Enright loves sharing the uniqueness of Taos with potential buyers. She acknowledges that Taos is an unusual market for real estate, with luxury homes set in neighborhoods among modest houses and manufactured homes. She says “Taos is not for everyone. It’s a wild blend of ethnic groups, religious and socioeconomic groups and then some very unique individuals.” She points out one thing that makes Taos special is that only about 30 percent of the land is privately owned. The Taos market follows its own unique pattern. “2015 saw our market have a little surge, but 2016 has had its ups and downs,” Enright said. “Our lack of good inventory under $350,000 has slowed sales. The election has probably slowed sales. Uncertainty in some world markets has given some buyers pause and the ups and downs of oil hasn’t helped.” For sellers, she advises, “Homes need to be priced competitively. Sellers need to have their property in good shape and make sure that it will show well in order to get it sold. It also needs super photos and maximum exposure. That’s where we come in.” For buyers, she says that there are more regulations on lending in recent years, but rates are still low – 3.5% lower than the 30-year average. Tell us about how the long-term rental business works. We focus on one-year leases for the 90-100 properties that we manage. We choose both our properties and tenants carefully, because we have to balance what the owner wants – the most rent possible – and the ability of people to pay in Taos. We require three months of rent upfront (first, last and deposit). What happens when a rental unit needs repairs? We have worked with a stable of dependable contractors for years, and they know what we require. When owners self-managed, they had difficulty getting repairs done. But now, we make it much easier. And, tenants seem to call more these days, but we are here to resolve any issues. Also, we submit monthly reports to owners – complete with photos – so they stay up to date of the condition of their properties. What’s driving the demand for rentals in Taos? New rental construction hasn’t come back, and the cost of buying a home is pretty high here. Rental services like VRBO and AirBnB are competing in this market, and second-home owners want to get something out of their investment. As for tenants, the hospital is contracting with more temporary nurses and doctors, who need a play to stay but aren’t here long enough to buy. New ownership at Taos Ski Valley is hiring more from out of town, and more “DINKS”(couples with double income but no kids) who can telecommute continue to make Taos their home and office. How’s the longevity of tenants in this market? I’d say that 60 percent of our rentals are locals who have re-upped for a number of years. They know all-too-well the high cost of buying. The other 40 percent is new in the last couple of years. For me, it’s an indication of how special Taos is for people and how they will figure out a way to stay.

Meet Jolie Jones of Digs Property Management By AnDy Dennison

Jolie, how did you get to Taos? I’m from Texas, and skied a lot at Taos Ski Valley. About 16 years ago, I moved from Portland, Oregon to Arroyo Seco, and took a job in the food and beverage department at TSV. I met a lot of people there – including Pinon Investment’s Evan Blish. Plus, it was great training for real estate in keeping track of details, coordinating several things at once, solving issues and managing people. How did Digs Property Management get started? In 2008, I was at Pinon Investments when the real estate market really dropped. Sales volume and supply had declined, and we needed to branch out. Originally, Digs provided periodic second-home inspections, kept track of utilities and sent a report to the owners. From there, we went into long-term rentals.

Are there any changes influencing the long-term rental market? Yes. The town of Taos is now requiring owners of rental properties to collect and file lodger’s taxes. That’s 6 percent on top of the rent, and they need to be filed regularly. We handle that. And there are regulations, such as for lighting, which have to be complied with. And, it looks like a few contractors are working on building rental properties. The problem is, as always in Taos, the price of dirt (undeveloped land) is expensive, and construction costs have stayed high. What’s a typical day like in the offices of Digs Property Management? I’m a bit like an air traffic controller. Every day is different, and our motto is, “It’s never boring.” Luckily, everyone in the office is local, and they all work hard to keep people in Taos. Angelina Weatherly is our rental coordinator; she takes rental inquiries, responds to tenant issues and lines up subcontractors. Jamaica Ramsey is our bookkeeper and trust accountant, responsible for security deposits and monthly reports to owners. And Ramona Montoya handles our property inspections. Since about 98 percent of our customers find us online, we have to keep close track of the web, too. What do you enjoy most about this business? Most of all, I love that we fulfill a need for the community. I love Taos and all my employees grew up here, so we know very well the challenges that we all face with housing here. We also love that we can find a perfect fit between tenant and property owner so that everyone is happy, and the same tenant stays at the same property for the long term. A

