Smithtown opts to return to dual-stream recycling

Town enters partnership with municipalities of Brookhaven, Southold; excluding glass from pickup Smithtown residents will soon be asked once again to separate their recyclables as town officials have chosen to return to dual-stream recycling in January 2019.

Town of Smithtown officials held a special meeting Nov. 20 where they announced their finalized bids for its recycling contracts. The town board tapped West Babylon-based Winters Bros. Waste Systems of Long Island, who have agreed to take the town’s unprocessed newspaper and cardboard in exchange for paying $30 per ton, or approximately $177,000 a year to the town. Another company, Islandia-based Trinity Transportation, will be handling the town’s unprocessed curbside metals and plastics, with $68 per ton being paid by the town, costing approximately $104,000 per year in expenses, according to the final documents.

“Smithtown has always had a phenomenal relationship with the Town of Brookhaven and Supervisor [Ed] Romaine,” Supervisor Ed Wehrheim (R) said. “Working together with

our fellow municipalities and villages is, for us, a win-win opportunity. We help our neighbors who have helped us for so many years and we avail ourselves to favorable pricing which alleviates any burden on the taxpayer.”

Smithtown moved away from dual-stream in 2014 when it finalized a recycling contract with Brookhaven and has been left without a recycling-service provider since Oct. 29 when Green Stream Recycling, Brookhaven’s recycling contractor, voided its contract with the town. Smithtown, among numerous other local municipalities, had an agreement to sell all its recyclables through Green Stream for a $180,000 annual profit.

The new contracts approved Nov. 20, including the money from Brookhaven, will deliver $178,517 in revenue for Smithtown per year, according to town officials.

Under the new intermunicipal agreement, the townships will no longer be collecting glass for recycling. If Smithtown residents wish to recycle glass bottles or containers, they will be asked to RECYCLING CONTINUED ON A6

If locals thought winter was still a few weeks away, they were proven absolutely wrong.

A snowstorm hit Long Island and the greater New York area during rush hour Thursday, Nov. 15, taking both residents and, more importantly, local municipalities by surprise.

Areas across the North Shore received from a little more than 3 inches of snow in Ridge up to more than 5 inches in Commack, according to the National Weather Service.

Luckily, most of what had accumulated was washed away through the night by subsequent rain. It was likely only a taste of what’s to come.

Smithtown Supervisor Ed Wehrheim (R) said the main problem with the first snowfall of the season was the time it chose to strike.

“It was unfortunately one of those storms, like two we had last winter, that hit right at the height of rush-hour traffic,” he said. “The intensity of the storm also wasn’t predicted to be that intense an amount of snowfall.”

The Town of Smithtown Highway Department mobilized 36 plows and sanders to clean up the roadways by 4 p.m., and when it

became apparent the snow was not turning to rain as weather forecasters predicted, sent its entire fleet out to aid in cleanup by 5 p.m., according to town spokeswoman Nicole Garguilo.

The town’s fleet experienced a number of breakdowns during the cleanup process, Garguilo said, creating a steady stream of required repairs to fix broken plows and send them back out. Despite these issues, the town reported all primary and secondary roads were cleared by 8:30 p.m. with crews working through midnight to remove further slush and debris. Smithtown responded to more than 30 calls of downed trees during the storm.

“When you deal with a storm as dangerous as this, with as many people on the roads as they did, the job must be steady, slow and consistent,” Garguilo said. “People were frustrated their commutes were twice or three times as long as normal. Unfortunately, we can’t force people to get off the road to clear them.”

The town is currently working to sync its public communications, so when a red alert is issued to warn residents of potential danger it will be go out simultaneously on the town’s website, social media, its government TV channel 18 as well as to members of the press,

according to Garguilo. Smithtown’s mobile app, released in August, will also be upgraded during the next six to eight months to provide residents the ability to report downed trees, wires or street signs from their phone with a GPS location tag.

Living near Centereach Fire Department for the past 15 years, I have had my share of sirens and fire engines and ambulances driving past my house. There have also been many cold December nights with my kids waiting for the parade of fire trucks and Santa to make their way through the neighborhood with candy canes and cheer.

I always knew I could count on the volunteers to be there. I would think, “What a great bunch of people who are always going no matter what time of day it was.” I wondered why are they always rushing around for? Where are they going? Who are these people? Is this their fulltime job?

