Happy 2020! The beginning of a new year brings new experiences and challenges to our lives and for some the greatest of these will be settling into a new home or recovering from ill health. During these life changes, having a network of friends and neighbours can be a great support. Through the Tangmere News, residents will find events and groups which help forge the beginning of these relationships, so please make 2020 a year to join in with a village activity.

We still need someone to cover a section of Churchwood Drive while one of our distributor recovers from a serious injury. Delivery of the T’News occurs 6 times a year and residents are asked to cover an area near where they live. If you are interested please email distribution@tangmere-news.co.uk.

3 Tips to lead a healthier life February can be a bit of a draining month, winter has dragged on and evenings are still dark.

Make sure your mood is not grey ,even if the sky is, by implementing the following healthy living tips.

Sit less: Get as much movement into your daily life as possible, it’s not healthy for us to be sitting or lying down for long periods during the day. Health benefits are greatest for people who sit less AND move more, so take regular breaks to stand up and move those legs.

Eating: Ensure you get your five a day. Did you know it doesn't necessarily need to be fresh?

Frozen, dried, tinned (try to buy the ones without added sugar), stewed and juiced (but only the first glass) all count towards your 5 fruit or vegetables a day. Potatoes don't count at all.

Have a look at the NHS website ‘5 a day, what counts?’ and find out what counts as a portion of fruit or vegetables.

Mental wellbeing: Keep in touch with friends and loved ones. It's so much easier now to keep in touch with people - email, skype, text and phone to name just a few. Devoting time to maintaining friendships can benefit us and those we care about. Try and get outside for a walk, most trials that compare outdoor exercise to indoor exercise showed an improvement in mental well-being in being outdoors (and you get a dose vitamin D which is needed to keep bones, teeth and muscles healthy.)

However if you would rather do some exercise (and socializing) with a roof over your head why don’t you come and join one of the fun and friendly exercise classes at Tangmere Village Centre.”

Our fun and friendly Physio led exercise class has had an active and enjoyable 2019, with participants reporting improvement in their balance, fitness and overall wellbeing. For us the year ended with an enjoyable lunch at Sage House, plus tea and mince pies after our last session.

Tangmere Twinning Association dates back to 1992 and aims to foster social, cultural and educational links with Hermanville-sur-Mer, a village on the Normandy coast close to Ouistreham where the Portsmouth/Caen ferry docks. In 1993 charter signing ceremonies were held in Tangmere and Hermanville, and our charter may be seen in the Village Centre.

The two villages have much in common, in particular their connections with the Second World War. The magnificent expanses of sandy beach and sea front at Hermanville-la-Brèche played a vital part in the D-Day landings on 6th June 1944, forming part of Sword Beach.

We arrange trips where members can stay in each other’s homes and enjoy hospitality and learn more about our respective cultures. These trips are great fun, and do not depend on being able to speak French fluently-a little Franglais and some creative sign language go a long way! Many of us have made close friends through the Association and pay regular visits to see each other.

The Association has an active social programme, and this has enabled local people with a French interest to get to know each other. We welcome new members at any time.

Twinning Association

Tangmere Action Group Report Tangmere Action Group (TAG) was originally set up to act as a forum for residents to get involved in events and activities around the village.

From the Summer Fair to bulb planting and tidying up unsightly areas, TAG allowed projects to be delivered with the financial support of the Parish Council.

At present there are no suggestions for upgrading neglected areas in the village, so if you would like to see some tidying or planting in a particular space, just let us know.

The events that TAG will be planning for in 2020 at the Village Centre are as follows: Spring Fair, 2nd May - 12 noon Summer Fair, 19th September - 12 noon Christmas Fair, 28th November - 12.30pm Community film club various dates* Next meeting is 25th March at 7:30pm in the Village Centre.

We hope all the villagers had a great Christmas and New Year. Can we say thank you to all those that took part in our Chocolate and Prosecco stall at the Christmas Fair which raised over a £100 for our much needed funds. We hope you all won a prize too.

For our Christmas celebrations members attended a Christmas bring and share supper with a Quiz at one of our Members Homes. It was a great evening and helped us all get into the Christmas spirit.

