Northport hosts law enforcement officials to discuss possibility of armed guards

Law enforcement representatives from Suffolk County Police Department and local police departments discuss armed security personnel in schools at a Northport board of education meeting.

Ricca said their response time was three to four minutes. The inspector said that a school shooting comes in as a Priority 0, the highest priority, the same as if a call came in that an officer was shot. Romagnoli said since the 1999 Columbine High School massacre in Colorado cops are trained to enter an active shooter situation immediately upon arriving at the scene.

“Our involvement in the schools has increased tremendously within the last five years, our number of school incidents in the 2nd Precinct has gone up 50 percent, and the officers have more familiarity with the schools just from their daily patrols,” SCPD Deputy Inspector Matthew McCormick said.

Board Vice President David Stein said he was concerned it was not possible for every member of every police department to be intimate with the district’s six separate school facilities.

“Columbine was a long time ago, and now the police are pulled in so many different directions with what to prioritize around Long Island,” Stein said.

Romagnoli said the 2nd Precinct has one school resource officer assigned to cover all school districts in the area, not accounting for the other police officers who sometimes take up SRO duties part time on top of their normal police work. The SRO is responsible for being a liaison from the district to the police and for safety and crime prevention in schools.

While some members of the board questioned if guards should be on the premises for longer than regular school hours, to protect kids in after-school activities and sports, but Devlin said it came down to money. He estimated armed guards working at approximately $15 an hour for an eight-hour day would cost the district $208,200, if one guard for each of the district’s nine school campuses were allotted. Though Devlin added if the district wants total coverage for the day, including an hour break for each guard, it would have to hire another three to cover them on their breaks, add-

ing up to just under $400,000.

Police representatives admitted armed guards and police arriving on scene of an emergency could present other problems. There is potential for a “blue on blue” situation, where two armed responders potentially confront each other. Current school security recently changed their uniform to be a bright gold color, but there is no consistency in the uniform between armed presences in other schools. Romagnoli said because of these inconsistencies it’s important the district keep a clear line of communication to the police departments and for dispatch to know of the armed presence inside the school.

“Our protocol is the uniformed officer responding is in charge,” Romagnoli said. “We routinely drill in active shooter response and deliberately build those scenarios into our drills, and I can say we do have a discharge from one officer to another officer. We would rather that happen in training than out in the world.”

Those on the panel representing the district’s liability concerns said insurance would cover the district in most cases should an armed guard be present. John Peppard, the senior vice president of NYSIR, the school’s insurance handler, said the only time the school might have a problem is if the guards, as school

The Northport-East Northport school district has been taking it slow and steady in considering hiring armed guards for its school buildings. The board of education is in the process of soliciting professional opinions from local police and security advisers to determine the path forward for its schools.

About 70 people filed into a public meeting hosted by the school board Oct. 11, which included members of the Suffolk County Police Department, Northport Police Department, Asharoken Police Department, the school district’s retained attorneys from Ingerman Smith LLP, the district’s insurance provider New York Schools Insurance Reciprocal and the district’s security adviser to answer the board and the community questions about the potential impact of hiring armed security guards.

“There is a lot of interest about this throughout the county,” said Suffolk County Police Department Inspector Michael Romagnoli, the commanding officer of the department. “All are debating this topic at similar levels.”

The board hosted a previous meeting March 1 where the community came out in droves to voice support for the district hiring armed guards, though when asked whether he would want armed guards Leonard Devlin, the district’s security consultant, said he would prefer not to.

“It would be my recommendation to not have armed guards in our schools,” Devlin said. “If we were to have armed security personnel, the officer would only respond if there was an active shooter, not if there was a physical confrontation with a student, teacher or of any nature.”

The district said it has upgraded multiple security measures since the start of the year. Devlin said the district hired 12 new unarmed guards, which now totals 30 guards who patrol campus grounds during the school day from 7 a.m. to 3 p.m. The district also purchased six new security vehicles to complement an existing six, which should arrive in about a month.

