PDA promises to address unemployment, trafficking and crime

BY OLIVIA ROSE OSWALD Skippings, who twice served as Chief Minister, is officially contesting the 2016 general elections as the Leader of the Progressive Democratic Alliance (PDA), a fourth political party.

The new party formed by Skippings after he severed ties with the Opposition, the People’s Democratic Movement (PDM), promises to address unemployment, crime, human and sex trafficking, and also to resuscitate vital industries in the Turks and Caicos Islands.

The PDA, which is being touted as the dawn of a new era and a party with a difference, saw a major turnout by supporters on Friday (January 8) at the party’s official launch at the Ocean Club East resort in Grace Bay. The party’s icon is a dove carrying an olive branch branded by a ribbon bearing the words ‘A new beginning’ and its official colour is green.

Delivering the feature address, Leader of the PDA Oswald Skippings said his party will endeavour to rid the country of conspicuous societal ills that are eating away at its social fabric.

He said: “Something is drastically wrong when we have more casinos and gambling houses in Provo than they have in Nassau, Bahamas.

“Yet we are wondering why families are disintegrating, why kids are being neglected and going astray so young, why social and domestic

problems are mounting.

“Again something is drastically wrong when we have so many Government sanctioned prostitution joints that are supplied by human and sex trafficking.”

He noted that the PDA is a Godfearing, fresh, patriotic party that possesses revolutionary ideas to take the country out of the spiralling, cataclysmic downturn in which it finds itself.

“Our people are more important than our party and our youth are more important than our party, and when we find ourselves having to sacrifice the welfare of our people’s loyalty to our political parties something is drastically wrong.

“This is about loyalty to our young people who are being marginalised and ostracised in their own country and left without jobs and opportunities, stripped of their hope and deprived of their aspirations and denied the realisation of their dreams.

“Yes our youth have been shortchanged, abandoned and sold out for work permits, sold out free food and drinks at restaurants and perks at hotels.

“And they are subsequently left to hustle, to wonder aimlessly and deteriorate socially, yes our youth left to be captivated by the euphoria of drugs and alcohol, abandoned and left to steal, left to think that they have little or no choice but to rob and to even kill because of frustration

and neglect.

“But nobody seems to realise their distressing plight.”

Turning his attention to other issues plaguing the Turks and Caicos Islands, Skippings noted that his party when elected will do everything in its power to arrest these issues and bring relief to citizens.

“There is no internal or external security for those of us who live here now in Turks and Caicos.

“Illegal boats are coming in, illegal drugs are coming in, illegal guns and ammunition are coming in, illegal immigrants are coming in; now they’re allowing illegal diseases to come in.

“What has this country come down too? All under the watchful eyes of what they call radar, the PDA has a plan to stop all this illegal stuff from coming in, we have a system that will involve drones. That’s going to be cheaper and more efficient and can operate from a further distance.

“We’re going to sit down with the Government, like I did before, and let them know that we expect them to cooperate in terms of stopping this illegal trafficking.”

Skippings also pointed out several issues affecting the Royal Turks and Caicos Police Force and how his party, if elected, plans to fix these problems.

“The police department is in a mess. Old year’s night Grand Turk people made the mistake and went to church and when they went home they didn’t have TV and fridge, they raid it.

“Breezy Bay, I’m sure they were at least a thousand break-ins, they didn’t have no police there.

“They are bringing young police

officers down here and they are saying, we give you thousands of dollars but it’s a loan.

“You have to pay it back you have to provide for your own housing, but nobody is here to represent them.

“The police are suffering from lack of training, unfair and discrimination, irrational transfer policy that started from the interim government and it came right over to the PNP Government.

“So crime has become a very profitable industry to the criminal minded, crime is paying.”

He noted that his party will ensure the police force has sufficient officers and upgraded technologically advanced equipment to carry out their functions more effectively.

“The PDA will ensure that funding is in place for training officers and the necessary equipment to be able to effectively fight crime.

“We will link up with another small territory to have a joint forensic lab, because we are too small a territory to afford one of ourselves.

“Train our people so that they can be a part of it as well.”

Chief among the multiplicity of issues that the PDA plans to tackle head on is the changing of the constitution to ensure Turks and Caicos Islanders have access to land for housing and other pivotal infrastructure.

“Our land, Crown land, our land, too good for us, so Governors recently have been giving it away these past few years not to Turks and Caicos Islanders, now it’s up for the highest bidder.

“Our land should be a part of an elected minister’s portfolio and not be controlled by a non-elected civil

servant appointed by the Governor or the Brits, that’s not what you voted for.”

Born in 1953, Oswald O’Neil Skippings is an experienced politician.

He has served the Turks and Caicos Islands on two separate occasions as Chief Minister and several terms as ministers.

He remains to date the longest serving parliamentary member under the ministerial government.

Skippings became the youngest member of a Caribbean government ever when he was first elected to the TCI legislature in 1976 at the age of 22.

He later became the youngest leader of a Caribbean government ever when he became Chief Minister in 1980 at the age of 26.

Skippings was Chief Minister of the TCI between June and November 1980 and again between March 1988 and April 1991.

He also served as Minister of Tourism and Immigration and Minister of Health and Education.

He remains to date the longest serving Minister of Tourism and is credited with the successful negotiations of major airlines to TCI shores and outstanding achievements in tourism.

Skippings is also an ordained pastor who recently served as the Senior Pastor for Firm Foundation Ministries.

Although all candidates have not yet been finalised, some of the executives were introduced to the public on Friday.

A press conference to introduce all official candidates of the PDA will be held soon.

Government to repay $170m UK guaranteed bond

BY OLIVIA ROSE THE BALANCE of $170 million United Kingdom guaranteed bond to the Turks and Caicos Islands will be repaid from the sinking fund and other TCI Government cash resources.

The Turks and Caicos Islands Government on Wednesday (January 13) signed a new $28 million loan agreement with the Royal Bank of Canada according to a Government release.

The $170 million bond is due to be repaid on February 22.

According to the release, RBC Royal Bank provided the most competitive offer following the Government’s request for financing proposals in September 2015.

The terms of the new loan are very attractive with interest at just 1.2 percent.

According to the release, the $170m will be repaid in quarterly instalments with the final payment being due in 2019, although the Government may also repay the loan early without penalty.

It was not necessary to request a loan guarantee from the UK, the release read.

said: “The TCI economy has seen a major turnaround over the past three years and, with its BBB+ credit rating, 4.3 percent GDP growth and consecutive budget surpluses, this will allow the Government to retire its $170 million UK guaranteed debt.

“This is a major accomplishment for this Government and all involved, and now we can invest in the socioeconomic development of our people and country to a greater magnitude and pace.

“This is indeed a proud moment for the Turks and Caicos Islands.”

Minister of Finance, Washington Misick in echoing the Premier’s sentiments said: “This is the final piece of the jigsaw in the refinancing of our UK guaranteed debt taken out in 2011.

“The competitive terms achieved are a testament to the progress we’ve made.

“We are grateful to RBC Royal Bank for their commitment to TCI at this important stage in our recovery and we look forward to working with the Bank as we build on this platform.”

Meanwhile vice president of corporate banking at RBC Brian Knowles said: “RBC is extremely proud to partner with the Turks and Caicos Islands Government with respect to this historic transaction and we look forward to exploring future opportunities.”

Governor Peter Beckingham also welcomed the agreement with RBC Royal Bank.

He noted that: “The signature of this agreement is a milestone for TCI. “Repayment of the $170m

bond will mark the end of the loan guarantee provided by the UK Government when TCI’s finances were in poor shape, and another step on the country’s move to a strong and resilient economy.

“I would like to pay tribute to everyone in Government, the House of Assembly, the public service and the private sector who have contributed to this achievement, as well a range of special advisers and the Chief Financial Officer from the UK. “As the London Times are planning to bill in a special report on TCI next month, it is a major economic turnaround of which the whole country should be proud.”

The TCI Government has been refinancing this loan in tranches which saw around $70 million of the $170 million bond issued in 2011, being paid in 2015.

The country’s economic growth has contributed to a series of recurring Government surpluses in the TCI - $47.6 million in 2012/13; $30.7 million in 2013/14; with a projected $60 million surplus for the 2014 to 2015 financial year.

International recognition of the turnaround came when Standard and Poor’s issued a BBB+ rating to the UK overseas territory in the summer of 2014.

Significant legislations enacted in 2015- AG

BY OLIVIA ROSE A NUMBER of significant pieces of legislation were enacted during the 2015 legislative calendar to meet the demands of the Government’s legislative agenda.

This is according to Attorney General Rhondalee BrathwaiteKnowles, who was at the time speaking at the opening of the legal year of the Supreme Court on Monday (January 11).

