THE DEVELOPMENT of another mega luxurious hotel and resort is in the pipeline for the Turks and Caicos Islands. The W Hotels chain of resorts is gearing up to replace the Toscana in Coral Gardens on Grace Bay, Providenciales. The development of the hotel, although still in its early stages, is expected to boost the tourism and hospitality industry according to Premier Rufus Ewing. The hotel and resort will be constructed to the tune of $100

Ewing told the media that a demolition exercise was already carried out to remove the old Toscana hotel to make way for the new hotel. “The old building has been demolished and the site cleared to develop the new building there. “Their development is subjected to some changes made recently to the law to go above seven storeys and they are going through the process as well, and hopefully they will be submitting their final documents to planning for approval.” The Premier noted that the new development means a lot for the country. “We typically have not had the traditional EP style American brand hotel in Turks and Caicos and this will be the start of where we go down the road of EP style hotels along with condo hotels to increase our flexibility and brand. “And that’s why we’re trying to stick with the luxury brands of the EP hotels as opposed to the traditional brands…so that at least we can promote and market ourselves as a high-end luxury destination.” If all goes according to plan, developers of the W Hotels will commence construction and remodelling of the Italian themed Toscana resort which was put on ice in 2008 following the US credit crunch. The Toscana hotel project was headed by City Bay developers who fell through on funds to complete the development of the beach front hotel and resort in the Bight. According to reliable sources the project is still under planning review. W has more than 46 hotels in 24 countries worldwide and has been ranked as one of the most deluxe hotel chains in the world.

Alarming crime rate must be addressed - PDA BY OLIVIA ROSE VIOLENT crime is increasing at an alarming rate in the Turks and Caicos Islands, according to the Progressive Democratic Alliance (PDA). The party in a media release this week said crime is escalating daily in numbers and violent intensity across the country. Leader of the PDA Oswald Skippings said: “A robbery just last week of a Chalk Sound resident in Providenciales left the victim lying unconscious on his door step. “He has since been flown to Jamaica and to date his condition has not improved.” Skippings said the prevalence of crime is having a devastating impact in communities nationwide. “No one who has penetrated the depressed communities, interacted with the armies of unemployed and abandoned youth and see and feel their unfortunate plight, can dispute or deny the fact that there is an inextricable synergy between escalating crime and the masses of unemployed youth throughout this country. “This unprecedented level of despair and hopelessness among the unemployed is a recipe for social disaster as the number of unemployed is constantly growing. “Unfortunately, the country is on the brink of hundreds of more high school graduates joining the swelling ranks of the unemployed in a matter of weeks as high school graduations take place.” Skippings said that while the minister of finance boasts of yet another surplus totalling over $10,000,000, absolutely no initiatives are being taken to implement work programmes to assist in alleviating this serious unemployment and crime problem. “I implore the Government to seriously consider the distressful plight of our people, especially our youth and put in place a comprehensive relief employment

programme until such time as government shows some prudence, patriotism and intestinal fortitude and replaces some current work permit holders with suitably qualified Turks and Caicos Islanders.” The party leader said that this initiative will go a long way towards solving the unemployment problem. “Other effective step that may be taken is for government to cease the indiscriminate issuance of further work permits without first insuring that capable locals Turks and Caicos Islanders are awarded some of these jobs.” Coupled with this Skippings contended that the Government should attract some new development to the Islands which would create new jobs and ultimately alleviate crime. “This is an accomplishment which this PNP government has not been able to pull off in almost four years in office, an anomaly that has never happened in the history of ministerial government in the Turks and Caicos Islands.”

Distribution of Crown land a ‘hot potato’ – Philips

GOVERNOR`S appointed member John Philips has suggested the establishment of an autonomous body to handle the distribution of Crown land in the Turks and Caicos Islands. Recently the House of Assembly debated the issue of access, ownership and affordability of Crown land for Turks and Caicos Islanders. During his contribution to the debate Philips said the issue of Crown land is a “hot potato” for any party in government since they will be undoubtedly accused of distributing land to their friends and family. He said: “It became very clear to me that Crown land is something that ministers or governments should not be involved in because it doesn’t matter what they do, if they issue Crown land there’ll be an opposition saying you’re giving it to your friends, if they don’t issue it there’ll be an opposition saying you never give it to us.” Philips noted that he is fond of the idea of establishing a Crown land

unit since it will avoid blame being cast on the Government. “As in independent body without political motivation, it’s actually safer from a political point of view to have someone else deal with it. “I personally feel we owe it to future generations to do our utmost to preserve Crown land and to that extent there should be no commercial development other than on a lease for a certain fixed time period and that in case in failure of the commercial venture or expiry of the lease that the land then return to the people of the Turks and Caicos Islands.” The issue of access, ownership and affordability of Crown land for Islanders has been highlighted in the House of Assembly by Opposition members who said the laws must be amended to give Islanders a piece of their inheritance. To this end leader of the People’s Democratic Movement Sharlene Cartwright Robinson brought her fifth motion which was seconded by the member Delroy Williams. The private motion sought to obtain a resolution from the House of Assembly to get the Government to

address and review the Crown Land Ordinance. The Opposition leader told the House that in November 2012 she extended the olive branch to the Premier to work with the Government in the best interest of the people specifically on legislation that was introduced by the interim administration. She said: “In fact, we listed Crown land legislation as top priority in our blue print/manifesto for review and amendment. “Now three and a half years later the law remains unaddressed and we are baffled that it did not receive the priority that it should have from this government. “This legislation when passed was offensive to many and while we understand the background of alleged abuse, misuse and mismanagement of land, we continue to find bits of the legislation offensive and an affront to the people.” Cartwright Robinson said that the country’s small land mass must be managed well. “I believe that the audit of Crown land is a must so that we can ensure as many persons as possible are able

to get a piece of their inheritance. “This calls for a comprehensive review and we are happy to hear that the Government for the first time today after three and a half years has addressed this law in the Premier’s ministerial statement. “I had the fortunate experience to speak with a promising young man who shared with me his concerns over the process where he was included in the recent casting of lots for land. “A whopping 500 plus applicants were said to have applied, and following a screening process the numbers were reduced to about 321 for 36 lots. “The names were placed in a container and persons were invited to draw names. I understand that additional names were drawn in the event that persons do not take up their offer for whatever reason. “They each had to pay a fee of $100 for a chance and this, Mr Speaker, is a raffle and gamble and our people deserve better.” The PDM leader said her party strongly believes that the ability to own land, a home or a business is an empowerment tool and for the

Government to continue on this path is nothing short of insulting and inhibiting. The Opposition leader underscored that while the reform and the law are necessary, certain provisions that are offensive should be amended. “We believe that the policy and law must be clear, must be followed, must be fair and transparent and it must afford an opportunity in a much more dignified and civil process than what transpires now.” Also weighing in on the motion, deputy leader of the PDM and Five Cays representative Sean Astwood pointed out some of the party’s greatest concerns as it relates to accessibility and affordability of Crown land for Islanders. He highlighted the clause that speaks to the “independence” of Crown land which places land under the Attorney General’s Chambers and the “lottery” approach to the grant of land. Cartwright Robinson said the party is looking forward to the amendments and promised legislation in July as announced by the Premier.

Taxi drivers protesting in front of Beaches

Local cabbies continue the fight for justice BY OLIVIA ROSE LOCAL taxi drivers say they will not relent until some intervention is made to restore a level playing field in the transportation sector. Several taxi drivers recently protested in front of Beaches Turks and Caicos in Grace Bay, Providenciales, after a small selection of drivers were given contracts by hotels to pick up and drop off guests. Speaking to the Weekly News during an exclusive interview, president of the Turks and Caicos Taxi Union (TCTU) Earle Barranco said the taxi drivers are seeking an amicable solution that will benefit all drivers. Barranco said since their protest there has been no further communication from the Government quarters or Beaches. “There has been no communication between the Premier and myself or the executive body TCTU, or the Minister of Transportation.” He noted that some drivers are still working despite the ongoing feud which has resulted in some drivers being able to make more money than others. Barranco revealed that currently the union is strategizing: “We can’t go back there and do the same thing, we will try and sensitise the public about our plight. “Beaches has no respect for us

and we will make sure that they respect our organisation, they are breaking the law.” Barranco said the recent statements released by Unique Taxi and Beaches executives on the matter is undermining the services and work ethics of drivers in the industry. He said: “We are group of intelligent hardworking individuals in the tourism industry who have our guests’ best interests at heart. “These accusations that they have published are pure lies and smear tactics trying to discredit TCTU drivers because we called them out for undermining and breaking the laws of the Turks and Caicos Islands, the Road Traffic Ordinance to be accurate. “Everyone must abide by the laws of the land, if not we will all end up in the depths of anarchy.” Barranco, who spoke on behalf of the group, said that before getting involved in the taxi industry members of the union were businessmen, managers, supervisors and top staff officials in the hospitality sector. “We’re not Beaches employees; we’re businessmen and want to be treated with utmost respect, the same that is afforded to Butch Stewart and his organisation. “We’re local businessmen and we want to be treated fairly here in our country.”

