Where have the last 6 month gone? It only seems like yesterday when we were struggling with the cold and wet winter and spring.

Only in the last four weeks have the glorious bundles of daffodil planted throughout the village, died back, and the cherry blossom has appeared and gone.

I have to say that every year I am amazed at how the farmers know when it is the right time to fertilise, plough and plant the fields just before it rains, they obviously keep a very close eye on the weather forecast.

Twinning Association At the time of writing we are looking forward to our visit to Hermanvillesur-mer , when 20 of us will be enjoying French hospitality over the weekend of 15th – 17th June.

Our next activity will be a social afternoon with Music and Boules to celebrate Bastille Day 2018 with the Friends of Chartres and the Fishbourne Twinning group to be held at Tangmere Village Centre from 2pm- 4pm on Saturday 14th July.

TPA choir sing with the members of Sing for your Soul singing Club.

The school choir had a fantastic time singing with the members of the

Sing for your Soul singing club at the village hall in April. Everyone had a fantastic time singing a number of songs such as ‘When the Saints go Marching in’ and ‘My old man’s a dustman’. The children also enjoyed performing a number of songs to the club, such as ‘Be the change’. The afternoon was such a success that the School and the Club are hoping to set some more dates to make this a regular event.

TPA School Council visit the new Sage Dementia Hub The School Council were excited to return to the finish dementia hub this term after visit the site earlier in the year. The children had a warm welcome from the Hub staff and gained a greater insight into how the hub helps its clients.

This was a hive of activity – with live Television being watched; a Royal Cupcake Decorating Competition; a colouring corner to make a royal banner; as well as tea, coffee, cakes, cookies, sandwiches, coronation chicken and salad, and ice cream of course!

We have now had three very lively Café mornings – so do come along to the next one and meet up with some friends!

Tangmere Parish Council Annual Report April 2018

Chairman’s Report It gives me great pleasure to introduce the 2018 annual report of the Council.

We received the resignation of Hilary Nation from the Council as she moved from the village to Chichester. We also received the resignation of Donald Wright as he and his wife look after their new child.

We welcomed both Kirsten Lanchester and Rebecca Hilton as new members of the Council, and look forward to them both making a positive contribution to our discussions and plans.

We welcome Tina White as our new Admin Assistant as she deals with the booking queries and the accounts of the village centre.

There still remains a vacancy on the Council which can be filled by co-option at any full Council Meeting.

The Council has also been busy applying for, and spending grants to improve the facilities in the village: We have started working on the project to upgrade the sound, light and projection facilities in the main hall at the village centre. This will take up funds we have been granted under Section 106 agreements with developers. We are also looking to improve the car park at the centre by replacing the gravel with a move secure surface. We are also starting to scope the Community café project, which will offer a welcoming drop in facility for the village.

We have planted more trees and installed a new bus shelter opposite Dukes Meadow using Section 106 funding.

We have replaced a tatty wooden fence in Churchwood drive with a metal hoop fence that will stand the test of time, installed a CCTV system in the village centre and the car park, and planted 15,000 daffodils around the village, all from grants from the New Homes Bonus scheme.

We have also started to work to protect the Control Tower on the airfield. Matt Gover will be driving that project forward, and I am confident that we will see great results from that effort.

I would like to thank my wife for continuing to produce and develop the Tangmere News, as well as firefighting on the administration of the Council as we struggled with personnel changes. I would also like to thank the many residents who deliver the Tangmere News to all homes in the village. Between them they perform a valuable function in keeping the village up to date with local events.

I would also like to thank Natalie Atherton who left us as our Parish Clerk to work in Gatwick, just before Christmas 2017.

The Parish Council took some very hard decisions in response to the “Issues and Options” consultation that Chichester District Council undertook as they struggle with increasing demands to allocate land for new housing.

We held a public meeting where we attempted to explain our strategy of working with the challenge, rather than hiding from it. That meeting was the hardest task I have undertaken as Chairman, but I believe that residents understood our desire to limit the green fields that will be sacrificed for the District housing requirements.

The Council has kept the precept that it calls from the village at £60,000 this year, as we did last year. This represents just less than £1.00 per week per house in the village, and we 6

believe we perform a valuable service with this money.

In future years we will increase the precept in line with the number of homes that fund the Council, so the share per property does not increase.

We have continue to take on some additional tasks around the village in order to be able to ensure regular care and attention is afforded to such areas.

