Sell your unwanted items at a village table top sale to help raise money for local charities. Don’t miss the village Spring cleaning day

Have a laugh at the Tangmere players next production

Spring is the season of renewal and new growth, and for some it brings a sense of shedding old ways and unwanted belongings. It’s a time to clear out the cupboards of old clothes that don’t quite work for you or items that have lost their appeal but which still have life in them and may be of use to someone else. Why not try your hand at selling these items at the table top sale at the end of April. If you are a new member of the community and would like to make some new friends then try one of the groups or organisations mentioned in this issue. For those villagers who may have questions about the plans for the new development why not come along to the “Spring clean” and discuss them over some refreshments with members of the Parish council and your District Council representative. There is a need for a distributor in the area at the end of Churchwood Drive. If you are available to deliver about 50 magazines six times a year please let me know. Email editor@tangmere-news.co.uk

The young players are having a well deserved rest after their first murder mystery event “The great British bake off.” They will reconvene in September when they join the adults for the Christmas Panto. Meanwhile, the young adults who have been involved in the last two productions have more lines to learn and stage direction to perfect as they join the adults in the very funny farce “They came from Mars and landed outside the Farndale Avenue church hall in time for the Townswomen’s guild’s coffee morning”. It is one of the longest titles for a play that we have ever come across. Come and join in the fun and laughter which will occur as the comedy antics of this Farndale unfold during the evening.

To get involved with the players call Glenda 01243 532672 or Judy 01243 773454 or alternatively email: tangmereplayers@gmail.com or just come along to our Monday rehearsals @ 7pm-9pm, Tangmere Village Centre, Malcolm Road

Spring Flowers a Plenty We have a wonderful bloom of spring flowers within the Garden. These were planted many years ago by the local Scout Group and still going strong. Maybe your children were one of the group that helped with the planting of these beautiful flowers. This year we are saying goodbye to the Pig Pen and planning to have a new seating area to catch the last of the Sun in the Summer Evenings when the Supper Nights start again. We are also looking to plant several fruit trees in this area which will produce some wonderful fruit in the years to come. (Hopefully). Recently we went to the Tuppenny Barn Fundraising quiz night with a Team from the garden which was great fun and we actually did quite well. We will be attending again next month with two teams as it was such an enjoyable evening. Well Done to Tuppenny Barn for a very well organized event. Our first fundraiser this year will be on the 7th April. We will be at Homebase at the BBQ tent for the sausage sizzle. Why not pop along and have a sausage while doing a bit of Garden or DIY shopping and support one of your local groups. Note for your diaries our Open Afternoon is being held on the Sunday the 23rd of June. Come along and see what we do and have a piece of cake and a cuppa. We will have a Tombola so try your luck. We are always keen to gain new members to the garden as there are always plenty to do and plenty of produce to share. If you would like any information on the Garden you can pop along to the Garden with the best time being Saturdays late morning as there is normally a few of us there or Contact Mandie Barney via Email amandabarney3@gmail.com or telephone 07738 096283 or Angela Natoli via Email awn9947@gmail.com or telephone 07496 475695 who will be more than happy to tell you all about the garden and how to join in the fun!

Chairman’s Report At the full Parish Council meeting on 7th March we were able to finally approve the budget for the Multi Media project for the Village Centre. This will replace the stage lighting equipment with a state of the art LED system, controlled and programmed by a new lighting desk. It also features a new Visual Projector and screen system to facilitate a Film Club operation, including a comprehensive sound system and mixing desk. This project will provide the main hall in the Village Centre with comprehensive multimedia facility that will be available to groups, clubs and residents alike. Contracts have now been put in place, funded by Section 106 and New Homes Bonus grants, with an installation target of end April. The council also approved the creation of 2 working parties, the first to liaise with the Developer on the production of the Master Plan, and the second to coordinate the various village events we plan from time to time within the village. The village event working party is a regeneration of the Tangmere Action Group (TAG), which was established to provide a conduit between residents who wanted to be involved with activities and the Parish Council, who would front such activities. The subjects TAG would get involved in will be: Summer Fair, Christmas Fair, Pop -Up Café, Film Nights, village dinner events and social evenings, and the

