Smitelli has lived in Huntington for more than 30 years but is relatively new to politics, referring to herself as an outsider. She has not held an elected position before claiming recent events have inspired her to throw her hat in the ring.

“I’ve become politically involved because I’m getting pretty sick of what’s going on, and I know I can use my talents and experience to make some type of difference, to help and be part of the fight,” she said in an interview with TBR News Media.

Republican Party candidate Janet Smitelli and Steve Stern (D-Dix Hills) are both hoping to be elected to fill the assembly seat vacated by Huntington Supervisor Chad Lupinacci (R) to represent the 10th Assembly District in the April 24 special election.

“It’s a very important election for the 10th Assembly District,” Lupinacci said. “It’s very critical to remind your family, your neighbors and your friends to vote on that day as every vote is going to count in this special election.”

“I’m someone who has been very busy these past few months, getting the word out, and getting my name out,” she said. “I’ve been trying to get to as many people as I can to let them know how sincere and passionate I am about this.”

As a lawyer, she has represented those filing lawsuits and those on the receiving end of them, motor vehicle collisions, slip-and-falls and, predominantly over the last 10 years, construction accidents. She

spends her free time actively volunteering in the Huntington community.

If elected, Smitelli said she wants to tackle what she believes are the major challenges facing Huntington. This includes pledging to eliminate excessive taxation, receive funds to preserve and protect waterways and our drinking water, increase funding for K-12 extracurricular programs and veer young people away from gangs and opioids by keeping them involved in community programs.

She also said she wants to strengthen the transparency between government and residents by making it easier to access information and calling for reform.

“As an attorney, you learn to represent your client with zeal; you learn to represent

your client passionately,” she said. “And I will be doing that for the people who live in my district.”

Stern is a familiar face to many members of the Huntington community, having served as their longtime Suffolk County legislator.

He left the position Dec. 31 due to being term limited after 12 years but now hopes to bring his knowledge and experience to Albany.

“I’m running on the key issue of great concern to the residents of the 10th Assembly District which is taxes,” he said. “Particularly given the changes at the federal level which will have a dramatic impact on middle-class families in our area.”

While in the Legislature, Stern sat on the Suffolk County Veterans and Seniors Committee. He wrote the law that created the state’s first Silver Alert system — which helps locate seniors with Alzheimer’s or cognitive diseases who have gone missing — and initiated the first ban in the nation on the use of the BPA chemical in baby bottles, sippy cups and toys. Stern said he launched the Housing Our Homeless Heroes Act, as part of a long-term effort to bring an end to veteran homelessness in Suffolk.

Huntington teens’ parents sue over Southern State crash

The parents of two Huntington teens seriously injured when a coach bus slammed into a Southern State Parkway overpass are suing the driver and transportation company.

Frank and Allison Sgrizzi filed the first lawsuit April 11 seeking $5 million for the traumatic injuries suffered by their 17-yearold daughter, Samantha, in U.S. District Court for the Eastern District of New York.

Samantha Sgrizzi was one of dozens of Huntington High School students coming home April 9 from a spring break trip to Eastern Europe on a coach bus traveling from John F. Kennedy International Airport headed to Walt Whitman Mall in Huntington via the Belt and Southern State parkways. The coach bus slammed into the Exit 18 Eagle Avenue overpass — which has a 7-foot, 7-inch clearance — sheering off the vehicle’s roof and sending debris raining down on students.

The teenager was impaled by a piece of debris and fractured her right femur in the crash, according to court documents.

She was brought to a nearby hospital for immediate surgery.

The lawsuit accuses the tour company; the driver, Troy Gaston of Bethlehem, Pennsylvania; and the transportation company, Journey Bus Lines, of being “negligent and careless in failing to take proper and suitable precautions to avoid the crash herein, not limited to, failing to provide, obtain and/or utilize a global position system suitable and

certified for use by commercial vehicles.”

Attorney John Giuffré, who is representing the Sgrizzi family, has requested the case be heard by a jury. Giuffré did not respond to requests for an interview on the case.

On April 13, Huntington father Richard Bonitz also filed a lawsuit against the driver and bus company seeking monetary compensation for the injuries suffered by his daughter in Nassau County Supreme Court.

