Town board OKs plan to revitalize St. James area

By Kevin Redding kevin@tbrnewspapers.com Smithtown is moving ahead with plans to beautify its downtowns, this time with St. James.

The town board voted May 9 to amend the 2017 capital projects plan and budget to add a $2 million reconstruction to enhance the St. James business district.

The project, adopted in a 3-2 vote, will renovate approximately 4,300 feet of Lake

Avenue, from Moriches Road to Woodlawn Avenue, by restoring its sidewalks and putting in new street trees, street lighting, curbs, concrete gutters and crosswalks, driveway aprons, asphalt, driveway aprons, benches and other decorative amenities.

The project, spearheaded by Councilman Tom McCarthy (R) in collaboration with the traffic, engineering, highway and planning departments, aims to make Lake Avenue the focal point of the St. James community, improve business activity in the downtown area, and encourage private investment in adjacent properties.

“It’s about time we step up to the plate, swing the bat, and make St. James Village and all our other villages the light of Suffolk County,” McCarthy said to the board during the work session Tuesday morning.

“We have the best budget of all towns in the county and some of the most affluent people in the county ... and I think we have to lead the way for the community to fix our infrastructure that’s aged and decrepit and if we don’t, then shame on us.”

According to Town Planning Director David Flynn, Lake Avenue was last reconstructed with a crown and base and street trees, concrete curbs, sidewalks and gutters in the 1930s. The work done at the time served the hamlet well for many years

“The sidewalks in St. James today would be rated the lowest in terms of walkability, smoothness, and crookedness, and the trees have been cropped severely by utilities to the point where they are more like weeds,” Flynn said. “The vacancy rate in the business district has increased the past few years and our

approach is to bring downtown back to what it was, add amenities, put some trees back, rebuild what’s there ... restore the pavement and make the pedestrian environment better, safe and more attractive.”

this year, as incumbent Joe Bianco was elected for another term. Bianco had 989 votes, with Katy Cardinale coming in second with 733 votes, and J.P. Andrade getting 110 votes.

“It feels great,” Bianco said after the results were announced. “It feels very nice to know that you’ve done this for three years and people trust you to look after their kids for another three years. I’m [also] very happy that the budget passed by such a wide margin.”

Bianco already has his sights set on the future.

“Continuing to build on our facilities and our bond project and facilities upgrade to update our foundation of Kings Park,” he said. “And to continue to work with our teachers to negotiate, I’ll steal Dr. Eagen’s words, a sustainable, predictable and equitable contract” Cardinale said she felt confident in Bianco’s ability to lead the district, and Andrade said he enjoyed getting to know his community better while running.

in, as newcomer Matthew Gribbin unseated incumbent Grace Plourde. Trustees Joanne McEnroy and Gladys Waldron also won another term.

Waldron had 2,095 votes cast in her name, McEnroy had 2,090, Gribbin had 1,835 and Plourde had 1,155.

Leader of the pack Waldron said she was happy to be able to continue to serve.

“It’s great working with the board to provide a financially responsible budget and to enhance the kids’ opportunities for instruction,” she said Tuesday night.

McEnroy echoed the sentiment.

“I’m thrilled to be able to continue to serve the community and our children, which has always been my priority and continues to be,” she said.

Plourde declined to comment, and Gribbin was not at the district Tuesday night.

In a Facebook post he thanked supporters.

“Thank you to the Smithtown community for putting your faith and trust in me by electing me to the Smithtown Board of Education,” he said. “I can’t tell you enough how much all of the support that I have received over the last few weeks from friends and colleagues has meant! Thank you!”

The 2017-18 budget is more than $3 million higher than last year and has a tax levy increase of 1.73 percent — which is the exact tax levy cap for this year.

It passed with 2,421 yes votes and 693 no votes.

The budget includes reduced elementary class sizes, new special education resources and a new curriculum management plan.

Long-term instructional goals for the budget include replacing study hall for eighth-grade students with an engineering course and computer science

course, adding Advanced Placement Capstone courses, and increasing information and technology communication lessons to students in kindergarten through third grade.

Smithtown school board president Christopher Alcure appreciated the community’s support Tuesday night.

“We thank the members of the Smithtown community for going out and supporting the vote,” he said after the results were announced. “We run an excellent program here and I’m glad we can continue to do that.”

The 2017-18 budget is a 2.18 percent increase over last year’s budget The tax levy increase is set at 2.08 percent; however, this budget does not pierce the state-mandated cap, according to Superintendent Tim Eagen. The budget passed with 1,360 yes votes to 533 no votes.