Brathwaite-Knowles said: “In 2015 stakeholders in the legal arena continued the good work and co-operation began in earlier years on a number of key areas designed to foster greater systemic improvements.”

Brathwaite- Knowles went on to outline several pivotal legislations

that were enacted in 2015.

These included “the immigration law reform by virtue of a new Immigration Ordinance, new Turks and Caicos Islander Status Ordinance, Small Medium Enterprise Ordinance to encourage local business, an Attorney General’s Reference Ordinance to enable questions to be referred to the Court of Appeal.

“New Anti-Domestic Violence Ordinance, new family guardianship custody and access to children provisions, new provision for child care and adoption.”

This year will see amendments to the Elections Ordinance as well as amendments to the Political Activities Ordinance.

New domestic insurance provisions, new trust provisions,

new trust companies (licensing and supervision) provisions, new prevention of trafficking in persons provisions.

All of which are completed and expected to be debated in the House during the first quarter.

Work will continue on other areas of reform, including drafts seeking to introduce: “New limitation of actions provisions, new companies provisions, new insolvency provisions, new criminal law and procedures reforms, new legal profession provisions, new anti-bribery provisions and more elaborate provision to provide for the maintenance of children.

“New provisions relating to child and juvenile justice.”

The AG further pointed out that international obligations, during 2015 the Turks and Caicos Islands saw continued work on the National Risk Assessment of financial services industry using the World Bank tool.

“I wish to personally thank the members of the Bar and the private sector generally for

their participation and ongoing commitment and encourage them to assist in the completion of this work by the middle of this year.

“For the first time, the Turks and Caicos Islands through the Attorney General, has been elected as the Deputy Chair of the Caribbean Financial Action Task Force and will assume the chair of that FATF style regional body in November 2016 which includes hosting a regional plenary.”

Coupled with these strides made in 2015 the Turks and Caicos Islands was also selected by Overseas Territories Attorneys General as the venue for the next meeting of that group later this year.

‘TCI public prosecution will be world class,’ says Masters

BY OLIVIA ROSE DIRECTOR of Public Prosecutions (DPP) John Masters said he will endeavour to foster better relationships with local law enforcement agencies in 2016.

This comes as Masters outlined several areas his office will focus on this year, at the opening of the 2016 law year on Monday (January 11).

Masters who was appointed as the new DPP in March 2015, said his aim is to make the Turks and Caicos Islands, Office of the Director of Public Prosecution (ODPP) a world class prosecuting agency and a centre of excellence for the Caribbean.

The DPP during his extensive address to the court highlighted the need for a better relationship between the ODPP and other law enforcement agencies.

He pointed out that the ODPP will work to tighten up internal data security and confidentiality while working with the law enforcement agencies from the very start of the investigation and providing charging advice to police.

Masters also noted that his office will provide prosecutors to appear in law enforcement applications such as the extension of detention time applications and applications associated with the Proceeds of Crime Ordinance.

Other improvements included “developing specialist units within the ODDP, the first being the creation of the Summary Court Unit and the Supreme Court Unit.

“Developing specialist prosecutors, eg. human rights, child protection, witness protection, sexual offence and gun crime.

“Digitising, the practice to the extent that prosecutors will be able to access file information from a laptop computer or tablet anywhere in the world.”

In the area of training, Masters

underscored the importance of training staff, both prosecutors and support staff.

“We will be moving away from conferences and more towards mentoring by bringing experienced practitioners from throughout the Caribbean and the rest of the world.

“I will over time bring specialist gun crime, sexual offence and domestic violence specialists to work with our prosecutors.

“They will assist both prosecutors and police with brief preparation.”

Major projects in Human Rights Compliance and Disclosure are also expected to be initiated during this year. These projects will attract leading experts from around the Commonwealth.

“We will be sending our own prosecutors overseas to see how other jurisdictions operate.

“The TCI prosecutor of tomorrow will have a sterling training and appearance record that will be envied by even the largest of jurisdictions.

“There will be ongoing joint training domestic seminars held onisland that will include the police and other law enforcement agencies.

“The days of operating in silos will hopefully be relegated to history.”

He added: “We are developing compliance protocols and training admin staff to develop the digital data bases required to make our office work.”

In that vein Masters announced that Keshaad Pratt, a junior member of staff, will be sent to the United States this month to learn to develop access data bases.

This will enable the ODPP to record information and then with a mere touch of a button generate statistical and other key information.

Masters noted that 2016 will also see the DPP continuing its general campaign against crime with an emphasis on protecting children, domestic violence, gun crime and corruption.

“We are going through a sensitive time in relation to a high profile prosecution but I wish to deliver a shot across the bow to those involved in domestic corruption from a distance.”

He noted that the scourge of bribery and corruption is not confined to those within the shores of the TCI. “I will assure you that if you are an offshore person or entity engaged in corruption within the TCI, it is my resolve to help hunt you down wherever you are in the world and prosecute you to the full extent of the law.”

Masters in acknowledging the important role of the media urged practitioners to uphold their integrity and report “fairly and accurately”.

“I am a strong believer of the important role of the media and transparency. My youngest son is a member of the media and I have written columns for newspapers throughout my legal career.

“Media has a valuable and legitimate function when it comes to justice. With it, however, comes CONTINUED 

judiciary plays an important role in interpreting the law and that other branches of the Government should show due respect and understanding of that role.

She underscored the importance of that role to the continuity of the systems in society must be respected by the other branches.

“Respect for the rule of law demands the fair and impartial enforcement of the law. The enforcement of the law without fear or favour is the cornerstone of the rule of law.

“An effective criminal justice system is a key pillar of the rule of law, as it constitutes the mechanism to redress serious grievances and

bring action against individuals for offences against society.

“Many of the matters coming before the courts in 2015 demonstrated that no one is above the law.

“High profile prosecutions brought against former Ministers of Government and senior public officials is evidence of this fact within the Turks and Caicos Islands and whatever the outcomes of such matters, respect for the judicial process is paramount.

“Like everyone else within our borders, persons in public life must exercise our powers within the constraints of the law, and act in furtherance of the public good.

“If we do otherwise, we will be held accountable through the law.

“Our law enforcement agencies such as the Royal Turks and Caicos Police Force, the Integrity Commission, the Financial Intelligence Agency, prosecuting authorities in the Office of the Director of Public Prosecutions and Her Majesty’s Prison all play an enormous role in the growth and development ongoing in our Islands.”

She reiterated the continued commitment of the Government in ensuring the required resources for the smooth administration of justice.

She noted that her chambers remain committed to providing quality service and assistance in to facilitate the efficient conduct of the business of the courts.

NEW YEARS’ RESOLUTION FOR THE TCI?

AS WE have entered the new year many of us have made a resolution, or several, for ourselves.

But what resolution would you like to make for the TCI this year?

A caring Government

That we all as residents will elect a Government of the people and for the people.

A Government that really cares about the wellbeing of its people instead of self and others who really don’t care one iota about us or our goals and aspiration.

These are visitors or residents who are allowed to create their own world in our space, unmolested, while we fight and tear down each other.

Let us work together in fairness, love and respect to create a place that will be the envy of the region, a place of choice to live, work and play in the fear of the Jehovah.

Questions answered

The long awaited 2016 corruption trial has the country under a cloud.

Will the purpose of the trial be side-tracked by non-relative legal issues?

If those charged are found guilty what will be their sentence? Will some of the witnesses and others be drawn into the possible wrongdoing?

All questions unresolved.

One thing seems certain, if the defendants are found guilty they will have to repay the people’s treasury by liquidating their assets.

Five years has expired and we

were promised a proper clinical and financial audit of NHIP and the hospital contract and mortgage.

When will we receive the 20 cents for each dollar we had in Washy’s TCI bank?

When will we see the price of fuel and electricity reflect the lower prices in the rest of the world?

A fresh start

Hopefully we will be able to meet our financial obligations and have an election that will give the Government back to the people not the failures now represented by our ministers and the third party leader who has aligned himself with these failures.

The TCI must begin rebuilding everything. It will take years to reverse the years of going backwards on everything from development to healthcare.

The TCI is in survival mode and we need a fresh start to restore hope in the future.

God is watching us and expects us to resolve to make the correct choices. Otherwise more years of doomsday.

Less garbage

A cleaner environment. For a tourist island with Carnival Cruise Port, the island is filthy.

Streets, infrastructure, garbage about the streets and empty lots, dilapidated buildings that need to be torn down.



Counsels enter the Myrtle Rigby Court House

More than 90 criminal cases heard in Supreme Court in 2015

BY OLIVIA ROSE THE SUPREME Court dealt with 92 criminal cases in 2015, with 37 being resolved by way of a guilty plea.

This was revealed by Chief Justice Margret Ramsay-Hale at the second formal opening of the legal year for the Supreme Court on Monday (January 11) at the Myrtle Rigby Court House in Providenciales.