Andrew Irwin

Christmas tree in the Co-op carpark. The advantage of doing these under the umbrella of TAG is that there will be the support of a number of people to help, rather than being left to individuals to organise. On that basis, if residents wish to join TAG on an informal basis, making suggestions and helping arrange events, then please let me know or let the Parish Clerk know your details. I will arrange a TAG stand at the Spring Fair on 11th May at the Village Centre so pop in and talk. The closure of the One-Stop shop was a blow to the community facilities in Tangmere. Whilst CDC refused the Parish Council the right to nominate the building as an “Asset of Community Interest”, we are being advised on progress relating to a Post Office for the village. The Post Office are considering all options to ensure a service remains in Tangmere, as they agree that Nyton Road in Eastergate and St James are too far away for residents to access. This may result in the Post Office sharing a building within the village, but no clear plans have emerged so far. We are not being consulted in relation to what happens to the One Stop building, so we will let you know just as soon as some concrete plans are shared with us. Plans to resurface the VC car-park have now been approved by CDC with the granting of planning permission. We now move onto selecting a contractor to complete the works, and will then make arrangements to deal with the disruption such major works will cause.

Tangmere Parish Local Elections: 2nd May 2019 This May will bring local elections to the Parish Council. These occur every 4 years where all 10 Parish Councillor Positions are up for election, and all residents are able to stand. There is currently 1 vacancy on the Parish Council, so I would ask every resident to consider if they could spare some time to get involved in local issues. I hope that we are able to fill all 10 positions on the new Council during the election process, which is important because the new Councillors will be closely involved with discussions on the Master Plan that will shape the village over the next 15 years. Application packs will be available both in CDC offices as well as from the Parish Clerk. During the run up to elections the Village Clerk’s role is to ensure all residents have the information they need to be able to stand for election if they wish. The Clerk will be able to outline the role and responsibilities of being a local councillor so please contact her in the intervening period for an informal discussion on any issues you may need clarification on. Chairman, Parish Council ‘HARRIERS AND THE 69 AIR RACE’

EXHIBITION This Easter, the Museum will exhibit a temporary exhibition to mark the 50th anniversary of the Daily Mail newspaper sponsored 1969 Transatlantic Air Race in the Museum’s cinema between Saturday 20 April and Sunday 12 May. The race was divided into a number of categories and the exhibition will focus on the subsonic jet aircraft category and in particular the performance of the Hawker Siddeley Harrier GR1 aircraft, then new to the RAF. Two Harriers took part in the race and the Museum is proud to own one of them, XV744. In addition to information display boards about the race there will be a film which the Museum has produced using footage of the Harriers in the race flown by Tom Lecky-Thompson and Graham Williams. It is hoped that Tom and Graham may be able to open the exhibition on the 20 April (Easter Saturday) and perhaps give talks on their experiences during the race. Entry to the exhibition is included in the Museum entry price

Two PCSO’s visited the recent Parish Council Meeting, they had three main issues to talk about that are relevant to Tangmere. The first was the spate of car breakins all across the Chichester District and Tangmere certainly has had its share of these. The main message was to encourage residents to report every incident either by phone on 101 or preferably online at sussex.police.uk/ reportonline. They promised us that every report was registered and when they see a trend in a particular area then they put extra resources into place. The second was to promote Speedwatch, many of you may have seen the Tangmere Speedwatch Group active in Meadow Way recently. We are active when we can but we need more volunteers, as I write we have reported 17 speeding cars in the space of 2 hours, these motorists will all receive warning letters. If you think you could help this group please give me a ring 01243 532505. The third issue, that our old friend PCSO Richard Moorey spoke about, was the fast moving issue of scams and spams, the criminals are always ahead of us and finding new ways to scam us and part us with our precious money. Richard is happy to come and give a presentation to any group in the village that would benefit from up to date advice. Just a reminder that there will be a ‘Keep Britain Tidy’ Spring clean up on Saturday morning 30th March meeting at the Village Centre carpark. Hope to see you there.

