Scholarships
The Youth Scholarship Fund was developed by TCPUD Parks & Recreation Department to assist local youth to participate in sports and activities. Funds are available to youth ages 17 years and younger and offers a maximum cash subsidy of 50% per program registration, with a $150 max per child per year.

TCPUD reserves the right to cancel any activity If TCPUD cancels an activity, a full refund will be issued If a participant cancels at least 5 working days before the activity start date, 80 percent will be refunded. No refunds, full or partial, will be issued if a participant cancels within 4 working days before the activity start date, or fails to attend an activity or class.

In the interest of safety for all, we will cancel or postpone a program or close a facility due to inclement winter weather conditions such as snow and ice In the event we cancel any programs due to inclement weather, we will communicate closures as soon as possible

Guided by the TCPUD 2021 22 Advocacy Priorities, the TCPUD actively monitors and engages in state and federal legislation The Priorities, adopted by the Board of Directors in June 2021, were identified to advance the TCPUD Mission to serve the people in our community, as well as the environment

Through formal communication and collaborative meetings with elected representatives, advocacy organizations, and local, state, and federal agencies on a wide range of issues, the TCPUD responds to legislation that could impact TCPUD and our constituents TCPUD is committed to proactive legislative action on important issues including water infrastructure, fire suppression, water use, and outdoor recreation
Locally, TCPUD participates in partnerships that work collaboratively to pursue legislative action and funding mechanisms that promote mutual goals with the Tahoe Basin. The goals include initiatives that address water infrastructure, recreation, transportation, housing, and restoration. These partnerships include the California Tahoe Alliance, the Lake Tahoe Water for Fire Suppression Partnership, and the Climate Transformation Alliance.
Notable legislative initiatives monitored by TCPUD include:
SB 222 (Dodd) Water Rate Assistant Program
This bill would have established a Water Rate Assistance Fund to help provide water affordability assistance for both drinking water and wastewater services to low income residential ratepayers. The TCPUD agrees that California should have a program that helps low income households, however, SB 222 proposed an inefficient program that would waste program funding on unnecessary administrative costs. The TCPUD joined a coalition that intensely advocated for specific amendments to make the bill work efficiently. Important amendments were not accepted by the bill’s author, and on September 28, California Governor Gavin Newsom vetoed the bill. The TCPUD will monitor future legislative action that addresses water affordability assistance.
SB 1157 (Hertzberg) Urban Water Use Objectives, Indoor Residential Water Use
This bill establishes a new and more stringent standard for residential water use. Beginning January 1, 2025, the new standard lowers water use from 52.5 gallons per capita (GPCD) to 47 GPCD, and again on January 1, 2030 to 42 GPCD. TCPUD worked with a coalition to advocate for specific amendments that would balance water supply benefits with affordability ramifications. The bill was signed by Governor Newsom on September 28, and while the bill did not include the coalition’s requested amendments, the Governor issued a signing message, in alignment with the amendments, that requests funding for the Department of Water Resources to complete additional studies and create variances to reflect local investments in recycled water and infrastructure.
Advanced Clean Fleets Regulation
The California Air Resources Board released Draft Regulatory Language for the Advanced Clean Fleets Regulation Public Fleet in August 22 In response, the TCPUD signed onto a joint Truckee Tahoe agency comment letter that expresses concern about the Draft Rule’s potential negative impacts on critical infrastructure and our ability to support public safety and emergency response TCPUD continues to monitor this initiative for further action

Association of California Water Agencies (ACWA) Tour
TCPUD hosted a tour of the West Lake Tahoe Regional Water Treatment Plant Project for ACWA representatives. TCPUD has been a member since 1990 of ACWA, a statewide coalition of public water agencies, promoting local control of water service and advocating for sound regulations and legislation.