Eagen said he was pleased with the outcome.

“I just feel great,” he said after the results were announced. “The budget

passed 72 percent approval. Just happy that the community is very happy with what we have going on here, and it’s just great to have their support. We’ve been fortunate the last couple of years. We’ve been 70 percent passing or higher.”

The 2017-18 budget maintains current class sizes, all sports, and extracurricular activities and clubs, as well as financial support for the middle school kick line team and the high school weight lifting club.

Commack $190.2 million þ The 2017-18 budget has a 1.4 percent increase from the previous year’s budget and a tax levy increase of 1.99 percent, which just narrowly stays within the state mandated levy cap.

The budget passed with 2,019 yes votes to 555 no votes.

The district is in the middle of a multi-year administrative review of transportation that includes assessing the size of the fleet of school buses, installing cameras in the buses and using

roving monitors to maintain bus behavior.

According to a budget presentation, class sizes would remain about the same with the new budget, and at the high school students will be able to have access to several more collegelevel classes including anatomy and computer-integrated manufacturing.

The district presentation also included an expansion of special education programs, stability of elementary class sizes and more.

Hauppauge $110.6 million þ The 2017-18 budget has a tax levy increase of 1.12 percent and is a 2.46 percent increase from last year’s budget. It passed with 811 yes votes to 308 no votes.

The budget continues all academic programs, as well as increases classroom libraries in elementary and middle schools, expands summer opportunities, restores the guidance administrator position and more.

Proposition 2 also passed with

869 yes votes to 248 no votes. The proposition authorizes the district to expend from the capital reserve for repair and rehabilitation part two, previously established by the voters of the district May 17, 2016. The total cost can’t exceed $637,000 to replace three chillers at the Hauppauge High School. It also authorizes the district to spend no more than $3,205,388 to replace the roof at Bretton Woods Elementary School.

Man arrested at mall for public lewdness

by Desirée Keegan Desiree@tbrnewspapers.com Suffolk County Police have arrested a Smithtown man for committing several acts of lewdness during the past week at the Smith Haven Mall.

A woman was inside Barnes and Noble May 13 when police said she allegedly observed a man masturbating while sitting at the table next to her. The woman fled and notified police.

Following an investigation by Fourth

Squad detectives, Samuel Bartolotto was arrested May 14 at approximately 7 p.m.

Detectives determined that in addition to the incident May 13, Bartolotto had also masturbated in his vehicle in the parking lot of the mall May 8 and May 12.

Bartolotto, 26, of Hurtin Boulevard, was charged with three counts of public lewdness and will be arraigned at a later date, according to police.

Anyone with information on the incidents is asked to call the Fourth Squad at 631-854-8452.

Man critically injured in twovehicle crash in Hauppauge by victoria espinoza victoria@tbrnewspapers.com Suffolk County Police Fourth Squad detectives are investigating a two-vehicle crash that critically injured a man in Hauppauge early morning last month.

Jonathan Zatorski was driving a 1998 Mercury Mountaineer April 23, westbound on the Long Island Expressway, just west of exit 55, when his vehicle rear-ended a 2002 Honda Accord. The Mercury overturned

and Zatorski was ejected from the vehicle.

Zatorski, 31, of West Babylon, was transported to Stony Brook University Hospital and admitted in critical condition. The driver of the Accord, Andrew McKinley, 27, of the Bronx, refused medical attention. Both drivers were alone in their vehicles.

Both vehicles were impounded for safety checks and the investigation is continuing. Detectives are asking anyone with information on this crash to call the Fourth Squad at 631-854-8452.

The Hauppauge Middle School Science Olympiad team competed against 39 other New York State regional champions at the 2017 New York State Science Olympiad competition, which was held April 7 and 8, in East Syracuse, New York.

“The 15 seventh and eighth grade students collaborated tirelessly as a team to excel in their technology and science events,” stated Coaches Maryann Mullen and Sheilah Schumann. “Along with science and technology department chairman Rob Wankmuller and Middle School Principal Maryann Fletcher, we could not be more proud of the team’s impressive performance in this prestigious NYS level competition.”

The team brought home medals from the competition in the following events: 5th Place, Anatomy & Physiology, Alex Vasilakopoulos and Emma Vasilakopoulos; 5th

In other competition news, Mullen won the 2017 Harold D. Miller Institute Scholarship Award. The scholarship will entitle her to attend the National Science Olympiad Summer Institute at the Pointe Hilton Tapatio Cliffs Resort in Phoenix, Arizona.

