Some braved the cold weather on the 3rd March to join in with the Spring Clean and then stopped to have hot soup, tea and coffee in the pop up Café in the youth hall. At our AGM on 19th January Alison Coote was reelected as Chairman, Matt Deeble as Secretary, and we have a new Treasurer Brian French, who has taken over from Ann Poulter who has served us faithfully for many years.

Our next activity will be a Boules and Bring & Share Supper to be held at Tangmere House from 5.30pm on Saturday 20th May. It’s not too late to be included in our visit to our twin town and site of Sword Beach, Hermanville-sur-Mer, over the weekend of 15th – 17th June. We will be staying with French families and enjoying wonderful French hospitality, all at no cost other than travel and presents for our hosts.

We plan to trial the Café for several occasions during the year in the hopes of making it a more regular drop-in spot for all villagers and many events.

Waste Tips 8 Taking notes Wasting food costs £700 a year for the average family, that’s money that could be spent on important everyday items. So is it time you TOOK NOTE of what you are buying and wasting? * Writing a shopping list is one of the best ways of ONLY buying what you really need.

Design your shopping list around the recipes your family like or you want to try – and the foods they like. * Write a list of food you have left over – or have to throw out - every couple of days and refer to this when you next do your shopping list. * Only shop weekly so that you make sure to eke out your fresh food to the end of the week – padding out with pasta and rice or store cupboard standbys as necessary. * Pack small amounts of excess food in plastic bags (labelled) or containers to keep fresher for longer or freeze. * Take note of the Sell by or Best before dates on the pack when you shop and choose the longest date. (The use of these labels is under discussion and may be reviewed in the near future as the Government has realised they are confusing and unhelpful.) Watch this space for an update as soon as possible.)

Our School Council is an integral part of life at TPA and they play an important part in school improvement.

Annually elections are held where the whole school vote for the school Chair, Vice Chair, Secretary and Treasurers, after each candidate presents their manifestos within a whole school assembly. Voting takes place within their classrooms. At the beginning of term Class Representatives are also elected by their peers.

The Year 6 School Council Members were keen to explain their roles within the School Council and explain how they are working together to support the local community.

Chair: ‘My job is to lead and organise the council meetings – organise what we need to get through. I am also in charge of making sure everything is ready and to talk to everyone so everyone is heard.’

Vice Chair: ‘My job is to stand in for the Chair when she is ill, and to help her plan the meetings and also help to write up and give out the notes from the meetings.

As well as that, I help the Chair collect the children before the weekly meetings that are held.’

Secretary: ‘My job is to write down notes, and based on what the notes are about, I inform the Chair and the Vice Chair as to what steps to take. All of the notes are written and held by me.’

Treasurers: ‘Our challenge in the School Council is to manage the funds that are expended and to help save them in order to spend the funds in a more desirable way. We also help count up votes for choices on the school. Fundraisers are another thing that we accomplish.’

Year 6 Representative: ‘My role as Year 6 Representative is to inform my class about what is happening with the school council and feedback any ideas from my class to the school council.

The Work of the School Council At the moment we are working with the Dementia Support Hub and doing fundraising for them for them to put towards a variety of items. So far we have been on a trip to see the improvements for the newly improved section of the Hub. Soon we are going to the hub to see the improvements and to read stories and to get to know all the clients and talk to them to find out more about them. We are working on doing other trips for the school council, relating to the dementia support hub, including singing with and to the clients.

The young players production at the end of March “The Snow Queen” has been quite a challenge for the production team and cast, due to the small ensemble. Most of the cast had to cover more than one character, some three, but as usual, hard work and determination prevailed.

The Adult production in May (18th 19th) is taking on a different tack this year with an evening of music, dance, and sketches celebrating the 20’s and 30’s. Dinner is included in the ticket price and the audience is encouraged to come dressed up and ready to have a fun evening.

Good day from your favourite out and about reporter at the Cat and Rabbit Rescue Centre, Hulky Bear.

We have had lots of new rabbits and guinea pigs arrive at The Centre over the last few months. I thought to help them feel more at home I would arrange a little welcome party for them. I decided on a sort of Easter Egg Hunt but instead of eggs I used extra vegetables we have been kindly donated and hay bundles that our kind volunteers have been making up as parcels. I hid them all around their pens and they had great time hunting for them. I like to welcome all the new arrivals and make sure everyone is happy.