Caldor Fire Recovery Area Tour
TCPUD staff joined the California Tahoe Alliance to host a tour of the Caldor Fire recovery area for Nevada Congressman Mark Amodei, who led support for including water infrastructure for fire suppression projects in the Lake Tahoe Restoration Act The tour highlighted the important dual role that water availability and forest fuel reduction played in protecting the South Lake Tahoe community from the Caldor Fire Due to the prior investments in both water infrastructure and forest fuel reduction activities, not a single structure was lost
Lake Tahoe Summit
With partners from the Lake Tahoe Water for Fire Suppression Partnership (Partnership), TCPUD staffed a booth at the 26th Anniversary Lake Tahoe Summit hosted by Senator Jacky Rosen of Nevada. This year's Summit, themed "Protecting Lake Tahoe’s Future", emphasized continuing to improve efforts to protect the Lake Tahoe Basin from catastrophic fire. The Partnership’s booth highlighted necessary improvements in water infrastructure, such as additional fire hydrants and flow capacity, to improve fire suppression activities.
California Special Districts Association (CSDA) Gold County Chapter Legislative Tour
National Special Districts Coalition (NSDC)
TCPUD is one of 24 water and fire protection district leaders from nine states that participated in NSDC efforts to examine barriers local agencies face to ensure adequate water infrastructure for fire suppression exists within communities.
The report recommends solutions to close the funding gaps that support water infrastructure for fire suppression and urges federal lawmakers to act

TCPUD Secures Placer County Transient Occupancy Tax (TOT) Grant Funds
The Placer County Transient Occupancy Tax (TOT), paid by lodging visitors, helps fund projects that address the impacts of tourism on our community, the environment, and Placer County. In 2022, TCPUD secured over $70,000 in TOT funds for projects that improve the quality of recreational experiences in north Lake Tahoe.

Emergency Bypass Ports and Sewer Pumps Station Storage Improvement Project
TCPUD is completing Phase 1 of an Emergency Bypass Ports and Sewer Pumps Station Storage Improvement Project in the Rubicon Bay neighborhood Phase 1 of this Project includes the installation of four bypass ports along a 1 mile section of sewer force main and construction of storage vaults at two sewer pump stations Phase 1 improvements will allow TCPUD to take shorter sections of the sewer force main offline in the event of a break or damage Total cost for the Project is approximately $4 6 million

This afterschool ski program begins in January 2023 and runs for 6 weeks, and includes ski instruction, equipment and trail access It's activity based, teaches ski and snow skills, and it's all about having fun! Visit their website for more information

Junior Development (Devo) Team
Ages 11 14
The Devo Team is a TCCSEA program for athletes interested in improving their cross country ski technique and committed to becoming competition ready. The Devo Team is the next step in our youth development pipeline and is ideal for those who have graduated from Strider Gliders, or similar program, and are dedicated to cross country skiing.

Winter Discovery Center & SWEP
3rd 5th Grades
Sierra Watershed Education Partnerships (SWEP) collaborates with the TCCSEA to offer the Winter Discovery Program at the Tahoe XC Yurt. The Winter Discovery Program is an official SnowSchool site that works with local schools to provide winter ecology field trips that combine science explorations with cross country skiing. Scholarship Fund
The Youth Scholarship Fund was developed by TCPUD Parks & Recreation Department to assist local youth to participate in sports and activities. Funds are available to youth ages 17 years and younger and offers a maximum cash subsidy of 50% per program registration, with a $150 max per child per year.

EstablishedundertheStateofCalifornia'sPublicUtilityDistrictAct,theTahoe CityPublicUtilityDistrict(TCPUD)wasfoundedin1938.Itistheoldestlocal governmentofficeintheTahoeBasin.ThefoundersoftheDistrictcreated TCPUDtoprovidepublicwaterservicetothelocalcommunity.Today,water serviceisprovidedineightseparatesystemsandservesapproximatelythree quartersofthehomesandbusinessesintheDistrict.TCPUDbecameinvolved inparksandrecreationin1947asaresultofpublicinterestinimprovingthe maintenanceandpublicaccessforCommonsBeach.In1952theTahoeCity sewersystemwasbuiltandhasbeenoperatedbyTCPUDeversince.Inthe early1960sthecommunityrequestedthatTCPUDbeginaparksandrecreation programandtheseserviceshavebeenprovidedforthepast50plusyears.The abilitytotakeonmoreresponsibilitiesandservicesforthecommunitywas madepossibleduetotheforesightofourfounderswhochoseaformof governmentthatcanprovidemultipletypesofservice.
