PDM Leader addresses gun crimes and recent shooting death LEADER of the Opposition and PDM leader, Sharlene Cartwright Robinson on Thursday (August 6) shared her and her party’s misgivings on the recent shootings, some fatal and other violent activities in the Turks and Caicos Islands. Below is the full text of her statements: I am saddened once again to learn of the shooting death of another young man in these Islands. We must first accept that we have a problem on our hands and we cannot ignore it. All sectors of society from Governor to Government to people must realise we have a problem. We are cognisant of the fact that we remain among countries with the lowest crime rate and that it is politically correct to not alarm our tourists, but we must question at what time, should we be alarmed? We cannot continue to be satisfied that we have one of the lowest crime rates and safest countries when residents are becoming fearful and when gun related incidents are becoming common place. In a little, developing country like ours one is too much and now, it appears to be trending. Fundamentally, there appears to be too many guns on the streets; too many people are playing God; too many people are disregarding human life and its value and too many of our young people are playing gangster
games that are causing lives and their lives and which in the long run can negatively impact our tourism industry. This year in my budget response, I raised the fact that the Premier said in a newspaper article over a year ago that guns and drugs are suspected to also be coming in on illegal sloops and I am yet to hear of any successful stint operation. Whilst we cannot expect to know all that is going on in the area of national security and in the fight against crime, we as citizens expect to see attempts and hopefully hear of successes. As a country that is heavily reliant on tourism, and in this year I warned of such a heavy reliance, we must do more to fight for this industry that can easily come under threat if we are not more vigilant and committed to the fight against crime. A few weeks ago, the Premier responded to the deaths of two young men and called a meeting with the Commissioner of Police. We heard of greater commitment to resources for the police and we waited for an opportunity to support additional expenditure. On August 17 we are entertaining a supplementary for the police and I had hoped to see funding for much more than what is being brought. The PDM stands ready to support resources that will aid getting guns off the streets and generally crime fighting initiatives.

We have shown by the sponsoring of a Private Member’s Motion brought by the Hon Goldray Ewing for legislation to introducing biometric tools in crime fighting – tools such as fingerprinting and CCTV. Unfortunately, this motion was passed but has since been ignored. Crime is not a political issue and to make it one would be a major disservice to any country. This unity in the fight against crime is not only for the police and the Government or the Government and the PDM but the people must also be united in this stance. We must pull ourselves together on this issue and while we can hold the police and the Government into account, we as a people have to become more responsible. If we know of persons who are involved in crimes or of persons who have illegal fire arms, we are obligated as a people to do our part. I am not convinced that all persons are fearful of reprisal or of persons not being confidential especially when we have the option of 1900-TIPS which is completely anonymous. A few weeks ago, two young men were buried in Providenciales from gun related incidents and I therefore could not attend both funerals but I did appear at the start of one and attended the second. Never would I have imagined in little TCI that on one day at the same time two babies would be laid to rest

from gun related incidents. As I saw them both lying there I saw promise lost, I saw trouble and again I saw a cry for help. We are about to lay a four year old to rest as a result of a tragedy related to a firearm. This cannot be the Turks and Caicos that we envisioned for us all. We are in this together and we call on everyone involved to get serious about this issue. How many more young men have to be snuffed out on these streets before we all realise how serious this situation is? People are fearful in Provo and confused. We need the Government to put the much needed resources in place, be it expertise and skills or increased man power and other tools.
We need the police to identify their needs and work with all stakeholders towards the realisation of a shared goal. We need us as residents and citizens to realise that we all have a part to play and we need to be committed to keeping TCI safe and to the protection of our children and ourselves. The young man shot and killed last night grew up in South Caicos and I know his mother. Today [Thursday] I grieve with his family and it is my prayer that God comfort them in this time. As colloquial as the phrase is, it is true, crime is everyone’s business and we need to be about the business of crime fighting from where we stand.
South Caicos airport redevelopment works on schedule ACCORDING to the Turks and Caicos Islands Airports Authority (TCIAA) the initial works being carried out at the South Caicos Airport are on schedule. In a brief release to the press on the state of affairs, TCIAA chief executive John Smith on Monday (August 3) stated that the initial works have paved the way for major construction which is anticipated to commence within the next few weeks. The redevelopment of the airport includes lengthening and resurfacing of the runway, resurfacing to the taxiway and apron, new aerodrome lighting system, and new terminal building, control tower and fire-fighting
facility. The project management team, WSP Global Inc has been engaged and together with the TCIAA have committed to the successful completion of the project in 2016, in accordance with all international and national regulations, Smith said. He added: “We are delighted to embark on the redevelopment of the South Caicos Airport to match the projected traffic flow and the confidence displayed by the private sector in developing the local tourism industry.” The redevelopment of the airport will facilitate night operations and as well as international charter operations
in support of the ongoing development of the South Caicos hospitality industry. “In the interest of fast tracking this, the Airports Authority has split the work prioritising the construction of the control tower and fire hall. This is expected to go to local tender later this month,” the CEO further stated. Smith’s statement on the tender for the control tower and fire hall confirmed remarks made by Minister of Finance Washington Misick to the Weekly News last week. Misick had also stated that the intention of Government is to have these two facilities up and running by the end of October.

Chief Justice Margaret Ramsay-Hale wasted no time in kicking out the latest court filing by former Premier Michael Misick on Tuesday (August 4). The court application filed by Misick’s senior counsel, Ralph Thorne, QC, sought a stay of the December 1 trial, and dealt with a challenge to the constitutionality of the trial judge Paul Harrison’s court, as well as the power of the court to order a trial without a jury. Andrew Mitchell, prosecutor for the Special Investigation and Prosecution Team (SIPT), along with an associate, joined Tuesday’s hearing via video and audio link from the United Kingdom. In a three hours long eloquent and ultimately unpersuasive presentation, the Barbadian QC argued for Ramsay-Hale to make a declaration that the court established for Misick and his co-defendants’ trial is in breach of the Constitution of the Turks and Caicos Islands and as such has no jurisdiction. He further submitted that legally and factually the trial court was established beyond the confines of the constitution and that of the court system of the country and the rule of law. Thorne also asked the court to declare that the Trial Without a Jury Ordinance 2010 is unconstitutional and that the specific charges now against his clients are contrary to the charges for which he was extradited. The lawyer stated that the actions of the Crown in charging Misick as it did constitutes an act that has been unlawful, irrational, disproportionate and procedurally unfair. Following Thorne’s lengthy submissions, Mitchell reiterated

claims he made in his written submissions - that the application is frivolous and vexatious and should be dismissed forthwith. In a 45 minute presentation the SIPT lawyer pointed out that the application had “no substance whatsoever” and that the arguments put forth by the defence team are matters that have already been argued and adjudicated. However, Thorne in his rebuttal refuted Mitchell’s claim that the matters were dealt with previously, firmly stating that the issues are new ones and were not addressed before. He reiterated his claims that Harrison is a special court and charged that Mitchell’s submissions were lacking in substance. However, the Chief Justice was not persuaded by Thorne’s arguments, and agreed with the SIPT’s submissions that the application was frivolous and vexatious on Wednesday afternoon, when she handed down her judgement. Local attorney for Misick, Beryn Duncanson immediately applied for leave to appeal her judgement in the
Court of Appeal, but was denied. Ramsay-Hale pointed out that the defendant had no right to appeal her decision as she had found his application frivolous and vexatious. In her written judgement, which outlined her reasons, the CJ found that no special court was established to try the defendants and that the jurisdiction of a judge of the Supreme Court to try and determine the matter was not given to an executive body or transferred to a person who was appointed outside of the procedure set out in the constitution. “The applicant is to be tried by the Supreme Court by a judge who has been, as the Privy Council held [last May] and the applicant concedes, properly appointed by His Excellency the Governor acting on the advice of the Judicial Services Commission and as such enjoys that independence which safeguards the applicant’s right to a fair trial.” She further stated that as to the special nature of the judge’s short term appointment for the express purpose of trying a particular matter, the Privy Council (in its

own denial of an appeal by Misick and others in May) approved the ad hoc appointment and held that it was constitutionally in the circumstances where the judge has been appointed in the same manner as other judges of the Supreme Court and enjoyed the same constitutional safe guards, including security of tenure. On the issue that the Trial Without a Jury Ordinance is unconstitutional, Ramsay-Hale found that the applicant’s contention that the law is selective in its application and so offends a constitutional guarantee of equality before the law and protection from discrimination is untenable. “It [defence arguments] is predicated on the fact that to date no other application has been made by the Crown to try any other matter without a jury, but that fact does not change the character of the law as being of universal application. “In my judgement, the application for a declaration… is frivolous and wholly without merit.” On the issue of the charges initially levelled against Misick to secure extradition, and them being
increased after he arrived on TCI land, the CJ decided that if the charges all arose from the same set of facts and are all extraditable then the number of them cannot amount to a breach of either the doctrine of specialty or the constitution. She agreed with the SIPT lawyer that the issue of the number of charges can and should be dealt with by the trial judge when he meets in September for pre-trial hearing. She noted that Harrison has the power to stay the proceedings if he is satisfied that the proceedings would be otherwise unfair. Meanwhile, Duncanson told this publication that the defence team will still be approaching the Court of Appeal for leave to appeal RamsayHale’s judgement, when they meet on September 7. However, the trial of Misick, Floyd Hall, McAllister Hanchell, Lillian Boyce, Jeffrey Hall, Clayton Greene, Lisa Hall, Melbourne Wilson, Earlson Robinson - and his brother Thomas ‘Chal’ Misick is moving full steam ahead to its December 1 commencement date.

Moral decay and lawlessness
THE DISREGARD for the laws of the TCI came in for some criticism last week from church leaders. The increase in gun crimes, the tragic shooting of a toddler and other similar atrocities, as well the general erosion of the moral fibre in families and communities were all spotlighted as things the country needs to get a grip on. What are your thoughts?
We get what we deserve
I think that parents need to get a grip. Morals, values, compassion for all living creatures, regard for the laws of the country and common sense are things that parents are supposed to instil in their children. Leading by example is a powerful way to teach children these things. These teachings should be reinforced in church and in school, by intelligent thoughtful,
educated adults. We don’t see much of that here, do we? So naturally we lay it all at the feet of a Government who, regardless of the party in power, has proven time and time again over the past 30 years, that they are incompetent or criminal or too immature to handle the job. Until this and the next generation of kids grow up, we are stuck with what we’ve got. Since the large population of expatriates, with incredible resources and experience, is shunned by Belongers, we cannot really draw on them for help.
So we get what we deserve.
Legacy of lawlessness
This is the legacy of the 2003 to 2009 government and the lack of oversight during the British Labour government rule. Remember the good people of the TCI sent the FCO more complaints than all the complaints of the other 13 British overseas territories combined. Still the Labour government ignored the pleas for help. British Labour ignored the results of the inquiry by sending us Wetherell who had no clue of the political and moral decay in our little country. Therefore we re-elected the same political family who brought us down. What an example we set for our children

Those who attend church need to think how Mike Misick ridiculed Derek Taylor for Taylor’s references to God and Jesus in parliament. Then the church members joined in allowing Mike to steal the Government. Misick paid back the churchmen and woman with the notorious “love gifts”. We remember one Bishop who celebrated
his Government check for $140,000. Another Bishop was given tuition payments for his school and was allowed to withhold the NIB payments for his teachers. Another was glad to have Ponzi schemer David Smith in his church donating his blood money. There were churchmen who turned down the love gifts. They had principles!
Churches have a role to play too
Yes, these are the things that the country needs to get a grip on especially the churches who needs to strengthen the eroding moral fibre in families and communities. Instead of criticising they should rather act first especially on the issues of morality and values which are the root cause why the laws of TCI are being disregarded.

