yft has announced a €175 million deal to acquire European taxi platform FREENOW from BMW Group and Mercedes-Benz Mobility. The move marks the US-based firm’s most significant step outside North America and brings Lyft into nine new European countries.

FREENOW brings strong regulatory relationships and European market experience. Lyft, on the other hand, adds digital booking and pricing tools already in place across the US and Canada. Together, the businesses will serve more than 50 million riders annually.

Both companies plan to improve driver transparency and efficiency, offer faster passenger matching, and support cross-platform use between continents.

Over time, drivers can expect clearer earnings information and incentives. Riders could benefit from smoother booking and more consistent pricing.

WHAT HAPPENS NEXT FOR TAXI DRIVERS WORKING ON THE FREENOW PLATFORM? FREENOW say they will continue operating under its own brand, with its existing leadership team in place. For UK drivers, day-to -day operations will remain the same for now.

The app, fleet structure, and booking processes are not changing as part of the initial phase of the deal.

In the longer term, Lyft has signalled a number of updates aimed at drivers. These include better earnings transparency, clearer information around incentive structures, and data on the best times to drive. Such features

have been part of Lyft’s platform in North America, where its app is designed to give drivers more visibility and control over their work.

Lyft has also said the move will strengthen fleet management and improve service levels. UK drivers could benefit from access to more advanced technology for ride matching and fare pricing. However, any integration will be gradual, with no major changes expected until well after the deal closes.

Taxi drivers working with FREENOW in cities such as London, Manchester and Birmingham will likely see the core focus on licensed taxi work remain. FREENOW has built its business on a taxi-first model, and this will continue to be its priority in the UK.

hen people think of licensed taxis in the UK, it’s often the London black cab that springs to mind.

But every city has its own version of the trade, with local vehicles, liveries, and reputations shaped over decades.

From the cream-coloured cabs in Leeds to the black and white cars in Newcastle, the taxi brand exists well beyond the capital. The question is — do UK cities understand the value of these local identities, and are they doing enough to protect them?

In most towns and cities, the taxi trade is one of the most visible services on the streets.

Cabs are seen at stations, airports, and city centres day and night. They often form part of the first impression for visitors. But unlike large commercial brands, most taxi services haven’t been built through advertising or marketing. They’ve grown through local knowledge, familiarity, and visibility.

That makes them unique. But it also makes them vulnerable.

Each city’s taxi brand is shaped by its vehicles, drivers, and service standards. It’s built on trust and repetition. In many areas, passengers know what to expect when they step into a local cab. There’s a recognised level of professionalism, pricing transparency, and regulation. These elements are not easily recreated by newer entrants into the market.

Yet, many local authorities and trade bodies have not made full use of this built-in value.

With the rise of ride-hailing platforms, passengers now have more options — often at the tap of a screen. But speed and cost are not the only factors that matter to customers.

Safety, reliability, and local knowledge still carry weight. That’s where the taxi trade has an edge — if it’s promoted properly.

The Mayor is also calling for wider government support to help drivers transition to cleaner and more accessible vehicles. This includes extending VAT exemptions to new wheelchair-accessible taxis, prolonging the national Plug-In Taxi Grant, and lowering VAT rates for public EV charging.

A 12-week review of licensing policy in Greater Manchester is now underway, led by Sara Todd, Chief Executive of Trafford Council, and supported by consultants ARUP/AECOM. The review will gather views from the taxi trade through questionnaires, surveys, and interviews, aiming to identify improvements in process efficiency, standards, and financial incentives.

As part of the region’s Clean Air Plan, Greater Manchester has secured £8 million to support Hackney carriage drivers in upgrading their vehicles. The review will also explore how private hire drivers can be supported through similar funding options, including low interest loans.

Council leaders have backed proposals to give drivers more time to comply with vehicle emission standards, with a new target date set for the end of 2026. Exemptions for vehicles meeting age-limit conditions will also be considered.

The Mayor said these measures are not just about passenger safety, but also about making Greater Manchester a better place for drivers to work and thrive.

To do that, we need national change in the English Devolution Bill to both devolve taxi powers to city-regions and stop the ability for vehicles and drivers licensed in non-GM authorities to operate here. Such a change will give political leaders more control over measures that impact public safety, vehicle standards, emissions and accessibility.

“But this is as much about making Greater Manchester the best place to be a taxi driver – and safeguarding the livelihoods of our cab drivers – as it is about passengers. They’ve been under immense pressure over the last few years, and we want to get behind them.

“We’re today kickstarting in-depth discussions with the trade. We want to get under the bonnet of the issues that affect them, review how we can improve our own licensing and incentivise them to register here without dropping standards. We’re committed to doing what we can under the current system, but it will only be effective if it’s done in lockstep with change on out of area licensing at a national level.”