We have worked hard on trying to direct the shape of the emerging Masterplan for the new housing that will be coming to the village, but have had to sit back and wait for the Developers to do the fundamental work to bring this document forward. Once that is in the public domain we will resume our efforts to get the best infrastructure and services we can for the local community.

PARISH COUNCIL FINANCES The balance carried forward for 2017/18 is £90,520.77 Movements within the Parish Council Accounts including reserves during the financial year can be seen in full on the Parish website under the Parish Council tab.

The 2017-18 second payment for the Public Works Loan was paid on 3rd April 2018, and will come out of General Reserves (£4837.97). In other years it clears the account within the financial year.

GRANTS AND DISCRETIONARY PAYMENTS Section 137 Payments The limit for spending under Section 137 of the Local Government Act 1972 for this Council in the year to 31 March 2018 was £7.57 per elector. No payments were made under this legislation during 2017/2018 Grants Received: Successful grant applications were made to Chichester District Council’s New Homes Bonus for new benches and trees in the village.

We also gained S106 money totalling £17,295 to install the outside gym trim trail and new shelter.

Grants Awarded: St Andrews Church was granted £250 towards ongoing maintenance of the churchyard, Homestart Chichester & District £300, Arun & Chichester CAB £200.

Allowances for Councillors: Following a decision in 2007, no allowances were paid in 20172018 to Councillors. Expenses for Councillors consisted of minor reimbursements covering stationery and expenditure on behalf of the Council.

Allowances for Employees: Expenses reimbursed to the Clerk consisted of items purchased on behalf of the Parish Council.

Tangmere Players will be taking a well earned break for the summer months, after a another busy season. We will be starting rehearsals for the Pantomime “Cinderella” on Monday 3rd September 7- 9pm in the Main Hall. So if there are any wannabe dames, ugly sisters or fairy godmothers contact us with your details and come along to the first rehearsal and join in with auditions. Our summer playing times now are Tuesday 5.30-7pm; Wednesday 3-4.30pm; and Saturday 10-12am. We would love to see you any of those times – on the MUGA courts, Malcolm Rd. Membership is only £15.00 per year and this can also include one Junior family member.

You may have noticed a gap in the orchard over the past year as one of the plum trees died. This was the variety Czar. Who knows why, after seven years of steady growth, a tree just gives up and dies! Many thanks go to Penny and Jeff Lowry-Pow who kindly bought and replanted another plum tree.

I have stopped being so fastidious about clearing away the weeds and grass from the bottom of the hedge as grassy hedge bottoms are vital for small mammals especially hedgehogs. While it is important to clear away the competition from young hedges they are well established enough now to cope. Although, a different strategy will have to be employed to deal with bindweed and cleavers (Galium aparine) also known as sticky willy, robin-run-in-the-hedge, etc. Aparine meaning to seize and it certainly does that.

Come along to Tangmere Flower Club, held on the 2nd Friday of each month at the Village Centre, from 7.30-9.30pm.

Our next meeting is Friday 8th June, where Chelsea award-winning floral designer Louise Mosey will be demonstrating her wonderful arrangements. We will also be holding a bring’n’buy plant sale, so please bring along any plants you have going spare.

Competition theme: The Jungle Book For our meeting on Friday 13th July we are taking a trip to the tropical garden of Jayne McBride in Fareham. We will be leaving the Village Centre at 7pm, and there is a £3 donation to the National Garden Scheme which includes refreshments. Comments from your District and County Councillor Local Authorities (and Central Government) are forever consulting on proposed new policies and strategies and it’s quite a job to keep up with them all. WSCC has a number of these on the go at the moment (see www.westsussex.gov.uk/about-thecouncil/have-your-say/consultations/, including: The biannual “What Matters To You” survey ( www.westsussex.gov.uk/ whatmatters2018, closing 15th July) of the County’s residents, businesses and organisations of their views on service priorities and Council Tax which is then used to help inform the budget setting process; WSCC’s Fire and Rescue Service’s four year Integrated Risk Management Plan (www.westsussex.gov.uk/IRMP2018 , closing 28th May) which lays out the service’s Strategic Priorities and proposals for meeting them as well as much background on the risks that need to be taken into account; and The Bus Strategy ( www.westsussex.gov.uk/buses , closing 6th June) which will cover how WSCC works with bus companies and other partners about how bus services are provided to support the County’s service priorities over the next five years.