Tangmere Strategic Development Location (SDL) Update from Countryside Properties Countryside Properties (UK) Ltd (“Countryside”) is delighted to have been appointed by Chichester District Council to work with them, and Tangmere Parish Council, to bring forward the development of new homes and community facilities for the strategic site on land to the west of Tangmere (the Tangmere SDL). As an award-winning developer, with over 60 years’ experience of building new homes and communities, Countryside prides itself on creating places that people want to be part of. We are committed to effective place-making through working in partnership with communities. We will be working closely with your parish, district and county councils to deliver high quality and sustainable new homes for Tangmere, that will be very much part of the ’one village’ vision set within the Tangmere Neighbourhood Plan. This will include opportunities for new education, community and recreation facilities for the benefit of all. We will be engaging with residents and local stakeholders as part of the planning and design process, building on the extensive work that the Parish Council and wider community has already done through the Neighbourhood Plan, to ensure that we can maximise the benefits for the village. Along with our partners at the District and Parish Councils, we are currently preparing a detailed programme of technical work. This has involved undertaking a number of initial surveys on site since late January that will continue over the coming months. We are also planning a series of consultation opportunities for residents where you will be able to see, and feed in to, the masterplan before a planning application is submitted. We look forward to sharing the details of our consultation and our emerging vision for the Tangmere SDL in due course. In the meantime we have created a website at www.countryside-tangmere.co.uk which will be updated with information as the project evolves.

Comments from your District and County Councillor May 2nd will see elections to the District Council take place. The new District Council will have 36 Councillors (down from 48) and there have been many Ward boundary changes. Tangmere will become part of a two Member Ward that will cover Hunston, N Mundham, Oving and Tangmere Parishes. Should you not be able to vote in person on the day, there is the option to apply for a postal vote. If you do vote by post, please carefully follow the instructions – quite a few get disqualified due to errors and omissions on the accompanying verification form. For further info regards voting goto either http://chichester.gov.uk/ elections , elections@chichester.gov.uk or 01243 521010. A lot of surveying work on the Strategic Development area has taken place. This is but a small part of the overall information gathering that goes into developing the overall and detailed design of a site. It produces vast amounts of data which has to be assessed and checked and results in many large documents being submitted as part of the planning application process. It is going to be quite a task to wade through all of this and come out the other side with a development that looks good and works well. As we have seen on the (relatively small) Bader Heights and Dukes Meadow sites, it’s hard work. At a recent CDC/Post Office meeting, it was confirmed that the PO is actively seeking a

replacement site in Tangmere. The PO’s preferred option is to be in an existing convenience store with an “outreach” (a part time counter in a community building) or mobile service as a fall back. On another service, Tangmere’s mobile library is currently little used and a review is coming up – the phrase use it or lose it comes to mind. WSCC funded Op Watershed work has continued with the installation of a new concrete ring soakaway at the junction of Cheshire Crescent/Mannock Road. Further work on Garland Square’s drainage has been undertaken, the effectiveness of which is being monitored. Southern Water has been undertaking extensive monitoring of the foul water catchment upstream of the pumping station at Churchwood Drive to identify the source of the odours. With our aging population comes increasing numbers of Hospital admissions due to falls. WSCC is running a programme (goto: www.westsussex.gov.uk/falls ) to try and reduce these incidents, including “slipper swaps” - yes tatty old slippers are a hazard! Info on staying steady and active can be found at www.westsussexwellbeing.org.uk and 01243 521041. For young people info and support on a range of issues can be found at: www.westsussex.gov.uk/staying-safe-online; ChichesterFIOCentre@westsussex.gov.uk; yes@westsussex.gcsx.gov.uk and www.yourspacewestsussex.co.uk . Finally - please turn out on Saturday 30th March for the Spring Clean litter pick.

Orchard update

I have almost finished pruning the fruit trees now (mid-March) although the cooking apple trees may soon get beyond me. They are quite vigorous, as are most cookers, and they are getting a little high to prune from the ground. I may have to abandon trying to control their height. Luckily, there are only 5 of them. One of them being ‘Howgate Wonder’ famed for its huge apples, one apparently weighing in at more than 4lbs. The rest of the apple trees were chosen as small trees and as local varieties able to withstand the drier climate of the south. The four plum trees will be left until summer for their pruning, although it is always difficult to prune plums when they are so heavily laden with emerging fruit. The Victoria plum, in particular, becomes so heavy with fruit that its branches touch the ground. I will have to steel myself this year and sacrifice some fruit for the good of the trees. I have managed to build up the compost bin in the orchard by adding horse manure from the field next door and grass clippings. This will ensure I have at least some compost to put around the trees next winter. If you see anyone using the compost bin as a litter bin, please tactfully remind them to take their litter home.

