Basketball brings vets, students together

When it came to this year’s annual 3-on3 basketball tournament at the Centereach Pool Complex, Brookhaven Town Councilman Kevin LaValle (R-Selden) decided to do something different. On July 21, the 2018 version of the event was transformed into the Hoops for Military Heroes.

“We always try to do something to highlight veterans and try to bring them together with other community members,” LaValle said.

Farmingville Veterans of Foreign Wars Memorial Post 400, Tordik-Diedrich-Duffield VFW Post 4927 and AMVETS Post 48 are all in the councilman’s district, and he said he thought the basketball tournament would

be a good way for the veterans and young people in the area to interact.

This year’s event attracted more than 60 students in seventh to 12th grade and approximately a dozen veterans, according to LaValle. Brookhaven Town Highway Superintendent Daniel Losquadro (R) donated funds for the beverages and snacks, and members of the International Association of Approved Basketball Officials refereed the games for free. All funds raised will be donated to local veterans’ organizations.

The councilman said the event was successful, and he already has ideas for next year, including assigning a veteran as captain to each team.

“I would definitely love to continue this tradition,” LaValle said.

by Stonefield Engineering & Design, LLC conducted June 13 of the traffic volume count of cars exiting Arrowhead to Route 347. The company found a total of 183 cars during 7 to 9 a.m. and 141 vehicles 4 to 7 p.m. Gobler said he sat at the intersection and monitored traffic for a 20-minute period, 8:55 to 9:15 a.m. three separate days when school wasn’t in session and counted exiting cars from Arrowhead. His average was 89 for the 20-minute intervals, which would be 266 cars during the morning rush hour. He said Stonefield’s count of 183 cars over a two-hour period would mean only 31 cars every 20 minutes.

Frank Filiciotto, a traffic consultant with Stonefield, said there are always spikes in traffic, which could account for Gobler’s observation. He said the company has been monitoring traffic in the area for four years.

One observation of cars entering and exiting nearby Fairfield Knolls North by the company showed a daily total of 218 cars observed during 7 to 9 a.m., 2 to 4 p.m. and 4 to 7 p.m.

The monitored development is 0.65 miles northeast of the proposed apartments and is also age restricted. The company prorated the numbers since Fairfield Knolls has 91 more units than what is proposed for Heatherwood.

He said the amount of traffic was similar to what they originally projected and should not negatively impact the area.

The Town of Brookhaven is in the final stages of deciding whether to allow a controversial retirement community to be constructed.

Commack-based Heatherwood Luxury Rentals has proposed plans to build on nearly 26 acres of its more than 70-acre golf course on the southeast corner of Arrowhead Lane and Route 347. It was put on the planning board’s decision calendar at its July 9 meeting, and now they have 62 days from July 9 to render a decision.

If approved, the company would construct Heatherwood Golf at Setauket, a 55 and over community with 200 rental housing units, 403 parking stalls and additional garages.

Heatherwood also plans to redesign the golf course, reducing it from 18 holes to nine. The property falls in both the Comsewogue and Three Village school districts.

John Gobler, a 48-year homeowner in Heatherwood Village South in South Setauket, attended the July 9 meeting objecting to plans for the new development having only one entryway to exit and enter, which would dump traffic onto Arrowhead Lane.

He said the intersection of Arrowhead Lane and Route 347 has been a problem for several years due to the number of cars exiting onto Arrowhead and the timing of lights at the corner, where he has witnessed only four or five cars being able to go through a green light.

zone change approval, including requiring Heatherwood owner Doug Partrick to donate 40 acres of land to the Manorville Farm Protection Area, removing a billboard at the golf course and constructing a sidewalk on the east side of Arrowhead Lane. Panico’s office confirmed the town accepted the 40 acres of property in 2015 in lieu of the Pine Barrens Credit redemption required under the Planned Retirement Community code.

Development of the golf course has faced opposition from elected officials and local civic associations since it was first presented in 2014. Cartright remains opposed to the project as it stands, according to her legislative aide Jennifer Martin.