It is the start of the new season with plenty to do to prepare the garden for sowing in the spring. We still have plenty of Parsnips to harvest as we had a very successful crop this season and we have been enjoying them with our Sunday Roasts.

We will be holding our annual open afternoon in late spring / early summer date yet to be advised. We will keep you posted so that you can keep free and come along and enjoy Tea and Cake.

All of us would like to send our Best Wishes to Kate who is a Key Member of the Garden who has broken her Kneecap. She has been greatly missed over the Garden the past weeks and our Christmas get together and will be some time before she will be able to return. I am sure we will still get our to do list though so we will stay on track with the to do jobs to ensure all produce is sown in time. Get Well Soon Kate…….

I have already heard it said (and said it myself), “January is such a challenging

month!”. It is reported every year that divorce rates increase in January with the first Monday back at work being dubbed “Divorce Day” by lawyers and the 3 rd Monday is “Blue Monday”, the day where we allegedly feel at our lowest. The Mental Health foundation have a few things to say about “Blue Monday” https:// www.mentalhealth.org.uk/blog/truth-about-blue-monday, however for me, now, it would help to look at the things that have happened that could make me feel low and then look for another way to look at it or solve it: Christmas costs a lot Can you contribute to a saving scheme for next year?

Can you do secret Santa for the adults in your family so you only buy one present?

Can you gift something free such as babysitting time? Help decorating?

Alcohol consumption increases Give yourself dry days over the Christmas period Replace some of you Christmas alcohol with low alcohol or alcohol-free drinks Take part in Dry January Children get over excited and their routine is disrupted causing changes in or escalation in more chaotic behaviour Introduce meditation and relaxation to your children. This can come from an app such as Calm or Headspace (these do cost) or you may be able to search out examples on YouTube such as Cosmic Kids yoga.

The local youth club is always looking for volunteers to support it, there is a WI group, an amateur dramatics group, camera club as well as many others. Chairman’s Report rd

The public meeting on 3 December was very well attended, and the presentation from Countryside regarding their draft Master Plan was generally well received.

There still remain areas of discussion between the developers and the views of the Parish Council, which need to be determined before an outline planning application can be fully supported by the Parish.

The 3 issues are: How should the Master Plan achieve the East-West connectivity between the existing village and the new build that delivers the Neighbourhood Plan objective of “One Village” Should the Master Plan provide a new stand-alone community facility, or should the enhanced facilities be delivered by means of an extension of the existing Village Centre building.

How should the Master Plan deliver a Cycle Plan that provides a genuine and useful route that encourages residents to make changes to their travel methods? Where should such a cycle path be positioned, and where should the terminus be?

The resolution of these issues will make a material impact on how the finished development “works” for residents, and as such influence the successful integration of the development with the existing community.

The Parish Council expects that an outline planning application will be submitted by early summer 2020, the conclusion of which will set the decisions into a final plan.

Residents are encouraged to contribute to the discussions and decisions, and we will be holding meetings to share our thoughts with residents between now and the summer.

At the Parish Council meeting in January we formally received the resignation of Cllr.

Rebecca Hilton. In the time that Becca was on the Council she made a positive and helpful contribution to our discussions and she will be missed by all of her colleagues.

Her departure has left a vacancy on the Council, which we will be keen to fill as soon as possible. If you are new to the village, or have followed the work of the Council and have a desire to get involved, then please contact the Clerk and she can give you information on what being a Parish Councillor means.

Members of the Parish are soon to finalise the budget for 2020, which in turn determines the Precept that the Council calls for from residents. The Parish Precept is part of your Council Tax bill that funds all local authority spending. The Parish has been responding to the various funding issues, and staff resource issues, and will set their charges accordingly. The plan is to call for just over £1500 per week from the whole village, a charge of slightly over £1.25p per home per week.

Tangmere WI Following the celebrations of the groups 30th birthday the sWIfts is going from strength to strength. There are now over 20 regular ladies who meet on the first Tuesday of the month at the Community Hall. The program for the coming year is varied and includes several hands on craft sessions, but also speakers on local topics , couple of outings and our annual Garden Party. The year started with a very interesting talk about reducing waste and recycling. It certainly gave us all ideas and inspiration for the future. We realised that we are very lucky in this area because our local Council take this issue seriously and there many facilities locally where a huge variety of items can be recycled, we can all do our bit, however little. The February 4th meeting will be great fun, titled “Cake and Cocktails “, and Dawn from Salon du Chocolate will be visiting us on March 3rd for a talk. So if you think this appeals or you would just like to know more about the group contact us via email on tangmerewi@gmail.com or just turn up at 7.30. All new members very welcome.

