Northport power plant eminent domain assessment sparks debate

One year ago, the Town of Huntington’s board members considered eminent domain proceedings for the Northport power plant as a potential outcome to LIPA’s tax lawsuit against the Town of Huntington.

A newly released report on the topic, prepared by the town attorney and several other town departments, now suggests the legal obstacles just may be too great for the town to overcome.

The report notes that eminent domain proceedings would render the power plant property exempt from taxes, a situation that would result in the loss of $55 million in taxes to the Northport-East Northport school district.

Town Supervisor Chad Lupinacci (R) found this aspect of the situation to be unacceptable.

“After reading the thorough report prepared by the town attorney, it is my position that eminent domain of the Northport power plant

would not be feasible and would actually harm the Northport-East Northport school district, as well as taxpayers in the Town of Huntington, by making the property tax-exempt,” he said.

Some board members, however, still support the idea of establishing a municipal utility through eminent domain proceedings.

“Let’s take it, let’s take it now,” Councilman Eugene Cook (I) said in a telephone interview.

“We can lower taxes; we can reduce energy costs.”

Cook estimates that the plant will likely be used for another 20 to 30 years, and he said that it may become a more important part of the state’s energy plan when Indian Point nuclear power plant closes next year. He’s undeterred by the report.

The detailed legal and financial challenges outlined in the report cite a range of laws, legal opinions and case law to support its findings.

“There is no doubt that General Municipal Law Section 360 authorizes municipalities to

own and operate a power-generating facility,” the report states. “However, the grant of authority in Section 360 is limited.”

A main sticking point: The town can generate electricity for itself and its residents. But using only a fraction of the energy that it generates — and selling the rest to a public utility — is legally questionable. The report based this conclusion on a 1989 legal opinion of New York State’s attorney general, which reportedly states that a municipality cannot own and operate a power plant for the sole purpose of selling power to a public utility.

Using the current situation as an example, the report indicates the Town of Huntington would use approximately 15 percent of the energy generated by the Northport power plant, leaving a surplus of 85 percent. The courts would need to determine whether or not the arrangement would be legally acceptable, as stated in the report.

Power of the LIPA statute Town attorney Nick Ciappetta said the town

does not need permission to file eminent domain proceedings to acquire the Northport plant, but he added it’s unclear in LIPA’s Power Supply Agreement with National Grid if the town can step into National Grid’s shoes.

Additionally, the LIPA agreement may also prohibit a local municipality from owning, condemning and operating a power plant in any part of the former LILCO’s service area.

“A municipality located within LILCO’s former service area may not establish a public utility service to provide gas or electric power without LIPA’s agreement,” the report states, citing a 1999 attorney general legal opinion.

LIPA spokesman Sid Nathan did not respond to phone calls or questions submitted via email regarding the Northport power plant, but in a May 9, 2018, Times of Huntington-Northport report on the eminent domain proposal, the utility’s spokesperson said that LIPA’s annual $80 CONTINUED ON A5

New LGBT center opens in Hauppauge

BY DAVID LUCES DLUCES@TBRNEWSMEDIA.COM For Long Island’s LGBT community, a new 15,000 square-foot center is hoping to become the go-to center for helping those in the gay, bisexual and transgender communities.

On May 31, on the eve of Pride Month, community members and elected officials gathered for a ribbon-cutting ceremony of the nonprofit association LGBT Network’s new facility at 125 Kennedy Drive, Suite 100, Hauppauge.

The new center will feature 7,500 square feet of community space which includes a café and workforce development program for young people. The Hauppauge facility will be the nation’s largest suburban LGBT center yet.

When LGBT Network president and CEO, David Kilmnick, began the organization 25 years ago, individuals were simply looking for a place to be themselves.

“Twenty-five years later that need is just as great, if not even greater considering the climate we live in today — hate crimes are on the rise,” he said.

The organization’s beginning began during Kilmnick’s time as a graduate student. As part of a project, he conducted a workshop in sev-

eral school districts throughout Long Island, talking to students about growing up LGBT in the suburbs.

He said after every workshop a few individuals would come up and ask him if there was a place to go where they could meet people like themselves.

“When I heard this from kids across the Island, I knew this project had to turn into something more,” he said.

The new site will include meeting and conference facilities, expansive health and human service programs including drop-in HIV testing five days a week, year-round arts and cultural programs, as well as additional services for LGBT-headed families and LGBT immigrants.

The LGBT Network will employ more than 55 full-time staff at the new facility, making it one of the top 10 percent of employers in the region.

The LGBT Network president said he has heard from numerous individuals that if it wasn’t for the organization they don’t know if they’d be alive.

“Our centers are saving lives every day, and this center will continue to do that for now and the next generations,” he said. “So today we begin a new chapter in helping all Long Islanders to be themselves, stay healthy and change the world.”

cer DuWayne Gregory (D-Amityville) shared his personal experiences of being a parent to his son, who came out to him as gay when he was 12 while they were getting ice cream.