Driving down my block one day, I noticed a huge sign in front of the fire department that read, “EMS and firefighters needed! Help your community. Inquire at the fire department.” I read the words and took that as a sign they were talking directly to me. This was the opportunity to get some answers about this organization.

Being the curious and adventurous person that I am, I had no problem putting my blinker on and turning into the fire department parking lot.

I was like a kid in a candy shop as I walked into the beautiful red brick building with

gleaming red fire trucks, ambulances and first responder vehicles. My heart was racing at the thought of meeting the people behind the sirens that went day and night. To this day, I don’t remember much of the process that happened inside; it’s all a corny, fuzzy memory now. But what I do remember is, as I left the building, I stopped in the middle of the parking lot, looked back over my shoulder at the impressive apparatus and thought, “Did I just sign up for the fire department? Am I going to be one of them?

How am I going to make a difference here?”

Sure enough, soon the call came from the chief letting me know my application was accepted.

That’s where my journey began.

That first night I was given my gear, assigned to a company and given my training schedule. I was nervous, but to this day I have never regretted my decision to step up to the plate and help my community. The unsettled fear and nervousness turned into excitement and adrenaline the first time I stepped onto the ambulance and knew someone was in need of help. I finally had the answer as to who the people behind the sirens were — they were people like me. Ordinary people with families, young and old, single moms and dads, college students, business professionals. All ordinary people with one passion — volunteering their

time to help their community.

I have always had a passion for helping people, but never thought in my wildest dreams that I could do so through the fire department. I kick myself for not joining years ago. Don’t get me wrong — being a member is not a piece of cake. The training is intense, we don’t always get along — as with many families — and some nights you could question your decision. But for the most part, there is encouragement and support behind those red bricks, and I can’t even list the countless friendships I have created. If you’re really in tune, you will realize a sense of accomplishment and growth within yourself that you probably never knew you had.

It took me one week in the department to know I needed to up my game and my training.

Having a full-time job and being a single parent, I started night school and within three months was certified as an emergency medical technician. Within the next year, I stepped up my game further and went firematic and learned the firefighting side of the department. I am a 50-year-old female, and I am proud to say I am a volunteer interior firefighter and EMT for the Centereach Fire Department. I’m also proud to say my son has followed in my footsteps and is also an EMT and firefighter in the department.

Smithtown garbage carter accused of defrauding town A Brentwood-based garbage carter and two of its employees have been charged with attempting to defraud the Town of Smithtown and its taxpayers of nearly $1 million after an investigation conducted by Suffolk County District Attorney’s office.

V. Garofalo Carting, its principal owner Mario Garofalo and employee Robert Garofalo pled not guilty to allegations of enterprise corruption, money laundering and grand larceny among other charges in Suffolk County Supreme Court Nov. 15 before Judge Richard Ambro.

“This is a serious case of wrongdoing that defrauds the Town of Smithtown,” Suffolk County District Attorney Tim Sini (D) said.

“Our message is we will hold these type of bad actors accountable.”

Sini said the investigation was born out of a complaint filed with the county by the Town of Smithtown in 2014. It had laid stagnant, untouched, until he conducted a file review at the start of his term.

Between January 2015 and February 2016, prosecutors said the garbage carter and its employees allegedly hatched what they said was referred to as the Tulsa Plan, according to court documents. The garbage carter and its employees allegedly collected commercial garbage from businesses, both

those unregistered with the Town of Smithtown, and others across Nassau and Suffolk County, to dispose of at the Covanta Huntington waste facility in East Northport on at least 19 different dates in exchange for a fee. Upon arriving at the facility, Garofalo employees then allegedly provided documentation falsely stating the commercial garbage had been collected in Smithtown, causing the town to be billed for its disposal, according to court records.

“Once we receive a copy of the indictment, our attorneys will review it to see if there’s any damages incurred by the town,” Smithtown Supervisor Ed Wehrheim (R) said Nov. 16.

“Then we will take the appropriate measures.”

The town attorney’s office has since received a copy of the indictment against V. Garofalo Carting and the two men but was still reviewing it as of press time Nov. 20.

In addition, the district attorney’s investigation also alleged Mario Garofalo has used the Brentwood property of V. Garofalo Carting off Crooked Hill Road as a transfer station, storing commercial trash there, despite lacking the required permits to do so.