Security vestibules are already installed or close to being installed for all schools except Bellerose Avenue Elementary, Ocean Avenue Elementary and Northport Middle School, which the security consultant said would be completed in the future as part of the district’s ongoing $40 million capital bond project. The district said it has installed 30 new cameras this year for a new total of 400 throughout the buildings, though these are monitored sparingly throughout the day and in the late-night hours, Devlin said.

One of the biggest questions raised surrounding the need for armed guards in schools is whether local police response time is fast enough to deal with an armed assailant. Romagnoli said their response time for local cars was four to five minutes, while Northport Police Chief William

employees, went rogue in some way.

Local resident Denise Schwartz said despite assurances from local police departments promising prioritized response, the comments made by the panel members did not instill much optimism, especially considering the presence of just one SCPD SRO and the little time the district monitors the security cameras.

“Several things they said made me feel even less safe,” Swartz said.

For Northport resident Tammie Topel, who said she’s still on the fence about hiring armed guards, the meeting did little to eliminate the catch 22 inherent in the decision.

“I think that it opens up whether you do, or you don’t, you’re either not indemnified, or there’s going to be a lawsuit, or there might be an accidental shooting,” Topel said. “There’s 400 cameras that are not being monitored at all times, so what’s the sense of wasting that money on cameras … they should be monitored if that’s what we’re going to be using them for.”

The district will be hosting another workshop Nov. 1 where it will discuss the emotional and psychological impact of having armed guards in schools. On Nov. 8 the board will discuss whether it will put the item on the agenda for vote at a subsequent meeting.

State Meet the 22-year-old Republican challenging Stern for Assembly seat

BY KYLE BARR KYLE@TBRNEWSMEDIA.COM At 22 years old, Republican candidate for New York State’s 10th Assembly District Jeremy Williams said he sees things from the millennial generation’s perspective, especially the issue of young people finding jobs and housing to stay on Long Island.

“I saw a lot of my friends move out of state,” Williams said. “They went down to the Carolinas, to Florida, Tennessee, Kentucky, and when you ask them why — it’s not that they don’t like New York, or they don’t like their family — it’s a simple matter of there’s better jobs.”

Williams grew up in Huntington Station, his family longtime town residents, and now he currently lives just a block away from the house his great-great-grandparents built. He went through the South Huntington school district and graduated from Walt Whitman High School in 2014. After that he worked part time jobs before attending Stony Brook University and transferring to Binghamton University. While finishing his English rhetoric degree, Williams joined up with the local Habitat for Humanity chapter where he became the organization’s treasurer.

After returning home from college, Williams

got a job in New York City working as a public relations representative for financial technology, cryptocurrency and blockchain companies. One thing he quickly realized from working in the city while living in Huntington was just how hard it was to save money and find a house to live on his own.

“When you’re not saving for the first down payment on your house, when you’re just worried about being able to fill up your car, it’s kind of an unworkable situation,” Williams said. “It’s very expensive to buy a first home, and there are a lot of barriers to first home ownership on Long Island.”

Williams said he has long been interested in politics, and in his adult life he has become involved in local Republican Party politics.

He said he has worked on campaigns for several Suffolk County Legislature and state Assembly races. Now he is challenging Assemblyman Steve Stern’s (D-Dix Hills) seat. Stern won the seat in a special election earlier this year after it was vacated by now Town of Huntington Supervisor Chad Lupinacci (R).

The young candidate said the problems that

his district, and by extension all of Long Island, faces are a combination of high tax rates, “outrageous” county fees, an unfriendly business climate and environmental issues, especially those in coastal waters.

Williams blamed the state of Suffolk County’s current finances on excessive spending and that county officials have been upping fees to make up for excessive spending. He specifically pointed to fees for filing mortgage tax ID maps and the red light camera program, which he argued has not been doing the job of making intersections safer.

“With every $3 we send to the state, we get $1 back,” Williams said. “It’s not an act of the universe that it’s becoming more unaffordable for people to live here. It’s regulation and legislation.”

On the environment, he said current issues with nitrogen pollution and recent algal blooms in Huntington and Northport harbors have him worried for the future of local waters.