n adobe home stands out as an architectural classic. Its quiet elegance lies in its simplicity, and its contoured corners are harmonious with the natural surroundings. And that’s just the exterior. Modern-day interiors are graced with charm and character –– and a warmth that invites one to enter.

The fully restored adobe home at 7196 NM 518 in Talpa is one such example. Owner Gary Conrad purchased the 2-bedroom/3-bath house in 2004 and kept a photographic record of its journey from an outmoded, untended property, to a prime example of traditional pueblo-style architecture on the historic Talpa ridge. The main portion of the house is estimated to have been built in 1916.

Realtor Lisa Davis agrees: “He is one of the preeminent custom door builders in the area. ‘Pete Barlow doors’ are a selling point.” In the gallery entry, you are immediately impressed with the home’s size, its natural light, and the smoothness of its rounded walls. There also is a peace that embraces you. That’s because adobe homes are made of thick walls. Davis, who has lived in and restored her own adobe home, explains. “Nothing is as peaceful and quiet,” she says. “It’s a stillness you just can’t replicate.” Entering the great room, your vision beholds the size of the gathering space, yet it retains an intimate feel with a viga-beamed and coved ceiling, central kiva fireplace, and flagstone floor.

“I have restored several houses throughout the Dallas area. This was my first adobe. This house has a history and I felt it needed care. I wanted it to be a careful, thoughtful project that was well-executed,” says Conrad.

“The great room is bigger than it looks. Every year, I host a little get-together. My friend is an entertainer. We had eighty-four people seated in that room for a performance and had chairs left over,” Conrad says.

The house sits on three acres and is considerably set back from the road. A long gravel driveway leads to the main entrance. A low-walled front courtyard has new landscaping created by Conrad to accompany and enhance an ancient cherry tree.

The great room is the heart of the home. One end adjoins a cozy TV room/ den. In the other direction, the living area flows into the dining room, which has French doors to lead you outside to the middle courtyard. Throughout the home, sunlight filters through divided-light windows.

“I put in the grass to soften it up. I wanted to start the picture frame by having a soft, quiet walkway. That cherry tree is sometimes prolific,” says Conrad.

“The fountain in the interior courtyard is lit and the trees are lit. At night, you don’t look out and see a black hole,” says Conrad.

A flowing flagstone pathway leads visitors to the front door of the house. All of the doors in the house are thick and brand new but are made to look “old.” They are all custom-made and hand-planed by Peter Barlow of Taos Door & Hardware Company. “The doors are one of my favorite parts of the whole house. Working with Pete was terrific. When you know the artist and work with him, you see he is very meticulous,” says Conrad.

The eat-in, galley kitchen has a Viking four-burner stove, Sub-Zero refrigerator with bottom freezer drawer, and a dishwasher. The appliances, cupboards, and drawers are all wood covered. The kitchen’s length serves as a bridge between the living area and master bedroom. For its full restoration, Conrad drew on decades of experience and was careful not to date the house with a trendy kitchen countertop. “I didn’t want to look down the galley kitchen and see a whole piece of stone that would be real heavy and wouldn’t be a nice transition between the two

ends of the house,” says Conrad. “I wanted to maximize the space and make it timeless.”

that. Your eyes don’t stop at the end of the brick. Instead it invites you to walk out further from under the portal to see the stars, the mountains.”

He hired Chris Taylor, a local artisan, to do something soft that would help expand the kitchen in view and tie the two ends together. They came up with a simple tile that is light, neutral, and almost the same color as the walls to make the kitchen appear bigger, not smaller.

