I can’t believe that 2019 will soon be here.. For many 2018 has been a busy year with lots of activities to organise and join in with. The last couple of months of the year will be no exception which started with the Armistice celebrations and the Winter Fair at the village centre in November. Then the beginning of December will see the Christmas fair at Sage House, the lighting up of the Christmas tree lights in the Co-op carpark, not to mention Father Christmas visiting with his sleigh.

Memory baubles are available for £1 from One Stop and The Co-op.

Decorate them however you wish to remember someone who has made a difference in your life, then bring them to the Light Switch on.

There is the Players Panto, Cinderella, on the second weekend of December and no doubt people have Christmas shopping to do and parties to go to.

For some members of the village, the news that we are having a break this year from the Burns night dinner at the end of January may be disappointing. Instead we are hoping to organise a Barn dance at the end of March, so keep your eye out for some posters and more information in the next issue of the Tangmere News.

I would like to take this opportunity to thank everyone who is involved with the production of the Tangmere News and especially the distributors who deliver it to your door.

The players have been rehearsing very hard since September to bring you this year’s panto, Cinderella, which is being performed on the 7th and 8th December. There is a matinee on the Saturday so please bring your little ones. It’s a great way of giving them a theatre experience without the huge cost or travel and if they fidget or want to join in with the singing and dancing that’s ok as it’s all the fun of Panto.

We have welcomed some new members to the group during the Autumn, so the group’s dynamics have changed but it is still a friendly and fun loving experience each Monday. We would like to encourage some members of the village to join in with the Young Players production in March, so if you are aged between 7 and 18 and would like to be part of our group and have an on stage or back stage experience then come and join us.

Annual membership is £10 per child and £15 for an Adult.

Tickets for Cinderella are £6 for Adults, £3 for children under 16, and free for under 3.

We are holding a Charity Christmas Fayre on Saturday 1st December, 10.30am to 2.30pm, open to the community and we would love to see you there. Raffles, tombola, themed stalls, mince pies and rumour of a visit from Santa!

Join us for some festive fun to support people living with dementia.

Another festive treat is a vintage afternoon of entertainment with Dawn Gracie on 11th December, 1.30pm – 4.00pm. Hugely popular, Dawn sings classics from the 1950s and 60s; we will also play bingo and have a buffet lunch. Tickets are £12 per person.

We continue to support people living with dementia, and their family and carers, especially as the festive season approaches. We have put together some tips about Christmas and living with dementia – these can be found on our website.

In my last report I promised to consult on plans to improve the security of the recreation field.

We agreed to have a display of the various options at the Christmas Fair on 24th November, and I propose to hold a drop in session in December and January for residents to see what we are considering. The dates of these are discussed on page 11 of this issue where I have expanded on the costs of the various options. In the meantime if you would like to give me your thoughts on the current options please feel free to send me an e-mail indicating your preference.

The Silent Soldier and the Silent Airman have been unveiled in the village to mark the 100th anniversary of the end of the First World War. In time the Silent Soldier will be moved from the current position at the entrance to the village to a permanent position on the grass island at the entrance to Church Lane, adjacent to the memorial that has been there for many years. In future year’s wreath laying services may be held there as well as in the Churchyard.

The Silent Airman has been moved to the permanent position in the Garden of Remembrance at the Museum, where it will be seen by the many visitors to the Museum.

field many residents joined with other villages around the country to pay our respects to the fallen.

During the event we offered tea and coffee from the Pop up café, and had a donation box available. £57.73 was donated, and the Parish Council has agreed to pass this on to the Royal British Legion’s Poppy appeal.

At the recent Parish Council meeting we co -opted a new Councillor to join us. In fact, David Blythe is a seasoned hand on the Council, having served in previous years.

Obviously he has missed the excitement of our meetings, and will be offering his wisdom and views to assist our discussions.

We welcome David, and confirm that we still have a vacancy for a member to join.

