Now January is over and the nights are becoming shorter it wont be long before the spring brings growth and renewal to our surroundings. The daffodils in some places are beginning to shoot, and some have already opened. This issue’s front cover shows the huge display of daffodils which were planted last year by the Parish Council on the grass verge in front of Gamecock Terrace and the Aviation museum. There were some pleasing remarks from local residents, about the large numbers planted around the village and it is hoped that this year’s display will be appreciated by many more. If there is an area of the village near you that you think is in need of some tender loving care please let us know.

There is to be another Spring Clean on the 30th March, starting at 10:30am at the Village Centre, organised by the Parish Council and Community Wardens who will be supplying the litter picking equipment and refreshments. It’s a great opportunity to show you care about your environment and as members of the Parish council and the community wardens will be attending, it’s a great way of meeting them and discussing any issues you may have with the village environment over a warm drink in the Youth hall afterwards.

For those of you who are new to the village why not join in with the Tangmere Players Murder Mystery evening or the village Barn Dance, both in March, it’s a great way to meet other residents and you never know you may make some new friends.

The Flower Club is organising a plant sale at the end of April and there may also be a Spring fair, but more about that in the April/May issue.

Tangmere Tuesday Club 1976 – 2018.

Sadly, due to dwindling numbers it is not now viable to continue operating and we have made the difficult decision to close. The Tuesday Club has been part of the Tangmere Community since 1976. Our last meeting was on 4th December when we had a small Christmas Party.

Mrs. Joan Wyers was our first Chairman assisted by myself and Mary Poole. We met in the small Sports Pavilion on Malcolm Road to start with and then moved to the Spitfire Complex along with other groups. Once the Village Centre was built we all moved over there. Mary Poole, our present Chairman has had a few health problems and has not been able to play such an active role. I moved to Bognor nearly six years ago and am now findng the journey too much so Jenny Strotton has very ably carried on but the time has finally come and we made the hard decision to close.

We have made lots of friends along the way and enjoyed some great outings and meals out.

Tangmere players have already begun rehearsals for their spring production which is a murder mystery evening. Members of the cast, which includes the youngest members and some of the young adults, are donning their summer frocks and tweed suits to bring you an evening in the “bake off tent” in our very own Village Centre for the Great British Bump off. The evening will include a sophisticated supper as well as audience participation which will be necessary when deciding who the suspects of the murder are.

There will be two performances of the production held on Friday 22nd and Saturday 23rd March at 7:30pm.

Even though the cast has been chosen for the young players production in March there is always the Adult production in May which is going to be another Farndale farce. So it’s never to late to get involved with the Players whether it is to be on stage or to get involved with backstage, costumes, curtain opening/closing, prompting or front of house.

We are looking forward to a return visit from our Twin town of Hermanville-sur-mer over the weekend of 14-16 June and are looking for one or two more hosts who could accommodate some of our guests. Speaking French is not a requirement as we can allocate guests according to how much English they speak. It would also be a great way of finding out more about the Association and the French way of life in general.

Our next activity will be a walk followed by a pub meal on Saturday 16th March.

Pet of the Month This month allow us to introduce Chasiu and Congee. They are brothers and only a year and a half old. They have been living at The Centre for a year now after their previous owner became too unwell to look after them. They are both very sweet and inquisitive bunnies although they would benefit from more handling. They are very close brothers spending most of their days sprawled out lying next to each other. They are large rabbits so their new home would need to have accommodation large enough to give them plenty of space. Full details of the type of accommodation needed are available on request from us here at The Centre. If you think you may be able to give Chasiu and Congee the new home they deserve please give The Centre a call Monday to Friday from 9am-4pm. We also have a pair of sisters from the same family as Chasiu and Congee who are also waiting to be adopted if you are interested in the two females.

Well Valentine’s Day is almost here and I am very busy looking for the best cards and presents to give my special friends. I am so popular I need more than one. Being the head of the Out and Abouters at The Centre means lots of extra duties like making sure no one missed out on a Valentine card. I hope someone remembers me!

So with the nights getting lighter I decided to start spring cleaning at The Centre. Staff have been cleaning the windows and washing all the walls of the outside buildings. The windows are sparkling clean and not a cobweb in sight.

