Graduation Cheers, Legislative Wrap-Up, and Summer Social Events

As we enter the summer season, I want to take a moment to reflect on the energy and activity within our medical community over the past month. TCMS continues to thrive thanks to your engagement, commitment to professional excellence, camaraderie, and advocacy

In May, we celebrated the next generation of physicians, as the OU School of Community Medicine and the OSU College of Osteopathic Medicine held their 2025 commencement ceremonies, granting medical degrees to a combined total of just under 200 new physicians (See pages 5-11). These graduates represent a hopeful future for healthcare in our state. Many are staying in Oklahoma to pursue residency training and practice in underserved areas a reflection of the mission and values instilled by both institutions We offer them our heartfelt congratulations and encouragement as they begin their medical careers.

On the advocacy front, many TCMS members contacted their legislators and were strong advocates for medicine and patients during this legislative session. While several key issues remain works in progress, the session marked some important wins as well as continued challenges Wins included advancement in prior authorization reform which will require timely decisions on drug authorization requests, and health insurance claw back reform which will shorten the time that insurance companies have to “claw back” previously approved claims Both bills will become law in November And, although many of us were disappointed to see further expansion of scope of practice for non-physicians, the OSMA did successfully add to the scope bills several requirements aimed at protecting patients including: NPs and PAs will NOT be allowed to prescribe Schedule II drugs, 6240 hours of supervised clinical experience (under a physician) will be required prior to NP/PA independent practice, as well as additional CME requirements and $1M/$3M medical liability coverage. The OSMA’s ability to navigate complex policy landscapes and keep physician voices at the table is more important than ever If you haven’t yet, I encourage you to read OSMA’s most recent legislative update (See page 12), it’s both informative and a reminder of why physician engagement in policy matters

An exciting TCMS highlight from May was our MedTalk on Tap social and educational event. This gathering proved once again to be an excellent blend of professional development and networking in a relaxed, informal atmosphere The evening featured an insightful presentation on “Social Media and Reputation Management in the Medical Practice,” presented by our generous sponsor, SVMIC medical malpractice insurance company

In today’s digital age, managing an online presence is increasingly important for both individual practitioners and larger practices The talk focused on navigating social media platforms, understanding the risks of online reviews, and strategies for maintaining a positive reputation in an increasingly connected world. From managing patient expectations online to the ethical implications of engaging on social media, the discussion sparked a lot of valuable dialogue Hopefully, those who attended left with a stronger understanding of how to best protect their reputations and utilize digital tools to enhance their practices. A big thank you to everyone who participated, as well as to our sponsor for providing such relevant, timely information

Looking ahead, I’m excited about our upcoming Drillers Night at ONEOK Field on Tuesday, July 1st! This is a fantastic event where we can enjoy an evening of baseball, food, connecting with colleagues, and summer fun Tickets include access to the Coors Light Deck, food, fireworks, and we expect a great turnout. These informal gatherings are a wonderful way to build relationships outside the clinical setting Though tickets are limited, we’d love to see you there

OU School of Community Medicine Dean Announces Retirement; Burns Named Interim

OU School of Community Medicine

After a decade of service to OU, Dr. James M. Herman recently shared his intent to retire at the end of June. In addition to serving as Dean of the OU SCM, he holds the Morningcrest Endowed Leadership Chair and has also served as head of the faculty practice in Tulsa. Since coming to OU in 2015, Dr. Herman has been a tireless ambassador for learners, faculty, staff, and patients alike. He has led a number of signature initiatives, including curricular innovation – the piloting of the highly progressive three-year medical school curriculum stands as a notable recent distinction. Most meaningful, however, is the servant culture he has nurtured at the School of Community Medicine. His legacy of service and innovation continues to shape the University of Oklahoma and the Tulsa community for the better. We sincerely wish him the best as he enters retirement.

With Dr. Herman’s retirement, we are pleased to announce that Dr. Boyd (Bo) D. Burns has agreed to serve as Interim Dean of the OU SCM, pending Board of Regents’ approval, effective July 1, 2025.

