George Bougatsos, 88, of Sayville, died March 18. He was the owner of Smithtown Shoe Repair Born in Athens, Greece, George served in the Greek Air Force where he played on their national soccer team. He then played for Fostiras Futbol Club and signed with AEK Athens. He later emigrated to Canada and then to the United States. On Madison Avenue in New York City, George owned and operated Bogat Handbags. For the past 40 years, he owned and operated Smithtown Shoe Repair, working until COVID-19 restrictions forced the business to close. He never retired. He is survived by his wife, Cheryl, and their children Elizabeth Bougatsos and her partner, Brian De Graw, of New York City; and Christina Bougatsos and her husband, Doug Clauder, of Portland, Oregon, and their children George and Louis Walter. From a previous marriage, George is survived by his children, Viki Bougatsos and her husband Ioannis Kontis, of Greece, and their children Georgios and Nikolas; and Louis Bougatsos of Southampton and his children Danielle, Christopher and Isabella. Family and friends will gather Tuesday, March 30, 2 to 4:30 p.m. and 7 to 9:30 p.m. at Raynor & D’Andrea Funeral Home in West Sayville for a viewing. The funeral service will be held Wednesday, March 31 at 11:30 a.m. A private cremation will follow.

Stony Brook University vaccine point of distribution hits huge milestone

In the race to get America vaccinated against COVID-19, Stony Brook University celebrated the 100,000th shot at the Point of Distribution center, which is located at the university’s Research & Development Park and is part of the network of state-run vaccination sites established by Gov. Andrew Cuomo (D), according to a press release from SBU. The POD has been up and running since Jan. 18. “As we administer our 100,000th COVID vaccine here at Stony Brook University’s R&D Center, I am proud of our accomplishments as the largest state-run Point of Distribution vaccination site in Suffolk County,” said Maurie McInnis, Stony Brook University president. “We will continue this effective partnership with Governor Cuomo and New York State to end the COVID battle and close this chapter of the pandemic era.” Through this pandemic, Stony Brook

University and Stony Brook Medicine personnel have played a critical role in working alongside the Department of Health and New York State — with testing protocols, excess hospitalization plans and, now, the vaccine rollout, according to the press release. Widely regarded as a flagship campus for the State University of New York system, Stony Brook University is bringing the full strength of its leadership, expertise, resources and quality care to further New York State’s goal of delivering life-saving vaccines to those who need it most. The state also turned to Stony Brook Medicine to assist in developing community PODs as popup sites in underserved communities on Long Island, to reach communities of color and the elderly, as well as help build trust, recognizing that the vaccine is one of the best ways to protect communities from this serious infectious disease.

The Town of Smithtown announced in a press release March 23 that the town received a AAA bond rating with a stable outlook from Moody’s Investors Services, citing a large and growing tax base, strong management and a healthy fiscal position. Highlights from the report focus on Smithtown’s efforts to grow the tax base which is anchored by the Long Island Innovation Park. In addition, the proactive measures taken by the Town Board during the pandemic were of note, which included decreased over-time, cutting discretionary spending and implementing a retirement incentive, preventing unemployment and saving taxpayer dollars, according to the press release. “I would like to thank Don Musgnug and the comptroller’s office for their continued commitment to the people of Smithtown,” said Town Supervisor Ed Wehrheim. “They are exceptionally skilled and work yearround at keeping our financial status strong and stable. This was a tremendous victory, considering all we went through this year. I am very pleased that Moody’s identified the tireless efforts and decisions we made at the beginning of the pandemic, in addition

to citing our growing tax base. We remain committed to maintaining strong financial discipline, and economic success through Smart Growth initiatives, and conservative fiscal management.” According to Moody’s credit opinion, Smithtown’s large and growing tax base, citing the Long Island Innovation Park at Hauppauge as an anchor, was a vital component to the town’s strong economic outlook. The Town of Smithtown has finalized a number of projects, resulting in a boost to the local economy, and providing a return on investment to the taxpayer, according to the press release. The renovation of Smithtown Landing Golf and Country Club, Flynn Memorial Ballpark, the Lake Avenue Revitalization, the Construction of Pulaski Road Municipal Parking Lot, the new entryway to the LI Innovation Park and the regional fueling facility have all been or are about to be completed this year. Each undertaking has benefited the community, which is reflected in the Towns increased assessments, or a growing tax base, in addition to the mortgage recording tax for the year which came in 50% higher than anticipated, according to the town.