In our Out and Abouters room we took delivery of a new sofa for us to sleep on. It’s very comfortable. Our old one was looking a little tired and this will make us look very smart. I must do some further testing on the sofa just to make sure of the comfort rating. I know I could delegate this task but I think I am the expert in this so I better keep it myself.

PS: We have a 23th February 2019 12-2pm. Viewing days are non-appointment days so people thinking of adopting a cat can pop along. Otherwise we rehome 7 days a week by appointment only.

Chairman’s Report The Parish Council considered the options regarding the protection of the recreation field from illegal traveller access at the January full council meeting.

Our consultation process on this subject received very little comment, so we determined to plant a mixed hedge with pedestrian gaps on the Nettleton Avenue edge of the field, between the existing wooden posts. In time this will grow into a sturdy barrier, and we have committed to keep the hedge low by regular pruning.

This will be planted by the end of March.

We also agreed to instigate a topographic survey of the field as a first step in determining any improved drainage options that we may take to improve the condition of the field.

The future funding and arrangements for the Youth Club were considered in the light of the difficulty that has been experienced arranging supervision for the evening meetings. Whilst the cost of supporting an external youth worker was deemed to be too great for the council to fund from the precept, it was agreed to invite the various Social Landlords who operate in the village to join in on a co-operative funding scheme to allow this project to proceed. If this is successful then the existing provision from the precept for youth activities will be pooled with external funds to provide a sustainable funding solution.

port, and were disappointed to learn that despite much interest from the students at the Tangmere Academy for the resurrection of the Junior Warden scheme, parents were unwilling to sign up and allow their children to participate. May I ask all parents of year 5 students to re-consider supporting the Junior Wardens scheme that has been so successful in previous years.

The annual precept was also determined at the January meeting.

After many years of holding the precept unchanged, we agreed to increase the charge we make on local residents by 10%. This was to cover the additional expense of our administrative staffing arrangements, as well as compensating for reduced CDC funding this year. The number of properties in Tangmere that share this precept has increased by 15% since we last increased the call and the additional funds will put our administration on a secure footing in readiness for the challenges arising from the new housing development.

I am sure that all residents enjoyed the Christmas tree in the Co-op carpark this year.

I would like to thank Trevor Ware for the hard work he put in to make this a success.

Going forward Trevor will be given much more support in such endeavours, as we refresh the Tangmere Action Group that was established some years ago.

The objective of TAG is to provide a forum for residents and Council members to work on community activities, such as Fetes and Fairs, celebrations and Christmas events, and we will invite residents to join in with the planning and delivery of such events.

Happy New Year everyone, I hope you all had a lovely break.

I promised to keep you updated on the progress on the campaign; it was certainly nice to speak to a lot of locals at the Tangmere Winter Fair. We spoke to around 60 people who were all really supportive. We gleaned a lot of feedback of what is desirable and what things you would not want to see. We hope to attend or plan further events in the village. It’s vital that local residents continue to be involved in what we’re trying to achieve.

Riverside Brewery joined us at the fair and there was a lot of interest in the promotional ale, and the gift packs were very popular. It’s fantastic we have a product that people can buy into, especially as it’s brewed in an original 1940’s style. We’re now up to 15 outlets across Sussex, which is fantastic! The most local to the village are Cassons and Boxies (Boxgrove Village Stores).

We’re still working through the planning side of phase one, I will keep you all updated as we progress. We have a milestone event planned in March in Chichester. A dinner will mark 75 years since General Dwight D. Eisenhower dined with local airmen after inspecting airfields in the area in preparation for the D-Day landings. This is a fundraising event for the control tower campaign and is being organised by renowned historian and broadcaster, Paul Beaver of 601 Squadron.

The team at Tangmere based charity Dementia Support is looking forward to 2019 and providing more support for local people living with dementia and their families; plus Sage House will be counting down to our one year anniversary in May 2019.

Since opening, we have taken 518 enquiries for dementia care information and advice, particularly about support for carers of a family member living with dementia.

The Day Breaks service has 40 people attending, giving carers and family some daily respite.