Conrad describes his contractor, the Andy Garcia family, as an extraordinary team of artisans and true teammates. Their work, expertise, skills, honesty and knowledge about how to work with and restore traditional adobe was the catalyst for Conrad to push on with the full-scale restoration project.

“Chris cut that tile in a way that is very different from any tile you’ve ever seen. It’s one of a kind,” says Conrad.

For just a few examples, the team chiseled into all of the interior adobe walls to install all-new electrical wiring; applied a stunning, smooth plaster finish on the interior walls; built front and middle courtyard adobe walls; built a new kiva fireplace in the master bedroom; enlarged the kiva fireplace in the living room; and restored the cove and beam ceilings.

The master bedroom has its own kiva, sitting area, and en-suite bath with a Jacuzzi tub. French doors lead you out onto the back portal –– which offers sweeping views of the Ranchos de Taos valley, the Picuris mountain range, and stunning western views of the mesa. On any given day, horses lazily graze in the pastures below. Enchanted Homes asked Conrad what it’s like to have such spectacular views outside his master bedroom. “It’s pretty special. On nights with a full moon, you can lie there and look out from the bed. The house has so many of those kinds of things,” he said. For the back portal landscaping, Conrad added flagstone as a natural blockade between the native grasses and landscaping. “I like to use outdoor lighting,” Conrad says. “The landscape lighting softens

“In frame construction, if you want to move or expand walls or add French doors, you can get it done in a day. What I learned with thick adobe walls is that it takes considerably more effort. We had to install two massive beams for the French doors. The team that I worked with are artisans not construction people,” says Conrad. Talpa ridge brims with history, culture and beauty. The area was originally occupied thousands of years ago by Taos Pueblo ancestors, and then settled along with nearby Ranchos de Taos in the early 18th century. “This home is representative of the true Taos character. It reflects the heritage of the area. It’s a very spiritual place,” said Conrad.

T

he two circumstances merged nicely, as Norden morphed into a “resort consultant” and helped build winter resorts in Japan so the world’s richest nation could “slow down and experience leisure.” He got resorts going in South Korea, too, and gained valuable experience in the operations of a ski and snowboard mountain. “I was fortunate,” Norden said during a recent interview with Enchanted Homes. “I had the perfect resume for the moment.” When he got back to the states – that new resume in hand – Norden found that North America also needed his skills. He hired on at Stowe in Vermont, one of the most famed ski mountains in the country, but like many, was in disrepair due to neglect. “Stowe hadn’t had any investment in 30, 40 years,” Norden said. “The infrastructure was crumbling, we had dirt parking lots, not much of a base lodge, and only a few beds in the valley.” Owner AIG, which has treated Stowe like its private mountain for years, decided to put money into its investment. The immediate goal was to create a bed base that would put more people on the hill for longer periods of time. And, secondarily, AIG wanted a fourseason resort. After getting Stowe onto the right track, Norden headed west to Aspen Highlands, another iconic “skiers” hill that had fallen behind due to lack of investment. Aspen Ski Corp., owners of Aspen Mountain, Snowmass and Buttermilk, had bought Highlands. They hired Norden to help develop a base village.

Does all this sound eerily familiar? If so, jump to 2016 and you’ll find Norden, now the new CEO at Taos Ski Valley, sitting in his office with a relaxed demeanor as he once again oversees a massive facelift at an iconic “skiers” mountain. Like at other resorts, he’s here courtesy of a multi-million-dollar investment by a deep-pocketed owner – this time, hedge fund manager Louis Bacon. While he’s quick to point out that he’s not trying to “make Taos into Stowe” or Aspen Highlands, “My job is to get Taos Ski Valley back, and do it would changing much,” he says. Norden sees parallels among Taos Ski Valley and the other resorts where he has worked. “Much is similar, but much is different,” Norden said. “Like them all, we want more beds at the base and a four-season experience – plus a retention of the character and personality that made these resorts famous in the first place.” To that end, Norden has spent his first couple of months “in listening