The 2016 legal year opened with much fanfare and traditional parade

Chief Justice Ramsay-Hale disclosed that for the year 2015 there were 53 new cases, and of the 53, 38 were disposed.

“The Supreme Court dealt with some 92 criminal cases which came before the court, of that number, one case was a matter first before the court in 2011, two were cases from 2012, 12 were cases from 2013 and 39 were cases brought forward from 2014.

“Of the new cases, seven were withdrawn or discontinued at the sufficiency hearing stage, three were withdrawn or discontinued at the

plea and directions hearing.

“A further 20 were withdrawn at the pre-trial readiness stage or discontinued at trial whether by the court or by the Crown for an insufficiency of evidence.

“Five of the cases which were sent to the Supreme Court were remitted to the Magistrates Court.

“Of the 68 of the 92 cases before the court that were effective, 37 were resolved by way of a guilty plea, 16 defendants were found guilty by the jury and 15 were found not guilty and discharged by the court.”

The CJ reminded that guilty pleas assist the administration of justice as they save costs and also distress to the victims of crime who have to testify and are the proper course when the evidence and Counsel’s instructions permit.

“I would observe that 24 of the defendants pleaded guilty either on the date of trial or during the course of trial.

“While even a late plea assists in the effective administration of justice, the machinery of issuing juror summons and empanelling a jury will have already taken place

responsibility.

“Thomas Jefferson once said: ‘The man who reads nothing at all is better educated than the man who reads nothing but newspapers.’

“Please don’t make this true of the TCI. “I had the benefit of living with an extremely fair press in the Cayman Islands. The integrity of some of the reporters was so high that it was not unusual for the Court of Appeal to rely on newspaper reports for factual background.”

In this vein he noted that

his office is in the process of constructing a website that will provide information for both the press and the public to access.

“It does no-one any service to print unsubstantiated gossip and whilst it may sell papers, the public will eventually question your reliability.

“When the reliability of the media is undermined your work becomes propaganda and your community has lost a valuable resource of democracy.”

CJ Ramsay-Hale further noted that statistics sent to the Supreme Court in 2015 shows that some 77 or 84 percent of them were charges relating to offences alleged to have been committed in Providenciales.

While 13 arose out of incidents occurring in Grand Turk, one matter originated in South Caicos and another in North.

“As I observed last year, the civil and commercial cases do not lend themselves to the same analysis.

“There were 241 cases in the civil and commercial division.

“Overall, I seen a lot of defendants plead guilty during the trial stage this year.

“Some reasons why cases fell off the list were due to counsel not being ready, witness availability, and/or cases running over the estimated

amount of time. Most of the cases originate from Providenciales.”

Turning her attention to the Court of Appeal for the year 2015, it was noted that the court presided over three sessions.

“They were held in the months of January, May and September. The total number of appeals completed for the year is 39, 16 of which were criminal appeals and 23 were civil appeals.”

In January, there was a three week session which ran from January 12 to January 29, 2015. During that session 10 criminal appeals were listed, seven of the appeals were heard.

There were three adjournments, four of the appeals were dismissed and three appeals allowed.

On the civil side there were 13 appeals listed with one appeal being withdrawn, one struck out, and one

was adjourned.

A total of 10 civil appeals were disposed of that session.

In the May/June session, which ran for only two weeks, (May 26 to June 5, 2015) seven criminal appeals were listed, three were adjourned and four heard.

Of the four that were heard, three of the appeals were dismissed and only one allowed. All six of the listed civil appeals for that session were heard.

In September (September 7 to 18, 2015) all five of the criminal appeals listed were heard.

Two of them were dismissed, two of them were allowed and there was an appeal that was struck out.

Of the seven listed civil appeals, six were heard and completed; one is listed for continuation later this month.

Gov’t makes multi school visit

GOVERNMENT officials visited schools in Middle and North Caicos this week as part of a multi school visit.

On Tuesday (January 12) Deputy Premier and Minister of Education, Akierra Missick, and a team from the Ministry of Education including the PS Jones, DS Cox, Director Howell, and Education Officers Kennedy and Bowen, continued their school visits.

Don Hue Gardiner, Minister of Border Control and Employment Services, who is also the member of parliament for the constituency of Middle and North Caicos accompanied the education team on their visits.

The visits included stops to the four campuses managed by the Ministry of Education.

At Doris Robinson Primary School in Middle Caicos the team witnessed the beginning of phase two of the recreational field for that school.

In 2014 the Ministry of Education successfully completed the capital project of preparing the site on the school’s compound for a playfield and recreational area.

Phase two will entail the installation of turf and new playground equipment.

While in North Caicos the team met with the principal of Charles Hubert James Primary School, and assessed the new location for the canteen that will be built there.

The Minister of Education spoke with students and discussed other projects that they would like to see take place on their campuses.

In a press release on Thursday (January 14) Deputy Premier Missick said: “It is always a good day when I can visit the students and staff of our schools on the twin islands of Middle and North Caicos.

“Today was an exciting day which allowed the ministry to have the blessing and ribbon cutting ceremony of the newest Science Lab in the Turks and Caicos Islands, and the blessing of the new playground at Adelaide Olmer Primary School.

“The renovated science lab at the Raymond Gardiner High

School, is a state of the art science lab, that will provide the students at that school the full opportunity for creative hands-on learning in the area of science.

“I must thank the Contractor Mr K Higgs on delivering such an amazing project, the detail and construction is not only supreme, but the layout of the lab will encourage group learning and experimentation, and I almost want to go back to high school so that I could utilise the lab functions.

“Similar lab projects are underway already for Marjorie Basden High School and Clement Howell High School, and I look forward to their completion, and celebrate with the students who will have modernised facilities for hands on learning.”

Don Hue Gardiner added that seeing the renovated science lab at Raymond Gardiner High School gave him pause to reflect on how far the school and the communities of Middle and North Caicos have come.

“RGHS as it is called now, opened in 1973 as a junior school, where science was not taught, and students who had to transfer to high school in Grand Turk had to repeat the third form in order to undertake learning in the science subjects.

“I am happy that my Government saw it fit to fast track the renovating of this lab, and I encourage the students of Raymond Gardiner to continue to make use of these facilities and appreciate the greater access to creative hands-on learning that is now provided by this lab.”

Running event raises funds for healthy lifestyles

BY TAMIKA HANDFIELD FROM all accounts, Move-a-thon TCI 2016, held this past weekend on January 9 was another smashing success!

The 5k, 10k and half marathon fundraising event is in its fifth year and is the first athletic event in each new year.

It is held every second weekend in January and is seen as a way to help participants kick start their new year’s resolutions of living a healthier lifestyle.

Beginning at 6am from the Children’s Park in the Lower Bight, hundreds of people started walking, running and cycling in the crisp morning air all before the sun came

up.

Before leaving on the route, Ainara Pino, personal trainer from Graceway Sports Centre, provided a stretching and warm-up session for everyone.

Once participants returned from the route, health professionals from various medical disciplines were set up and ready to disseminate free medical information.

Funds raise during this event go to help Nutrition in Demand continue its mandate of raising awareness to health and healthy eating.

This is done through a variety of projects - workshops, nutrition education and culinary classes, summer camps and writing informative articles and blogs for

newspapers and magazines.

Organiser of the event and registered dietitian, Tamika Handfield, said: “We believe knowledge is power.

“So, these much needed funds will help us to teach others how to make better, informed food choices.”

She also added: “I am thrilled at the turn out! I am always humbled at the support this event gets every year.

“I must say thank you to all of our corporate sponsors; this event would not be as successful as it was without their support.”

Invest TCI appoints new CEO JOHN Rutherford OBE has been appointed as the new chief executive officer of Invest Turks and Caicos Islands.

The Government made the announcement in a press release on Tuesday (January 12).

Rutherford joined the country’s recently formed Investment Promotion Agency (IPA) on December 1, 2015.

According to the release he has worked in the field of inward investment for over 21 years, including as deputy head of Invest Hong Kong and separate assignments as US West Coast head and regional director for Asia Pacific for Invest UK. For the last six years he has run his own investment consultancy business, advising governments around the world on how to attract overseas and domestic investment.

Invest TCI is a statutory body with oversight by the Ministry of Finance Trade and Investment.

It is the main marketing agency of brand Turks and Caicos Islands - complemented by the Turks and Caicos Tourist Board.

Its specific mandate is to promote and facilitate trade and investment,

public-private partnership and other forms of commercial alliances, encourage domestic entrepreneurship, innovation and capital formation, and generally to liaise with government agencies and the private sector; in so doing streamline the investment process.

Washington Misick in commenting on the directive of the agency said: “National competitiveness in the long-run depends on productivity and innovation, not on natural endowments, and most definitely not on low wages.

