eavesdropping. “During their phone conversations, Rock and the owners or operators of the trucking companies would discuss residential and commercial sites and the amount of material that could be dumped at a particular site,” Sini said. “The bigger the property, the better for the defendants, as this scam was all about making money.” Sini said that when an ideal property was found, Grazio could often be heard directing his co-conspirators to “hit it hard.” “This is a situation where people deliberately skirted the law to line their pockets with money and acted out of pure greed at the expense of the public health of residents of Suffolk County,” Sini said. DEC testing of the illegally dumped solid waste found that six of the locations contained acutely hazardous substances and 17 sites contained hazardous substances under New York State Environmental Conservation Law. The acutely hazardous substances included aldrin, dieldrin and heptachlor, which are all pesticides. The hazardous substances identified include arsenic, beryllium,
cadmium, cobalt, chromium, copper, lead, nickel, zinc and mercury, which are all metals. Nineteen of the 24 locations are residential, four are commercial and one is a school. The solid waste dumped at the school was immediately removed. Grazio, 54, plead guilty to two counts

Smithtown resident Anthony “Rock” Grazio, the self-proclaimed “dirt broker,” plead guilty in an alleged illegal dumping conspiracy on Long Island. Suffolk County District Attorney Tim Sini (D) announced the guilty plea May 2 after digging into the issue over the last 15 months. Thirty people, including Grazio, and nine corporations were indicted in November 2018 in an ongoing investigation called Operation Pay Dirt. More than 24 Long Island dump sites were involved in the alleged conspiracy. “As I’ve stated before, we are facing an epidemic of environmental crimes in Suffolk County,” Sini said. “This case was a great first step forward in ending those crimes. This plea, and Grazio’s pending prison sentence, will send a strong message to polluters that crime does not pay.” Between January and July 2018, as part of the alleged illegal dumping conspiracy, Grazio would allegedly act as a dirt broker by arranging for locations where trucking companies could illegally dispose of solid waste. Grazio posted advertisements on the website craigslist and on OfferUp, a marketplace app, for “clean fill,” or material that could be used for residential landscaping projects. He also solicited homeowners over the phone and in person for locations to use for dumping. Grazio would then coordinate with the owners or operators of trucking companies and solid waste management facilities to have solid waste illegally dumped at those properties. In February 2018, the District Attorney’s Office, New York State Department of Environmental Conservation and Suffolk County Police Department began an investigation into the alleged Island-wide conspiracy. The months-long investigation involved the use of electronic and physical surveillance, including court-authorized
of criminal mischief in the second degree, a felony; two counts of endangering public health, safety or the environment in the third degree, a felony; conspiracy in the fifth degree, a misdemeanor; and operating a solid waste management facility without a permit, a misdemeanor. Grazio is scheduled to be sentenced by Suffolk County Supreme Court Justice Timothy Mazzei July 15. Pursuant to the plea agreement, Grazio faces a sentence of two to four years in prison and a restitution judgment order in the amount of $500,000. This case is being prosecuted by assistant district attorneys Luigi Belcastro, Laura Sarowitz and Adriana Noyola of the Enhanced Prosecution Bureau. The investigation is ongoing, and Sini convened a special grand jury in November to hear evidence and make recommendations regarding illegal dumping in Suffolk County. Huntington Union Free School District 2019-20 budget vote set for May 21 BY DAVID LUCES LUCES@TBRNEWSMEDIA.COM The Huntington Union Free School District finalized the 2019-20 proposed budget, which totals $133.5 million, an increase of 2.83 percent and $3.6 million over the current year’s spending plan. The new budget would raise the tax levy by an estimated 2.58 percent. The tax levy cap amount would be $110,400,611. A home assessed at the district
average of $3,415 would see an increase of $220.27. The tax rate will go from $239.36 to $245.81 per $100 of assessed valuation, an increase of 2.69 percent. Huntington will be receiving $17.9 million in state aid, which is an increase of over $340,000 from the current year budget. Foundation aid for 2019-20 totals at $9.7 million an increase of $225,573. The 2019-20 budget will allocate $372,640 for new text and print resources, $93,000 for new computer software,
ww$41,900 for new library resources and $200,000 for new instructional equipment, including computers and tablet devices. The budget would also allow for continued core curricular and digital resources, enhanced social and emotional learning program, expanded library and digital media programs, elementary guidance program extension and facility and technological upgrades. At the May 21 vote, residents will be able to approve an additional proposition that would fund an estimated $3.9 million worth of projects. According to the district, it will not result in any increase in taxes since the funds exist in a reserve fund established to cover costs with renovation and reconstruction work. All three candidates have a range of experience in the education field. One incumbent, Allison Noonan, who is seeking a second term, is among the people on the ballot.

