Huntington officials agree to rezone Platt’s Tavern property Town of Huntington officials have agreed to rezone a “historic hallowed” parcel of Huntington Village turned “eyesore,” where Founding Father George Washington once stopped for dinner, after three years of extensive debate.

The town board voted 4 to 1 to allow for rezoning of the corner lot at the intersection of Park Avenue and Route 25A/Main Street from R-15 Residential District to C-1 Office Residence District to make way for a medical office building. Part of the site was formerly home to Platt’s Tavern, one of the earliest buildings in Huntington. Councilwoman Joan Cergol (D) was the sole vote against the rezoning.

“I believe we have an opportunity and responsibility to re-create this iconic corner in a manner that reflects and respects the historic district’s spirit and guidelines,” Cergol said. “I am sorry to say I do not see that embodied in the current proposal.”

The proposed plans, put forth by developer Dominick Mavellia in 2014, would replace an abandoned gasoline service station/automotive repair shop, a deli and a vehicle storage yard with a 10,000-square-foot medical building.

Town Green National Historic District and the Old Huntington Green Town Historic District, which contain some of Huntington’s earliest homes.

Paul Warburgh, president of the Old Huntington Green Inc. has previously voiced his opposition to the change of zoning, most recently at the Aug. 7 town board meeting. On Sept. 20, he asked town officials to table the vote and consider something different.

“I’d like to suggest some amendments to the changes to honor the historic site that exists

there,” Warburgh said. “This will all then comply with the historic district law when you talk about scale and style.”

Warburgh asked the town board to put a conditional approval on the rezoning that the developer be required to construct two buildings totaling no more than 6,000 square feet and no more than 30 feet in height in order to fall within the standards of the historic district.

Cergol said she reached out to the developer herself earlier this year to see if he would con-

sider building two smaller buildings instead of the 10,000-square-foot office. She cited Sunny Pond Farm on Park Avenue as an example of redevelopment that preserved open space, historic structures, blended into the historic district and has been economically successful.

Cergol asked her fellow council members prior to the rezoning vote if any were willing to postpone the decision to consider Warburgh’s request for special conditions. When no one was willing to open the matter to discussion, more residents asked if they still had an opportunity to speak.

Councilman Ed Smythe (R) said as the property is within the Old Huntington Green Historic District, the developer’s specific site plans will have to come back before the town board in order to receive a building permit. These plans will need to contain specific details on the architectural style of the building, according Smythe, as well as the building’s proposed elevation.

“Right now on this corner is an ugly, abandoned gas station,” Supervisor Chad Lupinacci (R) said. “This is the first step of beautifying that area.”

Lupinacci called the corner’s current buildings “an eyesore” and said in the future he hopes the town will install a historic plaque commemorating Washington’s visit on the site in addition to the brief sign already there.

Port Jefferson and Northport-East Northport school districts, as well as the Town of Huntington, were dealt a blow in the legal battle against Long Island Power Authority in August. But, it doesn’t mean they are going down without a fight.

Port Jeff board of education voted unanimously — 6-0 with board President Kathleen Brennan absent — during a Sept. 24 special meeting to file an appeal of New York State Supreme Court Justice Elizabeth Emerson’s Aug. 16 ruling that LIPA “made no promises” to the Town of Huntington, Northport-East Northport and Port Jefferson school districts not to challenge the taxes levied on its power stations.

Huntington Town Attorney Nick Ciappetta said the municipality formally filed its appeal of Emerson’s decision the following day, Sept. 25.

“The Town is confident that Justice Emerson will be reversed by the Appellate Division because her decision disregards clearly established binding case law, incorrectly interprets the meaning of the section of the Power Supply Agreement that is at the heart of this case, and disregards a mountain of evidence supporting

the Town’s contention that LIPA and National Grid did not have the legal right to file a tax certiorari claim,” Ciappetta said.

The judge’s ruling dismissed the third-party lawsuits brought forth by Huntington and the two school districts which alleged LIPA broke a promise by seeking to reduce the power plant’s taxes by 90 percent. The resolution passed by Port Jeff school board authorized its legal counsel, Ingerman Smith LLP of Hauppauge, to file the appeal.