Road Investment Strategy 2. The Build a Better A27 process will lead up to the final recommendations being made by CDC (at a special Full Council on 8th June) and WSCC (via its Environment Select Committee on 4th June and final Cabinet Member decision by end of June). The bridge works at the Stockbridge roundabout have certainly brought home the lack of resilience in the Strategic Road network at Chichester. One can only imagine what would happen if all the roundabouts were to undergo major changes, and then for it all to come to a head again in the late 2030’s.

There is a great drive from Central Government to increase housing supply and the South Coast will see a considerable increase in development as the increasing population pressures in the UK’s major conurbations lead to outflows of people to the area (as happened back in the mid 20th century). A challenge for local planning policy is how to avoid the coalescence of the existing settlements along the coastal plain and hence a loss of identity and sense of “place”. The open countryside, between Chichester and Bognor and the villages in between, is being continually eroded by new housing and horticultural With the recent announcement on the development. A consequence of this is the preferred (off-line) option for the A27 at cutting off of the natural habitats of the Arundel, the spotlight is now on the future coastal harbour areas (e.g. Pagham/ for the Chichester by-pass and whether a Medmerry) from the National Park hinterscheme can be put into the Governments land.

Community Wardens

You may remember that we told you about a new keep fit class that was being held in Tangmere Academy school hall. The classes have been very popular, are great fun and are totally free. It is a great way of meeting new people and keeping fit.

We have a few spaces to fill so if you are interested gives us a ring or email us.

On a much more serious note we are very concerned about the number of reports about young people climbing on to the roof of the Control Tower. There is no safe way of getting on to the roof and once up there, there is no barrier to stop them falling from a great height, they are also going inside the building where they cannot be seen. Once inside if they had an accident no one would be able to get to them quickly to help. If anyone knows who these youths are then we would ask that you please get in touch with us and let us know. If you are a parent and suspect that your child may be going on/in to the tower then we would ask that you tell them dangers of their actions and get them to stay away. I know people are working hard to get this iconic building saved and restored so we would like to stop further damage to the building and also stop someone being seriously injured or worse!

Tangmere youth club which is well attended by our local children is in desperate need of volunteers to help run it. It is a couple of hours on a Monday night term time only from 18.30. The youth club is a safe space for our children to go and play with their friends, have a game of pool or do some craft or cooking. Angela Blackwell is doing an amazing job but can’t continue alone. With the children already in the village and all the extra children coming to the village with all the new development our youth club will be needed more than ever. Please if you can help in any way be it as a volunteer in the club or a committee member please get in touch.

I promised to update you on the progress on the tower campaign. We have been very busy behind the scenes and the crowdfunding on our just giving page is ticking along nicely. This is regarding the first phase, which is around securing the building, placing a new security door and employing a conservation architect to undertake a building conditions survey. If you would like to donate, please see this link to the page: https://www.justgiving.com/crowdfunding/tangmeretower Once we know the fabric and state of the building, we will have a better understanding of the tower itself and the scale of restoration needed. We will then be able to have a better idea of phase two, which will be around a feasibility study and economic appraisal. As well as going to the community for input. We continue to receive letters of support and memories and pictures from members of the public, which is heart-warming.

I was very honoured to attend the RAF 100 baton relay at our partners Tangmere Military Aviation Museum. It was fantastic day and the crew were very welcoming, Kurt and Jay (runners) were very interested in our campaign and even popped down the apron for a tour and chat about the tower. Many of the crew are air traffic controllers themselves. I was also joined by Dr Andrew Smith from the University of Chichester on air for a live broadcast on the morning show for BBC Radio Sussex (hosted at the museum). We talked about the campaign and what it means for the village, our vision and partnership.

Our friendship with the university is also bound by history, as after the first tower was bombed out on 16th August 1940, the operations room was moved to Portfield School and then a (now lecture room) at the University, on the Chichester campus.

We have had an interesting couple of months. By the time you read this our latest story sack will be at the school and a collection of toiletries sent to Stonepillow.

We welcomed some new members to our April meeting where Ann Poulter guided us in the art of silk painting.

Even the non-artists amongst us went home with an attractive picture. May is the month when we discuss the resolution to be debated at the national meeting. This year’s topic is mental health. Following a short debate we enjoyed a social time. We have also been out to another excellent meal at the Old Stables.

Father Peter will be visiting us in June to give another talk on art. He is a knowledgeable and entertaining speaker. The July meeting will be held in Chichester when we hope to have a guided walk looking at wartime aspects of the city. Sunday the 24th June from 2:30 to 4:30 is The Tangmere Community Garden Open Day. Come along to the Garden and enjoy an afternoon with Tea and Cakes made by the fair hands of the members and try your luck with the Tombola and Raffle. We will have activities for the younger ones to keep them busy too so that you can enjoy your cake! You are welcome to have a good look around the garden to see what it is all about or just eat cake and enjoy the company. Hope to see you there.