“We have really beautiful waterways, and the sheer life in the harbors is staggering,” he said.

“Waste leakage dumping is killing our [shellfish

and other marine life] en masse.”

While he said he would support harsher punishments for anybody found dumping waste, and for increased funding for household nitrogen filtering technology, he said he is hesitant to support sewer projects if that means more overdevelopment. He said he vehemently opposed the recent Villadom mall project, which once planned to build a largescale mall complex in Elwood but has since been stalled by local opposition. He said he fears such developments could drastically impact local water, especially that from the Greenlawn Water District.

Williams said he is very concerned about the legal battle between Long Island Power Authority and the Town of Huntington. The town is currently in the midst of ongoing litigation with LIPA over the property tax assessment of Northport Power Station, as the utility claims it has been overtaxed.

LIPA is seeking a massive reduction of its property taxes, which could lead to lost revenue for the town and expose it to back taxes should the battle go LIPA’s way. Recent judicial rulings have allowed LIPA to go ahead and take the town to court over these assessments.

“We have to be prepared for the worst,” he said. “We need to have legislation that provides 15 years of relief so that it won’t come down on the taxpayers.”

The Centerport Fire Department recently recognized Ex-Chief Ken Klerk for his 70 years of dedicated service as a volunteer firefighter and EMT. Klerk joined the department in 1948, advanced through the officer’s ranks and served as Chief of the Department from 1968 to 1969.

He was also a Fire Commissioner from 1970 to 1990, Captain of the Fire Police, Centerport

Rescue Squad member for more than 25 years and one of the first EMTs in Suffolk County.

Klerk received awards from the Town of Huntington Fire Chiefs Council, Suffolk County Fire Chiefs Council, NYS Association of Fire Chiefs, Firemen’s Association of the State of NY, Gov. Andrew Cuomo (D) and Suffolk County Executive Steve Bellone (D). Klerk was also presented with an anniversary cake by the chiefs that was shared with the membership.

The Huntington Historical Society hosted its annual Apple Festival on the grounds of the Dr. Daniel W. Kissam House Museum Sunday, Oct. 14. Militia held a colonial-era encampment at The Arsenal on Park Avenue in Huntington last Sunday, Oct. 14. NYSCAME All-County is composed of the highest-scoring NYSSMA musicians across Suffolk County. These students, along with other top ranked musicians, will be participating in three rehearsal sessions and a concert in November.

NYSSMA All-State is based on NYSSMA scores and how those scores compare to other students at the same level across the entire state.

American law and criminal justice students at Northport High School were recently visited

by Jaqueline Sullivan, a 2015 NHS graduate and the current outreach coordinator for the Town of Huntington Youth Court.

Volunteering for this program gets students involved in the adjudication of real court cases that involve youth from the town. When a youth commits a crime, taking the case to the Youth Court affords them the opportunity to have the offense wiped from their record — and this type of restorative justice has been recorded to result

Students and educators in the Northport-East Northport school district participated in Start with Hello Week at the end of September in an effort to practice and promote inclusion and tolerance. The program, created by Sandy Hook Promise, provided opportunities for fostering a warm and welcoming learning environment, promoting friendship and more.

Throughout the district, each day of the week looked a little different. Local hometown heroes greeted Bellerose and Dickinson Avenue students with warm smiles and hel-

lo’s as they descended off the bus and headed into school; and at Ocean Avenue Elementary, students made physical representations of saying hello by placing their handprints on canvases that were mounted in the school’s All-Purpose Room.

Coming together to save money

On Long Island, the cost of property taxes weighs heavily on many people’s minds. In Brookhaven, the town is working with villages, schools, libraries, and other special districts to consolidate municipal services, which should lead to savings for homeowners. Any initiative to save taxpayers money is a worthwhile endeavor in our book.

After a two-year long process, New York State recently awarded Town of Brookhaven a $20 million grant for its application as part of the Municipal Consolidation and Efficiency Competition. The grant is a byproduct of Gov. Andrew Cuomo’s (D) attempts to cut costs, share services and streamline inefficiencies in order to reduce property taxpayers’ burdens statewide.