The Science Olympiad Summer Institute (SOSI) is an intensive five-day program that provides the most current information about all 46 Science Olympiad events and is a unique STEM experience. Mullen commented that she “is looking forward to implementing what she learns at the SOSI to help Hauppauge Middle School’s Science Olympiad team become even more successful in 2018.”

St. James Elementary School Messages to Madagascar

Students at St. James Elementary School in the Smithtown Central School District recently joined together to support a worthy cause. When a St. James Elementary family scheduled a visit to Madagascar in April, the students and faculty helped to collect more than 350 jackets to be delivered to students at Morafeno Primary School in Madagascar. In addition, colored pencils with messages from students at St. James Elementary were distributed to all the students at Ranomafana Primary School.

Mother’s Day

Kindergarten classes at Mills Pond Elementary School in the Smithtown Central School District celebrated Mother’s Day by rolling out the red carpet for special guests May 12.

As the mothers and invited guests walked down the kindergarten corridor, they were greeted by their special student

who presented them with a handmade paper flower and accompanied them down the red carpet.

Back in their classrooms, the students shared stories about things their mothers do best and messages from each student were displayed on the board as they bonded during snack time. The kindergartners also sang songs about their moms and why they are so special.

On April 24, Linda Towlen, principal at Joseph A. Edgar, sent a letter to parents of students in a fifth-grade class informing them of an April 21 incident where small swastikas were found on a bathroom sign-out sheet.

According to the letter, “a thorough investigation has been undertaken to determine the source of these unacceptable symbols” and “as is our protocol ... the Suffolk County Police were notified and a report filed.”

After this most recent incident, the school implemented the Second Step program in the classroom that deals with bullying and teasing.

Bellone signs law to protect our parks

By deSiRée Keegan Desiree@tbrnewspapers.com Suffolk County Executive Steve Bellone (D) signed legislation aimed at deterring illegal dumping at county parks — that includes tougher penalties for illegal dumping of hazardous materials, waste and debris. The new law allows for imprisonment of up to one year for each offense as well as increased fines of up to $10,000 for individuals and $15,000 for corporations convicted of illegal dumping.

“Illegal dumping is a crime and we will hold those accountable to the fullest extent of the law for engaging in activities that undermine our parks,” Bellone said. “This legislation sends a clear message that we will use every means at our disposal to deter this egregious behavior and do what is necessary to protect our most precious natural resources.”

He was joined by local legislators and Suffolk County Police Commissioner Timothy Sini at West Hills County Park in Melville, which was the scene of an illegal dumping incident in August 2016.

“Illegal dumping in our parks affects our environment, our quality of life and our safety,” said Legislator Sarah Anker (D-Mount Sinai), who sponsored the legislation. “Illegal dumping may contain toxic chemicals that can seep into our groundwater and negatively affect our health. It is important that we do everything in our power to prevent these activities from occurring and implementing this legislation is a step in the right direction.”

The bill signing highlights the county’s ongoing initiative to protect its 48,000 acres in preserved parkland throughout Suffolk County and takes place in the aftermath of debris being located in various Long Island public parks.

According to Superintendent of Highways Robert Murphy (R), renovations to Lake Avenue will begin as soon as possible, in coordination with schools and local businesses.

The cost estimate total of $1,994,836.60 — for asphalt, concrete, trees, amenities, surveying, drainage and lighting — will come out of the town’s general fund balance and will not be bonded.

“It’s a great project and we’re moving in the right direction,” McCarthy said.

Hussey’s grand slam seals the deal for Smithtown

By Bill landon Tori Hussey sent Smithtown East into the next round.

Her one-out grand slam in the bottom of the fifth inning broke a 2-2 tie on the way to the No. 6 Bulls’ 7-4 Class AA first-round win over No. 11 Half Hollow Hills West May 15.

“I heard my first base coach saying ‘get out, get out’ and then after that, I heard everyone cheering and then I saw it,” Hussey said. “I knew it was a changeup, and I had to be ready for anything at that point.”

Half Hollow Hills West struck first when pitcher Jillian Weinstein smacked a tworun home run over the left field fence in the top of the third. With one out and runners at the corners, the Colts threatened to extend their lead in the top of the fourth when an infield line drive sailed toward Smithtown East’s short stop, but Kyra Dalli snatched it and fired the ball to first before the runner could get back for a double play that ended the inning.

The Bulls battled back in the bottom of the fifth inning — with runners on first and third — when Samantha Swenson stepped into the batter’s box. She jumped on the first pitch and found the gap to bring home Lauren Schiraldi and make it a one-run game.