Imprisonment of poachers costs Gov’t $5k per day – Meanwhile $5.4k fines go unpaid BY DAISY HANDFIELD THE DOMINICAN poachers arrested for illegal fishing in the TCI’s waters have been unable to come up with the required funds to avoid the six months imprisonment time set by Chief Magistrate Clifton Warner last week. As such, the men remain at Her Majesty’s Prison at the expense of the Government, while the $5,400 fines go unpaid. When this newspaper contacted Public Prosecutor Clement Joseph on Thursday (August 6) to inquire on the possibility of a reduction on the imposed payment, and an ease on the country’s coffers, he indicated that this is unlikely. He said: “When the magistrate has given a decision like that, the court cannot go back and revisit the decision.
“They cannot look into reducing the amount that is already set.” However, he said that the men will be applying for bail in a Grand Turk court on Friday (August 7). In an interview with another media house on the day of the court case (July 28) in Providenciales, Joseph had explained that sending the men to prison would cost the TCI Government about $5,000 per day to house the 28 poachers. This would be more than the $5,400 that they were required to pay by 4pm that day for their release. That daily rate, multiplied by the six month imprisonment for each man would take a huge chunk out of the country’s Treasury. He said: “They can go up to Grand Turk today, but we are hoping that they can raise the money and pay the state so that we can get the revenue
instead.” Unfortunately they were unsuccessful coming up with the funds and were sent to Her Majesty prison in the nation’s capital, Grand Turk. The 28 men that appeared pled guilty to the eight offences last Tuesday before Warner. The men, together with 14 unlicensed vessels were captured on Thursday (July 23), after Enforcement Officers from the Department of Environment and Maritime Affairs (DEMA) responded to a forewarning from the TCI’s Marine Police Air Patrol. They were found to be in possession of illegal spear guns, breathing apparatus, as well as just more than 2000lbs of illegal catch, including parrot fish, lobster and conch. They were then charged for the following contraventions to the Fisheries Protection Ordinance: taking marine product without a license, taking marine product using breathing apparatus, possession of spear guns, taking marine product by use of a spear gun, use of unlicensed
vessels, possession of egg-bearing lobster, possession of parrot fish, and possession of crawfish during the closed season. Officers confirmed that a total of 1462 lb of lobster, including 69 eggbearing lobster, and 485lb of parrot fish were seized.
The TCI lobster season is only due to resume on August 15 and it is considered a serious offence to fish for or be in possession of lobster during the closed season. Likewise, the Fisheries Protection Ordinance prohibits the catching of parrot fish at all times.
Man arrested for shooting in Blue Hills
A MAN has been arrested in connection with a shooting that took place in the vicinity of Old Smokey’s on Bay Road in Blue Hills, Providenciales, on Monday (August 3). Authorities are also in search of a masked man who they believe can assist them with their investigations. During the night of the incident, which occurred at about 9.36pm, a 21-year-old man arrived with a gunshot wound at the Cheshire Hall Medical Centre.
The man was treated for his injuries and is reported to be in a stable condition. A crime scene was established along Bay Road and police are conducting a full investigation into what is believed to be a targeted attack. Police are also still appealing for any witnesses with information about the incident to make contact with authorities. Dr John Claydon holds a PhD from James Cook University
New DEMA Director announced A NEW Director is now heading the Department of Environment and Maritime Affairs (DEMA), the Government announced recently. Environmental champion Dr John Claydon holds a PhD from James Cook University, Australia, and has 10 years industry experience with a background in marine biology and ecology and strong familiarity with this region. Desiree Lewis, Permanent Secretary, Ministry of Tourism, Environment, Heritage and Culture, said: “We are pleased to have Dr Claydon as part of the team and look forward to a prosperous and sustainable future with him, his knowledge and professionalism will be an asset considering that the 14 British Overseas Territories account for 90 percent of the UK’s biodiversity.” Claydon spent six years on South Caicos as a lecturer in tropical marine ecology and later as Director of the School
for Field Studies - Centre for Marine Resource Studies, a residential, research, education and conservation centre focusing on the marine environment and hosting undergraduate students. Dr Claydon commenced employment on July 4. In August last year former Director Kathleen Wood sensationally quit her post sighting a plethora of reasons. Wood told the Weekly News that issues such as a grossly underfunded and understaffed department, little to no attention to environmental concerns by officials, public lack of care and her feelings of futility in effecting change despite her efforts, influenced her decision to vacate the post. She said that until such a time where the environment is prioritised as a national concern, the TCI will continue to see declines in the environment, and she nor any other Director can stop this negative trend.

RESIDENTS woke up to the news of yet another fatal shooting in Providenciales on Thursday, this time in Blue Hills on Wednesday (August 6). Police told press on Thursday morning that they called to the scene on Bay Road at about 9.24pm the night before. According to a police report, the 31-year-old man was found lying on the floor at a bar called Tropical Bar with a gunshot wound to his head. He was taken to the Cheshire Hall Medical Centre where he was pronounced dead by a doctor. No one else was injured in the incident. Up to press time police had not released the name of the deceased, but this publication can confirm that his first name was John. Girlfriend of the deceased, Keisha Harris took to social media site Facebook to express the pain that she felt for the sudden loss of her significant other. “Oh God what do I do, the very man I love, the very man I care for and cherish has departed from me. Baby may your soul rest in peace and rise in glory. “Justice will be served for this murder case, I will not rest until it’s served. I will not rest until I am satisfied. “Gone too soon, I can’t believe, where do I go from here. My love, the father of my son, my hubby, my baby… rest easy baby,” the bereaved woman expressed. Others took to her Facebook page in attempts to console the grieving woman.

Police said that an investigation has commenced and a crime scene was established which was examined by detectives and forensic specialists on the night of the shooting. Rotary membership is stagnant – District Governor The other three things, which he did not expand on, included humanitarian service (ensure that the programmes, goals and objectives clubs set for themselves are meaningful in the communities that they are serving); new generations (if clubs are going to make an impact on communities they have to reach those people who will be the leaders of those communities going forward); and public image. Expanding a bit on public image, Stubbs said: “We have to promote what we do shamelessly, we have to let the entire world know what we are doing because the more we let people know what we are doing, the more they will see the good work that we are doing and the more interested they would be in becoming members.”
By Delana Isles ROTARIANS in the Turks and Caicos Islands have been encouraged to help boost the organisation’s stagnant membership and grow the rotary foundation with some extra dollars. Visiting Rotary District Governor for 7020, Felix Stubbs made this charge to a gathering of Rotarians last Thursday (July 30) at a ceremony at Club Pillows in Providenciales. Stubbs has oversight for the 7020 district which includes the Bahamas, Cayman Islands, Jamaica, Haiti, US Virgin Islands, British Virgin Islands, St Maarten, St Martin, St Barts and Anguilla. Sharing some of the things he intends to see done during his year (2015 to 2016), Stubbs told the gathering: “We at a district and international level can assist you in making sure that you move this club from success to significance. “My role is really to make sure that I bring the resources of Rotary International to you so that you can use those resources to better the lives of those persons in our communities who may be less fortunate than ourselves and in that regard I am extremely and proud to be your District Governor.” He further pointed to the importance of working along with and engaging the Rotaract and Interact clubs: “Because I think if we are going to make an impact on our communities we have to involve our young leaders and we have to see them as young leaders and not as kids. “They are our future in rotary, particularly in this district and we have to ensure that we give them every opportunity to demonstrate their ability and their willingness to lead.” The District Governor also explained that there are six priority areas for him during his year. Membership “It is no secret that when you look at Rotary International for the last ten to 15 years, we haven’t really grown. There have been 1.2 million members forever. “The fact of the matter is, for those ten to 15 years we have brought almost one million people into Rotary, yet we are still at 1.2 million, so what does that tell you? We have brought in a million; we’ve lost a million.” He told the members that they all need to do a better job of making their clubs stronger by ensuring that members are more engaged. “But in addition to this, we have to also continue to grow our membership, because the more members we have, the more hands we have to do community work.

“It is also a fact that the more members we have, the more dues we have to meet our financial commitments and the more you bring in new members the more you continue to enhance the vitality of our clubs.” He added that it is then very important that new members are brought in, and that the old and experienced members are retained. “We have to bring in new members and engage them immediately – that’s the reason why I have chosen for my theme this year ‘From success to significance,’” Stubbs said. Rotary Foundation The second major objective for the Rotary for the year is to grow the Rotary Foundation, the District Governor noted. “What that means is that we are asking clubs and members of clubs to dig a little bit deeper in their pockets and to make contributions to the foundation because by making those contributions to the foundation we are able to get the funding we will need in order to do the projects that we want to do. We want to do projects that are bigger and better and bolder.” He added: “We are asking you to consider doing something that the entire community can get involved with, that the entire community would be aware of and that the significance to the community is greater than the smaller projects that we are doing.” He stated that in addition to supporting the foundation, clubs also have to do a better job of using the foundation. “So as you give money to the foundation, we are expecting that
you would be in a position to identify projects so you can go to the foundation and get grants to help fund those projects. “One of the sad things that happens in district 720 is that we don’t understand the significance of the foundation to our district. “Every year we contribute about $280,000 to the Rotary Foundation, yet every year we get back $3.7 million in grants. “My question is, how much of that $3.7 million comes to the TCI? And whose fault is it that it doesn’t get here?” Stubbs pointed out. As a result of this, the District Governor said that he will be conducting a grants management training (last Saturday) with the objective that at the end of that training members will be motivated to apply to the Rotary International Foundation to get significant grants for the TCI to do some of significant projects he would like to see them do. Online community The third thing he would like to see done is to make sure that clubs and their members use the Rotary’s online community capabilities. “We are finding that if we want to have Rotary growth we have to be more knowledgeable about what’s happening in Rotary and one way to do that is to use automation to its maximum potential. “You can help by ensuring that you put your data into Rotary central , that clubs does so too, and that you keep that data up to date so that the persons at Rotary International can look at that and determine where you may have weaknesses and where we can supply you with some help.”
BIOGRAPHY Felix N Stubbs, MBE, DHL, is a citizen of the Commonwealth of the Bahamas with Turks and Caicos ancestry. He has been recognised in the Bahamas for his contribution to the commercial growth and economic progress of that country as well as for his involvement in communitybuilding initiatives. He is a former president and general manager of IBM Bahamas Ltd, a wholly-owned subsidiary of the IBM Corporation. He held that position for over 32 years, opting to take early retirement in 2014 so that he could devote more time to his Rotary obligations. During his time at IBM, Stubbs led a transformation of IBM Bahamas
Ltd from a computer hardware company to one more focused on software and services. His steady leadership has resulted in more highly-skilled employees, better customer service and improved margins despite a challenging economy. Stubbs is also a past president of the Bahamas Chamber of Commerce, a former director of the Central Bank of the Bahamas and a current member of several boards of Bahamian enterprises and government committees. As a result of his commitment to country and dedication to excellence, he has frequently been called upon to lend his commercial expertise and leadership skills in many other areas that would lead to the betterment of the Bahamian society at large. In 2014 he was appointed as chairman of the National Development Plan Steering Committee, a committee whose mandate is to create a 25-year strategic plan for the development of the Commonwealth of the Bahamas. That same year he was declared a Bahamian icon when he was nominated for, and won, the Bahamian Icon Award in the field of commerce. In 2006 he was bestowed with the degree of Doctor of Humane Letters, an honorary doctorate, by the BWR Ministries and Seminary, Richmond, Virginia, USA. In 1996 he was made a Member of the Most Excellent Order of the British Empire by Her Majesty, Queen Elizabeth II.