“We do think her decision was incorrect, and clearly we do recommend that the board consider filing a notice of appeal in this proceeding,” said attorney John Gross of Ingerman Smith LLP, prior to Port Jeff’s Sept. 24 vote.

Northport-East Northport’s board trustees had previously voted to pursue an appeal at their Sept. 6 meeting.

Gross, who has been hired to represent both Northport and Port Jeff schools, said the districts will have six months to perfect appeals.

During this time, the districts’ legal team will prepare a record including all exhibits, witness depositions and information gathered from the examination of about 60,000 pages of documents. He said a brief outlining the legal arguments against Emerson’s decision will be crafted prior to submitting the appeal.

National Grid have agreed to pursue nonbinding mediation relating to the case, which begins Sept. 26. Gross said while Port Jeff is not a party to the mediation, it will be monitoring the outcome because the process could establish a pattern of resolution for its case. He also said the district can withdraw its appeal at any time, but once that occurs it cannot rejoin the process.

Village of Northport officials are hoping business owners and residents will extend a warm welcome to a new transportation service prepared to roll out next week.

Qwik Ride will be expanding its shuttle service to downtown Northport Oct. 3, offering free pick-up and drop-off from/to area restaurants, stores and businesses. The company is based in Patchogue and launched a second service in Huntington village in late August.

“The Northport Village officials thought this would be great, once they heard that we were operating in Huntington,” Qwik Ride co-owner Daniel Cantelmo said. “ They reached out to us.”

Tom Kehoe, deputy mayor of Northport village, said he first learned about the service through members of the village’s Business Development Committee. The company offers rides in modified six-passenger golf carts equipped with heat and small television screens to shuttle passengers around busy downtown areas.

“It’s a good fit because we have a parking problem,” Kehoe said. “We’re going to have to do something in Northport to change what we do with our cars.”

The village has retained consultants Old Bethpage-based Level G Associates LLC to perform a paid parking study of Northport, according to Kehoe, which is already underway. Level G Associates has previously performed parking studies for other Suffolk towns including Huntington and Kings Park.

Kehoe said there is a need for the village to be proactive in tackling its parking issues given the proposed development on its horizon.

Kevin O`Neill and his business partner, Richard Dolce, both of John W. Engeman Theater, have

proposed plans to construct a hotel at 225 Main St. that are moving forward.

“There are people in the area that already can’t access Main Street because it’s too congested with traffic,” said Jim Izzo, vice president of Northport Chamber of Commerce. “This seems to be a viable alternative.”

Izzo, owner of Cow Harbor Realty, said he hopes that Qwik Ride can be part of the village’s multipronged approach to solving traffic congestion. He would like to see village business employees park further from Main Street to open up more spaces for clients and customers, leaving spots that will turn over at a faster pace.

“It would be a big deal to get a lot of the parking spots freed up,” Izzo said.

The chamber’s vice president acknowledged that O`Neill already offers a valet parking system to assist theatergoers and help reduced Main Street backup.

“He’s been trying to solve the problem on his own,” Izzo said. “As a collective, we have a real chance of making a difference, not just a Band-Aid. If everyone got on board, it would behoove everyone.”

Qwik Ride gave a presentation to Northport chamber members at its Sept. 25 meeting. The company will start with two vehicles offering services via an app in the approximate geographic area from Napper Tandy’s on Route 25A/Fort Salonga north to James Street, then from Laurel Avenue west to the waterfront. The service area will be somewhat limited as Qwik Ride uses electric vehicles and given Northport’s hilly topography.

“Parking is a serious situation that doesn’t get better by ignoring it,” Izzo said. “Some things are going to work and some things will fail miserably.

If we don’t take a shot, we’ll never know.”

Scam artists strike Northport Suffolk County Crime Stoppers and 2nd Squad detectives are seeking the public’s help to identify and locate the man and woman who allegedly scammed a woman in Northport earlier this month.

