Tangmere News Issue no. 235
December 2019/January 2020
A request has been received from a Shopwyke Lakes residents, asking if the petition to promote keeping the Oving Lights open can be mentioned. Objections for the official TRO for the closure of the lights closed in November but because enough objections we received the matter will be kept open for a little while longer. Within this window, the organisers of the petition are trying to get as many signatures in order to put pressure on their MP to raise the issue again with the Secretary of State for Transport. It’s hoped that they have until January 2020 to do so. With over 1700 signatures so far, they are well on the way to getting at least 2,500. It’s been featured on Chi Observer Facebook page and it can be found at www.change.org and search Oving lights, or find the link to the petition at
which opened on 27th October 2019 and will close on 24th October 2020. "Never too late to see the benefits of exercise. As we age, exercise can drop off the radar - however by not exercising we are doing our bodies a disservice. Whilst nothing can change the march of time doing something which involves making us breathe slightly faster and feel warmer can decrease our risk of heart disease and high blood pressure. If you want to continue do every day activities like reaching to a top cupboard, walking to the shops or carrying your shopping then resistance training and balance training is recommended. Done properly, safely, and consistently, exercise has been show to slow and even reverse agerelated disease. The Chief Medical Officer recommendations are as follows: 150 minutes of moderate intensity exercise a week Strength and Balance exercises twice a week Minimise sedentary time (sit less!) You don't have to hit the precise guidelines every week and it's definitely not a case of all or nothing - every little counts. Yet the guidelines are certainly something to work towards, and every week can bring progress. It can be difficult to know where to start, so start simply. If you can walk 10 minutes today, are you able to walk a little further in the same time or a little faster in 4 weeks time. If you can hold a balance exercise for 10 seconds today can you hold it for 13 seconds in 5 weeks time. If you can do 5 reps of a strength exercise today can you do 6 reps or use a stronger band in 6 weeks time. Exercise gains tend to be large at first and then slow down, but they will continue if you keep on going and keep on challenging yourself. Tangmere Village Hall hosts a variety of exercise classes for all abilities so why don’t you come along and see what we can offer you."

All is change at Tangmere WI…. We have to say thank you to Fiona, our retiring president who has served us well, over the last five years, and hello to Clare who takes up the challenge of directing us through 2020. A change in committee members has also occurred giving some new ideas and inspiration. Our membership has doubled over the last 5 years and we hope to see some past members re-join in the new year as well as recruit from new residents to the village. In November we celebrated our 30th birthday with a very entertaining presentation by “Timespan” from Arundel who stepped in at very short notice…… well recommended for any group wanting interesting speakers for a gathering. We were joined by some past members and shared a very tasty bring and share meal. A big thank you to members who bought food and raffle contributions which made the evening very successful. We meet on the 1st Tuesday of the month and our next meeting is the 3rd December at 7:30pm. We welcome anyone who is interested in meeting us and seeing what we get up too. Contact us by emailing tangmere-