mode.” He’s heard what people think of the mountain, what they’d like to see for improvements, and their fears that Taos would become Aspen – or worse – Vail. He heard the myths that have disseminated over the years: Taos is too steep; they don’t allow snowboarders; the cell service is spotty; the chairlifts stop too much; and, there’s not much beginner terrain. As The Blake Hotel goes up outside his window, he talked about the conclusions he’s come to: “The prefix mega- isn’t in our vocabulary. We have no desire to go for glitz and glamour. I’ve learned how important the spirituality and soulfulness of this place is. There’s cultural intimacy here that can’t be duplicated.” Practically, Norden knows that TSV sits in a “very tight valley” that naturally constrains what can be done. One job that has been accomplished has to bring 21st-century utilities to the ski valley. After two seasons of work, fiber optic cable now rings the mountain, Wi-Fi and phone service now covers most of the hill, and what was once an eight-line phone system now has thousands. Natural gas is now in the valley – as is a heartier, more dependable electrical network to keep the lifts running. The mountain’s snowmaking infrastructure continues to modernize. There’s been more thinning in the steep glades of Ernie’s and North American, and the 80-room Blake Hotel is set to open February 1. “I’ve still got lots to learn about this place, and the improvements we’re doing,” said Norden. “With The Blake, we will learn how pedestrian traffic circulates around the base, what guests say they want, how locals perceive it. “Eventually, there will new developments for more beds, both in lodging and on neighboring real estate,” Norden said. “But many things will always be the same: the Alpine nature of the place, the deep historical connections here.” Norden put on his PR hat to make a final point: “Be sure to let people know that we have a high percentage of beginner terrain here. We’ve got a worldclass ski school. “There is no better place for a beginner to become an expert than at Taos,” he said.

TRID and The Closing Disclosure By DONNA NELSON

O

ctober 3rd marked the one-year anniversary of TRID, the TILA-RESPA Integrated Disclosure Rule – an acronym for the Real Estate Procedure Act and the Truth in Lending Act, also referred to as the “Know Before You Owe” rule.

This new rule implemented changes in the mortgage industry by creating new disclosures at the beginning and end of the loan process – with the effort to bring more transparency to the borrower and an easier format to understand. The two new disclosures are the loan estimate and closing disclosure. The loan estimate is emailed to the borrower once the loan has been submitted to the designated lender. It details the loan amount, quoted interest rate and estimated closing fees that were disclosed by the loan officer at the initial meeting. Should anything change during the loan process – such as the loan amount, interest rate or term of the loan – a revised loan estimate will be generated and sent to the borrower as confirmation that those changes were implemented. The closing disclosure replaced what was commonly known as the HUD-1 or settlement statement. The closing disclosure is typically a 6-page document that outlines final loan terms and closing costs, as well as information regarding all parties involved in the transaction from the title company, to the realtors and mortgage broker. The first page includes the loan terms, the loan amount, a prepayment penalty and balloon disclosure, projected payments that include the principal and interest payment, mortgage insurance (if applicable) and estimated escrows for tax and insurance. Costs at closing include closing costs and the amount of down payment. In the case of a refinance it may include a dollar amount that the borrower receives, or an amount the borrower needs to bring to the closing table. The second page details loan costs, title fees and escrows. The third page reflects the final amount for cash to close, including down payment, closing costs less the

initial deposit in good faith monies, and any seller or lender credits applicable. Page three also details a summary of the transaction reflecting the sales price, loan amount, and any credits applied. At the bottom of the page is the amount that the borrower needs to bring to the closing table. Page four describes loan disclosures regarding the assumption of the loan, late payments, negative amortization, partial payments and the escrow account. Page five outlines the loan calculation – which is similar to the Truth in Lending clause that details the total payments over the life of the loan – finance charge, APR and total interest paid over the loan term. Page five also discloses contact information for the lender, mortgage broker, real estate brokers and settlement agent. All license information is included. Page six includes borrower and seller contact information. The closing disclosure is generated at the point where the loan is in final clear-to-close status. The CD is emailed to the borrower and he or she is required to open and acknowledge receipt to start the three-day clock. The borrower is required to have three days to review the disclosure for any discrepancies. The three days includes all business days, as well as Saturdays, but excluding Sundays and holidays. As a result of the 3-day requirement for borrowers review, we have to allow for an extra week prior to closing for the CD to be generated and closing documents ordered. This can get a bit tricky since essentially we need another week added on to the date of escrow to comply with the threeday rule. Mountain Retreat Treasures By Harvey Blaustein