Herb Mones, chair of the Three Village Civic Association’s land use committee, said the civic group opposed the initial zone change for the golf course, and he said many felt it was controversial due to the town board approving it over the objections of Cartright.

“The overpacking of the site with housing, adjacent to a residential neighborhood, and built on an already highly trafficked Route 347 demonstrates poor planning,” he said.

Sal Pitti, president of the Port Jefferson Station/Terryville Civic Association, said the group still stands opposed to the development.

“The community spoke in force back when the project was proposed, and they said we don’t want it,” Pitti said. “The aspect that bothered us the most for the acceptance of the project was that a donation of land went to another council district instead of ours.”

Suffolk County sheriff talks school security, gangs and staffing issues

The future of Port Jefferson’s power plant is up in the air as plans for a Yaphank facility progress.

Another hurdle arises in Caithness II quest

BY ALEX PETROSKI ALEX@TBRNEWSMEDIA.COM It’s one step forward, two steps back for Caithness Energy LLC in Brookhaven.

After securing a win in its efforts to advance the construction of a 600-megawatt power plant in Yaphank earlier this month, Caithness Energy, an independent, privately held power producer was informed by Brookhaven Town that the special-use permit for the site expired July 15.

The special-use permit, initially approved in 2014, granted Caithness permission to build a power plant on the site, according to Town Attorney Annette Eaderesto. It was granted for two years and one-year extensions were approved twice, which is the limit under town law.

“We’re looking into it, but believe it has no bearing and we look forward to the next steps before the Planning Board,” Caithness President Ross Ain said in a statement.

The possibility that the permit might have expired was first raised by Councilwoman Valerie Cartright (D-Port Jefferson Station) during a July 12 meeting. She abstained from voting on a motion to lift a restrictive covenant preventing the project’s advancement due to amendments made to the original Caithness 2014 plans, which included a reduction to the plant’s output capacity and updated technology. The other five councilmembers and Supervisor Ed Romaine (R) voted to remove the covenant.

“They’ll have to file a new application for the special permit and we’ll certainly accept it,” Eaderesto said.

The town attorney noted Caithness still has a pending site plan application before the Planning Board which would remain, as such, while a new special-use permit is sought.

The proposed project has drawn opposition for its potential environmental impact from groups like Sierra Club Long Island and state Assemblyman Steve Englebright (D-Setauket).

In addition, Port Jefferson Village Mayor Margot Garant has spoken out against the proposal, warning the construction of a second Caithness plant could push her community “off the economic cliff.”

The village has argued a way to make good with Long Island Power Authority over its decreasingly needed plant — and LIPA’s legal contention its Port Jeff plant’s property tax value is overassessed and has been for years — could be to increase its output capacity. If constructed, the Caithness II plant, which would be built near to the company’s first Yaphank plant opened in 2009, could theoretically kill plans to repower the Port Jefferson plan, according to the village.

Port Jeff Village and the town have said a settlement is nearing in an eight-year-long legal fight with LIPA, that will likely result in a gradual decrease in revenue from the plant’s property taxes, which help fund budgets for the village, Port Jefferson School District, the fire department and the public library.

Staffing issues within Sheriff’s Office

The Sheriff’s Office is short staffed specifically due to officers retiring or leaving for higher paying jobs elsewhere, according to Toulon.

“I’m almost signing one to two retirement letters a day,” he said. “We just lost two — one going to [Metropolitan Transportation Authority] police and one going to the New York City Police Academy. I’m expecting to lose two in the near future — more going to other law enforcement [jobs].”

The department is short on 76 mandated posts that the two county corrections facilities are supposed to have. This has led to an increase in overtime for existing corrections personnel. Toulon said he sees the low starting salary for Suffolk County corrections officers as the primary driver of the staff shortage. Those in the positions are paid $30,000 per year initially, reaching about $76,000 after 12 years. Starting salaries in Nassau County or New York City corrections are about $10,000 per year more.

Toulon said 30 people will be graduating from the county academy Aug. 8 to fill some of the vacancies.

A pay raise would have to be approved by the Suffolk County Legislature, though Toulon said he supports it.