3 years ago I became a Relax Kids Coach in order to support my son and to offer support to the parents around me that were telling me about the anxiety and fears that their own children were experiencing. At the time we lived in Reading and I began running community classes there. Last year we moved here. Having had a year to settle in since moving here it was time to start running Relax Kids classes again. On Halloween we had a spooky workshop where we talked about what scares us and what we can do in our scary times. Now I am running my first 6- week block of Relax Kids at Tangmere Village Centre and in it the children are finding out about their super powers because one of the things that can build up anxieties within young people is that feeling that they are not good enough. In these classes the children have a chance to remind themselves just how awesome they are. To find that special superpower that makes them unique. This, however, is not something that should only be happening on a Friday afternoon in the Village Centre and not only with children. When was the last time you looked at yourself in the mirror and said something negative? Now when was the last time you looked and said something positive? When did you last tell yourself that you did a great job today and felt that success? We are notoriously good at seeking out negativity, we are hardwired for it, it can take a concerted effort to see the silver lining or the small successes that we achieve every day. So take a look in the mirror today and remind yourself of your own superpower! Michelle Stone Director of Positive Routes to Wellbeing
* * * * While I was growing up during the early 70’s I was fortunate to be introduced to a serious of stories written in rhyme, which I loved, by Theodor Seuss Geisel. This American children's author and illustrator over his lifetime had produced more than 60 books under the pen name of Dr. Seuss. Many have become popular children's books of all time, selling over 600 million copies and being translated into more than 20 languages as well as being made into television series, a musical and feature length films. Some of these I’m sure you have heard of such as “The Cat in the Hat”, “How the Grinch Stole Christmas!”, “Horton Hears a Who!” and “Green Eggs and Ham”. To celebrate the life of Dr Seuss and the festive season one of these stories which involves a very grumpy green creature and a town full of happy Whos will be available for viewing during the film club session just before Christmas. Chairman’s Report At the council meeting in early November, residents from Cheshire Crescent who had door knocked their neighbours to collect their views on the plans for the field adjacent to St Andrews Church, were thanked for their hard work. They were also first to hear that their efforts had been taken into account by Countryside Properties, as the developer promised to withdraw the plans for housing in the field, and confirmed that the field will only be proposed to be used as public open space. This decision will be greeted with much relief in the village, as 87% of residents said they wished to see the peaceful setting of St Andrews Church protected when asked during the village questionnaire in 2014. Countryside Properties will now be holding a public meeting in the main hall on
Tuesday 3rd December at 7.30pm to share with the council and local residents the full details of their Master Plan for the development at Tangmere. This will be the first chance for residents to hear first-hand the full detail that, by then, will have been submitted to CDC for review. The Council is hoping that the Master Plan reflects all the aspirations that were included in the Neighbourhood Plan that was approved in 2016 in a referendum of all residents of Tangmere. The council also considered at their November meeting their wish list of infrastructure
Andrew Irwin
that they want to be funded by S106 and CIL funding over the next few years. The funding for these projects will come from the developers rather than from local residents, but the council still wishes to have input from residents regarding exactly which project gets their support. Some of these projects will be discussed at the 3rd December public meeting, so please come along and give us your thoughts. The latest round of New Homes Bonus funding has just been announced, with Tangmere successfully being granted just short of £35,000 for projects in the village. I am aware that there was some disquiet in relation to 1 of our projects relating to the cricket pitch maintenance, but I was disappointed that less attention was paid to the £24,246 that was awarded for a new piece of play equipment to be located at the northern edge of the skate park. This play equipment funding represented 70% of the grants awarded to Tangmere, and delivers much needed outdoor equipment for our younger residents. Every year we get a chance to prioritise our projects that we wish to apply for funding for, so if you have a project you would like to see delivered, you can let us know and we will include it in our wish list. We also have a vacancy on the Parish Council for a councillor, which we will soon be attempting to fill by election. If no candidates come forward then we can fill this vacancy by co-option. If you want to be involved with our important work, then please let us know.

Hulky Bear December 2019 Hello from your favourite out and about reporter at the Cat and Rabbit Rescue Centre, Hulky Bear. Hope you all have a lovely Christmas and all your fur babies get spoiled. We are still just as busy at The Centre as we have hundreds of animals waiting for their forever homes. We usually have some lovely volunteers on Christmas and Boxing Day to help with the animal care to give my staff a little bit of time off to spend with their families. I’m pleased to say we are finally having some much needed work done on the barn. The underfloor heating is going in and this will also improve the flooring in there. This is going to make such a difference to the animals that spend time in there. The barn is generally used for new intake cats as well as rabbits & guinea pigs and some of my fellow out and abouters who sleep up the top in the hay. Last month I told you about how we had lost one my best friends Caellum. His memory still lives on at The Centre as he is so missed. Fundraising is now well underway for the Caellum Fund and I would love it if my readers could get involved and support my staff and volunteers as they take on their 20 challenges for 19 years of Caellum’s life plus one for luck. We are hoping to raise much needed funds for something very special in Caellum’s name, please check out our website for more information and how to donate (www.crrc.co.uk/caellums-fund). We had an amazing Viewing Day in October with 26 cats or kittens being rehomed. It was one of our best viewing days this year, I hope they are all very happy in their new homes. I also just wanted to mention we don’t have a viewing day in December as it would be so close to Christmas and we do shut for a little bit before but we are back open again after Boxing Day.
Merry Christmas & a Happy New Year Love Hulky x If you are interested in adopting a cat, kitten, rabbit or guinea pig then please call us here at the centre on 01243 641409 between 9-4pm during the week.