I had a thought if you are going away for your holidays anytime soon we would love to hear from you. If you get time please send me a postcard and let me know where you are. I can make a collection my friends and I can look at.

Some sad news one of my out and about friends Michael passed away recently. He spent most of his time running our barn checking everything was running well. He was loved by us all at The Centre and he will be very much missed.

Some happier news we have a new arrival of the human kind at The Centre. Our new manager Dave joined the team. I of course made sure he had a great Hulky Bear of a welcome.

This month allow us to introduce you to Iru Bru, an 11 month old male, ginger and white guinea pig. He arrived at the centre with his brother after his original owner became ill. Unfortunately Iru Bru did not get on with his brother and he had to be re-homed separately so Iru Bru is now looking for a new home with a new male guinea pig. He is happy to be handled and enjoys the company of the staff. We would love to find him a new friend. We can arrange bonding of your male at the centre. If you think you may be able to give Iru Bru the new home he deserves please give The Centre a call. We can then explain the bonding procedure with you.

Apples, pears, plums, cherries, strawberries, blackcurrants, raspberries and many others all need a spell of cold to boost their growth the following season. This also applies to oak, birch, hazel and ash trees because they have evolved for hard winters. It gives them the rest they need to grow well the following season. “The February and early March cold is an absolute blessing for fruit growers” said Guy Barter of the RHS writing in The Times. “All the common fruits need a cold spell to grow well later on and the best of the crop may well be rhubarb as it originally came from Siberia.”

So, we look forward to a bumper crop of fruit on the trees this year! I have pruned the trees lightly this winter with only crossing and damaged branches taken off so they can put on some good growth. The Marjorie’s seedling plum at the back and the cooking apple trees are all growing away strongly but some of the smaller trees are very slow growing. It doesn’t help that the soil is so poor there but they are south of England varieties so they should withstand drought at least.

Comments from your District and County Councillor Among the activities for teenagers that WSCC supports is the National Citizen Service (15 – 17 years old) and the Duke of Edinburgh Awards (14+). Both of these provide opportunities for young people to do something different, active, challenging and a very good thing to have on a CV and UCAS personal statement to show what they’ve achieved outside of school. On 6th March CDC’s Full Council voted to allocate another £150k toward progressing the Compulsory Purchase Order for the Tangmere Strategic Development Location (SDL). This will include work on selection of, and an agreement with, a Development Partner and the further legal work required by the CPO process. All the costs and delays in getting on with developing this site is down to the landowner and developer “consortium’s” failure to progress a Masterplanned development through the planning process. Local Authorities come under a lot of criticism for not delivering housing – but once land is allocated for housing, delivery is in the hands of developers and landowners, unless CPO powers are exercised to get a delivery agreement (and a deliverer) in place. This is going to be a complex process, not undertaken by CDC for a long time. It will have

to include a lot of work, based on the Neighbourhood Plan’s concept for the SDL, on producing a Masterplan and the subsequent planning applications. Getting CDC to effectively engage with residents and the Parish Council on the development of these will be challenge in itself.

CDC continues work on the Local Plan Review, which needs to be completed during 2020. The great difficulty at the moment is determining what housing target this Review is to work towards. Hopefully central Government, by the time you read this, will stop making speeches and announcements about proposals and consultations and actually make decisions. It is clear however that CDC will have to plan for considerably higher numbers (including taking some from the National Park). For Tangmere it will be important to make the most efficient use of the SDL for housing (it can take more than the presently allocated 1000) so as to minimise demands for more land to be designated in the Parish.

Ringway will be taking over WSCC’s highways maintenance contract from Balfour Beatty on 1st July. During April/May WSCC will be consulting on its Fire and Rescue Service’s 2018-2022 Integrated Risk Management Plan (goto: www.westsussex.gov.uk). Portsmouth Water and Southern Water have published their draft future water resource and business plans. For Portsmouth Water, this includes a proposal to create a new reservoir N of Havant.

Community Wardens

You may be aware there were a number of thefts from cars recently in Tangmere. It would appear that those responsible started at one end of Tangmere and worked their way through the village.

Judging by the number of cars targeted and the locations, some of the cars where in cul-de-sacs not open ended roads, so maybe not so much an opportunist theft as a planned one?

Tangmere was not the only place to suffer, it appears the perpetrators have visited several areas around Chichester and further afield. It is also worth noting that it has been reported, all of the cars were left unsecure by their owners. Vans are now also being targeted and tools are being stolen in other areas of Chichester so please stay vigilant. I know that Tangmere is a low crime area and we are all happy that you feel secure but please remember to take all valuables out of your cars and lock them.