Larry Licopoli, now retired, was a school superintendent for 22 years and has lived in the Northport community for 17 years. Two of his children graduated from Northport High School in 2011 and 2013, and he has two young grandchildren who currently live in the district. Licopoli, according to his published statements, would like to see more transparent and easier to understand budget process and strategic plans. He would also like the board meetings to incorporate a more friendly public comment portion that “ditches the timer.” As a board member, he hopes to better engage the community in the district’s schools. “As a professional educator for 47 years, I believe my experiences can further serve the Northport-East Northport community as we grapple with revenue and enrollment issues and, more importantly, what it means to educate the whole child,” Licopoli said. “I will be that board member who will collaborate and work with the whole board focusing on our district mission.”

He also would like the board of education to exhaust all options to reduce the tax burden on citizens. “I am running for the board of education because I have lived in Northport/East Northport for most of the last 40 years. I love this community,” Loughran said. “I started becoming involved in the school district several years ago, by attending board of education meetings, and it didn’t take long to figure out that the school district is facing some serious obstacles.” Loughran said that he plans to use his skills and passion for his community to help the school district that he grew up in.

Edward D. Kavanagh of Northport died on April 29 at the age of 81. He was the beloved husband of the late Virginia; loving father of Tara; and dear brother of Mary Margaret Kavanagh. He was a proud New York City police officer of Emergency Service Unit 1. A funeral Mass was celebrated May 4 at Our Lady Queen of Martyrs Church in Centerport. Ed was laid to rest with his wife at St. Patrick's Cemetery in New Castle, Maine, a place that they visited yearly and loved. Arrangements were entrusted to Nolan Funeral home of Northport.

Allison Noonan has worked in public education for 25 years and is currently employed as an educator in the Syosset Central School District. A Northport resident since 2009, She has twin 9th graders in the district. Noonan has previously served as copresident of the district’s PTA council and in 2012 the National PTA Founders recognized
her with a life achievement award. Noonan has also been honored in 2014 by the Harvard Club of Long Island as a Distinguished Teacher of the Year. Noonan says she is well-versed in the LIPA case. That issue and shrinking enrollment are two matters she considers the most pertinent for the community to address through longterm planning that involves all stakeholders.

LIPA’s position getting pushback Just over a month ago, I started a Facebook page, Concerned Taxpayers Against LIPA, intended to rally members of my community — the Northport-East Northport School District — to fight back against LIPA’s tax challenge that seeks a 90 percent reduction of property taxes it pays on the Northport power plant. The plant occupies 270 waterfront acres on Long
Island Sound. LIPA is also challenging the taxes on power plants in Island Park and Glenwood Landing as well. The Town of Brookhaven has settled the suit regarding the Port Jefferson plant, which will result in serious consequences for the Port Jefferson School District over time. Washington Drive Primary School goes green In a belated celebration of Earth Day, Washington Drive Primary School celebrated Green Week from April 29 to May 3. Throughout the week, students spent time reflecting on ways to “go green” for the planet, and actively helped the environment by bringing in waste-
free lunches and snacks. Each morning ways to preserve the environment were read over the morning announcements, and throughout the day, in-class lessons included “going green” activities. Students were reminded each day that, together, they can make a difference by doing