The Parish Council has had initial meetings with the selected development firm, Countryside Properties, appointed by CDC to prepare the Master Plan for the strategic site at Tangmere.

The Parish Council hopes to be able to hold a public meeting in due course with their team to share the progress on the project.

The Council is confident that the developer team will take on board all the infrastructure plans and design layout that features in our Neighbourhood Plan.

To support us in this work we have appointed our own professional advisors to support our work, and to ensure the very best outcome for the village.

Pasta with Turkey in cheese sauce For speed and ease you could always go mad and add that last carton of thick cream instead of the cheese sauce!

Serves 4 Cook time: 5-15mins Ingredients: 500g fresh or 350g dried pasta 110g piece of cooked turkey, diced 110g left over firm vegetables (carrots, sprouts etc) chopped 300ml cheese sauce 1tsp mild mustard Freshly ground black pepper Method: 1 Drain the cooked pasta briefly and return to its pan. Add the turkey, vegetables, cheese sauce, mustard and seasoning and heat through gently, stirring occasionally.

2 Serve sprinkled with plenty of black pepper and extra grated cheese.

Tip : You can add more vegetables or chopped sausages too.

Tangmere Recreation Field: Options for protection from Trespass The Council is considering a range of options to minimise the chance of further illegal trespass on the recreation field. We recognise that any scheme we follow will be vulnerable. There are no options that will completely avoid trespass. So the objective is to deter trespass rather than to close off the field completely. We are also aware that many residents enjoy and appreciate the open vista created by the current deterrent, and we do not wish to destroy what we set out to protect.

We are also aware that some schemes are very expensive, and ultimately it is you the residents who will pay for any work. That is why we are asking you to consider the options, and to share with us your thoughts.

All options will enable pedestrian access, as well as gated access for ground care vehicles. It is these access points that will become the weakest link.

We have planned to hold a series of meetings in the village centre to share with you the options before a decision is made. These were displayed at the Christmas Fair on 24th November, and will be displayed again on Saturday 1st December, from 10.30am till lunchtime and at the next Full Parish Council meeting on Thursday 3rd January. Please look at the options, see our plans and let us know your thoughts.     

Tangmere Parish Council What to do with left over Turkey Not a problem in some households but if you can’t face another cold slice starting at you from a plate try one of these ideas: Bubble & Squeak: the classic old-fashioned Sunday night favourite fry up with any of the following left overs – goose fat to fry in if you have, then add – bacon, cabbage, shredded sprouts, chopped roasts or other potatoes, chopped turkey; stuffing; and of course gravy moisten. Do it in a large pan so everything gets well heated through!

Pizza: with your favourite tomato base, then add shredded turkey, chopped carrots or other veg, chunks of stuffing and a good layer of grated cheese. Drizzle with oil and herbs and bake.

Xmas Wraps: Spread wrap base with humus or mayo, then top with shredded lettuce and spring onions, shredded turkey, chopped cooked bacon or sausage, avocado pieces, soy or oyster sauce then roll up and cut into half.

Flower Club

The next meeting of Tangmere Flower Club will be on Friday 14th December from 7.30pm-9.30pm at the Village Centre. The evening will be an interactive creative workshop (all materials provided but please bring your own paper-cutting scissors!).

Competition theme - Cinderella Our January meeting is our New Year's Party, held on Friday 11th January, where fun and games will be had, along with a bring-and-share supper. For member's joining at the January meeting we are offering a 10% discount on the price of annual membership.

We would love to welcome new members to our small and friendly club, so come along and see what we are up to! You'll be rewarded with a fun evening, including a raffle and a tea & biscuit break!

Orchard update

I have finally given up with the idea of a wild flower patch in the orchard near the concrete slab. The proliferation of vigorous weeds swamped the more delicate wild flowers, and my enthusiasm. Penny and her family has kindly donated another tree for the area, planted winter pansies and turfed over the bare soil. The area should be much easier to maintain now.