A man and woman convinced a woman to withdraw money from her bank account as part of an alleged lottery scam that occurred at Meat Farms, located on Fort Salonga Road, Aug. 16 at approximately noon. The woman was described as Hispanic, approximately 5-feet, 3-inches tall, and approximately 165 pounds with blonde hair.

The man was described as Hispanic or of Brazilian descent, 5-feet, 5-inches tall, medium build, black hair, clean shaven with dark skin.

Crime Stoppers offers a reward of up to $5,000 for information leading to an arrest.

Huntington students give a presidential gift to the town Huntington High School students have given a presidential gift to the Town of Huntington that is already being called “timeless.”

Huntington town officials unveiled a new historic marker Sept. 21 in Municipal Lot 49 on New York Avenue commemorating a speech given during the town’s 250th anniversary celebration in 1903 by former President Theodore Roosevelt’s (R).

“In doing so today, we are not only honoring the president who came to address the residents of our town, but the importance of the legacy he left behind,” said Katelyn Sage, a senior at Huntington High School.

Sage and Huntington senior Luke Farrell have worked together during the past year to research Roosevelt’s 1903 visit to Huntington with Joseph Levy, Huntington school district’s chairman of humanities. After hours of research, the students learned a committee of local women searched through attics, basements and barns to pull together a collection of artifacts from the town’s Colonial era ahead of the presidential visit, according to Sage. The committee and collection served as the foundation of the current

“Roosevelt’s visit wasn’t only very powerful because he was a sitting president coming here for the anniversary of a great town, but he also started the study of historical remembrance here in Huntington,” Supervisor Chad Lupinacci (R) said.

On the Fourth of July in 1903, Roosevelt gave a speech praising civic-minded virtues to a large crowd gathered in an empty field now near the intersection of New York Avenue and Gerard

Street in Huntington. It was reenacted by Theodore Roosevelt impersonator Leer Leary at the unveiling ceremony Sept. 21. A short excerpt is also written on the historic marker.

“In civil life, we need decency, honesty. We are not to be excused as people if we ever condone dishonesty,” the supervisor said, reading the selected Roosevelt quote. “That’s advice to heed for our representative government at all levels, whether it’s the local level, state level or

national level.”

Roosevelt was only the second sitting president to visit Huntington, according to Lupinacci, after George Washington, who dined at the former Platt’s Tavern in 1790. No sitting president has visited the town since. A traditional blueand-gold historic marker was erected in 1932 by the New York State Education Department near the intersection of Park Avenue and Route 25A to mark Washington’s visit.

“Luke, Mr. Levy and I have researched and organized this project in order to commemorate an important historic event that not only happened in our town, but has yet to be acknowledged,” Sage said.

The marker commemorating Roosevelt’s visit, funded by Huntington High School’s student government, bears a different design.

The students choose to install a plaque that displays a black-and-white photo of the occasion, the quote from Roosevelt’s speech and a short caption describing the historical significance of the event.

“I congratulate them for doing a wonderful job commemorating a period from 115 years ago,” Town historian Robert Hughes said. “The quote they selected reflects modern-day America as well. This is a timeless historic marker.”

Funding for LIRR electrification feasibility study coming together An idea decades in the making could take a major step forward by the end of 2018.

It still may be years before electrification happens, if it ever happens at all, but momentum is building toward funding being secured for a study determining the feasibility of electrifying the Long Island Rail Road on the Port Jefferson line from Huntington to the stations east by the end of this year.

Mitchell Pally, the Suffolk County representative on the Metropolitan Transit Authority’s board of trustees, said the LIRR has already appropriated funds to support the study, adding that state Sen. Ken LaValle (R-Port Jefferson) has also succeeded in appropriating state funds toward the plan.

“The support of the communities involved is essential to making this work,” Pally said in an interview. “The rail road is very supportive.”

Community support for exploring the possibility of electrifying the line, which currently allows trains to run on diesel fuel east of Huntington, has been building in recent years, although the idea has been on the radar for North Shore residents at least as far back as the 1980s.