The union president called on Beaches to stop the public campaign, since, he said, it is casting taxi drivers in a bad light. “TCTU is fighting for fairness in the system, we’re protesting to protect all taxi drivers that our government saw fit to place on that taxi line. “We are fighting to end all contracts in the taxi industry so that all can make a living and take care of their families. “Contacts are wrong and must stop now; there are laws in the books that prohibit resorts or hotels and taxi drivers from entering into any contractual agreement.” Barranco explained that these contracts have a devastating impact on the taxi industry since they deprive 80 percent of taxi drivers from making a living. The union believes that the contractual agreement between Beaches and some taxi drivers is depriving them of a decent life. “This is the same as not paying TCIG minimum wage; it’s all about greed, plain and simple. “Greed on Beaches’ part and greed on the part of the drivers who engage in this nefarious act.” The taxi drivers union is calling on the Government’s swift intervention to address the issues and to take immediate action against those who disrespect the laws of the Turks and Caicos Islands.

Use it wisely

Put it to good use, and keep it visible. 1. Infrastructure, especially Grand Turk. All of the streets, especially Front Street. 2. Securing the salt ponds from overflowing onto the streets. 3. Improving the schools and hiring diverse educated teachers. 4. Bringing back arts and music into the schools.

How about a new police station, post office, fire house, etc (and not a multimillion dollar long term lease to the party faithful). Put the cops’ pay levels at a point that will attract decent officers, same with teachers. So many things we need.

All pretend

Nothing to be excited about. The financial year started April 1, 2015. The income creating the surplus came from unspent 11 months of budgeted funds. It all went into the sinking fund which was liquidated in mid-February this year, six weeks before the end of this financial year. Despite the fat fund and the using up of all of the 201516 surplus, the Ewing/Misick government was unable to pay down their debt leaving nearing $30 million more debt to be retired by the next government. This is why they are trying to borrow an additional $36 million for a new debt of nearly $66 million. All this to pretend that after 13 years they might do something and therefore win voters.

Lillian Misick and Shabaan Hoza retake the stand in SIPT trial

THE SIPT corruption trial of former government officials and others resumed on Tuesday (May 31) after its one week break with Lillian Missick and Shabaan Hoza retaking the witness stand for further cross examination by the defence lawyers. Missick, a former executive member of TCInvest, had previously testified on May 12 about the functions of the invest agency prior to its dismantling. As was the case the last time she was on the stand, the former head teacher got very cantankerous with a defence lawyer, at one point raising her voice very loudly at an exasperated Jerome Lynch QC lawyer for McAllister Hanchell. Throughout his questioning of her, Lynch had repeatedly questioned Missick’s credibility. The issue arose when Lynch was questioning Missick about a report produced just prior to the closure of TCInvest and how she came into possession of it. The report outlined obvious mismanagement and other issues which led to the dismantling of the agency. But Missick refused to answer the lawyer’s question, prompting him to ask her who she is protecting, to which she responded no one, adding that she is choosing not to answer his question about who gave it to her. At that point Judge Paul Harrison intervened asking her why she was not prepared to disclose who gave her the report. Missick responded that it was given to her in confidence, and she is not prepared to disclose the name of that person. She was then excused from the witness box for the lawyer to raise his objections with the judge. Lynch told the court that he does not consider Missick to be a witness of truth, that her credibility is an issue and that it was not up to her whether she will or will not disclose a name. When she was brought back on the stand, Judge Harrison asked her why she will not say who gave her the report, she reiterated that it was given to her in confidence and she will not betray that confidence. As such, Harrison did not compel her to disclose the identity of the person. Under further tense questioning about the agency’s failure and subsequent closure, Missick said she was not personally bothered when the investment agency was disbanded, but that others may have been affected. Lynch later put to the witness issues of management and who may have been responsible for the mismanagement of TCInvest, but he got no further than he did before, as the witness refused to give a clear

and precise answer to the questions, stating only that she takes no responsibility for its failure. He finally asked her who was responsible for the management of the agency, Missick replied - the chief executive officer. The CEO referenced is the late Conrad Higgs. The tense atmosphere continued when Lynch tried to get the witness to admit that with a new government the mandate of the agency would be changed and aligned with that government. The lawyer was drawing attention to the newly installed government of 2003 and their mandate of encouraging inward investment into the country. Missick finally responded after repeated prodding that she may have turned a blind eye and a deaf ear at that time. Further attempting to discredit the witness, Lynch then turned his attention to a letter which Missick had sent to then Governor Ric Todd on the closure of the agency. The letter, which was entered into evidence, was leaked to a news website Turks Journal and published on January 12, 2012. Lynch asked her how the news site got hold of the letter, and if she gave it to them. Missick would only reply that she did not recall. Following her examination, chief valuation officer Shabaan Hoza was recalled to the stand. Attorney-at-law Adrian Kane, appearing for Michael Misick, led the cross examination. Hoza had first appeared in court on May 5, but the cross examination had been postponed due to some difficulties with documents being submitted during the trial. During his questioning Kane attempted to bore holes in Hoza’s application of land valuation

principles to real life situations. At one point Kane put to Hoza that he had difficulty applying valuation principles in practice, and further seeking to establish that Hoza was incompetent in his role, the lawyer asked him why is it he relied on outside valuations to give him a general idea of what land in the Turks and Caicos Islands should

cost, even as he had already valued the land. Hoza’s testimony in chief, which he was taken through with SIPT Prosecutor Andrew Mitchell, was one of the strongest to date for the prosecution. In his examination in chief earlier in May, Hoza had spoken about the valuations he produced under the

I felt that since I am the son who works and sticks close to him at all times, he should leave the bulk of his estate to me because he knows that I can manage it and will distribute some of his assets to my siblings. The way I see it is that my siblings are sponging off the money my father and me make. We work hard and they live easy just waiting for handouts from my father. off and guess what, I jumped into a school of Portuguese man-o-war jelly fish. I was crying out so loud for paid that my father had to help me to get back into the boat and he applied lime just to help ease the pain as we returned to shore to get medical treatment. Upon arriving at the clinic, my father paid for everything and did not leave my side until I was out of danger. Bishop Williams, words cannot express how great I felt to have a father to take such exceptional care of me. I asked him: “Why have you taken such great care of me when I was so rude and somewhat disrespected you just moments before the jellyfish incident?” He replied: “Because you are my son, I will never stop loving and taking care of you.” I began to cry; so he hugged me and prayed for me. This was my first time being rude to my father and I want to ensure that it does not happen again, please advise me as to what can I do to be sure. Dear Bishop Williams, I am a 31-year old married woman with a loving husband and no children. Bishop, in my teen years, I had at least three abortions for three different men who told me they would marry me when I got pregnant. All ducked out on me, so I did not want to bring their child into the world. In my early twenties after seeing many of my friends dying from Aids and some were even murder, I decided to settle myself down, stopped drinking alcohol (Banana rum) and smoking marijuana and going to fish fry and sleep over parties. Bishop, this is a beautiful marital relationship and I got pregnant. Although not a Christian, I was thanking God for such a great pregnancy as the doctors checked out everything and said that the pregnancy was perfect. There were no complications at delivery, but low and behold, the baby was still born, dead. On the ward, I cried aloud uncontrollably and unconscientiously talked all my abortion business as I was feeling very guilty. Do you think that God was punishing me for all those abortions? FEELING GUILTY FOR ABORTIONS IN NASSAU Dear Feeling Guilty for Abortions, While I do understand the guilty feeling as it is natural in most of the similar cases that I have seen, you most definitely need experience pastoral counselling to assist you with the guilty feelings. You might need psychiatric help also. God works in a mysterious way and I do not think that he is now punishing you for the pervious abortions. History, as we have heard and read over the past two years again and again, as the world looked back to the horrors of World War One, consists not just of cold facts, baffle dates, changes of government and statistics but also of stories. Stories of heroism, tragedy, hope and endurance. Sometimes they may ‘just’ be a reminder of what life was like for ordinary people, 20, 30 or indeed 100 plus years ago. Grand Turk is a gold mine for stories, although I should hasten to add that I have heard and recorded some wonderful accounts and stories from older Caicos islanders, in my now 27 years in these Islands. Stories of survival and perseverance, be it during the 1940s in the face of hurricanes or detailed accounts of having to sail from Blue Hills to Grand Turk for provisions. Stories of ‘jumbi spirits,’ the uniqueness of Kew and accounts of an entire section of Providenciales submerged for weeks, following another hurricane, namely today’s upmarket Leeward. The list goes on. Back to Grand Turk. As I sit in a large SUV of a friend, following the aforementioned memorial service, we drive parallel to the beach opposite the library, slowly approaching the tourist board office. A group of youngsters is having the time of their lives jumping into the sea from a now defunct dock. Kids being kids - and for once not glued to some smart phone or other 21st century gadget. “This brings back memories,” says my friend and driver of said SUV, “every Saturday, we’d do this all day long. That was lots of fun.” There’s a sense of nostalgia in his voice as he no doubt contemplates his next day in the office, all the while remembering simpler times. So here is an invitation to my readers: If you, your father or mother, auntie, uncle, grandparent or perhaps just a friend, have a good story – let’s hear it. It doesn’t have to be profound or lengthy. If it contributes in any way to telling this country’s story, I am interested and I have no doubt - so will others. Here’s to telling the nation’s story!