Paul has reduced the height of the hedge for me at the front of the orchard. This means the path now feels more open, passers-by can view the orchard and the hedge will be easier to maintain.

I noticed this year that many more of the fruit had been collected which is preferable to it rotting on the ground. As long as it doesn’t appear on a market stall I would much rather people from the village eat the fruit than think they are not allowed to touch it. It is a community orchard, after all.

I have begun mulching the trees which has not been done for a couple of years. I would have liked the ground to be wetter but, at the time of writing, the rain just keeps on missing us. I will be pruning the trees soon which is always quite a major job. If anyone would like to contribute to the pruning of the trees please contact me or, if you are a confident pruner, please feel free to start the process.

Comments from your District and County Councillor

As I write on 12th Nov, CDC will be deciding in the next two weeks on putting the Local Plan Review (LPR): Preferred Approach, out to public consultation between 13 Dec and 7 Feb. Whether we like it or not, Central Government is compelling all Local Planning Authorities (less so National Parks) to plan for ever higher housing targets. In CDC’s case the number crunching currently comes out at 650 dwellings per year for the new plan, a sustained rate of build that this area may not have ever seen before. Quite what that build rate would do for build quality is anyone’s guess. The LPR has to be completed by mid-2020, or else planning decisions cease to be Local Plan led – i.e. a developer free for all.

CDC therefore has to decide where these new houses will go, along with employment and horticultural land allocations. Given the available land area and the constraints of the National Park and Chichester/ Pagham Harbour protected areas, options are limited.

Waste water and the A27 are not absolute constraints. Southern Water has a duty to deal with whatever housing numbers arise (note the recent capacity expansion at the Easthampnett works and permitted strategic pipeline). New development only has to mitigate the effects of its own traffic.

Delaying the LPR until Highways England and the Dept for Transport makes a decision on whether the A27 at

Chichester receives a nationally funded investment is not an option. The proposed LPR A27 mitigation measures are limited in scale (though not of disruption during build) and duration of benefit. There are considerable questions over costs.

For Tangmere there is effectively no proposed change with regards land allocations. The existing allocation of the swath of land on the village’s Western side has long been known to be able to take more than 1000 dwellings, so it is no surprise this has been increased by a minimum of 300. The City Fields Way business park remains allocated for employment purposes, as does the existing Horticultural Development Area.

What is of concern though is the proposed @30% reduction in open space standards. There is presently no mention in the LPR of a Local Green Space designation process, but any revision of the Neighbourhood Plan could enable the protection of some valuable natural spaces in and around Tangmere.

Local Government finances continue to be very tight as demand for (and costs of) childrens, adults and other services accelerate. It is likely that both CDC and WSCC will increase Council Tax up to the referendum limit. WSCC will have to make difficult choices to close its funding gap, but this challenge is concentrating minds on how to provide sustainable and effective services for the future. Governing is not about how much money you’d like to spend, but how you spend what can be afforded not only in the short but long term as well.

Left over Christmas Sweet Treats!

Many a household has left over xmas pudding, or mince pies, or brandy butter and other similar treats – here are a few quick ways to use them up! *Xmas pudding Ice cream: let the pudding dry our a little so you can crumble it, and then stir in to the custard and cream mixture if you make your own; or for a good cheats version just stir it into softened good quality vanilla ice – will a little extra sherry if you wish – and return to the freezer until firm. Brandy butter, excess custard, mincemeat or dried & glace fruits can all be used up in this way. * Festive Cheesecake: To a traditional lemon cheesecake mixture stir in mincemeat, lemon curd; brandy cream or sauce, glace or dried fruits, finely crumbled Xmas pudding, crushed meringues; and spoon into the lined tin. * Mince pie meringue gateau; if you stockpile like I do they can be going stale by New Year so this idea will really liven them up. Break up about 6 so they dry out a little more. Whisk up 3 egg whites until stiff, gently fold in about 6 tbsp soft brown sugar and then the crumbled pies. Add a pinch of ginger and spoon onto a sheet of baking parchment on tray liner on a baking tray. Bake in a cool oven (140C/300F/ gas Mark 2) for 30 minutes until browning a little. Reduce the heat and cook until it is as firm and crumbly as you wish. Cool before serving with whipped cream.