* * * * Easter Dance Spectacular We are excited to announce that we will be running our Easter Spectacular at Tangmere Village Centre again this year on Wednesday 15th - Friday 17th April 10am till 4pm each day! Our theme this year is ‘under the sea’.

Children will participate in different genres of dance, drama games, acting skills and singing as well as arts and crafts and lots more! A fun filled three days working towards a small showcase at the end! This is suitable for children ages 4-11years! Early bird, loyalty and sibling discount will all be available. Please note that spaces are limited to ensure that the children get the most out of their time with us so please book in asap to avoid disappointment! The three days will be run by Milly and Amanda who are both fully qualified dance teachers in the local area with full insurance, dbs checks and first aid training so you can be sure your children are in safe hands!

Celebrating Christmas at Tangmere Primary Academy This year children in the Reception Class, Year 1 and Year 2 performed their Nativity play ‘Everybody Loves a Baby!’ The children enjoyed learning a range of songs to tell the story of Christmas and did an amazing job of performing this to their parents at the end of term.

The children also worked hard to decorate our shared areas to reflect different parts of the Nativity story and Christmas.

The Nursery and Reception Classes had a surprise visitor in the last week of term, when Farther Christmas popped in to their Christmas Party to say hello and deliver a few presents to some deserving children!

We were so pleased that so many parents were able to join us for the Nursery Christmas Craft morning. The families were able to work together to create a number of different items such as a sock snowman, reindeer food, Christmas tree decorations and decorating biscuits.

The children sang their hearts out in the Carols on the playground event on the last day. The PTA did us proud with a number of sweet treats! In the annual Christmas Assembly Mr Turney managed to get the staff on their feet singing to the children ‘Do they know it’s Christmas time?’

Comments from your District and County Councillor The Masterplan (19/02836/ MAS) for the Tangmere Strategic Development was broadly endorsed by CDC’s Planning Ctte on 8th Jan. The Outline Application is expected around Easter and the next stage of the CPO process to come before CDC in March. Achieving a Masterplanned (as a whole) development of this land would not be possible without the Policy framework provided by CDC’s Local Plan. Without that the very real risk of incremental development existed. In turn, the general layout sought in the Neighbourhood Plan, particularly regarding the fields immediately adjacent to the Church, would have been precluded, as well as enabling the potential for having one village school and expanding the Museum.

Walking and cycling routes between growing settlements, which are sufficiently user friendly to attract significant use as an alternative to the car, is something WSCC’s walking and Cycling Strategy seeks to enable. The amount of housing planned for the Barnham Area as well as to the East of Chichester has led to feasibility work on a Barnham – Chichester cycle route being progressed. This links into the CDC Local Plan requirement for improved and additional Tangmere – Chichester cycle links, the Shopwyke Lakes cycleways and bridges and the various projects working towards improving foot and cycle links through the

Eastern part of the City, on into the centre and beyond. Given the issues with the A27 (including the potential consequences of closing the Oving Lights) and resulting rat running through and congestion on adjacent roads, providing attractive sustainable transport alternatives will be increasingly important.

Heavy rainfall over Xmas highlighted the importance of effective surface water drainage infrastructure. Flytipping, general litter, agricultural plastic, silt and root ingress, damage from utility service works and failure to regularly clear vegetation, all contribute to the degradation of the drainage systems put in from the Victorian era onwards. It is easy to neglect and ignore drains and prioritise other activities, until sewage backs up, people’s homes are flooded, or roads and paths become impassable and dangerous (or you get soaked from the wash of a passing car). Our ancestors invested a lot of resources in drainage for a reason, but many people’s complacent attitudes to littering and waste disposal show little respect for our drainage environment. Climate change predictions forecast more intense rainfall events. Modern developments have to provide far greater soakaway and attenuation capacity than before (a significant land take for the Tangmere SDL). However older systems were not designed for this and so their maintenance, restoration and improvement will become ever more important.