A success story for 2018 after three years of growing and nurturing this has been our first season of harvesting and eating our Asparagus! Well done to the members who have nurtured this over the years.

Gum Disease Can Affect More Than The Health Of Your Teeth Several studies have shown that the presence of periodontal (gum) disease can make several common serious diseases worse and in some cases even cause them.

This means good brushing and flossing could literally save your life! (Source’s American & British societies of Periodontology) Look at YouTube PerioWorkshop channel. Regular Hygiene visits to have your gums checked and teeth cleaned really are good for your general health.

DIABETES The mode of affect is unknown but it is proven that diabetic patients are more likely to get periodontal disease. The presence of periodontal disease also makes diabetes worse and can tip the balance if you are borderline. Treating the periodontal disease has been shown to help control blood sugar levels to the extent it can help reduce the need for medication.

HEART DISEASE Coronary heart disease (which causes heart attacks and angina) and Stoke have a link with periodontal disease. Scientists believe that inflammation caused by the bacteria involved with periodontal disease may be responsible for the association. Untreated periodontal disease greatly increases a susceptible individual’s risk CANCER Researchers found that men with gum disease were 49% more likely to develop kidney cancer, 54% more likely to develop pancreatic cancer, and 30% more likely to develop blood cancers RESPIRATORY DISEASE - Research has found that bacteria that grow in the oral cavity can track into the lungs to cause respiratory diseases such as pneumonia.

ALZHEIMER’S DISEASE - Brains of dementia patients were found to contain Porphyromonas gingivalis, the bug responsible for unhealthy gums. Scientists believe that when the bacteria reach the brain they trigger an immune response leading to the death of neurons typical in Alzheimer’s.

Hi, my name is Milly and I am qualified dance teacher, teaching in Tangmere and other local areas. I teach various genres including Ballet, Tap, Jazz and Modern to various ages and abilities. I have been teaching for 5 years and had previously been an assistant in dance for around 10 years. I also obtain a BA Hons Degree in Early Childhood Studies where i worked with a variety of children from different ages to different needs.

Within Tangmere I teach at the Tangmere Village Centre and Woodpecker Nursery both on Wednesdays which I absolutely love and have a great passion for watching the children learn and grow in different ways! However due to this only being in term time I try to ensure that I am able to offer children other opportunities during the holidays. Therefore on the 1st-3rd August I will be holding a summer spectacular, along with another dance teacher, at Tangmere Village Centre open to children between the ages of 5 and 12 of any ability! This will then give children the opportunity to experience different genres of dance, drama and singing. My main aim in all of my teaching is to ensure that the children are having as much fun as possible, therefore games and arts and crafts will also be introduced during the summer spectacular.

Neighbourhood Watch

I’m sure many of you will be aware that there have been several incidents in Tangmere of break ins to property involving damage and theft. Thankfully these have been reported to the police who have responded by giving the village more coverage in patrols by day and night.

Even if this doesn’t result in any actual arrests it certainly acts as a deterrent to those criminals who may think Tangmere is easy. Don’t let us allow them to think that, please report anything however small if it is, in your eyes, a crime. This will keep Tangmere as a high profile area with the police. Please remember that ‘crime’ happens everywhere and that Tangmere has just experienced bad spell but it won’t necessarily continue.

In this lovely sunny weather it is all too easy to leave things more insecure than normal, remember to shut and lock your windows, back gates and sheds etc when going out.

Know your village…… A series of facts about our village compiled by the Tangmere Local History Group.

The Archbishop of Canterbury once owned the Manor of Tangmere. Checkout these details on the local history web site. Eventually the manor became part of the Halnaker estate, which was later acquired by the 3rd Duke of Richmond. Goodwood Estates owned Tangmere until 1930. One of the earliest developments in Tangmere was land known as Hill Farm. This farmyard site was sold around 30 years ago when it was developed as five houses all situated at the end of Hogg[et] Lane; when the name was changed to Chestnut Walk. Later developments include the Chichester Business Park, which include Carte Blanche Greetings Cards and Philips Respironics. It has been said that the name Tangmere is derived from the fork in the road at the village pond [Tang an old name for a fork handle] and Mere [old Anglo-Saxon name for a shallow lake or pond].