“I look forward to working with the new agency to develop policies and procedures that will improve the competitiveness of the Turks and Caicos Islands, through the enhancement of the quality of the business environment, growth in productivity and economic fairness.”

Chairman of the board Anton Faessler said that the new agency has a strong local member board of directors who are committed to meet the tasks outlined in the legislation and which has already met seven times in 2015 establishing organisational and staffing charts and budgets as well as identifying new office space for the agency.

Priority however was to find an experienced CEO who also comes with global contacts and knowledge of investment promotion, marketing and lead generation.

Rutherford was chosen from some 125 applicants and the board is confident that the right choice has been made, the release stated.

Together with the CEO, the board is now in the process of filling various other positions in the new agency, and the chairman is confident that these positions can be filled with Belongers.

Rutherford said: “I am delighted and excited to have been chosen for this role.

“I expect it to be a very demanding job and look forward to working with the Government and private sector to identify commercial opportunities and develop strong messaging to encourage investment from both

overseas and local businesses.

“The role of an investment promotion agency is to facilitate the process whereby companies can set up and operate in the market and we will work with Government departments to smooth the way for business.

“Our ultimate goal is to create jobs, encourage economic activity

and raise the country’s skills base and Invest Turks and Caicos will be proactive in trying to attract new commercial operations to the Islands and help existing businesses grow.

“My network of business contacts is spread across the world and I plan to exploit these links to raise the profile of Turks and Caicos as a business destination.”

Ten poachers captured and remanded TEN poachers and their vessels were apprehended on January 10 after enforcement officers from the Department of Environment and Maritime Affairs (DEMA) reacted to a tip-off from the Turks and Caicos Island’s Marine Police Air Patrol.

According to a police statement, the men were apprehended at Whale Breakers, about 24 miles south of South Caicos at 1.30pm on Sunday (January 10).

They were found to be in possession of illegal spear guns, breathing apparatus, as well as just over 200 lbs of illegal catch, including Parrot Fish and Nassau Grouper.

DEMA director John Claydon said that he would like to thank all officers involved in the successful operation.

He said: “Every time we seize a boat and put poachers in jail we send a strong message.

“This is important because the illegal fishing will not stop until

poachers understand that it is not worth the risk, they will lose money and go to jail.”

The poachers will face charges for the following contraventions to the Fisheries Protection Ordinance which include, taking marine product without a licence, taking marine product using breathing apparatus, possession of spear guns, taking marine product by use of a spear gun, use of unlicensed vessels, possession of Nassau grouper during the closed season and possession of parrot fish.

The Turks and Caicos Nassau grouper season is only due to resume on January 28 and it is considered a serious offence to fish for or be in possession of Nassau grouper during the closed season.

Similarly, the Fisheries Protection Ordinance prohibits the catching of parrot fish at all times.

The individuals will remain in custody until they are processed by the court sometime this week.

Hospital invests in four dialysis machines

BY DAISY HANDFIELD THIRTY-NINE dialysis patients in Providenciales and Grand Turk will benefit from the Cheshire Hall Medical Centre’s recent purchase of four new haemodialysis machines.

A press conference was held on Wednesday (January 13) to give media a glimpse of the machines and to provide insight on the features.

During the conference, chief of Medical Services for Interhealth Canada, Dr Denise Braithwaite said that she was very proud of the fact that the hospitals in Providenciales and Grand Turk could offer patients an upgraded version of the machine.

She said: “It doesn’t mean that these machines [the older versions] can be totally decommissioned, they actually can be used as back up because they still have life within them.

“One of the major features of this machine is that it makes it more user friendly.”

She says that the new machines allow for easier data collection and analysis, heading away from the more manual process.

Three of these machines will be transferred to Grand Turk.

“This machine will be able to have the capabilities to transmit the vital signs and the recording features into our electronic medical record system,” Braithwaite-Tennant said.

She added that it is a great improvement as it reduces the human error during taking down numbers.

The chief of medical services said that the new machines are far less nosy than the previous ones and that there is patient comfort in knowing that there is a process where there is a system that upgrades the machines.

One dialysis patient Vicky Jones said that she has been receiving treatment for the last decade, two days a week for three to three and a half hours each session.

Jones said that she first started treatment on the new machine last week and that she finds the new machine to be a definite upgrade.

Takara Bain, public relations officer at Cheshire Hall Medical Centre, told the Weekly News that the hospital was looking to update all of their machines by April of this year.

Kidney dialysis is a life-support treatment that uses a special machine to filter harmful wastes, salt, and excess fluid from blood.

This restores the blood to a normal, healthy balance. Dialysis replaces many of the kidney’s important functions.

New Deputy Director of Road Safety Dept appointed WILBUR Caley has been appointed as the new Deputy Director of the Road Safety Department within the Ministry of Home Affairs, Transportation and Communication.

The Turks and Caicos Government made the announcement in a press release on Tuesday (January 12).

Caley is a former TCIG employee having dedicated over 10 years of service from 1983 to 1994 to the Customs Department, rising up the ranks from a Trainee Customs Officer to the post of Sub Collector of Customs at the time of his departure in 1994.

Caley then ventured into the insurance industry for the last 20 years, where he last held the position of managing director of British Atlantic Financial Services up to December 2014.

As the Deputy Director of the Road Safety Department Caley will along with the Director of Road Safety, share the responsibility for

the administration of the Road Safety Department and the enforcement of the Road Safety Ordinance

“My aim is to insure that the TCI motoring public and in particular the motoring public in Providenciales and North Caicos is given the service they deserve in an environment of fairness and transparency.

No big development Dear Editor, My views based on years of development experience and my wish to live in a nice place.

I was the part of the first Canadian development company on Providenciales starting in 1979 building the third hotel and bring millions of dollars into this economy with high end homes.

We pioneers worked to get airlines, docks, shipping, roads here to make what we have today possible.

The sales approach to attract investors was based on ‘quality of life’ here. Escape from business, crime, traffic and live a life here others only dream about!

It came about that many people saw the merit in this and there are many more searching still for us - for what we have to offer.

When we were awarded the ‘Best island in the world’ it came as no surprise as it is true.

How can you improve on this? We are the best. Nothing more can be done except to make sure we protect that which got us here.

The beautiful beaches, the uncrowded feel around the island, nature are all part of this heritage.

Heavy development brings crowds, beaches overflowing with chairs, traffic will double, airport will be totally out of control, nature or the environment will be pushed to extreme as in Cayman.

Do we really want to give up our lifestyle so easily? Not likely!

Big development is not a solution to any concerns but in fact the opposite - a huge problem will ensue.

Who will pay for the needed expanded roads? Another new airport? Extra shipping will require expanded docks and facilities and more delays.

Where will the massive amounts of garbage go? The septic waste from huge projects will all end up in one place - the ocean killing off the reefs.

Crime follows development as we have seen here. We are all victims and none of us want it to get worse - but crime will get worse.

Nothing better will come of big development. It simply cannot get better if we already are the best.

The Government says big development will provide work for locals. In fact it will be more work for more expat workers as always.

The construction workers and service staff will mostly be foreign.

Nothing will change except there will be no rental accommodations for local people at reasonable prices and there will be more discontent.

Right now we have a good situation underway. Many large homes are being built and residential construction can offer more jobs to local workers than high-rise hotels.

The service industry for villas is more suited to the local economy with villa management companies providing hundreds of jobs suitable for the local worker.

Importantly the local workers are being trained and will eventually replace foreign service staff.

The local plant - the engine the hotels and villas we have now could provide full employment in just a few years if given a chance to grow with local workers and helpful training programmes.

Responsible development not driven by political motivation can and will come if this is truly the best island in the world.

We do not need foreign developers dictating to the Government what they want.

The Government needs to tell them what we want. There are several sites along the beach that can support a much smaller scale than the proposed 12 story and developers will come and will do just fine but must come gradually and be sensitive to our needs.

Get it right and we can still have our piece of paradise. Get it wrong and suddenly we are no better than the average destination and we cannot afford to be average because our costs are so high.

We must continue to be a high end destination providing the very best experience possible to maintain and possibly grow our market share.

All the people - big and small are in this together. Do the right thing.

The thing most people want. No big development!

Fundraising evening to showcase local artists A FUNRAISING art show featuring a wide array of pieces from renowned local artists and young talent is set to take place this month.

On January 30 the Edward C Gartland Youth Centre, in collaboration with Amanyara Resorts, Gilley’s Enterprises and Turks and Caicos Sotheby’s International Realty, will host for the second time, ‘An exclusive evening of art’.

The elegant evening of cocktails, light fare and art will take place at Amanyara Resort in Providenciales.

Funds raised will go towards the 2016 project of building a music studio at the youth centre.

The Edward C Gartland Youth Centre is a non-government, nonprofit organisation that provides youths between the ages of 11 and 18, with extracurricular activities that keep them engaged.