Eagle Scout project aids foundation
Young writer’s talent recognized Northport High School sophomore Hope Jorgensen was recently accepted into Skidmore College’s NYS Summer Institute for Young Writers. After submitting a short, young adult fiction piece, Hope was selected as one of only 40 students across the country to attend this summer program. From July 1 to 13, students will dorm at Skidmore College and receive daily instruction in the many types of creative writing such as poetry and fiction. Additionally, students will have the opportunity to engage in giving and receiving critique from their peers. Hope, who has been spinning stories in her head since she was a little girl, commented that when she got the news, she had to pinch herself to make sure she wasn’t dreaming. “I’ve always been inspired by authors like J.K. Rowling and Steven King, and really want to be a writer someday,” she said, “and being given this opportunity feels like a big step in the right direction. I’m so excited!”

Northport resident Ryan Starzee achieved the rank of Eagle Scout, the highest rank awarded by the Boy Scouts of America.Starzee, 17, is a member of Troop 5 in East Northport and a student at Northport High School. For his Eagle project, Starzee built training tools for the Guide Dog Foundation, a Smithtown organization that provides trained guide dogs to blind and visually impaired individuals from around the country. With assistance from about a dozen boys from Troop 5, Starzee built four Puppy UpCurbs and four Puppy Adventure Boxes, which were requested by the organization. The Puppy Up-Curbs are durable wooden curbs that are used to train the dogs. The Puppy Adventure Boxes are similar to baby gyms; they are constructed with PVC pipes, and they feature balls, cups, bells and other items hanging down from plastic cords for puppies to play with and learn about their environments. The Guide Dog Foundation provided Starzee with a list of projects it needed done. At their initial meeting at the foundation’s

The Ward Melville Patriots boys lacrosse team led Commack from the opening faceoff, taking a 10-4 lead at the half. The Cougars drew within three late in the third quarter before Ward Melville slammed the door, outdistancing their opponents to take a 14-8 victory at home May 3. The win put the Patriots at 11-2, one game behind Smithtown West who suffered their first division loss to Bay Shore. Seniors Trey Berry and Dylan Pallonetti topped the scoring chart for the Patriots with Berry’s three goals and two assists, and Pallonetti finished with an assist and four goals.

Local veterans and fallen heroes honored in 184-mile Island-wide run

Running and completing a marathon is quite an ambitious task for the average person, but Eva Cascale is not the average person. On April 27 she began her journey of running seven marathons — a total of 184 miles — in seven days. For the fourth year in a row, the Glen Cove resident toured the Island on foot for a week-long run called “Every Veteran Appreciated Week” to honor our troops, veterans and fallen heroes. Her initiative also supports services and programs for the national nonprofit organization Hope for the Warriors. Cascale led Team E.V.A. throughout the week and each marathon completed was focused on honoring local serviceman killed in action and was linked to their local communities. At the conclusion of the week, Team E.V.A. visited more than 106 points of honor and laid more than 250 flowers in memory of fallen soldiers. Eva and her team finished the run May 3 in Copiague with a closing ceremony at the Copiague Fire Department. The week-long tour took along teams of runners to Farmingdale, Shelter Island, Sag Harbor, Calverton, Westhampton, Oyster Bay, Glen Cove, West Sayville and Medford. “We are doing this to honor our fallen heroes on Long Island,” Cascale said at the April 27 kickoff event in Huntington. “Today is very exciting.”
The Glen Cove resident said during the week it is emotional as they visit a lot of memorials and resting places in the area. “We felt it was so important to remember all of those individuals who served our country, especially here on the Island,” she explained. Cascale has been running marathons for more than 30 years and she said she has this gift to run long distances and thought it was important to use it for a good cause. Suffolk County legislator and head of veterans committee Susan Berland (D-Dix Hills) thanked Eva for doing the week-long tour. “To do what she does, it is not only superhuman, but it also brings attention to the veterans we have in Suffolk County, how we have to take care of them and provide them with the services they need,” the legislator said. “She is an incredible woman and athlete.” Tom Ronayne, head of the Suffolk County Veterans Services Agency, called Eva an inspiration. “In my view, this is just a wonderful thing,” he said. “This reunites our communities and bring people together for a common purpose and looking forward to continuing this for many years to come.” Cascale said a highlight of her journey is meeting many Gold Star families on the Island and hearing their stories. It reminds her of what she is running for. During the week-long run, Cascale is joined by a crew of fellow runners and members of the community also join her throughout the journey.