As the George Kaiser Family Foundation Endowed Chair in Emergency Medicine, Dr. Burns has led one of the region’s most respected residency programs, tripling faculty size and expanding clinical training across multiple health systems. In 2024, he was appointed Chief of Staff at Hillcrest Medical Center, where he continues to champion quality, safety, and interprofessional collaboration. Dr. Burns is a nationally recognized voice in academic medicine. He recently served as President of the Council of Residency Directors in Emergency Medicine (CORD), advocating for innovation and excellence in graduate medical education. He is also a recipient of the EMRA Chair of the Year Award and a frequent contributor to leading journals and national conferences. Known for his transparent, relationshipcentered leadership, Dr. Burns has earned the trust of colleagues across departments, campuses, and health systems. As Interim Dean, he will lead with the same spirit of collaboration, integrity, and purpose that has defined his career.

Please join us in congratulating Dr. Burns on this well-deserved appointment and in supporting him as he guides the School of Community Medicine through this important period of transition, during which he will work closely with Dr. Herman.

Legislative Update

2025 SESSION ADJOURNS SINE DIE

As the legislative session moved toward Sine Die adjournment required by Friday, May 30, 5 p.m., there was an unusual number of moving pieces, rapid motions, parliamentary procedures, veto overrides, and budget-related votes. The final 48 hours of the session provided several last-minute actions that made a significant impact on Oklahoma’s physicians and their patients.

LEGISLATURE OVERTURNS VETOES OF SCOPE EXPANSION BILLS

Late Wednesday night, we were pleased to see that Governor Stitt had vetoed two bills, HB 2298 and HB 2584 (Hilbert/Paxton), that would have expanded prescriptive authority for APRNs and PAs and given them independent practice without physician supervision. In his veto messages on both, Stitt stated he supported independent practice “if it was limited to primary care. This bill allows for a full scope of practice for any and all specialties they say they’re trained for. This is a step too far.”

As of late Thursday afternoon, these measures were not on the calendar to be brought up for an override vote. However, as discussed earlier, these measures were unfortunately brought up in the wave of veto overrides late Thursday night and will now become law effective Nov. 1.

It is important to note that, while we are obviously disappointed these bills passed, OSMA had been involved in negotiations with legislative leadership and others all throughout session and were able to include several safeguards in the final measure, including:

1 No Schedule II prescribing

2 6,240 hours of postgraduate clinical practice experience under supervision before being eligible to prescribe independently

3 Supervision must be done under a physician of the same specialty

4.Additional CME requirements

5.$1 million/$3 million medical liability requirements

George Wendell Schnetzer, III, MD

Member Since July 13, 1972 - 53 Years

George W. Schnetzer III, M.D. (June 8, 1938 – May 25, 2025) died peacefully at home of Vascular Dementia George was a noted Tulsa hematologist-oncologist with a broad range of interests and values grounded in modesty, compassion, and service.

Born and raised in Rochester, NY A history major at Princeton he graduated cum laude After medical school at the University of Pennsylvania, his post-graduate studies at the University of Michigan Medical School were interrupted when he was drafted into the US Army. He was deployed as the commander of a medical detachment in South Vietnam George received the Bronze Star His medical training resumed at the U of M, and he achieved Boards in Internal Medicine, Hematology, and Medical Oncology.

He arrived in Tulsa in 1972 with his first wife, Dean, and their three young children, and began solo practice at Hillcrest. He initiated weekly medical multidisciplinary conferences and presentations on cancer and blood disorders. As a leader in cancer clinical research, education, and prevention, he was a Clinical Professor of Medicine at OU-Tulsa Medical College, and he obtained a grant to train nurses in Oncology When he retired, Cancer Care Associates had more than 40 boardcertified physicians in 15 locations providing care to more than half of Oklahoma's cancer patients. George left the practice of medicine, but not the science; he remained on the Institutional Research Ethics Board at St. Francis. He was a voracious reader and passionate about education and the arts. He taught math for Women in Recovery. At the University of Tulsa, he was chair of the advisory boards of TURC and McFarlin Fellows, on the Visiting Committee of A&S, the Circle Society, and the President's Council He was honored with TU's Distinguished Service Award in 2005 He was president of Chamber Music Tulsa and supported the Gilcrease Museum. George was President of All Souls Unitarian Church and had fun with "a bunch of retired guys rehabilitating houses " His friendships were steadfast He and his second wife, Mary, were devoted gardeners, designing and maintaining an exceptional rose garden. Traveling near and far, Gorge thrived on museums, people, new foods, and new ideas. He enjoyed trekking, backpacking, sailing, skiing, the 15K Tulsa Run, the Michigan Wolverines, and the Golden Hurricane
