Welcome to a Summer issue of the Tangmere News, which is intended to cover July, August and September. The June issue of the Tangmere News was circulated as a digital copy with a small number of printed copies delivered to residents who requested them. This issue like all issues before Covid (BC) should once again have found it’s way to residents through their letterbox but can still be found as a digital version using the online magazine platform issuu https://issuu.com/tangmere-news and as a pdf to download from the Parish website www.tangmere-online.co.uk.

The front cover shows the new play equipment installed on the recreation field funded by a new homes bonus grant.

For those of you who are keen ornithologists and interested in local species you may well enjoy the entry on page 16 which could become a regular inclusion.

The Proud to Care Team are pleased to announce we are running an online recruitment campaign across West Sussex in August.

The Proud to Care Team helps promote jobs in care by supporting potential candidates to discover opportunities working in care, as well as helping care providers across West Sussex with recruitment.

This campaign is focused on supporting the care sector over the Summer months and helping candidates looking for work find suitable roles in Care. We will be looking to support people looking for temporary work or those available for full time hours over the summer who may look to do part time after this.

Care is an incredibly rewarding job where people can make a real difference in their community. All care providers offer full training, and many do not require candidates to have any prior experience. Just a positive attitude and a caring nature.

This is a completely free service being offered by West Sussex County Council to support potential candidates find jobs in care.

We would appreciate any support you can offer in helping us promote our service.

Neighbourhood Watch

Things have moved on in some ways but not in others since our last edition of Tangmere News. I, personally am still shielding and I am sure there are many others who are not confident to be out and about yet for whatever reason.

There are a couple of issues of ASB that I would like to flag up, the first is the number of motorbikes with either faulty exhausts or deliberately altered exhausts to make extreme noise. They seem to need to rev them to the extreme to make maximum impact and annoyance. These can be reported online to operationcrackdown.org, I appreciate it is not easy to take down number plates and descriptions as they whizz by, but I live in hope of catching just one of them.

The other sad ASB that has been going on is desecration of our lovely Community Orchard. This is being littered with everything including dangerous broken glass. The fruit trees are being pulled about, branches ripped off, the fruit just seems to be fodder for throwing around. It is used a lot during the day by parents with young children to run around and dog owners to let their dogs safely off the lead. However, in the evening and overnight it is becoming a gathering place for drinking, drugs and even camping. Last year we had to remove the BBQ as it had been destroyed yet again. The Community Wardens have been made aware, and if anyone sees any ASB or inappropriate behaviour in the Orchard, please inform the Community Wardens (phone numbers in the magazine). This should be a safe, happy place for residents to enjoy, not a NO GO AREA. Scam warning. This is the message sent to me from my bank.

‘We’ll NEVER ask you to send money to a ‘safe account’ using mobile or online banking. If someone asks you to it’s a fraudster even if they say the name of your bank just HANG UP.’ Please don’t be caught by this scam people still are every day and losing thousands of pounds.

Community Wardens

Well what a year so far, we started 2020 with an air of positivity for the year to come and then, bam, out of nowhere, an international pandemic, definitely words I never thought I would be saying. This has brought with it, some challenges.

We had to change the way we did things. Dawn was required to work from home; luckily she is well practiced at ordering me about, so no problems there. I jumped in to a new way of working. Community engagement has always been a large part of this role; this is made really difficult as we were not allowed into houses unless there were exceptional circumstances. So for the first few weeks we concentrated on helping who we could with shopping, prescription deliveries and advice, we spoke to a few people about lockdown rules and social distancing. As a whole the local community was great at following the rules, but sadly there were a few that thought the rules didn’t apply.

Everyone has had to learn a new way of living, being stuck at home and only able to go out for a short time has been hard on many, having to suddenly become a teacher, full time entertainer and parent has been a challenge for all the parents out there. Not being able to do things that we all take for granted like, meeting for a coffee or going to the gym have all made this time harder, but I have noticed so many more families doing things together, grass roots things. Spending time with one another making our own entertainment, a kick about on the field, getting back to family values because we have been forced to re-evaluate how we spend our time. There are positives to take from this pandemic; hopefully we can all learn what is really important and take something forward from the struggle of the last few months.

Our community stepped up and really came together throughout the crisis, helping to make sure that those that needed help didn’t fall through the cracks. The pandemic has shown what a delicate balancing act mental health can be. I have been visiting people throughout the pandemic to make sure that they are coping, to see If there is anything we can do to help allay their fears and to bring a smile to their face for a few minutes of the day. I have even employed my Dog to make some visits and cheer some residents up. If it wasn’t for the way that Tangmere came together and helped one another, there is no way that we could have coped with the influx of jobs that would have been created. So on behalf of Dawn and I, Thank you all for your efforts.