“At first I was concerned, you don’t want your child to be a target,” he said. “Now there is a safe place for our youth and others to go.”

Gregory said he has supported the organization for quite some time and is glad the new site is finally open.

“This center will be great for future

generations,” he said.

The nonprofit’s reach extends now into Long Island City all the way to the East End. The organization is supporting an initiative called Teach LGBT NY, which is a bill that will require LGBT history to be required curriculum.

Also, in a couple of months, shovels will go into the ground in Bay Shore at the organization’s former center location to build 75 units of LGBT and LGBT-friendly affordable senior housing.

Northport man survives lightning strike Jonathan Borriello, a 29-year-old Northport resident, was struck by lightning June 2 in front of his home at 38 Ocean Ave. during Sunday night’s thunderstorm.

Borriello went out to his front porch at 10:28 p.m. to get a better view of the thunderstorm and realized the U.S. flag was still being displayed. He took the flag down and placed it on the porch. He remained on the porch and a moment later, a tree about 11 feet away, was struck by a bolt of lightning. The bolt ricocheted and struck him on the left shoulder and arm, and he was thrown about 20 feet.

The Northport police and fire departments responded to the scene. Police observed burn marks to the victim’s hands and he

complained of tingling in his legs. According to Northport Fire Department Chief John Jacobsen, the victim was transported to Huntington Hospital via Northport Fire Rescue with non-life threatening injuries. He was treated and released from the hospital.

Borriello later stated that at the moment the bolt struck, there was an incredible white light and crashing sound, and then he was on the ground. He also reported that there were embers on the porch where he was standing.

million in property taxes for the Northport power plant exceeds its revenue, potentially rendering the decision not in the public’s interest.

If the town board majority remains interested in pursuing the eminent domain option, the next step, as described in the report, would be for the town to hire an accounting firm to analyze the public benefit of operating the power station.

Financial challenges The Northport board of education weighed in on the loss and determined that it would have to dramatically reduce staff at all levels, eliminate proposed capital improvements, eliminate extra-curricular and academic offerings and significantly increase class size, among other measures.

“Assuming that the town’s operation of the power plant results in a net profit, there does not appear to be a legal mechanism to make the school district whole,” the report states.

This past spring NY State Sen. Jim Gaughran (D-Northport) introduced legislation (§4452a) that aims to supplement school districts and government entities impacted by LIPA’s tax suit with additional state funds. The bills, though, still require support from the state legislature and Gov. Andrew Cuomo (D).

“I stand fully behind the Town of Huntington in their lawsuit with LIPA and I have led the fight in Albany to protect taxpayers threatened

by LIPA’s wreckless lawsuits, introducing and passing bills that would do just that,” Gaughran said. “My focus is on passing legislation that would protect taxpayers across Long Island from LIPA’s nonsensical attempts to destroy communities.”

If Gaughran’s bills pass and the board votes to

move forward, the report also notes a majority of town voters would still need to approve a public referendum to acquire the power plant.

“This would be a tall order as the power plant lies exclusively within the confines of the Northport-East Northport school district and voters outside of that school district might deem such an acquisition too provincial and/ or not in their best interests,” the report states.

Paul Darrigo, a Northport resident who has garnered more than 4,500 supporters through a Facebook campaign Concerned Taxpayers Against LIPA, said he is not yet prepared to comment on the complex idea of taking over the power plant through eminent domain.

The deal, if it gets the green light from board members, the courts and the community, would also be dependent upon the town’s ability to borrow money or issue bonds to finance a municipal utility. If it all worked out, the project would “at a minimum,” reportedly double the town’s outstanding debt.

The Northport power plant, the largest power generating station on Long Island, is owned by National Grid, a multinational business located in the United Kingdom. The plant and its four generating units and support facilities sit on 275 acres along Long Island’s North Shore. The town estimates the value of the property at $3.4 billion and receives $84 million in taxes. The plant burns both oil and gas and is regarded as a major air polluter.

Both the American Lung Association and New York State Department of Environmental Conservation have found its ozone emissions, a powerful respiratory irritant, to be a serious public health concern.

Helicopter traffic disturbs the peace in Suffolk County

Noisy helicopters in recent years have been added to the mix and become a steady, summer-time nuisance for residents in some Long Island communities.

Six months ago President Donald Trump (R) signed into law the FAA Reauthorization Act of 2018, which required the Federal Aviation Administration to reassess the North Shore Helicopter Route. But, many residents and elected officials state that the FAA hasn’t taken enough action on the issue and argue that the public workshops held in November 2018 on Long Island were inadequate.

U.S. Rep. Lee Zeldin (R-Shirley) sent a May 10 letter to the acting regional director of the FAA, Maria Stanco, stating the agency should take immediate action to address the aircraft noise on the North Fork. This is Zeldin’s second letter to the FAA calling for them to comply with the legislation’s requirement to hold real public hearings in the communities impacted by the North Shore route.