“I remember them being a good team the last time we played them — they definitely got better as the season went on and that showed,” Swenson said. “But we played our game, we got ahead of them and we won.”

Courtney Hohenberger’s bat spoke next when she ripped a single into the outfield, scoring Dalli from third to tie the game with no outs. After an out, Taylor Bigliani was up next, and showed patience at the plate. She let pitches outside the zone pass her by to draw a walk and load the bases. Hussey had a full count before slamming the ball out of the park, driving home Swenson, Hohenberger and Bigliani for a 6-2 lead.

Swenson added another base hit, sending Schiraldi over to third, and Hohenberger belted the ball deep to bring home Schiraldi.

“Our defense was shaky at the end, but we stuck together, made a few great plays,” Hohenberger said. “[In the seventh inning] I just knew we had to get the outs.”

Starting pitcher Ashley DeGiorgio got into trouble, loading the bases with no outs in the top of the seventh, and sending head coach Glenn Roper to the mound. He decided to stay with his starter, who limited Half Hollow Hills West to two runs before retiring the side.

“They had their best hitter at the plate and what was going through my mind is ‘do I change the pitcher or not?’ It’s a tough decision,” Roper said. “It’s a tough spot to put a kid into that situation with bases loaded and nobody out.”

DeGiorgio struck out four in the complete game win. Swenson went 3-for-4 with a run and an RBI. Smithtown East hit the road May 17 to take on No. 3 Deer Park, but results were not available by press time.

Thumbs up for green zones We’re optimistic about the future of our local environment, especially when we discover elected officials are doing their part to create a greener Long Island.

Times Beacon Record was impressed to hear that at a May 9 meeting, the Huntington Town board members approved a resolution to explore the benefits of replacing gas-fueled landscaping equipment with battery-operated units at Heckscher Park and Huntington Town Hall. If the changes are implemented, the locations would be considered green zones, which means the areas are maintained with zero-emission lawn care equipment.

With assessments by the World Health Organization’s International Agency for Research on Cancer showing that outdoor air pollution is carcinogenic to humans, any decrease in emissions in our air is a step in the right direction.

We also praise the Huntington residents who for months have been vocal about the town going green. Many cited gas-fueled equipment can contribute to hearing loss and asthma, and using the battery-operated equivalents in addition to decreasing emissions would also reduce noise.

The town will seek advice by retaining an American Green Zone Alliance study on Huntington’s existing landscaping practices, and after their findings, AGZA will recommend the appropriate equipment and provide instruction in use, care and maintenance for town employees.

We feel the partnership with a leader in a nationwide effort to help communities address noise and air pollution issues demonstrates the priority the town has given to protecting our environment.

We hope the prospect of green zones in Huntington will inspire other towns to follow suit. Residents also should be motivated by the program to use or request landscapers to use cordless electrical and manual equipment in place of gas-fueled units.

Every bit of change can help improve our environment, and with summer just around the corner, there’s no time like the present to start living greener.

The memories coloring can bring back My name is Marie Marchese.

I’m 77 years old, and I wanted to thank you for the opportunity to enter the adult coloring contest.

When I told my husband Frank, who is 79 years old, “I’m going to enter a coloring contest,” he said, “Why not.” He laughed and said, “You always like to color.”

Frank knew me when I was four, and he was six years old.

We lived in the same project in Brooklyn. Frank used to watch me sit on a green bench my father made, and after school, I would color every day. My mother entered me in a Roy Rogers coloring contest, and I won a complete outfit — pants, jacket and cowboy hat.

As I got older, a lot has changed but this contest brought back a beautiful memory. We will be married 59 years.

We had a wonderful life and three children (one girl, two boys) and eight grandchildren.

OpiniOn Riding in cars with kids

T

he best way to get to know your kids, especially if they are teenagers, is to drive them and their friends, teammates and classmates. If your daughter texts you from school and asks, “Hey, Mom and/or Dad, can one of you drive three of my friends around?” don’t hesitate.

The answer, of course, can’t be what you might think. You can’t say, “Yes! Of course, that’d be great.”

You’ve got to play cool,

one whose clothing you washed for the 10th time this week and whose teeth are straightening because you brought her to the orthodontist for yet another visit. However, the rewards from just a tad more effort more than tip the scales in favor of the few extra miles.

The key to making this supersecret spy mission work is not to let them use their phones, to take routes where cell reception is poor or, somehow, to encourage conversation.