School security

As the occurrences of school shootings seemingly increase nationally, especially after the Feb. 14 shooting in Parkland, Florida, security has become a hot topic among school districts and communities. The Sheriff’s Office is working on the issue as well.

Toulon said getting everybody on the same page when it comes to securing schools is a tough but essential job, which requires coordination between school security, police departments and the Sheriff’s Office.

“When you are going into these schools you frequently realize some of these schools have armed security, some have unarmed security, and some have security that are armed because they hired retired law enforcement, and it’s not publicized,” Toulon said.

Further confusing local law enforcement, each school might have different protocols in engaging an active shooter, whether they will actively engage the shooter with a firearm or focus on getting the children to safety.

Toulon said he and his officers have gone into schools at the request of the districts to perform security assessments. So far 10 out of 69 school districts in Suffolk County have taken up the Sheriff’s Office on the offer.

Toulon said an ideal setup might be having standardized training for all school districts and school security officers in the county, not only so they would know what to do in a school fire, bomb or shooting scenario, but also because it would train them to interact with any local police that arrive on the scene.

The Sheriff’s Office plans to host a forum for Suffolk County school superintendents Aug. 16 at St. Joseph’s College in Patchogue to talk broadly about school security and to share ideas.

Dealing with gangs and immigration officials

Toulon said that while county jails only hold people charged with local crimes, they do work with the U.S. Immigration and Customs Enforcement agency when it comes to some inmates.

“The Sheriff’s Office doesn’t profile people,” Toulon said. “If you blow a stop sign or a red light, we are going to pull you over. The people in our custody that have [ICE] detainers are not good people. I wouldn’t want

them on our streets — I wouldn’t care what their status is.”

Toulon stressed that the Sheriff’s Office does not participate on any ICE raids. He advised the immigrant community to know their Miranda rights, that they do not have to communicate to police without a lawyer, and that anyone concerned about an arrest could contact the Sheriff’s Office.

Many people in local communities are concerned about activities perpetrated by the local incarnations of the MS-13 gang. Several high-profile gang murders were prosecuted in the past few years, including the 2017 murder of two young girls in Brentwood, complicating community-law enforcement relations and heating up a polarized, politically based national discourse.

Stories of abuses of power carried out by the federal agency, mostly in areas nearer to the southern border, have not been representative of the Sheriff’s Office dealings with ICE, Toulon said, adding that he would not tolerate inappropriate behavior from any uniformed officer within the facilities he oversees, be them staff under his purview or otherwise.

Toulon said comments made by President Donald Trump (R) on the matter have made his job tougher, especially when dealing with local immigrant communities.

“The tensions that I see in the immigrant community come from what they see going on in the rest of the country,” Toulon said. “The fact that our current president tweets about it and makes comments about a whole population — that is not fair. It makes my job a lot more difficult.”

Funding approved for Rails to Trails, other county projects

BY KYLE BARR KYLE@TBRNEWSMEDIA.COM Though some Suffolk County lawmakers are champing at the bit to see certain local renovations and projects get underway, finding funding has been a tall task with partisan gridlock in the Legislature.

Several items passed during the July 17 legislative session, including funding for Rails to Trails, a two-lane wooded trail that will run from Port Jefferson to Wading River, and repaving and roadwork on a portion of Commack Road from Julia Circle to Route 25A and along Crooked Hill Road from Henry Street to Commack Road. The road borders the towns of Smithtown and Huntington.

The county allocated $1.5 million for the Commack Road repaving, while another $6 million will come from federal aid. Legislator Susan Berland (D-Huntington) said that if the vote did not pass they would have lost access to those matching federal funds.

“Some of it wasn’t done correctly in my opinion, it does need to be widened, it needs to be repaved,” Suffolk County Legislator Leslie Kennedy (R-Nesconset) said. “Some parts of that road have had potholes there for years.”

Commack Road has been a point of contention between the towns of Smithtown and Huntington and Suffolk County for close to eight years, according to Town of Huntington Councilman Mark Cuthbertson (D). The dispute comes down to which side is responsible for cleaning and repairing the roads.