“The ‘workshops’ held on Long Island last year did not meet the clear mandates of the law and insulted my constituents,” Zeldin stated in the letter. “The use of the questionable, insufficient format not only silenced the voices of the public but was perceived as a clear attempt by the FAA to diminish the serious impact of the NSR and the negative quality of life impacts that resulted to the North Fork.”

In preparation of the workshops held in November, the FAA accepted public comments from residents, where 337 people responded.

John Cullen of Riverhead left a comment in February asking what the FAA thinks of the other 336 comments and will there ever be a public hearing held by them.

“Not a single aircraft lands on the North Shore, yet the commercial helicopters need to fly over 18 miles above homes which include northeast Queens and northwest Nassau County,” he said.

Another commenter Tim Sinclair said the current practice of helicopter traffic across the Southold area is terrible.

“An all-water route that avoids crossing Southold and the bay that separates the North and South Forks is needed,” he said in a comment online. “Helicopter traffic is constant and especially noted on Fridays en route to the South Shore and then again on Sunday leaving

the South Shore headed north. In between there is constant traffic and low-flying helicopters as well as private jets.”

Sinclair has complained many times about the helicopters but said the FAA requires tail number identification “which is nearly impossible for most civilians to observe and record,” he said in a comment. “Moreover, aircraft come through at low altitudes below 500 feet creating a terrible noise upsetting people, animals and wildlife in the area. This disregard for quality of life and the peaceful enjoyment of the residents of Southold is a crime. An alternate all-water route is needed for both peace and quiet as well as public safety.”

The North Shore Helicopter Route was created in 2012 and originally had a two-year duration set to end in August 2014. It was again extended for another two years, and in the summer of 2016, it was extended for four years. Zeldin said the FAA used questionable “emergency authority” to extend the time line of the route. The latest extension is set to expire on Aug. 6, 2020.

Zeldin maintains that the FAA needs to consider an all-water route over the Atlantic Ocean and has not yet received a response from the federal agency.

Jim Peters, FAA spokesperson, said in a statement that they are reviewing Zeldin’s letter, which they received on May 14, and will respond to Zeldin directly. In an email, Peters said that pilots can deviate from the North Shore Helicopter Route whenever they need to and are expected to comply with the rules when flying the North Shore route.

The FAA in May extended the use of alternative noise relief routes that shifted air traffic away from neighborhoods in northeast Queens. Zeldin said this is great news for suffering residents in those areas but a slap in the face to the North Fork, which has sought similar relief for years.

“Actions by your agency to provide relief to select communities impacted by the deeply flawed North Shore Route while ignoring the pleas of others is unfair and inequitable,” the congressman said in his letter. “The residents of the North Fork do not live near any helipads or airports and receive only the negative impact of noise and none of the economic benefits associated with the air traffic that greatly increases over their homes during the summer high season. If the FAA is willing and able to provide noise relief to New York City communities suffering from the NSR through regulatory action, it must swiftly and immediately take the same action for North Fork residents.”

Zeldin’s office has reached out to other U.S. representatives for assistance. U.S. Rep. Tom Suozzi (D-Huntington) has been handling complaints mainly related to airplane traffic in Queens.

Wheels Up, a membership-based private aviation company, announced earlier this month that it is planning a new luxury service from Manhattan to the Hamptons, where people are also complaining of helicopter noise. It is one of countless number of shuttle services between New York City and Long Island’s East End and the Hamptons.

Hamptons-bound helicopters are typically required to follow a designated flight path to reach eastern Long Island destinations at or above 2,500 feet. But North Shore residents complain that aircrafts fly too low and take shortcuts and scenic routes to the East End. “Pilots are expected to comply with the rules when flying the route,” said Jim Peters, FAA spokesman. Brexit: Another prime minister casualty, stalemate still A Brit gives further updates on the political woes across the pond

BY JOHN BROVEN DESK@TBRNEWSMEDIA.COM Part two of three I’ve been waiting patiently to write this second part of my personal Brexit overview (see part 1, “Brexit: To leave or not to leave, that is the big question,” TBR News Media’s papers and websites, March 14).

There has been an interested response from TBR readers, although as expected not everybody agreed with my Europhile stance or interpretation of events. An apt New York Times description was “fractured Britain.”

Even now, there is no resolution to the terms for the United Kingdom of Great Britain and Northern Ireland to leave the European Union as determined by a national referendum June 23, 2016, almost three years ago — the vote was 51.89 to 48.11 percent.

The March 29 deadline went by, so did one on April 12. Now the departure date has been extended begrudgingly by the EU until Oct. 31. That’s Halloween, as many wags have pointed out. Still the drama continues.

Prime Minister Theresa May resigns

On May 24, Prime Minister Theresa May (Conservative, known as Tories) announced her forthcoming departure in tears for failing to deliver Brexit. Never a team player, she was rapidly losing support among her Brexit-leaning party. The withdrawal agreement negotiated with the EU was criticized from all sides even as May tried to soften her parliamentary bill by including environmental measures, workers rights and even the prospect of a second referendum — anathema to Brexiteers in her own party.