Allotment Report

The Winter has been mild this year and enable some good working days on the plots. Winter Greens/chard/perpetual spinach have been growing without a cold snap break and garlic planted earlier in the year is growing well. We are looking at starting to cut the grass earlier than usual due to the continued mild weather. We are planning a workparty Day in May, weather permitting, which will be combined with a plant and seed swap and a social get together in the evening. Crops in season: Broccoli, kale, brussels sprouts, chard, perpetual spinach, parsnips, leeks, Jerusalem artichokes, nero kale, cauliflower Some Crops to sow in the next month: all brassicas, carrots, peas, parsnips, beetroot, spinach and perpetual spinach among others. April/May sowing: squashes, cucumbers, melons, tomatoes. At the moment there are a couple of plots available and anyone interested in joining our friendly band of gardeners should contact the Parish Clerk in the first instance. RECIPE: Easy Winter Vegetable Soup: Base: 1 onion, 2 celery sticks, 3 carrots - all cut fairly small. Place in a large crock pot/slow cooker with 1 litre water and add whatever other vegetables you have – some of the “wonky” veg from the allotment will taste great in this. You can add a leek, washed and diced, parsnips, swede, sweet potato, Jerusalem artichokes -all of these go well. Add a vegetarian stock cube and add a handful of pearl barley or quinoa if you like it. Allow the lot to simmer for 3-4 hours on a low heat. This is a great winter supper with crusty bread and if you are feeling that some protein is needed – sprinkle the top with cheese and melt under a hot grill for a few seconds. Dulcie 14

TANGMERE PRIMARY ACADEMY Year 2 learn about The Great Fire of London. This term Year 2 at Tangmere Primary Academy have been learning about the Great Fire of London. The children have been learning about life in Stuart London and investigating why the fire spread so quickly and burned for so long. Throughout the term they have been using a range of different forms of evidence such as pictures, non- fiction books etc to gain as much information as possible, to understand what it might have felt like to live in London, at this time. The children have then used this information to write a diary entry on The Fire as an ‘eye witness account’ inspired by the diarist Samuel Pepys.

TPA Nursery Class visit the farm. Our nursery class enjoyed visiting Goodwood farm this term. During their visit they were lucky enough to see a lamb being born. We all enjoyed celebrating World Book Day 2019 at TPA. Everyone made a fantastic effort to dress as a character from one of their favourite books, which they were able to show off in our annual World Book Day parade. It made the judging of the best homemade costume in each year group very difficult. Throughout the day the children took part in a number of book related activities. These included: Book tasting, Bookie breakfast with our parents, sharing our favourite books and lots more…..

Community Wardens

Recently the toddler play area was the victim of some graffiti and the skate park had some bottles smashed making the area unusable till cleaned. This is something which has become a bit of a problem over the last few years and we must work together as a community to put a stop to it. Imagine turning up at the recreation area on a Saturday morning with the children, the dog or both to have a good old after breakfast run around and play and finding the whole area totally covered in broken glass because some people thought it would be a great idea to use the skate park, MUGA, teen shelter or toddler play area the night before as a place to drink alcohol, smash bottles throw litter all over and quite frankly behave like idiots. This has happened on numerous occasions and was once so bad that the whole area took a couple of hours to clean and we had to turn people away for their safety! The most recent incident saw only two smashed bottles and a third still intact, incidentally has anyone lost a couple of bottles of Echo Falls raspberry from their wine rack? In the past there have been large quantities of bottles smashed but whether it is one bottle or multiple it still means that these recreation areas are dangerous until cleaned and cannot be used. It also means that either we the Wardens the Parish Council or members of the public have to clean it. Frustrating and annoying! The warmer weather and lighter nights will be with us soon and we would all like to be able to enjoy the Tangmere green and all the equipment on it. If anyone hears or sees anything that sounds like people causing anti-social behaviour on the green please call the Police on 101 or use the Police reporting tool on their website at the time the incident is happening. These incidents historically happen later at night when it is dark and they can’t be easily seen if at all, but they can be heard and if you can hear what sounds out of place then please report it. It could be that there is underage alcohol drinking going on which is also dangerous for those taking part and makes them very vulnerable. We would also like to know what is happening and when so give us a ring or drop us an email as well as informing the Police. We don’t work late into the night but the Police do and are available 24 hours a day 7 days a week so you will get a response and if you don’t want to hang on the phone for a long time on 101 then please use the reporting tool I mentioned earlier it works the same way and they will ring you back. If the Police receive numerous reports about the same places or incidents they will then concentrate their efforts in those areas. Dawn White dwhite@chichester.gov.uk 07768 210358