Residents urged to quit smoking and abstain from tobacco use BY OLIVIA ROSE THE DEPARTMENT of Mental Health and Substance Dependence is advocating for residents of the Turks and Caicos Islands to abstain from all forms of smoking and other uses of tobacco products as the global community marks World No Tobacco Day. The Department of Mental Health and Substance Dependence in the Ministry of Health, Agriculture and Human Services joined the rest of the world in celebrating World No Tobacco Day on Tuesday (May 31). Department director Dr Alicia Malcom told the Weekly News that the department is increasing its sensitisation campaign in an effort to make both smokers and nonsmokers aware of the life threatening consequences of tobacco use. She said : “Every year since 1987, May 31 is set aside for this observance, the primary focus is to bring awareness to the fact that the use of tobacco and tobacco products has resulted in a world-wide health epidemic that is impacting most, if not all modern day societies.” According to the latest report

from the World Health Organisation (WHO), about six million preventable deaths occur around the world annually from smoking and the use of tobacco products, and from exposure to second-hand smoke of tobacco products. The majority of these preventable deaths are caused by cancer of the lungs, throat and mouth, emphysema and other respiratory diseases, all

attributable to smoking and other uses of tobacco products. The report warns that if the present trend in tobacco use continues, the number of people dying annually could increase to eight million by 2030. Dr Malcom said being cognisant of this, the Ministry of Health Agriculture and Human Services developed a Tobacco Control Ordinance which came into effect on April 1. She said: “This new law provides for stringent guidelines for the manufacture, sale, promotion, advertising and sponsorship of tobacco and tobacco products and was designed specifically for the preservation and the protection of the lives of our people from the ill-

effects associated with the use of tobacco.” On World No Tobacco Day and the days leading up to it, the department engaged in a number of activities to increase awareness about the dangers of tobacco. These included; airing of smoking quit tips via television and radio shows, special appearances on the popular local show Health Matters, and the distribution of smoking quit kits in recognition of this day. Quit kits are available for free in the lobby of the hospitals as well as all Government operated clinics. Tobacco use affects all human organs and is responsible for the development of several chronic non-

communicable diseases. Although data on the burden of chronic non-communicable disease in the Turks and Caicos Islands has been limited, it is clear that they are the leading cause of premature death in Latin America and the Caribbean. In this region they account for half of all deaths in people less than 70-years-old and two thirds of all deaths in general. The Turks and Caicos Islands national policy for 100 percent smoke free environments is guided by the World Health Organisation Framework Convention on Tobacco Control which was signed on June 16, 2003, and ratified on December 16, 2004, by the United Kingdom.

Hugh Malcolm to receive life service award FORMER Chief Medical Officer Dr Hugh Malcom is set to be presented with a life service award this June by the Native Men’s Fellowship. Along with Austin ‘Aussie’ Robinson, he will be given the accolade during a dinner ceremony at the Tropicana Supper Club. Dr Malcolm was born in South Caicos to proud parents Cornelia and Daniel Malcolm, where he grew up with his five number of siblings. His parents were firm believers that education is the key to success, so he left home at an early age to pursue a career in medicine. He achieved his goal and was one of the first indigenous Turks and Caicos Islander to become a doctor. After his return home in 1981 he worked at the clinic in South

Caicos until 1982 when he migrated to the Bahamas for a two-year period at the Princess Margaret Hospital. He then returned home in 1984 where he was based at the Grand Turk Hospital but at the same time servicing the island clinics of Providenciales and Middle Caicos. In 1987 he was appointed by Governor Bradley as Chief Medical Officer of the Turks and Caicos Islands. In 1988 Dr Malcolm had the distinct privilege to represent the Turks and Caicos Islands at the Ministers of Health Conference in London, England where the main focus was on the prevention and control of HIV and Aids. Dr Malcolm also represented the United Kingdom and Territories at the Pan American/World Health Organisation (PAHO/WHO) Directing Council meeting in Washington DC. In 1988 a commercial jet flight

from Puerto Rico to Miami was diverted to Grand Turk following a hijacking. Dr Malcolm successfully disarmed the hijacker and was

awarded the Queen’s Commendation for brave conduct as well as a citation from the FBI. During Dr Malcolm’s tenure as Chief Medical Officer from 1987 to 1997 the Primary Health Care Strategy was the main focus for the delivery of healthcare services in the Turks and Caicos Islands. All residents had access to these services, including secondary healthcare services, irrespective of their socio-economic status or ability to pay. For his outstanding and exemplary public service to the Islands and its people in the area of public health he was awarded the Member of the British Empire (MBE) in 1999. Today Dr Malcolm is the successful owner of a private medical practice and he continues to serve his country by serving on various public boards, however, one of his greatest achievements for which he is most proud is his role in mentoring and

motivating young Turks and Caicos Islanders to venture into the field of medicine. The Native Men’s Fellowship will present its Life Service Award 2016 at a dinner ceremony at the Tropicana Supper Club on 10 June at 6.30pm. Tickets are on sale and are available from the Fellowship for $60 for singles and $100 for couples. The organisers are also preparing a souvenir programme booklet and people can buy space in the booklet to say congratulations to the honourees. Businesses can also support by sponsoring a table at the dinner. Table sponsorships are going for just $500. The honourees will also be recognised at a church service at Paradise Baptist Church in Five Cays the following Sunday at 3pm.

Atlantic hurricane season started June 1 – La Nina may fuel most active season in three years ACCUWEATHER report experts are predicting an above-normal hurricane season this year with 14 named storms forecast for the Atlantic basin. Of those, eight are predicted to become hurricanes and four are predicted to become major hurricanes. Due to a combination of factors, this season is expected to be more active than any season in the past three years. Experts warn that those living along the Atlantic coast should be on alert.

AccuWeather Atlantic hurricane expert Dan Kottlowski said: “During the early part of the season, of course, we look off the southeast coast of the United States, where we’ve already had one with Bonnie, but we also look in the Gulf of Mexico especially the north western portion of the Caribbean into the Gulf of Mexico. “Those are two areas that we’re watching very closely and those are the prime areas.” For months, meteorologists have been monitoring the possibility

for the El Niño weather pattern to transition to a La Niña - a change that would have a significant impact on how active the season becomes. Earlier this spring, it was unclear whether or not this transition would occur, but experts say it is now looking more likely. La Niña is characterised by below-normal water temperatures in the Pacific Ocean near the equator. When this occurs, less wind shear is found in the developmental regions of the Atlantic, increasing

the potential for a higher-thannormal amount of tropical systems. “There’s even more information now strongly suggesting that there’s at least a 75 to 80 percent chance that we will go into a La Niña pattern,” Kottlowski said. “Historically, some hurricane seasons that have followed a transition from El Niño to La Niña have been very active. “It’s possible we could flip from one extreme to the other, from below-normal seasons the past three years to an above-normal year in 2016.” The 2015 Atlantic hurricane

season yielded 11 named storms in total, of which four became hurricanes and two became major hurricanes. Historical data also indicates that seasons which are active during the months of May, June and July have a higher likelihood of becoming a normal or above-normal season. Meteorologists are monitoring the north western Caribbean and eastern Gulf of Mexico for potential development next week. Should a storm develop, it will take the name Colin. Atlantic hurricane season runs from June 1 to November 30.