Pet of the Month Denny and Kerrymaid 2018 This month allow us to introduce Denny and Kerrymaid a male and female both now 8 years old. Kerrymaid, a gorgeous harlequin rex, came to us a year ago; her original owner was joining the armed forces. Kerrymaid was loved a lot but she was a little overweight when she arrived here, and with a bit of encouragement Kerrymaid has since lost quite a lot of weight. Denny, a black Netherland dwarf, arrived in July 2018 as his rabbit companion sadly passed away and his previous owners wanted to find him a new friend. Thankfully we had just the rabbit for him, in the form of Kerrymaid! We bonded them here at The Centre and it was love at first sight. They are both very loving rabbits, Kerrymaid is more sedentary and enjoys picking her favourite spot to lay for the day, whereas Denny is very inquisitive and likes to hop over for cuddles.

They are looking for an indoor home together. If you think you may be able to give Denny and Kerrymaid the new home they deserve please give The Centre a call Monday to Friday from 9am-4pm.

Community Wardens

I can’t quite believe Christmas has come round again so fast and with that comes the usual risks. As usual this time of year brings with it, the opportunist criminal. Please make sure that you keep those special purchases safe and out of view when storing them at home. Scams are in the headlines again, there are so many ways that these fraudsters use to trick people out of their money. We seem to associate scams with elderly and vulnerable people, when in fact we are all susceptible. If you have any concerns, whether that be for yourself of someone you know then please do not hesitate to call.

We are currently going through the recruitment process for Junior Wardens, watch out for them on a street near you soon. We will be learning about good citizenship and helping to look after the community in the next few weeks.

A couple of months ago we welcomed the “Purple Bus” to Tangmere, the bus is a youth project that we based in Jerrard Road so that the young people in the village had somewhere to go or hang out for 2 hours on a Wednesday evening. Regretfully I have to inform you that we won’t be seeing the bus again. It has been decided for a number of reasons that it will not be returning. We are really disappointed about this but we will continue to see what else we can bring to the village.

I have now just about unpacked everything that arrived in boxes a few weeks ago. Moving to a new place along with starting a new job is meant to be stressful. However, everyone that I have met in Tangmere has been very welcoming, very patient and very understanding so the move went incredibly smoothly.

As we approach Christmas, I was thinking about this welcome that I have received and thought about the welcome that Mary and Joseph got when they finally reached Bethlehem. Miles away from home, heavily pregnant and with nowhere to stay. Yet there was still someone who welcomed them and opened up the stables to give them somewhere to stay. I think that the inn-keeper would have fitted in well if they lived in Tangmere. We see new housing going up all around us. People coming from near and far to live in the village. If they receive the same welcome this Christmas that Mary and Joseph received in Bethlehem, and the same welcome that I received when we arrived, then I know that we will be a village that grows not just in number, but in community, friendship and neighbourliness.

A year (and a bit!) in the life of a new member.

We moved to the village 18 months ago, when we knew no-one here, and not a lot about the goings on here. We saw a notice for the gardens open day, and went along, and met the members there.

We knew nothing about gardening, but were impressed with the set up there, with a well-established layout, which when we later found out was just a field used for horses not long before, absolutely amazed us as to the change, especially when you hear of famous visitors like Mary Berry as well!

The most amazing feature of the garden though was the warm welcome we received from a great group of people, who were all linked by the concept of growing things there. Those things being produce, but most importantly, growing friendships. 18 months down the line, and I can safely say my knowledge of growing produce has greatly increased from absolutely nothing, to understanding the intecracies of what needs planting when, how to look after it, and an appreciation of the flavour you get from very fresh food, especially the peaches, and asparagus!!