Anthony Figliola, an East Setauket resident,

former Brookhaven Town deputy supervisor and vice president of Empire Government Strategies, a company that provides strategic counsel on governmental relations and practices to municipalities, has been leading a community coalition advocating for a feasibility study for about the last year, he said. The group, which Figliola said has been informally calling itself the North Shore Business Alliance, has been lobbying elected officials and community organizations like civic associations and chambers of commerce throughout the relevant territories in an effort to build public support for and attention on the idea. Figliola said he hopes the funding for a study will be in place by the end of the year. The study is expected to cost approximately $12 million, he said.

“It’s ripe, the community wants it,” Figliola said. “We’re very grateful for all that Mitch is doing to advocate on behalf of this.”

Figliola identified Charlie Lefkowitz, vice president of the Three Village Chamber of Commerce and real estate developer, as one of the other community members leading the charge for electrification.

“It’s a long time coming,” Lefkowitz said of progress on the feasibility study. “It was a collaborative effort on many fronts. The direct beneficiaries of it will be the communities.”

The feasibility of electrifying the Port Jefferson Long Island Rail Road line to Huntington could soon be examined.

The study would examine how much faster trains on the North Shore line would reach Penn Station in Manhattan with electrification from Port Jeff and select a new railroad yard to house the electric trains, among other logistical particulars.

Currently, the LIRR yard is off Hallock Avenue in Port Jefferson, though several officials have indicated electrification would require the relocation of that yard and the Port Jeff train station. The former site of Lawrence Aviation Industries has been suggested as a possible new yard and train station.

Wehrheim (R) sent a joint letter to the New York State Legislature’s Long Island delegation to express their support for the feasibility study due to potential economic and environmental benefits.

They cited that the Port Jefferson and Huntington branch lines have the highest ridership, about 18.7 million annually, of any line in the LIRR service territory, according to the LIRR Annual Ridership Report for 2015. Figliola said his coalition had lobbied for the support of the three supervisors.

“I think it has legs,” state Assemblyman Steve Englebright (D-Setauket) said of electrification. “It’s such a good idea that I think it should happen.”

Feral cat population in need of attention across Suffolk Along a right-of-way in Mount Sinai, the exact location volunteers preferred not to publicize, a number of cats stalk through the cover of tall grass on silent paws. Upon hearing human sounds, they scatter deeper into the weeds.

“Babies, babies, momma’s here,” Miller Place resident Rita Miszuk called to the wild felines as she refilled water and food trays. She said she didn’t want to give away too many specifics of the location out of fear more cats will be dropped there and left in need of care.

Miszuk is the president of Volunteers for Animal Welfare Inc., a nonprofit that aids feral cat colonies across Long Island. Her group tries to infiltrate cat communities, taking the animals to places where they can be vaccinated, spayed and neutered, often on the organization’s own dime. Miszuk said she sometimes spends thousands of dollars to humanely control the number of wild cats roaming free.

“There were 50 here, but we’ve gotten them down to 11 — they’re all healthy and they’re all taken care of,” Miszuk said. “This is what typical rescuers do.”

They’re not her cats, in fact they’re nobody’s cats. They’re considered “feral,” but that word belies the terrorized nature of these animals left in the wild. They’re shy, they’re alone, and there are more and more every year.

Suffolk County Society for the Prevention of Cruelty to Animals Chief Roy Gross estimated, using the organization’s own metrics, approximately 322,000 cats live in Suffolk County, including both feral and domesticated cats. For every four people in the county, there is approximately one cat.

The number of rescue groups, along with the amount of trap, neuter and release programs that attempt to capture these animals, care for them and sterilize them before releasing them back into their original environment, has gone up of late.

Still, Gross said the problem only continues to grow as cats continue to breed and people leave unneutered cats in homes as they move away.

“The population is out of control,” Gross said. “[Rescue groups] put a dent in them, but there are just so many cats out there.”

One female cat can give birth to three litters in a year with an average litter of five. Multiply that by their offspring and one cat can become 225 in a year. Erica Kutzing, vice president of Sound Beach-based Strong Island Animal Rescue League, suggested the problem is exacerbated by the warming climate. Where cats used to become pregnant only in the summer months, she said she is now seeing pregnant cats give birth as early as March or February as they get pregnant later in the year.