Our programme of therapeutic and cognitive stimulating activities such singing, art, chairobics, dancing and reminiscence groups, has also expanded. The pupils from Tangmere Primary Academy are now coming regularly to Sage House for reading sessions with people living with dementia.

Since opening our doors, the Sage House team have been delighted to offer support for so many people, people like Ann and Bob McKinnon. In 2014, Bob and Ann enjoyed busy, active lives, and were looking forward to retiring together. When Bob was diagnosed with dementia, everything changed. They struggled to cope, until they first came to Sage House, as Ann explains: “We knew that something wasn’t right, but the diagnosis was still a huge shock. Bob had always been so healthy and active. The man I love, the man I married, started to disappear. Our whole world turned upside down.

“Bob struggled to come to terms with his condition, especially when his driving licence was revoked. Meanwhile I felt utterly bombarded with information, form filling, and taking on responsibility for both our lives.

“I’ll never forget the first time we came to Sage House. The moment we walked in – everyone looked up and smiled. They understood. In other places, Bob becomes agitated and overwhelmed, but he’s completely comfortable here. Everyone is so friendly.

“That first morning, I broke down in tears. I admitted that I wasn’t coping. I was offered an appointment with the Wayfinding team straight away. I didn’t have to wait. It was such a relief. Jacquie has been my absolute support ever since. If there’s something I’m worried about, something I don’t understand, I can talk to Jacquie. If there’s a specific problem or complex form that needs filling in, she works through it with me. It’s heart breaking to see Bob decline, but Sage House is helping us to make the best of each day.

“Bob really enjoys the Veterans’ Group each week. He chats with new friends and enjoys remembering and reminiscing. I get a lot out of the Carer’s Course. And we love the café too, we chat to others and enjoy having some relaxed ‘time out’ together. We feel comfortable here, and I know that, as time goes on, we can rely on Sage House to be there for us.”

Chichester District Council (CDC) have appointed Countryside properties limited to work on the development of the strategic site on the land to the West of Tangmere. They have advised the parish council of their working schedule for the start of the preparation of the Masterplan.

Residents will be informed regarding the programme as it evolves, but here are the first stages: 28th January – Sumo Services will be commencing a geophysical survey of the entire site as part of our baseline archaeological assessment. This will take approximately 3-4 weeks. The survey will be carried out on foot using cart-based equipment.

4th February – TerraDat will be commencing additional geophysical surveys of the northern half of the site to analyse ground conditions.

These will take approximately 3 weeks. The surveys will be carried out on foot and using quad bikes

Waste Less Save more….

MONDAY NIGHT RISOTTO Don’t throw away those week-end (or any other time) left overs. Put them to good use in this delicious supper and, instead of using sausages you could use up any cold roast meat and VEGETABLE left overs.

Serves 6 1) In a large saucepan heat the oil and fry Cook time: 15-20 mins the onion and garlic until translucent. Add the rice and stir until well coated in oil. little sunflower oil Then fry quickly for a minute. Add 300ml 1 large onion, chopped stock, bring to the boil, cover and leave to 2 large cloves garlic, crushed cook very gently for about 15 minutes.

225g risotto rice 2) Prepare the sausages, bacon and mush750ml stock rooms. Stir the rice occasionally and add 4 sausages, grilled and sliced more liquid as required. When the rice is 8 rashers bacon, grilled and chopped almost cooked stir in the bacon, sausages, 225g mushrooms sliced mushrooms, sauce, pepper, half the parsley Worcestershire sauce and seasoning. Continue to cook, stirring 1 red pepper, deseeded and chopped frequently until the rice is really soft, add2tbsp chopped parsley ing more liquid if necessary. salt and black pepper 3) Finally add the butter, stir through well 1tbsp butter and serve sprinkled with the rest of the parsley.

Note: A risotto should be soft and creamy so you may need to add more liquid than usual 11

Father Peter joined us in January to tell us how artists have used their work to convey different political messages. In an entertaining talk he showed us a number of paintings explaining the meaning behind each one.

We plan to visit the Stables at Fontwell in February for a social evening before returning to the Village centre in March.

New members are welcome to our meetings on the 1st Tuesday each month 7.30pm in the small hall at the village centre.