The youth club is very well used by local children and is a very much needed safe and fun place for them to go to once a week. Angela Blackwell does an amazing job keeping it running but really needs some volunteers to help out in the sessions on a Monday night 18.30 – 20.30. You don’t have to commit to every session. If you are interested in helping pop along to the youth club and have a chat with her.

I promised to update you all about our progress with the campaign; we have been very busy indeed.

The formation of our community interest company is underway, once this is in place we will be able to press on with establishing our justgiving page in order to fundraise for the first round of work. This includes securing the site and working with a conservation architect to produce a building conditions survey.

We met with our local MP Gillian Keegan and her husband Michael to run through our plans and to discuss our objectives in detail. This was a very positive discussion and both are extremely supportive.

I also spoke at the Tangmere Local History Group AGM to update members on the project and to discuss our aims.

We have also met Alexander Johnson, a visual artist from Brighton whose father flew spitfires from RAF Tangmere.

He is working on a special one off piece for us to auction off in order to fundraise.

You may also have noticed that I met with TV’s Dan Snow, AKA ‘The history guy’ at the tower and did social media interviews on facebook and twitter. These have been viewed over 10K times! He is very supportive and this was an excellent moment to raise awareness.

Sugar is not just bad for your teeth. It can kill you!

Refined and added sugars are much worse for your health than you imagine.

Fatty Liver – Sucrose metabolites overload the liver forcing it to lay down fat causing non-alcoholic fatty liver disease.

Type II Diabetes – sugar causes resistance to the bodies natural insulin so pushes the body towards metabolic syndrome and diabetes, which in turn increases body fat production and secondary effects such as blindness.

Insulin resistance – caused by constantly higher blood sugar levels than normal suppresses other natural hormones, such as testosterone encouraging fat deposition in the belly and chest area in men. Women are affected as well.

Heart Disease – a high sugar diet raises “bad” cholesterol much more than a full fat diet and so is the main contributor to obstructive heart disease.

Addiction – sugar is addictive as it releases dopamine in the reward centre in the brain, and is probably the main reason why food producers add it as it makes you want more.

Obesity – sugar is the main cause of obesity in both adults and children.

The “sugar hit” is temporary and short lived, so despite the excess calories you don’t really feel full and so crave to eat more.

Cancer risk – metabolic imbalance promoted by added sugar drives inflammation a potential cause of cancer. Studies show cancer rates are much higher in those with a high sugar intake.

Faster aging – the inflammatory affects in the cells makes them age faster than normal reducing skin elasticity and the life span of internal organs.

Tooth decay – feeds the bacteria on the teeth that then excrete acid on the teeth causing decay. Frequent sugar intake increases decay significantly.

Beloved in Christ, I have always used this salutation because, throughout my ministry, that is what the congregations in the parishes I served were, and still are. As I write my last letter to you, I am reminded of a young priest visiting his old parish priest, now in retirement. In the course of their conversation the old priest explained, much to the young priest’s surprise, that after many years of study he had come to the conclusion that the main argument for the existence of God is holiness. “Ah yes,” said the young priest, “the fact that down through the ages the Church has never ceased to produce great saints”. “Well, I know that’s true, but it isn’t exactly what I had on my mind,” replied the old man. “I was thinking rather of the sheer mass of goodness that I found amongst the parishioners in all the parishes I’ve been in. So many men and women who had no special training – and yet you could see that the faith was firmly established in their hearts. They prayed, God really mattered to them, they became saints though they didn’t know it. But they were, and I tell you now, they were always an inspiration to me.”

I too have experienced the same thing throughout my ministry, not least here in Oving and Tangmere, and I thank you all for it. Although you have been burdened with me for much longer than was planned, it has seemed to me to be a very short time – I guess that is because your love and support has made it for me a touch of ‘eternity’ now, and when your new priest arrives, you will continue together on your loving pilgrimage, to be numbered finally among the saints, the holy ones with God. Thank you for all the love and generosity I have received during my time with you and know that when you feel burdened down with heavy shopping in Chichester, there will always be (provided I am at home) refreshments waiting for you at 49, Westgate.

Very Chilly start for March and we hope you all have been keeping warm!