We have still been dealing with some of the usual things, fly tipping went up whilst the tips were closed, Neighbour disputes increased, the illegal use of motorcycles on the airfield and footpaths also went up, but with help from our partner agencies we are dealing with these irritations. Litter has been a particular problem around the skate park area. We have spoken to users but I am asking all you parents, please reiterate to your young people that litter belongs in the bin. There are plenty of bins in the area so there really is no excuse!

The Parish Council has continued to work alongside volunteers to organise fresh food deliveries to residents in the village who are struggling to arrange shopping during the current crisis.

Food is being donated to us by Cooks shop in Chichester, UK Harvest, Barfoot growers and a collection of supermarkets working with Bognor Churches’ charity arm. There have also been local businesses and local residents cooking up meals with fresh produce that is donated in quantities too large to distribute in one go.

I would like to thank all the residents who have joined in, either by delivering or organising the fresh vegetables, cooking or collecting and devising recipes to use the produce.

The Council has also received a grant from Clarion homes to assist with this enterprise.

At present there are no plans to suspend this service; whilst the fresh food continues to be available, the team shall continue to distribute it.

At the time of writing the bund around the recreation field is nearing completion, with the wild flower seeding being covered with moisture retaining material.

With the weather so hot I appreciate that germinating seed will be a struggle, but once the mound has green growth on it I expect it will disappear into the background!

including the new apparatus that was installed in June.

Even as this item is opened, the council is seeking quotes to provide a set of swings and a roundabout to add to the equipment. These items are being funded by grants from CDC, and every year the council has the chance to propose new facilities in the village.

If you would like to see some new facility in the village, please let us know, residents are encouraged to make suggestions for the use of grant funding.

Chichester District Council recently confirmed that the Compulsory Purchase Order for the strategic site at Tangmere will proceed. During the lockdown the progress was halted, which raised the risk that a speculative planning application may have been submitted for a part of the site.

The grave danger with smaller piecemeal developments is that they would not attract the amount of infrastructure that a large application would be obliged to provide.

The history of housing development in Tangmere in small parcels has resulted in a shortage of community facilities that are needed in the village.

Ensuring that the whole site is planned in one piece has always been our only option to deliver a new primary school for example, and the provision of sports facilities and the protection of the historic setting of St Andrews Church.

TANGMERE PRIMARY ACADEMY Working differently during lockdown

The TPA community have, like everyone, had to adapt during the lock down, while being open for key worker and vulnerable families. Staff have thought carefully about a range of learning opportunities that can take place at home, to create weekly Home Learning Packs.

Even though we have not been able to come together at school, we have been keen to ensure that everyone still felt part of the school community. Therefore, each week a Family learning Challenge is shared for families to choose to take part in knowing that other families will be taking part too. Families are invited to send in photos of their family taking part in these challenges which can then be shared on the school website and Facebook page.

To continue to keep in touch teachers have phoned families and sent each child a letter to let them know what they have been getting up to during the lockdown.

Staff have been excited to receive emails back from families to see what activities they have been accessing at home.

As a school we are very aware that this is a difficult time for many families for a range of reasons, and have been keen to support in whatever way we can. During term times many of our children access instrumental lessons from IMM who have continued to work with some students during lockdown. Inclusive Music and Movement have been super proud of students and parents alike as instrumental and vocal lessons have moved online. They are proving to be very successful with some excellent progress taking place. New students welcome at any point. Well done everyone!

Tangmere Flower Club Diary Date 11th September 2020 Only if The Village Centre can reopen in September!

Demonstrator to be announced and subject to confirmation Competition: Hey Diddle Diddle We are really missing our monthly demonstrations and getting together each month. We hope that everyone is well and still in good spirits.

We will put in place all the social distancing and cleaning requirements for our members and friends. Do please bring your own mask with you and a drink if you require one. Also please bring correct money for visitor entry and raffle tickets as no change will be given!

We meet in the large hall at Tangmere Village Centre on the second Friday of the Month at 7.30pm for just £4.50 per session for visitors.

Flower raffle 50p a ticket and a sales table that will operate as “take an item and leave a money donation”.

Welcome to new readers!

Covid 19 situation at Tangmere Medical Centre Remember that Reception is now at the Admin office window.