Erin Bonitz, 17, received a traumatic brain injury, facial fractures and several lacerations as result of the bus crash, according to attorney Robert Sullivan of Garden City. Sullivan said she was treated immediately at Long Island Jewish Medical Center in Queens and has since been released home where she is continuing her recovery.

The lawsuit accuses Gaston of ignoring clearly posted signs warning of Eagle Avenue overpass clearance height and “negligently using a noncommercial vehicle GPS device” which directed him to take a route utilizing the Belt and Southern State parkways, according to court documents. New York state law prohibits buses and commercial vehicles from traveling on these limited-access parkways.

They also seek to hold Journey Bus Lines responsible for the accident for its failure to equip the coach bus with a commercial GPS system. The Federal Motor Carrier Safety Administration advised transportation companies to install these systems in 2013, as it has the capability to warn truck and bus drivers about the clearance heights of bridges along their planned route.

Journey Bus Lines did not respond to requests for comment on these lawsuits. Gaston could not be reached for comment.

Gov. Andrew Cuomo (D) announced last December a $4.3 million project to install overheight vehicle detectors at 13 locations in Nassau and Suffolk counties, including Southern State Parkway. These detectors are installed at the top of on-ramps and relay an invisible beam set at the specific height needed to clear the parkway’s bridges. If a vehicle breaks the beam, the device triggers a colored LED message sign to flash a warning to the driver, alerting the truck or bus will not clear the bridge.

York State Department of Transportation, confirmed these detectors have been installed at the Eagle Avenue overpass but said they are not yet active due to calibration and testing. Morrissey admitted even if the detectors had been functioning, they would not have prevented the accident. They are not set up to scan for overheight vehicles entering from the Belt Parkway, as the coach bus did.

The National Transportation Safety Board was also notified of the accident, according to police, but it did not meet its response criteria.

It will be monitoring the investigation.

The crash remains under open investigation by New York State police. Anyone who may have witnessed the crash is asked to contact the state police at 631-756-3300.

Huntington BOE adopts 2018-19 budget of $129M Proposition #2: Use $7,151,000 from capital reserve fund for infrastructure repairs including new roofs at three elementary schools, two new security vestibules and replacing Woodhull’s boilers



Huntington school district taxpayers will be asked to vote three times when they head to the polls May 15.

Huntington’s board of education unanimously adopted its proposed $129,812,991 budget for the 2018-19 school year at its April 19 meeting. The board members also elected to put two additional measures asking for the release of reserve funds to tackle various capital projects and repairs needed in the district’s eight buildings.

“I do believe the budget we are discussing this evening does not short change any educational programs,” Superintendent James Polansky said at the April 19 meeting. “We’ve been very responsible in terms of how we put our budget together and taking into account the taxpayer burden the way we do.”

If approved, the adopted 2018-19 spending plan would represent a budget-to-budget increase of 2.85 percent, or approximately $3.6 million more than the current year. The primary costs driving up the budget include the district’s approximately $800,000 increase in contributions to the state’s Teachers’ Retirement System, health care insurance for faculty and staff and rising transportation costs.

Polansky said the district has set aside funds to continue to increase and expand its education programs. Huntington High School will have a computer science course added as well as a virtual enterprise course, a new business elective which simulates an entrepreneurial business for students to run.

“Not many schools have this program yet, Huntington will be one of the first,” Polansky said.

The proposed budget also includes funds to redesign the math curriculum for the mid-level grades and augmenting the elementary school and social studies programs.

Since March 26, the district has been able to trim more than $750,000 from its initial draft budget to bring the proposed tax levy increase to 2.68 percent. This is largely due to receiving $479,000 more in foundation aid than anticipated after state lawmakers approved the final state budget, according to Polansky, a significant boost from a mere $22,000 expected under the executive budget of Gov. Andrew Cuomo (D). The board of education also approved using $155,000 from the district’s early retirement system reserves to offset the tax levy increase.

“It sounds cliché, but a lot of us receive tax bills twice a year and they are not pretty to look at,” the superintendent said. “We are trying to be mindful.”

If the adopted budget is approved by voters, the average Huntington homeowner will see their annual school taxes increase by an estimated $213.69, or approximately $17.81 a month. This is based on the average home having an assessed value of $3,430, in which an assessed value is a dollar value placed on the property by the Town of Huntington solely for the purposes of calculating taxes based on comparable home sales and other factors.