GOVERNMENT HELP: QUESTIONS FROM MPS CONTINUE OVER GOVERNMENT’S ROLE IN SUPPORTING LONDON’S BLACK CAB TRADE

Q

uestions remain over how much support the Government will or can offer to help stem the decline in London’s black cab numbers, despite recent efforts from the Mayor of London to highlight the issues holding back the industry through the Taxi and PHV Action Plan.

In the new Action Plan, the Labour Mayor acknowledges that many of the changes needed to secure the future of the capital’s taxi trade require intervention from central Government.

The document outlines intentions to lobby ministers in a bid to address key challenges facing drivers and operators.

The issue was raised in Parliament by Andrew Rosindell MP, who asked what steps were being taken to support the black cab industry in London.

Responding on behalf of the Department for Transport, Minister Simon Lightwood said best practice guidance had already been issued to licensing authorities, with a focus on proportionate regulation, reduced costs, and regular fare reviews.

Lightwood highlighted the role of the Plug-in Taxi Grant (PiTG), a scheme designed to help cab drivers transition to zero-emission capable (ZEC) vehicles. According to the Minister, the grant has backed the purchase of over 10,000 cabs so far,

HARTLEPOOL COUNCIL OPENS CONSULTATION ON NEW TAXI LICENSING POLICY Hartlepool Borough Council has launched a formal consultation on its Draft Private Hire and Hackney Carriage Licensing Policy for 2025. Members of the public, along with taxi and private hire operators, are invited to give their views before the 23 May deadline.

The proposed policy update sets out terms and conditions for licensing drivers, vehicles and operators within the borough.

Key proposals include the removal of all vehicle age limits. Instead, a focus is being placed on emissions compliance, with all vehicles required to meet Euro

6 standards by 1 September 2025. Wheelchair accessible vehicles have a further year to meet the same emissions standard.

Full details of the draft policy changes were presented to the Council’s Licensing Committee on 28 March. Following the consultation, all responses will be reviewed and considered by the committee.

The consultation is set to close on Friday 23 May 2025.

OUT-OF-AREA PRIVATE HIRE DRIVER FOUND GUILTY AND FINED OVER £3,000 FOR ILLEGAL STREET PICKUP IN YORK An out-of-area private hire driver has been fined after unlawfully picking up passengers from the street without a booking.

Zaid Saleem, aged 58, who holds private hire licences with both Wolverhampton and Leeds Councils, was ordered to pay £3,326 by York Magistrates' Court after admitting to the offence.

The illegal pickup was detected during a City of York Council enforcement operation on 25 May 2024.

Licensing officers, posing as passengers, approached Saleem on Clock Tower Way and agreed a fare of £10 to York railway station.

Saleem pleaded guilty at York Magistrates' Court on Thursday 24 April 2025. The court ordered him to Saleem, who drives for ‘Drive Private Hire’, accepted pay a £90 fine, a £36 surcharge and £3,200 in costs. a street pickup near York Racecourse in May 2024.

A joint operation by Avon and Somerset Police, DVSA, and licensing officers from several local authorities has uncovered multiple vehicles operating illegally around Bristol and its airport.

Multiple taxis operating across Telford and surrounding areas were stopped and checked during a traffic enforcement operation led by West Mercia Police.

Operation Kidbrook II took place on the morning of Wednesday 30 April, running for over three hours. Officers from Roads Policing, Safer Neighbourhood Teams and licensing compliance officers from Telford & Wrekin Council gathered at a disused car park off Haybridge Road, next to Telford College.

Among the vehicles brought into the site were licensed taxis from Telford & Wrekin, Shropshire, and Wolverhampton. Senior compliance officers carried out full checks on these vehicles, with several found to have tyres below the legal tread limit of 1.6mm. These were dealt with accordingly.

PC Patrick Quinton, known as the ‘Taxi Cop’, confirmed that enforcement checks led to the suspension of three private hire licences due to serious brake and tyre defects. More significantly, four vehicles were found operating for hire and reward at the airport without the necessary licences or insurance.

icensing enforcement officers from City of Wolverhampton Council joined police and immigration authorities in a joint operation targeting taxi and private hire vehicles in Manchester.

The recent coordinated effort included checks at Manchester Victoria Station. Officers worked alongside British Transport Police North West, Greater Manchester Police City Centre team, as well as licensing teams from Sefton and Salford Councils, and Immigration Enforcement.

A total of 46 vehicles licensed by Wolverhampton Council were stopped and inspected during the operation. Two were found to be in breach of licensing rules. One vehicle was suspended for displaying no front registration plate, while another was taken off the road due to a dangerously damaged alloy wheel.

The operation formed part of wider efforts to ensure vehicle and driver safety for passengers travelling from key transport hubs late at night.

A Public Protection spokesperson from City of Wolverhampton Council said the checks were aimed at ensuring public safety.