Smithtown officials answer residents’ concerns about proposed development

Due to a torrential flood of misinformation pertaining to the Gyrodyne Subdivision on social media, yard signs and in letters to the local press, the Town of Smithtown has outlined the following facts in clarification for the community. Gyrodyne is a private parcel of land. It is not “fairgrounds” nor is the property public space. The property owners have historically left the gates open to the land, allowing the public to use the space for leisure, dog walking, running, etc. The property application before the Planning Board is not a zone change. The application is merely a subdivision with a conceptual plan. What does that mean? Currently, the property is made up of four independent lots. The subdivision application seeks to convert those four lots to eight. (This was originally a conversion to nine lots, however the town insisted on a separate lot for the sewer treatment plant in order to ensure that the lot for green space was not to be used for a future sewer expansion.) Additionally, a conceptual plan is merely a future vision of the property. It is not a “mega development.” All uses listed in the conceptual plan are merely for environmental impact statement (EIS) purposes. All individual proposals are subject to the approval by the Board of Site Plan Review. Some uses such as assisted living, commercial public recreation and hotel must go before the Town Board for a Special Exception. Currently there are no site plans that have been submitted to the town’s consideration. The town cannot just change the zoning of Gyrodyne’s property from Light Industry to Residential, as there are currently industrial and commercial uses already on the property, such as the catering hall and the industrial buildings. However, it should be noted that in the 1990s a site plan for luxury condominiums and a golf course was

submitted for the town’s consideration, only to be met with extreme public opposition. There is no connection/access to Stony Brook Road, nor is the train crossing reopening as part of the subdivision plans. The subdivision is in line with the guiding principles of the recently commissioned Comprehensive Master Plan. The EIS indicates that the proposed subdivision will not impact the historic character of the area because all development will be hidden from view. Further, the proposed subdivision would result in less intense development than its existing zoning standards permit. Additionally, all future development will require Site Plan approval (and potential Special Exception approvals.) The Town Board would be required to ensure that future development furthers the goals, objectives, and guiding principles of the Comprehensive Plan. Regarding the Lake Avenue business district, the town was awarded $3.9 Million in Dormitory Authority of the State of New York grant funding, better known as DASNY, to construct a pump station and sewer line which runs from Patricks Way to Moriches Road on Lake Avenue. The basis for constructing the sewer line as a part of the revitalization construction was to prevent a second major road closure. The roadbed had to be dug up to replace an outdated water main. The pandemic — although a terrible tragedy — provided the town with a unique opportunity to complete the construction, while many businesses and schools were closed, and residents were sheltered in place. The sewer line is now in place and can easily be connected to a sewer treatment plant in either direction. The town continues to actively pursue options to hook up the sewer line. In early 2019, the town produced a general cost estimate to build a stand-alone STP. The estimated cost to purchase land, engineer