In a field of finalists that were all upstate counties other than Brookhaven, the town came out on top, and Brookhaven Supervisor Ed Romaine (R) wasted no time in gathering representatives from villages, ambulance and fire districts, school districts and library districts to create a Council of Governments Committee. On Oct. 10 the council met to discuss the best practices of governance, shared services and intermunicipal opportunities expected to come from the $20 million cash influx.

Due to his leadership qualities and ability to work across party lines, we have confidence that Romaine has the ability to implement the money in an effective way. Project proposals have included using town contracts to buy in bulk things like asphalt replacement, which can save money for villages since the town can get a better price due to its size. Villages such as Port Jefferson could benefit not only from highway services but a town purchasing portal, electronic records management and storage.

While we know the council is in good hands, we hope the committee will take a serious look at how to run each agency more efficiently, even if some are not consolidated, and we also have suggestions for the future.

In addition to implementing current plans established during the grant application stage, the council hopes to explore possible other future initiatives. As the town moves forward, one suggestion we have with any potential plans is to call on local village officials and district heads to organize public meetings where residents can attend and discuss their concerns with town officials or brainstorm suggestions.

We also hope that Brookhaven will lead the way for other municipalities outside its scope. While we know not every town has the privilege of a $20 million grant, after implementing changes in Brookhaven, we hope to see town leaders reach out to other towns in Suffolk County for examples and suggestions to save their residents money.

The chance to save taxpayers money has the potential to cross town lines in the next few years.

Pre-election good news for Americans Over the last couple years the United States has enjoyed some very significant, verifiable successes in several critical areas, including but not limited to fighting MS-13, foreign policy and the economy.

MS-13 has been a devastating, deadly presence, especially in minority communities on Long Island. Hosted by Republican Congressmen Peter King and Lee Zeldin, high-ranking officials, including the director of U.S. Immigration and Customs Enforcement and President Donald Trump (R), have come here, shining a bright national light on the crisis. Gang arrests have been way up, and discovery of mutilated remains way down, with Zeldin subsequently being endorsed by 11 law enforcement groups.

It wasn’t long ago there was a homicidal ISIS caliphate growing in the Middle East; NATO allies were not meeting their financial commitments; and North Korea was holding American hostages, testing nuclear devices and, while flying missiles over Japan, threatening our mainland.

Changing the rules of engagement greatly shortened the life of the extremist Islamic state, and NATO members now reluctantly throw more money into the common defense kitty. North Korea has returned U.S. hostages, along with our veterans’ remains; suspended nuclear tests and launching rockets over Japan; and stopped making apocalyptic threats against our 50 states.

The economy has made some undeniably positive, easily confirmed gains. The third-quarter gross domestic product was 4.2 percent. Manufacturing is up. Employment numbers — jobless claims at the lowest level in nearly five decades — have been especially good for those Americans who seemed forgotten. Blue-collar jobs grew at the fastest rate in more than three decades.

African-American and Hispanic-American unemployment rates have both reached record lows, while youth unemployment reached its lowest level in more than 50 years.

Poverty rates for African-Americans and

Hispanic-Americans have reached their lowest levels ever recorded. Job openings, for the first time on record, outnumber job seekers.

A weakened MS-13, shrinking ISIS caliphate, and more generous NATO is good for us. North Korean Supreme Leader Kim Jong-un tapping the brakes on his own nuclear proliferation lessens one, clear and present, here and now, catastrophic threat to the environment, which is great for everybody. And seeing today’s blue-collar workers, youth and minorities enjoy virtually unprecedented access to a strong economy and job market should be seen as really heartening, especially for those who fancy themselves as champions of those three groups.

Coming up to the November elections, there’s plenty of provably good news for the United States. It would be a shame to wreck, at the polls, policies generating the recent good fortune for so many fellow Americans, including those in our minority communities.

U.S. Postal Service should consider options The United States Postal Service’s proposal to raise the price of a first-class stamp by 5 cents from 50 to 55 cents effective Jan. 27, 2019 is no surprise. Part of the problem is that Congress in 2006 mandated that the post office fully fund 75 years of retirement benefits for employees. This has contributed billions to the post office’s long-term debt.