Proposition 2 will ask Huntington residents to approve the release of about $7 million from the district’s capital reserves fund for critical infrastructure repairs. The list of projects includes the replacement of the roofs at three elementary schools, Flower Hill, Jefferson and Southdown at $1.5 million each; tile replacement in 17 bathrooms at Jefferson and Nathaniel Woodhull School; security vestibules at Flower Hill and Washington primary schools; and replacing two of Woodhull’s boilers. Polansky said the full funding necessary is already available from the district’s reserves and projects cannot be sent to the state for approval, a step needed to begin construction, until the voters approve the funding. If approved by voters, Proposition 2 will have no impact on the tax levy or tax rate.

Under Proposition 3, the district seeks to create a new building improvement fund. The superintendent said making a new fund is necessary in order to transfer money from the district’s existing repair reserve, which can primarily be used in emergencies, to a newly named capital reserve that will be used for turf field replacement. The district’s turf field is nearing 10 years old, according to Polansky, which is its recommended lifespan. If Proposition 3 is approved, it will also have no impact on the tax levy or tax rate.

A formal budget hearing will be held Monday, May 7, at 7:30 p.m. at Jack Abrams STEM Magnet School auditorium.

Town seeks public’s help finding stolen radar worth $2.8K Huntington residents are being asked to help town officials track down a radar worth $2,875 that was stolen last week.

Huntington Supervisor Chad Lupinacci (R) has appealed to local residents to help find a portable radar driver feedback sign that was stolen off a utility pole on Warner Road in Huntington April 12.

These signs, which read “Your Speed,” display the speed of an approaching vehicle.

The town has 12 of these signs, which are deployed in response to residential speeding concerns and complaints.

“These radar feedback signs are an important resource that help keep our roads safe, making drivers aware of how fast they are going,” Lupinacci said. “The data that is collected helps the town implement traffic safety measures where they are needed most.”

The town’s Traffic Safety Division has filed a police report on the sign stolen from Warner Road with Suffolk County Police Department’s 2nd Precinct.

Anyone with information that may lead to the recovery of the stolen sign is encouraged to call the 2nd Precinct at 631-854-8250.

One Stop Deli Food Market in East Northport

Armed thief hits Northport store Suffolk County police 2nd Squad detectives are investigating an armed robbery that occurred in the rear parking lot of an East Northport convenience store April 15.

A man with a gun allegedly approached a male employee of the One Stop Deli Food Market, located at 246 Pulaski Road, as the employee walked to the rear of the business to dispose of garbage at approximately 8:58 p.m.

The man allegedly pointed a gun at the employee and demanded money. The employee complied and gave the man his wallet. The robber took the wallet and fled the scene on foot. No one was injured during this incident.

Detectives are asking anyone with information on this robbery to call the 2nd Squad detectives at 631-854-8252.

Calls and initiatives to electrify the line east of Huntington go back to at least the 1980s.

According to an article by researcher Derek Stadler published by the Long Island History Journal in 2016 entitled “The Modernization of the Long Island Rail Road,” in 1984, electrification of the branch was included in a nearly $600 million MTA spending package that was meant to serve as a five-year plan for LIRR improvements. However, the plans were postponed indefinitely just two years later due to a budget gap.

In the mid-90s, a brief pilot program was tested on the Port Jeff line using dual-mode locomotive cars that could run using both diesel engines and thirdrail electrification. According to Stadler’s research, in 2000 it was estimated that electrification east of Huntington could cost as much as $500 million.

“You are looking at several millions per mile of track,” Lupinacci affirmed. “This is a good time to put it out there. Now you can have serious conversations for next [budget] year.”

There is renewed hope that with a newly announced LIRR president, Philip Eng of Smithtown, that a feasibility study will be funded.

“New leadership brings in a different perspective,” Lupinacci said. “I think this is a good situation for us to be in with new leadership taking over the helm.”

Smithtown resident named new LIRR president

He is now expected to use his 35 years of experience in the New York State’s transportation sector to get the LIRR’s performance back on track. Prior to joining the MTA, Eng started his career with New York State Department of Transportation in 1983 as a junior engineer.