In its seventh year the youth centre is the only centre specifically catering to the needs of young people outside of their regular school day.

According to a press release from the centre: “With funding strictly limited to donations received from the centre’s generous supporters and those invested in the community, to provide such a precious resource for our youth for over seven years is a momentous accomplishment for the centre.”

The youth centre offers a diverse range of programmes led by local volunteers including homework and

tutoring assistance, music, dance and drama, and a wide variety of other educational and recreational activities.

“The computer lab, volleyball, basketball and tennis courts, and counselling further support the multidimensional approach to capturing the imagination of young people and engaging them in positive activities,” the release said.

This year’s event focuses on raising funds for a state of the art music studio at the youth centre, with a goal of developing the youth music programme.

The studio will offer music education and mentoring to those who would not otherwise have access to that opportunity.

For a donation of $150 per person, honoured guests will receive complimentary welcome champagne and canapés, prize giveaways, a live auction and the opportunity to support the Turks and Caicos Islands only youth centre.

Complimentary transportation is provided with pickup from Graceway IGA, Leeward Highway (two shuttle times available). Live entertainment will be provided.

The event is set to take place on January 30 from 6pm to 10pm.

Website helps to raise cash for charity DEVELOPER and chairman of the Regent Palms, Stan Hartling, and his board members came up with the idea of creating a website to enable people and corporate companies nationally and internationally to donate to the TCI Salvation Army.

It came after $50,000 was raised over the festive season for the nonprofit during the Kettle Drive.

During a recent press conference, Hartling said that his goal was not to just raise money once and then stop, which is why the website was the best idea to carry out the long-term goal.

He said: “I think that the bigger thing that was important to me was that we put tools in place that would be very useful to do better fundraising in the future.

“There is a difference between coming back and handing somebody a lot of fish and actually creating tools that would help make fishing easy for them next year.

“The virtual kettle online was the immediate idea that we came up with.”

Hartling explained that as chairman he called on the help of other local businesses to raise money for the organisation.

Hartling said that they also opened the eyes of many community members and brought a lot of awareness to corporate sponsors.

“So, we will do a lot of early childhood development stuff and one of our major programmes is the feeding programme for students at risk.

“We try and make sure those students have nutrition each day so that they can concentrate in school and have a successful educational career.

In relation to the elderly, Foss mentioned that they want to extend their North and Middle Caicos transportation programme to Providenciales.

Captain Derrick Miller from the Salvation Army also spoke, stating that he was very excited about the recent Kettle Drive.

He said: “I am even more excited

about the many individuals and families who will benefit from what we have received. This year was simply amazing.”

He spoke about the history of the Kettle Drive and then when on to emphasise the ongoing need of many residents in the TCI who majority of the times went unseen.

“There is still a lot of need that exist here. There is nothing that moves me as it moves me on Christmas day when I saw the smiles that came to the faces of children who were able to benefit from our kettle drive by receiving gifts and families that received food hampers,” Miller said.

Trial determination

IT IS blowing in the wind. One group says the corruption trial is meant to persecute our now infamous former leader.

Most believe this could be an open and shut case because the evidence is massive.

Evidence of wrongdoing from well documented long paper trails dug up while the leader was hiding out, then later tilting at legal windmills.

We do not believe the trial is about persecuting or prosecuting.

It is about demonstrating wrong from right!

The PNPs believed that being elected or connected gave them the right to act like the 16th century King Henry the Eighth who had six wives. Wives he threw under the wagon or executed.

He changed everything

This brings the question: how many other countries with receiving banks are in line to have a crack at these folks? Maybe the USA and others?

No matter what the witnesses said and swore before the SIPT months or years ago they must now tell the truth or face contempt of court charges.

Some may find themselves between a rock and a hard place.

The leader is famous for saying: “If I go down, everyone will join me.” Who is everyone?

What about the competence of Judge Harrison? Some took shots at his competence calling him judge and jury in one ancient package.

Anyone reading his decisions written within hours, not weeks, has gained respect for this man who seems to be a whole Privy Council

rolled into one. We hope security guards him well!

Will the trial change things?

We still have gals who brag their undergarments are 100% yellow.

We had voters who for reasons tainted re-elected the seemingly incompetent brother, niece and nephew of the estranged former Premier and gave the reins of the Government to his leadership’s pick.

After all the pick was the only PNP with the genuine right to the title Doctor, Medical Doctor.

Ask yourself has he acted on his vocation as a healer?

Has anything changed? We now have to pay back every dollar spent by the PNP, with interest, for 20 long years.

Will we determine right from wrong, soon?

Sandals launches new ad campaign

SANDALS Resorts has launched a new advertising campaign for 2016 with a noworry theme.

The campaign, which was created by Miamibased Hunter Hamersmith Advertising, encourages audiences to ‘Join the no worry movement’ and is set against ‘Three Little Birds,’ the classic Bob Marley song.

It is the first time Jamaicanowned Sandals Resorts has sought marketing inspiration from and aligned its advertising with a Caribbean entity.

According to Sandals Resorts International chairman and founder, Gordon ‘Butch’ Stewart, the current effort is an evolution of the previous ‘Closer you look’ campaign which was introduced in 2014.

It focused on the quality inclusions that differentiate the Sandals experience, to bring it to its natural conclusion: because everything is taken care of, vacationers do not have to worry.

“Since the very beginning, our brand has been focused on making it easy for couples to enjoy a romantic, luxury Caribbean beach vacation,” Stewart said.

“Our new campaign brings this very simple idea to life. In words, images and great music

by Jamaica’s own Bob Marley, we’re saying don’t worry about a thing - come, relish the time you have together.”

The association of Sandals Resorts with another internationally-recognised Jamaican brand was important to Stewart and his creative team.

Man faces charges for attempted murder AFTER appearing before the courts on January 7 for attempted murder, Thomas Tazario Watkins was remanded to Her Majesty Prison in Grand Turk until March 4 where he will appear in the courts for a sufficiency hearing.

According to a press release issued by police press officer Audley Astwood, Watkins is connected to one of the shooting incidents which occurred on news year’s day.

He is currently facing charges for two counts of attempted murder.

The incident unfolded at around 6am that morning in the Old Subdivision of Five Cays, Providenciales.

BY DAISY HANDFIELD THIRTY-FIVE students from Enid Capron Primary School in Providenciales participated in the first lesson of an intensive marine curriculum which focused on developing marine awareness and environmental stewardship.

The theme for the dunes restoration project is, ‘Save our seas’.

The programme began on Friday (January 8) at the Beaches resort in Providenciales where students were taught about coral reefs and protecting the oceans.

According to public relations manager for the resort, Elanor FinfinKrzanowski, the curriculum is broken down into four lessons and each lesson will be taught biweekly on Fridays.

“The Sandals Foundation is always eager and happy to participate in any environmental outreach that would benefit the greater being of the Turks and Caicos,” she said.

“We have actually planted 960 plants. It is basically a

dune restoration project where we want to help conserve, not only the sea sand but also help eradicate land erosion.”

She said that it was a great project for them and she was glad that they were are able to get many of the Enid Capron children as possible on board.

“We think that it is important to get the kids involved at such a young age.

“That way when they get to high school level they can still practice good environmental ethics.

“It is a great day for us and we are really excited.”

Finfin-Krzanowski said that students in several schools throughout the Turks and Caicos Islands will soon be able to benefit from this curriculum.

The programme is scheduled to be implemented in 40 schools across the Caribbean.

Some of the features of the year long programme will include marine awareness projects, videos, posters, lesson plans, activity books and competitions.

The specific lesson plans will be targeting students in

grades six to eight and have been designed to be interactive and engaging as well as informative.

The topics that will be covered include Coral Reefs and Protecting Our Oceans, Creatures of the Sea - Marine Mammals and Sharks, Sea Turtles and Coastal Ecosystems and Climate Change.

According to Sandals Foundation director of programmes, Heidi Clarke, the initiative represents the framework for a culture shift in environmental awareness.

She said: “The people of the Caribbean have relied on the ocean for centuries but have never necessarily grasped the impact they have on its wellbeing.

“By teaching the next generation to understand how their actions affect the marine ecosystem and give them ownership of its wellbeing we can hopefully make a much needed change.”

This initiative is a partnership between the Sandals Foundation, the Guy Harvey Ocean Foundation and CARIBSAVE.

US army general concerned about potential ISIS attacks in Caribbean A TOP army general in the United States is worried that a few Islamic extremists in the Caribbean could carry out terrorist acts in the region.

Commander of US Southern Command (SOUTHCOM) General John Kelly said about 100 Islamic extremists left the Caribbean region to join Islamic State of Iraq and Syria (ISIS) fighters in the Middle East last year – some of whom were killed – and the number had risen to about 150 this year.