If they’re all sitting in the back seat, texting other people or showing each other pictures on one of the social networks, then the effort, time and assault on your nose aren’t worth it.

Seriously, anyone who has driven a group of teenagers around after a two-hour practice should keep a container of something that smells more tolerable nearby. When it’s too cold to stick my head out the window or when the smell becomes overwhelming, I have become a shallow mouth breather. But, again, if the conversation goes in the right direction, it’s worth it.

Put four or five or seven, if you can fit them, kids in a car, and you might get some high entertainment.

If you’re quiet enough, you might learn a few things about school or your kids.

“So, Sheila is so ridiculous,” Allison recently declared to my daughter. “She only talks about herself and her feelings. Have you ever noticed that? She turns every conversation into a story about herself. I mean, the other day, she was telling me about her brother, and her story about her brother isn’t nearly as interesting as my story.”

At that point, Allison then talked about her brother and herself for the next five minutes.

Tempted as I was to ask about the story Sheila told about her brother, so I could compare the stream of stories about Sheila’s brother to Allison’s, I knew better.

The boys also enter the realm of the car social laboratory experiment after a game or practice.

“Hey, what’d you think about the movie in French?”

Wait, they watched a movie in French? Again, you can’t ask any questions or everyone retreats to their phones or remembers that the car isn’t driving itself. You have to be inconspicuous or you will be relegated to the penalty box of listening to one-word answers from your suddenly sullen sports star.

“You did well in that presentation in English?”

A presentation? English? Quiet!

Quiet! You have to breathe normally and act like you’re giving all of your attention to the road.

Once the car empties and it’s just your son or daughter, you can ask specific questions. You might want to mix up some of the details, just so it doesn’t seem like you were listening carefully.

“So, you had a presentation in history?”

“No, Dad, that was in English,” your son will correct. Then he may share details that otherwise would never have made it past a stringent teenage filter.

Yet here is another story, closer to home and less violent, of insensitivity to customers. I was riding the Long Island Rail Road home from Penn Station on a weekday afternoon, expecting the usual change at Huntington for Port Jefferson, when an announcement over the public address system advised us that the connecting train was arriving across the tracks on the south side of the station. We were told to use the stairs to cross over if we wanted to continue east.

It seemed a bit of an inconvenience until we walked down the platform to the stairway and found the entrance blocked. Turning around to find the next closest stairway over the tracks, I saw that some of the passengers behind me were using walkers or canes. As they saw the locked gate to the stairs, they became frantic. The next crossover was a half block down the platform.

Did you ever witness people with walkers and canes trying to run?

The sight is pathetic. And the rest of us didn’t look too graceful, huffing and puffing our way to try and catch

the waiting train.

The stairs were steep to the top of the overpass, and the passages on the south side leading back down to the platform and to the parking lot were confusing. We ran by an elevator, and some of us pressed the button, but it took what seemed like forever to arrive.

Once inside, we were confronted with different buttons that were labeled, each with an ambiguous letter. We pushed the wrong button and wound up on the ground floor.

Breathless at this point, we rushed back up the stairs to the platform just in time to see the train pulling away. Those with the walkers and canes, as well as those of us too slow to navigate in time, perhaps a dozen in total, were left to wait the hour and a half until the next train.

The moans were loud.

There is, of course, pressure on the engineers and conductors to keep to a schedule. A regular report grades the on-time performance of the LIRR, and there is much disgruntlement when the trains are habitually late. So there was reason for the train to pull away before all the passengers had crossed

the tracks. But where was the caring?

Some of the passengers were lame.

Some were old. Some were just out of shape for a sudden dash up, around and down the granite stairways. It would have taken perhaps another two minutes for the rest of the group to reach the train.

Where was the respect for the paying customer?

Perhaps this sort of disregard is inevitable in a monopolistic situation. There is no other train line to use. There aren’t that many different airlines left in our country after the assorted mergers. Or is it something else, something having to do with our society as a whole? Yes, in many ways we have become more tolerant over the past century, more accepting of differences. We have also become more relaxed, less formal in our dealings with each other — and not in a negative way. But there are some aspects of previous generations that are sadly scarce. I could name a few: politeness, honor, civility, patience, respect. We rush around a lot, but I’m not sure we always get where we want to be. And if we don’t rush, we get left behind.

No respect on public transportation

veryone knows about the doctor who was forcibly removed from his place on a United Airlines plane when no one volunteered to give up seats to accommodate a flight crew traveling to another airport. Fortunately for the doctor, another passenger videoed the event, and the video went viral. The public outrage that followed is prompting congressional hearings, new