A Note from St Andrew’s As we arrive at this important time in the church year, we are reminded about renewal. As a reluctant gardener, I am aware that this time of year is one where we look for new signs of life on plants that appear to be dead. But where we know that they will put out new growth and become beacons of colour in our gardens. Many of us will give thanks for the miracle of new growth and life. For Christians, Easter is the time when we remember the death of Jesus on the cross and His resurrection to new life. What appears to be dead comes back to a new life, stronger and more powerful than before. It is when we celebrate the new beginning, knowing that our past lives are behind us and that we have a new light in our lives. And we look forward to new growth and life in ourselves and where we can be examples of Christian life to everyone and shine as a light in the life of ourselves and others.

How healthy are our children? As a mum of 2 spirited children and a teacher of 16 years I have seen anecdotal evidence that our children are finding the world a scarier place and that the issues they have to deal with can be constantly in danger of overwhelming them. These issues can be caused Photo by Luke Pennystan on Unsplash by such a range of factors from realizing that their parents could die, forever, to the need for social media approval. On top of this many children feel the pressure from schools to be academically successful with many schools not rating how to be emotionally successful as equally important. The result for some children is that they grow up feeling inadequate, or vent these fears and worries through inappropriate behavior. For some they may end up in a chain of unsuccessful and unsatisfactory relationships and may never believe that they have their own value. 1 in 10 young people have some form of diagnosable mental health condition and that there is evidence that this can have a direct impact on their future choices and success. This only accounts for those who are diagnosed, it doesn’t even recognise the other children in a classroom who are dealing with situations such as grief from a death of a family member or being bullied by the gang of children in their class or who can’t find their place in the world. These are not diagnosable mental illnesses, but they can have such a profound effect on their confidence, personality, view of their world, belief in their own success and, therefore, their mental health. To me the mental health of our children is equal to their physical health, in fact the 2 are so closely linked. Think about it, when you are feeling poorly and have been inactive for a while what are the thoughts that go through your head, are they bright and positive? Or do they tend towards the dull and gloomy? I know for me I am more likely to be a little “snippy” when my body is feeling lethargic and achy. I have often stood on my figurative pedestal to tell anyone who will listen that our children do indeed need to be taught about how to keep their body healthy and how to eat so that they can maintain their amazing vitality and energy but they need and deserve so much more than that. If you want to explore this more then there is a Mental Health conference being planned in Tangmere at the end of June. Come and join us!

Sage House – home of your local community café Did you know that you have a community café on your doorstep? Daisy’s Café is located within Sage House in City Fields Way. It is run by local charity Dementia Support which provides dementia services for people living with dementia, and their families and carers. However, the café is open to everyone to use as we believe in raising awareness about dementia amongst the community. Also, when you spend money in the café, it goes back into the charity and goes towards supporting people who use Sage House. We are already frequented by employees of local businesses in the area, such as the ambulance crews and the offices next to Sage House in City Fields Way. It is also a delight to see families from the surrounding houses pop in on a regular basis. So what is on the menu at Daisy’s? Well you can tuck into a cooked breakfast, cake for elevenses, a cooked 2 course lunch or a quick panini, healthy salad or indulgent cheesy chips and bacon bap, and round off the afternoon with tea and scones. There is also a takeaway menu for those on the go or just passing. The food is fresh and home cooked in our kitchen by our chef Simon and Catering Manager Ali; they are supported by a brilliant group of volunteers who man the front counter. The café is open Monday to Friday, 9.30am to 3.30pm; hot food stops at 2.00pm. As a charity we support people in the West Sussex area who are living with dementia. Sage House provides complete dementia support services under one roof, such as information & advice, day care, personal care, complementary therapies and hairdressing, legal advice, socialising and therapeutic activities and an equipment showroom. We also provide support for the families and carers of people living with dementia. If you would like to know more about the charity and the support we offer at Sage House, contact the team on: 01243 888691 or visit the website www.dementia-support.org.uk

