Summary of Position: The Smoking Cessation Project Officer is required to work with a high degree of autonomy in setting priorities, exercising initiative and professional judgement.

The role is statewide and responsible for developing and fostering networks and relationships with TasCOSS Members, Department of Health funded organisations and other stakeholders throughout the duration of the project, from development to implementation.

The role will be required to carry out extensive stakeholder engagement and community consultation with the intention of: • Understanding the current role of community service organisations in supporting smoking cessation; and • Creating a future vision for community service organisations and their potential role in supporting smoking cessation, including ideas on how to overcome any barriers and investment required to achieve this.

Some intra/inter-state travel and occasional out-of-hours work may be required.

Key Responsibilities/Tasks: 1. To deliver the Community services supporting smoking cessation project as outlined in the project plan through the following activities: a. To form and coordinate the steering committee and provide administrative support to the group. b. Work in collaboration with key stakeholders to ensure the project is supported by previous research and evidence in the smoking cessation area. c. Undertake industry/sector-wide consultation.

d. Develop resources in collaboration with key stakeholders and community service organisations that reflect the outputs of the consultation. e. Incorporate case studies to support outcomes of the project with support from key stakeholders. f. Provide an evaluation report that includes baseline summary, description and outcomes from the consultation process, project finding and evaluation of the project.

Assist with providing timely and accurate reports to the funding body and the TasCOSS Board on a regular basis as per the service agreement, in collaboration with the CEO. Develop and maintain effective relationships with key stakeholders, including the community services industry, government agencies and officers, corporate stakeholders and other relevant bodies.

Assist in the development of relevant community services industry policy.

Represent TasCOSS and its agreed policy positions on key forums and meetings related to the work of the Sector Development Team.

Assist in effective record keeping and data collection systems within TasCOSS. Undertake other duties relevant to the role as directed.

Selection Criteria:

Essential 1. An understanding of the nature, role and challenges faced by the community services industry and demonstrated commitment to the principles of social justice and impact smoking has on poverty and disadvantage.

2. An understanding of the role of community service organisations in supporting smoking cessation, particularly among priority populations as identified in the Tasmanian Tobacco Control Plan 2017–2021.

3. Well-developed project management skills and a commitment to a continual improvement approach to projects.

4. Demonstrated skills and knowledge in community consultation, development and capacity-building.

5. Demonstrated ability to work autonomously and cooperatively within a team in a fast-paced, rapidly-changing environment, while meeting deadlines and contributing to a positive workplace culture.

6. High level oral and written communication skills, including stakeholder communication processes, group facilitation and presentation skills, committee meeting procedures, report writing and verbal briefings.

7. Demonstrated ability to interpret existing evidence and research to inform the process and implementation of the project.

8. Well-developed organisational and information technology skills.

9. A post-graduate or tertiary qualification in a relevant discipline or equivalent relevant experience and knowledge.

10. Current Working with Vulnerable People registration and National Police Check or ability to obtain registration.

11. A current Tasmanian driver’s licence.

Desirable 1. Understanding of the nature and role of peak industry bodies.