Most people affected by bad breath don’t even know it, but the cause is easily preventable. For some it’s simply scraping the tongue to remove the unpleasant build-up there. For others it’s realising that not removing dental plaque between the teeth allows a buildup of decomposing gum cells. These release the volatile sulphur compounds (VSCs) methyl mercaptan, hydrogen sulphide and dimethyl sulphide that both cause bad breath and gum disease.

Simple tests Floss deep down between the back teeth and smell the floss Breathe over your partner in the morning when you first wake up The Main Cause is gum disease which is usually painless and not noticed. There is progressive destruction of the tissues that support the teeth and it is caused by failure to remove dental plaque teeming with micro-organisms from the gums (see pictures). If your gums bleed when you use little brushes or floss between your teeth this is the sign to get help. Early signs start from about 20 years and 80% of adults over 30 have some gum disease.

Modern treatments can improve Gum disease and bad breath effectively helping your confidence and relationships. Sage House – For Friends, Family and Food!

Did you know that you have a community café on your doorstep?

Daisy’s Café is located within Sage House in City Fields Way. It is run by local charity Dementia Support which provides dementia services for people living with dementia, families and friends.

The Café is open to everyone to use as we believe in raising awareness about dementia within the community. So, when you spend money at Daisy’s Café, it goes straight back into the charity and towards supporting people who use Sage House.

We are a family friendly Café and have regulars not only from the local community but also, we are frequented by employees of local businesses in the area, such as the ambulance crews and the offices next to Sage House in City Fields Way. So, what is on the menu at Daisy’s? Well you can tuck into a cooked breakfast, cake for elevenses, a cooked two course lunch or a quick panini, healthy salad or indulgent cheesy chips and bacon bap, and round off the afternoon with tea and scones. There is also a takeaway menu for those on the go or just passing.

The food is fresh, and home cooked in our kitchen by our Chef Simon, Senior Catering Assistant Ali and Catering Manager Danny; they are supported by a brilliant group of volunteers who man the front counter.

The café is open Monday to Friday, 9.30am to 3.30pm; hot food stops at 2.00pm.

As a charity we support people in the West Sussex area who are living with dementia.

Sage House provides complete dementia support services under one roof, such as information & advice, day care, personal care, complementary therapies and hairdressing, legal advice, socialising and therapeutic activities and an equipment showroom. We also provide support for the families and carers of people living with dementia.

CHRISTMAS DAY. In spite of the complaint that this year there were no Holly-berries for decoration purposes our church may be said to have looked remarkably well. We were compensated for the scarcity of berries by the profusion of flowers - especially white flowers, the majority of which came from Mr Bayley’s hot-house.

The font and the alter decoration shewed that much time and trouble had been spent upon them. We congratulate Miss Bayley on her skillful workmanship; and more than that, we thank her most sincerely for making our church so bright with its appropriate Christmas garb.

The Christmas hymns and carols were on the whole very well sung by the choir, who evidently had made the most of Mr Goatcher’s careful training through the last month.

In spite of being one or two short the choir did their work very creditably, and deserve our best thanks for their hearty rendering of hymns and carols. Certainly it was a perfect Christmas Day, bright and frosty, in keeping with the joyous festival on which was brought ‘peace on earth and goodwill toward men.

CHRISTMAS TREE AT THE SCHOOL There is always something about a Christmas Tree which attracts young and old alike, and certainly a more perfect tree, for both size and shape, than the one sent us from the Goodwood estate it would be hard to find. After a tea at the rectory for all the women and children, ( we were but a few short of one hundred) we went over to the school where the tree lighted up with different coloured candles looked very bright. Mrs Bayley, miss Bayley, and Booker, had worked hard at the tree the day before; those who saw the tree loaded with presents, crackers, oranges, and bags of sweets can form some idea of the labour involved in a Christmas tree. The presents were arranged so that each child received two apiece, and each adult member of the choir and the Girls Friendly Society one each. The majority of the pretty and useful gifts on the tree were most generously provided by Mr and Mrs Bayley, Mrs Andrews gave the splendid crackers which afforded the youngsters so much amusement, and Miss Meadens gave those prettily dressed dolls, worked by themselves. The labelling and fastening on the various presents, the arrangement in fact of the Christmas tree itself was carried out - we know how successfully and effectively - by Miss Bayley who had a willing and able assistant Booker. Before parting three cheers were given for Mr and Mrs Bayley, Miss Andrews, and the Miss Meadens for their kindness in giving young and old such a happy evening on the last day of the old year.