We have held a few work days through January & February to catch up with the big jobs that needed doing in the Garden from cleaning the large poly tunnel to planting out onions and broad beans which seem to be growing well so hopefully we will have a good crop later in the year. Even though it was cold and sometimes wet we have all been warmed up by the homemade soups that have been provided by members from Leek and Potato to Beetroot and Carrot all very yummy!

We have held several Supper Club evenings which has helped to raise funds which will be needed to buy seeds ready to sow out for this year. Many thanks to those who hosted and supplied Great Food and plenty of Wine and those who attended the evenings providing great company and parted with their cash!

We are always keen to gain new members to the garden as there are always plenty of jobs to do and plenty of produce to share. Members met at The Stables in Fontwell for the February meeting enjoying a delicious meal and lots of conversation. We had such a good time we are planning another meal soon.

Debbie Wells from the Aldingbourne Trust visited our meeting in March and gave us an informative and eye opening talk on the work done. It is far more than just the country centre.

In April we are holding a silk painting workshop – no experience or skill needed while May will find us discussing the resolutions to be debated at this year’s national meeting.

We are arranging our annual quiz for Friday May 25th this is always a fun evening.

The New Dementia Support Hub in City Fields Way, will be officially open in early May (dates TBC). It has been a long journey for the charity; founded in 2014 with a vision to create a hub with complete, accessible dementia services under one roof following feedback from people living with dementia and their carers that care in West Sussex was not co-ordinated. Excitingly the end is in sight and the Hub is close to completion.

It is organised by Dementia Support volunteer: Sue Saunders, and is open to everyone over 50 years old and it is dementia friendly.

Neighbourhood Watch I would like to start by thanking those residents who braved an extremely cold and inclement evening to come to the Village Centre to hear PCSO Moorey’s presentation on Scams and Fraud. It was most informative and many people were able to share their recent experiences. Thank you to those that have personally thanked me since the meeting. I feel sure we learnt something helpful.

Sadly there has been a night in February when several cars in the village were entered and rummaged through. Mostly, not much was taken, but there was a pram, small change and in one case a purse with a card that was subsequently illegally used to obtain money. I do hope this was a ‘one off’ incident but the lesson to learn is always lock your car and don’t leave any valuables inside.

I keep hearing about parking issues in various streets in the village, they are mostly just caused by inconsiderate drivers who can’t be bothered to walk more than 2 yards to a front door. The case that keeps occurring in Churchwood Drive where a vehicle parks opposite a marked disabled bay is causing concern. Please use Operation Crackdown to report any illegal or inconsiderate parking, you will need the registration and colour and make of vehicle. It has been said that double yellow lines are the answer, but I’m afraid that we don’t have a hope of persuading WSCC to put double yellows in a residential no through road. It is really up to residents to be vigilant.

Our next meeting is on Thursday 12th April, when we welcome back Ian Everest, who will be talking on "Sussex during the First World War". Our May meeting is on 10th May, and we will be having a guided visit to Southwick House, where the D-Day landings were planned, followed by a pub lunch.

Strengthening local policing Hello, As your elected Police and Crime Commissioner, one of my responsibilities is to set the budget for policing in Sussex and ensure that, what local people tell me matters most to them, is reflected in the delivery of policing.

The public tell me that they want to see their financial contributions fund more visible, local policing. They rightly want to feel safe at home, in public spaces, at night time and on the roads. They also expect their police force to be easily contactable when they need to reach them.

I am delighted to announce that Sussex Police has re-opened officer recruitment which I’m sure, is very welcome news to people across our county.

Sussex Police is aiming to attract 200 police officers each year for the next four years and I am pleased that this has been made possible by the public’s support to pay more for local policing.

The majority of Sussex residents who responded to my precept consultation said they were prepared to pay more and I want to see their contributions going into visible and effective local policing.

I have always maintained that protecting neighbourhood policing is a top priority because it matters so much to local people. It’s about keeping the community in policing and the police in the community, providing a reassuring police presence.

The additional funding that the rise in the police precept gives us also means the force has to save less money over the coming years so we can protect 476 police posts that would otherwise have been lost.

As your PCC I will continue to listen to your concerns and ensure you can see the difference that your contributions to policing will make.

Know your village…… A series of facts about our village compiled by the Tangmere Local History Group.

Hogget [name for sheep, pig or small cattle] farming took place in most Sussex villages.

