TCDLA President’s Comments, David Guinn

Thanked Paul for doing a heck of a job over his year of service.

Chief Executive Officer’s Report, Melissa Schank

• FY23/FY24 CCA audit update – FY23 audit completed, waiting on report, FY24 not started – due to the ongoing state audit of the grants office, the results of the audit have been delayed. The state audit is expected to be completed by July, and the findings will be presented afterwards.

• CCA Update – Staffing change, new budget files – commended Mari on endless hours editing and testing the new budget. The new processes are taking longer, as we are working with new personnel and judges. Judge Richardson will run again.

• CCA performance – These did not make projections; we have adjusted numbers to be lower for next year’s grant application - Career Pathways - 61/75, Craig Washington - 45/50 Mindful Monday - 75/100, OLS - 62/75 – not having next year. Accumulatively, we exceeded our projections submitted to date.

• FY25 grant update (SB42, Cash Flow, PD/Judge Travel Stipends, Program Income, U.B. Carryover): PD stipends - all awarded, judge stipends - 2 left. We will have some UB carryover for FY26 budgets.

• FY26 Grant BudgetsCDLP Grant $1,591,177 | Additional $300k Grant requested | FY25 Unused Program Income

$82,960.30 - TOTAL FUNDS $1,974,137.30

INNOCENCE Grant $160,765 | FY25 Unused Grant Income $184,385.04 | FY25 Unused Program Income $13,005.50 - TOTAL FUNDS $358,155.54

MENTAL HEALTH Grant $121,014 | FY25 Unused Grant Income $39,180.13 | FY25 Unused Program Income $21,010.45 - TOTAL FUNDS $181,204.58

PUBLIC DEFENDER Grant $92,825 | FY25 Unused Grant Income $34,917.51 - TOTAL FUNDS

$127,742.51

MOTION: FY26 Grant Budget Approvals

Motion to approve the FY26 Grant Budgets, made by Lance Evans, seconded by Adam Kobs - motion carries.

• Non-Attorney Training Topics - At our last meeting, we discussed the possibilities of having training available for support for the defense team that is not limited to, but would include paralegals, investigators, mitigators, social workers, etc. We are working on the schedule and curriculum for the next fiscal year. Ideas for topics: Public Defender social workers – members who qualify for these services. Investigator to talk about investigator services. Clifford Duke will reach out to his contact, Roger Smotts, to help with a topic – they want to be engaged to get started. Amanda – Paralegals

who do a lot of work for attorneys – Ashley may be a good contact. MS to follow up with Amanda. Reach out to the Paralegal Association as well.

• Small Group Sessions - looking at some intense one-day small group sessions with 1-2 faculty (held in conference rooms/churches/courthouses), as David discussed CDLP Seminars, Paul Tu

Please help us promote events in your local area so that we can meet the numbers and increase attendance