“We are looking to do everything to protect our taxpayers to make sure we get the appropriate county resources and the road gets paved,” Cuthbertson said.

Legislator Sarah Anker (D-Mount Sinai) has been promoting the Rails to Trails project for years. Funding the project through bonds came up for vote July 17 and it passed nearly unanimously with Kennedy abstaining.

“This is a long time coming, and in the seven years I’ve been in office I have not stopped facilitating this project,” Anker said.

The plan is to establish the trail from Port Jefferson to Wading River along rightsof-way and old train tracks able to facilitate

both bikers and joggers. During the public speaking portion of the July 17 meeting, the room was filled with supporters for the trail.

“Long Island is filled with too many cars on clogged roads,” said Constance Iervolino, a board member of the Rocky Point Civic Association. “This would be a remarkable way to reduce that public safety threat.”

However, some residents still have large reservations about the project.

“The idea is good, the placement is bad,” Rocky Point resident Mary Anne Gladysz said at the meeting. “I have had many concerns that have not been dealt with. The depth of the asphalt is one of them — only three inches. The only answer I’ve gotten as to why that thin was because they wouldn’t be able to do the whole path.”

Of the $8.82 million for the Rails to Trails project, 94 percent of the project will be funded by federal grants that will be paid back to the county after the project is completed. Half a million dollars of that bond were matching funds from just one of several federal grants, which had a looming August expiration deadline.

Other projects that were re-voted on included $150,000 to finance the planning costs for a new police K-9 unit headquarters and kennel, which was voted down.

Another vote for $2 million in funding for licensing the Rave Panic Button mobile app, a police and rescue emergency application for school and government employees was passed near unanimously with Legislator Rob Trotta (R-Fort Salonga) giving the one dissenting vote.

Both the Commack Road repaving and Rails to Trails were voted down at the June 5 legislative meeting as the seven members of the Republican minority in the Legislature voted “no,” citing the projects’ inclusion in a series of lumped bonds.

County Executive Steve Bellone (D) brought forward a proposal at the June 5 and 19 legislative meetings that included several bundled together bond requests for a wide array of projects to be voted on as a single package, but the seven Republicans in the Legislature did not want to feel forced to vote on items they might disagree with in the future, they said.

A 27-year-old man from Selden allegedly drove a 2005 Ford near the intersection of Chereb Lane and Route 112 in Port Jefferson Station July 21 at about 8 p.m. knowing his license had been suspended, according to police. He was arrested and charged with second-degree unlicensed operation of a motor vehicle.

On April 5 at about 3:30 p.m., a 33-yearold woman from Port Jefferson Station presented a check from a used car dealer in Centereach at a payroll service facility in Centereach and received cash, allegedly knowing the check was forged, according to police. On the same date about five hours earlier, the woman allegedly also signed checks from the car dealer to three different people while in Port Jefferson Station despite a lack of authorization from the company, police said. She was arrested July 20 in Port Jeff Station and charged with second-degree possession of a forged instrument and three counts of seconddegree forgery.

Cocaine possession

While at Jefferson Shopping Plaza on Route 112 in Port Jefferson Station July 17, a 47-year-old homeless man allegedly possessed cocaine, according to police. He was arrested and charged with seventh-degree criminal possession of a controlled substance.

Driving with suspended license

A 28-year-old man from Port Jefferson Station driving a 2008 Honda on Route 347 near the intersection of Broadway Avenue in Port Jefferson Station July 16 was allegedly driving despite knowing his license was suspended, as it had been previously 22 times, according to police.

He was arrested and charged with firstdegree aggravated unlicensed operation of a motor vehicle.

Disrupting an investigation

While parked at St. Charles Hospital in Port Jefferson July 16 at about 6 a.m., a 19-year-old man from Mastic Beach and a 22-year-old man from Port Jefferson seated in a 2004 Hyundai driven by the 22-year-old allegedly shouted obscenities and antagonized police conducting an unrelated investigation, according to police. The 19-year-old allegedly repeatedly jumped out of the vehicle and reached in his pockets for unknown objects, police said. Upon trying to drive out of the parking lot, police pulled over the vehicle and found the driver to be allegedly intoxicated, police said. Both were arrested; the driver was charged with driving while intoxicated and disorderly conduct and the passenger was charged with seconddegree obstruction of governmental administration.