M

ost who come to Taos associate this town at the base of the Sangre de Cristos with a place to have a mountain retreat. For those folks, a retreat is a refuge, a place to get away, a haven from the stresses of every day life we try to escape as best as we can, whenever we can. My purpose in this column is to provide to those that may not be as familiar with our market as those that live here already – and if any of those folks get some good information from me, all the better.

no neighbors in site, but he lives truly “off the land,” as he is off the grid and runs water through a garden house using gravity from a natural spring for home use. His retreat, an old trailer, may not be for everyone and is likely quite challenging in the cold of early January. But this guy wouldn’t have it any other way. He will sell you the land with the natural spring on it, too, so long as you allow him to continue to use it as well. Here, one lives in wilderness – truly. And that spring is like nothing I’ve ever seen.

This will be a guide to options for that mountain retreat so many covet and will generally address them starting at the lower end of the financial scale, working up to a whole mountain top – or damn close.

Coming even closer, one gets the foothills nearer to Taos. In the areas of El Salto and the Canon Foothills one will find the most expensive residential land in our market. Simply, one pays a premium for trees and surface water in high-desert climate – and the closer one gets to town, the smaller the lots sizes tend to be. So, one might find an acre in El Salto or two in the Canon Foothills, but more likely 3 acres in upper Weimer, 5 or 6 acres in the Talpa foothills, and 10 acres further south in Stakeout. This is the upper end of our market where a home site once sold for $250 thousand to $300 thousand, but no more. At least, not yet.

To me, the best land – meaning the most trees, with the best views –for the money in our market, is found in Mountain Valley Acres, north of Questa. (I quickly note for those that may not know that there may be real water issues in the town, but this is north of it, water flows downhill, and no one has ever questioned the potability here.) In the upper part of this subdivision, one can buy 3 acres with a gazillion huge ponderosa pines and a west-facing orientation looking out over the valley towards the setting sun for under $30,000. Here, restrictions are basic and house size is minimal, but the price of a well may cost more than the land. Some will collect water, others will buy and store, and others just dig and hope for a well share down the road that will bring them back half of what they paid. Among the advantages, one can hike into the wilderness from here and likely hike to hunting grounds. If you don’t want to be quite that far out, I suggest you consider San Cristobal, where one can live right up to national forest. I helped a friend buy a house where the eves of the roof hang over government land. She can hike right out her door and sees more animal tracks and scat than human signs. For her, this is her perfect mountain retreat as she is hermitic and doesn’t want to be found. There are one-acre lots and houses already in place for those attracted to this valley. In a different direction, I have a friend and client who lives in Apache Canyon, off the road to Angel Fire. Here, he not only lives in virgin forest with 70

I lived in the Canon foothills for years and loved the wilderness feel and sounds, although I was a mere 2 miles from the plaza. I treasured that I could hike from my house into wilderness and sit in places that maybe no one had ever sat before. To me, that’s cool. And then, if you not only want to have a mountain retreat but own the whole sucker, I have access to 192 acres (more or less) in the upper area of El Salto, not on the market, but for sale. This is virgin forest, heavily wooded and truly for those that want to be away. Heck, you may need to leave a trail just to get back to your house or cabin because the brush is so thick. There are few roads here, no utilities and the slope of the land may require variances for development, but if you are into king of the hill, I know where the crown is! Different folks will define mountain retreats in different ways. Here, Mother Nature supplies the mountain and you provide the retreat. But the choices are big and broad, so come realize your vision.