While many private and other public retirement plans are underfunded, the post office is vastly overfunded. It is time for Congress to amend legislation and afford the post office ability to fund its retirement plan at a more reasonable level.

There are other initiatives that could assist the postal service in avoiding frequent postage stamp increases. The post office should continue with more joint business ventures like Amazon in expanding Sunday delivery. This could be the start of something big. Using underutilized assets and facilities

on Sunday could generate badly needed revenues. This would assist in developing alternatives to the periodic increasing frequency of raising the price of a first-class stamp every few years. Why not consider going after other available untapped potential revenue streams? Consider these untapped sources to reduce operating deficits and perhaps even turn a small profit. The U.S. Postal Service could sell advertising space on the sides of mailboxes, inside and outside the post offices along with the small jeeps, regular trucks and heavy-duty long-haul trucks.

Sell off some of the valuable real estate and move to less expensive locations.

Why not join banks and fast-food restaurants that sublet space at Walmart and other big box stores to open smaller post offices?

Generate both revenue and customers by subletting excess capacity at underutilized post offices to other village, town, county,

city, state or federal agencies along with private-sector businesses. License corporations to sponsor stamps for a fee.

Have members of Congress, state legislatures and other elected officials pay the real, full costs for their annoying frequent bulk rate mailings to constituents. They are nothing more than free re-election campaign brochures subsidized by taxpayers.

Charge the full price for all junk mail. Future increases in the price of stamps should be directly tied to inflation.

The post office should apply freeenterprise solutions including working with Amazon and other private-sector businesses to provide a more cost-effective product, reduce deficits and prevent more branches from closing, thus keeping its commitment to serve the public well.

We subscribe to get local news and opinion. Weekly attacks on President Trump and his administration are misplaced; these belong in a blog or on left-wing websites.

Please refine your letter selection to avoid hyper political rants against the president, Republicans, etc.

Furthermore, the newly confirmed justice doesn’t need instruction from Daniel Dunaief on how to be a judge. Justice Kavanaugh’s long record speaks loudly to his judgment.

Maybe Dunaief could have expressed dismay about the outrageous behavior by the Democratic Party. The possibility is high that such actions will be punished by the electorate in a few weeks.

After a spectacular start, breaking up is hard to do

W

e had such a wonderful relationship. I wondered whether this was it. Could this be the one that I remember years from now, that I think about when I’m feeling down, or that I go back to when I hear the phrase “the good old days”?

It was better than good for a while. You were incredible and so supremely satisfying. There was electricity, energy D. None and a belief that of the above this connection was something exBY DANIEL DUNAIEF traordinary. It gave me so much to look forward to, day in and day

out, because I knew you’d be there for me.

I was dealing with a lot this summer. My family moved to North Carolina. I lost the close proximity to the friends, neighbors and nearby family I’d taken for granted for all these years.

It was harder to see you at first. But that didn’t stop the connection, from allowing me to enjoy the promising magic ride. Maybe modern technology minimized the distance, maybe it was just some perceived link, but I believed in you, in us, from so far away.

My wife has become accustomed to the annual search for this kind of closeness with you.

She’s extraordinarily supportive of my emotional well-being. She knows that I need you, even if you don’t always seem to need me. She appreciates that I don’t need to try to defeat this kind of addiction.

She knows that I had a connection with you long before she came along and she doesn’t try to get in the way of that. She hasn’t tried to change

me or turn my attention to other passions. She also knows that, when all is right between you and me, she and I have a better relationship because I’m a better-adjusted person who believes anything is possible.

It was such a whirlwind this time. Even when you seemed on the precipice of disappointing, you found a way to come through. You put a smile on my face as I went to bed, knowing that you’d done it again and that the sky really was the limit.

Of course, I recognized that it would never be so spectacular for all these months. I knew there’d be some nights when I might feel like pulling away, when I might think about dedicating my time, attention and passion elsewhere. I didn’t disconnect because I wanted it to work out. I pushed the warning signs away, even if I started to feel as if the separation and the potential through the middle of the summer fell short of my hopes.