He worked his way up, rising through the ranks to become the state DOT’s executive deputy commissioner. While there, Eng was responsible for delivering on the $2.5 billion annual capital construction program and was involved in the environmental impact study on the LIRR Mainline Expansion Project.

“My life’s work has centered on conceptualizing the best possible options to make transportation options more reliable, allowing commuters to get where they need to go safely and quickly,” Eng said in a statement. “I am honored to be chosen to lead the LIRR and its team of talented women and men as we work together to make the daily experience on the trains a better one.”

In his new position, Eng will be expected to manage several major infrastructural changes underway on the LIRR including the Double Track Project, which adds a second

A Smithtown resident will take the lead in determining the future of the Long Island Rail Road.

Phillip Eng was appointed the next president of the Metropolitan Transportation Authority’s LIRR April 12 by MTA Chairman Joseph Lhota and MTA Managing Director Ronnie Hakim.

“Phil has shown exceptional leadership and dedication during his time at the MTA, and I know he will bring his enthusiasm for developing a world-class transportation system to the LIRR,” Lhota said.

Eng will take over for Patrick Nowakowski, who served as LIRR president for nearly four years. He submitted his resignation less than a month after the LIRR had its worst on-time performance in the last 18 years, according to a March 15 report released by the Office of State Comptroller Thomas DiNapoli in March.

The report had found that nearly 21,400 trains were delayed, canceled or terminated in 2017; a 20 percent increase from 2016.

“As millions of commuters can attest, the performance of the Long Island Rail Road has become unacceptable,” DiNapoli said in a March statement. “On-time performance has fallen to the lowest level in nearly two decades, hurting riders. While Amtrak was a big factor behind the deterioration in service last year, the LIRR was responsible for more than twice as many delays.”

Eng first joined the MTA in March 2017 when he was appointed its chief operating officer. His role as chief operating officer was leading major initiatives across all of the MTA’s agencies, particularly with a focus on using innovation and technology to modernize the transportation systems and improve customer reliability, according to the MTA. From October 2017 to January 2018, he held the position of acting president at New York City Transit.

“The LIRR couldn’t have found a more qualified person for this role,” Suffolk County Executive Steve Bellone (D) said in a statement. “As a Smithtown resident and Suffolk County native, Phil Eng understands the importance of transportation on Long Island.”

He will also be expected to implement the Performance Improvement Plan, unveiled March 19, which aims to improve the LIRR’s service reliability, seasonal preparedness and communications with its customers. Public calls from elected officials to expand electrification on the Port Jefferson line east of the Huntington station, a long sought technological improvement, are also intensifying.

Superstorm Sandy task force looks to remedy, repair Though it’s been more than five years since Hurricane Sandy ravaged Long Island, many people, including Huntington Station resident Sheryl Cohn, are still feeling its effects like the storm only happened yesterday.

In an interview after the April 11 public hearing at Stony Brook University conducted by the Suffolk County Legislature’s Superstorm Sandy Review Task Force, Cohn said her roof was ruined in the wake of the storm, and her house is falling apart around her. The ceiling in her guest bedroom fell and crashed onto the bed, and black mold has sprouted in many rooms around her house. The masonry on the outside of her home — finished only a few months before Sandy hit — fell to pieces on her driveway. She lives in fear that a piece of ceiling will fall on her head while she sits or sleeps.

“My grandson, he turned five in March, he has never been here,” Cohn said. “I would never be able to forgive myself if, God forbid, he contracted something or a piece of sheetrock fell on his head. It makes me feel horrible. He lives a half an hour away, and he’s never been to Nana’s house.”

She first looked into a contractor to fix her roof, but the firm she hired disappeared with all of the money she had already given them. She said the NY Rising Community Reconstruction Program, the state program that was created to provide aid to people whose homes were damaged during the storm, has constantly told her wrong information and switched caseworkers with her multiple times. Now she says they have stopped returning her calls and emails.

Five and a half years later she still has no progress on acquiring any financial aid.

The task force is divided into four working groups including emergency response, resiliency, recovery and infrastructure.

“As we go and narrow down the issues they want to focus on, we want to look at what went wrong, what are the recommendations, what are the solutions,” said Joshua Slaughter, Gregory’s aide. “We don’t want to reinvent the wheel, but we want to come out with things to make it better.”

