assault and refused bail in court Tuesday, Perth Now reported.

She had been arrested on a warrant and was taken to Rockingham police station,

where she was subjected to a body search and was naked from the waist up, the news outlet said.

Luxor government officials honored Sisa Abu Daooh, 64, on Tuesday for being an “ideal mother” by donning men’s clothing to polish shoes, according to Al Arabiya Net. Abu Daooh came forward with her story for Egyptian television networks last year.

While pregnant with her daughter, Houda, her husband died. She then wore a turban in place of her traditional hijab to find work without being a target by men as a working woman. She preferred it to begging

on the streets.

Her income supported her daughter and eventually her grandchildren.

“I preferred working in hard labour like lifting bricks and cement bags and, cleaning shoes,” Abu Daooh told Al Arabiya Net. “To protect myself from men and the harshness of their looks and being targeted by them due to traditions, I decided to be a man.”

She worked in neighbouring villages where no one would recognize her.

Her daughter says Abu Daooh wakes up at 6 a.m. to polish shoes at a train station in Luxor.

PRIME Minister David Cameron has apologised on behalf of the British government to victims of the contaminated blood scandal.

It came after a Scottish inquiry described the saga as “the stuff of nightmares”.

Thousands of people were infected with Hepatitis C and HIV through NHS blood products in the 1970s and 80s.

But the inquiry concluded few matters could have been done differently.

And it made only a single recommendation - that anyone in Scotland who had a blood transfusion before 1991 should be tested for Hepatitis C if they have not already done so.

There was an angry response to the report from victims and relatives who had gathered at the National Museum in Edinburgh to see its publication after a six-year wait, with shouts of “whitewash” after its conclusions were read out.

The contaminated blood scandal has been described as the worst treatment disaster in the history of the NHS, and was responsible for the deaths of hundreds of people, many of whom had been haemophilia patients.

Hundreds of those affected were in Scotland, which was the only part of the UK to hold an inquiry.

Speaking at Prime Minister’s Questions in the Commons, Mr Cameron said it was difficult to imagine the “feeling of unfairness that people must feel at being infected with something like Hepatitis C or

Ms Robison added: “While this was a UK - indeed international - issue, I hope that today’s report means that those affected in Scotland now have at least some of the answers they have long called for.”

The probe, which was headed by former High Court judge Lord Penrose, said more should have been done to screen blood and donors for Hepatitis C in the early 1990s, and that the collection of blood from prisoners should have stopped sooner. (BBC)

The bus, operated by the Murga Serrano line, was hit by three vehicles coming in the opposite direction - two buses and a truck.

The vehicle was carrying a delegation from the Christian organisation the Worldwide Missionary Movement, it is reported.

The accident took place before dawn on the Pan American Highway

near Huarmey, about 200 miles (320km) north of the capital, Lima.

“Initial investigations indicate that the driver who drifted into the opposite lane may have fallen asleep and collided with another bus,” Oscar Gonzalez, who was in charge of the rescue operation, told Reuters.

A FORMER high class call girl is suing an ex-boyfriend after he said she was not a prostitute.

Dr Brooke Magnanti — who achieved fame as blogger “Belle de Jour,” writing about her experiences as a $500 an hour call girl — is taking the legal action in Scotland, reports the Independent.

It may be the first time in legal history a woman has sued for not being called a prostitute.

It is thought the case is against an ex, Owen Morris.

He began a legal action against her in 2013, claiming he did not believe that she was a prostitute when they were together in a relationship.

She in turn has counter sued, claiming her reputation would be damaged by doubt being cast over whether she was a prostitute.

Her blog spawned two bestselling books and a British TV series,

Dr Brooke Magnanti, who formerly went by Belle de Jour when she was a prostitute while she was a student, is suing her ex-boyfriend for saying that he didn’t think she was a call girl while they were in a relationship.

Magnenti is now a forensic scientist and writer.

She started writing her call girl blog in 2003, funding her life as a

Bolt and GB will fail in Rio 2016 – Infostrada predictions Rio 2016 will be a miserable Olympics for Usain Bolt and Great Britain.

That’s if the predictions of Dutch company Infostrada come to pass.

The statistics firm tracks events around the world in all Olympic sports, then converts those results into a formula

to predict who will win each Olympic medal.

At London 2012, Infostrada almost exactly forecast the British team’s total of 65 medals.

This time around, the latest update of its “virtual medal table” suggests the United States will once again lead the

way, ahead of China, while Britain suffers a spectacular slump -- and Bolt misses out on men’s 100m gold for the first time since 2004.