Ray Perini, a Huntington-based attorney representing Mario Garofalo, said he does not believe the allegations put forth by the district

attorney’s office can be substantiated.

“At the end of the day, I firmly believe Mario, who has spent his life taking care of community, will gain his good reputation back at trial,” Perini said.

V. Garofalo Carting currently has a contract with the town to pick up and dispose of residential waste for approximately 17,000 homes, according to Wehrheim. Smithtown’s elected officials held a series of emergency meetings Nov. 16 to discuss possible measures to take, if needed, to ensure regular trash collection continues.

“We are preparing in the event that they discontinue service how we will continue serving those homes,” Wehrheim said. “We hope it doesn’t happen. If it does, we will have a plan B.” Mario Garofalo’s attorney assured that should not be a concern, given the company’s good reputation having been in business for more than 57 years on Long Island, he said.

“This company will live up to contracts and continue to pick up residential trash,” Perini said.

Previously, a recyclables contractor for the Town of Smithtown, Jody Enterprises, was indicted for allegedly running a paper and cardboard scheme back in August 2012. The town, at that time under the leadership of former Supervisor Pat Vecchio (R), chose to settle the allegations out of court with an agreement the company would pay back restitution.

Smithtown Councilman Tom Lohmann (R) said the issue became apparent after several storms occurred toward the end of October, culminating in a nor'easter Oct. 27 that severely damaged portions of the bluff and the boardwalk above it. The town is planning to install a $125,000 stone revetment on the bluff to make the area more durable against future storms in spring of 2019. “We absolutely have to do it, because if we don’t the boardwalk — which is hanging significantly over the edge right now — could fall apart,” Lohmann said.

Lohmann said the town has a permit from the New York State Department of Environmental Conservation to install the revetment, and the funding will come from the town’s 2019 capital budget, which the town board will need to vote on at its Nov. 29 board meeting. The money for the project would be allocated Jan. 1.

Lohmann said that if it is not repaired, the sand under the boardwalk could be washed away and erosion could begin to impact the parking lot.

The town plans to open contractor bids Dec. 20, anticipating that construction of the revetment and boardwalk replacement would take place after the winter season ends in March. Joe Arico, the town’s park maintenance director, said in the meantime the town will use existing permits and funds to periodically add 500 yards of sand to replenish the bluff during the winter months.

“Every year, we kept bringing sand in as it was getting damaged, and we had a discussion last year that to keep replenishing with the sand is throwing money away every year,” Arico said. “I feel very positive about once the rock revetment is there it will suffer minimal damage there in future storms.”

like the freak Nov. 15 snowstorm show Mother Nature can be unpredictable, and there is a possibility there could be further damage to the bluff before the stone revetment can be installed.

“I think we’ll be able to weather through to starting the job,” he said.

The boardwalk area has been cordoned off with police tape, and access will remain restricted until the new walkway and protective wall is installed. Smithtown’s parks director said residents are highly advised not to walk through the cordoned-off areas for their own safety.

Continued from A3 take it to one of three locations: the Municipal Services Facility building at 85 Old Northport Road in Kings Park; the town Highway Department building at 758 Smithtown Bypass in Nesconset; or Town Hall, located at 99 West Main Street in Smithtown. The town estimates that it will cost $23,850 annually to dispose of this glass.

Russell Barnett, the town’s recycling coordinator, previously told TBR News Media that glass is a major contaminate to other recyclables when it is mixed in with other materials in single-stream.

Not only does broken glass wear on processing machinery, it is difficult to remove should it become entangled in a soft product like paper.

The town signed a six-month contract with

these two companies, including an option to renew for an additional six months, according to Smithtown spokeswoman Nicole Garguilo.

This was intentionally done in case the recycling market changes in the future.

“The recycling market changes constantly, and we have to be prepared,” she said.

Starting immediately, the two garbage carting companies will begin taking the recyclables that have been accumulating since Oct. 29 at Smithtown’s Municipal Services Facility, sorting it for the town, and processing it.

The town plans to begin a public information blitz before the new recycling system goes into effect, according to Garguilo, including social media spots, informational mailing flyers and information on the official Smithtown phone app to inform residents on the details of what recyclables they can put out on which days.