With no majority in sight for her deal, she will formally resign on June 7, immediately after the state visit by President Donald Trump (R).

She is now the second prime minister to be felled by Brexit in the footsteps of David Cameron (Conservative), who was responsible for calling the 2016 referendum. Indeed, the Tory Party’s neurosis with Europe had previously ensnared former prime ministers, Margaret Thatcher and John Major.

Tory leadership battle

Now, the Brexit process has been put on hold while the ruling Conservative Party elects a new leader, expected by the end of July. That leaves four short months to finalize leave arrangements. Understandably, the EU is running out of patience and has indicated it will not renegotiate the deal on the table, including the controversial Irish backstop.

The number of Tory prime minister

candidates currently stands at 11, still well short of the tally of U.S. Democratic presidential candidates. At the time of writing the bookies favorite is the selfserving former mayor of London, Boris Johnson, the New York City-born member of parliament of British parents who dealt a fatal blow to Cameron’s 2016 Vote Remain campaign by treacherously joining the Vote Leave team. The covertly ambitious Michael Gove and hardliner Dominic Raab are also in the running. Just as the U.S. Democratic candidates are in a quandary over presidential impeachment proceedings, so the U.K. Tory leadership candidates are scrambling for Brexit answers.

Our president has caused local controversy by favoring Johnson. If the former mayor is elected as prime minister by the Conservative Party and his pronouncements are carried out, he could lead the country into the worst of all possibilities on Oct. 31 — a hard no deal. It is chilling to think that such a chaotic scenario could happen to the fifth largest economy in the world, with an impact far beyond the borders of Great Britain and Northern Ireland.

As Will Hutton described it in London’s The Guardian, the Brexiteers view is of a blissful but flawed image of “sunlit uplands of immigrant-free, global free trade.” Sir Elton John, also in The Guardian, was more blunt: “I’m ashamed of my country for what it has done. It’s torn people apart … I am sick to death of politicians, especially British politicians. I am sick to death of Brexit. I am a European. I am not a stupid, colonial, imperialist English idiot.”

EU elections shock

The British government had hoped to avoid taking part in the recent EU elections, but as the country was still formally one of the 28 member states the people went to the polls on May 23. In keeping with the unpredictable Brexit mess, what a shocking result it turned out to be. Former UKIP leader and an elected member of the European Parliament since 1999, Nigel Farage, who has been described by his Euro colleagues as a “one-man wrecking ball,” had formed the new Brexit Party only six weeks previously and topped the polls with a 30.8 percent share of the vote.

The two leading parties in British politics for almost 100 years, Labour (third place) and Conservatives (fifth), managed a meager 23 percent of the vote between them, beaten by second-place Liberal Democrats with their remain message and fourth-place Green Party

France and Italy showed gains but surprisingly little elsewhere, notably in Holland. There was a general message that the EU needs to address growth, security, immigration (again) and climate change (the U.S. please note).

Still, with a turnout in excess of 50 percent, there are indications the Europeans still see their union as the future. In the wake of the Brexit debacle, it seems the other Euro populist movements are determined to fight for their cause from inside the EU, not on the outside with little influence.

Incidentally, I was impressed by the BBC World News TV election coverage Sunday, May 26, and its first-class presenter Ros Atkins. I learned a lot about the EU, its procedures, the debating arguments and how countries from Germany to Latvia voted. If only Brexit voters had been educated likewise.

Tellingly, the Tories suffered their worst election result since formation in 1834 and registered only 8.8 percent of the vote, with no seats won in London. May’s party had also taken a shellacking in the earlier county council elections. That’s the current governing party, don’t forget.

As The Washington Post noted, coalition governments and a genuine multiparty system may be the future of British politics.

In effect, British voters were giving a severe kicking to the government and lead opposition party under arch-socialist Jeremy Corbyn for their inept handling of Brexit. Intriguingly, Scotland and Northern Ireland still balloted majority votes to remain candidates. The MEPs term will end if and when Brexit occurs. Taking all the parties into account, the respective total leave and remain votes were very close, which is where we came in — a divided nation with a divided parliament and parties internally divided.

The Brexit fiasco shows on a macro level that elections do matter and do have consequences — in this instance, for an entire nation and its future. And the dangers of putting such a critical issue to an illinformed public by way of a loosely worded referendum have been fully exposed.

New pastry steals the show A Frenagel ™,a French croissant bagel, has become a new sensation in Huntington and across the nation. It’s the culinary brainchild of chefs at Fiorello Dolce, a bakery on Wall Street in Huntington.

“It tastes like a bagel but so much lighter,” said Gerard Fioravanti, who created the dough. “The layers are light, airy and flaky, while the outside is baked to perfection with a crisp texture.”