Economic development:

Which path? ECONOMIC development has to do with employing strategies to transform the economy and society in order to enhance the social wellbeing of its citizens by providing them with a higher quality of life. Caribbean societies, including the TCI, aspire to this goal and have tried different paths to achieve it. Industrialisation by invitation was attempted, where governments encouraged investment through incentives. This resulted in growth but not development. And, the state did not receive the returns on investment it anticipated. When measures were taken to secure a greater share of the profits, many companies left. This path had its short-comings. A form of this strategy still exists in some countries, including ours, where although it generates employment and improved living standards for some investors make demands that challenge the sovereignty of many countries. What is referred to as economic development is where supposed benefits trickle down benefitting only a tiny minority. Capitalism is the path that describes this strategy. Henley Morgan a Jamaican journalist says this widens the gap between rich and poor and excludes large numbers from contributing to the mainstream

economy. He quotes a former US Senator as saying that private enterprise cannot continue to prosper if a large element of the population is unable to buy its products. Another path, the mixed economy, gives the state a bigger role with a place for the private sector. But government’s involvement creates suspicions because of nationalisation later on. Private enterprise therefore seeks assurances for its profits, and investment. But there is the creation of a freeness mentality among people who see government as a gravy train, but contribute little. To bridge the gap between social groups some countries have turned to socialism where the state owns the means of production and guarantees social equality. This remains an unrealised ideal since many economies have faltered and returned to private enterprise as the development path. This has proven to be the most

prosperous development strategy. Imani Duncan-Price, in a Jamaica Gleaner article writes of the Scandinavian model of development describing it as caring capitalism which creates more equal societies with a blend of socialism with capitalism, and social-support through a market economy. She says the business environment is made to work for everyone resulting in all levels of businesses thriving, contributing to a caring society. For me this is a development path which is people-oriented, where government and other sectors align to create a system that works. What is the TCI’s economic development path? Encouraging foreign investment is important. Perhaps we now need to concentrate on social and cultural renewal, interwoven with our economic success to create a fair model that works for us.

No incentive to go green Dear Editor, Is FortisTCI really serious about green energy? We have been told many times that countries around us are producing fossil fuel emissions at a rate that is killing the coral and marine life alike, and have only to see some days FortisTCI pumping out lots of black smoke that I for my part was attempting in some small way, to alleviate. FortisTCI (last year) publicised its green support with something called the CORE programme. I, because I am a supporter of nature on this island, was very interested in this scheme (and went ahead at substantial outlay of $9,000) by getting about 1000 watts of power - not much but doing my bit. The idea is that your provider buys back the power generated at peak times and returns to the owner when they need it. The homeowner supplies the panels, the installation, the insurance, any extra meter boxes, the electrics, the storage system and their property. In reality FortisTCI supplies one connection because all supply infrastructure is already there or FortisTCI are obligated to supply that infrastructure no matter what. I was startled to learn that the price per kw hr that FortisTCI will

pay for anyone who joins this scheme is a mere 10 cents per kw hr (even though they will sell that very same power for about .36cents) per kw hr. So FortisTCI pockets 26 cents for each hour of generation whilst the owners after their substantial outlay get a meagre 10 cents. An analogy may be that your bank says they give you a return of 3.6 percent but actually only pays you one percent on your savings in a bank, and that to me sounds like a bank that will go bankrupt. How can FortisTCI legitimately claim to be green and serious about carbon emissions when what they are really saying is that we will make our money regardless of the environment? We will make our money regardless of the people of these Islands. To me, the homeowner getting .10 cents, and FortisTCI getting .26 cents for something the homeowner has to finance himself is nothing less than usury. It leaves no incentive for the people on these Islands to be beautiful by nature, because I think that is exactly what FortisTCI wants - no solar generation. Regards, Dave Smith, Providenciales

TCI takes New York by storm with food, dance and song SEVERAL local artists, both performing and culinary, are currently in New York to participate in Caribbean Tourism Week – showcasing the Turks and Caicos Islands dynamic culture through song, dance and exceptional cuisine. Prior to their departure earlier in the week for the June 1 to 5 lists of events, the TCI’s very own singing sensation Tess Charles gave a sneak

peak of her performance at FOTTAC in Grace Bay. During a brief mix and mingle event, attended by the Premier, the group’s sponsors and other officials, Charles and her vibrant dancers gave a teaser of the song and dance she will be performing at BB Kings in Times Square on June 5. The Tourist Board was instrumental in initiating Tess’s performance on the

international stage, and her preparation for the event was helped greatly by local performing artist David Bowen – who helped the ladies with the choreography of the dance routine. Some other locals who will be putting on a show at the New York bash are celebrity chef and the TCI’s culinary Ambassador, Nikita Skippings and The Palms Executive Chef Lauren Callighen.

Time to get exited! WE HAVE been trapped by terminal boredom ever since the interim government took the reins in mid July 2009, only two and a half years after the 2007 election. Excitement returned for a moment in November 2012. During the last four years boredom set in again. However we feel it is time to get exited once more. My colleague in columns, Oliver Mills, seemed depressed when he questioned why we have political parties in his musings last week. Had he been at my side at the National Governing Council meetings and other activities of the People’s Democratic Movement perhaps he would know why politics can be a good thing.

Why did the TCI return to power a party which was removed by Britain? Was this God’s plan? The PDM got more votes and easily won more at large seats. Had PDM been elected we might have a leader who twice tried in vain to lead in the past. A leader that found he was unacceptable to the people at large. Did God give the mess created by the PNP right back in their face? They could not blame anyone except

themselves. They asked for it! Then to solve the huge debt they laid it on the people’s backs with taxes while they assumed unearned royal status. This proved something. Whatever happened to the humility Christ provided by example? If this is too much to consider just look at the results of each party’s administration. We did have one party re-elected three times running until the third

term was stolen. The results of their two term administration are the present resorts and development bringing potential for income and infrastructure growth that came on line as they left office. A potential then squandered and used for personal gain bringing to the TCI a Commission of Inquiry. No real new development now until we re-establish a reputation for honesty and lower taxes. Four long years ran out slow for our people waiting for long overdue needs to be addressed. Four years ran out too fast for a party enjoying the highlife. Now they rush last minute to once more repeat the promises worn out for 13 years. Rush and announce projects that should have been at least managed to ‘shovel readiness’ many long years ago. What party’s leaders and associates are in the largest

corruption trial in the history of the Caribbean? Count the members of each party charged by the special investigator. Does it really matter who is paying for the trials costs? The TCI has paid and continues to pay every day in numerous other ways. Excitement is now raised as the opportunity arrives for choosing a path back to the honest government which has the skill and desire to serve all the people every day. Employment, business opportunities and a properly managed civil service can return if we choose not only the party with the right principles but the right people. Development can only return after the TCI’s reputation for honest government is rebuilt.

THIS year’s National Heroes Day memorial celebration placed centre stage one very special group of national heroes. Heroes that, no doubt, would have made the nation’s celebrated national hero James Alexander George Smith McCartney, very proud. While none of the hundreds of spectators would deny that the various political personalities, dignitaries (including the Premier, leader of the Opposition and Governor) and guest speaker Pastor Bradley Handfield delivered their greetings, remarks and speech with sincerity, their presentations were, somewhat inevitably, predictable. Having to focus on the theme of the day, ‘The power of oneness,’ it came as no surprise that emphasis would be paid by one speaker on the all-encompassing

message of the late National Hero, which superseded party politics, political affiliations or which side of the proverbial buoy one comes from. Meanwhile another highlighted the heroic actions of ordinary people confronted with extraordinary circumstances and yet another used the occasion to passionately criticise the divisiveness of party politics. However nothing moved the crowd quite like the stellar performances of the next generation of Turks and Caicos Islanders. It was Krishanah Williams’ acapella rendition of ‘Hero’ which first brought the crowd to their feet and tears to a few eyes. The national hero’s granddaughters Yalana and Amina then went on to delight and impress the audience with their reading of a speech their grandfather had given in 1979. All in all, from the Ona Glinton and Eliza Simons Primary School choirs,

the Helena Jones Robinson High School band to truly superb singing quartet from North Caicos’ Charles Hubert James and Adelaide Oemler Primary Schools, the unanimous opinion in the audience was that the children of the TCI not only stole the show but truly made the country proud. The event was rounded off by the superb marching past of Royal Turks and Caicos Police Force officers, cadets and youngsters of various local youth organisations. In the words of one local bystander: “This is the biggest such event we have had to date and it is so nice to see visitors from other islands, especially the school children from North Caicos. “JAGS was an impressive man, who had gone through the ‘university of hard knocks’ as he called it and today we celebrated and expanded on his vision - the empowerment of the people.”