Team GB’s bosses have set a target of bettering their 65-medal tally from 2012. But Infostrada says they’ll do well to reach 45 in Rio. “It’s bad news,” admits Simon Gleave, head of analysis at Infostrada Sports.

“It’s because of the lack of events he has taken part in,” explains Gleave. “Bolt has competed in nothing that goes into this (formula) since 2013, whereas Gatlin has competed in a ton of events.”

In other words, Bolt’s preference for racing only on rare occasions earns him a penalty.

Gleave concedes that Bolt should, in reality, not be so easily written off -- pointing out that Infostrada also had Bolt missing out on gold at London 2012, a prediction that was blown apart in an Olympic record time of 9.63 seconds.

If Bolt competes, as expected, at this summer’s World Championships in Beijing, a gold medal there would be likely to restore his place above Gatlin in the rankings.

“In a way, that’s what makes this nice,” says Gleave, defending the system. “It’s dynamic, it changes all the time.

“If someone returns to the top, we can watch that happening over the weeks and months before the Olympic Games starts.”

Alonso says crashed McLaren had ‘a steering problem’ FERNANDO Alonso has rejected McLaren’s claims his pre-season testing crash was not caused by mechanical failure.

The double world champion, who missed the opening race in Australia earlier this month with concussion following the accident on 22 February, insists it was caused by a steering problem.

The Spaniard’s comments reopen the debate about why the incident happened.

McLaren have said they found no evidence that anything went wrong with the car.

Holyfield: Pacquiao will beat Mayweather because of boxing conspiracy THERE’S a conspiracy theory brewing in boxing. First, it was ESPN’s Stephen A. Smith who suggested that Floyd Mayweather Jr. could be robbed of a win over Manny Pacquiao because so many people are going to desire a rematch. Now, it appears Smith has gained an ally: Evander Holyfield.

In Holyfield’s mind,

Mayweather won’t beat Pacquiao -- because “boxing doesn’t want nobody to get out [of the sport] undefeated.” Speaking with Terence Moore of Sports on Earth, Holyfield -- a former world champion -- further elaborated on his conspiracy theory.

“They want to keep the money in the sport by doing things to make it happen this

way: Somebody beats the man, and then somebody beats the man who beat the man, and then somebody beats the man who beat the man who beat the man who beat the man,” Holyfield told Sports on Earth. “So I’ll tell you what’s going to happen, because it’s going to be a close fight.

Yeah, it’ll be close, and Pacquiao is going to get the decision.

Then it’s going to be a matter of whether Mayweather is going to fight again, whether he feels like he has made enough money to say, ‘I ain’t got to fight.’”

If that scenario were to play out, Holyfield doesn’t believe Mayweather would call it quits on his career, which would mean another fight -- with millions upon millions of dollars at stake

-- could potentially be on the horizon. According to Holyfield, that’s just how the system is set up. And it’s a system that undefeated fighters are unable to escape as undefeated fighters.

Well, Holyfield does have one idea for how an unbeaten boxer could leave the sport with his perfect record intact, but it involves “tricking” boxing executives.

Harrison retires for second time over effects of head injuries AUDLEY Harrison has retired from boxing for a second time after revealing he is suffering the effects of head injuries.

The 2000 Olympic superheavyweight champion says he now suffers from vision and balance problems, moodiness and irritability.

His decision was prompted by research into concussion and brain injuries, and after seeing medical specialists.

Cricket World Cup: Australia to meet Kiwis in final THE joint hosts of the cricket World Cup -- Australia and New Zealand -are set to meet in a dream final of the one-day tournament on Sunday.

NZ have played undefeated to the championship clash. Their latest victims were South Africa in the semi-finals.

Australia booked a chance to regain the crown they held between 1999 and 2011 after beating defending champions India in Sydney by 95 runs.

Michael Clarke’s men posted a total of 328-7 , largely thanks to Steven Smith’s century, with India only able to muster 233 all out in reply at the Sydney Cricket Ground.

Now Clarke will lead his side into the final in Melbourne looking to secure a record fifth World Cup title and avenge its defeat to the Kiwis earlier in the competition.

Corry: ‘RFU chief executive right to criticise England’ England’s fourth successive secondplace finish in the Six Nations was not good enough, former captain Martin Corry says.

Corry supports Rugby Football Union chief executive Ian Ritchie’s decision to call the performance “unacceptable”.