their own findings, when making individual department decisions. The Town of Smithtown is bound to abide by the laws that govern the municipality. The decisions made by the Town Board and those autonomous boards which oversee development proposals must only be based on documented and verified facts and the laws which govern the development process. The Town of Smithtown remains devoted to every resident, taxpayer and property owner. and construct said treatment plant was approximately $146 million. Adding to that; an additional $11 million would be required to run the remaining pipeline to connect the Lake Avenue sewer line into the plant. The point has been made to the local press that the more efficient, economic and time sensitive path to sewering the Lake Avenue business district would be connecting to an existing STP versus the unreasonable task of asking the taxpayer to fund a $157 million dollar standalone STP. At the end of the day, the town is going to take the best path forward for both the community and the environment, which includes the harbor and surrounding habitat. Furthermore, regarding water quality and Stony Brook Harbor, the science proves that the construction of a STP would reduce nitrogen loading by 67.9 pounds per year, as indicated in the Final EIS. There is no additional environmental review in addition to the EIS. The Environmental Impact Statement is a coordinated review of all agencies (Dept. of Environment and Waterways, Dept of Health, DOT, Suffolk County, etc.) In other words, each agency uses the EIS to adopt

Field hockey powers Smithtown East and Northport have epic battle BY STEVEN ZAITZ DESK@TBRNEWSMEDIA.COM Sixty regulation minutes were not enough. The extra 10 in overtime could not decide it either. When the Northport Tigers field hockey team invaded Smithtown East March 22, the matchup pitted two of the elite teams on Long Island. They needed a shootout to decide it, and it was Smithtown East goaltender Gianna Festa who stood tall. She did not allow a goal in the shootout, stopping all four Northport attempts. Dani Brady, one of Long Island’s top players scored on her mano y mano with Northport goalie Natalie McKenna, who was also excellent, that decided it for the Bulls. The final score was officially 2-1. Festa, who had 12 saves in addition to her four stops in the shootout, sparked a wild, equipment-flinging celebration seconds after

making her final stop. Brady, teammate Sydney Anderson and Northport’s Sophia Bica are all listed on Newsday’s Top 25 players of Long Island, but it was Festa that earned the Most Valuable Player of this star-studded affair, making several acrobatic saves throughout regulation, overtime and the shootout. This game was a hard-fought war and the survivor — Smithtown East — has now equaled Northport’s record of 5-1. Ward Melville, who beat Sachem East Monday, is atop the Suffolk County leaderboard with a record of 6-0. Smithtown East downs Connetquot BY BILL LANDON Fresh off their season opening 66-0 blowout over Copiague, Smithtown East was in the driver’s seat from the opening kickoff led by senior quarterback and co-captain Nick Karika who scored four touchdowns for the Bulls to win it 27-19 at home March 20. Karika had touchdown runs of two yards, nine yards, 12 yards and his longest, a 49 yarder to put his team out front by 14 with six minutes left in the game. Connetquot managed to ﬁnd the endzone with seconds remaining in the game.

The win lifts to Bulls to 2-0 for the top spot in League 3. They will hit the road March 27 where they’ll face Hills East. Letters to the Editor