On July 7 at about 7 p.m., a 22-year-old woman from Stony Brook driving a 2008 Nissan allegedly crashed into and damaged the fence in front of a home on Erie Street in Holbrook and fled, according to police.

She was arrested in Centereach July 16 and charged with leaving the scene of an accident with property damage.

A 20-year-old woman from Bellport allegedly stole assorted merchandise from Walmart on Nesconset Highway in East Setauket July 16 at about 9 p.m., according to police. She was arrested and charged with petit larceny.

Purse snatched

A purse containing cash, car keys and credit cards was stolen from Ocean 88 restaurant on Main Street in Port Jefferson July 21 at about 4 p.m., according to police.

Constable assaulted

Near Portside Bar & Grill on East Main Street in Port Jefferson July 21 at about 1 a.m., a 23-year-old man from Levittown was approached by a Port Jefferson Village constable and asked to remove his hands from his pockets, according to police. The defendant allegedly “squared off” with the constable, punching him in the face and engaging in a fight, with both individuals falling to the ground, police said. The constable was treated for injuries at John T. Mather Memorial Hospital, police said. The defendant was arrested and charged with assault.

Clothing and sunglasses were stolen from Kohl’s on Nesconset Highway in East Setauket July 21 at about 2:30 p.m., according to police.

Don’t forget efforts to shore up school security It’s the end of July so it’s likely the minds of students, administrators and parents have drifted far away from the hallways of their schools, away from school board meetings and discussions about funding safety improvements. It’s understandable. But following an in-office, exclusive interview with Suffolk County Sheriff Errol Toulon Jr. (D) July 20, county residents should sleep well knowing he has allowed himself no such break.

Hardening schools for the worst-case scenario — an intruder entering a local school with the means and intent to impose lethal, widespread harm — has become a top priority for districts across the country since the February shooting at Marjory Stoneman Douglas High School in Parkland, Florida, that left 17 people dead. In the absence of substantive action on tightening gun laws with commonsense reform coming from the increasingly feckless Washington anytime soon, local municipalities and schools have had to get creative.

This week, Suffolk County Executive Steve Bellone (D) signed a bill permitting the county to pursue bond funding for a mobile application that government employees and school administrators will be able to download and use to directly contact law enforcement in the event of a shooting at a school or government building. In the aftermath of Parkland, Bellone announced an initiative that would allow districts interested in participating to grant access to school security systems to the Suffolk County Police Department, so that in the case of an emergency, law enforcement can see exactly what’s going on in the school. New York State passed its own set of bills in the spring as well, mostly geared toward allocating funds to districts interested in securing infrastructure or hiring additional security or mental health personnel.

These plans are a great start, especially, again, since we would all turn blue in the face holding our breath waiting for Congress. But Toulon raised some issues that seemed to us like they needed to be heard.

When asked if he could wave a magic wand and grant one thing to all 69 of Suffolk’s school districts to make them more secure, he identified establishing uniform practices countywide for training security — armed or otherwise — so that responders have a better feel for what they’re walking into should one of these dark days strike close to home.

Uncertainty about what to expect between police and school district security should be the last thing either should be worried about in the midst of a frantic mission to save lives.

Further, Toulon said he has made his office available to districts interested in having their security practices assessed on a voluntary basis. So far, he said just 10 of the 69 districts have taken him up on the offer. We’d like to see that number reach 100 percent by the end of this year.

In addition, the sheriff’s office plans to host a forum for Suffolk school superintendents Aug. 16 at St. Joseph’s College in Patchogue to talk broadly about school security and to share ideas. The offices of the sheriff and county executive have not let this issue fade away during the summer months, and we hope schools haven’t forgotten either.

Lists, contradictions, credibility Myrna Gordon, in a letter “Proud to be on Zeldin enemies list,” and Susan Perretti, in a Your Turn column, in The Village Times Herald July 12 edition double-teamed readers with pearl-clutching, self-aggrandizing accounts of their treatment at Congressman Lee Zeldin’s Elk’s Club campaign event June 28.