Patients cannot just walk into the surgery Message from Practice Manager Joanna Reiss We are still taking temperatures to ensure that Covid patients are kept away from the surgery. We have a portacabin in the car park for suspected cases but have not had to use it which is good news.

We are doing routine work and are seeing patients for blood tests, smears and chronic disease reviews. Because we are having to clean down between patients, it has reduced the number of patients that we can see and we are trying to do telephone/ video reviews where possible. It is disappointing that even now we have patients who fail to keep their appointments. We have been running smear clinics on Saturday mornings. Last week we had two ladies who missed their appointments, despite only making them a few days before. A waste of an hour.

We are planning on doing our flu clinics on Saturday mornings, hopefully starting in October- the first delivery will be at the end of September – patients will be contacted nearer the time.

It is really difficult to know how many vaccines we will need- we had to order last October for this year. The order was made on the basis of the number who normally have a vaccine plus 10%. We have to pay for the vaccine and are only able to return 10% so its a fine line between over ordering and getting stuck with the stock and under ordering and running out.

Walks Most people are walking around the village and the cricket field at present, but as soon as lockdown permits we will resume our group walks in other areas around Chichester.

Hopefully rehearsals will start again in September when the Parish Council have decided the Village Centre will reopen. We hope to have our annual Pantomime in December but this will be governed by Government Regulations. More details will be provided, as we progress, on our Tangmere Players Facebook page. To keep you guessing what the Pantomime will be - "Uncle? I haven't got an uncle!"

Rehearsals will hopefully start again Monday 7th September in the main hall of the village centre, 7-9pm.

Comments from your District and County Councillor Though there have been relaxations in the Covid-19 restrictions, there still remains the need to avoid complacency as this virus has not gone away either in this country or the world. WSCC’s Community Hub (contact 03302 227 980) is still operating, co-ordinating the support for shielded residents and keeping in touch with them. The experience gained over the last few months and capacity built up is there to deal with future outbreaks.

The length and depth of the economic recession is unknown. Locally, the loss of major events and social distancing in venues and businesses pose considerable challenges, as taxpayer support cannot endure forever. There is a need promote all of the visitor assets in our area and CDC intends to expand its support for Visit Chichester which promotes the local visitor economy. This platform provides an important opportunity for local businesses to improve their visibility to not only to the wider public, but also to each other so links are improved.

The horticultural industry is also a major part of the local economy, increasingly so given the economic challenges in other sectors. To be competitive, major growers need large areas of flat ground with good road links to put their large glasshouse and associated buildings on.

These developments pose significant challenges in terms of landscape and road impact, which can limit where they

could go. Achieving progress in the Tangmere Horticulture Development Area, which has the necessary topography and road link, has not taken place for various reasons. As seen elsewhere, a Compulsory Purchase Order is a necessary measure to bring forward land for development in an appropriate manner.

As Planning Policy reacts to address economic issues, the debate over CDC’s Horticultural policies will be significant.

On 15 July, CDC’s annual housing target changed from 435 to 628 as the current Local Plan is now 5 years old. The review process has involved considerable evidence gathering and evolving requirements. Until it is through the examination process (expected to be next year), CDC will face a number of difficult housing applications where the lack of a 5 year housing supply will be a major material consideration.

On my litter picking rounds, it is saddening to see the large amount of drinks bottles, cans, junk food wrappers and smoking related waste. Apart from the environmental damage and the spending choices individuals are making, one wonders whether the current public health crisis, where those with underlying health issues have been very vulnerable, has got through to some. It has also been a very dry summer so far, so the risk of brush fires is high – smokers and BBQers please note.

As walking and cycling is now more important than ever, please cut back your hedges from overhanging our roads and pavements.

Times Past……. Number 10 Taken from the parish magazine 1898: “we are trying to get and when we have got, to keep our churchyard in somewhat better order than it is at the moment. For this purpose we are starting a CHURCHYARD FUND. So far we have received a number of donations from none other than the Dean of Chichester and other local landowners.

We feel sure that there will be others in Tangmere who will be glad to contribute something towards the keeping up of what should be the best cared garden in the Parish, because it is GOD’s Acre.”

Things have moved on and those who started the process of maintaining a lovely quiet garden will be honoured and pleased with how the upkeep and maintenance has continued. I attach a photograph taken recently which shows the church grounds and in particular the war graves which are maintained by the War graves Commission in conjunction with the Parochial Parish Council of St Andrews Church Tangmere.