PDM ‘Legacy Dinner’ in honour of Daniel Williams
PDM holds dinner for Daniel Williams THE PDM held a ‘Legacy Dinner’ in honour of Daniel Williams on North Caicos on Saturday (July 18). According to a press release on Monday (July 20) the event at My Dees Restaurant continued the party’s 40th year celebrations. “Williams was one of two 1976 independent candidates that joined the PDM to form the first elected ministerial government,” the release read. The party leader, elected representatives, former leaders, former elected representatives, party executive and stalwarts all travelled to North Caicos to celebrate him. The honouree was flanked by his wife and joined by his children, grandchildren, other relatives and friends. “It was a beautiful evening of talent display, great fellowship and excellent cuisine,” the press release stated. Maintaining her party’s convention promise to take the
celebrations to him, PDM Leader Sharlene Cartwright Robinson said she felt “extremely privileged to be in a position to give this honour to this giant of a man while he is able to enjoy it. “He is a significant part of this country’s history and is forever etched in the legacy of our great party. “My colleagues and I, like those gone before, are indeed grateful to him.” The event was chaired by National Chairman, Douglas Parnell, with an opening prayer from Hudson Gardiner. Words of welcome were offered by Brenda Ariza. The evening featured an array of talent in tribute to the honouree. Young saxophonists Astacio Ariza and Kamia Rolle played the National Anthem while solos were done by the honouree’s grand-nephew Davis Gardiner Jr and Deidre Jennings. Not to be outdone little Caleea Musgrove read a poem written in
tribute to Williams and played her recorder. Greetings were brought by seat caretaker and former elected representative and Deputy Speaker Ashwood Forbes. Patricia Eke was charged with the responsibility of reading the Williams’ biography. PDM Leader Sharlene CartwrightRobinson brought remarks and presented Williams with a basket of gifts, a custom made plaque, a commemorative 40th year PDM Convention Magazine in which he was featured and an exclusive interview to tell his story. Preceding this, young saxophonist Kamia Rolle played beautifully ‘Wind beneath my wings’. Cartwright-Robinson said: “I believe that time and history chooses people and just as time chose Hon Williams 39 years ago, I believe time has chosen me and all of us to witness and be a part of this historic event.
“There is no better place to host this then here among his family and friends on his beloved North Caicos. “To tell the PDM’s story without recognising Hon Williams and the Late Hon Liam McGuire who are forever etched in our party’s legacy, is to do history and these individuals a disservice.” She went on to say that in the party’s 40th year, members decided to recognise the men and solidify them in the Hall of Fame. “God is honoured when we genuinely honour those that work/ worked among us. So tonight, it is for his glory that we pause to honour you Hon Williams. Then it is important that your name never be forgotten. “As a student of history, I consider history just as important as our future for a myriad of reasons but I would say tonight, it is so that we do not forget from whence we came and on whose shoulders we stand. “So Hon Daniel Williams as the
Leader of the PDM, I say thank you, thank you, thank you on behalf of us all and on behalf of the people of the Turks and Caicos Islands, your life speaks volumes to me as a leader. “I will never forget that when you were faced with the decision in 1976 to join the PDM, you did not make it alone but returned to your people to involve them and hear from them. May God bless you.” Tributes were then paid by former Leader and Leader of the Opposition, Floyd Seymour, elected representative for Blue Hills, Goldray Ewing, family representative, his son Jedrick Bain and Pastor Courtney Missick. The honouree in his response took a brief stroll down memory lane, expressed his gratitude to the PDM, offered valuable and timely nuggets of wisdom and shared a message from Scripture. The vote of thanks was moved by Elizabeth Rolle.
Fitness camp a huge success CHILDREN learnt about the importance of fitness and nutrition during a summer camp at the Edward C Gartland Youth Centre in Providenciales. Nutrition in Demand held its second annual camp from July 20 to 24. According to a press release on Tuesday (August 4) the camp was designed so that during the first half students learned about the importance of fitness and nutrition in living a healthy lifestyle. But there was also a practical portion of the camp where everyone was involved in making and tasting a healthy recipe and participated in various forms of physical activity. Children between the ages of 11 to 17 took part in Cross Fit, a fitness craze that is a core strength and conditioning programme which can be adapted to any fitness level.
They also were exposed to the different equipment at a gym, yoga, aerobic exercises and a hike to Bird Rock Trail. Tamika Handfield of Nutrition in Demand explained: “We thought it was important to expose the children to many different types of activities so that they could then choose which activity (ies) they like best. They could also choose based on their desired goal.” This year, Lisa Lagace travelled from Canada to volunteer her time and expertise with Nutrition in Demand. Lagace has been working in the field of fitness for many years. She is the former owner of the Fun N’ Fit Gym, commonly known as Erebus Gym and currently works in the area of teaching communities on the importance of physical activity and nutrition.

When asked about her involvement in the camp, Lagace had this to say: “Children today are spending many hours a day in front of a screen (television, computer or video game) and very few children are physically active for 60 minutes
a day (the recommended minimum). “In the fitness component of the camp, these were some of the topics we touched upon. “Our goal was to give the youth the basic tools to lead a healthy lifestyle, no matter what their size or
level of fitness. “They were taught about different body types and the importance of being comfortable in their own skin. “They were introduced to many different activities and shown that being active is for everyone. “The camp was a huge success. The participants took on every challenge we gave them and together we had a great week.” Each year the camp is open to 20 children but this year many more children were interested. Handfield said: “We were ecstatic that so many children wanted to be a part of the camp because it shows that either they or their parents saw the importance of learning about health and nutrition while still young.” Nutrition in Demand would like to say a profound thanks to everyone that helped to make this year’s camp a success, according to the press release.

Chalk Sound residents organise community clean-up RESIDENTS of Chalk Sound in Providenciales, along with the children from Provo’s Children Home organised a garbage clean-up around Chalk Sound on Saturday (July 25). In a press statement from community members, they said that they were cleaning up their environment because they lived there and it reflected on them as residents. It read: “It is depressing driving
along the highways or roads and all you can see is garbage. “We see tourists driving around and we are embarrassed at how dirty our island is, especially when we boast of all the tourism and travel accolades that we have been given.” They said that they believe that if residents in their community took the initiative to clean their community and stop waiting for the Government or others to do it, the country would
be more beautiful and clean. “We will not only be ‘Beautiful by Nature’, we will be ‘Clean by Choice’. “So we challenge the other communities of Providenciales and our other sister islands to join us in cleaning up their communities so that together we can be a clean Turks and Caicos Islands where our visitors will not only boast about our sun, sand, sea and people, but also about how clean our country is.”

A new type of church? WITH the various challenges faced by particular churches, some are calling for a new type of church. Dr Raulston Nembhard, a priest, has written about this in the Jamaica Observer. You may recall that he wrote a previous article about the crisis in Christianity, which I commented on in the TC Weekly News. Dr Nembhard in this new article titled: ‘A church unusual instead of a church as usual,’ says that a church unusual is not business as usual. It is not about hierarchy and privilege, sees the pastor’s role as servant, and is defined by a love that forgives. It is known for compassion and gratitude, and is a place where people can find healing. He notes that a church as usual is known for its hierarchy of power and influence and as you ascend the hierarchy, there is a different attitude towards those in the lower rung, and in the congregation. There are rules and regulations defining conduct and the weight of authority comes down on those who transgress. The worth of the person is not considered just the desire to preserve things as they are. It does not show compassion, condemns rather than seek to heal and is not seen as a safe