A man allegedly stole about 30 pairs of yoga pants from Victoria’s Secret in the Smith Haven Mall Sept. 18 at approximately 6:15 p.m. The man was wearing a light colored baseball cap and a dark jacket with royal blue sleeves. The stolen items have a value of approximately $1,700.

Goldilocks goes on trial After weeks of preparation and learning the ins and out of the judicial system, fourth- and fifth-graders at Tackan Elementary School in the Smithtown school district put Goldilocks on trial Nov. 14 and 15.

Goldilocks was accused of trespassing at the Three Bears’ home,

eating Papa Bear’s porridge and leftover chicken, stealing money, trying on Mama Bear’s dresses and breaking a rocking chair.

As Goldilocks’ lawyers and the prosecution went toe to toe trying to prove their respective clients’ cases, other fairy tale characters were called to testify as witnesses, including the

Big Bad Wolf, Little Red Riding Hood, the Gingerbread Man, the Three Blind Mice, Chicken Little and more.

After hearing all the facts, the fourth-grade classes had the opportunity to hand down a verdict and sentence for Goldilocks for any crimes she was found guilty of, which varied from class to class.

Editorial Pausing to give thanks Alex Petroski, managing editor: I am thankful for our proofreaders at TBR News Media, Ernestine Franco and John Broven. Reporters and editors alike far and wide share a common recurring nightmare. They open up the newspaper to read their stories and notice, there in black and white for all to see, a glaring error. Not only is this embarrassing, it could also result in the violation of ethical standards should a source be misrepresented or quoted improperly, or worse still it could lead to lawsuits in the worst of scenarios. I’m one of the lucky ones. I have two dedicated, relentless sets of eyes backing me up at all times, catching mistakes and plugging holes before my work is crystallized in print. Their names don’t show up in bylines, but there are stories that go to print that only reach a point of deserving to see the light of day thanks to their stewardship. The newspapers you pick up every Thursday would be almost unreadable without them, and I am eternally grateful they’re on my team.

Cuomo needs to stop running TV ads

Election Day has come and gone and reminds me of “The Outer Limits” 1960s television show. With the end of roundthe-clock commercials by politicians, political parties, unions and pay-for-play special interest groups, we now return control of your television back to you until the next election cycle.

Now if only Gov. Andrew Cuomo (D) would do the same. When will he direct the Empire State Development Corporation to stop running its wasteful

“public service” advertisements. After eight years in office, Cuomo has had this quasi-independent state agency spend several hundred million of taxpayer dollars to pay for these “feel good” commercials. They were clearly designed to assist him in greasing the wheels of another term in office and raise his profile in preparation for a presidential run in the Democratic Party 2020 primary. These commercials periodically run in heavy rotation on many stations several times

per hour day and night.

Diogenes is still waiting for state Comptroller Tom DiNapoli (D), Democratic Conference Leader Andrea Stewart-Cousins (D), state Assembly Speaker Carl Heastie (D) or a brave member of the state Legislature to come forward and challenge Emperor Cuomo to end this waste, fraud and abuse of public monies.

Wondering where the happy is

So where is the happy? I don’t mean content or grateful. I mean happy, cheerful. I’m not that happy at the moment and most of the people I know are not that happy.

This was not intended to be a political retort, but politics these days defines our every waking moment. And that does not cause happiness. It appears certain people are just waiting for the opportunity to write nasty letters in response to someone who doesn’t share their political view.

The same names keep recycling in the “Letters to the editor” page of this paper.

You folks don’t seem too happy.

Neither political side can fathom how the opposition thinks or feels. Everyone is under attack. This is not normal. If you are a supporter of this president, can you honestly say this is normal? There was extreme opposition to Barack Obama but it never rose to this level of out-and-out hatred, dishonesty and turmoil.

We did not have daily news blasts of

the latest terrifying political event. Does this make you happy to hear and see this?

Obviously all presidents have supporters and non-supporters. But now, if you don’t support this president or anyone in his administration — to date at least four are going to jail — violence, venom and mayhem ensue.

I think it’s time we all take a breather.

Let’s go about our lives in a more peaceful and respectful manner. Support your political candidates, be respectful of opposing views, be confident in your beliefs but we need to stop the ugly insults and threats.