Beyond acts of violence, many residents either don’t know what to do or don’t feel it’s their concern. If people do not interact with these community cats by either taking them to a TNR program or by feeding them, then either the cats numbers grow exponentially or they will start to die.

“Without these people who take care of the cat colonies, we would have cats starving to death,” Kutzing said. “There would just be cat bodies littered everywhere.”

Many groups and shelters like Strong Island or Little Shelter offer local residents opportunities to use their cages to trap the animals so they can later be spayed and neutered. Kutzing said if the cost prohibits a resident from acting on a cat population, they should try and get their neighbors involved and make it a community fund. After all, the community cat problem is a community issue.

“If everyone gets involved, this problem will be drastically cut,” she said.

Miszuk said while her group does what it can, she needs local businesses, residents and especially local government to step in and help, otherwise the problem will only get worse.

“This problem has been swept under the carpet,” Miszuk said. “We need support to say that we are legitimate first responders.”

“For the most part the more difficult trails have more hills that are, to an inexperienced cyclist, something they end up walking up instead of riding up it,” Wladyka said.

He suggested starting on the easy parts of the Rocky Point Mountain Bike and Sunken Meadow trails because they have low inclines without any exceptionally sharp turns.

“Try to keep to the beginner loops because they are relatively flat,” Wladyka said. “They don’t switchback turns, instead they have wider, ‘flowier’ turns.”

In terms of expert trails, both Wladyka and Passoff agreed that some of the hardest to tackle are the East Setauket Trail in Laurel Ridge Nature Preserve and the Overton Trail in the Overton Preserve located in Coram. Those trails have steep hills and sharp switchback turns that can really do a number on a novice biker if they’re not paying attention, they said.

If going into the woods, Vitti suggested people should wear high socks and spray their shoes with permethrin, a tick repellent for clothing.

Some trails are mountain bike only, and

some are multiuse trails. Vitti said that while riding on these multiuse paths riders should learn proper etiquette for riding around hikers or other bikers, such as announcing your approach and pulling over to the side so others can pass if they are going in the opposite direction.

With the ever-expanded development along the North Shore of Long Island, it’s easy to underestimate just how many wooded trails and biking paths there are available for those who want to enjoy leisurely outdoor activities off congested roadways.

“We have so many trails on Long Island — more than 175 miles of them,” said Michael Vitti, the president of the Concerned Long Island Mountain Bicyclists, an organization dedicated to the growth of the activity it’s named for.

With County Executive Steve Bellone (D) finally signing the long-awaited bill allocating funds for the Port Jefferson Station to Wading River Rails to Trails project, which will create a 10-mile walking and biking trails along the rights-of-way parallel to the North Shore and north of Route 25A, this might be an opportune time for people to finally put foot to pedal.

Neal Passoff, president of Campus Bicycle in Stony Brook said a prospective biker looking to pick up the hobby should start off riding on paved paths such as the Setauket to Port Jefferson Station Greenway Trail, rather than bumpy terrain.

“There’s still some challenging hills on [the Greenway Trail] but it’s great for people or families starting out that don’t want to worry about traffic,” Passoff said.

Of course, tackling a trail is a tall task without the right kind of bike. While some bikes are able to handle both roads and off-road, bike shop owners said it’s best to buy a bike specific to the style of riding a rider intends on doing.

The difference, from the speeds to the shocks to the general design, will dictate how well the bike will perform on the different surfaces.

“People should think of what they plan on doing, not necessarily what they’re doing today, but what they plan on using the bike for,” Passoff said.

Bike shop owners stressed the need for a bike that feels good and fits to a rider’s body rather than forcing a fit.

“Get a bike that fits, forget about specific bargains, have one that’s fitted to you,” said Richard Partenfelder, owner of The Cycle Company in Smithtown.

After people get experienced and look to take their bikes off-road they should certainly look for beginner loops in local parks.

“Every park has different terrain, and the more difficult trails are located north of the Long Island Expressway, and any trails that are south of the expressway are easier.” Vitti said. “The expressway runs along the glacial moraine, and that makes the north side more hilly.”