Deliberately and disingenuously omitted regarding their evening was critical information, proudly discussed at length and published the very same day, but in another paper, The Smithtown News.

Offering a rather extended interview to The Smithtown News, Ms. Gordon boasted of the plot put together by she, Ms. Perretti and two other cohorts, aimed at purposely disrupting our congressman’s kickoff celebration. The foursome would gain

access to the private property, spread out, not acknowledge one another, then individually and at different intervals interrupt the speakers.

Myrna stated the shouting would begin “when we felt it was most opportune.” In the interview, she continued with specifics. “I was going to be the first one to go, John was going to be the second to go, Susan the third and Bill was going to wrap it up.” The four interlopers spent a great deal of this two-page article, in effect, boasting of their duplicity.

Yet neither lady, writing in this paper, so much as whispered a word about this scheme. Apparently they were too busy sanctimoniously lecturing others about “hate” and “peace” or assigning themselves to a fabricated “enemies list.”

Ms. Gordon did, however, and without a hint of irony, find the space in her letter to demand knowing “What reasons are [Zeldin’s] constituents being targeted?” Even absent in the letter was the recent alleged attack on a Zeldin campaign worker in Smithtown, and accompanying terroristic threats to his supporters. Myrna not only gave excellent reasons, chapter and verse, but immodestly plastered them all over a weekly newspaper, printed just a few miles from where her letter and Sue’s column appeared.

With her own words, Myrna Gordon wound up validating the steps taken by Congressman Zeldin’s security team in keeping out two other plotters and removing both she and Susan Perretti.

Best days of my life, so far Peter Bond’s July 12 response, “Letter could have been bipartisan,” to my June 28 letter was appreciated, and well taken. To clarify some of his talking points regarding my “era of good feelings,” I submit the following: The best days of my life, so far, began on Jan. 20, 1981, and came crashing down the day after Sept.

10, 2001. The Reagan/George H.W. Bush good times were still rolling well into President Bill Clinton’s second term, as the major damage of the Carter administration faded into the rear-view

mirror of history.

Clinton, Nixon and JFK, in my opinion, were as intellectually gifted as they were seriously flawed; all three were hampered by outer proclivities or inner demons (Nixon).

Clinton was on his way to lasting greatness, and my greatest complaint about him is the tepid response to the first World Trade Center attack in 1993, and nearignorance of the bin Laden gang’s planning 9/11 for several years, right under his nose.

That said, in this age of Rep. Maxine Waters, Cynthia Nixon,

Sen. Dianne Feinstein, et al., Clinton and Kennedy were right-ofcenter conservatives, and today’s GOP is about equal to the great Democrats of yore. Conservatives ... I see few of any great influence today. And to the progressives in the audience: Stop with Roe v. Wade already. I know as well as you that it will stand, as it’s a necessary evil and repealing it would be the biggest mistake since the Volstead Act established prohibition.

The humble, singular goal of a speed bump

I

f I could only talk, I could tell some exciting stories.

For starters, many people think of me as a nuisance. No, I’m not a politician, journalist or lawyer. And, no, I don’t write parking tickets or tell you why you should join my religion and how I’ll promise you bliss in this life or the next one.

I’m much closer to earth.

In fact, you could say that I’m closer to earth than almost everyone.

You see, I’m a speed bump.

bump, designed to force cars racing through school areas, regions filled with small children playing on and around streets, and people approaching dangerous curves to slow down.

Kids don’t start hating me, just as they don’t start hating most things. In fact, small children often enjoy the miniature carnival ride I provide when their parents roll over me during a stroll. Sometimes, parents and children make excited noises as they approach, with their voices rising and falling as they reach the top of my back and then come back down.

As children get older, they like to ride their bicycles, skateboards, hover boards and scooters over me, often at high speeds, as they hope to catch some air. I’m like a skateboarding park with training wheels for children who haven’t graduated to more advanced, and dangerous, versions of high-speed obstacle courses.