To hear that New York Gov. Andrew Cuomo (D) has been accused of sexual harassment is distressing, but to read that many elected officials would like to see the governor resign or be impeached is just as disappointing. While all of the women’s allegations should be taken seriously and investigated thoroughly, Cuomo just like any other American deserves due process. Innocent until proven guilty is one of the cornerstones of our democracy. He deserves that process, too. To ask the governor to resign or impeach him, would not only go against due process, but it would go against the wishes of the majority of New Yorkers who voted him in office. We understand that Cuomo has exhibited behavior in the past that may seem aggressive or arrogant. The potential that he could have committed such acts is there, but until the alleged victims and witnesses are thoroughly questioned, a decision about his future as New York governor must be put on hold. No matter what the outcome, this is a lesson for all. For men, it’s time to understand that women are their equals and must be treated as such. Women are not playthings or ornaments to be ogled or fondled at a man’s desire. Females just like males have talents and skills and contribute to society. Just like their male counterparts, they have the right to feel comfortable in their workplace and every space for that matter. The 20th century is more than 20 years behind us. Women are more than wives and mothers, they are teachers, doctors, lawyers, legislators, journalists, scientists, CEOs and so much more. It is time to recognize and respect the strides women have taken throughout the decades by treating them with the respect they deserve. No person should ever feel uncomfortable in any circumstance, especially in a workplace, because they feel someone will touch them in inappropriate places or talk about uncomfortable topics. But it still happens. No matter how many sexual harassment trainings there are, there is always someone somewhere who thinks it doesn’t apply to them. And it doesn’t have to be someone inappropriately touching you or making you do something you don’t wish to do. It could be a remark, a comment, an email or a note. We’ve seen and heard it all. For years, women didn’t want to speak up. They felt like they couldn’t. Now, thanks to the #MeToo movement and other women sharing their stories, they are able to discuss what they’ve been through and people are now listening. For women, this is a reminder to speak up when we see something inappropriate. If someone crosses the line, it’s OK to say, “No,” or “Stop.” Or, whatever you need to say or do to make the behavior stop. If it continues, have the strength to report the person to human resources and file a complaint. Even in social situations, it’s OK to tell family and friends you will no longer be at social gatherings if a certain person attends. Of course, as human beings, we all have different boundaries and senses of humor, but if you laugh at a joke that you know women will find offensive, don’t hesitate to say, “I know I laughed, but others may find that inappropriate.” Last but not least, we must educate our boys and girls. It’s important that they learn that everyone should be treated equally. We must always take their pains and discomforts seriously, ask the right questions to get to the heart of the matter. This way they can forge ahead in life knowing that if they feel boundaries have been crossed, they have the confidence to speak up. Women and men have been at odds for too long. It’s time to unite. It starts today with respect for all and believing that a person is innocent until proven guilty.

State law requires that changes proposed to the Gyrodyne mega development must be subject to environmental review before the Smithtown Planning Board can consider whether to approve the controversial plan to build a hotel, high-density housing and medical office complex on the 75acre Flowerfield Fairgrounds site. The changes, made without public notice, include 30 additional housing units, 45,000 additional square feet of office space, and a 4,000 square-foot 133-seat multi-purpose room, according to documents available on the town website. These changes are significant and will require the preparation of a Supplemental Environmental Impact Statement (SEIS). The fact that changes were proposed without any public notice is troubling, as state law requires the additional traffic and groundwater impacts must be subject to environmental review. I am convinced the plan would completely overwhelm several two-lane roads that border the site, permanently alter the rural character of Mills Pond National Historic District and pollute Stony Brook Harbor. What Gyrodyne has proposed could be a boost to the economy on a site

bordered by four-lane highways that is not part of a National Historic District. There is no way a development this large can work at this location, because the infrastructure needed to support it just doesn’t exist. On Dec. 15, 2020, the town released its first Draft Comprehensive Plan since 1957, which set an overall goal of preserving, protecting and enhancing the historic, scenic, cultural and architectural character of the Town (p.14). The draft plan specifically recommends that mixed-use developments should be allowed in downtown areas and not along travel corridors like 25A (p.55). The plan also states that assisted living facilities should only be permitted in a newly created multi-family zone by special exception from the Town Board (p.42). Because the Gyrodyne proposal conflicts with significant recommendations in the Draft Comprehensive Plan, the Town Board needs to enact a moratorium on approval of major subdivisions until the Draft Comprehensive Plan is finalized. Ideally, undeveloped portions of the Flowerfield site should be rezoned back to residential, like it was prior to a controversial vote by the Town Board to approve industrial zoning,

which prompted a lawsuit against the town and Gyrodyne by the Village of Head of the Harbor and neighbors of the property. The decades-old controversy over the zoning and future use of the property makes it even more critical that the town require an SEIS. Gyrodyne has an inherent right to develop, but not the right to develop whatever it wants. This massive development would be a textbook example of suburban sprawl that runs completely counter to current planning principles and the town’s own Draft Comprehensive Plan. Zoning requirements are put in place to protect communities. Gyrodyne’s mega development plan includes uses that are not ‘as-of-right,’ but are instead prohibited without special exceptions approved by the Town Board. We need our town government to step up and make sure this plan receives the comprehensive review that the law requires. The saga of Gyrodyne in its current incarnation as a real estate investment trust continues. The concerns regarding traffic congestion and alteration of the vicinity’s historic character do not seem to be slowing Smithtown’s approval of the proposed development at the Gyrodyne site. Since the development would affect the Town of Brookhaven as well as Smithtown township, it would seem appropriate for Suffolk County or