The task force plans to have more meetings and come up with a document by December that will provide recommendations for the county.

While much of the focus of the task force is focused on the South Shore, where the damage was much more severe, problems from the North Shore not only deal with damaged property but the severe risk of beach erosion and property loss for people living close to the shore.

Professor of oceanography at Stony Brook University and task force member Malcolm Bowman said there is not enough solid data to say that “storm of the century” Sandy won’t be repeated in the near future and that rising sea levels will make each new storm do more damage.

“Five, 10, 25 years from now it will take less of a storm to do the same amount of damage,” Bowman said. “That is the challenge that we have to think about and be prepared for.”

There are both natural solutions and engineered solutions up in the air for trying to fix Long Island’s receding beachline, according to Bowman. Natural solutions

include planting seagrass and reestablishing oyster beds to hold the land in place, while engineering solutions include barriers and other human-made structures. Bowman said that both will come into play when preparing for upcoming storms.

Regarding aiding those who are still affected by Sandy navigate their recovery, Slaughter said the task force was thinking about recovery advocates, somebody who can be hired by the state to work with people on a consistent basis.

“I know it will be difficult, there are a lot of cases, but if you leave it to that one on one, people will be running forever, and

not every consumer can get out as well as others,” Slaughter said.

“The vast, vast majority of our contractors did the best to their ability, but of course the ones we hear about are those who put people in a bad position or were unscrupulous,” chair of the task force Dave Calone said. “Our job as a governmental entity is to make recommendations to limit that as much as possible.”

Another task force meeting took place April 18 at the Southampton Town Hall.

Two more meetings are scheduled for April 26 at Patchogue-Medford High School and May 2 at Babylon Town Hall.

Gov. Andrew Cuomo (D) and New York Attorney General Eric Schneiderman (D) announced last summer the state would be taking legal action against the EPA after in 2016 the agency moved to increase the number of open water dumping sites in the Sound from two to three, despite a call from state government leaders of both New York and Connecticut in 2005 to reduce and eventually eliminate the practice of dumping in the Sound.

The Eastern Long Island Sound Disposal Site, now a permanent open water site for the disposal of dredged materials, is midway between Connecticut and New York, and less than 1.5 nautical miles from Fishers Island, which is part of Southold Town and Suffolk County, despite technically being in Connecticut’s waters. The disposal site is in an area that had never before been used for open water disposal.

Legislator Al Krupski (D-Cutchogue), who represents Southold, Riverhead and communities in eastern Brookhaven, initiated the legislation directing Suffolk County to join the action against the EPA. “This is another step in a decades-long

Legislators Sarah Anker (D-Mount Sinai), Kara Hahn (D-Setauket), William “Doc” Spencer (D-Centerport) and Leslie Kennedy (R-Nesconset) joined Krupski in sponsoring the legislation authorizing the county to join the lawsuit.

“For more than the 30 years, leaders from both shores of the Long Island Sound have invested heavily on a cooperative effort to restore its life and majesty,” said Hahn, the chairwoman of the Legislature’s Environment, Planning & Agriculture Committee. “As such, the decision by our neighbor to the north to dump potentially toxic pesticides, heavy metals and industrial by-products into the Sound is nearly as

dumbfounding as the Environmental Protection Agency’s willingness to allow it.”

Cuomo made the case against expanded dumping when the lawsuit was announced.

“We will continue to do everything in our power to protect New York’s environment, and with the EPA’s unfathomable and destructive decision to turn the eastern Long Island Sound into a dumping ground — now is the time for action,” Cuomo said in 2016. “We will establish that this designation not only poses a major threat to a significant commercial and recreational resource, but that it also undermines New York’s long-standing efforts to end dumping in our treasured waters.”

Last year, Brookhaven and Southold towns joined the lawsuit, which contends the EPA failed to adequately investigate alternatives to open water disposal and overestimated the need for the new site. It also alleges the Long Island Sound Dredged

Material Management Plan, which was approved by the EPA, violates the Ocean Dumping Act and Coastal Zone Management Act, and cited a “failure to address environmental impacts on the Long Island Sound.”

The body of water was designated an Estuary of National Significance by the EPA in 1988 and is recognized as an important economic engine for Suffolk County and all of Long Island, supporting both recreational and commercial businesses and contributing billions of dollars to the regional economy.