Bus drivers sometimes use me to distract a raucous collection of chil-

dren who are eager to get home. In fact, one of my speed bump friends on Main Street in Setauket described how kids at the back of the bus bounced up and down on their seats, hoping to reach my friend at exactly the right time so that the force of the bump caused them to launch into the air.

But then, as they get older, some kids find me as frustrating as their parents do. They want to go faster, because they’re late to meet friends, need to get to a job interview, or can’t be bothered looking at signs on the side of the road that introduce me. They sometimes call me a speed bump, speed hump or even a speed cushion.

They reach me at speeds that are dangerous for a car’s alignment, axle or wheels. The ones that race too quickly over me often shout something unpleasant in my general direction, especially if they hear a crunch or a crack in the car below them.

But, you see, more often than not, that means I’ve accomplished my

goal. If they remember to slow down next time, they will protect their cars and, more importantly, the people who live, walk, work and, best of all, play in the area.

They may not think of the younger versions of themselves, or about their own children, as they slow down, but I don’t care. I’m not there to protect their car or to help them get somewhere more rapidly.

If they choose another route — maybe one that involves a highway — I’ve also gotten them away from local roads. Speed bumps like me serve a purpose, whether or not people enjoy me and the stripes they sometimes put on me.

And, as you know, school will be starting in a few weeks. I know because I’ve seen some of the backto-school signs that pass slowly over me on the way to the stores.

Maybe, some day, self-driving cars will automatically slow down through areas where people are out and about. Until that day comes, I’m here for you and your children.

She wasn’t able to talk yet, but I was two years older and interpreted her coos and cries for the rest of the world. Most often what she wanted was to be loved, and I would run over and wrap my arms around her.

We were a loving family. The world was a happy, secure place; this despite the fact that the time was World War II. We lived

skip alongside. It was at those times that I sensed something was wrong.

People would smile down at me but then stare at my sister.

Then I heard the word and asked my mother about it. It was the first time I ever saw my mother flinch.

I was immediately hushed and told not to use that word again. I didn’t until I was in my teens.

The word my mother, a courageous woman of tremendous fortitude and intelligence, recoiled from was RETARDED. My sister Maxine was, and is, retarded.

My sister was not accepted among “normal” people and never would be. She was a social disgrace.

And all the while, she laughed and played. She was able to talk now and would often say, “I love you.”

Reality forced itself on my mother when she went to register my sister for public school in first grade.

The principal, a blunt, middle‐aged woman, took my mother aside and stated simply, “Maxine cannot go to a normal school. She’s retarded.

Just keep her home. Retarded children don’t live very long, anyway.”

My sister was lucky. She had a family that would always look after her. But what is to happen to those others? Retarded children become retarded adults. And then what?

What happens to them when their parents die and there is no one to pick up the burden? What happens to those who have the advantage of the latest programs and training but now need a place to live?

Only those very few retarded at the lowest end of the intelligence spectrum cannot function, at least to some minimal degree, within a home. The state has attempted to set up hostels for these retarded adults within a home like setting, assigning five or six to each house under the care of a supervisory couple. Communities, by and large, have reacted to these hostels with hostility, fearing for their property values and uncomfortable with the ever‐present social stigma.

I find that few know anything about retardation, and I suspect that this lack of contact is responsible for the hostility the retarded face. Many think retarded people

are deranged or emotionally unstable. Those are fears, not facts. Retarded people are inherently gentle and unaggressive, which makes them defenseless. The retarded are simple human beings with the same basic needs of all of us: food, clothing, shelter — and especially love.

It might seem, from my account, that it took great sacrifice to live with my sister, and in some ways, it did, particularly from my mother.

But in other ways, it taught us so much. Maxine taught us compassion for the disadvantaged. She also served, curiously, to test the mettle of all we met. Those who were reluctant to accept her proved not to be worth our company. Her life showed us, by example, what the most important values should be. Maxine did not understand affect, materialism or hypocrisy. She did not understand social embarrassment. She has the same basic concern for the dog that lives in the next apartment as she does for its owners. It is a respect for all life, and for her, life is music, and laughter and love.