World Cup-winning England coach Sir Clive Woodward said Ritchie’s comments were “a massive own goal” and had undermined team boss Stuart Lancaster.

But Corry told BBC Radio 5 live: “It was a disappointing performance.”

The former Leicester number eight was a member of Woodward’s victorious 2003 squad, and captained England when they reached the World Cup final again four years later, losing to South Africa in Paris.

Lancaster’s side finished runnersup to Ireland on points difference in this year’s Six Nations, despite beating France 55-35 in their final match on Saturday.

Wada boss laments Armstrong charity ride ‘ambush’ LANCE Armstrong should not “ambush” this year’s Tour de France by taking part in a charity ride, says the director-general of the World AntiDoping Agency, David Howman.

Ex-footballer Geoff Thomas has asked Armstrong to join a ride along the race route, despite his lifetime doping ban.

Thomas is hoping to raise £1m to help fight blood cancer.

“It’s disappointing Armstrong should take centre stage in an event which he cheated in so often,” Howman said.

“He’s welcome to try to save lives. I don’t think he should be ambush marketing an event which is far superior to what he is doing.”

The charity ride will follow the same route as the Tour, a day ahead of the race.

The live gate for the long-awaited 2 May showdown at the MGM Grand Garden Arena will yield $74m from the sale of roughly 15,000 tickets, ESPN.com reported on Monday.

That’s greater than the top three gates in Nevada boxing history to date – for Mayweather’s fights with Canelo Alvarez ($20,003,150) and Oscar De La Hoya ($18,419,200), and Lennox Lewis’ rematch with

James could drive Love to join Knick KEVIN Love’s future in Cleveland is more uncertain not only by the day but by the latest social media postings from LeBron James.

Love may very well be back on the open market as a free agent this July, which is good news for Phil Jackson, who has available cap space and just about 12 available roster spots to fill.

In theory, a high draft pick, a healthy Carmelo Anthony and the addition of Love is a huge upgrade over what the Knicks are throwing out on the court these days.

The Knicks are the type of bigmarket team that appeals to Love.

The Lakers and Celtics would also be in the mix if Love decides not to return to the Cavaliers after just one season as the third wheel in Cleveland.

There are several hurdles, of course. Love and Knicks assistant coach Kurt Rambis didn’t exactly hit it off when Rambis was Love’s coach in Minnesota. Love was also not a huge fan of the triangle offense.

Similarly, Jackson has to be

confident that making a huge investment in Love is the right call since Love seems unhappy in Cleveland despite finally playing for a winning team.

Love is viewed by some as an aloof player who alienated teammates in Minnesota and is now doing the same in Cleveland.

More troubling is that Love has struggled in his reduced role even while the Cavs will likely finish with the second-best record in the Eastern Conference and are the odds-on favourites to reach the NBA Finals.

Being a third option never seemed to be an issue with the great Lakers, Celtics and Bulls championship teams. James Worthy was a perennial All-Star playing alongside Magic Johnson and Kareem Abdul-Jabbar.

Tony Parker and Manu Ginobili never obsess over being the second or third guy behind Tim Duncan.

And most recently, Chris Bosh willingly accepted his new role in Miami with James and Dwyane Wade and was rewarded with four

straight trips to the NBA Finals and two championships.

But in Cleveland, where LeBron is still LeBron and Kyrie Irving has blossomed into one of the league’s top point guards, Love is the outsider.

Love’s next move may depend on how the Cavs fare in May and June.

But if you read the tea leaves, or in this case James’ tweets, Love may be leaving as fast as you can say “Andrew Wiggins.”

In February, James seemed to be addressing Love’s attitude and role when he tweeted: “Stop trying to find a way to FIT-OUT and just FIT-IN. Be apart of something special! Just my thoughts.”

Recently, James posted a photo on Instagram that he referred to as “Clique Up!!” The picture included James, Irving, Iman Shumpert, J.R. Smith, Tristan Thompson and Timofey Mozgov. Conspicuously absent from the picture? Love.

Almost 40 students and teachers from North Caicos are now better swimmers.

Dozens of North Caicos students receive level 1 swimming certificates ALMOST 40 North Caicos high school students and teachers are now capable swimmers and they have level 1 certificates to prove it.

The students and teachers competed in the four-session course from January to March under the guidance of voluntary instructors:

Ben Stubenberg, Kevin Bethel and Chloe Zimmermann.

The trio taught basic water safety and survival skills, as well as swim strokes.

After floating sessions the participants progressed to glides, kicks, proper arm strokes and hips

techniques.