However, his worry is less about the impact those Caribbean nationals have on the ISIS fight overseas and more about what they can do in their homelands.

“I am more concerned particularly now it seems like the Islamic extremists and terrorists have shifted a lot of their message, and that is, ‘hey, rather than come to Syria, why don’t you stay at home and do San Bernardino, or do Boston, or do Fort Hood’,” he said, referring to incidents of terrorist attacks in the US. “My concern as the SOUTHCOM commander, is . . . even just a few

Daughter of College of the Bahamas lecturer charged with his murder A WOMAN arraigned on Tuesday in connection with her father’s murder may undergo a psychiatric evaluation during her remand at the Bahamas Department of Correctional Services because of statements she made in court.

Antonia Butler, 23, Silver Palm Boulevard, stood before Chief Magistrate Joyann Ferguson-Pratt accused of “intentionally and unlawfully causing the death of Anthony Butler” on Saturday, January 9.

Butler, a College of the Bahamas lecturer and Valley Boys Junkanoo member, was allegedly stabbed in the chest during an argument at his Imperial Park home over the weekend.

He was pronounced dead

by EMS personnel upon their arrival at the scene.

Although the 23-year-old accused was not required to enter a plea to the charge and

was informed that the case will be fast-tracked to the Supreme Court on January 26, she claimed she had already “pleaded guilty” while in police custody.

Butler, who was unrepresented by legal counsel yesterday, was told by the chief magistrate that she will be allowed to enter a plea to the charge when formally arraigned in the Supreme Court.

Butler then claimed to be the daughter of the late Princess Diana and told the court she had been in exile in the Bahamas for some time.

The accused asked to be remanded to the Sandilands Rehabilitation Centre instead of prison, claiming she was pregnant and feared the prison’s foul odours and food.

The chief magistrate made a note of the complaint and a recommendation for a psychiatric exam to determine whether the accused should be transferred to the facility. (Tribune242)

Wilchcombe: Bahamas need to stop gun smugglers Haiti’s parliament MINISTER of Tourism Obie Wilchcombe has said the country needs to tighten its borders in an effort to clamp down on the proliferation of gun smuggling from the United States.

As gun control takes centre stage in political debates in the United States, Bahamian officials are watching with a keen eye, hoping action will be taken that could alleviate the longstanding problem of gun trafficking in this country.

Asked about the matter on Tuesday, Attorney General Allyson Maynard-Gibson told The Tribune to direct questions about it to National Security Minister Dr Bernard Nottage and Police Commissioner Ellison Greenslade.

Dr Nottage is having discussions with US diplomats and the Federal Bureau of Investigations (FBI) about crime and the country’s gang problem, Prime Minister Perry Christie said last week.

He is also expected to raise the issue of gun violence and what could be done to stop it, Mr Wilchcombe said.

“We need to have in place a comprehensive programme to deal with the guns,” Mr Wilchcombe opined. “The president of the United States last week spoke about guns.

Dominican Republic advises women against pregnancy while Zika threat exists PUBLIC Health Minister Altagracia Guzman has advised women to avoid getting pregnant because of the threat Zika virus could pose to their unborn children.

Her advice comes a month after doctors in Brazil made the same suggestion last month, after a Zika outbreak in that country was linked to babies being born with microcephaly, a rare neurological disorder in infants in which the size of the brain is abnormally small and serious developmental issues and sometimes early death occur.

The babies were born to mothers who had contracted the virus during pregnancy.

According to the Dominican Today, Guzman, who described the virus as a major threat, agreed with the Brazilian doctors.

She noted that the first three months of pregnancy is vital to

the formation of the fetus and the disease in that period poses a high risk.

With the Dominican Republic having close contact and receiving travellers from some of the countries where cases have already been reported, the minister said as long as Zika remains a threat, women should take precautions to avoid getting pregnant.

The Pan American Health Organisation (PAHO) has reported cases in Brazil, Colombia, El Salvador, French Guiana, Guatemala, Haiti, Honduras, Martinique, Mexico, Panama, Puerto Rico, Paraguay, Suriname and Venezuela.

Guzman also spoke of the need to use repellents containing methyl benzamine, amino-propionic acid and hydroxyethyl, which PAHO recommends.

US Democratic presidential hopeful Hillary Clinton wants to end what she calls “the Bermuda reinsurance loophole” as part of her tax programme outlined Tuesday.

In a factsheet entitled “Investing in America by Restoring Basic Fairness to Our Tax Code” posted on her campaign website, Ms. Clinton says that “high-income money managers have used loopholes related to foreign reinsurance — often located in Bermuda — to avoid paying their fair share.”

Barbados reports suspected cases of Zika and H1N1 viruses HEALTH authorities in Barbados have reported eight suspected cases of the H1N1 and Zika viruses.

Minister of Health John Boyce said samples have been sent to the Caribbean Public Health Agency for confirmatory testing.

And he has cautioned the population not to panic.

The minister said that although he is aware that members of the public would be concerned whenever a

US says St. Lucia doing little to seek justice in extra-judicial killings The government of St. Lucia is being accused of making no real effort to prosecute police officers involved in extrajudicial killings that occurred as far back as 2010.

A year after CARICOM’s Implementation Agency for Crime and Security (IMPACS) issued a report on an investigation into allegations that members of the Royal St. Lucia Police Force committed extra-judicial killings from 2010 to 2011, the Embassy of the United States of America to Barbados and the Eastern Caribbean says it has seen little done.

In a statement issued on Tuesday, the US Embassy said it was “a commendable step” by the government to invite IMPACS to carry out the probe.

“Unfortunately,” it said, “progress on pursuing justice in these killings halted after the report’s issuance in March 2015. Despite the significance of the IMPACS report for human rights, national security concerns, and St. Lucia’s international reputation, the Government of St. Lucia has made no meaningful progress towards criminal prosecution

in 10 months.

“The Embassy of the United States of America to Barbados and the Eastern Caribbean, therefore, urges the Government of St. Lucia to ensure the rule of law is upheld. We are concerned that four years have passed since these allegations of human rights violations first surfaced and due process is yet to be served,” it added.

The Embassy described as “disappointing”, the announcement by Director of Public Prosecutions Victoria Charles Clarke last November

that her office was not provided sufficient resources or the report’s investigative files, therefore precluding furthering criminal prosecution.

Entertainment David Bowie ‘cremated in New York’ DAVID Bowie’s body has been privately cremated in New York, according to reports.

The cremation took place soon after his death, avoiding a funeral service for the star who closely guarded his privacy in his final years.

In line with his wishes, no family or friends were present at the ceremony, the Daily Mirror reported.

A publicist for the singer told the BBC they were “neither confirming nor denying” the story.

Bowie died of cancer on Sunday, aged 69.

He had released a new album, Blackstar, just two days earlier - which has been retrospectively interpreted as his epitaph.

Although the record features lyrics such as “Look up here, I’m in heaven,” its producer Tony Visconti said the star had written and demoed five new songs in recent weeks.

EU disastrous for UK, says cabinet minister Grayling REMAINING within the European Union under the UK’s current membership terms would be “disastrous”, Conservative minister Chris Grayling has said.

The EU was heading towards closer integration - a path the UK “will not and should not follow”, the leader of the Commons wrote in the Telegraph.

It is being seen as the first sign of a minister preparing to campaign to leave the EU in the UK’s referendum.

A government source said Downing Street was “very relaxed” about the article.

David Cameron is to allow ministers to campaign for either side of the debate.

However, cabinet ministers will only be able to start campaigning once a new deal has been reached by the prime minister with other EU leaders on the UK’s terms of membership.

BBC Political Editor Laura Kuenssberg said Mr Grayling’s article “will test the truce Number 10 had hoped would last until the negotiations with the rest of the EU were complete”.

Chris Grayling said there is “intense debate” within the Tories over the EU.

“It’s clear several other cabinet ministers, perhaps as many as seven, share Mr Grayling’s view. Whether they are ready to follow him and go (almost) public is another matter,” she added.

Mr Grayling, the leader of the House of Commons and former justice secretary, stopped short of saying Britain should leave the EU in his Telegraph article - but it suggested he was ready to campaign

for an exit if he is not satisfied with Mr Cameron’s renegotiation deal.

Mr Grayling’s Labour shadow Chris Bryant said Mr Grayling was now “leader of the out campaign” but did not have the courage to call for Britain’s exit because “he is desperate to keep his place in the cabinet”.

He told MPs Mr Grayling’s Telegraph article was the “most mealymouthed, myth-peddling, facing-bothways piece of pedestrian journalism that has ever come from his pen”.

The Labour MP said the EU referendum was not a “game” about the future of leadership of the Conservative Party but about jobs and the UK’s standing as a nation.

“He says it is disastrous for us to stay in. I think it will be disastrous for us to leave,” he told MPs. Pete Wishart, the SNP’s Commons leader, also mocked Mr Grayling as the “leader of the Eurosceptics and putative leader of the Britain out campaign”.