“We’re here to send a very strong message — that we are opposed to dumping in the Sound,” Romaine said during a press conference Aug. 28 at Cedar Beach in Mount Sinai. “The State of New York and this governor, Andrew Cuomo, has done a great service to this state and to the residents of Long Island by working to enjoin, in the court, the EPA from allowing continued dumping in the Sound.”

“Without them we couldn’t function,” said Dr. Dennis Galanakis, director of transfusion medicine at Stony Brook Hospital. “The problem with platelets is they have to be stored in a special way. They have to have all the tests that are required for safety. They only have a five-day shelf life, and it takes two days to do all the tests, so in practice, the shelf life is about three days.”

Verbeck was a blood donor before he heard about platelets, and while at first he said he was skeptical, that changed when a friend of his was diagnosed with cancer.

“I started doing it, and just like my dad, I felt it was a good thing to do,” he said. “I was doing it five or six times a year. After my dad died, it was a loss, and not just my personal loss, but it was a loss with their supply — it was one less person donating. So that gave me the impetus.”

The entire platelet donation process takes about two hours. Machines take half a cup of blood through one vein and process it to remove platelets before returning the blood through another vein.

The states of Florida and Kentucky already have such courses, which give the same benefits as defensive driving courses.

We all know that pleasure boating can be great fun, as well as dangerous. In many ways, boating is comparable to driving.

Both boats and cars require that the driver pay keen attention and have a strong sense of “situational awareness.” In both cases, we should be cognizant of our surroundings, and to other cars or other boats.

In fact, it can be argued that pedestrians for cars are analogous to paddle boaters for powerboat drivers. In boating as in driving there are “rules of the road,” the breaking of which can lead to vehicle damage and in the worst cases loss of life. We have airbags and personal floatation devices.

There are very high frequency radios for boats and cars have horns. Driving under the influence clearly applies to both driving cars and piloting boats: The practice is dangerous and the penalties can be severe.

It is becoming more common to read about high-speed boats crashing into other boats or breakwaters, where a driver is “boating under the influence.” Texting while driving is particularly dangerous, whether in a car going 30 mph or in a speed boat flying through the water at 30 mph.

But the analogy fails when we compare road maps to nautical charts. While road maps restrict us to clearly narrow paths of driving, charts for boats allow “freedom of expression” on the part of the boat driver.

On the other hand, there are limits for boaters as well, being greeted with signs indicating “no wake,” and on charts indicating

Like rules for the road, rules for the open water are in place to keep motorists safe. rocks, wrecks, buoys, marked swim areas, etc. In fog, one drives cars slower and puts on fog lights, whereas on the water radar is used together with a bell or horn while carefully listening for other boats.

Defensive boaters generally adhere to “rules of the road” and International Maritime Organization’s COLREGs, or Conventions on the International Regulations for Preventing Collisions at Sea, established in 1972. These rules are very real regulations promulgated by the United States Coast Guard, which must be observed by both pleasure boaters and professional captains. These rules refer to collision avoidance regulations, which are considered to have legal basis just as automobile traffic laws determine right and wrong in courts of law. To obtain a captain’s license you must know these regula-

tions by heart; they are the traffic laws on the water, whether on a river, lake or at sea.

Boating accidents occur too commonly, making one wonder why licensing is not required of boaters. More recently, in fact, minimum operational documentation is required for boaters, whether using a stand-up paddle or piloting a 60-foot yacht. Courses do exist, and most states demand some knowledge of the nautical rules. A variety of organizations offer certified courses. For example, the USCG Auxiliary Port Jefferson Flotilla offers a range of study programs, including America’s Boating Course and Suddenly in Command, aimed at a passenger should the vessel operator become disabled.

New York State regulations to remember this boating season Effective May 1, 2014: All indviduals born on or after May 1, 1996, are now required to successfully complete an approved course in boater education in order to operate a motorboat. Approved courses include those offered by NYS Parks, the U.S. Coast Guard Auxiliary or the U.S. Power Squadron. Individuals less than 10 years of age may not take this course of instruction. Certain allowances to this law have been made for visitors to New York, persons renting a boat from a livery and persons purchasing a new boat for the first time.