This trickle-down fearmongering is causing undue stress and extreme sadness on both sides of the political aisle. So when Trump supporters say the “liberals” have been bashing Trump since the election, well, yes we have. He has given us, and I believe even some of his supporters, every reason to be fearful and unhappy. Trump thrives off of derision and a divided

country. I believe we all want a country where everyone has a chance to succeed.

The more successful individuals are the more successful our country is.

We want a country where everyone should have the opportunity to be well educated and healthy. Where people of privilege help those of less privilege.

We definitely want a country where everyone is encouraged and able to vote — according to the 15th Amendment — and American politicians nor other countries cannot or should not interfere with this right. We want a country where everyone’s civil rights are protected. A country where, as stated in the Declaration of Independence, “all men [people] are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the Pursuit of Happiness.”

Thankful for many loves this Thanksgiving

I

may be conflating two holidays, but this year, I’m thankful for love. Yes, I recognize that Valentine’s Day is a few months away.

I’m not just talking about romantic love between two people who laugh, plan and enjoy building a life together while dealing with the inevitable chaos and curveballs.

No, I’m talking about the kind of love that makes a cold, wet day manageable. We D. None recently added of the above a puppy to our

our house that would be ours in a new setting.

It also seemed to be a way to enhance our ability to socialize with our neighbors. Who, after all, can resist a cute puppy bounding down the street? Well, as it turns out, almost everyone, particularly on unexpectedly cooler days in a city that was supposed to be much warmer. Sure, people wave through their gloves and smile behind the wheel, but no one has stopped to ask if he or she can pet the little fella. No one has asked his age, his name or where we got him.

But, hey, this isn’t about love for our neighbors, although I suspect over time we may come to love the distance we have from everyone or, on the bright side, a friendship that may seem inevitable after we meet other people eager to connect with those living nearby.

No, this is about that moment when I open the door to the puppy’s room and he greets me with a tail moving so quickly that it could generate enough electricity to power the house for the day.

As we and our kids get older, the excitement at greeting each other after absences, even for a few hours or a day, left the arena of unbridled joy. Sure, we’re delighted to see each other, but the squeal with delight moments have morphed into understated greetings and subtle head nods that don’t displace carefully coiffed hair.

We can also love the moments our senses pick up a familiar signal. That could be the scent of a pumpkin pie wafting across the living room, sending us back to our childhood when we visited with extended family that has long ago moved away. It could be the sound of our children practicing an instrument with such dexterity that the end of the composition brings both pride and sadness as the intricate sound has given way to silence.

It could also be an appreciation for a warm, crackling fire late on a cold day as the winter sunset turns the light outside a deep orange, contrasting with the yellow hue near the sizzling logs.

This is also the incredible season of anticipation,

as we love the prospect of seeing people we haven’t seen in person in weeks, months or years. We can love the expectation of seeing their faces, sharing stories, taking long walks on quiet roads or windy beaches, as we tell tales about everything from the miraculous to the mundane in intersecting lives interrupted by time and distance.

As well, we can love the gift of time with each other, on our own or without particular commitment.

Then again, we can love a positive result at work, if we’ve sold the unsellable property, finally checked something off a to-do list that seemed to be festering forever, or found some unexpected result in a lab that may one day lead to a treatment for an insidious or life-depriving disease.

We are a thinking species, which ruminates over the past, contemplates the present and ponders the future. We are also blessed with the power of love, as Huey Lewis and the News sang in 1985. It’s still a powerful thing, even 33 years later.

Bulls cross-country wins Suffolk County championship The Smithtown boys cross-country team won the overall Suffolk county team championship at Sunken Meadow State Park Oct. 23. The team average of 16 minutes,48.10 second is the fastest time to ever to run at Sunken Meadow.

Nick DeFelice led the charge with a fast 16 minutes, 20.75

second. His time is the Smithtown High School West record and the second fastest time ever for a Smithtown athlete.

Kevin Cawley followed closely behind for 4th place overall in 16:34. He was followed by Mike Danzi, 16:50; David Cabello, 16:58; and John Cuff, 17:16 were the scoring five.

Nick Muellers with a time of 17:40 and Brayden Vassilas at 17:41 rounded out the team points.

The Smithtown cross-country team came in third place at the New York State Class A Championship held Nov. 10.