environment for people to share their concerns and not be judged for what they disclose. The priest quotes a person as saying with respect to a church as usual that: “What we have in too many congregations are members who verbally persecute others, so that outsiders are not inspired to become a part of the church.” My view of a church as usual, is that status is more important than forgiveness and kindness. It places people into slots, rather than seeing the congregation and its leaders as equal. And rules are used to govern, rather than liberate. There are set ways of doing things and freshness is discarded. Blame replaces compassion, and hypocrisy is ignored. This is why people feel turned off. But a church unusual practices
the opposite. Hierarchy is not stressed, and individual preferences are recognised. Members are in charge, and not a particular group. The pastor is not just a servant, but an enabler of what contributes to a better congregation. With the emphasis on love and forgiveness, transgression is unknown. What is important is healing and cherishing each other, and creating new persons immune to anything that causes harm. A church unusual can therefore be seen as a new type of spiritual organisation, which facilitates, rather than discourages, involves, rather than divides and where in the congregation the spirit of the divine is reflected in the thinking and actions of each member.
Dear Editor, I have written to the Government of the Turks and Caicos Islands to please REJECT the application, planning, and approval of 12 storey real estate development, of any kind, on Grace Bay, Providenciales, Turks and Caicos Islands! What has created the ‘#1 Beach and Island Destination in the World’ – a unique, pristine, magnificent, lowdensity and calming 12 mile stretch of white sand and turquoise water - will be forever lost if construction taller than the current Seven Stars Resort moves ahead. FOREVER. For the last 27 years, beginning in 1988, I have been spending many of my holidays on Grace Bay. While I have the privilege of traveling all over the world for business and pleasure, my favourite and most memorable times have been spent on the beach and in the waters of Grace Bay. I have come to consider Grace Bay my second home and have visited 54 times, with six more trips planned for 2015. I am so attracted to Grace Bay, especially the way it is currently developed, that I purchased a magnificent ocean front condominium at the Royal West Indies Resort on July 1, 2014. It is probably the largest investment of my life – but the one I am certain was the best investment of my life. Allowing the construction of a 12
storey building anywhere on Grace Bay will forever ruin everything that makes it so appealing to visitors from around the world. Thus its ‘#1 Beach and Island Destination in the World’ designation. Over my 27 years of travel there, I have met many who have glorious beaches very close to their homes. Yet people are willing to travel tremendous distances, even from the other side of the globe, just to experience Grace Bay the way it is today. The construction of tall buildings will leave Grace Bay spoiled and identical to so many other overbuilt paradises – and you will risk losing the above mentioned visitors, and possibly many more. While I realise the honourable Turks and Caicos Islands Government is under tremendous pressure to generate revenues to repay Great Britain, forever changing the very attributes that bring visitors from around the world and tremendous revenues to Providenciales may dramatically diminish revenues over the long term. Thank you for your time and attention to my communication and plea. It is greatly appreciated. Let us work together for the country Dear Editor, Every four years we go to the polls to vote for the political parties we want to run in the elections, when we should be telling them who we want to represent us. We can’t just keep on making the same mistakes over and over again; how do you expect me to work for you when I have to pay you to vote for me? But if you pay me by your vote to work for you then I will have to work for you and not me. Now let’s look at the health complex – at our hospitals we can’t do heart surgery, nor kidney transplant, nor brain surgery, we send our people to Nassau, Jamaica, Santo Domingo, Cuba, and USA, but they don’t send their people here to the TCI. We are paying millions of dollars but not getting the services, we talk about the Grace Bay boys and Grace Bay girls, but what about the Five Cays boys and girls and north side bay boys and girls? Now in Grace Bay we have hotels
and condos, north side and Five Cays we have small shops and restaurants. Now let’s look at Grace Bay beach, how clean it is kept; look at the Bight Park, how clean it is kept; look at Long Bay, how clean it is kept; look at Five Cays beach and the parks. How many of our native businesses are members of the Chamber of Commerce? If the black man and woman would work together, we will move mountains, white boys and black girls work together. Let us build all our communities so our guests can enjoy our country. I say to the Grace Bay boys and girls and the West Bay and South Bay boys and girls, let us join our hands together and make Turks and Caicos Islands hate free; it is not the colour of our skin, but the colour of our blood. Hypocrisy is democracy, but democracy shouldn’t be hypocrisy

Bahamian Calypsonian legend passes away BAHAMIAN cultural giant, recording artist and entertainer par excellence, Franklyn H Ellis more affectionately known as ‘Count Bernadino’ recently passed away. Ellis’ family said he died shortly after midnight on July 24 at Doctor’s Hospital with his dear and loving wife, Juanita, at his bedside. He was 92-years-old. For the past 18 months or so, Ellis has been bed-ridden and unable to walk, as he battled heart and thyroid issues. He was counted among the giants on the Bahamian music scene and as one of the Bahamas’ authentic calypsonians. He was also a Cacique Award winner, one of the country’s most prestigious awards. “On behalf of my own family, the Visage family, the entire music and entertainment industry of our beloved Bahamas and Bahamians everywhere, I wish to extend condolences and deepest sympathies to his wife, children (especially my very close and dear friends, Joey, Nita and Mia) and his extended family,” Bahamian journalist in the TCI, Deandra Hamilton said in a press release this past week. “We all offer our prayers that the Lord strengthens all of you at this very difficult time.”
HYPOCRISY is the claim or pretence of holding beliefs, feelings, standards, qualities, opinions, behaviours, virtues, motivations or other characteristics that one does not actually hold. Hypocrisy is not simply failing to practice those virtues that one preaches (Wikipedia), it is your democratic right to be a hypocrite and preach beliefs that you do not stand for. It is your choice to hold people to standards that you always fail to measure up to. One of the consequences of democracy is that it makes provision for freedoms such as hypocrisy. It opens the door to dishonesty and walking the moral line. The freedom to choose between right and wrong is a great one and is one that is abused from time to time. I have to accept that some men will lie under oath, mislead people, cheat, be guilty but perceived innocent according to law, are protected under the law to engage in all immoral behaviours that are not in breach of the laws of state. This is the democracy of hypocrisy. However, what I cannot accept is the hypocrisy of

democracy. Throughout this country’s constitution the rights and fundamental freedoms are outlined and afforded to every individual. However, according to the office they hold, conditions are attached to these fundamental freedoms about these freedoms are applied. My choice of employment should not place any conditions on my fundamental rights and freedom. This is just one example of the hypocrisy of democracy. One definition of democracy is that all the people of the state are involved in making decisions about its affair. Some philosophers have summed this up to be government that is elected by the people, of the people and for the people. However I fear that true democracy ends at the polls because after we elect
our representatives were are left with very little choice in how our country is govern and the decisions that are made on our behalf. Don’t you find it interesting that the history of politics has often demonstrated that very principles we employ to justify our choices are the same ones that are taken from us? According to Atifete Jahjaga, democracy must be built through open societies that share information. When there is information, there is enlightenment. When there is debate, there are solutions. When there is no sharing of power, no rule of law, no accountability, there is abuse, corruption, subjugation and indignation. Having said all this, what do we have in the TCI? Is it democracy or hypocrisy?

Tripped out YOU can always tell when the PNP Government believes they ‘ain’t poor’ or they want to hide. They take trips. Most people believe ministers ought to stay home paying attention to business. No sooner than the 2012 election was over than this Government’s deputy premier fulfilled her campaign promise to hit the ground running - running straight to the airport to fly away to New Guinea on the other side of the world. Perhaps she needed a change of scene because three years after she represented Uncle Mike at the inquiry, she was concerned her uncle’s hiding place would be discovered. Now the Education Minister’s mom has travelled on the people’s money to Ireland. Why? Uncle Mike had long ago set records for travel. He was rarely home and his team had to pretend he was at his desk when he actually was in Hollywood or

Uncle Washy and friends just visited Turkey. Turkey is an Islamic nation, adjacent to Syria, Iraq and Russia’s Georgia. The PNP said they were invited. Why?
After the $170 million loan is assigned to the TCIG, will the trips end or will there be ‘Bigger and Better’ trips to escape and hide from a dozen PNP years of fiscal irresponsibility? It appears the Brits don’t trust the PNP to allocate or spend any serious amount of money but they are allowed to take trips without filing an expense report. Does Britain know the Government runs better with the Opposition left in charge? Let’s take a trip to dreamland and examine the 2003 third win for the PDM. Had Britain not allowed the by-election turnover the TCI would have continued to run honesty by the book. There would be no failed resorts but many new developments contributing more taxes at lower rates. Britain would have stayed home and there would be no court dates. We would not be tripped out!

‘Chopped’ judge, other celebs for Food and Wine festival 2015 THE HIGHLY anticipated Caribbean Food and Wine Festival is on again this November with a celebrity studded list of chefs. Nikheel Advani, chief operating officer and principal of Grace Bay Resorts made the disclosure during a press conference last week Friday (July 31) at the resort. “Every year it [the festival] is sold out and this year we want to make sure that people book early. “We are going to have three amazing chefs, one is Alex Guarnaschelli, she’s coming from New York, and she’s on the Food Channel, she’s a judge on chopped; we have Justin Quek, one of the top chefs in Asia coming out of Singapore and we also have a great chef coming out of Washington DC,
he made his name in New York, his name is Kyle Bailey.” He said the three wineries that are represented this year in the festival are Davis Bynum, Michele Chiarlo and JUSTIN Vineyards and Winery. “Wine Cellars and Grace Bay Resort started this many years ago and we have decided that although we are the organisers we brought in all the hoteliers and restaurateurs to be part of this. “So our goal is to get more participation and we will be the platform to allow this to keep on growing,” Advani added. The posh, not for profit event, which attracts a wide cross of the local population and guests, will take place on November 5, 6, 7 and 8.
Advani stated: “We have a lot of participation; every year it’s been sold out one month before and also we do a lot of the charity work for the Little Chefs Programme - our goal is to motivate young talent within the Turks and Caicos Islands to be interested either to be a chef or a restaurant manager or any of these positions that people are excited about and all these professionals are willing to train them.” The opening dinner will be at Seven Stars, the gourmet safari will start at Grace Bay Club, it goes then to Coyaba and it moves then all the way down to Seven Stars, the Regent Palms and then Gansevoort. The closing ceremony will be at Grace Bay Club this year.

Impressive UK ship and crew engage local community THE RFA Lyme Bay, a UK ship which visits the six Caribbean overseas territories from May through November each year, last weekend demonstrated her
impressive capabilities to local authorities in Grand Turk. Among those capabilities was her amphibious support ability by using one of her rafts to bring troops and
equipment ashore. The boat and crew were the centre of attention this past weekend in the nation’s capital, showing off the ship’s impressive facilities to visiting
officials. The crew interacted with the local community and carried out repair works to the Eliza Simons Primary School tuck shop, among many other
activities. The ship was stationed in Grand Turk over the weekend working with local government officials as part of their hurricane preparations.

LIME Turks and Caicos Islands officially launched its superfast 4G Long Term Evolution (LTE) campaign during a cocktail ceremony at the Seven Stars resort last Friday (July 31). According to the newly appointed general manager for the TCI branch, Delleriece Hall, this was all part of their $10 million renovation scheme for the company, which was mentioned last year. When Hall took the podium she said that with Lime being the largest full communications provider in the TCI, she was pleased to announce the launch of their fastest and most advanced LTE network on the Islands. “Turks and Caicos now joins
Cayman, Antigua, and our BTC friends in the Bahamas to brag about this technology. “LTE or Long Term Evolution is a fourth generation mobile service which will allow smartphone users to fully unleash the power of their smart devices such as: Apple, iPhone 5s, 5C, iPhone 6, iPhone 6 Plus and the newly introduced Sony Xperia E 4G.” The general manager said that the LTE superfast 4G meant improved service, speed and customer experience. “With speeds up to 35 megs on their handsets and will be able to surf, stream and download as if they were using our superfast broadband service at home,” Hall said. The service is currently implemented on the islands of
Providenciales, Grand Turk and South Caicos. Another hot topic for the company was the highly anticipated launch of television service from the company and the acquisition of former telecommunications company, Islandcom. “Customers can look out for our TV product in the coming months. We are also proud to announce that the final phase of our Islandcom acquisition which will be completed this weekend, as customers migrate
onto our network, we want to take this opportunity to thank our Islandcom staff for their support over the past few months.” Hall also mentioned that local track star, Delano Williams will be the face of the new campaign and that the company promises to continue to sponsor the Delano Williams Foundation. Premier Rufus Ewing took the podium and began with congratulations to Hall on the elevation to her new position. “The number of congratulations

CRIME BLOTTER Several young men arrested and charged by police
POLICE arrested and charged a number of male suspects for various offences over the course of one day - Friday (July 31). Tw e n t y - s e v e n - y e a r - o l d Keyton Smith of The Gulf, South Caicos was arrested and charged for malicious injuries to property. The crime is alleged to have occurred on Sunday, July 5. Smith was granted bail and appeared before a magistrate last week Friday. Another man, 21-year-old Junior Hall of Airport Road, South Caicos, was arrested and charged for using offensive weapon so as to cause fear in July. Romarl Harris, 28, of The Gulf, South Caicos was also arrested and charged for using an
offensive weapon so as to cause fear that same day, Saturday, July 4. Meanwhile, a 21-year-old man of Stubbs Road, Providenciales was arrested for fighting in a public place. The crime is alleged to have occurred at Danny Buoys on Thursday, July 30. Another man, a 41-year-old from Grace Bay, Providenciales, was also arrested for fighting in a public place at Danny Buoys that same day – Thursday, July 30. While 17-year-old Lester Jean of Dock Yard, Providenciales, was arrested and charged for attempted burglary in an unrelated matter. The crime is alleged to have occurred on Monday, July 20.