Harborfields High School student Shannon Tucker was selected as an Award of Merit Recipient by the Long Island Scholar-Artist Program for the 2018-19 school year. This program, sponsored by Long Island Arts Alliance, recognizes academically outstanding students who also excel in the arts.

In addition to submitting a teacher recommendation and essay, students were required

to showcase their dedication to the arts. Tucker submitted a series of photographs she captured while in Ireland, which she used to display a different side of the country that isn’t typically seen by tourists.

Tucker is one of 20 students to receive an Award of Merit island-wide and is commended for her success in the arts and ability to excel academically across all subjects.

A newly finished community mural that spans the bridge between the Huntington Station and South Huntington communities was unveiled on Huntington Awareness Day. The Town of Huntington celebrated the completion of Birchwood Intermediate School’s mural painted on the Long Island Rail Road overpass over New York Avenue Sept. 22.

“It’s a day our community celebrates not an

individual’s, but our collective achievements,” Huntington Supervisor Chad Lupinacci (R) said. “This beautification project delights and inspires us, it continues the beautification that we’ve done. It helps bring us forward, inspires us, and let’s us know that we are one community working together.”

Annie Michaelian, former assistant principal at Birchwood, and Barbara Wright, a fifth-grade teacher at Birchwood, led a team of students, teachers and staff in painting a mural along the LIRR overpass that highlights Huntington’s

unique landmarks, features and cultural diversity.

Area residents should be able to easily identify some of the iconic landmarks painted on the overpass including the Huntington Lighthouse, the southwest entrance to Heckscher Park and a stylized version of the park’s fountains and bridges. These items are depicted as drawn by Birchwood’s students.

“The best part of this experience was as we were painting, our community members are walking past us and thanking us for beautifying the train station,” Birchwood principal Anthony

Ciccarelli said. “It was touching to all of us, it put smile on our faces. We did it for the love of our community.”

In the last few weeks since TBR News Media first reported on the mural, the finishing touches, including the names of the schools in Huntington and South Huntington school districts have been added along with a quote by Walt Whitman, Huntington’s famous poet and journalist. A flag was also added to a painted airplane to thank Aboff’s Paints in Huntington for donating all the paint, brushes, rollers and supplies needed.

Picking up speed

Most passengers on the Long Island Rail Road probably have one wish — to get to their destination quicker. This desire has been uttered for decades on the Port Jefferson line where commuters headed to the Big Apple or Nassau County need to change trains since tracks are only electrified west of Huntington, with diesel fuel powering all trains east.

While we’re more optimistic than ever that the wish may be granted, we must admit we’re only cautiously optimistic.

While the Long Island trains may never reach speeds of those in Japan, China and France, which travel at more than 200 mph, officials and community members are working harder than ever toward the goal of electrification. Both the Metropolitan Transit Authority and state Sen. Ken LaValle (R-Port Jefferson) have appropriated funds to support a study of the feasibility of electrifying the line, and a group of community members, informally called the North Shore Business Alliance, is advocating for the study by not only lobbying elected officials, but also presenting the benefits to civic associations and chambers of commerce along Suffolk County’s North Shore. There are a lot of people on board to move things forward.

Electrifying the rails means more than getting in and out of the city quicker, it also means living on Long Island and community would be more appealing. Hopefully, it would keep people here and draw more to the area. It would make commuting to work in the city easier, where salaries tend to be higher and opportunities more abundant. For those traveling east, it would decrease the time for traveling to Stony Brook University.

However, as we have said before, we are cautiously optimistic. While the study will look at how much faster trains can go, it will also look to see if electrification makes sense financially, something we Long Islanders need to understand.

The winding nature of the Port Jeff line presents a set of logistical troubles as well. There is still a possibility electrification may not make economic sense, which stands to reason as it has been discussed for generations. In 2000, one study estimated it would cost $500 million to electrify the Port Jefferson line from Huntington to the end.

There’s also a change some communities may not welcome as they may foresee problems that might arise from faster trains, one being that many towns may not want more people living in their areas, citing traffic problems and perhaps more multihouse units being constructed or development.