Wool/yarn donations….. have you any left over wool or yarn from knitting projects that you don’t know what to do with? Please donate them to the Tangmere sWIfts (WI) as the afternoon craft group has decided to make 8” knitted or crochet squares for the Blind Veterans UK knitting fundraiser to cover a boat with knitting. Last year Tangmere Aviation museum hosted the Spitfire which was involved with the “Knit a Spit” fundraiser, this year’s boat is based at Portsmouth. The craft group meets once a month on a Friday afternoon for a knit’n’natter session.

Comments from your District and County Councillor CDC’s consultation on the Local Plan Review, the main subject of my last Tangmere News article and a four page article in the pre Xmas Initiatives magazine, ends 7th Feb. Goto: www.chichester.gov.uk/ localplanreview to view it, its accompanying background evidence documents and comment if you wish. The range and scale of docs reflect the planning system’s increasing legal complexity, higher housing targets and environmental legislation.

As those who’ve followed the public iterations of the Local Plan process since the mid 2000’s will know, the fields West of the village have long been envisaged for large scale development. The writing was even on the wall in the 90s when the A285/A27 Temple Bar junction was built. Local Plan Policies require this development to be comprehensively Masterplanned and detailed surveying will commence shortly.

Over the coming months the Masterplan (which follows on from the Concept in the Neighbourhood Plan) will be progressed.

This process will include public engagement before it goes to CDC for final assessment.

Development is then subject to the planning application process, those applications having to conform to the Masterplan.

Examples of questions to be addressed in the Masterplanning process are: What transport connectivity will the “village main street”, along and to the W of Malcolm

Rd, have? If a through route for vehicular traffic (including buses), what land take and costs are involved? What volume of traffic would it generate through the middle of the village? Alternatively, would allowing only pedestrian and cycle through access be an encouragement for more sustainable modes of movement?

The cycle route to Chichester? Options are either: along the Tangmere Straight to Shopwyke (with its road width issues E/W of the Drayton Lane junction); over the Temple Bar junction (involving crossing roads seeing a large scale increase in vehicular traffic) and through an increasingly busy Westhampnett; or S of the hedge on the S side of the A27 to link into Shopwyke Lakes cycle routes and bridges; and What form will the new community/indoor sport facilities take? Should they be on a new site or be an extension to the existing Village Centre? What resources will be available to build them, what option would be the most cost effective initially and in the long term and what option would best contribute to the Neighbourhood Plan’s “one village” vision?

There is one major fly in the ointment in all this local planning process – the A27 Chichester by-pass. The proposed mitigating junction alterations will cost far more than local development and Local Authorities can afford. Central Government will have to provide a lot of money if they are to be delivered. Then the next 5 year review needs to be done by 2025…

Community Wardens

We recently attended a training course about Loan Sharks that was not only very informative but also quite terrifying. We thought we understood a lot about the dark world of illegal money lending but our eyes were completely opened to just how far people will go to make sure the money is paid back and real cost to those who have borrowed money from an illegal money lender!

Loan Sharks lend money without having the requisite permission to lend. An illegal lender could be someone you work with, meet in a pub or at the school gates or even a well known member of the local community. They might appear friendly at first or may make you feel like they are trying to help you by loaning you some money. This may quickly change to threats and violence to get their money back.

Loan Sharks do not give you any paperwork or receipts relating to the loan or re-payments.

You will be charged at least double the amount you borrowed if not more. If a payment is missed you may incur huge charges. You might be left with very little money left to live on.

They may even take your benefit or bank card as security for the loan. The highest recorded interest rate that a loan shark charged is 4.5 million per cent APR, this is known because they was caught, charged and imprisoned. I’m sure he isn’t the only one.

Recycle Plastic Oral Care Products with us… and help us raise money for Brent Lodge Wildlife Trust Oral care products are very difficult to recycle and have long been a bugbear of the zero-waste world. Most manual toothbrushes are made of plastic. Even the better home-compostable bamboo brushes still have nylon bristles.

If we follow dentist’s advice of replacing our brushes every three months, the UK alone would produce a potential 264 million brushes being thrown away every year, that don’t bio-degrade and generally aren’t recycled.