Politicians remember JAGS McCartney ON MONDAY (May 30) the Turks and Caicos Islands celebrated national heroes with several activities to commemorate the life and achievements of the country’s first Chief Minister, James Alexander George Smith McCartney. Governor Peter Beckingham and other officials in the Government and the Opposition attended the annual commemorative ceremony in Grand Turk. Highlighting the vision of JAGS McCartney, the Governor encouraged politicians to look beyond the short term. “Last year I emphasised our national hero’s extraordinary energy and achievements in such a short life span, and wondered what he could have achieved were he still alive today. “This year I’d like to single out his vision for TCI. He was not a politician concerned only with the short term, but looked beyond the immediate to the longer term future of our country,” the Governor said. He continued: “He looked for the long term improvement of labour policy and the employment rights of workers. “He also had a vision of an independent

Turks and Caicos Islands, loosening its historic, traditional ties with the United Kingdom.” He stated that with the general election imminent, the people of the country should encourage politicians, other leaders in the church, public service and education to look beyond the short term and articulate their vision for the country. “It is easy to focus on the immediate, the quick road fix, or the next tourism development. “But what we need is a long term vision for Turks and Caicos, its place in the region, its relationship with the UK, its approach to citizenship. “These are all issues that JAGS McCartney did, and would have continued, to emphasise,” Beckingham said. Leader of the Opposition, Sharlene Cartwright Robinson in her remarks to mark the occasion called on citizens to be agents of change, while calling on all to remember the man that JAGS was, not as a superhero, but as a fighter. “Our hero did not wait for external sources to move him, he responded in love

for country, understanding that citizens have a responsibility to country but also a power that could change what they did not like and this was not achieved by sitting and complaining.” She added that today JAGS would be disappointed for many reasons, chief among them being the divisiveness in the country. “But I believe even above that he would be most disappointed about the fact that we have become professional complainers who refuse to use our powers to change what we do not like. “The truth is our hero taught that we are the agents of change: the people are and will always be the change that they wish to see.” She added that in coming together, the nation does not necessarily need huge numbers to effect change; change can be effected with just a few men, as McCartney showed. Leader of the Progressive Democratic Alliance, Oswald Skippings also paid tribute to the late founding father of the party he once led – the PDM. Skippings took to his Facebook page to sound the message that JAGS’s dream lives on, and that in fact it never died.

“Who is this man they called JAGS? How did he set us free? Questions from the mouths of those who are ill informed or blind and cannot see. “One ingredient of the makeup of the man called JAGS is that he had a will and a way to deliver his people from poverty and rags, so that our minds would no longer be in bondage and enslaved.” He added that JAGS insisted on higher education and if people were not qualified then they would be trained, and that he did not stop until better job opportunities for his people were obtained. “Hear these words of wisdom that I dare to tell, while in tribute you bade JAGS farewell, don’t ever let his fertile and potent dream of hope to die and never bade his impregnated, visionary dream goodbye, but let’s join hands across denominational and party lines, blacks, whites and people of all races and let’s unite in love and not in pseudo infatuation and build our country into one progressive and prosperous nation.” The PDA leader added that this was the essence of the right excellent James Alexander George Smith’s determination.

Keeping the garden safe for the children ONCE your toddler’s mobile there’s a whole new world for her to explore! But you’ll want to make sure she’s safe as she learns about the great outdoors. Here are our safety tips for when you’re out and about. Garden safety tips Never leave your toddler unsupervised in the garden. Make sure that you or another trusted adult is always around to keep an eye on her. Check that the area has no sharp objects, such as gardening tools or broken bottles.

Watch your toddler particularly closely if she’s playing in a paddling pool or near water. If you have a pond, fence it off, cover it securely or fill it in. Make sure your toddler can’t get out onto the road or into other gardens. Fix any gaps in fences and make sure that there are no exposed nails. If garden railings or hedges have openings wider than three inches, block them up with boards or safety netting. Create a separate pet area in your garden. If this isn’t possible clear up any mess before your toddler goes on

the grass. If you have a dog flap, make sure it’s locked when your toddler’s around. It may offer an easy escape route into the garden. Check your garden for poisonous plants and remove them or fence the area off. Even if you put them out of reach, the berries or leaves may fall on the floor. Berries can also be a choking

hazard. Don’t leave power tools, gardening implements or chemicals, such as weed killer and fertiliser, lying around the garden. When you’re having a barbecue, keep your toddler well away from the grill. If you have a sandpit, keep it covered. Otherwise, neighbourhood pets are likely to see it as their own

personal bathroom! Don’t forget to use a sunscreen with an SPF of at least 30 when the weather’s hot. Take extra care around plants with sharp thorns, such as Bougainvillea and Agave, and consider fencing them off or removing them. Bear in mind that gravel and small stones can be choking hazards for your toddler.

Fishing tournament TCI honours national festivities begin hero JAGS McCartney

THIS year marks the fourth annual Grand Turk Fishing Tournament and festivities begin this weekend. On Friday (June 3) the ‘Calcutta’ will be held at the Salt Raker Inn, Grand Turk, at 7pm. More than 70 raffle prizes will be up for grabs long with live and silent auctions, boat bidding and other activities. The event will help raise funds for this years supported cause, the TCI Community College. According to a press release: “Some incredible prizes are there for the winning, including weekend stays at some of the TCI’s top resorts, airline tickets, Flow smart phones, Flow credit, restaurant meals, jewellery, gas and shopping vouchers, marine electronics, clothing, and lots more.” Fishing begins at 5am on Saturday (June 4) with the weigh in at Governors Beach at

3pm sharp, followed by the ever popular fish auction at 4pm. Sunday fishing begins again at 5am with weigh in at 3pm, fish auction at 4pm and prize giving with Governor Peter Beckingham at 5pm. There will be live music, a DJ, local food and beverage vendors, Flow giveaways and other activities from 12pm on June 4 and 5. “So come along, bring the entire family and join in the fun and make this a record year, and help raise money for a great cause, TCI education and youth,” the release read. THE DOWNTOWN ball park in Providenciales was a hive of activity on Monday (May 30) as people came out in their numbers to celebrate the life of the late James Alexander George Smith (JAGS) McCartney. Many people turned out at the annual motorcade and family fun day that was put on by the Turks and Caicos Islands Taxi Union wearing their Turks and Caicos Islands colours and showing national pride, while cars and other vehicles were decked out in the national flags. The motorcade moved along Leeward Highway and all vehicles ended up at the ball park where families mixed and mingled from as early as 4pm. Later in the evening the crowd was entertained by stage performances by several influential ladies in local society, all of whom were decked out in their national dresses, as

well as the younger generation, who celebrated with dance and song. Other patrons were treated to a night of elegance and art at The Palms under the patronage of Premier Dr Rufus Ewing in honour of the late national hero. Held under the theme ‘Canvassing his legacy,’ participants were invited to artistically portray the late JAGS in art. Director of Culture Ludwina Fulford, who spearheaded the event, said that entrants included students, adults and even inmates from Her Majesty’s Prison, with one inmate winning in his category. An eye catching piece at the exhibit was that of a papier-mâché sculpture of JAGS with human hair follicles done by Dasharnia Gardiner. Gardiner, a student of the Hubert James Primary School, won in her category – JAGS the man himself.

The team attended the Caribbean Hotel and Resort Investment Summit (CHRIS) in Miami, Florida, from May 10 to 11, the Annual Caribbean Investment Summit (CIS), also in Miami on May 12 to 13 and the third annual Premier’s Roadshow from May 22 to 27 which saw the team visiting five major US cities over the time period. During their attendance at these events the Invest TCI team met with numerous investors, developers, government officials, major hotel chains and management groups as well as fellow investment promotion agencies from around the region. An investment opportunities presentation and cocktail hosted by Invest TCI as part of the Premier’s Roadshow in New York City proved to be particularly beneficial for the agency.

The private event saw the attendance of a dozen high profile investors who learnt more about the investment climate in the Islands and also met Premier Rufus Ewing who was present at the cocktail reception and opened the event. Representatives of Grace Bay Resorts were also present and were able to provide firsthand experience of operating a business on the islands. Latest forecast says hurricane season will most likely be near normal WITH just two days to go before the official start of the 2016 Atlantic Hurricane Season, the National Oceanic and Atmospheric Administration (NOAA) Climate Prediction Center is predicting this year will most likely be near-normal. But it says that forecast uncertainty in the climate signals that influence the formation of Atlantic storms make predicting this season particularly difficult. NOAA predicts a 70 percent likelihood of 10 to 16 named storms (winds of 39 mph or higher), of which 4 to 8 could become hurricanes (winds of 74 mph or higher), including 1 to 4 major hurricanes (Category 3, 4 or 5; winds of 111 mph or higher). While a near-normal season is most likely with a 45 percent chance, there is also a 30 percent chance of an above-normal season and a 25 percent chance of a below-normal season. Included in today’s outlook is Hurricane Alex, a pre-season storm that formed over the far eastern Atlantic in January. “This is a more challenging hurricane season outlook than most because it’s difficult to determine whether there will be reinforcing or competing climate influences on tropical storm development,” said Gerry Bell, Ph.D., lead seasonal hurricane forecaster with NOAA’s Climate Prediction Center. “However, a near-normal prediction for this season suggests we could see more hurricane activity

High- and low-activity eras typically last 25 to 40 years. In addition, El Niño is dissipating and NOAA’s Climate Prediction Center is forecasting a 70 percent chance that La Niña — which favors more hurricane activity — will be present during the peak months of hurricane season, August through October. However, current model predictions show uncertainty as to how strong La Niña and its impacts will be.