New York State to address the effects of the proposed development, but that does not seem to have occurred so far. There may however be some justification for U.S. federal government involvement. If there are significant subsurface toxic remnants of Gyrodyne’s helicopter manufacturing days, we could have a potential Superfund site with underground contaminants moving with the ground water, either to the navigable

waters of Stony Brook Harbor and Long Island Sound or to the sole source drinking water aquifer below the site [or both]. It would be prudent to sample the subsurface characteristics of the site in a statistically defensible manner to address any potential groundwater contamination and ultimately avoid any federal involvement. Being better informed on our local Black history I want to applaud the March 11 letter to the editor, “Black History Month is over, now what?” by Allison Singh. One wonderful source of information on local Black history is the newly published “Long Road to Freedom: Surviving Slavery on Long Island” by Jonathan Olly, curator at The Long Island Museum. Published in PDF format, “Long Road to Freedom” is the story of the exhibition of the same name which ran at the museum in 2019. The exhibition and the PDF publication help provide an understanding of enslaved people

on Long Island, and a more direct and encompassing history of African Americans on the Island. It is centered around documents, objects and images that makes it a perfect vehicle for teachers to use in the classroom. As it says in the introduction to the publication, “People of African descent have played an integral role in Long Island’s history, just as they make essential contributions to this region’s present and future.” As Allison Singh said in her letter, “How can we call ourselves a ‘well educated’ community with so much

history still untold?” “Long Road to Freedom” goes a long way toward the goal of making us better informed citizens. I know that teachers, parents and students will all gain important knowledge from this illuminating publication which is free and can be downloaded from The Long Island Museum’s website: longislandmuseum.org. Opinion Delighted neighbors go to great lengths to protect duck nest

o matter how much uncertainty and anxiety clouds our lives, the passion that inspires us can penetrate the haze. My retired neighbors, whom I see regularly on our walks, have shared their lives with us over the last year, offering news updates about their two grown children as well as their pursuit of vaccinations. Amid all the other news, they shared a development in their backyard that has completely captivated their attention. D. None Andrea and Bob of the above said they were doing BY DANIEL DUNAIEF their usual gardening, trimming their bushes and reseeding their lawn, when they noticed something new next to their grill. Two mallards

had decided to nest in a nearby bush. The presence of this nest has captivated them to such a degree that it’s clear that the ﬁrst place they look when they return from their walks is in the direction of the nest. They are eager to see whether their visitors, whom they assure us will take about the same 28 days to hatch that it takes between each of the two Moderna vaccinations for COVID, have pushed their way out of their eggs. Each day, the parent mallards swim in their pool, taking short breaks from their early parenting duties to wade back and forth in a water body that Andrea and Bob assure us won’t have any chemicals or even salt until later in the summer. They seem so thrilled to host their new guests that the bird droppings or other germs that might clog their ﬁlter or encourage bacterial growth don’t seem to concern them. Indeed, they are so focused on these duck eggs that they have told anyone who ventures

in their backyard, including insect control experts, not to spray or go near the nest. Just to make sure the nest remains undisturbed from human activities, they have also put sawhorses — the kinds of temporary fencing police use to control crowds and building managers use to keep people away from exclusive entrances and exits to buildings — on either side of the nest. Once the ducks hatch, they plan to take pictures from their window or around their yard, sharing them with friends and family. The excitement this nest has created not only speaks to the Groundhog Day nature of our lives, but also to the core passion some people feel for nature. When the right kind of animals appear, and I suspect a young raccoon or a nest of vultures wouldn’t make the cut, people will go well out of their way to support those creatures and to encourage the safety of their young. Perhaps the arrival of spring and the renewal