“The village pond was once a large watering point for animals that were moved from farmland south of the village of Tangmere; Hoggets were driven from Woodhorn Farm and other hundreds, either to be sold at Chichester market, or driven for fattening at the woodland grazing on Levin Down. Hoggets destined for market were herded and gathered at the village pond, driven along Hogg[et] Lane to a Hogget-sty at Hill Farm, now the thatched Cottage at the end of the Chestnut Walk. It was so named in 1974 by developers who bought the land for housing on Mrs Hancock’s death.

Middleton Gardens: Pilot Officer Rawdon Hume Middleton VC "Ron" Middleton, VC (22 July 1916 – 29 November 1942) was a great-nephew of the colonial explorer, Hamilton Hume; an athletic young man, he excelled in cricket and Rugby football and worked as a jackaroo in Australia. Seriously wounded after a bomb run in Italy, hours of agony, damaged by flak over France, Ron reached the coast of England with low fuel. He turned the aircraft parallel to the coast and ordered his crew to bail out. Five of his crew landed safely; his front gunner and flight engineer stayed to talk him into a forced landing on the coast.

Spitfire Court: Spitfire Alex Henshaw chief test pilot writes ……….. ”After a thorough pre-flight check I would take off and, once at circuit height, I would trim the aircraft and try to get her to fly straight and level with hands off the stick ... Once the trim was satisfactory I would take the Spitfire up in a fullthrottle climb at 2,850 rpm to the rated altitude of one or both supercharger blowers. Then I would make a careful check of the power output from the engine, calibrated for height and temperature ... If all appeared satisfactory I would then put her into a dive at full power and 3,000 rpm, and trim her to fly hands and feet off at 460 mph (740 km/h). Personally, I never cleared a Spitfire unless I had carried out a few aerobatic tests to determine how good or bad she was”.

Another pilot writes “ I loved the Spitfire in all of her many versions. But I have to admit that the later marks, although they were faster than the earlier ones, were also much heavier and so did not handle so well. You did not have such positive control over them.

One test of manoeuvrability was to throw her into a flick-roll. With the Mark II or the Mark V you got two-and-a-half flick-rolls but the heavier Mark IX you got only one-and-a-half. The early spring ‘muck spreading’ season is upon us. Muck spreading has been an integral part of farming and food production for centuries but there is no way of avoiding the downside – it smells!

The basic principal is simple: manures and composted materials are returned to the soil to add fertility, improve soil structure and to grow new crops. It’s the earliest form of recycling! Before the advent of artificial fertilisers every farm had livestock of some form or other with one of the key reasons being the need to produce manure to feed the soil and grow crops. Farms are more specialised now but the manures are still produced and have to go back to the land albeit often on a different farm from where the manure emanates from. The application of all types of manures is an essential way of protecting and maintaining the health and fertility of our soils now and for generations to come.

Regulations driven by successive governments of whatever colour, strive to see all the wastes we produce as humans disposed of in a more environmentally friendly and sustainable way which has led to a massive increase in the amount of material being spread to land. As a result many British beaches achieve Blue Flag status and the natural flora and fauna in our seas and rivers is improving and thriving. But the sewage has to go somewhere and that is to land. The water companies have had to invest £millions in treatment processes to turn this waste into a safe useable fertiliser. This ‘bio fertiliser’ now has a beneficial use rather than being a serious pollutant which improves the health of our soils.

It’s a win- win story except for one fact –

it smells and of all the materials spread to land it has the most unpleasant and persistent of odours. Is this downside worth the benefit of not dumping the waste in the sea? – only you can decide.

Another relatively new material is coming from anaerobic digesters (ADs). AD systems create energy (electricity and bio gas) from fermenting waste plant material but this material doesn’t magically disappear. Another type of manure is the ‘digestate’ by product and being full of good nutrients is ideal for returning to land and growing crops.

Whilst muck spreading and the odours that go with it will always be part and parcel of rural life, we as farmers must do everything we can to minimise the impact. Let’s be honest, we can’t stop the smells but we do try and be as considerate as possible towards our neighbours. At the same time we are talking about the working farms that produce the food we all eat – it doesn’t magically appear on the supermarket shelf.

When Farmers spread manures etc we, at the NFU, expect them to abide by our code of practice which advises that manures should be incorporated into the soil (e.g. by ploughing or cultivations) within 24 hours of spreading in order to reduce odours. The only exception to this rule is green waste compost for which there is less urgency due to the lack of odour and AD digestate which is, uniquely, in a liquid form and can be injected straight into the soil.

All farms, conventional or organic, will be spreading manures this spring. We hope with the consideration of your local farmers and your understanding, we can all manage to rub along together.