Letters to our mothers
Mother’s Day is just around the corner. It’s a time to celebrate the most important people in our lives, the women who made us who we are. As is tradition, the editorial staff at TBR News Media has written short letters so that our moms know we are thinking of them.

My mom is scared of being apart from me. She is sad she will leave her house behind, the one she helped raise me in for over 20 years. Like many, they’re leaving because of Long Island’s high property taxes, and without the SALT deduction, it’s proved infeasible to remain. But still, to her, the house was the lodestone of her life for so many years. She decorated it with attention to detail, even dragging me to the attic to take down decorations for every New Year’s Eve, Valentine’s Day, St. Patrick’s Day, Fourth of July and on and on until Christmas. Now she is leaving her temple behind, and I feel for her. She can’t bring everything. Things will have to be sold or given away, and as she struggles with a bad back, picking out the leaves from the bushes in the front yard (all despite my pleas to let me do it instead). I see the frown set into her face like a jagged crack in the pavement. Feel better, Mom. You may be away from me, but — hopefully — you won’t find a way from my words.

Mother’s Day brings with it a slew of memories. My mother and I have been through the best of times and the worst of times together, and that’s OK, because we are still here to tell our stories. There are the not so fun times to remember, such as walking around a Queens apartment wrapped in blankets to keep warm in the winter months because the landlady was too cheap to turn up the heat and tears shed over boys who didn’t deserve them during my younger years. But also, there are the memorable vacations, celebrating milestones and catching the concerts of both of our favorite celebrities from Frankie Valli and the Four Seasons to New Kids on the Block. So cheers to memories of all types and happy Mother’s Day, Mom.

She’s been there all my life. Someone I can always count on. She’s my role model. She sacrificed so much over the years for my brother and me so we could go to college, and it’s something I am grateful for every day. I don’t say it enough but thank you, Mom, for everything you do. I know I could be a pain when I was younger, but I’m thankful for the lessons you’ve taught me. As I’ve gotten older and matured, I’ve realized the importance of your messages. So, on this Mother’s Day, I just wanted to give my appreciation to the greatest mom and friend a kid could ask for.