‘Voting no could open door to same-sex marriage’ in the Bahamas A VOTE against bill four may actually make it “easier to overturn the existing legal ban on same-sex marriage,” according to Constitutional Commission Chairman Sean McWeeney who has hit out at the “irony” of arguments launched by opponents of the fourth Constitutional Amendment Bill. His comments were outlined in a letter addressed to Bahamas Faith Ministries International Senior Pastor Dave Burrows, dated May 23, 2016. Mr McWeeney, QC, suggested that if those against bill four ultimately succeed in having it defeated, “it may indeed become a little easier – certainly not harder” for same-sex marriage to become law, something he said would be “a classic case of having to be careful about what you wish for.” He said bill four seeks to “tie the court’s hands” when it comes to interpreting what “sex” means in the Constitution, to be defined as “meaning male or female.” And

Haiti commission recommends scrapping disputed election results HAITI should abandon a flawed election and start from scratch, a commission set up to re-examine first round results said on Monday, a decision that could trigger protests and further delay the vote for the Caribbean country’s next president. The commission was established under the government of interim president Jocelerme Privert, who took office after protests led to a runoff being scrapped. The politically volatile nation has been without an elected president since February. The commission’s findings are not binding and it is the electoral council that must decide whether to follow its advice. “The presidential election should be organized all over again, because the whole election system screwed up,” said Francois Benoit, a former foreign minister who led the

commission. Privert urged the provisional electoral council to make good use of the report and emphasized the decision was not his to make. Benoit said the commission sampled 25 percent of polling station results in the October first round and found that almost a third could not be traced in the system. In many cases it appeared the same finger print had cast multiple votes. “We cannot blame the problems on a particular candidate but there was massive fraud,” he said, defending the commission’s work as “scientific.” Several foreign embassies have warned in recent days that the commission’s finding could lead to protests and instability, although the capital’s streets were quiet on Monday night. Brexit backer: Robert Hiscox, the former chairman of insurer Hiscox is hoping to return his company home, but only if the UK leaves the EU.

Insurance giant Hiscox might leave Bermuda if UK leaves EU THE former chairman of Bermudabased insurance giant Hiscox said the firm could move back to London if the UK votes to quit the European Union. Robert Hiscox, who chaired the firm for 43 years until 2013 and is now honorary chairman, told the UK’s Press Association the company had moved from London to Bermuda a decade ago because of the British tax and regulatory regime under the then-Labour government and the EU. Mr Hiscox said: “We don’t want to bring it back while we’re in the EU. If we leave, then it depends on the domestic regime whether we come back or not, but it’s possible.” He added, however: “But we love being in Bermuda. It’s a useful place. It’s close to the US where we do a lot of business and it makes us feel international. It’s not just a tax dodge.”

Jeremy Pinchin, the CEO of Hiscox Bermuda and Hiscox Re, yesterday distanced the company from Mr Hiscox’s statements on Brexit — and reaffirmed the firm’s commitment to the island. Miller subpoenaed in Trafigura case A HIGH court judge has ordered that a subpoena be issued for Opposition Leader Portia Simpson Miller in relation to the long-running Trafigura matter. Subpoenas are also to be issued for People’s National Party (PNP) members Robert Pickersgill, Phillip Paulwell, Colin Campbell and Norton Hinds. Justice Lennox Campbell ordered the subpoenas issued this week following a request from Director of Public Prosecutions, Paula Llewellyn, whose office is the designated authority

in mutual legal assistance matters. The subpoenas are expected to be issued by Thursday and all five will be required to be in court on Monday. Dutch Authorities want to question officials of the People’s National Party about a J$31-million donation by Dutch company Trafigura Beheer to the party in 2006. It is illegal for Dutch companies to donate to political parties. At the time of the donation, Trafigura had an oil-lifting contract with the then PNP administration.

The United Nations is showing the first signs of compromise over the Haiti cholera epidemic, after more than five years in which it has consistently refused to accept responsibility for a disaster that has claimed tens of thousands of lives. Groups working with Haitian victims have greeted the apparent shift in the UN’s position as a potential breakthrough in a crisis that has devastated one of the poorest countries in the world and sapped the credibility of the very organisation that was supposed to be helping it. The deadly bacterium was imported into the country in 2010 by infected UN peacekeepers who dumped contaminated sewerage directly into local rivers. Latest studies suggest that at least 30,000 people have died, with more than two million survivors of the illness. The UN’s olive branch comes in a letter from its second-in-command, Jan Eliasson, in response to sharp criticisms levelled against the UN leadership by the organisation’s own human rights experts. Five UN special rapporteurs on human rights wrote to secretary-general Ban Kimoon in March warning him that his dogged refusal to accept the UN’s role in bringing cholera to Haiti was undermining the world body’s reputation.

Since the cholera epidemic began in 2010 the disease has changed the lives of millions of Haitians.

In his letter, Eliasson replies: “The secretary-general and I are fully committed to ensuring that the organisation fulfils its human rights obligations.” Though he does not mention the vexed question of responsibility for the catastrophe, he does say he is willing to “engage further” in discussing ways in which the UN could do more to “assist the victims of cholera and their communities”. He even holds out the vague, though significant, promise that resources “could be fine-tuned or expanded as needed”. Beatrice Lindstrom, a staff attorney with the Institute for Justice and Democracy in Haiti

(IJDH) which works with Haitian cholera victims, said that “this looks like a potential breakthrough. For five years the UN has refused to engage at any level on this, but now for the first time they are acknowledging that they have human rights obligations and are ready to sit down and talk”. The letter suggests a dramatic change in tack by Ban. The top official’s position until now has been that the world body is protected by immunity from claims against it, even though the UN’s own treaties stipulate that “compensation commissions” should be set up to provide redress to individuals harmed by the UN’s actions.

Cayman Islands now spending millions per year on illegal immigrants THE amount the Cayman Islands government spends for the detainment, care, housing and repatriation of illegal migrants has increased from an estimated $270,000 in the 2013/14 budget year to $3.6 million this year. Adding the $1.75 million spent for the same services during last year’s 2014/15 budget, the government expects to have spent more than $5.3 million on services for migrants within the past 24 months by the time it reaches June 30. “In a nutshell, the numbers are up as evidenced by overflow to the civic centres,” said Ministry of Home Affairs Deputy Chief Officer Wesley Howell, referencing situations this year where the number of detained Cuban migrants has grown so large that the George Town Immigration Detention Centre can no longer hold them. Community centres in the eastern districts are being used to temporarily house migrants until a number of them can be sent home. To put the $3.6 million from the current 2015/16 budget year in perspective, that is more than government intends to spend over the next 18 months on rental assistance for needy Caymanians ($2.9 million);

However, if they make it to land, migrants would be given a chance to remain in the U.S. If the policy ends, there are fears that the “dry-foot” opportunity will end.

Brexit vote would cost British expats the right to live and work in Europe -Spain’s PM warns BRITISH expats could lose the right to live and work in Spain in the event of a Brexit vote, the country’s Prime Minister has suggested. Mariano Rajoy said “it would be very negative for British citizens” if Britain were to leave the EU, because they would no longer be able to move freely around Europe. More than 400,000 British citizens live and work in Spain, in comparison to 100,000 Spanish citizens who live and work in the United Kingdom, he claimed. According to UN figures, the number of British people registered as resident in Spain is 309,000, making it the most popular destination in Europe for British expats. Speaking to Spanish international news agency EFE, Mr Rajoy said: “I have no doubt whatsoever, as I have repeatedly stated, that it would be very negative if the United Kingdom left the European Union. Negative for everybody, for the United Kingdom, for Spain, and for the European Union. “But, above all, it would be very negative for British citizens: the European Union is based, ever since its foundation, on the principles of freedom of movement of people, goods, services, and capitals. “Leaving the European Union would mean that British citizens