In April, Fioravanti competed and won a baking competition with the Frenagel on the television series Bake You Rich, a Food Network program.

The Town of Huntington recognized his achievement at its May board meeting and

Bugle player honored Stanley Wertheimer, 86, moved to his Centerport home in 1958 with his wife Gloria just after they were married and has lived there ever since. Each evening at sunset, Wertheimer blows his bugle in his backyard overlooking Camp Alvernia, a summer recreation center on Little Neck peninsula. The sound of “Taps” projects over Centerport Harbor and has become a treasured tradition in the community. In fact, one local family had to record it when Wertheimer left town, because the sound became a bedtime routine of their five-year-old child. The Huntington Town Council honored Wertheimer for his contribution to the community at a Town Hall meeting May 29. Prior to the meeting, Wertheimer, who worked for more than 40 years as a Centerport firefighter, played “Taps” at the newly renovated Veterans Plaza War Memorial along Town Hall’s front entrance.

Town tables mooring vote Huntington Supervisor Chad Lupinacci (R) decided to postpone voting on the town’s new mooring policy after the May 29 public hearing on the issue at Town Hall.

“The supervisor felt the board needed additional time to contemplate the code changes and accompanying rate increases,” said Lauren Lembo, public information officer for Lupinacci, in response to an email inquiry.

The Wednesday afternoon meeting attracted a large number of speakers opposed to the changes. Many complaints centered on the additional fees and insurance requirements.

Residents who spoke thought that visiting yachts should be responsible for absorbing additional costs, rather than taxpaying residents.

The proposed mooring resolution as currently drafted aims to accomplish the following: • Prevent irresponsible boat ownership and irresponsible boating.

• Place liability for all costs incurred by the town in removing, storing and disposing of unseaworthy and wrecked vessels on the owner or person responsible for the vessel.

• Increase required insurance limits for vessel wreck removal and pollution mitigation; assure those who have concerns that this will, in fact, not require the Town to be named as an additional insured.

• Lower the cost of transient commercial mooring permits from $200 to $40 to help the

local maritime economy.

• Allow the 40 or so commercial baymen who operate in Huntington’s waterways to have their mooring permit included with the issuance or renewal of their commercial license, making it easier to do business in the Town of Huntington.

• Establish a nominal $40 season permit fee to be deposited into the board of trustees account. Non-residents already pay $200 for the same season permit to help cover the costs of vessel wreck removal, pollution mitigation, and remediation of navigational safety hazards. The fees would also be used to help fund building a database to help the town identify who owns the boats on town moorings in the harbor, so the town can hold violators responsible for hazardous boating safety conditions.

“Our maritime and harbormaster staff often remove debris from the water—dislodged docks from Connecticut, wrecked and abandoned vessels in our own waterways and other hazards that can cause harm to life and property near our shorelines,” Lupinacci said at the meeting. “The town spent over $50,000 last year removing derelict and abandoned boats in an effort to keep the harbor safe to navigate and protect our water quality. Taxpayers should not be on the hook for the consequences of irresponsible boat ownership.”

Bobwhite quails raised in classroom

Select classrooms throughout the Ocean Avenue Elemenary school in the Northport-East Northport school district are raising a small flock of baby bobwhite quails in partnership with the Seatuck Environmental Association.When these baby quail have grown, they will be released into the wild to help address the population’s sharp decline.

“There are so many benefits of bringing nature into the classroom, and vice versa,” said third grade teacher Katarina Moy. “This project in particular is teaching them that they can make a difference in the world around them – no matter how small.”

Teachers were inspired to take on the proect after completing the Greentree Foundation’s Ecology Workshop – a summer program that seeks to provide Long Island teachers with knowledge and techniques to better educates students about the natural world.

Students were able to hold and feed the baby quail daily.

Tornadoes win Suffolk County Championship

The Harborfields Tornadoes were too much for East Islip in the Suffolk County Class B title game, winning the championship for a second year in a row with an 11-6 victory May 29 at Farmingdale State College.

John Osmun, a junior, scored twice with two assists, Thomas Sangiovanni had an assist and two goals and Danny Alnwick had the hattrick. Stephan Markowski had a pair of goals and Ian McGullam Nick Caccamo both scored.

In victory, Harborfields vied for the Long Island Championship, but lost the June 1 face off with Manhasset 16-2 at Hofstra University.

Justin Margolis, MD Vascular Surgeon St. Catherine of Siena Medical Center Understanding Peripheral Artery Disease (PAD): PAD is narrowing of blood vessels, which supplies blood to the head, intestines, and extremities. The most common presentation is in the lower extremities. The disease process is very similar to the buildup of atherosclerotic plaque in the coronary arteries, which supplies blood to the heart. This can result in a heart attack. In fact, the presence of PAD is an independent risk factor for coronary artery disease.

What are the symptoms of PAD?

What are the risk factors?