A release from the TCI Swim Federation stated that the instructors: “Were impressed with the overall enthusiasm of the group and commitment to improving.”

The Vice Principal of Raymond Gardiner High, Anthony Hislop,

was instrumental in seeking help to get a swim and survive programme started. He coordinated the activities in North Caicos, while Provo residents David and Elizabeth Stone generously donated ferry tickets for the instructors to travel to North Caicos. Marco Travel and Charlton

Gardiner organised and donated bus transportation for the students to get to Sandy Point beach—the location where the training took place.

The TCI Swim Federation and Naniki Sports Adventures contributed to the celebratory beach BBQ at the last session.

Over 500 participate in FortisTCI Spring Fun Walk and Run

OVER 500 health-conscious persons from the Providenciales Community took part in the seventh annual FortisTCI Spring Fun Walk and Run from the Fortis headquarters on the Leeward Highway last Saturday morning.

Along with the walkathon, participants competed in running and cycling.

Lofton Seymour and Rebecca Bernadine were the first male and female respectively to cross the 10K route while Verdieu Nore and Kebba Morgan were the first FortisTCI employees to complete the feat. All four took home a Nutribullet Pro 9000 to help them with their healthy lifestyles.

The first place cyclist was Cameron Thompson, who received a Sigma ROX 5.0 cycling computer, while Justin Parker was the first U-13 who crossed the finish line. For his achievement he received a Kindle Fire HD6.

Scotiabank had the largest corporate group (28 employees).

Due to this they were the recipients of gym bags and exercise goodies.

After the events, organisers opened activity stations, had health screenings and served the traditional TCI Saturday hot breakfast.

Predators bounce back to beat Police THE PABA Night League Marchmadness moved into high gear recently with teams showing a renewed sense of purpose in the playoff race. Not only are teams currently fighting to get into the top eight, but they are fighting for the top placements.

On Wednesday night two of the best this season, the Predators and the Police Badgers battled in a pivotal clash at the Gus Lightbourne Sports Complex court.

Predators bounced back after a Saturday night defeat to beat the Lawmen 62-58. Troy Saunders scored 12 points and grabbed eight rebounds for the winners, while Raymeko Smith led Police with 15 points, six rebounds and three assists.

Both teams have nine wins and two losses with the playoffs looming, they are in a three-way battle with the defending champions the GT Stallions (10-2) for the top spot.

On Friday night Police had defeated the Hustlerz 73-70 after Sandro Germain returned to form with 26 points and 14 rebounds. Ehlo Seymour too scored a double-double (13 points and 10 rebounds). Also picking up speed are the Stallions.

Over the weekend the Stallions won twice.

They got past the Coca Cola Classics 69-43 in the other Friday night clash after Enrico Smith and Tamaurri Lightbourne put in 16

TCIFA’s newest FIFA referee Gianni Ascani will officiate in his first high level competition from this Sunday to April 5th at the annual Dr Pepper Dallas Cup. The prestigious youth tournament (U13-U19) which will take place in Dallas, Texas, USA is set to attract club teams from all over the USA, South and Central America, Africa and Europe.

Ascani, who has developed nicely over the last year, is looking to learn from his first FIFA experience.

“I am honoured to represent the TCI and TCIFA at the Dallas Cup. I am currently investing as much extra time as possible to prepare myself and get fitter.

This includes extra running, and strength exercises, analysis of game situations, polishing my knowledge on the laws of the games, etc.”

The local referee who has officiated in PPL games, WFL games and United Soccer League games (more than two years), had training stints in Barbados and Costa Rica through the TCIFA. His work ethics and commitment propelled the TCIFA to select him as their nominee for the FIFA referee list.

Local football president Sonia Bien-Aime said she is confident that Ascani will represent the TCI well.

“This is, no doubt, a great opportunity for Gianni and the TCIFA, as it gives our youth and senior officials something to aspire to. As Gianni enters an arena with other professional referees from around the world, we have every confidence in him that he will represent the Turks & Caicos Islands and the TCIFA very well.”

The Saunders and Co. Owls made light work of the Sailrock Lobsters to win the Bantam Division trophy.

Provo Hockey League:

Sailfish, Owls and Flames win titles THE Scotiabank Sailfish, the Saunders and Co. Owls and the BCQS Flames were crowned champions in the Novice Division, the Bantam Division and the Midget Division respectively when the 20142015 Provo Hockey League came to an end last Saturday at the Graceway Sports Centre in Providenciales.

The Owls won the title last season, but in the Mini Division (now Novice).