NY man release without bail after beating wife’s would-be rapist to death A NEW York man has been charged after authorities say he beat his wife’s would-be rapist to death with a tire iron. Police initially recommended Mamadou Diallo be charged with manslaughter. But according to a charging document provided by the Bronx District Attorney’s office, he was arraigned Tuesday on two counts of assault, criminal possession of a weapon and harassment. Diallo, 61, was released without bail, according to Patrice M. O’Shaughnessy in the Bronx DA’s office. He left the Bronx criminal courthouse Tuesday evening to cheers from a crowd of supporters, according to CNN affiliate WCBS. A grand jury will convene to determine whether there is enough evidence to indict Diallo, O’Shaughnessy said. Diallo will be called back within a week and asked whether he wants to testify before the grand jury, she said. Diallo told police he received a frantic phone call Monday night from his wife, saying a man was inside their Bronx apartment and was attempting to rape her. Second minister in new Brazil government quits THE anti-corruption minister in Brazil’s interim government has resigned after a recording suggested he tried to derail a corruption probe into state oil company Petrobras. Fabiano Silveira is the second interim minister to step down, a week after Planning Minister Romero Juca resigned over a similar leaked recording. Mr Silveira says his remarks were taken out of context. Both ministers were appointed by interim President Michel Temer. Mr Temer replaced President Dilma Rousseff on 12 May after she was suspended pending an impeachment trial. Ms Rousseff is accused of illegally manipulating the budget ahead of her

re-election in 2014, which she denies. She alleges that the impeachment trial was launched to remove her from power and thereby halt the investigation into corruption at Petrobras. The investigation, dubbed Operation Car Wash, has led to dozens of politicians and business executives coming under scrutiny for allegedly paying and receiving kickbacks and bribes. Leaked recordings made by former Senator Sergio Machado appear to back Ms Rousseff’s allegation. The cousin came to her aide and attempted to help fight off the assault, according to a law enforcement source. The wife was able to break free of the suspect and used a cell phone to call her husband. Mamadou Diallo raced home, took the elevator to the sixth floor and found Earl Nash, 43, in the hallway. Police say Diallo then attacked Nash and beat him severely.

When police arrived, Nash was unresponsive and had suffered severe trauma to his head and body. He was taken to Lincoln Hospital, where he later died from his injuries, according to the NYPD. Nenegale Diallo sustained contusions to her forehead in the assault but has since been released from the hospital, according to police. How Nash selected Diallo’s apartment is currently under investigation, but it doesn’t appear that he knew her prior to the assault, police said.

Gujarat riots: India court convicts 24 over Gulbarg massacre A COURT in India has found 24 people guilty of involvement in one of the most notorious massacres during the 2002 anti-Muslim riots in Gujarat. The special court acquitted 36 others in the so-called Gulbarg Society killings in Ahmedabad city. A mob attacked the complex, hacking and burning 69 people to death. The riots were some of the worst since Indian independence. More than 1,000 people, mostly Muslims, died after a train fire killed 60 Hindu

pilgrims. Muslims were blamed for starting the train fire, and Hindu mobs eager for revenge went on the rampage through Muslim neighbourhoods in towns and villages across Gujarat during three days of violence that followed. Critics of Prime Minister Narendra Modi, who was the state chief minister at the time, say he did little to stop the riots. The Gulbarg residential complex in Ahmedabad was one of the targets where many Muslims were burnt to death and their properties set on fire.

German MPs recognise Armenian ‘genocide’ amid Turkish fury The German parliament has approved a resolution declaring that the mass killing of Armenians by Ottoman Turks during World War One was a “genocide”. Turkey’s responded by withdrawing its ambassador to Germany “for consultations”. Armenians say up to 1.5 million of their people died in the atrocities of 1915. Turkey says the toll was much lower and rejects the term “genocide”. The timing is awkward, as the EU needs Turkey to help stem the migrant influx. Turkey’s Deputy Prime Minister Numan Kurtulmus called the move a “historic mistake”. Armenia’s Foreign Minister Edward Nalbandian said it was a “valuable contribution” to the “international recognition and condemnation of the Armenian genocide”. Men in Pakistan encouraged to “lightly beat” their wives A CONSTITUTIONAL body in Pakistan put forth legislation that would allow men to “lightly beat” their wives if they refuse sex or decline to wear outfits preferred by their husbands, reports NBC News. The Council of Islamic Ideology, also known as CII, proposed the legislation last week and it’s already sparked anger in Pakistan. The 160page draft has to be finalized before it’s sent off for approval, because the CII cannot make laws. Instead, it gives suggestions to Pakistan’s government and parliament. In addition to suggesting that men beat their wives for refusing sex, the proposal also suggests that men use “limited violence” on their wives if they don’t bathe after intercourse or during menstruation. “Hit her in areas where her skin is not too thick and not too thin,” CII

leader Maulana Muhammad Khan Sherani told the press. “Do not use shoes or a broom on the head, or hit her on the nose or eyes.” He added, “Do not break any bones or cut her skin or leave any marks. Do not hit her vindictively, but only for reminding her about her religious duties.” According to NBC News, the proposal includes step-by-step guidelines on how men are to beat their wives. The document does suggest that violence be used only as a last resort for a wife’s disobedience. The CII suggests that any man who doesn’t follow the processes should be prosecuted. Experts say that the CII’s proposal is a response to a progressive genderequality law called the Protection of Woman Against Violence Act, which the CII called “un-Islamic.” (Refinery29)

A BRITISH father and his wife have spoken of their heartbreak after being given the wrong baby by a hospital in El Salvador last year. Richard Cushworth and his Salvadoran wife Mercy have only now been allowed to travel home to the US with their son Moses after DNA tests proved he had been swapped with another boy. The couple had been waiting for over eight months for a birth certificate. Speaking exclusively to BBC Radio 4’s Today programme, the Cushworths described the pain of the long-running legal battle and the handing over of a child they had nurtured since birth. “The thought that the baby I had been nursing, taken care of, loving him, bathing him - that he was not mine. And then I had another thought which came with it - where’s my baby?” Mrs Cushworth said. “So I had two thoughts - what’s going to happen with this baby, and where’s my baby.” Mrs Cushworth gave birth in her native El Salvador in May 2015 and her son spent his first night in a hospital nursery. But the next day - unknown to her - she was given a different baby to take home. The couple said it felt “wonderful” to finally be back home together but they said they still had no idea how the swap had happened. baby and insisted it was hers, despite her immediate doubts. She said she thought the second baby’s skin was darker. After returning to their home in Dallas, Texas, Mrs Cushworth took a DNA test which said there was a 0% chance she could be the mother of the baby she had been given. “I just fell to the floor,” she said. Mr Cushworth, originally from Bradford, West Yorkshire, added: “I just felt a panic that my only child was lost or stolen, I didn’t know.” Both babies, then four months old, were quickly returned to their biological parents but the couple said the happiness of getting their own son back was matched with sadness at having to give the other boy, Jacob, away.

Larson in talks to play Captain Marvel in standalone film MOVE aside Chris Evans, there’s a hot new Captain coming to the big screen. Oscar-winner Brie Larson is reportedly in early talks to take on the role of female superhero Captain Marvel, Variety magazine reported Wednesday. The standalone film, which

doesn’t have a director on board, would be Marvel’s first movie to centre on a heroine — a response to Warner Bros.’s upcoming “Wonder Woman.” The upcoming flick does, however, already have a script, crafted by Nicole Perlman and Meg LeFauve. Perlman is a natural fit as she was part of the

writing team on “Guardians of the Galaxy,” while LeFauve co-wrote Pixar’s hit “Inside Out.” It’s unclear how far negotiations have come but sources told the magazine that the 26-year-old actress is the front-runner to play the popular superhero.

‘Shield’ actor Jace convicted of wife’s murder ACTOR Michael Jace, who played a police officer on the hit FX drama “The Shield,” was convicted Tuesday of shooting his wife at their Los Angeles home in front of the couple’s two young sons. A jury of six women and six men deliberated about two hours before finding Jace, 53, guilty of second-degree murder in the May 19, 2014, death of April Jace, according to the Los Angeles County District Attorney’s Office. Jurors also found true the special allegation that Jace used a firearm. Jace faces up to 40 years to life in prison at his sentencing, scheduled for June 10. The actor was upset that his wife wanted a divorce and was obsessed with the belief that she was seeing someone else, Deputy District Attorney Tannaz Mokayef told jurors during the trial.

When April Jace arrived around 8 that night at the couple’s house in the city’s Hyde Park neighborhood, he shot her once in the back, the prosecutor said. Jace then shot her two more times in the legs in front of their sons, who were 8 and 5 at the time. The actor called 911 about 8:30 p.m. and told the operator he’d shot his wife, according to evidence presented at trial. Her body was found inside the couple’s home along with their boys, who were unharmed. “The Shield” offered the biggest role in Jace’s 22-year acting career. He appeared in 89 episodes as Julien Lowe, who started as a rookie officer in an inner-city Los Angeles police precinct and was promoted to a detective before the series ended in 2008. Jace also acted on several

episodes of “Southland,” another TV drama about Los Angeles police, between 2009 and 2012. He played NBA star Michael Jordan in a 1999 TV movie, “Michael Jordan: An American Hero,” and appeared in several movies, including “Forrest Gump,” in which he played a Black Panther member. He married April Jace in June 2003, a year after divorcing his first wife, with whom he shared a son. The actor appeared to be under severe financial strain in the years before his 2014 arrest, according to court documents obtained by CNN. Jace filed for Chapter 13 bankruptcy in March 2011, citing $500,000 in debts and an annual income of around $80,000 from residuals from his TV and film work, documents said.