A. The most common presenting symptoms of lower extremity PAD are calf, thigh, and/or buttock cramping pains, and heaviness or fatigue while walking or climbing stairs. The level of pain varies depending on the location or level of the blood vessel involved. Classically, the pain will be cyclical or intermittent; it will come on with activity and will resolve with rest. These pain symptoms will generally progress and worsen without early intervention and can lead to gangrene, but rarely lead to limb loss.

A. The most common risk factors are: Smoking: If you smoke, you have a significantly higher risk of developing PAD Diabetes: Elevated sugar levels circulating in the blood stream increases the inflammation in the walls of the blood vessels and puts patients at higher risk of developing PAD High Blood Pressure: It causes repetitive stress to the blood vessel walls and in turn causes increased inflammation and calcification of the blood vessels High Cholesterol: Elevated levels of cholesterol and fat circulating in the blood stream leads to increased deposition in arterial wall plaques, further narrowing the vessels Age and Genetics: As you might have guessed, many of these risk factors are modifiable, unfortunately, age and genetics are not modifiable risk factors

How is PAD diagnosed?

A. The diagnosis of PAD is made by a thorough medical history review and physical examination. Your doctor will visually inspect and palpate your extremities looking for evidence of PAD which can be broken down into the “6 Ps” Pain, Pallor (pale appearance of the skin), Pulselessness (quality of palpable distal pulses), Poikilothermia (skin is cool to the touch), Paresthesia (numbness or tingling to the distal extremity), and Paralysis (immobility). If a clinician suspects PAD a couple of non-invasive diagnostic studies can be performed. The first and easiest test to perform is an ankle-brachial index (ABI) which compares the blood pressure in your arm to the blood pressure at your ankle.

A normal value for an ABI is 1 or greater. If there is suspicion of PAD based on an ABI exam, a more specific non-invasive study using sound waves can be performed. An arterial duplex study uses sound waves to visualize blood flow in arteries and veins and can identify areas of narrowing or blockages.

When should a doctor be consulted?

A. Patients should be seen by a vascular surgeon sooner than later if PAD is suspected. The earlier the diagnosis of PAD is made the better the chance of preventing disease progression with aggressive lifestyle modifications. Any patient who is experiencing leg pain while walking, foot pain at rest, calf cramping that keeps you awake at night, wounds or ulcerations to toes and feet, or problems with wound healing, should be evaluated immediately by a vascular specialist.

This is a department-head level position that reports directly to the Town Board. The applicant must demonstrate an understanding and experience in facilities management and the ability to manage an allocated budget of $880,000 annually; Directs a staff of 4 Kennel Attendants and 4 Animal Control Officers in the routine maintenance and wellbeing of the Shelter clients and operations; Maintains an established and aggressive Trap, Neuter and Release (TNR) program throughout the 55 square miles of Town of Smithtownâ&#x20AC;&#x2122;s jurisdiction; works with the Townâ&#x20AC;&#x2122;s Public Information Officer, community and volunteer groups to publicize the Adoption Center via social media, fairs and other suitable public venues; Maintains standard operating procedures and submits reports on all phases of Animal Shelter operations to the appropriate regulatory agencies and the Town Board; establishes and sustains effective working relationships with the general public, surrounding municipal shelters, and bona fide not for profit rescue groups.

Minimum requirements: Veterinarian Technician license, with four (4) years of paid experience in the care and handling of animals in an institutional setting, two (2) of which must have been in a supervisory capacity; or Associates Degree in Animal Care or related field, and experience as described above; or Graduation from HS with six (6) years of experience as described above; or equivalent combination of education and experience.

Salary: $85,000/yr. with generous and comprehensive benefits package.

Change direction Mental health is often a topic people prefer to avoid discussing, but thanks to Dante Lombardo, a young former Marine who shared his story last month with TBR News Media, we now have the opportunity to emphasize the importance of mental health and wellness.

Give an Hour is a national network of professionals who extend free mental health care to support veterans and communities impacted by tragedy. After reading Lombardo’s story, they’ve asked him, as he and his high school friends embark on a cross-country bike excursion, to join the global campaign, Change Direction, which aims to raise awareness to help change the culture surrounding mental health issues.

We are thrilled that our newspaper is bringing people together and want to do our part to help open the public discussion on the topic. As listed on Give an Hour’s website, www.giveanhour.org, here are the five signs of emotional suffering that indicate someone may need help: • Personality changes: People in this situation may behave in ways that seem different or don’t seem to fit their values.

•Uncharacteristically anxious, agitated or moody: People in more extreme situations may be unable to sleep, may explode in anger at a minor problem or have difficulties controlling his or her temper.

• Withdrawal: Someone who used to be socially engaged may pull away from family and friends and stop taking part in activities that used to be enjoyable. In more severe cases, the person may start failing to make it to work or school. Not to be confused with the behavior of someone who is more introverted, this sign is marked by a change in a person’s typical sociability.