New York needs new anti-bullying laws My name is Devin Moore. I am 15 years old, I am a freshman in high school, and I am the founder of #RaceToSpeakUp — an anti-bullying organization. I was inspired to create the #RaceToSpeakUp organization after being racially cyberbullied in middle school. Three of my former white middleschool classmates took my face — my African-American face — and put it with a picture of a gun to my head, my face on top of a gorilla suit and my face going into the trash. They also sent me hateful images of a KKK member, a noose and a meme saying, “Black People Aren’t Functioning Members of Society.” I don’t want another kid to go
through what I went through. I am on a mission, and it’s a pretty big mission. I want change. I want change that will make an impactful difference in people’s lives. I don’t want to see another kid committing suicide or going into a school with a weapon. I want a state bullying law in place that will hold schools accountable. Private and public schools must report all bullying incidents to the school superintendents. Superintendents must record and post public bullying records that parents can access online. Each school website will have a box titled “Anti-Bullying” and it will list the number of bullying incidents and how it was resolved. We need also need mandatory anti-
bullying classes in schools. Teachers must first be educated through an anti-bullying workshops and then apply lessons they learned in the classroom. Students can role play and reenact bullying situations and learn how to resolve bullying. I am now working with Suffolk County Legislators DuWayne Gregory (D-Amityville) and William Spencer (D-Centerport). Anti-Semitism is spread by both parties I am 78, and I have never seen the level of anti-Semitism we are witnessing today. This comes out of a context in which President Donald Trump (R) and my congressman, U.S. Rep. Lee Zeldin (R-Shirley), pander to anti-Semites. The Republican Party supports the president no matter what he does or says. They even oppose the most basic sensible gun control laws that would prevent murderers from having automatic weapons which are capable of murdering more people in less time. The Democratic Party waffles, and is fearful of forthrightly
condemning one of their own, U.S. Rep. Ilhan Omar (D-Minnesota), who spouts anti-Semitism. I have not heard one word from the leader of any Jewish organization saying the emperor has no clothes. Our president has created and panders to an atmosphere in our country that gives a green light to anti-Semites. Where are our leaders? Some Jewish groups even sell out to the president under the claim of supporting Israel because he allows Israeli Prime Minister Benjamin Netanyahu to do whatever he
finds politically expedient to do. This does Israel no favors. So far, our leadership both in the political and Jewish realms have proven themselves to be bankrupt. Will they speak out or will our country continue to spiral down into a situation where more and more Jews are murdered. None of this minimizes the serious pain caused by racism and Islamophobia. Airwaves not dominated by Democrats I will respond to an April 11 letter by Michael Meltzer to the editor, “Agenda to overthrow Trump is backfiring,” by saying freedom of the press is the basis of any free democratic society, and it is good that we have a Fox News, CNN and MSNBC for us to choose from for “our news.” However, the letter likens the Democratic National Committee-
controlled media as “godless/ progressive/Stalinist” — all of which are falsehoods. The radio media is not controlled by the Democrats. Fox News and Sinclair Broadcast Group control much of the media. Then “the good news:” the so-called Democrats, also known as progressive “Jew-haters,” this is a
Trump perception. Racists, not true. Stalinists, not true. I ask myself where are the antitrust laws that did not allow such media consolidations — Fox News and Sinclair — that now dominate the airwaves? Herb Laub Stony Brook

The agony and ecstasy of Long Island life
I
f you ever move away from Long Island, you may find relief and a longing. The relief could take many forms. For starters, you may find a place with magnificent sidewalks that allows you to walk for miles without needing to step out into the road. Yes, there are such places, although they are mostly in urban environments, where you can watch people, D. None find restaurants and not just bars of the above that are open at all BY DANIEL DUNAIEF hours, and where you can shift from one ethnic neighborhood to another within a few blocks.
You may also find road relief, as people in other places may allow you to merge readily, may move at a different pace, and may smile and wave at you as you pass them while they are on their lawns, walking their dogs, throwing a ball with their daughters or sitting on a rocking chair on their front porches, appreciating the flow of human and avian traffic that passes by their houses. You also may not miss the delays at the airports or the train stations, as you wonder if you’ll make it to the job interview, the meeting, the wedding or the date on time when construction, lane closures, accidents, sun glare or road flooding slow everything around you to a stop or a crawl. You might also find yourself relieved that the delis — if you can find ones you like outside of Long Island — are much quieter, as people in other regions may not be as compelled to raise the decibel level in public to outcompete each other for stories or to place their turkey club orders. But, then, you might also find yourself missing some key ingredient of Long Island life. There are
plenty of landlocked places you can visit that have wonderful lakes, rivers and streams, but how many of them truly have Long Island’s magnificent and varied beaches? You might miss sitting on a bluff in Port Jefferson and staring out at the harbor or looking through the channel into Long Island Sound. You might miss the chance to visit your favorite rocky beach on the North Shore, where you can walk slowly along, looking for the perfect skimming rocks, recalling the days decades ago when your grandfather taught you how to use surface tension to make a rock bounce its way far from shore. You might miss the toughness of feet so accustomed to the uneven rocks that you pause momentarily when you see someone struggling to navigate them, remembering that you once found these rocks hard to cross as well. You might miss the wonderful intertidal zone, which at low tide allows you to wander across rippled and water-cooled sand far from shore. You might also miss winter beaches, where
winds whip along the abandoned dunes and where, if a cold snap lasts long enough, you can see the top layer of water frozen as it heads toward shore. If you ever took advantage of the myriad cultural and scientific opportunities on Long Island, you might also miss spectacular performances at the Staller Center, lectures and symposia at Stony Brook University, Cold Spring Harbor Laboratory or Brookhaven National Laboratory. You might also miss the farms or vineyards on the East End, where you can admire the way rows of vines, trees or grass expand out from the road. You might also miss the secrets hidden beneath the surface of the water. If you’ve ever had the opportunity to snorkel at Flax Pond or at a beach, you know that magnificent creatures — arthropods that live on yellow sponges and look like ancient creatures under a microscope — populate a completely different world that is within surprisingly easy reach.
Free your mind, be smarter and more creative ... maybe