The parish church is still decorated with hips and haws, Goodwood Estates continue to donate a tree to decorate the church and Christmas services keep up the traditions. The tree and lights in the Co-op carpark are a sign that our community continues to thrive.

Walk on Tuesday There will be a walk on 18th February at Chichester Marina and thereafter monthly walks on the third Tuesday of the month. Routes are decided by walkers.

A very interesting and informative talk by Dr Ruzanne Roux on Sepsis, Wellbeing and Steroid injections was held on 20th Decenber. It was well attended and another talk will be held later this year.

At the Christmas Fair an amount of £91.00 was collected to add to our funds which now amount to over £800 which will be used to contribute towards a new vinyl floor for the nurses consulting room. Following a request for support for TV or Music for the waiting room it was decided that this would not be favoured.

Books and CD’s - are yielding a useful income for the Friends next project. Books and CD’s are available for only 50p each. We welcome gifts of fairly new books.

A Term To Celebrate At Tangmere Primary Academy!

On the 19th and 20th of November, we had our Ofsted Inspection. The report has now gone live and we are delighted to celebrate that ‘Tangmere Primary Academy continues to be a good school.’. The Ofsted report reflects all the hard work and determination by staff and the whole school community to continue to develop the school, reflecting the whole school ethos of ‘Together People Achieve’.

‘Everyone wants pupils to do their best and be successful here. This drive starts with senior leaders, but all staff are behind them. The school’s curriculum enables pupils to achieve well in a range of subjects.’

The school has worked hard over the last two years to develop a curriculum that is tailored to the needs of the children and the community it serves. The implementation of ‘The Time To Be…’ sessions has enabled the children to link key skills and knowledge in a range of subjects in a fun and exciting way. These sessions are carefully planned to link into the school’s annual Careers Fair where a variety of professions are represented and the children have a chance to explore what they would like to be when they grow up. Reader’s Choice Award in The Best of Sussex Community Awards We were thrilled to be nominated and gain a place in the final for ‘The Best School’ category in this year’s ‘Best of Sussex Community Awards’.

This was due to our work with Sage House Dementia Hub and other local charities. We are very proud of our links with Sage House which have developed over the last few years, with children and clients coming together for a number of different activities including reading, gardening and watching different performances in school. To be nominated for this award was an honour and although we did not win this award, we did win ‘The Reader’s Choice Award’ of which we are extremely proud. We would like to thank everyone that voted for us.

Well Christmas is gone and we in the church return to “Ordinary Time”.

I suppose that we all have an element of ordinary time after Christmas and New Year when many of us have had a break during the dark days of midwinter. We are back to our daily routines, work, school, home and leisure. In the church we are also getting back into our routines; we hear about the teachings of Jesus the man who we welcomed at Christmas as a child. We think about what it means to us to be a Christian and how we can translate this into our daily lives. We cannot expect that every day can be a special celebration of the life of Jesus, we must also be Christians during those “Ordinary Times” that come between those great celebrations. It is this learning how to be Christian during those ordinary days that the teachings of Jesus are addressing. For example, we hear about Jesus being a light in the darkness. Just as the star that appeared over Bethlehem was a guiding light, so Jesus is the guiding light in the darkness.

His light is there for us during the ordinary days as well as the special occasions. And if we follow the teachings of Christ, we can reflect that light into the lives of others.

So as we live out the ordinary days of our lives, let all

Christians, those of other faiths and those of no faith at all take a bit of time to think about what our lives mean and how we live our lives can add a little light to others. And I hope that your “ordinary” days are special and precious.

Community Wardens

Happy new year to you all and also happy new decade, where did the last 10 years go!

We worked over some of the Christmas holidays and as it was quiet we used our time to visit some of our elderly/vulnerable members of the community.