• Neglecting self-care and engaging in risky behavior: Someone may let personal hygiene deteriorate, or the person may start abusing alcohol or illicit substances or engaging in other self-destructive behavior that may alienate loved ones.

• Hopelessness and overwhelmed by circumstances: Have you noticed someone who used to be optimistic and now can’t find anything about which to be hopeful? That person may be suffering from extreme or prolonged grief or feelings of worthlessness or guilt. High school students help to build bridges

On May 23, I had the pleasure of attending an event at Ward Melville High School, sponsored by the newly formed Muslim Student Association.

The event was called “Ever Wondered About the Tradition of Ramadan?” and invited the community to join a discussion on Muslim traditions and culture and break fast together, in an effort to reduce Islamphobia through meaningful dialogue and education. The evening was beautifully organized by the students, and I came away with deeper understanding and a stronger sense of community.

The keynote speaker, Dr. Hafiz Ur Rehman, spoke about the connections between our cultures, and how the act of breaking bread and sharing a meal together goes a long way toward creating connections. I was also pleased to hear from Town of Brookhaven Councilwoman Valerie Cartright (D-Port

Jefferson Station), who spoke about the need for communities to practice acceptance to truly thrive.

At a time when too many of our politicians are seeking to divide with their rhetoric, it was refreshing and encouraging to see the opposite happening in our community.

At the Iftar meal, I sat and spoke with members of the community. As Dr. Rehman said, having the opportunity to break bread together allowed us to talk not only about our faiths, but about our common experiences in our schools and community. Though we come from different faiths, we have a shared interest in building a strong, accepting and welcoming place in which our children can grow up.

I was truly moved by the maturity and poise of these students who organized and ran this event. As an educator, I have witnessed teenagers work through

solidifying their sense of identity and community. For many of these students, the choice to proudly embrace their faith and culture is accompanied by fear of discrimination.

I am always amazed by how young people rise to and often beyond the moment at hand, and teach all of us about what community means, and what courage and empathy looks like. The young people are the ones who will lead us to be a society where we build bridges rather than walls, where we appreciate each other’s uniqueness while embracing our common humanity.

As an educator and parent in the Three Village community, I am grateful to the Ward Melville Muslim Student Association for breaking bread and sharing the tradition of Iftar with my family.

Help me to understand If I tell you my story, I wonder what you will hear. What you will feel?

I was 30. Two years into the fight for my life and talking with Dr. Y about my most recent symptoms, I will never forget the look on his face that I believe he meant to professionally conceal. His eyes were wide with concern, almost fear, when he asked me if there was any chance that I was pregnant. Lifting my arm to brush my teeth was a challenge, so physical intimacy was a rare event — plus I had always been extremely careful about using birth control.

A little too firmly he told me we had to find out. He caught himself, softened his tone to remind me that the “big guns medicine” I was taking to keep me alive could have devastating effects on any

baby. A pregnancy would put my hardwon, fragile health at risk.

A couple of hard weeks of waiting and that scare was put to rest. I cannot even begin to describe the relief, mixed in with the sadness, that I felt when it was confirmed that there was no pregnancy, no baby. I would not have to travel into the psychological hell of having to decide what to do, if I had been pregnant. I have always been behind a woman’s right to choose, but, like so many women, abortion is not a decision I could have reached without agony.

I am usually very private about this part of my life, but access to both birth control and abortion are becoming severely limited in some parts of the country. I feel compelled to speak on behalf

of any young women who are in the same place I had been. Women physically unable to lift a baby from a crib.

Women who love and want to be loved, while they are living the nightmare of illness. Are they and their partners to be condemned to a life of celibacy? A life lived without the freedom to experience the fullness of love? Because birth control does fail, pregnancy can be a very real death sentence.

So please sit quietly in my shoes. We can’t always see another’s inner challenges. Pray into my story if prayer is your way to understanding. What might your compassionate answer be? Help me to understand.

Trump’s activities create more doubts The latest from Donald J. Trump’s memoir: In Japan, he praised the North Korean dictator who starves his people, explodes nuclear weapons — two just recently — and says this does not violate the United Nations Resolutions against nukes being exploded. He trusts what Kim said to him about his (Kim’s) toys.

Trump accepts the dictator Russian Vladimir Putin’s view that Russia didn’t interfere with our 2016 election, but what does Putin have on Trump and his family?

One must ask oneself if this is the man our children should see as a role model?

I doubt it.

I also doubt that the Republican enablers read the Mueller report; perhaps

like Trump, the report was too long. But perhaps these Republican enablers will be asked by their grandchildren, “What did you do when President Trump tried to destroy our democracy?”

Seeking words of wisdom for our graduates

W

e pack our cars, suitcases and purses. We bring cameras, camcorders, extra batteries, chargers and cards filled with positive messages and gifts.

At this time of year, we bear witness to the conclusion of one educational course — primary, middle or high school, college or even graduate school — as we and the graduate prepare for the next step.

and we share our admiration for what he or she has accomplished even as we anticipate the next adventure.