any of us sit through meetings of one kind or another: business meetings, community meetings, even social gatherings. But did you know that the air we breathe in those closed spaces might not be so healthy for us? If you come out of such a gathering and the air around you then feels fresher and cooler, consider this: “Small rooms can build up heat and carbon dioxide from our breath to an extent that might surprise you.” So explained a recent Between article in the Sciyou and me ence Times section BY LEAH S. DUNAIEF of The New York Times. When we breathe, we exhale carbon dioxide. That gas,
which we might characterize as stale air in such a situation, can actually affect decision-making as a result of its impact on the mind. Some eight studies over the past seven years have considered the effects on cognitive function in small, airless rooms over a couple of hours. The results suggest that perhaps we should not entirely trust decisions made there. Carbon dioxide, when inhaled, dilates blood vessels in the brain and reduces activity among cerebral neurons, thus decreasing communication between brain regions. We know this to be true when a large amount of the gas is inhaled but we don’t know so much about the effect of smaller amounts. If student test results are compared in rooms with 600 parts per million (ppm) of CO2 and similar rooms with 2,500 ppm, the scores of the test takers with the high concentration are significantly lower. It is interesting to note that carbon dioxide levels can be twice that high in some classrooms. Such studies were repeated in the workplace, with workers taking problem-solving and strategy tests, and the results were the same. In to-

Less complex test material, like some proofreading, for example, did not show a comparable shift. So the next time you are in such a situation, open a window or keep the door ajar. Perhaps the intellectual level of the conversation will rise. Now here is another tip for better living that is also from The Times, although published a different day. For those of you who, like me, love to sit around sometimes and do nothing, here is exoneration from the charge of laziness in an otherwise busy world. The Times tells us that the Dutch call this “niksen.” What is doing nothing, exactly? A psychologist named Doreen Dodgen-Magee, who studies this matter, likens it to a car whose engine is running but isn’t going anywhere. It’s “coming to a moment with no plan other than just to be,” she writes. She calls that boredom, which she doesn’t intend in a negative way. But the idea of niksen is to take conscious

time to do activities like gazing out of a window or sitting motionless. I like that, although it flies in the face of our always-be-productive American culture. According to some experts, “the benefits of idleness can be wide-ranging.” Daydreaming, “an inevitable effect of idleness — literally makes us more creative, better at problem-solving, better at coming up with creative ideas,” according to Sandi Mann, a psychologist at the University of Central Lancashire in England, who has done research in this area. “Let the mind search for its own stimulation. That’s when you get the daydreaming and mind wandering, and that’s when you’re more likely to get the creativity,” she explained. It’s not easy to do nothing and certainly to do so and not feel guilty about it. We have to set time aside deliberately to disconnect — and not just from our devices. The reward is that we can refocus with more energy. I have a chair in my living room that I can sink into and just have my mind go blank. It’s even tempting to fall asleep there, and sometimes I do for a few minutes. Delightful!