The 60-year reign of Queen Victoria, which was commemorated as the Diamond Jubilee of Queen Victoria was celebrated on 22 June 1897. The Diamond Jubilee of Queen Elizabeth II was celebrated across the Commonwealth of Nations throughout 2012.

Times Past

A red letter day in the annals of Tangmere “right royally did we commemorate the great event; all the parish young and old sat down to dinner provided by Mr Pavin, mine host of the TANGMERE HOTEL, at one o’clock. Mr Bayley kindly lent his barn with the tables all beautifully decorated with garden flowers. After dinner sports were held in the meadow …… some of the older folk showed that they had not forgotten how to run; everybody else entered into the spirit of the day and much fun was had by all. The prizes were gifts provided by Mr and Mrs Bayley, they included spades, prongs [forks], tobacco for men, workboxes and china ornaments for the women, sweets and toys for the children. No pains or expense was spared and we all had a jolly good time. Thank you to all who gave so generously towards the dinner, including the Miss Meadens, Mrs Andrews and her helpers. Such a fine day long to be remembered as the Diamond Jubilee of 1897. The picture shows the Tangmere Hotel; it was sited on the Tangmere Straight, later it was demolished when the airfield was expanded. I wonder if anyone has photos of the celebration held in the village hall in 2012.

17 hours in custody In October of last year Independent Custody Visitor (ICV) manager for Sussex, Sarah Friend, spent 17 hours in custody to get a snapshot of the experience a detainee has from arrest to next day release. Since then she has made some radical changes to the standards of cells across the county, including the installation of drinking water and replacement mattresses. Commenting on her stay, Sarah said: “I was keen to look into having drinking water in the cells, as this would not only help the detainee but save on staff time going to and from the kitchen. “I also investigated if there’s a national standard for mattresses in cells. The length of the bench was fine - I’m 6 foot tall and could lie straight. I was happy with the temperature and cleanliness of the cells; when I asked for a toothbrush I got one, and my neighbours got the extra food they asked for. However, the mattresses were old, worn and very thin. “More than ever I stand by the change I’d like to see to female hygiene in custody; it’s not a pleasant experience using the toilet in a cell anyway, but to make a female who is menstruating have to buzz every time she needs certain products just isn’t right in my opinion. Sussex now offers a good variety of products but I still feel there’s work to be done in this area.” Sarah’s job is a unique one at the best of times. She manages a team of volunteers who check on the welfare of detainees held in custody. They make unscheduled visits at any time of the day or night to custody suites across Sussex speaking to their detainees and ensuring their rights are being upheld. Across the UK in 2017/18 Independent Custody Visitors made well over 9,000 visits to police custody to check on detainees, visiting over 28,000 people. From a portion of those visits in Sussex the changes made already have been ground breaking, especially the lobbying of the government with PCC Katy Bourne (who funds the scheme) to supply a range of menstrual products for female detainees. Sarah is looking for ICV volunteers in Eastbourne to join her team. If you want to ensure the rights of detainees are being upheld and offer support to someone at a particularly difficult time then this is the role for you. There really is no other volunteer opportunity like it. To read Sarah’s blog click here: https://www.sussex-pcc.gov.uk/about/independent-custody -visitor-blog/ To apply to become an ICV click here: https://www.sussex-pcc.gov.uk/getinvolved/volunteer/ If you have been in custody and visited by an ICV Sarah would be keen to hear from you and get some feedback.