Police appeal for information following Kew Town robbery THE ROYAL Turks and Caicos Police Force is appealing to the public to assist in their investigations into a robbery near the Downtown Ball Park in Kew Town. At about 12.45am on Tuesday, August 4, two women were walking in the vicinity of Lapels Laundromat, when they were approached by two unknown men, who demanded their valuables. One of the men was described only as tall and stocky, while the other man was described only as short and of a slim build. The short bandit brandished a knife during the commission of the robbery, compelling the women to hand over a white iPhone 5, an iPhone charger and an Alcatel Pop cellular phone. Both men then fled the
location and no one was injured during the incident. Police said they were last seen running along Butterfield Drive towards the direction of Jambalaya Bar. Police were contacted and an investigation was launched. But an extensive search of the surrounding area did not yield the thieves. Inquiries into the matter are continuing and police would now like to speak to anyone who may be able to assist with their investigation. Anyone who knows the identity of the two men or has any information that could assist police is urged to come forward. Teens help combat erosion on Iguana Island SANDALS Foundation celebrated its Island Impact Teen Voluntourism ‘Giving Back’ Programme this week by partnering up with the Turks and Caicos National Trust and 25 teenagers to help combat erosion on Little Water Cay. The team which was made up of six resort Teen Advisory Panellists (TAP) and 19 local youngsters planted more than 100 red mangrove seedlings to help reduce the coastal impact. The programme was designed to give both local and international full-time students an opportunity to earn up to 10 community service hours. Local teen volunteer Tanaz Wright of the Edward C Gartland Youth Centre said: “I wanted to come out to experience what planting mangroves are like and to see the island. “I don’t usually get the opportunity to leave Provo and it’s nice to see more of my home.” She added: “The mangroves are important because they protect the beach and fish. “If someone asked me about island impact I’d tell them they should sign up because it’s good to experience new things and see new places and animals all while making a positive impact.” The mangrove planting initiative which was a partnership between the Sandals Foundation, the Turks and Caicos National Trust - took place in the hopes to rebuild the severely damaged coastlines of the Iguana Island. Jonathon Sayao, public awareness manager of the Turks and Caicos National Trust, said: “Mangroves are not only a very good nursery for small seashells and aquatic animals, but they are also a natural breeding ground for birds and most importantly it protects the island against the harmful effects of storm surge.” This type of environmental degradation has been an ongoing problem throughout the Turks and Caicos Islands and has not spared the sandy homes of over 2,000 indigenous Rock Iguana. Sayao explained: “Gradually the shoreline has decreased mainly due to the dredging of the proposed Star
Island and the wave currents which have caused adverse effects since about 2008.” Because the Turks and Caicos Island Rock Iguana require a sandy area for nesting, this extreme coastal erosion has had a major negative impact on their natural habitat and subsequently their homelands are being spoiled. The Sandals Foundation has made it their mission to safeguard the natural environment of the Caribbean islands. “Planting mangrove to help Little Water Cay is a good exercise,” said local Teen Aahmad Vega. “I’ve lived in Provo since I was five and this is my first time here. I loved swimming. “Sometimes volunteering is boring, but with Island Impact we balance volunteering with fun! “I would tell other people to volunteer with Island Impact. If a tourist asked I’d tell them not to hesitate; come out here and help!” Elanor Finfin Krzanowski, Beaches public relations manager and Sandals Foundation representative, said: “The island has suffered tremendous damage due to coastal erosion and as environmental ambassadors we see the need to ensure that our country remains Beautiful by Nature.” She continued: “Working with the National Trust and getting the teens involved through the volunteerism programme has be an amazing opportunity and they have been very helpful in explaining the benefits of mangrove planting on Little Water Cay to the participating guest and Sandals Foundation volunteer. “We look forward to doing a follow up visit next month to ensure that mangroves have rooted in the sand and protective PVC piping to keep the saplings protected.” The National Trust which was founded in 1992 has made a commitment to defend he islands’ natural, cultural and historical heritage and with partners like Beaches and the Sandals Foundation, they are able to use as many of their resources as possible.

TCI Museum hosts summer camp this month THE TURKS and Caicos Islands national museum will be hosting its annual children’s club summer camp this month end. Free and open to all children aged 8 to 12-years-old, the club will meet at the Museum in Grand Turk from 9am to 1pm, Monday to Friday during August 24 and 28. Activities include walking tours of Grand Turk, meeting dignitaries and learning about the TCI’s flora
and fauna with the annual day trip to Gibbs Cay. Parents can sign up their children for this exciting opportunity at the museum on Saturday, August 15 from 11am to 1pm. Sandals resorts claim to lead rebound of Caribbean economy SANDALS Resorts International (SRI) has been leading the rebound of the Caribbean economy through a combination of new investments and upgrades of properties region wide, resulting in an uptick in job creation and economic growth. This is according to a company release on Thursday (August 6). “The news could not have come at a better time, according to influential public and private sector leaders who have been enthusiastic in their testimony about the impact of the Gordon ‘Butch’ Stewartled Sandals Resorts,” the release read. Barbados, Grenada and Antigua have all signed memoranda of understanding (MOU) with SRI that feature a creative mix of tax incentives in exchange for the introduction or expansion of Sandals/Beaches resorts already bringing hundreds of jobs and pumping billions of dollars into the economies of the three eastern Caribbean islands. Grenada’s Minister of Implementations, Alexandra Ottoway-Noel said that since the arrival of Sandals, they have not only seen jobs but also a significant increase in airlift and brand visibility.
He said that Sandals has prompted a tremendous upsurge in their tourism and has given the destination fresh life Grenada, which has the stylish 250-room Sandals LaSource Grenada, acknowledged the substantial contribution of Sandals to its four percent economic growth. This has surprised even the Washington-based International Monetary Fund (IMF) with which the Eastern Caribbean Island has a voluntary austerity pact. Ottoway-Noel added that Sandals has been pivotal in their achievement of that four percent growth and for that they were truly thankful. CEO of the Antigua Tourism Authority, Colin James described the Sandals brand as a key player from the stand point of the power of its marketing machinery. He said: “As a country, we have been able to piggy-back on the powerful marketing machinery that Sandals has developed. “We have done a lot together and the partnership has been absolutely invaluable to our growing tourism industry. “It keeps our occupancy rates up all year round which means that jobs are protected. “Sandals is a true
Caribbean company and its commitment to the Caribbean is demonstrated every day of life. “We see it here in its contribution to taxes and its relationship with farmers and taxi drivers. The hotel chain is very important to the economy of Antigua and Barbuda. “Sandals will always be a Star in the Caribbean crown,” James said. Minister of Tourism Richard Sealy from Barbados pointed to a creditable 20 percent increase in airlift and arrivals from the United States, achieved with the substantial assistance of Sandals through its marketing might. “When an airline like Air Canada will tell you that they are giving you a bigger pane because of a Sandals then it speaks volumes of the importance of that brand to the destination. “Any Caribbean country would consider it a plus to have a company like Sandals,” Sealy said. Barbados used a package of generous concessions to lure the world renowned SRI to the island's shores, in exchange for a $350 million investment in the country, principally through the acquisition and upgrade of two financially ailing resorts.

Product Development
• Work with TCIG to evaluate, enhance, and maintain the existing tourism products. • Assist in the development of the annual product development plan for the destination based on market research and general knowledge of the destination. • Manage weekly Fish Fry event and liaise with the relevant stakeholders to ensure compliance with regulations and established TCI brand standard.
Statistics
• Assist with maintaining, updating and upgrading the Board of Tourism’s computerized statistical database, working in collaboration with the Department of Economic Planning and Statistics. • Prepare, analyze, and present statistical reports related to the tourism performance of the destination. • Source tourism statistical data that would be of interest to the destination. Prepare market research budget for surveys and statistical analysis.