Rio seeks to allay concerns with Olympics just 2 months away

SEEKING to allay political, economic and health concerns as the games approach, Brazilian organisers assured IOC leaders on Thursday that final preparations for the Olympics in Rio de Janeiro would not be derailed by the Zika outbreak, a presidential impeachment or construction delays. With South America’s first Olympics just over two months away, Rio organisers made their final presentation to the IOC executive board ahead of the Aug. 5 opening ceremony. “We are confident the games will take place and will be very successful,” IOC spokesman Mark Adams told reporters. Also Thursday, the IOC cleared all four cities bidding for the 2024 Games — Los Angeles, Paris, Rome and Budapest, Hungary — to advance to the next stage of the race. Under new bidding rules, the IOC has no plans to trim the field and expects all four to go to the final vote in September 2017. The IOC also authorized Kuwaiti athletes who qualify for the Rio Games to compete as individuals under the Olympic flag if, as expected, their national Olympic committee remains suspended for government interference. progress has been made since then. IOC President Thomas Bach plans to visit Brazil from June 14-16 to check on Rio’s preparations for himself. He will meet acting President Michel Temer, who took over last month after Dilma Rousseff was suspended pending a Senate impeachment trial. Adams said Rio organizers updated the board on the political situation, noting that the games have the full support of all levels of government in Brazil, including from Temer. Rio organizing chief Carlos Nuzman said the IOC had “no questions, no concerns” over the political crisis.

Last week, a group of 150 scientists suggested the Olympics should be postponed or moved because of the outbreak of Zika, a mosquito-borne virus linked to severe birth defects. But the World Health Organisation said there was “no public health justification” to call off the Olympics, and the IOC has repeatedly said the games will go ahead. “This is no public health risk with Zika” that would warrant postponing or moving the games, Nuzman said. Nuzman said the Zika threat diminishes dramatically during Brazil’s winter months. Rio officials showed a graphic indicating the rate of infection falls significantly from June to September.

Hornacek ‘honoured’ to be Knicks’ new coach NEW York Knicks president Phil Jackson praised Jeff Hornacek’s “basketball acumen” while announcing on Thursday that Hornacek will be the team’s new coach. Hornacek, 53, will be the Knicks’ fifth coach in six seasons. He will be the second coach Jackson has hired since taking over as team president late in the 2013-14 season. “Jeff has a tremendous basketball acumen and possesses strong leadership skills,” Jackson said in a statement. “During his career as both a player and coach, he has demonstrated the ability to elevate the game.”

THE America’s Cup is coming to Asia -- for the first time in its 165year history. It was announced Thursday that Fukuoka, Japan, will welcome the World Series on November 18, with organisers hoping the two-day event will lure a brand new audience to the sport. The series allows teams to pick up qualifying points ahead of next year’s Louis Vuitton Cup Challenger races in Bermuda, from which the winner takes on defending champion Oracle Team USA in the battle for the America’s Cup. “This is an incredible opportunity to showcase this compelling sport to new audiences, not only in Japan but across all of Asia,” said Russell Coutts, CEO of the 35th America’s Cup and and a five-time winner of sailing’s premier competition. “With the challenge from SoftBank Team Japan marking the return of Japan to the America’s Cup, enthusiasm is building for the sport in Asia,” the New Zealander added. “The new, foiling, flying AC45 catamarans produce exciting,

AFC Academy completed the double after winning the PPL title.

AFC Academy win Gilley’s Enterprises PPL title THE AFC Academy rallied from 2-1 down at half time to defeat Cheshire Hall 5-2 in the penultimate game of the season to win the Gilley’s Enterprises Provo Premier League title. Prior to the last two games, the title could have gone to three different teams. The Academy side were however favourites, since a win against Cheshire Hall would have sealed the overall

victory. Only if they had lost or drawn their game, would have Wednesday’s final clash between Full Physic and Beaches matter. With the win the Academy boys have also claimed the double title, since they had won the Turks Head Cup earlier this season. In the game, which was rather competitive, Cheshire Hall led first and then scored again before the half time

whistle. The eventual champs rallied and Raymond Burey and Markenly Amilcar scored twice, while Ras Diamond added the other. Full Physic, who whipped Beaches in the last clash 11-2 after Samuel Nacius went scoring crazy, finished second with 27 points, one behind the eventual winners. Beaches, who played with 10 men in their final clash, ended on 24 points and third place.

Handfield jumps 2.09M with damaged sneakers in NCAA Division II Championships KIVARNO Handfield was feeling it at his biggest US competition to date, he felt really fit and his legs were ready for something special— his sneakers were not. Without a change in footwear, the national high jumper had to jump a number of times in the NCAA Division II Championships last Friday with a damaged sneaker (broken spike). “I finally was healthy and feeling good,” the Saint Augustine’s University student told the Weekly News. Handfield had a mixed season, he showed really promise and jumped extremely well, but was underdone with improper training (no equipment at his school) and injuries. It was not until he cleared 2.0M in his last school

Provo teams dominate

THE Provo All Stars and the Provo Flyers won the male and female divisions of the TCI Softball Federation Danny Delancy Memorial Softball tournament which was played in Grand Turk last weekend. Along with winning the male trophy, the Provo All Stars also took the Co-Ed title after beating the GT All Stars 16-0. The tournament, which ran from Friday to Sunday, came down to a battle between the home teams (GT All Stars’ male and female teams) and the eventual winners. In the

female championships the Flyers won 25-5, while the male final was closer with a 14-7 win for the Provo All Stars. Seasoned Flyers’ player Santana Rigby was named the female MVP, while Rulay player, Mayelin Garcia, who also played for the Flyers, won the best pitcher award. Provo All Stars’ pitcher Gonzalez won both the male MVP and best pitcher trophies. Juan Ferrier was named MVP and best pitcher for the visitors in the Co-Ed competition.

HAB GROUP TCICA SUMMER T20 CRICKET COMPETITION:

Lewis and Alexander lead Beaches to victory AN unbeaten knock of 49 (31 balls) by Danar Lewis and an allround performance from Jessie Alexander propelled Beaches to a six-wicket win in the HAB Group TCICA Summer T20 Cricket Competition played on Sunday last at the Downtown Ball Park. Mitsubishi Electric Tigers won the toss and batted first. In their time at the crease they totalled 164-8. Seasoned cricketer Marlon Graham led the attack with 37 from 39 balls. He started slowly, scoring only six runs in his first 17 balls, but he picked up the pace towards the end, by belted six fours. Blair Mason, who exploded with four fours and a six off nine

balls, added 23; while Gareth Butler, 22, (4X4s in his 19-ball innings) and Damian St. Ange, 18, (three fours from his first three balls) also got starts. Sanjay Pawar nabbed 3-24, while Alexander and Jayes Jakes Nelson took two wickets each. When Beaches batted Sidu Hunter with 36 runs from 24 balls (4X4s and 2X6s) and number three batsman Alexander with 30 runs (22 balls, 5X4s and 1X6) set the tone of the innings before Lewis closed it off. Lewis scored 45 of his runs in his last 20 balls. He struck four sixes, including back-to-back shots to finish the game.

The Flyers were dominant in the tournament.

Olympic swimmer Stancil expected for Swim Federation fundraiser FORMER Barbadian Olympian Leah Martindale Stancil will be the guest of honour of the TCI Swim Federation at its June 17th fundraiser. The annual event will take place at Bay Bistro with a beach BBQ, music, auction, and prizes. At the 1996 Olympics in Atlanta, Mrs. Stancil represented Barbados in several sprint events, placing 5th in the 50M finals. This put her among the top Caribbean swimmers of all time. Mrs. Stancil, who also participated in the 2000 Olympics, is currently the assistant swim coach at the

University of Florida. The Swim Federation represents and oversees aquatic sports in the TCI. Tickets for the exciting evening can be purchased at Marco Travel in Caicos Cafe Plaza and Unicorn Bookstore at Graceway Plaza. Cost is $60. In a release the TCISF thanked Bay Bistro, Royal West Indies, Caicu Naniki Sports Adventures, Surfside Ocean Academy, Total Adventure Company, Marco Travel, Unicorn Bookstore, Bay Bistro, and others for supporting the event.