But back to the positive side of the coin, faster trains may actually mean less cars on the road especially on the Long Island Expressway and Northern State Parkway as more may find taking the train easier. There will also be those who now live on the North Shore who opt to take trains out of Ronkonkoma but now can head to the station closer to their home.

We may not know what the feasibility study will turn up but moving it forward will increase the odds of one day either riding a faster train or finally putting the dream to rest.

Cow Harbor’s volunteers key to 41 years A grateful thank you to the Northport community for another successful Cow Harbor weekend. Forty-one years and this true celebration of community is still going strong. It wasn’t the biggest as for crowds, but we had more vendors than ever and many merchants, restaurants and vendors reported record sales.

Centerport Fire Department Country Concert Committee

The central pillar of our legal system Forget about hot-button legal issues such as judicial activism vs. original intent. A bedrock principle of our nation and system of justice is that an accused must be confronted by his/her accuser. I think this is a cornerstone of the concept of “due process,” a cherished right guaranteed to all in our democratic republic. However difficult this might sometimes be, the burden is upon the accuser — or if a crime has been committed, the prosecution — to prove a charge or crime. We have afforded this right to the most despicable individuals accused of even the most heinous crimes.

This is perhaps the central pillar of our legal system: A person is innocent until proven guilty, not guilty — or possibly guilty until proven innocent. Its importance cannot be overstated. Indeed, it is almost a trademark of authoritarian (or fascist or

tyrannical) legal systems that persons accused of crimes (or deed or thought) are required to prove their innocence. Examples that demonstrate the dangers of the “guilty until proven innocent” approach can be seen in the use of show trials by Stalin in 1930s Soviet Union (to complete its transformation into a totalitarian dictatorship) or by some of the excesses of the House Un-American Activities Committee in early Cold War USA: charges — sometimes incomplete — could be made (even by unnamed or unidentified sources), and accused individuals would be required to “prove” their innocence. In the McCarthy era some individuals who could not or would not demonstrate their innocence (sometimes of “crimes” based on the political cause du jour) had their careers and livelihoods terminated. Possibly the most

reprehensible examples of this in U.S. history are found in the 20th-century treatment of African-American men accused or suspected of sex crimes and acts involving white women. “Reprehensible” is hardly a strong enough word. Dozens, perhaps hundreds, of black men were lynched or murdered, often publicly. When we hear statements that begin with “The charge itself” or “Such an accusation alone” should convict anyone of or disqualify anyone from anything, it is time to pause and reflect.

In some instances, the burden on the accuser, who is often the victim, to confront the accused can be difficult and even traumatic. We cannot and must not abandon or suspend this basic tenet of our justice system. Period.

Diving with equal opportunity into our first Charlotte block party

A

fter living in our new house in Charlotte, North Carolina, for a few weeks, we were delighted to receive an invitation to a block party to meet our neighbors.

Up to that point, we’d only seen and spoken with one neighbor. She and her family welcomed us to the area, offered an air-conditioning reference and shared the garbage pickup D. None schedule. of the above The morning

We admired the landscaping and architecture of nearby homes. We moved off the sidewalk as runners passed us. We trotted up one lawn

to clear space for a biker whose steering wheel seemed to be pulling left and right.

Most of the people in cars waved as they passed, a regular occurrence here, even when they didn’t know us.

My wife believes I alert the canines in the area that I am a “dog person.” A golden retriever and a black Labrador spotted me from across the street and stared, causing their owner to stop and wait as they watched us disappear up the block.

A friendly man with a small dog stopped and chatted. He asked if we were residents and if we were attending the block party that evening.

When we told him we moved here with our kids, he asked what brought us down.

“Work,” we said.

“Oh,” he said, turning to me. “Did you get a job with one of the banks?”

“No, my wife did,” I replied, directing his attention to her.

He was embarrassed and immediately apologized for assuming I had landed a job that required us to relocate. We reassured him it was fine and we kept walking.