Frangipani PLUMERIA is the classic Hawaiian leis tree. Its flowers are the ones used to form the colourful, tropical flower necklaces (lei). Native to tropical America, from southern Mexico, northern South America and the West Indies, plumeria is rated a small tree, of about 15 to 25 feet and is seen in a variety of solid colours. There are more than 300 named varieties of plumeria. The flowers are about two inches long, arranged in five petals, and are waxy and fragrant. It blooms in spring and through all the summer months. The tree itself is multi-branched and holds thick foliage. The young tree has green wood on the trunk and branches which become greyer as it matures. Plumeria is related to oleander,
periwinkle and allamanda. Plumeria has many common names throughout the tropical world including dead man’s finger (Australia), jasmine de cayenne (Brazil), pagoda tree or temple tree (India), egg flower (southern China), amapola (Venezuela). Plumeria-frangipani is deciduous losing all its leaves in winter. It can look awful without its leaves. If you feel your plumeria requires pruning you should wait until the dormant period is well along then cut for shape. Water should be at minimum during all dormant months. This tree prefers full sun or shifting shade and hot weather during blooming months. Not too fussy for soil conditions, plumeria can grow fairly close to the beach, but without full wind. Enriched
soil is preferred and good drainage should be provided. The classic plumeria is the rubra. Rubra can be found with flowers in various tones of red. Other available varieties include plumeria alba (white), plumeria obtusa (white with yellow center), plumeria obtusa ‘Singapore,’ plumeria ‘nosegay frangipani’and plumeria rubra ‘tricolour.’ The hot plumeria is the plumeria pudica (bridal bouquet) with pure white flowers. Plumeria pudica blooms as many as nine to 10 months a year and has only partial leaf drop during winter.
Foliage is unique as well. New are the dwarf plumerias. The best one we have seen was planted in an 18 inch terracotta bowl set on a pedestal. Because of the plant’s full leaf habit and many stems, it looked somewhat like a bonsai plant. In the spring and summer, it blooms like the standard plumeria. With blooms at eye level, the dwarf was a real show stopper. The Turks and Caicos Islands’ native frangipani is a plumeria obtuse and is common throughout the Islands.
It grows on rocky areas and doesn’t seem to mind salty areas. Plumeria species may be easily propagated from cuttings of leafless stem tips in spring. Cuttings are allowed to dry at the base before planting in well-drained soil. Cuttings are particularly susceptible to rot in moist soil. Propagation can also be by tissue culture from cuttings of freshly elongated stems or aseptically germinated seed. Pruning is best accomplished in the winter for deciduous varieties, or when cuttings are desired.
POLICE SAFETY TIPS
Do not get taken in by wire transfer scams THERE has been a recent increase in scam victims here in the Turks and Caicos Islands. This column was written as a warning on the advice of the detectives of the Financial Crimes Unit of the Royal Turks and Caicos Islands Police Force. Using a bank or a money transfer company to wire funds electronically is an easy and convenient way to send cash to someone. And when consumers wire money to people they know, the transaction typically takes place without a problem. But wiring money to strangers in another country is risky because often they could be scam artists.
Crooks like their victims to use wire transfers because the money moves fast and they can take the money and run before the victim discovers the truth. Con artists also know that the transaction is difficult to reverse, and the money is difficult to get back. That’s why they will use any tactic to convince people to wire money to a complete stranger. Never wire money to people you don’t know, regardless of how convincing or enticing their story may be. Scammers often win their victims’ confidence with some ‘bait,’ such as a work-at-home offer, a great deal on a product for sale, or news that you have won some kind of lottery.
Be especially careful with transactions over the internet, where the other person’s true identity can remain anonymous. A stranger asking you to wire money is a huge red flag that it is a scam. Don’t fall for it. Even if you get a request to send a wire transfer and it’s supposedly from someone you do know, confirm that’s the case some other way, such as through a separate phone call. If you are being pressed to make a decision or send money fast, it’s probably a sign of a scam. For example, crooks might frighten you with a phone call that a loved one is in trouble and needs cash sent to the caller immediately. Thieves may try to divert you away

from using a more traditional means of money transfer, such as a credit card or cheque. To do this, they often stress the ‘urgency’ of the transaction to get the victim to act without thinking. Always remember that wiring money is like sending cash and because you voluntarily sent the money, you have fewer protections in terms of getting it back.
Never give out your bank account or credit card numbers in response to an advertisement or an unsolicited call, text message or email. That information could enable someone to steal money out of your account by a wire transfer, before you have time to realise that the interaction was fabricated by a swindler.

Eco friendly homemade flea and tick repellent IF YOU want to avoid using toxic products on your pets as well as yourself, here is a great recipe to try. It has been proven to rid not only fleas and ticks but also mosquitos, ants, spiders and other bugs. Diatomaceous Earth is a soft powder made up of fossilised remains of tiny aquatic organisms called diatoms. This substance is very sharp when looked at under a microscope and punctures the exoskeleton of insects, resulting in death by dehydration. The neem tree, which grows abundantly here in the Islands, is a herb used in Ayurvedic medicine and is a great natural mosquito repellent. It is useful in the prevention and treatment of malaria. Neem also has moisturising properties and helps sooth irritated skin. The anti-bacterial properties will help prevent development of any further skin infection and also helps counteract the drying effects of diatomaceous earth. Neem powder can be made easily by drying the leaves then blitzing down to a powder in a good high speed blender. Yarrow is natural would healer and is considered a sacred herb by many cultures because of its ability to heal. It’s also anti-inflammatory and helps to sooth irritated skin. It is anti-microbial and has pain relieving properties. Yarrow will help protect pets from any secondary infections from insect bites. Eucalyptus is a natural bug and insect repellent and has been shown to be more effective than Deet. The oil also has antiseptic properties for healing after bites.

Ingredients 1 cup of food grade diatomaceous earth 1/2 cup neem powder 1/2 cup yarrow powder 20 drops eucalyptus oil (leave out if using for cats)
Mix all the ingredients and put in a shaker top container. Apply from head to tail along your pets spine in dry conditions then brush you pets fur going in the opposite direction so the powder comes into contact with the skin, avoiding the eyes and nose. Also rub the powder on the belly and legs. This powder can be used once a month and reapplied if your pet has a bath or gets wet. Apply more often if you have an infestation and you can also apply the powder around floors, windowsills, pets bedding and sofas.

Blue cheese and pear tartlets INGREDIENTS 4 ounces blue cheese, crumbled 1 ripe pear - peeled, cored, and chopped 2 tablespoons light cream Ground black pepper to taste 1 (2.1 ounce) package mini phyllo tart shells

• Pre-bake phyllo shells according to package directions. Set aside to cool. • Mix together blue cheese, pear, and cream. Season to taste with pepper. Spoon mixture into cooled shells. • Bake at 350 degrees F (175 degrees C) for 15 minutes. • Serve warm.

Officials exit Haiti gov’t over president’s remarks to woman A HOSTILE comment made by Haitian President Michel Martelly at a campaign rally has set off an uproar in his coalition government, leading a politically allied party to announce the resignation of three officials from his administration Wednesday. The leader of the Fusion Social Democrats told reporters that two Cabinet ministers and a secretary of state will leave Martelly’s government due to the president’s comments to a woman in the port city of Miragoane. “This is inappropriate. Enough is enough,” Edmonde Supplice Beauzile said at a news conference announcing his party’s vote to remove its three officials, which include the minister of women’s affairs. Martelly was at a rally July 29 when a woman accused his government of incompetence and complained that it failed to bring electricity to her community. Video broadcast by Haitian media show the president dismissing her with coarse, sexist language, telling her in Haitian Creole to “go get a man and go in the bushes” to have sex. Seismic activity resumes off Barbados with 3.8 magnitude earthquake ANOTHER earthquake was recorded northeast of Barbados yesterday, after what appeared to be a break in daily and frequent seismic activity. The UWI Seismic Research Unit reported that around 3:26 p.m., a 3.8 magnitude tremor occurred 141 km northeast of the capital, Bridgetown; 263 km east of Castries, St. Lucia and 285 km east southeast of Fort-de-France, Martinique. The recorded depth was 72 km.

The Dutch Caribbean’s tourism power is reporting a 16.2 percent increase in tourism arrivals in the first half of 2015, the highest rate of increase of any destination in the Caribbean. The island reported 569,153 tourist
arrivals in the first six months of 2015, up from the same period in 2014. That was buoyed by a 19.7 percent increase in the winter tourist season, according to Caribbean Tourism Organization data. The next fastest-growing country was Barbados at 15.3 percent in the same period. (Caribjournal)
Western Union: Closure ‘temporary’ WESTERN Union is working to reopen its money transfer counters in the Cayman Islands after they were closed abruptly last month, according to a company spokeswoman. Fidelity Bank, which ran the Western Union branches in the Cayman Islands, Bahamas and Turks and Caicos, made the decision on July 17 to close the money transfer counters in the three countries the following day, surprising many regular customers. In an email, Western Union spokeswoman Paula Barifouse called the closure here a “temporary service disruption,” but would not say if the money transfer company had found a new bank. “Western Union is working to restore services as soon as practicable in line with our commitment to provide our customers with reliable and efficient services,” she said. Cash transfer companies around the world are facing stricter regulations and increased risk based on fears by regulators in the United States and Europe that companies such as Western Union could be used to finance terrorism and launder money. Banks that handle these transactions have to spend more time and money vetting the cash transfer customers or risk big fines from

Fidelity representatives did not respond to requests for comment by press time Tuesday on the potential for Western Union reopening. Cayman National Bank, which provides banking services for Jamaican National and MoneyGram, is in the process of pulling out of the money transfer business, possibly leaving the companies without a correspondent bank to handle the transactions. Cayman National now is the only bank in the country handing cash transfer services.

Events in the capital of Kingston have included a flash mob gathering in a park, an art exhibit and performances featuring songs and poems by lesbian, gay, bisexual and transgender Jamaicans. A dance party was set for Wednesday. Gay rights activists said Tuesday the peaceful events are a clear sign that tolerance for LGBT people is expanding on the island even though stigma is common and longstanding laws criminalising gay sex between
men remain on the books. “I think we will look back on this and see it as a turning point because many persons thought that it would never actually happen,” said Latoya Nugent of the Jamaica Forum of Lesbians, All-Sexuals and Gays, or J-FLAG, the rights group that organized the event. For years, Jamaica’s gay community lived so far underground that their parties and church services were held in secret locations. Cayman Islands woman loses $50,000 in Nigerian email scam A CAYMAN Islands woman has lost $50,000 after sending it to an online conman in Nigeria via a money transfer service, local police said. Warning residents to be vigilant, as there is very little the Royal Cayman Islands Police Service (RCIPS) can do to investigate, let alone apprehend internet criminals based in the West African country, the Financial Crimes Unit urged people not to respond to unsolicited emails promising cash. Police said that the woman who made the report sent the cash in several money transfers over the last 12 months via Western Union to Nigeria. Ironically, that money transfer service closed its doors Friday in what could be the beginning of the end for this type of international cash dispatch service. The woman appears to have been sucked in by an unsolicited email claiming to be from the American tax authorities telling her she was entitled to a substantial tax rebate, but as part of the scam the conman asked for advance fees before the money could be refunded. Taking

the scam email seriously, the woman paid the requested “fees” in several transfers overseas amounting to $50,000. It is not clear why she sent money to Nigeria for what she believed was the refund of taxes paid in the United States nor have police indicated whether the woman was an American national. The woman told police, however, that the conman she corresponded with over the scam tax-windfall went by the name Richard Aje but, stating the obvious, the FCU said this may not be his real name. “Chances are very low that the suspect can be traced or apprehended, as there is no working investigation practice or extradition treaty in place between Nigeria and the Cayman Islands,” the RCIPS warned. “The Financial Crimes Unit (FCU) reminds the public that unsolicited emails promising funds and asking for advance payments to release the funds or asking for account numbers or personal information of any kind are highly suspect and should never be responded to.” (Antigua Observer)

OAS calls for talks between Haiti, Dominican Republic AS HAITI and the Dominican Republic remain at an impasse over a brewing migration crisis, the head of a hemispheric mission that recently visited the island both nations share, is reiterating calls for the governments to talk. “It’s essential,” Francisco Guerrero, secretary for political Affairs for the Organization of American States, told the Miami Herald. “One of the main goals of the OAS at this point is that the dialogue between the two countries gets increased in its quality.” In a report about the migration crisis to OAS Secretary General Luis Almagro, Guerrero and others outlined several observations and recommendations to help smooth relations between the nations that share the island of Hispaniola. Among them: for the OAS to serve as mediator. “If you have this bi-national dialogue between the two countries, it could be easier to ... have a common understanding of what’s happening in that situation,” he said. “Each country has a point of view of what’s happening.” Dialogue, Guerrero said also would help determine, for example, how many have actually crossed into Haiti since the crisis picked up steam in mid-June after a deadline for enforcement of a new Dominican immigration law expired. The new law, the Dominican government said, was needed to address illegal migration from Haiti. In 2013, the country’s highest court stripped citizenship away from the Dominican-born children of Haitian migrants, dating back to 1929. That decision, which has left thousands stateless, triggered international outcry with Haitians and human rights activists accusing the