Life jacket law for children under 12: Any youth under the age of 12 on boats 65 feet or less in length must wear securely fastened U.S. Coast Guard approved personal floatation device of appropriate size. It does not apply if the youth is in a

fully enclosed cabin.

Cold weather boaters — Personal floatation device laws: Anyone underway in a boat less than 21 feet in length anytime between Nov. 1 and May 1 must wear a securely fastened life jacket. This includes paddle boats and motorboats.

Personal watercraft operators must: •Wear a U.S. Coast Guard PFD. •Carry a U.S. Coast Guard approved visual distress signal.

•Carry a sound signaling device capable of a 2-second blast, audible at least 1/2 mile.

•Engine cutoff: if so equipped must be functional and attached to the rider.

Personal watercraft operators may not: •Operate a PWC under the age of 14.

•Operate in excess of 5 mph within 100 feet

of shore, a dock, float or anchored boat.

•Operate within 500 feet of a marked swim area.

•Operate between sunset and sunrise.

•Operate in a reckless manner and carrying more passengers than is recommend by the manufacturer.

Mandatory education requirements for PWC operators: New York requires that anyone operating a PWC complete an approved course in boating safety or otherwise be accompanied, on board, by someone 18 years of age or older who is the holder of an approved boating safety certificate. Certificates are required to be carried at all times when operating the personal watercraft.

Water skiing: On the navigable waters of NYS, any vessel towing a water skier,

parasail or other similar device must have on board, in addition to the operator, an observer who is specifically charged with watching out for the person towed. The observer must be at least 10 years of age.

Waterskiing and similar towed activities are limited to the hours between sunrise and sunset, provided that visibility is not reduced. Anyone towed by a vessel must wear a securely fastened U.S. Coast Guard approved PFD. This includes those on water skis, inner tubes, parasails, inflatable devices, to name a few. The preferred PFD for these activities is the type III specialpurpose device as it is impact rated, form fitting and generally affords better visibility for the skier. Remember the skier is considered a passenger and is to be counted against the maximum passengers allowed. Exceeding that number can be considered reckless operation.

The Democratic primary election will be June 26.

Don’t dilute the party When it comes to having options to choose from, sometimes less is more.

As of April 12, the Democratic nominees to run against 1st Congressional District U.S. Rep. Lee Zeldin (R-Shirley) have dwindled down to five from seven. While it’s nice to see new and old faces throwing their hats into the political ring — for which we wholeheartedly commend them — a five-way race in the Democratic primary could create a situation in which voters are overloaded with information and less prepared to cast the vote that makes the most sense for them and the district as a whole come November.

With some signs of internal fighting going on between the candidates already, it’s not a leap to think the longer five people are alive in the race the muddier the ideologies of the party locally will get, similarly to the way the 2016 presidential primary featuring Sen. Bernie Sanders (D-Vermont) and Hillary Clinton played out, but moreso.

Condensing the nominees would show unification within the party and a clearer focus come Election Day, which regardless of party should be a priority for voters on both sides seeking relevant personal representation in the federal government.

While we understand following the November 2016 election of President Donald Trump (R) and locally with Zeldin that those on the other side are vocal and motivated, it would be a mistake to allow infighting to harm the eventual primary winner’s chances in the general. If those running can engage in substantive policy discussions about how they differ and how they are the same, an admittedly near-impossible task with five candidates, ultimate party unification and digestible information for those heading to the polls would likely be the byproduct, and that is a good thing for everyone in New York’s 1st Congressional District, party be damned. If Democrats cannot find a way to do this, it will be to their ultimate detriment, as they can rest assured the Republican party will undoubtedly rally behind its candidate well before November.

A five-legged beast proved to be a challenge for Harry Potter, and a five-headed one on primary day could be just as scary for voters.

Stand up for teachers fighting back Every child, regardless of where they grow up or how much their parents make, should be able receive a quality public school education. But in Republican-controlled states, an anti-union, anti-worker agenda has failed our public schools, our teachers and our students.

From the local to the national level, we should be investing in our future by supporting our schools and teachers. Instead, Republicans have cut public school funding, leaving schools with damaged facilities, out-of-date textbooks, obsolete technology and declining pay for teachers. And students have been forced to deal with the results. But in this new age of activism, teachers are stepping up and fighting back. And it is their labor union that is on the forefront for positive change.