I am proud of my wife and her professional accomplishments. I also recognize, even in a world where people regularly discuss equal opportunity, that we are still far from situations in which people can’t assume anything about the roles husbands and wives play when they meet a couple.

Later that evening, with our children in tow, we walked the few blocks to the party, waving politely at a man who almost certainly carried a beer the same way 20 years ago when he was in college, although his clothing, like ours, was probably a few sizes smaller. Maybe that’s an unfair assumption, too?

When we arrived on a tree-lined cul-de-sac, we noticed that most of the children were considerably younger than our pair, who snarled about an early exit.

After urging them to stay, we made some selections in the crowd and broke the social ice. Consistent with our experience since our arrival, we found people who came originally from Long Island, New York and New Jersey.

We chatted with a proud father, who pointed

to his high school senior and proclaimed her the best athlete in her entire school.

“You must be in public relations,” I said.

He and his daughter laughed.

“That guy over there,” he said, pointing to a house.

“Yes?” I replied.

“He is a neurosurgeon who works with football players. His attends games and he does concussion protocol.”

“Really?” I asked.

“The players are supposed to say ‘spaghetti’ when they see him after a hard hit. They get hit so hard that they say things like ‘ham’ or ‘bologna’ because they can’t remember the first concussion word,” he offered.

Our children, despite their initial disappointment, found contemporaries that night and are cellphone buddies with the kids on the block.

We received restaurant recommendations and local service provider referrals, while we also will recognize a few of the people who exchange pleasant waves on and off the block.

I can attest to all that because I attended a press convention that was held in Canada this fall, and a friend and I drove there and back.

By the way, the road trip is a scenic joy as we traveled along the Molly Stark Trail amid the Green Mountains through Vermont and back on the Adirondack Northway. The only way it could have been better is if the leaves had been turning. As it was, the trees were at their lushest, the highways were clear and the weather was perfect — in the 70s with low humidity and azure blue sky.

I was thrilled that the local residents could understand my French and even more so that I could understand theirs. I haven’t tried to speak French since I was last in Paris, a while ago. I discovered that the French Canadians speak more slowly than the Parisians generally, so communication of at least a rudimentary nature was mildly possible. I certainly understood how much they dislike President Trump, which they told us often enough after they discovered we were visiting Americans.

Quebec City, referred to that way to distinguish it from the larger Province of Quebec, is located both above and below cliffs that line the northern bank of the wide St. Lawrence River.

The Upper Town, home of the now-famous Château Frontenac, was where the elite among the early French settlers lived, including the clergy and government officials. Merchants and craftsmen lived in the Lower Town along the river. The strategic location of the city permitted the French to repel both British and American invaders for more than a century and enabled trade to flourish among New France until Wolfe and de Montcalm fought on the Plains of Abraham in 1759 and the British won. The Quebec Act of 1774 allowed the French to continue to speak French and to practice Catholicism, and by keeping the French satisfied probably kept them from joining the American Revolution. To this day, road signs are in French although children learn English from second grade on and are bilingual.

After a couple of days, we made the threehour drive to Montreal and the location of the convention, still enjoying glorious weather. I keep marveling at the weather, knowing that of the original 28 men who accompanied Samuel de Champlain from France in 1608, 20 died from the harsh first winter.

The Island of Montreal was considered, in the early days of settlement in the mid-17th century, to be only an outpost for fur trading. Over the centuries, however, it has become one of the world’s largest primarily French-speaking cities after Paris and the second largest city in Canada — only Toronto is larger. The Port of Montreal is one of the world’s major inland ports, served by the St. Lawrence Seaway. It is a city of skyscrapers, festivals and considerable diversity, and it too has marvelous restaurants, along with the cultural and entertainment offerings one would expect. I only got a short tour of Old Montreal and some time in the art museum, where there was a good exhibit on Picasso and African art, because in Montreal I had to work. I enjoyed the meetings and learned some things there that our newspapers will be telling you about in subsequent issues, also on our website.

Our return on Sunday afternoon took us an hour to cross the border compared with fewer than three minutes on the way into Quebec on a weekday. We left our northern neighbor, however, with a strong urge to revisit soon.