He will answer questions from Judy Huth’s lawyer on 9 October, while she will give her deposition a week later. Mr Cosby had been attempting to get Ms Huth to testify first. He has denied giving her alcohol and abusing her at the Playboy Mansion in 1974. Ms Huth is one of a string of women who has accused the 78-year-old of sexual assault dating back decades. All the allegations so far fall outside the statue of limitations so he is not facing any criminal charges, although Los Angeles police have opened an investigation. Ms Huth’s case can proceed

MH370 search: Families vent anger over inquiry RELATIVES of those missing on Malaysia Airlines flight MH370 have vented anger at apparent mixed signals over whether part of the plane has been found. Malaysian PM Najib Razak said experts in France had “conclusively confirmed” the wing part found on an island in the Indian Ocean was from the aircraft. Hiroshima marks 70 years since atomic bomb RESIDENTS in the Japanese city of Hiroshima are commemorating the 70th anniversary of the first atomic bomb being dropped by a US aircraft. A ceremony, attended by PM Shinzo Abe, was held at Hiroshima’s memorial park before thousands of lanterns are released on the city’s Motoyasu river. The bombing - and a second one on Nagasaki three days later - is credited with bringing to an end World War Two. But it claimed the lives of at least 140,000 people in the city. A US B-29 bomber called the Enola Gay dropped the uranium bomb, exploding some 600m (1,800ft) above the city, at around 08:10 on 6 August 1945. On that day alone, at least 70,000 people are believed to have been killed. Many more died of horrific injuries caused by radiation poisoning in the days, weeks and months that followed. FIVE police forces are investigating claims of historical child sexual abuse involving former PM Sir Edward Heath. The Met, Wiltshire, Kent, Jersey and Hampshire forces are conducting separate inquiries into the late MP. The BBC understands Wiltshire Police halted an inquiry into a brothel keeper in the 1990s after she said Sir Edward was involved in child sexual abuse. The Sir Edward Heath Charitable Foundation said it was confident he would be cleared of any wrongdoing. On Tuesday night, Hampshire became the fifth force to say it was investigating “allegations”, but gave no further details. The BBC’s home affairs correspondent Dominic Casciani says claims made by the brothel keeper, Myra Ling Ling Forde, that Sir Edward was a client, meant that she had left herself open to prosecution. However, the case against her was allegedly discontinued between 1990 and 1995. She was later convicted of controlling prostitutes after a successful prosecution by Wiltshire Police. She was jailed for six years after a trial that included allegations that she had supplied children as young as 13 to her clients. It is unclear whether or not the force then went back to reinvestigate her original allegations against Sir Edward - and this is now part of a corruption inquiry by the Independent Police Complaints Commission. The IPCC said on Monday that it would look at whether Wiltshire officers failed to pursue allegations of child abuse made against Sir Edward, who was Conservative prime minister from 1970 to 1974. He died in 2005, aged 89, at his home in Salisbury. A retired detective has alleged claims were made in the 1990s but not followed up. Wiltshire Police has declined to comment, but has appealed for information regarding allegations against Sir Edward.

He said police had confirmed that at least one of those allegations was being investigated. Friends of Sir Edward have dismissed the claims saying there is not a shred of evidence to link him to abuse. The Sir Edward Heath Charitable Foundation, which operates the museum at Arundells, his home in Salisbury, said it welcomed the investigation. “We wholeheartedly believe [it] will clear Sir Edward’s name and we will co-operate fully with the police in their enquiries,” a spokesman said. Sir Edward took Britain into what was then the European Economic Community during his time as PM. He lost his leadership of the party to Margaret Thatcher in 1975 - something he never forgave her for and he refused to serve in her cabinet.

Trial postponed for hunter guide accused in Cecil the lion’s death THEO Bronkhorst appears to have had a long, smooth career as an African safari hunting guide, but a tempest has engulfed him since he allegedly helped Minnesota dentist Walter Palmer kill Cecil the lion. On Wednesday, Bronkhorst arrived at a Zimbabwe court concerning charges of poaching. He told CNN’s David McKenzie that the hunt was legal and that he hopes his lawyers will show it. He thinks charging him is out of line. “I think it is frivolous, and I think it was wrong,” he said at the Hwange Magistrates’ Court near the national park of the same name, where Cecil once roamed. His hearing was short. The trial was postponed until September
to give the defense more time to prepare. The owner of the farm where Cecil died, Honest Trymore Ndlovu, also faces charges. He is accused of allowing the hunt on his land without proper permission and in violation of wildlife quotas. Palmer allegedly paid the two $50,000 to set up the kill in early July that, by month’s end, boosted Palmer to global infamy as the despised antagonist in a social media firestorm against big game hunting. The backlash has hit Bronkhorst as well. Since late July, Facebook users have posted thousands of indignant comments to a page attributed to the hunter guide.
Family doctor suspected of drugging and raping almost a dozen women A family practitioner in Las Vegas is accused of drugging and raping nearly a dozen of his patients, including a mother and her teenage daughter, prosecutors said Wednesday. Dr. Binh “Ben” Minh Chung, 41, was initially charged in June with production and possession of child pornography. He had his medical license suspended indefinitely, the Las Vegas Review-Journal reported. On Wednesday, prosecutors said they have identified 11 new victims in his case, and the doctor’s bail increased from $550,000 to $1 million. Chung was caught after his wife found videos of him having sex with women who appeared to be unresponsive, police said. The wife has now filed for divorce, prosecutors said. Around the same time of his wife’s disgusting discovery, a teen patient of Chung, who was getting treatment for acne, told police Chung took her to his office for “treatment,” drugged her and had sex with her. When she woke up, the doctor told her she had a “ bad reaction to the acne treatment,” police said. The girl’s mother has also accused Chung of sexual assault.
SPECULATION about Joe Biden possibly entering into the 2016 presidential race reached a fevered pitch over the weekend - and the vice-president and his staff have done little to tamp down the talk since then. It all began on Saturday with a column Maureen Dowd in the New York Times, in which she recounted an impassioned request Mr Biden had received several months ago from his 46-year-old son, Beau Biden, who was dying of brain cancer. “Beau was losing his nouns and the right side of his face was partially paralysed,” she writes. “But he had a mission: He tried to make his father promise to run, arguing that the White House should not revert to the Clintons and that the country would be better off with Biden values.” Dowd has the reputation among some on the left of being a bit of a Clinton family antagonist - and armchair psychologist - so her attempt to ramp up speculation of Democratic Party looking for alternatives to former Secretary of State Hillary Clinton shouldn’t come as too a much of a surprise. The 20-year-old then helped GB win mixed 4x100m medley relay gold in a world record time in Kazan. Chris Walker-Hebborn, Peaty, Siobhan-Marie O’Connor and Fran Halsall triumphed in three minutes 41.71 seconds for Britain’s fourth gold. “We fought for every inch. We left it all on the battlefield,” Peaty said. Peaty beat South Africa’s Cameron van der Burgh into second place in the 50m breaststroke final, in a repeat of Monday’s 100m final. Bryant unsure about retirement THE Los Angeles Lakers star Kobe Bryant might not retire after the 2015-16 season after all. The 36-year-old player told Yahoo! Sports via a phone interview on Tuesday that he will make the decision at the end of this upcoming season. “We haven’t set anything in stone and I’ve talked about it before. But could this be the last [season]? Absolutely. It’s tough to decide. It’s really tough to make those types of decisions. Players I have spoken to say, ‘Kobe you will know,’” Bryant said. “I’m making this very simple. Either I like playing the game and going through this process or I don’t. I try to strip it down to the simplest form. Either I like playing some more or I don’t. But I think that decision needs to be made after the season. It’s hard to make a decision like that before the season.” Bryant added that money will not be a factor for when he decides if he wants to remain in the league. Bryant will become a free agent in

I feel good. ... My lower body is solid. There are no question marks on what I can do. My body and my legs feel extremely strong and healthy. That’s the big difference,” Bryant said. “My upper body, I’ve been doing the weights and stuff like that. I’ve been kind of building up the upper body strength. The biggest change is I feel very, very solid in my legs.” With Bryant back, the Lakers will hopefully have a better season than last year when they finished 21-61. The Denver-area runner broke the Guinness World Record for greatest distance run on a treadmill in 12 hours on Saturday (Aug. 1), logging 81.62 miles on a treadmill at the University of Denver’s Ritchie Center from 9:30 a.m. to 9:30 p.m. Staley’s record beat one set last year by his friend Denis Mikhaylov, who ran 80.53 miles on a treadmill in New York City. “It was in a friendly spirit,” Staley, 30, tells Yahoo Health. “I thought Denis could have done better and figured if I give it a go, maybe Denis will come back and crush it.” While Staley trained for this record (which he referred to as “the Guinness thing”), he stresses that he doesn’t like competition, noting that he often decides to do a race at the last minute and does them on occasion to challenge himself. “If I show up to a race and people are stretching, I know I’m in the wrong

Last week in Birmingham Australia was swept aside but this innings was one of the lowest moments for the country’s Test side in recent memory. Not since 1936 had Australia managed a worse score than 60 in
an Ashes Test match but on a pitch which left its batsmen bamboozled, at times the Aussies looked more like a village team than a side filled with international stars. The last time Australia suffered such a disastrous innings was in 2011 where it was bowled out for a paltry 47 by South Africa in Cape Town. After winning the toss, Alastair Cook elected to bowl first and his side didn’t disappoint, ripping into the Australians straight away. Broad, the pick of the England bowlers, dismissed Chris Rogers and Steven Smith in the first over before David Warner was caught behind off a delivery from Mark Wood. Shaun Marsh was dismissed for nought by Broad before the same bowler took Adam Voges’ wicket courtesy of a spectacular one-handed diving catch by Ben Stokes. Michael Clarke, the under-fire Australian captain, was the sixth man to be out, edging the ball to Alastair Cook at slip as Broad continued to run riot. At 29-6, England were in total control and Peter Nevill was soon on his way back to the pavilion after losing his off stump to Steven Finn. Mitchell Starc managed just one before he was sent packing by Broad and he was soon followed by Mitchell Johnson, who top scored with 13. Nathan Lyon was the final man to go, caught by Stokes off Broad to leave Australia all-out for 60. Broad’s 8-15 takes him to 307 Test wickets and ranks him fifth in the country’s all-time list of leading wicket takers. Broad’s figures are also the best figures in a Test match for England since 1994 when Devon Malcom claimed 9-57 against South Africa. (CNN)