The Community Warden scheme has now been running for 15 years which is a great achievement. We have seen a lot of changes over the years particularly with all the spending cuts and loss of services which has impacted on our role.

We have worked with a lot of children and young people over the years and are constantly heartened when we see them all grown up with jobs, cars and even families especially when we first met them at the youth club or as a junior warden, how time flies. It is great to see them growing from children into adults leading successful lives especially the awkward stroppy teens that kept us busy!

We would like to remind everyone not to do business with cold callers no matter how friendly they come across or how good the deal seems. You will ultimately pay over the top for work that is not guaranteed and you will have no one to contact if it all goes wrong.

The winter so far hasn’t been to cold but it has been very wet. Surface water can 22

be a real problem for drivers but is worse for pedestrians, nothing worse than a car going through an enormous puddle and soaking you through, thoughtless driving and miserable for you. If you drive a vehicle please be aware of any surface water/puddles on the roads and slow right down if you are passing pedestrians.

The dark also poses other problems of visibility, cyclist in dark clothing with little or no lights are not only a danger to themselves but also to other road Gareth Jones 07768 202356 gjones@chichester.gov.uk users and pedestrians, having no lights is also a crime punishable by a fine. People in general tend to have dark coats in winter which can make you virtually invisible so be mindful when you are crossing the road.

We heard recently that a pedestrian was nearly run over by a car as the driver didn’t see them until they caught them in the headlights, the pedestrian was wearing all black clothing and could simply not be seen, thankfully the car wasn’t going fast. We have spoken to a few children who have run across the road and could barely be seen due to their dark clothing and also children who have a bike with no lights. You can purchase reflective strips, hi viz vests, bicycle lights and even torches in the Pound shop which is a small price to pay to keep you safe.

The chair of the group attends the Village centre committee meetings to represent the member’s interests to the parish council. We meet on alternate months in the committee room.

Tangmere Strategic Development Location (SDL) Update from Countryside Properties Significant progress has been made on the Masterplan for new homes and community infrastructure at the Tangmere Strategic Development Location (SDL) since our update in the last edition of the Tangmere News, with more work set to continue in 2020.

Following the consultation events and conversations held with the community throughout 2019, Countryside finalised and submitted the Framework Masterplan to Chichester District Council for its consideration in November.

Countryside is grateful to Tangmere Parish Council for hosting a presentation of the submitted Masterplan on 3 December. The event was well attended by residents and councillors, and we would like to thank all those who came along. At the meeting, Countryside was able to present the final Masterplan and outline how this had changed as a result of feedback received. The development team was also able to respond to a range of questions raised about the Masterplan.

Following the parish council meeting, Countryside and its project team presented the Framework Masterplan to Chichester District Council’s Planning Committee members on 18 December. This gave district councillors the opportunity to hear more about how the Masterplan has evolved over the last 12 months and to ask questions of the development team. A wide range of issues were discussed, from traffic and transport to sustainability and biodiversity. Countryside has been encouraged by both councils’ constructive and positive reception of proposals and we look forward to continuing to work with them and the community as plans progress.

Chichester District Council’s Planning Committee met again to discuss the Masterplan formally on 8 January. Members of the committee endorsed the Masterplan and were supportive of the productive working relationship between Tangmere Parish Council and Countryside. Following this decision, Countryside will now progress the preparation of an outline planning application, and will continue to keep the community fully informed over the coming months.

Further detail will be available on the project website at www.countrysidetangmere.co.uk as the planning application is developed. Ahead of this, the Framework Masterplan and supporting document will remain available on the website and we would encourage residents to continue to send us comments via the feedback form.

Fancy a…….

…….without leaving the village!

Tangmere Village Centre has recently had a new multi-media system installed offering a large screen and projector. The Parish council would like this equipment to be used for a community film club allowing residents to view films free of charge.

Refreshment and drinks could also be on sale at a nominal rate, or for some evening showings drinks could be brought along by adult members.

Advertising of the films publically will not be possible so to find out which films are being shown and when, each household for a £5 annual charge can receive regular news and updates of viewings.

This £5 annual membership will allow members to help with the choosing of films and potential dates as well as give priority to booking seats.

Two family film showings have already happened, one on the October half-term and the other the Saturday before Christmas.