What a wet Autumn we are having with the, now common, gales thrown in too. It makes me wonder what sort of winter it will be. I would like to bring to your attention a scheme run by Scottish and Southern Electric Networks (SSEN) who have a Priority Services Register for vulnerable people during power cuts. You can apply if you use electricity for a medical appliance or have a chronic illness or are recovering from an operation, if you are disabled, are blind, deaf or hard of hearing, have children under 5 or you are over 60. To get more information on this free service visit www.ssen.co.uk/ PriorityServices or call 08002943259. Being registered will mean you will get additional assistance during power cuts. Halloween seems to have been enjoyed by many in our village where the tradition is that is always very friendly in Tangmere. I have heard one or two reports of bad behaviour by some groups of kids who have tried to spoil things for the younger children and even put fireworks in the post box. To those children I would say ‘sort yourselves out’, Tangmere does not put up with ASB. Time to wish you all a happy Christmas and don’t forget to keep an eye out for your elderly or disabled neighbours. Kate Beach 01243 532505

* * * * In October we enjoyed a lavish bring and share meal followed by some quizzes set by Twinning members, which exercised what was left of our brain cells. Our next events come thick and fast!
Twinning Association
We will finish off the calendar year of events in fine style with our Xmas Meal on the 8th December. Over the years this meal has been our best attended event, when instead of our usual shared meal we provide members with a 3 course meal plus drinks for £12 per head! On Friday 17th January we will hold our informal AGM at 7pm at Tangmere House, followed by a “bring and share” supper. This provides a good opportunity to learn more about the Association and its activities. The highlight of our programme next year will be our visit to our twinned village of Hermanville-sur-Mer in June, more details on this to follow. These exchange visits involve staying in each other homes, enjoying hospitality and are great fun and do not depend on being able to speak French fluently -a little Franglais and some creative sign language can go a long way! We shall also be having a full programme of activities throughout 2020 including fund raising activities, sporting events such as boules and croquet, French film & Quiz evenings, visit to a local vineyard and walks. All that’s needed to enjoy our many activities is enthusiasm for French culture. New members are always most welcome and membership of the Twinning Association costs a mere £10 per year, please contact Alison Coote (773276) or Matt Deeble (697436) if you would like more information about the twinning association. 12
Comments from your District and County Councillor Please remember to vote in the Parliamentary elections on 12 December. It is a right we should not take for granted. If you have any questions about voting contact elections@chichester.gov.uk or phone 01243 521010. By the time you read this the proposed Masterplan for the Tangmere Strategic Development should have been submitted, with a public presentation planned for 3rd Dec. This will be but the first public stage in the Planning permission process. CDC’s current intention is to hold a CDC Cllrs in public briefing before it goes to CDC’s Planning Committee on 8 Jan. The Masterplan is very much a “principle setting” document, as the follow on Outline application (potential submission April - decision Oct 2020) will provide the transport details as well as the Planning Conditions and the Obligations (S106) Agreement which set the framework for the follow on detailed planning applications. In tandem with this is the Compulsory Purchase process, which due to the planning process has necessitated a repeat of the land ownership referencing exercise to ensure up to date evidence of whom owns what within the SDL. CDC has a key role in identifying what infrastructure is necessary to support new development, as well as address some existing issues, and have a process to prioritise the many projects. It uses an Infrastructure Delivery Plan (part of the
Local Plan) and the annually (in March) updated Infrastructure Business Plan to do this, with all the infrastructure providers (particularly WSCC highways and education) and Parishes inputting their projects. For Tangmere there are some large and complex spending decisions to make on new and improved local community facilities. In addition to the about £½M S106 developer contributions arising from past housing developments in Tangmere (which are time limited in their availability) there is also some Community Infrastructure Levy funds already allocated to the Parish. Under the current CIL arrangements the SDL is projected, by 2029, to generate about £1.4M which the Parish Council has control of to spend on its choice of infrastructure. The SDL’s Developers will be required to provide community facilities and a sports pavilion (for the new sports field) via its S106 Agreement. There is also an identified need for some form of indoor sports provision for Tangmere. The challenge is in identifying what form of community/ indoor sports facilities will best serve the Parish from the late 2020’s onwards and how best to use the overall S106 and CIL resources. A one or multiple site strategy? A wider challenge is how to reduce private car use (particularly for short trips) and encourage walking and cycling. Design of new developments and the connections to and from them are key to reducing the dominance of the car within settlements.