Athletics at ‘war’ with media over IAAF drug-test allegations The US government is suing Armstrong for millions of dollars of sponsorship paid to his team by US Postal Service.
US lawyers want Armstrong medical records from 1996 US government lawyers want to see records of Lance Armstrong’s cancer treatment to find out if doctors knew he was doping in 1996. Armstrong, 43, confessed to taking performance-enhancing drugs in 2013, having been stripped of his record seven Tour de France titles. The US government is suing Armstrong for millions of dollars of sponsorship paid to his team by US Postal Service. The request is an attempt to “harass” Armstrong, according to his lawyers.
Armstrong was diagnosed with testicular cancer in 1996, but returned to claim seven successive Tour titles from 1999. The Texan has admitted to doping from before his diagnosis, but evidence that doctors knew about it could be used to support the theory that there was a wider conspiracy to hide his cheating from federal backers. Armstrong is banned from professional cycling for life but took part in a charity ride on the route of this year’s Tour de France, a day ahead of the main race. (BBC)
The world of athletics is at loggerheads with two leading media organizations over just how widespread doping is within the sport. Reacting to reports by Britain’s Sunday Times and German broadcaster ARD that analyzed a leaked database of official drug tests, International Association of Athletic Federations (IAAF) vice-president Sebastian Coe said the allegations amounted to a “declaration of war.” In response, investigative journalist Hajo Seppelt -- who worked on ARD’s documentary -told CNN that Coe’s comments were “ridiculous.” Meanwhile, the IAAF has denied athletics is suffering a similar crisis to cycling’s history of doping when the sport was bedeviled by extensive drug-taking and accusations of toplevel coverups. “If transparency is an issue, we would welcome any investigation from the only authorized body to investigate -- the World Anti-Doping Agency (WADA),” the IAAF’s anti-doping manager, Thomas Capdevielle, told CNN. “If they refer the matter to an independent commission, we are happy to welcome them to (our headquarters in) Monaco, open our files one by one and show that for every suspicious blood sample, there was an appropriate followup done. “I can confirm there was no coverup from the IAAF.” The Sunday Times and ARD had
access to over 12,000 blood tests from more than 5,000 athletes, with leading blood experts concluding that these revealed an “extraordinary level of cheating” in the sport. The reports were released as the IAAF prepares to host its world championships in Beijing from August 22-30. ‘SEMINAL MOMENT’ Coe -- who is standing for the IAAF presidency on August 19, along with fellow former athlete Sergey Bubka -- has called the reports “sensationalizing” and an attempt to “destroy the reputation of the athletes and our sport.” “It is a declaration of war,” Coe, a former runner who won Olympic gold medals in the 1980s, told the Associated Press. “This, for me, is a fairly seminal moment. There is nothing in our history of competence and integrity in drug testing that warrants this kind of attack. “Nobody should underestimate the anger at the way our sport has been portrayed. The fightback has to start here. “We cannot be portrayed as a sport that is in any way dragging our heels.” The leaked tests were scrutinized by Australian doping experts Michael Ashenden and Robin Parisotto, who concluded that 800 athletes, in a range of disciplines, mostly covering endurance events from the 800 meters to the marathon, had produced “suspicious” results.
At the major competitions, this equated to nearly 150 medalists, including 55 champions. The IAAF has published a lengthy statement denying any wrongdoing, one that was accompanied by a detailed nine-page rebuttal of the allegations. “What the IAAF cannot accept under any circumstances ... is an accusation that it has breached its primary duty to act in the best interests of the sport of athletics,” the statement read. However Seppelt, a journalist who has spent much of his working life scrutinizing the world of doping, remained unrepentant. “I am used to this kind of reaction because I have been working on doping stories for almost 20 years. Always, when I present facts about failures, this is the normal reaction,” the German told CNN. “The declaration of war statement is ridiculous. We are not interested in blaming sport. They should react to facts.” As the tit-for-tat battle rages, the Sunday Times also published its own statement in which Ashenden and Parisotto rebutted the “so-called ‘serious reservations’” outlined by the IAAF. Just 10 of the 70 people who are employed by the IAAF work in its Medical and Anti-Doping Department, but Capdevielle insisted the organization had taken a proactive approach in dealing with drug cheats.

TCIFA wants more female players THE Turks and Caicos Islands Football Association (TCIFA) is inviting all pre-teen girls above six years old, football skills or not, to learn the game in a hope of increasing the number of female footballers here. The local body is committed to the FIFA “Live Your Goals” campaign, which aims to increase the number of females playing the sport from 30 million to 45 million in four years.
In a press release Candace Hanchell, Executive Member responsible for Women’s Football said that: “The TCIFA extends an open invitation to all 6 to 12 year old girls. No playing experience is necessary – simply come prepared to play football! Parents and spectators are also welcomed at the event to support our young girls as we contribute to their healthy lives and positive experiences.”
The official launch of the “Live Your Goal” campaign is scheduled for next Saturday (August 15) at 9:00h at the TCIFA’s National Academy, in Providenciales. The FIFA “Live Your Goals” is a four year campaign committed to: -Increasing the popularity of women’s football locally, nationally and globally; -Sparking, fostering and generating excitement about
women’s football; Increasing participation of girls and women in football; -Creating the best platforms for women’s football to thrive with more females becoming lifelong participants in the sport; and -Ensuring that football is the number one sport for females across the globe in terms of participation and popularity. TCI has produced a number of good female footballers over the last
few years; some of them have also developed other aspects of the game off the field. Owing to this former TCIFA’s youth coach and current women’s national team player Sarah Cenary, TCIFA’s coaching development officer and current women’s national team player Olivia Gravely and TCIFA’s assistant referee and current women’s national team player Christma Jean Louis were selected as TCIFA ambassadors for the campaign.

The committee of Grand Turk Fishermen’s Tournament Inc. have wasted no time in putting some of the money raised recently to good use. According to a press release from the body, the GTFT in partnership with the crew of the RFA Vessel Lyme Bay, The Governor’s Office and Olympic Construction Ltd, assisted Eliza Simon’s primary school on Grand Turk. The school benefited from a partial refit of the tuck shop area and new lunch benches built by the Royal Marine Commandos, Army Commandos, Royal Engineers and Logistics Corps personnel from the ship’s crew, with materials purchased by the GTFT.
Some of the crew demolished older benches which were rotten, and built new ones in the shade of the trees for children to have open air lessons, as well as for eating their lunch. The rest of the crew were refitting the tuck shop area: phase one of planned work at the school. The release added that the crew members gave up their own time to assist with community projects and simultaneously worked on several other projects, including the restoration of the historic King George VI phone box at the TCI National Museum. “The GTFT committee would like to sincerely thank the hardworking crew of the Lyme Bay, who
cheerfully undertook their work and left a lasting legacy of their all too brief time on Grand Turk.” The Not for Profit organisation had promised that funds raised from the annual fishing and golf tournaments last month will go towards new equipment and building projects at the Eliza Simons and the Ona Glinton primary schools. In their inaugural year (2013) the tournaments raised enough funds to build a new shade gazebo and landscaped garden area for residents of the GT Geriatric and Special Needs Unit. In 2014 the group acquired a new “twin server, 30 screen smart client computer suite” for the H J Robinson High School IT Department.
at Pan Am Juniors WADLY Jean did not make it into the finals of the 200M at the Pan American Junior Athletics Championships in Edmonton, Canada, but he did get a personal best in the event. The sprinter, who turned 19 a few days ago, clocked 22.05s. His previous best was 22.26s made in Glasgow at the Commonwealth Games last year. The former HJ Robinson student acknowledged that the event was competitive, but
indicated that overall it was “an awesome experience”. Jean also ran 50.7s in the 400M. Also representing the TCI was another national sprinter, Courtney Missick. Missick, who has been battling injuries this season, did not register the timing that he was hoping for, but was thankful to come out of the meet injury free. The Jamaica College student finished the 200M in 22.57s.

Sanmiya and Malyan beat Barbados and Cayman in Super Seniors TCI’S veteran golfing pair of Rick Sanmiya and Graham Malyan managed to get past Barbados and the Cayman Islands in the Super Seniors competition in the 59th annual Caribbean Amateur Golf Championships which was held last week in Jamaica. The duo was one of three TCI teams that competed in the championships that ran from July 28-31. President of the Turks and Caicos Golf Association Fraser Dods and teammate Kent Soukup battled in the Seniors for the Francis and SteelePerkins Cup, while the experienced Rodney Lavard and John Donatien participated in the Mid-Amateurs. Lavard and Donatien finished ahead of Trinidad and Tobago in their division, while Dods’s team placed ninth. Sanmiya and Malyan made 47 pars and three birdies in their four rounds of play, and looked great after

Otuonye to use NACAC Seniors as stepping stone for World Championships IFEANYI Otuonye is hoping to perfect his jumping form this Saturday when he competes in the North American, Central American and Caribbean (NACAC) Senior Championships in San Jose, Costa Rica. The national long jump record holder is not predicting too much since he has not jumped competitively for a while, but with his form this year anything is possible. “Since I haven’t jumped in competition in over a month, I can’t really predict how I might do at NACAC, but as of right now in training it’s looking pretty good,” Otuonye had told the Weekly News prior to travelling to Central America.
During his outdoor season this year, the Kansas State University student jumped 25 feet (7.62M) or better, four times, inclusive of a new PB and national record (7.87M). OVER 8M In practice recently he leaped over 8M. A feat his coach is confident he is capable of in competition. Otuonye, who was the Big XII Male Field Athlete of the Year, has his eyes set on switching gear when he competes later this month in the 15th IAAF World Championships in Beijing, China. He feels by that time everything should fall into place and he will be able to execute the big jump.

Barbados finished that competition in eighth place with their team tallying 318 strokes, while the Cayman Islands finished ninth with 329 strokes. In the Mid-Amateurs division, Lavard and Donatien totalled 332 strokes over their four rounds with 32 pars and two birdies. Dods and Soukup tallied 323 to finish ninth in their division. They scored six birdies, two in the first round and 37 pars, but they also got six double bogeys and three triple bogeys. COMPETITIVE GOLF Dods told the Weekly News that
the teams felt they could have done more. “All three teams were, unfortunately, disappointed in their play at this event. It became apparent that the level of competitive golf conducted at this event is something rarely experienced by TCI golfers, and like any athletic endeavour, unaccustomed stress impairs performance.” Nevertheless the golf president said that the players were proud of their efforts. “The TCI team members are proud of their efforts, but recognise that they need to practice and hone their golf games under more competitive conditions, to better be able to deal with the pressures of international competition.” He added that the team would very much like to acknowledge and thank their sponsors, Bordier Bank and Provo Golf Club who assisted greatly in making the trip possible.