But more valuable to me than any of these things, I have gained the friendship of a wide range of fabulous people. Some have moved away as far afield as the Orkney Islands, not sure if that was due to us appearing! But they couldn’t keep away, and Rosemary and Nick Moon, joined us for a flying visit in October, just to make sure we were keeping up the good work I’m sure! We have also enjoyed many social functions, from a Christmas skittles night, meals at fellow member’s homes, to bring and share suppers in the gardens. The most regular social function is the weekly gathering at the garden where a couple of hours tinkering, is followed by a cuppa, and biscuits with lots of chat!

We have thoroughly enjoyed our time here, and would love you all to share in the joys we have experienced, and gain some of the knowledge we have picked up, and share the pleasure of tasty produce, as we do, so openly invite you to pop in, meet the gang, share a cuppa, and see what we do, and see if it’s for you.

Neighbourhood Watch

I would like to tell you what has happened to me recently so that you can be pre-warned. I opened my emails to see one entitled Kate Beach ‘and then one of my passwords. I was suspicious, but as they had used my password I felt impelled to open it. Well it was very nasty, they said that they knew which sexy sites I had been looking at and that I had good taste, but what would my family and friends think when they exposed me to them. They said they had watched me on my webcam (I don’t have a webcam) and I had one day to pay them £7,000 in the equivalent in bit coins and gave me a link to click on. If I didn’t comply I would be exposed. It was blatant blackmail.

Obviously this was very upsetting, but I did keep a cool head as, of course, I knew that I hadn’t done what they were accusing me of and that they couldn’t have seen me on a webcam that I don’t have. I reported it to Action Fraud and put it in my spam file.

The most worrying thing was that they knew one of my passwords, so I then had to set about changing them.

If you receive an email that uses a familiar password, do not click on any links in the email and, like me report it online to www.actionfraud.police.uk or phone 03001232040. If, sadly, you did part with any money to these fraudsters you should, of course, report it to the police.

Just one more warning, the car thieves are still about going round the various car parks at beauty spots and popular walking areas. The police have set up ‘Operation Mini’ to try to reduce this and catch the culprits. If you can’t avoid it, then why not wear a small backpack so there is no need to leave anything in the car.

Tangmere Local History Group offers a programme of speakers and outings on subjects of historical interest, particularly in Tangmere and Chichester, but also further afield. Visitors are always very welcome to our meetings.

Our next meeting takes place on Thursday 10th January; this is our AGM. Meetings are held at Tangmere Medical Centre, starting at 7.30pm.

We have been very busy with the campaign over the last few months, we were invited to attend Goodwood Revival and had a great weekend discussing the project and raising over £700!

I recently met with the family of Angus Jones, who recently passed away. I was struck by their courage and kindness in such a difficult time. We were honoured to receive donations in his name.

You may have already noticed, but we have our own ale! Thanks to Riverside Brewery (Upper Beeding) who reached out to help us, following our appeal. It is a golden ale 4.4% and is brewed with English hops in the style of a wartime beer – replicating what would have been available in the 1940’s. It is available in cask and 500ml bottle and you can purchase from the following places: Pavilion Bar (Chi College), Hornet Alehouse and Chichester City Club, Chichester Bognor Golf Club, Bognor Regis Hartleys Off-Licence, Findon Boxies, Boxgrove Village Stores Nisa Local, Upper Beeding We will be at the Tangmere Winter Fair on 24th November, at the village centre so do pop along and speak to us, we will be joined by the brewery who have gift packs, ideal for Christmas!

Her interesting presentation covered a number of determined women not all well known. It was followed by a buffet meal provided by members and a delicious birthday cake.

Our December meeting will see us enjoying some pre Christmas fun and games. The January meeting will be a week later than usual on 8th January.