Ultimately, as you know all too well, people remember the biggest moments. When these monumental days arrived, you seemed ready.

Initially, you didn’t disappoint. But, then, something happened. It was as if the nagging concerns I had through the summer came back to haunt us. You hadn’t changed at all: It’s just that I saw the weaknesses, the deficiencies and the problems that limited you.

You fought bravely to hold on, but it just wasn’t meant to be. The Red Sox and their fans, as it turns out, will continue to move forward, driven by the belief that those 108 wins will propel them all the way to the World Series.

For me, I can only look back and smile, wondering about what could have been after that spectacular start and hope that, maybe next year, the Yankees and their dedicated fans from near and far will bask in the progression from summer success to the fall classic.

A 21st-century Machiavellian morality tale

t’s as if we are living in a James Bond movie but with one small difference: These events are real. A Saudi journalist walked into his country’s embassy in Turkey, we learn, and never came out. He entered at 1:14 p.m. Oct. 2, around the time he had been instructed to come, to pick up papers that would enable him to wed his Turkish fiancée.

The wedding was scheduled for the next day. She was waiting outside in the car for him to re-emerge. There Between is video of him entering the building you and me but none of him

The journalist, we continue to learn, is Jamal Khashoggi, a dissident in his country and critic

of the royal family who felt sufficiently at risk to leave and move to the United States. He lived in Virginia and was a Saudi contributor to the Washington Post, for which he said he could write freely. Khashoggi was good friends with the Turkish president, Recep Tayyip Erdogan.

In addition to the video at the Saudi Consulate, there are further videos of two Saudi charter planes landing at the Istanbul airport the preceding night and that same day. Those disembarking were 15 men, all apparently known to the Turkish officials as members of Saudi intelligence. One was identified as an autopsy specialist who carried a bone saw. They all came to the embassy.

Late in the afternoon, all reboarded the planes and returned to Saudi Arabia.

Turkish authorities claim to have video and audio showing that Khashoggi was killed in his country’s embassy and his body dismembered. To date, they have not shown the evidence, claiming they do not want to expose intelligence sources. Until now the Saudi government has denied any knowledge or connection with the events in the embassy but has in the last couple of days changed its story. As a

result, it now suggests that the journalist was accidentally killed while being interrogated.

Aside from the morbid fascination with these events, why should we in the United States care? We are directly involved because Khashoggi, though still a Saudi Arabian citizen, lived here and was a well-known columnist. Further, Saudi Arabia is a fulcrum of President Donald Trump’s Mideast policy, both in the context of any Israeli-Palestinian peace plan, in the Middle East wars and also in our effort to diminish the influence of Iran. In addition, the Saudis buy billions of dollars of military arms from us and play a major role in the supply chain of oil. The president’s son-in-law, Jared Kushner, is known to have cultivated a close relationship with Saudi Crown Prince Mohammed bin Salman, who is effectively controlling the government. In the past, members of the Bush family too, while in office, were closely tied to the Saudi royals.

Now prominent members of Congress are urging Trump to impose economic sanctions on Saudi Arabia. Trump is caught between all of the previously given reasons not to alienate the

Saudi government, and the outrage and disgust of world leaders at a possible grisly murder that is assumed to have been authorized by “MBS” — how the crown prince is known. Revulsion is plain to see as some corporate leaders have withdrawn from a global economic conference, the Future Investment Initiative — known as “Davos in the Desert” — that is scheduled in Riyadh for next week. The conference is seen as something of a prestigious triumph for MBS. So far, Trump has offered the suggestion that “rogue killers” may be responsible for the possible murder, even as he threatened “severe punishment” if the Saudi royal family were found to be involved. Steve Mnuchin, the Treasury secretary, is still slated to participate in the conference. A decision on his going is expected

by Friday.

So what will carry the day here, humanitarian or political concerns? Will the world move on, forgetting a single journalist in the interests of Machiavellian gain? Or will there be an honest, vigorous investigation as this morality tale plays out across the globe?