Enticed by the superb facilities and ambience of Boxgrove Village Hall, The Arts Society Boxgrove (formerly Walberton) is now enjoying its new venue for monthly lectures. For over 30 years they were held in Yapton Village Hall. However, the new location with easier parking and state of the art audio visual facilities is much better for existing members and is already attracting new members from Boxgrove village and surrounding areas. The original NADFAS, founded in 1968, concentrated on lectures and preservation of the decorative and fine arts but with the change of name to the Arts Society in 2017 this has opened up the Society to the wider interests of its members and now encompasses all the arts and appeals to a much wider audience. Through the arts we get a fascinating window on the world – its cultures, its histories and fascinating details that are brought to our attention. The monthly lectures at Boxgrove Village Hall are given by specialists in their field; these lectures are always informative, surprising, intriguing and often very amusing! Among notable lectures last year was one given Andrew Prince about the amazing jewellery that was worn by high society at the turn of the 20th century (Andrew is well-known for having designed and made the jewels worn by the cast in Downton Abbey). In another lecture who would have thought that the history of wallpaper could be so interesting and enlightening. Next year the Arts Society Boxgrove has arranged another calendar of wonderful lectures including Canaletto’s London, stories and treasures of 42 magnificent cathedrals, great railway stations around the world, the Fan Museum and a myriad of other subjects. The Arts Society Boxgrove also organises visits to several places of interest each year – past highlights have been visits to Highclere, Bombay Sapphire gin distillery, the Silk Mill, Athelhampton, Champs Hill and the planned visits in 2020 look to be equally enjoyable – the British Museum, Salisbury Cathedral, the Fan Museum in Greenwich among others. The Society has also had great success funding local Young Art Projects and for the past two years have sponsored work with Key Stage 3 students from St Philip Howard Catholic High School with the aim of encouraging more students, boys in particular, to opt for art as a GCSE subject. Last year they sponsored 25 Year 8 students in a screen-printing workshop the results of which were exhibited at Arundel Museum. This year they will research the coastline, draw and prepare a collagraph block to capture their design ready to print though a new printing press which has been funded by this society. The Arts Society Boxgrove is a friendly, sociable and vibrant society and is welcoming new members to join and share their enthusiasm for the arts. 10 monthly lectures are held each year on the 4th Tuesday of each month at 2.15 p.m., membership is £45 p.a. and guests £6. Members also receive quarterly editions of The Arts Society Magazine. To introduce their society to the new community The Arts Society Boxgrove is offering a first free lecture. Tangmere Strategic Development Location (SDL) Update from Countryside Properties Countryside Properties would once again like to like to thank everyone who has taken the time to send us their feedback and comments on the emerging Framework Masterplan for the Strategic Development Location (SDL) following the Village Fair and consultation event in September. All of your comments have been taken into account by the Countryside project team as the masterplan has been finalised. At the time of writing (early November), Countryside is preparing to submit the Framework Masterplan to Chichester District Council for its consideration. We are also continuing to work closely with Tangmere Parish Council, and will be presenting the details of the submitted Framework Masterplan to the council following its submission. This presentation will be open to the community, and will be held on Tuesday 3rd December at 7:30pm in the main hall of Tangmere Village Centre. As mentioned above, the Masterplan for the SDL will be subject to detailed review by Chichester District Council over the coming months. Following this, and subject to the Council’s feedback, we will then look to prepare and submit an outline planning application. We hope to see many of you on Tuesday 3rd December when we present the details of the masterplan to Tangmere Parish Council. If you are unable to attend the event, information on the submitted Framework Masterplan and the next stages of delivering the SDL for Tangmere will be made available on our website at www.countryside-tangmere.co.uk, where you can also register for updates on the project. Countryside would also like to wish all Tangmere residents a very happy Christmas and New Year, and we look forward to continuing our engagement with the village in 2020.

Times Past……. Number 5 Tangmere parish has been in existence since Anglo-Saxon times, St Andrews Church in Church Lane dates from the early 12 Century, is the only grade 1 listed building in the village; it has three bells (Andrew, Simon & Peter), and several interesting features both past and present. Ever wondered about the name of our village, who gave it its name and why was it called Tangmere? Well here is one explanation which is partly based on old records and partly based on hearsay.
names. Tangmere road previously known as the Street went towards Boxgrove and on to Halnaker Down. Chestnut Walk [once known as Hogget Lane] has some of the oldest houses in the village including the 16th century thatched cottage. A footpath at the end of the road continues towards the church. Old maps show this track continues northwest to a field called Leap mares then crosses the main A27 at Strettington Lane eventually reaching to Levin Down, an historic pasture land used for fattening livestock. So the saxon farmer would bring his livestock to market travelling along the drovers tracks into a village where hoggets [sheep and pigs] would be watered at the mere pond, where Hearsay suggests tang relates to fork in a the track forks [tang] to Hogget Lane [now pathway or track. So was the origin of the called Chestnut Walk] leading up to Hill Farm name Tangmere based on reference to a local stock yard. Thereafter the tracks lead on the Chichester markets. Was this the origin to our pool and the fork in the drovers tracks? village name? If so, where is this pool, and more important where are the drovers tracks and what was Most Sussex place names are based on local herded along these tracks? Close by the old farmers names [Siddle, Bird, Wester] or land shop is a village green created just after the features with added suffixes such as ham, WW2. It sits at the junction of Chestnut Walk nett and ton. Not so for Tangmere unless you and Tangmere road. This was once site of a accept my explanation! village pond. Many people will recall the My favourite explanation is that the village floods at this point in the village; these floods was named in the Old Book of Tang seemed to occur every winter but thankfully [published in a.d. 618–907] as a parcel of land the drains have been sorted out. owned by the Tang dynasty which had wide On older maps these roads had different contacts with other cultures. But I have another more compelling suggestion…………. The name is said to be Anglo-Saxon; it appears in a charter record, in the Domesday records and several Tudor documents as Tangmer. The mer refers to a small pool probably used for watering livestock and here most likely filled from run-off from the downland. The tang is less obvious; one common definition is ‘a touch or suggestion of something; slight trace. a long and slender projecting strip, tongue, or prong forming part of an object, as a chisel, file, or knife, and serving as a means of attachment for another part, as a handle or stock.