Most of these ceremonies involve walking, sitting, standing and cheering, eating and driving. The action takes a backseat to the words and sentiment that mark the occasion. The graduation speakers offer personal anecdotes and words of wisdom, even as they recognize that short speeches, particularly for those eager to fill an empty stomach or discharge a full bladder, are a welcome part of the day.

While we’re milling around, we have ample opportunities to impart our own wisdom, to share encouraging words and to provide the kind of tailwind that accelerates the next phase of life.

So, what do we say? Did we pack our belongings, but neglect to choose from the wealth of words that can fill a sail with air, that can help us feel capable of defying gravity, that can enable us to see through this moment to a magnificent future?

How often do we watch an interview with someone who has accomplished the unimaginable, who doesn’t know what to say or who is it at a loss for words when someone shoves a microphone in that person’s direction?

We have time to consider the right words, to be supportive, and to make our trip to another state or another school meaningful, even if the graduate is too close to the focal point of his or her life to know how to react to the torrent of feelings and thoughts.

We can rely on a Hallmark card, a Thesaurus or a set of clichés to share our thoughts, or we can take a moment to find the right words, in between all our packing, our search for the right gift and our purchasing plane tickets.

Someday, a daughter graduate may be sitting on a plane heading for a meeting in Salt Lake City and may wonder how she got there and whether she can succeed in the next phase. Maybe she’ll recall the moment you took her aside, placed your hand on her shoulder, smiled in her

eyes and suggested she paved her own path with perspiration — if she appreciates alliteration.

She may recall how you enveloped her hand in yours when you reminded her that everything, even a moment of weakness, provides opportunities for the next success. Perfection, she’ll recall as she remembers how you accidentally spit on her cheek when you started to speak, isn’t about the perfect achievement but about the perfect effort.

She will recall the moment you told her how much she inspired you with her awareness of the needs of others and with her grace under pressure.

If your graduate is anything like the ones in my family, for whom skepticism and cynicism hover nearby, he or she may roll their eyes and search for a phone to text a friend to ask if the recipient of the message can believe what you just said.

Someday, the graduate or that friend may borrow a word, phrase or idea from the ones you shared, providing fuel to a tank that seemed empty and converting the next impossible task into a reality.

And remember that life doesn’t always turn out the way we want. Luskin emphasizes that forgiveness is a learnable skill. It just takes a little practice, he advises.

Now all of the above sounds good but I have another track to suggest. To sooth a grudge, there is nothing quite as satisfying as revenge.

And the best revenge? A life well lived. It’s an old adage but true.

So what makes for a life well lived? I guess there are as many answers as there are people, but I can tell you mine. Make your home a happy and comfortable place by creating a room or a corner just for yourself. All you need is a special chair with a fluffy pillow or a bedside table with your latest reading choices or music source, and of course a picture you love on the wall. Take an aromatic bath. Welcome friendship and love

in your life. If all else fails, get a dog. When the weather is glorious, take a guilt-free walk, even for five minutes. Say hello to strangers in the post office or the supermarket aisle and watch a smile appear on their faces. Make yourself something you really like to eat, and if you shouldn’t be eating it, just eat a little. Do some kind of work that is worthy of you, then take pride in the way you carry it out. Clean out just one desk drawer and feel like you have your life under control. Remember to laugh at life’s little incongruities.

Go see a good movie. Or a play. Or attend a concert. These can all be found locally. Plan a trip, even if it’s only for a Saturday afternoon to the East End. Then go on it and see how many new things there are to see. Buy a shirt or an ice cream cone. Celebrate every possible occasion and even celebrate just for the heck of it. Take a nap, if only for 20 minutes.

And for Pete’s sake, read a newspaper, preferably a hometown paper because that tends to have more good news!

Revenge is sweet

A

recent article in The New York Times asked, “What is your oldest or most cherished grudge?” Everyone holds grudges, I guess, and they can range from some perceived slight or cutting remark to deep hurt or betrayal. While we all know that forgiveness is a lot healthier than anger, still there is something immutable about a deeply held grudge.

However hard and sincerely you try to let go of it and go on with your life, Between it’s impossible to entirely discard the you and me pain. Some people

like a garden.

“Holding onto a grudge really is an ineffective strategy for dealing with a life situation that you haven’t been able to master,” said Dr. Frederic Luskin, founder of the Stanford Forgiveness Project, as reported in separate Times articles by Tim Herrera and Katherine Schulten. The psychological study suggested that “skills-based forgiveness training may prove effective in reducing anger as a coping style, reducing perceived stress and physical health symptoms, and thereby may help reduce” the stress we put on our immune and cardiovascular systems. Carrying anger into old age can result in higher levels of inflammation and chronic illness.

So how do we discard grudges? How do we forgive?

Luskin urges that we recognize three things.

First that forgiveness is for you, not the offender.

Second that it’s best to do it now. And finally that forgiveness is about freeing yourself.