To make a start to help reduce plastic waste we have signed up to a national scheme to recycle several products that normally just end up in landfill:

We need your help to collect these and bring them into us where they will then be recycled and raise money for Brent Lodge Wildlife trust.

You do not need to be a patient. Just bring in the waste and we’ll do the rest

Is there faith in Tangmere?

Well, I personally have faith in Tangmere the village. I will give you an example of the faith that I have in the people of Tangmere. The other morning, my wife took Hilda, our well loved dog, out for her morning walk. When she came to put Hilda back on her lead, she noticed that it had fallen out of her pocket. So another lap of the playing field to look for it but with no luck. “Don’t worry,” I said, "someone will have found it and put it somewhere where we will find it” My wife looked at me and thought I had gone mad. So I took Hilda for her evening walk (with a very scruffy bit of string for a lead). As we made our way around the field, I saw something glinting on one of the bins near the village hall. And sure enough, there was Hilda’s lead. String in the bin and lead on, we made our way back home. And of course I gloated and told my wife that she had been wrong and I was right to have faith in the people of Tangmere. So, thank you to the person that picked up the lead and put it where I could find it. But also thank you to everyone who would have done the same.

I also have faith in God. I have the sort of faith that is sometimes tried and tested.

There are times when I doubt that my faith is strong enough to get me through some of the bad times; the loss of a loved one, through an illness, through times of hardship. But through it all, I have faith that God’s love is there for me whenever I need it. And I know that there are the times when I know that my faith is justified the equivalent of the dog lead on the bin - the sign that all is right in the world and that God is there for me in my hour of need. And I know that there are many others in Tangmere who have a faith and that, like me, their faith is also tested. But have faith, God is there for all of us who believe.

A new year. but many of the same issues. Online please beware of SCAM emails particularly from HMRC and TV Licensing. These emails are designed to look official and invite you to click on a link to the ‘Official’ site.

Do not do this. If you do they ask you for personal information including bank details, they also contain some sort of threat that if you don’t comply with you will be fined or reported for fraud. If you have clicked on the link do not proceed, report the email to www.actionfraud.police.uk or by phone on 03001232040. These scammers are getting ever more sophisticated, so best not to open any email that you are not expecting.

Another ongoing issue is litter in the village. I have done some litter picking in the last couple of weeks and have noticed the increase in alcohol cans and bottles. The bottles, often smashed for no apparent reason other than that the person who was drinking it thought it would be fun. Unfortunately this is usually by a bench or in an area where young children play. If there are any residents who would like to volunteer to do some litter picking the Parish Council has the equipment that you can use.

CDC sends someone on Tuesday that does a couple of hours, but even with the residents who do some too, it is never enough. Watch for out the new litter bins that have been ordered for Tangmere and please encourage children to use them, and a big thank you to those who have been helping keep Tangmere tidy for many years.

History Group

Tangmere Local History Group offers a programme of speakers and outings on subjects of historical interest, particularly in Tangmere and Chichester, but also further afield. Visitors are always very welcome to our meetings.

Our next meeting takes place on Thursday 14th March, when Roger Clark will be giving us a talk on "Waterways of Southern England". Meetings are held at Tangmere Medical Centre, starting at 7.30pm.

Times Past In August 1897 three residents of the small village of Tangmere got together and published the first Parish Magazine. They were The Reverend Arthur Gaisford MA, the new rector, on his horse below, Mr George Bayley the church warden of St Andrews Church, and Mr J Phillips the parish clerk. Below is an extract from the first issue. “we have started a Parish Magazine in the hope that it may prove of interest to those who take it in. It will also form a record of all that takes place in our parish. True, the magazine only records ‘little events’ but after all, our lives are made up for the most part of little things. We can’t afford to pass them by or to look down on them; If we do we are making a great mistake. Our magazine will come out on the first day each month price one penny. This is the first appearance, we hope it will find a welcome in every home in the parish.”

This tradition continues. Our magazine is supported by the various clubs and social groups that gather together and publish a record of their activities.

Tangmere Local History Group will over the coming months publish articles under the heading of Times Past which we hope will be of interest.