An extract from 1897 concerning the Parish Magazine: “The Parish Magazine has justified its existence amongst us. It has survived a whole year and looks as if it might possibly go for another . It is is taken in, as it is, without one single exception, by every householder and dwelling house in this parish and other locally we just that none feels taken in by its contents. “””you’ll never find anything to say in Tangmere”””” said a friend by way of discouragement when we explained our plan to start a magazine. but we have had other comments who have a good deal to say take aunt emma who lives in Boxgrove “””””don’t know nuffink till our lizzie has brought her that tangmerer newsy thingy!!!!””””

Tangmere Parish Magazine was first published by the Rector and his team in the late 1890’s. There are a few copies held by individuals from this date.

But, and here is a big problem, there are some large gaps especially around the war years. Anyone interested in local history could usefully look into this problem to locate and identify any of the missing issues. From around 1980s the Parish church produced a publication edited by Phil Haynes and paid for in part by an annual subscription. Now Tangmere Parish Council undertook to produce a news letter first issue was edited by John and Betty Rudkin and delivered to every house in the parish by neighbourhood volunteers. When they moved from the village the editorial team changed but the magazine continues to be produced in a modern format.

Hellcats Cheerleaders Hear Our Roar!

HELLCATS CHEERLEADERS is an inclusive community cheerleading programme based at Tangmere Primary Academy on evenings and weekends. Open to anyone who wants to cheer or dance, no matter what their experience or ability. Hellcats have classes from ages 3 – adult across various competitive and recreational all-star cheerleading, dance and gymnastics classes.

What is All-star cheerleading I hear you ask? If you haven’t been one of those finding yourself bingeing ‘Cheer’ on Netflix over lockdown (I recommend you do so) and you have no experience of cheerleading, you will probably assume that what we do is jump around with pom poms. Gone are the days where this is what cheerleading is (although we do still shake the odd pom from time to time). This generation’s cheerleaders are athletes that dance, jump, tumble, fly and throw (and catch!) each other.

Cheerleading is taking the UK by storm, as more and more children want to get involved in this exciting sport. So the government’s announcement on the phased return to indoor sports is welcomed news and we can’t wait to have all our current athletes back as well as say hello to some new faces.

This year we are adding three exciting new competition teams to our pride. We will have our first Masters team, which is an adult only team. Aimed at those aged 20+ (no upper age limit) that either used to cheer or want to try it for the first time to keep fit.

As well as opening our doors to older cheerleaders, we are also going to be having our first ‘mini’ level competition team, meaning our younger cheerleaders can now compete from age 5 if they want to rather than having to wait until they are 7.

Our final new team this season is going to be taking cheerleading back to its roots as we have our first competitive pom dance team. This will be a Junior dance team that is open to anyone aged 6-15 however, if we get enough interest we will split this into two teams by age.

Tangmere Action Group (TAG) was originally set up to act as a forum for residents to get involved in events and activities around the village. However, with the imposition of Lockdown in March, the meeting booked for residents to discuss the scope of the 2020 events was cancelled, along with the Spring Fair in the Village Centre.

The slow emergence from Lockdown has meant that there has been no real certainty as to how such events can safely be held, but now that the Village Centre is able to open, and the guidelines for safe group activity are issued, we can start to make plans.

We had originally booked the Summer Fair for 19th September, and at the moment it seems that we will be able to hold that event.

The Village Centre is reviewing the operation of the building with the intention to reopen for group bookings from the start of September. This means that the usual activities will be able to be held for the summer fair, and the booking for the fairground attractions has not had to be cancelled. There will be the usual stalls from the user groups, and the new play equipment will be keeping the younger residents amused.

There probably will be more of an emphasis on using the recreation field, rather than indoor facilities, but the exact nature of the event will be determined nearer the date subject to emerging regulations regarding social distancing and the number of people allowed in each of the various rooms of the Village Hall.

There has been a proposal to arrange an informal picnic on the recreation field on bank holiday Saturday 29th August. This will be arranged taking into account the social distancing rules, and will involve residents who wish to join in bringing their own picnic.

We may be able to arrange the fish and chip van and the Taco van along with an icecream van, but otherwise it will be a self-catering event.

As plans are finalised for this event we intend to promote the details on the village Facebook page and by posters around the village.

Having been in Tangmere for over 20 years I have always fed birds that come into my garden. But things have changed regarding the birds I now see. I regularly see in my garden Gold Finches, Chaffinches, Robins, Dunnocks, Blue Tit, Coal Tit, Wren, Sparrows, Blackbirds, Starlings, Pigeons and Magpies occasionally. I have not seen a long Tailed Tit or a Thrush for years nor Sky larks which were common over the Airfield. I also saw a Kestral every year which nested in the roof of the Airfield Fire station and I also saw Violet turaco as bats every year until Bader Heights was built. seen in Tangmere I would be very interested to know from readers of Tangmere News if you have seen any birds I have not mentioned or any Bats in the Tangmere area. Also if anyone has a pet Parrot I would be very interested to know what bread of Parrot they have and what it's vocabulary is like.