Give us this day our daily bread A line from the Lord’s Prayer. Probably the best known prayer that the church has. A prayer that we say every Sunday at St Andrew’s. I often think about what it means to us in today’s busy life. We are asking God for the spiritual nourishment that we need and means that we are in a loving relationship with God.
Sunday Services St Andrew’s Tangmere, On the first Sunday of the month at 9:15am we have a service that is geared towards the younger members of our congregation. You don’t have to be young to come and join us. On the 2nd, 3rd, 4th and 5th Sunday, we have a communion service with a variety of readings and hymns. All ages are welcome and there are activities for younger ones during the service.
I am sometimes reminded of Christmas when I pray this line of the prayer. I am reminded that at my age, I don’t ask for much a Christmas. But what I get is chosen and given in abundance. My wife and children seem to have a knack of getting me the perfect present. The book that I have never heard of, the picture for my study wall, the jacket that suits me perfectly. All of it exactly what I wanted even though I hadn’t thought that I wanted it. And it is the same when we look at what God gives us at Christmas. The perfect gift. The one that we didn’t know that we wanted but would turn out to be the greatest gift of all. The little baby in the manger that would become our Saviour.
Services for Christmas On the 1st December, there will be Evening Prayer with Advent Carols at 6:00pm. The Carols by Candlelight service will be on 22nd December at 6:00pm. Come along for this celebration of all things Christmas.
So let us remember that we can ask God for our ‘daily bread’ and what we get is that The Crib Service will be at 2:30 on Christperfect gift. One that is perfect for each and mas Eve. Christmas jumpers/outfits to be every one of us. One that shows God’s love worn! for each person according to their needs.
Midnight Mass is at 11:00pm on ChristRevd Trevor Marshall Priest in Charge St Andrew’s, Tangmere and Oving

So another year has almost past, and what busy one it has been. Halloween was its usual mix of children and adults having a great time, Tangmere is always a great place to be at Halloween. On the night I was called to 2 small acts of ASB and the ones responsible were spoken to and behaved for the rest of the Dawn White 07768 210358 evening, I was dwhite@chichester.gov.uk out and about with tubs of sweets that were very kindly donated to us by the Clerk to the Parish Council and spoke to over 120 Children and adults. Bonfire night also came and went with just the one call to people letting off fireworks on the recreation field, unfortunately I didn’t catch them in the act but the names of those involved were reported to the Police. Letting off Fireworks in a pubic place is both illegal and dangerous. We have heard reports about Dogs that have become ill after eating poisonous mushrooms near the airfield, so can I urge all Dog owners to please be carful about what your animals are foraging whilst out
on their walks, we would also like to wish those affected a speedy recovery. Facebook is an excellent tool for passing information but please remember that we do not monitor any of the pages in Tangmere and we are forever hearing residents tell us “well it was on Facebook”. We can only deal with issues or give advice on something we can’t deal with direct, if it is reported to us, we accept reports via email, phone and our Facebook page. Finally that brings us to the next big event, I know some of you consider this a swear word but Christmas is nearly here. Please Gareth Jones 07768 202356 remember not gjones@chichester.gov.uk to leave your valuable gifts in view as we also see a rise in opportunistic crimes around this time of year. Also, if you have any concerns about anyone you think maybe lonely of vulnerable then please give us a call so that we can see if their is a way to help. So that just leaves one last thing to say.