Nettleton Avenue: John Dering Nettleton VC (28 June 1917 – 13 July 1943) was a South African recipient of the Victoria Cross. John died on 13 July 1943, returning from a raid on Turin Italy. He took off from a base near Lincoln and was shot down by a fighter off the Brest peninsula. His body and those of his crew were never recovered Sunderland Close: Short Sunderland – flying boat The British Overseas Airways Corporation (BOAC) [much later to be renamed as British Airways] obtained six Sunderland’s, for service as mail carriers to Nigeria and India, with accommodation for either 22 passengers seated on very crude seats or with 2 tons of freight. BOAC obtained more planes with seating for 24 passengers and sleeping berths for 16 passengers. The first of these flew 35,313 miles from Poole to Australia, New Zealand, Hong Kong, Shanghai and Tokyo in 206 flying hours. British Airways run services along the same routes taking upto 50 hours or much less with modern jetliners!

Tangmere Pre-school has now been running since September 2016 in the Village Community Centre, we have a “Good Ofsted “,the staff are committed to providing a wide range of activities and opportunities that challenge and extend the children learning capabilities, all the time encouraging their interest and development.

This term the Pre-school project is about the Sea and Ocean habitats, which is a currently meaningful and interesting topic, children have so many questions and this encourages their curiosity.

The children learn about environments in a variety of ocean inspired subjects, which include reading, maths and science, whilst exploring with the outdoor water wall, mud kitchen and other hands on activities.

If parents have any subjective ideas, the pre-school would like to hear of your views and comments.

Helen Cann (Manager) Woodfield Close/Churchwood Drive Pumping Station The Parish Council has had a meeting, on site, with Southern Water about the bad odours that emanate from the Wastewater Pumping Station at the junction of Woodfield Close and Churchwood Drive.

Southern Water assured us that they have increased the cleaning of the pumping station and installed new carbon filters. It seems that this pumping station has more of a problem with bad smells than others and they cannot explain why this should be other than the fact that they tell us that the problem that faces the industry as a whole is caused by us the residents! We put the wrong things down our drains and the main culprits seem to be (FOG) ie fat, oil and grease combined with wet wipes, cotton buds and sanitary wear. I don’t dispute that this is a huge problem, however, I am yet to be convinced that this particular pumping station, that has exactly the same mix of users (us), as any other pumping station that doesn‘t smell should be any different.

Southern Water has promised another resident awareness leafleting campaign and has given us a dedicated phone number for blockages and bad odours from the foul sewer. This is the Southern Water Customer Response and Resolution Centre 0330 303 368.

HRH The Countess of Wessex was accompanied by the LordLieutenant of West Sussex, Mrs Susan Pyper, and greeted at Sage House by Anthony Wickins, Dementia Support Chairman and Founder, and Sally Tabbner, Chief Executive, and local dignitaries.

Her Royal Highness was taken around Sage House, to see the various dementia support services and to meet customers, carers, volunteers, members of staff, trustees, and key people involved in the project.

A key area Her Royal Highness visited was the Memory Assessment and Information Zone where she heard about the memory assessment process and took part in a discussion about the Sage House Wayfinding Service, and the benefits of receiving good advice and emotional support throughout the dementia journey.

The visit then moved on to the Care and Activities Zone where the charity provides dementia wellbeing sessions and day care. Here The Countess spoke in depth with each person living with dementia, and their families and carers.

To conclude her visit to Sage House, The Countess unveiled a commemorative plaque to officially open the facility. She was presented with a posy of flowers by Edward Page (aged 9), Bella Page (aged 6) who live in Tangmere and both chose the name ‘Daisy’s Café’ for Sage House’s community café, in honour of their great-grandmother Daisy who had dementia. Iris Randell (aged 12) presented Her Royal Highness with sterling silver uniquely designed bracelet with the Dementia Support logo.

Her Royal Highness said: “Clearly this is going to serve your communities so very well and provide the framework for models elsewhere in the country.

On behalf of the individuals and families you are here to serve, thank you, and all your colleagues and associates, for what you have done, I wish you every great success.”

Sage House is the first of its kind in the UK, which brings all dementia services under one roof for people living with dementia, their families and carers – day care, community care, Memory Assessment Service, social activities, health & wellbeing services, dementia information and advice.

The services are all provided within Sage House, and are available for approximately 5,000 people living in the Chichester, Bognor Regis, Arundel, Selsey, Witterings, Emsworth, Midhurst and Petworth areas. People living with dementia, their families and carers, will be supported to maintain their wellbeing, prevent isolation and access information and guidance.