When the Republicancontrolled state government in West Virginia refused to offer teachers competitive compensation, teachers put their foot down and went on strike, eventually winning a 5 percent raise. They proved that teachers’ unions can win, even in the reddest states.

And it’s not just West Virginia.

In red states across the country — Oklahoma, Kentucky, Arizona, and Indiana — teachers are saying enough is enough and

going on or planning to strike to stand up for better compensation and resources. Brave teachers show how important it is to support public schools, teachers and students. Teachers, and teachers’ unions, know what’s best for their students.

Public schools are the bedrock of American education and must be fully funded, with cutting-edge technology, modern facilities and updated textbooks. Teachers are the core of public schools and governments must listen to them.

The influence teachers have on our children’s future means that public schools need to offer competitive salaries. Federal, state and local governments should commit to raising teachers’ salaries to match the value they give our kids. Locally in Suffolk County, we must stop the focus on test scores, which drains money from the system in high poverty areas — nobody knows this better than our teachers and their union.

The strikes call attention to our need to act, but also show the importance of unions. It was the union that organized and brought attention to these issues. Without unions, these problems would continue to go unaddressed. Unions are a critical component of our economy and middle class, now more than ever.

In Suffolk County, we know the value of well-funded public schools, top-quality teachers and an enriching educational environment, and deserve representatives who will support these promises we make to our students and teachers. We must continue to emphasize the importance of teachers as decision makers in policy. But now, in Rep. Lee Zeldin (R-Shirley), we have a loyal member of a Republican Party that has cut teacher salaries, cut school funding and supports the voucherization of public schools. That’s why we need to vote him out of office and turn Suffolk County blue.

Democrats stand up for organized labor and the middle class. While Republicans have the wrong priorities, Democrats will continue to fight for teachers and students. We need to close the achievement gap and equip all students with skills needed to succeed in our 21st century economy. In Congress, I’ll put teachers and students first by fully funding our public schools, reducing class sizes, ensuring students have the resources needed for learning and retaining our best teachers in the profession.

Rep. Zeldin’s bill to help big banks On Apr. 11, the U.S. House of Representatives passed H.R. 4293, the deceptively named Stress Test Improvement Act of 2017, introduced by U.S. Rep. Lee Zeldin (R-Shirley). What this bill actually does is weaken key protections of the Dodd-Frank Wall Street Reform and Consumer Protection Act which is designed to prevent another financial meltdown like the one in 2008.

The Dodd-Frank stress test measures a bank’s financial soundness and ability to survive a downturn in the economy without collapsing. It’s conducted by the Federal Reserve and based on data provided by the bank.

Currently, banks are subjected to stress testing twice a year, using three different scenarios, and taking into account a bank’s internal controls, i.e., data analysis and

risk management practices.

Zeldin’s bill weakens all these factors. Instead of twice, stress testing would be conducted only once a year. Instead of three scenarios, there would be only two and consideration of a bank’s internal controls is eliminated entirely. As the 2008 meltdown revealed, banks had sloppy or nonexistent internal controls preventing them from understanding the worthlessness of the toxic assets carried on their books. Some of these banks collapsed.

In his press release touting his bill, Zeldin speaks of community banks and “hardworking men and women.” In reality, DoddFrank stress testing applies only to financial institutions with $50 billion or more on their balance sheet — in other words, the biggest 30 to 40 banks in the country like Wells Fargo, Citigroup and

Goldman Sachs. It has nothing to do with community banks.

The real beneficiaries of this bill are big Wall Street banks, not “hardworking men and women.” In fact, the Federal Reserve has already removed the requirement regarding internal controls from banks with balance sheets of less than $250 billion. That means only the 15 largest banks in the country will benefit from this key section of Zeldin’s bill.

My question to Zeldin is: Why are you spending so much time and effort on helping Wall Street megabanks, which collectively made more than $170 billion in profits in 2016, instead of on the problems of the real “hardworking men and women” of your district?

friend recently told me she’s pregnant with her first child.

She sounded thrilled and anxious. She is, as I’ve known for years, incredibly organized and efficient. She has been a standout in her job for several years.

“What’s the concern?” I asked.

“Everything,” she giggled.

As my children take one standardized test after another, I thought perhaps I would share a test-format version of what to expect when you’re expecting.