and hope it brings offers a ﬁtting backdrop for the affection and appreciation of this collection of eggs. After all, this spring in particular is unlike any other, as people hope to get vaccinated, emerge from their versions of hibernations and plan, tentatively, for the next steps over the next few months and year. We will hopefully see friends and family we haven’t seen in months or even a year and, in some cases, will also visit with extended friends and family fortunate enough to have added new life to their ranks as well. Despite the baby bust, two sisters in my wife’s extended family gave birth to baby girls within weeks of each other. They will have their own stories to tell, passed down to them from their parents and extended family, about the unusual and challenging environment into which they were born. Out to a restaurant with a friend but still cautious

or the ﬁrst time in many months, I went out to a restaurant for a meal. It was breakfast and I was joined in this remarkable activity by a good friend who, like me, has had both vaccine shots plus the requisite 14-day period for the second one to take effect. There was no one else in the restaurant, although by the time we left, a couple of tables, in the distance, were occupied. It felt ... familiar yet a little odd … to be sitting there, waiting to be served. We all wore masks, Between the waiter and the two you and me of us, at least until the BY LEAH S. DUNAIEF food arrived and we were about to eat. It was nice eating hot food instead of the cooled down takeout meals in the aluminum or Styrofoam

containers we occasionally had brought home. The food tasted delicious, perhaps partly because I was savoring those first bites. And the pleasure of sharing the experience with someone across the table whom I had only spoken to on the phone during these many pandemic weeks was a delight. I could see her face, and not just her eyes and eyebrows. How lovely it all was. How normal! In fact, according to a front page article in The New York Times this past Monday, we seniors who have been twice vaccinated have become the “life of the party.” We older folks, who got the shots ahead of everyone else, are “emerging this spring with the daffodils, tilting [our] faces to the sunlight outdoors. {We are} filling restaurants, hugging grandchildren and booking flights.” The article goes on to declare an upsidedown world of generational reversal in which the older folks are drinking the martinis and crowding around the bars instead of the more typical scene populated by the younger set. Two-thirds of Americans over 65 have started getting vaccinated and 38 percent have

Many older people are still maintaining cautious lives as mutations of the virus may pose unknown threats, and the unvaccinated are still at risk if those who have had the shots turn out to be inadvertent carriers. Of course, this is the demographic segment that also has suffered the most losses, as the senior, more medically vulnerable were the main cohort stricken by the deadly coronavirus. Still, despite the greater risks, recent studies have shown that the older generation throughout this pandemic was less concerned with the threat of COVID-19 and was associated with better emotional well-being and more daily positive events. Under the constant stress, their coping skills were relatively strong, a beneﬁt of aging, and they reported less stress. As of Monday, 60 million Americans had received at least one dose of a COVID-19 vaccine, more than 31 million are fully vaccinated, and more than 2 million people are being vaccinated every day. But we know that the pandemic is not over by any means, and

the worst possibility at this point would be for us to suffer another surge the way European countries presently are. It’s still hard to know what is safe. Despite the science, there are several unanswered questions. including how long vaccinated protection will last and whether the vaccines can continue to defend against the new, more contagious and more virulent variants. We can gather in private homes with small groups of likewise vaccinated without masks or distancing and even with single families whose members have not yet been inoculated but are at low risk for developing severe illness should they catch the virus. This best applies to grandparents who may now visit unvaccinated children and grandchildren without masks and social distancing. In public places, however, those who have had their shots should still wear their masks, practice social distancing, avoid poorly ventilated spaces and frequently wash their hands. Long-distance travel is still discouraged. We are so near and yet still so far.