Mr Cameron’s four key negotiating objectives cover economic governance, competitiveness, immigration and sovereignty.

More than 28,000 people have been infected by Ebola in Liberia, Guinea and Sierra Leone since December 2013.

The “end of active transmission” was declared, after 42 days without a new case in Liberia.

“So much was needed and so much was accomplished by national authorities, heroic health workers, civil society, local and international organizations and generous partners,” said WHO chief Margaret Chan.

Istanbul suicide bombing: Deadliest attack on Germans in over 13 years

Overall, 53% had a “very positive” reaction to the US president’s speech.

Obama scores high marks for speech, less positive for his presidency PRESIDENT Barack Obama’s final State of the Union address was met with deeply positive reviews, matching the best ratings for any of his State of the Union addresses, according to a CNN/ORC instant poll of those who watched the speech.

But assessing Obama’s time in office, more say his presidency has fallen short of their expectations than say it has exceeded them.

Overall, 53% had a “very positive” reaction to the President’s speech, matching the highest rating of his presidency reached following his 2013 address. Another 20% said they had a somewhat positive reaction to his speech, 25% reported a negative one.

Most speech watchers say the policies Obama is proposing would move the country in the right direction (68%), a smaller group feel they would take the nation the wrong way (29%). Those figures are not far off the mark Obama set last year, when 72% thought the policies he proposed would move the nation in the right direction, the highest mark of his presidency.

The poll is representative only of

those who watched Tuesday’s State of the Union, a group that tends to be more supportive of the President giving it than the population as a whole. Among those speechwatchers interviewed tonight, 42% consider themselves Democrats, 24% Republicans, a more Democratic tilt than Americans as a whole.

That’s reflected in their views of Obama’s policies on several key issues, with majorities across-theboard saying they think the President’s policies would move the nation in the right direction. Speech-watchers were most apt to say they would move the nation in the right direction on climate change (73%), with smaller majorities saying so about the economy (67%), gun policy (66%), terrorism (64%), health care policy (63%) and immigration (57%).

But 48% of those who watched the speech said that overall, Obama’s presidency has fallen short of their expectations, compared with just 18% who say the President exceeded their expectations over his nearly seven years in office. Another 33% said the President’s time in office met their expectations.

IT WAS a strike at the heart of Turkey’s culture and its multibilliondollar tourist industry.

The suicide bombing on Sultanahmet Square on Tuesday killed 10 people -- all of them Germans, the German Foreign Ministry confirmed Wednesday.

It was the deadliest attack on Germans abroad in more than 13 years. And Turkey’s Prime Minister promised a determined effort to repel the threat.

“We will continue our fight against terrorism with the same resolve and will never take a step back,” Prime Minister Ahmet Davutoglu said, according to Turkey’s semiofficial news site, Anadolu Agency.

But he added that Istanbul had “become a city of hope today in the rings of fire in the region, to the people of the Middle East, Balkans and Caucasus.”

As if to underscore the government’s resolve, Turkey detained 68 suspected terrorists in sweeps across seven provinces, Anadolu Agency reported Wednesday.

That included three Russians who were staying at a house in Antalya, according to an account also reported

by Russia’s state-run Sputnik news.

Another 21 people held in Sanliurfa were “preparing for attacks in Turkey,” according to Anadolu Agency. And 16 people -- 15 of them Syrian -- were detained in Ankara for allegedly starting to scout out buildings there.

Another Turkish official, speaking to CNN on condition of anonymity, said Turkey -- and the rest of the world -- would never be safe until the situation in Syria is resolved.

“As long as there is a training ground for ISIS on the other side of our border we will continue to have this problem, not only Turkey but Europe and U.S.,” the official said.

“Turkey remains committed to its calls for an ISIL-free zone, a region free of terrorism across its borders.”

ISIL is another acronym for ISIS. The official said Turkey should try to “drive ISIS into the desert.

Officials quickly blamed ISIS for the attack.

Seventeen people were wounded; 11 were still hospitalised at midday Wednesday, Turkey’s interior minister said.

Ala told journalists Wednesday that authorities had not considered the suspected bomber a security risk, according to Anadolu Agency.

He said the suspect had visited the Migration Administration in Zeytinburnu, where he was registered and fingerprinted.

Asked whether there had been an “intelligence weakness,” Ala replied, “Your assessment that he was fingerprinted and registered one week ago is correct. However, in terms of our current assessments, he was not among the people being searched or part of the target group, neither was he part of the target persons sent to us by other countries.”

INTRODUCTION In 1994, the Turks and Caicos Islands Community College (TCICC) was established by Ordinance 25 (1994), with a vision to provide quality education for all sectors of the Turks and Caicos Islands community. Having been in existence for over two decades, the institution continues in its thrust to equip individuals with the knowledge, skills and dispositions that would enable them to access existing and emerging opportunities, prudently exercise their civil responsibilities, enhance their social and cultural lives and become productive citizens. The mission, therefore, encompasses, inter alia, post secondary and continuing education for the school leaving and adult population; it facilitates the promotion of personal and professional development, and the economic growth and development of the Turks and Caicos Islands.

TCICC has two campuses, one each located on Grand Turk and Providenciales. The College offers a myriad of programmes, inter alia: Short/Interest courses; one semester courses; Upgrade courses; Full time programmes of two to three semesters culminating in Certificates, Advanced, Certificates, Associate and Bachelors Degrees.

Similar to other institutions in the region, and critical to the effective delivery of programme offerings, the Turks and Caicos Islands Community College relies upon the local and overseas recruitment of highly qualified and experienced faculty and staff.

Recently, the Turks and Caicos Islands Government conducted a Public Service Salary Review, inclusive of education professionals. Whilst a number of education personnel were reclassified and benefitted from varying degrees of salary

increases, the review did not include statutory bodies; therefore, faculty and staff at the TCICC did not benefit from the review, and hence, salaries are purportedly lagging behind those of professionals in similar work-related fields.

Notwithstanding that, the TCICC continues in its mission to fulfil its objective of strengthening organizational development, through the strengthening and promotion of employee recruitment and retention strategies. In this context then, the salary review is critical and is intended to bring a level of equity to salaries and other benefits for its entire staff. With this in mind, the TCICC seeks to engage a consultant/consultants to review and propose a revised salary structure for all categories of staff, and explore the feasibility of linking remuneration to job performance.

TERMS OF REFERENCE The successful consultant/s will be required to: • Undertake a detailed briefing with the Turks and Caicos Islands Community College Board of Governors to lead and guide the salary review process on behalf of the institution; • Review existing documentation as it relates to salary scales, job descriptions and contractual documents to get a full understanding of the scope of the consultancy; • Conduct interviews with several comparator organizations to confirm the salaries, allowances and benefits offered; • Assess the existing remuneration structure of the TCICC vis-à-vis comparator institutions and identify if, and where, gaps exist; • Consider any necessary revision to the salary structure and propose any necessary adjustments for the various categories of administrative and professional staff; • Explore the feasibility of introducing performance-related pay structure; • Present to the Board of Governors a draft report of the findings, and recommendations; • At an agreed time and venue, submit to the Board of Governors and other relevant stakeholders, a final report that reflects the

suggestions/recommendations/amendments emanating from the draft report.

ANTICIPATED OUTCOME

The development of a salary scale that is consistent with other comparator organizations in the Turks and Caicos Islands market; one that reflects equity; is consistent with corresponding local labour market and prevailing levels of pay for similar services, similar contract conditions and similar positions in other statutory bodies in the Turks and Caicos Islands.

DURATION OF THE CONSULTANCY AND DUTY STATIONING The consultancy is expected to be completed within six (6) weeks from the date of signing the contract.

The successful consultant/s shall not be required to be present in the Turks and Caicos Islands, but may work in his/her/their own office with coordinated visits to the TCI as necessary.

Jones scores five in Sailfish’s win MADDOX Jones continued his scoring dominance with five successful strikes and an assist in the Scotiabank Sailfish 6-0 win against the Big Blue Thunder last Saturday in the Projetech Novice Division of the Provo Hockey League.

Jones scored all of his goals in the first half to push his season tally to 23 goals and three assists in six games played—the most by any player so far this season.

In the win, the first for the Sailfish after two previous defeats, Liam

Thompson was also instrumental, with two assists and a successful strike.

The 2015-2016 season, re-started last Saturday at the Graceway Sports Centre with Kate Blain and Takeem Williams leading the Grace Bay Car Rental Islanders to a 6-1 win over the Grace Bay Resorts Conchorers.

BANTAM DIVISION The Twa Marcelin Wolf Bantam Division leaders, the Gansevoort Gators, reached their fifth win after defeating the Villa del Mar Flyers 8-6.