Dancing in the Dark In 2016 Bruce Springsteen gave a rare interview with Simon Mayo on Radio 2. In the interview a listener posed the question as to whether he realised how his music had helped her and so many like her through dark times. In response Bruce points out that this is what music does well, to help people through those darker times. He then makes light of the fact that he has been in therapy for so long that his original therapist died, and he is now on to another one. He does then say that therapy is something that everyone should take advantage of, that we could all use help at times.

There are lots of reasons that we give ourselves for not finding the time, space and full attention that therapy can offer. Often it can be the stigma of telling others that you are in therapy or what you feel about yourself for needing that support, or it may be the practical side of waiting times and cost. I have been in therapy for 2 years, it was part of the requirement for my counselling training but I also knew that I needed that confidential space. The first thing I realised when I started with my therapist was that I should have been there years ago.

Talk of mental illness is still very much stigmatised, even with many celebrities speaking up about their own experiences with mental health and campaigns such as the ones by Prince William and Kate to encourage talking about mental health. It is better than it was but there is still a long way to go.

Early intervention is important for our children to help them become more resilient at managing the tougher times, however when someone is struggling it is important that this is recognised and support is offered. For Tangmere and the surrounding villages a form of support has just become available in the shape of a counselling agency that offers time with a counsellor for as little as ÂŁ10 per session. Life’s Great Events During lockdown, we have not been able to have baptisms or weddings at St Andrew’s and funerals have been with restricted numbers. It has meant that many people have not been able to take part in the major events that are part of normal life. The joy of welcoming a baby into the world, celebrating a couple’s love for each other or saying goodbye to a loved one. These are all events that we have missed in the past four months.

I think that one of the biggest challenges of lockdown has been not being able to see family and friends. The family and friends that we would normally be able to see at those baptisms, weddings and funerals that we have missed.

We have also missed seeing one another at St Andrew’s. There have been no services in church since before Easter until the beginning of July. I have been recording services in front of an empty church. At St Andrew’s we are slowly getting back to something like normality. We are worshipping on Sundays albeit without the singing of hymns. We are beginning to come back together as a church family.

As we slowly come out of lockdown, I look forward to being able to welcome the people of Tangmere into St Andrew’s to celebrate those life events that are so important in our lives. To be able to do so and welcome God to be a part of our lives is is true delight.

Viv and Cass are happy to announce their reopening for business at the beginning of August.

Their interim opening hours will be Thursday to Saturday evenings and Sunday Lunch and to celebrate their return, they are offering £10 off per head Thursday and Friday during the month of August if you have three courses. A new A la Carte menu can be viewed on their website.

Tangmere Strategic Development Location (SDL) Update from Countryside Properties Chichester District Council has been keeping the situation with regard to the Tangmere Strategic Development Location (“Tangmere SDL�) under review as the COVID 19 situation has evolved. The Council has considered all relevant and recently published Government Guidance as well as the practical and legal considerations associated with the making of a Compulsory Purchase Order. Taking this into account, the Council considers that it is now appropriate to re-commence its plans to make a Compulsory Purchase Order in respect of the Tangmere SDL. The Council will continue with all appropriate engagement and will work towards making the Compulsory Purchase Order as soon as reasonably possible.

Countryside welcomes this decision by Chichester District Council and, as its development partner, will be supporting the Council in this process. The outline planning application will be submitted shortly after the Compulsory Purchase Order is made, which is currently expected to be later this year. An updated programme will be published on our consultation website in due course at www.countrysidetangmere.co.uk.

Some years there is a poor show of apples and other years there are just too many. Many healthy fruit trees drop fruit naturally in early summer in what is known as the 'June drop', but where a heavy crop has set, too many fruitlets may remain, resulting in a final crop of disappointingly small fruits. Deliberate thinning of the fruitlets produces good-sized, ripe and healthy fruits, albeit in smaller numbers.

Thinning allows sunlight and air to penetrate the branches, so improving ripening and discouraging disease. And there is a risk of branches breaking if there are too many fruits. Unfortunately, this is what happened to one of the plum trees last year. But thinning is a painful job and even more difficult when the fruits to be removed look lovely! Just too many apples – now on the ground for the birds.