In the Bantam final, Carson Greatrex and Ronin Maclaren (also an assist) powered the Owls to a 5-1 win over the Sailrock Lobsters. The Owls were enjoying a 3-0 lead in the sixth minute, but Vijay Kalliecharan through a Jake Whent assist put the Lobsters on the scoreboard. That was as far as it got for the second placed finishers as Greatrex and Maclaren scored again in the second half to seal the win.

NOVICE FINAL The Novice Division produced some exciting clashes this season and the grand final between two of the most electrifying sides lived up to expectations.

It was a ding-dong battle between rivals the Sailfish and the Big Blue Thunder. Harry Schofield scored the opening goals for the eventual winners before strikes from Andrew

Beavis and Kurt River drew the game even at 2-2. The Sailfish’s Maddox Jones then scored the first of his five goals in the 12th minute of play, but Valentine Osmond pulled one back for the Thunders before the whistle.

In the second half it was a Jones and Rivers battle with both players adding four goals each before an 8-7 finish.

MIDGET DIVISION In the Midget Division final, a first-period fire was enough for the Flames to hold off the Gansevoort Gators. The Flames enjoyed a 5-1 lead after the opening period, but the Gators led by Gabriel DiotteJoly (with all of his four goals in the second period) came back strong.

In fact the Gators drew the game in the 15th minute, before Sean Karam and Orrin Campbell found the back of the net to propel their team to an eventual 9-8 win.

Credit should also go to the Flames’ goalie Sebastian Turbyfield, who according to the official stats saved 15 shots on goal. Sean Karam finished with three goals and one assist, while Liam Karam and Campbell added two each.

For the Gators Ricaldo Valcin assisted Diotte-Joly with two goals and an assist.

Forbes elated with first international goal

NATIONAL senior football captain Billy Forbes was elated with his first international goal for the Turks and Caicos Islands and he promises a lot more in what is hopefully a very long career.

Turks and Caicos away-leg against St. Kitts and Nevis proved that our side has developed a lot since our first official FIFA competition 15 years ago. At that time we could not penetrate our opponent’s defence and lost 14-0 on aggregate to the said team.

This time around we showed

pockets of fight and even opened the home team’s weakness with Forbes orchestrating the majority of our attacks.

One such time he lobbed the ball into the net after a goal keeping lapse.

TCI’s development also showed with a number of other players who supported Forbes and those who had to fight off relentless attacks from the aggressive home team.

Towards the end of the game our defence broke down resulting in quick goals by the opposition and

a 6-2 finish.

Forbes pointed out that the team also needs to work on its development. “We have a good group of guys, we can play with anyone, but we need to focus for 90 minutes. We make mistakes, we’re not perfect, but we know our mistakes and will fix them.”

In reference to his first goal in his fifth international game for the TCI, the 24-year-old San Antonio Scorpions forward said: “It feels good because all my hard work is paying off overseas and at home.”

TCI set for group ‘B’ battle in CONCACAF Beach Soccer Championship TURKS and Caicos will meet Mexico, Trinidad and Tobago and Guadeloupe in a group ‘B’ battle of the CONCACAF Beach Soccer Championship from this Saturday to April 4th in El Salvador.

TCIFA’s Executive Committee member responsible for Beach Soccer Tamara Hall noted that: “The TCIFA and its Beach Soccer Standing Committee are overjoyed to have the TCI Men’s National Beach Soccer team entering into this year’s Beach Soccer World Cup Qualifying tournament. Our national team is comprised of many young and enthusiastic players with a deep passion for the game, and I believe that this, along with their skills, will be the driving force towards our

success.”

In preparation for the tournament, the number of practice sessions increased and intensified. Adding to this FIFA certified Beach Soccer Coach, Eduard Loewen, was invited for a second time to host a beach soccer course in mid-March.

A release from the TCIFA indicated that: “the team worked on defence patterns, defending and attacking corners, and defence formations. The course also included informative outdoor interactive training sessions and games. Special attention, in this regard, was given to the technical and tactical aspects of the game.”

TCI will open against Mexico from 19:00h on Saturday evening

before a game against T&T on Sunday afternoon (15:15h) and a clash against Guadeloupe on Tuesday afternoon (16:30h).

A total of 16 countries are competing in the tournament. The two top teams from each of the four groups will advance to the quarterfinals. The winners will then progress to the semi-finals and the two finalists will compete for advancement into the 2015 FIFA Beach Soccer World Cup, set for Portugal this July (9th-19th).