The winning side had all-round contributions, with five players registering goals. Aiden Paisley, Kurt Rivers and Jake Whent scored two goals each, while Brook Rivers

and Dylan Ayer finished with a goal and an assist.

Carson Greatrex led the Flyers with four goals, while Zachary Scholar scored twice and made two assists.

The Flyers bounced back in their second clash with a one goal win (65) over the Saunders and Co Owls.

In an exciting clash the Flyers had romped to a 4-1 lead at the half with Greatrex scoring two of his three goal and Scholar also scoring twice, but in the second period, Michael

Saunders exploded with three successful strikes, the third drew the game 5-5, 15:15 seconds in the period, before Greatrex sealed the win less than a minute later.

MIDGET DIVISION In the JW Construction Midget Division the Digicel Panthers remain unbeaten after Darius Coakley fired in six goals. In the 8-4 win against the Twa Marcelin Wolf Pirates, Coakley scored four of his goals in the second period. The winner’s Bradley Ayer added a pair and two assists. The Pirates were led by Matthew Harnett with three goals and an assist.

ESSENTIAL DUTIES Accounting • Manage accounts payables invoices and contractual agreements for all goods and services and ensure timely settlement of all scheduled payments.

• Manage payments due to the TCI Board of Tourism (advertising, road shows, events).

• Prepare monthly payroll, including payment of employee and employer NHIP and NIB contributions within the required time frame.

• Ensure all advance accounts are acquitted on a monthly basis to accurately report the spending against budget for the Tourist Board.

Fiscal Responsibility • Assist with the planning, development, organization and implementation of the TCI Board of Tourism’s fiscal function and performance.

• Enhance/develop, implement and enforce policies and procedures of the TCI Board of Tourism by way of systems that will improve the overall operation and effectiveness of the organization.

• Provide financial advice and knowledge to the Director as required and others within the TCI Board of Tourism’s financial discipline.

• Provide strategic financial input and leadership on decision making issues affecting the TCI Board of

Tourism.

• Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position.

• Protect the organizations assets by establishing, monitoring and enforcing internal controls.

• Regularly handles confidential data and restricts communication of information only to authorized persons.

Budgets and Financial Reporting • Preparation of the Tourist Board’s annual budget to accurately reflect the funding requirements of the Tourist Board.

• Continually monitor spending against the budget and advise the Director of any anticipated overspends to ensure action can be taken.

• Manage budgets and control expenses effectively to ensure spending is in line with budget and forecasts.

• Provide timely and accurate analysis of budgets, financial reports and financial trends in order to assist the Director and the Board in performing their responsibilities.

• Provide continual improvement of the budgeting process through education of persons functioning at the Executive level on financial issues impacting their budgets.

• Provide status of financial condition of the TCI Board of Tourism by collecting, interpreting and reporting of key financial data.

• Produce both internal and external financial reports to the TCI Board and TCI Government reporting within the legislative time frame.

• Preparation of the annual financial statements in accordance with generally accepted accounting principles for audit.

Audit • Coordinates the information required by outside examiners and auditors as appropriate.

• Promptly respond to audit queries.

• Respond to and act on audit recommendations to ensure changes are implemented to mitigate the

audit issues arising.

Other • Comply with the policies, procedures and guidelines of the TCI Board of Tourism.

• Perform other duties as directed by the Director of Tourism REQUIRED QUALIFICATIONS AND EXPERIENCE • A Bachelor’s Degree in Accounting or Business Management, with at least five (5) years working experience or an equivalent combination of education and experience.

• Five (5) or more years experience managing an accounting function in a public or private sector environment, with prior audit and payroll management experience.

• Proficiency in MS Office software with an emphasis on Word and Excel.

• Possess intermediate knowledge of financial systemsQuickbooks.

• Ability to read, analyze and interpret financial reports, legal documents and government regulations.

• Ability to prepare reports, write business correspondence and effectively present information and respond to queries from Management, Board members and the general public.

TCI’s U10 coach pleased with opening performance THE national U10 team’s opening win against the visiting Lyford Cay International School on Thursday afternoon at the TCIFA National Academy ground was pleasing to coach Neil Coles, who was looking to fine turn the side going forward.

The series against the visiting Bahamian school started with a 3-2 win for the local U10 boys after captain Kyle Meehan scored twice and Hayden Williams netted the game winner.

Coles said he was: “Very pleased with the lads’ performance.” He added that in the other clashes he is looking for them to improve defensively.

The U10 are one of three teams representing the TCI against the visiting school.

Another coach Frazer Park had

said prior to the series that the teams were well prepared.

“I applaud everyone’s efforts and all their assistance. The coaches and players have been fantastic. We have prepared our teams as fully as we can. It’s going to be a great few days.”

U10 goalie, Zachary Scholar added: “I am very excited to play against the Bahamas, international matches are a great experience, it’s the biggest tournament of my career.”

The tour, which will have the local U10 (6v6), the U12 (8v8) and the U14 (11v11) battling their visiting counterparts, will continue on Friday afternoon from 16:00h and on Saturday from 09:00h into the evening. From 17:30h the teams will compete in beach soccer clashes.

TCIRFU’s latest recruit looking to promote the fun side of rugby THE Turks and Caicos Islands Rugby Football Union (TCIRFU) latest Rugby Development Officer Brennan Guy is eying a packed schedule over a three-month period on the island.

Guy, who aims to provide rugby sessions to students across the TCI until April, will look to promote the game in a fun way.

“I want to teach how fun the game of rugby can be and how beneficial it can be to play”.

The pro-active Guy and officials of the TCIRFU have already planned sessions for Provo, Grand Turk and North Caicos.

TCIRFU’s PRO Dan Willis is encouraging all schools to make contact with the TCIRFU to book sessions with the university student.

Move-a-thon aims to promote a healthier TCI THE annual Move-a-thon TCI fitness event held last Saturday in Provo, was another big hit according to organiser Mrs. Tamika Handfield.

The event, which saw a large number of persons walking, running or riding through various distances from the Bight Children’s Park, is into its fifth year and Handfield was excited with the support it has gained.

“I am thrilled at the turn out! I am always humbled at the support this event gets every year.”

The registered dietician said that the event has two major objectives, the first is to kick start the New Year in a positive and healthy way for the participants.

“Move-a-Thon was always

planned for the beginning of the year as a way to help persons kick-start their healthy New Years resolutions. Many of us make resolutions for living healthier, but do not really know how to achieve them. Move-a-thon is an easy way to help you get started while raising funds.”

Handfield said that the second is to raise funds for nutrition education and a culinary programme for primary schools.

She said that the programme introduces children to new fruits, vegetables and other foods in a fun environment. “The children would mix, peel and chop while making a healthy recipe. Then, they would try the finished product. The children

were more likely to eat the new food because they were involved in the process, it was a fun process and their friends were trying it. Since 2012, that program grew into a non-profit organisation, Nutrition in Demand and Move-a-thon is a major fundraiser for it.”

At the event there were various winners, Andrew Mann and Lynn Robinson were the first male and female participants to cross the finish line in the half marathon, while Ray Heraty and Jo Gray were the first male and female runners to cross the 10K line. 5K winners were Eldrick Williams (male) and Warm Alquilos (female).

Tanisia Gardiner was the first child to cross the 5K mark.

Academy teens open PPL with wins A YOUNG Academy team proved that fundamentals are the cornerstone of football after romping to opening wins in the Provo Premier League (PPL).

The teenage squad made up of several national U-17 players and a few younger ones kept the Academy name in high regard after defeating Full Physic 3-1 on Saturday evening and the Teachers FC 4-3 on Tuesday to go six points clear of all teams in the latest table.

In the opening game of the league Full Physic (made up of a number of players from the last Academic side) looked good on paper, especially with the inclusion of last season’s Golden Boot winner Rodney Etienne, but it was the Academy side which found the back of the net.

Ralph Fleurant scored the opener, while in the 38th minute Markenly Amilcar added the second.

Full Physic turned on the heat and began attacking with consistency.

However in their attempt to look for an equaliser Full Physic’s defence broke down and Raymond Burey stole the ball in the box to seal the win for the Academy.

On Tuesday the Academy side came from two goals down, thanks to a brace from Mackenson Cadet.

After the Teachers’ Damian Palmer and Kamar Pitter scored in the opening 24 minutes of play, Cadet and Jackson Joseph (in early

second half) equalised.

Cadet scored his second, only to see Pitter draw even in the closing minutes of the second half. The game ended soon after due to an own goal by the Teachers after pressure from the Academy side.

Meanwhile the fixtures were reworked due to the unavailability of Rozo FC this season.

Cheshire Hall will clash with Full Physic on Saturday from 18:00h, followed by Beaches against Teachers two hours after.

On Tuesday the Academy team will battle Cheshire Hall from 19:00h.
